  • Sri Lanka: Ranil Wickremesinghe elected president

Sri Lankan MPs have elected prime minister Ranil Wickremesinghe as the country’s new president, despite his unpopularity with the public.

Mr Wickremesinghe faces the task of leading the country out of its economic collapse and restoring order after months of mass protests.

He roundly defeated his main rival for the job, Dullus Alahapperuma, with 134 votes to 82 in a parliamentary vote.

Sri Lanka’s ex-president Gotabaya Rajapaksa fled the country last week.

He bolted to the Maldives and then Singapore after thousands of protesters stormed his presidential residences and other government buildings, calling for his resignation.

They had also called for the resignation of Mr Wickremesinghe, a close ally of the Rajapaksa political family who was appointed prime minister in May.

Protesters last week burnt down his private home and also stormed his prime ministerial office in Colombo in demonstrations against his leadership.

On Wednesday, many expressed despair and disappointment over his win.

“I am absolutely disgusted at the result… I cannot believe that 134 people – MPs that are supposed to represent the people- have completely disregarded the wants of the people,” one activist Jeana De Zoysa told the BBC.

    • Can Sri Lanka’s new president bring unity?
    • Why is Sri Lanka in crisis?
    • The hard choices Sri Lankans must make now

Mr Wickremesinghe is viewed by many as a shrewd political operator who’s managed to cling on in parliament despite his party losing all but one of their seats in the 2020 election.

A former six-time prime minister, he failed in his previous two runs for the presidency. His victory on Wednesday means he will serve out the rest of the presidential term until November 2024.

But on Wednesday, after sweeping the vote with the backing of the Rajapaksa’s ruling party, he called for unity and bipartisanship moving forward.

He told parliament the nation was “in a very difficult situation” and there were “big challenges ahead”. Sri Lanka has been wracked with protests for months because the country is effectively bankrupt and facing acute shortages of food, fuel and other basic supplies.

Mr Wickremesinghe is aiming to restore political stability so the country can resume negotiations with the International Monetary fund for a bailout package.

He was involved in these talks last month, and the ruling Sri Lanka Podujana Peramnua (SLPP) party said most of their members had backed him because of his economic credentials.

“We feel that Ranil Wickremesinghe is the only person with the experience, the know-how and the capacity to provide solutions to the economic crisis,” General Secretary Sagara Kariyawasam told the Reuters news agency.

However, it remains unclear whether he will be accepted by protesters – many of whom say he’s part of the political elite behind the country’s economic mismanagement.

On Wednesday, ahead of the results, barricades were set up around the parliament and soldiers lined the perimeter anticipating crowds.

But protesters remained fairly subdued. After the result, some gathered at the Galle Face Green protest site chanted “Ranil Go Home”.

There are fears among some that Mr Wickremesinghe will now crack down on the movement, which has brought hundreds of thousands of ordinary people onto the streets demanding change.

When he assumed the job of acting president last week, he ordered the military to do whatever was necessary to restore public order, following protesters storming and occupying government buildings.

He also extended a national state of emergency order this week to stamp out any flare-ups.

However, his immediate challenges include sourcing fuel supplies and managing the public discontent – which will mean working on removing the bitterness, anger and disappointment within society.

His main challenger in Wednesday’s vote was Mr Alahapperuma, a dissident MP in the ruling party who gained the backing of the main opposition. He had pledged to bring a cross-party government to Sri Lanka that would “put an end to the deceitful political culture” but failed to muster enough support.

    Sri Lanka: The basics

    • Sri Lanka is an island nation off southern India: It won independence from British rule in 1948. Three ethnic groups – Sinhalese, Tamil and Muslim – make up 99% of the country’s 22 million population.
    • One family of brothers has dominated for years: Mahinda Rajapaksa became a hero among the majority Sinhalese in 2009 when his government defeated Tamil separatist rebels after years of bitter and bloody civil war. His brother Gotabaya, who was defence secretary at the time and later became president, fled the country after mass unrest.
    • Presidential powers: The president is the head of state, government and the military in Sri Lanka, but does share a lot of executive responsibilities with the prime minister, who heads up the ruling party in parliament.
    • Now an economic crisis has led to fury on the streets: Soaring inflation has meant some foods, medication and fuel are in short supply, there are rolling blackouts and ordinary people have taken to the streets in anger, with many blaming the Rajapaksa family and their government for the situation.

  • Police nab illegal meter peddler

The police in Mamprobi have arrested Henry Teye Adjirackor, a technician, for illegally possessing, selling and installing meters, and passing them off as meters from the Electricity Company of Ghana (ECG).

The suspect was arrested after field-monitoring officers of the ECG from the Korle Bu District Office disconnected power to some users of the illegal meters. The customers upon interrogation named the suspect as the source of the meters. They claimed that the self-styled meter contractor sold the illegal meters to unsuspecting members of the public.

    Syndicate

Speaking to the media, the Korle Bu District Manager of the ECG, Solomon Tsawe, described the suspect as part of a syndicate whose modus operandi included duplicating existing meter details already installed for customers, printing a sheet and super imposing the information on the face of the illegal meters.

“These criminal acts do not only deny the ECG of the needed revenue from the service we provide but they also pose a safety risk to customers, since the quality and safety of these illegal meters have not been audited,” he said.

The Accra West General Manager of the ECG. Ebenezer Ghunney, admonished customers to deal directly with officers of the ECG in all meter-related service requests. “Anytime you make any official payment and an official ECG receipt is not issued to you, that should be your first sign that you are probably being defrauded or engaging in an illegality,” he added.

Mr Ghunney advised customers to contact any of the ECG offices to clear any doubts and seek clarity on issues.

The ECG has embarked on a nationwide campaign to reduce losses through a moratorium for customers who have engaged in illegal connections, or have faulty meters. Customers who do not receive bills and those who do not buy prepaid are also advised to report to the nearest ECG office for prompt action.

Police investigations are continuing to arrest other named members of this criminal syndicate.

  • NDC internal elections: Register exhibition begins today in northern sector

The National Democratic Congress (NDC) will from today begin the exhibition of its voters register in five regions of the north as part of the road map towards its internal branch elections.

The regions, which constitute Zone One, are the Northern, Savannah, North East, Upper East and Upper West regions.

After the exhibition exercise where registered members are to confirm their names, filing of nominations will begin on July 22 and end on July 23, 2022.

Vetting of nominees will take place between July 24 and 25, 2022, while nominees who have grievances in one way or another will be heard on July 26, 2022.

    Elections

A Deputy General Secretary of the NDC, Peter Boamah Otokunor, told the Daily Graphic that elections in Zone One would take place between July 27 and August 2, 2022.

He said Zone Two, comprising the Bono, Bono East, Ahafo, Western and Western North regions, would have the exhibition of the registers from July 24 to 25, 2022.

Mr Otokunor said the filing of nominations in that zone would take place between July 26 and 27, with vetting taking place on July 28 and 29, while July 30 had been set aside to hear grievances of nominees after the vetting.

According to him, elections in that zone would be held between July 31 and August 4, 2022.

On Zone Three, he said the exhibition of the register would take place on July 28 and 29 while filing of nominations would take place on July 30 and 31, with vetting taking place on August 1 and 2, 2022 while grievances would be held on August 3.

Mr Otokunor said elections in that zone would take place between August 4 and 9, 2022.

He, therefore, urged all registered members of the party to take interest in the exhibition exercises to ensure that their names were captured so that they were not disenfranchised.

    Ashanti, Eastern

As to why the Ashanti and Eastern regions were not captured in the three zones, he explained that those two regions were being treated specially for strategic regions.

Mr Otokunor said those two regions would form the last phase of the exercises with the exhibition of their registers taking place on August 21 and August 22, while filing of nominations would take place between August 23 and August 24.

He said the vetting of aspirants would place between August 25 and August 26 and the Appeals Committee would look into any grievances on August 27, 2022.

He said elections in those two regions would then take place between August 28 and September 3.

He explained that the process had been staggered to ensure every registered member took part in the process.

  • AMA clamps down on noisemaking in the capital

The Accra Metropolitan Assembly (AMA) has issued notices to ten street preachers and five persons engaged in the sale of products using a public address system in the Central Business District (CBD).

The notices have been issued to them following their failure to secure a permit before operating and also for making noise contrary to AMA Abatement of Noise Bye-Law 2017.

Public Health Officers of the Assembly issued the notices on Friday, July 15, 2022, when they stormed the CBD to enforce the Abatement of Noise Bye-Law.

Speaking during the exercise, the Head of Public Affairs at the AMA Mr Gilbert Nii Ankrah said according to the Ghana Standards Protection Requirement for ambience noise control code GS 122: 2018, the permissible noise level within commercial areas should be 75 decibels (dbs) during the day and 65dbs during the night, whilst areas with residential, trading and light industrial activities should be 60dbs during the day and 65dbs during the night.

