  • 54-year-old painter jailed 20 years for defiling, impregnating girlfriend’s daughter

A painter, who defiled his girlfriend’s 13-year- old daughter, has been sentenced to 20 years imprisonment by an Adentan Circuit Court.

Fred Acquaye, 54, is said to have defiled the victim on two occasions after his girlfriend had gone to church.

Charged with defilement, Acquaye pleaded guilty with explanation.

He said he went to pour water on the victim in the bathroom when she told him she was feeling warm.

On the second occasion, Acquaye said he could not tell what happened before he had sex with the girl.

The court, presided over by Mrs Sedinam Awo Balokah, held that the accused’s explanation confirmed his guilt.

Prosecuting, Inspector Gloria Ayim said the complainant, 32-year-old businesswoman, resided at Odumase Krobo with the victim, a Junior High School student.

She said in December 2021, the victim visited her mother at Amanfrom while on vacation and met the accused, now convict, as the boyfriend of her mother.

It said the victim, after spending her vacation at her mother’s place, returned to Odumase Krobo.

The complainant noticed some changes on her and when she quizzed her, victim informed complainant that it was Acquaye who had sex with her on two occasions while her mother had gone to church.

Prosecution said Acquaye, after the act, warned the girl not to tell anyone else she would die.

It said a report was made to the police and a medical form was issued to her to seek medical attention.

Prosecution said a pregnancy test was conducted and it came out positive.
Additionally, on March 6, 2022, a scan was conducted, which indicated the victim was nine weeks and a day pregnant.

Acquaye was arrested and he admitted the offence in his charge statement.

  • Media urged to promote benefits of community sentencing

The Media have been asked to highlight the benefits of Community Service Sentencing for societal acceptance and policy formulation to reduce over crowding in Ghana’s prisons.

At a day’s sensation workshop in Accra, speakers unanimously held that community service sentencing was the surest way to reduce overcrowding in the various prisons as well as reduce the Government’s expenditure on feeding and upkeep of prisoners.

The speakers noted that the GHC1.80 given to inmates as feeding fee was woefully inadequate hence the need for Ghana to expedite processes to pass the Community Service Sentencing Bill into law.

Mr Edmund Amarkwei-Foley, Director of Programme, Institute of Human Rights and Democracy in Africa (IHRDA), noted that the general approach in sentencing in Ghana was based on imprisonment and fines.

He recounted that the impact of custodial sentencing had resulted in prison overcrowding, adding that per 2020 figures 52 per cent of the country’s prisons were crowded.

He said people who were jailed as a result of petty offences often led to loss of livelihood and employment opportunities.

Mr Amarkwei-Foley said people were stigmatised and their rights were violated.

He mentioned some of community sentencing as compulsory unpaid work (cleaning, collection of litter, redecorating community space and facilities).

He said participation in these activities could lead to behavioural change.

It would also reduce cost and expenditure on government, noting that the GHC1.80 allocated to each inmate daily could be used in other profitable ventures.

He opined that for one to benefit from community sentencing, that person must admit that he or she had committed the offence.

Topics discussed included the role of the media in advancing alternatives to imprisonment in Ghana, International standards and best practices on community sentencing and its implementation and community service sentencing: a prerequisite to enhance justice delivery in Ghana.

Ms Gifty Quaye, Assistant Director, Ministry of the Interior, noted that studies conducted by countries implementing community service have had a reduction in overcrowding of prisons.

Additionally, there had been reduction in the spread of communicable diseases and fundamental human rights of prisoners had been respected.

Ms Quaye was speaking at a day’s sensitisation workshop of selected journalists in Accra under the USAID Justice Sector Support (JSS) activity.

Ms Quaye noted that the implementation of community sentencing would also enhance peace and security of the country.

“This is because it will promote the engagement between the offender, the victim and the community thereby serving as means of crime control as well as protecting the wellbeing of citizens,” she said.

She said the Ministry of Interior had forwarded the revised bill to the Attorney General’s office (AG) for advice.

Going forward, she said, based on the response from the AG’s office, the Ministry of the Interior would meet with other stakeholders to educate the public on community service.

She said the Ministry was currently putting in place measures to address congestion in prisons, improve conditions of detention and reduce the occurrence of recidivism.

Mr Martin Nwosu, a private legal practitioner, appealed to the Media to “popularise” community sentencing among lawyers, judges, prosecutors, among other stakeholders to have a change of mindset.

“Once you have admitted committing an offence: a misdemeanour, it does not automatically mean you should go to prison, “he said.

Ms Mina Mensah, Director, Commonwealth Human Rights Initiative, Africa Office, said the challenge of overcrowding was not because of high crime rate and therefore called on journalists to continue to set the agenda on alternative sentencing to decongest the prisons.

Community sentencing can be described as alternative sentencing or non-custodial sentencing.

  • How Nigeria seized over 8,600kg of loud cannabis transloaded via Ghana on March 6

Nigeria’s National Drug Law Enforcement Agency, NDLEA, recently reported a huge seizure of Cannabis sativa, also known as loud cannabis, at a container terminal in its commercial capital, Lagos.

Details of the said consignment showed that it had transited through Ghana before arriving at its eventual destination.

The local PUNCH newspaper citing an NDLEA statement reported details of the consignment as follows: 8,613 kilograms of Loud Cannabis smuggled in from Ghana through the waterways at the Eko Atlantic Beach, Victoria Island, Lagos.

Incidentally the operation that led to the bust was carried out by anti-narcotic officers of the Agency on Ghana’s 65th Independence Day, Sunday, March 6, 2022.

Director, Media and Advocacy at NDLEA Headquarters, Abuja, Femi Babafemi, in a statement addressed the bust that transited through Ghana and another one that happened late last week.

Specifically, on the Ghana-linked bust, the statement read: “… based on credible intelligence, operatives of the Lagos Command of the Agency in the early hours of Sunday 6th March intercepted a consignment of Cannabis Sativa (Loud) weighing 8,613kg smuggled from Ghana through the waterways to the Eko Atlantic Beachside, Victoria Island.”

A number of people have been arrested in connection with the bust.

