    Pensioner bondholders won’t be shortchanged – Ofori-Atta

    The Minister of Finance, Ken Ofori-Atta, has assured pensioner bondholders that government will not shortchange them. Rather, government will honour their coupon payments and maturing principals, like all government bondholders.

    He told Parliament yesterday that the government remained committed to the well-being and dignity of the senior citizens and pensioners.

    But the convener of the Pensioner Bondholders, Dr Adu Anane Antwi, in an interview with the Daily Graphic, prayed the government to walk the talk by honouring the various maturing dates of each of the bondholders, looking at the precarious financial condition of the country.

    To him, the surest way for the government to remain afloat and honour its pledge was to cut down on the size of government to rake in more cash.

    The Finance Minister was in Parliament to brief the House on the Domestic Debt Exchange Programme (DDEP) for the first time following the recent picketing at the ministry by protestors who want issuer exemption and not self-exemption.

    The pensioners were also in the Public Gallery of Parliament in their numbers but many of them said they were not satisfied with the clarity on the policy.
    Some of them said the minister’s address appeared more of the presentation of the annual budget and government’s fiscal policy.

    Distress

    Appearing in his signature all-white apparel with extensive quotes from the Holy Bible, the Finance Minister said: “Indeed, it has personally caused me great distress as a number of them have picketed the premises of the Ministry of Finance since Monday, 6th February, 2023.”

    Mr Ofori-Atta said the DDEP would also build momentum for the external restructuring programme, which had also commenced.

    “As part of this process, Ghana has officially asked its bilateral creditors for a Debt Treatment initiative under the G-20 Common framework.

    “Consequently, Ghana co-hosted a meeting with the Paris Club, including both Paris Club and Non-Paris Club creditors on January 10, 2023. We reiterated the request for expedited treatment under the Common Framework and presented our economic and fiscal outlook as well as the steps undertaken so far with the DDEP,” the Finance Minister said.

    Breakdown

    Breaking down the terms and the categories of the DDEP, the minister said it was well crafted to address the specific concerns of the different categories of holders under three groups.

    Category ‘A’ is made up of Collective Investment Schemes and Natural Persons below the age of 59; Category ‘B’ – Natural persons 59 years old or older; and ‘C’ made up of General Category Holders, representing all other holders except those exempted.

    According to Mr Ofori-Atta, the details of the results of the participation rate included Category ‘A’ holders issued 4,109 instructions and tendered an amount of GH¢5.93 billion.

    That, he said, represented 6.06 per cent of the eligible bonds.

    The minister said Category ‘B’ holders issued 1,340 instructions and tendered an amount of GH¢423.01 million, representing 0.43 per cent of the eligible bonds; while the General Category holders issued 4,489 instructions and tendered an amount of GH¢76.65 billion, representing 78.41 per cent of the eligible bonds.

    Ramifications

    Mr Ofori-Atta said the government was mindful of the exchange’s ramifications on the country’s financial health.

    Mr Ofori-Atta indicated that as a result, the government was developing several prudential measures to mitigate the potential impact on domestic creditors, considering the need to preserve financial stability.

    “Billions of taxpayer’s monies were used between 2017 and 2019 to rescue the financial sector. We have no intention to imperil that work and we are determined to protect banks operating in Ghana and strengthen their capacity to finance the economic recovery and growth we see before us,” the minister added.

    Recalibration

    The minister said the respective regulators had assessed the potential impact of the exchange on the financial sector.

    “Working together, Bank of Ghana, the Securities and Exchange Commission, the National Insurance Commission, and the National Pensions Regulatory Authority are recalibrating their regulatory tools to accommodate the necessary forbearances for the respective sectors.

    He said in addition, a Financial Stability Fund (FSF) was being established by the government, with the help of development partners to provide liquidity and solvency support to banks, pension funds, insurance companies, fund managers, and collective investment schemes to ensure that they were able to meet their obligations to their clients as they fell due.

    Statements

    Prior to the Speaker, Alban Sumana Kingsford Bagbin, allowing members to make contributions to the presentation by the Finance Minister, there were arguments between the Majority and the Minority side on the duration to be given each member to speak.

    Insisting on going strictly according to Order 72, the Deputy Majority Leader, Alexander Afenyo Markin, said the Order insists on “brief comments” not exceeding one hour.

    But the Minority Leader, Dr Cassiel Ato Forson, argued that since it was a monumental national assignment, each member should be given 10 minutes to speak, while the leaders were given 20 minutes.

    However, in his ruling, the Speaker varied the rules to give six members from each side of the divide the opportunity to comment for eight minutes each, while the leaders speak for 15 minutes.

    From the Majority side, the Leader, Osei Kyei-Mensah-Bonsu; the Deputy Ministers of Finance, Abena Osei Asare and Dr John Kumah, as well as the Deputy Minister designate for Trade and Industry, Dr Stephen Amoah; the Chairman of the Finance Committee, Kweku Kwarteng, and a Deputy Minister of Energy, Andrew Egyapa Mercer, were allowed to comment.

    Those who spoke on behalf of the Minority side were the Minority Leader, Dr Forson; MP for Bolgatanga Central, Isaac Adongo; MP for North Tongu, Samuel Okudzeto Ablakwa; MP for Yapei-Kusawgu, John Abu Jinapor; the MP for Asunafo South, Eric Opoku, and the MP for Bawku Central, Mahama Ayariga.
    Setting the ball rolling from the Minority side, Mr Adongo said he felt very sad for the situation the pensioners were being taken through.

    “These are senior citizens who have served our country faithfully to accumulate their pension. And when we are in crisis, the vulnerable are the ones that we prioritise. They are not the ones whose monies we should take,” Mr Adongo said.

    The Bolgatanga Central MP said unfortunately, the pensioners were the ones the country was taking money from.

    “Mr Speaker, are we no longer a proud nation? Are we suddenly no longer a proud nation that we are all over the place begging people we borrowed money from and telling them we can’t pay?” he asked.

    Contributing to the debate, the Chairman of the Finance Committee, Kwaku Kwarteng, said the DDEP deployed by the government was good but was not enough to salvage the economy.

    In the view of Mr Kwarteng, the state of the economy now would require more than a debt treatment, saying that “not only should we support the government to cut interest commitment that had burdened our economy, we must pursue an aggressive programme to rein in expenditure and we must do that not just for today but we must do that going forward,” he stated.

    In cutting expenditure, he said, charity must begin from home and the Executive and MPs must lead by example.

    Reinstate Fiscal Responsibility Regulation

    The MP for Yapei Kusawgu, John Jinapor, said the Bank of Ghana, as of 2021, had advanced over GH¢40 billion to the government, a development the central bank issued a statement to claim that the advancement was an overdraft, a short-term debt instrument.

    “Immediately the Finance Minister got GH¢40 billion, he announced that he had converted it into bonds,” he said, saying the move by the minister raised concerns about his credibility, Mr Jinapor said.

    “That is the women and men who are old do not trust the minister because the President told us that there would be no haircut but it turned out to be false and Mr Ofori-Atta himself promised that individuals would not be part of the domestic debt instrument but on the eve of Christmas he issued a statement that he would exempt pensioners and he is now bringing individuals into the whole fray, which is a serious matter,” he said.

    Urging Parliament to pass a resolution to compel the Finance Minister to exempt all pensioners from the DDEP, Mr Jinapor also appealed to the Speaker to reinstate the Fiscal Responsibility Regulation that was suspended to help avoid such economic crisis in future.

    Unsustainable debt

    Deputy Finance Minister, Abena Osei-Asare said the impression that the government was bent on taking people’s money was wrong.
    “Mr Speaker, the government is saying that I cannot continue to disburse or redeem the bonds that I have taken from you because of where we are now as our debt has become unsustainable,” she said.

    She said the country’s debt became a national debt from the first day Ghana borrowed till date.

    “Last year, we were servicing our debt until things started getting difficult, not as a result of domestic issues but also external issues, making Ghana use 70 per cent of our tax revenue to service interest payments alone,” she said.

