    Civilians found in military-pattern attire to be arrested – GAF

    Ghana Armed Forces (GAF) have issued a strong warning to the public, urging them to stop wearing military-style uniforms or using military gear.

    In a press release, the GAF made it clear that anyone caught violating this directive will face arrest.

    This warning comes in response to reports that individuals, who are not part of the military have been posing as soldiers by donning military attire while engaging in illegal mining activities at galamsey sites.

    The GAF emphasised that this behaviour undermines their efforts in the fight against illegal mining.

    “The attention of the Ghana Armed Forces (GAF) has been drawn to the unauthorised and unlawful use of military-pattern uniforms and accoutrements by protesters during demonstrations, as well as by individuals providing security for some public figures.

    “GAF has also noted with dismay similar illegal acts among persons operating in illegal mining areas (galamsey sites) and some political activists.

    “Despite ongoing education and warnings, this concerning trend appears to be increasing.

    During recent demonstrations in Accra and Kumasi, it was observed that some protesters and individuals claiming to provide private security to dignitaries were dressed in military-pattern camouflage uniforms and other military-style gear.

    “Similar instances were noted during anti-galamsey operations conducted by GAF. Such actions risk creating the false impression that these individuals are part of GAF, thereby tarnishing the reputation of the Armed Forces.

    It is essential to highlight that these unauthorised acts contravene the National Liberation Council Decree (NLCD) 177 of 1967, which remains in effect. This decree explicitly states,” part of the statement said.

    The statement continued, “No person shall wear or use any military uniforms, equipment, accoutrements, or other material unless he or she is a member of the Armed Forces of Ghana.

    The misuse of military uniforms presents a serious risk, as it can enable criminals to impersonate soldiers, leading to significant public safety concerns. As a result, the Ghana Armed Forces (GAF) will now take firm measures, including the arrest and prosecution of individuals who breach these regulations.

    GAF is also calling on the public to report any suspicious use of unauthorised military gear, emphasising that this is crucial to safeguarding the country.

    With the 2024 elections approaching, GAF stressed that the cooperation of citizens is vital in ensuring peace and maintaining security across the nation. The military remains committed to protecting the public and preserving Ghana’s territorial integrity.

    The Ghana Armed Forces (GAF) has announced the start of its 2024 recruitment drive for the Regular Career Officer Course and Short Service Commission Officers.

    In its public notice about enlistment into the Ghana Military Academy, GAF stressed that it does not use intermediaries or charge any recruitment fees.

    The public is encouraged to report anyone who claims to be an intermediary and asks for payment to help candidates.

    “The Ghana Armed Forces further wishes to state that individuals who present themselves as middlemen, intermediaries or agents demanding payment in order to assist any candidate(s) should be reported to the nearest Military Installation or Police Station. In the same vein, interested applicants who choose to pay monies to purported agents for help are equally culpable in the fraudulent act,” portions of the statement read.

    The statement further indicated that interested applicants are advised to refer to the Daily Graphic edition of Friday, September 13, 2024, available at Graphicnewsplus.com, for complete details on the enlistment process. They should also be cautious of fraudulent recruitment schemes on social media.

    Online application scratch cards, priced at GH¢350.00, can be purchased at designated Ghana Post offices nationwide.

    The online application portal opened on Friday, September 13, and candidates are encouraged to log in and apply.

    FIFA gave GFA over 260k dollars for pitch maintenance

    FIFA has confirmed that the Ghana Football Association (GFA) was awarded over $260,000 for the upkeep of grass pitches in Ghana.

    According to an email from FIFA to JoySports’ Muftawu Nabila Abdulai, the funds were designated for the “installation of boreholes and water tanks” to enhance the condition of the playing surfaces.

    A publication on FIFA’s website last week revealed that “FIFA Forward has also contributed to the maintenance of natural grass pitches at 80 venues in Ghana, benefiting Women’s Premier League and regional women’s clubs, as well as the purchase of footballs for youth and regional development.

    “This initiative has supported regional women’s teams, where many of the U-20 national players began their careers.”

    This revelation has sparked widespread debate, with many questioning the current state of these pitches, none of which seem to be in a suitable condition to host even a Black Stars training session.

    However, FIFA clarified in an email to Muftawu Nabila Abdulai, explaining, “FIFA assisted the GFA in maintaining natural grass pitches at 80 match venues across Ghana.

    This included the installation of boreholes and water tanks, ensuring that the venues met the minimum club licensing requirements. The total support amounted to $267,273.”

    About three years ago, the Ghana FA, in a statement on its website, announced the approval of the “Ghana Football Association Borehole Project” by FIFA.

    The statement mentioned that the GFA Executive Council had decided to invest part of the FIFA Forward 1.0 programme funds to improve the quality of pitches and competitions through the installation of boreholes at game centres across the country.

    “The borehole project, once completed, will be used to develop pitches for the Premier League, Division One League, Women’s Premier League, and Game Centres of Regional Football Associations, ensuring year-round use, including during the dry season,” the statement read.