    About the bust

NDLEA officers reported that its agents had intercepted about 1,500kg (3,300lb) of Tapentadol and Carisoprodol.

The statement revealed that the capsules, even though were originally thought to have been shipped from China, was falsely labelled by way of origin and contents.

The accompanying documents showed that the consignment contained insulation fittings and industrial office printers from China but it turned out that it was a load of opioids from India.

“The seized drugs at the bonded terminal were discovered during a joint examination of a 20ft container, SUDU 7774749, with men of Customs Service. Though the consignment was said to have originated from Ningbo province in China and falsely labelled as containing 271 packages of “insulating fittings, faucet water closet WC, and industrial office printing machine, investigations revealed that information on the bill of laden and shipping documents was fake.

“Further investigations uncovered that the container originated from India and arrived in Nigeria Apapa Port on 10th February 2022. Findings showed that the Tramadol found and labelled as Tafrodol 120mg is actually Tapentadol, which is more dangerous and potent opioid than Tramadol. It was also discovered that the container, SUDU 7774749, was consigned from India in Nhava Sheva Port, then transloaded through Morocco and Ghana to Nigeria.

  • We are pushing for amendments to elect sitting MP as Speaker Majority Leader

Osei Kyei-Mensah-Bonsu, Majority Leader and Minister for Parliamentary Affairs, has disclosed that there is a push for Constitutional amendments to who becomes a Speaker of the House.

According to him, there are moves to secure changes to the law to make the position of Speaker, a role reserved for the sitting MPs.

In an interview with journalists late last week, he stressed that the Speaker enjoyed privileges that his two deputies do not in terms of his emoluments for instance.

He is quick to point out the restrictions the Speaker also faces because he is unable to represent the House in the regional Parliament.

“Since our Speaker is not an MP, he cannot go to ECOWAS Parliament. It is the reason some of us have been canvassing for an amendment of the constitution to have a situation where our Speaker will be an elected MP,” he stated.

In addressing the recent ruling by the Supreme Court allowing Deputy Speakers of the House to vote and be counted to form quorum, he expressed agreement citing portions of the 1992 Constitution.

“Article 104 refers just only to the Speaker. It does not provide any inhibition to the Deputy Speakers. So, if you come to provide any inhibition to the Deputy Speaker, then it means it is inconsistent with the constitution,” he emphasized.

He said the 1992 Constitution is clear on the distinction, saying the Speaker is the prime person, who superintends Parliament, and intimated that the constitutional imperative in Article 104 (2) is for the Speaker alone.

He asserted that Article 71 relates to the retirement benefits of the Speaker and it is different to those of the Deputy Speakers, adding “Deputy Speakers are grouped to MPs for the benefits. Article 97 says a Member of Parliament shall vacate his seat, (b) if he is elected the Speaker of Parliament.”

Kyei-Mensah-Bonsu, who is also MP for Suame, also told journalists that Bagbin, who is currently in the UAE for medical reasons, is asking for motions to be sent to him for approval and consideration by the House despite his absence.

  • Supreme Court doesn’t decide what happens in Parliament Apaak

The Minority in Parliament has dared the Supreme Court judges to come to the chamber to enforce their ruling that a Deputy Speaker presiding over Parliament has voting rights.

“Folks, we wait to see who will enter the Chamber of Parliament to restrain us from preventing an attempt by a presiding Deputy Speaker to vote,” Dr. Clement Apaak, the National Democratic Congress’ Member of Parliament for Builsa South in the Upper East Region said in a Facebook post on Thursday, March 10, 2022.

He stated that the Supreme Court does not decide what happens in Parliament, but rather the Constitution and standing orders do.

“We resisted attempts to use all kinds of schemes and plots, including a military invasion of the Chamber of Parliament, to get Rt. Hon. Aaron Mike Oquaye, their preferred, was elected in the early hours of January 7, 2020.

“We stood our grounds, resisted the oppression and oppressors, and voted for Rt. Hon. Speaker Alban Sumana Bagbin as Speaker of this 8th Parliament. He was elected; he didn’t become speaker by conferment and consensus as claimed by some dishonest and insincere elements,” he stated.

Dr Apaak said the Minority will “continue to resist any attempt by other arms of government to meddle with the work of Parliament”, adding, “Parliament is a master of its rules, we make our rules, and they are not at variance with the constituency.”

Quoting Minority leader Haruna Iddrissu, Dr. Apaak said the ruling of the Supreme Court of Ghana amounts to a “judicial interference in time tested Parliamentary practice and established convention.”

“And yes, the Supreme Court’s ruling is judicial support for the killer E-Levy. However, this will not change our resolve to vote 137 No, against the much-hated, rejected, and obnoxious extortion scheme called E-levy,” he added.

The Supreme Court on Thursday, March 10 2022, in a 7-0 decision, ruled that Deputy Speakers presiding as speakers in Parliament have voting rights.

The opposition NDC and its Minority in Parliament, unhappy with the ruling, have described it as judicial interference in parliamentary practice.

  • Government did not pay for Ghana flag display on Burj Khalifa, it was for free GIPC

The Ghana Investment Promotion Centre (GIPC) has refuted claims circulating on social media that the Government of Ghana paid for a flag lightening display on the tallest building in the world also known as the Burj Khalifa in Dubai.

Ghana’s flag lit up on March 8, 2022 in its bright colours during the ongoing 2020 Dubai Expo, where the government is participating in the event in a bid to woo investors into key sectors of the Ghanaian economy.

Images of the gesture quickly went viral on social media with some users accusing of government of paying a huge sum for the display of the flag on the edifice.

But a statement issued by the GIPC on Friday, March 11 stated the lightening of the flag was for free as a gesture of goodwill to honour Ghana on its independence day celebrations and President Nana Addo Dankwa Akufo-Addoat the ongoing EXPO 2020 in Dubai.

The GIPC said it has “noticed false publication alleging payments regarding the Ghana flag lightening on the Burj Khalifa on 8th March 2022 on various social media platforms.

“In no uncertain terms, the owner of Emaar properties, Dubai, decided to place our flag on the Burj Kalifa for free as a gesture of goodwill and to honour of Ghana and His Excellency President Akufo-Addo, during the Ghana Day celebration to culminate our participation in the Dubai Expo,” the GIPC said.

