  • Deputy Minister hands over site for development of 300 hectares valley for rice production

The Deputy Minister of Food and Agriculture, Mr.Sagre Bambage, has handed over 300 hectors of farm land for the development of a valley for rice production at Kojope, a suburb of Busunu, in the West Gonja Municipality of the Savannah Region.

The field is to developed by the Ministry of Food and Agriculture under the Savannah Zone Agricultural Productivity Improvement Project (SAPIP) to support Government Flagship Programme:Planting for Food and Agriculture and is being funded by the African Development Bank.

In handing over the contract documents to the contractor, the minister disclosed that with COVID-19, the importation of rice will be a challenge and therefore, government has developed strategies to increase rice production of which the country has great potential.

He said the overall goal of the project which is among three other projects was to transform Agricultural Value Chain for food and nutrition security, job and wealth creation as well as increase farmers’ income through agricultural productivity and diversification.

The minister encouraged farmers to take advantage of the project when completed.

He urged community members to support the contractor, admonishing the contractor to as much as possible, use local labour drawn from the community to execute the project.

“We are here to hand over the sites to the contractor to commence work immediately…We thank the stakeholders, the consultants, the District Assemblies for their role in the design of these facilities. As we are handing over the sites to the contractors, you still have a role to play in monitoring the execution of the contracts,” he said.

The Municipal Chief Executive for West Gonja, Saeed Muhazu Jibreal, expressed gratitude to the minister for choosing the municipality to benefit from such a huge infrastructure project.

He recalled that the field chosen for the project was an area reserved for rice production in the 1970’s, expressing confidence in the viability of the land to sustain the project.

The elated MCE disclosed that the project was so dear to his heart, reason why he made constant followups to ensure the project came to light.

He assured the minister that the field was going to be put to good use when completed to realise the overall goal of the project.

Mr.Felix Dramani, Project Coordinator for SAPIP, said the delay in starting the project was because they had to do due diligence and get the right consultants among other processes.

It was his hope that community members will take interest and put the facility into full use when completed, adding that, it was the determination of government to stop the importation of rice. According to him, the more we import rice, the more we create jobs for others and create unemployment for ourselves.

He said it’s always disheartening for government to spend so much money to develop such fields and at the end, they are not used.

He was however optimistic that the people of Kojope will take keen interest and utilise the huge infrastructure investment by government.

The Department of Feeder Roads (DFR) and the Ghana Irrigation Development Authority (GIDA) are the consultants who designed and are to supervise the construction of these infrastructure.

To this end,the acting director of GIDA,Mr.Andrew Akure Alabila, disclosed that like the previous projects that were handed over, the contractor is expected to construct protective bonds, access bonds, field bonds, culverts, irrigation facility, a drainage system of about 24 square meters as well as create farm and field roads of about 5 meters in width and 3 meters in width respectively around the allocated site.

He said as part of the monitoring processes and to put the contractor on his toes, they were going to hold monthly technical meetings as well as quarterly stakeholders meetings, pressing on the contractor to deliver on time and ensure quality work is done.

Mr. Alex Frimpong who represented the contractor from Ben Amanka Enterprise assured that the project was going to be completed within the stipulated eight months period and that quality work will be ensured.

The minister earlier on handed over 8km Damongo-Kpiri feeder road for construction and a 200 hectors of land for Foundation Seed Production by the University for Development Studies.

  • Cedi gains lifeline from Central Bank

Ghana’s cedi has weakened every year since at least 1994. Now the central bank appears to have drawn a line in the sand, ready to intervene should the currency slip out of the tight range it’s held since May.

The Bank of Ghana has sold dollars in the spot and forward markets to stabilize the cedi, and closely monitors foreign-exchange trading to keep speculation to a minimum, according to traders and analysts who spoke to Bloomberg.

The central bank is well-armed with foreign-exchange reserves after a $3 billion Eurobond sale in February.

That means the currency probably won’t weaken much beyond the 2.1% decline it’s posted this year – which would be its best performance since 2006, when it dropped 1.4%.

The cedi has slumped 18.8% a year on average over the past two-and-a-half decades, according to data compiled by Bloomberg.

“The central bank has been coming onto the market to match dollar demand in the last couple of months,” Edem Kporku, senior research analyst at Apakan Securities Ltd., said by phone. “They are trying to maintain the currency at a fairly stable trading range.”

“The central bank has been coming onto the market to match dollar demand in the last couple of months,” Edem Kporku, senior research analyst at Apakan Securities Ltd., said by phone. “They are trying to maintain the currency at a fairly stable trading range.”

In addition to the Eurobond, the country received a $1 billion emergency loan from the International Monetary Fund and a $100 million package from the World Bank after the coronavirus struck.

The central bank concluded a $1 billion repo arrangement with the U.S. Federal Reserve, helping sustain international reserves that eased to $9.2 billion in June from $9.9 billion in March.

