    My father and I used to sell bags of corn at Kaneshie – Asamoah Gyan

    Asamoah Gyan, a former Ghanaian international, recently shared another heartwarming tale about his humble beginnings selling maize with his father at Kaneshie market when he was a small boy.

    Gyan, who went to Seven Great Princess Academy, one of the top schools in Accra, doesn’t enjoy calling his parents impoverished, but he acknowledges that there were difficult moments.

    “When you talk about poor people, they are those in the village but my parents were able to cater for me. My mother was a headmistress and my father was a businessman, he sold maize at the Kaneshie market,” the ex-Black Stars player said.

    According to Gyan although he went to the same school as Shatta Wale, the dancehall musician went to the elite branch in Dansoman while he schooled in Laterbiokoshie.

    “I was with Charles Mensah [Shatta Wale] at Seven Great and they opened a new one, the one at Dansoman, so that was where Shatta went. The rich people went there,” the former Liberty Professionals player said.

    When asked if he grew up as a rich kid, Gyan told TV3, “Nah, my parents did well to cater for my education, we were not that rich. I won’t be a hypocrite to motivate people that we were poor and they try to motivate people.”

    Reminiscing on his days as a student, Gyan disclosed that he often went to the market after school to help his father whose business was selling bags of maize.

    “From school, I used to go sit down at the Kaneshie market and sell. Now sometimes when I’m around that place driving when I get down people will think Asamoah Gyan came from the sky but they didn’t know I was there selling maize.

    “I didn’t sell the maize but my dad goes to Nkoranza and they bring them in a sack to sell to the Kenkey sellers,” he said.

    Gyan added “sometimes we don’t use the Kaneshie footbridge, we jump the fence to pick a car to Mallam but people don’t believe it.”

    The CAF U-20 AFCON is a competition that identifies future talents from Africa

    Africa will pulsate to the beat of the TotalEnergies U-20 Africa Cup of Nations in Egypt from February 19 to March 11, 2023.

    The biennial event is a favourite among African football enthusiasts since it constantly produces young players who go on to become elite athletes.

    As it has been with countless players in previous editions of the competition, the exposure the TotalEnergies U-20 AFCON provides to promising players is a sneak preview into who would be Africa’s next superstar.

    Below are some of the African superstars that played in previous editions of the TotalEnergies U-20 AFCON.

    • Mido

    One of the first future stars to play at the TotalEnergies U-20 AFCON was Mido. Much less known by his full name, Ahmed Hossam Hussein Abdelhamid, the Egypt striker was the star during the 2001 edition in Ethiopia.

    The Young Pharaohs finished as bronze medalists but Mido made a huge impression with the Zamalek prodigy attracting scouts from several European clubs.

    Belgian side Gent won the race and he flourished at the club before joining Dutch giants Ajax to continue his development.

    It was at Ajax that he realised his biggest dreams of his career, notably winning the league, the FA Cup and the Dutch Super Cup in 2002.

    Mido went on to play for top clubs in Spain, France, England and Italy and won African Cup of Nations with the Pharaohs on home soil in 2006 before retiring.

    • Yaya Toure

    In 2003 in Burkina Faso, a certain Yaya Toure was discovered. Unhappy finalist of this edition won by Egypt, the former student of ASEC Academy impressed and won the Best Player of the tournament.

    Yaya’s ratings soared at Belgian side Beveren as many clubs wanted his services, but he made a surprise move to Ukrainian outfit Metalurg Donetsk, where he spent two seasons before joining Greek heavyweights Olympiakos.

    In Greece, he won the League and FA Cup in his debut season before being spotted by French side Monaco from where he secured a big career move to Barcelona.

    Three successful seasons with the Spanish giants saw him claim all the trophies in his path in 2009 by winning the Champions League, Spanish league, Spanish Cup, Spanish Super Cup, UEFA Super Cup and the Club World Cup.

    After winning everything with Barcelona, Toure joined Manchester City in England, winning the league thrice, the FA Cup and two League Cups.

    Meanwhile, with the national team of whom he became captain, he won the TotalEnergies Africa Cup of Nations in 2015 with the Elephants, the 2nd continental title for Côte d’Ivoire after their 1992 success.

    A career rich in trophies which allowed the son of Bouake to win the title of CAF Player of the Year four times, a record he shares with Samuel Eto’o.

    • John Obi Mikel

    Nigeria dominated and won the 2005 edition in Benin and in the ranks of the Flying Eagles were well-known names like Taye Taiwo, Victor Nsofor, Isaac Promise and John Obi Mikel.

    The latter, who won the Player of the Tournament, moved to Lyn Oslo and Chelsea signed him from the Norwegian side for then transfer record of £23million

    Mikel went on to play 11 seasons for the Blues, winning two English League titles, six domestic cups, but above all a Champions League in 2012 and the Europa League the following season.

    He was vice-captain of the Super Eagles when they won the TotalEnergies Africa Cup of Nations in South Africa in 2013.

    • Andre Ayew

    There are no TotalEnergies Africa Cup of Nations winners’ medals yet but Ghana’s Andre Ayew tasted success at the youth level with the Holy Grail in 2009.

    He captained the Black Satellites to continental and World Cup glory 14 years ago.

    Ghana edged Cameroon in the 2009 U-20 AFCON final in Rwanda and the Marseillais shone during the competition, including a goal in the semi-finals.

    A key element of the team, the son of the legendary Abedi Pelé displayed his technique and proves that he has inherited the qualities of his father.

    Helifted the trophy with his teammates before returning to Marseille where he will finally gain confidence and consistency after successive loans to Lorient and Arles-Avignon.

    He will then experience the English Premier League, Turkey and the Qatari championship, before returning to England this winter to rejoin Steve Cooper at Nottingham Forest.

    To his credit, Ayew won two League Cups with Marseille and a Qatar Cup with Al-Sadd SC but also two AFCON finals and three participations at the World Cup with the Black Stars.

    • Mohammed Salah

    In South Africa in 2011, the young Mohamed Salah winger of Arab Contractors was far from imagining the turn that his career would take after just a decent showing at the U20 AFCON.

    He only scored one goal in the group stage against Lesotho and Egypt only finished third but scouts had seen the potential of the 17-year-old who was then the youngest player in the Egypt top-flight.

    With interest from African giants Al Ahly, Salah finally landed in Switzerland, at FC Basel who won the race and he spurred the club to success particularly in 2013, when he was named the Best Player of the Swiss Championship.

    Basel won the League title in 2013 and 2014 and Chelsea snapped him up with a mixed first season in England before moving to Italy with Fiorentina and AS Roma. Two seasons later, he returned to England to play for Liverpool with a record African transfer fee.

    Salah did not disappoint as he helped them to win the Premier League title in 2020 – the first time in many years – after helping them to clinch the title Champions League a year earlier.

    He was twice crowned CAF Footballer of the Year in 2018 and 2019.

    • Others

    Since then, many players from the continent have followed in their footsteps like Charles Kaboré (Burkina Faso), Benjamin Moukandjo (Cameroon) or Ahmed Hegazy (Egypt).

    In Mali, Amadou Haïdara, very prominent in 2017 with the Aiglons and now with Leipzig, or his compatriot Sekou Koita, player of Red Bull Salzburg have taken over from the idol Seydou Keita, Best Player of the U-20 AFCON in 1999.

    Crowned Best Player of the tournament at only 16 years old, the Senegalese Moussa N’Diaye joined FC Barcelona before moving to record Belgian champions Anderlecht.

    His compatriots Krépin Diatta and Ibrahima Niane, who went through this youth competition, are now respectively in Monaco and Angers.