The GIPC therefore entreated the general public to disregard the false allegations.

“We proudly express our appreciation to the rulers and the people of the United Arab Emirates (UAE) for their warm hospitality and goodwill to our delegations during the Ghana week,” the GIPC statement added.

  • We won’t go to IMF for ‘small small boys’ to dictate to us on how to manage our economy – Baafi

Falling on the International Monetary Fund (IMF) for a bailout means that we cannot manage our own economy and that they should come to our rescue, Michael Okyere Baafi, Member of Parliament for New Juaben South has asserted.

Making a case for Ghanaians and the Minority in Parliament to accept the Electronic Transaction Levy Policy, the lawmaker said it would be a bad step for the Ghana government to go to the IMF for a bailout to improve the wobbling economy.

In a chat with some media personnel in Koforidua, Michael Okyere Baafi indicated that even when Ghana falls on the IMF, the Breton Wood institution would not even bring experts to meet the Ghanaian contingent but will rather make “small boys” to meet Ghana’s high-level economists.

“Immediately you say you are going for a bailout, immediately you take that decision, do you know the people they are going to bring? They won’t bring their experts.

“Deputy Finance Minister was telling me some time ago, he said all the IMF meetings they have had – high-level meetings – small small boys will come and take decisions. Small small boys will come and tell you hey Ghana do this.

“When they come and you tell them that you cannot manage your economy well so they should come and give you a bailout, they will say, ‘okay we can give you first tranche 1b dollars to stabilise your economy. But the 1b we are giving you there are a lot of things that you don’t need in this country that you are doing unnecessarily.

“So they will tell you that the first thing that you have to do is to cut your coat according to your size,” he expressed.

The New Juaben MP reiterated that one of the key conditions the IMF “small boys” would direct would be for the government to cancel the Free Senior High School which is only a political decision and not an entrenched constitutional policy.

He added that the IMF conditionality would also compel the government to cancel the Nation Builders Corps (NABCO) and as well downsizing employment in all the public sectors.

“Why should we go to IMF, take loans, and suffer this much?” he asked.

Michael Okyere Baafi, therefore, urged Ghanaians to see the E-Levy Policy as a homegrown policy that will make Ghana manage its own affairs without falling on foreign aid which comes with uncomfortable conditionality.

  • Mahama never managed Ghanas economy, IMF did Kusi Boafo

The Chief Executive Officer (CEO) of Public Sector Reforms, Mr. Thomas Kusi- Boafo, has said Ghanaians could not trust former President John Dramani Mahama for any better economic management as people are suggesting.

According to him, the former president never managed the country’s economy, even when he was president.

Speaking to Agya Wusu on Hot 93.9FM’s political talk show ‘Dwene Ho Bio’, Mr Kusi-Boafo revealed that the IMF managed our economy during John Dramani Manama’s reign.

He noted that those calling for the intervention of the IMF on Ghana’s economy are proposing nothing but stiffer measures to freeze employment and other social intervention put in place by the current administration.

He explained that if the former president had a solution to today’s economic problems, he would have solved it under his leadership.

Mr Kusi-Boafo then called on Ghanaians to accept the introduction of the E-levy bill to help generate revenue for the government to embark on the construction of roads, create more jobs and ease us from our huge debts as a nation.

  • Bullion Van Robberies: Police action to clean the system reassuring – Kweku Baako

The Managing Editor of the New Crusading Guide newspaper, Abdul Malik Kweku Baako has described as “reassuring” the Ghana Police Service’s arrest of “their own people” who were involved in some cases of bullion van robberies in the country.

Four police officers who were arrested for their involvement in bullion van robberies have been caged after they appeared in court on Wednesday.

A statement from the Ghana Police Service revealed that four more policemen and one civilian have been arrested in an “ongoing intelligence-led police investigation” into some bullion van robberies that have occurred in the country.

They are Constable Affisu Yaro Ibrahim, Constable Richard Boadu, Constable Rabiu Jambedu, Constable Albert Ofosu and suspect, Razak Alhassan, a civilian.

The statement also disclosed that a raid at Borteyman near Ashaiman, also led to the death of two other police officers who had been arrested earlier in connection with the bullion van robberies. According to the Service, the two died during an exchange of gunshots during the raid.

Meanwhile, “five other civilian suspects who have gone into hiding” are being pursued.

Mr Baako, contributing to a panel discussion on Peace FM’s ‘Kokrokoo’ programme said: “The key point is that the police are cleaning up the system. It’s good enough that their intelligence led to the unmasking of these criminal elements . . . the positive side is that they’ve been busted by their own people and that they’ll ensure that the law will take its course”.

He has meanwhile, backed calls for the review of the police recruitment process to check fraud, adding, “as we speak there’s a motion before Parliament to look into the recruitment process for the last ten years to see how we can improve on it. It’s a challenge . . . “

  • Barker-Vormawor doesnt have people of good character to stand as sureties AG tells court

The Attorney General, Godfred Yeboah Dame, has told the Tema High Court not to grant Convener of the FixTheCountry Movement Oliver Barker-Vormawor bail because he has not demonstrated that he has people of good character and sufficient means willing to stand as sureties for him.

“That the applicant has not demonstrated that he has people of good character and sufficient means willing to stand as sureties for him,” the Attorney General said.

He further said Barker-Vormawor allegedly lied that a United Kingdom-based woman he asked the Ghana Police to speak to after his arrest was his wife.

In asking the court to deny Barker-Vormawor bail, the Attorney General said it turned out that the claim was false.

“Following his arrest, the applicant directed the Police officers to speak to a lady in the United Kingdom that the applicant claimed was his wife, which allegation eventually turned out to be false. Subsequently, another woman showed up at the Ashaiman Police station claiming to be the applicant’s wife,” Godfred Dame said.

The AG further told the court to deny him bail because he has no fixed place of abode.

This makes him a flight risk, he said.

“That investigations have revealed that the applicant has no fixed place of abode in Ghana, thus making him a flight risk,” he said.