He disclosed that, under Section 9 of the AMA Abatement of Noise Bye-Law, public preachers were expected to obtain a street preaching permit from the AMA which mandates them to go about their activities from 8 am – 10 am with adherence to the permissible noise level.

He explained that under the Abatement of Noise Bye-law, Churches or Religious institutions conducting service shall not allow music to be played or to preach at a service so loud as to cause disturbances to residents in an area, adding that, such services must be between 5 am – 10 pm.

“A person shall not within 100 metres at a hospital, clinic or other places used for the treatment of sickness or public library, blow any musical instrument, the horn of a motor vehicle shall also not make unnecessary noise “, he added.

He noted that the Assembly had acquired new dosimeters to help control noise in the city, and any person who contravenes the Bye-Law commits an offence and is liable on summary conviction to a fine, not more than 100 penalty units.

He cautioned street preachers and persons who engage in the sale of products using public address systems in the Central Business District to be mindful of the noise they produce within the city by adhering to the provision of the AMA Abatement of Noise Bye-Law 2017 to avoid prosecution.

  • Human trafficking conviction records improve – Gender ministry

The Ministry of Gender, Children and Social Protection (MoGCSP) has said the conviction of people for human trafficking has seen a significant improvement since 2017 when only four convictions were recorded, with 13 convictions for human trafficking obtained in 2021.

The 13 convictions formed part of the 32 cases prosecuted involving 37 individuals — nine for child labour and 10 for other related offences.

The Chief Director of the MoGCSP, Dr Afisah Zakariah, who made this known at an advance training and capacity-building workshop for law enforcement officers on combating human trafficking and irregular migration, added that 831 victims were rescued from human trafficking last year.

She said while 14 individuals were charged and convicted for child labour exploitation within the reporting period, 13 were charged with human trafficking offences and jailed for between five and seven years in prison.

Dr Zakariah, who was speaking on behalf of the caretaker Minister of the MoGCSP, Cecilia Dapaah, commended law enforcement officers for the great work they had done.

    The workshop

Organised through the support of Expertise France, with funding from the European Union, the four-day workshop has the objective and purpose of equipping law enforcement officers who have already benefitted from basic training to better handle complex cases and have a deeper understanding of issues of trafficking and all its forms in order to prevent the menace.

The participants are from the Ghana Police Service, the Ghana Immigration Service (GIS), the Economic and Organised Crime Office (EOCO), the Customs Division of the Ghana Revenue Authority and the MoGCSP.

Dr Zakariah said in spite of the great efforts by the government to combat human trafficking, the country still had a sizeable number of trafficking cases to grapple with, pointing out that the ministry might never know the actual figures due to the dark side of the trafficking business.

    Migrants in Ghana

The Deputy Commissioner, Operations, of the GIS, Isaac Luortey, said most of the people trafficked into the country were from the Sahel region and were normally between 15 and 30 years.

He said they were normally brought in their numbers during the dry season to engage in any form of menial work, and that after that season while some among them returned to their countries, others remained here.

Mr Luortey, who was speaking on behalf of the Comptroller-General of the GIS, Kwame Asuah Takyi, said human trafficking, being the second largest criminal industry worldwide, affected the most vulnerable in society, undermined the rule of law, fostered gender inequality and threatened global security.

For her part, the Director-General of EOCO, Commissioner of Police (COP) Maame Yaa Tiwaa Addo-Danquah, disclosed that her office was seriously investigating, among human trafficking cases, some medical doctors, nurses, Department of Social Welfare workers and others who were involved in alleged child stealing and child trafficking.

The Project Manager of Expertise France, Serge Akpalou, said together with the human trafficking secretariat, Expertise France had embarked on a series of basic training across the country to build the capacities of the law enforcement agencies on detecting, investigating, prosecuting and collaborating on issues of human trafficking and irregular migration.

  • How to keep animals cool in the hot weather

With the UK in the grips of a heatwave, it’s not just humans who are trying to keep cool, it’s also important for animals and pets to escape the excessive heat. Here are just some of the ways our furry friends have been trying to cool down.

    Stay hydrated

To keep pets safe in the heat, the RSPCA says they need constant access to fresh water. Ice cubes can be put in their water bowl or you could make some frozen pet-friendly treats.

  • Does it make sense that Atta Mills’ tomb has been removed? – Koku Anyidoho wonders

Samuel Koku Anyidoho, an aide to the former President, John Evans Fiifi Atta Mills, is wondering if it is appropriate for any individual to claim that the tomb of the late President has been removed.

Reacting to accusations levelled against him by the younger brother of the late President, Samuel Atta Mills, the founder and CEO of the Atta Mills Institute said, it does not make sense for any right-thinking individual to make such accusations.

“Removal of the tomb, does it make sense; who removed the tomb? John Dramani Mahama deliberately refused to build Asomdwee Park; Nana Addo Dankwa Akufo-Addo, President of the Republic is building Asomdwee Park, is that what is hurting Sammy Atta Mills. Tell him to produce the autopsy report of the death of his brother.

“Asomdwee Park is being built. A ‘wawa’ board was used to cover the grave of President Atta Mills; it has been removed and we are putting granite stone to raise the level and the image of the former President’s final resting place, is that what is hurting Sammy Atta Mills? What John Mahama refused to do, President Akufo-Addo is doing it; is that what is hurting Sammy Atta Mills?” Koku Anyidoho quizzed in an interview with Accra-based Joy News.

He continued: “Ask Sammy Atta Mills that in the last 10 years, has he ever visited Asomdwee Park to care for the remains of his brother? Where is the autopsy report? Sammy Atta Mills has questions to answer.

When asked if the family was informed before the ‘wawa’ board was removed to replace with the granite stones, Anyidoho retorted “family, has he been concerned about Asomdwee Park? Sammy Atta Mills should be ashamed of himself.

“The state is doing something to honour the memory of the former President of the Republic of Ghana. What we are doing, what we have done is just for God to be glorified in Ghana to move away from the level of ignominy that Asomdwee Park sat in. Sammy Atta Mills should be ashamed of himself.”

Meanwhile, the NDC in a statement has said, the Asomdwee Park does not belong to Koku Anyidoho.

A statement signed by the General Secretary, Johnson Asiedu Nketia and copied to GhanaWeb said:

“Indeed, the facility was developed by the National Security Office during the tenure of H.E John Dramani Mahama and remains a National Monument as well as a place of pilgrimage to honour the memory of dignitaries buried there. It was designed to be managed by the national security office with access authorized only by that office.

“While it is in order for the Government of Ghana to organize functions at the facility and invite persons to same, it is, in our candid view, wholly inappropriate for any private entity to be given an office at the location, directly or indirectly conferring on it a role as overseer even to the extent of issuing invitations in the name of the state,” the statement signed by Johnson Asiedu Nketia, General Secretary of the party said.

  • England Women vs Spain Women: Lionesses take on La Roja in Euro 2022 quarter-finals

England will face Spain at the Amex Stadium in the Women’s Euro 2022 quarter-finals; kick-off 8pm; it is unclear if Sarina Wiegman will be in the dugout after missing the final England group game due to Covid; Spain have been knocked out in the quarter-finals in their last two Euros.

England face their toughest test yet as they take on Spain in the quarter-finals of Euro 2022 on Wednesday, although neither side have had the smoothest of preparations.

The UK has been hit by an unprecedented heatwave that has seen temperatures reach over 40 degrees, while head coach Sarina Wiegman has not been around the squad after testing positive for Covid-19.

While temperatures are set to drop significantly by the time the two teams walk out at the Amex Stadium at 8pm on Wednesday evening, it has seen England alter their training times and implement additional cooling measures to keep the players in good shape.

While Spain will be used to the heat and humidity, they have also not had the ideal tournament so far. Just days before their opening match against Finland, Alexia Putellas was sidelined with an ACL injury, adding to the already absent Jennifer Hermoso.

The omission of their top two goalscorers has shown at times for Spain in the group stages, who are looking to progress to the semi-finals after being knocked out in the quarters at the last two tournaments.

  • Investments of more than 6,000 Starlight customers in stalemate, Agents at large

Millions of cedis of more than 6,000 customers of a firm known as “Starlight Project” are in limbo as administrators and agents of the firm are nowhere to be found.

The project which began in February 2022 with the core operations of contracting part time workers to perform tasks through an app and getting paid daily, got teachers, nurses, artisans and traders among others nationwide investing thousands of their cedis.

