  • Successful attacks by Western Togoland Group was spiritual – Group

Public Relations Officer (PRO) of the Concerned Citizens of Western Togoland Mr. Daniel Yevuga has posited that the successful attacks by the Homeland Study Group Foundation (HSGF) which occurred at dawn of Friday 25 September 2020 was attributed to spiritual forces.

Speaking exclusively on Rainbow Radio 87.5 Fm, Mr Yevuga noted that there have been reports that the attackers have been trained but ”so far as we are concerned as a group, we know that there have been no training in terms of security”.

What he has observed he disclosed is that there is historical, background on Western Togoland since the era of their forefathers.

”There are spiritually strong and there were no holding guns and cutlasses,” he added.

He insisted the attackers could be using spiritual strength to carry out their activities.

A group of armed men in the early hours of Friday forcibly took some police stations in the Volta Region, overpowered the police officers, broke into the armoury, and made away with all the weapons.

The group numbering about 50 reportedly made of locals from Mepe, Aveyime, Battor, and surrounding communities, were later chanting war songs and jubilating their successful operations.

Some 31 persons were arrested in the process but Daniel Yevuga says the arrest and prosecution will not solve the problem.

He, therefore, wants the government to come with them at the negotiation table to engage leaders of the groups.

He said the security services and the government should sit and engage the groups because they have reached a point of no return.

  • Secessionist Attack: This cannot be tolerated – Kwesi Pratt

Some armed men believed to be members of the Western Togoland secession group on Friday, September 25 attacked the Aveyime and Mepe Police Stations in the North Tongu District of the Volta Region.

The group is said to have attacked the Police stations as a warning signal because they have been yearning to become a sovereign nation but all their attempts have been foiled.

The armed men blocked some major roads amidst claims that parts of the Oti and Volta Regions are within their territory.

The group wants the Volta Region to be an autonomous country known as “Western Togoland”.

Mr. Pratt also called on all Ghanaians to unite and kick against the secessionist group, stressing “this is not something to be tolerated”.

Meanwhile, the Police have arrested about 20 persons associated with the attacks.

  • In-form John Boye axed from Ghana squad as CK Akonnor shows clear intent on FC Metz captain

Ghana coach Charles Akonnor has once again left out John Boye from his squad for the upcoming friendly against Mali after the FC Metz captain faced the same fate for the West African giants AFCON 2021 double-header qualifiers against Sudan last March.

On Friday, Akonnor announced his squad for October’s international friendly via the Ghana FA live Facebook broadcast dubbed GFA News.

There were some notable absentees in the call-ups for the friendly encounter against West African neighbours Mali.

Key players such as Kwadwo Asamoah, Mubarak Wakaso, Afriyie Acquah, Christian Atsu, Daniel Amartey, Jonathan Mensah and John Boye were axed from the squad ahead of the game which is scheduled to come off in Turkey.

It is however shocking that John Boye has to find himself in the wrong books of the quick-tempered trainer once again despite his distinctive performance in the French Ligue 1 this term.

Akonnor has not hidden his aversion towards John Boye since taking over the reins of the Black Stars job after the player’s latest snub.

It can be recalled that in March the former Asante Kotoko gaffer came under the magnifying glass amongst sports journalists who have been following the performance of Ghanaian players in Europe after he left out the experienced defender for the postponed AFCON 2021 qualifiers against Sudan.

During the March press conference, Isaac Asempah, who works with Zylofon FM, asked Akonnor why he omitted Boye from the squad but the 46-year-old coach sarcastically replied the journalist whether Boye is his brother or his in-law.

Meanwhile, Akonnor has called up Alexander Djiku, Joseph Aidoo, Nicholas Opoku and Kassim Nuhu.

Comparatively, none of the aforementioned centre-backs have churned out many playing minutes at their respective clubs than the FC Metz skipper for the past two seasons.

Djiku, who joined Strasbourg last season from SM Caen scored one goal in 25 matches for the club before the French top-flight was cancelled after the Coronavirus outbreak.

Opoku and Nuhu combined, played 22 matches for Fortuna Dusseldorf and SC Amiens respectively last season.

Aidoo appears to be the only defender whose performance last season could match Boye’s after making 15 appearances for Celta Vigo in the Spanish LaLiga.

  • South Africa about to reopen, but not to everyone

South Africa plans to begin a gradual and cautious resumption to opening its borders to international travel on October 1.

President Cyril Ramaphosa warned, however, that travel may be limited to countries that do not have high infection and transmission rates. The list of permitted and prohibited countries has yet to be released.