Barker-Vormawor was rushed to the Police Hospital in the early hours of Wednesday, March 9, after falling ill in a Police cell.

A statement issued by the Movement said Barker-Vormawor has been feeling unwell since his detention.

He was arrested for allegedly writing on social media that he would topple the government if the E-levy bill was passed.

“Mr Oliver Baker-Vormawor has been arrested by the Tema Regional Police Command following a post he allegedly made on social media platforms to the effect that he would stage himself if the E-levy bill is passed by Parliament,” portions of the Police statement said.

The court denied him bail after being charged with treason felony.

  • Government spent more on Coronavirus than grants received John Boadu

The General Secretary of the New Patriotic Party, John Boadu, has said the government lost huge sums of money to COVID-19 compared to what it received from donors.

Speaking to Nana Aba Anamoah on Starr Chat Wednesday, Mr. Boadu disclosed that the figures available make the government vulnerable adding that the government still incurs costs due to the pandemic.

According to him, the issues of COVID come in two dimensions but comparatively the amount of revenue lost and expenditure of the government outweigh donations from the IMF and others.

“The effect of COVID was higher and bigger, for instance, if you take revenue shortfall in the year 2020 was close to fourteen billion Ghana cedis. As a result of non-collection of import duties and all that. If you take COVID expenditure alone this is an extraneous item. Because without COVID we have nothing like that as part of our expenditure for the year.

“So the combination of just that two in the year 2020 alone is twenty-four billion Ghana cedis, put together all the monies that we got as a result of a donation from IMF and all those places does it amount to twenty-four billion, it is not.”

The NPP General Secretary, however, added that Ghanaians have every right to demand accountability but there are institutions mandated to expose any issue on the government expenses.

“The negative effect is enormously more than the direct positive effect. The indirect effect is also huge the government lost a lot of revenue and it continues to lose as we speak now. So there is no argument at all as to the impact of COVID on the entire economy.

“I am talking about the government but go to the departments and agencies the cost of running their businesses and all that. But that is not to say that Ghanaians should not be asking about the nitty-gritty of the expenses. It will come there, as I told you Public Accounts Committee or the Auditor General at the end of the year they will have the opportunity to go through,” he reiterated.

  • Over 100 teachers have fled Bawku due to insecurity GES

The Municipal Director of GES in Bawku, Azeriya Ayeriga, has indicated that his office has granted releases to over 100 basic school teachers.

According to Ayeriga, the teachers sort to leave Bawku because of the current insecurity caused by the constant fight between factions in the municipality, graphic online.com reports.

The Municipal GES (Ghana Education Service ) Director also disclosed that parents had stopped about 2,247 pupils from going to school in order to keep them safe.

“For now, not less than 100 teachers have been released to other districts to teach, which has created a huge teacher deficit in the municipality with its negative consequences on teaching and learning … I must admit that teachers continue to besiege the offices of the GES to demand to be re-posted to schools they feel safe and secure in,” Ayeriga is quoted.

He added that “there is no way they (exodus of teachers) can be prevented since they require a safer and conducive working environment to work …. some teachers perceived to belong to any of the factions cannot go to certain schools for fear of being attacked.”

Meanwhile, the Minority Leader and Member of Parliament for Tamale Central, Haruna Iddrissu, has charged the Minister of Interior not to take the conflict in Bawku lightly due to the deteriorating situation.

According to him, he was frightened by what he saw in the area during his last visit to the region, hence the need for security agencies to take necessary steps to curb the brewing tension.

  • Supreme Court decides Joe Wise can vote while presiding

The Supreme Court has ruled that a Deputy Speaker of Parliament presiding over proceedings in Parliament has the right to be counted in decision making and has the right to participate in voting.

According to a Graphic report, the court presided over by Justice Jones Dotse, held that the Deputy Speaker does not lose his right to take part in decision-making upon a true and proper interpretation of Article 103 and 104 of the 1992 Constitution.

The court, therefore, held that the passing of the budget on November 30, 2021 in which Joseph Osei-Owusu, the First Deputy Speaker counted himself as part of the quorum, was valid.

Also, the court has struck down order 109(3) of the standing orders of Parliament which prevented a deputy speaker presiding from voting, as unconstitutional.

The court gave the unanimous decision today, March 9, 2022, after it dismissed a writ by a law lecturer, Justice Abdulai, who was challenging the decision of Mr Owusu to be counted as part of the quorum to pass the budget.

Justice Abdulai was seeking an interpretation by the Supreme Court on Articles 102 and 104 of the 1992 Constitution and declaring the action of Osei Owusu as unconstitutional.

He also wanted the Supreme Court to declare the whole proceedings in Parliament on November 30, 2021, which led to the passage of the 2022 budget as unconstitutional insisting the Deputy Speaker should not have counted himself as an MP when he presided over proceedings.

Justices Jones Dotse, Nene Amegatcher, Prof Ashie Kotey, Mariama Owusu, Lovelace Johnson, Clemence Honyenuga and Emmanuel Kulendi decided on and gave the ruling.

  • Obiri Boahen fears internal agitations will lead NPP into opposition

A leading member of the governing New Patriotic Party (NPP), Nana Obiri Boahen, has expressed worry regarding the agitations that have characterized the internal elections of the party.

According to him, these agitations, if left unresolved, will lead the party into opposition just as what transpired in the 2008 elections.

The polling station elections of the NPP have been characterized by agitations regarding the process adopted by the leadership of the party.

For instance, some aggrieved NPP members in the Subin Constituency locked up the party office after being disqualified in the ongoing polling station elections.

They threatened to thwart the operations of the party in the constituency if their names were not restored in the album.

Nana Obiri Boahen explained in an interview with Eric Mawuena Egbeta on the mid-day news on 3FM Tuesday, March 8, that similar developments occurred in 2008 and eventually led the party into opposition after the elections that year.

“All of us are worried; we had 169 Members of Parliament, then the next three to four years it reduces to 137. It is a clear indication that we need to sit up.

