  • As large herd of elephants cross to Ghana; will the human elephant conflict be rekindled?

A large herd of elephants were on Saturday, April 17, 2021, seen crossing the Bolgatanga-Bawku road, sparking joy among the people living close to the area.

The elephants are part of a transnational migrating elephant population that shift at will between Ghana, Burkina Faso and Togo. In Ghana they migrate along the Red and White Voltas, as well as the Morago and Sisili River Corridors.

The Red Volta elephant range, which includes the Red Volta, White Volta, and Morago River valleys in the Upper East Region of Ghana, harbors the third largest population of African elephant (Loxodonta africana africana) in Ghana. The Red Volta elephant population is considered one of the few viable populations of the savanna elephant in Ghana and there had always been the call to give the priority conservation the needed attention.

Gallery forest reserves along the above-mentioned rivers and bordering savanna woodland/ grassland are the major vegetation types within the elephant range. The forest reserves and bordering savanna vegetation also form an internationally important elephant migratory corridor linking the Red Volta range to elephant ranges in the Republic of Togo and the Republic of Burkina Faso and thereby allowing cross-border movement of elephants among the three countries. The IUCN/AfESG had since proposed the development of a corridor linking the Red Volta Range to the Kabore Tambi National Park and the Nazinga Ranch in southern Burkina Faso, and to the Fosse Aux Lion National Park in northern Togo. The Red Volta range was also being considered by the IUCN as a pilot site for the Monitoring of Illegal Killing of Elephants.

Even though many people were happy when the elephants were spotted crossing over to Ghana, their movement into the unprotected areas raised concern among some members of the public over their safety, especially when the area is noted for elephant crop-raiding.

Factors leading to such human elephant conflict include crop damage by elephants and the killing of elephants by humans. There is also the issue of insufficient understanding among farmers of the raiding movement of elephants in the range and the proximity of farm plots to the forest reserve boundary which forms the core habitat of elephants among many other factors.

We are not herding them but they are safe
Speaking in an exclusive interview with ghenvironment.org over the safety of the elephants, the Wildlife Manager in the five Northern Regions including the Upper East Region, Mr Joseph Binlinla assured that, the elephants are safe in the Ghanaian territory.

He said, the Wildlife Rangers in the area are on the ground working to ensure their safety in the country. “We are not herding them but I can assure you that, they are safe because we know where they are”, he added.

He said, Ghana is a signatory to the Convention of Migratory Species and it is imperative that, they protect the elephants in the territory of Ghana.

On the possible destruction of food crops in the area, Mr Binlinla indicated that, the Chiefs in the area have been informed of the presence of the elephants to mitigate any elephant crop raiding for the mutual benefit of humans and wildlife, adding that, the traditional leaders are also being engaged to take advantage of the presence of the elephants for eco-tourism.

African elephant species now Endangered and Critically Endangered
Following population declines over several decades due to poaching for ivory and loss of habitat, the African forest elephant (Loxodonta cyclotis) is now listed as Critically Endangered and the African savanna elephant (Loxodonta africana) as Endangered on the IUCN Red List of Threatened Species.

The IUCN Red List is the world’s most comprehensive inventory of the global conservation status of biological species, using a set of criteria to evaluate the extinction risk of thousands of species and subspecies.

Before this historic update in March this year, African elephants were treated as a single species, listed as Vulnerable and this is the first time the two species have been assessed separately for the IUCN Red List, following the emergence of new genetic evidence.

The IUCN Red List now includes 134,425 species of which 37,480 are threatened with extinction.

  • Lack of training, resources affecting the prosecution of criminal cases – Criminologist

A Criminologist Edgar Tachie Akunnor has underscored the need for the criminal department of the Ghana Police Service to be well resourced to ensure efficiency in their work.

The lecturer says we have a police institution that is doing their best but lack the needed resources to achieve greater results.

He adds in the current space of crime and its related activities, new approaches have evolved and our security agencies should be prepared to meet the new trends.

Investigation into issues he said has changed with the digital space taking center stage.

He indicated that in criminal matters like murder, you need strong evidence that is incontrovertible considering the punishment for it.