For those who will be permitted to travel to South Africa, a negative Covid-19 test result no older than 72 hours will be required. Failure to provide this will result in mandatory quarantine at the traveler’s cost. All travelers will also be required to download the Covid-19 Alert App, which enables contact tracing.

Ramaphosa’s announcement was met with relief by South Africa’s tourism stakeholders who have seen their livelihoods threatened or lost as a result of the pandemic lockdown.

“Tourism can be South Africa’s economic lifeline,” said Tshifhiwa Tshivhengwa, CEO of the Tourism Business Council of South Africa. “Every day we have been closed to international travel, we have lost 336 million rand (almost $20 million) of spend, and the government has lost vital tax revenue. Opening up our tourism sector will have a direct and immediately positive impact on government’s coffers at a time when it most needs it.”

The government’s decision to reopen to international travel and tourism allows the industry to get back on its feet, said David Frost, CEO of Southern Africa Tourism Services Association, the voice of inbound tourism. “Covid-19 has grounded our world, but tourism will return. And we need to support its full recovery at the earliest opportunity, since it is the single sector with the greatest potential to drive the type of economic growth that South Africa most needs.”

He said on Wednesday September 23 that “We should begin to start the conversation now to take the mind of Ghanaians from dependence on export to support us and COVID has shown that we need resilience.

“We need to build domestic resilience. To maintain stability, it is always about demand and supply. We should as a country focus a lot more attention on selling our goods and services abroad and also reduce our penchant for export.

“Literally, it has been said on every economic forum, but we just say it and do nothing about it. We keep importing toothpicks, handkerchiefs and straws on which you can suck your drink All those things should stop.

“So, two things you have to be done simultaneously to improve export and reduce import, but we need domestic production. There are a lot of things we can produce and avoid using scarce foreign currency,” he told Citi FM.

  • Eyes on Ghana: How German state media reported Western Togoland uprising

Secessionist group, Homeland Study Group Foundation (HSGF), grabbed the headlines in Ghana on Friday dawn after ceasing Juapong, a town in North Tongu District of the Volta Region.

The group also captured three personnel of the Ghana Police Service after attacking the Aveyime and Mepe Police Stations.

Roadblocks they have mounted at different parts of the town too have brought vehicular traffic to a halt in the area.

HSGF claims that Western Togoland was an independent state before it was forced to join Ghana after the 1956 plebiscite.

Per their demands, Volta and Oti regions, parts of Northern Region, North East region and Upper East Region will become part of a new Western Togoland state.

However, the ripples of the security situation in the Volta Region has been travelling beyond Ghana, grabbing the attention of some international media.

German state media, DW.com, captured the situation in Ghana with the headline: Ghana’s Western Togoland region declares sovereignty.

“An area of eastern Ghana has declared itself a sovereign state. The region known as Western Togoland has had secessionist attempts in the past,” the lede of the story reads.

Below is how the German state media covered the story on Friday, September 25, 2020.

Ghana’s Western Togoland region declares sovereignty

Armed men demanding the secession of Western Togoland from Ghana blockaded major entry points to the Volta region of Ghana on Friday morning.

Local sources say the group are holding three police officers hostage, including a District Commander, and attacked two police stations. Prior to the blockade, the group reportedly broke into an armory and stole weapons.

“This is a very serious situation because just few weeks ago we saw [what happened] when they mounted signs along the major roads welcoming people into the Western Togoland State,” a local resident told DW. “Blocking the roads with heaps of sand, burning tyres [and ] even holding security personnel hostage.”

About 12 hours before Friday’s dawn operation, the Western Togoland Restoration Front (WTRF) published photos of the graduation ceremony for around 500 personnel who underwent training for months in secret locations, raising questions over the effectiveness of security agencies in the region.

    Seeking sovereignty

Ghana’s Western Togoland region is predominately wedged between Lake Volta and the Ghana-Togo border. Currently, a number of splinter groups are demanding the area be recognized as a sovereign state.

In a press release, the chairman of the WTRF, Togbe Yesu Kwabla Edudzi I, declared that efforts for consolidating statehoood, which began on 1 September 2020, were being put into practice.

The press release also claimed “roadblocks to assert its sovereignty are all over the Southern sector.”

The movement says it wants to force the Ghanaian government to join United Nations (UN) facilitated negotiations aiming to declare Western Togoland an independent state.

Ghanaian police have been ordered to “leave the region in 24 hours” and surrender weapons. Some radio stations appear to have been taken over by members of the WTRF. The group has demanded the release of prisoners currently being held in detention for secessionist activities.

    Travelers urged to be cautious

Meanwhile, on Facebook, Ghanaian police have cautioned travellers to be aware of “security operations” in some communities in the Volta Region.

