Media organisations and entities within the creative arts industry are due to benefit from a business support programme instituted by government to help them cope with the impact of Coronavirus.

According to the Finance Minister GHC30 million of the total amount will be dedicated to the media and creative arts industry.

The business support programme comes under the Coronavirus Alleviation Programme (CAP) Business Support Scheme (CAPBuSS) instituted to cushion businesses in this time of COVID-19.

“It takes a caring government to hear the distress of business and respond with support to small and medium businesses to the tune of GHȼ600 million in order to help them survive and thrive in these uncertain times. The CAPBuSS will be increased by GHȼ100 million to help many more MSMEs, including GHȼ30 million for the creative arts industry and the media,” he announced.

  • We’ve invested ¢3.2bn in Free SHS – Finance Minister

Finance Minister, Ken Ofori-Atta, has said the Nana Addo Dankwa Akufo-Addo-led administration has committed some GH¢ 3.2 billion in the implementation of the Free SHS.

According to the finance minister, the Free SHS project has benefitted some 1.2 million Ghanaian children at the Senior High School level. This, he stated has resulted in parents and guardians saving GH¢ 2.2 billion.

He made this known on the floor of parliament on Thursday as he presented the 2020 Mid-year budget review.

“Mr. Speaker, in acknowledging that education is the primary driver for upward social and economic mobility, we rolled out a raft of policy measures to improve the opportunities of our people”.

“We invested GH¢3.2 billion to implement Free SHS, resulting in over 1.2 million teenagers being in secondary school now, looking forward to better opportunities in life. For their parents and families, this has translated into GH¢2.2 billion in savings. That is money that the State has put back into the pockets of Ghanaians all across the country”.

In addition, he said the government has also invested GH¢1.6 billion in the creation of jobs for about 100,000 youth through the flagship NaBCO programme.

“We have also invested in excess of GH¢1.6 billion in 100,000 jobless but educated young adults who had been ignored by the State and were in despair. Through the new NABCO initiative, they have been engaged in various state and private institutions, with some of them securing permanent jobs in the process. That is money in the pockets of our youth”.

    Free SHS controversy

Former Finance Minister under the erstwhile Mahama administration, Seth Terkper has ordered the Akufo-Addo government to come clean with Ghanaians about, their source of funding for the Free Senior High School (SHS) programme.

This comes after the ruling New Patriotic Party, in May 2019 said the government has removed the Free SHS programme from the list of projects financed directly from Ghana’s oil cash fund – Annual Budget Funding Amount (ABFA).

According to Mr Terkper, despite the above-mentioned claims, the government is still making use of the oil revenue to fund the Free SHS programme, hence, the need for the Finance Minister, Ken Ofori-Atta to fill Ghanaians in on why that action was taken.

He further alleged that aside government taking from money from ABFA, it has also borrowed US$2 billion from the International Monetary Fund (IMF) to keep the Free SHS programme up and running

  • Police vow to deal with trouble makers at registration centres

The Ghana Police Service has pledged to deal with anyone who forments trouble at the registration centres.

“Any person or group of persons, political or not, who has been arrested or will be arrested will face the consequence of the law, as far as police powers are concerned,” it said in an official statement.

It expressed the concern of the Administration about reports of violence in the ongoing Voters Registration Exercise, which had created tension, alarm, fear and insecurity among the populace.

“However, Police assures all that the necessary police actions have been taken or are being taken to bring all culprits to book”.

The Police Administration said every complaint of violence reported to Police was being investigated with some already in Court and emphasised that due process would be followed in all the cases.

These were contained in a statement signed by Superintendent of Police, Mrs Sheilla Kessie Abayie-Buckman, Director of Public Affairs and copied to the Ghana News Agency.

It has, therefore, warned that per the Public Elections (Registration of Voters) Regulations, 2016 (C.I. 91), persons and groups outside the list provided under règulation 10 are barred from entering any Registration Centre.
“A person who disrupts proccedings at a Registration Centre or in any way interferes with the work of an official connected with registration of voters commits an offence,” it said.

The statement said the threat or intimidation by a person to further that person’s interest or an affiliate related to a political party or office holder, among others, also amounted to offence under the Vigilantism and Related Offences Act, 209 (Act 999).

“The Police Administration finally cautions all to adhere to the rules and regulations laid down for the registration exercise, including following the EC’s challenge procedure for ineligibility,” it added.

It asked political actors, individuals and groups to stop unwarranted movement to or at Voters Registration Centres, the busing of people or blockage of routes to such Centres.

The statement, therefore, asked those who claimed to have been receiving calls or reports of illegality from representatives assigned to Registration Centres should promptly contact local Police Officers for action, instead of proceeding to the centres as their presence contributed to the alleged illegality.

Police Administration identified some of the causes of the violence as movements of politicians to Registration Centres in groups, under the guise of familiarising themselves with the process or responding to calls of illegal actions from party representatives assigned to the Centres, the blockage of routes to Registration Centres and allegations of busing or transporting of applicants from one Electoral Area to the other.

These acts, it said, had resulted in physical and verbal attacks on Registration Officials.

  • Only a legally mandated body can resolve electoral issues – EC

The Electoral Commission (EC)has said settling of electoral issues at the registration centres can only be done by the District Registration Review Committee and not any other individual at the registration centres.

Mr Samuel Tettey, Deputy Chairman in Charge of Operations at the Electoral Commission speaking at the, “Let the Citizen Know” explained that the Commission had reporting procedures to follow in the resolution of disputes at all registration centres.

“If you have issues with any applicant at the centres there is a challenge form that the person raising the issue must fill. There is a district registration review committee that will sit to review all the cases for the peaceful resolution of the challenge,” he said.

Mr Tettey, therefore, appealed to members of the public who have issues with applicants should go through the due process.

“If we try to use our own means to resolve the issues, there will be chaos at the registration centres,” Mr Tettey cautioned.

He advised political parties to avoid busing prospective applicants to the registration centres as it was a source of concern.

  • Bereaved family berates ‘kill and run’ Pusiga DCE

Relatives of late 48-year-old Abugri Sule of Bulpielisi in the Tempane District of the Upper East Region, are accusing the District Chief Executive for Pusiga- Zubeidu Abdulai of hiding and running away from the bereaved family after crushing the latter to death.

