  • Madagascar president sacks health minister after COVID-19 surge

Madagascar on Thursday said it had fired its health minister as part of a government reshuffle, a move that came a month after he butted heads with the president for seeking outside help for coronavirus.

The Indian Ocean island-nation saw COVID-19 cases surge in July despite an official campaign to promote a controversial herbal drink touted as a remedy for the virus.

As hospitals raised concern about lack of beds, Health Minister Ahmad Ahmad wrote a letter in July asking international agencies to send medical equipment.

His appeal sparked anger in President Andry Rajoelina’s administration, which said Ahmad had acted “without consulting” either the government or head of state.

Ahmad’s cabinet exit was revealed on Thursday in the announcement of a new list of ministers following a reshuffle.

“Jean Louis Hanitrala Rakotovao has been named new health minister,” cabinet secretary Valery Ramonjavelo told a press conference, without giving details about the change.

Rajoelina has been promoting an infusion derived from artemisia, a plant with proven anti-malarial properties, as a homegrown cure for COVID-19.

The drink, named COVID-Organics, has been widely distributed in Madagascar and sold to several other countries, mainly in Africa.

The UN’s World Health Organization (WHO) has cautioned that there have been no published scientific studies to validate claims for the drink, and mainstream scientists have pointed to potential risks from untested concoctions.

Rajoelina has ignored the warnings and blamed a jump in cases last month on “increased testing capacity”.

Madagascar’s coronavirus outbreak seems to have slowed since then, with new daily confirmed cases dropping from peaks of over 400 in July to an average of around 80 since Monday.

To date the country has recorded more than 14,000 infections, of which 177 deaths have been fatal.

  • Atletico’s fear over Partey, Oblak

Atletico Madrid are desperate to keep their squad together this summer but Diego Simeone fears losing top stars Thomas Partey or Jan Oblak if their attractive buyout clauses are met, sources have told ESPN.

The club are in a more delicate financial situation than most amid the coronavirus pandemic, with the coach and his team taking a temporary 70% pay cut in April, and CEO Miguel Angel Gil Marin said this week they’ll “make three or four changes at most” this summer.

Atletico’s real worry, though, is having to replace, or cope without, Partey – available for €50m and heavily linked with Arsenal – or Oblak, whose €120m clause hasn’t stopped Chelsea from taking an interest after losing faith in Kepa Arrizabalaga.

Atletico have suffered in recent years after setting affordable buyout clauses which big clubs have been happy to meet. A year ago, they lost the spine of the team — Antoine Griezmann to Barcelona for €120m, Rodri to Manchester City for €70m and Lucas Hernandez to Bayern for €80m — in one transfer window.

Their stance this summer is that no key player will be sold for less than his release clause, although that would be tested by a serious cash offer or a reasonable player exchange.

  • ‘€48 million Takoradi market circle project to be completed in 30 months’ Akufo-Addo

“Today, I am here to cut the sod for the construction and redevelopment of the Takoradi Market, popularly called Market Circle. I am particularly happy that this project, which is dear to my heart, is going to commence under the presidency of Nana Addo Dankwa Akufo-Addo”.

These were the words of the President Nana Addo Dankwa Akufo-Addo, on Wednesday, August 19, 2020, when he cut the sod for the construction and redevelopment of the Takoradi Market.

Addressing the gathering, the President noted that, over the last three years, eight months, Government has rolled out policies and interventions that have affected the lives and livelihoods of all Ghanaians in all parts of the country.

“We have expanded infrastructural developments in all regions of the country, and the West Region will attest to the following: construction of the western corridor railway line; construction of Essiama-Nkroful road; expansion and modernization of Takoradi Habour; construction and asphalting of inner-city roads in Sekondi-Takoradi and Tarkwa; and expansion of infrastructure in senior high schools across the region,” he said.

The construction of the Takoradi Market Circle is a forty-eight million-euro (€48 million) project, which is being financed by an export credit from Deutsche Bank S.p.A Italy, with export credit guarantee support from SACE, the Italian Export Guarantee Agency.

It will be undertaken by Messrs Contracta Costruzioni Italia SLR, and will be completed within thirty (30) calendar months. It will have the following two thousand, four hundred and eight (2,408) stores; thirty-three (33) restaurants and food courts; bulk breaking areas; visitors parking; union offices; police station; fire station; post office; clinic; administrative offices; waste separation dock; and changing rooms for staff.

Additionally, the President indicated that the project, once completed, will reduce traffic congestion in the surrounding areas of the market by providing on-site bulk breaking facilities and taking such activities off the main Market Circle Road; increase in trading activity due to introduction of visitors parking within the Market Circle; increase the number of rentable shops in the City; and reduce number of vehicular and human points of conflict and congestion around the central business district in the metropolis.