Local media have reported the minister of the affected Volta Region, Archibald Letsa, urged travelers to remain calm and allow security personnel to do their jobs.

    A tumultuous past

The territory of Western Togoland was first colonized by Germany in 1884 and incorporated into the Togoland colony. After Germany’s defeat during the First World War, the colony of Togoland was divided between France and Britain as protectorates. The western part of Togoland became part of Britain’s Gold Coast colony, which became independent in 1957 to form modern-day Ghana. Togo gained independence from France in 1960.

Western Togoland is a member of the Unrepresented Nations and Peoples Organization (UNPO). Four million people live in the region. In terms of language and culture, Western Togoland, especially the Volta region, has more in common with Togo. Locals in the region say they feel underrepresented by Ghanaian authorities.

A previous unsuccessful attempt to declare Western Togoland independent from Ghana took place in 2017. In March 2020, around 80 members of the separatist group were detained for protesting the arrest of seven leaders of the Homeland Study Group Foundation. The charges were later dropped.

  • Those affected by duplicate ID numbers can still vote on December 7 – EC

The Electoral Commission (EC) has clarified that those who have been affected by the duplicate voter identification card numbers in the recent mass registration exercise, can still vote on December 7, 2020 whether or not they pick up their new cards.

“I also want to establish that, but because of possible use of the ID card for other purposes [such as bank transactions], for voting the [duplicate] ID numbers will not have any effect, because if you go there [voting centre], your biometrics will be scanned, your picture will appear, you will be verified biometrically and you will vote, it has nothing to do with the ID card [number], but because people normally use the ID card for other purposes, that is why we decided to change [them].”

“I want to explain again that, whether you have an ID card or not, on the 7th December, once you are duly registered, you can still vote,” the Director of Elections at the EC, Dr Serebour Quaicoe said this in a television interview on Metro TV’s Good Evening Ghana programme monitored by Graphic Online on Thursday night [September 24, 2020].

Dr Quaicoe gave the explanation when the host of the television programme, Paul Adom Otchere phoned him and asked him about the means through which the Commission was reaching out to voters affected by the duplicate ID numbers and how they were getting them to pick up their new ID cards before Election Day noting that it is not everybody who will go to an exhibition centre to verify their details.

Dr Quaicoe explained that, “if the Commission had not informed the people, that there has been duplicate of ID card [numbers], they wouldn’t have known… the video that was leaked and we said it is misleading, if you listen to the voice over, it said that we are doing registration, that is what the video was saying, [but] the people were not doing registration, they were only laminating, so the misleading part we said was in reference to the voice over that said we were doing new registration. Nobody is denying the fact that the ID cards were being laminated, but it was not new registration.”

    60,000 duplicate ID numbers

The EC Director of Elections revealed that it has been detected that about 60,000 registered voters got duplicate voter identification numbers during the last mass registration exercise.

This anomaly, he said is across about 100 to 110 districts.

He explained that the problem was generated by the biometric (BVD) kits during the mass registration process and was detected by the system itself when all the data was put together at the national level.

He said the system itself has subsequently generated new voter ID numbers for the about 60,000 registered voters to correct the anomaly and new cards have been printed.

He said the anomaly is not something that is new and that it is a historical problem with the process as there were similar challenges in 2012 and 2016.

“In 2012, I think that in Central Tongu or so, all the people who registered in that particular district, their ID numbers were replaced. It affected Weija, a lot of them. These are issues that normally occur, the system will detect it at the data centre and the new cards are printed and replaced,” he said.

He said in all a total of about 16.9million people were registered in the last exercise, which is the highest ever voters registered in Ghana.

The opposition National Democratic Congress (NDC) through its flagbearer, former President John Dramani Mahama on Thursday reiterated that the party will not accept the results of a flawed election.

Mr Mahama also mentioned that the EC had taken what he described as “unacceptable steps” which have the potential to disturb Ghana’s democracy.

“Our party the National Democratic Congress and I have unflinching commitment to our democracy and we will do everything in our power to ensure it continues to be an anchor of this country peace and stability.

“Let me also remind you that in the past few years, we have repeatedly drawn attention to a considerable number of unacceptable steps taken by the Electoral Commission as presently constituted. These steps have the potential to wreak the democratic architecture that has seen the conduct of seven successful elections for the past twenty or more years.

The NDC specifically mentioned the duplication of voter ID numbers, same picture for all registered voters in some polling stations and omission of some names in the register which is currently being exhibited as some of its concerns.

The NDC has argued that those problems have largely been detected in its strongholds and suspects that it was a deliberate attempt to remove its sympathisers and supporters from the voters register.

