  • Bloomberg classifies cedi as worst of “Worst Spot Returns” of African currencies

    The Ghana cedi has been classified as the worst of African currencies with the “Worst Spot Returns” by Bloomberg.

    Bloomberg pegs the depreciation of the cedi to the dollar at 8.86% between January 1, 2022 and February 25, 2022.

    It is followed by the Zambian kwacha with a depreciation of 6.02%.

    Ghana and the Zambian economies have been battling with fiscal slippages, whilst their rising debts have created fears among investors regarding their economic outlook.

    Whereas, Zambia agreed to an International Monetary Fund bailout of $1.4 billion December 2021 for a crucial three year programme to restructure its debt, Ghana is adamant in returning to the Bretton Wood institution for a similar programme to build investor credibility.

    Crude oil has been selling above $100 per barrel, but the foreign inflows from the commodity have done little to help stabilise the cedi.

    However, the five-year $4.5 billion Country Partnership Framework from the World Bank is expected to inject some dollar inflows into the economy, and help shore up the value of the cedi.

    The Gambian dalasi, New Sudanese pound and Ethiopian birr are among African Currencies with the “Worst Spot Returns” by Bloomberg.

    Angola Kwanza, Namibian dollar and South Africa are however among African currencies with the “Best Spot Returns”.

  • Blame the NPP MPs who voted for Bagbin for current challenges of government Gary Nimako

    A member of the NPP Legal and Communications Team, Gary Nimako Marfo, has said that the two NPP MPs who voted for Alban Bagbin to be the Speaker of Parliament caused the government’s challenges.

    He indicated that if the two New Patriotic Party (NPP) members of Parliament (MPs) had voted for NPP sponsored candidate, Prof Aaron Mike Oquaye, the government would not be having challenges moving on with its business.

    He also said that the Assin North MP, who had an injunction for him to seize to hold himself as an MP, should also not have voted during the vote for the Speaker.

    “… but where did we get to, why did we get to where we are now? … I blame the two members of Parliament on our side who voted for him [Alban Bagbin] as Speaker of Parliament. That’s the beginning of all these problems. We should not forget that on the day of the voting, an injunction had been secured in the Assin North case, served to the Clerk of Parliament.

    “… we are now confronted with the situation where we have the Speaker who is on the side of the opposition, and it’s very clear. So clearly, if one person is absent, or two are absent, it means the party in power is in trouble of completing the government business,” Marfo said.

    He said this in an interview on Joy News’ Newfile on Saturday, February 26, 2022, monitored by GhanaWeb.

    On the way forward, he said the Speaker should be patient with the MPs, adding that there has to be some understanding among factions in the Parliament for the good of the country.

    “What I think ought to happen is that Mr Speaker, Alban Sumana Bagbin, should please calm down a bit. It appears that the manner with which he is speaking, and his conduct and everything is going, I’m clear in my mind that he appears to be on some turf with his MPs and maybe the First Deputy Speaker of Parliament.”

    “… But I have heard Honourable Joe Wise speak; I think there should be some form of cordiality between the two of them,” the NPP legal team member added.

  • CHRAJ directs former PPA boss Adjenim Boateng Adjei to refund GH¢5.7m to the state

    A former Chief Executive Officer (CEO) of the Public Procurement Authority (PPA), Adjenim Boateng Adjei, has been directed by the Commission on Human Rights and Administrative Justice (CHRAJ) to refund GH¢5.7 million to the state.

    According to a Graphic.com.gh report, the stated amount is expected to be paid into the Consolidated Fund within six months and the receipt evidencing the payment produced before the commission.

    CHRAJ indicated the commission would take the necessary action to recover the money from Mr Adjei’s known properties and assets should he fail to comply with the directive.

    Adjenim Boateng Adjei has also been banned from holding public office for not less than ten years to run concurrently with the earlier disqualification in the commission’s decision in the case of Office of the President (OOP) vrs CEO of PPA.

    “Having abused public office to illicitly enrich himself, Mr Adjenim Boateng Adjei has demonstrated that he can no longer be entrusted with public office. Consequently, the commission hereby disqualifies him from holding public office for a period not less than 10 years,” CHRAJ said.

    Adjei is to declare his assets and liabilities within three months.

    CHRAJ also disqualified the Board Chairman, Professor Douglas Boateng, and a member of the board, Dr Emmanuel Yaw Boakye, from appointment to chair or be a member of any public board, council or commission for two years and three years, respectively.

    Background

    Former Chief Executive Officer (CEO) of the Public Procurement Authority (PPA), Adjenim Boateng Adjei, was suspended by Nana Addo Dankwa Akufo-Addo following an aired documentary titled “Contracts for Sale on August 21, 2019.

    The President, Nana Addo Dankwa Akufo-Addo, subsequently referred the allegations of conflict of interest in the documentary to CHRAJ and that of corruption and sale of contracts to the Office of the Special Prosecutor (OSP) for investigations in respect of their mandates and appropriate action.

    On October 4, 2019, an investigation was conducted as a result of a complaint by the Ghana Integrity Initiative (GII), the local chapter of Transparency International (TI), for Adjei and the then members of the Board of PPA and officials of Talent Discovery Ltd (TDL) to be investigated on issues of conflict of interest, corruption, illegal acquisition of assets and non-declaration of assets and liabilities, which contravened the Constitution.

    The particulars of the complaint from GII included the fact that Adjei established companies, including TDL, soon after he became the CEO of PPA and used his public office for private gain, and that the companies sub-let or sold government contracts to other contractors and suppliers, enriching himself illegally.

    The GII requested for him, together with board members who could have been involved in the deals, and officials of TDL, to be investigated so that no one benefits from the illegal wealth they might have acquired through corruption and the monies retrieved.

    Per CHRAJ findings, the report revealed unexplained wealth in various bank accounts of the former PPA CEO within two years in office, especially when he had stated himself that he was not receiving salary or income from any of the known sources.

    He had also admitted that he had not declared his assets and liabilities to enable the commission to determine what he was worth before assuming public office.

    “Mr Adjei received huge cash deposits into his Universal Merchant Bank Cedi account between August 2017 and August 2019, amounting to GH¢5,697,530 (less GH¢86,000) paid by Device Ltd) while he was holding public office as CEO of PPA.

    “The report stated that although he was given every opportunity to rebut the presumption that those assets were not illegally acquired, contrary to section 5 of Public Office Holders (Declaration of Assets and Disqualification) Act, 1998 (Act 550), he was unable to show that those amounts were reasonably attributable to income, gift, loan, inheritance or any other reasonable source and, therefore in contravention of the Constitution,” Graphic.com added.

    Meanwhile, GII has commended CHRAJ for a dispassionate and thorough work done.

    The anti-graft NGO called on the OSP and EOCO to fast-track the criminal investigation aspect of the case and hold accountable persons who would be found culpable.

  • Heavy security at Ashaiman Court for Oliver Barker’s reappearance

    There is a heavy police presence at the Ashaiman District Court as the appearance of embattled #FixTheCountry Convener, Mawusi Oliver Barker Vormawor is expected at the court later in the day.

    He was earlier last month arraigned before the court on February 13, 2022, having been charged with treason felony following his arrest on February 11, 2022.

    The court last month denied the activist bail on the basis of jurisdiction – vis a vis the charges of treason felony pressed against him.

    He was therefore remanded into custody and the case adjourned to today, Monday, February 28, 2022.

    Ahead of his reappearance in court, dozens of armed police officers have been deployed to the Ashaiman District Court and its environs.

    Traffic has also been directed away from the court to manage security in the area.
    Background

    Oliver Barker Vormawor’s arrest was effected by National Security Operatives on February 11, at the Kotoka International Airport after he had arrived in the country from the UK.

    He was later handed over to the Ashaiman Police who announced his arrest as being in connection with his threat to stage a coup if the controversial Electronic Transactions Levy (E-Levy) is passed into law by parliament.

    According to the police, Oliver Barker in a Facebook post which he said he will “do the coup himself” if the proposed 1.5% E-Levy is passed into law, showed “a clear statement of intent with a possible will to execute a coup in his declaration of intent to subvert the constitution of the Republic.”

    He was thus charged with treason felony by the police.

  • Ukraine-Russia brouhaha: Ghana to receive 24 students Monday, Feb 28

    The government of Ghana will receive the first batch of twenty-four (24) Ghanaian evacuees from Ukraine later on Monday, February 28, 2022. 

    The Ghanaians, who are fleeing Ukraine at a time when the country is coming under heavy military attacks from Russia, will arrive via Qatar Airways, the Minister of Foreign Affairs and Regional Integration, Shirley Ayorkor Botchwey, has said. 

    According to a graphic.com.gh report, this first batch will be followed by 220 others within the week. 

    It further said that the 24, who are part of about 460 students who have managed to leave Ukraine to neighbouring countries such as Poland, Hungary, Slovenia and Czech Republic, have already arrived in Bucharest, the capital of Romania.

