  • Its a big lie, Ghana does not pay $500 million for excess capacity Jinapor

A former deputy minister of energy and petroleum, John Jinapor, has described as “a big lie” reports that Ghana pays $500 million annually for excess capacity in the electricity sector.

This payment, according to reports, arises from the take-or-pay contracts signed under the erstwhile National Democratic Congress (NDC) administration.

Reacting to the claim, Mr Jinapor in a statement said “this assertion is false and misleading. And the facts do not support the spurious claim.”

He noted that a cursory look at the 2019 report from the Electricity Company of Ghana (ECG) which is the sole off-taker to the Independent Power Producers (IPPs) in Ghana reveals without doubt that about 11,529.97GWH of electricity was procured out of a total projected dependable capacity of 3,424MW.

“It is instructive to note that by accounting for the 25% required reserve margin which serves as insurance for the Nation, the claim of Excess Capacity becomes flawed,” he said.

Mr. Jinapor stressed that the assertion that payment of $500 million has been made as a result of a excess capacity is not only “erroneous but completely false.”

“If Ghana really has 2,000MW excess capacity for which we pay US$500 million, how come Ghanaians are being made to endure load shedding (dumsor) for the three weeks despite having excess capacity?” He quizzed.

Vice President Dr. Mahamudu Bawumia has advised religious leaders and Ghanaians to adhere to preventive measures in public places to see to it that coronavirus does not find its way into the country.

He advised them to avoid handshakes and other close contacts in public places as the government is doing everything possible to prevent the virus from entering Ghana.

Speaking at the Centenary Anniversary of the Presbyterian cluster of schools in Suhum Dr Bawumia said: “This infection is largely spread through contact and so many countries are putting in measures and we in Ghana can’t be oblivious. So far the government is taking measures and the Ministry of Health has announced various measures put in place to try and deal with this. To our traditional leaders, we will have to think about how frequently we shake hands with each other across the country. It is a risk we have to take, it is difficult to change this attitude but we have to put everything aside and do what is needed. Let’s wash our hands regularly, cover your mouth and nose when sneezing because you could spread in that manner”.

Meanwhile, the Ghana Health Service has allayed fears that there is a suspected case of coronavirus in the Ashanti Region.

The suspect showed symptoms of the virus in Kumasi over the weekend shortly after his return from Germany where over a hundred cases have been recorded.

  • Performance agreements between MMDCEs and MMDCDs improve output – Tangoba Abayage

Madam Tangoba Abayage, the Upper East Regional Minister says the introduction of the Performance Agreements between Metropolitan Municipal and District Chief Executives (MMDCEs, Metropolitan Municipal and District Coordinating Directors (MMDCDs) have significantly improved work output in their entities.

She said “institutional leaders and their staff now focus vital energies on those areas that impact more on the functionality and growth of their entities. The contracts have brought leaders to greater awareness of the place of well-motivated staff in attaining set goals of their entities.”

The Minister noted that performance agreements had come to stay in public service as a means of eliciting accountability from duty bearers and such agreements had become the hallmark of the entire performance management system because it tied in the performance of all staff with those of leadership.

Madam Abayage who was speaking at the signing ceremony of the 2020 performance agreements between MMDCEs and MMDCDs in Bolgatanga at the weekend, stated that “performance contracts has not been without constraints.”

She observed that the accompanying resources to facilitate work had not always matched with planned activities. “There is also the challenge of peculiarities of Metropolitan, Municipal and District Assemblies (MMDAs) which make the realization of some universal result areas extremely difficult,” she added.

She said such matters were receiving due attention as the documents continued to undergo periodic reviews to incorporate genuine proposals, and encouraged all MMDAs to rise above the challenges and make innovate plans that would meet the needs of citizens under their respective jurisdictions.

The Minister reminded the Municipal and District Chief Executives (MDCEs) and their Directors that they had a social contract with their people which demanded that they marshaled all competencies to achieve the desired results.

She told them that with suitable management skills, they were capable of raising the necessary resources to meet planned programmes and perform well with the little resources they had.

Alhaji Mohamadu Azonko, the Upper East Regional Coordinating Director, said performance management in public service had moved from just appraisal assessment to a conscious and continuous planning, implementation, monitoring, review and evaluation of performance of staff to inform rewards and punishment.

He indicated that performance contract since its inception had consisted of seven thematic areas namely; general administration, human resource management, financial management and reporting, infrastructure, social services delivery, economic development, environmental and sanitation management.

He said every action of the MMDAs was needed to fulfill the contracts, including “picking of mails and timely responses to requests for information from MMDAs, adherence to chain of command in addressing genuine concerns, inadequate attention to capacity building of staff.”

Mr Williams Aduum, the Kassena Nankana Municipal Chief Executive, who is also the Dean of the MDCEs called on his colleagues to cooperate effectively to implement the contract agreement to the latter, and gave the assurance that the MDCEs would work to achieve results.

