    Togbe Afede XIV, the Agbogbomefia of Asogli, has raised concerns about the prevailing issue of corruption in Ghana, which he believes is tarnishing the nation’s democratic reputation and hindering its development.

    In a speech delivered at the second edition of the Asogli Yam Festival Anti-Corruption Day Celebration in Ho, Togbe Afede highlighted corruption as the primary impediment to Ghana’s progress. He stressed that political leaders, motivated by personal gain rather than national service, were perpetuating this problem, and immediate action was necessary to reverse the trend.

    Addressing the steady stream of corrupt practices plaguing the country, Togbe Afede remarked, “Our political elite have replaced our colonial masters in a more ruthless scramble for our resources. If you want to understand why they invest so heavily in political campaigns and appointments, the answer lies in their desire to gain control of our resources, rather than pursuing genuine leadership, at least for the majority of them.”

    The event, held in the forecourt of the Asogli palace, coincided with the birthday of Ghana’s first President. Togbe Afede lamented how Ghana, once ahead of the Asian tigers in economic prosperity, had fallen behind due to a failure to achieve the ideals set out in the 1992 constitution and the vision of the country’s founding fathers.

    He attributed Ghana’s chaotic economic situation to a combination of factors, including inadequate planning, inconsistent economic management, and poor monetary policies. Togbe Afede also pointed out other issues such as dishonesty, partisanship, cronyism, and tribalism contributing to the nation’s woes.

    However, Togbe Afede emphasized that corruption was not limited to politicians alone but had become deeply ingrained in Ghanaian culture. He called for a united effort to combat corruption, urging action against even “parasitic” public officials who hid behind confidentiality and secrecy.

    Togbe Afede stressed that weak institutions and corrupt attitudes remained part of the problem, yet the nation retained the resources for a turnaround. Therefore, he urged all Ghanaians to come together and fight corruption.

    “We can turn Ghana around through honesty, hard work, and genuine love for our nation. But it requires leadership. Leadership encourages us to work together and do things differently. Leadership that respects the truth and eschews divisiveness,” he concluded.

    The anti-corruption event witnessed the presence of several dignitaries, including traditional and religious leaders, heads of government agencies, and political leaders.

    Mr. Daniel Yao Dormelevo, a former Auditor General and a staunch anti-corruption campaigner, described corruption as the deadliest disease to afflict Ghana. He called for reforms, including the establishment of a robust public financial management system, strict asset declaration rules, and fiscal decentralization.

    Mr. Dormelevo also proposed the idea of “commercialising the prosecution of corruption,” empowering individuals to expose corruption for a fee.

    Dr. Nyaho Nyaho-Tamakloe called upon prominent voices to speak out against the prevailing corruption and abuse of power.

    This year’s Yam Festival also marked the 20th anniversary of Togbe Afede’s installation as the Agbogbomefia, a prominent figure known for his unwavering stance against corruption and bad governance in Ghana.

    In a chilling incident at Awutu Bontrase, located in the Awutu Senya West district of the Central Region, an alleged notorious car snatcher met a gruesome end, while two of his accomplices were apprehended during a car theft operation.

    These suspects, believed to be residents of Nsawam, were known to operate in the Kasoa area and its surroundings within the Central Region.

    Reports indicate that on Saturday, September 23, 2023, at approximately 6:00 am, the suspects engaged a taxi driver’s services to take them to Awutu Bosomabra, ostensibly to inspect some land.

    Upon reaching a secluded part of the road, the suspects abruptly instructed the taxi driver to halt the vehicle and launched a violent assault, attempting to forcibly seize his Hyundai taxi bearing registration number GE 5718-22.

    The terrified driver, crying out for assistance, drew the attention of nearby villagers, who promptly rushed to his aid. They successfully apprehended the suspects in the midst of their nefarious act.

    However, in a tragic turn of events, one of the suspects met a grisly fate as he was subjected to mob violence and beaten to death before the arrival of the police. The surviving culprits were subsequently handed over to the Awutu Bontrase police for further investigation.

    The deceased has been transported to the Winneba Specialist and Trauma Hospital, while law enforcement authorities initiate an inquiry into the shocking incident.

    The partially damaged vehicle involved in the crime has been impounded and is currently held at the police station pending the ongoing investigation

    The former MP died on Saturday, September 23.

    Member of the New Patriotic Party (NPP), Gabby Asare Otchere-Darko, has underscored the significance of street protests within a democratic framework.
    He contends that protests have emerged as one of the most prevalent forms of expression worldwide in recent years, and it is imperative that law enforcement agencies, especially the police, recognise and facilitate their peaceful conduct.

    “In the last three years alone, the world has witnessed an unprecedented surge in street protests within democratic nations, surpassing any similar period in the 21st century,” he stated in a Twitter (Now X) post on September 23, 2023.

    Gabby further asserted, “It is fundamentally the duty of the police to honour and safeguard the rights of protesters while simultaneously ensuring the protection of lives and property within a democratic environment characterized by liberty and adherence to the rule of law. Both objectives can coexist harmoniously without resorting to violence.”

    This statement came on the final day of the three-day #OccupyJulorbiHouse protests, an event that encountered challenges during its initial day due to the police’s contentious arrest of 49 protesters on allegations of unlawful assembly. The detainees were subsequently released on bail after several hours in custody.

    Days 2 and 3 transpired without any significant incidents as the police cordoned off the main road leading to the Jubilee House, the presidential residence, even before the protesters commenced their march towards the location.

    On the second day, one section of the 37-Accra road was temporarily blocked by the protesters, while the final day witnessed the closure of both lanes, resulting in substantial disruptions to vehicular traffic for the majority of the day.

    In an interview with TV3 on Friday, September 22, 2023, Barker-Vormawor claimed that the National Security Minister, Kan Dapaah, had personally contacted him during his stay in the UK, inviting him back to Ghana for a discreet meeting, and allegedly also offering to cover his flight expenses.

    He also revealed that the minister had threatened to arrest and deal with him and his fellow protestors if they continued to mobilize citizens to demand better governance and accountability from the government.

    “We met at a safe house,” Barker-Vormawor revealed. According to him, government made an offer fraught with financial incentives and appointments, in a bid to entice him and his team into stopping their activism.

    In exchange for compliance, they were promised freedom to pursue their aspirations without restrictions. However, the government’s primary goal was to prevent citizens from taking to the streets.

    Rejecting the government’s offer with unwavering resolve, Barker-Vormawor said, he and his fellow activists stood firm in their commitment to the cause. This defiance, however, was met with a chilling threat from none other than the National Security Minister himself.

    Barker-Vormawor revealed that Kan Daaph had warned them that if they persisted with their course of action, they would face arrests and severe consequences.

    “We’re offered not only money, but appointment, that if we agree to stop this, we’re going to go, where we’re going to be free to do whatever we want. But the most important thing is not to bring citizens out onto the street. And when we rejected that, categorically, Kan Dapaah, the National Security Minister, said if we decide to continue on this course of action, we will be arrested and we’ll be dealt with and it’ll be over his dead body that any demonstrations happen. The government has tried every means possible to try to avoid us mobilizing as young people,” he said.

    This startling revelation has left many questioning the government’s approach to addressing the concerns of the youth. The #FixTheCountry movement has gained immense traction in recent times, with young people across the nation demanding transparency, accountability, and a brighter future.

    Government’s alleged attempts to stifle this movement have raised concerns about the state of democracy and freedom of expression in Ghana.

    The government has not yet responded to Barker-Vormawor’s allegations or to the demands of the protestors. However, some government officials have defended the police action and have criticised the protestors for being disruptive and uncivilised.

    In a live TikTok video, she emotionally questioned the logic and ethics behind such a strategy.

    Her emotional response was triggered by recent remarks made by the Minister of Tourism, Arts, and Culture, Dr. Ibrahim Mohammed Awal. The minister had suggested that Ghanaians’ affinity for funerals could be harnessed to showcase the country’s attractions and culture to visitors.

    He announced that the Ghana Tourism Authority would organize trips to nearby tourist sites for funeral attendees, offering them local cuisine and beverages.

    “Ghanaians love funerals and it is fertile ground for tourism. When there are funerals, people gather at places. What we want to do with the Ghana Tourism Authority, GTA is that whenever there are funerals, we’ll also find tourist attractions in those areas where the funerals occur so that when they finish, [we can] bus those who attend the funerals to key tourist sites. We’re going to serve a lot of Ghanaian dishes at the funerals, Ghanaian drinks, sobolo [hibiscus tea] and co,” he noted.

    Afia Schwarzenegger, who had previously criticized the minister’s comments on Instagram, expressed her heartbreak at the apparent lack of empathy and vision within the government. She found it regrettable and distressing that the government’s only idea for boosting tourism appeared to be waiting for people to pass away.

    She raised questions about who should be sacrificed for the sake of tourism and whether the government felt any shame for failing to provide quality healthcare and education for its citizens.

    Advocating for the poor and vulnerable who lacked access to adequate medical care or the means to travel abroad, Afia Schwarzenegger also identified herself as an ambassador for orphans, expressing her concerns about their future.

    She lamented the shortage of hospital beds and the dire conditions faced by pregnant women, attributing these issues to the government’s misplaced focus on funerals instead of development.