    Ghanaian Abdul Fatawu, crowned Best Player of the 2021 edition in Ghana’s victory over the surprise Ugandan, is having an encouraging start with Sporting Portugal.

    For his part, the Zambian Patson Daka, crowned in 2017 with the Chipolopolo, is now the delight of Leicester supporters in the Premier League.

    Since 2017,over GH¢2 billion has been invested in SME sector

    Government has since 2017 invested over GH¢2billion in the Small and Medium Enterprises (SMEs) space, Chief Executive Officer (CEO) of the Ghana Enterprises Agency (GEA), Kosi Yankey-Ayeh, has said.

    She said the investment seeks to revive the country’s SME sector as part of plans to transform the economy from import and taxation to manufacturing, with over 300,000 businesses having benefitted – of which 60 percent were women-owned businesses. Some 3,195 jobs have also been created.

    “That is a big success, especially when you look at the segment of small and medium enterprises; because if you look at the data and statistics, the majority of Ghanaian-owned businesses – mostly women-businesses – are micro,” Mrs. Yankey-Ayeh.

    She spoke during a stakeholder engagement and orientation on the SME High Growth Programme, and noted that: “We have reached a stage in our life where we need to transform the economy, and the only way is to have industries and also help your businesses grow,” – urging the SMEs to take advantage of the investment.

    Touching on the SME High Growth Programme, an initiative that seeks to provide the training and capacity-building necessary for SMEs’ operational efficiency, Mrs. Yankey-Ayeh said it will boost competitiveness and help SMEs scale-up their operations for further job creation amid government’s efforts to restore macroeconomic stability.

    She said the initiative and its grant-support will also help about 2,000 SMEs become investment-ready, capable of attracting both local and foreign capital; increase sales; and more importantly, build their capacity to export and “culminate in job creation and job sustainability”.

    Mrs. Yankey-Ayeh added that beneficiary SMEs will be given technical assistance by KPMG on business management capabilities, productivity-enhancing improvements and replication of soft skills acquired – leading to a generally improved business operating culture among Ghanaian SMEs and thereby enhancing competition and growth.

    “The new SME High Growth Programme is designed to build on and consolidate the successes so far. And in this regard, we intend to provide SMEs with all relevant tools in business development, including the digital marketing tools necessary to enable them take advantage of the African Continental Free Trade Area.

    “This makes the programme design very relevant to the vision of President Nana Addo Dankwa Akufo-Addo for SMEs through the GEA – that is, to optimise their potentials so as to enable them contribute meaningfully in growth and development of the national economy and poverty reduction,” Mrs. Yankey Ayeh said.

    A grant support of US$20million has been earmarked for implementation of the programme, targetting high-growth SMEs in the following areas: agribusiness/agro-processing; construction; education; food and beverage; healthcare and/or pharmaceutical industries; information communication technology; manufacturing; textiles and garments, among others.

    The initiative is expected to transition enterprises into the next stage of growth – thereby improving their ability to increase sales and exports.

    Kwesi Appiah, a former coach of the Black Stars, has urged Asante Kotoko to maintain their consistency in order to keep their Premier League status.

    The Porcupine Warriors finished the first round of the 2022–23 Ghana Premier League season in third place with 27 points after 17 games played.

    Kwesi Appiah, a legend of the Reds, has urged the technical team to make sure that the playing body is consistent in their performance as the second round of the season is due to begin this weekend.

    He also implored the Seydou Zerbo to vary his game plan and tactics as well.

    “We have to try and be consistent in results,” he told Kumasi-based Oyerepa FM.

    “Sometimes you need to plan and vary your tactics in not adopting the same tactical play in home matches to away games.

    “I am hoping we get a consistent run to win in our matches henceforth,” he added.

    Asante Kotoko will be hosted by Nsoatreman FC in the matchday 18 games on Saturday at the Nana Kronmansah Park with kick-off scheduled at 15;00GMT.

    Government has not defaulted in payment of bonds – Boakye-Danquah

    Government spokesperson for governance and security, Mr. Palgrave Boakye-Danquah says the government has not defaulted in payment of bonds.

    According to him, the government takes its responsibilities very seriously and has not defaulted on any of its bond payments from 2017 to 2022.

    He said on ATL FM’s ATLANTIC WAVE on Wednesday that Ghanaians should therefore check the track records of the government and know principally that their investments are safe.

    Mr. Boakye-Danquah said, as much as the bondholders have a contract with government, government will make sure they meet the terms of the contract.

    “If you are about 59 years old, you get 15%of your investment and your bonds and the maturing rate. If you are below 59 years old you’re going to get 10% of your bond and the maturity rate… so such persons should have the trust of the government. You have signed a bond, you have invested in government bonds, you have a contract, and government is going to make sure that government meets the terms of the contract for you,” he said.

    Mr. Palgrave Boakye-Danquah also indicated that government has taken proactive steps to manage the domestic debt exchange program and prioritize capital investments in critical sectors of the economy.

    He explained that the ruling government had a very difficult transition from the start of the domestic debt exchange programme after the staff-level agreement and they are grateful to the Ghanaians for their support.

    “We really would like to express our sincere gratitude and thanks to the entire Ghanaian people for having the fortitude and tenacity to walk through with government to be able to achieve the staff level agreement and even to be able to achieve the domestic debt exchange programme.”

    Mr. Boakye-Danquah is of the view that as the country “came out strongly through COVID-19 in this economic challenge, we would assure the Ghanaian people that we will bounce better and stronger as well.”

    Meanwhile, the Minister of Finance, Ken Ofori-Atta says government is committed to honouring the bonds of the Pensioner Bondholders Forum when they mature.

    He notes that the decision to bring the maturity period to five years and below is because most of the bonds go beyond five years and the decision was to ensure they can get their principals and interests earlier than agreed.

    During his interactions with the members of the Pensioner Bondholders Forum who had picketed the Ministry, he said government will ensure their bonds are honoured adding that there is no need for them to keep picketing.

    Sam Okudzeto alleges China is sending it’s prisoners to Ghana for mining

    Ghanaian statesman and lawyer, Sam Awuku Okudzeto, is of the view that Ghana should exploit their own minerals as well as control their mining sectors rather than hand it over to investors.

    He made this statement during a constitutional reform event which took place on February 14, 2023 at the Institution of Economic Affairs (IEA).

    Okudzeto said that China for example is deliberately exploiting the minerals in Ghana so they can create an avenue where Ghanaians will become dependent on them.

    According to him, China is able to get gold from Ghana by intentionally importing their prisoners into the country.

    Mr. Okudzeto further explained that, after the prisoners are brought into the country, they then transfer the gold to Togo and the Chinese pick it from Togo and export it to their country.

    He stated, “We were allowing China to send prisoners to come to Ghana and they collect the gold. Now if you ask the Mineral Commission they will tell you it’s not true and I tell them you can’t fool a person like me. The truth is that, that gold, they take to Togo and they fly it to China”.

    He thinks the reason why some investors are able to take control and exploit the minerals from other countries is because of how flexible the country’s policy is thus, there is the need to change a policy when the initial policy is not working on one’s behalf, he said.

    Sam Okudzeto, who is an member of the Council of State said that some countries have been able to maintain their mining sectors as a result of the power they hold over their mining sectors. He then pinpointed these countries and they include Congo, Qatar, Saudi Arabia and South Africa.

    “Have you been to Johannesburg. It is called the city of gold. How were all those sky scrapers and the rest you saw there, where did it come from. Because we forget in South Africa, mining is done by the South African even if they are white.