In the same vein, Alhaji Mahammed Issahaku, the Bawku Municipal Coordinating Director gave the assurance that his colleagues would work diligently to ensure the implementation of the performance agreements.

  • Stakeholders dialogue on illegal fishing

Stakeholders in the fishing industry have identified political interference as an impediment to the work of the Fisheries Enforcement Unit in combatting all forms of Illegal, Unregulated and Unreported (IUU) fishing activities in the country.

They said the situation was frustrating as some Ministers, Members of Parliament and traditional rulers condoned the illegalities in the fishing industry.

This came to light during an IUU multi stakeholder platform meeting in Accra.

The meeting forms part of the Far Ban Bo (Protecting Fisheries Livelihood) project being implemented by a consortium consisting of CARE, Friends of the Nation (FoN) and OXFAM with funding from the European Union (EU).

DSP Lawyer Sandra Akosaa Asiamah Tawiah, Head of Legal and Prosecution at the Ghana Marine Police Service, said prosecution challenges, investigation of IUU cases, payment of fines and use of obnoxious and explosive substances were some of the challenges militating against the fight against IUU.

She said in spite of the challenges, her outfit has made successful arrests of defaulters on light fishing, landing of juvenile fish, obstruction of mesh and use of chaffers involving Ghanaian and Chinese fishing vessels.

DSP Tawiah urged key enforcement agencies such as the Office of the President, fisher folks, civil society organizations, the media, traditional leaders and other stakeholders to take pragmatic steps to combat illegal fishing.

Mr Kyei Kojo Yamoah, Programmes Director of Friends of the Nation, said they would continue to promote community participation in monitoring IUU related offences.

He said IUU monitoring groups have not had the courage to deal with the issues as many of their members participated in the illegal acts.

MrYamoah cautioned IUU monitoring groups who were involved that they would face stiffer punishments when caught.

A Representative from the European Union(EU), Mr Christopher Ackon, on behalf of the EU Ambassador and EU Director, urged the newly inducted ICT IUU monitoring mobile application committee to take the right pictures, document, report and follow up on the illegalities in the fishing expeditions.

Nana Kwesi Agyemang IX, the Paramount Chief of Dixcove Traditional Area, called on all stakeholders to sacrifice their time and help revive the fishing industry.

He also appealed to government to subsidize the cost of outboard motors and make them available to fishermen.

  • NPP needs a succession plan – Odeneho Kwaku Appiah

The Afigya Kwabre South Constituency Chairman of the New Patriotic Party (NPP), Odeneho Kwaku Appiah, has reiterated the need for the leadership of the party to consider designing a succession plan for the selection of people into leadership positions in the party.

That, according to him, would save the challenges the party encountered in electing people for various positions at the constituency, regional and national levels.

“Apart from addressing the challenges, such a succession plan would bring about discipline since no one would come from outside the party to create tension for the hard working members who are doing a lot for the growth and sustainability of the party,” Odeneho Appiah said.

He was speaking in an interview with the Daily Graphic at Kodie in the Afigya Kwabre District in the Ashanti Region in response to the seeming tension in some constituencies during the filling of nomination forms for the parliamentary primaries of the party.

    Strategic plan

Odeneho Appiah stressed the need for a strategic plan to be drawn to give direction on succession which among other issues would create an opportunity for people with good leadership qualities in the party at various levels to be identified, picked and groomed for leadership positions.

Odeneho Appiah stated that such a plan, when adopted, would lead to people showing more dedication to the party.

    Parliamentary agents

He also reminded members of the party to be mindful of some members of the party, who he described as “agents of parliamentary candidates”.

According to him, such agents were ready to look for new candidates each time parliamentary primaries were due after which they vanish from the party only to show their faces again once it was time for another parliamentary primaries.

Such persons, he said, posed a threat to the growth of the party.

“If care is not taken, by the time the parliamentary primaries come to an end, we would have armed our opponents in the general election with enough weapons to fight us,” Odeneho Appiah said.

  • Video recording on Major Mahama to be shown March 17

An Accra High Court has admitted a video recording of how Major Maxwell Adam Mahama was allegedly murdered by the 14 persons now on trial and directed that it should be shown in open court on March 17.

The court on February 13, this year, dismissed an objection by the defence, when prosecution sought to tender the flash drive containing the video as evidence.

Justice Mariama Owusu, a Justice of the Supreme Court sitting as an additional High Court Judge, delivering a ruling on the issue on Thursday, said it was better for the video to be admitted as evidence first before it could be shown in open court.

Earlier, Chief Inspector Samuel Agyakwa, the Investigator in the case, told the court that the video contains details of how the late Major Mahama was allegedly murdered, but the defence objected to the tendering of the video evidence.