The party said it would have expected that “in good faith” the EC would have informed the political parties and get them involved in the process of resolving the anomalies.

The governing New Patriotic Party (NPP) on its part has said those anomalies are administrative issues meant to be resolved and that is why the EC was exhibiting the register for the public to flag the anomalies for resolution.

Some armed men believed to be members of the Western Togoland secession group have reportedly attacked the Aveyime and Mepe Police Stations in the North Tongu District of the Volta Region.

A group of armed men in the early hours of Friday forcibly took over both stations simultaneously, overpowered the police officers, broke into the armoury, and made away with all the weapons.

Eye witnessed accounts detailed that one of the vehicles was driven away by the armed men.

The police in a message on social media urged commuters to and from Accra to Ho, Aveyime, Adidome, Mepe, Akuse, Sogakope and Aflao to exercise caution as they were likely to experience traffic due to security operations within those areas.

“Anybody travelling on any of these roads should exercise caution,” the police message said.

The HSGF, a group championing the secession of parts of Ghana along the border with Togo, declared independence for the territory they call ‘Western Togoland’ on November 16, 2019.

Their action of blocking the roads on Friday morning, they said were part of their agitations for independence from Ghana.

At Tefle and Juapong, the group amidst the burning of vehicle tyres and chanting of war songs took over the road and prevented vehicles from moving across.

Their action, which was simultaneously replicated in other parts started the action at dawn.

Travelers on the Accra-Sogakope road for instance were not able to move and were stranded.

The situation created traffic at both areas of the roads.

In one of the areas at Aveyime, some three police officers were reportedly detained by the separatist group and two of them were reportedly injured.

One member of the separatist group in a radio interview with Accra based Joy FM said “by God’s grace we have three of them [policemen] in our custody. I may say two of them are injured, one is alright.

The Volta Regional Minister, Dr Archibald Yao Letsa in a radio interview with Accra based Joy FM said he was coordinating the activities of the security personnel and that the situation would be brought under control.

He urged those stuck in traffic to exercise some patience as the security personnel will soon bring the situation under control and clear the roads for the traffic to flow.

One eyewitness in a radio interview on Accra based Citi FM said in the Juapong area, thousands of cement blocks were put on the road and the first vehicles that chanced on the blockage, the mobile phones of those who were on board the vehicles were seized from them to prevent them from calling the security agencies.

Subsequently, all other vehicles that followed couldn’t get close to the exact spot of the blockade.

The eyewitness said around 5:30am, the police and the army officers came around to rescue the situation and when they came there, the separatist group were in the bush.

Around 6am, they reportedly emerged from the bush and walked away. The eyewitness said they were young boys aged between 15 and 18 and one elderly person who was about 45 years.

As of 7am, the Tema-Akosombo road had been cleared between Kpong and Atimpoku according to the eyewitness.

He said the separatist members hoisted their flags and inscriptions some of which read, “we are taking over our land” in the area.

At Sogakope, some stranded passengers said they heard gunshots and were scared to go near the separatist group.

  • Banks step up efforts to blacklist staff caught stealing, committing fraud

Ghanaians banks have stepped up efforts to blacklist staff caught stealing or committing any fraudulent activities from getting new jobs in the banking industry.

Ghana Association of Bankers said it is important for banks in Ghana to have a central system that allows banks to identify individuals with a fraudulent history.

Deputy Chief Executive of the Association of Bankers said “these people who perpetrate the fraud, sometimes they are sacked from one institution and then they find their way into another institution because information… is very weak. As much as we report the incidents to our regulators and the rest and as to whether banks employing people do checks in the database to ensure the people have not recorded history of some fraudulent activity, we need to have a mechanism of weeding out.”

The 2019 Banking Industry and Fraud Report released by the Bank of Ghana revealed that fraud cases in the banking sector increased to 2,295 from 2,175, representing 5.5 percent in 2019.

The marginal increase in the number of fraud cases according to the central bank could partly be attributed to the improved efforts by the Financial Stability Department to identify, monitor and to ensure compliance with reporting of fraud cases in the industry.

Giving more details, the document titled 2019 Banking Industry Fraud Report said the various forms of advanced technologies adopted by financial institutions made the banking sector more susceptible to various risks such as phishing, identity theft, card skimming, vishing, email fraud, and more sophisticated types of cyber-crime.

“Similar to the year 2018, in 2019, suppression of cash and deposits accounted for the largest portion of the total number of fraud cases reported to the Bank of Ghana,” the report said.

