  • Afghan drought forces shepherds into desperate measures

Nooruddin watched helplessly as his flock of 100 sheep began to die from hunger and thirst on the dry drought-ravaged hillsides of Balkh province.

Rather than let more of the prized creatures die a slow death on the dry hillsides of Balkh province in the north, he made the decision to slaughter most of the rest.

“I cut their heads off,” the 65-year-old herder said, adding that their malnourished frames meant their meat was “useless”.

“We fed it to the dogs,” Nooruddin told AFP.

He’s one of many whose traditional livelihoods — from farmers to carpet weavers — are under threat as changing weather patterns wreak havoc.

Experts warn the situation will only get worse, with Afghanistan one of the countries most vulnerable to climate change, even though it produces just 0.1 percent of the world’s greenhouse gas emissions.

Read:US confirms death of ISIS leader in Afghanistan

For many this latest drought is the worst they can recall.

“I’ve seen droughts before, but never as severe,” said livestock trader Mirza, who like many residents only uses one name.

“A lot of sheep and animals died on the mountains and in the desert,” the 45-year-old added.

Mohammed Aref, a 19-year-old shepherd who raises karakul sheep — famed for their curly-haired lambs’ pelts that are turned into traditional hats — said shepherds sold off their emaciated animals for pittance to butchers.

“A lot of us had a big loss,” Aref told AFP from the noisy livestock market outside Mazar-i-Sharif, on a crisp, early winter morning.

“Most of us can’t afford to get more (livestock) and now our life is ruined.”

    Huge temperature rise

Aref and other Balkh residents have no notion of climate change as it is understood in places with better access to information and education, but all agreed things were changing.

The last big drought they remembered was about a decade ago. Before that, there hadn’t been one for about 50 years, they said.

Read:Zimbabwe drought leaves more than two million people without clean water

“We had a drought 12 years ago,” recalled 68-year-old Aynoddin, another karakul sheep farmer, “but last year’s was the worst”.

According to the United Nations Development Programme, about 80 percent of Afghans rely on rain-fed crop and animal farming for their incomes.

Over the next four decades in Afghanistan, scientists predict a decrease in rainfall and a rise in average temperatures of up to 4 degrees Celsius compared to 1999, the UNDP said.

The agency noted droughts could soon be considered the norm, unleashing further desertification and loss of arable land.

Problems are only compounded when rains do eventually come. Last spring, flash floods swept entire villages and fields away.

The UN said in an overview of last year’s aid operations that nearly half of all rural residents now face some level of food insecurity in Afghanistan, a country where unemployment and poverty are already major drivers of the war.

While light rains in the autumn eased woes for some, the weather has since dried up again.

Asked if they worried for the coming year, several farmers gave a common Afghan response.

“If there is a drought, God will decide, so I don’t worry,” Aynoddin said.

    Looming crisis for weavers

The Global Adaptation Initiative, run by the University of Notre Dame in the US, currently ranks Afghanistan 173 out of the 181 countries it scored in terms of a nation’s vulnerability to climate change and its ability to adapt.

Read:Farmers in 10 Northern communities introduced to drought-resistant legumes

The human cost is plain to see at a camp for internally displaced people just outside Mazar-i-Sharif, where rows of white UN tents house hundreds of families and the main source of water is from a large communal tank.

Shamayel, a 35-year-old mother from Faryab province in the northwest, said her family came to the camp to escape conflict and the drought.

She used to weave colourful traditional kilim rugs, but increasing wool prices made it impossible.

Seven kilogrammes of wool previously cost about $19, she said, but the price rose to $31 in the past year or two.

Perhaps surprisingly, though, rising wool costs haven’t caused a price jump for Afghan rugs and carpets.

Traders in Mazar complained the ongoing uncertainty and anxiety around delayed election results and talks between the Taliban and the US have essentially frozen the market.

Another former weaver at the camp, Ghulam Sakhi, 50, said he too had been forced to give up his trade when he arrived.

“I want to weave, I miss it,” he said, smiling as he described his craft. “Now I feel useless.”

  • 18 mutual Funds still without fund managers

Eighteen Mutual Fund and Unit Trusts have failed to appoint new fund managers till now despite the Securities and Exchange Commission (SEC) having directed their Boards of Directors and Trustees to do so.