    The minister is also said to have denied reports that students aboard a train that was carrying some Ghanaian students had been attacked while on its way out of beleaguered Ukraine.

  • Freelance journalist was arrested for filming court proceedings without authority National Security Ministry

    The Ministry of National Security has denied arresting a freelance journalist, Sacut Amenga-Etegu for following up on a case of extortion levelled against an operative of the Ministry.

    A statement issued by the Ministry on Sunday, February 27 said the journalist was arrested based on a High Court order for filming court proceedings without authority.

    “The Ministry of National Security has taken note of a false publication in circulation on social media which purports that Sacut Amenga-Etegu, a freelance journalist has been unduly arrested and detained by personnel of the Ministry.

    “According to the said publication, the journalist was arrested at the premises of a court where he had gone to follow up on a case of extortion levelled against some operatives of the Ministry of National Security.

    “Contrary to the content of the publication the journalist was arrested based on an order of a High Court for Filming and/or videoing the court proceedings without authority.

    “It is worth noting that the journalist was remanded by the same court to reappear on 14th March 2022. The public is therefore urged to disregard the content of the false publication in circulation on social media,” the statement said.

  • Council of State donates GHS50,000 cash to the Appiatse support fund

    The Appiatse Support Fund Committee paid a courtesy call on the Chairman and members of the Council of State who intend donated a sum of GHS50,000 cash as their contribution towards the reconstruction of the Appiatse community.

    The visit was at the behest of the council to brief them on what the committee have been up to since their inauguration.

    In response to this request, the Chairperson of the Committee, Rev. Dr. Joyce Aryee shortly before the donation gave a short presentation on the operations of the committee since their inauguration.

    In her presentation, she gave details on how the explosion occurred, why it occurred, the need for setting up the fund and outlined in succession the number of individuals and institutions who have donated towards the fund, reiterating the President’s instructions to use the monies accumulated to build a Green, sustainable and model community for the people of Appiatse.

    On behalf of the Council the, the Chairman, Nana Otuo Siriboe who doubles as Paramount Chief of Asante-Juaben Traditional Area, presented an envelope with the cash of GHS50,000 to Rev. Joyce Aryee saying ” this is money from our own resources, not from government funds, individual members of the council culminated this as our contribution to support the Appiatse Support fund”.

    Rev. Dr. Joyce Aryee who received the cash donation on behalf of her Committee gave a short but hearty appreciation message to the Council, describing them as the fragrance of good in a smelly society.

    She said “What you have shown here is a kind of leadership that is so extraordinary. A lot of times people behave in Ghana as if things are so bad and because evil smells badly, you get the smell of evil overpowering the fragrance of Good.”

    “I would like us to remember that the fragrance of good will always permeate through the stench of evil and for us from the Appiatse Support Fund, you are the fragrance of good, you are the fragrance of eminence of states men and women in our country who can provide us with the leadership we need and we are very grateful,” she added.

  • President opens National Labour Conference

    President Nana Addo Dankwa Akufo-Addo will Monday open a National Labour Conference organised by the Ministry of Employment and Labour Relations and its Tripartite Constituents.

    The two-day conference is to reinforce a tripartite conversation on the dynamics and happenings on the labour front.

    The conference, which is on the theme, “Strengthening Tripartism for Peaceful Labour Relations and Resilient Economy”, is expected to end with the adoption of a road map and a communique that will inform and shape the Government’s approach for the resolution of labour issues for the national development.

    A technical presentation will be made by the Minister for Finance, Mr Ken Ofori-Atta on “The State of the Economy”, for discussions to proceed on the concerns of workers and employers in the public sector in relation to economic realities.

    Participants will, subsequently, agree on ways to collaborate on measures to address the concerns.

    Issues that will dominate the discussions include the State of the Economy, Conditions of Service of Public Sector Workers, Public Sector Salaries, Labour Productivity, Labour Dispute Prevention and Resolution, and Sustainable Pensions for all.

    The Conference will provide a unique opportunity for the various actors to exchange views and ideas on the thematic areas and emerging issues in a changing world of work to promote a positive and proactive approach to resolving labour issues for national development.

    The Minister for Employment and Labour Relations, Mr Ignatius Baffour Awuah, and other social partners, will also address the conference at the Rock City Hotel, in Kwahu-Nkwatia in the Eastern Region.

    Participants include representatives of Government, Organised Labour, Employers, media organisations and other stakeholders.

    Nana Otuo Siriboe II, Chairman of the Council of State and Omanhene of Juaben Traditional Area, will chair the conference.

    It will be officially closed by Vice President Dr. Mahamudu Bawumia, on Tuesday.

  • Government rejects claims salaries may not be paid in 3 months

    The Government of Ghana has described as untrue claims that it may not be able to pay salaries of public workers in the coming months if something urgent is not done. 

    Speaker of Parliament, Alban Bagbin, had said last week on the floor of Parliament that information available to him suggests the government may not be able to pay public workers in the next three months if some critical decisions are not taken.

    “This is not to discourage the committee from doing their work. If something is not done within the next three months, the government may not be able to pay salaries… So we have to take leadership. We have to do a lot of things”, he said just before he adjourned the sitting.

    But the government has said this is not true.

    In an interview with Citi TV, Deputy Finance Minister, Dr. John Kumah explained the government has been able to pay workers during the height of the Covid-19 pandemic and will continue to do its best to honour its obligations to public workers.

    “It is not true. Even when COVID-19 hit us hard, and we were struggling as a country, we still managed to pay all public workers and on time. In January this year, workers were paid on time, we are hopeful that of February will be paid on time”, he said.

    The Deputy Minister is optimistic that the economic situation will not deteriorate to the point where the government will not be unable to pay workers.

  • Our duty is to serve not lord over or scare people IGP to police personnel

    The Inspector-General of Police (IGP), Dr. George Akuffo Dampare, has told Police personnel that they are servants who are to serve the community they are posted to and not to lord over and scare the people.

    He noted that the Police is poised to protect lives and property and enhance the citizenry’s safety and security.

    He further called for support from all and sundry to help the Police to deliver on its mandate since security is a shared responsibility.

    The IGP also assured the citizenry that the Police Administration is relentless in changing the face of the service to meet international standards.

    Dr Dampare said these when he paid a three-day working visit to the Oti Region to experience the region’s general security situations and encourage personnel to be dedicated to Service and Ghana in the maintenance of law and order.

    Further, the IGP outlined some of the policies being pursued by the Police Administration to make the Ghana Police Service a world-class Police institution. Notable among the policies is the implementation of the new holistic training programmes at the various Police Training Schools to produce all-around effective and efficient Policemen and women who are proficient in driving, riding and swimming and Police officers who respect the fundamental human rights of the citizenry to harness the human resource base.

    While on tour, the IGP and his entourage seized the opportunity to pay a courtesy call on the Regional Minister of Oti Region, Dr. Joshua Makubu.

    The team also visited the various paramountcies in the region.

    The IGP also used the occasion to interact with students and pupils of Dambai College of Education and St. Thomas Aquinas Roman Basic School in Dambai, where he encouraged them to be committed to their education which is the bedrock of success. He also encouraged them to see challenges as opportunities to achieve future goals.

    Accompanying the IGP were Director-General (DG) National Patrol Department, COP Mr. Paul Manly Awini; DG/MTTD, COP Mr. Francis Aboagye Nyarko and DG/Welfare, DCOP Mrs Habiba Twumasi Sarpong, Others include Deputy-Chief Staff Officer, C/Supt Grace Ansah-Akrofi; Director, Counter Terrorism Unit (CTU); C/Supt/Mr A. Abass and Director, Public Affairs Directorate, Supt/Mr Alexander K. Obeng.

    The team was welcomed by the Oti Regional Police Commander, DCOP/Mr Charles Dormamban, together with other Senior Police officers with the Regional Headquarters formation.

  • Akufo-Addo postpones March 3 State of Nation Address


    Deputy Minority Leader has announced that the President, Nana Addo Dankwa Akufo-Addo will no longer deliver the State of the Nation Address on Thursday, March 3, 2022.

    Alexander Afenyo-Markin indicated that the house will be duly informed f the new date.

    Presenting the Business Statement for next week, Alexander Afenyo-Markin said, “In presenting Business statement for this week, an indication was given to this honorable house that the president is expected to deliver the message on the state of the nation on Thursday, March 3. The indicative date given no longer holds. Hon. Member would be duly informed of a date when the president would deliver his address to this house,” he said.

    President Akufo-Addo is expected to address the nation at the beginning of each session of Parliament in accordance with Article 67 of the current 1992 Constitution.

    Akufo-Addo will be expected to present his plans for the next 3 years of his governance.

    This includes government programmes and what strategies the government intends to implement, how to achieve them and also rally the people of Ghana towards accelerated national development and progress among others.

