  • Their response to every problem is free SHS Mahama taunts government

Former President John Mahama has wondered why the Akufo-Addo government believes the Free SHS policy is the antidote to all problems in the country.

According to Mr. Mahama, the NPP government has abandoned all development projects that were started under his administration.

“It is a pity because everything that we started has come to a standstill. I go round the country and most of the roads, where we left them on 7th January 2017, that is where the roads have ended. • Xenophobic attacks in S A due to economic failure Akilagpa Sawyerr

A former Vice-Chancellor of the University of Ghana has attributed the recent xenophobic attacks on other African nationals in South Africa to economic failure of African countries.

Professor Akilagpa Sawyerr noted that the events in South Africa were very significant because they contain lessons which should be taken seriously.

“Many blame the people who went on the attacks, many want to retaliate, all manner of things. But I think, for me, the important point that comes out of that event is it reflects the failure of states of Africa to provide adequately for all its people,” Prof Sawyerr revealed.

Xenophobic attack: All perpetrators will be brought to book SA Envoy to Ghanaians

According to the Ghana News Agency Prof Sawyerr made the remarks at the climax of his 80th birthday celebration public lectures in Accra.

The two-day celebration (September 5-6) was on the theme: “Celebrating a Life of Academic Excellence, Public Service, Thought Leadership and Activism”.

Prof Sawyerr, popularly known as Aki to many, was born on 24th March, 1939.

He said the reason for the xenophobic attacks in South Africa would be linked to the nature of the economies of African countries and how they were being managed.

“The gaps that are created between the top small number, who get all the benefits and nobody else. It is that gap, combined with the failure to explain to the ones who are down that your enemy is not your neighbour or the person from across the border,” he stated.

South Africa apologises to Nigeria over xenophobic attacks

“It is a reflection of the failure of the economies, which we all run. They don’t take their frustration out on the whites bosses or the Chinese or the Indians, they take it out on other Africans…..So, that to me is another of the failures we are talking about”.

Prof Sawyerr noted that those who engage in the xenophobia attack in South Africa fail to appreciate the commonness of their Africaness.

“They don’t see the Zimbabwean, the Ghanaian and the Nigerian as a brother, as they should. That again is a failure of our quest for Pan-Africanism, African Unity and all of that,” he said.

“So, whenever we are meeting at the top, the leaders are talking a lot, however, they are not generating that spirit,” adding that there was hope that Africa could still make it.

  • Keta records high anaemia cases

For every ten visitors to health facilities in the Keta Municipality, six are anaemic, according to Madam Perfect Titiati, Keta Municipal Health Director.

She said it was unbelievable that though the people lived between the Sea and a lagoon, the District had for some time been recording 60 per cent anaemia cases.

Madam Titiati made this known at a town hall meeting held at the local Assembly hall to engender discussions on results from Community Score Card interface meetings held for fisher folks between March and May 2019.

Iron Folic Acid supplement reduces anaemia in girls

The community engagements formed part of a four-year European Union-funded project named ‘Far Ban Bo’ meaning,- ‘protecting the fishing livelihoods’.

It is being implemented jointly by a consortium consisting of Care International, Friends of the Nation and Oxfam.

She blamed the situation on a number of factors including lack of adequate fish consumption and said it was disappointing that Keta and its adjoining towns and villages situated between the sea and the lagoon could not afford to have adequate fish in their meals.

The Health Director said eating enough fish, which contained iron, zinc, vitamin D and B2 with other nutrients could address the dietary deficiency, one of the causes of anaemia.

Mama Wui III, Queen of Keta, called on the people to pay special attention to their diets to ensure to keep health, saying, that should not cost them much because plants and fishes filled with nutrients were locally available.

Torgbui Lambert Yaovi Gadah, Chief fisherman, Abutiakope in an interview with Ghana News Agency on the situation said, “Some of us fishermen are tempted to sell almost all our catch to the women because we need the money to take care of a lot of things and so we’re sometimes left with something little to take home for the family.

I want to also say that the anaemia cases may not be as a result of lack of enough fish in our diet but the ‘light soup’ that we prepare with less ingredients in addition to our inability to eat fruits.”

Madam Joyceline Akos Kpordugbe, a fishmonger at Woe, said shrimps and lobsters were expensive and hard to come by at landing sites at the beach and the lagoon in recent times, with many preferring to send them to markets in Ho, Accra and neighbouring Lome in Togo to stay in business than eat.

The Salaga water system was constructed in 1962 but did not receive any major rehabilitation until 2017.
Prior to that, it was downgraded to a community water system and its management handed over to the Community Water and Sanitation due to non-payment of water bills.