The regulator sells about $40 million each month on the spot market and $50 million on the forward market, according to Anthony Asare, head of treasury at GCB Bank Ltd. Though the amounts aren’t large, “these interventions reduce speculation and give direction to the market,” he said.

The cedi was little changed at 5.7817 per dollar on Thursday. It’s been trading in a range around that level since rebounding from a decline to a record 6.0401 in the wake of the COVID-19 sell-off in April.

While risks, including elections in the U.S. and Ghana, may weigh on the cedi, it’s unlikely the central bank will allow sustained weakness, said Neville Mandimika, a Johannesburg-based economist at Rand Merchant Bank Ltd.

    Market intervention

“Any weakness is likely going to invite the Bank of Ghana to sell dollars into the market to stabilize it,” Mandimika said.

U.S. heads to the polls in November while Ghana follows in the month after. Ahead of the previous election in 2016, the cedi lost 11% to the U.S. currency. President Nana Akufo-Addo of the NPP will face off with NDC’s John Mahama, in a third consecutive contest.

A $1.3 billion inflow from the Ghana Cocoa Board’s syndicated loans for cocoa purchases is expected in October, and that will top up the central bank’s reserves, Courage Martey, an economist at Databank Group, said by phone.

“Our external obligations for the short-term have already been catered for,” Martey said. That will take pressure off the currency even in the run-up to elections, he said.

The head of financial markets at the Bank of Ghana, Steve Opata, didn’t answer Bloomberg’s calls seeking comment.

  • Insecurity on the rise at Kpodoi-Dorfor as dad of 6-month-old twins shot dead in Volta Region

There is a mounting insecurity at Kpodoi-Dorfor in the North Tongu District of the Volta Region as father of a six-month-old twins has been shot to death by assailants over chieftaincy dispute.

The 34-year-old deceased farmer, Azievu Obeneh, who was shot dead at the premises of the Ananzie Chief’s palace at Kpodoi, left behind a set of twins and a seven-year-old girl as well as an unemployed wife who has been pleading for justice.

Mother of the twins and wife of the deceased, 27-year-old Xorla Toglo, told GhanaWeb in an interview that, it is difficult to fend for her family and having nowhere else to go and no one to cater for her and the children.

She appealed to the government to urgently intervene and to as well let justice prevail in her late husband’s matter.
GhanaWeb gathered that another farmer, Kofitor Ananzie, was also shot but luckily survived the gunshot.

Another 63-year-old farmer, Amatey Adjawutor suffered machete wounds on his way home from the farm by the same known assailants.
Amatey is said to have lost his sight and currently half deaf due to the gun shot and the machete inflicted wounds meted on him.

Residents say they are living in fear as almost every two days, the gun wielding assailants pounce in on them to threaten them.
Information gathered by GhanaWeb suggests that a chieftaincy dispute between factions of the Ananzie Stool has led to the rising insecurity in the Kpodoi-Dorfor community.

The information further suggests that the perpetrators seem to be going round the community threatening residents with gun as well as trying to force on the community, a regent who has been alleged to be alien in Kpodoi-Dorfor.

The perpetrators are, however, said to be walking freely in Kpodoi and continue to subject the residents to fear with impunity even after allegedly shooting and killing one person.
According to the Assembly Member of Kpodoi-Dorfor, Bright Awuitor who spoke to GhanaWeb, security personnel appear to have been overwhelmed by the situation.

“The situation at Kpodoi now is becoming on becoming. Me myself I can’t hold meetings in the community now because my life is in danger and we don’t know what else to do.
“We are appealing to the government to come to our aid. We are begging the government.
“Kpodoi used to be the life of Dorfor. We use to enjoy peace. But nowadays, I don’t know what to say. We want peace to prevail in Kpodoi so that developmental projects being carried out by the government can come to pass here,” he expressed.

Information suggests that the Chief of Ananzie, Togbi Sedem Ananzie Kpitriku 11, who in efforts to bring order in the community, spent money to build a police post for the Ghana Police Service to provide personnel for the post but that effort has been crippled.

The Chief accused the DCE for North Tongue, Richard Collins Arku, of allegedly giving room for the insecurity to fester in Kpodoi.

“In my reign as chief of this area for the last three to four years, I have tried my best to bring development in this town.

“Extension of electricity, school, hospital, a lot. In fact, chieftaincy is without issues. But we can allow unity to continue. Misunderstanding will not bring development.

“I have personally appealed to the police administration to setup a police station here. I have built a temporary structure here to be used as police station but the DCE and a certain soldier have stumped their feet on it,” he told GhanaWeb.

The chief called on President Akufo-Addo and the Inspector General of Police to come to the aid of Kpodoi.
Meanwhile, when GhanaWeb contacted the DCE, who is the Chairman of the District Security Committee (DISEC) for his side of the story, he said everything was under control at Kpodoi-Dorfor.

The DCE, Richard Collins Arku, told GhanaWeb that “that issue came to DISEC and we have taken a decision on it.”

