  • Togoland attacks: Group calls for halt in reopening of schools in the Volta region

The Africa Education Watch has called on the Education Minister, Dr Matthew Opoku Prempeh, to halt the reopening of schools in the Volta region amidst security threats in the area.

The call follows the recent attack on the State Transport Corporation (STC) in the Volta Regional capital, Ho, by a group of people suspected to be members of the separatist group advocating for independence from Ghana for the Western Togoland.

The members of the group reportedly fired gunshots, set ablaze one of the STC buses before proceeding to beat up some drivers.

For African Education Watch, reopening of schools in the area could lead to similar situations witnessed in Nigeria and Cameroon where the terrorist group, Boko Haram kidnapped 276 schoolgirls in the town of Chibok in the Borno State of Nigeria.

Taking to its official twitter page, Africa Education Watch noted that “from the way, things are going, and the apparent lack of any meaningful security, no one should attempt re-opening JHS & SHS in October in that Region….we know how these deadly groups targeted schools in Cameroon, Nigeria, etc. @MatthewOPrempeh”

President AkufoAddo, in his 16th COVID-19 update to the nation, announced the resumption of school for JHS 2 and SHS 2 students on October 5, 2020.

The move forms part of efforts to ensure that the students complete their academic work as the government works towards the gradual easing of restrictions in the fight against the spread of COVID-19.

But for Africa Education Watch, the Ministry of Education should hold on with any possible resumption for students in the Volta region, at least for the meantime, due to the heavy security threats that come with the recent rampage that has been reported in parts of the area by members of the Homeland Study Group Foundation, a group demanding independence from Ghana.

  • MAGIC: See how Mohammed Kudus sent a Vitesse player back home to learn how to defend [VIDEO]

Ghana midfielder Mohammed Kudus has had an explosive start to his Ajax career with incredible performances in his two Eredivisie games.

Ajax ran away with a 2-1 win, with Kudus at the centre of everything good for the Dutch champions in their clash against Vitesse Arnhem.

There were many highlights from the game, but there was a particular incident that stood out among the lot.

This involved Mohammed Kudus who dropped dead a Vitesse player.

The Ghanaian picked up a pass from a colleague and then pulled out from his bag of magic tricks, the Johan Cruyff turn to sit Matúš Bero who was trying to get the ball away from him.

After the embarrassing dribble, Kudus burst forward before laying off a threaded pass to a colleague.

The Dutch champions took off well as Quincy Promes handed his side the lead in the 21st-minute.

However, things got complicated as Alvarez got sent off forcing Ten Hag to withdraw Kudus into a more defensive midfield role.

With Ajax in need of magic after Vitesse pulled level in the second half, Kudus provided it, picking up a pass from central midfield, then beating his opponent for pace before setting the ball up for Anthony who smashed home to hand Ajax all 3 points.

  • Kenyatta heads to France to sign U.S.$1,7 billion loan

President Uhuru Kenyatta is expected to leave for Paris tomorrow, where he will take billions of shillings in debt for a road project.

The Head of State is scheduled to sign a public private partnership (PPP) deal worth Sh180 billion for dualling of the 190-kilometer Rironi-Nakuru-Mau Summit Road.

This will be the President’s first trip post Covid-19 pandemic, which saw the Kenyan airspace closed for both domestic and international flights.

The Nation understands that the President will meet his French counterpart Emmanuel Macron at the Élysée Palace in Paris, where they will sign and preside over the inking of several PPP agreements on water, infrastructure and energy. Mr Macron was in Nairobi in March last year on a State visit.

Kenya’s signing of the tolling concession pact with a consortium of French firms under Rift Valley Connect led by Meridiam Infrastructure Africa Fund will unlock the funding of the road, which once complete will be the country’s first toll highway outside Nairobi.

The road, a key segment of the Northern Corridor, is expected to significantly cut the travel time for both people and goods, reducing the cost of doing business. It will also compliment the standard gauge railway (SGR) services between Naivasha and Malaba Border.

    Awarded tender

Last year, the Kenya National Highways Authority (KeNHA) awarded the tender for the road to French firm Meridiam International, with others in the consortium including Vinci Highways SAS and Vinci Concessions SA.

