  • Israeli govt provides support GHS in Neonatal care

    The government of Israel as part of efforts to deepen the relationship with the Ghana Health Service (GHS), has inaugurated two neonatal units in two health facilities in the Kumasi Metropolis.

    The beneficiary hospitals are the Kumasi South and the Suntreso Government Hospitals.

    Each of the 16 bed capacity for newborns, would provide essential services such as; Kangaroo Mother Care (KMC), clinical training for medical and physician assistants, while also serving as maternal and child health research hubs.

    Ms. Shani Cooper, Israeli Ambassador to Ghana, who inaugurated the facilities at separate ceremonies in Kumasi on Wednesday, said the aim was to improve performance, reduce neonatal and maternal deaths in the Mother and Baby Units (MBU).

    The units were created by an Israeli Physician, Dr. Miki Karplus in 2009 for the two hospitals, under the joint MASHAV and Soroka initiative.

    So far, the two units have been able to register significant achievement with the introduction of new methodologies, computerized data collection system and a sharp decrease in maternal and neonatal mortality rate.

    Additionally, the units have ensured permanent distant medical consultations between the Israeli team of doctors and their counterparts in the two facilities.

    Ms. Cooper said the Israeli government had also helped to install at the facilities, bubble CPAP, infusion pumps, radiant warmers, oxihoods and phototherapy equipment, all being aids that promote effective delivery of neonatal services at the facilities.

    She mentioned that a delegation from the Ghana health Service was already in Israel attending a conference on health technologies, adding that, her government remained committed to partner the Ghana government to speed up socio-economic development.

    Dr. Ashura Bakari, Head of the MBU of the Sunterso Government Hospital, said the Hospital had an annual admission of more than 900 babies between ages of zero to two months.

    He said neonatal deaths decreased from 23 in 2017 to 16 in 2018 at the facility and commended the Israeli government for the continued support to improve neonatal services at the two facilities.

  • Immigration Service borrows weapons to perform mandated duties Supt Amoako Atta

    The Ghana Immigration Service (GIS) has disclosed that it has inadequate weapons and relies on borrowed weapons to perform its constitutionally mandated duties to the State.

    “Though the law has been amended to allow us use weapons, these weapons are not there. We have a few that we have borrowed from other agencies because the procurement process for the purchase of the weapons is a bit cumbersome,” the GIS said.

    Speaking on Accra-based Starr FM, monitored by Adomonline.com, Head of Public Affairs, GIS, Supt. Michael Amoako Atta said the situation makes it difficult for them to effectively perform their border protection duties and chase out illegal immigrants from Ghana.

    “We have assurances from the government that the procurement process has ended so by September the weapons will come in,” he announced.

  • Use sports and culture levy to fund end of term examinations – GES

    The Ghana Education Service (GES) has instructed head teachers of public schools across the country to use the sports and culture component of the Capitation Grant(2018/2019 Base grant) paid to schools to fund the 2019 End of Year Examination.

    In an official letter signed by the Deputy Director-General, Mr.Anthony Boateng and addressed to Regional and District Directors of Education under the caption,”Release of Capitation Grant”, the GES directed District Directors of Education not to deduct the sports and culture fees out of this particular tranche, adding that, “this should be used to fund the end of term examinations”.

    The letter further cautioned all Regional and District Directors to ensure strict adherence to the directive.

    Portions of the letter stated that “this is to inform all Regional Directors that the Capitation grant(2018/2019 Base grant) to schools has been released to the Bank account of various District Education Directorate on behalf of the schools.Regional Directors are to inform the District Directors of the development and to indicate to them not to deduct the sports and culture fees out of this particular tranche.This is to be used to fund the end of term examinations”.

    Sequel to this letter,the Ghana Education Service had warned head teachers of various public schools not to collect any penny from pupils or parents as fees to print examination questions.

    Headteachers were given the liberty to write examination questions on the chalkboard.

    Also, on the 2nd of July,2019, the Conference of Directors of Education (CODE) and the Conference of Heads of Basic Schools(COHBS) met with the Deputy Director General of Education in charge of Management and Services, Mr.Lawyer Anthony Boateng, and it was directed that:

    Headteachers of Public Basic Schools should contact printers in their locality to print exam papers for them on credit while waiting for the Based Grant(Ghc5.00 per head) to be released to defray the indebtedness therefrom.

    That, out of the Ghc5.00 per head, head teaches should use Ghc 3.00 per head for pupils in KG1 to Primary three (3), Ghc4.00 per head for pupils in Primary four(4) to primary six (6) and Ghc5.00 for pupils in Junior High Schools.

    It was also indicated at the meeting that, head teachers who have already levied students for the purpose of conducting the End of Third Term Examination should refund the money to pupil or risk being sanctioned.

    Teachers were also tasked to set the questions and mark the scripts and that, any head teacher who buys question papers from outside would be punished accordingly.

    It can be recalled that last term, teachers were compelled to write the end of second term examination questions on chalkboards due to government’s delay in releasing Capitation Grants from which the exam questions were to be printed.

  • Man sentenced to eight weeks for peddling narcotics

    A Ho circuit court has sentenced Kwame Ayivi, also known as Igwe, 40, a porter, to eight weeks imprisonment in hard labour for peddling narcotic drugs.

    He is also to pay a fine of 100 penalty units, equivalent to GH?1,200.00 or in default serve another eight weeks imprisonment.

    Prosecuting, Police Inspector Agnes Ahiable, told the court presided over by Mrs Priscilla Dikro Ofori, that the complainant in the case was a police officer from Ho Regional Police Headquarters, while the accused was a resident of Abaliakope, a suburb of Aflao.

    The prosecution said on July 25, 2017, the complainant embarked on an anti-narcotic drugs operations at Aflao and its environs.

    He said during the operation, the complainant visited the accused’s house and when a search was conducted a number of dried leaves suspected to be Indian hemp was found in the accused’s bedroom.

    The prosecution said when the accused heard that police came to his house and found the suspected India hemp, he went into hiding.

    He said witnesses in the case who were at the house claimed the substance belonged to the accused and they were brought together with the substance to Volta Regional Police Criminal Investigation Department (CID) for further investigation.

    The prosecution said the substance was then sent to Police Forensic Laboratory on January 11, 2018, for testing and the result of the test confirmed the substance to be cannabis with a net weight of 335.11g.

    He said on July 4, 2018, the accused resurfaced and was arrested by Aflao police and charged with the offence.

    The court also ordered that the drugs be destroyed.

  • Man killed as romantic triangle turns bloody

    A romantic triangle involving a 30-year-old woman supposedly dating two men ended bitterly when one of the men shot the other in cold blood at Alhaji, near Achimota, in Accra.

    The deceased, 35-year-old car dealer Kwame Agyapong, had confronted his rival, Derrick Nana Donkor, 28, when he bumped into the love birds in the house of the lady, Keshia Akosua Osei, 30.

    The ensuing confusion turned bloody as Nana Donkor pulled a gun and fired at Agyapong, killing him instantly.

    It turned out that Akosua Osei was the girlfriend of the two men at the same time, but while the deceased was married, the other was single.

    The Achimota Mile 7 Police are currently investigating the circumstances which led to the killing of the car dealer at the house of his girlfriend at Alhaji, near Achimota.

    Agyapong was said to have spotted his girlfriend in the company of the suspect, Nana Donkor, and a misunderstanding ensued between them.

    The suspect, together with his businesswoman girlfriend at the centre of the drama, have been arrested and are assisting the police in investigations, while the body of the deceased has been deposited at the Police Hospital morgue pending autopsy.

    According to the Public Relations Officer of the Accra Regional Police Command, Deputy Superintendent of Police (DSP) Mrs Afia Tenge, at about 1 a.m. last Saturday, Derrick Nana Donkor in the company of Keshia Akosua Osei, both residents of Alhaji, a suburb of Achimota, showed up at the Mile 7 police station with a pistol in hand.

    She said they reported that one Kwame Agyapong, the deceased, was the ex-boyfriend of Keshia, and since their separation the deceased had been following and beating her anytime he saw her with other men.

  • KenBond case to get new panel as Justice Adinyira nears retirement

    The Dynamic Youth Movement of Ghana was this morning taken aback by the announcement of the Supreme Court that it will have to wait longer for judgment on a case filed in 2017.