“That issue has been with us for some time now. The police are on top of their game. They are doing their best. So no cause of alarm. So (be) rest assured ok,” he said.

  • 15 die in 8 separate fatal accidents over the weekend

About 15 people lost their lives to road accidents while more than 50 people sustained injuries in 8 separate road accidents over the weekend.

Some Ghanaians are scared for their lives while some others are mourning the loss of their loved ones who lost their lives on the roads of Accra, Kumasi, Cape Coast and other regions during the week.

Ghanaweb details how some of the accidents occurred

In Offinso, in the Ashanti Region, six juvenile footballers between the ages of 12 and 18 died on the spot on Saturday, September 19, 2020, when the car in which they were travelling veered off the road into the Offin River. Two out of the 26 victims who sustained injuries lost their lives as well at the hospital. The driver, according to a police report, lost control of the wheel which led to the car hitting the bridge compartment before landing in the river.

The North East Region also recorded a fatal accident as a bus rammed into another vehicle on Saturday, September 19, 2020. A policeman died as two of his colleagues suffered serious injuries. The policemen had parked their car on the side of the road for patrol duties. The North East Police Command, DCOP Kojo Antwi disclosed that one of the injured officers was in a coma.

Four people were also killed over the weekend in Nyanteh in the Eastern Region. The accident was a head-on collision between a taxi and a private vehicle. The taxi veered off its lane and collided with the Hyundai private car which had 13 people on board. One of the deceased was returning from a funeral with three others at Saafi when the accident occurred.

Four vehicles and a motorcycle were involved in a road accident on the Accra-Kumasi highway. The accident occurred between Konongo and the Bomfa Junction of the highway also on Saturday September 19, 2020. The accident caused heavy traffic and it took the intervention of military men for vehicles to move around with ease. A Presbyterian pastor and two others sustained serious injuries in the accident involving a Metro Mass Transit bus, a mini cargo truck, a Toyota Stanbic and a Toyota Scion minibus.

On the Cape Coast highway close to Buduburam, a commercial driver and his mate were killed by a truck on Sunday, September 20, 2020. The trotro driver was making a U-turn when the speeding truck run into his vehicle. The mate was found under the car when residents rushed to the scene, an eyewitness report said.

  • Kwesi Pratt backs Akua Donkor’s one-year maternity leave promise?

Ghana’s laws permit lactating female workers to take a maternity leave of three months, in other words, 12 weeks (84 days) with full salary.

The three months maternity leave has however become a bone of contention as some critics argue it’s too short a period for the lactating mothers while others are tossed between how many months or weeks that they want the mothers to embark on their leave.

One strong opponent to the three months leave is seasoned journalist Kwesi Pratt.

Kwesi Pratt Jnr, who is the Editor-in-Chief of the Insight newspaper, is of a strong view that women should be allowed to go on a year maternity leave.

His reason is very simple and that is to say, it will give the mothers ample time to spend looking after their babies.

”In fact, the addition of one month is small. Any person who’s seen a six-week baby and the measures we have say that when your baby is six weeks old, leave the baby home and go to work; then you are wicked,” he maintained during a discussion with sit-in host Nana Yaw Kesseh on Peace FM’s ‘Kokrokoo’ programme on Friday, September 18.

Kwesi Pratt has also pledged to cast his ballot for any Presidential candidate who will promise a year maternity leave for female workers.

Although Kwesi Pratt’s allegiance lies with the Convention People’s Party (CPP), by virtue of his pledge, any political party whose manifesto captures his request will automatically have his vote.

It appears Kwesi Pratt has already found the party and Presidential aspirant he will be voting for in the December 7 polls.

The party is the Ghana Freedom Party (GFP).

The founder and Presidential candidate for the GFP, Akua Donkor has launched her manifesto and in the manifesto, one of the things on her heart is to extend maternity leave from three months to one year.

Juxtaposing the words of Mr Pratt and Akua Donkor’s promise, it may be right to say the veteran journalist will vote for Akua Donkor and her Ghana Freedom Party.

However, the EC has pegged its filing fee for Presidential candidates at Ghc 100,000 which means Akua Donkor’s ability to pay the fee will determine whether or not Mr. Pratt will honour his word to her and not a different aspirant.

  • NDC will promote modern industrial parks for garage owners – Mahama

The presidential candidate of the National Democratic Congress (NDC), Mr John Dramani Mahama, has promised to build modern training centres to update the skills of garage owners to keep them in business.

Addressing artisans and garage owners in Tuobodom in the Techiman North constituency on Saturday as part of his three-day tour of the Bono East Region, Mr Mahama said the next NDC government will promote the development of industrial parks for garage owners and workers.

He said fully equipped industrial parks with diagnostic centres and other modern facilities for vehicle maintenance will be developed to train garage operators on the maintenance of cars with new and improved technology.

Mr Mahama says given the rapid deployment of new technologies in vehicles, it is imperative that garage owners and workers are given the needed training to make them relevant for their industry to keep them in employment.