    In addition, she criticized cabinet members and other officials who praised the minister’s comments, accusing them of wielding power and demonstrating incompetence at the expense of Ghanaian lives. She called upon Ghanaians to demand better governance and accountability from their leaders.

    The Traders Advocacy Group Ghana (TAGG) has accused the Commissioner General of the Ghana Revenue Authority (GRA), Rev. Ammishaddai Owusu – Amoah, of being responsible for the high prices of goods in the market.

    The group claims that the commissioner and his officers are harassing, intimidating, and extorting money from the traders, especially the importers.

    “If you go to the market and things are expensive, it is not the trader’s fault, it is the custom commissioner’s fault. The one who is working extra time to make sure things are difficult for us and is not minding anyone. It is the customs commissioner Rev. Dr. Ammishaddai Owusu-Amoah, who has made it a point to make the customs and the DTRD to intimidate, harass and extort money from the traders. That is why things are expensive,” president of TAGG, David Kwadwo Amoateng said during an interview on Neat FM.

    Mr Amoateng claimed that although “We are sitting on money, … we are hungry” because of some leaders who he alleged are sleeping on the job.

    “There is money in this country but because of some leaders who are asleep at their job and the government that appointed them does not see that they have to change them and sack them, is why we are in this situation. We can’t talk about them otherwise they will not call us for meetings,” he added.

    According to him, traders believe that age GRA commissioner and his officers are making it difficult for the traders to import goods or sell them on the market.

    He said that they are constantly monitoring them at their shops in the market and interfering with their transactions and labeled he practice as archaic and unacceptable.

    “We have a big problem with the GRA officers who are constantly monitoring us at our shops in the market. If premix fuel can be digitalised then regulating our tax obligations and fulfilments can be regulated. Monitoring our every move is archaic,” he lamented.

    He cited an example of how a trader lost his customers from Burkina Faso who came to make a purchase when GRA officials walked in during the purchase and as such the people left the premises. He said that this is affecting the business of the traders and the economy of the country.

    TAGG has reported these concerns to the president and expressed confidence in his willingness to take corrective action.

    Amoateng emphasized that individuals who believe themselves untouchable should be held accountable and that there are capable, dedicated professionals within the customs office who have worked tirelessly for the nation’s benefit.

    Furthermore, Amoateng issued a stern warning that by the end of September, any shop where GRA officials are found stationed will be closed, and the officers responsible will be dismissed. He underscored that such outdated practices must cease, or all traders tolerating such behavior will face shop closures, resulting in three months of financial hardship.

    Amoateng appealed to the government to modernize the tax system and streamline tax obligations without unnecessary micromanagement. He pointed out that if premix fuel can be managed digitally, then tax regulation can also be similarly modernized.

    Traders in Ghana have expressed their concerns over the recent surge in prices of goods and services, attributing the price hikes to alleged pressures from the Ghana Revenue Authority (GRA) during product imports and sales.

    President of the Traders Advocacy Group Ghana (TAGG), discussing the matter on Neat FM, shed light on this issue, venting out his frustration on leaders in the Authority who are allegedly responsible for the situation.

    Amoateng lamented, “We are sitting on money but we are hungry. There is money in this country, but because of some leaders who are asleep at their job and a government that fails to address this, we find ourselves in this situation. We cannot openly criticise these leaders because they will avoid meeting with us.”

    Ghanaian traders, particularly importers, have been grappling with what they perceive as a contradictory stance by customs officials. “These commissioners are the same people who come to us, urging us to import more goods to help them meet their revenue targets. However, once they leave our premises, they treat importation as if it were a criminal activity,” noted Amoateng.

    Amoateng specifically singled out Rev. Dr. Ammishaddai Owusu-Amoah, the current commissioner, for what he alleges is an intentional effort to make customs and the Domestic Tax Revenue Division (DTRD) excessively burdensome for traders. “It is the commissioner who has made it a point to have customs and the DTRD intimidate, harass, and extort money from traders, leading to the inflation of prices,” he asserted.

    The President of TAGG has reported this issue to the highest authority in the country, expressing hope that the President would take steps to address the problem. “We believe that the President will take action to rectify this situation and hold those who feel untouchable accountable. There are dedicated officers in the customs office who have worked tirelessly for the good of the nation, and their efforts should not be overshadowed by these issues,” he emphasised.

    Amoateng further criticised the GRA officers for closely monitoring traders at their market stalls. “If premix fuel can be digitalised, then the regulation of our tax obligations and fulfilments can also be streamlined. Micro-assessing our every move is an outdated practice,” he argued.

    He issued a stern warning to the GRA officials, stating, “By the end of September, if GRA officials continue to occupy traders’ shops, we will close those shops and remove the officers. These archaic practices must cease, or we will take action. Traders who tolerate such behaviour or stay at home for three months will suffer financially.”

    Responding to inquiries about whether this move was to encourage traders to file tax returns, Amoateng firmly denied it, asserting that the GRA officials were attempting to intimidate traders.

    The repercussions of such actions, according to him, have however gravely affected traders. He gave an example of how one trader, who had customers from Burkina Faso visiting to make a purchase, experienced a significant setback when GRA officials unexpectedly entered the premises during the transaction, causing the prospective buyers to leave.

    He appealed to the government and the public to understand their plight and support them in their quest for fair treatment and justice. He said that they are not against paying taxes but they want a conducive environment for doing business. He said that they are contributing to the development of the nation and should not be seen as enemies.

    Tanker Owners Union bares teeth at government over Chinese trucks

    Executive Secretary of the Tanker Owners Union, Ignatius Koku Doe, has raised concerns over the influx of tanker trucks owned by Chinese companies.

    According to him, their checks have revealed that, about 300 tanker trucks have so far been imported into the country.

    Mr Doe noted that the union has informed the National Petroleum Authority (NPA) which is the regulatory body, but no concrete steps has been taken.

    Speaking on Adom FM Dwaso Nsem, he said their businesses risk collapse if relevant stakeholders do not take immediate action.

    “We discovered these tankers have been brought in by Sentuo Refinery, which is about to start the production of oil and gas. Already, the union members own about 5,000 trucks, and bringing in new ones to do the same job as ours will only create unhealthy competition,” he lamented.

    Mr Doe therefore appealed to government to intervene to ensure Sentuo focuses on production and leaves the transportation of the products to the tanker unions.

    “We are already confronted with the situation and we are confused because it is creating fear and panic,” he said.

    He warned that if the regulatory body fails to act, they will take the law into their own hands and resist the operation of these foreign tankers.

    A shocking incident of alleged police brutality and theft has been reported by prominent journalist and businesswoman, Bridget Otoo, who participated in the #OccupyJulorbiHouse protest in Accra on Thursday, September 21.

    The protest, organized by a civil society group called Democracy Hub, was aimed at demanding transparency and accountability from the government over various issues of corruption and mismanagement. However, the police intervened and dispersed the protestors, arresting some of them and allegedly assaulting others.

    Otoo, known for her fearless reporting, shared her eyewitness account of alleged police misconduct during what was supposed to be a peaceful protest.

    too encountered a distressed woman who believed her son, initially presumed to be a protester, was unjustly detained. Contrary to the assumption, Otoo revealed that the young man was merely playing basketball near Christ the King Church, a designated sports area.

    According to Otoo, the police, conducting a swoop operation akin to those used for criminal events, indiscriminately apprehended individuals, including the young basketball player. The concerned mother, desperately awaiting news of her son’s fate, reached out to Otoo for assistance.

    Upon arriving at the protest site’s gate, Otoo attempted to engage with a police officer, questioning the detention of multiple individuals. In response, the officer denied the presence of detainees inside the area, despite Otoo witnessing people being taken in.

    “”A woman spoke to me about her son, who is a protester. No, he wasn’t a protester; he was playing basketball. You see, around the church, what is it, Christ the King, there’s a basketball area there. The boy was supposed to play basketball. And the police, in their swoop, as they do with other crime events, swoop and just carried him along. So she’s been here waiting to hear from her son, and she spoke to me. So I get to the gate, and I tell the policeman to go in there. He tells me there’s no one. I said, ‘But you’ve just taken people in there. You have just taken people in there,” she said.

    While Otoo and other concerned citizens waited outside, tensions escalated when the police reportedly charged at the crowd without provocation. The gates were forcefully opened, and officers allegedly grabbed as many people as they could, leading to a chaotic scene.

    Otoo expressed concerns for her colleague Vanessa, who was inside the premises at the time. Fearing for Vanessa’s safety amid the police presence and their hostile actions, Otoo highlighted the gravity of the situation.

    In the midst of the commotion, Otoo found herself holding the phone of an individual named George, who was still inside the premises. Despite George’s non-aggressive demeanor and lack of involvement in any unlawful activities, he was forcibly taken by the police. Otoo recounted how the police officer attempted to seize George’s phone and, in the process, ripped her shirt.

    “While I was waiting, the police charged at us. We didn’t provoke them, nothing. We were just standing. He charged, opened the gates, and charged and picked as many people as they could grab. I want to believe that it’s because maybe I’m a woman, that’s why they didn’t grab me,”she narrated.

