  • Im not sitting in Accra to give SHS statistics Akufo-Addo jabs

    President Nana Akufo-Addo has jabbed critics of the Free Senior High School (SHS) policy who are constantly giving apparently erroneous statistics about the progress of implementation of the policy.

    According to him, unlike his critics, he has not been sitting in Accra to give statistics about the state of infrastructural development in schools nationwide.

    He said he has been travelling across the country to understand the state of infrastructure within public schools.

    The President noted that after beginning the Free SHS initiative with some challenges, his administration has aggressively been tackling the issue of infrastructure deficit in schools.

    He revealed that secondary schools across the country have recorded improvement in their infrastructural development.

    Assembly halls, classrooms, laboratories, he said, were being built for schools nationwide.

  • We cant construct all roads in Ghana Akufo-Addo

    President Nana Akufo-Addo has stated that even though his Government has declared 2020 as the year of roads, not all roads in the country will be constructed.

    That, he said, was because the country does not have enough funds to construct all roads nationwide.

    It would be recalled that the Finance Minister while presenting the 2020 Budget Statement in Parliament in November, declared 2020 as the year of roads.

    However, President Akufo-Addo who is addressing journalists at the Jubilee House, says his administration will select some significant roads for construction.

    He said the country will witnessed a significant expansion of the road infrastructure in the course of next year.

    The President bemoaned how road networks across the country were in poor state even though the opposition National Democratic Congress while in power claimed that it had constructed several roads nationwide.

    He said every part of the country he has visited, chiefs and residents have complained about the poor state of their roads, saying the massive road infrastructures the NDC spoke about were only in its Green Book and not on the lands.

  • Boeing: US regulator admits ‘mistake’ over aircraft crashes

    US aviation regulators allowed Boeing’s 737 Max aircraft to continue flying despite knowing there was a risk of further crashes.

    Analysis after the first crash last year predicted there could be up to 15 disasters over the lifetime of the aircraft without design changes.

    Despite this, the Federal Aviation Administration did not ground the Max until a second crash five months later.

    FAA chief Steve Dickson, who started in August, said this was a mistake.

    The FAA risk assessment was revealed during a US congressional hearing on Wednesday. Lawmakers are investigating Boeing following fatal 737 Max crashes in Indonesia in October 2018, and Ethiopia in March. The disasters killed 346 people in total.

    Air safety officials investigating the crashes have identified an automated control system in the 737 Max 8, known as MCAS, as a factor in both accidents.

    Boeing has said the system, which relied on a single sensor, received erroneous data, which led it to override pilot commands and push the aircraft downwards.

    The FAA’s investigation of the October Indonesia crash called for Boeing to redesign its system, warning of a risk of more than a dozen crashes over the 45-year lifetime of the roughly 4,800 737 Max planes in service.

    Regulators also issued an alert to airlines, but the agency did not ground the aircraft until after the 10 March Ethiopia crash, several days after action by other countries.

    “Was a mistake made?” asked Democrat congressman Henry Johnson.

    “Obviously the result was not satisfactory,” said Mr Dickson. In response to later questions, he admitted the agency had made a mistake at some point in the process.

    ‘Grave concerns’

    Boeing is revising the MCAS software, but lawmakers say their investigation has shown that the aircraft manufacturer was aware of flaws in the system.

    Boeing staff have also raised concerns that the company was prioritising speed over safety at the factory that produced Max 737s, contributing to the crashes.

    Ed Pierson, a former senior manager at the factory, told Congress he repeatedly warned Boeing’s leadership of the safety risks caused by what he described as a “factory in chaos”, but it had little effect.

    He also said that, after the crashes, US government regulators have shown little interest in his concerns.

    “I remain gravely concerned that… the flying public will remain at risk unless this unstable production environment is rigorously investigated and closely monitored by regulators on an ongoing basis,” he said in prepared testimony.

    Mr Dickson said the FAA is probing production issues. He also said he is considering further actions against Boeing.

    In a statement, Boeing said Mr Pierson’s own account showed the company took his concerns seriously.

    “Company executives and senior leaders on the 737 programme were made aware of Mr Pierson’s concerns, discussed them in detail, and took appropriate steps to assess them,” it said.

  • Some victims feared dead as masked gunmen rob multiple commuters

    A gang of heavily armed robbers mounted a blockade at Potsin Junction on the Kasoa-Winneba highway and attacked several vehicles on that stretch of road.

    The victims were ordered out of the car and asked to surrender monies and other belongings to the assailants.

    An eyewitness, who spoke to Joy News (and monitored by TheGhanaReport.com) claimed that for more than an hour, policemen deployed to the scene looked on helplessly as their weapons failed.

    Residents fear that some persons may have been killed as they heard the sounds of multiple gunshots during the heist on Wednesday at about 6:30 pm.

    The area, without street lights, is notorious for robbery incidents but the residents were shocked that the attack occurred in the hours of daylight.

    Gomoa Dominase District Police Commander, DSP Paul Ankan, who confirmed the robbery discounted the claims that their weapons failed.

    He, however, indicated that two persons were injured. They have been discharged from hospital after treatment.

    He said information available to the police reveals that six vehicles were robbed in the process. An investigation is commenced and the police are taking statements from some victims.

    DSP Ankan complained about lack of logistics and disclosed that the police has only one vehicle stationed at Okereke Police Station, donated by some individuals.

    They are, therefore, unable to embark on proper patrols in the 29 communities under the Gomoa Dominase District Headquarters.

    The fruitful meeting, held at the instance of the FIFA President, touched on wide range of issues on Ghana football including administration, refereeing, coaching, finance and logistics.

  • Pentecost School Bus conductor crashed to death

    A conductor in a School Bus belonging to Pentecost Preparatory School in Koforidua was crashed to death while attempting to jump on the Bus with registration number 2723 -14.

    The incident occured Thursday around 4 pm in Koforidua.

    The deceased identified as Ofori Atta,55, doubled as a Librarian in the school.

    As a conductor ,the late Ofori Atta was responsible for assisting Schoolchildren onboard the bus to safely alight and cross roads to their respective homes .

    On the fateful day, deceased however, missed his steps while attempting to jump on the moving vehicle to clench onto a metal bar at the passengers gate after assisting a pupil to cross safely at Agartha Market road.

    He reportedly hit the side of the bus with is body frame and crashed onto the tarred road. The Bus run over his legs while on the ground with severe fracture to his head killing him on the spot.

    The ancident attracted scores of people to the scene. His lifeless body was removed by the Police and deposited at the morgue.

    The Bus driver is assisting Police in investigation.

    Some parents claimed their children were traumatised by the inciednt and could not eat at home.

    City also lost at Leicester City four days later as they slipped further behind Liverpool in a title race they would eventually go onto win.

    But with City trailing Liverpool by 14 points, Guardiola has tried to guard against a similar slump this Christmas.

    At the event 12 months ago, players mingled with club employees but some of the first team carried on the evening at the Chinawhite nightclub until the early hours of the morning.

    According to the book ‘Pep’s City – the Making of a Superteam’ – written with Guardiola’s full co-operation – all the players attended training the following day, but the City boss believed the night contributed to their surprise home defeat.

    December and January is a busy period for Guardiola’s side with 11 games in just five weeks and sports science staff are wary of any potential dangers ot a drop in performance.

  • Ghanaian flag makes its debut in outer space

    The national flag has made a surprise appearance in outer space when an American Astronaut, Christina Hammock Koch in a post on Twitter reminisced about her experience and time spent in Ghana some 20 years ago.

    According to her post via Twitter on Wednesday, December 12, Koch said; “20 years ago, I was studying abroad at the @UnivofGh. Like spaceflight, it was a positive, life-changing, perspective-deepening experience. Seeing the beauty of Ghana from space reminds me of the amazing people I met there and how in exploring the world, we learn about ourselves.”

    The post on Twitter currently has over 1,000 retweets and numerous responses.

    Christina Hammock Koch was selected as an astronaut by NASA in 2013 after she completed her astronaut candidate training in July 2015.

    She then graduated from North Carolina State University with a Bachelor of Science in Electrical Engineering and Physics and a Master of Science in Electrical Engineering.

    In June 2013, Koch was selected as one of eight members of the 21st NASA astronaut class. Her Astronaut Candidate Training included scientific and technical briefings, intensive instruction in International Space Station systems, spacewalks, robotics, physiological training, T-38 flight training, and water and wilderness survival training.