  • NPP should let Fomena MP run unopposed NPP MP



    Okaikoi Central MP Patrick Boamah urged the New Patriotic Party (NPP) leadership to let the MP for Fomena and Second Deputy Speaker of Parliament, Andrew Amoako Asiamah, run unopposed in the party’s primaries.

    According to the NPP member of parliament, Amoako Asiamah has been a great asset to the NPP even though he is in parliament as an independent candidate.

    Speaking on the floor of parliament on February 24, 2022, Boamah said his party must reward this loyalty by offering him his membership of the party back.

    “May the New Patriotic Party recognise your support, contribution to the caucus and return you unopposed to run on the ticket of the NPP. God bless you,” asaaseradio.com quoted Boamah.

    In response to the comments made by the Okaikoi Central MP, the Deputy Minority Leader, James Klutse Avedzi, urged the deputy speaker not to accept the nomination of the NPP since it might affect his chances of being speaker.

    “Mr Speaker, our standing orders are clear that First and Second Deputy Speakers should not come from the same party. So, by accepting that, it’ll draw you into that party, and it’ll be a challenge for you [Fomena MP]. 

    “So, Mr Speaker, [Second Deputy Speaker], reject that one because they have not nominated you; in fact, you’re not a member of the NPP. We [Minority caucus in parliament] nominated you to be Second Deputy Speaker, and it is better you accept our nomination than theirs [NPP] because theirs will draw you into trouble,” he said.

    Some factions of the NPP have alleged that strong members of the party are trying to impose the Fomena MP as a candidate for the constituency in the 2024 elections.

    Amoako Asiamah lost the party’s primaries for the 2020 election. He then registered to stand for the election as an independent candidate, which forced the party to sack him even though he was their incumbent MP.

  • Kenyan teenager jailed over school-fire deaths

    A Kenyan girl has been sentenced to five years in jail for manslaughter over a school dormitory fire that killed 10 of her colleagues.

    The 18-year-old committed the offence in 2017 while aged 14 in her first year of secondary school at the Moi Girls School in the capital, Nairobi.

    The court had heard that she had attempted to take her own life twice before she started the fire in her cubicle.

    The parents and guardians of the girls who died in the fire say the sentence is lenient but are glad justice has been served, local media report.

    Arson has become a common problem at Kenyan boarding schools over the last two decades.

  • MSF workers kidnapped in northern Cameroon

    Armed men in northern Cameroon have kidnapped five people working for Médecins Sans Frontières (MSF), local officials say.

    The abduction of the French medical charity employees took place during an attack in Cameroon’s Far North region that lies between Nigeria to the west and Chad to the east. 

    Militant Islamist groups are known to operate in the area but local officials say there is no evidence of a jihadist attack. 

    Those abducted are three aid workers of Chadian, Senegalese and French-Ivorian nationality, as well as two Cameroonian security guards.Article share tools

  • A country that rents private jets for presidents travels can evacuate citizens from Ukraine – Manasseh

    Investigative journalist, Manasseh Azure Awuni has urged the government to, as soon as possible, make arrangements to evacuate Ghanaians from Ukraine before the ongoing war escalates.

    He said that the cost to be incurred for the evacuation of Ghanaians in order to save their lives should not be an issue for the government since it can afford to hire lavish private jets for presidential travels.

    In a tweet, Azure said “a nation that rents expensive private jets for its president to travel around must be able to evacuate its students from Ukraine.”

    According to the National Union of Ghanaian Students (NUGS), many Ghanaian studentsare stranded in Ukraine.

    NUGS said Ghanaians who have recently returned from Ukraine have informed them that the situation was getting worse for Ghanaians in the country.

    They urged the government to, as soon as possible, evacuate Ghanaians, especially students on government scholarships, from Ukraine.

    Deputy Majority Leader, Alexander Kwamina Afenyo-Markin has said that the government needs E-Levy to be able to evacuate Ghanaians 

    “The call to evacuate Ghanaian citizens from Ukraine will come at a cost. No European country will evacuate our citizens for us. America will not do that. There is going to be pressure on the limited resources that we have…Of course, Deputy Minority Leader, you have not spoken into the microphone, but if you are talking about E-levy, this is the more important reason why we even need it,” Afenyo-Markin said on the floor of parliament.

  • No Ghanaian casualty recorded in Ukraine Deputy foreign affairs minister

    Deputy Foreign Affairs Minister, Kwaku Ampratwum-Sarpong has disclosed that no Ghanaian casualty has been recorded in the ongoing war between Ukraine and Russia.

    According to him, all Ghanaians in Ukraine were safe and will be evacuated at the opportune time. 

    “Currently all Ghanaians are well, nothing has happened to any Ghanaian… but we do not know what would happen tomorrow. 

    “…most Ghanaians have moved to safety, close to the Ukraine border with Poland. If the opportunity comes we will immediately evacuate all Ghanaians from Ukraine,” he said in Twi during an interview with Neat FM, on February 25, 2022, monitored by GhanaWeb. 

    The deputy minister indicated that the government had not started the evacuation because all the borders of Ukraine are closed and Ukraine was currently a no-flight zone.

    He said he understands the cries of Ghanaians for their relations to be moved out of Ukraine for their safety.

    Ampratwum-Sarpong noted that the government has not neglected its responsibility to Ghanaians in Ukraine.

    “The government is actively monitoring the situation and it is receiving briefings on the condition of Ghanaians on a daily basis. We are making contacts, we are doing whatever we have to do to see what is going on and what the government can do to save the lives of Ghanaians,” he added.

    Meanwhile, the National Union of Ghanaian Students (NUGS) has revealed that some Ghanaian students studying in Ukraine are currently stranded and in distress following the conflict between the country and Russia.

    According to NUGS, some of these students who recently returned to Ghana from Ukraine have reached out to them to detail the situation and to seek that they advocate for the evacuation of these students.

    They are, therefore, urging the government to, as soon as possible, put in measures for the evacuation of all Ghanaian students close to the areas of the conflict between Russia and Ukraine.

  • NDC, NPP must come up with a national development plan for Ghana Prof Agyeman-Duah

    Former UN Senior Governance Advisor, Prof Baffour Agyeman-Duah, has urged the two leading parties in Ghana, the NDC and NPP, to work together to come up with a national development plan for the country.

    According to him, having a national document to guide the governance of Ghana will help speed up the development of the country, irrespective of which party is in power. 

    “I wish our two dominant parties can meet and somewhere merge their vision into one complete national vision, so whoever comes to power will be obliged to meet that vision.

    “Whether we like it or not, NDC and NPP are the dominant parties, forget about the others, if they can agree on certain fundamentals, it will be one of the biggest victories,” asaaseradio.com quotes Agyeman-Duah.

    The former UN senior governance advisor said Ghana must take advantage of our democracy to propel the country’s development to improve the livelihood of citizens.

    “The first lesson has been learnt already and enshrined in our constitution, which is the avoidance of dictatorship. But on the development side, which is a critical side, what we can learn from Nkrumah, was his vision of long planning and sticking to it, that vision,” he added.

    Ghana has a National Development Planning Commission whose duty is to advise the president on economic development and develop long-term national development plans for the country.

  • China lifts restrictions on Russian wheat imports

    Hong Kong (CNN Business) â€” China has relaxed restrictions on imports of Russian wheat, a move that could address food security concerns in the world’s second largest economy and ease the impact of Western sanctions on Russia.The decision to allow imports of wheat from all regions of Russia was made during Russian President Vladimir Putin’s visit to Beijing earlier this month, but the details were only announced by China’s customs administration this week. 

    Russia is the world’s top producer of wheat. Previously, China had restricted wheat imports from Russia due to concerns about the presence of dwarf bunt fungus — a disease that can cause severe loss of yield for wheat and other crops — in some parts of the country.China has refused to condemn Russia’s attack on Ukraine, instead repeating calls for parties to “exercise restraint” and accusing the United States of “fueling fire” in the region

    The agreement is the latest in a series of deals between Russia and China, and according to experts, it helps both nations. It helps Beijing secure food supplies at a time when global food prices are already near 10-year highs. Wheat futures jumped by about 5% on the Chicago Board of Trade on Thursday after Russia attacked Ukraine, as the two countries account for about a third of global supply.     The agreement also provides Russia with a secure buyer at a time when exports to other countries might be complicated by financial sanctions or other disruption. 

    “Uncertainty around potential sanctions is beginning to create a potential supply shock,” analysts from Goldman Sachs wrote Thursday in a research report.

    “In our view, until the uncertainty around the rapidly escalating situation is resolved, commodity price risk remains skewed to the upside, with further escalation likely to send European natural gas, wheat, corn and oil prices higher from already-elevated levels,” they said.

    China will likely be “the benefactor” of Russian commodities as other countries pare back on Russian imports, they added.

    The analysts expect Russian commodities and raw materials to be “redirected to China” if the demand from the rest of the world drops significantly on further escalation of geopolitical tensions.

    China’s decision has not gone down well with other countries. 

    On Friday, Australian Prime Minister Morrison slammed China over its “lack of a strong response.”