He was also worried about how people tamper with evidence in dealing with criminal matters in the country.

Mr. Akunnor further added that it would be important for our police service to be resourced so that beyond the criminal aspects of their investigations, they would also look at the psychology behind these crimes.

He said it is not always that the police are slow in dealing with crimes but they lack the needed resources on probing criminal cases.

He was reacting to the verdict reached by an American court over the murder trial of George Floyd and why Ghana cannot deal with similar cases expeditiously.

He said if we need to move ahead, then we need the resources and training.

  • Galamsey activities real danger to Ghana’s water bodies – Director

The Water Resources Commission has uncovered the shocking effects of illegal and unregulated mining activities on the country’s water bodies.

He said such unregulated mining activities was also costing the Ghana Water Company a substantial amount of money to procure chemicals for water treatment and supply.

Dr Ben Ampomah, the Director of the Water Resources Commission of Ghana, said illegal mining did more harm than expected over the period to the country’s water resources and must not be allowed to continue.

He was speaking during a visit of the Sector Minister, Ms Cecilia Dapaah and Mr Samuel Abu Jinapor, the Minister for Lands and Natural Resources, and other authorities to the Western Region to assess the effects of unregulated mining on the country’s natural resources.

For instance, in 2007, the turbidity level of most waters was around 54 Nephelometric Turbidity unit, that is the unit used to measure the turbidity of a fluid or the presence of suspended particles in water, with colour around 200 HU but the situation had worsened to about 3000 NTU for turbidity and 5000 HU for colour, an expensive venture for water quality management.

Dr Ampomah said the introduction of the ban on illegal mining between 2013 and 2017 improved watercolour and turbidity but did not last long due to relaxed measures.

The Director was of the view that enforcing laws regarding unregulated small scale mining would help improve the live-in water bodies and save the country the most cost in water treatment.

Dr Clifford Braimah, the Managing Director of the Ghana Water Company, noted the need for stakeholders to join forces to address the menace.

“We do it for ourselves and no one else,” he added.

  • Public urged to report illegal migrants to police

The Deputy Superintendent of Police Mr Andreas Korjo Mifetu, the Ada District Police Commander, has called on the public to report illegal activities by strangers and migrants to the police.

This, he said, would help to curb the menace of criminal activities in the country.

He was speaking in an interview with the Ghana News Agency after the Ada Police Command arrested nine illegal Nigerian migrants at Ada Foah Clinic Junction on Sunday, April 17, 2021.

He said the police gathered intelligence that a boat was ferrying some Nigerians who were believed to be jailbreakers who got their way into Ghana through illegal means from Anyanui in the Volta Region to Ada Foah in the Greater Accra Region.

“We set in motion our operational strategy and around 1030 hours, we intercepted a Sprinter Bus with registration number ER 1657-14 carrying nine Nigerians, including a female.

He said they would be charged for unlawful entry into Ghana because interrogations proved that they were in Ghana for the first time. After all, they had only personal belongings, including money and passports on them.

DSP A.K Mifetu, therefore, urged the people of Ada to be on alert along the coasts of Ada since it was a possible gateway for illegal migrants, criminals, and terrorists.

  • Kodjonya Asafoatse, Assemblyman raise alarm over ‘accident prone’ damaged roads

Asafoatse of Kodjonya in the Manya Krobo Traditional Area in the Eastern Region is worried that portions of the main Trom Junction-Somanya-Kpong highway pose threats to motorists, passengers, pedestrians and residents.

Significant portions of the 15.8-kilometre asphalt overlay constructed in 2016 have already seen worrying deterioration with gaping potholes visible on the stretch.

At Kodjonya, parts of the road panning over thirty yards, have caved into the gutter very close to adjoining homes. This poses danger to both residents and pedestrians who risk being rammed into by oncoming vehicles.

Nene Ayerteye Bana III, Asafoatse of Kodjonya said persistent calls on officials of the Lower Manya Krobo Municipal Assembly to fix the broken drainages have not yielded any response yet.