On November 20, 2019, the vehicle on which the District Chief Executive (DCE) was travelling in crushed the victim to death. He was pronounced dead on arrival at the Basyonde clinic.

Barely a year after the gruesome death of its relative, grieving family members are up against the teacher turned politician for arrogantly ignoring the family and dodging basic required traditional rites that comes with accidents related deaths.

She continued “Musah left behind widows and orphans. We know that he [referring to the DCE] can’t replace life, but tradition demands that he even come to meet the family for resolution”.

Fuming relatives of the late famer are accusing Mr Zubeiru Abdulai of not availing himself for the commencement of basic traditional rites required to spiritually cleans and wean the accident scene off future accidents.

“These are rites all persons of Northern extraction are familiar with. You don’t wait to be told. The TINDANAS {Custodians of the land] are saying that, it is only the suspect who can perform that ritual. But he has refused to avail himself. The family cannot perform that rites. We would have performed it, but that proposal is alien” said an outraged brother of the deceased.Â

The family added that calls on the embattled DISEC leader to replace the borrowed motor-bike that the decrease was crushed with at the time of the accident have equally fallen on death ears. “We have made it known to the DCE that the motor-bike that our late brother was crushed alongside with belongs to someone and even if he can replace that to the owner, but all that has been ignored”.Â

The DCE’s failure to properly mourn with the bereaved family, has sent the Builpielisi community into disbelieve, as many described the latter’s posture as unethical, arrogance and unacceptable.Â

The embattled DCE in an Interview with this outlet, admitted the incident, but claimed he is unaware the deceased left behind widows and orphans.

Meanwhile, a trustworthy police source disclosed to this outlet that the DCE is not availing himself for investigations.

  • Nigeria’s fish shortage looms as farmers battle survival

Just like other forms of farming, aqua or fish farming urgently requires the attention of stakeholders to save it from total collapse.

Our agric editor who has been monitoring the sub-sector reports that the outbreak of the COVID-19 has further threatened fish farming activities across the country.

The fear in the sector now is that unless something urgent is done to salvage the situation, it will be difficult for the farmers to meet the huge local demand in the country.

According to World-Fish Nigeria Strategy 2018-2022, Nigeria produces one million metric tonnes of fish annually, leaving a deficit of about 800,000 metric tonnes; which is imported.

According to World-Fish Nigeria, fishery is a major economic sector, estimated to employ over 8.6 million people directly and a further 19.6 million indirectly; 70 per cent of whom are women.

However, stakeholders believe the sector is under great threat if the authority fails to take urgent action.

    Challenges

A Lagos-based aquaculturist, Mr. Amah Eteobong, identified capital intensiveness, increasing fish feed cost and poor expertise as some of the challenges facing aqua farming in the country; even before the outbreak of COVID-19.

Mr. Eteobong, a marine farming entrepreneur, said the bottlenecks faced in the aquaculture system had hindered the growth of the sector in the country.

He said, “The challenges currently plaguing aquaculture farming in the country include set-up capital, cost of fish feed and poor expertise.

“Aquaculture is a capital-intensive venture; even if a farmer wants to start small, he is still going to put in a lot of money to start up a fish farm.

“One major challenge in going into aquaculture business is the bottlenecks we face when it comes to accessing grants and loans. For instance, before a farmer is able to set up a farm and raise 1,000 fishes comfortably, you need to have nothing less than N1m to N1.5m. The farmer needs to invest extensively on the fixed assets on the farm like ponds and boreholes, hence the cost-intensiveness to start up.”

The farmer also spoke on the increasing cost of fish feed which in turn does not allow local fish farmers to get returns on their investments.

According to him, 50 per cent of farmers’ expenses are allocated to procuring fish feed and the cost of fuel in running boreholes.

He said, “The problem is that the prices of fish feed keep increasing, but the price of cultured fish remains constant thereby, causing the farmers to run short. The cost of feed production is on the increase. Maize, soya beans, groundnut cake and fish meal have all increased.”

He further said lack of expertise in aquaculture was another major challenge and therefore called for more people to learn aquaculture farming.

He explained that, “We need people to be trained in aquaculture because climate change actually affects cultured fish. So fishermen are not catching enough fish from our seas or rivers, hence the fall back on cultured fish.

“We have a lot of novices in aquaculture today. Some people get into the business just because a motivational speaker said they could put a fish into a pond and harvest a river after five months.”

Therefore, the aquaculturist told the News Agency of Nigeria (NAN) in Lagos that, “People need to be trained in aquaculture farming because according to experts, in a few years, one-third of protein consumed by humans will be gotten from farmed fish.

Also, the National Fish Association of Nigeria (NFAN), at the weekend, called on the Federal Government to come to the aid of its members who were in distress due to losses incurred as a result of the COVID-19 pandemic.

NFAN said its members suffered huge losses during the first two months of the lockdown and were yet to recover from it.

The President of NFAN, Dr. Gabriel Ogunsanya, said the industry required strong government commitment, particularly in terms of policy direction and funding, for fish importation to be banned in 2022 as assured by the Federal Government.

Dr. Ogunsanya said, “As we carry on with the task to meet national fish demand threshold in two years, our farmers require palliatives and economic stimulus packages to remain in business as extended to others.

“We, therefore, pray the Federal Government to consider declaring a state of emergency and implementation of a structured plan to revamp the struggling fishery and aquaculture sub-sector. We also urge the Ministries of Agriculture and Rural Development and Industry, Trade and Investment to bring attention of government, MDAs and funding bodies to the plight of hard working fish farmers and industry operators.”

In a statement, the Publicity Secretary of NFAN, Mr. Chidike Ukoh, said, “We have serious concerns that in the midst of inadequate fish supply, production challenges and personal sacrifices, our farmers are currently facing unbelievable fish glut. They are equally facing abysmally low pricing and inability to harvest and evacuate ponds and other fish-holding water bodies.

“These challenges are, therefore, preventing restocking to break the production cycle.”

    What must be done?

Mr. Toyin Afolabi, another marine farming entrepreneur, urged the government to develop and implement a strategic plan for the sector which would allow interested fish farmers to access soft bank loans.

Mr. Afolabi said, “Our extension service department should be strengthened so that more extension officers are recruited to train and guide intending fish farmers before venturing into the business. Effort should be made to encourage local production of maize, soya beans and other additives for the production of fish feeds, because as it is now, there is no way fish farmers can make it with the present high cost of feeds.”