This directive followed the revocation of the licenses of 53 Fund Management Companies last year by SEC, in accordance with section 88 (6) of the Securities Industry Act, 2016 (Act 929).

Information available indicates that the Boards of Directors (for the Mutual Funds) and Trustees (for Unit Trusts) of the 18 Collective Investment Schemes (CIS) whose Fund Managers had their licenses revoked last year, were directed by the SEC on 15th November 2019 to appoint new fund managers for the management of the various affected CIS by 10th January 2020, which itself was an extended deadline.

Read: SEC to punish 12 fund managers

These mutual funds include; All Time Bond Fund Limited; Galaxy Money Market Fund Limited; Gold Money Market Fund Limited; Nordea Income Fund Limited

Omega Income Fund Limited, as well as Omega Equity Fund Limited and Weston Oil and Gas Fund Limited.

Other Unit Trust are EM Balanced Unit Trust; Freedom Fund Unit Trust; Gold Fund Unit Trust; McTrust Unit Trust and UniSecurities Unit Trust.

In accordance with Act 929, the SEC is expected to engage the respective trustees and directors, in the interest of investors in order to determine other possible courses of action for unitholders/shareholders of the unit trusts/mutual funds that were unable to meet the requirements of the previous directive.

Since the revocation of licenses of the fund managers, the investors of these mutual funds and unit trust have not had the benefit of having fund managers who could have taken advantage of financial market opportunities such as better market interest rates or share prices, as well as the possibility to either to enter or exit particular investments. In similar vein shareholders/unit trust holders have not been able enter or exit CIS that have not had fund managers since November last year.

Although the actual investments made by a CIS is held by the trustees rather than the fund manager, the travails and mis-conduct of fund managers which led to their license revocation by SEC could possibly have affected the financial integrity the investment portfolio under management and analysts are suggesting that trustees should do a thorough examination of the investment portfolios left behind, before new fund managers take up the mantle.

Nevertheless, six other mutual funds have appointed new fund managers. These include CDH Balanced Fund Limited which will be managed by the Linx Capital Limited; Sirius Opportunity Fund Limited to be managed by Waica Re Capital Limited; First Fund Limited and Heritage Fund Limited to be managed by TTL Capital Limited; Galaxy Balanced Fund Limited to be managed by Octane DC Limited; and Ideal Sika Fund Limited which will be managed by IGS Financial Services Limited.

Read: SEC to amend regulatory requirements of fund managers

In view of this, the SEC has directed the newly appointed fund managers to provide further details on their appointment as part of measures to take over managing their new portfolios and engaging the shareholders.

    Background

Pursuant to Section 122 (2) (b) of the Securities Industry Act, 2016 (Act 929 or “the Act”), the Securities and Exchange Commission (SEC) on Friday, November 8, 2019, revoked the licences of 53 Fund Management Companies.

The revocation of the licences of these companies became necessary as they had largely failed to return client funds, which remain locked up.

  • B&FT Editorial: AfCFTA’s July implementation date could be missed

The Economist Intelligent Unit (EIU), the London-based business intelligence unit, is predicting that African countries are likely to postpone AfCTA taking effect from July 1 this year (2020).

The London-based business intelligent unit is making the prediction based on the hesitant behaviour of some African countries like Nigeria, which has closed its land border since August 2019 in a move to curb smuggling and protect its local industries.

Read: Africa Free Trade to rake in $35bn Alan Kyerematen

Other important economies, such as Ethiopia and South Africa, are gripped by domestic crises that are absorbing reformers’ energies, it notes, The EIU is of the view that whiles pan-African institutions like the African Union and AFDB continue to push for action, it expects the agreement’s activation to be postponed until at least the end of 2020.

This has a telling effect on the proposed free trade area, as well as its secretariat that will be located in Accra. Per the EIU’s forecast, this could be another timeline missed – and it is not too hard to believe since evidence on the ground lends credence to the assertion.

Sluggish implementation of necessary legal changes and other obstacles will therefore see the vast majority of African states fail to meet the July 2020 deadline, the EIU maintains.

Nigeria, the continent’s largest economy, has had a long history of economic protectionism and worried it could be flooded with cheap goods from more competitive neighbors – thereby undermining its efforts to revive local manufacturing and expand farming to reduce dependence on crude oil exports.