A statement signed by one Mr Christantus Kavaarpuo whose position is not stated in the statement titled: “NOTICE TO SUBSCRIBED STARLIGHT MEMBERS” and sighted by the Ghana News Agency (GNA), said millions of Ghanaians had seen the benefit of the Starlight project.

The statement copied to the “Inspector General of Police, Wa Naa, EOCO and RGD,” said acts from its competitors misleading members, forced management to temporarily close the office until tensions were down but “not as published out that Starlight scammed Ghanaians and ran away.”

“Starlight competitors in Ghana started an unhealthy marketing strategy using the failure to pay all withdrawals as a point to mislead members and Ghanaians that; starlight came to scam them of their monies and its preparing to run away soon.”

The Statement further mentioned “Neon, Mena, GML, WhistleBlow” as competitors whose acts caused a lot of panic to the extent that members started tagging and accusing Starlight staff as scammers and changing Starlight social media group names to their suits.

It said the acts led to some Starlight members physically visiting the main office to attack staff whilst most were threatening staff through text, calls and voice recordings.

The Statement said current challenges were high volumes of withdrawals per day leading to inability to complete all payments of earnings per day.

Customers are assigned 50 videos daily to be watched and send screenshots of completed tasks to a number for payment of commissions.

Commissions are paid based on the amount a customer pays as their capital and the said commission could be withdrawn at will.

GNA identified the Starlight App on Google play store which has more than 10,000 downloads and several reviews with five-star rates. Some of the reviews applauded the operations and designs of the app and the company.

After downloading the app, one could no longer use it as it gives “404 Not Found” response.

The GNA also got access to a WhatsApp group of customers named “Starlight Mid #21” which was created on May 26, 2022, and has 416 participants while the Telegram page of the Project named “Galaxy” has 43,463 members as at July 12, 2022.

An agent of the firm who introduced most of the customers in Hohoe to the firm known as Zanou Komlan or Paul is nowhere to be found as his number could not be reached when contacted.

The firm held a meeting for old and new members on Sunday, June 26 and later organised a mini party for them where raffles were held to award members.

Some lucky members won television sets, and this was enough proof for new entrants that the operations of the firm are real and genuine.

More than 300 participants took part in the programme and were clad in Starlight branded t-shirts and caps.

Days after the programme was held in Hohoe, customers woke up to news about the ‘disappearance’ of their monies. Some of them who spoke to the GNA on grounds of anonymity, said they invested thousands of cedis.

A trader said she invested GH₵3,000 meant for her businesses whilst her boyfriend also invested GH₵4,000 cedis adding that she knew friends who invested between GH₵12,000 and GH₵15,000 or more.

The trader said efforts to reach the agent who introduced her failed after she received only GH₵200 from the agent amid calls to find solution to her woes.

Customers from other parts of the country including Nigerians are still exchanging voice notes on the future of their investments while others also seek answers under videos of Starlight on social media platforms.

Bank of Ghana and Investment firms

The Bank of Ghana (BOG) has issued many notices to the public about investment decisions they make.

Mr Augustine Amoako Donkor, Head, Conduct Supervision Unit, BOG, during a sensitisation workshop for Ghana Immigration Service (GIS) Officers at Dambai in the Oti region on financial literacy, cautioned people not to rush and deal with financial institutions.

He urged consumers not to be in a rush to sign onto a product or service but rather read all information given them especially the terms and conditions of such product or service, ensure they understood everything read, and seek clarification on all fees and charges to be paid on the product or service.

Mr Kavaarpuo in a statement titled “STARLIGHT SUBSCRIBERS COLLATION NOTICE,” dated July 4, 2022, in which he identified himself as the General Manager, said the Project was back and demanded that members re-register using their account, VIP level, date of subscription, Ghana Card and personal number, name of “Up liner” and name of their mentors.

The registration details were to be submitted by July 9 where compensation details would be announced later but GNA checks revealed victims have still not been compensated.

The Ghana News Agency can confirm that customers are still in limbo as at the time of filing this report.

  • Continue to bear with us—Private school teachers urged

Chairman of Ghana Private Schools in the Volta region, Reverend Robert Seddoh, has commended private school teachers and urged them to continue delivering their duties relentlessly.

He acknowledged that the standard of living has increased hence the demand for teachers in the public sector who have embarked on a strike action.

He further applauded the private school teachers for their purposefulness in managing the situation.

Reverend Robert Seddoh, who said this in an interview with Ghana News Agency said Private school teachers also feel the economic hardship but have been able to bear with their leadership since the schools itself were not seen to be making any profit recently.

“We understand our teachers are less paid, we continue to plead with them not to give up on us because we are all experiencing hardship as well,” he said.

The Chairman of Ghana private schools in the Volta region added that, despite the food shortage reported in most public schools, private schools are still determined to provide healthy meals to their students adding that, “we don’t make any profit these days, most of the cash goes into feeding and salary payment.”

He said the government should have extended financial assistance toward private schools because if not for private schools, unemployment would have been on a different scale.

Some of the teachers also mentioned they are not happy with their salary but “bad job is better than no job” has been the reason for their continued commitment to the teaching field.

Some staff of the private school mentioned parents are not seeking enrolment for their wards in the private schools during this strike period because of the economic hardship.

Four teacher unions comprising the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), the Teachers and Educational Workers Union (TEWU) and the Coalition of Concerned Teachers Ghana (CCT), have declared an indefinite nationwide strike on Monday, July 4, over demands for the payment of the Cost-of-Living Allowance (COLA).

The unions were demanding 20 per cent of their basic salary.

They called off their strike action on Thursday, July 14, 2022, after the government agreed to a 15 per cent cost of living allowance (COLA) with Organised Labour.

A visit to some schools in the South Tongu District saw students in class with school activities ongoing.

  • Agreement on Suame interchange laid before Parliament

The government has laid a commercial agreement in Parliament for the construction of the Suame Interchange and ancillary works.

The agreement has been referred to the Finance Committee of Parliament for consideration and report back to the House after it was laid by Deputy Minister for Finance, Abena Osei-Asare.

This comes barely 24 hours after residents almost attacked the Majority Leader and Member of Parliament for the area, Osei Kyei Mensah-Bonsu over the poor nature of roads.

The state of the road prompted a hostile reception to Mr. Kyei-Mensah-Bonsu on Monday.

It took police to calm tension and shield the MP from angry residents after he attempted to address them.

Some angry residents threw various items in his direction and hooted at him.

The residents last week organised a demonstration and called on authorities to ensure work resumes on the stretch.

Mr. Kyei-Mensah-Bonsu, however, said he understood the anger of his constituents.

“If they are really angry that it has been a while since the scraping of the surface and the dust is killing them, certainly when they see any government official, they will vent their spleen on the person. So I am not worried.”

  • Government records 23.48% oversubscription of T-Bills sale

Liquidity appears to have improved significantly as government recorded ¢1.150 billion from the sale of the weekly Treasury bills transaction, an oversubscription of 23.48%.

According to the auctioning results by the Bank of Ghana, government accepted ¢1.088 billion from the bids tendered in.

The target for the sale of the short-term securities was ¢932 million.

However, a chunk of the amount came from the 91-day T-bills whereby ¢940.17 million was secured. ¢210.72 was mobilized from the 182-day T-bills

Meanwhile, interest rates remained relatively the same for the third week running.

This signifies investor confidence, following the intervention by the International Monetary Fund governments to help revive the economy.

It is also coming after June 2022 inflation almost hit 30%.

However, the rate of inflation between May 2022 and June 2022 slowed down, a reason that could have kept interest rates on the money market virtually the same. They are, however, lower than the 29.8% inflation recorded in June 2022.

According to the auctioning results, the interest rate on the 91-day Treasury bills stood at 25.95%, compared with 25.89% recorded a week ago.

That of the 182-day T-bills was 27.46%, a little higher than the 26.54%, registered the previous week.

However, all eyes will be on the Monetary Policy of the Bank of Ghana when it begins its quarterly meeting tomorrow, June 20th, 2022.

  • GH₵ 600 was demanded from family of pregnant woman due to lack of fuel – CEO of National Ambulance Service

Chief Executive of the National Ambulance Service (NAS) has justified the GH₵600 officers of his outfit demanded from the husband of a pregnant woman before agreeing to transport the patient to the Korle-Bu teaching hospital in Accra.

According to Ahmed Nuhu Zakaria, the demand was to address resource constraints.

Explaining circumstances that led to the demise of the woman to the ad-hoc committee constituted by Parliament to investigate the incident, the Professor stated that the money was needed to fuel the vehicle that was supposed to transport her to the hospital in Accra.

However, failure to provide the money compelled personnel from the service to return the patient to the Holy Child Clinic in Fijai.