Minister of Agriculture and Rural Development, Sabo Nanono, had said plans were underway to stop fish importation in 2022.

He said time had come for Nigeria to look inward to tap into the huge potentials in fisheries and aquaculture for local consumption and export.

  • We have put in place strict anti-coronavirus protocols – EC tells Mahama

Chairperson of the Electoral Commission, Mrs Jean Mensa, on Wednesday said the Commission has put in place rigorous measures to ensure that prospective applicants observe all the COVID-19 protocols at the Voters Registration Centres.

Responding to a question from a journalist at the sixth edition of the “Let The Citizen Know,” series in Accra, she said it was unfortunate that former President John Dramani Mahama had to abandon his monitoring of the registration centres due to poor adherence to safety protocols.

She stated that it would be helpful if former President Mahama could furnish the EC with the details of areas he visited where the safety protocols were been breached to enable the Commission to take steps to deal with it.

“We have put in place stringent COVID-19 protocols that are being observed at most of the centers, except that there were few breaches in Ashaiman, Accra Central, and Tema at the beginning of the process.

“The Commission required every eligible applicant to wear a face mask, wash hands at the centre and sanitize his or her hands. To a large extent, 98 per cent of the centres are adhering to the protocols with a few areas where the protocols were been flouted.”

As part of measures to ensure that the protocols are observed, Mrs Mensa said the Commission was embarking on public education in all the local languages and charged members of the public to also play their part by adhering to the protocols.

She expressed gratitude to institutions including the religious bodies for educating their congregants on the anti-COVID-19 pandemic protocols.

Mrs Mensa said overcrowding has reduced at the registration centres with the introduction of the mobile teams and the queue management systems and urged prospective applicants to cooperate with the EC to ensure a successful exercise.

Touching on the agitation for the payment of allowances to temporary officials, she said as far as the Commission was concern there were no issues saying that the terms of engagement had been spelt out in their appointment letters.

She said all the temporary officials who participated in the 2019 District Level Elections had been paid, adding that the few cases that were pending were as a result of inaccurate bank account details provided by the officials.

  • She stood up to bullies – Gabby backs gunshot-firing Hawa Koomson

An influential member of the governing New Patriotic Party (NPP) and cousin of President Akufo-Addo, Gabby Asare Otchere-Darko has justified the firing of gunshots at a registration centre in the Awutu Senya East constituency.

He explained that he is unable to criticise a woman who fired gunshots not with the intent to cause harm but in self-defense given his experience with election-related violence and the fact that she has a stake in the registration process as the sitting Member of Parliament (MP) and the parliamentary candidate of Awutu Senya East Constituency where the registration centre is located.

“In this male-dominated world of politics, I struggle to find serious fault against a woman MP, who decides to stand up to alleged bullies and she does by not pointing her gun at them, but firing in the air”.

“It is easy for you and I to feel she overreacted. She probably did. I will not doubt that. She probably panicked. Many of us have a licensed gun which we carry in our glove compartment and we pray to never feel the need to use it”.

“I am very uncomfortable joining the bandwagon to go after a woman who used a weapon, not to harm any person, but to scare away people he felt could harm her and others. I am looking at the level of venom in the attacks she is receiving. I wonder if there is a subtle misogynism at play here. This is not to say I endorse any threat of violence whether in self-defense or not by or against man or woman”.

“My problem is that when it comes to the affairs of the few women in our frontline politics my instinct is to side with them until otherwise convinced. So far, I am still trusting my instinct,” he wrote on Facebook sighted by MyNewsGh.com.

Mavis Hawa Koomson has come under intense criticism, with many calling on the President to relieve her of her ministerial position, for firing gunshots at a voter registration centre in Kasoa in the Central Region.

Back several others have backed her, saying that once she acted in self-defense, there should be no issue.

    Full post of Gabby below:

It was the 2008 rerun of the presidential race. As head of a governance think tank, I applied for a domestic observer status, and opted to travel around trouble hotspots. I recall a trip to a polling station not far from where the MP fired a warning shot this week. Not far at all.

I was lucky enough to have a police escort by the name George Nkum (now Chief Inspector) with me. It was interesting how he reacted the moment our lives looked threatened.

As we approached the polling station, we were told that some “bad things” were happening there. A group of angry looking men, wielding all manner of instruments, started rushing towards me.

I stood there, weighing my options; turned, assuredly, to my police escort, who had a loaded rifle. He then, to my surprise, started to hurry back to our vehicle, beckoning to me to follow. I looked at him, shook my head, and turned away from the polling area, walking, begrudgingly obligingly, to the safety of my vehicle, in which the driver was peacefully dozing away. George turned back, urging me to run as the angry mob quickened their pace. I refused to run. Too cool for my own good? I kept walking. He screamed that I run. I ignored. I was torn between my own safety and the safety of the ballot box. I chose my safety but walked on.

I did not run, not because I wanted to be a hero. No. I had measured the distance from my vehicle and knew the mob would not catch up with me. So I was not to give them that extra pleasure.

Later on in the Pajero Mistubushi, as we drove safely away, I asked the police man, “George, you had a gun. Why did you run?” He said, “Massa, safety first!”

I was not sure whether to agree or disagree. Whose safety, I fell short of asking.

But, then I wondered… why should our elections be this way? 12 years later, not far from the same spot, why should a woman candidate, an MP, a Minister, feel so threatened to feel the need to fire a warning shot into the open air? Three elections on, have we made progress?

Ordinarily, I would have condemned the act. But, I remember when I felt threatened, my first instinct was not to run but to turn to the man licensed to carry a gun for protection. Or was it so that he could put the fear of the gun into the hoodlums? Perhaps, I could afford to walk away because I was not the candidate whose electoral destiny was directly at stake. I was a mere “observer.”

In this male-dominated world of politics, I struggle to find serious fault against a woman MP, who decides to stand up to alleged bullies and she does by not pointing her gun at them, but firing in the air.

It is easy for you and I to feel she overreacted. She probably did. I will not doubt that.

She probably panicked. Many of us have a licensed gun which we carry in our glove compartment and we pray to never feel the need to use it. She did.

I am very uncomfortable joining the bandwagon to go after a woman who used a weapon, not to harm any person, but to scare away people he felt could harm her and others.