    Economic catastrophe

    The MP for North Tongu, Samuel Okudzeto Ablakwa, said today Ghana, once a shining star in Africa, was the brink of “economic catastrophe, Armageddon and disaster” because of a Finance Minister who had betrayed the trust of the Ghanaian people.

    He said at a time senior citizens, the aged and the vulnerable were bearing the brunt of economic mismanagement, the Finance Minister was urging the people to “rejoice in the Lord.”

    “People who have served this country with distinction and they did not join their colleagues who left for greener pastures but stayed here to sacrifice and toil and reconstruct this nation but their pension are being taken away from them,” Mr Ablakwa said.

    “They have to picket for days and the President has not even invited them to listen to them,” the MP said.

    The 35-year-old rapper was shot dead outside a popular restaurant on Florida Rd in Durban, South Africa on Friday, February 10, 2023.

    Burna Boy expressed shock over the assassination of the rapper, adding that the news turned his positive mood sour.

    According to Burna, he advised the deceased to get a gun after he saw his and tagged him wild.

    Burna added that although they have had several misunderstandings and industry ‘beefs’ in the past, he never saw death for the South African star and he hopes that the culprits are caught and arrested.

    Burna’s post read: “WTF is all of that about? I just heard he died, seen that video at that restaurant. Took me out of a positive mood/ Took me back to that day when you saw my gun and you said I was wild/ Then I told you you should have one too.

    President of SA declines state funeral request rapper AKA

    The President of South Africa reportedly turned down a province government’s request for a state funeral for South African rapper AKA who was murdered last week.

    Gauteng’s premier Panyaza Lesufi had written to President Cyril Ramaphosa requesting permission to give slain rapper Kiernan Forbes, popularly known as AKA, a state funeral.

    On Thursday, Mr Lesufi said his request had been denied.

    He said he had not requested for state funds for the funeral, but for the coffin to be draped with the national flag and flags to be flown at half-mast in honour of the rapper.

    “We felt that the person of his international stature, person of his national stature, there must be some form of honour, and we want to clarify it is not a financial contribution,” he is quoted as saying.

    The rapper will be buried on Saturday.

    Confirmed: Emmanuel Agyemang Badu resigns from Great Olympics

    After only five months with the team, former Ghanaian international Emmanuel Agyemang Badu has left Accra Great Olympics.

    The 32-year-old midfielder joined the group at the start of the current campaign on a one-year contract.

    In 11 league games while playing for Great Olympics, Badu earned two man of the match awards.

    The athlete has now disclosed that he made the decision to leave the team after learning that the administration fired head coach Yaw Preko because he insisted on starting him.

    Badu claims that the coach’s insistence on starting him in matches went against the management’s wishes, which led to his departure.

    “I’m not sure I will return to the club again,” he told Asempa FM

    “It is just unfortunate but I have heard that the management of the club has taken certain decisions against me which the coach fought against strongly,” he added.

    “The decision by the coach to keep me playing cost him his job and this has been confirmed by four members of the technical team,” he added.

    “The CEO of the club [Oloboi Commodore] is the one behind it,” he further stated.

    The former Udinese player had previously played for clubs including Asante Kotoko, Bursaspor, and Hellas Verona.

    Member of Parliament for Bolgatanga Central Constituency Isaac Adongo, has asked the Finance Minister, Ken Ofori-Atta, to resign.

    The lawmaker said this while Ken Ofori Atta was speaking on the floor of Parliament, where he had been summoned to explain the Domestic Debt Exchange Programme (DDEP).

    Ofori-Atta’s appearance in Parliament comes after Speaker Alban Bagbin directed the Business Committee of the House to drag Ofori-Atta to the House to answer questions on the programme.

    Speaking after Ofori-Atta’s address, Isaac Adongo, Member of Parliament for Bolgatanga Central Constituency, demanded the immediate resignation of Mr. Ofori-Atta before going out of the House.

    He insisted that Finance Minister has failed woefully in the discharge of his duty.

    According to Adongo, the Finance Minister has increased the risk of government bonds while continuing to quote the Holy Bible to conceal his incompetence.

    He cautioned Ghanaians to beware of public officers who do not demand payment for their service, alluding to the no-salary arrangement for Mr Ofori-Atta.

    Minister for Finance Ken Ofori-Atta also refuted claims that he has neglected the pensioners who have been picketing to protest their inclusion in the Domestic Debt Exchange Programme (DDEP).

    “The government is committed to the wellbeing of our senior citizens and pensioners. The government will honour their coupon payments and maturing principles.

    “I have met with them on three occasions, where I explained the terms of the new bonds. “I subsequently wrote to their convener to let him know that all pensioners who did not participate in the bond offerings are exempt,” Ken Ofori-Atta told Parliament.

    Emmanuel Agyemang Badu, a former Black Stars regular, announced his departure from the Accra Great Olympics.

    The seasoned midfielder joined the Ghanaian top-flight league side last year to help the team prepare for the 2022–23 football season.

    Even though the current season is just halfway done, the former Udinese midfielder has announced his departure from Great Olympics.

    Speaking to Asempa FM in an interview, Agyemang Badu says he has decided to quit the club because of Chief Executive Officer Oluboi Commodore.

    According to him, the club CEO has orchestrated the sacking of coach Yaw Preko because he continued to start him in games even when he was pressured to drop the ex-Black Stars man to the bench.

    “Oluboi Commodore, the CEO, is the one behind my reason to quit the club. The decision by the coach to keep me playing cost him his job and this has been confirmed by four members of the technical team,” Agyemang Badu indicated.

    Since joining Great Olympics six months ago, the experienced midfielder has been one of the team’s best players.

    He is leaving the club after winning two Man of the Match awards from 11 appearances in the Ghana Premier League.

    Government has no plans to control the petroleum industry – Egyapa Mercer

    Deputy Energy Minister, Andrew Egyapa Mercer, has revealed that government has no intention to takeover the petroleum market through its Gold for Oil programme.

    According to him, concerns that the government through the Gold for Oil programme will increase its market share thus driving out private competitors are unfounded.

    He stated that such a move is in contrast to the capitalist orientation of the ruling New Patriotic Party, and thus will never happen.

    “I don’t think so at all…there’s a 100% market. Government already plays through some state owned entities, play in the region of 40 -50% and that hasn’t changed. It’s not like they’re doing 100%. The BDCs play in the 50 -60% space, and that is still there. And it was important for us to do the test run so that some of the issues that come up could be addressed,” he said.

    Speaking on JoyNews’ PM Express Business Edition, he further explained that Bulk Oil Storage and Transportation (BOST) and other state actors have limited capacity thus would be unable to handle the full demands of the nation if that was even the intention.

    “There’s a limited capacity that BOST has anyway, there is a limited capacity that Go Energy has anyway, so it cannot be the case all of a sudden that they’re increasing their capacity overnight. And really, like I said, we are a party that believes in the private sector.

    “We’re a government that consistently maintains that the private sector is the engine of growth. But you ought to go back to the history, in the past, all our petroleum products were imported by GNPC to complement what TOR was doing, so that entire space was government dominated.

    “Government of Ghana under the presidency of His Excellency President Kufuor took out the GNPC factor and allowed private sector people to complement what TOR was doing. That hasn’t changed over the years and that’s exactly what is happening today,” he assured.

    Private citizen petitions Special Prosecutor to investigate ‘retiree’ GRA boss

    A private citizen, Charles Tuffuor has petitioned the Office of the Special Prosecutor to look into the ongoing employment of two senior Ghana Revenue Authority (GRA) officials despite their being far older than the legal retirement age of 60.

    According to the petitioner, the Director General of GRA, Rev. Dr. Ammishaddai Owusu-Amoah and the Revenue Generation Officer of GRA, Julian Essiam contrary to law are still in office despite attaining retirement age and the expiration of their respective contract extensions as approved by the president.

    “I am a citizen of Ghana and I write to you to respectfully investigate why commissioners of the Ghana Revenue Authority are still at post. Rev. Dr. Ammishaddai Owusu-Amoah who has been the Commissioner General of the Ghana Revenue Authority, Customs Division has illegally stayed at post even after the expiration of his contract extension in 2021.