“In 2008, I was a Minister of State at the Interior Ministry, and these agitations happened in 2008, some of us spoke vigorously against these things, people branded us that were were alarmists, but eventually, we lost, and we went into opposition. So some of us, having gone through such unpleasant events, whenever we are pouring out our complaints, people should allow us to pour out our complaints, and people should listen to us.

“Certainly, we need to be up and doing,” he said.

The Asantehene, Otumfuo Osei Tutu II, has commended former President John Agyekum Kufuor for instituting the Kufuor Scholars Programme to groom the youth to become good leaders.

He said such mentoring programmes were necessary to produce leaders such as Kufour who would be capable of leading as he did during his tenure as President.

Otumfuo Osei Tutu II said this when the Chief Executive of the John A. Kufuor Foundation, Prof. Baffour Agyeman-Duah, led beneficiaries of the programme to pay a courtesy call on the Asantehene at the Manhyia Palace last Sunday.

The visit was part of the mentoring activities of beneficiaries in learning about the traditions and cultures of all the regions of the country.

The scholars were in camp at the Kwame Nkrumah University of Science and Technology (KNUST), where they were taken through leadership and public speaking skills.

    Objective

Addressing the Asantehene, Prof. Agyeman-Duah said the objective of the programme was to train and groom the youth to become transformational leaders by imbibing in them the values of integrity, honesty, patriotism and commitment to ethical behaviour.

Prof. Baffour Agyeman-Duah (2nd from left), CEO of JAK Foundation, speaking at the function

According to him, the programme was open to all Ghanaians irrespective of where they lived, their ethnicity or gender.

However, he said, the selection process was rigorous and was designed to ensure the selection of the best candidates.

    Coordinator

The Coordinator of the programme, Dr Pascal Brenyah, told the Daily Graphic that so far, the programme was achieving its objective as most of the beneficiaries had shown the leadership traits expected of them.

He said even those who had the chance to travel outside the country had all returned home to contribute to the development of the country.

He said the objective of the programme was to nurture a crop of graduates who were self-reliant and could contribute effectively to the country.

The beneficiaries are also given entrepreneurial skills.

    Experience

Sharing their experiences, some of the students told the Daily Graphic that joining the programme had been an eye-opener for them, as it had given them exposure to the nuances of leadership not learnt in classrooms.

A student of the University of Ghana, Ms Salomey Odei, said through the programme, she had been able to improve on her self-confidence and could speak on any platform, “something I was not able to do in the past,” she added.

  • CPP to hold local level elections

The Convention People’s Party (CPP) will hold its polling station, electoral area and constituency elections from June to July 2022 to position the party ahead of the 2024 general election.

The party has also slated the months of August, October and December 31, 2022, for the elections of its regional, national officers and flag bearer of the party respectively.

The timetable for the local elections of the party was made known by the Central Committee of the party at a press conference held at its headquarters in Accra last Monday.

The party could not give the time for which nominations for the elections would be opened and the cost of the nomination forms but said it would be made known in due course.

    Membership drive

The National Chairperson of the CPP, Nana Frimpomaa Sarpong-Kumankumah, who addressed the press conference also announced that the party had began its membership drive across the country to woo the youth into its fold to rejuvenate the party to enable it to capture political power in the 2024 general election.

In line with that the party said it was going to come out with electronic membership forms to enable all who were interested in joining the party to have access to the forms wherever they were.

She, therefore, called on the Ghanaian youth to take over their country by vying for positions in the CPP.

“The membership drive is aimed at bringing every Ghanaian on board to own and manage the party from the polling station, constituency, regional and national levels,” she stated.

She said the party had also opened its offices across the country for the registration of new members to woo the youth into the party with a membership form sold at GH¢5 to make everyone interested in charting a new course for the country and be part of the governance system of the country.

Nana Sarpong-Kumankumah, therefore called on Ghanaians, especially the youth to join the ranks of the party to help restore Ghana to its past glory.

She noted that it was the CPP that gave birth to the nation Ghana and laid a solid foundation for its socio-economic transformation until the 1966 coup that truncated the forward march of the country.

She said the reorganisation was, therefore, to let Ghanaians join the party to effect the kind of changes they wanted to see in the country per the constitution of the party.

Nana Sarpong-Kumankumah said the 2024 general election was for the CPP and the party was poised through its reorganisation to capture political power to bring about the ” true changes” that Ghanaians wanted to see.

    Policies

The CPP national chairperson said the party when voted into government would put in place comprehensive policies and programmes that would turn the economic fortunes of the country around and empower the youth to earn decent incomes and to live dignifying lives.

” We would rule Ghana based on the principles and vision of our founder, Dr Kwame Nkrumah, who is the first President of this country who said the black man and woman was capable of running his or her own affairs”, she stated.

The 2020 running mate of the party, Prof. Emmanuel Yaovi Bobobee, who also spoke to the media, said the CPP was the only party that did not have any region or constituency as its stronghold but was open to all Ghanaians no matter their social, economic, religious and ethnic backgrounds.

  • 2 Charged for stealing manufacturing chemicals

Two persons have appeared before the Accra Circuit Court for allegedly stealing 63 drums of hydro colouring chemicals worth more than nine thousand dollars, which is used in the manufacturing of paint.

The accused persons, Felix Nortey, who is an employee of Azar Chemical Industries Limited, and Bakumben Kwasi Benjamin, who is with G4S, a private security company, have been charged with two counts of conspiracy to commit crime, a criminal offence and stealing.

Two accomplices of the crime, Fuseini Isahaka and Joseph Laryea, are said to be on the run.

The accused persons pleaded not guilty.

The court, presided over by Mrs Afia Owusua Appiah, granted the accused persons bail in the sum of GH¢60,000 with two sureties.

    Facts

The facts of the case, as presented by the prosecutor, Chief Inspector Samuel Ahiabor, were that the Director of Public Affairs of Azar Chemical Industries, Simon Sackitey, since June last year, realised that the company was experiencing some theft in the warehouse of their south industrial area branch.

On January 18 this year, the prosecutor said Bakumben, who is a security guard at Azar, met with Nortey, who came back to the work premises after closing at 5:00pm. They, with the named accomplices, stole the 63 drums of the manufacturing chemicals.