“Because it was around the festive season, and also during that time we were still in the Covid era, there were a lot of activities at the station level. We were told they had exhausted their fuel and a communication went to the hospital that they didn’t have enough fuel and therefore they will need GH₵ 600 support of fuel.

“According to the crew they were assured that they could because the hospital was going to arrange that either directly or indirectly with the family of the deceased and the understanding was that they would drive to the hospital and be able to get the fuel support,” he said.

He further explained that “when they [ambulance crew] got there [Holy Child Clinic] they picked the patient and the impression was that the husband of the patient was the one who was going to provide the fuel support. So they left the hospital with the impression that the husband of the patient was the one who was going to provide the fuel support.”

However, on arrival at the point where they were supposed to pick the husband, they discovered that he did not have the money to be able to fuel the car.

At this point, “they had gotten to a point where they did not really have enough fuel to be able to travel all the way to Accra so when they asked the husband he had GH₵150 with him and they realised that, that was not going to be enough. They needed what will be able to get them back to the hospital,” he stressed.

Mounting a defense for the personnel involved in the incident he stated that “if we go straight and we just talking about GH₵ 600 definitely we will not be doing justice to this particular case because from the pre-hospital perspective any time there’s a mortality you have to always go behind the scenes and find out what was really the issue.”

Doctors at the Holy Child Clinic at Fijai referred Augustina Awotwe to the Korle-Bu Teaching Hospital in Accra because she developed complications after a caesarean section.

The patient, 30-year-old nursing mother, Augustina Awortwe, died whilst in transit due to the delay on the part of the officers of the Service. The husband, Obiri Yeboah, said the journey to the KBTH was cut short because the ambulance driver demanded GH₵600 to buy fuel. When he explained that he could not afford that amount, the ambulance driver drove back to Fijai.

Following this, Parliament set up a bipartisan committee to probe circumstances that led to the death of a pregnant woman.

The Speaker, Alban Sumana Kingsford Bagbin directed the Committee to within five weeks submit its report to the plenary.

Meanwhile, the Minority members on the Committee, led by Kwabena Mintah Akandoh, want the ambulance personnel interdicted, pending investigations and corrections of such anomalies.

  • Fisher folks caught flouting fishing regulations to be slapped with $1 million fine, other sanctions – Hawa Koomson

The Fisheries and Aquaculture Minister Mavis Hawa has spelt out clear sanctions for fishermen who are caught fishing with unauthorized fishing nets, engaging in transshipment, and what she describes as “catching and dumping.”

According to her, a $1 million fine would be imposed on such persons.

In addition, she stated that they could be faced with a permanent ban off the sea. Speaking in an interaction with Anim Addo on UTV’s Ayekoo programme, she stated this in line with the laws that bar industrial trawlers from fishing.

Touting her achievements as the Fisheries and Aquaculture Minister in the interview, she stated that prior to her assuming office, canoe operators had no law which regulated their usage of unauthorized nets.

But her administration has introduced directives that allow the arrest and a fine of a thousand units penalty, which is equivalent to an amount of almost three thousand, nine hundred Ghana.

She further added that canoe operators refuse to comply with these fishing directives from the ministry because they realized that industrial trawlers were engaging in transshipment, and dumping at sea.

“As I stated earlier, these canoe operators began using light and unauthorized nets because they realized that the trawler operators were using unauthorized nets to catch the very small fishes for “saiko” and engaging in transshipment at sea,” she said.

In a bid to curb this menace, Mrs. Koomson announced that the ministry has put measures in place to fine members who engage in such unlawful acts.

She also added that a ministerial directive would be given to ensure a thorough inspection of fishing gear before the fishers would be allowed to begin fishing after the closed season is over.

“We have told them to stop these acts. We have also given a ministerial directive that from September 1, we would come around to inspect their fishing gears before they are allowed at sea to prevent the usage of unauthorized gears” she added.

The fishing closed season was announced by the fisheries minister to commence from July 1,2022 to August 1,2022 for artisanal and semi-industrial fleets and July 1 to August 31st for industrial trawlers. The minister announced this at Accra’s 2022 closed season national consultative meeting.

Ms Luo said police became more involved after she shared the CCTV on Twitter.

A Met Police spokeswoman said officers were investigating the case.

Ms Lou, who is originally from Hong Kong, said she reported the theft to Charing Cross police station at 09:00 the next day.

“They did nothing. The police didn’t even bother to look at the CCTV footage I was trying to show them,” Ms Luo said.

“I spent three to four hours in the police station, and only felt hopeless and helpless,” she told the BBC.

While “waiting with tears” for police to look at the CCTV given to her by Acai Berry, she posted the footage on Twitter and “tried to find the thief by myself”.

  • Manchester United 3-1 Crystal Palace: Anthony Martial scores one, makes another as United keep up perfect pre-season

Report as Anthony Martial, Marcus Rashford and Jadon Sancho score a goal each to help Manchester United see off Premier League rivals Crystal Palace 3-1 at the Melbourne Cricket Ground; Joel Ward pulls goal back from corner before United youngster Will Fish is sent off late on

Anthony Martial produced an eye-catching performance as he scored one and made another to help Man Utd sweep aside Crystal Palace 3-1 at the MCG.

In another performance of quality and high tempo at one of the world’s finest grounds, United kept up their 100 per cent start to pre-season with Martial again on target after scoring in both of their previous wins over Melbourne Victory and Liverpool.

The Frenchman first took Diogo Dalot’s cross down and finished smartly, with full debutant Tyrell Malacia involved in the build-up, before playing a part in Marcus Rashford’s second moments after half-time thanks to a lovely touch and pass.

Martial then made United’s third, against a Palace side missing a number of their first-team squad, with a first-time pass releasing Jadon Sancho on the break, from which the winger’s powerful finish put the result beyond doubt.

Minutes after a raft of changes for both sides Joel Ward headed in a consolation for the Eagles, but those substitutions killed the momentum of both sides and Will Fish’s clumsy red card late on was the only moment of note for either in the closing stages.

United’s only other major disappointment came from the crowd at the MCG, with Harry Maguire’s name booed ahead of kick-off and throughout the opening 45 minutes – but the club captain shrugged off the criticism and nearly scored with a 20-yard first-half drive.

Kylian Mbappe has been revealed as the cover star for FIFA 23, with the Paris Saint-Germain forward serving as the face of the game for a third successive year. The 28-year-old is still considered to be the leading talent of his generation, and his goals propelled PSG to the Ligue 1 title in the 2021-22 season.

  • Uber to pay $2.2m to disabled riders over wait fees

Uber has agreed to pay more than $2m (£1.68m) to settle claims brought by the US government that its wait time fees discriminated against customers with disabilities.

The firm also agreed to waive charges for disabled users in the future.

More than 1,000 people had complained about the fees, which often kick in if it takes more than two minutes to get into the car.

Uber said its policy was to refund wait fees for disabled riders.

In resolving the lawsuit, the ride-hailing company denied wrongdoing.

“It has long been our policy to refund wait time fees for riders with a disability when they alerted us that they were charged,” the company said, adding that it had made changes before the lawsuit to have disabled riders’ wait time fees waived automatically when Uber is notified that they were charged.

    • Leak reveals top politicians secretly helped Uber

Uber started charging wait time fees in some cities in 2016, eventually expanding the practice, according to the lawsuit, which the US Department of Justice filed in November.

The average fee was less than 60 cents, the company said at the time.

Under the terms of the deal, Uber agreed to pay more than $1.7m to about 1,000 riders who complained, as well as $500,000 more to some people identified by the Department of Justice.

Officials said the settlement would also yield “hundreds of thousands or millions of dollars in compensation” for the more than 65,000 people who have signed up for the waivers.

“People with disabilities should not be made to feel like second-class citizens or punished because of their disability, which is exactly what Uber’s wait time fee policy did,” Assistant Attorney General Kristen Clarke said in a statement.

It is not the first time that Uber has found itself in hot water over disability issues.

Last year, it was ordered to pay a blind woman in San Francisco $1.1m after she was refused rides on 14 occasions. In the UK, Paralympic medallist Jack Hunter-Spivey said that Uber and other taxi drivers regularly drove off when they saw that he was a wheelchair user.

  • Russia hits Google with fine for ‘illegal content’

Russia has hit Google with a 21.1bn rouble ($373m; £301m) fine for failing to restrict access to “prohibited” material about the war in Ukraine and other content.

Roskomnadzor, the country’s communications regulator, said the information included “fake” reports that discredited Russia’s military and posts urging people to protest.

It called the US tech giant a “systematic” violator of its laws.

    Google did not comment immediately.

The company’s local subsidiary declared bankruptcy last month. The move came after Russian authorities seized its local bank account, allowing them to recover 7.2bn roubles that the firm had been ordered to pay for similar reasons last year.