    She was then assigned to her first space flight, a long-duration mission on the International Space Station, in 2018.

  • Eastern Regional Health Services Workers Union threatens strike action

    The Eastern Regional branch of the Health Services Workers Union (HSWU) of the Trade Union Congress (TUC) has passed a resolution in support of nationwide strike action.

    They say their outstanding grievances are yet to be resolved by the Ghana Health Service.

    At an emergency meeting held in Koforidua, the members of the union dressed with red bands on their hands and head massively declared their support in favour of a strike action.

    In a resolution adopted at the meeting and read by Mohammed Abeo, the Regional Industrial Relations Officer of the Union, the union said their employers have failed to abide by the collective agreement of the union signed in 2016.

    He said their employers have refused to pay the market premium introduced for them during the implementation of the single spine pay policy.

    Mr Abeo said during the transition of some of their members onto the single spine salary structure, some of the members suffered distortions in their salaries which has not been corrected despite the many efforts made by the union.

    He said in 2017, some junior staff were promoted but were paid without market premium making them worse off and upon intervention by the union, the Ministry of Finance issued a letter for the market premium of the affected members to be paid with effect from March 2019 but this has not been done.

    The union claimed that many of its members suffered wrong placement and are suffering the loss of salaries.

    The union observed that due to the challenges mentioned above and discrimination in the service, the unity that had characterized the work at health institutions has broken down.

    The union demanded the correction of all the distortions in the placement of members of the union and the payment of salary arrears due the members of the union.

  • 2019 Presidential Cup: Hearts – Kotoko replay postponed

    Ghana League Clubs Associations (GHALCA) have confirmed that the rescheduled game between Hearts of Oak and Asante Kotoko in the Presidential Cup has been moved to the Baba Yara Sports Stadium in Kumasi.

    The game was initially scheduled to come off at the Accra Sports Stadium on Sunday, December 15, 2019.

    As part of efforts to transform the signwriting industry to become a viable sector in Ghana and West Africa, Seloart, a Ghanaian-owned sign making company has opened a state-of-the-art sign making factory at Pokuase in Accra.

    The company, which is a key player in the signwriting industry, has also inaugurated its Corporate Head Office at Pokuase to boost its engagements with clients.

    The sign factory houses five different technologies namely the CNC, Laser cut and engraving, letter forming, Chanel Bending and Large format digital printing systems capable of processing over 30 different applications. Both facilities, situated in the same compound, were officially inaugurated today.

    Rationale

    Speaking at the ceremony, the Chief Executive Officer and Founder of Seloart, Mr Selorm Betepe described the edifice as a big deal to the growth of the Seloart Group.

    He explained that, the facility was to enable the company to advance its operations in line with its vision of becoming the preferred sign company in Ghana and beyond.

    “In 2009, we decided to take our production to another level and that required us to build a state of the art sign centre fitted with the relevant technology to enable us to meet demand as well as achieve our goal of becoming the signage manufacturing company of choice.

    Ten years down the line, this is where we are today; from road signwriters to sign makers,” he said.

    Mr Betepe added that “our decision to do this is to increase the fortunes of The Seloart Group. We are in business to make profit and also as part of our safety regulations, provide a conducive working environment for our team.”

    Game Changer

    Touting the efficiency of its newly installed equipment, Mr Betepe revealed that the company could now assemble not less than 20 signs at ago. He described it a milestone and a major improvement, as his company could in the past, assemble one sign at a time.

    Mr Betepe gave the assurance that the opening of the facility will not affect operations in any of its branches in other locations.

    “I wish to assure our clients that our Achimota and Kwabenya branches are still opened. You can still order your prints and signs at any of our branches,” he assured.

    He stressed that the company would not relent in its commitment to transform the signwriting industry, revealing that “plans are far advanced to add additional 600 Sqm state of the art steel fabrication plant nearby and we hope to see that facility also operational by end of year 2021.”

    In that regard, he urged players in the industry to embrace technology and improve on their skills to enable them to sustain their relevance in the industry as well as create opportunities for others.

  • Over 100 passengers robbed by armed men at Potsin Junction

    Over 100 commuters including market women have been robbed by armed men on the Accra-Cape-Coast highway.

    The unfortunate incident occurred around 6:30 pm on Wednesday at a place called Tonisco, immediately after Potsin Junction.

    In an interview with Adom News, some of the victims said, they were coming from Agona-Swedru to Accra and after going through Potsin Junction, they were accosted by about 18 young men.

    They [passengers] were asked to hand over all their belongings, especially money and then ordered to lay on the ground while they stopped and attacked other travellers.

    According to the passengers, none of the robbers sounded Ghanaian. They suspect they are all Nigerians.

    Gomoa Dominsase District Police Commander, DSP Paul Ankan who confirmed the incident also confirmed the unfortunate incident to Adom News said the injured have been sent to the hospital for medical attention.

    He said police patrols will be increased on the highway to avert similar occurrences in the future.

  • Akufo-Addo must save our internet data now – NDC

    The National Democratic Congress (NDC) is blaming the government for contributing to the hikes in the cost of internet data in Ghana.

    The NDC in a press conference today December 12, 2019, which was addressed by Member of Parliament for Ningo Prampram Sam George said prior to the 50% increase in the CST tax consumers were not complaining but as soon as government introduced the 50% this made telecommunication companies also adjust their charges and that led to the upfront deduction.

    He said once the government directed the telcos to stop the upfront deduction, data runs faster without the knowledge of the consumer because telcos have also increased their charges and the deduction is done at the blind side of the consumer.

    This he says the blame should be laid at the doorstep of the government and not the telcos.

    “The future of the communication space looks bleak under the NPP, we are calling on President Akufo-Addo to immediately withdraw the 50% increase in CST, the trade of non-expiry of data and tariff increases has disadvantaged the Ghanaian more. President Akufo-Addo must save our data now, he must stop raiding our pocket for private gains, his own people said ‘One bad term deserves an exit’ so we can’t give him another four years”

    The Communication Service Tax which was introduced in 2008 was pegged at a rate of 6 percent payable by consumers of certain electronic communication services — but the Minister of Finance, Ken Ofori-Atta in his mid-year budget announced a 50 percent increment in the CST rate.

    There has been a recent increased in data charges by the telecommunication companies ever since they were directed by the government to stop the upfront deduction.

    This development has not gone down well with most of the customers. This forced some Ghanaians to launch the #SaveOurData campaign on social media.

    Some Ghanaians have even promised to hit the streets to protest the increased data charges by the Telecommunication companies if something is not done about the issue.

  • Cameroon conflict: ‘I go to a secret school’

    When his family recently fled a separatist rebellion in the country’s English-speaking regions, they thought they had found a place where he could go to school in safety.

    But that has turned out not to be the case as the school he attends in Douala, the biggest city in Cameroon, is at risk of closure because it is deemed illegal by the authorities.

    Such illegal schools are mushrooming in Douala, where the majority of people are French-speaking.

    ‘Raining bullets’

    Most schools in the Anglophone regions of North-West, including its capital Bamenda, and South-West have been shut down over the last three years, leaving more than 600,000 children out of school.

    “I left Bamenda because there was a war. They were killing people and they were shooting guns,” Mackjourney told the BBC.

    Those schools that did remain open were at risk of attack from separatist fighters.

    “We would sit in class and bullets would be raining on the roof. It was scary,” he said.

    Some enterprising people in Douala have stepped in to provide them with an education – at a price.

    Mackjourney walks 2km (a little more than a mile) every morning through a narrow, winding pathway in a marshy area to his school, a wood structure with no windows.

    From inside their classroom they can see the tall grass on all sides.

    The location has been chosen so that it is hard for the authorities to find.

    This is the second private school he has attended in Douala – the first was shut down by the government as it had not been approved.

    The authorities say schools must have a playground, a library, and classrooms to be officially registered.

    More than 250 schools closed

    But the proprietors of these schools are willing to flout the regulations as there is money to be made from parents desperate to give their children an education.

    With annual fees as much as $200 (£150), almost four times the monthly national minimum wage, they can cash in on the chaos created by the conflict.

    “Just to pay the registration fee was not really easy for us,” said Mackjourney’s mother.