These are genuine concerns, but the good news is that it was one of the last 54 nations to back the agreement to make it binding on Africa’s most populous nation. Any attempt by Nigeria to slow-pedal implementation of the new African free trade deal until it is satisfied it can compete with its neighbors could be undermining – and that’s precisely what it is currently doing with its border closure.

Read: AfCFTA will make politicians powerless Ofosu-Dorte

It is of little surprise, therefore, that the EIU is forecasting a postponement of AfCTA due to the actions of leading African economics like Nigeria.

This brings to mind the misguided stance of groups like GUTA which are urging for a reciprocation of Nigeria’s border closure by Ghana, forgetting the role we have played in times past pushing for greater intra-African trade since the days of our illustrious first president, Kwame Nkrumah – which we can safely add was one of the prime reasons Accra was chosen to host the AfCTA Secretariat.

  • Burkina Faso president calls for two days of mourning after ‘terrorist group’ kills dozens

Militants killed 36 civilians when they attacked villages in northern Burkina Faso, the government said Tuesday, appealing for local volunteers to bolster its fight against jihadists.

A “terrorist group” killed 32 civilians when they attacked and burned the market in Nagraogo village before killing four more people in Alamou village on Monday, the government said.

Three other people were wounded in the attacks, it added.

“The Burkina government has learned with consternation and anger of the deaths of 36 Burkinabe in Sanmatenga province, after a terrorist attack,” communications minister Remis Fulgance Dandjinou said.

Hundreds of people have fled the area and taken refuge in the city of Kaya, in Sanmatenga province, according to residents contacted by AFP.

President Roch Marc Christian Kabore announced a two-day period of mourning, for Wednesday and Thursday, during which flags will be flown at half-mast and festivals will be prohibited.

    Volunteer plan

Faced with these “repeated attacks” against civilians, the government launched an appeal for the people’s “frank collaboration” with the defence and security forces.

The Burkina parliament on Tuesday adopted unanimously a law allowing for the recruitment of local volunteers in the fight against jihadists.

According to a document seen by AFP, volunteers aged over 18 will be recruited in their regions in agreement with local populations.

They will be given 14 days military training, after which they will be given small arms and other communication equipment.

The recruits would be expected to conduct surveillance and provide information and protection for their local communities in the event of an attack while waiting for security forces to deploy, according to Defence Minister Cheriff Sy.

Burkina Faso, as well as neighbouring Mali and Niger, has seen frequent jihadist attacks which have left hundreds of people dead since the start of 2015 when Islamist extremist violence began to spread across the Sahel region.

According to the UN, around 4,000 people were killed in jihadist attacks in the three Sahel countries last year.

The Burkina Faso army is ill-equipped and poorly-trained to deal with the threat posed by jihadists in the country.

However, in recent months they have enjoyed a series of successes, claiming to have killed a hundred jihadists in many operations.

There are 4,500 French troops deployed in the Sahel region as well as a 13,000-strong UN peacekeeping force in Mali to fight insurgents, backing up national forces of the G5 — Chad, Burkina Faso, Mali, Mauritania and Niger.

In the wake of the latest attack European Commission diplomatic spokeswoman Virginie Battu-Henriksson said it was a reminder of the “urgency” of a plan to increase European security and development action in the region.

“Thoughts for the families of the victims of this new terrorist attack in a market in Burkina Faso,” she said on Twitter.

  • Puerto Rico earthquake victims receive abandonded emergency supplies

Puerto Ricans dealing with the effects of almost non-stop earthquakes since last month have begun to receive emergency supplies, the National Guard said Tuesday — but the supplies were originally meant for hurricane victims two years ago.

The aid was found abandoned in warehouses in the US territory over the weekend, leading to protests and a judicial investigation.

On Monday, 10 of the towns most affected by the series of tremors received nearly 900 boxes of diapers, almost 1,400 cots, about 880 tarps and hundreds of boxes of batteries, gas stoves and bed sheets, among other items, Puerto Rico National Guard chief Jose Reyes said.

“The mission continues today,” Reyes said, “and the supplies will also be sent to other areas” as a preventative measure.

  • GFA hit with transparency crisis as clubs demand MTN FA Cup sponsorship value

Local clubs are froth at the mouth over the lack of financial disclosure in the sponsorship of the 2019/2020 MTN FA Cup, officials have sent SOS messages to GHANAsoccernet.com.