“Our road has deteriorated for the past four months and I was at the Lower Manya Krobo Municipal Assembly to inform them. They have done nothing about it with the excuse that they were yet to receive their share of the Common Fund and that it’d be done once the Common Fund arrived,” said the Asafoatse.

The Asafoatse who said the explanation did not go down well with him said the Assembly should be forthright and tell them if it’s not in the position to repair the road so he’ll mobilize members of the community to fix it.

The traditional ruler was unequivocal that he would take action against the Assembly if it failed to act on the concerns of the people and an accident claims any lives as a result.

He said, “The road is deteriorating so I want to find out from them if they won’t [repair it] they should tell us so we can contribute to fix it if need be but if they fail to do it and a vehicle kills anybody as a result of that, I won’t agree,” he warned.

Nene Ayerteye Bana III who accused public administrators of only acting when disaster strikes accused the MCE of the area, Simon Kweku Tetteh, officials of the Assembly and government officials who use the road of seeing the neglect but failing to act on their demands.

Assemblyman for Kodjonya-Menekpo Electoral Area, Grabriel Tettey also recounted his concerns to GhanaWeb.

“When the issue first came up in November, I reported it to the Municipal Assembly. I took pictures of it and sent it to the MCE and the Municipal Engineer as well as the Regional Engineer,” said Gabriel Tettey, adding that the officials promised to attend to the problem as soon as possible.

“What they told me was that they have seen it and would factor it into the speed ramp project and fix the gutter but up till now, we are yet to see anything.”

According to the Assemblyman, he followed up with the Municipal Assembly in February this year who assured him that repair works would be carried out on the damaged portions of the road and drainages through a budget proposal from the national headquarters through the Regional Ghana Highway Authority.
However, there has been no feedback since then.

The situation, he noted was a matter of concern for the community since the highway is a link road to the Eastern Corridor, adding that on weekends and on market days, the area is congested and this is worsened by the limestone haulage trucks.

He described the situation as life-threatening for road users including residents, pedestrians and drivers and called on the Municipal Assembly to immediately attend to the road.

The Municipal Roads Engineer, Mr Opoku Agyemang when contacted by GhanaWeb confirmed the fears raised by the Assemblyman and Asafoatse but blamed delays in the approval of budgets for the maintenance works on the Kodjonya situation and other road networks in the municipality for the delay.

According to him, the problem as well as similar ones identified on portions of other roads would be addressed as soon as budget allocations were approved.

  • Kasoa teenage killers refused bail

The Ofaakor District Court has refused bail application by lawyer for the two accused persons who are alleged to have murdered a 10-year-old boy at Kasoa Ofaakor.

The Magistrate Samuel Adjei while refusing the application said, the court does not have jurisdiction to grant bail at this stage except the trial court, which is the High Court.

This was after listening to the submissions by the lawyer and the prosecution.

Defence lawyer Samuel Atuah told the court that since the law states in Article 19 (2) an accused person is innocent until proven guilty so the court should consider that provision to grant his clients bail.

Lawyer Atuah also told the court that the accused persons have been in custody for some time and need to interact with their families.

But, the Prosecutor Chief Inspector Ernest Agbo opposed the application for bail arguing that it is in the interest of the accused persons to be in custody until further investigation.

The Magistrate in granting the request of the prosecution ordered them to speed up with the investigation of the correct ages of the accused persons and also to hurry with the preparation of the docket to the Attorney General for advice.

Lawyer Samuel Atuah in a media interaction after court proceedings told the media that he will go to the High Court for bail.

He said it is a deliberate attempt by the prosecution to delay investigations.

  • No special treatment for Akuapem Poloo, celebs Prisons PRO

A Deputy Public Relations Officer (PRO) of the Ghana Prisons Service ASP. Samuel Kofi Opoku has cleared the air on the public’s perception that celebrities are given special cells and treated differently from other prison inmates when they are incarcerated.

When asked whether socialite Akuapem Poloo will be given a different cell from the other inmates and enjoy some freedom as a celebrity after she was sentenced to 90 days for posting nude photos of herself and child online, ASP Opoku said “the constitution of the land and the rules that govern the operations of the Prisons Service does make preservations for separate treatment for celebrities who commit offences and are found guilty by the court of law”.