    “At a time when the world was seeking to put additional sanctions on Russia, they have eased restrictions on the trade of Russian wheat into China…and that is simply unacceptable,” he said at a press conference.

  • Government may not be able to pay salaries in the next 3 months Bagbin

    The Speaker of Parliament made some stark projections for which public sector workers may have to brace themselves.

    According to Alban Bagbin, government may struggle to honour some financial obligations including remuneration of employees in the next three months if critical steps are not taken.

    “This is not to discourage the committee from doing their work. If something is not done within the next three months, the government may not be able to even pay salaries,” he said.

    He made this disclosure to Members of Parliament on Thursday, February 24, 2022.

    It is unclear what constitutes this forecast as the Speaker fell short of giving further details of the “information at my disposal.”

    But this comes amid ongoing consultation by the government to get the controversial Electronic Transfer Levy (E-Levy) bill passed, growing agitation within industrial unions over working conditions and calls for improved standards of living.

    Specifically, on the E-Levy, Majority MPs have cited numerous intervention programmes that may fail to be realised if the estimated ¢7 billion in revenue is not mobilised.

    Speaking on the floor, Mr Bagbin urged the MPs to exhibit leadership towards augmenting the oncoming challenge in remuneration.

    “So we have to take leadership. We have to do a lot of things,” he encouraged.

  • The Ukraine crisis is a major challenge for China

    Hours before Russian President Vladimir Putin announced a military operation in eastern Ukraine, the US accused Moscow and Beijing of combining to create a “profoundly illiberal” world order. 

    Yet State Department spokesman Ned Price also said that this was an opportunity for China to use its leverage with Russia to pull back Vladimir Putin, given the new “no limits” pact he signed with China’s leader Xi Jinping on the same day as the Winter Olympic opening ceremony.

    “You will have to ask the PRC whether they have used their own considerable influence with the Russian Federation to that end,” Mr Price said at a press briefing. 

    The Ukraine-Russia crisis is posing a major challenge for China on many fronts. 

    The ever-closer diplomatic relationship between Russia and China could be seen at the Winter Games with Mr Putin coming to Beijing as one of only a handful of known world leaders to attend. 

    Significantly, Mr Putin waited until just after the Games were over to recognise the two breakaway regions of Ukraine and send in troops to back them. 

    In its public pronouncements, the Chinese government has urged all sides to de-escalate tensions in Ukraine. 

    More recently, China’s Foreign Minister Wang Yi discussed the situation with US Secretary of State Anthony Blinken, acknowledging that things were “getting worse” and repeating calls for “all parties to exercise restraint”. 

    But now that Russia has dispensed with all such restraint, where does that leave China’s official position as clashes escalate?

    The Chinese government thinks it cannot be seen to support war in Europe but also wants to strengthen military and strategic ties with Moscow. 

    Ukraine’s number one trading partner is China and Beijing would ideally like to maintain good relations with Kyiv but this could be difficult to sustain when it is clearly so closely aligned with the government which is sending its troops into Ukrainian territory.

    There is also the potential for trade blowback on China from Western Europe if it is judged to be backing Russia’s aggression. 

    Furthermore, a constant refrain from China’s leaders is that it does not interfere in the internal affairs of others and that other countries should not interfere in its internal affairs. 

    But as former US intelligence officer John Culver has posted on Twitter: “Russian annexation of portions of Ukraine, or invasion and seizure of Kiev, violate China’s position that sovereignty is sacrosanct.” 

    Joining the dots

    For the Communist Party, what will worry it most is where that may leave its own people and their world view.

    For this reason, it is manipulating and controlling talk about the Ukraine situation in the press and social media.

    It wasn’t going to be long before Taiwan was dragged into the mix.

    The self-governing island is seen by the Party as essentially a rogue province that must be unified with the mainland. 

    On Weibo, China’s version of Twitter, Chinese nationalists have used Russia’s invasion of Ukraine to call on their own nation to follow suit with comments like: “It’s the best chance to take Taiwan back now!”

    When the Chinese government rejected the imposition of sanctions on Russia in recent days it knew it could face similar treatment if it moves to seize Taiwan by force, in what would be a bloody, costly exercise. 

    Foreign Ministry spokeswoman Hua Chunying told a regular press briefing in Beijing that China has never thought that sanctions were the best way to solve problems. 

    A constant refrain from China’s leaders is that it does not interfere in the internal affairs of others

    But if Chinese citizens start joining the dots with Russia’s justification for invading Ukraine and applying it to their own country, this could upend the Chinese government’s entire explanation for its current borders.

    Vladimir Putin says he’s liberating Russian speakers inside Ukraine. What of the ethnic Mongolians, Koreans, Kyrgyz and the like who are now part of China? More potentially explosive for Beijing, what if Tibetans or Uyghurs renew calls for greater autonomy or even independence?

    That this does not happen is more important to Xi Jinping’s administration than anything. 

    Given that, you only have to look at the remarks on Chinese social media to see the direction the Party’s media is driving the population in terms of the way it should view Mr Putin’s moves in Eastern Europe. 

    The state press has its own accounts on Weibo and controls the responses to its posts about Russia and Ukraine. 

    Here is a flavour of the comments: 

    “I support Russia, oppose US. That’s all I wanna say.” 

    “America always wants to create mess in the world!” 

    While there are also a lot of people calling for peace, posts attacking the US are being heavily promoted. 

    In terms of Chinese people actually questioning Russia’s ambitions in Ukraine, you have to seek out individual Weibo accounts not connected to the Party media threads. 

    One writes: “I don’t understand why so many people support Russia and Putin. Is invasion to be seen as justice? We should oppose any form of war!” 

    According to another: “Putin recognises the independence of Ukraine separatist regions, which is obviously interfering in the domestic affairs of another country.” 

    And there you have it. That last post is expressing precisely the conclusion which Beijing does not want its people coming to.

    It is the essence of the minefield the Chinese government is walking through.

    Inside Ukraine, China’s embassy has sent out a message to Chinese citizens living in the country now locked in a major war.

    It has recommended that people post a Chinese flag on their car and “help one another out” while showing “China’s strength”.

    Asked if what is occurring right now in Ukraine amounts to an invasion, Foreign Ministry spokeswoman Hua Chunying told a press conference that the “historical context is complicated” and that the current situation is “caused by all kinds of factors”.

    There is a major upheaval unfolding in Europe. Xi Jinping has some big choices to make in terms of how his country will deal with it.

  • Ukrainian men banned from leaving country

    All Ukrainian men aged between 18 to 60 are now banned from leaving the country, Ukraine’s state border guard service (DPSA) says.

    It adds the measure is aimed at “guaranteeing Ukraine’s defence and the organisation of timely mobilisation”.

    The temporary ban will remain in force for the duration of martial law declared on Thursday morning.

  • What would Swift sanctions mean for Russia?

    President Joe Biden and German Chancellor Olaf Scholz have both said that cutting Russia off from the global banking system, Swift, is not being proposed right now.

    But what would happen if it was? 

    Excluding Russia from Swift would risk severe repercussions for banks that are owed money – either now or in the longer term.

    This is particularly true in Germany, which has deep financial ties with Russia and feels it has done its share of economic sacrifice by suspending certification of the Nord Stream 2 pipeline. 

    Although being de-Swifted would be disruptive for Russia, there is an alternate system – called CFPS – that Russia set up after it annexed Crimea in 2014. Similarly, China has also set up a secondary system, CIPS. 

    Expelling Russia would probably only push it closer to China and play into the hands of the Xi administration, which is keen to “de-dollarise” the world’s financial architecture. This would accelerate that trend and ambition.

  • Three arrested with an AK47 rifle, 90 live ammunition in an intelligence-led operation

    Officials of the Ghana Police Service have arrested three(3) people for illegal possession of firearms.

    The intelligence-led operation was conducted at Tema Community 25 and Dansoman on February 21, 2022, which led to the retrieval of some weapons and ammunition.

    Tema Community 25 led to the arrest of suspect Abdul Razak, aged 46 years, for possessing a firearm without lawful authority.

    Police retrieved an AK47 assault rifle, 90 rounds of live AK47 ammunition, 4 rounds of 17mm ammunition, a machete and a rubber pistol in a search at his hideout.

    In a separate intelligence-led operation in Dansoman, suspects Hamza Yakubu and Mubarak Yakubu were also arrested.

    A search conducted on them led to the retrieval of one pump action gun and a pistol.

    All three suspects have since been put before the court.

    “We live in a society where everybody thinks that this is the responsibility of this person or the responsibility of this institution, neglecting the roles and responsibilities invested in us. We should have a strong institution that is supposed to ensure that these things really work well.

    If you talk about the key people that are indiscriminately selling across areas that they are not supposed to do, what has been the environment that has been created for these individuals to enjoy that sort of economic benefit? Are there places for them to go and have that alternative work that they can do? These are all questions we should be asking ourselves,” he said.