“So, we are going to collaborate with the Eureka Garages Association, Suame Magazine Industrial Development Organisation in Kumasi and all other garage associations in the country to build the training centres with the modern diagnostic machine to train their members and be able to stay in business”, he added.

Mr Mahama also said government will engage master artisans such as masons, carpenters, fashion designers, hairdressers and seamstresses, among others, and pay the apprenticeship fees of all those who are willing to train under them in the various vocations. Those who complete the government-sponsored apprenticeship training, he said, will be provided the needed tools to enable them also set up their own businesses.

Mr Mahama therefore urged electorates to vote for him and the NDC in the December 7, 2020 general elections to enable the party fulfill its promises to the people of Ghana.

“On Monday, 14 September 2020, I extended the Executive Instrument of the mandatory wearing of face masks by three months. So, until December 14, 2020, the wearing of masks remains mandatory. The law enforcement agencies will be required to ensure this directive is respected by all,” he said.

He continued: “It has served us well in the fight against COVID-19, so I urge each and every one of us to wear our mask and do so correctly anytime we leave our homes. This is the new normal requirement of our daily existence until the virus disappears.”

President Akufo-Addo through the Executive Instrument, on June 14, 2020, made the wearing of face masks mandatory in the wake of a sharp rise in the number of COVID-19 cases in Ghana.

It was initially restricted to the Greater Accra, Ashanti, Central and Western regions but later extended to the whole country.

“It is important for me to remind residents of the Greater Accra and Ashanti Regions, where a great majority of cases have been recorded, and in the Western and Central Regions, where we are seeing an increase in infectious cases, to continue to adhere strictly to the social distancing and in-house hygiene protocols announced,” Akufo-Addo had warned during his address on Sunday, June 14.

“With the doctors and scientists telling us that the virus is transmitted from human contact, through talking, singing, coughing and sneezing, which results in sending droplets of the virus from one person to another, residents of these four regions, and, indeed, all Ghanaians, must remember that the wearing of masks is now mandatory.

“Leaving our homes without a face mask or face covering on is an offence. The Police have been instructed to enforce this directive, which is the subject of an Executive Instrument,” the President said as part of his address.

In paragraph 4(2) of E.I. 164 states that any person who fails to comply with the mandatory wearing of nose masks shall be punished in accordance with Section 6 of Act 1012.

Section 6 of Act 1012 reads, “a person who fails to comply with the restrictions imposed under the Executive Instrument issued under subsection 1 of Section 2 commits an offence and is liable on summary conviction to a fine of not less than 1,000 penalty units (GHS12,000) and not more than 5,000 penalty units (GHS 60,000) or to a term of imprisonment not less than four years and not more than 10 years or to both.”

Founder and President of IMANI Africa, Franklin Cudjoe has showered praises on President Akufo Addo and his government for their well handling of the Covid-19 pandemic as a result of which the case count still stands low.

In a social media post sighted by GhanaVanguard.com, Franklin wrote; “In all honesty, the Nana Addo-led government has managed covid-19 well in terms of cases. Active cases have almost vanished.”

The fierce critique of governments in Ghana, however, cautioned Ghanaians to not be complacent; having seen the case count on a steady decline.

Franklin Cudjoe further raised an issue of national interest as he calls for accountability from those in charge of the covid-19 relief funds as to how procurements have been done as well as how the fund is been used.

He also called on government to release the details of the company that is doing the Covid-19 test at the Kotoka International Airport and how the company got the contract.

“But, we will also need some accountability on how covid procurement had been done and funds have been used. Also, which company is conducting the tests at our airport? How did it get the contract?” he wrote.

  • Nurses, Midwives begin nationwide strike today

Nurses and midwives across the country are beginning a strike today Monday, September 21,2020 over their service conditions.

It comes after the failure of government to agree with the healthworkers on their demand for improved conditions of service.

A press release by the Ghana Registered Nurses and Midwives Association noted “having reconvened in the meetings held on 15th and 16th September 2020 the posture of the Employer changed for the better but did not meet the expectation of the majority of Nurses, Midwives, Physician Assistants and Certified Registered Anaesthetists in Ghana.”

The statement, therefore, directed its members to stay away from work until the outstanding issues are addressed with their employer.

Meanwhile, an Accra High Court on Friday granted an interlocutory injunction application by the National Labour Commission against the strike.

The move by the court presided by Justice Frank Aboagye Rockson is to stop the health workers from their industrial action.

  • Central African Republic: Ex-officer arrested for war crimes

Police in France have arrested a former presidential guard from the Central African Republic (CAR) for alleged war crimes and crimes against humanity.

Eric Danboy Bagale was taken to Paris after his arrest in eastern France on Tuesday, the AFP news agency reports.

He is accused of leading a group of largely Christian militias which carried out revenge killings after the CAR’s president was ousted in 2013.
Thousands of people died in the violence that followed.