    In a shocking turn of events, Otoo revealed that police officers allegedly stole phones from individuals who were not partaking in any form of agitation. This theft reportedly occurred during the operation, causing distress among the affected individuals.

    “They have stolen other people’s phone, police officers. They have stolen, they didn’t even take the phone, they stole it. From people who are not agitating.”,”she claimed.

    As the standoff continued, Otoo and others sought to provide bail for those unjustly detained, believing that they had committed no crimes. However, the police reportedly denied their requests, exacerbating the tension at the scene.

    Otoo called attention to the contrasting treatment of peaceful protestors and individuals involved in financial crimes, suggesting that the latter often faced less severe consequences. She urged for fairness and justice in such situations.

    OccupyJulorBiHouse: Female Metro TV journalist reportedly assaulted by 6 police officers

    A female journalist, working for Metro TV Ghana was allegedly assaulted by six police officers at the Accra Regional Police head office on Thursday, during the #OccupyJulorBiHouse demonstration.

    The journalist, Vanessa Boateng whose name has not been disclosed, was covering the events around the protest, which was organised by concerned citizens and activists to demand transparency and accountability from the government.

    According to Bridget Otoo, a television host and a participant of the protest, the journalist was physically attacked by the police officers for filming the brutalities that were happening inside the police station.

    “She was attacked inside just her. Her phone has been seized. They have beaten her inside; six police officers attacked her because she was filming the brutalities inside and her crime was that she filmed the brutality,” Otoo told GhanaWeb in an interview.

    Otoo added that the confiscation of the phone by the police was to allow them to delete the footage that the journalist had recorded for her network.

    “Now they have taken her phone because they want to take the content that she had recorded for her network from the police service,” Otoo said.

    According to the reports, the protest was not expect to take place today as the Service had earlier obtained a court injunction to prevent the protest from taking place within the vicinity of Jubilee House, citing security reasons.

    However, the protestors allegedly defied the injunction and attempted to march towards Jubilee House, leading to mass arrests by Police.

    The police said they arrested a total of 49 suspects in connection with unlawful assembly and violation of the Public Order Act. The suspects are currently in custody assisting in investigations.

    Meanwhile, some social media users have condemned the police and government for arresting and assaulting the protestors who believe they are exercising their right to protest. Some have also called for the release of the journalist and other detainees.

    Ghana’s President Nana Akufo-Addo has appealed to the global community to support Africa in its efforts to address the challenges of terrorism in the Sahel region and the resurgence of coups across the continent.

    Speaking at the 78th Session of the United Nations General Assembly in New York, Akufo-Addo highlighted the significant impact of instability in the Sahel, which has placed political and economic burdens on West African nations. He urged the international community to provide immediate assistance to aid in the region’s recovery and enhance the quality of life for the affected citizens.

    “Instability in the Sahel and widespread terrorist activities have put West African countries under severe political pressure and economic strain. Several countries in the region have lost vast stretches of territory to the rampaging terrorists,” he said.

    According to a report by Vision of Humanity, the Sahel region has become the new epicentre of terrorism, with deaths rising ten times between 2007 and 2021. The report also noted that groups such as Islamic State (IS) and al-Qaeda continue to wage a violent campaign in the region, accounting for 35% of global total of terrorism deaths in 2021.

    Akufo-Addo said that West African countries are trying their best to deal with the situation, but they need more support from the international community, especially from Europe and its allies. He reminded them of the historical ties between Africa and the Allies in World War II, when Africans fought and died in defence of Europe’s freedom and prosperity.

    “Africans fought and died in the Second World War in defence of Europe and her Allies, who reset the world towards the path of peace and prosperity that their nations and citizens have enjoyed for decades now. It is surely time for the world to reciprocate in our time of need,” he said.

    He also expressed concern about the “misconception” that coups are the solution to the threats that confront some African nations. He said that coups undermine democracy and development, and create more problems than they solve.

    “Coup d’états have reemerged as what some mistakenly hope would be the solution to the threats that confront their nations,” he said.

    Akufo-Addo called on the international community to respect and support the efforts of regional and continental organisations, such as ECOWAS and AU, to resolve conflicts and restore stability in Africa. He also reaffirmed Ghana’s commitment to democracy, human rights, rule of law, and good governance.

    “Ghana remains firmly committed to democracy as a system of governance that best serves our interests as a people. We will continue to work with our partners across Africa and beyond to promote democracy, human rights, rule of law, and good governance on our continent,” he said.

    The demonstration, organized by the #FixtheCountry movement, aimed to demand a range of reforms, including a reduction in the cost of living, an end to corruption, and improved governance.

    The police had filed an application for injunction seeking to prohibit the protest from moving forth, citing security concerns and COVID-19 protocols. However, the organizers went ahead with the demonstration despite the warnings from the police.

    The police allegedly came with horses, cars and with heavy arms to disperse and arrest the protesters, who were mostly clad in black and red.

    Among those who were arrested were some prominent activists including Metro Tv journalist and business woman, Bridget Otoo.

    A video circulating on social media shows the moment when she was attacked. Two men not in uniform came out of the Accra Regional Police Command of the Ghana Police Service located at Tudu, and charged at her, pushing her with extreme force into the building amid protests from fellow protesters who were in front of the facility demanding the release of their colleagues who had been detained.

    Bridget Otoo who seemingly was later let go stated that the police tore part of her shirt, physically assaulted her and other participants.

    Her husband, Dr Evans Ago Tetteh, who is a lecturer at Regional Maritime University, Accra, arrived at the police headquarters shortly after her arrest. He was seen in a video posted by a Twitter user @FlavaFlavswife confronting the police officers and challenging them to harm his wife.

    “Men are here now. You said men should come. Anyone who says he is a policeman should…(inaudible)”, he angrily said in the Ga dialect.

    We do not know exactly what provoked his anger but many believe it is connected to the aggressive arrest of his wife.

    The demonstration, organized by the #FixtheCountry movement, aimed to demand a range of reforms, including a reduction in the cost of living, an end to corruption, and improved governance.

    The police had filed an application for injunction seeking to prohibit the protest from moving forth, citing security concerns and COVID-19 protocols. However, the organizers went ahead with the demonstration despite the warnings from the police.

    According to eyewitnesses, some police were either in disguised clothing, in their everyday uniform or in riot control gears, while others were on horses, and in buses and pickups arresting protesters, who were mostly clad in black and red. Among those who were arrested were some prominent activists such as the #FixtheCountry convener, Oliver Barker Vormaworand journalists Bridget Otoo.  They were taken to the regional police headquarters in Accra Central.

    John Dumelo, National Democratic Congress (NDC) parliamentary candidate for the Ayawaso West Wougon Constituency, took to his Twitter account to condemn the police’s action. He wrote:

    “The arrest of the #OccupyJulorbiHouse protesters is uncalled for. Can’t citizens demonstrate in peace?”

    John Dumelo is not the only public figure who has spoken out against the police’s interference. Several Ghanaians have expressed their disappointment and outrage at the police’s brutality on social media. Some have accused the police of being puppets of the ruling elite and of using illegal ways to disrupt the peaceful protest.     The demonstration, organized by the #FixtheCountry movement, aimed to demand a range of reforms, including a reduction in the cost of living, an end to corruption, and improved governance.

    The police had filed an application for injunction seeking to prohibit the protest from moving forth, citing security concerns. However, the organizers went ahead with the demonstration despite the warnings from the police.

    According to a JoyNews camera man who witnessed the arrest, about 15 to 20 protesters had gathered at the 37 Trotro Station in Accra, which was supposed to be the converging point for the protest.

    They were sharing the Ghana flag, red colors and other items for the demonstration. Suddenly, they saw horses coming in, followed by police officers who were not in uniform. The police started arresting anyone who was in black or red, or who was talking to the media. They put all of them in a car and took them away.

    “So basically, we were here very early in the morning, and about 15 or to 20 protesters were here. I don’t know, maybe not 15, but along that lines, there weren’t so much. They were now trying to put themselves in order and see whether they could start. So they were sharing the Ghana flag, red colors and all. And suddenly we saw horses coming in. Then police who were not in uniformed started also coming in gradually before we realized, arrest them, arrest them. Arrest this one. Arrest this. Arrest this. And they just put all of them up in a car and they took them away,” he narrated.

    Some of the media personnel who were also around were also attempted to be arrested, but they were spared after they showed their branding and identification. However, they were impeded from getting some of the shots that they wanted to get.

    “And some of us who were also around, media people, they tried arresting us, but later they saw our branding and stuff. They left us. Some of us were trying to get some shots and all, but they impeded us from getting some of the shots that we wanted to get. Yeah” he added.

    Among those who were arrested were the #FixtheCountry convener, Oliver Barker Vormawor, and was taken to the regional police headquarters in Accra Central.

    Rare videos show the final moments of Ghana’s first president, Dr Kwame Nkrumah

    The final moments of Ghana’s first president, Osagyefo Dr Kwame Nkrumah, have been captured in some rare videos that show his body lying in state on Saturday, May 13, 1972, in Conakry, Guinea.

    His widow, Fathia Nkrumah, dressed in black, looked grief-stricken as she mourned her husband.