    “Meanwhile, the Government of President Nana Akufo-Addo and Dr. Bawumia led the NPP government and introduced a policy that sought to end the working contract extension of government agencies and departments whose expertise are not scarce in the country,” his petition said.

    Mr Tuffuor noted that the stay in office of the GRA boss defies the exact basis on which some state officials including Dr Amishaddai’s predecessor was removed from office.

    In the case of the Revenue Generation Director, the petitioner said Ms. Essiam’s contract after retirement expired over a year ago but that she still remains at post contrary to the law.

    “It would also interest you to note that, Ms. Julian Essiam, who is a Revenue Generation Officer is also a beneficiary of this unfair, and illegitimate act by President Nana Akufo-Addo and Dr. Bawumia’s led government.

    “Ms. Julian Essiam was born on July 5, 1961, which means by law and per the 1992 Constitution of Ghana, she’s due for a Pension but still at post even though her contract has expired,” the petitioner said.

    I am a citizen of Ghana and I write to you to respectfully investigate why commissioners of the Ghana Revenue Authority are still at post. Rev. Dr. Ammishaddai Owusu-Amoah who has been the Commissioner General of the Ghana Revenue Authority, Customs Division has illegally stayed at post even after the expiration of his contract extension in 2021. Meanwhile, the Government of President Nana Akufo-Addo and Dr. Bawumia led the NPP government and introduced a policy that sought to end the working contract extension of government agencies and departments whose expertise at not scarce in the country.

      Dr. Ammishaddai Owusu-Amoah, Ghana’s chief taxman who was born on October 10, 1961, was appointed as Commissioner in charge of the Domestic Tax Revenue Division (DTRD) on May 30, 2019, and started work on June 4, 2019. He was made the Acting Commissioner-General on September 20, 2019, and will hit retirement age on October 10, 2021.
    Mr. Owusu-Amoah has since been in office from the time of his contract expiration defying the legal basis upon which his predecessors were relieved of their posts.

      The principle was applied by the immediate past Auditor General, Mr. Domelovo, Col. Damoah RTD., Col. Kofi Nti RTD Col. Diawuo RTD. So why is the government reluctant in applying such sanctions to Rev. Dr. Ammishaddai? And why has he been allowed to illegitimately remain at post almost two years after the expiration of his one-year contract which ended in 2021?
    Why do we as a country have to spend so much on paying for his contract and the juicy goodies that come with it, especially, in this current state of the country?

      Furthermore, concerning a letter issued by the deputy finance minister, Mrs. Abena -Osei Asare on the subject matter on August 5, 2022, affirmed the decision of the government on this subject matter. So why is he still at post? Please find attached, the letter issued by the Deputy Finance Minister.

      Moreover, it would also interest you to note that, Ms. Julian Essiam, who is a Revenue Generation Officer is also a beneficiary of this unfair, and illegitimate act by President Nana Akufo-Addo and Dr. Bawumia’s led government. Ms. Julian Essiam was born on July 5, 1961, which means by law and per the 1992 Constitution of Ghana, she’s due for a Pension but still at post even though her contract has expired.  

      My intelligence gathered, further tells me that the Finance minister, Mr. Ken Ofori Attah, and the Board Chairman of the commission is planning a two to a three-year contract extension for the current Boss of GRA while their thousands of Ghanaians out there with the requisite expertise to carry out this same task to save the country money and also reduce the unemployment situation.

      I strongly sense something fishy is going on between the government and the GRA Boss to the detriment of the entire country.

    My background checks also suggest, that she together with Dr. Amishaddai, who both attained the age of 60 years two years after their contract was renewed until 2021 but chose to stay in the office until today as we speak.

    Nana Yaa Brefo discloses her struggle with IVF

    Ghanaian journalist, Nana Yaa Brefo, has opened about how she has given up on attempts to get pregnant and give birth again.

    According to her, this comes on the back of six failed In Vitro Fertilisation (IVFs) which she thought could bring her some relief.

    Nana Yaa in an interview in 2020 revealed she lost her womb at Ridge Hospital during a major surgery while pregnant with her second kid, a situation that was difficult for her to come to terms with.

    Speaking on the way forward, the journalist on Adom TV’s M’ashyase3 said she was still hopeful she could nurture a baby again due to the several options available.

    Despite her determination, Nana Yaa sadly revealed she has been unsuccessful.

    “I tried other means to get pregnant and I have tried IVF about six times. Four was successful but the pregnancy was aborted at a point so I am on break now. Aside from the cost, the health complication is a lot so I have relaxed now. It is the person involved or the eggs you use,” she opened up to Afia Amankwa Tamakloe.

    The tough-spoken journalist indicated she has for some time now also considered adoption but has not had the courage to go execute it.

    “I have spoken to the head of social welfare about three times but I haven’t had the courage to proceed. I went to an orphanage for a donation and have even met two girls but I’m working on something currently and that will determine the next step,” she said.

    Deputy Energy Minister, Andrew Egyapa Mercer, has indicated that the government’s Gold for Oil proposal does not need to be submitted to parliament for approval.

    According to him, the programme was instituted within the mandates of the Bank of Ghana and thus does not fall within the purview of parliament.

    Arguing his point out on JoyNews’ PM Express Business Edition, he said, “On even the import side, BOST, before the commencement of this programme [Gold for Oil], if you like, imports petroleum products as part of their operations, do they take it to parliament for approval?

    “So if Bank of Ghana is buying Gold in-country as part of its mandate and externalizing it to as it were either swap for commodity on behalf of Ghanaian importer and or monetize to pay on behalf of a Ghanaian importer which then the Ghanaian importer pays in cedis in Ghana, how does that require parliamentary approval?”

    There have been calls from the Minority side of parliament for the Gold for Oil policy be brought to the house for perusal.

    However, according to Egyapa Mercer these calls are merely to truncate the success of the programme which as at Monday, January 16, had delivered 41,000 metric tons of oil from the United Arab Emirates to Bulk Oil Storage and Transportation (BOST).

    He said, “But I know why, especially people in the NDC led by former President Mahama will call for parliament because you know the dynamics there. To the point that the parliament of Ghana passed a law, the Minerals Income Investment Fund Act which then empowered government through requisite agency to set up a company for purposes of monetising our royalty.

    “It’s all in the law. But when government sought to implement the law that had been passed by parliament by way of the Agyapa transaction you saw what happened.”

    Security Expert, Adib Saani has expressed concern over the escalation of the conflict in Bawku in the Upper East Region, contending that it is a recipe for terrorism in the country.

    “I was reading a certain report that points to the possibility of terrorists instrumentalising the conflict situation in Bawku and the need for us to be very careful because high-handedness can lead to more people joining the terrorists,” he indicated.

    Speaking on Prime Morning, Adib Saani said that there have already been several attempts by terrorists to invade the country.

    “Besides, about a year ago, there was a police cable that pointed to the presence of certain individuals from Burkina Faso who have actually come to fight in Bawku and were on their way back hence the Upper East Regional Police Command should be on the lookout.”

    “Not too long after that, there was another national security information that pointed to some movements concerning persons fitting the description of suspected terrorists in that area, so it wouldn’t be wild for anyone to pose it that perhaps they might have even come in already and either sides of the conflict might have made gestures to these militants to join them in the fight”, he said.

    The security expert continued that the country recently received refugees from Burkina Faso due to their deteriorating security situation and that there is a high probability that some terrorists may disguise themselves as refugees just to join them and enter into Ghana.

    “Because usually the movement is uncoordinated, unplanned, it’s sporadic, when they attack the villages at night they just leave, whatever they wear is what they enter into Ghana with and because we don’t have relief agencies on hand to receive them, by the time they get to them they have moved to Kumasi and other parts of the country”, Adib said.

    He also mentioned that the Burkinabe authorities gave weapons to its civilians in the name of volunteerism against the spread of jihadism hence terrorists go to villages attacking the volunteers.

    “The volunteers might mix up with the refugees and come into Ghana and the probability of the terrorists chasing the volunteers into Ghana’s territory one day is very high so we need to really be on the lookout”.