“The accused persons with their accomplices loaded the drums and drove them away in a mini KIA truck”, the prosecutor said.

The act was, however, captured on a CCTV camera installed at the warehouse. Sackitey, who is also the complainant of the case, watched the footage and saw the accused persons together with their accomplices stealing the chemicals.

Sackitey reported the case to the police on February 17 this year and the accused persons were arrested.

Upon police investigations, the accused persons mentioned the names of the two accomplices who aided them in the act. They also mentioned one Kwasi Buadu as the one they sold the chemicals to but refused to lead the police to arrest him.

The case has been adjourned to March 29 this year.

  • 2 killed policemen were leading police to gang hideout Kwesi Ofori

Following public queries as to how the two policemen, who had earlier been arrested and were in police custody as part of investigations into the recent bullion van robberies were killed, it has been explained that they were in the company of the police and were leading police to the hideout of the suspected criminal gang.

According to the Director-General of Police Public Affairs, Deputy Commissioner of Police (DCOP), Mr Kwesi Ofori, the two suspects were arrested to assist the police to a location at Borteyman near Ashaiman.

“And an intelligence-led field operation took off and in the process, there were heavy exchange of fire and the two sustained gunshot injuries and were taken to the police hospital in Accra but they later passed on,” Mr Kwesi Ofori said while providing a clarification in a radio interview monitored by Graphic Online on Accra based Joy FM on Wednesday morning [March 9, 2022]

He said “the police were shot at, there was exchange of fire and they were injured in the process and they were sent to the hospital and they passed on.”

“So let us understand this, that in police operations, they are high risks in nature and at the time the raid took place it was very serious and well targeted operations and even as I speak to you, we’ve arrested four policemen, one other civilian and they will be put before court,” Mr Ofori added.

The police announced the death of the two and the arrest of five other suspects including four policemen and one civilian on Tuesday night [March 8, 2022].

But since then, public discussions, especially on social media have questioned how the two suspects who were in custody found themselves on the field and were killed.

Explaining in the radio interview, the Director-General of Police Public Affairs said they were leading the police to the hideout of the suspected criminal hideout and added, “the police will continue to aggressively pursue robbers of any kind to make sure that our people live in peace and dignity.”

He said it was a “grand operation” and asked whether it was fire from the police that killed the two or from the gang, Mr Ofori said: “they opened fire on the police and the police also retaliated and that is why we said we believe some of them might have sustained injuries and are appealing to medical authorities to provide us with related information if they come for treatment.”

“The criminals opened fire on the police and the police fired back, in the process the two suspects sustained injuries…”
Mr Ofori said the case was still under investigations.

Five other suspects in the bullion van robberies, four of whom are also policemen have been arrested and interdicted.

They are expected to be arraigned on Wednesday.

According to a police statement, there was an exchange of gunshots during an intelligence led raid and the two policemen, No.58284 Constable Reindolph Gyimah Ansah and No. 53549 Lance Corporal Stephen Kwaku Nyame who had earlier been arrested in connection with the bullion van robberies, were shot and were pronounced dead on arrival at the police hospital where they were rushed for treatment.

Some other suspects believed to have sustained gunshot wounds managed to escape from the scene, the police statement signed and issued on Tuesday night (March 8, 2022) by the Director-General of Public Affairs, Deputy Commissioner of Police (DCOP), Mr Kwesi Ofori said.

    Names revealed

The police statement named the policemen arrested for their involvement as, No. 58370 Constable Affisu Yaro Ibrahim, No 58355 Constable Richard Boadu, No. 58525 Constable Rabiu Jambedu, No. 58586 Constable Albert Ofosu and suspect Razak Alhassan (a civilian).

The police described the development as a major breakthrough in the fight against bullion van robbery attacks.

  • Laws that criminalise petty offences are vague, arbitrary — Justice Short

Justice Emile Francis Short, a Former Commissioner of Commission on Human Rights and Administrative Justice (CHRAJ), says the laws that criminalise petty offences are vague, arbitrary, and highly dependent on police discretion for arrest.

He said this, therefore, encouraged police corruption, extortion, arrest, and unlawful detention.

Justice Short was speaking at the National Conference on Decriminalising Petty Offences in Ghana on the theme: “Decriminalising Petty Offences: The State, the Offender, the Society.”

The Commonwealth Human Rights Initiative (CHRI), Africa Office in partnership with the Commission on Human Rights and Administrative Justice (CHRAJ), organised the event to discuss concrete steps to mainstream decriminalisation of petty/minor offences, which fall under misdemeanours in Ghana into the ongoing justice sector reform programme.

He said the criminal justice system in Ghana discriminated against the poor and the vulnerable in many ways and the starting point was how the police treated these suspects, who do not know their human rights.

He said invariably, they were kept in custody without being brought before the courts within the constitutionally mandated period of 48 hours.

“They suffer in silence because they cannot afford the services of a lawyer to compel the police to put them before the court within 48 hours,” he added.

Justice Short said even though the Supreme Court had in a landmark ruling directed that the 48 hours for detaining suspects would now include weekends and holidays, the police continue to detain some poor and vulnerable suspects over the weekends and holidays with the excuse that the courts were not working.

He said when such persons were convicted by the court and sentenced to a fine or in default a term of imprisonment, many were unable to pay the fines and ended up in prison, compounding the congestion in the prisons.

He said the enforcement of these offences had continued to subject citizens, many of whom were unaware of these criminal laws and their rights as protected by the law, to various abuses including prolonged pre-trial detentions, assault and mistreatment during arrest and detention, unfair sentencing practices, irregular fines, and unfair bail terms.

Alfred Tuah-Yeboah, the Deputy Attorney General, said the enforcement of these offences had been shown to disproportionately impact the poor and enforce negative stereotypes.

He said these individuals were also most likely to suffer imprisonment for inability to pay fines, a consequence that was avoided by the well-to-do because of their ability to discharge their pecuniary obligation.

The Deputy A-G said efforts had been made to reduce the number of the prison population through initiatives like the Justice for All Programme.

He said there was also a plea-bargaining arrangement in criminal cases that were also at advanced stages of consideration.