    “The money remains in their country, the money does not go out. Here you are you allow somebody to take your money and sell the thing in dollar and you are going out to go and borrow dollar,” he posited.

    Kwesi Appiah confirms discussions to become the new technical director with Simba SC

    Kwesi Appiah, a former coach for Ghana, has stated that he is in negotiations to take the position of technical director at Tanzanian club Simba SC.

    The 62-year-old is now unattached after being informed that his tenure as the Black Stars’ head coach will end in 2019.

    After Appiah underwhelmed at the Africa Cup of Nations [AFCON] in Egypt and the squad was eliminated against Tunisia in the Round of 16, his contract was not renewed.

    However, in an interview, the Ghana legend confirmed that talks are in the advanced stage to become the new technical director for Simba SC.

    “We are still talking and we are in advanced negotiations. It’s about 70% now,” he told Kumasi-based Oyerepa FM.

    “Hopefully, we conclude everything soon,” he added.

    Kwesi Appiah, who has had two separate stints with the Black Stars applied for the vacant position after Otto Addo left the role but the Ghana Football Association [GFA] has appointed Chris Hughton as the new head coach of the four-time African champions.

    Appiah, who is also Asante Kotoko legend is famously remembered for leading the Black Stars to book a qualification for the 2014 World Cup in Brazil.

    Ofori-Atta appeal to MPs to help the govt secure IMF Board approval

    The Finance Minister, Mr Ken Ofori-Atta has appealed to Members of Parliament (MPs) to support the Government in efforts to secure the International Monetary Fund (IMF) Board approval to restore macro-economic stability in the country.

    That would ensure debt sustainability and provide critical social protection for the benefit of Ghanaians.

    Mr Ofori-Atta made the appeal on the Floor of Parliament, when he presented the Government’s policy brief on the Domestic Debt Exchange Programme (DDEP).

    He said debt operations were a composite part of a broader government response strategy for addressing the current challenges Ghana faces.

    “While we continue to secure an IMF programme to boost confidence in the economy, we are complementing this by enhancing our domestic mobilisation efforts,” he said.

    In November 2022, the Finance Minister briefed Parliament that Ghana lost access to the International Capital Market (ICM) at the beginning of that year, while, at the same time, budget implementation was confronted with domestic financing challenges at the auction market as well as lower than estimated domestic revenue mobilisation.

    “These presented a very challenging macroeconomic environment during 2022, leading to a widened financing gap of the budget and, therefore, became necessary for the Bank of Ghana to fund shortfalls at the auction market to avoid a disorderly default and prevent a deeper crisis,” he said.

    Mr Ofori-Atta said under those circumstances, it was necessary for the Government to seek financing from the Bank of Ghana to augment its fiscal operations for the year.

    The Central Bank, last week, concluded work on its financial accounts for 2022 and reported that the total overdraft extended to government, that year, was GHC37,956.82 million.

    He said in line with Section 30 (6) of the Bank’s Act, 2002, (Act 612), he was informing the Legislature of the financing of the budget by the Bank of Ghana.

    The Domestic Debt Exchange exercise and the External Debt Restructuring Programme would make such financing unnecessary, going forward in 2023 and beyond.

    “Mr Speaker, all these efforts would be greatly enhanced if the Income Tax (Amendment) Bill, Excise Duty and Excise Tax Stamp (Amendment) Bills as well as the Growth and Sustainability Levy Bill, which are outstanding in this august House, could be prioritised and passed.”

    Mr Ofori-Atta said the passage of those bills would enable the Government to complete four of five agreed Prior Actions in the Staff Level Agreement.

    This is because Tariff adjustment by the Public Utility Regulatory Authority, Publication of the Auditor-General’s Report on COVID-19 Spending, and Onboarding of GETFUND, District Assembly Common Fund and Road Fund on the Ghana Integrated Financial Management Information System (GIFMIS) had all been completed.

    “Mr Speaker, I cannot emphasise enough, the need to secure the Board Approval for our IMF Programme by the end of March, 2023,” he said.

    “I, therefore, entreat the House to prioritise the approval of the outstanding Revenue Bills and the various concessional facilities.”

    Alhaji Akambi, a member of the Hearts of Oak board, has observed that the club now fully owns the Pobiman land.

    He claims that the club once had a 50-year lease on the Pobiman property.
    However the club currently has complete ownership under board chairman and principal shareholder Togbe Afede XIV.

    According to Alhaji Akambi, “Pobiman land was rented for 50 years in the past, but it is currently Accra Hearts of Oak’s property.”

    While noting that he is aware he is constantly being criticised together with Vincent Odotei Sowah, Alhaji Akambi says they are focused on working very hard to ensure the success of the Accra- based club.

    “I know the Aki and pawpaw are referred to me and Odotei

    “But we are working hard for the club helping Accra Hearts of to succeed though we are not Angels but we are doing a great job for Accra Hearts of Oak,” Alhaji Akambi said.

    The actor mentioned that following his experience in jail he has to change so he doesn’t end up going back to jail in future.

    Narrating what led him to jail, he disclosed that he was too stubborn and thought he could beat anyone that comes his way therefore there was a fight in Tafo and he was involved.

    Unfortunately for him, the police came to the location and he was arrested and processed before the court.

    On his first appearance in court, he was denied bail and remanded into prison custody.

    He said: “I was very stubborn and controversial because I was very strong and fit to overcome people who will attempt to fight me”

    “During a clash between some youth in Tafo, I got arrested and remanded for some weeks and since then my life has never been the same”.

    “I went for self-protection before my remand and I escaped many arrests but ever since I came out for prison, I have discarded my old ways just to have a new life and a new beginning” he revealed.

    “I have suffered a lot in life but thank God I’m still alive but I have regretted how I wasted my life before in remand”

    Bawku: It’s unfortunate my uncles are still fighting – Mahama Ayariga

    Member of Parliament (MP) for Bawku Central constituency, Mahama Ayariga has bemoaned the longstanding dispute among feuding factions in the Bawku conflict.

    In an interview with Kwami Sefa Kayi on Peace FM’s morning show, ‘kokrokoo’, he gave the history and circumstances leading to the Cheftaincy conflict in Bawku for many years.

    “It has been unfortunate . . . the underline issue in Bawku is about the Kusasi people who are the land owners and the ovewhelming majority wanting to rule themselves,” he said.

    According to him there is a pre-colonial and post-colonial history in which the chieftaincy has been moving from one ethnic group to the other until 1983 when the the PNDC sought to place it in the hands of the Kusasis.

    He said this was consistent with what the colonial authorities themselves who ochestrated the Mamprusi rule in Bawku sought to change it through Lord Listowell’s Committee when they were leaving.

    “. . When they were also leaving they actually sought to change it through Lord Listowell’s Committee so that it will be the Kusasis because they are the land owners and the overwhelming majority,” he explained.

    He told Kwami Sefa Kayi that his Uncles have been fighting this issue since time immemorial.

    “My Uncles have been fighting this since God knows when . . . unfortunately for them we came under constitutional rule and under constitutional rule nobody can touch the Institution of Chieftaincy other than what it is now.”

    Background

    In a statement by the Ministry of Information, “The Government condemns developments in Nalerigu today February 15, 2023, concerning the purported enskinment of a new Bawku Naba as illegal and a threat to National Security.”

    “The security agencies have therefore been directed to arrest and prosecute any other person who holds himself out as a Bawku Naba.

    “Further, any developments that have the potential to undermine the peace of Bawku will also be dealt with swiftly and in accordance with law,” government cautioned in the statement.