    Dr Nkrumah was a legendary leader who fought for Ghana’s independence from British colonialism in 1957. He was also a staunch advocate of pan-Africanism, the ideology that called for the unity and cooperation of all African people.

    He played a key role in the establishment of the African Union, formerly known as the Organisation of African Unity.

    However, Dr Nkrumah’s life was cut short by a military coup that toppled his government in February 24, 1966, while he was on a trip to China to support the peace efforts in Vietnam.

    He was forced into exile in Guinea, where he was welcomed by his friend and fellow nationalist, Sekou Toure. He died of cancer on April 27, 1972, in Bucharest, Romania, at the age of 62.

    Dr Nkrumah’s funeral was attended by many African leaders and representatives of 25 other countries who came to pay their respects to the fallen hero. His body was flown to Ghana in July 1972, where he received two more funerals in Accra and his birthplace of Nkroful.

    Dr Nkrumah’s legacy lives on in Ghana and across Africa. He is widely regarded as one of the greatest African leaders of all time and a symbol of anti-colonialism and pan-Africanism.

    His birthday is celebrated as a national holiday in Ghana and a day of remembrance in many other African countries. His words and deeds continue to inspire generations of Africans who aspire for freedom, justice, and dignity.

    Nkrumah’s unfinished Agenda: What remains of his vision for Africa

    Dr Kwame Nkrumah was one of the most influential and visionary leaders of the African independence movement. He led Ghana, formerly known as the Gold Coast, to become the first sub-Saharan African country to break free from colonial rule in 1957.

    He also championed the cause of pan-Africanism, the idea that all Africans should unite and cooperate for their common interests and destiny. He envisioned a united and prosperous Africa that would be free from foreign domination and exploitation, and that would play an active and equal role in the global affairs.

    However, Nkrumah’s vision for Africa was not fully realized in his lifetime. He faced many challenges and obstacles, both internally and externally, that hindered his efforts to achieve his goals. He was overthrown by a military coup in 1966, while he was on a state visit to China, and spent the rest of his life in exile in Guinea and Romania.

    He died in 1972, without seeing his dream of a united Africa come true.More than half a century after his death, what remains of Nkrumah’s vision for Africa? How relevant and feasible are his ideas in the contemporary context? How have his legacy and influence shaped the current political, economic, and social realities of the continent?

    One of the most enduring aspects of Nkrumah’s vision is his advocacy for African unity. He believed that only by forming a continental federation or union could Africa overcome its problems of underdevelopment, poverty, conflict, and neocolonialism. He proposed the creation of a United States of Africa, with a common government, currency, army, and foreign policy.

    He also founded and supported various regional and continental organizations, such as the Organization of African Unity (OAU), the precursor of the African Union (AU), to promote cooperation and integration among African states.However, Nkrumah’s vision of African unity has not been fully achieved.

    Despite some progress in regional integration, such as the establishment of the African Economic Community (AEC) and the African Continental Free Trade Area (AfCFTA), Africa remains divided by political, economic, and cultural barriers. Many African countries still prioritize their national interests over their continental ones, and often compete or conflict with each other over resources, borders, and influence.

    Moreover, many African countries still depend on external actors, such as former colonial powers, international financial institutions, and emerging powers like China and India, for trade, aid, investment, and security. Thus, Africa still faces the challenge of achieving true sovereignty and autonomy in the global system.

    Another aspect of Nkrumah’s vision is his commitment to social justice and human dignity. He sought to create a society that would provide equal opportunities and rights for all its citizens, regardless of their race, gender, class, or religion. He also advocated for the emancipation and empowerment of women, whom he regarded as essential partners in the development process.

    He implemented various policies and programs to improve the living standards of the people, such as free education, health care, housing, infrastructure, industrialization, and agriculture.

    However, Nkrumah’s vision of social justice and human dignity has not been fully realized either. Many African countries still struggle with widespread poverty, inequality, corruption, human rights violations, and social exclusion. Many African people still lack access to basic services and opportunities, such as education, health care, employment, land, and justice. Women still face discrimination and violence in many spheres of life. Moreover, many African countries still suffer from political instability, violence,
    and conflict, often fueled by ethnic, religious, or ideological divisions.

    Thus, Africa still faces the challenge of achieving peace, democracy, and development. Dr Nkrumah’s vision for Africa remains unfinished and relevant in the contemporary context. His ideals continue to inspire and guide many Africans who aspire to achieve a better future for themselves and their continent. However, his vision also requires a critical and creative reassessment and adaptation to address the changing and complex realities and challenges of the 21st century.

    Seth Osei Kissi, an aide to the Member of Parliament for the Dome Kwabenya Constituency, Adwoa Safo has disclosed the distressing circumstances behind Adwoa Safo‘s extended absence from Parliament several months ago.

    Mr. Kissi, during an interview with Top FM on “The Morning Show with Kwame Nkrumah Tikesie”, unveiled a series of heart-wrenching setbacks that led the MP to take a necessary sabbatical from her roles as a legislator and gender minister in 2020.

    As he recounted the emotional toll of these events, Mr. Kissi alleged that, “In the lead-up to the 2020 elections, we learned that Hon Adwoa Safo was expecting a child. Tragically, she endured a stillbirth after childbirth. It’s an emotionally devastating situation, and she may have even lost her own life if not for divine intervention.”

    However, her trials extended beyond her stillbirth ordeal. While grappling with the loss of her child, Adwoa Safo received a heart-wrenching call from the United States concerning one of her children. She has a son and a daughter in the US, and the call conveyed distressing news about her son’s severe illness, which threatened to result in permanent disability. In response, she promptly journeyed abroad to be with her ailing son. Nonetheless, upon her arrival, another agonizing challenge emerged—a looming possibility of losing custody of her children.

    “Consider the emotional strain of enduring a stillbirth, nearly losing your own life, and then receiving news that your child faces severe illness, with the potential for a life-altering disability. To exacerbate her anguish, there were threats of losing custody of her children. How does one muster the strength to confront such an overwhelming ordeal?” Mr. Kissi recounted

    He however did not mention the nature of her son’s illness or the duration of the said illness.

    Adwoa Safo, the incumbent Member of Parliament for Dome-Kwabenya, publicly extended her heartfelt apologies on Thursday, September 14, to the leadership of the New Patriotic Party (NPP), particularly President Nana Addo Dankwa Akufo-Addo, Vice President Dr. Mahamudu Bawumia, and other party officials.

    In her statement, she attributed her extended absence from Parliament, during which her seat remained vacant, to personal and family issues. This turmoil resulted in Adwoa Safo becoming the target of heavy criticism, with some advocating for her removal as a minister and the declaration of her seat as vacant.

    Although she was subsequently relieved of her ministerial position, Adwoa Safo has made a triumphant return to Parliament after several months and has declared her intention to seek re-election in the 2024 parliamentary elections.

    Tomorrow marks the 114th birthday of Kwame Nkrumah, the first president of Ghana and a pioneer of Pan-Africanism. He was born in 1909 in Nkroful, a small village in the western region of the Gold Coast, which was then a British colony.

    Nkrumah’s life was shaped by his education and exposure to different cultures and ideologies. He attended Catholic schools in Half Assini and Elmina, where he learned English and Latin. He also became interested in African history and culture, especially the ancient kingdoms of Ghana, Mali, and Songhai.

    In 1935, he left the Gold Coast to pursue higher education in the United States. He enrolled at Lincoln University in Pennsylvania, where he studied literature, sociology, economics, and philosophy. He also became involved in the African Students’ Organization and the Pan-Africanist movement. He was influenced by the writings and speeches of Marcus Garvey, W.E.B. Du Bois, George Padmore, and Karl Marx. He developed his vision of a united and independent Africa that would resist colonialism and imperialism.

    In 1945, he moved to London, where he organized the Fifth Pan-African Congress with other prominent African leaders and activists. He also met J.B. Danquah, a lawyer and politician from the Gold Coast who invited him to join the United Gold Coast Convention (UGCC), a nationalist party that sought self-government from Britain. Nkrumah accepted the invitation and returned to his homeland in 1947 as the general secretary of the UGCC.

    However, Nkrumah soon realized that the UGCC was too conservative and elitist for his radical agenda. He broke away from the party and formed his own, the Convention People’s Party (CPP), which mobilized the masses for immediate independence. He led a series of strikes, boycotts, demonstrations, and civil disobedience campaigns that challenged the British colonial authority. He was arrested several times and spent months in prison, but his popularity and influence only grew. In 1951, he won a landslide victory in the first general election under universal suffrage in the Gold Coast. He became the leader of government business and later the prime minister of the colony.

    In 1957, after years of negotiations and struggles, Nkrumah declared the independence of Ghana from Britain. He became the first president of the new nation and proclaimed his motto: “Seek ye first the political kingdom and all else shall be added unto you.” He embarked on an ambitious program of social and economic development, as well as political integration with other African states. He founded the Organization of African Unity (OAU) in 1963 with other African leaders to promote continental unity and cooperation. He also supported liberation movements in other parts of Africa that were still under colonial rule.