    The leadership of the movement led by Edward Tuttor today turned up in court hoping that further progress will be made towards the long awaited judgment on the case they filed against what has become known as KenBond.

    The group filed a case at the Supreme Court challenging the processes leading to and the the issuance of $2.25billion bond by the Finance Minister Ken Ofori Atta barely two months after President Akufo-Addo assumed office.

    After two years in court, DYMOG was today told the case will be further delayed because one of the seven judges sitting on the case is due for retirement.

    According to the court, the development means the panel will have to be reconstituted.

    The group and its lawyers were also told the development will not significantly impact processes filed by all parties in the case as the new panel will depend on what has been filed.

    The announcement has left DYMOG disappointed as they were hoping for progress towards judgment despite the impending retirement of Justice Sophia Adinyira.

  • #WAI: Forestry Commission driver arrested for breaking traffic laws

    Citi TVs War Against Indiscipline (WAI) campaign team on Wednesday returned to the Legon-GIMPA Link road where dozens of motorists were arrested for disobeying road traffic laws.

    Those arrested included a driver of the Forestry Commission who was driving a Nissan Patrol car with registration number GN-707-Y with a police officer and two military officers aboard.

    The driver was driving in the middle of the road.

    Although some of those arrested challenged the officers on duty, the arresting officers remained firm and ensured that they were sent to the Achimota Forest Police Station for onward processing for court.

    Citi News Caleb Kudah reported that a driver of blue Hyundai Elentra vehicle was quickly sent to the Accra Central District Police Headquarters for resisting police arrest and causing the escape of two errant drivers due to her behaviour.

    The driver of the vehicle was stopped for using the wrong side of the road.

    She also attempted to assault a journalist after her arrest.

    ASP Simon Tenkuu from the Police Public Affairs Directorate of the Police said the exercise has been largely successful although stressful due to the many drivers disobeying the road traffic laws.

    He told Citi News in an interview that, the police is in firm control of the situation and doing its best to ensure sanity on the road.

    “We are in firm and in control. Those who offended the law are being sent to the Achimota Police Station for processing for court. We will make sure this exercise is sustained. We want to caution all motorists to be law abiding. We are doing this for their safety. We are doing this for orderliness and we want everybody to cooperate with us by obeying the traffic laws,” he said.

  • Arrest warrant issued for Farc ex-rebel Jesús Santrich

    An arrest warrant has been issued for Colombian former rebel turned lawmaker Jesús Santrich after he failed to show up to court in relation to drug smuggling charges.

    Colombia’s supreme court has ordered Santrich’s capture after he disappeared on Sunday.

    He is alleged to have helped smuggle a large quantity of cocaine into the US, to where he faces possible extradition.

    Santrich, 52, denies the charges and says they are part of a conspiracy.

    The court case on Tuesday was to help decide whether Santrich should be detained while his US extradition is under review.

    Only Santrich’s lawyer turned up and said he did not know the whereabouts of his client, who is accused of smuggling 10 tonnes of cocaine into the US in 2017.

    Santrich’s son said he feared his father may have been kidnapped or killed but Colombian President Iván Duque said Santrich was trying to elude justice.

    Who is Jesús Santrich?

    In 2016, Colombia agreed a peace deal to end 50 years of conflict. As part of the agreement, 10 former rebel commanders became lawmakers, including Santrich, otherwise known as Seuxis Paucias Hernandez.

    For 30 years he was a commander of the Revolutionary Armed Forces of Colombia (Farc), a Marxist rebel group that engaged in a five-decade-long armed struggle against government forces and right-wing paramilitaries.

    Santrich is partially blind, having gradually lost his sight due to a genetic condition.

    How did he disappear?

    Santrich had been staying in a reintegration zone in Cesar province, about 30km (20 miles) from the Venezuelan border.

    Like other high-profile former rebels and public figures in Colombia, Santrich had bodyguards assigned to him by the national protection unit.

    Members of the unit reported on Sunday that Santrich was not in the house where he had been staying. In his room, they found a note saying he would stay with one of his younger sons in the city of Valledupar. He added that he did not “want a crowd” at his son’s house and left instructions to be picked up and a contact name.

    Colombia’s protection unit said it was trying to verify the authenticity of the note.

    Where could he be?

    There has been much speculation in Colombian media, with many pointing to neighbouring Venezuela as a possible destination.

    Venezuela’s socialist government is not on good terms with Mr Duque’s conservative Columbian government and would be very unlikely to hand over Santrich if he was found, these publications point out.

    The border between the two countries is porous and left-wing rebels regularly move across it undetected.

    Santrich is not the first former Farc leader to disappear. The whereabouts of three other key figures are also unknown.

    The most senior of the three, Iván Márquez, appeared in a video in January accusing the government of betraying the terms of the peace agreement.

  • Trump ‘disrespectful’ to Prime Minister and UK – Jeremy Hunt

    Donald Trump has been “disrespectful” towards the prime minister and the UK, Foreign Secretary Jeremy Hunt has said.

    His comments come after President Trump called Sir Kim Darroch, the UK ambassador to the US, “a very stupid guy” amid a row over leaked emails.

    He went on to criticise Theresa May over Brexit, saying she had ignored his advice and gone her “own foolish way”.

    On Sunday emails revealed the ambassador had called the Trump administration “clumsy and inept”.

    Meanwhile, International Trade Secretary Liam Fox’s scheduled meeting with the US Commerce Secretary Wilbur Ross in the US was cancelled on Tuesday.

    Mr Hunt responded to Mr Trump’s latest outburst by tweeting: “Friends speak frankly so I will: these comments are disrespectful and wrong to our prime minister and my country.”

    The Tory leadership hopeful also said he would keep Sir Kim in his post until he retires at Christmas.

    During a televised debate, Boris Johnson, the current Tory leadership frontrunner, was pushed on whether he would keep the ambassador, but said he “wouldn’t be so presumptuous” as to think he would be in a position to do that.

    Mr Johnson said he had “a good relationship” with the White House and that it was important to have a “close partnership” with the US.

    BBC political editor Laura Kuenssberg said the row was a reminder of the “tricky and sensitive” nature of the UK’s relationship with the US and the challenge facing the Tory leadership hopefuls in dealing with a president “who seems to love stirring up controversy”.

    “It’s Jeremy Hunt, normally seen as the more cautious of the two, who’s speaking much more plainly and directly to Donald Trump on the matter, while Boris Johnson has said only that he’s not embarrassed about being close to the White House,” she said.

    Following Mr Trump’s comments on Monday that the US would “no longer deal” with Sir Kim, the US State Department said it would continue “to deal with any accredited individuals until we get any further guidance from the White House or the president”.

    “We have an incredibly special and strategic relationship with the United Kingdom that has gone on for quite a long time – it’s bigger than any individual or government,” the department added.

    Earlier, Downing Street reaffirmed its “full support” for Sir Kim.

    A spokesman for Theresa May said that Sir Kim is “a dutiful, respected government official” and confirmed there were no plans for Mrs May and Mr Trump to hold a call to discuss relations following the leak.

    Number 10 also confirmed that Sir Kim would not be attending a meeting between Ivanka Trump and the International Trade Secretary Liam Fox in Washington.

    The spokesman said: “He isn’t attending that meeting but he is supporting Liam Fox in other ways on his trip.”

    Earlier on Tuesday Mr Trump tweeted: “The wacky Ambassador that the U.K. foisted upon the United States is not someone we are thrilled with, a very stupid guy.

    “He should speak to his country, and Prime Minister May, about their failed Brexit negotiation, and not be upset with my criticism of how badly it was handled.

    “I told @theresa_may how to do that deal, but she went her own foolish way-was unable to get it done. A disaster!

    “I don’t know the Ambassador but have been told he is a pompous fool. Tell him the USA now has the best Economy & Military anywhere in the World, by far…and they are both only getting bigger, better and stronger…Thank you, Mr. President!”

  • Rip Torn, Men in Black and Larry Sanders star, dies at 88

    Rip Torn, the US actor best known for his roles in Men in Black and The Larry Sanders Show, has died aged 88.