The witness, who was being led by Mrs Evelyn Keelson, Chief State Attorney, to give his evidence in chief, said it came out that William Baah, John Boasie, Bismarck Abanga, Kwadwo Anima, and Donkor Bismarck were not in the video.

Chief Insp Agyakwa said, however, the rest were seen in the video hitting the late Mahama with sticks, cement blocks and metal bars and other implements, and investigations revealed that Charles Kwaning and Kwesi Asante were the ones, who shot the late Major Mahama,” he added.

Chief Insp Agyakwa said investigations also revealed that William Baah, John Boasie, Bismarck Abanga, Kwadwo Anima and Donkor Bismarck used their fists to attack the deceased.

Fourteen persons are standing trial at an Accra High Court over the killing of Major Mahama, an officer of the 5th Infantry Battalion, at Burma Camp.

The late Major was on duty at DenkyiraObuasi in the Central Region on May 29, 2017 where some residents allegedly mistook him for an armed robber and lynched him.

  • W/R records reduction in maternal deaths

The Western Regional Health Directorate in 2019 recorded 61 maternal deaths as against 81 in 2018.

Naa Jacob Mahama the Regional Health Director who made this known at the Regional Health Service 2019 Annual Performance Review Meeting in Takoradi said the Effiankwanta hospital recorded the majority of the cases since it was a referral hospital.

The review meeting on the theme: “Strengthening the Sub-district Health Systems: A key Strategy to Improving Health Outcomes in Western Region” was attended by district, municipal and metropolitan health directors, nurses, traditional authorities and some heads of departments.

He said apart from the maternal deaths, other reproductive health indicators such as Antennal Care, did not meet the set target.

Naa Mahama said supervised deliveries recorded a decrease from 59.5 per cent in 2018 to 58.8 per cent in 2019 while family planning increased slightly from 29.4 per cent in 2018 to 30.5 per cent in 2019.

The Regional Health Director noted that still-birth continued to drop and that 1.8 per cent was recorded in 2018 as against 1.02 per cent in 2019 while early neonatal deaths dropped from 7.2 death per 1,000 live births in 2018 to 6 deaths per 1,000 live births in 2019.

Touching on poliovirus, Naa Mahama said a number of measures including, sensitization and training of health workers, public education and the reactivation of the epidemic committee have been put in place to tackle the virus.

He said about 190,000 children under 18 months were targeted for the polio immunization in the region.

On measles, he said 221 suspected cases were recorded in seven districts out of which 13 cases were confirmed but stressed that the necessary measures have been put in place to avoid its spread.

Naa Mahama said everything was being done to reduce the prevalence of HIV/AIDS in the region, adding that, numerous training have been done as part of activities to achieve the endemic control of HIV/AIDS in the region.

Dr. Patrick Kuma Aboagye the Director-General, Ghana Health Service said as a service their primary objective was to prevent the spread of the COVIV-19 and that they were working with the Ministry of Health and other partners to prevent the spread of the virus into the country.

He said comprehensive measures have been put in place to prevent and handle cases and key among them was the training of port health staff and screening of passengers at the Kotoka International Airport.

Dr. Aboagye also stated that the Tema and Ridge hospitals staff were also being trained to handle COVID-19 cases in the country, adding that, an alert had been sent to all Regions and Districts, and the reactivation of the districts response teams to handle and prevent the virus from entering the country.

He said public perception about poor quality care especially in emergency situations still remained a worrying concern that the Service needed to address.

He was hopeful that with the introduction of the new ambulances, it would help reduce that perception.

Mr Kwabena Okyere Darko-Mensah, Western Regional Minister, emphasized that sub-health directorates played a key role in implementing integrated health care and needed to be well equipped.

The Regional Minister hinted that government had developed a new attractive incentive package for health workers in deprived communities with a prime goal of retaining health personnel in such areas.

Nana Ankoma Tuagyan of the Sekondi Traditional Area who presided said it sub-district health facilities could only be strengthened if proper measures were implemented.

He in this regard, appealed to the Regional Health Service Council to create sub-district health directorates and provide them with Administrators or Directors to ease the workload on the Physician Assistants and Midwives who played such roles.

He stressed the need to resource the various health centres with technical staff and lauded the One District One Ambulance initiative.

He, however, expressed concern about the poor nature of the roads network in rural areas and called for the modification of the tricycles (Pragyia), which were being used as ambulances in some remote areas to save more lives.

The Minority Leader, Hon Haruna Iddrisu, has said that any attempt to gag the press will be fatal to the democracy of the country.

Explaining further, he said they did not abandon proceedings on the floor totally because, after some few minutes after their engagement, they came back to the press gallery.

Speaking on the floor of the House the Speaker indicated that he will not hesitate to declare journalists as strangers to parliament if due coverage is not given to the proceeding of the House.