I am looking at the level of venom in the attacks she is receiving. I wonder if there is a subtle misogynism at play here. This is not to say I endorse any threat of violence whether in self-defence or not by or against man or woman.

My problem is that when it comes to the affairs of the few women in our frontline politics my instinct is to side with them until otherwise convinced.

Speaker of Parliament, Professor Aaron Michael Oquaye, has said the measures that will be taken are consistent with the national and World Health Organisation established protocols for the prevention and spread of the COVID-19.

According to the Speaker, only about half of the 275 MPs will be admitted into the chamber as there would be an empty seat between every two MPs seated in the plenary when Finance Minister, Ken Ofori-Atta, resents the budget review.

MPs will be allowed into the chamber on a first-come, first-served basis

The rest of the MPs, according to Speaker can either sit in the public gallery or monitor proceedings from their offices via TV.

The Speaker announced these on Wednesday, July 22, 2020.

Also, a restricted number of journalists in the press gallery will be ensured and there will be no admittance of visitors in the House.

Furthermore, no crowd will be allowed outside the Chamber area.

The number of journalists that would be allowed in the gallery, the Ghana News Agency learned, is 25.

To ensure free sitting, name tags on seats would be removed and members may only sit alternatively such that there will be an empty seat between every two members seated.

The Speaker reminded the public that the protocols that debarred visitors to the House remained in force, and advised them to watch the proceedings from their homes, as the programme would be aired on both state and private media.

He urged the Public Affairs Department and the Parliamentary Press Corps to ensure social distancing and journalists who may want to cover the event to get the news from the Press Corps or the live broadcasts on radio and television.

  • Clamp down on sex workers to stop spread of coronavirus – Pastor

The Head Pastor of Jesus Power House Ministry Rev. Agya Dadie, has called on the security agencies to clamp down on the activities of female sex workers to help contain the spread of the coronavirus.

In an interview with Nyankonton Mu Nsem on Rainbow Radio 87.5FM, he said despite the measures put in place to contain the spread, the activities of female sex workers are breeding grounds for the virus.

To him, the security agencies should with immediate effect clamp down on sex workers if we want the virus to stop spreading.

The man of God was of the view that a number of business have stopped operating due to the outbreak but the activities of sex workers which is frowned upon by the law and our religious beliefs are still ongoing.

He was worried Ghanaians prefer to seek the services of sex workers but do not patronise church activities.

Despite the lifting of the ban on church services and the requirement for churches to host not more than 100 people, people are not going to church but go to sex workers. This is dangerous and could spike our coronavirus cases, he added.

According to him, some sex workers he recently communicated with have vowed not to stop their trade because they have a way to ensure they protect themselves.

  • NMC shoots down Ursula’s ‘reduce channels’ directive to GBC, Crystal TV

The National Media Commission (NMC) has said the order by the Communications Ministry directing Ghana Broadcasting Corporation (GBC) and Crystal TV to reduce their channels on the Digital Terrestrial Television (DTT) platform is misplaced.

According to the NMC, the Ministry of Communication is not mandated to issue such an order, submitting that, that order falls within the NMC’s remit.

“The Commission wishes to state clearly that the directive given to GBC and Crystal TV by the Minister for Communications purports to usurp the constitutional mandate and authority of the National Media Commission and same cannot be obliged under our current constitutional dispensation,” the NMC said in a statement signed by its Chairman, Yaw Boadu-Ayeboafo.

The Communications Ministry wrote to the state-owned GBC that it should reduce its channels from six to three “to ensure there is redundancy on the National DTT platform which is currently at full capacity”.

The Commission also explained that its mandate, “to insulate the state-owned media, therefore, enjoins the Commission to protect the Board, Management and staff of GBC from political interference as well as safeguard and preserve the entirety of state-owned media facilities, assets and other resources from governmental control”.

According to the NMC, the constitution mandates the Commission the fundamental function “to promote and ensure the freedom and independence of the media for mass communication or information” and also “insulate the state-owned media from governmental control”.

Yaw Boadu-Ayeboafo in the statement dated July 22 stated that any development that seeks to deprive the media of its use of resources legally allocated to them compromises their capacity to serve the country.

Crystal TV has mounted a defence against the order by the Communication Ministry, saying the directive can “destroy jobs and exacerbate the unemployment challenges in the country”.

The NMC said the DTT platform is an essential part of broadcasting and should be “treated as media to enable it to benefit from all the freedoms guaranteed the media by the 1992 Constitution”.

According to the suit sighted by GhanaWeb.com, Mr Ampaw stated that a previous case filed by Mr Mahama against Bernard Antwi-Boasiako a.k.a Chairman Wontumi, the Ashanti Regional Chairman of the New Patriotic Party (NPP) is “part of the grand scheme to muzzle Chairman”.

The suit further alleged that Mr Ampaw also stated that by filing the suit against the NPP Chairman, Mr Ibrahim Mahama, who is a brother to former President John Mahama, has opened himself up for attacks and hence warned him to prepare for these attacks.

“We find it more convenient now more than ever, to revisit the dossier of the numerous allegations made against him to chastise him like his role in the collapse of the Merchant Bank and the diabolical plot he hatched with his brother, former President John Dramani Mahama, to secure the exclusive right of ownership of the vast Nyinahin bauxite deposits,” Mr Ampaw is alleged to have stated on the TV programme.

Mr Ibrahim Mahama, therefore, wants the court to order the defendants to pay GHC2 million in damages for defaming him in the eyes of right-thinking members of society.

  • Daily Guide: Police must probe this

Although the Awutu Senya East Constituency registration centre shooting incident did not draw blood, it attracted worrying public attention.

Each time there is firing of firearm, especially by a civilian, questions are posed. For those who pose such questions, such queries arise from whether or not the originator of the trigger pulling did so justifiably or simply flexing muscles.

Ms. Hawa Koomson spoke on radio and sought to explain that her action was informed by the danger she found herself in when she visited the registration centre.

Her National Democratic Congress (NDC) counterpart put a lie to the claim of the New Patriotic Party (NPP) candidate. Obviously, one of them is not speaking the truth.

Of course, some persons were bused to the location with the alleged intention of disrupting the registration exercise, another issue the police should probe.

It is such misunderstanding which when shrouded in claims and counter claims eventually grow into flare-ups.