    The Mamprusi faction in the protracted Bawku conflict was at the palace of the overlord of Mamprugu, Naa Bohugu Mahama Abdulai Sherigah II on Wedneday for the enskinment of a new Bawku Naba despite the recognition of Naba Asigri Abugrago Azoka II by the government and the Upper East Regional House of Chiefs as the legitimate ruler of the area.

    There were reports that efforts by the government to stop the supposed enskinment from happening failed.

    3 cargo drivers shot at Bawku

    Some drivers transporting pepper and tomatoes from Bawku to Accra have reportedly been shot dead, a Luvnews report has said.

    The deceased drivers, numbering 3, were traveling with the goods together with some others when some unknown gunmen opened fire on the cargo trucks at a spot 20 kilometers from the town.

    Other drivers sustained various levels of injury and are currently receiving treatment at the Komfo Anokye Teaching Hospital (KATH).

    Speaking to Luvnews, some of the survivors indicated that they decided to move their goods after the police refused to grant them escort out of the community.

    One of the drivers, Kwaku Karl, 44, whose cargo truck was parked at Akomadan lost his 22-year-old son; Kofi Karl during the incident.

    According to him, the two of them lay on the ground beside the truck when the robbers were firing bullets.

    “We laid low in the car to prevent sustaining wounds. I hid my head somewhere with my son’s legs on top of me. Sadly, he sustained some bullets and could not survive. This is just how we positioned ourselves” he stated.

    Yakubu Asaripue, owner of one of the trucks, narrated how he lost his driver during the attacks.

    “The car leading the team is mine. Unfortunately, I lost my driver due to the incident even after putting in much effort to rescue them” he said.

    On his part, Haruna Issah, a survivor who sustained multiple gunshot wounds from the incident explained what happened to Luvnews.

    “They chased us right after we got into the community. After releasing multiple gunshots at us, we were forced to hide under the car seats but even with that, my driver could not survive and my other mate, is receiving treatment,” he indicated.

    Meanwhile, evidence presented to Luvnews shows bullet holes in the windscreen, side and rear of some of the affected cargo vehicles, indicative of aggressive shooting.

    Finance Minister, Ken Ofori-Atta, has reiterated the government’s commitment to protect and support banks operating in the country to aid the economic recovery effort.

    “We are determined to protect banks operating in Ghana and strengthen their capacity to finance the economic recovery and growth we see before us,” the minister said when he addressed Parliament on the government’s Domestic Debt Exchange Programme on Thursday, February 16, 2023.

    Mr. Offori-Attah said prudential measures are being employed to mitigate further impacts on the financial landscape and importantly on domestic creditors as government seal over 80 percent participation in its Domestic Debt Exchange Programme (DDEP).

    “Billions of taxpayer’s monies were used between 2017 and 2019 to rescue the financial sector. We have no intention to imperil that work…Government is mindful of exchanges ramifications on the country’s financial health, as a result the government is developing several prudential measures to mitigate the potential impact on domestic creditors considering the need to preserve financial stability,” he said.

    “In addition, a Financial Stability Fund is being established with the help of development partners to provide liquidity and solvency support to banks, fund managers and collective investment schemes to ensure that they are able to meet their obligations to their clients,” the minister added.

    The Minister of Finance, Ken Ofori-Atta, has assured of improved economic stability with a successful completion of the Domestic Debt Exchange Programme (DDEP).

    The programme, which he says forms part of government’s response strategy to addressing the current economic challenges, will impact positively on inflation, exchange rates, interest rates, as well as bring some relief to businesses and families.

    “I am confident that the programme government has set out for this year, supported by parliament, will get us out of the economic crisis that has besieged our economy since COVID-19 reached our shores back in March 2020. I am confident that with conclusion of the Domestic Debt Exchange programme we will experience stability in exchange rates, inflation and interest rates – bringing businesses and families some respite, the minister said in his address to parliament on details of the debt exchange programme.

    Outstanding debt

    As of December 2022, the total outstanding debt – to eligible and non-eligible bondholders – amounted to approximately GH¢137billion. Subsequent extensions of dates and payment of maturities meant that the remaining stock was reduced from GH¢137billion to GH¢130billion.

    However, the finance minister noted that the eligible bonds as per the exchange memorandum meant an exclusion of pension funds and bonds that were subject to swap mechanisms for monetary and exchange rate policy operations.

    This then brought the eligible bonds for tendering to GH¢97.75billion. Out of the total eligible bonds for tendering, GH¢83billion was successfully tendered – accounting for about 85 percent of outstanding eligible amounts and meeting the target of 80 percent threshold as expressed in the memorandum of exchange.

    Nonetheless, the GH¢83billion bonds that were successfully tendered represent 64 percent of the outstanding debt stock of GH¢130billion at end-December 2022.

    “The Domestic Debt Exchange Programme was to alleviate the debt burden while minimising its impact on investors and the financial sector,” he told the parliamentarians.

    According to the minister, since the first announcement there have been multiple engagements with stakeholders – leading to a number of amendments to terms of the offer, with a final extension deadline of February 7, 2023 and an administrative extension of February 14, 2023.

    The final terms of the DDEP, he said, were designed to address the specific concerns of different bondholder categories: comprising category A, collective investment schemes and natural persons below the age of 59; category B, natural persons 59 years old or older; and general category holders, representing all other holders except those in categories A and B.

    The finance minister further noted that category A holders tendered an amount of GH¢5.9billion, representing 6.06 percent of the eligible bonds; with category B tendering GH¢423 million, representing 0.4 percent; and category C tendering an amount of GH¢76.6billion, representing 78 percent.

    Mr. Ofori Atta extended government’s gratitude to bond holders who participated in the programme: “We wish to thank everyone who has tendered and supported the domestic debt exchange programme. It is a truly remarkable act of sacrifice in our nation’s history. Your timely support is deeply appreciated.

    “We also appreciate the concerns of those who may still be uncertain in these choices, and I trust that we can continue to engage, work together to reset the fundamental issues of the economy and reposition our economy.”

    We will not imperil financial sector

    Mr. Ofori-Atta also assured of the government’s willingness to protect and support banks and other financial institutions in the country to aid the recovery process.

    “We are determined to protect banks operating in Ghana and strengthen their capacity to finance the economic recovery and growth we see before us,” the minister said.

    While acknowledging that the economy is in serious crisis, Mr. Ofori-Atta assured that prudential measures are being employed to mitigate further impacts on the financial landscape and most importantly, on domestic creditors.

    “Government is mindful of the exchange’s ramifications on the country’s financial health. As a result, the government is developing several prudential measures to mitigate the potential impact on domestic creditors, considering the need to preserve financial stability. Billions of taxpayer’s monies were used between 2017 and 2019 to rescue the financial sector. We have no intention to imperil that work,” he assured.

    Financial Stability Fund

    Mr. Ofori Atta also informed parliament of a Financial Stability Fund that is being established to cushion banks, pension funds and insurance companies, among others, to shore-up their liquidity.

    “In addition, a Financial Stability Fund (FSF) is being established by government with the help of development partners to provide liquidity and solvency support to banks, pension funds, insurance companies, fund managers and collective investment schemes, to ensure that they are able to meet their obligations to clients as they fall due,” he stated.

    Finance Minister, Ken Ofori-Atta, said the successful implementation of the Domestic Debt Exchange Programme (DDEP) will close the country’s financing gap and enable the government to meet the debt sustainability target of 55percent of debt-to-GDP in present value terms by 2028.