The report stressed that about 94 percent of the fraud cases reported as suppression of cash and deposits were perpetrated by staff (either contract or permanent) of the financial institutions.

“The alarming rate of involvement of bank staff in the perpetration of fraud in the banking sector, calls for significant reforms in the engagement, remuneration and disengagement processes of employees and contractual staff of financial institutions,” the report noted.

  • Election 2020: There can only be a winner or loser; let peace reign! – Opanyin Agyekum to political parties

Dean of the School of Performing Arts of the University of Ghana, Legon, Professor Kofi Agyekum has advised political parties in the country, particularly the New Patriotic Party (NPP) and the National Democratic Congress (NDC) to pysche themselves well ahead of the December 7 elections.

According to him, the Presidential elections will end in only two ways, so the parties must be ready to face the outcome of the elections even before Ghanaians go into the polls to cast their ballots.

The political parties have already launched their manifestos and began their campaigns aimed at attaining victory in the elections.

The incumbent government led by President Nana Addo Dankwa Akufo-Addo is hopeful of retaining power while former President and NDC Presidential candidate, John Dramani Mahama is seeking re-election.

This is the first time that a former President will be contesting a sitting President, which therefore makes this year’s elections a historic one.

Although the parties and their aspirants are yet to file nominations at the Electoral Commission (EC), they however show signs of readiness to give one another a tough competition.

Making his submissions on ‘Kokrokoo’ on Peace FM, Professor Kofi Agyekum, popularly called Opanyin Agyekum has asked the parties to be peaceful.

He noted that there can only be a winner or loser in the elections, hence calling on the parties to avoid chaos when the Electoral Management Body announces the winner of the elections.

Speaking directly to the political parties and their Presidential candidates, Opanyin Agyekum stressed; “There will never be a tie. Even if there is a tie, we will go for a run-off. So, all the parties should make up their mind that there are two things involved in the battle they’re going into; either you win or lose. Be content with whatever results you get.”

  • EC contemplating new voter registration for specific groups

The Electoral Commission is contemplating organising a fresh voter registration exercise for specific groups of eligible voters.

These groups include people who were outside the country due to the COVID-19 restrictions, those who were under a 14-day mandatory quarantine and could not take part in the mass voter registration, and eligible voters who were duly issued voter ID cards but whose names are missing from the register.

This was revealed by the EC at an Inter-Party Advisory Committee (IPAC) meeting held today, Thursday, 24 September 2020.

The two major political parties, the New Patriotic Party (NPP) and the National Democratic Congress (NDC), however, agreed that such persons cannot vote in the December polls even if they are captured onto the voter roll.

This is because their registration will not meet the statutory 60-day period before elections.

The NDC Director of IT, Kwame Osei Agyeman-Griffiths, also wondered whether the Commission would do a second round of exhibition to validate such voters, too.

Peter Mac Manu, Manager of the NPP campaign, represented the governing party.

  • Pablo Escobar: Money hidden in wall found in drug lord’s house

A nephew of infamous drug lord Pablo Escobar has said he found a plastic bag with money worth $18m (£14m) hidden in the wall of one of his uncle’s houses.

Nicolás Escobar told Colombian media “a vision” indicated where to look for the money in the apartment where he lives in the city of Medellín.

He said it was not the first time he found money in places where his uncle used to avoid capture, as Escobar reportedly hid millions in properties.

He died in a police shootout in 1993.

At the peak of his career Escobar was said to be the seventh richest person on the planet.

Rumours of Escobar’s hidden fortunes have circulated in Medellín since his death, after he spent decades waging war against the Colombian state to prevent his extradition to the United States.

Nicolás Escobar told Colombian TV channel Red+ Noticias he had also found a typewriter, satellite phones, gold pen, a camera and a film roll yet to be developed.

“Every time I sat in the dining room and looked towards the car park, I saw a man entering the place and disappearing,” he said.

“The smell [inside] was astonishing. A smell 100 times worse than something that had died.”

Some of decades-old banknotes were decayed and no longer usable, said Nicolás Escobar, who has been living in the apartment for the last five years.

In the interview, he said he accompanied his uncle on many occasions, and that he was once kidnapped by individuals looking for Escobar’s whereabouts: “I was tortured for seven hours. Two of my workers were attacked with a chainsaw.”

    Who was Pablo Escobar?

Escobar was born in Rionegro, Colombia in 1949 and established a drug cartel in Medellín in the 1970s.

At its most active, the gang supplied an estimated 80% of the cocaine smuggled into the United States.

His wealth catapulted him into the Forbes list of global billionaires for seven years.