In matters of security, the importance of truth and application of the law should not be compromised no matter whose ox is gored.

The Kasoa Police Command is in a better position to investigate the issue with a view to stamping out the tension which is said to have built up in the constituency in recent times.

The no-love-lost relationship existing between the two female candidates from the NDC and NPP is a potential incendiary which is waiting to be exploited by hoodlums.

For us, therefore, ignoring the probing of the matter cannot be an acceptable option.

Both politicians should be investigated by the police so that whoever is responsible for the lawlessness which occurred would be brought before the law. Impunity and sheer impudence should not be countenanced in such circumstances.

Snippets of avoidable trouble such as this are pointers to the fact that the vigilante law can easily be compromised by bad politicians.

Was Hawa Koomson justified in firing the weapon which we do not have doubt is a registered firearm?

Was her life in danger at the time of firing the warning shots? Answers to these questions, among others, would make the picture clearer and put the security agents in a better position to deal with the issue.

If registration of voters can be exploited by some persons to the extent of weapons being fired and Electoral Commission officials stopped from continuing their work, actual voting could assume a more dangerous pitch.

The EC, in its reaction to the pockets of violence, has reminded those responsible that they would be breaching the law by such actions.

The police should process whoever is arrested in respect of such breaches so that the necessary deterrence would be displayed for all to see and accordingly advised.

  • It was lawless – GBA blasts Hawa Koomson, others

The Ghana Bar Association (GBA) has condemned recent happenings at some voter registration centers as unacceptable and lawless.

According to the GBA, the shooting incident involving a minister of state, Mavis Hawa Koomson, as well as the killing of one person at Banda-Ahenkro in the Bono Region in connection with the registration exercise, are lawless and “totally unacceptable.”

“The GBA finds as disturbing and totally unacceptable the events that occurred at the Banda-Ahenkro in the Bono Region and the Awutu Senya East Constituency in the Central Region.

“The Ghana Bar Association finds these incidents very unfortunate and we hereby condemn unreservedly the actions of the perpetrators which have resulted in the untimely death of one person, attacks on officials of the Electoral Commission, mayhem and confusion. Their actions are lawless and totally unacceptable. It is regrettable that the suspects in one instance include a Minister who is also a lawmaker,” the Association said.

Awutu Senya East MP, Mrs. Koomson who is also the Minister for Special Development Initiatives admitted on Monday to firing the gunshots, claiming that it was in self-defense when confusion broke at the center.

This has received widespread criticisms from the public with some people calling for her resignation and prosecution, although some members of her party have said such calls are unnecessary.

Her action, as well as the violent clashes that led to the death of one person at Banda Ahenkro, are a few of the ugly scenes recorded during the exercise.

The Ghana Bar Association says it is hopeful that the incidents will be duly investigated and all offenders swiftly arrested and prosecuted.

“We trust that the investigations into all acts of violence at registration centers will thorough, speedy, and will result in the swift arrest and due prosecution of the offenders and irrespective of status.”

The association also called on the police to execute their mandate strictly to ensure that Ghanaians go about their civic duty without fear.

  • Voters registration: NPP MP’s, leaders and officers carry guns around – Kweku Boahen

Deputy National Communication Officer for the National Democratic Congress (NDC), Kweku Boahen, has cautioned citizens to be careful when dealing with members of the ruling New Patriotic Party (NPP).

According to Kweku Boahen they have guns on them everywhere they go.

He said the ruling government has interfered with activities of all government institutions especially the security services, the reason they carry protective weapons on them.

“Members of the NPP carry guns along everywhere they go; their officers, MPs and all their leaders…” he told Afia Pokuaa on UTV.

On whether he has evidence to that effect, he said he has been to many polling stations and can testify that they have in their possession guns.

“Immediately you talk to them they easily tell you they have their licensed guns in their cars…what at all are they doing with their guns in their cars? Every NPP big shot has a gun in their Landcruiser…we have to do away with this kind of intimidation in our politics…this is what the Peace Council has to talk to the government about…” he added.

In the Bono Region, a graduate teacher was killed during a confrontation at a registration centre.

At Kasoa on Monday, 20 July 2020, the sitting MP, Hawa Koomson, fired a warning shot at a registration centre as chaos marred the exercise that day.

Three motorcycles were burnt and EC officials took to their heels after gun-wielding men disrupted the process.

The GBA, in a statement, said it finds “these incidences very unfortunate and we hereby condemn unreservedly the actions of the perpetrators which have resulted in the untimely death of one person, attacks on officials of the EC, mayhem and confusion. Their actions are lawless and totally unacceptable.”

The GBA further noted that it is regrettable that the suspects, in one instance, include a minister who is also a lawmaker.

The association says it has taken notice of the fact that the Police is investigating the matter and express the hope that the investigation will result “in the swift arrest and due prosecution of the offenders irrespective of status”.

  • Anas’ Judicial Exposé: No dismissed Judge has been reinstated – Kweku Baako

Abdul Malik Kweku Baako, Editor-in-Chief of the New Crusading Guide newspaper, has dismissed reports that the judges who were dismissed following a judicial corruption scandal exposé by investigative journalist, Anas Aremeyaw Anas have been reinstated.

It will be recalled that Anas Aremeyaw Anas, during one of his investigative missions, unearthed a rot in Ghana’s judicial system.

Anas’ undercover work showed some judges taking bribes to skew their verdict while others also conducted themselves in a manner that brought the judiciary into disrepute.

The former Chief Justice, Georgina Wood, instituted a Committee of Inquiry into the issue and found the judges guilty, therefore, dismissing them from the courts they presided over.

Kweku Baako, speaking on Peace FM’s “Kokrokoo”, stated that he has stumbled on a report recently circulating on social media which claims the judges have been reinstalled to their positions.

According to him, the reports are “fake news peddled by bogus informants”.

“My checks, specially with the General Legal Council, showed that was actually fake story. And the bloody truth is that the Chief Justice doesn’t have the power, authority or mandate to have done what was attributed to him. The truth is none of those dismissed judges has been reinstated,” he added.

He, however, disclosed a petition was made to the Chief Justice after the judges were dismissed to ascertain if they could practice as lawyers because their dismissal doesn’t affect their role as lawyers.

He told host Kwami Sefa Kayi that, after examining the petition, the Chief Justice reissued “their certificates to practice as lawyers” and not as judges.