    Nkrumah’s achievements were not without challenges and controversies. He faced opposition from internal enemies who accused him of being a dictator and a communist. He also faced external threats from neocolonial forces who wanted to undermine his vision of a free and independent Africa. In 1966, while he was on a state visit to Vietnam, he was overthrown by a military coup backed by the CIA.     The report stated that the government had budgeted GH¢38,809 million for salaries and GH¢684 million for subsidies in 2022, but ended up spending GH¢44,333 million and GH¢927.25 million respectively. 

    This means that the government overspent by GH¢5,524 million on salaries and GH¢243 million on subsidies, representing 14.23 percent and 35.53 percent of the budgeted amounts respectively.

    The report explained that salaries are the payments made to public servants for their work, while subsidies are the financial support given by the government to some institutions or sectors to reduce their costs or prices.

    The report did not specify which institutions or sectors received the subsidies, but they could include education, health, agriculture, energy, transport, or others.

    The report also showed that the government spent less money on other items such as goods and services, interest payments, other expenses and social benefits in 2022 than it had planned.

    The report stated that the government had budgeted GH¢121,792 million for these items in 2022, but ended up spending GH¢105,906 million. This means that the government underspent by GH¢15,886 million on these items, representing 13.04 percent of the budgeted amount.

    The report attributed the decrease in spending on these items to various factors such as improved debt management, enhanced internal controls, reduced wastage and corruption, and better allocation of resources. The report also noted that some of these items increased in actual terms compared to 2021, but they were still lower than the budgeted amounts for 2022.

    The report commended the government for its efforts to control its expenditure and achieve fiscal consolidation in 2022.     In a remarkable financial turnaround, Ghana witnessed a substantial boost in its 2022 revenue, with both direct and indirect taxes, non-tax earnings, and grants for the General Government surging by a staggering GH¢7,011 million, equivalent to 6.88 percent of the budgeted amount of GH¢101,836 million, according to the latest Auditor-General’s report.

    This remarkable achievement in revenue generation was accompanied by an astounding 49.31 percent increase in total revenue, soaring from GH¢72,901 million in 2021 to an impressive GH¢108,847 million in 2022. 

    A significant contributor to this revenue upswing was the substantial increase in non-tax revenue, which surged from GH¢9,955 million in 2021 to a formidable GH¢23,684 million in 2022.

    Auditor-General’s Report for the year ended 31 December 2022, drew these figures from two revenue streams, the Central government and the Local government and noted that the growth in Ghana’s revenue for the year under review, has etched the nation closer to achieving fiscal consolidation.

    Breaking down the revenue figures further, the Central Government, it said, experienced a significant increase in its earnings with Actual direct and indirect taxes, non-tax revenue, and grants surging by GH¢9,353 million, a substantial 9.66 percent of the budgeted amount of GH¢96,840 million. 

    This remarkable achievement was mirrored by a total revenue increase of 50.25 percent, rising from GH¢70,676 million in 2021 to an impressive GH¢106,193 million in 2022.

    In contrast, Local Government authorities faced a slight dip in their total revenue for 2022, declining by GH¢2,342 million, which represented 46.88 percent of the budgeted amount of GH¢4,996 million.

    The primary factor behind this dip was a notable fall in grants by GH¢2,288 million, equivalent to 51.93 percent of the budgeted amount of GH¢4,406 million.

    However, amidst this decline, actual total revenue still managed to show a positive trajectory, increasing by 19.28 percent from GH¢2,225 million in 2021 to GH¢2,654 million in 2022.

    The Auditor-General‘s report for the year ending December 31, 2022, has revealed a significant concern regarding government’s inability to recover over GH¢50 billion from 310 institutions that borrowed money from the state.

    This is despite repeated recommendations from the Auditor-General to collect the debts and avoid losses to the public purse.

    According to the report, only eight institutions have repaid their loans so far, amounting to GH¢13,867,733,821, representing 27.36 percent of the total debt. The remaining 302 institutions owe the government GH¢50,677,171,636, which is a huge amount of money that could be used for development projects and social services.

    The report said that the government did not follow best practices in granting loans or advances to the institutions, such as agreeing on repayment schedules and having effective collection plans. However, it was observed that the Controller and Accountant-General (CAG) had not implemented the recommendation to recover these debts from the institutions, as previously reported in the 2021 Auditor-General’s report (AG/01/109/Vol.2/174, paragraphs 39-45).

    The Auditor-General urged the Controller and Accountant General (CAG), who is in charge of keeping track of the government’s money and assets, to adopt a structured approach to recover the outstanding amount without further delay.

    In response to these findings, the CAG emphasized that both the Controller and Accountant-General’s Department (CAGD) and the Ministry of Finance have intensified efforts to recover the outstanding loan receivables. As part of these efforts, a Government On-lending and Recoveries Committee has been formed.

    This committee’s primary responsibility is to oversee the recovery of debt and make recommendations for the write-off of non-recoverable loan receivables when deemed appropriate.

    It was through committee’s efforts that government has been able to recover GH¢13,867,733,821.

    This startling revelation brings to light the need for effective debt recovery mechanisms within the government’s financial operations.

    While the government has taken measures to address the issue, the outstanding debt remains a significant concern. The public and stakeholders will be keen to see how the government will proceed with the recovery efforts and whether it can successfully recover a substantial portion of the debt in the coming months.

It is reported that John Allister fled the scene of the crime in the victim’s car, absconding with various possessions belonging to the deceased.     Adding a layer of tragedy to this harrowing incident, sports broadcaster Dan Kwaku Yeboah unveiled disturbing details. He revealed that the victim, known as Efia Ahenkan, also known as Princess Efia, was the wife of Reverend Osei Kofi’s son, who resides in London, United Kingdom.

    Kwaku Yeboah painted a chilling picture of the events, alleging that Princess Efia had been stabbed by her houseboy, whom she had hired only a few months prior. “The family of Reverend Osei Kofi is now engulfed in profound sorrow because the wife of his London-based son has been tragically killed. The husband had wanted his wife to have the freedom to pursue her business activities, hence he engaged a houseboy through an agency,” Kwaku Yeboah explained.

    Continuing his account of the incident, Kwaku Yeboah recounted that on that fateful day, Princess Efia was in conversation with a friend when the friend suddenly heard her scream, reporting that she had been stabbed. The phone went dead, and her number became unresponsive.     Adwoa Safo did not stop there, extending her apology to her regional executives, constituency executives, and the NPP headquarters. She also reached out to the party’s supporters and sympathizers who have consistently shown faith in her and the party.

    In a fiery statement made on Peace FM’s popular morning show ‘Kokrokoo,’ Charles Owusu, a prominent member of the New Patriotic Party (NPP), expressed his strong support for Dr. George Akuffo-Dampare, the Inspector General of Police (IGP), and criticized those attempting to undermine his leadership.

    Owusu’s remarks came in the wake of a leaked audio recording that allegedly contained conversations between some police officers discussing plans to discredit the IGP and possibly oust him from office.

    Speaking on the probe into the leaked tape and the alleged plot to oust the IGP, Owusu began by commending President Nana Akufo-Addo for his commitment to good governance over political preferences.

    He drew a parallel between the appointment of Martin Amidu as the Special Prosecutor and Dr. Akuffo-Dampare as the IGP, emphasizing that merit and dedication to serving the nation were the President’s primary criteria.

    “Since the President assumed office, he has made numerous challenging decisions. When he appointed Martin Amidu as the Special Prosecutor instead of an NPP member, it caused dissatisfaction among Ghanaians, who questioned his choice. However, the President’s focus was on good governance rather than political preferences. The subsequent events are well-known.,” he said.

    Owusu highlighted the prevailing perception that key positions in the government and security services were associated with political party affiliations. He argued that this perception had led to a division within the security service, where officers were identified by their party affiliations, even though their primary duty was to serve the country.

    “The same scenario applies to Dr. Akuffo-Dampare. In our country, when a new government takes power and prominent figures in key roles are mentioned, the assumption is that they belong to the ruling party. Nevertheless, their commitment lies in serving the nation. If a President selects someone from the armed forces to join their ranks, that person is often seen as either an NPP or NDC member, depending on the party in power. This perception has become deeply ingrained in the security service to the extent that affiliations are clearly delineated, ” he added.

    However, Owusu praised Dr. Akuffo-Dampare’s tenure as IGP, citing significant improvements in the Ghana Police Service. He acknowledged the deployment of body cameras for police officers, which enhanced transparency and accountability.

    Additionally, he credited the IGP for his work in improving the intelligence aspect of the police service and reducing crime rates.

    “Dr. Dampare’s tenure as IGP has seen significant improvements. Today, every working police officer in Ghana wears a body camera, a historical development. These cameras provide transparency and accountability, enabling us to determine their location and events during their duty. Crime rates have significantly decreased during his tenure, although it’s acknowledged that crime remains an ongoing challenge.

    Dr Dampare’s achievements demonstrate that President Akufo-Addo’s decision to appoint him was well-considered and deserved. He has notably enhanced the intelligence aspect of the police service, combining strength with applied knowledge. Therefore, attempts to remove him from his position suggest a lack of love for Ghana. We require leaders like Dr Dampare to guide the Ghana Police Service, setting an example for those who will follow in their footsteps, enforcing the law effectively, and maintaining law and order,” he mentioned.