In recent years, Russia has been ramping up pressure on tech firms, accusing them of not moderating their content properly, and interfering in the country’s internal affairs.

    • How Russia tries to censor Western social media

The efforts to control social media and other news sites have escalated following the invasion of Ukraine in February. The government also passed a law threatening people who spread “fake” information about the war with 15 years in prison.

In March, Google, owned by Alphabet, stopped offering its commercial services in Russia, such as advertising. It has also stepped up its restrictions for news accounts backed by Russia and relocated staff.

However, unlike some other social media sites, such as Facebook, it has not been completely banned in Russia, where many smart phones rely on the company’s technology.

In March, Alphabet said the decision to continue offering search, maps and YouTube provided Russians with access to “global information and perspectives”.

The fine announced on Monday, which was calculated as a share of the firm’s local revenue, marks the biggest penalty ever imposed on a tech company in Russia, according to state media.

  • NDC rejects invitation for inauguration of Asomdwee park by CODA

The opposition National Democratic Congress (NDC ) has rejected an invitation from the Coastal Development Authority (CODA) for it to participate in the proposed inauguration of the Asomdwee Park on Sunday, July 24, 2022.

The late President John Evans Atta Mills who died on July 24, 2012, was buried at the Asmodwee Park near the former seat of government, Osu Castle in the Greater Accra Region.

In a letter dated 15th July 2022 and addressed to the Chief Executive Officer of CODA, the General Secretary of the NDC said the party will not be participating in the event because the invitation is at the instance of CODA and the Atta Mills Institute; the latter being a private divisive organization, well known for its fabrications and abusive language and which appears to have been formed to serve as a vehicle for the NDC’s political opponents to sow seeds of confusion in the minds of Ghanaians and obliterate the enviable legacy of late President Atta Mills.

The party said it is ready to review its stance if CODA is ready to meet it and members of the late President’s immediate family to review the arrangements for the commissioning of the park to give it the national character its deserved and to ensure it reflects the true purpose and outlook of the Asmodwee Park.

Below is the full text of the NDC’s response to CODA

    The Chief Executive

    Coastal Development Authority (CODA)

    Accra.

    Attention: Mr. Jerry Shaib

    Dear Sir,

RE: INVITATION TO COMMISSIONING OF ASOMDWEE PARK

We have sighted invitations to a ceremony to commission the Asomdwee Park, the burial place of President John Evans Atta Mills who died in office on July 24, 2012.

The invitations are in the name of an Atta Mills Institute and the Coastal Development Authority (CODA) “under the distinguished patronage of President Nana Addo Dankwa Akufo-Addo”.

We presume CODA to be the funding agency for the refurbishment of the Park whose said commissioning is slated for July 24, 2022, and is separate from the 10th anniversary commemorative events being organized by the NDC.

    2. We wish to state that the Asomdwee Park was conceived as a possible final resting place for deceased Presidents and Vice Presidents.

The fact that late President Atta Mills is so far the only dignitary buried there does not change its non-political purpose.

Indeed, the facility was developed by the National Security Office during the tenure of H.E John Dramani Mahama and remains a National Monument as well as a place of pilgrimage to honour the memory of dignitaries buried there.

It was designed to be managed by the national security office with access authorized only by that office. While it is in order for the Government of Ghana to organize functions at the facility and invite persons to same, it is, in our candid view, wholly inappropriate for any private entity to be given an office at the location, directly or indirectly conferring on it a role as overseer even to the extent of issuing invitations in the name of the state.

    3. It is our position that no privately owned NGO should be clothed with such powers as to issue invitations bearing the National Coat of Arms.

    4. We are concerned about the posture and activities of an Institute that has assumed for itself some form of mythical ownership of the name John Evans Atta Mills, three times NDC flag bearer and President of Ghanaians 2009- 2012.

That Institute appears to be serving as a vehicle for our political opponents to sow seeds of confusion in the minds of Ghanaians and obliterate the enviable legacy of late President Atta Mills, a man of peace who was elected unto office on the ticket of the NDC.

It would be a shame, as the invitation purports, for President Akufo Addo to be associated with a divisive organization, well-known for its fabrications and abusive language, Let us be clear, the Institute in question has been on a collision course with the NDC party on whose ticket Prof. Atta Mills contested and won the 2008 election and became President.

For your information, its founder has been dismissed from the NDC. An unfortunate impression should not be created that the Institute is being used by the Presidency and the enviable Coastal Development Authority (CODA) to spite the Atta Mills family, former President John Mahama and the entire NDC for that matter.

    5. Any commissioning of the refurbished Asomdwee Park should in all sincerity, be a truly national affair befitting the stature and character of Prof JEA Mills, a man of peace who devoted his Presidency to the cause of national unity.

The commissioning should be a national affair not just by invitation, but by the participation of key stakeholders, not usurpers, in the planning process.

    6. Given the above, we kindly request that you withdraw the invitations to the advertised function and meet with the NDC of which Prof. Atta Mills was leader up to the time of his untimely death, and alongside his immediate family, review arrangements for the commissioning event which will reflect the true purpose and outlook of the Asondwee Park.

Until that is done, the NDC will not participate in the proposed Commissioning event on the strength of invitations issued by the Institute.

All persons associated with the NDC have been duly notified of this binding decision.

    Please accept our warmest compliments.

    Sincerely yours

    Johnson Asiedu Nketia

    General Secretary

  • Justin Bieber to resume world tour after health battle

A rep for the “Peaches” singer, 28, told Variety that his Justice World Tour will resume on July 31 after several North American dates were canceled last month due to his recent Ramsay Hunt diagnosis.

Justin’s tour—which had 75 scheduled dates—will continue in Italy with a performance at the Lucca Summer Festival. He will then have five more dates in Europe before heading to South America in September. The tour will also have stops in South Africa, the Middle East, Asia, Australia and New Zealand before heading back to Europe in December.

In June, the two-time Grammy winner postponed his remaining North American tour dates after announcing that he was diagnosed with Ramsay Hunt syndrome, which occurs when a shingles outbreak affects the facial nerve near one of your ears, according to Mayo Clinic. The illness can cause a painful shingles rash, facial paralysis and hearing damage in the affected ear.

“This is pretty serious as you can see,” Justin explained in a June 10 Instagram video. “I wish this wasn’t the case but obviously my body is telling me I have to slow down. I hope you guys understand and I’ll be using this time to just rest and relax and get back to 100 percent so I can do what I was born to do.”

Three days later, the “Yummy” singer gave his fans an update on his health scare, writing on his Instagram Stories, “Each day has gotten better and through all of the discomfort I have found comfort in the one who designed me and knows me.”

So far, there has been no update on when the North American dates will be rescheduled.

Managing Director of the Inter-City State Transport Corporation (STC), Nana Akomea, has congratulated all the victors in the just-ended New Patriotic Party (NPP) Annual National Delegates Conference held at the Accra Sports Stadium.

The party’s national elections came off on Saturday, July 16 with some notable names like Kate Gyamfua maintaining her position as National Women’s Organizer and Henry Nana Boakye (Nana B) National Organizer.

General Secretary John Boadu was dethroned by the delegates and his position handed over to the former Chief Executive Officer of the Youth Employment Agency (YEA), Justin Frimpong Kodua, popularly called “JFK.”

Stephen Ntim was elected National Chairman after four failed attempts.

Speaking on Peace FM’s “Kokrokoo” programme, Nana Akomea commended all the winners for putting up a good fight and advised them together with the defeated aspirants to iron out any differences and unite to achieve the party’s goals.

He further singled out some positions like the General Secretary position stressing it was one of the surprising events.

Nana Akomea emphasized that JFK “deserves a lot of commendation for going against the expectation and to beat a stalwart like John Boadu” but proposed he should include John Boadu in his administration stating the latter has a rich experience to guide him (JFK).

“If Kodua allows John Boadu to play a role in his administration, it will help him a lot; at least to stabilize because John has done this job for a long time, he asserted.

He also called on the National Chairman, Stephen Ntim, to also enlist the help of the Director-General of State Interests and Governance Authority (SIGA), Stephen Asamoah Boateng who also contested the National Chairman position.

“If Ntim open his arms and give Asabee a good role in the administration, it will also help because we all know Asabee’s enthusiasm for the party. So, we applaud all of them, both the winners and losers,” he stated.

  • Sore throat and cough top symptoms that could be Covid

Top symptoms that could be Covid are a sore throat or a cough, according to data from 17,500 people who said they had tested positive for the virus this week.

Other common ones reported were headache and blocked nose.

A high temperature or fever and loss of smell or taste – ones which the NHS list high up as likely Covid symptoms – were far less common.