    A character actor with a seven-decade career, he won an Emmy in 1996 for playing Artie, Sanders’ irascible producer, in Garry Shandling’s sitcom.

    His sole Oscar nomination came for 1983 drama Cross Creek.

    Will Smith, who appeared with Torn in Men in Black and its first sequel, paid tribute by posting a picture of them together on Instagram.

    Fantasy writer Neil Gaiman said the actor had been the inspiration for the Mr Wednesday character in his novel American Gods.

    Family Guy creator Seth MacFarlane paid tribute to Torn’s work in The Larry Sanders Show and as Bob Diamond in 1991 comedy Defending Your Life.

    Alec Baldwin, who worked with Torn on TV comedy 30 Rock, said he was “a deeply committed, phenomenal actor” and “a wonderful madman”.

    Born Elmore Rual Torn Jr. in Texas in 1931, Torn moved to New York in the 1950s to study at the legendary Actors Studio in New York.

    He earned a Tony nomination for 1960 for playing the menacing Tom Finley Jr. in Tennessee Williams’ Sweet Bird of Youth, a role he reprised in the 1962 film version.

    His other films included King of Kings, The Cincinnati Kid and The Man Who Fell to Earth, in which he starred alongside David Bowie.

    He went on to play Zed in the first two Men in Black films and Patches O’Houlihan in Dodgeball: A True Underdog Story.

    Yet he was also known for his volatile nature and some colourful altercations that saw him labelled a hellraiser.

    A disagreement with Dennis Hopper in 1967 led to him losing the role Jack Nicholson eventually played in counterculture classic Easy Rider.

    In the 1970 film Maidstone, meanwhile, he attacked his friend Norman Mailer with a hammer while the cameras were rolling.

    In 2010, he admitted drunkenly breaking into a bank in Connecticut while carrying a loaded gun.

    Torn is survived by his third wife, actress Amy Wright, with whom he had two children.

    He was previously married to the actress Geraldine Page, with whom he had three children, and Ann Wedgeworth, with whom he also had a child.

  • Nurses Association supports decision to export experienced nurses

    The Ghana Registered Nurses and Midwives Association has supported the decision of the Health Ministry to export only the best and experienced nurses in the country.

    President for the association, Kwesu Asante Krobea in an interview with PrimeNewsGhana said because Ghana will benefit from the export there is a need to send the best and experienced abroad for the needed impact.

    According to him, the exportation will create opportunities for other unemployed nurses to get a job.

    He further called on the government to put in place measures that will help fill the vacuum of the exported experienced nurses.

    “We are in agreement and support of what the minister has said, usually in an international agreement like this it’s usually a memorandum of understanding and I can’t see how the countries outside will request for nurses and there are not experienced usually there should be a space in the nursing service in that country that will require services from other places so it must be people who are experienced.”

    “We have to put measures in place to ensure that nurses we have here and are exportable with respect to skills that they have gained over time in practice will go because is it going to be done in a way that even though there will be a vacuum will be created it will be something we can manage.”

    The Ministry of Health (MoH) has disclosed that the government would do due diligence in the posting of nurses to work abroad if the agreement with partner countries is officially cemented.

    “We would ensure that only the best and most experienced of Ghanaian nurses are sent outside as expatriates for healthcare services,” Mr Kwaku Agyemang-Manu, the Health Minister noted.

    The government recently announced future plans to export Ghanaian nurses abroad, arguing that the move was in tandem with the vision to create more job opportunities for the health professionals in foreign countries.

    Mr Agyemang-Manu, who was addressing staff and students of the Komfo Anokye Teaching Hospital (KATH) Nursing and Midwifery Training College, Kumasi, hinted that currently, there were about ninety (90) nursing and midwifery training institutions in the country.

  • MUSIGA elections postponed again to July 17

    Elections for the Musicians Union of Ghana (MUSIGA), which was postponed from June 26 to July 10, have been postponed again.

    A statement from the National Elections Committee of MUSIGA said the elections will now come off on Wednesday, July 17.

    The statement, signed by Chairman of the Elections Committee, Smart Nkansah, said the decision was to allow the Electoral Commission of Ghana, which would supervise the elections to complete its limited registration exercise, which is currently ongoing.

    Mr Nkansah assured members of the Union of due diligence on the part of the Committee to ensure the elections are free and fair, devoid of any electoral malpractices.

    The MUSIGA elections were initially scheduled for June 26 nationwide but was postponed because of what the committee says was a request for more time by the candidates to campaign.

    In all eight candidates are contesting for the presidency, 1st and 2nd vice presidents and general secretary. Candidates for the three other positions treasurer, organizer and welfare officer are going unopposed.

    For the MUSIGA presidency, two legendary musicians, Bessa Simons, who has served as the National Vice President for the past eight years, is going against Ras Caleb Appiah-Levi, who is the current President of the Greater Accra Region.

    Gospel artiste, Rev. Dr Harry Thomas Yawson and CEO of Lynx Entertainment, Richard Karikari Mensah, will contest for the 1st Vice President position.

  • Recapitalisation will sustain claims payments NIC

    The National Insurance Commission (NIC) has expressed its resolve to increase genuine claims payments by industry practitioners in the country.

    The Commissioner of Insurance, Justice Yaw Ofori believes the move should boost uptake of insurance products in Ghana by the majority who are uninsured.

    The seeming disinterest by insurance companies to pay claims has partly been cited as contributing to the low insurance penetration in Ghana.

    But Justice Yaw Ofori tells Citi Business News the recent recapitalization for the industry should help reverse the trend.

    “Risk is core to insurance so we as regulators we always make sure that our regulated entities are well capitalized so that when there is a claim, they will have monies to pay them and that is one of the reasons why we had to review the minimum capital requirement. Insurance is a tough sell and the only way for people to have confidence in insurance is all about claims payments; that is legitimate one being paid and on time,” he said in an interview with Citi Business News.

    He made the remarks on the sidelines of the launch of a new funeral finance plan by Enterprise Insurance.

    Mr. Ofori added, “Worldwide, about thirty to forty percent of claims reported are fraudulent and that is why insurance companies need to check to ensure the claims are genuine.”

    Amongst the benefits that patrons of the new funeral finance plan will be entitled to is the no capping on age limits for subscribers.

    Also, policy holders can access their premiums despite no deaths after ten years or more of subscribing unto the policy.

    In addition, unlike other products, a primary policy holder is not under compulsion to subscribe unto the funeral finance plan.

    Meanwhile a Manager for the product, Bernard Ewusie Mensah explains that the outfit will not compromise on issues such as anti-money laundering to clamp down on persons who may opt for upfront payment of monthly premiums for the package.

  • Papua New Guinea: Women and children killed in tribal massacre

    Children and pregnant women are among those murdered in a tribal massacre in Papua New Guinea’s Highlands area.

    At least 24 people are confirmed to have died in a brutal flare-up of violence between rival tribes over several days in Hela province. Some reports put the death toll higher.

    PM James Marape called the news “one of the saddest days of my life”, promising to track down the perpetrators.

    It is one of the worst outbreaks of tribal violence in PNG for years.

    “It’s a very sad story,” Philip Undialu, governor of Hela told news agency Reuters, explaining the killings were part of a conflict running for years.

    “It was retaliation of a previous attack. Both attacks were made in an innocent community where people were not expecting it and all of us are in a state of shock.”

    Authorities say the region has for years struggled with violence, at times driven by disputes over the distribution of land and resource wealth.

    How did the killings unfold?

    Details are still emerging from the remote central area, but the violence appears to have been a string of attacks and counter-attacks over several days.

    Hela provincial administrator William Bando told AFP news agency that 24 people were dead and there could be more.

    Local news agency EMTV reported at least two incidents in small villages in the Tari-Pori district.

    On Sunday, seven people – four men and three women – were killed in Munima village. Then on Monday, 16 women and children were hacked to death in the village of Karida, EMTV said. Two of the women were pregnant.

    According to the Post-Courier newspaper, the attacks took place on Saturday and Sunday with six people killed the first day and 16 – including two pregnant women – in a retaliatory attack the following day.

    Pills Pimua Kolo from the Hela province department of health posted pictures on Facebook of what he said was the massacre in Karida village.

    The pictures show a row of bodies wrapped in cloth and tied to long poles. He said some of them had been chopped into pieces and their body parts were hard to recognise.