    Expressing his disappointment in those attempting to undermine Dr. Akuffo-Dampare’s leadership, Owusu stated, “I think all the ploys to get him out of his position, those people do not love Ghana.”

    He firmly believed that individuals of Dr. Akuffo-Dampare’s caliber were crucial for leading the Ghana Police Service effectively, ensuring law and order, and serving as role models for future generations of police officers.

    Owusu also touched on the issue of leaked tapes, which had tarnished the image of the police institution. He called on all Ghanaians to support the IGP and his team in their efforts to maintain law and order in the country.

    Mr Owusu emphasized that there could only be one Inspector General of Police at a time and urged unity and support for Dr. Akuffo-Dampare’s leadership. His impassioned defense of the IGP highlighted the importance of depoliticizing key roles in Ghana’s government institutions and focusing on merit, dedication, and service to the nation.

    “We require leaders like Dr. Dampare to guide the Ghana Police Service, setting an example for those who will follow in their footsteps, enforcing the law effectively, and maintaining law and order.

    The leaking of tapes, as witnessed recently, tarnishes the image of our institution. Personally, I wish Dr. Dampare success and encourage those working alongside him to support his endeavors, ensuring he can continue his valuable work. It is crucial to remember that there can only be one IGP at a time,” he said.

    Government reopens Domestic Debt Exchange Programme for investors

    Government has announced the reopening of the Domestic Debt Exchange Programme, primarily targeting investors who missed the opportunity to participate in February. This reopening also extends to holders of E.S.L.A. Plc and Daakye Trust bonds.

    In a statement issued by the Finance Ministry, the government acknowledged that some bondholders were unable to participate in the previous offer due to timing constraints and aims to rectify this with the reopening.

    The government believes that participating in this Invitation will offer value to bondholders. The new bonds, including new tranches, are expected to be more liquid than the existing bonds, given the larger investment base and benchmark size.

    Additionally, the government may, under certain circumstances, prioritize payments on the new bonds over the existing ones, enhancing cash flow and debt sustainability.

    Summary of the Invitation:

    • The Invitation is open to registered holders of eligible bonds, excluding Pension Funds.
    • The terms of the Invitation mirror those of the February 2023 Exchange, with some adjusted dates.
    • The government offers Accrued Interest Payable on eligible bonds tendered and accepted.
    • Bondholders will receive principal amounts of New Tranches depending on their Holder Category.
    • Interest on the New Tranches will be paid in cash, with some exceptions.

    THE GOVERNMENT ANNOUNCES THE REOPENING of THE Domestic Debt Exchange TO GIVE HOLDERS WHO could NOT PARTICIPATE AN opportunity TO TENDER

    ACCRA, Wednesday, 13th September 2023 …  The Government announced today that it is reopening its invitation to the exchange that settled in February 2023 (the “February 2023 Exchange”) and is therefore once again inviting holders of the domestic notes and bonds of the Republic of Ghana, E.S.L.A. Plc and Daakye Trust Plc that are specified in Appendix A attached hereto (the “Eligible Bonds”) to tender their holdings of the Eligible Bonds in exchange for a package of New Tranches (as defined below) of the same new bonds that were issued by the Government (the “New Bonds”) as part of the February 2023 Exchange (such invitation hereinafter referred to as the “Invitation”). The terms and conditions of the Invitation are described in the exchange memorandum dated today (the “Exchange Memorandum“) and available at https://projects.morrowsodali.com/ghanadde and https://mofep.gov.gh/news-and-events/debt-operations (the “Invitation Websites”).

    •  The terms of this Invitation are identical to the terms of the February 2023 Exchange except that the relevant dates for this reopening exercise have changed as indicated below and in the Exchange Memorandum, and this reopening contemplates a payment of the first coupon on the new instruments as if tendered in the February 2023 Exchange to tendering bondholders (except to those tendering Eligible Holders who received coupon payments on their Eligible Bonds after 21st February 2023, who instead will receive a cash payment equal to the interest accrued on their Eligible Bonds from and including such last coupon payment date to but excluding 22nd August 2023).
    • We are aware that a number of holders of Eligible Bonds did not participate in the February 2023 Exchange on time and, as a result, were left with their holdings of the Eligible Bonds. Mindful of this development, we are proceeding with an administrative reopening of the February 2023 Exchange.
    • We believe that there is value for bondholders to participate in this Invitation. Indeed, the New Bonds (which will include the New Tranches) are expected to be more liquid than the Eligible Bonds, considering the larger investment base and the benchmark size of the New Bonds. In addition, the Government could under certain circumstances prioritise payments on the New Bonds over payment on the Eligible Bonds. Participation in this administrative reopening would also further improve the cashflow position of the Government and further support debt sustainability.

    Summary of the Invitation

    • The Invitation is available only to registered holders of Eligible Bonds that are not Pension Funds (as defined below) (“Eligible Holders”), except that if you have tendered Eligible Bonds in either of the two prior GHS-denominated invitations to exchange by the Government in 2023 (i.e., the February 2023 Exchange or in August 2023 with respect to Pension Funds (the “Pension Fund Alternative Offer”, and together with the February 2023 Exchange, the “Prior Domestic Cedi Exchanges”)) you are not eligible to tender in this Invitation and are no longer an Eligible Holder. The purpose of this Invitation is to provide those holders who did not participate in either of the Prior Domestic Cedi Exchanges with the opportunity to exchange their Eligible Bonds for New Tranches.
    • As mentioned above, except for dates specific to this reopening exercise and the payment of interest that has accrued since the February 2023 Exchange, the terms of this Invitation are identical to the terms of the February 2023 Exchange. Notwithstanding this, for convenience, we are restating the main terms of the Invitation in the following paragraphs:
    1. Upon tendering Eligible Bonds, the exchange consideration Eligible Holders will receive (including which New Tranches and their allocation per amount of principal amount tendered) will depend upon the category applicable to such Eligible Holder (each such category a “Holder Category”). “Category A Holders” consist of Eligible Holders that are Collective Investment Schemes (as defined below) or natural persons below the age of 59 years old as of 1st January 2023. “Category B Holders” consist of Eligible Holders that are natural persons 59 years old or older as of 1st January 2023. “General Category Holders” consist of Eligible Holders that are not Category A Holders or Category B Holders, which may include corporate entities and financial institutions not contained within the definition of Collective Investment Schemes, but may not include Pension Funds. For purposes of the Invitation, (i) a “natural person” is a natural person who, in respect of the Eligible Bonds being tendered by such person, is registered as such (or with an equivalent term) in the records of the CSD (as defined below), (ii) “Pension Fund” means the pension contributions and investment funds of a mandatory and/or voluntary contributory pension scheme duly recognised and validly operating under the National Pensions Act, 2008 (Act 766) as amended, and (iii) “Collective Investment Scheme” means a mutual fund, unit trust scheme or any other entity validly licensed by the Ghana Securities and Exchange Commission (SEC) to operate as a collective investment scheme.
    • The Government is offering Eligible Holders accrued and unpaid interest (“Accrued Interest Payable”) on their Eligible Bonds validly tendered and accepted by the Government, calculated from and including the last interest payment date up to, but excluding, 21st February 2023 (the “Original Settlement Date”), which amount will be paid to such Eligible Holders in the form of capitalized interest (rounded down to the nearest GHS1.00) added to the principal amount of the New Tranches and distributed across the New Tranches in the same proportion as the Exchange Consideration Ratios (as defined below).
    • Eligible Holders whose validly submitted Offers are accepted by the Government will receive on the Reopening Settlement Date (as defined below) principal amounts of New Tranches which will be allocated depending on such Eligible Holder’s Holder Category when they tender, calculated with the consideration ratios described in the applicable table in Appendix C attached hereto (the “Exchange Consideration Ratios”) per principal amount of Eligible Bonds tendered (including the Accrued Interest Payable in respect thereof), which Exchange Consideration Ratios are, for the avoidance of doubt, the same Exchange Consideration Ratios as in the February 2023 Exchange.
    • Category B Holders whose validly submitted offers or exchange instructions are accepted by the Government will receive a New Tranche of each of the Republic of Ghana’s Domestic Exchange Series 2023-B-1 Bonds due 2027 and Domestic Exchange Series 2023-B-2 Bonds due 2028 (such New Tranches, the “Category B New Tranches”), allocated using the Exchange Consideration Ratios.
    • General Category Holders whose validly submitted offers or exchange instructions are accepted by the Government will receive New Tranches of the Republic of Ghana’s Domestic Exchange Series 2023-GC-1 through 2023-GC-12 (such New Tranches, the “General Category New Tranches”) depending on whether the tendered Eligible Bonds are or were due 2023 (the “Eligible 2023 Bonds”) or later than 2023 (the “Eligible Post-2023 Bonds”), in each case allocated using the Exchange Consideration Ratios.
    • As described in more detail in the tables in Appendix B attached hereto (Financial Terms of the New Tranches), interest on the New Tranches will be paid in cash (“Cash Interest”), except that with respect to the General Category New Tranches only, and only during the period from and including 21st February 2023 to but excluding 18th February 2025, the Government will pay a specified portion of the interest (the “PIK Interest”) by instead increasing the principal amount of such General Category New Tranches. When the Government pays any PIK Interest, it will increase the principal amount of the applicable General Category New Tranches in an amount equal to the amount of PIK Interest for the applicable interest payment period (rounded down to the nearest GHS 1.00) to holders of such General Category New Tranches on the relevant record date.
    • Eligible Holders holding Eligible Bonds maturing on or prior to the Reopening Settlement Date (including, without limitation, any extension of the Reopening Settlement Date) (each such Eligible Bonds, a “Maturing Eligible Bond”) will not receive a final interest payment (except for Accrued Interest Payable for tendering holders as described herein) or a final principal payment (regardless of whether an Eligible Holder has tendered or not) on such Maturing Eligible Bonds. Offers or exchange instructions in respect of Maturing Eligible Bonds made after their maturity date but prior to the Reopening Settlement Date will be, and those made prior to such maturity date will remain, valid, and the Government will treat Maturing Eligible Bonds in respect of such offers or exchange instructions as still outstanding for purposes of the Invitation.
    • The Government reserves the right in its sole discretion to accept any and all offers with respect to any series of Eligible Bonds.
    • Offers may only be submitted starting today (the “Launch Date”) and ending at 4:00 p.m. (Greenwich Mean Time (GMT)) on 22nd September 2023 (the “Expiration Date”). However, the Government may at its sole discretion extend the Expiration Date (including for one or more series of Eligible Bonds). Offers may not be revoked or withdrawn at any time except in the limited circumstances described in the Exchange Memorandum.
    1. On 29th September 2023 (the “Reopening Settlement Date”) the Government will issue the New Tranches to Eligible Holders whose offers are accepted for credit to the account of such Eligible Holder at the CSD. The Government reserves the right to extend the Reopening Settlement Date (including with respect to one or more series of Eligible Bonds) without offering Eligible Holders the right to withdraw their offers.