    Mr. Ali Ibrahim also called on the government to introduce innovative ways of strengthening institutions to enforce laws that speak against the destruction of public properties

    “We need innovative ideas from the government to come in and make sure that that gap is filled and give institutions the strength to be able to enforce some of these laws and that is how we have some of these impunities in our systems.

    The society will move the way we want until some of these things are trashed out, we might not be able to have a balanced environment for us to be able to investigate and ensure that people that are flouting these rules are brought to book,” he added.

  • World leaders respond to Ukraine invasion, as fresh sanctions await Russia

    (CNN) â€” As the world comes to terms with Russia launching a military attack on Ukraine, attention turns to how the international community will respond and how far it will go in punishing Vladimir Putin. 

    German Chancellor Olaf Scholz called the attack a “reckless act by President Putin” and a “terrible day for Ukraine and a dark day for Europe.” He added that the EU, G7 and NATO would coordinate closely on Thursday.

    European Union Commission President Ursula von der Leyen called Russia’s actions a “barbaric attack” and said she will present EU member states with “massive and strategic” sanctions against Russia for approval later today. “These sanctions are designed to take a heavy toll on the Kremlin’s interests and their ability to finance war. And we know that millions of Russians do not want war,” she added. British Prime Minister Boris Johnson is also expected to announce a fresh package of sanctions. He tweeted on Thursday morning that Russia’s actions were “a catastrophe for our continent.” 

    French President Emmanuel Macron, who has led many of the diplomatic efforts to deescalate, reacted by saying “France stands in solidarity with Ukraine. It stands with Ukrainians and is working with its partners and allies to end the war.”

    While Europe has largely stood united, there has been a notable silence from Hungarian leader Viktor Orban, who has a close relationship with Putin and has behind the scenes been accused of disrupting Europe’s unity in response to the crisis.

    NATO and European security sources have previously told CNN that the US has been coordinating the unified response to the crisis and will likely take the lead today as the International community is expected to dramatically increase sanctions on Russia. 

    Western allies around the world have also committed to work with their partners in response to Russia. Japanese Prime Minister Fumio Kishida has said the “situation is tense. We will continue to work in collaboration with the international community, including the G7 nations.”

    Australian Prime Minister Scott Morrison has said Ukraine has his country’s “unwavering support.”

    In Africa, the response was muted with only a handful of governments on the continent speaking out in the aftermath of the attacks.

    “The Nigerian position is that dialogue should be prioritized over force,” a spokesman for President Muhammadu Buhari told CNN Thursday. 

    South Africa said the ongoing crisis “could have regional and global ramifications” if allowed to deteriorate.”All parties have much to gain from a negotiated outcome and much to lose from unnecessary and violent conflict,” the country’s Minister of International Relations and Cooperation, Dr Naledi Pandor, said in a statement.

    Uncomfortably for Putin, China has not expressed particular support for Russia. China is Putin’s only major ally and has in recent years developed a close relationship with Russia, supporting it at the UN. 

    However, China has thus far refused to criticize Russia and said it would begin importing Russian wheat, a move that could ease the impact of Western sanctions on Russia. 

    China’s ambassador to the UN, Zhang Jun, only went so far as saying all parties needed “stay cool headed and rational,” he added that it was “especially important at the moment to avoid fueling tensions.”Governments all over the world are currently holding meetings to discuss how far sanctions should go against Russia in response to this huge escalation. 
    A first wave of sanctions came from the US, EU and UK on Tuesday, though they were limited in scope and criticized for not going very far. It is very likely that fresh sanctions will go further and will target Russia’s broad economy in a less compromising manner, possibly going so far as hitting Putin’s personal wealth directly.

    The Communications Director of the Ghana Football Association(GFA), Henry Asante Twum has said that he feels sorry when watching the Ghana Premier League (GPL) on television.  

    Henry Asante Twum explained that poor nature of pitches used by GPL clubs fill him with so much angst. 

    He admitted that the situation makes marketing the league challenging.  

    “I feel sorry sometimes seeing some of our league matches on TV because the pitches are very poor, and the optics don’t look good on TV.” 

    “Maybe we need to find a way to keep our pitches in healthy condition because it affects our product in terms of marketing,” he added.  

    2021, CAF fined Hearts of Oak $5,000 for using a substandard venue for CAF Champions League playoff against CI Kamsar.  

    Currently, there are no FIFA standard pitch in Ghana. CAF has given the GFA a conditional approval of the Cape Coast stadium to host Nigeria for the 2022 FIFA World Cup playoffs in March 2022.

    The Inspector-General of Police (IGP), Dr. George Akuffo Dampare, has said the Asantehene, Otumfuo Osei Tutu II, has been a symbol of peace, unity and development of the country.

    He prayed that God will continue to grant the King abundant wisdom and strength to do more for his people and nation.

    “He has been a symbol of unity and development of our country and I pray God will continue to give him the strength and wisdom to deliver what is best for his people and country,” Dr Dampare said.

    The IGP stated these when he received the Otumfuo Commemorative Gold Coin at his office in Accra on Tuesday, February 22, 2022.

    Dr Dampare gave the assurance that the police would continue to discharge their constitutional mandate to ensure that the country was peaceful.

    That, he said, would enable the people to undertake their lawful activities.

    “We will continue to do our best with team spirit so as to maintain the peace, and to protect lives and property,” he said.

    The IGP called for support from all Ghanaians for the police, “so that we will be able to arrive at our destination.”

    He added that it was the aim of the members of the police management to leave the service in a better capacity than they came to meet it.

    Dr Dampare thanked the E ON 3 Group and Otumfuo Osei Tutu II for the honor done him with the presentation of the coin.

  • Ghanaian students in Ukraine cry for evacuation following tensions

    The National Union of Ghanaian Students (NUGS) has revealed that some Ghanaian students studying in Ukraine are currently stranded and in distress following conflict between the country and Russia.

    This follows brewing tensions in the last few days over attacks from Russia on Ukraine, in what many fear could be the beginning of the Third World War. 
    Russia is demanding for an end to NATO’s eastward expansion, which will affect Ukraine, a former Soviet republic. 

    In a statement, NUGS explained that some Ghanaian students have already began fleeing the country for fear of their lives in the face of escalations of the conflict. 

    According to NUGS, some of these students who recently returned to Ghana from Ukraine have reached out to them to detail the situation and to seek that they advocate for evacuation of these students. 

    They are therefore, urging the government to as soon as possible, put in measures for the evacuation of all Ghanaian students close to the areas of the conflict between Russia and Ukraine.

    “As conflict escalates within the region, governments of countries across the world are prioritizing the evacuation of their citizens from the area, to forestall harm to their citizens. Currently, a number of students have fled the region, showing growing insecurity and fear among our students. 

    “Some of those students including Chapter Executives of NUGS in Ukraine have touched down and made contact with the National Secretariat of NUGS, advising that urgent steps be taken to ensure the safety of their colleagues still in the region,” parts of the statement said.

    Meanwhile, reports in the international media have indicated that Russia has begun invading Ukraine. Russian troops for months have been camping at the borders of Ukraine. 

    Since the attacks began countries including the United States and European Union have hit sanctions on Russia and the UN Secretary-General Antonio Guterres has said that the world is “facing a moment of peril” over the Ukraine-Russia crisis.

    Importers now have a 30% discount on general goods and a 19% discount on imported vehicles into the country.

    The benchmark values on imports have been reduced from 50% to 30% on general goods and 30% to 10% on vehicles.

    The reduction comes after a consensus between Finance Minister Ken Ofori-Atta and the Ghana Union of Traders Association (GUTA), Association of Ghana Industries (AGI), Institute of Freight Forwarders the Ghana Revenue Authority.

    The Ghana Revenue Authority in January announced the reversal of benchmark values on imports.

    But the trading community vehemently hit against it, saying it would increase general prices of goods and services in the country.

    However, President Nana Addo Dankwa Akufo-Addo ordered the GRA to halt the suspension and allow for stakeholder engagements to be done.

    The Ghana Revenue Authority (GRA) suspended the implementation of the reversal of discounts on benchmark values until further notice.

    In a statement issued on Thursday, January 13, 2022, the authority said the decision was to enable further engagements with all the relevant stakeholders.

    According to Joy Business reports, after the consultative meetings, it emerged that government might implement the new adjustments in March 2022 as preparations are underway for a final announcement.

    “Traders are very happy that the government listened to our concerns. In the end, the business community both GUTA and the AGI has been compensated and the consuming public not surcharged,” the Finance Minister said.

    The government introduced the benchmark value reduction policy in 2019, in accordance with the World Customs Organisation policy of regular review of valuation database.

  • Ghana is ‘broke’, support E-Levy Ken Ofori-Atta

    Minister of Finance, Ken Ofori-Atta, has admitted to the dire economic challenges Ghana is faced with. 

    According to him, the nation currently is unable to undertake or continue developmental projects, implement salary increments due to a lack of funds. 