    According to him, the government’s debt exchange programme, which secured over 80percent participation by the time of closure, was part of a broader response strategy for addressing the country’s current economic challenges.

    “While we continue to secure an IMF programme to boost confidence in the economy, we are complementing this by enhancing our domestic mobilisation efforts,” Mr. Ofori-Atta said Thursday when he briefed Parliament on the DDEP.

    Seeking financing from BoG

    Ghana lost access to the International Capital Markets (ICM) at the beginning of 2022. At the same time, the country’s budget implementation was confronted with domestic financing challenges from the auctions as well as lower than estimated domestic revenue mobilization.

    “These presented a very challenging macroeconomic environment during 2022, leading to a widened financing gap of the Budget and therefore became necessary for the Bank of Ghana to fund shortfalls at the auction market to avoid a disorderly default and prevent a deeper crisis,” the minister said.

    Under these circumstances, Mr. Ofori-Atta told Parliament that it was necessary for the government to seek financing from the Bank of Ghana to augment its fiscal operations for the year.

    The Bank of Ghana, last week, concluded work on its financial accounts for 2022 and reports that the total overdraft extended to Government for 2022 was GH¢37,956.82 million.

    “Mr Speaker, in line with Section 30 (6) of the Bank of Ghana Act, 2002, (Act 612), we are using this platform to inform the legislature of the financing of the budget by the Bank of Ghana. The Domestic Debt Exchange exercise and the External Debt Restructuring Programme, will make such financing unnecessary, going forward in 2023 and beyond,” he stated.

    He added: “Mr. Speaker, all these efforts would be greatly enhanced if the Income Tax (Amendment) Bill, Excise Duty & Excise Tax Stamp (Amendment) Bills as well as the Growth and Sustainability Levy Bill, which are outstanding in this august House could be prioritized and passed.”

    “The national commission for the naming of stadiums has decided. Baraki’s new stadium will be named after Nelson Mandela,” Algeria’s minister of Youth and Sports, Abderrazak Sebgag said just days before the stadium was commissioned on Saturday.

    The Nelson Mandela Stadium will host its first official international match on 13 January 2023, when Algeria play Libya in the opening match of the tournament and will also host the final on 4 February.

    Football lovers across the globe have wondered why a stadium in Algeria was named after the former South African leader with many concluding that because he inspired people all over the globe.

    Algeria named the stadium after Mandela as a fitting tribute to his legacy. However, a deep-dive into history shows that Mandela and Algeria have a strong historical connection, as both countries were heavily involved in the fight against colonialism and racism in the 20th century.

    “Algeria is my country,” Nelson Mandela declared when he was released from prison in South Africa in 1990 after spending 27 years in incarceration over his fight to end apartheid.

    Indeed, Algeria was the last country Mandela visited before he was jailed by the rulers of South Africa during the era of apartheid and was the first foreign country he visited after he was released from prison.

    During the 1950s and 1960s, both South Africa and Algeria were engaged in struggles for independence from their respective colonial powers. South Africa was still under the system of apartheid, where the rights of the non-white majority were severely restricted, while Algeria was fighting for independence from France.

    Mandela, who was then the leader of the African National Congress (ANC), was heavily influenced by the independence movements in Algeria and other African countries. He saw the struggles in Algeria and other countries as part of a larger struggle for freedom and liberation for all oppressed peoples, and was inspired by the Algerian people’s determination and bravery in their fight for independence.

    Mandela in Algeria

    In 1962, Mandela made a secret trip to Algeria, where he met with leaders of the National Liberation Front (FLN), the political party that led the independence movement. During this trip, Mandela received training in guerrilla warfare, which helped him and his comrades in the ANC to develop more effective tactics to fight against the apartheid government.

    Mandela also formed close personal ties with many Algerians, including Ahmed Ben Bella, who later served as the first President of independent Algeria. After his release from prison in 1990, Mandela went to Algeria to thank the government and people for their support during his struggle against apartheid.

    The government of the north African country declared eight days of national mourning in 2013 when Mandela died – an honour only reserved for Algerian Heads of State.

    The close relationship between South Africa and Algeria has continued long after the end of apartheid with the two countries cooperating closely by working together to promote peace, democracy and development on the continent, culminating in the decision to name the stadium after the anti-apartheid hero.

    This is a testament to the impact that Mandela had not only on South Africa, but globally for justice and equality with his message of hope and reconciliation resonating with people across the globe.

    Finance Minister Ken Ofori-Atta  has revealed that the main source of financing for the 2023 budget are treasury bills and concessional loans.

    According to him, this has become the case because of the closure of the international domestic bond market.

    He made the comment when he appeared before Parliament on February 16, 2023.

    “Mr. Speaker, as the domestic international domestic bond markets are shut, for the financing of government programmes, we are relying on Treasury bills and concessional primary sources of financing for the 2023 budget.

    “We, therefore, call on this House to support government financing requests to ensure a full recovery from these economic challenges,” he said.

    Meanwhile, Treasury bills saw an oversubscription in their latest auction on February 10, 2023.

    According to the auction results from the Central Bank, the government secured GH¢3.35 billion from the 91, 182, and 364-day Treasury bills.

    This is GH¢590.49 million away from its GH¢2.759 billion target.

    The majority of the subscriptions were from the 91-day bill which secured GH¢2.07 billion and GH¢398 million from the 182-day bill and GH¢875.68 million from the 364-day bill.

    The interest rates, however, hovered around 35.8%.

    Ghana’s Speaker of Parliament, Alban Bagbin, has asked the World Bank and the International Monetary Fund not to sideline Parliament in their negotiations with the Executive.

    In his submission, the Speaker indicated the IMF and the World Bank must be more democratic than they are.

    He said in negotiating deals with Ghana, they must engage the parliament.

    The Speaker noted that “the two institutions should know that in negotiating these things, they must hear from this House and get our stamp, and then they carry the whole country along.”

    He lamented that “when it is only with the Executive, then it means that the world’s structures we’ve established have outlived their usefulness, and we now have to get new structures, including the United Nations. We have to change those structures to respond to the current relatives of our time. That is a notice to the IMF and the World Bank.”

    To the Finance Minister, he admonished him to seek approval from parliament before implementing any policy or policies.

    He told him that the Jubilee House represents the state, whereas the Parliament of Ghana represents the people.

    “This is where the powers are, and this is where sovereignty resides. Sovereignty is in the people, and we represent the people. And the powers of government are also in the people. So anytime there is any key issue like a key policy, you need the approval of this House; very important.

    “You can get the go-ahead from the Jubilee House, but this house is the one that would approve and say it is in the interest of the people so go ahead and implement it,” he said.

    Emil Wood, popularly known as Nana Tonardo has responded to claims that he has been trapped and exposed by his nemesis, Afia Schwarzenegger.

Which trap? It is a different thing for me to go and seek my own information and then it ends up being false. You really have time. I never knew I could get under your skin like this. From the moment I started chatting with you and realized it was you, I felt proud of myself because you always pretend as though all my attacks don’t get to you.

    “I prepared myself very well before going to the Marriot hotel. You think I’m dumb? No! I wanted to play along. We knew very well it was you. You are not smarter than anyone.     Members of the Pensioner Bondholders Forum, have expressed satisfaction with the announcement of the exemption from government’s domestic debt exchange program.

    “I’m happy this is finally over and there will be nobody at the Ministry from tomorrow,” Convener of Pensioner Bondholders Forum, Dr Adu Anane Antwi, told Starr News after the Minister’s announcement in parliament Thursday.