    How did the authorities respond?

    Prime Minister Marape, who is from the area, said the killings were led by gunmen from the Hagui, Okiru and Liwi tribes and said he would seek out punishment for the people responsible.

    “Gun-toting criminals, your time is up,” Mr Marape said.

    “How can a province of 400,000 people function with policing law and order with under 60 policemen, and occasional operational military and police that does no more than band aid maintenance,” he added.

    William Bando said he had now called for at least 100 more police to reinforce the existing 40 local officers.

    How common is tribal violence in PNG?

    Papua New Guinea’s highland provinces are very remote. Communities are still based around tribal traditions and many small villages have never had road connections.

    In 2018, an earthquake devastated some of the remote regions.

    Tribal clashes are not unusual with rivalries often prompted by rape or theft, or disputes over tribal boundaries.

    But while clans have fought each other for decades or centuries, the severity of the violence has shocked Papua New Guinea.

    Over the past years, the influx of automatic weapons has made clashes more deadly and escalated the cycle of violence.

    US oil and gas company ExxonMobil operates a natural gas processing plant in the region where the massacre took place but halted construction on a pipeline last year because of unrest.

    Papua New Guinea is among the poorest countries of Asia with about 40% of the population living on less than $1 a day, according to the UN.

  • I will seek a judicial review to stop Parliament shutdown – John Major

    Former prime minister Sir John Major has told the BBC he would seek a judicial review in the courts if the new prime minister tried to suspend Parliament to deliver a no-deal Brexit.

    Sir John said such a move would be “utterly and totally unacceptable”.

    Using a judicial review, anyone can apply to challenge the lawfulness of decisions made by the government.

    Boris Johnson – the frontrunner in the Tory leadership race – has refused to rule out proroguing Parliament.

    A source close to Boris Johnson told the BBC’s assistant political editor Norman Smith that Sir John “has gone completely bonkers” and had “clearly been driven completely mad by Brexit”.

    They said the threat of court action was “absurd” and risked dragging the Queen into politics.

    Brexit date

    The UK had been due to leave the EU on 29 March, but this date was delayed after MPs repeatedly rejected Theresa May’s deal. Currently, the date for exit is 31 October.

    If that date is reached without a deal being agreed on the separation process, then the UK will leave without one.

    MPs have consistently voted against this option, but the prime minister could try to get around that by closing Parliament – proroguing – in the run-up to Brexit day, denying them an opportunity to block it.

    The question of prorogation was raised during a lTV debate between Mr Johnson and his rival in the race to lead the Conservative Party Jeremy Hunt.

    Mr Hunt categorically ruled it out but Mr Johnson said he would “not take anything off the table”.

    ‘Inconceivable’

    Speaking to Radio 4’s Today programme, Sir John said: “In order to close down Parliament, the prime minister would have to go to Her Majesty the Queen and ask for her permission.”

    He said it would be “inconceivable” the Queen would refuse his request and the she would be put “amidst a constitutional controversy”.

    “The Queen’s decision cannot be challenged in law, but the prime minister’s advice to the Queen can, I believe, be challenged in law – and I for one would be prepared to seek judicial review to prevent Parliament being bypassed,” he said.

    Sir John also criticised the “artificial” Brexit deadline of 31 October which he said “had a great deal more to do with the election of leader for the Conservative Party than the interests of the country”.

    “National leaders look first at the interests of the country – not first at the interests of themselves,” he added.

    Manchester United boss Ole Gunnar Solskjaer says Paul Pogba has “never been a problem” and there is an “agenda” against the France midfielder.

    Pogba’s agent Mino Raiola has said the 26-year-old wants to leave United and hopes “there will soon be a satisfying solution for all parties”.

    Pogba, who is on the club’s pre-season tour, said in June that “now could be a good time to move elsewhere”.

    Solskjaer says the club have not received a bid for any player.

    In his first pre-season news conference in Perth, Australia, Solskjaer made reference to a video of £89m record-signing Pogba and team-mate Jesse Lingard that was reported as a bust-up between the pair.

    “It’s an agenda against Paul, he’s a great, great professional, never been any problems, he has a heart of gold,” said the Norwegian.

    “Jesse and Paul yesterday walking around was portrayed as a fight between the two boys and I know you’re here to sell players and stories but they’re all professional.

    “Paul’s never put himself out of the team, always given his best and I can’t report anything other than that agents talk all the time.

    “I can’t be sitting here talking about Paul and what agents are saying, we’ve got a few years left of his contract and he’s been fantastic.”

    ‘We’re Man Utd, we don’t have to sell’
    United have signed Wales winger Daniel James from Swansea and England Under-21 right-back Aaron Wan-Bissaka from Crystal Palace in a £50m deal.

    While Ander Herrera, Antonio Valencia and James Wilson have left the club as free agents, there have been no outgoings for fees.

    “As far as I am aware, we don’t have any bids for our players,” said Solskjaer.

    “We’re Manchester United, we don’t have to sell and don’t have to overpay. You have to have the right players at the right price and if you look at the squad we’ve got now there are so many good players.”

    United have made David de Gea an improved contract offer in a bid to keep the Spain goalkeeper at Old Trafford and Solskjaer said he was “positive” the club would “get it sorted”.

    Solskjaer also expects Alexis Sanchez, who was injured in Chile’s Copa America defeat by Argentina, to be fit to train when he returns to the club in three weeks’ time.

    Solskjaer handled a very tricky opening press conference quite well at the Waca.

    Given he is very much a disciple of Sir Alex Ferguson it should have come as no surprise the Manchester United manager swerved any criticism of Paul Pogba, even though it was the France midfielder who created the media storm around himself by saying publicly it was time for a new challenge.

    Instead, he turned the focus on the media by saying there was an agenda against Pogba.

    Again, this was a classic Ferguson diversion tactic. Solskjaer wants to build confidence with his squad and not criticising players in public – unlike Jose Mourinho, who did so regularly – is a way of doing that.

    In reality there is no agenda. There may well have been no issue between Pogba and Jesse Lingard on their walk outside the team hotel on Monday, but a badly edited piece of social media made it appear there was.

    If the clip hadn’t gone out on United’s official media, there would have been no story. The club must take responsibility for that.

    Nevertheless, Solskjaer emerged from today’s experience having not made a delicate situation worse.

    United’s new manager cannot control events around Pogba completely, but he can be satisfied with his public performance today.

  • Sir James Dyson buys Singapore’s ‘biggest penthouse flat’

    Sir James Dyson has bought what is thought to be Singapore’s biggest and most expensive penthouse flat.

    The purchase comes after his company, best known for its vacuum cleaners, moved its headquarters from the UK to Singapore.

    The property, at the heart of the city’s business district, spans three floors and has five bedrooms.

    Official records show both Sir James and his wife Lady Deidre Dyson are joint tenants of the apartment at the prestigious Wallich Residence in Singapore.

    “Given the decision to locate the headquarters in Singapore and the growing focus of the company’s business in the region, of course James Dyson has bought a property there,” a Dyson spokesperson said in a statement.

    Sir James took ownership of the property in June, the records show.

    According to marketing documents, the property is the largest non-landed residence in Singapore and has its own swimming pool, jacuzzi room and bar facilities.

    Singapore’s Business Times reports that, Sir James paid $73.8m ($54m, £43m) for the “super penthouse”, which has views of the city’s Marina Bay Sands and the financial district.

    The price tag is likely to make it Singapore’s most expensive flat.

    Sir James Dyson has been a prominent advocate for Brexit and last year said the UK leaving the EU with no deal would “make no difference”.

    When Dyson announced it was moving its headquarters to Singapore in January of this year, chief executive Jim Rowan said the decision was not Brexit related .

    “It’s to make us future-proof for where we see the biggest opportunities,” he said at the time.

    Dyson has been building its presence in Singapore, announcing last year it would build a new electric car plant in Singapore.

    As well as vacuum cleaners, Dyson is also known for making air purifiers and hair care products like hair dryers.

    Most of Dyson’s products are designed in the UK, but manufactured in Asia.

  • US to enlist military allies in Gulf and Yemen waters

    The US says it wants to create an international military coalition to safeguard waters around Iran and Yemen.