    Adib said that government cannot do this alone hence it should collaborate with CSOs and NGOs that are active on the ground especially in implementing the “See something, say something” policy.

    He added that from a recent survey they conducted, it is evident that the ordinary Ghanaian has little knowledge in security culture and even the identification of terrorists.

    He therefore urged government and other security agencies to deeply educate Ghanaians and create more security awareness in the country.

    Kumasi: Traders accuse city authorities of lacking will power to evict traders on pavements

    Some Traders in Kumasi are disputing assertions by city authorities that Kumasi’s city centre cannot be decongested until space is created upon completion of the new Kejetia edifice.

    They rather accuse management of the city of lack of political will to evict hawkers who have taken over pavements at the central business district.

    Ashanti Regional Minister, Simon Osei Mensah, recently told the Ashanti Traditional Council that the CBD can only be decongested after completion of the new central market because there is no other place to relocate the traders.

    But Nhyira news Nana Awuku’s checks reveal many of the satellite markets created for that purpose in Kumasi remain empty as traders defy orders to move.

    The central business district of Kumasi is hugely congested with human and vehicular activities. The development is increasing the cost of doing business and making it difficult to move easily within the CBD.

    Plans to decongest and decentralise business activities in Kumasi over the years have hit the rocks. City authorities have blamed the congestion and the vehicular nuisance on the redevelopment of the second phase of the Kejetia project.

    At the Kwadwo Edwinase market, the place was virtually empty.

    “Since its completion in 2015-2016 the market has been vacant, authorities’ lackadaisical attitude to relocate traders to fill the market space has not only created congestion and nuisance at the CBD but has deprived Kwadaso and it’s environs of economic vibrancy.

    The Adoato Adumanu market sits on a hill in the middle of that part of the city with a nice environment yet the market is empty.

    State of Ghana’s debt due to Covid-19 and Russia–Ukraine war – Finance Minister

    Finance Minister, Ken Ofori Atta, has reiterated that the current state of Ghana’s debt is due to the lingering effects of the Covid-19 pandemic and the Russia–Ukraine war.

    This, he said, has been exacerbated by the high macroeconomic instability experienced in 2022, occasioned by downgrades by rating agencies as well as the consequential pressures on government finances due to the actions of non-resident investors and the delayed passage of our revenue bills.

    Addressing Parliament today on the status of the Domestic Debt Exchange, the Finance Minister said “this situation is further compounded by the comparatively low levels of domestic revenue collected by government. In 2022, tax to GDP was just about 12.6%; woefully below the SSA average of 18% and insufficient enough to meet pressures on the public purse”.

    Following the inception of negotiations with the International Monetary Fund, Mr. Ofori-Atta, said t was agreed that Ghana would have to address its economic challenges on three fronts – embark on fiscal consolidation, undertake debt operations and secure financing assurances from development partners.

    He continued that “as I have indicated earlier, the domestic debt exchange programme was to alleviate the debt burden while minimising its impact on investors and the financial sector. Participation in the programme has always been “Voluntary”. The details of the domestic debt exchange are outlined in the Exchange Memorandum, and the subsequent amendments have been publicly available”

    The coverage of the Exchange includes all locally issued bonds and notes of government as well as ESLA Plc and Daakye Plc bonds. Based on the results of the audit of the public debt, government excluded Treasury-bills and Pension Funds from the exchange.

    Out of the total ¢97,749,624,691 eligible bonds were tendered, ¢82,994,510,128 was successfully tendered.

    This accounted for about 85% of outstanding eligible amounts and met the target of 80% as expressed in the Memorandum of Exchange.

    “Government is however mindful that the Gh¢82,994,510,128 bonds that were successfully tendered represents 64% of the outstanding debt stock of Gh¢130billion at the end of December, 2022”, Mr. Ofori-Atta.

    The Speaker of Parliament has asked the Finance Minister, Ken Ofori-Atta, not to touch monies belonging to pensioners. 

    Alban Bagbin said the current economic crisis can be solved without the funds of the pensioner. 

    Wrapping up on the business of the House on Thursday, February 16, the former Nadowli Kaleo MP said Parliament will resist any attempt to include funds of pensioners in the Domestic Debt Exchange Programme (DDEP). 

    “…what I can tell you is that leave our pensioners alone. You can solve the problem without touching their small money.”

    Already, the Finance Minister has confirmed that all pensioners who failed to tender their old bonds for new ones under the exercise have been exempted from the programme.

    Addressing Parliament on the state of the Domestic Debt Exchange Programme, Mr Ofori-Atta said the pensioners have nothing to worry about.

    Mr Ofori-Atta added that he has officially written to the pensioner bondholders who did not sign onto the Programme about their exemption from the exercise.

    “Mr Speaker, Government remains committed to the well-being and dignity of our Senior Citizens and Pensioners. 

    “Indeed, it has personally caused me great distress as a number of them have picketed at the premises of the Ministry of Finance since Monday, 6th February 2023. 

    “As I have already indicated in my Press Release dated 14th February 2023, government will honour their coupon payments and maturing principals, like all Government bonds, in line with Government’s Fiscal commitments.”

    Ghana is currently requesting a $3 billion bailout from the IMF to bolster the struggling national economy.

    Before the Bretton Woods institution’s board would evaluate Ghana’s request, one of the requirements is the domestic debt restructuring scheme.

    A staff-level agreement between Ghana and the IMF was achieved in December, opening the door for the $3 billion rescue.

    The Minister for Finance, Ken Ofori-Atta is confident that the successful implementation of the Domestic Debt Exchange Programme (DDEP) will build momentum for the country’s external debt restructuring programme.

    In an address to Parliament on Thursday, February 16, 2023, the Minister stated that the completion of the DDEP, which was aimed at alleviating the country’s debt burden in a transparent and efficient manner, would help pave the way for a much-needed external debt restructuring programme.

    The DDEP, part of government’s broader fiscal policy to address the country’s current macroeconomic challenges, restore macro-economic stability and put Ghana on a sustainable path to growth and development, has ended with 85 percent participation.

    This success, Mr. Ofori-Atta said, “will also build momentum for the external restructuring programme, which has also commenced.”

    He said as part of this process, Ghana has officially asked its bilateral creditors for a Debt Treatment initiative under the G-20 Common framework.

    Ken Ofori-Atta also stated that negotiations had already begun with commercial creditors, with the establishment of a Creditor Committee to assess Ghana’s request for debt treatment under the Common Framework expected by the end of February.

    He further acknowledged the importance of the DDEP in helping the government meet its debt sustainability target of 55% of debt-to-GDP in present value terms by 2028.

    “The Government recognises the continued importance of the DDEP in closing the financing gap and enabling the government to meet the debt sustainability target,” said Ofori-Atta.

    With the successful completion of the DDEP, Ghana is hoping to make headway in restructuring its external debt and reducing its debt burden in the long term.

    Finance Minister Ken Ofori-Atta has noted that the main source of financing for the 2023 budget are treasury bills and concessional loans.

    According to him, this has become the case because of the closure of the international domestic bond market.

    He made the comment when he appeared before Parliament on February 16, 2023.

    “Mr. Speaker, as the domestic international domestic bond markets are shut, for the financing of government programmes, we are relying on Treasury bills and concessional primary sources of financing for the 2023 budget.

    “We, therefore, call on this House to support government financing requests to ensure a full recovery from these economic challenges,” he said.

    Meanwhile, Treasury bills saw an oversubscription in their latest auction on February 10, 2023.

    According to the auction results from the Central Bank, the government secured GH¢3.35 billion from the 91, 182, and 364-day Treasury bills.

    This is GH¢590.49 million away from its GH¢2.759 billion target.

    The majority of the subscriptions were from the 91-day bill which secured GH¢2.07 billion and GH¢398 million from the 182-day bill and GH¢875.68 million from the 364-day bill.

    The interest rates, however, hovered around 35.8%.

    Though the global shift toward green transportation in the maritime sector continues to be of utmost importance to mitigate risks of climate change, developing countries including Ghana remain challenged due to lack of finance, The Minister of Transport visits Ho Airport, has said.