He explained further that Akuapem Poloo was charged with obscene publication and sentenced to 90 days in imprisonment which entitles her to the 1/3 remission system as a citizen of the land.

According to the corrections communicator, Akuapem Poloo is likely to serve 60 out of the initial 90 days if she puts up good behaviour while serving her sentence.

He added further that musicians like Geeman, Ramzy, the late Ibrahim Sima (Exopa) and Kwaw Kesse have experienced the prison system and culture in Ghana and can attest to the fact that all inmates are treated the same way and they as popular personalities also adhered to the rules in the prison yard during their stay.

ASP. Opoku explained further that, undertaking effective safe custody and reformation of inmates in a developing country is not ordinary as professionalism, strict adherence to human rights and constant support from stakeholders are required in achieving results and the Prisons Service has for the past decades performed its duties on this tangent to ensure public safety.

He reiterated that the prison remission system is earned by deserving inmates through a study industry, good conduct and positive attitude of inmates as they serve their sentences and not a favour designed for celebrities or influential figures who are sentenced to prison by the court of law.

He however adds that if it is the wish of the party supporters to file Mr. Mahama then the party would have no option other than to file him as a candidate.

He was speaking on Frontline on Rainbow Radio 87.5fm.

He said if people want to contest in the presidential primaries they would not be prevented but if it is the wish of delegates to vote for Mahama, so be it.

He said these people may consider his performance and there is nothing people can do anything about it.

The former legislator indicated that over 6 million Ghanaians voted for Mahama in 2020 hence those claiming that he is a lame horse are only expressing their views.

He noted the party has taken stock of what happened in 2016 and 2020 and going forward, they will work towards victory for 2024.

  • Government steps up protection of water bodies

The government has announced a ramping up of efforts to protect Ghana’s water bodies from the activities of small scale miners.

The renewed efforts include the enforcement of the ban on mining on water bodies across the country.

This was announced by Water and Sanitation Minister, Cecilia Abena Dapaah at the start of a national tour of water bodies.

Minister Abena Dapaah was joined on the tour by the Minister for Lands and Natural Resources, Samuel Abu Jinapor, Minister for Information, Kojo Oppong Nkrumah and other key government functionaries.

The delegation first visited the Sekyere Hemang water treatment plant that supplies water to large parts of the Central Region before heading to examine the Daboase water treatment plant that supplies water to parts of the Western and Central Regions.

Speaking to journalists on Monday, April 19, 2021, Mrs Dapaah said the tour forms part of the government’s collaborative efforts to systematically root out illegal small scale mining and restore the sanctity of water bodies in the country.

  • Poloo wont receive special treatment in jail Dep. Prisons PRO

The Deputy Public Relations Officer of the Ghana Prisons Service ASP. Samuel Kofi Opoku says there will not be special treatment in jail for actress Akuapem Poloo.

It comes after speculations that celebrities are treated differently from other inmates in jail.

“The constitution of the land and the rules that govern the operations of the Prisons Service does make preservations for separate treatment to celebrities who commit offences and are found guilty by the court of law,” he told Koforidua-based Daddy FM.

He explained the actress was charged with obscene publication and sentenced to 90 days imprisonment which entitles her to the 1/3 remission system as a citizen of the land.

According to the corrections communicator, the Akuapem Polo is likely to serve sixty out of the 90 days if she puts up a good behaviour jail.

He noted musicians like Geeman, Ramzy, the late Ibrahim Sima (Exopa) and Kwaw Kesse have experienced the prison system and culture in Ghana and can attest to the fact that all inmates are treated the same.

“Undertaking effective safe custody and reformation of inmates in a developing country is not ordinary as professionalism, strict adherence to human rights and constant support from stakeholders are required in achieving results and the Prisons Service has for the past decades performed its duties on this tangent to ensure public safety.

“He reiterated that the prison remission system is earned by deserving inmates through a study industry, good conduct, and positive attitude of inmates as they serve their sentences and not a favor designed for celebrities or influential figures who are sentenced to prison by the court of law”.