    Marine Gen Joseph Dunford, chairman of the US Joint Chiefs of Staff, said he wanted to “ensure freedom of navigation” in the region, which provides essential trade routes.

    The US has blamed Iran for attacks on oil tankers in May and June.

    Gen Dunford said the US was talking to a number of countries with the “political will” to support the plans.

    The US would provide “command and control” ships, leading surveillance efforts, he said. However, the aim would be for other countries to offer boats to establish patrols nearby, and escort commercial ships carrying their flags through the area.

    Gen Dunford said the US would “work directly with the militaries to identify the specific capabilities” each country has to support the initiative.

    The Straits of Hormuz and Bab al-Mandab are essential strategic marine locations, providing access from the ocean into the Gulf and the Red Sea.

    The general said the size of the initiative depended on the number of countries which decided to take part.

    “With a small number of contributors, we can have a small mission,” he said. “We’ll expand that as the number of nations that are willing to participate identify themselves.”

    Everyday, nearly four million barrels of oil pass through Bab-al Mandab to the rest of the world.

    Why is the US so concerned about shipping?

    Last month the US blamed Iran for attacks on two tankers in the Gulf of Oman – accusations denied by Iran. It followed an attack on four tankers in the region in May.

    Days after the June attacks, an unmanned US drone was shot down by Iranian forces in the Gulf.

    Iran said it had violated Iranian airspace and would send a “clear message to America”. The US insisted the drone had been over international waters. President Donald Trump tweeted: “Iran made a very big mistake!”

    The US planned for retaliatory air strikes, which were later cancelled.

    Iran has said it would close the Strait of Hormuz if, as President Trump hopes, it becomes unable to export oil due to sanctions the US imposed since pulling out of the Iran nuclear deal.

    However, speaking to the BBC, Iran’s ambassador to the UN remained defiant.

    “We have managed under different situations worse than we have today, and I am sure we can manage again,” Majid Takht-Ravanchi said.

    He also accused Europe of failing to honour their commitments under the 2015 deal.

  • National Service personnel furious about deductions in June allowances

    National Service personnel in the New Juaben Municipality are furious following the deduction of some GHȼ35.00 from their June allowance.

    They say the deductions were made without prior information.

    The group complained about how they were forced to accept a nylon T-shirt when they submitted their June allowance form to the Municipal National Service Secretariat (NSS) at Koforidua.

    When the T-shirt was forced on the personnel, they questioned the mode of distribution of the T-shirt and asked how the payments were to be made, but the executives of the National Service Personnel Association (NASPA) refused to provide them with answers at the time.

    The service personnel argued that they had almost completed their service and so did not need the T-shirt.

    The personnel said the quality of the T-shirt was so low that it is not good enough to be worn and so they Christian the T-shirt “Duster for cleaning”.

    Some of the personnel refused to accept the T-shirt and initiated social media campaign for the boycott of other programmes of the NASPA in the Municipality.

    Mr Michael Agyei, the President of the New Juaben Municipal branch of NASPA, said the information concerning the deductions came to the leadership of the Association late, hence their inability to communicate it to members.

    He explained that the GHȼ35.00 deducted was to cater for the cost of the T-shirt distributed to the personnel which cost GHȼ20.00, and the GHȼ15.00 was for dues to the association.

    He said the initiative for the provision of the T-shirt was a decision made by the previous national executives of NASPA.

    Mr Agyei apologised for the inconvenience caused and appealed to the personnel to bear with the municipal executives since they did all they could to avoid the deductions.

  • Hunt for SA celebrity couple who skipped court

    Arrest warrants have been issued in South Africa for two celebrity musicians after they failed to appear in court.

    In March, Mampintsha, whose real name is Mandla Maphumulo, was charged with assault after a live video showed him hitting his girlfriend Bongekile Simelane, known by her stage name Babes Wodumo.

    The two musicians have reportedly since reconciled.

    According to News24, the court was expected to hear a report on the outcome of relationship counselling, which the pair had agreed to at an earlier court appearance.

    Pat Magwaza, a lawyer representing Mampintsha, told the court that he did not know the whereabouts of the couple.

    “Unfortunately, I cannot find them. I was told they were at their home. I have not seen them or spoken to them. I cannot get hold of them,” he said.

    Mampintsha, who had laid a counter charge of assault against Babes Wodumo, later dropped it and released a song called called Khona Ingane Lay’Ndlini, which indicated the couple were back together.

    In Zulu the title translates as “There is a ‘Baby’ in the House”.

    The BBC’s Milton Nkosi says fans are disappointed with Babes Wodumo, who stars in the song, saying they stood by 24-year-old Gqom musician after she was slapped repeatedly in the Instagram video in March.

    Violence against women is seen as a major problem in South Africa.

  • Nicki Minaj pulls out of Saudi Arabia festival after backlash

    Rapper Nicki Minaj has cancelled a scheduled performance in Saudi Arabia next week, citing her support for the rights of women and the LGBT community.

    Her headline billing at the festival in Jeddah triggered an outcry from critics of the country’s human rights record.

    ‘Better educating myself’

    Scrutiny of the country’s human rights record intensified after the murder of journalist Jamal Khashoggi at the Saudi consulate in Istanbul last October.

    In March, the kingdom drew further criticism when it put 10 women’s rights activists on trial.

    “After careful reflection I have decided to no longer move forward with my scheduled concert at Jeddah World Fest,” the singer said in a statement.

    “While I want nothing more than to bring my show to fans in Saudi Arabia, after better educating myself on the issues, I believe it is important for me to make clear my support for the rights of women, the LGBTQ community and freedom of expression.”

    On Friday, the US-based Human Rights Foundation wrote an open letter to Minaj urging her to withdraw from the 18 July festival.

    It called on her to “refuse the regime’s money” and use her influence to demand the release of the detained women activists.

  • South African president to talk with Eskom over Zimbabwe energy crisis

    President Cyril Ramaphosa has promised to hold discussions with power utility Eskom about an energy crisis currently affecting Zimbabwe.

    He made the remarks on the sidelines of the extraordinary summit of the African Union (AU) in Niger after having talks with his Zimbabwean counterpart Emmerson Mnangagwa.

    “They have been going through a massive drought and as a result they need energy and obviously they would like South Africa to help them,” he said. “President Mnangwagwa requested for further support and this is the type of thing that we are going to discuss with Eskom.”

    Eskom has completely stopped exporting energy to Zimbabwe due to an outstanding debt.

    Last week, Zimbabwe’s power utility paid Eskom 10 million U.S. dollars, but over 20 million U.S. dollars is still outstanding.

    Eskom told Xinhua on Tuesday that it was owed money by several clients in the Southern African Development Community region.

    “What we can say is that 3 out of 11 of our customers in the region have outstanding debt of more than 30 days. Please note that when we refer to customers, we don’t mean countries as at times we could have more than one customer in one country,” said Eskom spokesperson Dikatso Mothae.

    “Having all our customers pay for the services that we provide to them would go a long way into having a more sustainable Eskom,” Mothae added.

    Zimbabwe has been implementing power cuts since the start of May.

  • Zambia says Africa free trade agreement to boost intra-trade

    The Zambian government said on Tuesday the operationalization of the African Continental Free Trade Area (AfCFTA) was a milestone in boosting infra-Africa trade and economic integration.

    On Monday, African leaders launched the operational phase of the AfCFTA during the 12th extraordinary summit of the African Union (AU) Heads of State and Government summit in Niamey, Niger.

    The AfCFTA will be governed by five operational instruments namely the rules of origin, the online negotiating forum, the monitoring and elimination of non-tariff barriers, a digital payment system and the African Trade Observatory.

    Joseph Malanji, Zambia’s Foreign Affairs Minister, said in a release that the bold decision taken by Africa in opening markets should also be accompanied with the continent’s industrialization agenda.

    The Zambian minister, however, urged the AU to come up with a robust facility that will minimize the economic shocks that will come as a result of duty elimination, according to the release.

    Christopher Yaluma, Minister of Commerce, Trade and Industry said market openness in Africa presents vast opportunities for technology transfer and creating synergies to spur economic growth and development.

    He called for the AU to accelerate work on remaining areas including market access offers, negotiations on trade in services, competition, investment and intellectual property.