The situation exposed Salaga to a perennial water crisis especially during the dry season.

Perennial water crisis then became a campaign message for politicians seeking election as MPs in the Salaga area.

However, the situation remained the same.

This, compelled residents to trek over 6 kilometres to Kpembe dam to fetch water while others travel over 9 kilometres to the Dakar river passing through Kalande for water.

In 2016, the East Gonja District Assembly through the local government secured a 150,000 cedis funding to build a booster station to pump water to Salaga township.

The assembly also committed an additional 100,000 cedis from its share of the District Assembly Common Fund to the project making it a total of 250,000 cedis.

  • 17th December referendum not for election of MMDCEs NCCE

The National Commission for Civic Education (NCCE) HAS expressed regret over some “misinformation” in the media alleging that the upcoming December 17 national referendum is to elect Metropolitan Municipal District Chief Executives.

The Commission clarified that the referendum is only to vote on the proposed amendment to allow political parties to participate in the District Level Elections.

December 17 referendum not meant for MMDCEs election NCCE clarifies

“The Commission wishes to clarify that the 2019 National Referendum is to enable citizens to vote on the proposed amendment of Article 55(3) of the 1992 Constitution that currently bars political parties from participating in District Level Elections (DLEs), the proposed amendment is to introduce multi-party participation in the Local Government System in Ghana,” NCCE said in a statement.

It said the false information might cause confusion on the day of the election and urged the media to help educate the public correctly.

Article 55(3) states that: “…Subject to the provisions of this Article, a political party is free to participate in shaping the political will of the people, to disseminate information on political ideas, social and economic programmes of a national character, and sponsor candidates for elections to any public office other than to District Assemblies or lower local government units”.

NCCE explained that, that provision in the constitution could only be amended through a referendum where at least 40%of persons entitled to vote, vote at the referendum and at least 75% of the persons who vote cast their votes in favour of passing the bill.

Public office holders must account properly to citizens NCCE

As issued by Electoral Commission (EC), the Referendum question will appear on the ballot paper as: Are you in favour of the Bill to amend Clause 3 of Article 55 of the 1992 Constitution to allow Political Parties to sponsor Candidates for election to District Assemblies or Lower Local Government Units”? The electorate may vote YES (colour coded Yellow) or NO (colour coded Dark Brown).

The amendment of Article 243 (1), a non-entrenched provision does not require a referendum. It states that: “…There shall be a District Chief Executive for every district who shall be appointed by the President with the prior approval of not less than two-thirds majority of members of the Assembly present and voting at the meeting…”Parliament is currently in the process of amending this article to enable eligible citizens to elect their MMDCEs.

A successful amendment of Article 55(3) implies that, political parties would be able to sponsor candidates for election to District Assemblies or Lower Local Government Units.

The outcome of the National Referendum will have either of the following outcomes: If the electorate votes YES, election of MMDCEs, Assembly and Unit Committee Members in the near future will be on partisan basis.

If they vote NO, then the election of these candidates for the local level elections will be on non-partisan basis as being practised now.

However on Friday’s edition of Peace FM morning show ‘Kokrokoo’, Kokofu debunked this claim insisting that President Akufo-Addo has given him two appointments.

“As we sit here, I am a member of the forestry commission governing board, Deputy CEO of the Ghana Integrated Iron and Steel Development Corporation and so the NDC should conduct its research well because if you use me as an example it collapses your debate. The Accra High Court has ordered Menzgold Ghana Limited, a gold dealership firm to refund GH¢2,664,000 owed to some 58 soldiers.

The court, presided over by Justice Angelina Mensah-Homiah J. in a November 4, 2019 ruling, however, refused to enforce the contractual interest at the rate contained in the respective agreements between Menzgold and the respective plaintiffs because it had been found to be a Ponzi Scheme in a previous suit.

  • Ghana on course in managing e-waste – Minister

Professor Kwabena Frimpong-Boateng, the Minister of Environment, Science, Technology and Innovation, said Ghana has instituted initiatives to ensure sound disposal and recycling of e-waste in the country.

Prof Frimpong-Boateng said government among others, launched the Integrated E-waste Management Programme, to ensure efficient management of e-waste in an environmentally sound manner and turned its challenges into green business opportunities.

The Minister said this on Thursday at a stakeholder forum on the theme “Envisioning the Future of E-Waste Management in Ghana”.

Takoradi residents urged to participate in Sanitation Day Exercise

The Professor said government had passed the Hazardous and Electronic Waste Control and Management Act, Act 917 (2016).