The clubs are seething with rage over claims there has been lack of transparency in how much the telecommunication giants is pumping into the tournament.

The draw for the prestigious tournament was held last week in Accra but there has not been any clear disclosure on how much is involved in this year’s competition.

The loud silence of the Wilson Arthur led FA Cup committee has sparked outrage among Ghanaian clubs, Ghana’s leading football portal, GHANAsoccernet.com can report.

“Equally shocking for me is how a giants company like MTN will be involved in this secrecy. They owe it a duty to tell the Ghanaian people how much they are putting in the competition.

“Why is it also so difficult for the FA to tell us how much MTN is spending in the competition.

“And we say we are running a transparent administration? It’s a complete joke!

“Football has suffered over such issues over the years and the least we expect from the new leadership is to restore confidence in corporate Ghana. How do we do that when we can’t just and simply disclose how much a company is spending on a competition?

“It’s difficult to get our heads wrapped up against this. Is that the change we voted for? It can’t be business as usual. It’s the reason clubs are angry over the development. The clubs are wide awake and will not allow the status quo to remain.

“We will continue to demand for transparency and accountability from leadership.”

If the claims turn out to be true, it will be massive clapback on the transparency agenda trumpeted by the current administration.

  • Upper Wests struggling shea industry

Shea butter extraction, which is a major industry in the Upper West Region, needs a lot of financial support to enhance production for the economic development of the country.

At the moment, the extraction of the shea is done on a very small scale by women in addition to their socially assigned roles as child-bearers and keepers of the home.

Read: Demand for shea butter in the North shoots up following harmattan season

Picking of the shea fruits which provide the butter is done by individuals at dawn between May and July in the bush, after which they are boiled for some 30 minutes and dried out in the sun for some weeks.

The picking of the shea fruits from the ground by the females can be a perilous affair because the nuts which taste sweet are also eaten by wildlife such as snakes and scorpions.

The pickers, therefore, compete with the snakes and scorpions for the nuts at dawn when visibility is very poor, leading to most of them sustaining bites which sometimes lead to death due to the scarcity of anti-snake serum at the local health facilities.

However, they have to brave the storm because the proceeds from the sale of the shea fruits enable the women to provide support to their husbands to maintain the family.

When collected, a maxi bag of the nuts could be sold for GH¢300, which is not easily affordable to the small-scale producers of the butter, especially in the rural areas.

    Mwinbinbu

At the moment in the Wa Municipality, one such producer of the shea butter who was hitherto supported by the Agriculture Sector Infrastructure Project (ASIP) is the Mwinbinbu Women’s Group.

The group, which constitutes about 30 women, was founded in 1986 and is engaged in the processing of the raw material into shea butter.

The age group of the women is between 21 and 70. Mwinbinbu means gift of God.

Speaking to the Daily Graphic, the 70-year-old Secretary of the group, Hajia Hawa Seidu, said last year they experienced a bumper harvest but they could not purchase enough fruits due to financial constraints.

Hajia Seidu said in the area, one major obstacle to the women, who constituted a significant proportion of the population, was funding, and the ASIP which used to assist them in agro-processing had folded up, leaving them to their own fate. “No assistance comes from anywhere,” she said.

    Preparation

Hajia Seidu explained that after the shea fruits had been boiled and dried in the sun, they were crushed by the machines and the nuts removed and separated from the shells, roasted and grinded in another machine into smaller parts.

Read: Shea butter processing factory to employ about 250 people in Bongo District

After grinding, she said, the products were kneaded in water and vigorously mixed with the hands and boiled again.

This is when the whitish oil substance which appears is scooped out of the water and boiled into a white fluid. She said at that stage, the produce was stirred, sieved to remove any foreign particles and then boiled again to the required quantity.

Hajia Seidu said the shea butter was then poured into a pot in the packaging room and allowed to cool down overnight, after which it was ready for packaging.

Last year, she said the group had some financial support from an expatriate who had a personal interest; he bought the entire produce for export, adding sometimes the assistance came with strings attached and sometimes too late.

That made them dependent on their male partners and also made them unable to take their destiny into their own hands.

Shea butter has a lot of economic and social values. Apart from its use for household and commercial frying, it can be used as a base for soap and cosmetics.

The Customs Commander for the Takoradi Collection, Assistant Commissioner Francis Tanlongo, who disclosed this here last Saturday, said the vehicles were impounded because the owners did not pay custom duties on the vehicles.