A hoarse voice, sneezing, tiredness and muscle aches scored higher.

The top 20 Covid symptoms, in descending order, according to the data from the Zoe App study are:

    • Sore throat – reported by 58%
    • Headache – 49%
    • Blocked nose – 40%
    • Cough no phlegm – 40%
    • Runny nose – 40%
    • Cough with phlegm – 37%
    • Hoarse voice – 35%
    • Sneezing – 32%
    • Fatigue – 27%
    • Muscle pains/aches – 25%
    • Dizzy light-headed – 18%
    • Swollen neck glands – 15%
    • Eye soreness – 14%
    • Altered smell – 13%
    • Chest pain tightness – 13%
    • Fever – 13%
    • Chills or shivers – 12%
    • Shortness of breath – 11%
    • Earache – 11%
    • Loss of smell – 10%

The React-1 study has, each month, been sending 150,000 randomly selected people across England swab tests to do at home.

Findings from that show the symptoms people have with Covid have changed as the pandemic has evolved.

It could be down to how the virus has been changing or mutating over time, scientists believe.

Several Covid variants have emerged since the original Wuhan strain, with the latest one being Omicron.

The React-1 researchers, from Imperial College London, say loss of sense of smell and taste appears to be less common with this variant. Instead, people are reporting more cold and flu-like symptoms.

They looked at original Omicron – known as BA.1 and BA.2 – that was spreading in March 2022.

Since then, two fast-spreading new subvariants of Omicron called BA.4 and BA.5 have dominated, causing more new infections.

An estimated 2.7 million people in the UK, or one in 25, are thought to have Covid.

Prof Tim Spector, who runs the Zoe Health Study, said: “Covid is still rampant in the population.

“Even if people have had a past infection and are fully vaccinated, people are still catching it.

“Although we all want to make the most of the good weather, people will need to decide for themselves whether going to large events, working from the office or using busy public transport is worth the risk.”

Both the Zoe study and the React-1 study had been funded by the government until recently.

  • Wiltshire man who used a rope to pull victim to floor jailed

A man who used a rope to pull a woman to the floor has been jailed for nearly four years.

Tyler Cortis, 23, from Trowbridge in Wiltshire, also followed another woman and hit her with an unknown object, leaving her covered in blood.

He was sentenced at Swindon Crown Court on 12 July after pleading guilty to two counts of actual bodily harm.

Wiltshire Police said one of the victims told officers she still looks over her shoulder in fear.

Cortis assaulted the two women in separate attacks in Trowbridge during September 2021.

His first attack, on 4 September, left the woman, in her 30s, on the floor covered in blood, in an alleyway near Bramley Lane.

    ‘Significant concern’

She was found by a passer-by and taken to hospital with a 3cm (1.2 inch) laceration to her head which required stitches.

The following day, he launched a separate attack on a woman in her 20s who was known to him, as she walked alone in the Longfield Estate.

He approached her from behind and pulled her to the floor with a rope around her neck.

Cortis was arrested later that day for the second assault and inquiries by officers led to him also being arrested for the assault the previous day.

    ‘This will not be tolerated’

“One of the victims tells me she always feels anxious when out and about and is always looking over her shoulder thinking the same thing will happen again,” said Det Con Gatherum

“It is completely unacceptable that one person’s actions should make others feel frightened, upset, anxious and scared.

“The actions of Cortis will simply not be tolerated and we will do all that we can to ensure offenders like this are put before the courts so that justice can be served.”

He was sentenced to 24 months imprisonment for the first offence and 22 months for the second assault, to be served consecutively meaning he will serve 46 months in prison.

A seven-year restraining order was also put in place.

  • UK heatwave: Thousands suffer power cuts after equipment overheats.

Thousands of people are without power after “extreme” temperatures caused equipment to overheat.

About 14,500 properties in Yorkshire, Lincolnshire and the North East do not have electricity, with some believed to have been off since Monday afternoon.

Northern Powergrid said it was working hard to restore supply to affected homes and businesses.

Temperatures approaching 40C (107.6F) have led to conductors sagging and transformers overheating, it said.

“We worked last night and into the early hours of today to restore power after yesterday’s extreme temperatures,” a spokesperson from the firm said.

The company is responsible for providing power to 3.9m homes and businesses but has said there are “a higher than usual number of faults on our network” after record-breaking temperatures.

Moya O’Neil, from Church Fenton, near Selby, said her power went off at about 21:00 BST on Monday evening.

“Because we rely on electricity, it’s been quite unfortunate. My freezer was full, it’s now all melted. That’s got to go in the bin,” she told BBC Radio York.

“I had a meeting today but that had to be cancelled at such short notice.”

    ‘Absolute lifesavers’

In Goole, the George and Dragon pub has been opening its doors to people without electricity for use as a makeshift office as their electricity supply has not been affected.

Jennie Marshall said the staff had been “absolute lifesavers”, saying she would have had to travel to her company’s office in Liverpool to work otherwise.

“I work at home so with no power, no internet, no phone battery, it’s really limited. Yet again, local legends.”

Philip Patterson, who lives in the village of Whitley, has urged Northern Powergrid to tell residents when they can expect their power to be restored.

“Myself and my family here are quite lucky, but other people in the area are vulnerable. They need that information to plan,” he said.

“Our teams continued work this morning to restore power to the small number of homes who were still impacted, and our contact centre are offering advice and support to those who need it most,” the Northern Powergrid spokesperson added.

  • Djed Spence: Tottenham sign Middlesbrough defender on five-year contract in £20m deal

Djed Spence impressed on loan at Nottingham Forest in the Championship last season, helping them reach the Premier League, but has now joined Tottenham in a deal that could rise to £20m with add-ons; Spence has signed a five-year contract until June 2027.

Tottenham has signed Djed Spence from Middlesbrough on a five-year contract in a deal worth up to £20m.

The right wing-back, who completed a medical at Hotspur Way on Friday, has signed until June 2027 after Spurs agreed on a deal that will see them pay an initial £12.5m, with a further £7.5m coming in performance-related add-ons.

The 21-year-old made 46 appearances on loan for Nottingham Forest last season and there was a chance he might have joined Steve Cooper’s side on a permanent deal this summer.

But Spence has become Spurs’ sixth major signing of the season, following the arrivals of Ivan Perisic, Fraser Forster, Yves Bissouma, Richarlison, and loanee Clement Lenglet.

  • Ghanaian politicians save almost $3.4 billion in Swiss banks – Captain Smart alleges

Renowned broadcaster, Blessed Godsbrain Smart, popularly known as Captain Smart, has alleged that more than 90 per cent of Ghanaian politicians save dollars they acquire abroad.

According to Captain Smart, the politicians who are both from the National Democratic Congress (NDC) and the New Patriotic Party (NPP) are afraid of saving their dollars in Ghanaian banks because it will raise suspicions.

Smart, who made these allegations during his Maakye programme on Onua TV, monitored by GhanaWeb, added that Ghanaian politicians are saving some $3.4 billion in banks in Switzerland alone.

“I can tell you on authority that if you take 100 NDC politicians, 98 of them save out of Ghana. They save out of Africa, they save in Switzerland, France, the US and the UK. You can ask Gabby Asare Otchere-Darko. If you also take 100 NPP politicians, 99 of them save out of Africa. You can ask Nana Addo Dankwa Akufo-Addo who saves at the Bank of America.

“Do you know that Ghanaian politicians do not save dollars in Ghanaian banks? Because the dollars they earn are huge, they never want to save in Ghanaian banks for people to see how much they are wealth.

“If you are a foreigner and you want to save in Switzerland, the minimum deposit you should have is US$ 500,000… The last time I checked, we have over 3,000 Ghanaians saving in banks in Switzerland, and out of this 80% are politicians… If you check the amount of money being saved by Ghanaian politicians in Switzerland, it is almost $3.4 billion,” he said in Twi.

Captain Smart further stated that the fact that the government of Ghana is seeking a $ 2 billion bailout from the International Monetary Fund and that the same politicians who are governing the country are saving over $3 billion in Switzerland alone shows their level of hypocrisy.

He added that the money saved by politicians in Africa in Switzerland is what the Swiss government uses for the development of their country.

Also, the broadcaster suggested that if the Special Prosecutor, Kissi Agyebeng, really wants to fight the menace of corruption in the country, he should trace these monies and retrieve those that were illegally acquired for the development of the country.

  • Juventus to sign Torino’s Bremer in €47m deal as Bianconeri land De Ligt replacement

Massimiliano Allegri’s side has beaten off competition from Inter to secure a deal to sign the Brazilian center-back from their city rivals.

are set to sign defender Bremer from Torino in a deal up to €47 million (£40m/$48m) as they aim to replace Bayern Munich-bound Matthijs de Ligt. The Brazil international had been linked with a move to Juve’s Serie A rivals Inter, but GOAL can confirm that it is the Bianconeri who have won the race to land him.