The project is expected to be undertaken on a PPP basis that will see the consortium raise finances for the road, design, construct, maintain and operate the road on pre-agreed standards and specifications.

Sources told the Nation that a tolling fund is expected to be established later this year.

“The modalities of the agreement, or of the establishment of the tolling fund are not known yet,” a source with knowledge of the matter said.

Efforts to get a clarification over the matter from Transport Cabinet Secretary James Macharia were futile as he was unavailable on phone.

But in an earlier interview, Mr Macharia told the Nation that the Cabinet had decided to prioritise two PPP’s project in order to ease the nightmare for users between Jomo Kenyatta International Airport and Westlands, and those who use the Nairobi-Naivasha-Nakuru highway.

“We decided to give priority to two Public Private Partnership projects,” he said.

Under the PPP model, investors are expected to raise finances for the two road projects and design, construct, maintain and operate them on pre-agreed standards and specifications. The concession for both roads has been capped at 30 years.

Last year, KeNHA’s Director-General Peter Mundinia said the contractor will be expected to recover their funds from the road through a user fees (tolls), after designing, building, and maintaining it within the agreed time-frame. It is also understood that the contractor will be granted the operation and maintenance of the Southern Bypass, including the Gitaru to Rironi segment within Kiambu County.

As per the contract, the Rironi-Mau Summit project will see the contractor expand the 175 kilometres between Rironi in Limuru to Mau Summit in Nakuru County into a four-lane dual carriageway.

It will also entail the re-carpeting of Rironi-Mai Mahiu- Naivasha road.

    Sh59 billion

This will be the second road the country has signed PPP on after it handed over the Sh59 billion JKIA-Westland’s Expressway to China Road and Bridge Corporation.

The road, which is currently under construction, will also entail a toll station to allow for the contractor to recoup their investment. It is expected to be complete by the end of next year.

In October last year, Kenya suspended the construction of the Sh300 billion Nairobi-Mombasa expressway for two years over the country’s debt concerns.

It would have been Kenya’s first expressway and the largest single-contract road project.

The project, modelled to complement the Sh327 billion SGR, was to be undertaken by Bechtel, a US-based private construction conglomerate.

The company won the multibillion-shilling contract in a government-to-government deal that formed part of President Kenyatta’s discussions with President Donald Trump during his US visit in 2018.

Mr Macharia said the Cabinet had decided to suspend the project for at least two years to allow the country’s debt levels to drop, while also prioritising other key projects.

  • Tax bombshell throws Trump on defensive ahead of debate

President Donald Trump reeled Monday on the eve of his first televised debate against challenger Joe Biden after a bolt-from-the-blue report showed he has been avoiding paying almost any federal income tax for years.

The scoop from The New York Times, reporting that Trump paid only $750 in federal income tax in 2016 and 2017, and none at all for 10 of the previous 15 years, was a shot to the jugular of the self-described billionaire.

Throughout his unlikely rise to power, Trump has portrayed himself as a hard-nosed businessman on a mission to drain the Washington swamp and represent what he calls “the forgotten man and woman.”

Trump calls the Times’ story — which the newspaper says is based on his long secret tax returns — false.

“The Fake News Media, just like Election time 2016, is bringing up my Taxes & all sorts of other nonsense with illegally obtained information,” he tweeted Monday.

But with several new polls on Sunday once again suggesting Biden has the upper hand, the Republican goes into the debate in Cleveland on Tuesday ever more on the defensive.

A Washington Post/ABC News poll put Biden 10 points ahead of Trump nationally, at 53 to 43 percent support among registered voters, while an NBC News-Marist poll gave the Democrat a similar lead, of 54 to 44, in key swing state Wisconsin — which Trump had carried in 2016.

Trump’s Democratic challenger is homing in on the president’s handling of the coronavirus pandemic and his controversial rush to fill the Supreme Court seat left vacant by the late liberal justice Ruth Bader Ginsburg.

But the tax report threatens the core of Trump’s political identity — that vaunted ability to connect with blue collar voters.

Biden, who frequently touts his early boyhood years in the hardscrabble Pennsylvania town of Scranton, has been trying to reframe the populist leader as a spoiled playboy from Manhattan.