The actress is appealing the sentencing. The application for bail pending appeal will be heard on Wednesday, April 21.

  • Child Right International hints at going after celebrities who have social media pages for their children

Bright Appiah, Executive Director of Child Rights International has hinted that very soon, his organization will be going after celebrities who have opened social media pages for their children and using that for commercial purposes.

“Very soon, they will hear from us on some actions we are going to take in respect to how people are engaging their children on Social Media, for commercial purposes, for advertisements, for all kinds of things.

“If the matter comes up before a competent court of jurisdiction, they can go and say all manner of things before the judge,” Bright Appiah said on Okay FM on Monday, April 19, 2021.

He advised that it will be in the best interest of the celebrities to pull all social media pages of their children who are under the age of 18, “otherwise there is an action that will follow very soon”.

The action of Child Rights International follows the incarceration of Akuapem Poloo into a 90-days jail term.

The actress pleaded guilty to the publication of obscene material contrary to the Criminal Offences Act, 1960 (Act 29), engaging in domestic violence, namely a conduct that, in any way, undermined another person’s privacy or integrity, contrary to Section 1(d) (iii) and 3(2) of the Domestic Violence Act, 2007 (Act732), and engaging in domestic violence, namely conduct that, in any way, detracted or was likely to detract from another person’s dignity and worth as a human being, contrary to Act 732.

Akuapem Poloo was sentenced on her own plea, 90 days for each count, to run concurrently.

She had initially pleaded not guilty to the charges but changed her plea to guilty last Tuesday.

The court, however, deferred the sentencing to Friday, April 16, to allow for a pregnancy test to be conducted on the convict in compliance with section 313A (1) of the Criminal and Other Offences (Procedure) Act, 1960 (Act30).

The pregnancy test came out negative.

    Court’s consideration

In passing sentence, the judge said she considered all the mitigating factors.

Mrs Cann, however, expressed concern about consistent abuse of children in the country, and the incessant rise in publication of obscene images.

Justifying a custodial sentence, she held that Brown did not only infringe on the rights of the child with the publication, but it morally corrupted those who saw the post and also cost the pride and dignity of the country as a whole.

“The court is bothered with posting nude photos on social media. There is no doubt that apart from the canker of rape, defilement, physical assault, the publication of obscene materials is on the increase.

“There is, therefore, the need to uphold our societal values and deal with this canker. The best interest of the child shall be the primary concern of the court,” Ms Cann said.

She asked: “Did she ask for the permission of the child before posting the said picture? Did she respect the child’s rights?”

Providing an answer to the questions, the judge said: “No she did not.”

The judge further noted that Akuapem Poloo had a basic responsibility for the development of her son but rather infringed on her son’s best interest, right to privacy and dignity.

Mrs Cann added that the sentencing of Brown must not only be punitive but must serve as a deterrent to society.

“A custodial sentence will serve as a deterrent,” the presiding judge held.

  • Too much English impeding anti-galamsey fight – Akua Donkor to gov’t

Government must rethink the medium of language it employs in sensitization efforts in the fight against illegal small-scale mining known as galamsey.

This is the view of Akua Donkor, founder and leader of Ghana Freedom Party, GFP, whe she made submissions late last week at a National Dialogue on galamsey in Accra.

“What I want to say is that all that he [President Nana Addo Dankwa Akufo-Addo] has said, he has to say them again.

“He has to reorganise the program [National Dialogue] again because those who mine the gold, none of them understand English,” she said.

She stressed that even if any miners tuned in to the programme which was carried live by some news outlets, chances were high that they would find it difficult to appreciate the submissions.

It is not the first time Madam Donkor is pushing for local languages to be used in national discourse.

In November 2020 in the run up to the 2020 polls, she told Accra-based Adom FM that if elected president she will push for local languages to be used in schools, parliament and throughout the court system.

The media was another group that she tasked to disseminate information on galamsey using local languages in order to get the message to sink down properly.

New Lands and Mineral Resources Minister spoke at a two-day National Consultative Dialogue on galamsey last week at the Accra International Conference Centre.