  • Zimbabwe introduced local currency earlier than planned due to market pressure – Minister

    Zimbabwe re-introduced its local currency earlier than scheduled because the market was rapidly re-dollarizing, putting more pressure on the government, Finance Minister, Mthuli Ncube, has said.

    Ncube told a business meeting that the government had to move fast to correct the situation that was becoming untenable.

    President Emmerson Mnangagwa had previously said Zimbabwe would re-introduce its currency by year end, after having dumped it in 2009 after it was rendered worthless by a decade of hyperinflation.

    “Re-dollarization required conversion of salaries to U.S. dollars. Given the tight fiscal space and that we do not print U.S. dollars, we would not be able to do that,” Mthuli said.

    “That is one of the reasons why we thought we should move faster on the introduction of the Zimbabwe dollar, not that it was not on the cards but we had to move faster.”

    In an abrupt move, the finance minister last month banned use of the U.S. dollar and other foreign currencies for domestic transactions, and re-introduced the Zimbabwe dollar as the sole legal tender, effectively ending the multi-currency regime that had been in existence since 2009. The Zimbabwe dollar is currently made up of the electronic RTGS dollars, bond notes and bond coins.

    The return of the local currency follows the introduction in February of the foreign currency inter-bank market where the Zimbabwe dollar is expected to trade at market rates.

    After debuting at 2.50 to 1 U.S. dollar in February, the local unit is now trading at about 8.5 to the greenback, compared to a black market rate of 9.

    Monetary authorities believe the competitive rates on the official market will help to tame the black market whose rates had risen to as high as 16 to 1 U.S. dollar before re-introduction of the local currency on June 24.

    The runaway black market rates were fuelling price increases and inflation, leaving most basic commodities beyond the reach of the majority.

    But since the ban on use of the green back and introduction of the local currency, prices of most basic commodities have started to go down, bringing some relief to consumers.

    However, the nation continues to grapple with severe shortages of fuel, power and medical drugs amid a serious shortage of foreign currency.

  • Turkey seeks detention of 211 soldiers over failed coup

    Turkish prosecutors on Tuesday issued detention warrants against 211 soldiers across the country over their alleged links to a group accused of orchestrating a coup attempt in 2016.

    Police launched operations to catch 176 military personnel in active service upon the order of the Chief Public Prosecutor’s Office in Istanbul, the NTV broadcaster said.

    According to the state-run Anadolu Agency, the suspects were organized in cells within different branches of the Turkish armed forces and passed messages from the leadership to members.

    In a separate investigation conducted by the Chief Public Prosecutor’s Office in the western city of Izmir, prosecutors ordered the detention of a total of 35 suspects, including 20 soldiers in active service and 15 former soldiers, over their suspected ties to the coup attempt, the NTV said. The Turkish government accuses the U.S.-based Turkish cleric Fethullah Gulen and his network of being behind the coup bid in July 2016, in which 250 people were killed, and has been pushing for Gulen’s extradition.

  • Airstrikes kill 7 family members in northern Afghanistan

    Seven members of a family were killed as fighting aircraft pounded militants’ hideout outside Pul-e-Khumri, the capital of northern Baghlan province, deputy of the provincial council Shamsul Haq Barikzai said on Tuesday.

    According to Barikzai, the air raids took place on Monday night against Taliban militants’ hideout, but struck a house in Katub Khil village, killing seven members of a family including women and children.

  • Death toll rises to 12 in Nigeria pipeline explosion

    The death toll of a pipeline explosion at Ijegun, a suburb in Lagos, Nigeria’s economic hub has risen to 12, an official said on Monday.

    The tragedy occurred last Thursday after some vandals tried to escape with a tanker which they used for the theft of petroleum products from the petroleum product pipeline.

    Two people were confirmed dead earlier.

    Titilayo Goncalves, permanent secretary in the state ministry of health, told reporters in Lagos that another 10 victims of the Thursday Ijegun pipeline explosion died in hospitals due to severe and high degree burns suffered from the inferno.

    “Unfortunately, due to the high degree of burns suffered by these victims which is almost at 100 percent, we lost 10 of them,” she said.

    She assured that the survivors were receiving adequate and quality care at the designated government facilities free of charge.

    According to reports by local media, vehicles, houses and property worth millions of Naira were burnt in the pipeline explosion.

    Oil pipeline vandalization is frequently reported in Nigeria. The vandalization is attributed to lack of jobs and poverty.

    Nigerian prosecutors on Monday arraigned in court Senator Elisha Abbo for alleged assault on a woman.

    The senator was captured on camera assaulting a woman at a sex toy shop in Abuja, Nigeria’s capital.

    The lawmaker is expected to be arraigned on one count of assault at the Zuba Magistrates’ Court in Abuja.

    The investigation led to the invitation of the senator by the police, which further led to his detention on Thursday.

  • UN study says homicide kills far more people than armed conflict, targeted policies needed

    Some 464,000 people across the world were victims of homicidal violence in 2017, more than five times the number killed in armed conflict over the same period, a UN study said Monday.

    According to the study by the United Nations Office on Drugs and Crime (UNODC), Central America is the most dangerous region to live, where the number of homicides — or unlawful killings — rises in some “hotspots,” to 62.1 per 100,000 people.

    The safest locations are in Asia, Europe and Oceania (Australasia, Melanesia, Micronesia and Polynesia), where murder rates are 2.3, 3.0 and 2.8 respectively — well below the 6.1 global average, the UN agency’s Global Study on Homicide 2019 showed. At 13.0, Africa’s homicide rate was lower than the Americas (17.2), which had the highest percentage in 2017 since reliable data-gathering began in 1990, UNODC said, while also pointing to significant data gaps for some African countries.

    One constant since the beginning of this century is the link between organized crime and violent deaths, according to the report.

    Crime alone was responsible for 19 percent of all homicides in 2017. It causes “many more deaths worldwide than armed conflict and terrorism combined,” said UNODC Executive Director Yury Fedotov in the preface of the executive summary of the study.

    Like violent conflict, organized crime “destabilizes countries, undermines socioeconomic development and erodes the rule of law,” according to UNODC, while Fedotov insisted that unless the international community takes decisive steps, targets under Sustainable Development Goal 16 of the UN 2030 Agenda — to significantly reduce all forms of violence and related death rates by 2030 — will not be met.

    From a gender angle, the UNODC report also found that while girls and boys aged nine and under, are more or less equally represented in terms of victim numbers, in all other age groups, males make up more than 50 percent of the toll, according to data from 41 countries.

    In all regions, the likelihood of boys becoming victims of homicide increases with age, while those aged between 15 and 29 are at the highest risk of homicide globally.

    In the Americas, the victim rate among 18 to 19-year-olds is estimated at 46 per 100,000, far higher than for their peers in other regions, while firearms are also involved “far more often” in homicides in the Americas than elsewhere, the UN report maintained.

    “High levels of violence are strongly associated with young males, both as perpetrators and victims,” the report said,

    “So violence prevention programmes should focus on providing support to young men to prevent them from being lured into a subculture of … gangs (and) drug dealing.”

    While women and girls account for a far smaller share of victims than men, they continue to bear “by far the greatest burden” of intimate partner and family-related homicide, the report found, adding that more than nine in 10 suspects in homicide cases are men.

    “Killings carried out by intimate partners are rarely spontaneous or random,” Fedotov said, noting too that the phenomenon is often under-reported and “too often ignored”.

    In a bid to help governments tackle homicide, the UNODC report identified several drivers of the problem, in addition to organized crime. They include firearms, drugs and alcohol, inequality, unemployment, political instability and gender stereotyping.

    The study also underlined the importance of addressing corruption, strengthening the rule of law and investing in public services — particularly education — which are “critical” in reducing violent crime, it insisted.

    Highlighting the report’s broad scope, which covered a range of issues from lethal gang violence involving firearms to links with inequality and gender-related killings,

    Fedotov maintained that it “is possible” to tackle the threat from criminal networks with “targeted” policies.

    These include community engagement and police patrols, as well as policing reform, whose aim is to strengthen trust in officers among the local population.

    For those young men already caught up in criminal gangs, they need help “so that they can extricate themselves” through social work, rehabilitation programs and awareness-raising about non-violent alternatives.