The Act, the Minister explained, marks the initiation of two key provisions of Act 917, which were critical to the successful implementation of the new Law. “The First is the designation of the external service provider, to verify, assess and collect the Advance Recycle Eco Fee on all electrical and electronic equipment, under the Fifth Schedule of Act 917, imported from all exporting countries.

“Second is the establishment of a state-of-the-art recycling facility to be constructed at Agbogbloshie, in fulfilment of section 31 of Act 917,” he said. He said the recycling facility would not be a stand-alone entity, as there was a component of the project to support the establishment of a network of collection centres to provide continuous supply of raw material to sustain the operations of the facility.

This component, he said, will create over 20,000 self-sustaining jobs for the Ghanaian youth.

Statistics show that an estimated 40 to 50 million tons of e-waste is generated annually, with Ghana serving as the final destination for e-waste.

Used electronic and electrical equipment imported into the country continues to be the major source of electronic waste, as many have not been tested for functionality, and in contravention of regional and international laws, such as the Bamako Convention, the Basel Convention, and EU e-waste shipment regulations.

Sanitation Minister worst-performing Minister ASEPA report

Prof Frimpong-Boateng stressed the commitment of government and its development partners to improve the e-waste situation in the country for sound environmental development.

The European Commission is funding the E-MAGIN Ghana project under the SWITCH Africa Green programme, implemented by the University of Cape Coast to improve the management of e-waste towards a Sustainable Consumption and Production through an integrated multi-stakeholder approach.

Mrs Diana Acconcia, the Head of European Union in Ghana, said the Union was committed to continue support for waste management in the country.

“Waste management is a problem that needs to be addressed in Ghana and we will look for possible solutions to overcome the challenges, together with the government institutions and private sectors,” she added.

Mr Markus Spitzbart, Head of Programmes, German Development Cooperation Ghana, called for the need to create an interface between the different projects in order to strengthen the e-waste sector.

Mr Larry Kotoe, the Principal Programme Officer, Environmental Protection Agency, said the Agency in collaboration with the Sustainable Recycling Industries project, had completed the development of technical guidelines on environmentally Sound E-Waste Management for collectors, collection centres, transporters, and treatment facilities.

  • US markets hit record highs as investors interpret trade news

The Dow Jones Industrial Average and the S&P 500 notched record-closing highs on Thursday as the latest signs of progress in trade relations between the United States and China relieved investors.

But a report later in the day – which raised worries about the outlook for a deal – limited the session’s gains.

China said it had agreed with the US to remove tariffs in phases, while state-owned Xinhua news agency said Beijing was also considering removing restrictions on poultry imports.

However, indexes pared gains in afternoon trading after a Reuters news agency report said the White House’s plan to roll back China tariffs faces internal opposition and that a final decision has not been made.

An interim US-China deal is expected to include a US pledge to scrap tariffs scheduled for December 15.

“Any kind of uncertainty there, with the market at all-time highs, and it’s easy for traders and institutions to press the sell button and take some money off the table,” said Alan Lancz, president of Alan B Lancz & Associates Inc, an investment advisory firm based in Toledo, Ohio.

‘That’s a plus’ The S&P 500 technology index ended up 0.7 percent, with shares of Qualcomm Inc up 6.3 percent after it forecast current-quarter profit above analysts’ estimates.

The day’s gains resumed the recent record run for stocks, which have been bolstered, along with trade deal hopes, by some upbeat earnings.

  • Nigeria must pay penalty for border closure – MP

Members of Parliament (MPs) have raised several concerns over the closure of the Nigeria border, which has impacted negatively on business activities for Ghana, and other countries.

The positions of the MPs followed a statement made on the floor of the House yesterday by the Chairman of the Foreign Affairs Committee, Frank Annoh-Dompere, which opened the floodgates for comments from members.

Retaliation over Nigeria border closure, detrimental to intra-African trade

The member for Ningo-Prampram, Samuel Nartey George, said Nigeria should be made to pay compensation to the affected traders. He called on the government, through the Foreign Affairs Ministry, to make a strong case at the next meeting of the Economic Community of West African States (ECOWAS).

Since the issue broke, Nigeria has given the excuse that it was protecting its interests, and indicated it may open the border, possibly, next year. Sam George argued that Nigeria cannot claim that it was using national security concerns as a reason to hold Ghanaian businesses up for weeks.

“The government of Ghana must make a forceful representation at the next extraordinary summit of ECOWAS, and Nigeria must pay penalties to Ghanaian businesses that have suffered. This cannot go on like this. We need to also state our position. If Nigeria is looking to protect its businesses, Ghana must also look to protect its businesses,” he remarked.