After the US issued an extradition order, Escobar resisted capture and his gang targeted politicians, the police and journalists.
After he was arrested in 1991, Escobar was housed in a prison of his own design, nicknamed the Cathedral, where he continued to oversee the Medellín Cartel.

In all, Escobar is thought to be responsible for some 4,000 deaths.
But his humble roots made him popular among some Colombians whose support he cultivated by giving out large amounts of cash and investing in poor neighbourhoods in Medellín.

According to the President, the whole world finds itself affected by the pandemic and therefore needs an all hands-on deck approach in bringing the globe back on its feet.

“The lessons are clear: we all fell together and looked into the abyss together. Even as we closed our borders and shut airports, the reality dawned on all of us that we had to rely on each other to be able to get out of the trouble we were in. The virus has taught us that we are all at risk, and there is no special protection for the rich or a particular class. For as long as the virus exists, whatever medical solutions that might be found should be made available for all in aid of our common humanity,” the president said.

The NDC Parliamentary candidate for Ketu South, Hon Ablah Dzifa Gomashie has expressed dissatisfaction at President Nana Akufo-Addo for the continuous closure of the country’s land borders.

Speaking at a meeting with the Ghana Institute of Freight Forwarders Association and the Customs Brokers Association of Ghana, Madam Gomashie says the president has indeed displayed a high level of bad leadership towards the people of Ghana.

It said Act 790 required the Commission to among others to keep under constant review national development plans in the light of prevailing domestic and international economic, social and political conditions and make recommendations for the revision of existing policies and programmes where necessary.

The statement said it was also to formulate comprehensive national development planning strategies and ensure that the strategies, including consequential policies and programmes were effectively carried out.

The statement said the Commission was currently, conducting a mid-term evaluation of the Agenda for Jobs to ascertain the extent of progress achieved in the implementation of policies, programmes, projects and contributions made towards national development objectives and goals.

It said the findings would serve as key inputs for the design and implementation of the successor MTNDPF, 2022-2025.

It noted that beginning September 23, the Commission would be convening six Cross-Sectoral Planning Groups (CSPGs) comprising state and non-state actors to review the implementation of the Agenda for Jobs, analyze development trends, emerging issues in the domestic and external environment, and make proposals for priority development objectives for the next Medium-Term National Development Policy Framework (2022-2025).

The statement said the six CSPGs would focus on Economic Development, Social Development, Environment, Infrastructure and Spatial, Governance, Implementation Coordination and Emergency Preparedness/COVID-19 response and recovery.

It said membership of the Cross-Sectoral Planning Groups was strictly by invitation and noted that the Commission was, however, opening up the process to the general public to make submissions on issues of national importance for consideration during deliberations on national priorities for the next medium-term national development policy framework.

It said the submissions, which should be succinct and evidence-based should be sent to info@ndpc.gov.gh by October 30th, 2020, and titled: Submission for the Medium-Term National Development Policy Framework (2022-2025), Development Dimension: Economic Development (intended recipient CSPG).

  • Political Parties outline their plans for Fisheries sector

Mr Francis Ato Cudjoe, Deputy Minister of Fisheries and Aquaculture Development (MoFAD) said the New Patriotic Party (NPP) in its second term of office will continue to invest in the fisheries sector to ensure that the country derives the full benefits from the sector.

Speaking at a town hall engagement organised by the Centre for Coastal Management of the University of Cape Coast (UCC) for political parties in Accra, Mr Cudjoe said there would also be constant engagements with all stakeholders to safeguard the sector, which had proven to be critical in ensuring food security.

The dialogue sought to elicit from the political parties what they would do differently to address the current challenges facing the sector.

Mr Cudjoe, who represented the NPP at the town hall engagement with political parties on Fisheries and Coastal Management challenges in Ghana, said presently, plans were far advanced to acquire a fishery research vessel to aid in the proper data gathering on the ocean and related issues, adding that would be achieved by the close of 2021.

He said already, the government had also equipped the Naval and marine police to enable them to regularly patrol the country’s waters to weed out illegal foreign vessels.

He said government had also begun the construction of 12 landing sites and two harbours and had also invested heavily in infrastructure to aid in aquaculture development.

Ms Sherry Hanny Ayittey, a former Minister of Fisheries and Aquaculture Development, who represented the National Democratic Congress (NDC) called for the review of the country’s Fisheries Act, (Act 625, 2002) to conform with contemporary fishing standards and address underlying challenges.

She said the sector had witnessed drastic change since the act was promulgated 17 years ago but needed to be reviewed to make it more effective in addressing the contemporary challenges in the sector.