    These efforts could be more effective if they took place in “certain countries in South and Central America, Africa and Asia” and “even in countries with high national rates of homicide,” the report insisted.

    “Killings are often concentrated in specific states, provinces and cities,” it said.

    “Bringing down overall homicide rates depends ultimately on tackling lethal violence in these ‘hotspots’.”

    Although the UNODC study showed that the number of homicides increased from almost 400,000 in 1992 to more than 460,000 in 2017, it explained that the actual global rate has declined (from 7.2 in 1992, to 6.1 in 2017) when measured against population growth.

    In Japan, which boasts the world’s strictest standards of garbage classification, waste sorting and recycling has been practiced for many years and has become a basic survival skill for the Japanese people.

    The practice of garbage classification and recycling in various parts of Japan are largely similar: there is a fixed time for disposal of each kind of garbage; disposal of large waste items needs to be reserved and paid; and littering can result in high fines and even jail time with Japan’s severe punishment rules.

    Taking the Shibuya Ward of Tokyo as an example, to distinguish the classification of garbage, people first need to refer to the garbage classification chart.

    Besides the Japanese version, Chinese, English and South Korean versions are also available at the ward governmental office and on government website.

    Household garbage is basically divided into combustible, non-combustible, resources and large garbage items.

    After getting familiar with these categories, it is the most practical way to figure out what are non-combustible, resources and large items, and almost everything else can be classified as combustible garbage.

    Non-combustible garbage, which is not suitable for incineration and crushing, includes metal, glass, ceramics, dry batteries and small appliances like hair dryers.

    As non-combustible garbage is not often found, its recycling frequency is very low, usually once a month.

    Resource waste, including plastic bottles, newspapers, magazines and cartons, is usually collected once a week.

    According to the latest classification method, waste lamps containing mercury are also classified as resource.

    Instead of mixing the resource waste together, it is vital to clean, sort out and bag all kinds of resource waste.

    More specifically, plastic bottle caps and wrapping paper are usually removed and need to be classified as combustible waste, leaving the body of the bottle for recycling.

    It is also suggested to wash the bottles so that the residue of drinks or milk will not produce an unpleasant smell, which is considered as a thoughtful move for the recycling staff.

    Disposal of large garbage, mainly furniture longer than 30 cm, need to be reserved and paid in Japan.

    For example, a single sofa costs 800 yen (7.37 U.S. dollars) and a double sofa 2,000 yen (18.42 dollars).

    According to the Shibuya government website, it costs 2,484 yen (22.88 dollars) to throw away a washing machine.

    In Japan, littering is called “illegal dumping” and carries a penalty of up to five years or a fine of up to 10 million yen (92,100 dollars).

    Companies can be fined up to 100 million yen (921,000 dollars) for illegally dumping industrial waste.

    In daily life, combustible garbage is the most common, including kitchen waste that is drained, paper, old clothes, branches and leaves and so on.

    Basically, garbage that can be burned is classified as combustible garbage, which is typically recycled twice a week in transparent or light-colored bags.

    Although some of the combustible waste is plastic, rubber or leather, such as leather shoes and bags, it is difficult to recycle them like plastic bottles and they also end up in nearby incinerators in the city.

    For example, there are 21 waste incineration plants in the 23 wards of Tokyo.

    In Japan, people pile rubbish in bags outside their home for trucks to collect along the street, so in most cases, there are no rubbish bins in front of houses.

    To prevent crows from pecking the food residue, blue nets are used to cover the rubbish but sometimes crows still manage to scatter garbage in the street.

    If the garbage collector finds an unreasonable classification or a wrong disposal time, he or she can refuse to collect it, and post a note of classification methods to remind householders to properly classify the garbage.

    In Japan, people consider it a disgrace when garbage disposal is rejected due to improper sorting. In serious “illegal dumping” cases, police may even get involved.

  • South African Parliament calls for end to illegal farm invasions

    South Africa’s Parliament has vowed to do all in its power to stem illegal farm invasions as the country continues to pursue a controversial land reform.

    “We must do all in our power to stem illegal farm invasions and ensure that such acts of criminality do not derail the legitimate process of restitution, nor cause hardship and suffering to the rightful beneficiaries of such claims,” Nkosi Mandela, chairperson of Parliament’s Agriculture, Land Reform and Rural Development Committee said on Monday.

    He was responding to Saturday’s attack and invasion of a 7,500-hectare farm in KwaZulu-Natal Province, during which “violent thugs” set the farm alight and allegedly threw the farm manager into fire.

    The manager was hospitalized with burns.

    The incident has caused concerns about the legality of the ongoing land reform at a time when Parliament is in the process of amending the Constitution to pave the way for land expropriation without compensation.

    In an apparent bid to alleviate such concerns, Mandela said there are sufficient provisions in the land reform process to deal with disputes and counter claims which he said still have full recourse to procedural justice and other legal provisions.

    “We cannot condone acts of criminality as these do not advance the process of land reform or restitution.

    “Such vile acts are not only uncalled for, but also further diminish the integrity of claims or counter claims,” said Mandela.

    He appealed for calm and called for a criminal investigation into the recent incident so that the culprits may face the full might of the law.

    “Whilst we understand that the land restitution process is highly emotive and tied to the trauma, pain and suffering arising from historic dispossession, we can never allow violence to define a process that is intended to be restorative, healing and advancing reconciliation and social cohesion,” he said.

    Mandela urged all individuals and communities involved in land claims and restitution processes not to take the law into their own hands, regardless of the circumstances.

    He also cautioned against political parties making cheap mileage out of a very volatile situation. “We urge for maturity as irresponsible statements and grand standing will only ferment a cycle of acrimony, criminality and violence,” Mandela stressed.

    The latest development came as the government was preparing to release a report which will inform the finalization of a comprehensive, far-reaching and transformative land reform program.

    The land issue has been a focus of debate in South Africa since 2018 when the ruling African National Congress (ANC) stepped up efforts to expropriate land without compensation.

    Despite the government’s efforts, landless blacks complain that the country has not made sufficient progress in addressing the land issue, because most of the country’s land still remains in the hands of the few.

    Eastern Regional Police Public Relations Officer (PRO), DSP Ebenezer Tetteh confirming the news revealed that there are no external marks which will immediately suggest a foul play in the death of Agnes Asempana but they are not ruling anything out yet.

  • GPHA awarded Best Port in human capacity building policy

    The Ghana Ports and Harbors’ Authority has been adjudged the Best Port in Human Capacity Building Policy in the whole of West and Central Africa at the 5th Edition of the African Ports Awards.

    The award ceremony which was held in Lomé, Togo also recognized GPHA for frequently forwarding its Data to the organizers.

    The ceremony formed part of the 40th Council Meeting and Conference of the Port Management Association of West and Central Africa (PMAWCA).

    It would be recalled that last year at the 39th PMAWCA conference held in Accra, GPHA has adjudged the Best Port in Management Information System in the whole of West and Central Africa, while the Port of Tema won the Best Port in Container Terminal Productivity.

    The Director-General of GPHA, Michael Luguje was also presented with an Honorary Award for his immense and invaluable contribution to the Port Management Association of West and Central Africa.

    Michael Luguje in an interview dedicated the awards to the staff of GPHA and commended them for working assiduously to win the awards.

    He said GPHA is more committed to the training of its staff and human capacity building compared to the 20 ports in the West and Central Africa.

    He added that the Port Authority is not leaving any stone unturned to strengthen its human resource capacity such that succession will become a natural course.

    “We want at any given time, for every single position, we should have as many competent people to occupy the position. All we need is to work harder and invest more in capacity building.”-The GPHA Boss asserted.

    ted in the operations at the Port of Tema to achieve higher customer satisfaction.

  • 7 slashed with machete, 3 buildings burnt in violent clashes in Kumasi

    A violent clash over a disputed parcel of land at Dagombaline in Kumasi has left seven persons with severe machete wounds and two buildings as well as a makeshift structure burnt down.

    Some residents have also started fleeing the area which is under the Asokore Mampong municipality for fear of reprisals, our Ashanti Regional correspondent Ibrahim Abubakar reported.