    The minister was speaking at the opening ceremony of a two-day Green Shipping Conference in Accra, and said though the concept of green shipping would have contributed to a sustainable future for many developing countries, the financial, technological innovation and research needed are enormous and expensive.

    “The green energy sources required for the industry to meet its climate goals will be a challenge for developing countries to enable them to implement measures to be ready for the global introduction and commercial use of alternative fuel,” Mr. Asiamah reiterated.

    Green transition has been gaining traction in Africa, as several countries on the continent have recognised the potential of a green economy and with all the 54 states signing onto the Paris Agreement.

    But Mr. Asiamah noted that the current technical and operational measures that African countries acquire from developed countries will alone not be sufficient to satisfactorily reduce greenhouse gas emissions in global shipping, in view of growth projections in world trade.

    Undeniably, the Intergovernmental Panel on Climate Change (IPCC) suggests that global net human-caused emissions of carbon dioxide will need to fall by 45 percent from 2012 levels by 2030, reaching at least net zero by 2050.

    The global shipping sector emits two-three percent of the annual global greenhouse gas, and most ships in operation today are powered by fossil fuels.

    However, the IPCC intimates that by 2050 shipping emissions will increase by between 90-130 percent from 2008 levels.

    This, Mr. Asiamah said, requires a concerted effort by shipping lines to achieve the goal of decarbonisation and energy transitions.

    Director-General of the Ghana Maritime Authority (GMA), Thomas Alonsi, stressed that as the maritime industry forges ahead in its quest to attain a zero-carbon society, the need for cleaner fuels and its associated technologies will also increase significantly and urgently.

    He is however hopeful that the continent has the potential to be a major ship energy player, given the vast and untapped renewable resources – which he adds positions it to benefit from green transition and maritime decarbonisation.

    Secretary-General of the International Maritime Organisation (IMO), Kitack Lim, noted that the continent is well-positioned to champion and achieve net zero carbon emissions in the maritime sector, and to ensure that the vision of global green shipping is largely attained.

    Danish Ambassador to Ghana, Tom Norring, said the Port of Tema – which is one of the best in the sub-region, has received several technical supports from Denmark to position itself as a green shipping haven.

    The maiden Green Shipping Conference was hosted by the GMA in partnership with the IMO and the Danish Maritime Authority under the theme Unlocking opportunities for green shipping in Africa, and aimed at promoting discussions toward cleaner fuels for shipping in Africa.

    The event was attended by maritime experts from across Africa and the world.

    However, in a new twist to events, Afia Schwarzenegger has flooded social media with what she says is a piece of evidence of how she masterminded a conversation between her camp and Tonardo.

    Crisis in central banking: How the BoG steered the economy to calmer seas

    For those old enough to remember Ghana’s economic crisis of 1982/3, the country’s closest to those ugly times came last year.

    In 2022 when revenue growth flattened and the borrowing window shut, what many expected was an economy without money, where salary payments will delay, imports, including fuel will shrink, businesses and consumers will face shortages, the country will default in its debt repayment and an economic chaos will set in similar to what occurred some four decades ago.

    But that did not happen. Public sector workers continued to receive their salaries, there was no default while goods and services were readily available to businesses and consumers albeit at ridiculously high and unpredictable prices.

    This prevented the imminent fuel and consumable shortages and the resulting queues, disorder and the tension that these beget.

    In between these similar economic periods that produced different outcomes is the role of central banking in times of crises.

    As lenders of last resort, central banks the world over are the last sources of hope when an economy is at the verge of collapse.

    How they exercise their novel power on money supply in response to those emergencies determine the extent to which the crises will impact the citizens.

    In the United States of America and the United Kingdom, the large purchase of Treasury and mortgage-backed securities by their respective central banks ostensibly to inject liquidity into their economies and keep them afloat are recent examples.

    Case of BoG

    In the case of Ghana, the story is not different hence the need to contextualise discussions around the Bank of Ghana’s funding of government expenditures last year.

    In 2022 when the borrowing window, which had become the most reliant avenue to plugging the revenue gap, closed, it became evident that the economy was literally out of the usual good choices.

    Instead, it had been pushed into survival mode and only hard options capable of steadying the ship to calm waters for standard policy choices to be discussed and taken were needed.

    In response, the Bank of Ghana (BoG) turned to its deficit financing mandate which allows it to lend money to the government in sustenance of the economy in times of emergencies.

    As the Governor of BoG, Dr Ernest Addison, said last month on the issue, there was no option or plan ‘B’ for the economy as far as keeping it together was concerned.

    As a result, that gesture of the central bank helped to finance critical expenditures, including paying salaries and meeting fuel demands.

    It also prevented a disorderly default of both servicing for domestic and external debt and that kept the system together until this year when a comprehensive debt management strategy has been discussed, adopted and now being rolled out.

    Indeed, this support to the government, which the BoG said totaled GH¢44.5 billion last year, emerged as the real insulator that shielded the citizens and businesses from the real effects of the crisis.

    Breakdown

    In a recent press release that attempted to contextualise public debate on the matter, BoG explained that it purchased treasury bonds from banks worth GH¢7.2 billion to help provide the lenders with liquidity to meet their obligation to customers.

    It also unlended GH¢8.9 billion of IMF resources to the government and used GH¢37.9 billion of its own resources to cover auction shortfalls.

    While this took place, the government’s deposit liabilities at BoG rose to GH¢9.5 billion in 2022, bringing BoG’s net claims to the government for the year to GH¢44.5 billion.

    Zero deficit financing

    It is instructive to note that these events took place at a time the country had submitted itself to the International Monetary Fund (IMF) for a fund-assisted programme to stabilise the economy.

    Given the fund’s strong opinion against deficit financing, it is clear that the fund signed them off, leading to the country securing a staff-level agreement (SLA) in record time last December.

    But as BoG said in its release, the central bank and the fund had agreed that the practice was suboptimal but a necessary arrangement to bailing the economy out of the crisis for a comprehensive solution to be adopted from this year onwards.

    Indeed, the central bank cut lending to the government in 2016 as part of the terms of a memorandum of understanding (MOU) between the Ministry of Finance and the bank to implement a zero deficit financing mechanism.

    That MOU, which was at the behest of the IMF, remained until 2020 when the effects of the COVID-19 pandemic led to it being set aside for BoG to lend GH¢10 billion to the government to resuscitate the economy.

    The zero deficit financing continued in 2021 although the MOU had expired in 2019 only for the events of last year to necessitate the lending of the GH¢44.5 billion to the government.

    Way forward

    There is no belabouring the point that unrestrained deficit financing is counterproductive: It crowds out the private sector, fuels inflation, depresses demand and ultimately slows down economic growth.

    This explains why the IMF is strongly opposed to it and has insisted on a zero deficit financing in Ghana.

    However, as laws are made for man and not the reverse, it is a mark of prudence to bend backwards to save a situation with a temporary but emergent arrangement than allow an entire system to crash in a supposed defense for a standard.

    What should not be countenanced though is the abuse of this emergency window.

    Indeed, the BoG Governor has already admitted that the central bank cannot continue to hold the system through continuous financing of government expenditure.

    It is, therefore, heartwarming that plans to revert to the zero deficit financing policy are well grounded by all parties, including the IMF and the Ministry of Finance.

    Also, the Minister of Finance, Ken Ofori-Atta, needs to rectify the anomaly by reporting the practice to Parliament in the spirit of transparency and good governance.

    Although the BoG Act (Act 612), 2002 allows the central bank to finance the deficit of up to five per cent of the previous year’s revenues, that amount can sometimes be exceeded as happened last year.

    In situations like that the same law requires the Finance Minister to report to Parliament for the necessary corrections to be done.

    In the case of this, Mr Ofori-Atta could use the opportunity to further clarify the urgency of last year’s deficit financing for people to properly appreciate its role in keeping the economy and the country as a whole together till now.

    Nana Agyenim Boateng I has resigned as the Managing Director of the Cocoa Processing Company Limited (CPC).

    His resignation will take effect from March 21, 2023, the company said in a circular to investors today, Thursday.

    “The board has put in place wide-ranging measures to ensure the seamless operations of CPC until a substantive replacement is found.