Bremer has already bid farewell to his Torino teammates and will complete his switch to the Bianconeri either on Tuesday or Wednesday.

How much will Juventus pay to sign Bremer?

Massimiliano Allegri’s side will pay an initial €42m (£36m/$43m) to land the 25-year-old centre-back. Torino could receive another €5m (£4m/$5m) in add-ons.

He will sign a contract that will net him a salary of around €5m per season.

Bremer to replace De Ligt at Juventus

The Serie A side has made the move to sign Bremer to succeed De Ligt in the heart of their defence, with Bayern set to pay around €80m (£68m) to land the Netherlands international this summer.

Juventus had their eye on several options to take De Ligt’s place in the squad, with the likes of Villarreal’s Pau Torres, Nikola Milenkovic of Fiorentina and Arsenal defender Gabriel among the candidates.

Last season’s Serie A Player of the Year, Bremer appeared to be one of the tougher options for Juve to sign, as Inter seemed set to complete a move for him instead, while Liverpool had also been linked earlier this year.

Bremer made the move to Torino from Brazilian side Atletico Mineiro in 2018 and made 110 appearances in all competitions.

  • Over 12 million Ghanaians have linked Ghana cards with SIM cards Ursula Owusu-Ekuful

Minister for Communications, Mrs. Ursula Owusu-Ekuful, has said over 12 million Ghanaians have so far linked their Ghana cards to their SIM cards.

Speaking at a consumer forum on telecommunications services organized by National Communications Authority in Kumasi on Tuesday, 19 July 2022, she said the July 31, 2022 deadline for the sim registration will not be extended.

  • Messi is a better player than Ronaldo, says Ghana legend Mohammed Polo

Ghana football legend Mohammed Polo has settled on Lionel Messi as a better player compared to Cristiano Ronaldo.

Ronaldo and Messi have dominated the football world for the past decade, having won the Balon d’or a combined 12 times.

Asked about his opinion on the matter, Polo, who has often been compared to the duo, picked Messi as the superior footballer.

The 65-year-old believes although both players have different styles, Messi is superior because he has more to his game.

“There shouldn’t be a debate on this. These are different qualities of players. Ronaldo’s style is different from that of Messi. What makes football interesting is entertainment,” the 1978 Africa Cup of Nations [AFCON] winner said as quoted by Ghanaweb.

“The dribbling and stuff are where you see the art of football. This is what I want to introduce because for Ghana’s brand of football there should be skills, flair, artistry, creativity, and confidence.

“When you have these four the Ghanaian brand of football is complete. For Ronaldo, if he does not score, he contributes nothing. But Messi, if he doesn’t score he will create a goal, and then the art side will show. He has the artistry of football which will make people will pay to watch him.”

He added: “Of course [Messi is better], but you cannot take anything away from Ronaldo because he makes football interesting as well. Comparatively, I don’t see why they should be compared.” he added.

  • Budget trebled for North rail improvements

The government has committed to trebling the money being pumped into upgrading rail links between Manchester, Leeds and York.

Transport Secretary Grant Shapps has announced between £9bn and £11.5bn for the Transpennine Route Upgrades, which had been a £2.9bn project.

He said the extra cash would enable the full route to be electrified, cutting journey times to just over an hour.

Mr Shapps said it would “revolutionise” the journey across the Pennines.

He added: “This is the single biggest investment any government has ever made in Britain’s railways.”

Critics said the promise had come too late and demanded more action to bring down “rip-off” ticket prices.

The improvements, expect to take between 10-15 years, would see a journey from Manchester to Leeds take just over 30 minutes, instead of up to an hour, the government said.

    • Multi-billion-pound rail upgrade scheme approved
    • Rail improvements in north to get £600m kick-start
    • HS2 rail extension to Leeds scrapped

The line, connecting two of the UK’s largest and busiest cities, has long been criticised for its slow speeds and propensity for delays and other problems, in contrast to many key services in the south.

Mr Shapps said the fresh plans would also see the route fitted with digital signalling as well as extra track, and would “address this historic lack of balance” between spending in the north and south.

The minister said the upgrades could be delivered faster than previous plans to build a new line, and more cheaply.

He said services had not “kept pace with the times” but the upgrades, set to begin next year, would make them more reliable, less crowded, better for the environment and more like commuting in and around London.

He said the north would receive more investment per head than the Midlands or the south, which was “all part of our plan to level up the whole country”.

Almost £1bn will be spent on the remaining electrification of the railway between Stalybridge and Manchester.

The funding is the first detailed expenditure from the £96bn Integrated Rail Plan investment, Mr Shapps said.

    ‘Welcome funding’

Tony Miles, from Modern Railways magazine, said: “It’s good news the government has formally committed the money needed to complete the project.

“Network Rail now needs to keep a tight control on costs to make sure the project can be delivered.”

However, Manuel Cortes, general secretary of transport union TSSA, said it was “yet another re-announcement of existing funding from a headline-seeking Transport Secretary”.

He continued: “The funding is of course welcome, but if this government was serious about backing our railways, then it needs to do much more to tackle rip-off ticket prices and improve reliability and end-to-end journeys.”

Shadow transport secretary Louise Haigh said the northern economy had been held back by a “decade of broken promises” and plans to upgrade the line had already come too late.

  • Marcel Desailly, four other footballers who rejected Ghana to play for other countries

Marseille Desailly and Zidance after winning the World Cup in 1998 The Ghana Football Association in recent weeks announced that five players have successfully switched their nationality to play for Ghana. Five at a go raised eyebrows as some Ghanaians commended the FA for their effort. The FA earned plaudit because, in the past years, Ghana struggled to lure top Ghanaian footballers either born or grew up abroad to switch nationality.

Here are some footballers who rejected Ghana to play for another country

    Jerome Boateng

Jerome Boateng is a Ghanaian-German who was eligible to play for Ghana or Germany in his international career.
He was born in Germany to a Ghanaian father and a German mother. He is the half-brother of former Black Stars midfielder, Kevin Prince-Boateng.
While Kevin opted to play for Ghana, Jerome chose to represent Germany. Jerome won the World Cup with Germany in 2014. He played in five international competitions for Germany.

    George Boateng

The former Netherlands international was born in the Ghanaian town of Nkawkaw. Boateng’s parents relocated to the Netherlands, where he began his professional career.
As a result, he was eligible to play for Ghana and the Netherlands. He chose to be an Oranje’s representative. During his five-year international career, he was capped four times.
He is currently the Black Stars’ assistant coach.

    Danny Welbeck

Daniel Nii Tackie Mensah Welbeck was born to Ghanaian parents in Manchester. He has spent his entire professional career in England, playing for clubs such as Manchester United, Sunderland, Watford, and now Brighton and Hove Albion.
He was eligible to play for Ghana due to his Ghanaian roots, but he chose England.
From 2011 to 2018, he appeared 42 times for the Three Lions.

    Marseille Desailly

Marseille Desailly is regarded as one of the greatest French defenders in history.
In his career, he won the World Cup, and the Champions League, among other major titles. He has played for renowned European clubs such as AC Milan, Chelsea, and Olympic Marseille.
Desailly was born in Ghana’s capital, Accra. Odenke Abbey is his birth name. When his mother married the head of the French Consulate in Accra, he was given Marseille Desailly.
He was eligible to play for Ghana but chose France, where he started his professional career.

    David Odonkor

The former Borussia Dortmund winger was born in Bünde, North Rhine-Westphalia, to a German mother and a Ghanaian father.

Two male teachers of the Asankrangwa Senior High School, in the Western Region, Ernest Donkor and Augustine Swanzy Oduro have been remanded into custody by the District Magistrate Court for allegedly raping and assaulting 2 female first-year students of the school.

Mr. Donkor, a Physics teacher has been charged with rape while Mr. Oduro, a History teacher has been charged with indecent assault.

The victims, whose names have been withheld, are however aged 15 and 16.

The incident was reported to the Police by the Assistant Headmaster of the school, Daniel Quayson Junior.

The two suspects are alleged to have taken the two girls out to buy them new dresses to wear for the birthday celebration of one of the victims, during the Inter-Schools competition held at the Asankrangwa SHS on Thursday, 14 July 2022.

The suspects then booked a hotel at Wassa Dunkwa, near Asankrangwa, where they took the girls around 2 pm on that day and bought them, Malta Guinness.

The Physics teacher took the 16-year-old girl to a room while the History teacher took the 15-year-old girl to a separate room to have a conversation.