Ms Ayittey said reviewing the law and ensuring strict enforcement of it, particularly, the licensing regime, would ensure that vessel owners and operators adhered to best fishing practices and promote the growth and development of the sector.

Ms Ayitey said: “If you look at the Fisheries Act, all fishing vessels must be registered and all the licensing regime must know the owners of who operate on every vessel. Every vessel has to be insured and we must also ensure that they comply with the investment code under the Ghana Investment Promotion Center (GIPC).

“But as it is now we don’t enforce the act.”

This, she said, had resulted in illegal fishing vessels trawling the coast of the country’s waters thereby, depleting the fish stock and dwindling the sector.

The former Fisheries Minister said a next NDC government would among other things, slash the current licensing fee by 50 per cent to encourage vessel owners and operators to register their vessels, adding, that would ensure easy monitoring of all vessels on the country’s territorial waters to curb the illegal fishing activities.

On his part, Mr Bernard Mornah, the Chairman of the Peoples National Convention, called for the retooling of the Agricultural Development Bank (adb), to enable it to provide soft loans at low interest rates to fisher folks.

He said that would enable local fishermen to acquire and own their own fishing vessels to enhance their capacity to compete with foreign vessels.

“A PNC government will also regulate the industry to ensure that the right fishing gears and nets are used by the fishermen to allow the right size of fishes to be caught to control the depletion of the fish stock, Mr Mornah said.

Mr Osei Kofi Acquah, the National Youth Organiser of the Convention Peoples Party (CPP) also called for a permanent solution to the galamsey menace, to protect the country’s inland waters and improve on aquatic life.

“Therefore, a CPP government will take this issue very seriously. We are going to protect our territorial waters to ensure that only local fishermen have access to it,” he added.

  • Dr. Anyars tackles unemployment; No alternative can beat NABCO

The Chief Executive Officer of the Nation Builders Corps (NABCO), Dr. Ibrahim Anyars, has stated emphatically that the program was a timely intervention that has rescued over 100,000 unemployed graduates and Ghanaian youth as a whole.

According to Dr. Anyars, the NABCO has been the panacea so far addressing age-long issue of graduate joblessness.

Dr. Anyars made this known in a statement issued on Thursday. He, has therefore, charged the main opposition NDC to find a better alternative because the legalization of Okada cannot beat a major problem-solving program like NABCO.

Dr. Anyars made it clear that as the CEO of NABCO he is led by President Akufo-Addo’s clear vision for the youth of Ghana in ensuring a better future.

    Achievements

These are some of the achievements of NABCO Dr. Anyars outlined: “NABCO has positioned our youth and created better opportunities for them. The unemployed graduate that had no work experience in 2016, can now boast of 3yrs working experience.

…Most of our trainees have learned on the job, built their experience and apply their skills in their workplaces. Many who could not go out and socialize because they had no answer to the question; where do you work? …Can now boldly step out because they have an identity. The smile on the faces of our youth at the end of the month when stipends are paid is priceless. NABCO has given our youth financial stability and security.”

He said that a number of trainees have been placed in the various institutions, both private and public sectors to contribute to nation building; the very inspiration for the mantra: we are nation builders.

Dr. Anyars expressed his heartfelt gratitude to the President of the Republic Nana Addo Dankwa Akufo-Addo for his thoughtfulness that have resourced graduates to change the fortunes of this country.

“I have read and heard from one of our former presidents, his plight to replace NABCO with an unsustainable and risky initiative. The hard work and dedication of our trainees have not only made us proud to have solved graduate unemployment but also, we feel gratified to have been able to improve public service delivery, improve skills and employability among others,” Dr. Anyars said.

Dr Bernard Okoe-Boye, the Deputy Minister of Health, has announced that the government has concluded a financial clearance process for about 3,400 Allied Health professionals across the country.

He said the financial clearance would give the opportunity to the health professionals to apply for postings, which would be open soon in the coming weeks to the various public health facilities across the country.

“We had a backlog of close to 4,000 people. As we speak, the government has given financial clearance for about 3,400 and the portal will be open in the coming weeks for them to go online and apply and be posted across the country,” he said.

Dr Okoe-Boye gave the announcement at the 8th induction and swearing of oath ceremony of Allied Health graduates organized by the Allied Health Professions Council in Accra.

The ceremony saw the induction of 170 graduates made up of 57 Doctor of Optometry graduates and 113 Doctor of Medical Laboratory Science graduates.

It was on the theme; “The Role of Allied Health Professional-During and Post COVID-19”.

He said Allied Health Professionals played key roles in the health sector, hence, the need for the clearance by government to employ more hands and asked them to accept postings to deprived communities.