    Making his submission at a Government Town Hall meeting in Wa on Monday, February 21, Ken Ofori-Atta underscored the need for Ghanaians to accept the Electronic Transactions Levy (E-Levy) in order for government to fill revenue gaps and increase development.  

    “I look at teachers and civil servants for example, and I will be the first to admit that the salaries are indecent, nobody will argue with that. At the same time, it is 60 percent of all the revenue we collect from 700,000 people [go into salary payment,] that is also a fact,” Ken Ofori-Atta stated. 

    “So yes, there is a legitimate demand for more and there is a legitimate reality that there is no money. So, what do we do as a society? Then you ask me to give you more salary, which is fine, then I say, but it is your colleague civil servants who collect the money, so how can you responsible for collecting the money, not collect it and then tell me to give you the money. That will be another issue,” he added. 

    Since the announcement of the E-Levy, government has insisted the tax measure is necessary to generate some GH¢6.9 billion in revenue for Ghana in 2022.
    Although a decision to approve the E-Levy is yet to materialize in Parliament, the Minority caucus has vowed to kick against approving the E-Levy citing it will place more hardship on the ordinary citizen. 
    Also, a cross-section of the public has bemoaned the introduction of the tax measure. 

    The E-levy is a new tax measure introduced by government in the 2022 Budget on basic transactions related to digital payments and electronic transactions aimed at widening the tax net and increasing revenue. 

    The tax measure, if approved, would place a charge of 1.75 percent on all electronic transactions that are more than GH¢100 daily (24 hours).
    This will cover mobile money payments, ATM withdrawals, inward remittances among others.

  • Uganda’s proposed new law will see anti-vaxxers face fines or six months in jail

    Uganda has proposed steep penalties for anti-vaxxers in a new bill being studied by parliament, as the country doubles down on its Covid-19 vaccine mandate.

    A parliamentary health committee said Tuesday it was considering proposed legislation to fine or imprison unvaccinated people in the East African country of around 45 million people.”Parliament’s Committee on Health has started the consideration of the Public Health (Amendment) Bill, 2021 that among other things seeks to ensure mandatory COVID-19 vaccination,” the parliament said in a statement on its website.

    “According to the proposal, those who do not get vaccinated against Covid-19 will be fined Shs 4 million (around $1,137) or a jail term of six months.”Uganda has administered around 16 million Covid vaccines since it began inoculation against the virus in March last year. But the country has grappled with a series of lockdowns to manage the pandemic amid misinformation and hesitancy towards Covid vaccines by anti-vaxxers.

    Uganda reopened for business last month after two years of severe containment measures which had seen schools and trading activities shut down. More than 15 million Ugandan students had their education disrupted by the two-year lockdowns, which the United Nations described as the longest disruption of educational institutions globally due to the Covid pandemic.

    Speaking to members of parliament on Monday, health minister Dr. Jane Ruth Aceng said the proposed fine of 4 million Ugandan shillings was an amendment to the current fine of 2,000 shillings ($0.57). 

    Aceng added that the bill seeks to “protect the vulnerable” and “create mass immunity.”

    “When we introduce new vaccines, we need to get a mass of people so we create mass immunity. It is important that whoever is supposed to be vaccinated, is vaccinated,” Aceng was quoted in the parliament’s statement.Uganda has recorded more than 163,000 cases of coronavirus and 3,500 deaths, according to government figures.

    The parliament said its health committee “has commenced interacting with different stakeholders to enrich the bill,” but no timeline was given for its endorsement of the legislation.

  • Russia slams UN chief for comments on eastern Ukraine

    Russia has sharply criticized statements by UN Secretary-General, António Guterres, on the situation in embattled eastern Ukraine.

    “To our great regret, Guterres bowed to pressure from the West and made several statements on the events in eastern Ukraine that do not correspond to his status and powers under the UN Charter,” Russia’s Foreign Minister, Sergei Lavrov, said on Wednesday.

    Guterres has to maintain neutrality and is “always obliged to advocate direct dialogue between conflict states,” Lavrov said.

    Guterres had condemned Russia on Tuesday for the escalation in the Ukraine conflict and called for respect for international law.

    “When troops of one country enter the territory of another country without its consent, they are not impartial peacekeepers, they are not peacekeepers at all,” Guterres said in New York in a rare open criticism of a UN veto power.

  • WHO accuses firms of unethical marketing of baby formula

    The World Health Organization and UNICEF, accuse formula milk companies of targeting pregnant women and young mothers with unethical marketing practices, in a study released on Wednesday.

    Misleading and scientifically unsubstantiated messaging is used to convince mothers to give babies formula, instead of breast milk, according to the report. The industry was worth $55 billion in 2019.

    While breastfeeding rates have slightly increased in the last 20 years, the revenue of formula milk producers has almost doubled in the same time frame.

    There are around half a dozen large firms, Nigel Rollins from the WHO department responsible for maternal and child health told dpa.

    He said their practices are similar, but did not name individual companies.

    Only 25 countries have widely implemented a 1981 code of conduct on baby food marketing, the WHO reported in 2020.

    The report says companies started or infiltrated mothers’ groups on social media to promote baby formula, and provided health workers with dubious information at conferences or in brochures, which they then passed on to mothers.

    This false information included claims that babies sleep longer with formula, breast milk loses quality over time and that certain products could prevent allergies.

    According to the WHO, there are lifelong benefits to breastfeeding for the first months of life, including reducing the risk of cardiovascular disease, obesity and diabetes, as well as reducing the breast cancer risk in mothers.

  • NABCO trainees should demonstrate for a month Ken Agyapong

    Assin Central Member of Parliament Kennedy Agyapong has urged trainees of the Nations Builders’ Corps (NABCo) to demonstrate for a month to get the government’s attention.

    Kennedy Agyapong lamented the inability of the government to pay the trainees since it can afford to pay parliamentarians who earn way more than the trainees.

    “Anytime I travel, and I get to the airport, I get these young men and women coming to me that I should plead on their behave, that they have out been paid.

    “You (government) get money to pay GH¢20000 to parliament, but you don’t have money to pay them… I support them; they should demonstrate for about a month straight for the government to sit up and pay them,” he said in an interview on GTV monitored by GhanaWeb.

    He said the government should not behave like the opposition National Democratic Congress by failing to honour its promises to the trainees during the 2020 elections, which helped it retain power.

    “The government has to pay them; you made propaganda with them … At least these students and workers who were employed their transportation costs are not paid by the government. They find any means necessary to get to work so the government has no excuse whatsoever to say you are not going to pay them,” he said.

    Meanwhile, the Chief Executive Officer of the Nation Builders Corps (NABCo) programme, Dr Ibrahim Anyass, has urged trainees to remain patient as the government works to secure them permanent employment.

    According to Dr Anyass, the government has been faithful to the trainees throughout the three years of the programme despite the challenges faced, myjoyonline.com reports.

    He has therefore urged the trainees to refrain from activities that will derail the government’s efforts to get them permanent jobs.

  • Road Crashes: 232 deaths recorded in January 2022

    A total of 232 deaths were recorded from road crashes in January 2022 as against 244 in January last year, representing a 4.92 percent decrease in deaths recorded within the same period. 

    The deaths involved 179 males and 53 females with 34 of them being below the age of 18 and 198, above 18 years.

    The Ashanti region recorded 44 deaths making it the region with the highest number of deaths, followed by the Greater Accra Region with 31 deaths.

    The Eastern and Western North Regions both recorded 25 deaths.

    The remaining regions had their number of deaths being less than 20, with the Northeast region recording no death.

    In all, 1,237 road crash injuries were captured within January 2022 whilst in January last year, the number of injuries stood at 1,393.

    This figure represents a decrease of more than 11 percent of road crash injuries.

    Road crashes recorded in 2022 were 1,271, representing an increase of 3.84 percent compared to 1,224 crashes in January 2021. 

    The Greater Accra Region recorded the highest number of road crashes with 463 crashes, followed by the Ashanti Region with 298 crashes.

    The Eastern Region recorded 115 crashes.

    The remaining regions had their recorded number of crashes below 90 with 6 as the least number of crashes recorded in Oti and the North East region.

    Out of the number of crashes recorded in January 2022, 707 of them were commercial vehicles whilst in January 2021, 747 of the crashes involved commercial vehicles, representing a decrease of 5.35 percent. 

    In the case of road crashes caused by private vehicles, 972 cases were recorded whereas, in January 2021, 837 private vehicles were involved in the crashes, representing an increase of 16.13 percent of road crashes involving private vehicles in January 2022. 

    In an interview with the Ghana News Agency on Thursday, Mr. David Osafo Adonteng, Director in charge of Planning and Programming at the National Road Safety Authority (NRSA), said a lot of efforts went into reducing the crashes, especially during the latter part of 2021 to the early part of this year. 

    Mr. Adonteng attributed the reduction in figures to the “stay alive” campaign dubbed: “Gyai obonsam edwuma no”. 