  • Madagascar ‘appeals for Covid-19 support’

Madagascar’s health ministry has sent out an urgent request for help to partner agencies and health institutions as Covid-19 cases increase.

“The Ministry of Health indicated that the Covid-19 epidemic has in recent weeks evolved in a very critical fashion in Madagascar with significant outbreaks in some regions, particularly the capital, Antananarivo,” the Actu Orange website reports.

There have been reports that public hospitals in Madagascar are at full capacity and will only admit severe cases of Covid-19.

The island nation currently has about 7,000 Covid-19 cases.

President Andry Rajoelina early this month reimposed a lockdown on the capital following a rise in cases.

In April, he launched a herbal “remedy” for Covid-19 that was widely distributed in the country. Several consignments of Covid-Organics were also sent to dozens of African countries.

However, the efficacy of the herbal tonic has been discredited by health professionals in Nigeria and Democratic Republic of Congo, after clinical analysis.

Ugandan opposition MP Robert Kyangulanyi, popularly known as Bobi Wine, has launched his National Unity Platform party ahead of next year’s general elections.

Bobi Wine said the party will be the political wing of his People Power Movement. The party symbol is a red and white umbrella.

He previously announced his intention to run for the presidency.

The East African nation is set to hold general elections in January 2021 when President Yoweri Museveni is expected to seek a sixth term in office.

The launch comes a day after Mr Museveni picked his nomination.

Uganda’s electoral commission banned campaigns because of the coronavirus pandemic.

Opposition figures have, however, criticised the ban saying it gives an unfair advantage to the ruling party whose members own media outlets.

  • Weah lifts Liberia Covid-19 restrictions

Liberia’s President George Weah has lifted the state of emergency he declared in April to deal with the Covid-19 pandemic.

He has ordered soldiers who were deployed to enforce the restrictions to immediately return to barracks.

The controversial restrictions came to an end on Wednesday, days after the president told worshippers at his private church that he could not continue to keep the country in lockdown.

Mr Weah, however, warned the public “not to construe the cessation of the state of emergency as a licence to engage in behaviours that may lead to a further spread of the virus”.

But while the move has brought some relief, coronavirus infections continue to surge with the restrictions showing little sign of halting or reversing the spread.

  • Andrew Mlangeni: Last Mandela co-accused dies aged 95

Andrew Mlangeni, the last surviving anti-apartheid activist convicted with Nelson Mandela at South Africa’s infamous Rivonia Trial, has died at 95.

This was the trial considered to have brought Mandela to global attention.

Mr Mlangeni died after being admitted to a military hospital in Pretoria because of an abdominal complaint.

His death “signifies the end of a generational history and places our future squarely in our hands,” President Cyril Ramaphosa said.

    Who was Andrew Mlangeni?

According to Mr Mlangeni’s 2017 biography, The Backroom Boy, Mandela selected him to join five other men in the first group of South African anti-apartheid activists to be sent to China for training.

Their training included classes in bomb-making, booby traps and secret communication techniques.

He returned to South Africa in 1963 and became a member of the high command of the ANC’s armed movement, Umkhonto we Sizwe.

He disguised himself as a priest and travelled around South Africa recruiting young people to go abroad for training as fighters, until he was arrested and put on trial in the Rivonia treason trial.

Mr Mlangeni served 26 years in prison, incarcerated for most of the time on Robben Island, alongside Mandela.

After his release in 1989, he served as a member of parliament and lived in Soweto until his death.

Analysis box by Pumza Fihlani, southern Africa reporter

Mr Mlangeni was a man of principle – a quiet authority, whose humility won over the hearts of many South Africans.

He described himself as “a backroom boy”, never one to want political fame but instead working behind the scenes in helping to carve a new South Africa at the end of white minority rule.

He buried every last one of his fellow Rivonia trialists and friends.

His passing marks the end of an era, the last of a generation of indomitable struggle stalwarts.

Mr Mlangeni believed in the rights of black people, that their lives matter – but believed in unity too.

He did not want his jailers to suffer the same fate he did. Like Mandela, he believed that, in order for the majority of South Africans to be free, people like him would need to advocate peace instead of revenge.

    What was the Rivonia trial?

The Rivonia Trial, lasting from October 1963 to June 1964, is widely considered to have been a pivotal point in the fight against the white minority government in South Africa and brought Mandela to the world stage.

Mandela’s famous speech from the dock, declaring that freedom and equality was “an ideal for which I am prepared to die”, became a rallying cry for black people under the apartheid regime.

Mandela and Mr Mlangeni were convicted along with six others of sabotage in the trial, named after the suburb of Johannesburg where some of them were arrested.

They served long prison terms with Mr Mandela’s being the longest, 27 years, until his release in 1990.

Mandela died in 2013 aged 95.

  • NSS warns Ghanaians over fraudsters on social media

The management of the National Service Scheme (NSS) is calling on Ghanaians to desist from paying monies to fraudsters.

According to the National Service Scheme, some persons posing as agents of the scheme on various social media platforms, extorting money from prospective national service personnel with the view of assisting them to be posted to their preferred institution.

According to the NSS, there is nothing like “special posting”, adding that the scheme has no agents to that effect.

“We wish to inform every Ghanaian that posting of service personnel does not attract any fee”, a statement signed by the Corporate Affairs Director, Mr Armstrong Esaah said.

“Management, thus, cautions prospective service personnel to, whenever approached, report such persons to the security agencies to be dealt with under the laws of Ghana,” it added.

The NSS advices all culprits of “this criminal act” to desist from exploiting innocent national service prospects in their quest to serve the country or face the full rigors of the law when apprehended.

Established in 1973, the NSS is a government of Ghana programme under the Ministry of Education with a National Secretariat in Accra, and offices in all administrative regions and districts across the country.

The scheme is mandated to deploy a pool of skilled manpower drawn primarily from tertiary institutions to support development efforts of both the public and private sectors in Ghana.

Although it is a citizenry requirement for all Ghanaians who are eighteen years above, it is currently limited to, and mandatory for all Ghanaians graduating from tertiary educational institutions who are not less than eighteen years old.

The original intent of deploying freshly graduating youth under the NSS arrangement, is to ensure that priority sectors of our national life are never lacking in the requisite human resources needed for development.