According to President Akufo-Addo, it will “create between 400 to 500 direct jobs and between 1,000 to 2,500 indirect jobs; reorganise all the traders in the market, and formalize the informal economy of the central market; and improve safety and security”.

He, thus, urged the contractor to complete the project on time and on budget, and appealed to the traders and shoppers, currently in the central market, to provide a congenial working atmosphere for the contractor, to enable it deliver the project on time.

National Project Coordinator for One District, One Factory (1D1F) Programme Gifty Ohene-Konadu has revealed that there is a factory in each district in Ghana under the project.

She told Alfred Ocansey on the Sunrise morning show on 3FM Thursday, August 20 that some of the factories have been completed whereas others are at various stages of completion.

The 1D1F is the initiative of the Akufo-Addo administration as part of his effort to move the Ghanaian economy from export-driven to value addition.

The government received flak from critics, mainly the largest opposition party, the National Democratic Congress (NDC), for failing to ensure that all the districts have their factories.

However, Ms Ohene-Konadu explained that “immediately this policy was announced so many banks came to us to support this government initiative.

“So we sat down with the banks on this. We recommend the private sector person to one of the banks who accepted to work with us, so if you have a good business plan we will also look at it and then the banks will give you the necessary funding.

“They will look further and analyze your business plan and see whether truly it is a good one by their standard before they invest or give you a loan for your project.”

When asked how many factories have been built so far, she said: “I always say I am not comfortable talking about numbers because we always say that they are at various stages of completion.

“If you look at the business plans with me, every district has business plans here but they are all at different stages, so if you ask me I will tell you that all the districts have factories.

“We are going to commission Ekumfi Factory. It has started production already but we are going to commission it.

“Government has provided incentives for these factories. We have waived taxes on all machines that are imported into the country, provided tax free holidays and quite a number of them.”

  • Upper West Region records 65 percent ODF

The Upper West Region has recorded 65 per cent Open Defecation Free (ODF) coverage, Mr Agambire Alhassan Inusah, the Monitoring and Evaluation Officer, Upper West Regional Environmental Health and Sanitation Department, has said.

According to him, out of a total of 1,167 communities in the Region, 758 communities had attained ODF status.

Mr Agambire, who said in an interview with the Ghana News Agency (GNA) in Wa, added that from January to July 2020, 32 communities were converted to ODF with Jirapa Municipality recording 16 ODF communities within the period.

The rest were: Nadowli/Kaleo District, eight communities, Wa and Sissala East Municipalities recorded three ODF communities each while Daffiama/Bussie/Issah District recorded two ODF communities within the period of January to July 2020.

The Upper West Regional Inter-Agency Coordinating Committee on Sanitation (RICCS) and development partners had been implementing projects and programmes, including the Community Led Total Sanitation (CLTS) and GoG/ UNICEF Results Based Financing (RBF) propramme in the Region, which were geared towards achieving a region-wide ODF by the end of 2021.

Mr Inussah explained that the COVID-19 pandemic had adversely affected the ODF campaign activities in the Region.

He said due to the COVID-19 pandemic, sanitation officers could not visit communities to engage people on sanitation related issues including Open Defecation (OD).

“Sanitation is a matter of behaviour change and officers have to visit the communities to engage the people, but because of COVID-19 we could not do so. Because of that some households who started digging their pits did not complete them,” he explained.

The M&E Officer stated that they would resume vigorous community engagement to sensitise the communities to help change their attitude towards OD and sanitation in general.

He noted that currently, Jirapa Municipality, Wa West, Nadowli/Kaleo and Daffiama/Bussie/Issah Districts were implementing the RBF project, and touted Jirapa Municipality for being the best performing Municipality in the implementation of the RBF programme.

He observed that all efforts to get the various Municipal and District Assemblies (MDAs) in the Region to enact and gazette sanitation by-laws to help fight the menace of OD had yielded no results.

“It will be difficult to prosecute sanitation offenders if the by-laws are not there and people will continue to defecate in the open,” he said.

However, as part of efforts to improve access to sanitation services, including toilets, the Toilet Engineers and Sanitation Service (TESS) Limited in the Upper West Region, had been constructing affordable and descent bio-digester toilets for household, offices and public places such as schools and markets.

Mr Inussah told the GNA that TESS was ready to partner any organisation to improve Sanitation in the country.

  • Only university vice chancellors, college principals can solve WAEC’s problem – Educationist

Renowned Ghanaian educationist, Counsellor Daniel Fenyi, says he does not support the call for the cancellation of the ongoing ‘apor’-fraught WASSCE.

According to him, the students should be allowed to continue to write the assignment of a WASSCE in peace.

Many well-intentioned persons and institutions, including the Minority in Parliament, Manasseh Azure, NUGS, IMANI, and Kofi Asare’s Education Watch, have called on WAEC to consider cancelling the ongoing WASSCE ’20, or at least, some specific subjects.