    “The market will be notified before March 21, 2023, of the new MD or the one who will be acting in the position until a substantive MD is appointed,” the statement said.

    It further assured the company’s stakeholders of CPC’s commitment to the highest standards of corporate governance and continuity of operations.

    Prior to his appointment to the CPC, Nana Boateng I was the deputy MD of PBC Limited.

    It was during his tenure that the company revitalised its operations with the introduction of new lines and products as well as the expansion of operations to enable the government to meet its target of processing more than 60 per cent of cocoa beans produced.

    Members of Parliament (MPs) from the Upper East Region have condemned the installation of a rival chief for Bawku by the Overlord of the Mamprugu Traditional Area, Naa Bohugu Mahami Abdulai Sherigah II.

    According to the MPs, the existing Bawku Naba, Naba Asigri Abugrago Azoka II, is the true king of the Kusawgu Traditional who has been chief of the area for over 30 years.

    Speaking on behalf of the Upper East MP, the MP for Zebilla, Cletus Avoka, said that the action of Naa Bohugu Sherigah II was wrong and is likely to aggravate the already precarious situation in Bawku.

    “Naa Bohagu Abdulai Mahama Sheriga ll has purported to enskinned a rival chief for Bawku. This is unacceptable and should not come from a person of his stature. Such purported enskinment is null and avoid and will not be recognized by any institution under the 1992 Constitution.

    “The Zugurana, Naba Asigri Abugrago Azoka II, who is the Bawku Naba and the president of Kusawgu Traditional Council remains the only recognized paramount chief of the Kusawgu Traditional Area as recognized by law.

    “The Government of Ghana must take every step to ensure the maintenance of peace and security and hold perpetrators of this criminal act accountable. Meanwhile, the MPs for the area call on the people of Kusaugu Traditional Area and its environs to remain calm and assure them that this unlawful conduct will not stand,” he said.

    He added that the MPs are observing the level of seriousness the Nana Addo Dankwa Akufo-Addo government will attach to help resolve the impasse in Bawku.

    The MPs who were six in number included: Cletus Apul Avoka, MP for Zebilla; Mahama Ayariga, MP for Bawku Central; Abanga Abdulai, MP for Binduri; Hajia Laadi Ayii Ayamba, MP for Pusiga; Lydia Lamisi Akanvariba, MP for Tempane and Albert Akuka Alalzuuga, MP for Garu.

    Background:

    The Overlord of the Mamprugu Traditional Area, Naa Bohugu Mahami Abdulai Sherigah II, enskinned a new chief for Bawku in the early hours of Wednesday, February 15, 2023.

    The new chief, who was enskinned at the Nayiri palace in Nalerigu, is called Alhaji Seidu Abagre, GhanaWeb can confirm.

    Jubilations were seen all over the forecourt of the Nayiri palace in Nalerigu, the North East Regional capital, as well as the traditional city of Mamprugu.

    Meanwhile, soldiers were at Nayiri’s Palace to ensure that there is peace and security while the residents jubilated.

    The new chief enskinned, Alhaji Seidu Abagre, is expected to be accompanied by some elders from the Nayiri Palace to Bawku after they perform all the traditional activities in Nalerigu.

    The Government of Ghana has, however, condemned the installation of a new chief for Bawku by the Overlord of the Mamprugu Traditional Area, Naa Bohugu Mahami Abdulai Sherigah II.

    In a statement issued by the Ministry for Information, Kojo Oppong Nkrumah, on Wednesday, February 15, 2023, the government said that Naba Asigri Abugrago Azoka II is still the Bawku Naba.

    It added that the security apparatus in Bawku has been instructed to arrest anybody who holds himself out as Bawku Naba other than Naba Abugrago Azoka II.

    There has been heightened tension in Bawku as a result of renewed sporadic gunshots in the outskirts of the Bawku township.

    At least 6 people, according to a Joy News report, were killed, and 10 injured in fresh shootings in Bawku on Wednesday, February 8, 2022.

    The Overlord of the Mamprugu Traditional Area, Naa Bohagu Abdulai Mahama Sheriga ll, in March 2022, pledged to find a lasting peace to the long-winded Bawku Chieftaincy dispute which has eliminated many lives following the disturbances in the area.

    Following Otto Addo‘s resignation during the World Cup, the Ghana FA named Chris Hughton as the new head coach of the national team on Sunday.

    Former Black goalie William Amamoo thinks Hughton’s hiring as Black Stars coach is a positive development.

    “I think it’s a step in the right direction looking at the experience Chris comes with. He has understudied the team so well having worked as a technical adviser to the team during the World and that will serve as his guide to controlling the affairs of the team well” he told Nimdeɛ Fm in Sunyani.

    George Boateng and Didi Dramani maintained their posts he assistants to the head coach.

    Both coaches worked as assistants to Otto Addo during the World Cup.

    “Maintaining George Boateng and Dramani as assistants is probably because Chris feels comfortable working and having them around the table. Every coach wants assistants they trust and I think Chris has experienced that with them,” he added

    Jinapor advises IMF Resident Advisor to BoG to be vigilant

    The Member of Parliament for Yapei-Kusawgu has urged the newly assigned resident advisor for financial sector supervision at the Bank of Ghana (BoG) to keep a close eye on the activities of the Central Bank.

    This comes after the International Monetary Fund assigned a Resident Advisor to provide technical assistance and help build the capacity of the banking supervision function.

    John Jinapor, who lauded the move, posited that there is a mistrust in the Governor of the Bank, Dr. Ernest Addison, which therefore requires proper supervision of the bank’s activities.

    Speaking on the floor of parliament on February 16, 2023, the former deputy energy minister expressed concern over the Central Bank’s decision to advance funds for government expenditures in 2022.

    “I am not surprised that the IMF has appointed Leonard Chumo as the Financial Sector Advisor for the Bank of Ghana. Let me thank you and welcome you to Ghana but let me plead with you to please open your eyes at the Bank of Ghana,” the lawmaker stressed.

    “…I cannot trust that Governor [Dr. Ernest Addison] one way or one bit and I beg you [Leonard Chumo] to open your eyes in scrutinizing the documents and ensure that the right thing is done,” John Jinapor added.

    Meanwhile, the Bank of Ghana has come under intense criticism for its action which resulted in the printing of new cedi notes to the tune of GH¢44.5 billion to support government expenditure in 2022.

    The BoG in its response contended that the decision was a crisis management tool since the Fiscal Responsibility Act, 2018 which was suspended by the Parliament of Ghana had not been reinstated.

    It further added that the economy would have collapsed and faced a halt as access to the International Capital Market was closed while the domestic market was also struggling.

    But analysts believe that the move was entirely wrong and has since caused inflationary pressures in the Ghanaian economy.

    He said what baffles him the most is that, while Ofori-Atta plunges the country into an economic crisis, he keeps quoting the Bible.

    The MP, who was reacting to a statement made by Ofori-Atta on the government’s Domestic Debt Exchange Programme (DDEP) in Parliament on Thursday, said that the government was not taking the current mess they have created seriously.

    “Mr. Speaker, we are not angry enough. This cannot happen to anybody. And yet you’re wasting our money, taking our money, and you are here reading this boring statement to us.

    “Mr. Speaker, this is not a joke, and you are even quoting the Bible; which of the Bibles are you quoting? Quoting the bible and taking our money and making us poor. Denying the poor pensioners money, and you are still quoting the Bible.

    “It is the reason some of us don’t go to church because, in the end, this is what we get,” he said.

    Ofori-Atta, before addressing Parliament on the DDEP, quoted a scripture from the Book of Psalms in the Bible, urging Ghanaians to rejoice despite the current hardships.

    Didi Dramani, the assistant coach of the Black Stars, claims that the freshly created technical team for the national team is adamant about maintaining consistency.

    On Sunday, the Ghana Football Association [GFA] announced Chris Hughton, George Boateng, and Didi as the Black Stars’ new coaching staff.

    The selection of Hughton as the new head coach would assure the continuation of the process started by the old coach, Otto Addo, last year, according to the former Asante Kotoko head trainer.