  • Power supply improves in Volta and Oti region amid coronavirus

Power supply and its reliability in the Volta and Oti regions have improved significantly following intensified maintenance works, the Electricity Company of Ghana (ECG) has said.

The Company said the move was to enable people to stay at home to help curb the COVID-19 pandemic.

The Ghana News Agency (GNA) was told the availability of electricity in the Volta Region stood at 97.52 percent.

Mr Delali Oklu, the General Manager of ECG, Volta/Oti regions, said as part of efforts to improve on supply, the Company recently commissioned Special Maintenance Teams at the regional and district levels, to identify, detect and submit faults for immediate redress.

He said as a result of numerous maintenance activities, feeders at Ve-Golokwati, Asiekpe-Waya, Kpetoe and Nkwanta, which used to have frequent power cuts had seen massive improvement.

A feeder is a high tension line that sends electricity to the transformer for distribution to customers.

Mr Oklu said the exercise had also improved voltage profile of the supply system, leading to increased quality of power and reduction of outages in the catchment areas.

He urged prepaid customers to use the ECG Power App to pay bills to minimise physical contacts and congestion at the offices.

“However, prepaid customers in Ho and Hohoe districts can still visit our offices or any private vendor to purchase prepaid credit for their meters,” he added.

Mr Jones Makumator, the Regional Engineer, said the Company had replaced old and weak insulators and upgraded undersized electricity conductors (cables) for efficient power supply.

He said it also carried out many injection projects in areas like Lolito, Dzodze, Ho-Barracks Newtown, Dambai-Kwame Akura, Anyako Kpota and Apedido, at a cost of GH¢ 511,616.36, to relieve overloaded transformers for continuous power supply.

“The Company did these injection projects because now that a lot of people are home due to this pandemic, we envisaged that domestic demand for electricity was going to increase, hence the need to increase the capacity of some overloaded transformers to ensure that our customers experience stable power supply,” Mr Makumator added.

He said ECG also started replacing rusted head gears along the coastal areas from Adina to Azizadzi and from Anloga to Anyanui at GH¢153, 229.78.

“Once this project is completed, it will enhance the reliability of power supply to customers along the coast,” Mr Makumator said.

He said the Company was also installing a voltage booster station at Hohoe to help improve the voltage profile and ensure uninterrupted power supply in the Municipality.

  • Trump concedes pandemic to ‘get worse before it gets better’

President Donald Trump has warned the US pandemic may “get worse before it gets better”, as he revived his virus briefings with a more scripted tone.

Mr Trump also asked all Americans to wear face coverings, saying “they’ll have an effect” and show “patriotism”.

The president, who was not wearing a mask at the briefing, has previously disparaged them as unsanitary.

His aides have reportedly pressed him to adopt a more measured approach as virus caseloads spike across the US.

The daily White House news conferences ended soon after Mr Trump suggested in April during freewheeling remarks from the podium that the virus might be treated by injecting disinfectant into people.

In his first White House coronavirus briefing for months on Tuesday, a less off-the-cuff president echoed what public health officials on his pandemic task force have been saying as he warned: “It will probably unfortunately get worse before it gets better.

“Something I don’t like saying about things, but that’s the way it is.”

He added: “We’re asking everybody that when you are not able to socially distance, wear a mask, get a mask.

“Whether you like the mask or not, they have an impact, they’ll have an effect and we need everything we can get.”

Mr Trump – who more than once referred to Covid-19 as the “China virus” – took a mask from his pocket in the briefing room, but did not put it on.

The president is facing an uphill climb to re-election in November against Democratic challenger, Joe Biden, according to opinion polls.

Mr Biden on Tuesday accused Mr Trump of having failed Americans in his handling of the pandemic. “He’s quit on you, he’s quit on this country,” the former US vice-president said.

Mr Trump appeared without the medical experts who used to address the briefings. He kept his remarks brief and focused, avoiding sparring with reporters who asked a few questions.

He continued: “We’re asking Americans to use masks, socially distance and employ vigorous hygiene – wash your hands every chance you get, while sheltering high risk populations.

“We are imploring young Americans to avoid packed bars and other crowded indoor gatherings. Be safe and be smart.”

Mr Trump has been reluctant to wear a mask himself in front of the media, claiming that some people only wore such face coverings as a political statement against him. The press pictured him recently wearing a mask for the first time as he visited a military hospital.

When asked on Tuesday about his shifting support for masks, the president pointed out that even health experts had changed their minds.

Back in March, both Dr Anthony Fauci, one of the leading members of the president’s coronavirus task force, and US Surgeon General Jerome Adams said there was no reason people in the US should wear a mask.

Since at least April, the US Centers for Disease Control has recommended Americans wear face coverings in public.

Dr Fauci now argues US authorities should be more “forceful” in compelling mask wearing, though Mr Trump has rejected calls for the White House to issue a national order on the issue.

During the briefing, the president continued to assert the virus would one day “disappear”.

He also wrongly claimed the US has a lower coronavirus death rate than “almost everywhere else in the world”.

According to Johns Hopkins University, the US mortality rate is ranked 10th out of the 20 worst-hit countries.

The United States has recorded nearly 3.9 million Covid-19 cases and over 141,000 deaths – the highest by volume in the world.

Mr Trump was also asked by a reporter about the case of Ghislaine Maxwell, the British socialite who was charged this month by US authorities with sex-trafficking children for her ex-boyfriend, the late convicted sex offender Jeffrey Epstein.

The president said: “I haven’t really been following it too much. I just wish her well, frankly. I’ve met her numerous times over the years, especially since I lived in Palm Beach [Florida], and I guess they lived in Palm Beach.”

“I don’t know the situation with Prince Andrew,” added Mr Trump, mentioning the British royal who denies claims he had sex with a teenage girl who says she was trafficked by Epstein.

  • Muntawakilu never hired ‘warriors’ to escort people to ECs registration centres- NDC

The National Democratic Congress (NDC) in the Damongo Constituency of the Savannah Region has rubbished accusations by the New Patriotic Party (NPP) that the Member of Parliament (MP) for the Damongo Constituency, Adam Mutawakilu hired warriors to escort Ivorians to register in the constituency.