The group believes that since Mr. Bissue has alternatively exonerated by a credible statutory institution like the Ghana Police CID department the President His Excellency Nana Addo Dankwa Akufo-Addo can call him back to office to continue the fight against Illegal Mining popularly called GALAMSEY which has increased in Ghana since his voluntary stepping aside as the Secretary of the Inter-Ministerial Committee against Illegal Mining (IMCIM) for the Ghana Police CID to undertake its investigation which has since exonerated him.

Mr. Kweku Tawiah said, “We believe Mr Charles Bissue has been cleared by the Police CID and deserves to return to office to continue his good works”.

  • Withdrawing soldiers from Operation Vanguard should be for limited period – Inusah Fuseini

Former Lands and Natural Resources Minister and MP for Tamale Central, Inusah Fuseini says the withdrawal of soldiers from Operation Vanguard should be for a limited period.

According to him, the replacement of the soldiers with immigration officers will not be the solution to the fight to end illegal mining popularly known as ‘galamsey’.

Speaking on Asempa FM’s Ekosiisen, Inusah Fuseini said the fight needs a multi-stakeholder and dimensional approach which he is not seeing with the current effort by government.

Ekosiisen’s report disclosed that immigration officers will replace soldiers on the Operation Vanguard team.

Inusah Fuseini said the taskforce being replaced with immigration officers will over some time also make them familiar with the people and the illicit act will still continue.

He suggested that the Chiefs and people in the area should be involved in the fight because the team cannot be at every place all the time.

Operation Vanguard ordered to withdraw from all illegal mining areas – Report

The report suggests that Operation Vanguard the anti-galamsey operation task force has been ordered to withdraw from all illegal mining areas in the country with immediate effect.

Barring any last-minute changes, the soldiers will start pulling out from tomorrow and the immigration officers will take over fully.

Their base at Tarkwa in the Western Region is expected to start moving out tomorrow and the Ashanti Region will follow suit in March.

There are reports that this development came about as a result of the recent backlash from the public against the Military, allegations of bribery in the fight against illegal mining, the lack of confidence from the public among others.

  • NDC calls for investigation and prosecution of NPP’s Nana B over alleged involvement in galamsey

The Youth Wing of the National Democratic Congress (NDC) has called for the investigation and prosecution of the National Youth Organizer of the New Patriotic Party (NDC), Henry Nana Boakye alias Nana B over his alleged involvement in illegal mining ‘galamsey’.

This was after they took note of a video recording of Kennedy Agyapong MP for Assin North, accusing Nana B of being a galamsey kingpin.

Ghana has in the past few months seen a resurgence of illegal small scale mining, an activity which was curbed following a fierce campaign waged by government in collaboration with the media and civil society organisations.

This has been worsened by some missing excavators seized by the Operation Vanguard as part of the clamp-down on illegal mining, triggering a probe by the Police Criminal Investigations Department.

In a release signed by National Youth Organizer of the party George Opare Addo, they said “ordinarily we won’t take the accusation very seriously because Hon. Kennedy Agyepong makes a lot of unsubstantiated allegations but because of the sensitive nature of these particular allegations and how excavators have gone missing it is worth looking into.”

    Below is the full statement:

INVESTIGATE & PROSECUTE NANA B FOR INVOLVEMENT IN ILLEGAL MINING – NDC YOUTH

The Youth Wing of the National Democratic Congress has taken note of a video recording of Hon Kennedy Agyapong MP for Assin North, accusing the National Youth Organizer of the New Patriotic Party, Henry Nana Boakye alias Nana B of being a galamsey kingpin. Ordinarily, we won’t take the accusation very serious because Hon. Kennedy Agyepong makes a lot of unsubstantiated allegations but because of the sensitive nature of these particular allegations and how excavators have gone missing, it is worth looking into.

We implore the necessary state institutions to look into the matter and prosecute Nana B if he is found culpable.

We condemn the involvement of the leader of the NPP Youth Wing in galamsey (illegal mining). This unpatriotic action alone has the potential to derail the progress made to protect our environment. We are even more scandalized that such a character still has the temerity to speak ill of distinguished statesmen when he himself is not clean.

Considering this allegation is coming from a leading member of the NPP, we are certain there must be an iota of truth in the matter and he must be investigated and brought to book. After all, our elders “If the frog tells you that the crocodile is dead, do not doubt it.”

Amidst the mind-boggling instance of missing galamsey equipment and excavators, we cannot have another scandal of a public personality actively practicing and endorsing this harmful practice. Many young people who were involved in artisanal mining have been out of work since the clam down by government on so-called illegal mining. It is therefore surprising that some members of this government have taken the back road and engage in the same activities.