    The attack was triggered by an attempt by one of the two factions to pull down properties on the disputed land belonging to the other faction. That was fiercely resisted leading to pelting of stones and what could be described as a free for all fight among the feuding factions.

    “A police team called in to restore calm was caught in the cross-fire as the officers received their fair share of the stone pelting,” our correspondent said.

    Immediately after the police left the scene, the two buildings and the makeshift structure serving as a house, were set ablaze, destroying properties estimated to cost thousands of cedis.

    The seven persons who suffered machete wounds to the head, hand and other parts of their bodies were rushed to the Manhyia Government Hospital for treatment.

    According to our correspondents, the police are yet to return to the area after the burning down of the structures.

    Some residents, who fear for their lives, are also fleeing the area as tension is said to be heightening.

  • 11 kidnap victims rescued in Nigeria

    Police authorities in Nigeria on Monday confirmed that 11 people earlier kidnapped by an armed group in the country’s troubled northwestern state of Zamfara had regained their freedom and were reunited with their family.

    The victims, including three children, three women, and five men, were handed over to the governor of Zamfara, Bello Matawalle, on Sunday.

    They were abducted by an armed group which had been on the rampage in Shinkafi and Maru local government areas of Zamfara, state police chief Usman Nagogo told Xinhua.

    Nagogo said the victims had been in captivity for over two months.

    The police secured their release following a rescue operation on Saturday.

    A statement by the governor’s spokesperson said the victims were first taken to a government-owned hospital before being reunited with their families.

    Last Thursday, some 40 kidnap victims were also rescued from the same armed group, according to the police.

    Altogether, 51 kidnapped victims had regained freedom in the state since last week.

    The state of Zamfara, as well as neighboring Kaduna state, have witnessed a series of attacks by armed groups in recent months.

    There have also been recurring incidents of livestock rustling and armed banditry in the region.

  • Menzgolds NAM1 faces fresh suit in Dubai

    The troubles of Nana Appiah Mensah popularly known as NAM1, are not over yet as a Pakistani national has also sued him in a Dubai court over a one million dollar ($1m) debt.

    A source in Dubai has told ABC News that, NAM1 had signed an agreement with an unnamed Pakistani national to settle his indebtedness to him by installment, but the civil court is yet to approve the alleged agreement.

    The latest court case means that, NAM1 maybe in Dubai in the custody of Interpol longer than expected.

    Meanwhile, our source has debunked claims that the appeals court in Dubai ordered Horizon Royal Diamond to pay NAM1 an amount of thirty-nine million dollars.

    “I was in court that day, it is not true that NAM1 is to be given any Thirty-nine Million Dollars. The judge, Rasheed Mohammed Al-Sumairi, ruled that the appellant (Horizon Diamond) had failed to produce enough evidence to support its claim that, NAM1 owes the company the said amount”, the source said.

    “NAM1 did not make a counter claim against the company, so how could the court have awarded that cost to him”, he queried.

    The Appeals Court reportedly upheld the acquittal and discharge verdict of the embattled Menzgold boss, an indication that the numerous customers whose funds have been locked up at the gold collectible firm might be getting something back very soon.

    However, per the new twist, the customers may have to still hope against hope.

    NAM1 was arrested in Dubai in December 2018 in connection with an alleged fraudulent gold deal and has since been in the Custody of Dubai authorities.

  • Citi reporters allegedly assaulted by NIA officials

    Two journalists working with Accra-based Citi FM and Citi TV were allegedly manhandled by some officials of the National Identification Authority (NIA) last Friday while covering the registration exercise at the Mataheko Cluster of Schools, near Afienya, in the Ningo-Prampram District of the Greater Accra Region.

    The incident said to have occurred about 4 pm, involved a cameraman of the television station, Mr Eric Twum, who was allegedly slapped and punched in the face, according to the reporter, Mr Elvis Washington, who also alleged that he was manhandled when he attempted to free Mr Twum from his attackers.

    Mr Twum now spots a swollen face and bruises on his arms, ostensibly from the alleged assault, and reportedly complained of pains in his left eye following the incident.

    Police complaint

    They have since lodged a complaint at the Emefs Police Station on the Michel Camp-Afienya road, with Mr Twum issued with a medical form for treatment at the Tema General Hospital.

    The Tema Regional Police Commander, Deputy Commissioner of Police Edward Johnson Akrofi-Oyirifi, who confirmed the incident, however said he was awaiting a detailed report from the Afienya District Command to determine the scale of investigations into the incident.

    Attempts to reach the Afienya District Police Commander, Deputy Superintendent of Police Charles Agyei, for comment over the incident were unsuccessful.

    Applicant complaints
    Mr Washington, who is also the Tema Correspondent for Citi FM and Citi TV, told the Daily Graphic yesterday that he, in the company of Mr Twum, had gone to the centre to cover the exercise following complaints from some residents about alleged extortion of money by the NIA officials within the district in connection with the exercise.

    According to him, when they arrived at the centre around 3:30 pm, they followed protocol by introducing themselves to the security personnel and official of the NIA.

    “I proceeded into the inner chamber to speak with the officer-in-charge, so my cameraman took some shots from the premises,” he said.

    Mr Washington said he engaged some of the officials in an informal conversation in the absence of the officer-in-charge, but he soon saw some other officials in a scuffle with Mr Twum over why he was filming the exercise.

    “I quickly stood up to get closer in an effort to intervene to prevent further assault as the officials pounced on him with slaps and frantic effort to seize his camera, but I was stopped by one gentleman in a military uniform who prevented me from getting closer to where my cameraman was being assaulted,” Mr Washington said.

    In the melee, Mr Washington said, a female applicant who was at the centre grabbed the camera from Mr Twum and hid it in her cloth to prevent it from being destroyed by the attackers.

    Mr Washington added that the officer-in-charge of the centre, who was said to be out for lunch at the time, returned to join the alleged assault on Mr Twum.

    “At a point, she charged towards me amid unprintable words and attempted to smash my spectacles, but was unsuccessful,” Mr Washington suggested.

    Attempts to reach the Communications Officer of the NIA, Mr Francis Palmdeti, for his comments on the issue was unsuccessful.

  • Ghana’s Afcon exit: I’ll resign if I were Sports Minister Mallam Issah

    A former Youth and Sports Minister, Mallam Issah, has said he would have resigned if he was the minister for the sector following the Black Stars failure to progress to the quarterfinal round of the ongoing 2019 Africa Cup of Nations (Afcon) in Egypt.

    Mallam Issah said the Black Stars performed abysmally throughout the tournament, a situation that showed a lack of leadership on the part of the coach and the current Sports Minister, Mr Isaac Asiamah.

    He called for the dissolution of the Black Stars management committee for a new one to be reconstituted.

    Reacting to this on Ghana Yensom on Accra 100.5FM hosted by Kwabena Prah Jnr (The Don) on Tuesday, 9 July 2019, Mallam Issah said: “The Sports Minister should resign because he promised us he was going to bring the cup home but he has failed to achieve that. Likewise, the Black Stars management committee members should all resign.”

    “I would have resigned if I were the sports minister,” he added.

    President Nana Addo Dankwa Akufo-Addo has said he is “gutted” by the exit of the Black Stars from the ongoing Africa Cup of Nations tournament ongoing in Egypt.

    Tunisia beat Ghana on penalties to set up an Afcon quarter-final with Madagascar after a 1-1 draw.

  • 2019 Africa Cup of Nations: We need VAR in AFCON – Kwesi Appiah

    hana coach Kwesi Appiah believes his side were undone by lack of Video Assistant Referees (VAR) in the ongoing Africa Cup of Nations following their loss to Tunisia at the Round of 16 stage on Monday.

    The West Africa powerhouse were booted out of the competition after losing 5-4 on penalties against Tunisia at the Ismailia Stadium.

    The Carthage Eagles got the initiative through Taha Khenissi in the 73rd minute before an own goal by Rami Bediou took the game to extra time.

    Speaking after the match, coach Appiah thinks his side deserved to go through ahead of the North Africans but they were let down by lack of VAR at the early stages of the competition as it would be introduced from the quarter-finals of the tournament.

    “Expectations were high. We really worked hard and put in our best. Unfortunately penalties can go either way and also Tunisia is a strong team,” Kwesi Appiah told reporters after the match.