The CAR has faced instability since gaining independence from France in 1960.

But in 2013, Muslim rebels from the Seleka umbrella group seized power in the majority-Christian country.

Mr Bagale has been indicted for both his actions as head of former President François Bozizé’s guard and later as head of the mostly Christian anti-Balaka militias, according to the AFP news agency.

The former president is himself the subject of UN sanctions over the actions of anti-Balaka militias.

A peace deal was signed between the government and 14 armed groups last year, but the violence has continued.

More than a million people have been displaced or forced to leave the country, according to the UN refugee agency.

  • Outlook for top global economies is improving, OECD says

The huge shock to many of the world’s biggest economies from the coronavirus pandemic may not be quite as bad as economists feared just a few months ago.

In a report published on Wednesday, the Organisation for Economic Cooperation and Development upgraded its forecast for global economic output this year, noting that while declines were still “unprecedented in recent history,” the outlook has improved slightly since June.

The Paris-based agency said it now expects the world economy to shrink by 4.5% in 2020 before expanding by 5% in 2021. Previously, the OECD said it thought the global economy would contract by 6% this year and grow 5.2% next year.

But the agency, which represents the world’s biggest economies, warned that headline figures mask major discrepancies. While it significantly boosted its 2020 forecasts for the United States and China, and slightly raised the outlook for Europe, the OECD lowered its expectations for developing countries such as Mexico, Argentina, India, South Africa, Indonesia and Saudi Arabia.
OECD economists said the downgrades reflected “the prolonged spread of the virus, high levels of poverty and informality, and stricter confinement measures for an extended period.”

China is the only G20 country for which output is projected to rise in 2020, with its economy growing 1.8%, compared to a 3.8% contraction in the United States and a 7.9% decline among the 19 countries that use the euro. Beijing reported Tuesday that retail sales were higher in August than they had been the previous year — the first time sales have increased in 2020.

The OECD noted the earlier timing of the country’s outbreak and its ability to swiftly bring it under control, as well as policies that paved the way for a rapid bounce back in activity, pointing to strong infrastructure investment in particular.

Meanwhile, South Africa’s economy could shrink by 11.5% this year, according to the OECD. Mexico and India’s economies are both on track for a 10.2% contraction.

That’s worse than the forecasts for developed economies with the exception of Italy, which is due to shrink 10.5% after it was hit hard by the virus.

    ‘Uncertainty remains high’

The OECD cautioned that its outlook is far from set, and much depends on the trajectory of Covid-19 infections and ongoing support from policymakers. It added that the global recovery “lost some momentum over the summer months” after an initial burst of activity.

“A recovery is now under way following the easing of strict confinement measures and the reopening of businesses, but uncertainty remains high and confidence is still fragile,” the agency said in its report.

Some of its estimates are also contingent on policy assumptions that may not materialize.

The OECD assumes, for example, that the United Kingdom will reach a “basic” free trade agreement for goods with the European Union. But talks could be crushed by a controversial bill introduced by Prime Minister Boris Johnson’s government, which would break the terms of a previously-negotiated divorce agreement.

The agency expects the UK economy to shrink by 10.1% this year, a slight improvement over its last estimate.

The OECD is also counting on US lawmakers to approve another stimulus package worth up to $1.5 trillion this fall, though negotiations have reached an impasse. Reaching an agreement may be more difficult as the November election approaches.

The group’s predictions for the global recovery in 2021 are slightly lower than they were in June. OECD economists made clear they see a long road ahead.

“In most economies, the level of output at the end of 2021 is projected to remain below that at the end of 2019, and considerably weaker than projected prior to the pandemic, highlighting the risk of long-lasting costs from the pandemic,” the report said.

  • Catholic priest turned judge to cease clerical duties Catholic Church

A catholic priest who has been appointed as Justice of the High Court will no more perform his priestly duties in public, the Catholic Church has explained.

The Catholic Church has told state-owned Daily Graphic in an interview that Rev Fr Joseph Owusu-Agyemang can only celebrate sacraments privately.

Chancellor of the Kumasi Archdiocese of the Church, Rev. Fr. Peter Sarpong, told the newspaper that apart from political appointments, the church did not stop its priests from serving offices, including serving as lecturers, to the security doctors, among others.

Rev. Fr Joseph Owusu-Agyemang, a Catholic priest incardinated into the Catholic Archdiocese of Kumasi, was sworn in as a Justice of the High Court by President Nana Addo Dankwa Akufo-Addo, becoming the first Catholic Priest in Ghana to assume the position of a Justice of the High Court.

Concerns have been raised as to whether the Priest-Judge can perform a dual role.

However, explaining the law which allowed Justice Owusu-Agyemang to accept the appointment, the Chancellor of the Kumasi Archdiocese said the church’s law was epitomised by the last code that: “Salvation of souls is the supreme law of the church.”