Madam Mina Mensah, Director, CHRI Africa Office, said since 2017 the Africa Office as part of its Access to Justice programme had been advocating for the decriminalising of petty offences in Ghana as a part of an African Regional Campaign with support from Open Society Initiative for West Africa (OSIWA).

She said the advocacy took its inspiration from a request by the African Commission on Human and People’s Rights that States decriminalise certain petty offences that violated the fundamental principles of legality and non-discrimination under the African Charter.

The Director said although policy makers in principle had agreed and stated publicly that the law needed to change the reality was that there was no appetite to put action to the rhetoric mainly because there was no pressure on the government to do so although Ghana was a signatory to the African Charter.

“On top of that government has not availed itself to the cost involved in arresting, detaining, and processing petty offenders and most policy makers are detached from the realities of the lives of petty offenders and prisoners at large,” he added.

She said CHRI in partnership with CHRAJ and other CSOs in the space promoted acceptance by policy makers to decriminalise petty offences as part of ongoing justice sector reforms to ensure a holistic approach to the age-old problems and decongest Ghana’s overpopulated prisons.

These initiatives have yielded some good results such as public statements by key justice sector agencies notably the Attorney-General (A-G), the Director of Public Prosecutions and the then Chief Justice calling for the need to review Ghana’s criminal laws to expunge petty offences.

“Notwithstanding all these positive results, no concrete move has been made by the government to put in structures to decriminalise petty offences. Ghana’s sentencing regime for petty offenders remain stiff and high….,” she said.

  • How angry Fomena NPP youth repainted party office with NDC colours

In an attempt to tell executives of the New Patriotic Party (NPP) that they are seriously against a move by the party to impose the second Deputy Speaker of Parliament Andrews Asiamah on them, the party youth in Fomena have painted the party office with NDC colours.

In a video which has since gone viral on social media, the youth are seen changing the traditional colours of white, blue and red to the colours of the largest opposition party Red, White, Green and Black.

The youth say their displeasure emanates from the fact that apart from attempts to impose a candidate on them for the 2024 Parliamentary elections, they have been disallowed to take part in the ongoing polling station election.

Apart from painting the office with NDC colours, they placed placards that read “let the constitution work, “no unopposed”, “let the constitution work” to drum home their demands of the party and its executives.

“We will resist any attempt by NPP party executives to impose the independent candidate together with his supporters on the faithful NPP supporters within the constituency,” a youth activist in Fomena said on February 23.

The Dagbon Traditional Council (DTC) in its efforts to find a lasting solution to the matter, recently directed the Dakpema, to stop using all traditional materials he was not supposed to use.

The Chiefs in the Metropolis, earlier last week, also petitioned the Northern Regional Security Council(REGSEC), and the Metropolitan Security Council(METSEC) to intervene in the matter within 3 days by ensuring that the Dakpema complies with the DTC and the overlord of Dagbon

Meanwhile, calm has returned to the area and businesses have started their operations.

  • ECG, GWCL refund over GH¢200,000 to customers

The Ashanti Regional office of the Public Utilities Regulatory Commission (PURC) has intervened to cause the refund of more than GH¢200,000 to 25 customers in the region for “over billing” and other infractions.

The refund of GH¢207,513.98 was done by crediting the utility accounts of the customers with the full overcharged amount.

It followed series of complaints launched by the affected customers of both the Ghana Water Company Limited (GWCL) and the Electricity Company of Ghana (ECG).

Subsequently, the PURC held a number of “settlement meetings” to have the two service providers to address the concerns of the affected customers.

The Regional Manager of the PURC, Francis Baidoo, told the Daily Graphic that the commission exercised its mandate in accordance with L.I. 2413 under the Customer Service Regulations, 2020.

The L.I. states, among others, that a public utility shall not overcharge a customer, and that if it did so, it should take steps to immediately credit the accounts of the affected persons.

    Numbers

A total of 931 complaints were received by the PURC against the ECG, and 122 against the GWCL last year.

Mr Baidoo said the complaints included billing, payments, quality of service and metering but the most reported was quality of service.

The PURC observed that some illegal activities of customers resulted in network challenges as well as high and low voltage experiences leading to the destruction of domestic and industrial property.

Indeed, Mr Baidoo said self-reconnection led to the damage of lots of meters and property, and warned customers to refrain from such acts.

  • Death has forgotten me Woman who witnessed First World War

“I want to die because I am tired and weak. Others are working all I do is sleep the whole day, yet I want to eat. I think death has forgotten me,” a tired 106-year-old woman has said.

Euphrasie Kanyundo is reminding death of her long existence.

Having witnessed the First World War, said she has enjoyed the full capacity of life on her own terms and she wants death to embrace her as soon as possible.

Though she is not unhappy in life as she is surrounded by a host of descendants who take care of her, she said her frail state makes it uneasy for her to enjoy life like she used to.

The aged African grandmother told Afrimax TV that she is tired of living her life like a baby; being lifted about and having to crawl on her butt.

However, she is physically healthy and still has a couple of teeth sticking out of her gums.

If death fails to approach in the coming days, Euphrasie Kanyundo fears she will have to break the heart of her children with her last option; suicide.

Her last child, who is also in his sixties, has taken it upon himself to keep watch on his mother, to prevent her from taking her own life.

Unlike the ordinary human who detests the sound of death, Euphrasie said she becomes excited whenever she witnesses a funeral in her community as she is hopeful she would be the next.

Having buried eight of her 10 children who passed on after experiencing the greying stage, she said her time to exit the world is long overdue.

  • It is for God to determine if I will become president – Afriyie Akoto speaks

Minister of Agriculture, Hon. Owusu Afriyie Akoto, who has been tipped by some supporters of the governing New Patriotic Party (NPP) to contest for flagbearer of the party, in a one-on-one interview on Peace FM’s ‘Kokrokoo Thursday morning, swerved a question regarding his Presidential ambition.

Hon. Owusu Afriyie Akoto refused to let the public in on whether or not he will join the Presidential race in 2024 elections.

The Agric Minister stopped short of a straight yes or no answer to the question posed by host Kwami Sefa Kayi about some billboards displaying his ambition to be President of Ghana.