The dialogue attended by the president and other high profile stakeholders in the lands sector was to solicit views, proposals and suggestions on how to effectively tackle the incidence of galamsey which was one of the biggest challenges of the Akufo-Addo 1 government.

It was organised by the Forestry Commission under the auspices of the Ministry of Lands and Natural Resources.

  • Coronavirus: We are working to avoid a third wave – GHS

Dr. Patrick Kuma-Aboagye, the Director-General, Ghana Health Service, says government is putting in place measures to halt a possible third outbreak of the Coronavirus disease in the country.

He said with some countries in Europe currently experiencing a third wave of the infectious disease, coupled with the rising cases in India and Brazil, it was imperative for government to be alert, especially at the airport, to avoid being taken by surprise.

Dr Kuma-Aboagye, speaking during the Minister’s media update in Accra, said the country’s COVID-19 numbers at the airport had reduced averaging 90 per week.

However, he said that did not mean the country was out of the woods, saying, “We still have a significant threat, especially with the third wave in Europe and the rising cases in India and Brazil”.

Giving an overview of the country’s cases, Dr Kuma-Aboagye said Ghana had conducted over one million tests since the start of testing.

“We have experienced two waves and as you are aware, the second wave is bigger than the first wave.

“We have a significant decline in our cases since mid-February and currently our active cases have dropped from 8,000 to less than 1,500.

“In actual fact, it is about 1,314,” he added.

The GHS Boss said out of the tests conducted, 91,709 cases were positive, representing 8.8 percent positivity rate.

“Greater Accra still remains the epicentre because more than half of these were recorded in Accra and currently all 16 regions had recorded a case and 253 districts had reported a case, which means we still have seven districts or so that had never experienced a covid case across the country,” Dr Kuma-Aboagye stated.

He said a total of 1,435 cases had so far been recorded from the travellers arriving at the Kotoka International Airport since it re-opened in September last year.

  • Joint stakeholder group to examine unethical media content to be setup

Stakeholders in the broadcasting industry have agreed to set up a joint stakeholder group under the National Media Commission (NMC) to examine reports of unethical content.

The Committee will, therefore, invoke the powers of the National Communication Authority (NCA) to take punitive action against offending broadcasters.

In a communiqué issued by the Consultative forum and read by Information Minister Kojo Oppong-Nkrumah at the Minister’s media briefing in Accra on Sunday, said to achieve the recommendations reached at the meeting last Friday, stakeholders will sign a Memorandum of Cooperation within 14 days of the Meeting to formalise arrangements for action.

The communiqué said the setting up of the joint Stakeholder Committee was in accordance with Section 10 of the NMC Act, 1993 (Act 449) and members will be drawn from the NMC, NCA, GJA, Bank of Ghana, the National Security Secretariat, Ghana Independent Broadcasting Association, and Office of the Attorney-General.

The work of the Committee is to among other things, monitor the broadcasting landscape to identify and examine complaints of unethical broadcast content.

The Committee will examine whether the broadcast content is offensive to national security, public order, public morality, and against the reputations, rights and freedoms of other people.

It will then provide an early warning system for flagging such unethical broadcast content.

It will also recommend appropriate remedies to relevant regulators including the issuance of warnings, suspension of frequency authorisation by the NCA, and withdrawal of frequency authorisation.

The consultative forum also examined key issues in the draft Broadcasting Bill.

While the stakeholders agreed on several policy propositions, others required further address through memoranda from stakeholder groups.

They, therefore, agreed to submit formal written memos on the Bill for immediate attention of the Ministry of Information to assist in formulating a final draft.

They agreed to engage the Judiciary on the balance between media gate-keeping and protection of the freedoms of media and expression.

The Ministry of information pledged to organise annual forum in order to engage stakeholders in the broadcast industry to further strengthen and develop the media landscape.

The communiqué believed the stakeholders engaged in open and frank discussions that will achieve the desired results.

The consultative meeting was convened by the Ministry of Information in Accra last Friday, April 16, 2021, to deliberate on broadcasting in Ghana.

This, follows the recent happenings in the media landscape, with some media outlets allowing the broadcasting of inappropriate contents such as money doubling, ritual for money, fake news and hate speech.