Though its impact on voters was still far from clear, the Times’ report — which purports to reveal information that prosecutors and congressional investigators have been trying fruitlessly to obtain for years — hands Biden piles of new ammunition.

And the Democrat’s campaign immediately opened fire.

In a quickly crafted new ad, haunting piano music accompanies a montage of faces representing Americans in relatively low wage but admired jobs, listing the income tax they typically pay: $7,239 for teachers, $5,283 for firefighters, $10,216 for nurses.

Switching to footage of the president, the text then reads: “Federal income taxes paid: Donald Trump $750.”

    – Billionaire or bust? –

The Times story raises new doubts about whether Trump is really the man with the Midas touch that he portrays or a hapless spendthrift owing a lot of people money.

Among his many unique traits, Trump makes boasting about his wealth a major part of his stump speech.

The empire of golf resorts bearing his name is even woven into the fabric of the presidency, with Trump taking his vast entourage to the properties on a regular basis.

But with Trump the first president in years to refuse to make public his tax returns, questions have long been asked.

Trump claims he can’t release the returns because he is under audit. In his trademark brash style, he also once boasted that getting out of taxes “makes me smart.”

On Monday, he tweeted “I paid many millions of dollars in taxes but was entitled, like everyone else, to depreciation & tax credits.”

But according to the Times, Trump’s tax returns show he managed large-scale tax avoidance partly because his supposedly successful businesses — particularly the golf courses — are such money losers.

The Times said that Trump benefited from a $72.9 million tax refund now subject to an official audit. He also reportedly took tax deductions on residences, aircraft and $70,000 in hairstyling for television appearances.

In a detail that raises the issue of potentially serious conflicts of interest for a sitting president, the Times said that loans personally guaranteed by Trump are soon due for repayment.

    – Drug test demand –

Even without the fresh fuel of the tax story, Tuesday’s Trump-Biden debate was destined to be a brutal affair.

Trump is doubling down on attempts to smear his rival’s mental state. Biden “doesn’t know he’s alive,” is one of his new catchphrases.

As the debate nears, Trump has said they should both take a drug test.

“Joe Biden just announced that he will not agree to a Drug Test. Gee, I wonder why?” Trump tweeted Monday.

When asked by reporters about the demand over the weekend, Biden laughed before declining to comment.

But his deputy campaign manager Kate Bedingfield had a blunt riposte: “Vice President Biden intends to deliver his debate answers in words. If the president thinks his best case is made in urine he can have at it.”

  • Asamoah Gyan’s move to Kotoko hits a snag after player’s huge demands – Report

Former Ghana captain Asamoah Gyan’s dream of playing for Asante Kotoko jersey is in jeopardy after the club turned down his colossal transfer demands.

The 34-year-old has been linked with a transfer to boyhood club Asante Kotoko ahead of the 2020/21 season.

But the move is reported to have hit a snag after the former Sunderland striker demanded to be given 400,000 as signing-on fee before putting pen to paper.

Reports from Kumasi-based FOX FM suggest that the Porcupine Warriors do not want to pursue the transfer as they consider the player’s demand to be extravagant.

He told the host even though he felt he was cheated from the games he played outside Ghana, the pay he received was far in excess of what he was given in Ghana.

Andoh went on to disclose his two sons who have expressed interest in playing football would have to complete their education and get a degree as a backup aside playing football.

He also made claims that his former team, Hearts of Oak is indebted to him.

He told the host his former team has some arrears they still have to clear for playing for them.

“There is no local team in Ghana that is not indebted to their former players. All of them are indebted to their former players. But because they help in shaping our career and help us in securing deals outside Ghana, we cannot demand the money back.”

“Playing the local league in Ghana does not pay well. If you do not take care, you could end up as a pauper and a beggar playing in the local league in Ghana. This is a fact. I had the opportunity to play outside Ghana and I can confidently say that the salary I received although I felt cheated, could pay 11 players of a local team in Ghana and I will still have more left, ” he said.

The container is said to be part of 50 other containers consigned to a Company called TradePass, which consignment Global Cargo and Commodities Limited was contracted as Freight Forwarders and Clearing Agents to clear and warehouse from the Tema Harbour.