    The Ghana Highway Authority (GHA) has been left scrambling to prevent a potential disaster as thieves have stolen a staggering 1,400 bolts out of the 2,000 bolts securing the tunnel beneath the Tema Motorway that connects Community 18 to Borteyman in the Greater Accra Region.

    The urgency of this operation is underscored by the looming threat of the bridge above the tunnel collapsing, a dire consequence that could disrupt the vital Accra-Tema link.

    Principal Engineer at the Bridge Division of GHA, Aaron Nana Amponsah, emphasized the critical role of these bolts in maintaining the bridge’s integrity. 

    He warned that the collapse of the bridge could potentially split the motorway into two, effectively cutting off Accra from Tema.

    The tunnel had been experiencing excessive vibrations due to the heavy axle loads on the motorway, further weakening its structural integrity. 

    Additionally, blocked watercourses had caused floodwaters to pool around the bridge, exacerbating the situation.

    To prevent future thefts of bolts, Amponsah explained that the new bolts were being welded to the corrugated metals, making them significantly more difficult to remove. In a comprehensive effort to safeguard the bridge, concrete work around the bridge basin has also been completed to prevent water pooling, with diverted watercourses channelled into a nearby storm drain.

    Deputy Minister of Roads and Highways, Stephen Jalulah, who personally inspected the tunnel before the repair work commenced, expressed dismay at the damage caused by the alleged thieves.

    Assuring the public of the swift response by authorities, Amponsah stated that the repair work would be completed by midnight today, allowing the tunnel to reopen to traffic. The nation breathes a collective sigh of relief, hoping that this swift action will avert the looming catastrophe and protect the vital transportation artery that connects Accra and Tema.

    Thieves have stolen about 1,400 of the 2,000 bolts that hold the corrugated metals in the tunnel that connects Tema Community 18 to Borteyman, putting the lives of thousands of motorists at risk.

    The theft was uncovered recently following an assessment on the bridge that showed signs of imminent danger.

    The missing bolts had compromised the structural integrity of the bridge, making it susceptible to collapse if not repaired immediately.

    The collapse of the bridge could have divided the motorway into two, cutting off Accra from Tema, according to the Principal Engineer at the Bridge Division of GHA, Aaron Nana Amponsah.

    He told the Daily Graphic that the missing bolts were essential for holding the bridge together and pointed out that the tunnel had recently experienced severe vibration due to the heavy axle loads on the motorway.

    The tunnel was closed to traffic last Saturday to allow for the replacement of the bolts. The new ones are being welded to the corrugated metals, to make them firm and difficult to remove.

    The GHA has also done concrete works around the bridge basin to prevent water from pooling there, as well as diverting some blocked watercourses into a nearby storm drain.

    A Deputy Minister of Roads and Highways, Stephen Jalulah, who inspected the tunnel last Wednesday prior to the commencement of work, lamented the damage caused by the alleged thieves.

    He said that such acts of vandalism were unacceptable and unpatriotic, and vowed that the perpetrators would be brought to justice.

    He also urged motorists and commuters to bear with the inconvenience caused by the closure of the tunnel and assured them that it would be reopened as soon as possible.

He cited the establishment of the Office of the Special Prosecutor, the passage of the Right to Information Act, 2019 (Act 989), the Witness Protection Act, 2018 (Act 975), and the Criminal Offences (Amendment) Act, 2020 (Act 1034) as evidence of his commitment to combatting corruption.

    In his speech, the President said he has taken several measures to combat corruption, such as establishing the Office of the Special Prosecutor, passing the Right to Information Act, 2019 (Act 989), the Witness Protection Act, 2018, (Act 975), and the Criminal Offences (Amendment) Act, 2020, (Act 1034).

    “I accepted the invitation to speak here in order to take advantage of this occasion to place, once again, my government’s record on corruption for public scrutiny. It will show that my government has undertaken, arguably, the boldest initiatives since our nation attained independence, nearly sixty-six (66) years ago, to reform and strengthen the capacity of our institutions to tackle corruption in the public sector.

    “…so far, every single alleged act of corruption levelled against any of my appointees has been investigated by independent bodies, such as CHRAJ, the CID, and, in some cases, by Parliament itself. It is not my job to clear or convict any person accused of wrongdoing, or of engaging in acts of corruption. That is the job of the courts and the law enforcement agencies. My job is to act on allegations of corruption by referring the issue or issues to the proper investigative agencies for the relevant enquiry and action, including, if necessary, the suspension of the affected official, pending the conclusion of investigations. That is exactly what has been done since I assumed the mantle of leadership on 7th January, 2017,” the president said.

    However, Ablakwa dismissed these claims as mere rhetoric and propaganda, and challenged the President to account for the US$58 million he allegedly spent on digging a pit for the construction of the National Cathedral.

    But the bombshell revelation that has got many talking is Ablakwa’s disclosure regarding the ongoing thefts plaguing the hallowed National Cathedral construction site. According to his “unimpeachable sources,” the site has fallen victim to a spree of thefts.

    “The cathedral theft continues with latest information from my unimpeachable sources indicating that tonnes of steel (rebars), a project vehicle and a flat screen television in the project manager’s office are part of the growing list of items which have recently been stolen from this supposedly holy construction site — an abandoned project site which is strangely also under national security protection and yet recording major incidents of plunder,” Ablakwa wrote on his Twitter page.

    Ablakwa said these incidents expose the President’s hypocrisy and incompetence in dealing with corruption, and urged him to stop deceiving the public with his empty promises.

    “President Akufo-Addo must certainly be delusional. It is such an insult to hear the only President in the world who has dug a pit with US$58million and still managed to owe his cathedral contractors an extra US$52million tout an imaginary superior track record in the fight against corruption,” he added.

    Speaking on Peace FM’s Kokrokoo programme, Nana Ofori Owusu said the EC had not learnt from its mistakes and had ignored the concerns raised by his party and other stakeholders. He said the exercise would impose extra cost and burden on the citizens who wanted to exercise their franchise.

    “There is something about when you are in power that makes one think you can use state apparatus to perpetuate yourself in power. That is to keep yourself in power. This issue of registration, I wrote a paper to the EC, it was published in the media on the same topic that people coming from different areas to come and register at the EC office in the districts did not make sense. At the time I was contesting at Effutu. From 2012, my issue has been with the Electoral Commission, is not about the people. There have been changes in electoral commissioners since 2012, but the institution still holds the same view. It is also ironic that the party in power also holds the same views, because it has an issue to do with logistics. Because two people must come if you do not have an ID to come and validate you, or guarantee for you and so if you are someone who does not have a card you have to come with three people, secondly they will have to pick about two cars before they get to their destination, they will be in a queue until it is their turn, when they get there they may get hungry and will have to eat, just to come and exercise their franchise as citizens? You are disenfranchising the poor,” he said.

    Nana Ofori Owusu also lamented that some political parties changed their stance on the issue depending on whether they were in power or not. He said this showed a lack of sincerity and commitment to development. He urged the EC to look at the issue from a developmental perspective and make it easier for every eligible Ghanaian to register.