But, counsellor Daniel Fenyi asserts that Ghanaians should generally be even tired of calling on WAEC to cancel examinations since leakages of WASSCE questions happen almost every year.

The “leakage” argument, according to counsellor, should be taken higher and calls on Vice Chancellors, Principals, and Heads of tertiary institutions to stop this menace, if they want to. He rhetorically asks, “what if all tertiary institutions and all other places, where the students can take the ‘toilet-paper’ worth certificate to, are encouraged to conduct entrance examinations before admissions?”

Counsellor said that “Vice-Chancellors, Principals and Rectors should not behave as if they don’t know what’s happening at the SHS level in this country. They should also take action. WASSCE certificates nowadays, especially, do not reflect the bearer’s academic ability. Their silence and mass admission into the Tertiary is a question on their credibility”.

Counsellor believes that “University Common Entrance Examination (UCEE)” is the appropriate solution to WAEC’s discredited WASSCE. To him, when the students know that after WASSCE, they still have to write UCEE, they will not kill themselves over “apor” anymore.

Counsellor Daniel Fenyi insinuates that after decades of fighting for decency in the country’s pre-tertiary external examinations, it’s high time Ghanaians focused on approaching the menace from the angle of tertiary institutions.

When the students themselves realise that WASSCE certificates are worthless, they will reject every ‘apor.

  • WASSCE 2020: It is too early to call for the cancellation of papers GNAT

The Ghana National Association of Teachers (GNAT), has said calls for the cancellation of some leaked papers in the ongoing West African Senior School Certificate Examination (WASSCE) were premature.

Following the alleged leakage of the Core Mathematics, and Chemistry Practical exam questions, the Association has instead called for an investigation into the matter adding that WAEC must ensure that persons behind it are sanctioned this time around.

“We have not been punishing these people enough. What you hear is cancellation of exams. If someone has been entrusted with things at WAEC and the person leaks the exams, I think they should be handed the severest punishment because the person is certainly not patriotic.”

Speaking in an exclusive interview with GhanaWeb, the General Secretary of GNAT, Thomas Tanko Musah noted that, “To call for cancellation now will be premature” adding that “the laws of the land requires that when there is an issue, an investigation must be done. All the people involved must be given an opportunity to be heard… that is the right way to go.”

In previous cases, the West African Examination Council have had to cancel papers they suspected were leaked prior to the exams and candidates made to rewrite the paper.

Meanwhile, the Minority in parliament is pushing for the immediate cancellation of the WASSCE papers that leaked.

A statement signed by the Member of Parliament for Builsa South and Deputy Ranking Member, Committee on Education, Dr. Clement Abass Apaak, noted that “WAEC, as a matter of urgency, must cancel the leaked and suspected leaked papers as it has done in the past.”

Adding: “WAEC must also investigate the sources of the leakage of papers and the contact details of examiners, and hold to account the perpetrators of these crimes. WAEC must also ensure the safety of the remaining papers to avert the embarrassing situations we have witnessed the past few days.”

GNAT, on the other hand, believes that a thorough investigation must be conducted to bring an end to this syndicate.

Mr. Tanko Musah advised WAEC to be more “interested in having the matter investigated thoroughly in other to maintain its image in Ghana and beyond.”

“Until this matter is investigated, we cannot take actions against anybody. If you proceed now, anybody can go to court and that decision will be set aside. So there should be a prima facie case that should be established, after, investigations conducted then based upon that, the necessary sanctions can be applied… WAEC should avail itself to get these things done, otherwise, it will dent their image.”

  • FIFA closes ethics violation case against president Infantino

FIFA president, Gianni Infantino has been cleared of violating the world governing body’s regulations after a preliminary investigation by its ethics committee.

Infantino is the subject of a criminal investigation over an alleged secret meeting with Swiss attorney general Michael Lauber. Both deny wrongdoing.

FIFA said documents shared by the Swiss courts were scrutinised.

“No aspect of the conduct analysed constitutes a violation,” it said.

“Some aspects do not even fall within the provisions of the Fifa code of ethics, or justify the adoption of any kind of measure, including that of a provisional suspension.”

Earlier in August, in a letter to member associations, Infantino said any meetings were “in no way secret and most certainly not illegal”.

However, the Swiss admitted the criminal investigation had already “caused considerable damage to Fifa as an organisation and to myself as its president”.

Infantino said the meetings with Lauber were broadly to discuss the fact the attorney general’s office was investigating a series of criminal allegations in which Fifa was a damaged party.

Neither Lauber nor Infantino has been able to recollect the specific details of their final meeting in 2017.

In the centre of Bamako, young men looted a government-owned building and set it on fire.