The Narcotics Control Commission (NACOC), Bureau of National Investigations (BNI), and the National Security Secretariat (NSCS), have since issued a joint statement.

  • Preventing media from covering Ken Agyapong contempt case worrying TPF

The Press Foundation (TPF) says denying journalists access to the Accra High Court to cover the contempt case involving Member of Parliament for Assin Central Kennedy Agyapong is an “unfortunate attempt geared at preventing the media from their professional responsibility to the nation.”

This comes on the heel of reports that some Judicial Press Corps who were present at the Land division of the High Court in Accra on Friday, 25 September 2020 were not allowed entry into the courtroom.

TPF in a statement signed by its Executive Director Listowel Yesu Bukarson on Friday, 25 September 2020, noted that: “It is more so very worrying since the reason for denial is said to be instructions from above”.

TPF, therefore, called “the attention of authorities concerned to the decision, akin to gagging the media which ultimately is a further stab in the backs of freedom of the media.”

According to Police personnel present at the High Court, they were only acting based on “instructions from above.”

Following an exchange with the police, the press corps were asked to send a representative inside to cover proceedings on behalf of all other media houses that were present.

It is unclear which “above” the instructions are coming from and to what end.

  • EC urged to publish names of defective ID cards on website

Former President John Mahama has urged the Electoral Commission (EC) to publish in full all names of applicants with defective ID cards on its website to ensure transparency in the voter exhibition exercise.

Mr Mahama expressed concern about the many irregularities which had characterised the ongoing voter exhibition exercise including omission of names, duplication of numbers, and wrong identities of registrants.

He stated that these anomalies if not resolved, would lead to political unrest, which may affect the country’s democratic values.

The former President said this on Thursday at a press conference in Accra to expressed the party’s dissatisfaction about irregularities at the ongoing voter exhibition exercise.

The exercise started from Friday, September 18 to 25, 2020 but was extended to Sunday, September 27 at an Inter-Party Advisory Committee on September 24.

He said selected exhibition centres in the Greater Accra, Central, Ashanti, Savannah, Volta and other Regions have witnessed anomalies which needed urgent attention to rectify the problem to avoid any untoward situation.

He said some EC officials were seen on social media printing new voter’s cards to individuals with duplicate ID cards numbers, without the notice of the political parties.

He said the conduct of the EC had generated anxiety from the public that the December polls would not be free and fair elections.

“These warning signs do not augur well for the country, we will resist any form of intimidation from all quarters because the sovereign power comes from the people,” he said.

Mr Mahama called on the Commission to begin a regular comprehensive and transparent dialogue with the Inter-Party Advisory Committee to resolve any electoral flaws ahead of the December polls.

He said over the years, the EC had had a cordial relationship with IPAC and assisted the Commission to carry out its constitutional duties and ensured general acceptance of election results.

Mr Mahama said the EC had ignored in recent times valuable advice from IPAC which had necessitated these occurrences in the electoral processes leading to the elections.

He said the party would not accept the results of a flawed election from the Commission.

He appealed to International Election Observers to focus their attention on Ghana and to monitor the country’s electoral processes.

Mr Mahama appealed to Ghanaians to visit the exhibition centres stations with their ID cards and ensure that their details were accurate in the register.

He urged the party’s executive to suspend all campaigns and monitor the voter exhibition exercise to avoid any form of manipulations.

Reacting to the issues, the Commission in a statement on September 21, explained that during the just ended registration exercise, few centres experienced the production of duplicate ID cards which resulted from registration kits bearing the same codes.

  • Adib Saani: National Security Minister must resign for failure to heed warning signs

When this Togoland issue started, some of us within the security space did not spare any moment or mince words, raising serious concerns about their activities and the existential threat they posed to the security of Ghana.

Unfortunately, over the past few years, they have become more audacious and brazen and we can only expect more. They are able to make strong political statements and control the narrative.

They seem to be succeeding in bullying the government into submission. They have succeeded in disrupting lives and holding the nation hostage. Soon, we might go beyond condemning their actions by asking them what their demands are. With a heavy heart, I predict they might start targeting critical infrastructure.