    Like other parents, she says the options for those who have fled the conflict are limited as it is increasingly difficult to get a place in an approved school.

    So far the authorities have shut down more than 260 schools since the start of the school year in September and critics say they are not offering alternatives.

    An official from the education department in Douala’s Wouri suburb, Sylvestre Fils Moukalla, said the government had taken steps to accommodate the fleeing students.

    “The Minister of Secondary Education gave Parent Teacher Associations (PTAs) the express authorisation to build more classrooms in various schools.

    “These PTAs mobilised enormous resources to build new classrooms and as a result the problem of the influx has been resolved. In Wouri for instance, all the children have found a classroom,” he said.

    But the reality is that many of the available classrooms are already overcrowded.

    Home schooling

    Some parents too like the fact that the private schools teach their pupils in English – not French.

    This is the root cause of the conflict in the Anglophone regions, which are home to about 20% of Cameroon’s nearly 25 million people.

    The problems began in 2016 following the government’s decision to increase the use of French in schools and courts in the mainly English-speaking regions.

    A key component of the separatist struggle has been a school boycott, enforced through the kidnapping of students and teachers who flout the order.

    In February, 176 people, mostly students, were kidnapped before being released two days later.

    Some of those who have fled to Francophone areas, including Claude Ngwa, are turning to home schooling.

    “I decided to get a private teacher to see how we can manage to educate these children at home,” said Mr Ngwa, a bricklayer and father of seven.

    He believes it is cheaper to pay one teacher than pay individual school fees for his children.

    “It’s too difficult for us. We are suffering. I am really ashamed that these children should stay in the house.”

    Anyambod Emmanuel Anya, founder of the Protestant University of Central Africa based in Cameroon’s capital, Yaoundé, warns of a bleak future if no solution is found fast.

    “The future of the children has been mortgaged to poverty, mortgaged to illiteracy and mortgaged to long-term suffering,” he told the BBC.

    “That is the price we are paying as a result of this conflict,” he said.

  • Measles vaccination team in Cameroon attacked, motives questioned

    Members of measles vaccination teams in southern Cameroon have been attacked and beaten by locals who say the serums triggered side effects that sent 12 children to local hospitals.

    Many rural Cameroonians distrust vaccination campaigns, which have been organized as part of a national initiative to stop a measles outbreak that has afflicted a number of children.

    Thirty-four-year-old Samuel Amougou, a vaccination team member in Cameroon’s southern commercial town of Ebolowa, is still recovering from wounds he sustained from angry parents who oppose the vaccination campaign. He says Roman Catholic clergy transported him and five other vaccination team members to Ebolowa regional hospital after angry parents harassed them last Friday in front of a local government school.

    “They [the parents] did not want to hear any explanations. They did not allow me to speak. I just got blows [to] my face and all over my body, severe beatings on my face and all over my body,” Amougou said.

    At the same hospital, Etala Suza, a 35-year-old trader and father of two, says his son also suffered side effects of the vaccine and has been hospitalized for several days.

    Suza said after his son came home from school feeling tired, running a fever and vomiting, he, Suza, was told about the vaccination campaign for children in all schools. Suza said he was told by the child’s driver that the youngster threw up several times in the car.

    Cameroon organized the national vaccination campaign last week to contain the current measles outbreak it said had infected more than 3,000 people, especially children. The health ministry reported that the most affected area was in the central African state’s northern border with Nigeria and Chad, where 17 children had died this month.

    The government said but for the south region where the towns of Ebolowa and Sangmelima are located, the vaccination campaign went well in the country’s nine other administrative regions.

    Nurse Christelle Manedji of the Ebolowa regional hospital said medical staff attended to 12 children who suffered side effects of the vaccine. She said none of them died, as some people had claimed on social media.

    Manedji said the first case they received was that of a 2-year-old whose diarrhea and vomiting led to severe fatigue; the second was that of a 3-year-old who had a convulsion and fever a day after she received a dose of the measles and rubella vaccine. She says they had been told to be ready to handle such cases during the vaccination campaign because there are normal reactions for some vaccinated babies.

    Many parents in Cameroon’s south region do not trust vaccinations. They say traditional healers carry out traditional treatments that protect children. Many prefer African traditional medical practitioners, who are more accessible and available than hospitals, which often are very far from home, understaffed and lack medication. Others say Western countries create vaccines to stop children from being able to have babies when they are of child-bearing age. Some say the vaccinations are trial drugs that may paralyze their babies. Others claim their religious practices prohibit them from having children vaccinated.

    Dr. Jeudi Debnet, the highest government officer supervising the vaccination campaign in Cameroon’s south region, says such allegations are unfounded. He said officials have given instructions for all affected children to be taken to the nearest health centers.

    All the children who go to the hospital [are admitted] with some effects of the vaccines should be taken care free of charge. We use vaccines that are going to expire in 2021. There are the vaccines that we are already using in routine immunization programs, so we just took the same vaccines to use during the campaign,” Debnet said.

    Cameroon’s health ministry reports that progress has been made in persuading parents to have their children vaccinated. Vaccination coverage in towns is estimated at 80 percent, but in some villages in the country’s hinterlands, barely have three out of every 10 children are vaccinated.

    The last vaccination campaign, between Dec. 4 and Dec. 8, targeted 3.3 million children between the ages of nine months and five years of age. The government says it is still considering launching a catch-up exercise for measles. The disease is caused by a virus that is spread through the air by breathing, coughing, or sneezing.

    Measles is said to be highly contagious and can remain in the air, ready to infect, for up to two hours.

  • No Ghanaian club can win a trophy in Africa now – George Amoako

    Asante Kotoko CEO George Amoako has stated that clubs in the country are not yet ready to battle with their peers in Africa for the CAF inter-club competitions titles.

    According to him, the difference in gap between Ghanaian clubs and their peers in Africa is wide and they need to put in the extra effort to close the margin.

    In an interview with Asempa FM, the Executive Council member noted that bridging the gap is a possibility.

    George Amoako further touched on the appointment of Maxwell Konadu as the head coach for Asante Kotoko, who has signed a 2-year renewal contract with the Kumasi-based team and yesterday was unveiled at a ceremony at the club’s Adako Jachie training centre.

  • Closed fishing season to be extended — Fisheries Ministry

    The duration for the closed fishing season will be extended from one to two months, the Minister of Fisheries and Aquaculture, Mrs Elizabeth Afoley Quaye, has stated.

    The closed season, which prohibits fishers from going to sea, was observed between May and September this year, with majority of artisanal fishers observing it between May and June.

    It aims to encourage the rejuvenation of marine fish stocks to improve the recent dwindling fish stock.

    Mrs Quaye said fishers had so far embraced the closed season concept and called for its extension.

    Addressing the 35th National Farmers Day celebration in Ho last Friday, the minister stated that: “It is worth noting that the fishermen have collectively supported this idea of the closed season and believe that next year the closed season should be held for two months”.

    The recovery of the fish stocks, she noted, was essential to ensuring fishing was sustained and the livelihood of fishers and fishing communities improved.

    Mrs Quaye noted that the country needed robust and modernised fisheries to help create a strong and resilient economy and said: “The ministry will continue to count on the co-operation of industry players in the implementation of the subsequent closed season”.

    Fisher awardees

    Mr Joseph Hemans Asmah emerged the National Best Fisher, while Nana Kwamina Bedu was honoured as the National Best Marine Fisher. Both men are from the Komenda-Edina-Eguafo-Abirem municipality in the Central Region.

    The Best National Inland Fisher was Mr Richard D. Fran-ang from Nadowli-Kaleo in the Upper West Region; the National Best Aqua-culturist was Mr John Coffie from Upper Denkyira West in the Central Region; and the National Best Fish Processor, Ms Eva Atitsogbe from South Dayi, Volta Region. Also the 16 regional best fishers were honoured.

    As part of the pilot phase of the Aquaculture for Food and Jobs programme, she disclosed that 321 youths under the Youth in Aquaculture module have been trained in modern methods of aquaculture.

    She said the three-year programme, estimated to cost GH¢1.9 million, would be fully rolled out next year.

    Inmates of the James Camp Prisons, as part of the programme, have been trained and supported with aquaculture inputs such as fish feed and fingerlings to enter into aquaculture.