A statement signed by the NDC Communication Officer for the Damongo Constituency Mr Mumuni Yahaya Kiyoyo on 21st July, 2020 and copied to Bole based Nkilgi FM said; “We reject in the strongest possible terms the allegations of the NPP and their constituency chairman who has suddenly found his voice. The NDC and Hon. Muntawakilu has not and will never engage in such. Such activities are known by the people of Damongo to be done only by the NPP”.

The NPP Chairman for the Damongo Constituency Alhaji Adam Braimah addressed a press conference on 21st July, 2020 and accused the Damongo MP of being the brain behind the arrest of two young men with guns in the constituency who they claim were arrested while escorting paid Ivorians into the constituency for registering.

The NPP said the two gun wielding men arrested by the military in Damongo are members of the NDC contracted by Hon. Muntawakilu to escort aliens to register in the constituency.

Alhaji Adam Braimah also accused the Damongo Constituency organiser of the NDC and two other executives of visiting Kabilma, a community in the Bole-Bamboi constituency and paying Ivorian miners the sum of GHc5,000 to enter into the Damongo Constituency and register as voters at the Kojokura registration center.

The NDC Chairman also said the NDC also paid GHc100.00 each to six warriors to escort the said miners to the Kojokura community.

But Mr Mumuni Yahaya Kiyoyo counter accused the NPP of paying people to register in the Damongo Constituency.

“We are aware that a man Called Capacity is being used by Abu Jinapor and the NPP to pay GHc400.00 and a sewing machines each to aliens in Tamale, Kumasi, Accra and Kpawunto, Kawanpe, and Babatukuma in Kintampo north to come and register in Damongo. We shall stop them” the statement added.

“How come since yesterday, the NPP has been issuing conflicting statements on the same issue? How come the constituency executives have to call a press conference to address an issue already addressed by their regional chairman and Communications Director at a press conference yesterday even after the MCE for west Gonja who is also a member of the NPP addressed the press on the same issue?”.

  • Crystal TV fights Ursula over DTT channel cut directive

Privately-owned Crystal TV has said it is “vehemently opposed” to a directive from the Minister of Communication, Mrs Ursula Owusu-Ekuful, to the station to reduce its three channels on the used-up 40-channel Digital Terrestrial Television platform.

In a letter to the Minister, Crystal TV said obeying the directive will amount to destroying jobs and exacerbating the unemployment challenges in the country.

It has, thus, urged the Ministry of Communication to review and withdraw the directive, which was contained in a June 26, 2020 letter that also affects state broadcaster GBC.

The management of Crystal TV said having had its channels authorised within the terrestrial sphere by the National Communications Authority, they can only be operated “on the only platform in the country which is permitted to carry FTA services.”

“Therefore, removing any of our channels from the National DTT platform, will render the NCA authorisation unusable,” the letter said, noting that the directive, “automatically amounts to closing down the operations of our duly-authorised free-to-air broadcasting entities of over 25 years in existence,” Crystal TV argued.

“The directive, therefore, amounts to the revocation of the NCA authorisation as it will be rendered useless.”

“We will find solutions that will reduce the financial burden on the central government in the running of the DTT platform and yet accommodate the free-to-air public broadcasting services which are adequately provided by the state broadcaster and private broadcast entities while paying the appropriate fee to continue providing the masses with the critical indispensable and necessary processes needed in a truly democratic and free society”, the management said.

“We think as the ministry with oversight and responsibility for the growth and sustenance of the telecommunication industry in Ghana, you should be doing more to ease the constraints brought on by COVID-19, especially toward the broadcasting industry.”

  • Mahama will implement youth in grass cutting, women in stone picking if re-elected Gabby

Staunch member of the governing New Patriotic Party (NPP) Gabby Asare Otchere-Darko has claimed that former President John Mahama will soon implement some policies he had intended to implement but lost power to the NPP in 2016.

The said policies, he said, include youth in grass cutting and women in stone picking.

Taking a dig at the former President and his government, Mr Asare Otchere-Darko suggested that an old video in which Rashid Pelpuo, then Minister of State in-charge Public Private Partnerships, is heard saying that employed teachers and nurses could resort to picking and selling stones as a form of employment, gives a sneak peek into the 2020 manifesto of the opposition National Democratic Congress (NDC).

“A little peak inside the 2020 NDC manifesto and some of the mistakes that JM has learnt and wishes to correct if elected, like implementing policies his Govt suggested but never had the chance to implement. Some of these policies Ghanaians should look forward to include: Youth in Grass Cutting; Women in Stone Picking. Three trips of stones a day from the bush solves all your unemployment problems,” he reacted to the video of the former Minister.

For him, going back for Mahama is going back for trouble.

Dr Rashid Pelpuo, then Minister in the erstwhile government of John Mahama suggested unemployed nurses and teachers who were demanding posting at the time and had been denied due to a ban on government employment could engage in stone picking or cutting grass for sale to prospective buyers.

At the time, his suggestions angered many unemployed nurses and teachers who unanimously condemned his suggestion.

  • People always shop for reasons why women occupy top positions Maame Yaa Tiwaa laments

The Director-General in Charge Welfare at the Ghana Police Service COP Maame Yaa Tiwaa Addo-Danquah has bemoaned the stereotyping of women in leadership positions in the country.

According to her, people for reasons best known to them are always in a rush to shop for weird and non-existent reasons for which some women have been able to ascend certain positions in the country.

Whereas such persons may have been able to assume such enviable positions based on their competence and academic records, others mostly misogynists feel they never deserved them and therefore will always find reasons for which they have been appointed into such positions.

Speaking to youth leaders drawn from the various political parties and civil society organizations at a workshop under the auspices of the Friedrich-Ebert-Stiftung (FES), she noted that it is one of the many challenges facing women leaders.

“It is challenging being a woman leader in Ghana where there is male dominance. People always try to find a reason why you are there in Ghana in the first place. You must accept it as a challenge and focus on what you have been appointed to do. Some even ask whether you slept with appointing authorities to get your post,” she sadly revealed.

The Chartered Accountant, however, appealed to the youth in the face of these challenges, pursue their dreams and give off their best in every chosen field they find themselves indicating it could be a major turning point in their lives.

“You do not know who is watching what you are doing and the impact you could be making in the development of society. Where ever you find yourself do your assigned roles to the best of your ability and do not lazy around because the benefits thereof will be enormous”, she advised.

Concluding, she recounted how a policewoman at a distance inspired her to join the service while as a hawker at Konongo in the Ashanti Region.