    The Finance Minister, Ken Ofori-Atta, has confirmed that all pensioners who refused to subscribe to the domestic debt swap after the deadline have been exempted from the programme.

    Addressing Parliament on the state of the Domestic Debt Exchange Programme, Mr Ofori-Atta said the pensioners have nothing to worry about adding that all their coupons and principals will be honoured when maturity is due.

    “Mr Speaker, Government remains committed to the well-being and dignity of our Senior Citizens and Pensioners. Indeed, it has personally caused me great distress as a number of them have picketed at the premises of the Ministry of Finance since Monday, 6th February 2023. As I have already indicated in my Press Release dated 14th February 2023, Government will honour their coupon payments and maturing principals, like all Government bonds, in line with Government’s Fiscal commitments.

    “Mr Speaker, in seeking to understand the concerns of our Senior Citizens, I have met with them on three occasions. The most recent was yesterday 15th February 2022, where I explained the terms of the new bonds.

    “Mr Speaker, I subsequently wrote to their Convener, letting him know that all pensioners who did not participate in the exchange are exempted and therefore there will be no need for our Senior Citizens to picket at the Finance Ministry. Mr Speaker, I would like to thank all those who helped in those discussions.”

    The group has for the past few days pitched camp at the Finance Ministry for an hourly picketing exercise.

    The protest which witnessed a number of top personalities including former Chief Justice Sophia Akuffo was in demand for total exemption from government’s completed DDEP.

    The government has however expressed appreciation to Ghanaians for the success of the program.

    “With great relief and immense gratitude, Government is pleased to announce that as of 14th February 2023, approximately 85% of bonds were tendered in the Exchange (as determined by the Central Securities Depository).

    “On behalf of H.E. the President of the Republic, Nana Addo Dankwa Akufo-Addo, I wish to express our profound appreciation to the people of Ghana for their patience and support throughout these very challenging times.     Gianni Infantino, the president of FIFA, will have a total remuneration of CHF 3.6 million ($3.9 million/£3.2 million/€3.6 million) in 2022.

    The Swiss official will be paid a gross remuneration (base) of CHF1.9 million (£1.7 million, $2.0 million, or €1.9 million), according to the governing body’s 2022 Annual Report.

    The 52-year-old will receive a CHF24,000 (£21,589/$26,031/€24299 flat-rate allowance in addition to a gross salary (variable) of CHF1.6 million (£1.4 million/$1.7 million/€1.6 million).

    In comparison with the last World Cup year in 2018, Infantino’s gross salary (variable) has increased by more than $1 million.

    After Russia 2018, the FIFA boss received a gross salary (variable) of $555,000 (£460,650/€518,580).

    Meanwhile, the global football governing body’s secretary general Fatma Samoura is set to pocket CHF1.3 million (£1.1 million/$1.4 million/€1.3 million) as gross salary (base), CHF600,000 (£539,250/$649,424/€607,042) as gross salary (variable) and CHF24,000 as part of the flat-rate allowance.

    Samoura’s variable salary when the World Cup was held in Russia four years ago was $195,000 (£162,390/€182,375).

    FIFA also published the salaries of Council members and management, who will be getting a total of $31.9 million (£26.5 million/€29.8 million), including pension contributions.

    The FIFA Council senior vice-president and vice-presidents, including confederation Presidents, each receive a net annual compensation of $300,000 (£249,426/€280,959) and a daily allowance of $250 (£207/€233) while on duty.

    The FIFA Annual Report 2022 published yesterday (February 14) claims a record-breaking revenue of $7.6 billion (£6.3 billion/€7.1 billion) during the 2019-2022 cycle and expects $11 billion (£9.1 billion/€10.2 billion) for 2023.

    Former Inspector General of Police under the Jerry John Rawlings regime, Peter Nanfuri has died.

    According to a graphiconline report, the former IGP died on February 16, 2023 at age 81.

    He was the Director of the Bureau of National Investigation (BNI) in 1986 till he was appointed as IGP in 1996.

    The former IGP who was also the Paramount Chief of the Jirapa Traditional Area had the title – Naa Ansoleh Ganaa II after being enskinned in 2007.

    Peter Nanfuri was born in October 12, 1942 in Jirapa in the Upper East Region of Ghana and had his university education at the University of Ghana, Legon.

    The Deputy finance minister, John Kumah, has said that there has been no haircut as far as the Domestic Debt Exchange Programme (DDEP) is concerned.

    According to him, the debt exchange programme was voluntary and not compulsory.

    He noted that “there has been no haircut in the successful execution of the debt exchange programme and it has remained voluntary from day one until now.”

    The deputy finance minister linked the country’s current economic crisis to the COVID-19 pandemic and the Russia-Ukraine war.

    He made the assertion when the finance minister appeared before parliament to present the details of the debt exchange.

    John Kumah however reiterated that pensioners who did not sign on to the programme are exempted.

    He further noted that the government will pay maturing coupons and the principals on bonds.

    “As we speak today, about 85% of bonds have been migrated unto the new bond market,” while adding that the success rate has paved way for further negotiations to continue with the IMF.

    Henry Asante Twum, the GFA’s director of communications, claims that attendance at Ghana Premier League games is not dismal.

    The Super League will be staged later this year in August after numerous conversations since last year.

    Today, sources have indicated that the Super League, which was slated to begin with 24 teams from 16 countries, has undergone some alterations.

    Information gathered indicates that the two most glamorous Ghanaian clubs, Hearts of Oak, and Asante Kotoko were not invited to the inaugural CAF Super League.

    Meanwhile, the competition will feature clubs such as Petro de Luanda (Angola), TP Mazembe (DR Congo), Horoya (Guinea), Wydad Atheltic Club (Morocco), Simba SC (Tanzania), and Esperance de Tunis (Tunisia).

    Egyptian giants Al Ahly and FC Zamalek will also be there to compete for glory.

    It must be noted that the format for the CAF Super League is yet to be finalised.

    The breastfeeding mother who inflicted knife wounds on a 5-year-old boy for attempting to steal fish at Wisiwisi in the Kwahu West Municipality of the Eastern Region, is pleading with the community for forgiveness.

    The boy is on the verge of losing three fingers after his uncle’s wife inflicted knife wounds on him for trying to steal fish from a soup.

    Ama Badu claims she lost self-control at the time of the incident, which resulted in the unfortunate situation and further promised not to repeat such a mistake.

    In an interview with Angel TV, she explained: “I was opening the door and something pushed me. So, I said Akwasi come, always I warn you but you but don’t listen, and whenever your uncle even beats you then I get scared.

    “So, there was a cane and there was a knife. I didn’t know what pushed me and I picked the knife to slash his fingers…I have stayed with him for long…so I’m pleading with Ghanaians to forgive me. I lost my temper, so please you people should forgive me, this won’t happen again.”

    Background

    According to the Angel FM report, Ama Badu chanced on the victim, Akwasi Alex Ofosu, trying to steal fish from a soup.

    An eyewitness said the victim had recently lost his mother and was staying with his uncle and his wife.

    The report added that the Akwasi was rushed to the hospital for medical treatment.

    “I heard Kwasi crying loudly, so I asked Sister Ama to enquire why he was crying and what had occurred, she replied that she had slashed off his fingers for stealing fish from her soup.
    “I followed up by asking her if she had used a knife or a blade, to which she replied, ‘knife.’ So I remarked, ‘sister Ama, you’re wicked.’ I then called the boy and along with another tenant gave him first aid,” a neighbour recounted.

    “What I saw yesterday is that the woman chopped the boy’s fingers with a knife. One of my sisters was braiding her hair at the place and she heard the youngster crying so she asked him to come.