    She mentioned that key policies, programmes and activities of the Ministry of Fisheries and Aquaculture Development had over the years focused on the growth of small-scale fishing and aquaculture.

  • CL: Perfect Bayern power past Tottenham

    Bayern Munich ended the Champions League group stages with a perfect record after a convincing 3-1 victory over Tottenham at the Allianz Arena.

    With Bayern and Spurs already assured of a spot in the last 16, the final assignment in Group B was reduced to a dead rubber, but Bayern were in no mood to take their foot off the gas against the side they scored seven past in October.

    Kingsley Coman slotted Bayern in front on 12 minutes, and although they were pegged back within four minutes by Ryan Sessegnon’s first Spurs goal, efforts from Thomas Muller and Philippe Coutinho saw the five-time European champions outmuscle a timid Tottenham side.

    The victory sees Bayern become the seventh side to win all of their group games in the competition, with attention now turning to Monday’s Champions League draw, where group winners Bayern and runners-up Spurs await their fate in the knockout stage.

    With their passage to the knockout stage already secure, both sides made a combined 11 changes ahead of their final group-stage outing.

    Bayern were the dominant force in front of their own fans, patiently examining the Spurs defence before coming alive in attack on 12 minutes.

    Benjamin Pavard’s back-post volley was saved on the line by Paulo Gazzaniga, who showed quick reflexes to get back to his feet to prevent Thiago Alcantara from converting the rebound.

    But there was nothing the Spurs goalkeeper could do two minutes later when Serge Gnabry’s cross deflected into Coman’s path, and the Frenchman slotted Bayern into the lead.

    But Spurs were behind for just four minutes, an intricate move ended with the ball rolling into the path of 19-year-old Sessegnon, who capped his first start for Spurs and in the Champions League by rifling home at the near post.

    Bayern lost goalscorer Coman to a nasty-looking knee injury on 25 minutes, and shortly afterwards, Thiago missed a glorious chance to restore their lead when he somehow fired wide after Gnabry’s shot rebounded off the post and into his lap.

    But Coman’s replacement, Muller, lifted the mood with a poacher’s goal, poking his 198th goal for the club home after Alphonso Davies’s shot bounced off the frame of the Spurs goal.

    Gazzaniga denied Coutinho a stunning quick-fire second, tipping the Brazilian’s long-range effort onto the crossbar on the stroke of half-time.

    Gabriel Jesus scored his second Champions League hat-trick as Manchester City ended their Group C campaign with a 4-1 win over Dinamo Zagreb.

    Zagreb looked visually demoralised by the task facing them and City sensed their vulnerability. Foden again dictated an attack down the left and Benjamin Mendy whipped in a fantastic cross that was swept home by the red-hot Jesus, whose last 13 goals for City have all come away from home.

    The remainder of the contest played out like an exhibition game and Foden got the goal his second-half performance merited when turning home Bernardo Silva’s low cross.

  • Robertson: No one wants to play Liverpool

    Defender Andrew Robertson believes Liverpool’s reputation in the Champions League is so fearsome that no one will want to face them in the knockout stages.

    Jurgen Klopp’s side have reached a European final in three of the four seasons he has been at the club, starting with the Europa League in 2016 and then back-to-back appearances in the elite competition culminating with a sixth European Cup in June.

    Having booked a last-16 spot as group winners after a 2-0 win over RB Salzburg in Austria, the club head into the new year eyeing a third successive Champions League final.

    Robertson believes none of their opponents will want to be pitted against them in Monday’s draw in Nyon.

    “We respect every opponent we play but we know the way we have done things in the last two years and nobody wants to play against us and that is clear – but it is up to us to keep proving that,” said the Scotland captain.

    “We will wait for the draw and see who we get in the last 16. We know it will be tough regardless but we look forward to the challenge as we want to go far in this tournament again.”

    Liverpool have made a habit of making life tough on themselves in the group stage, having taken qualification to the final game for the last three years, but coming alive in the knockout phase.

    “That is the atmosphere we have created in the last two years, a team which has been to the final twice and has obviously lost one and won one and we are respected in this tournament,” Robertson added.

    “Maybe the first season when we went to the final, I don’t think we were really respected until maybe after the quarter-final when we went to Porto and washed them away (winning 5-0 in Portugal).

    “We did not get the respect we deserved. Now, we know we are respected in Europe. No one will want us but everyone who gets into the last 16 will fancy themselves.

  • Prof. Oquaye advocates for affirmative action law to address gender inequality

    Speaker of Parliament Professor Aaron Mike Oquaye has called for a National Affirmative Action law to correct the gender disparity in our society.

    According to him, although Article 17 (1) and (2) of the 1992 constitution provides for equal rights among all, the reality is different.

    “The UN charter indicates that all persons must be treated equally yet what do we see today even in the face of modern development? There is no equality,”he said.

    Speaking to Citi News at a public lecture series at the University of Education, Winneba to commemorate the International Human Rights Day on Tuesday, Professor Mike Oquaye indicated that Ghana is at the bottom of the global order when it comes to gender equality.

    “In countries like Tanzania, Burundi, Malawi, Uganda, Sudan, Kenya, Namibia, Mauritius and Rwanda, women have been given a place of pride in the legislature and in local governance and we have to do same since Ghana is beaten to the very bottom of the global order,” he noted.

    The Speaker of Parliament called for reinforcement of the role of women in Ghana, adding that no woman must be left behind in the exercise.

    He indicated that “we need a National Affirmative Action law to correct the gender disparity in our political, economic and social endeavours.”

    According to him, Ghana is a signatory to many UN charters hence the need to fight for equal right for all.

    “Dozens of human right treaties abound and if you turn to Chapter 5 of the Constitution, the right to life, dignity and property are well provided for but this declaration is manifestly not enough,” he added.

    Professor Mike Oquaye also questioned the imposition of certain foreign practices on Africans by way of gay rights, adding that such practices must be eschewed.

  • Man gets 10-year jail term for sodomizing 13-year-old

    A 21-year old tricycle rider and resident of Adagya in the Bosomtwe District of the Ashanti region has been sentenced to 10 years in prison for having unnatural carnage of a Class 6 pupil.

    The Bekwai Circuit Court heard 13-year old boy was lured and served with an energy drink by the convict and became weak before he engaged in anal sex with him.

    Yeni Katu, also known as Tani who had succeeded in luring his victim on December 7, 2019, at about 12 noon also warned him not to tell anyone or risk losing his life.

    Some neighbours who saw the victim behave abnormally sent him to his parents. The 13-year old boy who had then urinated and eased on himself reported his ordeal to his parents who also lodged a complaint with the police.

    Prosecutor, Detective Chief Inspector Stephen Ofori told the court an examination by Dr. Frederick Larbi of the Kumasi South Hospital confirmed the act.

    The convict, upon his arrest, admitted the offence in his investigation cautioned statement. He was subsequently charged with the offence.

    The court, presided by His Lordship Frederick Nawurah sentenced the accused to 10-year imprisonment after the accused pleaded guilty on Wednesday.

  • Everton: David Moyes still under consideration to replace Marco Silva

    Everton are continuing to weigh up their options as they seek a successor to Marco Silva – with former manager David Moyes still figuring heavily in discussions.

    Shanghai SIPG coach Vitor Pereira withdrew his interest on Tuesday in favour of staying in China.

    The Portuguese was under consideration but Everton had made no firm decision on whether to appoint him.

    Owner Farhad Moshiri must now look at other options – including Moyes.

    President Akufo-Addo has charged two newly sworn-in members of the Council of State who have been appointed to replace the two members who have passed away, the late Nana Kofi Obiri Egyir II and the late Alhaji Sahanun Moqtar, to ensure that they make contributions to the work of the constitutional bodies that will help enrich his presidency.

    Addressing the new members – Alhaji Abdul Abubakar Rahman (Alhaji Short) and Major General Rtd. Richardson Baiden – after administrating the Oaths of Office and Secrecy to them, he noted that “no matter how smart or well endowed, every Chief or Leader has a group of elders to advise him or her”.

    Formation of the Council of State

    Articles eighty-nine (89) to ninety-two (92) of the 1992 Constitution of the Republic of Ghana are dedicated to the Council of State. Among others, the constitution states that: 89 (1) “there shall be a Council of State to counsel the President in the performance of his functions.