The effect of illegal mining on our environment has been the subject of many media reportage and concern to Ghanaians. A few weeks ago, the National Democratic Congress led by our National Communications Officer, Lawyer Sammy Gyamfi proved to the whole world how this government misled Ghanaians about its fight against illegal mining only for its officials to use same to enrich themselves and resource their party.

Without mincing words, we call on the Director of the Criminal Investigations Department and the Office of the Special Prosecutor to conduct investigations into the matter. Public personalities like Nana B must not hide under the cloak of their party, and power to plunder the nation and destroys our environment. His indictment will serve as a deterrent to other young politicians who may have misguided notions of what public service is. If Nana B believes he is above the law because his party is in power, he will have the Youth of Ghana to answer to.

  • James Kofi Annan resigns from the NPP, allegedly joins NDC

James Kofi Annan, the founder of Challenging Heights, and a major financier of the NPP in the Effutu Constituency has resigned from the party and joined the NDC.

In a letter to the party, dated July 1, 2019, the human rights activist indicated that he was resigning from the party, with immediate effect. He further attached his previous party membership card numbers 0164570 issued in the year 2007, and CR1281001EFFA5 issued in 2012.

James Kofi Annan recently stepped down from Challenging Heights, a child rights organization he himself founded over 15 years ago. It is believed that he is eyeing the Effutu seat in Parliament.

In an interview with Peacefmonline.com, James Kofi Annan indicated that he has suffered so much in the hands of the party in Effutu, although he has sacrificed so much for the party since his Legon days. He cited several instances of attacks, victimization, and threats to his life and his businesses.

James Kofi Annan was a pioneer member of TESCON (Legon Chapter), the campus Chapter of the NPP. His contemporaries were Honorable Isaac Asiamah (the current Minister of Youth and Sports), and Andy Appiah-Kubi, the current Deputy Minister of Railways, both pioneer members of TESCON.

Commenting further on why he joined the NDC, James Kofi Annan who until recently was a United Nations Global Financial Sector Commissioner, said the NDC in power was not vindictive, even though they knew he was an NPP person, but rather they gave him all the needed support to establish his businesses, and increased his projects.

“I did a lot to help Afenyo-Markin and the NPP. Yet when they assumed power, Afenyo-Markin has been allowed to do a lot to destroy everything that is associated with me, and to destroy Winneba, particularly the University of Education, Winneba, and the festivals of the town. I now feel more at home with the NDC,” he said.

The Member of Parliament for Manso-Adubia Constituency, Mr. Yaw Frimpong Addo has rubbished suggestions that illegal mining activities popularly known as galamsey is back.

The legislator opined that persons who are currently working are only engaging in licensed small scale mining.

The current administration, he disclosed has done a lot of work in preventing all forms of illegal mining across the country.

Mr. Yaw Frimpong Addo said the fight against galamsey is not a week affair because it will take a lot of time for government to deal with the matter holistically.

The previous NDC administration he said tried their best stop galamsey but failed.

The NPP has however done its best in putting in place structures to license small-scale miners to engage in responsible mining.

President Akufo-Addo he added has shown enough commitment in ending galamsey, hence the need for Ghanaians to have patience since t5he fight will not be an easy one.

The MP who is also the Chairman for the Mines and Energy Committee said taking the minerals out should not lead to the pollution of our water bodies and the destruction of our forests.

In January 2017, the Government of Ghana placed a ban on small-scale mining for six months following widespread pollution of water bodies. The ban was, however, extended in October 2017 for another three months.

President Akufo-Addo delivering his station of the nation address said, his government will not weaken its stance on galamsey and that anyone found culpable irrespective of class or party affiliation will be dealt with.

  • Kofi Wampah, others must face prosecution for bank crises – NPP Communicator

A communicator of the ruling New Patriotic Party (NPP), Francis Annom Boateng affectionately called Fransoa, has said former Governor of the Bank of Ghana, Dr. Henry Kofi Wampah and other Directors should be arrested for mismanagement of the economy during their era which led to the collapsed banks and revocation of licenses of some 15 savings and loans companies.

According to Francis Annom Boateng, the facts available to him suggest that the collapse of the banks can be traced to his era as the Governor of the Bank of Ghana.

“The former Governors of the Bank of Ghana, Dr. Henry Kofi Wampah and Dr. Abdul Nasiru must be prosecuted for the mismanagement of the banking sector under the erstwhile John Dramani Mahama administration,” Francis Annom Boateng told Lawyer Ohene Gyan on Pae Mu Ka on Accra-based Kingdom FM 107.7.

“I also want to place on record that all those found culpable in this matter ie staff of BoG or directors of the closed banks should be prosecuted because the amount of money that we hear has gone into bailing out of these banks could be used for a lot of social interventions in this country.”

Francis Annom Boateng weighed into the crisis at the banking sector calling on the Attorney General to prosecute officials culpable in the scandal.