  • Government to spend GH¢521million on upcoming Population Census

The Government of Ghana is expected to spend more than GH¢521 million on the upcoming Population and Housing Census scheduled to commence at midnight on Sunday, June 27.

This year’s census is unique because it will be done technologically and tablets have been acquired for enumerators and supervisors.

The amount includes the payment of enumerators, purchasing of logistics, fieldwork cost, and training of members to facilitate the effectiveness and efficiency of the census.

Mr Emmanuel G. Osei, the Head of Census Secretariat, disclosed this at the information session with Heads of Department in the Central Region organized by the Ghana Statistical Service (GSS) in collaboration with the Regional Coordinating Council (RCC).

The information session is to brief the heads on the preparedness of the Region and the strategies adopted to ensure that nobody is left out in the enumeration as well as the logistical support needed to carry out the exercise.

Mr Osei explained that as part of the preparations towards the successful implementation of the census, the Central Region had been divided into six zones to facilitate the smooth implementation of the census and to ensure everyone was duly captured.

He said recruitment, training of supervisors and field officers who would undertake the enumeration is ongoing and has therefore appealed to the participants to support the GSS to carry out a successful exercise.

According to the Head of Census Secretariat, the enumeration process required logistics to enable the field officers to reach out to all villages, communities and hamlets across the districts in the Region.

He said the GSS would need logistical support, including vehicles and motorbikes to reach out to residents in the hard-to-reach communities and urged the heads to avail themselves when they needed their support and services.

On the benefits of the exercise, he said apart from providing an updated demographic social and economic data to support national development activities, to track implementation of global and continental development, the exercise would also help at the district and local levels to assess the developmental needs of the people.

Mr Osei disclosed that the 2021 Census would be heavily dependent on the use of computer-assisted personal interviews and a global positioning system (GPS) coordination for all structures and communities.

He noted that the census data would be a credible and indispensable source of statistics in the implementation of decentralized policies and programmes.

Mr. Isaac Addae, the Regional Statistician, noted that data gathering is key in the management of cities hence the need for all citizens to participate in the exercise.

The Regional Statistician said the 2021 PHC would provide an indispensable framework in using administrative data to track the national, regions and global development agendas namely the Coordinated Programme of Economic and Social Development Policies 2020-2024, the African Agenda 2063 and the 2030 Sustainable Development Goals (SDGs).

Mr Addae appealed to the public to avail themselves to be counted to assist the national effort to conduct a successful PHC this year.

  • Northern Region to dispose of about 2,000 expired AstraZeneca vaccines

Ghana will have to dispose of some COVID-19 vaccines because of expiry dates on the shots according to authorities.

The Northern Region alone is estimating that some 2,000 shots of AstraZeneca Coronavirus vaccines will expire tomorrow, April 16 and thus will have to be disposed of.

According to the Regional Director for Public Health, Hilarius Abiwu, who spoke to the national broadcaster, GBC, the AstraZeneca shots which were produced in October 2020 have a life span of 6-months.

“So effectively, that six months will be on the 16th of this month,” he told the GBC. He furthered that a safety directive by the Food and Drugs Authority (FDA) to hold off vaccinations a few days to the date of expiry means his outfit must halt administering jabs from Wednesday, April 14.
Mr Abiwu added: “three days ago, we had more than 5000 doses. And more than 2,000 close to 3,000 of these doses were taken up by people.”

The development comes amid rising concerns relative to the uptake of vaccines across the country even though reports indicate that over 800,000 people nationwide had received their first shots.

It is not known as yet what volumes of vaccines other regions will have to dispose of considering that the largest consignment so far is the 600,000 doses that were supplied via the COVAX platform.

Ghana became the first country under the COVAX facility a global equitable vaccine sharing platform led by the WHO and other international partners.

The vaccines produced by the Serum Institute of India arrived in Ghana in late February following which a national roll-out was started in early March.

Another African country on record to have spoken about destroying expired vaccines is Malawi, where some estimated 16,400 doses supplied by the AU is to be destroyed, the health minister confirmed.