    “Even though the aunt tried to stop him from coming, the sister insisted and when the boy arrived, we saw that three of his fingers had been cut,” another witness added.

    Sophia Akuffo clarifies ‘my mouth has been ungagged’ comment

    Former Chief Justice Sophia Akuffo has clarified a previous remark that implied she was free to share her opinions since she was no longer in charge of Ghana’s judicial branch.

    She made the now famous ‘my mouth has been ungagged’ comment a week ago (February 10) while speaking with GhanaWeb at the forecourt of the Ministry of Finance in Accra.

    Mrs. Akuffo had joined picketing pensioner bondholders protesting inclusion in government’s Domestic Debt Exchange Programme (DDEP).

    In an interview this week (February 15) on Joy News’ Upfront programme, she explained what she meant by “ungagged” stressing that it had to do with her role as a judge of the Superior Courts.

    “Ungagged in the sense that when I was in government service as a judge, you don’t go shooting your mouth off about anything, because you don’t know what is going to be in the docket before you.

    “And when you are a judge in the final court, you should not shoot your mouth off and be unguarded so that you would have to recuse yourself on every other case. You become a waste.

    “So, you keep to your corner, you don’t let yourself be heard too much on national and topical issues that have a potential of landing before the courts,” he added.

    What Sophia Akuffo said:

    “There are quite a number of people here today, who retired last year, last two years. When they retired, they put everything into government bonds and now all of a sudden, you virtually want to, at gunpoint, force them to agree with you that the repayment of their investment or yields of their investments should be as you dictate it. Why?

    “Why are we in the mess we are in, nobody has fully explained it to us, yes debts, we took debts, what was it used for? Where is the accountability? You are not telling us about how you are going to make things better but just ‘help me and I’ll help you’ no, you help yourself first.

    “Let me see you doing something serious because we’ve seen these sorts of things for a very long time. I’m over 70 now, and I’m no longer a government employee. My mouth has been ungagged and I’m talking and I’m saying what I feel and it is important that, the elderly in this nation,” she explained.

    She became the first CJ to be appointed by president Nana Addo Dankwa Akufo-Addo in 2017, she retired in 2019.

    She stated that while she is not going to be affected by the government’s DDEP, she finds it wicked for the government to sacrifice the profits of retirees – people who have sacrificed for Ghana, just so that it is able to solve its own problems in managing the economy.

    “This is just by God’s grace that I’m not included and it’s very heart-breaking to see people of, particularly, this age group – some are a bit older than me, some are somewhat a bit younger than me, but these are all people who have worked, worked very hard.

    “They could have left the country when others were leaving, they left, they stayed, they worked for the nation and we’ve had our ups and downs and everything but bit by bit.

    “A lot of us are from the generation where you were encouraged to save for tomorrow. We’ve been through times when all your savings become nonsense because of some government policy. Then over the years, bit by bit, people have become more confident in the economy, in investments and all that,” she added.

    On Thursday night’s Europa League match between Shakhtar Donetsk and Stade Rennais FC, Belgian forward Jeremy Doku, of Ghanaian descent, was a standout.

    The gifted forward began for Stade Rennais FC in the opening leg of the Round 32 match between the two clubs.

    Sadly, his team lost the thrilling game after 90 minutes.

    In today’s game, Shakhtar Donetsk took a deserved lead in the 11th minute when Dmytro Kryskiv found the back of the Stade Rennais net with a fantastic effort.

    Late in the first half, the home team was awarded a penalty kick and a chance to double their lead.

    Talisman Artem Bondarenko accepted the responsibility from 12 yards and scored to make it 2-0 for his side before the break.

    In a second half that saw the French Ligue 1 club putting on a spirited effort, Jeremy Doku was the star.

    He assisted Karl Toko Ekambi for Stade Rennais FC’s only goal of the game in the 59th minute as the match ended 2-1 in favour of Shakhtar Donetsk.

    The second leg of the Europa League clash will be played a week from today.

    Fitch issues a warning about further rating downgrades


    A number of factors could lead to another downgrade of the nation’s credit ratings, according to credit evaluator Fitch Ratings, including failing to honor interest and principal payments on maturing bonds to holders who opted out of the debt exchange during the grace period.

    This, Fitch says, could result in a prolonged long-term (LT) local currency (LC) Issuer Default Rating (IDR) in the Restricted Default (RD) status.

    This comes as government missed a principal payment on February 6, 2023 valued at GH¢4.2trillion. According to Fitch, it failed to clarify when holders who opted out of the protracted domestic debt exchange will receive payments.

    In the second amended and restated exchange memorandum released on February 7, 2023, fiscal authorities announced that eligible holders of this bond will not receive a final interest payment and a final principal payment – regardless of whether an eligible holder had tendered their instruments or not.

    In its recent rating of the country, the ratings agency downgraded the nation’s LT LC IDR to RD from a previous ‘C’ rating.

    “The rating will be based on a forward-looking assessment of Ghana’s willingness and capacity to honour its local currency debt,” Fitch added.

    Meanwhile, in a press release issued on February 14, 2023 the Ministry of Finance announced that coupon payments and maturing principals will be honoured “in line with government fiscal commitments”.

    This announcement, according to Fitch, however does not yet clarify when the payments will be made to holders who opted out of the programme.

    “In particular, it does not clarify whether a principal payment will be made before expiration of the grace period for this specific issue. This security is one of the six issues that have been downgraded to ‘D’,” Fitch explained.

    Investors are closely watching the evolution of the country’s debt situation as well as government’s ability to honour payments and its potential impact on the credit rating. Already, the country has lost access to international markets on the back of higher borrowing costs.

    Foreign debt concerns

    Failure to make scheduled coupon or maturity payments on the country’s foreign-currency bonds within the grace period could result in a ‘RD’ status, Fitch said.

    “Failure to make scheduled coupon or maturity payments on Ghana’s foreign-currency bonds within the grace period could lead to a downgrade of Ghana’s LT FC IDR to ‘RD’,” warned Fitch Ratings, adding that Ghana’s partially-guaranteed notes could also face downgrades depending on progress of the debt restructuring.

    The warning comes amid a challenging economic environment, as the country races against time to get a much-needed International Monetary Fund (IMF) US$3billion bailout.

    Fitch mentioned that once Ghana reaches an agreement with private creditors on the restructuring of its foreign currency-denominated debt and completes that restructuring process following the Common Framework official creditors’ claims treatment, it will assign a Long-Term Foreign-Currency Issuer Default Rating based on a “forward-looking assessment of its willingness and capacity to honour its foreign-currency debt”.

    Meanwhile, evidence that the partially-guaranteed notes will be excluded from the external debt restructuring could lead to an upgrade of the issue rating on the partially-guaranteed notes.

    However, the debt exchange has allowed the fiscal authorities to reduce interest payments by 1.5 to 2 percentage points of Gross Domestic Product (GDP) in 2023, assuming the 85 percent participation rate is equally distributed among eligible bonds and eligible bondholders.

    The outstanding principal of eligible bonds amounts to GH¢132.4billion, approximately 22 percent of the 2022 estimated GDP.

    The Minister for Finance, Ken Ofori-Atta has stated that he was highly distressed to see pensioner bondholders picketing at the premises of the Finance Minister over a two-week period.

    Addressing parliament on Thursday, February 16, 2023, the minister reiterated that government will honour the terms of bonds held by pensioners as it remains committed to the wellbeing and dignity of senior citizens.