During the conversation, the 16-year-old girl excused herself to use the washroom leaving behind her Malta Guinness.

When she returned from the washroom and finished her drink, she became dizzy and fell unconscious.

  • Anti-drone laser weapon hub to be created in Scotland

A European hub for high-energy laser weaponry is to be based in Livingston, Scotland, a big defence firm has said.

Raytheon UK said the “advanced laser integration centre” would open next year and would help meet growing demand for laser weapons designed to destroy small attack drones.

The firm said the war in Ukraine had highlighted the threat they posed.

The centre will focus on the testing, fielding and maintenance of defensive high-energy laser (HEL) weapons.

Raytheon’s anti-drone lasers are small enough to be fitted to military vehicles.

    Drones, rockets and mortars

Last year, Raytheon was awarded a demonstrator contract to provide a high-energy laser weapon system to the UK Ministry of Defence, to be installed on the UK Wolfhound land vehicle, the company said.

It claims that “demand is spiking for cost-effective lasers” able to defeat “asymmetric” threats from drones, rockets and mortars.

Small commercial drones, which the weapons are designed to defend against, have demonstrated their military effectiveness in Ukraine, directing and correcting artillery fire and, in some cases, being modified to carry explosives.

Speaking from the Farnborough Airshow, Annabel Flores, Raytheon’s president of electronic warfare systems, told the BBC some of the additional interest and demand for the technology was as a result of how drones had been used in the conflict.

“The thought is coming into how do you defend against them effectively, making our ongoing conversations with customers much deeper and much more pronounced,” she said.

HEL weapons had advantages she added, particularly the cost per shot.

While military ordnance can be very expensive, drones and quadcopters are in the £84 range, she said.

Once connected to a power supply, she said, the system could keep running.

However, the weapons do not resemble the lasers of popular sci-fi, as their drone-destroying beams are invisible.

“Hollywood makes it look very, very interesting and very dramatic. And this is a little different. It can look a little anti-climactic,” Ms Flores said.

Raytheon says the laser system has 20,000 hours of operational use, but Ms Flores would not be drawn on whether the system had been “used in anger” yet.

Initially the number of jobs created by the new centre is likely to be small, but could increase to potentially “hundreds of jobs”.

That will depend on many factors of course, but the company believes that high-energy lasers could make up as much as 30% of of future air defence infrastructure.

While the firm would not be drawn on how much it would ultimately invest – citing pending financial results – it has already spent about £20m developing the Livingston site, the BBC understands.

It said the announcement was a “statement of faith” in both the UK’s engineering sector and the important nature of the technology.

  • Heatwave: Wildfires spread across Europe

In Western France, thousands have fled their homes as firefighters tackle spreading blazes. In Spain, at least 20 fires are burning out of control. Meanwhile, thousands of hectares of land have also been burned in Greece and Portugal in recent days.

Our correspondents across the region have been describing the situation on the ground:

We joined a convoy of journalists escorted into woodland in the direction of the coast where campsites were abandoned by holidaymakers days ago.

At first you could see clouds of smoke hanging in the woods but it all seemed relatively under control.

But, the further in we went, the worse it got.

Suddenly there were endless pockets of fire on the side of the road. Trees were burning. Firefighters along the route were endlessly trying to tackle the most serious hot spots.

They are trying to prevent the blaze spreading across the road. It is hot work in smoky conditions.

As we got closer to the shore, suddenly there was a roar above our heads. It was a Canadair aircraft – a “water bomber”.

Six of them have been deployed to the area to help put out the flames. It seemed like four or five passed over our heads, one releasing a huge burst of water on the ground below.

The body of a shepherd was found in the Sierra de la Culebra, in the north-western province of Zamora, where a fire has been blazing since the weekend. The fire service said that the man had not heeded instructions to local people to remain in their homes. He is the second fatal casualty of the Zamora fire after a 62-year-old firefighter was killed on Sunday.

Manuel García, a local livestock farmer, knew the fireman who died and he has watched as the fire has spread. His son, Unai, told Spanish media that, despite the danger and likelihood they would have to evacuate, he wanted to stay because of the sheep, goats and cows they have. “In a wildfire the worst professions to have are those of firefighter and farmer,” he said.

On Monday morning, the high speed rail link between Madrid and the north-western region of Galicia was suspended due to the fire’s spread onto the route near Zamora.

Eight villages in the area had been evacuated by this morning, with more evacuations expected throughout the day. Evacuees are being taken to public buildings and care homes in the city of Zamora.

“It’s painful to see the countryside burn, it’s painful to see homes burn, but right now the priority is to save the lives of the local people affected,” said Clara San Damián, of the local government.

The fire of the Pont of Vilomara (Barcelona) progresses without control and devastates thousand hectares in few hours, on July 17, 2022 in Barcelona, Spain.
On Sunday, fires near Barcelona, Spain, spread uncontrollably, devastating farmland

A fire has been spreading in the north-eastern region of Catalonia, where it came right up to the house of Mercedes Pino, near Pont de Vilomara.

“I was in bed and through the window I saw a very red light,” she said. “I ran as fast as I could to the door and I saw a flame burning a caravan we have in front of the door.” She and her husband spent two hours trying to extinguish the flames before being evacuated.

In Pont de Vilomara, the local police are planning to accompany evacuees who own pets back to their homes, if safe, in order to feed the animals.

  • Australia’s environment in ‘shocking’ decline, report finds

Australia’s environment is in a shocking state and faces further decline from amplifying threats, according to an anticipated report.

The survey of Australia’s ecological systems – conducted every five years – found widespread abrupt changes.

These can be blamed on climate change, habitat loss, invasive species, pollution and mining, it said.

The threats are not being adequately managed – meaning they are on track to cause more problems.

Environment Minister Tanya Plibersek said the document paints a “shocking” and “sometimes depressing” story, vowing to implement new policies and laws.

The 2,000-page State of the Environment report, commissioned by the government, found or reiterated:

    • Nineteen ecosystems are on the brink of collapse
    • There are now more non-native plant species in Australia than native ones
    • Australia has lost more species to extinction than any other continent
    • All bar one category of environment examined has deteriorated since 2016, and more than half are now in a “poor” state.

“If we continue on the trajectory that we are on, the precious places, landscapes, animals and plants that we think of when we think of home may not be here for our kids and grandkids,” Ms Plibersek said.

The koala and gang-gang cockatoo are among more than 200 animal and plant species with upgraded threats since 2016. Many of those species are unique to Australia.

In recent years, Australia has suffered severe drought, historic bushfires, successive years of record-breaking floods, and six mass bleaching events on the Great Barrier Reef.

“In previous reports, we’ve been largely talking about the impacts of climate in the future tense,” Professor Emma Johnston, another report chief author, told the Australian Broadcasting Corporation.

“In this report there’s a stark contrast, because we are now documenting widespread impacts of climate change.”

The report found Australia lacks an adequate framework to manage its environment, instead relying on confusing systems that straddle different tiers of government.

Federal government spending on sustaining biodiversity has dropped at the same time risks have been increasing, it said.

The report was handed to the previous government last year, but its release was delayed until after the election in May.

“It tells a story of crisis and decline in Australia’s environment, and of a decade of government inaction and wilful ignorance,” Ms Plibersek said in a statement.

A spokesperson for the Liberal opposition said it had a “strong” environment record while in government.

Australia has vowed to cut carbon emissions by 43% on 2005 levels by 2030. Under its previous government, the target was 26-28%.

  • State loses GH¢27bn to tax exemptions – Finance Minister confirms in parliament

The country lost an amount of GH¢27 billion to tax exemptions between 2008 and 2020, Finance Minister, Ken Ofori-Atta, has confirmed.

Disclosing this in parliament on Friday, July 15, Ken Ofori-Atta added that through these years, the country’s revenue dipped to about GH¢1.8 billion in only 2020.

He said to avert some of these challenges, it is prudent for the state to protect the public purse to keep the economy on a sound footing.

“It is true, as Ranking Member mentioned that some GH¢27 billion had been lost to tax exemptions. This brings into focus the need for all of us to protect the public purse. That is an important social re-engineering for us, as we lose revenue on many fronts,” he said.

The Finance Minister, however, said Ghana is likely to make some savings of GH¢460 million on tax exemptions this year.

The Tax Exemptions Bill 2020 was considered under a certificate of urgency by the Finance Committee.

The Bill when passed, will set clear eligibility criteria for tax exemptions and provide for the monitoring, evaluation and enforcement of exemptions, Daily Graphic reported.

It will also provide a regulatory regime for monitoring tax exemptions to ensure that exemptions granted are used for the intended purposes, as well as curtail the abuse of the existing exemption regime.