    (b) the President of the National House of Chiefs; (c) one representative from each region of Ghana elected, in accordance with regulations made by the Electoral Commission under article 51 of this Constitution, by an electoral college comprising two representatives from each of the districts in the region nominated by the District Assemblies in the region; and (d) eleven other members appointed by the President”.

    89(3) states that the Council of State shall elect a chairman from among its members”. and 89(4) “A member of the Council of State shall, at the first meeting of the Council which he attends, take and subscribe the oath of secrecy and the oath of a member of the Council of State set out in the Second Schedule to this Constitution.

  • Floods and power cuts hit South Africa

    Heavy rains have battered parts of South Africa, submerging whole neighbourhoods and flooding coal mines and power stations in a nation already hit by electricity blackouts.

    At least 700 homes have been washed away near the capital, Pretoria, public broadcaster SABC reported.

  • Nine-year-old Belgian prodigy drops out of university

    A nine-year-old Belgian boy who was due to graduate in electrical engineering has dropped out of his Dutch university due to a dispute over the end date of his degree, his father said Tuesday.

    Young prodigy Laurent Simons hit the headlines worldwide when it emerged he was on course to receive his degree from the Eindhoven University of Technology in December and become one of the world’s youngest graduates.

    But his father Alexander told AFP he had now quit because the university wanted to delay his degree until next year, while insisting his son now had new plans.

    “Today he already got two offers” from foreign universities, Alexander Simons said. “We have good times ahead of us.”

    The university said in a statement that it had suggested a timetable that would have allowed him to finish in mid-2020, which would have been “in any case a very fast timetable.”

    “His parents decided not to accept this plan and to end his studies here. We regret that,” it said.

    “His father repeatedly said he wanted his son to get his degree at the age of nine”, which would have meant Laurent had to complete a three-year course in the space of just 10 months, the university said.

    “Laurent is an unprecedently talented boy whose way of working is exceptional. Nevertheless, the university did not believe that this end date was feasible given the number of exams Laurent had to pass before his 10th birthday on December 26.”

    Born to a Belgian father and Dutch mother, Laurent was for the early part of his life raised by his grandparents in the Belgian coastal resort of Ostend.

    Starting school at four, he completed primary in a year and a half. It has taken him just five years to go through primary and secondary school and university.

    Laurent told AFP in November that he eventually wanted “make artificial organs to prolong life” — while adding that his hobbies also included TV and his pet dog.

    Chelsea narrowly defeated Lille 2-1 at the Stamford Bridge courtesy first half goals from Abraham and Azpilicueta. Ajax needed to draw or win against Valencia to qualify to the knockout round but a goal from Rodrigo was enough to sink the Amsterdammers.

    Inter Milan also lost to a weakened Barcelona side at the San Siro after Ansu Fati scored a late winner to give the La Liga leaders a 2-1 win.

    Chelsea vs Lille

    Chelsea survived a late scare to move into the Champions League knockout stages with victory over Lille at Stamford Bridge.

    Frank Lampard’s side were in complete control for the most part and set up the victory they required with first-half goals from Tammy Abraham and Cesar Azpilicueta.

  • EPA to license LPG Station Attendants

    Liquefied Petroleum Gas (LPG) Pump Attendants will soon be licensed by the Environmental Protection Agency (EPA) as part of the broader procedures to inject professionalism into the sector to reduce accidents concomitant with gas usage.

    The EPA has, therefore, rolled-out initial processes towards the licensing regime which requires that every LPG Attendants must go through “Environmental Safety and Best Practices Training (ESBPT),” under the tutelage of the agency.

    The ESBPT syllabus has been divided into phases for the next one year which involves theoretical classroom and practical field training leading to the award of the initial certificate of participation, after which the attendants would be monitored for adherence to best practices.

    The Attendants would again go through another theoretical classroom and practical field training at the end of which he or she would be licensed to operate as a Certified Professional LPG Pump Attendants.

    Mr John Alexis Pwamang, EPA Acting Executive Director explained that enrolling into the first phase, which is classified as the Transitional Period is voluntary, but after the period it would become mandatory for every attendant to acquire the Certified Professional LPG Pump Attendant license before employment.

    He, therefore, appealed to LPG Owners and Dealers as well as Pump Attendants to enroll in the on-going EPA Environmental Safety and Best Practices Training, which seeks to raise awareness about the hazards of LPG and the preventive mechanism available.

    Mr Pwamang noted that the training also targeted Owners, Dealers, and Station Supervisors to ensure that “we adhere to international best practices in our operations in the country”.

    He said EPA was collaborating with other technical partners such as the Ghana National Fire Service, Ghana LPG Operators Association (GLiPGOA), Department of Factories Inspectorate, National Petroleum Authority among others.

    Mr Pwamang explained that the certification emanated from the background that the series of gas explosions and gas-related fire outbreaks in the country, which had resulted in the loss of lives and property was attributed to lack of understanding and failure to observe simple safety protocols.

    He said investigations into these incidents and accidents revealed a number of causes, the most critical and common one being that most of the workers along the supply chain do not have the requisite knowledge and skills required to work.

    “It is as a result of these revelations that the regulatory institutions decided to organsise a training programme to Train and Certify all the operators to ensure that LPG risk is reduced to the minimal level in the country,” The EPA Executive Director stated.

    The EPA Acting Executive Director, therefore, called on the LPG Marketing Companies and other stakeholders to enroll their attendants to participate in the training; “Dealers and Owners must also participate in the training as it will help you protect your investment through the best-administered practices”.

    The current series are targeted at the pump attendants across the country. It will, therefore, be organised in all the 16 regions.

    Togbe Adaku V, President of GLiPGOA commended the EPA for the effort to support and introduce professionalism in the operations of LPG sector; “We consider this as efforts to help us investors, owners, dealers and attendants to protect our lives, customers, investors, and others who patronise our products”.

    He, therefore, appealed to LPG Operators to take advantage of the transitional period to train their attendants, “Get knowledge and understanding for dealing with LPG for knowledge is power, EPA is offering us the power to operate in a safe environment”.

    Mr Andrew Owusu Baafi, LPG Safety Expert who was a resource person at the training explained that like all forms of energy, LP gas was potentially hazardous if mishandled or misused.

    He, therefore, advised owners and dealers to take advantage of the expertise within the LP gas industry to ensure an informed and uniform approach to good safety practice.

    Mr Baafi noted that controlling risks guarantee the health and safety of people and safeguards property and environment, “the danger is always present. Only the risk is reduced by behaviour.

    “LPG is potentially hazardous from production until it has been used. So every uncontrolled release is a hazardous activity and should receive urgent attention. Thus, even the smallest gas leak can be detected and should receive appropriate and immediate attention”.

    He said the hazards associated with LPG could occur during transportation, delivery or consumption of the gas and to manage the hazard attendants needed to understand everything.

    The National Labour Commission has declared the strike by the three Teacher Unions as illegal and has ordered them to return to the classroom.

    Several pupils and students in public primaries and senior high schools have been without teachers since Monday when members of the National Association of Graduate Teachers(NAGRAT), Ghana National Association of Teachers(GNAT) and the Coalition of Concerned Teachers(CCT) laid down their tools.

    The industrial action is to pile pressure on government to pay legacy arrears accrued between 2012 and 2016.

    Speaking to Starr News, the Executive Secretary of the Labour Commission, Ofosu Asamoah said the teachers risk losing their salaries if they remain on strike.

    “The NLC finds the conduct of the three teacher unions not in conformity with the law because procedurally they did not comply with what the law provides in the declaration of a strike and therefore it is illegal. They have been directed by the Commission to go back to call off the strike and go back to the classroom while the GES works to pay whoever the arrears is due.”

    He said if the teachers fail to comply with the directive “the law will take its course. Illegal strikes are not paid for by the government, so illegal striking workers will not be paid.”

  • Fire outbreak has not stopped tax collection GRA

    The Ghana Revenue Authority (GRA) has warned taxpayers nationwide not to think that the recent fire incident at its Kwame Nkrumah Circle Office in Accra, has shifted its focus from collecting taxes.

    Commissioner General of GRA, Ammishaddai Owusu-Amoah, served the warning at a press conference on Tuesday, December 10, 2019, in Accra.