    “Mr Speaker, government remains committed to the wellbeing and dignity of our senior citizens and pensioners. Indeed Mr Speaker, it has personally caused me great distress as a number of our pensioners have picketed at the premises of the ministry of finance since Monday, February 6, 2023. I have already stated in my press release dated February 14, 2023, that government will honour their coupon payments and all maturing bonds in line with government’s fiscal commitments,” the minister told parliament.

    The Pensioner Bondholders Forum have been picketing at the ministry demanding total exemption from the government’s Domestic Debt Exchange Programme.

    The picketing witnessed the participation of former Chief Justice, Sophia Akuffo who described the programme as unlawful and disrespectful to senior citizens.

    But speaking to parliament on Thursday, the minister disclosed that pensioners who did not participate in the programme have been exempted by government.

    “In seeking to understand the concerns of our senior citizens, I have met with them on three occasions; the most recent was 15 February 2023 where I explained the terms of the new bonds.

    “Mr Speaker, I subsequently wrote to their convener that all pensioners who did not participate in the bond offering are exempted,” Ofori-Atta added.

    The DDEP officially closed on February 10, 2023. According to the ministry of finance, over 80% of individual and institutional bondholders participated in the exercise.

    The Executive Director of the Alliance for Social Equity and Public Accountability (ASEPA), Mensah Thompson has taken a swipe at NPP stalwart Gabby Asare Otchere-Darko over his comments concerning the economy and other matters concerning the state.

    Mr Thompson says Gabby is a spin doctor for the Nana Addo Dankwa Akufo-Addo government.

    Thompson told Metro TV news on February 15 that the New Patriotic Party (NPP) stalwart has serially been helping the government deal with negative publicity by his actions especially on social media.

    He described Gabby as “delusional” and averred that the recent attack Gabby launched on former Chief Justice Sophia Akuffo bore the signs of one that had the blessings of the president and the presidency.

    “Gabby has always been delusional, we all know, and we know one job he has been doing for this government is (as) a spin doctor. If you follow Gabby on social media, he is a spin doctor.

    “What he does is that, he does damage control, political calumny, tries to drive attention from substantive issues, tries to set political agenda and try to dissuade people from taking certain decisions,” he stressed.

    Gabby gets served by Sophia Akuffo

    Ex-Chief Justice Sophia Akuffo has become topical in the last two weeks after she joined colleague pensioner bondholders who had been picketing at the Ministry of Finance since February 6 demanding total exclusion from the Domestic Debt Exchange Programme (DDEP.)

    Mrs. Akuffo’s involvement also saw her slam government’s handling of the programme and the general economic situation of the country.

    She received heavy backlash via social media from New Patriotic Party (NPP) stalwart Gabby Asare Otchere-Darko.

    In her second appearance at the picket this week, she responded to Gabby’s critique among others by referring to him as a nuisance who did not matter to her and her life.

    Meanwhile, government has closed the subscription window for the DDEP announcing an 85% subscription rate.

    Minister of Finance Ken Ofori-Atta told picketing pensioners on February 15 that their maturing coupons will be honoured even though they had opted against signing up, as in self-exempted from the programme.

    Ofori-Atta appeared before Parliament to answer questions over the programme on February 16, 2023.

    Convener of Individual Bondholders, Michael Harry Yamson has expressed disappointment in Parliament for disappointing Ghanaians on issues regarding the economy.

    According to him, Parliament failed Ghanaians because it failed to resume sitting quickly when the Domestic Debt Exchange Programmme (DDEP) was announced at the initial stage and interrogate it thoroughly.

    Speaking on the State Affairs Program on GHOne TV, Mr. Yamson stated that even when the Executive failed to seek Parliament’s view on the DDEP it was incumbent on Parliament to act fast on behalf of Ghanaians.

    “Our Parliament is ill-resourced to go toe to toe with the Executive when it comes to economy, matters of national finance and matters of governance, they are not resourced. We were talking about DDEP but the issue goes well beyond it and Parliament simply didn’t have the means to say hang on. This budget will not stand the test of time because it is deeply flawed.

    “You don’t have the revenues to meet the debt obligations that are staring at you in the next few years and the budget was passed. Immediately it got passed all our hands were tied and the only answer was this disaster,” Mr. Yamson stated.

    He continued: “We are all talking about DDEP but what really we need to say is that how is it for our parliament, our representative are so ill equip to interrogate and challenge the policy of the government when it comes to the affairs of our money.”

    Background:

    The Finance Minister, Ken Ofori-Atta, has declared that all pensioners who declined to submit their old bonds for new ones under the Domestic Debt Exchange Programme (DDEP) have been exempted from the programme.

    Briefing Parliamentarians on the state of the Domestic Debt Exchange Programme, in Parliament House on Thursday February 16, 2023, Ken Ofori-Atta urged the pensioner bondholders some of who, were in Parliament not to be troubled as all their coupons will be honoured when they mature.

    “Government remains committed to the wellbeing of our senior citizens.     Ghana’s presidential jet returns in a better state – Report

    Ghana’s presidential jet has returned according to a report.

    President Nana Addo Dankwa Akufo-Addo got what could best be described as a Valentine’s Day gift when the presidential jet touched down on February 14, 2023 in Accra.

    The Falcon 900-EX Presidential Jet, had been in France for the past six-months undergoing a full refurbishment.

    GhanaWeb sources confirmed that the jet aside from refurbishment also underwent some retrofiting with avionics systems upgrade in Paris.

    With this, aviation and military sources said the Presidential Jet will now be capable of embarking on trips to most countries in Europe, a local newspaper with close links to government reported on February 16.

    The Daily Guide newspaper said the upgrade will allow the jet flight times of six hours, as it used to do before the unfortunate incident of September 30, 2018, where it had to land immediately in Washington DC, soon after taking off because it developed a fault.

    The jet is usually for the local and international use of the president and key government officials but throughout last year attracted a lot of chatter after North Tongu Member of Parliament Samuel Okudzeto Ablakwa reported that it had been abandoned by the president for high-end ultra-luxury-chartered flights.

    The government serially refused to disclose the cost of these supposed luxury flights citing national security implications.

    Meanwhile, president Akufo-Addo is said to have used the jet for his trip to Germany and Ethiopia to attend the Munich Security Summit and African Union’s Ordinary Session of Heads of State and Government respectively.

    Ghanaian fast-rising reggae dancehall musician, Renner, has stated that reggae legend Blakk Rasta, is entitled to express himself regarding the recent release of Bob Marley and Sarkodie’s Stir It Up refix.

    Blakk Rasta’s reaction to the international collaboration sparked a firestorm on social media, which began a few weeks ago at an Accra-based radio station, where he stated that it was a betrayal of Bob Marley’s legacy.

    Prior to this statement, she indicated in an interview on Happy 98.9FM’s Evening Drive with host Akua Sika that Blak Rasta is one she reveres and believes is a pacesetter to all reggae and dancehall musicians and therefore must be given the necessary respect as such.

    “He has an opinion; everybody does; so whether he is right or wrong, he has an opinion,” she asserted, further expounding that as he voiced his opinion, people in turn voiced theirs concerning him and his dissatisfaction with the “Stir It Up” refix.

    Renna believed that Blakk Rasta, being a musician and a fan of Bob Marley, had thoughts of who would fit best for the collaboration, which caused him to express himself in that manner; however, she indicated that the Marley family had equally strong opinions on who would have been the best fit for that and carried on with it. “The vocals are the property of the Marley family, so what they want to do with it is what they do with it.” “Blakk Rasta, on the other hand, being a musician and a fan of Bob Marley, would feel that the song is supposed to be treated this way,” she echoed.