They have the capacity and geographical advantage (forest cover and international border) to engage in an assymetrical warfare that could be hard to win.

We ignored the early warning signs and thought this was all a joke. We arrest and release, re-arrest and release again. Despite the presence of intelligence officers, they have largely failed to gather actionable intel in real-time.

Going forward, the over 100 kilometer Accra Atimpoku Juapong stretch is very crucial and needs permanent detachment stationed within that enclave. The Adome bridge and the dam are high-value targets that we cannot trade-off.

Let us invest in human security because largely, these secessionists have some level of Community support.

Let us collaborate more effectively with Togolese authorities so the group doesnt engage in cross border activities and the trafficking of weapons to oil their seeming war machine.

  • Ghana mulls second-round voter registration for general election

The Electoral Commission (EC) of Ghana is considering a second round of voter registration for specific groups ahead of the general election in December, officials said on Thursday.

The EC told party representatives at the Inter-Party Advisory Committee (IPAC) meeting that the supplementary registration would target three categories of eligible voters.

Those targeted include people who were outside the country during the COVID-19 restrictions, those who were under a 14-day mandatory quarantine and could not take part in the mass voter registration, and eligible voters who have duly issued voter identity cards but whose names are missing from the register on exhibition.

However, representatives of the ruling New Patriotic Party and opposition National Democratic Congress at the IPAC meeting held that those going to register in the supplementary activity would not be able to vote in the December elections because their registration would not meet the statutory 60-day period before elections.

Local media reported that an ongoing exhibition has revealed flaws in the provisional register, as some people who duly registered, could not find their names on the list.

  • EC reacts: Allegations regarding removal of NDC supporters from voters register ‘unfounded’

The Electoral Commission has said that the allegations that it was removing the names of supporters of the National Democratic Congress (NDC) from the voters register ahead of Election 2020 was “unfounded.”

In a press statement issued Wednesday evening, [September 23, 2020], the EC said, “Our attention has been drawn to statements in the media by the National Democratic Congress (NDC) and its flagbearer to the effect that the Electoral Commission is carrying out an agenda to remove the names of its supporters and sympathisers from the Voters Register.”

“This allegation is false,” the EC said in the press statement.

The NDC flagbearer, Mr John Dramani Mahama and his running mate, Prof Naana Jane Opoku Agyemang on Tuesday cut short their campaign tours in the Bono and Central regions respectively.

They explained that they were returning to Accra to address issues of challenges with the provisional voters register for Election 2020.

Mr Mahama has scheduled a press address on Thursday, September 24, 2020 at 1pm to speak on what he terms as “widespread anomalies” in the provisional voters register for Election 2020, which the Electoral Commission is currently exhibiting.

His spokesperson, James Agyenim-Boateng has explained that the address will focus on the “integrity challenges of the electoral process and unfolding events that threaten to undermine Ghana’s stability and democracy.”

    EC’s reaction

But reacting to the allegations, the Electoral Commission said it has, from the beginning of the compilation of the Voters Register, lived up to its motto of “Fairness, Transparency and Accountability.”

It explained that at every point, it has provided factual, accurate and evidence based information to its stakeholders on voter statistics per region, district, gender, age among others.

It added that to date every interested Ghanaian has information on the number of persons who registered in the just concluded Voter Registration Exercise based on the information the Commission provided.

“It is a paradox, therefore, to suggest that the same Commission now seeks to remove persons from the Voters Register. Had that been the agenda of the Commission, it would not have given detailed information to Stakeholders throughout the Registration process. We assure the general public that these allegations are unfounded.”

The EC explained that the exhibition of the Provisional Voters Register has been provided for in the Law (C.I. 91) and that the Law recognising that a registration process is not full proof, has provided a mechanism called “Exhibition” to allow citizens to verify their details to ensure that they are captured in the register or that their details such as sex, age, name are accurate.

It said the Exhibition also affords voters the opportunity to correct errors detected.

“Additionally, the Law provides for inclusion to allow persons who registered but whose names are not on the register, to file to be included in the register.”

According to the Electoral Commission, “this process is not new and has always formed part of our processes.”

It said in a nutshell, the exhibition exercise provides an opportunity to stakeholders to unearth problems with the register for the purpose of fixing it.