    “We all know that the Electoral Commission is under the executive and every time there is a party in power they somehow speak as spokesperson for the electoral commission that is why we make these associations. We have written and published our views concerning this thing in the paper saying this exercise disenfranchises Ghanaians, and it adds extra cost and extra burden to the Ghanaian who wants to exercise his citizen right. And we are saying we should not look at this from a party perspective, we should look at it from a developmental perspective. When you talk, nobody listens, but what is ironic is that the same song, when this person is in power and out of power will sing a different song. When they are out of power, they sing the perpetration song. That is why I say we should remove from the political perspective and look at it from the developmental point of view because the old lady must have access to go and register, and it must be close to the old lady and the physically challenged person to be able to get there. It must be close to the person who does not have the resources to pick two buses and buy food in their quest to partake in the exercise. And so we should take it from the developmental perspective and take away the political colouring and let’s find a way to make  the average Ghanaian comfortable,” he said.

    The EC has announced that it will conduct a limited voter registration exercise from September 12 to October 2, 2023 at its 268 district offices across the country. The exercise is meant to register eligible Ghanaians who have turned 18 since the last registration in 2020 or those who did not register for various reasons. The EC has said it expects to register about 800,000 new voters by the end of the exercise.

    However, he said that he had to respect Kyerematen’s decision to pull out of the contest, which was announced on Tuesday September 5, 2023.

    “I want your listeners to understand me clearly. I’m not hesitant to express my thoughts, and I’m unafraid to voice my opinions. If something troubles me, I openly discuss it. We go to church for a reason – to seek eternal life. People have motives for their actions. Personally, I support Hon. Kyerematen, and I believe the conversations he engages in with Ghanaians are beneficial. If he has the opportunity to serve as the leader of the NPP, and if NPP members and Ghanaians elect him as president, he can contribute to our country’s progress. So, I have an interest there. I am not pushing anybody’s agenda; I’m advocating for the betterment of Ghana because when the country prospers, I benefit as well. Political parties are components of a nation, not the other way around.

    “Let me clarify that when Hon. Kyerematen sought my support to contest and later decided to withdraw, I had to understand his decision. However, I reserve the right to express my concerns because I dedicated my time, effort, and knowledge to support his cause. Political endeavours to attain power don’t come with financial rewards, and I didn’t even request a single cedi. I genuinely believed in his vision. I prioritize issues over the individuals behind them,” he said on Peace FM’s morning show ‘Kokrokoo’.

    He also shared the feelings of Kyerematen’s campaign team members and supporters who were shocked and saddened by his sudden withdrawal.

    A former Head of the Monitoring Unit at the Forestry Commission, Charles Owusu has responded to the denial by the Presidency of his allegation that some security officers at the Jubilee House are quitting their jobs due to unfair treatment.

    He made the allegation last week on Peace FM’s morning show ‘Kokrokoo’, where he claimed that 77 security personnel had left the seat of government to their respective units since 2017.

    However, the Communications Director at the Presidency, Eugene Arhin, issued a statement to refute his claim. He said that no security officer had left the Jubilee House because of any mistreatment and that Charles Owusu had failed to provide any evidence to support his false claim.

    “The Office of the President would like to put on record that at no point in the tenure of Nana Addo Dankwa Akufo-Addo, from 2017 till date, have seventy-seven security personnel left Jubilee House to their respective units.”

    “Indeed, no security officer has left Jubilee House because of “unfair treatment meted out to them at the seat of the presidency. Curiously, at no point in Mr. Owusu’s submissions did he provide any evidence whatsoever to buttress these false claims,” the statement read.

    On Friday’s edition of ‘Kokrokoo’, Charles Owusu broke his silence on the matter and said that he was only seeking the ultimate good for the security officers.

    “I said something about security and the Jubilee House last week. The Presidency issued a statement seeking to clarify the issue and also received several calls including one from our own Captain Koda. The statement is superior and he also maintained that nothing of that sort has happened. All I was seeking was the ultimate good,” he said.

    He added that he had received several assurances from reliable sources that there was no problem with the security officers at the Presidency.

    Government said that this was the highest price paid to cocoa farmers in West Africa in 50 years and that it was 70.5% of the gross FoB price.

    The government also said that the new price was in line with its promise to cocoa farmers and that it reflected the stable prices of cocoa on the international market, which are above $2,600 per tonne.

    However, some cocoa farmers have rejected the new price and said that they expected at least GH¢3,000 per bag.

    Secretary of the National Cocoa Farmers Association, Johnson Asante in an interview with Oyerepa FM noted that he and his members were not happy with the new price and that they felt cheated by the government.

    He said that if cocoa was selling at $12.99 per pod on the world market, then the government should pay them more for their produce.

    He also said that cocoa farming was becoming unattractive to the youth because of the low prices and that some of them preferred to engage in illegal mining instead.

    “We have heard about it but we don’t want to believe in rumours that the cocoa price has been increased to GH¢1,308.

    For myself and my members, we are not happy about it because if cocoa price on the world market is $12.99 per pod, it’s unfathomable for us to be given that amount. We cultivated the crop on our own lands… If I had my way the price should be increased to GH¢3,000 per bag,” he said.

    He added: “These are some of the reasons why farming is no longer attractive to the youth who would prefer to engage in galamsey instead of cocoa farming.”

    The Planting for Food and Jobs programme is one of the government’s flagship initiatives that aims to boost food production and create jobs in the agricultural sector.

    The second phase of the programme was launched at the University for Development Studies on Monday, August 28, 2023. It is a five-year master plan that aims to transform agriculture in Ghana through modernisation, value chain development and private sector involvement.

    The first phase of the programme was launched by President Akufo-Addo on April 19, 2017, in Goaso, Ahafo region.

    Vice President and NPP flagbearer hopeful, Dr. Mahamudu Bawumia, has once again displayed his famous sense of humour in the Oti Region when he used the “showdown” remark by Kennedy Agyepong to caution the NDC of his challenge to them in the 2024 elections.

    Dr. Bawumia told the NPP delegates at Nkwanta, in the Oti Region, that he is the most suitable person to lead the NPP and defeat the NDC in next year’s elections because he has a strong appeal in the NDC’s stronghold regions.

    “The Zongo’s are saying something beautiful and interesting. They say they don’t believe the NPP will bring Dr. Bawumia as flagbearer. But they also say, if you bring Dr. Bawumia, they will vote for him,” said the Vice President.

    He continued: “When you look at the North and the Zongo, these strongholds of the NDC will fall if Dr. Bawumia is elected the flagbearer. These two will fall, and when they fall, the NDC cannot win the election. In the Volta Region too, I will get more votes.”

    “Their strongholds will shake when Dr. Bawumia is the flagbearer. They know it, that is why they are so scared of Dr. Bawumia. They know that I will give them a showdown,” Dr. Bawumia said, amidst his characteristic laughter, and cheers from the delegates.

    The New Patriotic Party (NPP) held its Super Delegates Congress on Saturday, August 26, 2023, to select the top five candidates who will contest the party’s presidential primary in November.

    Out of the eight aspirants who filed their nomination forms, Vice President Dr. Mahamudu Bawumia emerged as the clear frontrunner with 629 votes, followed by Member of Parliament for Assin Central Kennedy Ohene Agyapong with 132 votes. Former Trade and Industry Minister Alan John Kyeremanteng came third with 95 votes, while former Food and Agriculture Minister Owusu Afriyie Akoto secured the fourth spot with 36 votes.

    The fifth position was tied between former Energy Minister Boakye Agyarko and former Member of Parliament for Mampong Francis Addai Nimoh, who both received nine votes each. The other two aspirants, Economist Kofi Konadu Apraku and former General Secretary of the NPP Kwabena Agyei Agyepong were eliminated from the race after failing to meet the minimum threshold of five per cent of the total valid votes cast. Alan Kyerematen and Mr Boakye Agyarko have so far withdrawn from the race. If no one else withdraws, the remaining four (4) will contest in the presidential primary on November 4, 2023.

    The presidential primary will be held in all 275 constituencies of the country and will be open to all registered members of the party. The candidate who obtains more than 50 per cent of the total valid votes cast will be declared the flagbearer of the NPP for the 2024 general election.

    To celebrate their ninth anniversary, Phaneroo Ministries, a Ugandan Christian organization led by Grace Lubega Matovu, organized a record-breaking event called “Clap for Jesus”.

    Hundreds of members gathered at the UMA Multipurpose Hall in Kampala, the capital city of Uganda, to join in the longest applause ever recorded.

    The participants clapped non-stop for 3 hours and 16 minutes, breaking the previous record of 2 hours and 5 minutes set by Clark Stevens and The Festival of Awesomeness (UK) in 2019.

    The clapping was loud and enthusiastic, averaging 88.5 dB of sound level. The minimum requirement was 80 dB for the whole duration.

    The participants had to follow strict rules for the record attempt. They had to clap continuously without stopping, or they would be disqualified by a steward.

    They were not allowed to go to the bathroom, but they could drink water with the help of a steward while clapping. The event was live-streamed and watched by many Ugandans who clapped along to show their support.

    Grace Lubega said that he wanted to bring people to a place of thanksgiving and celebration in a time of hardship and struggle. He said that they wanted to express their gratitude and thanksgiving to Jesus, their Lord and Saviour.

    The first record for the longest applause was set in 1991, when Spanish opera singer Plácido Domingo received 1 hour and 20 minutes of applause after his performance of Otello in Vienna.

    He had 101 curtain calls. In 2002, German band Grabowsky broke the record with 1 hour and 30 minutes of applause after their concert. They played two more songs after the applause ended.