Speaking at an annual end of year get-together here, the Commander said the Takoradi collection unit also realised GH¢579.00 million, representing 82 per cent of the total revenue target for 2019.

In addition, he said GH¢1,196,985,479.20 in custom duties and petroleum taxes were collected in 2019.

The Assistant Commisisoner said the total amount exempted for the 2019 year stood at GH¢391,099,261.27.

He identified high freight charges and other related costs as some challenges that confronted importers at the Takoradi Port.

Assistant Commissioner Tanlongo said the collection unit raked in more revenue, in spite of the challenges that confronted it.

He noted that the work of Customs “goes beyond revenue collection to security and trade facilitation; it also demands strict compliance and check abuse of concessions and exemptions.”

He said the task force would be retooled to intensify anti-smuggling operations for both goods and vehicles, adding “we shall impose maximum penalties on non-compliant importers as contained in Custom Act (2015) Act 891”.

Mr Tanlongo appealed to his officers to put their shoulders to the wheel, eschew all negative tendencies such as laziness, lateness and absenteeism and avoid all acts that hinder higher productivity and support the cause of achieving the goals of GRA.

Charles Osei said he was on the road helping one of his colleagues who at that moment was injured and could not walk properly but they had to stop and find refuge in a nearby bush to save themselves from the speeding truck.

“I saw the car coming so I had to run. Each and everyone was rushing to save himself…no one could help anyone,” he told Joy FM’s Maxwell Agbagba.

“I saw blood coming from my nose, my mouth. The next moment, I was under the seats. So I came out and I realised that a lot of people had passed away,” Charles further narrated.

  • Schools in Chereponi remain closed one year after clashes

Assemblyman for Tegenga in the Chereponi District of the North East Region is appealing on teachers who fled the community during the recent communal clashes to return.

This is because schools in about 17 communities in the district have remained close a year after clashes led to the loss of lives and properties which included education infrastructure.

Read: Alima resources NPP candidate for Chereponi with cross country vehicle for 2020

The future of many children in the community lies in limbo as Ghana Education Service Directorate in the Northern Region ordered headteachers not to reopen schools until calm is restored to ensure the safety of the students and staff.

“We have about four communities including Tegenga and then we have a total number of about three hundred children who are attending school in this community but because of the conflict, all the teachers have left. So, all these children currently do not go to school. What are they going to do in future as Ghanaian children. Their life is now in danger because there is no teacher or classroom for them to stay and learn,” the assemblyman said.

He further appealed for a classroom block and more teachers in Tegenga as there is only one teacher in the community.

Read: Chereponi Clashes: Yaa-Naa issues 10-day ultimatum to paramount chiefs to end violence

He said “we are appealing to the government and the President to give us a classroom block as well teachers. I learnt that the only teacher here is a NABCO trainee who is managing these children. How can he manage them? How can he teach all of them? So, we are appealing to government”.

A renewed land dispute between the Konkombas and Anufors over a three-acre land at Naduni, a farming community in the Chereponi district in 2018, led to clashes where four persons died and several others were injured.

Even though soldiers were deployed to the area and a curfew imposed on the, residents defied the curfew and burnt tyres in the open resulting in a serious tension which made some health and education workers appeal for evacuation for fear of reprisal.

  • ‘Visiting London bird’ found in Ghana with website address

A strange bird from London in the United Kingdom has been found in the Ellembelle Constituency of Western Region of Ghana.

The identity of the bird was discovered by members of the community in the Constituency when it was realized that the bird had an address system inscribed on a metallic bangle depicting where it came from.

Read: Australian cyclist dies while fleeing swooping bird

Wondering what to do, the community members who found the bird and were fascinated by the discovery then reported the issue to the lawmaker of Ellembelle, Emmanuel Armah Kofi-Buah.

They also reported the matter to the Wildlife Division of Forestry Commission in the Ellembelle District who immediately took custody of the visiting bird.

Unfortunately, the bangles appear to have hurt the body parts of the bird possibly because of either the long journey from Europe to Africa or the long stay of the bangles on the legs.

Member of Parliament for Ellembelle, Emmanuel Armah Kofi-Buah decided to publicize the news ostensibly to get to the original owner(s) of the bird globally.