    He said emphatically that “we are therefore cautioning taxpayers that the fire outbreak has not shifted our focus from our goal of maximizing revenue at this crucial time.

    The fire outbreak occurred on Sunday morning, December 1.

    The Commissioner-General reiterated that the second floor of the building was completely ravaged by the fire leading to some losses.

    According to him, GRA is still awaiting the report from the Ghana National Fire Service to determine the next line of action with regard to that building.

    “I will however reiterate that the GRA has a backup system, so there will not be any loss of data, no loss of money,” he said.

    He however bemoaned that “it is unfortunate that the Authority has suffered this setback at a time when we are at a critical period in our revenue mobilization drive.”

    He noted that “the Authority is however still focused and is still poised to working hard to attain the needed revenue for national development.”

    Measures

    He stated that some arrangements have been made since the incidence.

    According to him, Large Taxpayers who interact with business at the LTO can transact business at Kinbu Sub LTO, at the Head Office, Ministries; Kaneshie MTO, Dadeben Road, Katenit, Building Kaneshie Industrial area; Osu MTO, Mission Street, Papaye Down, Legon MTO, Tema MTO.

    He noted that the Authority has also put in place measures to help the affected staff in dealing with the loss suffered by offering them counseling and psychological support.

    The Commissioner-General explained that other measures being deployed by the Authority to take in more revenue are an intensification of prosecution of defaulting taxpayers and also the publication of defaulting taxpayers in the national dailies.

    “We are calling on the affected taxpayers to come forward to settle their tax debts and failure to do that will lead to prosecution actions being initiated against them,” he said.

    Redeployment

    He revealed that “to ensure the smooth running of our operations, staff from the affected offices have been redeployed to other GRA offices to enable them work effectively and also make it convenient for our taxpayers of the Large Tax Office.”

    Improvement In Tax Revenue

    “The Authority has in the past couple of years fallen short of its revenue target,” he recounted.

    However, he said, tax revenue in 2019 has grown by 12.8? over 2018 collection.

  • Major Boakye Gyan discloses why Rawlings unnecessarily ‘attacks Mahama

    Major (Rtd.) Osahene Boakye Gyan has revealed why former Military leader and founder of the National Democratic Congress (NDC), President Jerry John Rawlings, used to criticise the late John Evans Atta-Mills and Ex-President John Dramani Mahama ‘without any justifiable reason’.

    He told Neat FM’s Adakabre Frimpong Manso that he [Boakye Gyan] had advised the former President [Mahama] not to pay attention to Mr Rawlings and his ‘insults’.

    He said Rawlings is very envious of John Mahama and that the latter’s record is comparable to that of Osagyefo Dr. Kwame Nkrumah.

    “His [Mahama’s] father was a minister in Kwame Nkrumah’s government…Mahama learnt his politics from a dining hall table when he [Rawlings] was playing ‘gutter to gutter’ football at Adabraka,” Boakye Gyan stated.

    “He has this complex about anybody who is good around him,” Osahene Gyan added.

    Major Boakye Gyan stated that Rawlings’s hero has always been Major General Emmanuel Kwasi Kotoka and before he [Kotoka] overthrew Kwame Nkrumah, Rawlings knew about it.

    “What has John Dramani Mahama done to him [Rawlings] that he is always on him?” he quizzed.

    Major Boakye Gyan expressed his disappointment in the ruling New Patriotic Party (NPP), who now see Rawlings as their ‘hero’.

    “We know Rawlings for a long time but I am sorry for the NPP who have drawn closer to him as their ‘hero’…Since 1979 – 40-years ago – I have not heeded to whatever that he says…we have never met!” he stressed.

    The foreign ministers of Egypt, Ethiopia and Sudan plan to meet in Washington on Jan. 13 to try to finalize an agreement to resolve their dispute over a massive dam project on the Nile River in Ethiopia, according to a joint statement issued by the U.S. Treasury Department on Monday.

  • Minister demands toilet facilities at Kejetia Market cells

    The Minister of Sanitation and Water Resources, Mrs Cecilia Abena Dapaah, has instructed that a toilet facility be constructed within the police cells of the new Kejetia market.

    She said the current design, which required inmates to be led by police officers to a designated toilet facility, was not safe and could pose sanitation challenges for inmates and security officers in the long run.

    The minister, who is on a three-day working visit to Kumasi, has consequently suggested to the General Manager of the market, Mr Olympio Agbodza, to allow portions of the cells/holding areas to be converted into a toilet facility for inmates to avoid possible jailbreak.

    In the metropolis, the minister was scheduled to tour facilities of the Ghana Water Company, inspect individual homes and encourage the construction of toilets in every home.

    Beautification

    Mrs Dapaah has also suggested the creation of a garden within the market area where both customers and traders could sit and relax for recreation.

    Much as she reckoned not to have training in construction or engineering, the minister said incorporating her suggestions into facility design would help.

    Toilet project

    While visiting homes to inspect toilet facilities, the minister announced that the government was building 2,000 of such facilities across four metropolitan assemblies at GH¢10,000.

    The beneficiary metropolitan assemblies are Kumasi, Cape Coast, Takoradi and Tamale.

    The number of allotment for each of them is, however, contingent on population.

    Out of the figure, the Kumasi Metropolitan Assembly is to received 1,000 and the rest shared among the three assemblies on a ratio proportionate to their respective populations.

  • Czech shooting: Gunman kills six at hospital in Ostrava

    A gunman has killed six people in a hospital waiting room in the Czech city of Ostrava before shooting himself in the head, police say.

    Armed police found the suspect dead from a self-inflicted gunshot in a vehicle three hours later.

    The gunman was believed to be a patient at the hospital, one unconfirmed report said. His motive remains unclear.

    Officers said they were called to the hospital in the north-eastern city at 07:19 (06:19 GMT).

    The shooting took place in a matter of moments at Ostrava university hospital’s trauma clinic. Hospital director Jiri Havrlant told Czech TV the gunman opened fire without warning, hitting nine patients.

    Four men and two women were killed and three other people were wounded, two seriously. All of the victims were patients at the hospital.

    The hospital was initially locked down.

    A doctor inside the hospital told the Aktualne website that staff had been locked in a hallway waiting for the emergency to end.

    Police earlier asked for help in their search for the gunman, but warned people not to approach him, adding that the site in the Moravian-Silesian region had been “secured”.

    The suspect had used a handgun and had driven off in a silver Renault Laguna car, according to police. They said they had established the 42-year-old man’s name, had photographs of him and had obtained his vehicle licence plate number.

    Police said that once they had obtained pictures of the suspect from security cameras they launched two helicopters to search for him. When one of the helicopters was flying over the car some 5km (3 miles) north of the hospital, the man shot himself in the head and later died of his injuries.

    The gun used in the attack was described as a 9mm Czech-made handgun, which the suspect did not have a licence for.

    Police initially posted an image of a man they said they needed to trace and said later he was the man behind the shooting, but they later removed the picture from their social media feed after he was found.

    Patrols were stepped up at what police described as soft targets, such as schools, shopping centres and other hospitals.

    Colleagues of the suspected gunman told Czech media that he had recently gone on sick leave, declaring he was seriously ill. He was said to be a construction engineer who had been treated at the hospital’s haemato-oncology department.

    Prime Minister Andrej Babis confirmed that six people had been killed and that the shootings occurred at close range. He cancelled a foreign trip and was preparing to travel to Ostrava, reports said.

    The governor of the Moravian-Silesian Region, Ivo Vondrak, said the shooting was “a great tragedy”.

    Police said that officers responding to reports of a shooting had arrived at the scene within five minutes. Ostrava is about 300km (190 miles) east of Prague.

    Gun attacks in the Czech Republic are rare, although gun ownership is relatively high for Europe because of the popularity of hunting.

    In 2015, a man opened fire in a restaurant in the eastern town of Uhersky Brod, killing eight people before turning the gun on himself.

    Last week, the Czech government lost a legal challenge to an EU law restricting private use of semi-automatic rifles. It was introduced by the European Union in 2017 after a spate of militant Islamist attacks in 2015.

    The United forward has found form playing off the left flank under Solskjaer this campaign, the same position Ronaldo played at Old Trafford before winning the Ballon d’Or and sealing an £80m move to Real Madrid.

    Solskjaer said: “It’s very easy to compare the two of them, yes.