  • Stop worrying about votes and enforce laws – Opanyin Agyekum tells gov’t

Dean of the School of Performing Arts of the University of Ghana, Professor Kofi Agyekum, popularly known as Opanyin Agyekum has partly blamed the government for the numerous road accidents in the country.

The professor tasked that the government must be serious to crack the whip on drivers and motor riders misbehaving on the roads.

Discussing road accidents on Peace FM’s ‘Kokrokoo’ programme on Wdnesday March 14, Opanyin Agyekum wondered why some people drive or ride with reckless abandon and yet go without any sanctions.

To him, governments are too busy searching for votes but he believes should there be a government that will care less about votes but rather take bold decisions against bad habits, the nation will make a headway against road accidents and other challenges confronting the nation.

“Until we have a bold government that will say, whether you vote for or against me; this is the way I want to do it, we will remain in this situation,” he said.

  • Buipe: Accident claims 12 lives including 8-year-old

Twelve (12) people have perished, whilst seven others are in critical condition after two buses collided on the Buipe-Tamale highway.

The eleven died on the spot, including an eight-year-old girl at the accident scene at Alipe in the Central Gonja District of the Savannah Region on Tuesday, April 13, 2021, at around 7:30 pm.

A Toyota minibus with registration number AS 2872-20 reportedly veered off its lane and collided head-on with a DAF tipper truck with registration number NR 578 loaded with sand. There were 18 persons on board travelling from Tamale to Kumasi.

The driver of the minibus was one of the people who died on the spot.

The driver of the DAF tipper truck could not survive and died the next day after being rushed to the hospital together with others who were seriously injured.

The wounded were sent to the Yapei Health Center and later conveyed by ambulance to the Tamale Teaching Hospital for treatment whilst the deceased persons were deposited at the same hospital mortuary for preservation and autopsy.

Savannah Regional Police PRO, Inspector Owusu Adjekum, who confirmed the accident explained it was raining at the time resulting in poor visibility.

“If you are a driver driving at night under such conditions, you have to slow down or even park the vehicle, but this driver did not take precautionary measure and was speeding,” he complained.

29 road fatalities on Tamale-Buipe road in the first quarter

The latest accident brings fatalities on that stretch to 29 from January to March 2021. A road crash in February killed 17 passengers and injured 44 others early Wednesday, February 3.

A police statement said the accident occurred when two passenger buses travelling opposite directions collided head-on at a town near Buipe, a community along the Kumasi-Tamale highway.

Sixteen persons died on the spot, while one more died at a hospital where the injured were receiving treatment. The deceased included 12 males, five females, and one child.

The accident involved two buses with registration numbers GT 3345-16 and AC 1699-20.

They were travelling from Kumasi to Zebila and from Garu to Kumasi, respectively, when they ran into each other.

Commenting on the development, Inspector Adjekum said Tamale to Buipe has the first-class road without curves and a “driver who gets on the road try to test his or her car” by overspeeding.

He, therefore, appealed to transport unions to educate drivers on overspeeding and observe road traffic regulations.

2021 accident mortalities exceed COVID-19 deaths

A total of 771 persons have died through road accidents for the first quarter of 2021.

This surpassed the COVID-19 related deaths of 752 at the end of the same period. The figure, according to the Ghana Police Service, is a significant increase in the 393 cases recorded in the same period 2020.

Out of the 771 deaths recorded, the Ashanti region recorded the highest, with 171 deaths with 1,064 injured, followed by the Greater Accra region, 146 deaths, and 732 injuries.

Central, Savannah, Bono, and Upper East regions respectively follow in terms of the number of casualties while the North East Region recorded only 3 deaths.

    2020 accidents

The country recorded the highest road traffic fatalities in the last 30 years due to increasing motorcycle accidents in 2020.

Motorcycle accidents contributed approximately 40% to the total deaths in the last year. Provisional data for 2020 showed that 2,589 lives were lost to road crash across the country despite movement restrictions due to COVID-19. This figure represents a 13% rise compared to the 2,284 registered in 2019.

It was also consistent with high fatalities associated with election years as citizens hit the polls in December 2020.

Road fatalities in 2020 is the highest in the last three decades.