He said such appointments were only allowed by the Catholic Church provided that a Diocesan Bishop had judged that it contributed to their spiritual growth under the Canon Law.

The Canon Law of the Catholic Church is the system of laws and legal principles made and enforced by the hierarchical authorities of the Catholic Church to regulate its external organisation and government and to order and direct the activities of Catholics towards the mission of the church.

Rev. Fr Sarpong urged Ghanaians to pray for the Priest-Judge to make a difference and be an evangelist in the Judiciary.

Justice Owusu Agyemang was among 16 individuals who were sworn in as justices of the High Court by President Akufo-Addo.

  • Tono dam rehabilitation started under Mahama, not Akufo-Addo – NDC counters Regional Minister

Upper East Regional Deputy Communications Officer of the National Democratic Congress(NDC), Casper Kampoli, has accused the Upper East Regional Minister, Tangoba Abayage, of peddling falsehood over her claim that the Tono Irrigation Dam is being rehabilitated by the Akufo-Addo administration for the first time in forty years.

The Regional Minister had claimed in an interview with GHOne TV that rehabilitation works on the Tono Irrigation Dam are being undertaken by the government of the New Patriotic Party (NPP) led by President Akufo-Addo.

But Mr Kampoli, a fierce critic of the Minister, has countered the claim, asserting that the NDC had secured funding for, and had started the rehabilitation of the Tono Irrigation Dam two years before the NPP assumed the reins of power.

“…The Renovation and Modernization of the Tono Irrigation Dam, which is still ongoing is a Ghana Commercial Agriculture Project (GCAP) activity. The Ghana Commercial Agriculture Project (GCAP) was launched in 2013 under John Dramani Mahama to move farming from the present subsistence level to a commercial level that will ensure wealth creation and food security in the country.

However, the Modernization and Rehabilitation of the irrigation facilities started in 2014…It started two years before Nana Addo became president,” he stated.

Work on the Tono Irrigation is currently ongoing. Available records show that the rehabilitation works began before the NPP took over the reins of Government.

But it is unclear the reasons for which the Upper East Regional Minister made the claim.

The NPP and NDC have had arguments over whether the government who secures funding or the one who executes a project should be given credit for completed or ongoing projects.

  • Forum calls for land acquisition, registration reforms

The Lands Commission has been urged to increase public education on the legal processes to acquire and register land and landed property to help phase out the challenges associated with such property acquisition in the country.

The call was made by discussants at a forum organised in Accra yesterday to identify and address the challenges involved in property registration in the country.

The Founding President of IMANI, Mr. Franklin Cudjoe, who led the discussion, said the main challenges of land acquisition could be solved by decentralisation of the land registry.

He said the government must, aside educating the public on the processes, streamline it and make it less cumbersome and expensive for the ordinary Ghanaian.

“It doesn’t make sense to buy land in a particular district and have to travel to the regional capital to register it,” he said.

The multiple sale of land to different customers, court litigations and the menace of land guards have all made property registration cumbersome in the country beyond the primary challenges that have been identified by stakeholders in the land acquisition space.

    Database

A land consultant, Dr. Yaw Adarkwah Antwi, said there must be a national land registration database that functioned properly and was accessible to the public.

Such information on the ownership of land must be captured, processed, stored and disseminated to the public to help guide prospective buyers of land on what to purchase or not, he said.

“You don’t assume that the system exists so the public must know but rather you need to increase public awareness on the system to make it effective,” he said.

    Registration

Another speaker at the forum, the Managing Director of Tenth Generation Technology Systems, acknowledged that although there were some legal processes in acquiring land, they were not designed to address the needs of the poor.

He said the issue was not about the existence of processes or systems but how to get those systems to work effectively for the benefit of the nation.

He said when the government found the appropriate ways to deal with land acquisition, there would be fewer court cases, and the cost of land would be significantly reduced.

  • GH₵500,000 stolen from bullion van after motorbike accident

A motorbike rider died on the spot after a bullion van knocked him over. The driver of the bullion van and two others with him were later treated and discharged.

The rider, Raymond Dodzi, a 28-year-old National Service Person met his untimely death on the Hohoe-Fodome road in the Volta Region.

Assistant Superintendent of Police (ASP) Obeng Dickson, Commander of the Hohoe Motor Transport and Traffic Directorate (MTTD), confirmed the incident to the Ghana News Agency (GNA).

He said the driver, a cashier and a Police officer, were the occupants of the van with registration number GN 714417.

He said the van, which belonged to Agate Dabot Company, was transferring money from Ho to the Hohoe Branch of the Fidelity Bank.

ASP Obeng said the rider was heading to Hohoe from the Gbi-Atabu stretch of the main road.

He said the driver in an attempt to avoid knocking the rider caused the van to somersault several times.

The Commander said the accident caused damages to boxes containing the cash with the impact forcing them to open and added that the occupants in an attempt to salvage the money were not successful because onlookers picked and called their friends to the scene.