    “Both with skills, body shape, attitude, attributes – everything. The boy has every chance in the world to become a top, top player. Let’s hope he continues like this.”

    It is not the first time Solskjaer has made the comparison this season. The Norwegian said Rashford’s 30-yard free-kick against Chelsea in the Carabao Cup was “Cristiano Ronaldo-esque”.

    Rashford is into double figures in the Premier League this season, something he has only achieved once in his career so far.

    Solskjaer has stressed that there is added pressure on Rashford to produce more goals this season following the sale of Romelu Lukaku to Inter Milan in the summer.

    But the United boss refuses to set targets for the England international.

    “I don’t want to talk about the amount of goals,” he said.

  • The rules of origin under the African Continental Free Trade Agreement

    The African Continental Free Trade Agreement (AfCFTA) was signed by African countries to establish the largest free trade area under the World Trade Organisation. Under the free trade arrangement, African countries agree to give preferential trading terms to each other to trade easily amongst themselves.

    The main purpose of the AfCFTA is to ultimately facilitate the AU agenda 2063 and provide us with the “Africa we want.” It targets at boosting intra-African trade and consequently, leading to regional integration. Closely related to free trade agreements are preferential trade liberalisation and preferential treatments. In a free trade area, the members agree to give each other preferential concessions to make trading within that free trade arena more favourable than others who are outside that free trade area. Thus, if tariffs for a product outside a free trade arena is 55%, within a free trade arena, the tariff for that same good may be 2%.

    Preferential rules of origin and preferential tariffs are two key elements of any free trade agreement. Arguably, member countries in free trade areas are able to benefit the most from the preferential arrangements based on the rules of origin applicable. By way of definition, rules of origin are concepts in a free trade arrangement where rules are laid down to ensure that the preferential terms of trade and the preferential market access as negotiated by the members of the free trade area are granted to the goods as produced, whether wholly or substantially within the free trade area.[i] Put differently, the rules of origin serve as “passports” to allow the movements of goods within the duty-free area to enjoy the “duty-free” as agreed upon by the parties. In these rules, specific criteria are laid down for the goods to meet. When the goods meet those criteria, then the goods can qualify as a product or good within the free trade area and as such shall enjoy the preferential tariffs due it. The aim of this is to prevent the grant of preferential access and treatment to goods which are “sneaked” into the free trade area camouflaged to enjoy the preferential terms. Under Annex 2 of the agreement establishing the AfCFTA, copious rules are laid down as rules of origin of which goods under the AfCFTA must satisfy to enjoy the preferential trade arrangements. Under article 4 of the annex, goods qualify as originating from the AfCFTA region (and as such satisfy the rules of origin) when those goods are wholly obtained/originate from a country within the AfCFTA or the goods do not wholly originate from the AfCFTA region but has undergone substantial transformation within a country in the AfCfTA. There is a substantial transformation of the good where for instance, value is added to a good which was otherwise imported from a country outside the AfCFTA.[ii] Thus, in the production of a car for instance, if all raw materials are sourced from Ghana, with the assembling of the car done also in Ghana, that car can be deemed as originated from Ghana or has been obtained in Ghana. That car under the rules of origin under article 4 of Annex 2 is eligible to enjoy every tariff concession granted to the production of cars as negotiated by the countries under the AfCFTA.

    Similarly, if parts of the raw materials of the car were obtained in Ghana (such as the engine, the seats etc) and just a few parts like the tyres or the rims are imported from Germany, yet the assembling of the car and all other works on the car are done in Ghana, it may still qualify as the car being obtained In Ghana on the second leg of the rule of it being substantially transformed in Ghana. Such a car will also be eligible to enjoy preferential tariffs negotiated under the AfCFTA. However, where the car is imported wholly from Germany with only its tyres being fixed in Ghana, or just bolts being fitted on it in Ghana, such a car cannot qualify as being produced or obtained in Ghana and as such, it will be treated as a foreign good and foreign tariffs will apply. Essentially, only goods wholly obtained in an AfCFTA country or substantially transformed in an AfCFTA country will enjoy the preferential tariffs and terms being negotiated by the countries under the AfCFTA.

     

    Without the preferential rules of origin, it becomes difficult to differentiate between the goods produced within the free trade area and goods produced outside the free trade area. Without preferential rules of origin, it becomes difficult to determine for instance, the difference between shoes produced in the United States and having small touches done in Africa (with the name of an African country embedded beneath it camouflaging it as an African good) and goods wholly (and actually) produced in Africa. The need for this differentiation is to know which goods are produced in the free trade area in order to apply the preferential tariffs and those produced outside the free trade area to apply the normal tariffs within the normal trading arena.

    With these rules of origin then, African countries will be forced to manufacture goods amongst themselves without having to import, since African made goods will be cheaper. This should effectively rule out the imports of goods which can be easily produced in Africa. The imports of foodstuff, clothes, and other products which can be produced easily on the continent must be put to a halt. If producing them on the continent wholly will make them enjoy lower tariffs and preferential treatment, why should countries still take on itself the hurdle of importing?

    African countries in manufacturing their goods will promote intra-African trade and as such more trade will ensue in Africa. It will become more prudent to obtain the raw materials of production in Africa for the goods to qualify under the rules of origin. This will further boost the manufacturing and production capacities in Africa.[iii] Additionally, more jobs will be created and that, in the long run, will go to alleviate the poor standard of living, unemployment and the poverty currently

  • Rear-end collision involving multiple cars injures hawkers at Dzowulu Junction; one feared dead

    Some commuters and street hawkers along the N1 highway at the Dzorwulu junction faced an ill fate Tuesday morning when a truck loaded with cement blocks rammed into them.

    The accident which involves about four cars has rendered dozens injured while one street hawker is feared dead.

    According to eyewitnesses, the driver of the truck with registration number GT 9185 18 lost control of the brakes and plunged into a Fiesta Royale-branded mini van, a blue sprinter with the registration number GT 3466 14 and another mini van.

    They explained that the driver of the truck who fortunately was not affected took to his heels after the incident.

    As at 6:47 am, only officials from the Fiesta Royale Hotel and an MTTD officer were present at the scene.

    Several items belonging to street hawkers were destroyed but as at the time, traffic flow was not affected.

    Meanwhile, injured persons have since been transported for medical attention.

  • Man City keen to rival Chelsea for Ake

    Manchester City are interested in a January deal for Bournemouth’s Nathan Ake – despite a contract clause seemingly putting Chelsea in pole position to bring him back to Stamford Bridge.

    The West London club inserted a £40m buy-back clause into the centre-back’s £20m deal to Bournemouth in 2017, and they are now understood to want Ake back after their FIFA transfer ban was lifted.

    But City are also understood to want to sign Ake if they can next month, having failed to replace Vincent Kompany in the summer and suffered as a result of the long-term injury to Aymeric Laporte.

    Manager Pep Guardiola recently insisted they “cannot” sign anyone due to the difficulties of the winter window, and that he “does not want” anyone either, having adapted Fernandinho to centre-back.

    But the Spaniard also conceded that “when an incredible opportunity comes in January for the next four or five or six years, maybe we can think about it”.

    At 24, the already established Netherlands international Ake is seen as a future star by a host of top clubs, including Tottenham and Everton, having developed well under Eddie Howe on the south coast.

    But City and Chelea could find themselves in the running for an injured player, with Ake soon set to find out the results of a scan on a hamstring problem picked up at the weekend.

    Earlier this season, Chelsea scout Piet de Visser urged the club to re-sign Ake in an interview with a Dutch newspaper, stating “I hope they buy him back. That boy is perfect for them and he has played with (manager Frank) Lampard.”

    Ake came through the same Chelsea youth academy that developed players now thriving under Lampard including the Premier League’s second-highest scorer Tammy Abraham, centre-back Fikayo Tomori and midfielder Mason Mount.

    But despite their growth under Lampard, Chelsea are still keen to sign new players in January, having been banned from doing so in the summer, and Sky Sports News has already reported they have been tracking the CSKA Moscow striker Fedor Chalov, of whom owner Roman Abramovich is a big fan.

    City, meanwhile, have also been considering the two centre-backs starring in Leicester’s resurgence this season – Caglar Soyuncu and Jonny Evans, whom they previously tried to sign from West Brom in 2017.