Additionally, he called on State security institutions to conduct further investigations beyond what the Central Bank has done and prosecute all persons who may be implicated to deter others.

Some officials of the Bank of Ghana, are likely to face prosecution following a similar action by state prosecutors against Chief Executive Officers (CEO) of UT and Beige Banks, President Akufo Addo has indicated.

In 2017, the Bank of Ghana embarked on a massive clean-up exercise in the sector which led to the revocation of the licences of some nine banks including the Beige Bank and UT Bank.

Meanwhile, the Bank of Ghana has said it has presented the names of persons responsible for the collapse of the five banks to the Economic and Organized Crime Office (EOCO) for investigations as the new receiver starts work.

He said since he became an MP he has furthered his education through his salary.

“If you say an MP is needy what about that person in my constituency or in Ghana who has no water to drink . . . you can even describe yourself as brilliant but needy,” he said.

    Background

A performance audit report has listed a number of high-ranking government officials including the Minister of State in Charge of Procurement, Sarah Adwoa Safo who applied and obtained $12,800 in allowances with $17,004 in tuition fees to study at the Harvard Kennedy School.

Another person captured in the list is the Executive Secretary of the National Council for Curriculum and Assessment (NaCCA), Prince Hamidu Armah also receiving £38,400 for living expense in addition to £33,000 for tuition fees, While Education Minister Mathew Opoku Prempeh, also received $12,800 for living expenses and $11,200 as tuition fees to study at Harvard University.

The Auditor-General intends to surcharge persons involved in scholarship awards and also disallow expenditure items of the GETFund Secretariat, in accordance with Article 187(7) (b) of its mandate.

This follows recommendations by the Auditor-General after faulting the GETFund for not being fair in the award of scholarships to those in need.

  • Residents of Sekondi-Takoradi metropolis angry at NIA

Some residents at Ntankorful and Kansasorodo in the Sekondi-Takoradi metropolis of the Western Region have expressed anger at the turn of events over the Ghana Card Registration.

According to the aggrieved residents, officials from the National Identification Authority (NIA) embarked upon the exercise three weeks ago to capture their demographic data and their photographs and were told to come the following week for their Ghana Cards.

However, they never heard anything from the NIA officials until yesterday, Tuesday, February 25, 2020 when a notice was served that their Ghana cards were ready for collection.

According to the NIA officials, the sharing of the Ghana Cards would close at 5pm yesterday for residents in the communities and extend the exercise to teachers and students of the Methodist Senior High School at Kansasorodo which was originally chosen as a center for the registration.

As a result, most of the residents who went to the Ntankorful Roman Catholic Church center could not get their Ghana Cards including some teachers and students who were registered the same period.

Out of anger and frustration of joining a longer queue, most of them who spoke to this reporter, Daniel Kaku were no longer interested in the Ghana cards due the posture of the NIA officials who could not explain further why their Cards we’re not given to them and where they could get their cards.

According to the residents I spoke to if the Ghana Card is to be used to vote in future elections, majority of the electorates will be disenfranchised.

They, however, appealed to the NIA boss to intervene to ensure sanity in its operations with the Ghana Card.

A teacher at the Methodist Senior High School who could not get his Ghana Card as most of his colleague teachers got theirs, was not happy and decided to abandon the idea of chasing their cards.

  • Media reports on Naamoansa Primary, JHS skewed

The Assemblyman of Naamoansa in the Builsa North Constituency of the Upper East Region, Akpitipulah Donaldson Sunday, has denied reports that the primary and junior high school pupils in the area study under trees and on the bare floor.

In a statement issued on Wednesday, 26 February 2020, Mr Sunday said: “We the people find it very intriguing and mindboggling that the reporter, having interviewed the two head teachers who preside over the administrative and academic affairs of both the primary and junior high schools and the chief of the community, failed to capture the testimonies of the two headmasters but rather chose to capture the testimony of the chief who happened to be a brother to the Hon MP in an exaggerated manner to score political points.

“Secondly, the reporter told naked lies when he reported that students of both primary and JHS in the community study under trees and learn on the bare floor. No student, either at the primary or JHS level, studies under trees. It is not also true that the classroom block which they currently use for classes has no roofing, doors and windows.

“What is rather the challenge at the moment is that, there is inadequate furniture, which, admittedly, is not peculiar to our community school only but district-wide if not country-wide. The MP is currently helping eight communities in the constituency to put up a self-help three-classroom blocks to help ease the overcrowding of students.

“Furthermore, it is common knowledge that, due to the restructuring of the basic school curriculum, schools all over the country have not been given textbooks by the government and that what has been given to them is the syllabus.

“With regard to portable water, the reporter, again spewed falsehood when he reported that pupils had no access to potable water. On the contrary, both the primary and JHS are closer to three boreholes drilled at different locations within that enclave. In order to ascertain the truth, we will entreat you to come down to Naamoansa and see for yourself or better still contact the BNI for the district.”