The MP further stated that if member states of ECOWAS have signed on the Continental Free Trade Area and the Protocol on free movement, “on what basis is Nigeria holding Ghanaian businesses?” he quizzed.

Nigeria border crisis: GUTA charges government to close eastern corridors

On her part, the Minister for Foreign Affairs and Regional Integration, Shirley Ayorkor Botchway, urged Ghanaians to remain calm, because, “we all know what could happen if there are reprisals.

“Again, we also acknowledge the fact that their concerns are genuine and we have not rested on our efforts at all since this thing happened, and the whole country is aware that myself and the Minister for Trade have gone to Nigeria to meet our counterparts. Certain agreements were made between the two sides, and a follow up case has been made by our deputy ministers and we are in the process of engaging the Nigerians at the technical level,” she observed.

She assured the House that the government is fully engaged with Nigeria, and even ECOWAS, and would sooner than later give a full report on the issue, with an expectation that by that time, the problem would have been resolved.

  • Government justifies Accra-Ouagadougou rail project

The Minister of Railways Development, Joe Ghartey, has disclosed the reason behind the settlement of Tema as the starting point of the Accra-Ouagadougou railway interconnectivity project instead of Takoradi by President Akufo-Addo and his Burkinabe counterpart.

According to him, the Tema Port, per the assessment of both governments through experts, was deemed more viable economically for the two countries and their neighbours.

He revealed that there were about 700,000 metric tonnes of goods from the Tema Port to Burkina Faso annually.

Accra-Tema railway line making gains Joe Ghartey

On the other hand, he said, there were only about 100,000 metric tonnes of goods passing through the Takoradi Port to Burkina Faso.

He was briefing the media yesterday at the Information Ministry in Accra on progress of the project.

According to him, Tema may become the biggest port in West Africa or Africa in the future. The port was not just created for Ghana but also for other neighbouring countries.

“Because of the re-engineering of the Tema Mpakadan line, we have done 100km already and we are going to take off from jumping. We are doing feasibility studies and at the same time we are also providing a potential investor on BOT basis,” he added.

Rehabilitation of rail lines progressing Joe Ghartey

According to him, the proposed railway line would then go through Ho, Hohoe, Jasikan, Nkwanta, Bimbila and Yendi.

He added that the line would continue from Tamale, Walewale, Bolgatanga, Navrongo and link Burkina at Paga Dakola border (about 212km).

The minister observed that the Burkina Faso leg of the proposed line starts from Ouagadougou, Kombissiri, Manga, Beguedo, Garango, Tenkodogo, Bagre, Zabre, Po, Dakola to Paga, covering a total distance of about 320km.

  • Whatsapp update finally stops people from adding you to groups you don’t want to be in

A new WhatsApp update means users will no longer be added to group chats without their consent.

The latest feature for Android and iOS devices allow users to decide who, if anyone, can add them to new groups.

It can be enabled through the messaging app’s privacy settings, with three options now available for who is authorised to add to groups: ‘Everyone’, ‘My Contacts’, or ‘My Contacts Except…’.

Kidi says women keep harassing him on Whatsapp

This final option allows users to blacklist certain contacts, who will be forced to send any group chat invites through private chats. Users will then have three days to decide whether or not to accept the invite.

The new update was first rolled out in India last month but will be available to download for all WhatsApp users from today.

It is the latest in a string of recent updates to the world’s most popular messaging app, which is used by around 300 million people each day.

Earlier this week the Facebook-owned app introduced an update that allows users to watch Netflix videos within the app.

The feature, which is currently limited to the iPhone version of the app, means WhatsApp users no longer need to leave the app to preview content, similar to the way videos from Instagram and YouTube can already be viewed within WhatsApp.

WhatsApp sues Israeli firm over phone hacking claims

Other recent updates include biometric security support that allows Android users to secure WhatsApp with a fingerprint to prevent people from snooping on their messages.

WhatsApp is also expected to introduce potentially the biggest update in its history over the coming months, with the introduction of support for Facebook’s Libra cryptocurrency.

No official date has been set for Libra and various regulatory hurdles need to be overcome before its launch, though once it is ready it will allow people to send funds across Facebook’s stable of apps, including Instagram and Messenger.

He will be arranged before the Kaneshie district court.

But his lawyer martin Kpebu says the district court is incapable of granting him bail in such matters.