He expressed regret that newly recruited often rejected postings to other regions, saying, “especially when you see people that have been posted to other regions coming back for reposting to the Greater Accra and Ashanti regions specifically. This is worrying because you cannot have a situation where about 80 per cent of all our staff in only two regions,” he added.

The Deputy Minister, thus, urged medical professionals to be willing to go to any part of the country as there were more opportunities outside Accra and Kumasi.

He congratulated the inductees saying, “there are so many opportunities that can support your career, so accept postings as they come”.

Dr Samuel Yaw Opoku, the Registrar, Allied Health Professions Council, congratulated the inductees for their six years of education to get to their final stage.

He said due to the COVID-19 pandemic the induction and swearing of oath ceremony had been divided into six batches, four in Accra and two in Kumasi adding that, “all the ceremonies will be held in the morning and afternoon”.

Dr Opoku noted that Allied Health Professionals played important roles and therefore asked for the needed recognition to enable them to make the real difference in the lives of their clients to improve the healthcare delivery system.

He appealed to the government to do something about the long stay of the health professionals at home after their internship programmes for the population to benefit from their services.

  • EC extends voters exhibition exercise

The Electoral Commission (EC) has extended the Voters Exhibition Exercise from Friday 25th September to Sunday 27th September 2020.

This according to the election management body is part of efforts to serve the interest of its stakeholders and promote greater participation and inclusion.

The Commission said it is of the view that the extension will allow even more stakeholders to check and verify their voter registration details.

“This is instrumental for the achievement of a clean and credible Voters Register,” the EC said in a statement.

The last day of the exhibition exercise will, therefore, be Sunday 27th September 2020.

The Commission has encouraged the public to take advantage of the extension by making time to verify their registration details.

Voters may verify their registration details by visiting their exhibition centres or by sending their Voter ID Numbers to the Short Code 1422.

The exhibition exercise has, however, witnessed several anomalies including duplication of names, missing names and similar serial numbers for different voters.

The main opposition National Democratic Congress (NDC) has expressed worry over the anomalies but the EC says the exhibition is meant to correct such irregularities describing it as “normal”.

  • These are all the supposed allowances the striking Ghanaian nurses are demanding

Explainer: These are all the allowances the striking Ghanaian nurses are demanding

A nationwide strike by members of the Ghana Registered Nurses and Midwives Association (GRNMA) on Monday, September 21, 2020, debilitated health delivery across the country.

Harrowing tales of how sick patients needing emergency medical attention were turned away at public hospitals have inundated news report of the strike.

In one such report, patients on admission at the Sandema District hospital in the Builsa North District of the Upper East Region were without care from nurses, midwives, and Physician Assistants.

The GRNMA and its allied groups of critical health service providers, including the Nurse Practitioners Association of Ghana and the Nurses and Midwives Specialists Society of Ghana, embarked on the strike to push for better conditions of service from the government.

An interlocutory injunction obtained by the National Labour Commission (NLC) against the GRNMA to restrain the association from embarking on the strike did not stop the group.

They hope that the strike would compel the government to heed to their demands.

    What are these demands?

The GRNMA and its allied groups have been making the following eight key demands since 2019:

    1. Fuel and car maintenance allowance

    2. Professional development allowance

    3. Accommodation/rent allowance

    4. Uniform allowance

    5. Book and Research allowance (for nurses who are also teachers)

    6. Rural areas allowance

    7. Transportation allowance

    8. On-call duty allowance

The nurses want these allowances to be paid as part of their salaries.

They also argue that not all of these allowances will be paid to every nurse.

A spokesperson for the Association, Florence Attah, told GhanaWeb that nurses in the teaching profession, for instance, will be the only ones qualified to receive the Book and Research allowance.

“For the fuel allowance, some of the nurses stay in very far places and have to journey long distances to come to work. We expect the fuel allowance to be something small to cushion us,” she said.

Another contentious issue that came up during a meeting with the government over the demands is a proposal by the government that while not all of the allowance will be approved, those that will be approved will only be paid to Principal Nurses and higher ranks.

The Association insists that will not be a fair proposition.

    Update

The Association on Wednesday, September 23, 2020, asked its members to suspend the strike.

GRNMA has said all its members and allied groups across the country will resume full service from Thursday, September 24, 2020.

President of the Association, Perpetual Ofori-Ampofo, explained that a court bailiff on Tuesday, September 22, 2020, “formally and properly” served the GRNMA Administrator with the Interlocutory Injunction against the strike secured by the NLC.

    Way forward

The GRNMA has said it will resume services across the country from Thursday, but its next move will depend on the outcome of negotiations with the government on its demands.