    He said the campaign sought to bring Ghanaians together to advocate for change in road user behaviour and to remove anxiety among policy initiators, developers, and implementers.  

    Mr. Adonteng expressed worry about the increasing activities of motorcycle riders on the road, saying “Out of the number of deaths recorded in road crashes, over 42 percent of the deaths come from motorcycle and tricycle users.”

  • Dont fall victim to enticing adverts of fake Medical Schools Professor Nyame warns public

    Professor Paul Kwame Nyame, Chairman of the Governing Board of the Medical and Dental Council(MDC) has warned the public about the proliferation of unaccredited Medical Schools in the country putting out enticing adverts.

    He is concerned about the phenomenon and warns the public especially prospective medical students not to fall victim to such adverts as the institutions are not accredited by the Medical and Dental Council.

    “It is advisable for aspiring Medical and Dental students to check with the Council the accreditation status of the schools they intend to attend. I say this because people put out adverts for new Medical Schools who have absolutely no accreditation with the Medical and Dental Council and are inviting students to apply. Please check with the Medical and Dental Council first”, he warned.

    The MDC Board Chairman however underscored the need for private participation in the establishment of more Medical Schools to churn out the requite manpower to meet the health needs of the country rather than training them abroad.

    “It may be desirable to expand the existing Medical Schools by providing them with the necessary facilities to match the projected increase in intake and also consider establishing new Medical Schools. Let us all work towards the national solution to ensure good standards. In this venture, private participation should be welcome and encouraged. However, it should be remembered that the necessary processes for recognition especially from the Medical and Dental Council must be satisfied and scrupulously respected”, he stressed at the induction ceremony of 454 newly qualified medical and dental practitioners from nine institutions.

    The training institutions include the University of Ghana Medical and Dental Schools, Kwame Nkrumah University of Science and Technology, School of Dentistry, Kumasi, University of Cape Coast, School of Medical Sciences, Family Health University College, University of Health and Allied Sciences, School of Medical Sciences, Ho, Accra College of Medicine and University of Development Studies, School of Medicine and Health Sciences, Tamale.

  • Alban Bagbin unhappy with Parliament’s Select Committees slow working pace

    Speaker of Parliament, Rt. Hon. Alban Bagbin has urged Parliamentary Select Committees to speed up their various committee works as the constitution demands.

    According to him, the committees have failed to present their reports before the house at the end of each session as provided in the Standing Orders.

    In a formal communication by the Speaker of Parliament to the house on February 22, Mr Bagbin said that since the beginning of the new session, no report had been brought to the house for debate and consideration, which is really affecting both parliamentary and government businesses.

    “I have noted the slow pace of work that has unfortunately characterized the conduct of activities of Parliamentary committees, and that has limited our parliamentary functionality as a parliament. It has become apparent that the problem of undue delay on Committee work appears to be plainly among several committees of Parliament. This has led to a situation where some bills and other matters served to the various committees have stalled.”

    The Speaker called on the leadership of Parliament and the clerks to each committee to collaborate to make sure that Committees comply with reporting timelines to facilitate the smooth conduct of business in the house.

    He stated that article 103 of the 1992 Constitution states clearly that parliamentary committees are to investigate and inquire into the activities of administrations, departments and ministries as Parliament may determine.

    He, therefore, cautioned the committees to work hard and strengthen as an equal arm of government and discharge their functions and duties efficiently and effectively to achieve the vision of a model parliament for another parliament to study.

  • Two in critical condition in gory accident at Okponglo

    Two persons have sustained serious injuries and are in critical condition following an accident that occurred at Okponglo at Legon Tuesday night.

    The accident occurred after a tipper truck coming from Madina hit a Kia Rio saloon car which also run into a Kia Picanto and an Opel Hearse van all coming from the same direction.

    Eyewitnesses say the crash occurred due to malfunctioning traffic lights at Okponglo near the Legon Sports Stadium.

    Drivers of both Kia Rio and Picanto were immediately rushed to the Legon Hospital.

    The Tipper Truck driver was nowhere to be found after the crash.

    Police officers from the Legon Police station rushed to the scene and cleared the area for the free flow of traffic.

  • Iranian ​husband beheads teenage wife, shocking the country

    The beheading of a 17-year-old girl​,​ allegedly by her husband​, in ​western Iran’s Khuzestan province last week has once again raised concern over ​the country’s laws around murder and gender-based violence.

    Iran’s official Islamic Republic News Agency (IRNA) referred to the alleged murder as an “honor killing.”

    ​A video began circulating showing the husband, Sajjad Heydari, walking in the provincial capital of Ahvaz while smiling and carrying his wife’s severed head, IRNA reported. Local authorities have confirmed that widely shared images that purport to be Heydari are from the same incident, a source with knowledge of the statements told CNN.

    The video, seen by​ CNN, showed Heydari holding a knife in one hand and ​the girl’s head in another.

    CNN has not been able to reach Heydari or his family, and it is unclear whether he has an attorney. In an interview published in Iran’s semiofficial Fars news agency, Sajjad’s mother is quoted as saying her son had threatened to kill his wife previously and was responsible for her killing.

    The girl, who has been identified ​as “Mona” by IRNA, and as “Ghazal” by Fars — who reportedly spoke with the husband’s family — had fled to Turkey four months before being persuaded to return to Iran by her father, according to an interview with the girl’s mother-in-law, published on Fars.

    ​The girl was 12 years old at the time of her marriage to Heydari, according to IRNA.

    In an interview with the girl’s father, published Tuesday in Fars, he is quoted as saying that he had obtained a legal certificate allowing his daughter to be married. The minimum age of marriage in Iran is 13 for girls and 15 for boys. CNN has been unable to confirm Sajjad Heydari’s age.

    ​She returned from Turkey on Friday, according to Fars, and was killed soon after.

    Heydari was arrested, along with his brother, who ​allegedly helped him commit the crime, prosecutor Abbas Hosseini Pouya told Fars.

    “The accused will definitely be dealt with severely,” Pouya told Fars.
    Those who published and shared the video ​may also face arrest, Pouya said.

    The incident has prompted Iran’s government to push forward a review of a draft law that aims to protect women against domestic violence, Ensieh Khazali, the vice president for Women’s and Family Affairs, a cabinet-level position, said in a tweet, according to IRNA.

    “The judiciary is determined to inflict the most severe punishment on ​(the killer and a suspected accomplice) in accordance with the law,” Khazali said.
    For years, Iranian women​’s rights activists have campaigned for ​such a law to prevent “violence against women and prosecute their abusers,” Human Rights Watch (HRW) said in 2020.

    The draft law has “a number of positive provisions” HRW said, including the creation of restraining orders and the formation of a committee to “draft strategies and coordinate government responses to violence against women.

    “The law would also require prejudicial mediation in domestic dispute​s that involve a father or a husband.

    But the law still “falls short of international standards,” HRW said, adding that it “does not criminalise some forms of gender-based violence, such as marital rape and child marriage.”

    Hadi Ghaemi, executive director of the New York-based Center for Human Rights in Iran ​(ICHRI), said that “the beheaded child bride…might be alive today if Iran’s government had enacted laws against the cruel practice of child marriage, and protections against domestic violence.”

    The crime comes only two years after another high profile “honor killing,” ​in which a 14-year-old was ​allegedly killed by her father with a sickle after she ran away from her family home in northern Iran’s Talesh County with a 29-year-old man.

  • Russian foreign minister concerned about shelling in eastern Ukraine

    Russia is “very concerned” about increased shelling in eastern Ukraine, according to Foreign Minister Sergei Lavrov.

    Weapons are being used that are banned under the Minsk peace plan, Lavrov said in Moscow on Friday. The Organization for Security and Co-operation in Europe (OSCE) also noted increased violations of the agreed ceasefire.

    Ukrainian government troops, equipped with weapons and ammunition by the West, are facing Russian-backed separatists there. The sides blame each other for the flare-up of violence.

    Lavrov accused the Ukrainian government of sabotaging the Minsk peace plan. At a meeting with his Greek counterpart Nikos Dendias in Moscow, he criticized the OSCE for not naming Kiev as the initiator of the violence. Shooting is also taking place from the separatist areas.

    In an interview with Russian state television, Lavrov once again said that Moscow had no plans to invade Ukraine. It was Western “propaganda, fake news and made-up,” he said. “The main thing is that the authors of these fakes believe in what they say themselves. They like that,” Lavrov said. “It evokes a laugh.”

  • UN chief warns of ‘catastrophic’ consequences of conflict in Ukraine

    UN Secretary-General, Antonio Guterres, used his opening speech at the Munich Security Conference on Friday to warn against conflict in Ukraine, saying it was “high time to seriously de-escalate.”

    “With a concentration of Russian forces around Ukraine, I am deeply concerned about heightened tensions and increased speculation about a military conflict in Europe. I still think it will not happen. But if it did, it would be catastrophic,” he said.

    “I am often asked whether we are in a new Cold War. My answer is that the threat to global security now is more complex and probably higher than at that time,” he said.