  • Rotten footbridge now deathtrap for school children

Pupils on island communities in the Ada East District of the Greater Accra Region risk drowning as they sometimes swim across streamlets of the Volta Lake before arriving at school, as a result of broken footbridges.

The development has become a major concern to parents as several calls for authorities to fix the problem have yielded no positive results. The most affected communities include Aflive, Adjim and Perdiatorkorpe, all in the Aflive-Alorkpem-Azizakpe Electoral Area of the Ada East District Assembly.

The Member of Parliament for Ada East, Comfort Doyo Kudjoe Ghansah soon after her maiden election in 2012, constructed the wooden footbridges in question over the streamlets to link the above communities.

Eight years down the line, the woods have all rotten and the four footbridges have virtually broken down, exposing the school children to danger. Pupils sometimes during high tides, fall in the streamlets when crossing, and as a result, arrive at school with wet school uniforms and books. Others even return home as a result of their books being destroyed in attempts to cross at all cost, or they are unable to walk on such scary skeletal structures.

Women in labour from other communities are flanked by able men and carried to the nearest CHIPS compound at Perdiatorkorpe due to the bad nature of the wooden footbridges. A lady recently lost her baby after delivering in the middle of the journey when she was being taken to the health center.

Evans Larweh, a Unit Committee Member said the present situation is affecting commuting, especially school children. He, therefore, appealed to the authorities to give their present predicament urgent attention before disaster strikes.

Nyemingor Kisseh, a parent also says most of the time adults fall in the streamlets with their luggage when using the bridges, adding that she is compelled to keep her children at home due to the prevailing circumstance.

Atinkaonline met some pupils who were returning from school who said the situation discourages them from going to school each day, as they feel rejected by authorities and pleaded with the assembly to come to their aid.

  • Organised NPP appears focused, consistent, even with lies Solomon Nkansah

A Former National Communications Officer of the opposition National Democratic Congress (NDC), Solomon Nkansah claims the only advantage the ruling New Patriotic Party has over the largest opposition NDC is their seeming focus in whatever they do.

According to him the only advantage he sees the NPP has over the NDC is that “they appear focused . . . if you look at their government they don’t contradict themselves, even if they are lying the consistency gives them some face . . . it makes the NPP appear somehow organized”.

He said this is a propaganda tool the ruling party strongly has and using very well.

He admitted on Neat FM’s ‘Ghana Montie’ programme that the NDC used to be very strong in that position in the past than now.

However, he said even with the current Social Media era, you need to have a strong strategy and serious coordinators who can somehow manage sizable NDC players on the various platforms, otherwise that consistency and coordination will not even be attractive.

He spoke to host of the show Kwesi Aboagye in a panel discussion.

  • Whistle-Blowers Act doesnt cover journalists who expose corruption on the airwaves GACC

The Executive Director of the Ghana Anti-Corruption Coalition (GACC) and Board Chairman of the Office of the Special Prosecutor, Linda Ofori Kwarfo, has asked journalists to use the right procedure spelt out in the law to expose corruption.

This, she explained, will enable journalists to be covered and protected by the Whistle-Blowers Act which was promulgated in 2006 if need be.

The Act is to empower citizens to report corruption without being afraid of any form of victimisation and intimidation.

Ms Kwarfo noted at a capacity-building workshop for business journalists on Business Integrity Reporting over the weekend that some journalists have gained notoriety for announcing corrupt acts on radio.

She said although it is not wrong to speak out in the media on corruption within the society, in order to be fully protected under the Act, these journalists must follow the right procedures stipulated in the Act and make the graft known to the agencies responsible for dealing with them.

“You cannot sit on the radio and expose corruption and expect to be covered by the Whistle-Blowers Act,” she said, adding: “Use the right channel as stated in the Act to enable you to be covered by the same Act.”

Ms Kwarfo also urged the public to be bold and report corruption using appropriate channels.

Outlining some steps taken to deal with corruption in the country, Ms Kwarfo stated that Ghana has introduced the 10-year National Anti?Corruption Action Plan (NACAP) to enable the state to deal drastically with the graft.

  • Stop intimidating the Auditor-General – Martin Amidu to politicians

The Special Prosecutor, Martin Amidu has asked public officials to desist from intimidating the Auditor-General, Daniel Domelevo over his audit reports.

According to him, they should stop attacking him over his professional work.

The Auditor-General has come under intense criticism over the publication of a performance audit of the GETFund scholarship administration.

Speaking to Citi FM, Martin Amidu said the political parties should stop intimidating heads of anti-corruption agencies in the country but rather allow them to do their professional work.

“The political divide is both fighting anti-corruption agencies when they are doing their professional work you tag it with some political things, you can’t fight corruption by politicising it, and the two political parties will stop and allow the head of anti-corruption agencies to do their work professionally with their staff.”