  • Arsenal fight back to flatten Hammers

    Three goals in nine second-half minutes gave Arsenal a 3-1 victory at West Ham, ending their nine-match winless streak.

    After a slow start, West Ham took the lead as Angelo Ogbonna’s header deflected off Ainsley Maitland-Niles’ head and wrongfooted Bernd Leno (38).

    Arsenal were distinctly sub-par for an hour, failing to register a shot on target until Gabriel Martinelli netted from 12 yards on his first Premier League start (60), before their second shot on target saw Nicolas Pepe curl a beauty past David Martin from just inside the box having cut in from the right (66).

    They hit their third in just nine minutes as Pierre-Emerick Aubameyang struck on the volley unmarked from close range (69), and that’s how it stayed as Freddie Ljungberg won for the first time as interim head coach. Arsenal move up to ninth, while West Ham stay 16th, a point above the drop zone.

    The majority of the first half at the London Stadium epitomized the two sides’ form: bereft of confidence and midfield quality.

    Aubameyang sought to do a lot of Arsenal’s attacking by himself, doing well to get to the byline, only to see his lifted cross headed over by Mesut Ozil from eight yards, while at the other end Michail Antonio forced a good save from Bernd Leno at an angle.

    The sloppiness of the goal was befitting of the first-half action. Pablo Fornals’ right-wing cross met Ogbonna 12 yards out, who nodded onto Maitland-Niles’ own head, deflecting the ball into the far corner past Leno. Though VAR had a look to see if Ogbonna had in fact handled the ball home, replays were inconclusive.

    Arsenal’s defending of Ogbonna’s effort was heavily criticised in the MNF studio at half-time, with Granit Xhaka’s attempts to put the West Ham man off described as “shocking” by Jamie Carragher.

    It looked more likely that West Ham would score the second goal, coming forward at will in the early stages of the second half, but Arsenal scored three in nine minutes to flatten the hosts.

    First, Martinelli struck low into the bottom corner from 12 yards from a break after Sead Kolasinac’s fine centre from the left, before Pepe showed a rare glimpse of his £72m worth, cutting inside from the right to curl into the far corner from just inside the box.

  • Chilean plane en route to Antarctica disappears with 38 on board

    A military plane with 38 people on board has disappeared en route to Antarctica, Chile’s air force says.

    The C-130 Hercules transport aircraft took off from Punta Arenas at 16:55 local time (19:55 GMT), and operators lost contact soon after 18:00 (21:00).

    Those missing include 17 crew and 21 passengers.

    They were travelling to provide logistical support to a military base on Antarctica’s King George Island. A search-and-rescue mission is under way.

    Air Force General Eduardo Mosqueira told local media that the plane did not activate any distress signal.

    He said the plane, whose pilot had extensive experience, may have been forced to land after running out of fuel.

    An air force statement that the plane was about 450 miles into its 770-mile journey when contact was lost, placing it within the Drake Passage.

    The Drake Passage is body of water connecting the South Atlantic and South Pacific Oceans, and is known for treacherous weather conditions. But Chile’s air force said local weather was good at the time of the plane’s disappearance.

    President Sebastián Piñera said in a tweet that he was “dismayed” by the loss, and was monitoring the situation from the capital, Santiago.

    Chile controls over 1.2 million sq km (463,000 sq miles) of Antarctic territory, bordering land claimed by the UK and Argentina. Within this territory it operates nine bases – the most of any country in the world.

  • Coup plot: Court adjourns treason trial to December 19

    The Kaneshie District Court on Wednesday adjourned the treason trial involving ten persons to December 19.

    The court presided over by Mrs Eleanor Kakra Barnes-Botchway asked prosecution whether it had filed the Bill of Indictment (BI) of the prosecution led by Assistant Superintendent of Police (ASP) Sylvester Asare answered in the negative.

    He told the Court that the BI would be filed only after investigations have been completed and asked for time to enable the prosecution to continue with its investigations.

    The accused persons are Dr Frederick Yao Mac-Palm, a medical practitioner and the CEO of the Citadel Hospital, Donyo Kafui alias Ezor, Blacksmith, Bright Alan Debra alias BB or ADC, Freight Manager, Colonel Samuel Kojo Gameli, military officer and Geshon Akpa, a weapon mechanic with the Ghana Armed Forces.

    The others are Warrant Officer II Esther Saan, military officer, Corporal Seidu Abubakar, Lance Corporal Ali Solomon, Lance Corporal Sylvester Akankpewu, all military officers and Assistant Commissioner of Police Dr Benjamin Agordzo, a police officer, are facing charges of conspiracy to commit crime, conspiracy to possess ammunition, possession of firearms without lawful excuse and conspiracy to commit treason.

    ASP Asare giving the facts said all the ten are members of the “Take Action Ghana,” incorporated by Mac-Palm in 2018 saying that the Group, planned to demonstrate against the government and overtake it.

    He said Mac-Palm and Ofosu in July 2018, hired Kafui from Alavanyo in the Volta Region to produce arms for that purpose.

    He said in the process, he produced 22 explosives, six pistols, three grenades and five ammunitions.

    Prosecution said later, the others were contacted among whom were Akpa who agreed and supplied two AK47 rifles for GH?2,000.00 but could not give more and returned the money after pressure from Mac-Palm.

    ASP Asare said they held meetings to facilitate the process and drew a map covering the Flagstaff House, Ghana Broadcasting Corporation, 37 Military Hospital, Burma Camp to facilitate their movements.

    He said Colonel Gameli, promised to give his support before, during and after the planned event whilst ACP Agordzo offered them advice and contributed in cash to support them.

    He said Mac-Palm provided a quantity of substance which when inhaled would make one sleep for an hour, stating that all these took place between June 2018 and September 2019, adding that they were arrested upon a tip-off.

  • Political parties urged to ensure gender parity

    Gender representation at all levels of leadership in the country is reflective of the reality of female political representation in Ghana, despite innumerable efforts to ensure gender parity in governance.

    Out of a total of 275 Parliamentarians in Ghana, for instance, only 37 females are voted into Parliament with only two out of this number propelled into parliamentary leadership; one each from the opposition National Democratic Congress(NDC) and the governing New Patriotic Party(NPP).

    A political analyst and Senior Lecturer at the Ghana Institute of Journalism, Dr Etse Sikanku, who made this observation, cited unfair media coverage as one of the several factors accounting for this.

    He explained that undue media focus on personalities, physical look, marital status, and maternal roles to evaluate women’s suitability for governance roles had been identified as reasons that continued to discourage women from political participation, while their male counterparts were pushed on a higher pedestal in an already patriarchal society.

    He said the phenomenon tended to undermine their qualifications.

    Dr Sikanku, who was speaking to the Daily Graphic on the sidelines of a workshop on gender responsive reportage in Ho, urged journalists to pay more attention to qualifications, educational background or career experiences of women candidates or aspirants which could contribute to societal acceptance of the competencies of females to handle political and leadership positions.

    He also identified current trends of the monetisation of politics as a dangerous phenomenon which put women at a disadvantaged position.

    He, therefore, directed political parties to “allocate quotas, reduce or waive filing fees,” saying, “NGOs and advocacy groups can support the women by funding their campaigns or provide them with capacity training to compete in elections”.

    The workshop was organised by the AYA Institute for Women Politics and Media to help build the capacity of journalists to be gender balanced in their work as part of efforts to increase the percentage of women in governance and at all levels of leadership, ahead of the 2020 presidential and parliamentary elections.

    Plea to journalists

    The Executive Director of AYA, Dr Lawrencia Agyapong, implored journalists to take an interest in pushing women’s issues into the spotlight while taking measures to cover them in a non-stereotypical manner.

    Dr Agyapong also called for accountability from political parties in the country in fulfilling their social contract of delivering on their various affirmative action policies.

    The Affirmative Action Bill, for instance, requires that there be a 50 per cent stake or quota reserved for women in leadership positions, at all decision-making levels and politics in Ghana.

    But Dr Agyapong said “even at the grass-roots level, they (main political parties) don’t invest enough in getting women to participate even from the polling station level.

    If that space gets male dominated, it goes up to the national level as being evidenced.”

    According to research data, sourced by the institute, only 21 per cent out of 180 regional executives are represented by women in the NDC, while 15 per cent out of a total of 100 regional executives of the governing NPP are women.