” The decision to take him to the district is unfair because that court does not have the power to grant him bail in treason matters. So if the BNI does not grant him bail themselves, the district court cannot. What the BNI is doing is unconstitutional and unfortunate,” he told Starr News.

  • Courts to shutdown as workers threaten strike over salary demands

Ahead of the 2020 budget, Judicial workers are calling for an upward review of their salaries, threatening a sit-down strike should the government fail to accede to their demand.

According to the workers, their action is preemptive, as intelligence picked from the government sources suggests that government is seeking to sidestep a proposal on their salaries, which was submitted to the Finance Ministry for inclusion in the 2020 budget statement.

The Finance Ministry, they claimed, rather wants to implement the said proposal agreed upon between them and the Judicial Council, in 2021 instead of 2020.

JUSAG threatens strike over salary review

“The Association vehemently disagrees with the position taken by Government,” the workers who form the Judicial Staff Association of Ghana (JUSAG) said in a letter to the National Labour Commission dated November 1, 3news has reported.

They have thus served notice to embark on strike from November 13.

Prior to that, the workers say they “shall put on red-arm bands and hoist red flags in the courts, nationwide” from November 5.

The workers said their current salary was implemented in 2017 and it was to be renewed bi-annually.

“However, in the year 2017, the Ministry of Finance sought to cancel the payment of rent allowance to our members and after several protests, the Judicial Council, Government and the Association resolved the issue in 2018 and for implementation in the year 2019,” they claimed.

Judicial Service staff demand promotions in 2 weeks
According to them, they wrote for the salary negotiations on April 26, 2019, and subsequently served a reminder on July 29, 2019.

“On 1st October 2019, the Judicial Council mandated to review our salaries and other salary-related matters under the 1992 Constitution, set up a committee and considered the proposals of the Association, they said.

The workers said it was resolved that the decisions of the meeting will be forwarded to the Presidency for approval and same captured in the National Budget for the year 2020.

“It has, however, come to our attention that Ministry of Finance has rather slated our salary review for the year 2020 and for implementation in year 2021,” they alleged.

This, the workers say, they will not agree to for which reason they have served notice to strike from next week on Wednesday.

The vehicles comprised V8 Landcruisers and Pickup trucks.

Meanwhile, there was a directive sometime in August 2018 that President Akufo-Addo had put a stop to his rather long convoys.

With this new directive, government appointees willing to follow the President on tours were no longer to get the pleasure of using their V8 Landcruisers and Pickup trucks.

  • Judicial Service staff to strike indefinitely next week over salary concerns

The Judicial Service Staff Association of Ghana (JUSAG) has served notice that it will lay down its tools until further notice on November 13, 2019, if salaries of its members are not reviewed.

Even before that, the National Executive Council of JUSAG has asked Judicial Service Staff to put on red-arm bands and hoist red flags in the various courts effective tomorrow, Tuesday, November 5, 2019, to have their demands addressed.

In a statement to announce the impending industrial action, JUSAG said it is using this opportunity to call on the Judicial Council and Government to immediately “address our legitimate issues to forefend the intended strike.”

Judicial Service staff demand promotions in 2 weeks

“Notice is hereby given that the Judicial Service Staff Association of Ghana (JUSAG) will embark on industrial strike action effective 13th November 2019.”

“The above-intended strike action is to demand a review of our current salaries. Our current salary was implemented in the year 2017 and to be renewed bi-annually. However, in the year 2017, the Ministry of Finance sought to cancel the payment of rent allowance to our members and after several protests, the Judicial Council, Government and the Association resolved the issue in 2018 and for implementation in the year 2019”, the statement added.

JUSAG further argues that, in 2019, it wrote letters in April to demand the commencement of salary negotiations and subsequently served a reminder in July.

On 1st October 2019, the Judicial Council mandated to review their salaries and other salary-related matters under the 1992, constitution, set up a committee and considered the proposals of the Association.

At the meeting, it resolved that decisions of the meeting will be forwarded to the President for approval and same captured in the National Budget for the year 2020.

Pamela Addo reassigned to Judicial Service

But the association says it has however come to its attention hat the Ministry of Finance has rather slated their salary review for the year 2020 and for implementation in the year 2021.

JUSAG thus vehemently disagrees with the position taken by the government, hence its present demand.

To this end, the National Executive Council of JUSAG at its meeting held on 31st October 2019 has resolved as follows:

    1. That all staff of the Judicial Service shall put on red-arm bands and hoist red flags in the court nationwide effective Tuesday 5th November 2019.

    2. That all staff of the Judicial Service shall embark on an indefinite strike, beginning Wednesday 13th November 2019 until further notice.