According to him, the intimidation will not allow the Auditor General to perform his duty because he may now be selective in his auditing of state institutions.

“For instance, Audit Service there is a provision for surcharge if the Auditor General through the report of his staff can not disagree with them and therefore supports their conclusion and surcharges you, the law provides an avenue you can challenge it why personalised it to the Auditor General, that’s intimidation and makes him incapable of performing the anti-corruption duty…”

Auditor-General to surcharge undeserving GETFund scholarship beneficiaries

The Auditor-General has hinted of plans to disallow and surcharge undeserving GETfund scholarship beneficiaries.

A performance audit report of the Auditor-General on the administration of scholarships by GETFund from 2012 to 2018 revealed that some politicians, lecturers and media personalities benefitted from the scheme, a policy meant for needy but brilliant students.

The Education Minister, Mathew Opoku Prempeh is listed as studying National and International Security at Harvard University, receiving $12,800 for living expenses and $11,200 as tuition fees.

Procurement Minister Sarah Adwoa Safo is also listed studying at the Harvard Kennedy School enjoying $12,800 in allowances with $17,004 in tuition fees.

Dr. Armah is studying Philosophy in Education at the University of Aberdeen, which comes with a benefit of £38,400 for living expenses in addition to £33,000 for tuition fees.

In the report, Auditor-General said they may disallow and surcharged the individuals involved.

“The Auditor-General in accordance with article 187(7)(b) will serve the GETFund with a notice of the intention to disallow items of expenditure (the granting of scholarships) contrary to Section (2)(b) of of the GETFund Act, 2000 (Act 581) and may proceed to surcharge.”

  • After submitting the NPP parliamentary candidate forms, what next?

We must now finish the unfinished business in our trouble spots, so that we can have a trouble-free elections ahead of us.I’m not here to talk because I want to talk. I’m here as an NPP member and a Ghanaian. We have chalked lots of success in many constituencies. I’m happy to say that some people understood that we need to DISCUSS issues; we need to NEGOTIATE with interested parties; we need to establish “QUID-PRO-QUO”.These actions worked and will always work.

We are all victorious. It is victory for NPP and Ghana.

My major objective today, is to make sure that we all understand what is at stake. We want PEACE, UNITY, and with listening ears and active leadership at the grassroots, constituency, regional or national level. These can ensure victory 2020.

NPP is a formidable democratic machinery in Ghana’s development and progress, but we have a complex structure of humans that have varied thoughts, ambitions, and choices that must be respected.

We are now faced with the Vetting Committees that must act with fairness and tolerance, so that we can achieve the peace and unity in going forward.

I’m also by this message appealing to party executives especially, the constituency and regional Chairmen to make sure that, the PHOTO ALBUMS that will entitle people to vote are not tampered with.

People are watching. They are alert. People have researched and they know. People will be ready for chaos unless, fairness and fair play by the constituency and regional executives are transparently seen.

We have discussed, we have negotiated, we have established “QUID-PRO-QUO”. These are normal procedures found along the path for peace, unity and victory.

The next step is to allow easy access of candidates to the delegates voter register. We must respect the ability of the voters to decide how to vote and who to select. The national constitution allows everybody this freedom of choice by choosing whoever they want to vote for even at the national level. At the constituency level, we should be able to do this without any trouble. Let us work with our voters to move along the path of peace, unity and victory. We must avoid any form of annoyance or confrontation with our local voters, polling station members and our rank and file. Their photographs must be in the albums untampered with. These are the voters together with others that will decide our victory in 2020 and our fate.

Let’s avoid intensional and unreasonable disqualification which will lead to the next stage of protest and appeals. Let us avoid the usage of wrong photo albums. The results we must expect at the end of the primaries is whether there will be peace, that we need so badly to unite our people for victory 2020.

Let’s act right. Let’s be careful. Lets act for NPP. God bless us all.
    Thank you.

  • Akufo-Addo and his ministers know nothing Badu Kobi charges again

The founder and leader of the Glorious Wave Chapel, Prophet Emmanuel Badu Kobi has criticized the leadership of President Akufo Addo again.

In a video available to zionfelix.net, he told his congregation during a church service on Sunday, February 23, 2020, that the President, Nana Akufo-Addo and his ministers are not well-versed in managing the Ghanaian economy.

According to him, people are hailing them but they do not know anything.

Prophet Badu said they cannot explain the word economy if they are asked.

He said the good living of families in a country determines how good an economy is and not figures from the World Bank.

Prophet Badu Kobi revealed he is praying for the Ghanaian authorities to invite and question him based on his comments and he will drill them.

He added that those who support President Akufo-Addo and his team are also not knowledgeable.

This follows his earlier statement describing Nana Akufo-Addo as the worse Ghanaian President.