    “During much of the Cold War, there were mechanisms that enabled the protagonists to calculate risks and use back-channels to prevent crises. Today, many of those systems no longer exist and most of the people trained to use them are no longer here with us.”

    Just prior to Guterres, conference chair Wolfgang Ischinger described this year’s edition as “the single most importance conference” during his 14 years in charge of the meeting. The world was faced, he said, with a “rising tide of mutually reinforcing crises.”

    Ischinger said he regretted that Russian representatives were not at the conference, and welcomed the participation of Ukrainian President Volodymyr Zelensky, at which point many delegates in the hall clapped.

    Known by now as one of those diplomats who make it more than just a point to live and love the ways of Ghana, its people and its beautiful culture, the French Ambassador to Ghana, Anne Sophie-Avé, has endeared to many hearts with her’ style.’

    This, among other things, has been recognized by the chiefs and people of Begho in the Bono Region, who have bestowed a new traditional title on her. 

    According to an adomonline.com report, the diplomat was installed as the Nkosuahemaa (Development Queen) of Begho, under the stool name “Nana Benneh III.”

    This installation coincided with the Ambassador’s ‘Meet and Connect’ initiative that took her and her team to Kumasi and some parts of the Bono region. 

    Anne Sophie-Avé explained that the initiative was birthed out of the hospitality she enjoyed from Ghanaians since her appointment as the French Ambassador to the country. 

    “I decided to embark on a ‘Thank You’ tour to show my appreciation and also meet and connect with the youth in Kumasi and Sunyani.

    “The only way you can get to know a country is by being in contact with the youth, as they are the ones who will shape tomorrow,” she said. 

    As part of the visit, she donated items such as stationery, footballs and other items to the people of Begho, where she was eventually installed “Nana Benneh III.”

    Akosua, which is the Ambassador’s adopted Ghanaian name, is reported to have also visited the Twene Amanfo Senior High School in Sunyani, as well as visiting the Pro-Vice-Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST). 

    She also made time to interact with the leadership of the National Union of Ghana Students (NUGS-KNUST), where she received an honour for her dedicated, loyal and faithful service to Ghana.

  • 34 killed as cholera epidemic spreads in Cameroon

    At least 34 people have died so far in a cholera epidemic that is sweeping the Central African nation of Cameroon, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said on Monday.

    The epidemic has hit at least four regions, including the Littoral region where the commercial capital Douala is located. In the Southwest region, 28 people have died, and 1,055 others infected.

    There are 77 cases and four deaths in the Littoral region, the South region has 52 cases and two deaths and the Far North region has reported eight cases, OCHA said.

    Cholera cases were first reported in localities in the Littoral and Southwest regions of the country in early January.

    Last week, Cameroon’s Minister of Public Health Malachie Manaouda urged people to stay hygienic and report any infections to the hospital.

    Outbreaks of the water-borne disease occur regularly in Cameroon, mainly due to poor sanitation and a lack of access to clean drinking water.

    Cholera, which is spread by ingesting fecal matter, causes acute watery diarrhea and can kill within hours if not treated.

  • Queen cancels virtual engagements as she is still experiencing mild Covid symptoms

    London (CNN) — Britain’s Queen Elizabeth II canceled her planned virtual engagements on Tuesday as she continues to suffer from mild Covid-19 symptoms, Buckingham Palace has said.

    The palace announced Sunday that the 95-year-old monarch had contracted the virus.

    “As Her Majesty is still experiencing mild cold-like symptoms she has decided not to undertake her planned virtual engagements today, but will continue with light duties,” the palace said. 

    Light duties likely refer to her head of state responsibilities such as reading and answering documents and letters, which she receives daily in her famous red despatch boxes.

    A source close to the palace told CNN that the Queen’s further engagements over the coming week will be decided upon nearer the time.Concern for the Queen’s health has been renewed given her advanced age and health issues late last year. However, she has continued to work since Sunday despite testing positive for the coronavirus, issuing a message of condolence to the people of Brazil over flooding in the country on Monday. 

    The Queen’s diagnosis is the latest Covid case to hit the royal household. Her eldest son and heir to the British throne, Prince Charles, contracted the virus for a second time on February 10, and had seen his mother “recently.” Days later, his wife, Camilla, also tested positive. 

    Additionally, a royal source told CNN Sunday that there had recently been “a number of cases … diagnosed in the Windsor Castle team.” 

    UK media have reported that the Queen is fully vaccinated. Buckingham Palace previously confirmed both the monarch and her late husband, Prince Philip, had received their first doses of a Covid-19 vaccine in January 2021. The palace has declined to reveal any information regarding subsequent vaccinations, citing medical privacy.

    The Queen met with incoming Defence Services Secretary Major General Eldon Millar and his predecessor on February 16. The Queen — who reached the milestone of 70 years as British monarch on February 6 — had only recently resumed in-person engagements after taking a step back on advice from doctors to rest following an overnight hospital stay in October for an undisclosed reason.

    She has used a walking stick at several engagements in recent months and referenced her mobility at an event last week. While holding an audience with two military secretaries in the Oak Room at Windsor Castle, she quipped: “Well, as you can see, I can’t move,” while gesturing to her leg. A royal source told CNN at the time that she was believed to have been feeling slightly stiff rather than injured or unwell.

    She also has made plans to appear at a number of major engagements next month: a diplomatic reception at Windsor Castle on March 2, the annual Commonwealth Service at Westminster Abbey on March 14; and a service of thanksgiving for Prince Philip at the same venue on March 29.

    Nationwide celebrations for her Platinum Jubilee are set to take place in June.

  • Judges who ordered substituted service on Assin North MP


    A seven-member panel of Supreme Court Justices ordered a substituted service on the National Democratic Congress (NDC) Member of Parliament (MP) for Assin North, James Gyakye Quayson.

    The panel included: Justices Jones Dotse as President, Prof. Henrietta Mensah Bonsu, Mariama Owusu, Agnes Dordzie, Nene Amegatcher, Gertrude Torkornor and Yoni Kulendi.

    They upheld an application by the plaintiff a resident of Assin Breku, Michael Ankomah-Nimfah.

    The Court, by this order, has asked for a court case that is seeking to stop James Gyakye Quayson from holding himself as an MP, to be published in the Daily Graphic and at the residence of the MP.

    Moving the application, the Lawyer for the plaintiff, Frank Davies, as part of his motion submitted a paper and the affidavit in support, which were filed on February 15, 2022, seeking the substituted service.

    He brought to the attention of the Court that a Bailiff attached to the High Court in Assin Fosu, had filed an application of non-service, indicative of yet another inability to serve the process on Gyakye Quayson.

    Background

    Michael Ankomah-Nimfah, who secured a judgement from the Cape Coast High Court nullifying the election of Mr Quayson on the basis that he held a Canadian citizenship, wants an injunction from the apex court restraining him from holding himself as an MP.

    Mr Quayson has been dragged before the Supreme Court to stop him from holding himself as an MP.

    The plaintiff argues that despite the judgement of the Cape Coast High Court, Mr Gyakye continues to parade himself as a sitting MP.

    He is also seeking an interpretation of Article 94(2)(a) of the 1992 Constitution which bars a person owing allegiance to another country from contesting as an MP, the same constitutional provision the High Court used to nullify the election.

  • Malian MPs endorse military rule till 2027

    Malian lawmakers have unanimously approved a transitional roadmap okaying a five-year tenure for the military junta in charge.

    The vote means the Assimi Goita-led junta has until 2027 to conduct the next democratic election.

    Failure to abide by a February 2022 electoral timeline triggered sanctions from regional bloc, ECOWAS late last year.

    The bloc rejected an extended transition period as had been proposed by the junta.

    President Nana Akufo-Addo, who is current ECOWAS chair said leaders were aghast at the four-year transition because according to him, that was a long as a democratically elected President would stay for a full term.

    Mali is now taking legal action to lift sanctions imposed by West Africa’s monetary union, Uemoa, as it battles a debt crisis, the BBC Africa page has reported.

  • Sulley Muntari is someone you can rely on – Mohammed Alhassan

    Hearts of Oak defender Mohammed Alhassan has described their star midfielder, Sulley Muntari as a player who the team relies on. 

    The vice-captain of Hearts of Oak revealed in an interview that the former Black Stars player has been a source of encouragement and a teacher to the team since his arrival.

    “Sulley Muntari’s inclusion has really helped us. He motivates and encourages us always and we also learn a lot from him at training. Muntari has added a lot to the team and he is someone you can rely on,” Alhassan told OTEC FM. 

    Sulley Muntari joined the Ghana Premier League giants on a 1-year contract which will see him at the club for the rest of the season. 

    The former AC Milan player returned to the domestic league after 21 years since he left Liberty Professionals.

    He made his debut for Hearts of Oak against Great Olympics and has gone ahead to play two more games. 

    His recent game was the Super Clash against Asante Kotoko in their outstanding GPL fixture.