This, it said was exactly what the EC was doing. “We are fixing the issues unearthed.”

“We assure the public that the Commission is working to ensure the margin of error with the Voters Register is negligible. We are confident that at the end of the process, we will bequeath the nation with a register that reflects truth and integrity, a register that is credible and comprises eligible Ghanaians only. May God bless our homeland Ghana and make our nation great and strong. Let Peace Reign,” the EC stated.

  • I’m still NPP’s communication director – Yaw Buaben Asamoa clears air

Member of Parliament (MP) for Adenta constituency, Yaw Buaben Asamoa has debunked claims that the New Patriotic Party has removed him as Communications Director for the party.

According to sources, the Adenta MP is no more the NPP Communications Director and that he has somehow been replaced with the Managing Director of STC, Nana Akomea who happens to also be a former Communications Director of the party.

Speaking on Peace FM’s ‘Kokrokoo’, Hon. Buaben Asamoa stressed he has not resigned neither has his party leadership made any attempts to replace him.

He explained that Nana Akomea is rather assigned to complement his (Buaben Asamoa) work as the party goes into the December 7 polls.

“It’s not true. It’s a complete propaganda. I am still the Director of Communications of the New Patriotic Party. Nana Akomea is coming to help ahead of the elections. All the people who were part of the 2016 campaign are all tasked to help in the communication. So, Nana Akomea is only coming to help; he’s not the Director of Communications,” he emphasized.

  • All card-bearing members should vote in parties primaries Kyei-Mensah-Bonsu

Member of Parliament for Suame Constituency and Majority Leader Osei Kyei-Mensah-Bonsu has said there is the need to change the constitution of the political parties to enable all card-bearing members to be able to vote to elect executives of the party including parliamentary candidates.

He said on TV3s New Day Wednesday, September 23 that this will deepen the democratic credentials of the parties.

“The primaries we hold should not be limited to a small group of people by the polling station agents.

“We should allow all card-bearing members of the party to vote in the primaries. Not to only the NPP alone but also the NDC should also do same.

“If a person is in Parliament, we should look at the contribution of the person. If the person is noted by the leadership of the parliamentary caucus, the leaders can do a report on the individual. If the person is doing well, we can send the assessment to the constituency party and also the constituency part must also submit their report on the individual.

“If there is congruence between both parties claiming the individual is doing well in both Parliament and the constituency, why should the person be subjected to primaries? That entrenches on democracy.

“Every four years, you have to go and bang doors and give the people kola nuts and drinks and envelope to the people as a knocking fees, water testing money and thanksgiving fees after the election. It is sowing the seed of corruption.”

  • Let My Vote Count chides EC for voter register anomalies

Pressure group Let My Vote Count Alliance (LMVCA) is advising the Electoral Commission, Ghana (EC) to desist from using cluster systems in subsequent voter registrations.

This, according to the group, would help avoid double registration and improper deletion of names from the register.

They have blamed the EC and ascribed the alleged double registration and missing of names from the current voter register to the use of the cluster system of registration.

Director of Operations for LMVCA John Hall, speaking on the Yensempa morning show on Onua FM on Wednesday, September 23 censured the EC for grouping polling centers during the registration exercise instead of allowing people to register at their polling centers.

He wants EC to henceforth stop using the cluster system during registration exercises to avoid double registration and unpardonable errors in the voters register.

“I will advise the EC that going forward they should stop using cluster systems of registration to avoid needless errors which create unnecessary tension during election periods.”

He told host Anokyewaaba Adwoa Serwaa that people feel “ostracized” in the ongoing voter exhibition exercise because of the fact that their names might have been moved to different polling centers.

And this, according to him, is as a result of how EC grouped polling centers during the registration exercise.

John Hall, however, believes the EC has competent officers who can swiftly rectify and improve the voter register to salvage the situation.

He urged EC to extend the voters register exhibition by two more days to allow its officials deal with the situation in allowing disgruntled applicants to find their names in the register and locate their polling centers ahead of December 7 polls.

He thus entreated the general public to exercise patience at polling centers and ably cooperate with the EC officials to help identify their names and locate voting centers.