    “The FA and the government’s collaborative mindset is a clear direction towards a deliberate and purposeful approach to remaining consistent but patient in modelling the process to create success,” he told Graphic Sports.

    “Football matters need to be aligned with a clear direction from the now into the future and I think this is huge and must be a commitment for the various clubs to emulate.

    “Definitely, deliberate approaches are the headlines of progression in developing our football and the Kurt Okraku-administration has clearly demonstrated that.

    “It’s therefore clear that we need to build on the foundation and everyone must be on board in this process of creating success to build a comprehensive team that will stand the test of time,” the 56-year-old coach added.

    Hughton served as the technical advisor of the Black Stars from February to December 2022, alongside coach Otto Addo and his assistants, Boateng and Dramani, from the World Cup playoff against Nigeria to the tournament proper.

    Ahead of the raining season, the Ledzokuku Municipal Assembly has been directed by the Minister for Works and Housing, Mr Francis Asenso-Boakye, to immediately take steps to halt ongoing building construction works by some private developers on the Kpeshie Lagoon Wetlands in Teshie, a suburb of Accra.

    This came to light when the Minister, accompanied by officials of the Ministry, the Hydrological Services Authority and some Municipal Assemblies within the Greater Accra region, embarked on a working visit to inspect progress of ongoing drainage works in selected flood prone areas in the city, and also to assess the readiness of the completed drainage infrastructure ahead of the rainy season.

    The Kpeshie Lagoon Wetlands, the Kordjor River, all in the Ledzokuku Municipal Assembly, as well as the La Dade-Kotopong where parts of the buffer is, have been built on by many private developers, including Messrs RA CONGLOMERATE, operating without the appropriate building permits, and eventually filling the reserved buffer, which is meant to hold excess volumes of water flow during heavy rains.

    In recent times, several illegal structures comprising of residential buildings as well as heavy encroachment by developers in some notable wetlands have conspired to thwart the investments of Government in its efforts to provide drainage infrastructure across the country.

    Orders of the President 

    This unfortunate development caused President Akufo-Addo to issue directives to all Metropolitan, Municipal and District Assemblies (MDAs) to pull down structures that are illegally sited on waterways and in wetlands.

    He has therefore called on the Assemblies under whose jurisdictions the illegal constructions are taking place, to take the necessary step to comply with the directives of the President and demolish structures that have been erected within wetlands or in waterways, and thereby, further exposing the city to the devastating effects of perennial flooding.

    The sector Minister expressed shock at the rate at which the Kpeshie Lagoon Wetlands and its buffer reserve areas are blatantly being filled with construction materials by private developers.

    Mr. Asenso-Boakye reminded the Assemblies of the directives of the President to pull down structures that are illegally cited within or on the way of wetlands or waterways that have the tendency to contribute the perennial flooding in the country. 

    “It is unfortunate that despite the heavy investment in drainage infrastructure over the years, irresponsible behavior of private developers continue to expose the city, especially in areas, which hitherto, were not noted for flooding”. The Minister stated. 

    The sector Minister said the power to embark on a demolition of the illegal structures lies within the Assemblies and therefore called on them to act swiftly to avert flood related disasters with the onset of the rainy season.

    Commenting on the need to demolish structures built on waterways and in wetlands, the MCE for the La Dade-Kotopon where the Kpeshie Lagoon buffer is, Mr Solomon Kotey Nikoi said, “the Assembly’s efforts to stop the building of illegal structures have become a challenge that need the urgent intervention of its supervising Ministry. Efforts to stop, demolish, and arrest culprits have been met with assaults by landguards and death threats.” 

    He suggested that Government constitutes a national taskforce to deal with the menace of encroachment in wetlands.

    On the security challenge, the Works and Housing Minister assured of his readiness to engage his senior colleague at the Local Government Ministry to solicit the support of security authorities to deal with private developers who are bent on thwarting the efforts of government with blatant disregard for the laws, towards the flooding menace.

    Mas-Ud Didi Dramani has guaranteed that the nucleus of the playing roster will remain with the newly created Black Stars technical team.

    The Ghana Football Association (GFA), which had been tense for weeks, ultimately announced Chris Hughton as Otto Addo’s replacement while keeping George Boateng and Dramani on as assistant coaches.

    Didi, together with Boateng and Hughton, was a member of the technical group that guided Ghana to victory in Qatar over Nigeria.

    “The [World Cup] squad is still alive. You have to look at how the leagues are going now as well as those [players] who are on the pitch. Talking about those to maintain, if the person is injured he is out [for the qualifiers],” he told Joy Prime in an interview.

    ‘Congrats my lady’ – Sam Okudzeto lauds Sophia Akuffo for condemning DDEP

    Legal luminary and Member of the Council of State, Sam Okudzeto, has lauded the immediate past Chief Justice of Ghana, Sophia Akuffo, for her decision to join pensioners in picketing over the inclusion of their bonds in the government’s Domestic Debt Exchange Programme.

    According to him, the action by the former chief justice is in the right direction and is needed to ensure that the 1992 Constitution of Ghana works.

    Speaking at an IEA event on constitutional reform, Okudzeto said that the Constitution of Ghana will only work if people stand up and fight for their rights like Sophia Akuffo is doing.

    “The Constitution, so to speak, can never close all the loopholes… We can only hope to do no more than arm ourselves with all the legal tools to fight the designs of evil rulers, provided we have all the will to fight.

    “No constitution works automatically; human will must be exerted to make it move in the right direction. The citizen, in other words, must stand up and fight for his rights.

    “I think I will congratulate my lady [Sophia Akuffo] for that purpose,” the statesman said at the event, which was held on Wednesday, February 15, 2023.

    He reiterated that Ghanaians cannot go to sleep thinking that the provisions of the Constitution alone will solve the country’s problems.

    The former Chief Justice of Ghana, who was appointed by President Akufo-Addo, has for the past few days made headlines after she joined retirees to picket at the Ministry of Finance in Accra over the government’s plan to include their bonds in its Domestic Debt Exchange Programme.

    Fred Pappoe is adamant that the Black Stars Management Committee I never said Black Stars management committee members received $100k as appearance fee- Alhaji Grusahshould not have more than three members and that members shouldn’t receive the same appearance fees as senior national team players.

    Each of the 26 Ghanaian players that competed in the 2022 FIFA World Cup in Qatar received a payment of $100,000, while five of the six members of the Black Stars management committee received the same payment.

    The matter became a major source of disagreement in the nation when Alhaji Abdul Karim Grusah, a committee member, publicly acknowledged that members received $100,000.

    The members of the Black Stars management committee are Mark Addo, Stephen Appiah, Osei Kuffour, Alhaji Grusah, Akwasi Agyeman, Ofosu Bamfo, and Kwadwo Damoah.

    “Seriously speaking, I think for a national team management committee to function very well I think it should not be more than three people. If there is a reward system able, it cannot be justifiable to exclude management members from enjoying some,” he said.

    “Around 2009 we made a very strong case to President John Mahama that management should be considered when we talking about bonuses. What I have a problem with is the quantum. I do not think that management committee members should earn the same amount of money as players earn,”

    On the back of his recent controversy with Daddy Lumba, Great Ampong has released another song titled ‘Style Biaa Bi’, which is currently trending on the internet.

    This is the second song after his feud with ‘Daddy Lumba’ heightened in recent times.

    This also comes after social media witnessed the release of what was tagged by many as a diss tracks from both camps.

    Ampong’s latest song talks about having faith in God and understanding his ways.

    “Me dzi nyame di style bia bi” which translates to ‘I believe in God by every means possible’ is the hook of the song.

    In an exclusive conversation with GhanaWeb’s Elsie Lamar, the producer of the song, Mr. Rolland Aquah popularly known as ‘Roro’, threw more light on the song.

    “This song was cooked just in just three days. You know Ampong, he doesn’t struggle when it comes to writing songs. He visited Evangelist Kwasi Awuah’s church in Kumasi and through his sermons, the Style biaa bi was birthed.