The inscriptions found around the legs of the bird showed it might have come from a London Museum, hence the determination of the lawmaker to spread the news to reach the nook and cranny of the world in order to create the required awareness for the owners of the bird to possibly come forward for reclamation.

Many Ghanaians especially lovers of birds said the visiting bird might have followed the harmattan blues into the African continent and eventually found itself in Ghana which is currently experiencing the severity of the harmattan with the impact seriously affecting social and economic activities in the Northern part of the country.

Read: We will block roads if a car hits a bird Adenta-Madina residents warn

The harmattan period often signifies the weathering of the year. An indication that the continent was currently weathering in the midst of the dry season.

The characteristics of harmattan include the hazy weather, dry and dread in the atmosphere, occasionally locking horns with nature, and creating anxiety among creatures, and all living things living within the affected jurisdiction.

The harmattan season induced PH in broilers with no obvious clinical signs; the harmattan may compromise the welfare, health, productivity, and meat quality of birds, effects which scientists say, can be ameliorated by AA. The harmattan season occurs from November to early March in the Gulf of Guinea.

  • NISCOPS launched to promote sustainable and climate-smart oil palm production

Solidardidad, a non-governmental organisation working to transform the agricultural sector, over the weekend, launched of the National Initiatives for Sustainable and Climate-Smart Oil Palm Smallholders (NISCOPS) to support sustainable climate-smart production of the tree crop.

The NISCOPS is a five-year strategic programme aligned with existing national climate policy frameworks such as Ghana’s Nationally Determined Contributions to climate change, environmental and spatial planning legislations.

The phased programme which started last year (2019), has commenced the implementation phase I and would continue to 2023 while implementation phase II will continue from 2024 and beyond.

Read: Government urged to invest in oil palm promotion

Dr Samuel Ogallah, Senior Climate Specialist at Solidaridad and the NISCOPS Technical Director for Africa, said the programme was currently being implemented in only four countries two in Africa (Ghana and Nigeria) and two in Asia (Indonasia and Malaysia).

He said the Netherlands Government has supported the programme with 12.5million Euros out of an estimated budget of 60million Euros in the four countries and that it comes with key performance indicators defined on livelihoods/productivity, mitigation and adaptation, noting that the key performance goals were defined by the beneficiaries themselves.

He said the programme was necessitated by the increasing impact of climate change on oil palm cultivation and that there is the need to consider the implications of the tree crop’s plantation on climate.

Dr Ogallah said Ghana currently has about 360,000 hectares of oil palm under cultivation of which 80 per cent were cultivated by smallholders with average yield of four tons of fresh fruits bunches (FFB) per hectare per annum, adding with the NISCOPS programme, the yields could increase to about 16 tons FFB per/ha/year.

He said 60 per cent of the FFB produced by the smallholder were processed at mills with low technology leading to a low Oxygen Enhancement Ratio of 9 per cent, contributing climate change through the emission of Green House Gas emission.

He said the project is aimed at enabling governments in key producing countries to support and work with farmers towards more sustainable climate-smart palm oil production.

Dr Ogallah said Ghana’s version of the project was being implemented in some 28 districts in the Ashanti, Eastern, Oti, Western, Central, and Ahafo regions carefully selected based on their climate vulnerability and adaptation.

In a speech read on his behalf to launch the programme, Dr Owusu Afriyie Akoto, Minister for Food and Agriculture, said there was a high demand to increase production in a world of ever increasing human population.

He said the Ministry has affirmed Climate Smart Agriculture as an approach for developing the country’s agricultural strategies to secure sustainable food security and build resilient production systems and commodity value chains under climate change.

Read: 30 hectares of Tomato gardens in Bawku West destroyed

He said it was elated that NISCOPS programme aimed at making smallholder oil palm farmers more productive and resilient through implementation of climate smart agriculture, considering that oil palm was an important tree crop in the country, which contributes significantly to the economy.

To make the programme a success, a seven-member National Advisory Committee was inaugurated to advise the programme to achieve its objectives of among others, building capacity of smallholders, organisations, and local institutions to improve performance in the oil palm industry.

The Committee is comprised of representatives from the Oil Palm Development Association of Ghana, Environmental Protection Agency, Oil Palm Research Institute, Forestry Commission, National Development Planning Commission, Ministries of: Foods and Agriculture; Trade and Industry; Local Government and Rural Development; and Lands and Natural Resources.