The billboards of the Minister were spotted at vantage points with grapevine reports indicating he is gearing up to take the Presidential baton from His Excellency Nana Addo Dankwa Akufo-Addo.

But up until the exclusive interview on Kokrokoo, Hon. Owusu Afriyie Akoto had kept mute on these speculations.

The host Kwami Sefa Kayi asked; ”Minister, would you run for President? Would you like to run for President?”

Reacting to the query, Hon. Afriyie Akoto gave a loud laughter and replied it doesn’t lie in his mouth to tell whether or not he desires to be President of Ghana.

”It’s not for me to say that I will run for President…if it impresses the party that the work that Nana Addo Dankwa Akufo-Addo has given me, I have done it well to the extent that they have a belief that I should go a notch higher, it’s for them to say, not me”, he stated emphatically.

With regard to the billboards erected in his name, he asserted they are meant to send his greetings to farmers in the communities.

To him, for now, his focus is to support President Akufo-Addo and his government to succeed saying ”there cannot be an Owusu Afriyie government. We are serving the Akufo-Addo government from the bottom of our heart. And we are very determined that this Akufo-Addo government will succeed and is succeeding. The people of Ghana, the silent majority, they know that the good works of Akufo-Addo are unprecedented”.

He added; ”So long as the Akufo-Addo government is in existence, we have to use 110 percent of all the resources, the endowment God has given us, to support that government to succeed and the government is succeeding.”

The World Bank in 2019 approved a 100-million-dollar International Development Association (IDA) credit for implementation of the GSCSP in 25 Municipalities across the regions to enhance urban management and improve basic services for residents.

Mr Botwe indicated that the GSCSP was to create resilient urban cities and communities conforming to the Sustainable Development Goals 11 aligning strongly with government’s commitment to implementation of the National Urban Policy.

  • Still births, anaemia among pregnant women on the rise

The Kwahu Afram Plains District Health Directorate of the Ghana Health Service has expressed concerns over the high prevalence of anaemia among pregnant women at 36 weeks of gestation, and increasing stillbirths.

Almost all health facilities in the district continue to record increasing cases of anaemia among pregnant women in their third trimester.

Health facilities in Ekye Amanfrom and Forifori for instance recorded 79.4% and 64.1% anaemia cases among pregnant women at 36 weeks of gestation respectively.

Anaemia is a blood condition that develops when you do not have enough red blood cells. Red blood cells contain haemoglobin, a protein that carries oxygen around the body of the pregnant woman and to the baby.

The condition has been linked to premature birth, low birth weight and an increasing trend of stillbirth in the district.

According to the Kwahu Afram Plains South District Health Director Mr. Richard Essien, the directorate is deploying strategies including establishment of pregnancy schools in health facilities for education on proper dieting during pregnancy to reduce iron deficiency.

Kwahu Afram Plains South District with a population of 74,000, continues to struggle for access to quality healthcare due to lack of District Hospital.

Currently, there are 36 health facilities including 29 CHPs and 6 health centres as well as one private facility in the district. Most of the facilities are however in a deplorable state.

Inadequate critical staff also continue to inhibit quality healthcare.

The ratio of Physician assistants to population in the district is 1:8,222 from 1:16,257 in 2020. Nurse to population ratio in 2021 has been reduced to 1:350 from 1:950 in 2020. Whilst midwife to women in Fertility Age(WIFA) population ratio is 1:658 from 1:1,428 in 2020.

Kwahu Afram Plains South District Health Director Mr. Richard Essien, there is inadequate medical logistics, vehicles and motorbikes to work in the hard to reach communities in the district.

“Afram Plains South is one of the deprived communities in Ghana . Deprived in the sense that we occupy a very large landmark size of about 16 % of the region’s landmass and for that matter with scattered population and island communities. It has been very challenging the kind of terrain we work in, you need strong manpower, you need committed staff and most importantly strong motorbikes to undertake these activities. But these have been challenges,” the Health director said.

He continued “we have weak motorbikes, only 44% of our motorbikes are within 5 years and these are even few. Not every facility in the district has a motorbike in other to move the services to other communities. Another biggest challenge is the infrastructure. Though the assembly is constructing some CHPs compound two under construction we still have a good number in a bad state. Some of the facilities require major renovation, some in temporal structures, single rooms and the rest and also we have some of our facilities without electricity and network.”

Due to inadequate staff, the district health Directorate has been engaging the services of volunteers in the communities to augment staff strength in the district.

These volunteers were rewarded for their selfless services during a recent Annual Performance Review meeting of the district.

The District Chief Executive for Kwahu Afram Plains South District, Evans Kyei Ntiri, said government is investing heavily to improve the infrastructural deficit including road and health facilities in the district.

  • Oliver Barker files bail application at High Court

Lawyers for embattled #FixTheCountry convener Oliver Mawusi Barker Vormawor have filed an application for his release on bail at the Tema High Court in Accra.

The hearing for the bail application has been fixed for Thursday, March 10, 2022.

In a statement by #FixTheCountry, the group accused the police of filing Oliver’s case at a court it knew had no jurisdiction to grant him bail.

According to the group, owing to the failure of the courts to order the police “to take him to a court which has jurisdiction to ensure his liberty as Article 14(3)(b) of the Constitution demands”.

He (Oliver) has signed the affidavit in support of an application for bail at the High Court. The application has since been filed and will be heard on Thursday, March 10, 2022, at the Tema High Court.”

Oliver Barker was arrested by the police on February 11, 2022, at the Kotoka International Airport, having arrived in the country from the United Kingdom.

His arrest, according to the police who charged him with treason felony, was in connection with a Facebook post he made in which he threatened to “do the coup” himself if parliament goes ahead to approve the controversial E-levy Bill.

He was first arraigned before the Ahaiman District Court some three days after his arrest, where the court denied him bail based on its lack of jurisdiction relative to the charges against him.

However, the court advised Oliver’s counsel to seek bail at a higher court when his case was called again on February 28, 2022.

The same advice was issued by a panel of Supreme Court Justices when his legal counsel filed a case against the jurisdiction of the Ashaiman District Court to put him to trial.