He said information from the occupants of the bullion van revealed that they were travelling with an amount of about GH¢710,000.00 but were only able to retrieve GH¢218,232 after the incident.

ASP Obeng said a challenge facing the MTTD was lack of a vehicle to quickly respond to emergency cases within the Command.

He cautioned riders and drivers to always observe traffic regulations and abide by all road safety protocols.

  • Hotel operations in slow start

Barely two weeks after the opening of the Kotoka International Airport (KIA) to commercial flights, hotels in Accra are yet to experience an upsurge in patronage.

The Daily Graphic’s enquiries at some of the hotels and guest houses in the capital have indicated that although there is an uptick in foreign clients after the opening of the airport, patronage still remains low.

It became clear that hotels that relied on foreign guests bore much of the brunt of the low patronage, compared with their counterparts that drew on local clients.

The hotels and restaurants sub sector of the hospitality industry is one of the greatest hit by the coronavirus disease (COVID-19) pandemic.

Since the lockdown in March this year to contain the spread of the virus, the industry has laid off 40,000 workers, according to the Ghana Hotels Association (GHA).

According to the Ghana Statistical Service, the hotels and restaurants sub-sector of the economy contracted by 74.9 per cent in the second quarter of the year, a dip that equals 0.8 per cent of total productivity in the economy.

    Some accounts

The Sales and Marketing Manager of the Accra City Hotel, Mr. Yaw K. Mamphey, told the Daily Graphic that in spite of the resumption of scheduled flights into the country by some of the international airlines, patronage of four- and five-star hotels remained low.

Given that cabin crew and pilots are some of the most frequent clients of four- and five-star hotels, the resumption of their activities was expected to provide those hotels a window for recovery after the devastating COVID-19 pandemic had completely shut down their operations.

However, Mr. Mamphey said that was a drop in the ocean.

“What we are recording now are still small numbers and we use these numbers to say there is a rise. So, yes, there are some activities after the airport opened, but patronage is still very low,” he said.

    COVID-19 rates

At the Mövenpick Ambassador Hotel, one of the managers, who did not want to be named, told the Daily Graphic that the hotel was still charging ‘COVID-19’ rates, which were lower rates, indicating that not much had changed since the pandemic restrictions were relaxed.

He said most of the measures that were adopted when the pandemic broke out were still in place, and added that it had not begun full operations yet.

“Our staff are still running the shift system because there is not much activity, although things are improving gradually. But we still have to wait for a month or two and see,” he said.

There was not much activity at the Kempinski Hotel when the Daily Graphic team got there around midday yesterday.

The lobby of the imposing hotel, as well as its car park, which were usually full in normal times, were empty.

The situation was not different at the La Palm Royal Beach Hotel and the Labadi Beach Hotel.

    Local patronage

But at the Blue Leaf Guest House at Osu, the General Manager, Mr. Alex Hansen, said the facility was doing brisk business because locals had been its main clientele.

In the last few days since the opening of the KIA, he said, the guest house had been recording patronage from some foreigners.

“For us, because we get a lot of local bookings, we have been doing well since the ease of restrictions, and even recently the foreigners too are coming in,” he said.

In a separate interview, the Manager of the Serefina Guest House at Achimota, Ms. Adwoa Takyie, said the facility resumed full operations right after the restrictions on movements had been lifted in Accra.

    Exceptions

At the Marriott Hotel at the Airport City, there were a lot of activities going on at the time the team visited.

There were two separate conferences running simultaneously and travellers were seen checking into the hotel.

Although the Sales and Marketing Manager was not available for comment when the team arrived at the hotel around 2 p.m., the Daily Graphic observed that patronage was high, with both restaurants in the facility full during lunch.

The Sales and Marketing Manager of the Peduase Valley Resort in the Eastern Region, Mr. Paul Sasu, said the COVID-19 pandemic had negatively affected the income generation of the facility.

That, he said, was because although the facility relied on local patronage and had clients coming in every day, it was unable to operate at full capacity, hence the shortfall in sales.

Meanwhile, the Holiday Inn Hotel had temporarily been shut down when the team visited the facility.

    Association

The President of the GHA, Dr. Ackah-Nyamike, told the Daily Graphic that to help bring hotels back to profitability, the government had directed the refund of water bills paid by the hotels from April to September.

He said the government must also introduce the 50 per cent discount on electricity tariffs to hotels for the last quarter of the year to cushion their operations.

  • 5,000 Documents digitised by Records and Archives Department

The Public Records and Archives Administration Department (PRAAD) of the Office of the Civil Service has completed the digitisation of over 500,000 documents.

In addition, a website has also been developed to provide access to the digital documents.

“The digitisation will ensure the long-term preservation of records for posterity. This exercise will continue in 2021.” The Head of the Civil Service, Nana Kwasi Agyekum-Dwamena, said this at the launch of the 2020 Civil Service Week Celebration in Accra yesterday.

The one-week event is on the theme: “Civil Service and private sector synergy: A national development imperative”.