    “The actual recording was done in a matter of three 3 days. I did everything myself in terms of instrumentals. The legendary Nana Ama who backed the likes of Okomfo Kwadee and Lord Kenya backed this song. The ‘Style Biaa bi’ is the second track off his upcoming album which is scheduled for release in Easter.”

    Great Ampong ends beef with latest song?

    After releasing ‘Onyame Akatua’ on January 26, 2023, many would have thought the beef would have continued, but his latest song speaks ‘otherwise’.

    Perhaps, his latest meeting with the Inspector General of Police (IGP) George Akufo-Dampare, influenced his decision to finally halt their 7-year-old feud.

    Patrick Akoto, the Medeama SCSamuel Boadu is staying put at Medeama – Patrick Akoto assures’s director of communications, has successfully completed the 2023 CAF General Coordinators Training Workshop (GCs).

    The workshop was put on by CAF in Abidjan with the intention of educating and empowering General Coordinators in the area.

    Twenty-six officials from all seven West African Football Union (WAFU Zone B) members, including Akoto, who also speaks for the Ghana League Clubs Association (GHALCA), attended the training in addition to invited representatives from other zones.

    Prospective match officials from Wafu A (Liberia) and UNAF (Tunisia) were also in attendance even though they are not part of Wafu B.

    The two-day event, which started on Tuesday, allowed existing GCs to upgrade their knowledge in the craft while serving as training for prospective match officials.

    Speaking after the workshop, Akoto, also a well-known sports journalist in Ghana, expressed his gratitude for the opportunity to participate in the workshop.

    “It was an honour to be part of the workshop, and I would like to thank WAFU B for organizing it,” he said. “I believe that the training received will help me in my work as a sports journalist, especially in covering football events.”

    Dancehall musician, Jupitar, has said that certain award schemes disregard him when he submits his tracks for consideration, noting that this has been going on for years.

    Speaking with GhanaWeb’s Doreen Abanema Abayaa on Talkertainment, the artiste mentioned that no matter what he does to promote himself, some people have ulterior motives to disparage his creations.

    “In our award schemes, sometimes I submit my work and they ignore it. Where I am coming from is not last year or two years ago. There is a root to it where it started ten years ago, and you know you are doing a good job, but there are a couple of people who have made up their mind that irrespective of how good you are, irrespective of how excellent you are, or whatever you are doing.

    “No matter how good you play, or do, or how excellent your teamwork is, they are going to sideline you, and this sidelining thing is one of the major factors that is bringing down our music industry,” he said.

    Additionally, he stated that there are a lot of artistes who could come out and speak for themselves, while noting that he was going to speak up from now on against those who obstruct his work.

    “There are a lot of artistes who can come out and say what I am saying now or advocate for what I am doing now. Honestly speaking, I think it’s time, and I am going to go and be a notorious advocate until this type of thing changes, and when it changes, it’s going to be best for all of us, the artistes, you know.

    “It’s time that we upgrade our game and become a very successful industry in Africa and around the globe,” he said.

    The Grammy-winning producer, rapper, singer, and songwriter Pharrell Williams has been appointed as the new creative director of Louis Vuitton’s menswear line.

    Williams was referred to as “a visionary whose creative realms span from music to art to fashion” by the label.

    High-profile Ghanaian designer Virgil Abloh, who passed away in 2021, previously served in the Louis Vuitton position as Creative Director.

    In June 2023, Pharrell’s new collection will be revealed during the Men’s Fashion Week in Paris. In addition, he helped start the streetwear company Billionaire Boys Club with Japanese designer Nigo in 2003.

    Pietro Beccari, chairman and CEO of Louis Vuitton, stated in a statement, “I am pleased to welcome Pharrell back home, after our collaborations in 2004 and 2008 for Louis Vuitton, as our new Men’s Creative Director.”

    With little doubt, Mr. Beccari continued, “His creative vision beyond fashion will take Louis Vuitton towards a new and extremely exciting chapter.”

    Abloh, who developed Off-White and worked for Louis Vuitton, died after a battle with cancer. A message on Louis Vuitton’s official Twitter account shared the news of Abloh’s passing.

    The letter claims that Abloh had been silently battling cancer for years before passing away on November 28, 2021.

    Ghanaian actress Nikki Samonas says she is in no hurry to have kids out of wedlock.

    According to her, Nikki who is in her 30s, until ‘somebody’s son’ throws a rock on her ring finger, there will be no pitter-patter of little feet in her house.

    In a chat with Graphic Showbiz, the beautiful actress said she was not perturbed and that she would start a family only when she got married.

    Asked if she was not worried her biological clock was ticking, she responded, “Don’t get me wrong. I would love to have a family as in a husband and children but it has to be my way. So the clock can tick till infinity, my life is my choice”.

    Responding if she were under pressure from family and friends to have children before it was too late, Nikki quipped, “Pressure comes from everywhere in life, even at work. It’s just how you handle it.”

    Clarifying what she would do if she finally got married but was unable to have children, Nikki said, “The question is ‘if’. There is surrogacy, there is IVF, and there is adoption among others. These are all options I can look at.”

    Asked if she would freeze her eggs till she was ready as some women do? Nikki revealed, “All those are possible, you see, having children these days is not as hard as before, the world has evolved so there are lots of options”, she added.

    Touching on why some of her colleagues have gone ahead to have children out of wedlock, Nikki, who is also a TV presenter, said “you know most of us are used to being independent. I think that is what has influenced their decisions to be on their own and live their lives”.

    “I am sure they are probably also open to having a family but knowing that it has to wait, some of them just want to have their kids and move on with their lives. I think most celebs want to live their lives with or without support from the opposite sex,” she stated.

    Former Ghana Football Association vice president George Afriyie applauded the FA for selecting Chris Hughton to lead the Black Stars.

    Following Otto Addo’s resignation during the World Cup, the Ghana FA named Chris Hughton as the new head coach of the national team on Sunday.

    Didi Dramani and George Boateng, who served Otto Addo while he was in power, will be Hughton’s assistants.

    According to him, Hughton should have led the Black Stars for the 2022 World Cup in Qatar, however, his appointment comes as refreshing news for the former Ghana FA Presidential candidate.

    “His appointment is long overdue. Because some of us believe that he should have led us to the World Cup. Looking at his pedigree, this is the same thing we did with Avram Grant. A coach of his caliber and stature is coming in to manage the players. Chris is a top-notch manager and for me, I commend the GFA for the appointment of Chris Hughton,” he told Ghana Sports Online.

    “Let’s all support him to succeed,” he said.

    Black Stars will be looking to qualify for the 2026 FIFA World Cup, and many Ghanaians will be hoping that Hughton can lead the team to success by winning next year’s Africa Cup of Nations in Ivory Coast.

    Court to hear sexual harassment case against First Atlantic Bank official

    The case of an NSS person, Deborah Seyram Adablah alleging sexual harassment against a bank official at First Atlantic Bank comes up today at an Accra High Court.

    The court is expected to be moved today Thursday, February 16 to hear the case.

    First Atlantic Bank has since requested that its name be withdrawn from the lawsuit filed by the former NSS worker.

    First Atlantic Bank was named as the 2nd defendant in the writ that was issued by the High Court.

    In an application dated January 24, First Atlantic Bank requested that seven paragraphs of the writ be dismissed “on the ground that they disclose no reasonable cause of action against the applicant”.

    Paragraphs 7,8,9,10,11,31,32,33,34,36 and 37 which were requested to be excluded comprise portions of the writ that accuse the bank of watching on for female workers being harassed sexually by senior male officers of the bank.

    The Ministry of Youth and Sports sent out a statement in response to the armed robbery attack on the National Wheelchair Tennis Team.

    The group was purportedly leaving for a competition in Nigeria.

    The statement condemned the incident and assured the team of the Ministry’s assistance, adding that “our commitment is to safeguard their safety.”

    Three of the players were injured in the face and head.

    The vehicle in which they traveled was damaged in the process.

    The Wheelchair had been in Nigeria for the 2023 International Tennis Federation (ITF) World Team Cup Africa qualifiers when it was attacked on Monday, February 13 en route to Ghana and arrived at the Accra Sports Stadium at 1:30 a.m.