Among activities lined up for the celebration are a public lecture, an open day, a clean-up exercise, a health day and an awards ceremony.

He explained that the event was to provide a platform for civil servants to engage with the public and the private sectors to identify potential areas of collaboration for job creation, prosperity and equal opportunity for all.

    Technology

Nana Agyekum-Dwamena said as part of embracing technology, the Ministry of Communications had also rolled out a smart workplace platform to enable all ministries, departments and agencies (MDAs) to conduct government business in a more secure environment.

Also, he said, the Office of the Head of the Civil Service had an active social media account that provided information on its operations and activities and a platform for interaction with the public.

“The Civil Service has embraced technology to work smarter and improve its services. We have substantially digitised work systems and processes in MMDAs. In adopting the new normal, I believe our digital space will continue to be adequately utilised as work progresses steadily,” he added.

He said to ensure more competition and a credible and transparent recruitment system, his outfit last year improved on its computer-based civil service recruitment and examination system, adding that the service had also introduced an online promotion exercise to facilitate the speedy promotion of officers.

“Currently, about 1,500 officers are undergoing the virtual promotion exercise. This process has helped to reduce the sheer number of staff coming into the office, allowed officers to go through the interview process in the comfort of their offices and also eliminated cost,” the Head of the Civil Service said.

    Reforms

Nana Agyekum-Dwamena further said a public-sector-for-results project, launched by the President in 2018, was currently being implemented as part of the national public sector reform strategy in selected civil and public service organisations.

To improve client service, he said, his outfit would also monitor service standards by deploying “mystery shoppers” to various MMDAs to assess quality of services provided for clients.

“As we approach an election period, we have to remind ourselves of our core value of impartiality and our role as Civil Service staff,” he admonished members.

  • Voters exhibition exercise records low turn out in Dzorwulu

There has been a low turnout in the commencement of the voter exhibition exercise by the Electoral Commission (EC) in Dzorwulu, Accra.

The exercise, conducted by the electoral body comes after the compilation of a new voters register across the country, in June this year, ahead of the December 2020 elections.

When GhanaWeb visited four exhibition centers in the area on Friday, September 18, 2020, the news team, at the time of the visit, witnessed very low turnout for the exercise.

In an interaction with an Exhibition Official at the Dzorwulu High School center, Pamela Nettey, said only two applicants had come to verify their details in the provisional register.

Another at the Dzorwulu Primary School centre, Ericka Noveiku said only seven applicants out of some 687 names in the provisional register had visited the centre to verify their names.

Meanwhile, at the Kings of Kings centre also in Dzorwulu, Bernard Kabutey, an Exhibition Official said only two applicants had been to the centre but was optimistic the number will increase as the day goes by.

Prior to the exhibition exercise, the Electoral Commission of Ghana (EC) announced that all voters who cannot make it to various registration centres to partake in the exhibition of the voters register can do so via a shortcode, 1422.

This was in line with COVID-19 safety protocols to curtail the spread of the virus during the exercise.

All eligible applicants who will make use of this process would be charged 30 pesewas while voters who are fraught with challenges while accessing the shortcode would have to immediately go to their assigned polling stations for their details to be verified.

The aim of the exhibition of the voters register is to afford voters the opportunity to either correct the wrong spelling of their names, take a new photograph if the one on the Identification (ID) Card was badly taken among others.

The exercise will also to provide room for a voter to object the names of unqualified persons on the register.

The exhibition exercise will last for eight days and will begin from September 18-25, 2020 from 7am to 6pm at all 33,367 centres across the country.

  • High Court adjourns Kennedy Agyapongs case to September 25

An Accra High Court has adjourned the contempt case involving Member of Parliament (MP) for Assin Central Kennedy Agyapong to Friday, September 25, 2020.

The presiding judge on Friday, September 18, 2020 indicated that the High Court will proceed with hearing the case despite a writ of certiorari filed at the Supreme Court by the MP.

Mr Agyapong has asked the Supreme Court to stop the contempt proceedings against him by the Accra High Court.

Lawyers for the MP filed a judicial review application at the apex court on Thursday, barely 24 hours after he was supposed to appear before the High Court to explain why he should not be punished for allegedly describing a judge as “stupid”.

The MP wants the Supreme Court to prohibit the High Court from hearing the contempt case and also quash the order of summons for him to appear before the court on the basis that the particular court (Land Court 12) that summoned him had no jurisdiction to do so.

In his affidavit in support, the MP avers that his comments were not against Justice Amos Wuntah Wuni of Land Court 12 but was rather against a different judge in another matter at Labour Court 2, for which he said he had duly apologised.

“The words uttered, which I deem uncomplimentary and I have since apologised [for], were not directed at the court presided over by His Lordship Amos Wuntah Wuni.

“The Court is not seized with jurisdiction to order the applicant to appear and to answer why he should not be severely punished for contempt of court,” the MP said in his affidavit in support.