    At the time, the exact number of pitches and the total amount involved were not disclosed, but FIFA has now confirmed that the funding exceeded $260,000.

    Despite the investment, the current pitches in the country are that horrible.

    Ghana Armed Forces (GAF) have issued a stern warning against the use of their names to heighten political tension as the country gears up for the 2024 elections.

    This follows allegations that the Armed Forces had plans to stage a coup if the 2024 elections became too violent for the Ghana Police Service to manage, similar to concerns raised during press conferences held  in 2016 and 2020.

    GAF in a statement released on Friday, August 23, 2024, denied allegations of a coup plot by its outfit adding that it would only intervene in the 2024 elections once it is called on by the Ghana Police Service, a move which is not tantamount to an overthrow.

    “GAF wishes to call on civil society groups and the media to desist from using its name to heighten political tension in the country.

    We wish to draw the attention of the public that GAF will only support the Ghana Police when the latter requests for assistance and that does not constitute an overthrow of a government” the statement read.

    The Military went on to call on all stakeholders to ensure that all Ghanaians feel secured and safe while they exercise their legal rights in selecting new leaders.

    “We wish to urge all stakeholders to join hands in ensuring that all citizens feel free and safe to undertake their lawful activities in an atmosphere of tranquillity.

    GAF, like all peace-loving institutions and individuals, is looking forward to peaceful elections come December 2024. We therefore call on all institutions and groups not to associate GAF with anything that has the potential of heightening political tension in the country”.

    Refuting claims of staging a coup on December 7, GAF announced its commitment to thwart any effort by a group,individual or institution that will make any such attempt.

    “We wish to make it clear that GAF has no intention to stage a coup and will prevent and resist any individual, group or organisation seeking to unlawfully take over the power of government either acting alone or in collaboration with any security agency” it warned.

    These allegations, reportedly linked to comments made by Dr. Emmanuel Akwetey, Executive Director of the Institute for Democratic Governance (IDEG), were dismissed by GAF as baseless.

    In a statement released on Friday, August 23, 2024, the GAF made it clear that they had not conducted any press conference or issued any warnings about a potential coup.

    They reiterated their commitment to supporting the Ghana Police Service when called upon to maintain peace and order, stressing that their involvement in security matters does not imply any intention to overthrow the government.

    Brigadier General E. Aggrey-Quashie, Director General of Public Relations, stated, “GAF has no intention to stage a coup and will prevent and resist any individual, group, or organization seeking to unlawfully take over the power of government, either acting alone or in collaboration with any security agency.”

    In their recent statement, the Ghana Armed Forces (GAF) urged civil society organizations and the media to avoid dragging their name into politically charged narratives that could escalate tensions.

    The Ghana Armed Forces (GAF) has responded to comments made by Dr. Emmanuel Akwetey, Executive Director of the Institute for Democratic Governance (IDEG), who suggested that there is a risk of a military coup in Ghana if the upcoming general election turns violent.

    In a press release shared with GhanaWeb, the military dismissed the claim that its involvement in supporting the Ghana Police Service during potential election-related violence would constitute a coup.

    GAF clarified that it would only assist the police if requested, and this action does not signify any intention to overthrow the government.

    “Dr Akwetey is alleged to have said GAF has threatened to take over control of the country if elections in the country turn out violent beyond the control of the Ghana Police Service at press conferences held in 2016 and 2020. We wish to draw the attention of the public that GAF will only support the Ghana Police when the latter requests assistance and that does not constitute an overthrow of a government,” part of the release which was issued by Brigadier General E. Aggrey-Quashie, the Director General Public Relations of GFA on August 23, 2024, reads.

    The GAF also refuted the assertion that it has ever publicly announced intentions to take control of the country in the event of election-related violence.

    The military reaffirmed its stance against any coup attempt and its commitment to preventing unlawful power grabs by any individual, group, or organization, either independently or in collaboration with any security agency.

    GAF urged the public to refrain from using its name to escalate political tensions as the December 2024 elections approach.

    “GAF, like all peace-loving institutions and individuals, is committed to ensuring peaceful elections in December 2024. We urge all institutions and groups to avoid associating GAF with actions that could heighten political tensions,” the release concluded.

    In an interview with JoyNews on August 21, 2024, Dr. Emmanuel Akwetey expressed concerns that the Ghana Armed Forces had previously threatened to intervene if election violence exceeded the control of the Ghana Police Service.

    He warned that such threats could indicate a potential end to civilian rule and a military takeover.

    “The Armed Forces of Ghana since 2016 have clearly and openly in press conferences threatened that if violence breaks out in the country over election disputes or whatever and the police cannot deal with it and it’s escalating or threatening, they will step in. And they said if they did so, it would be to protect the territorial integrity, our peace, and our national unity.

    “That would be a coup because the police cannot deal with nationwide violence. They are not equipped for that. It’s not about parliamentary elections, it’s about presidential elections because the president is elected throughout the country. And they have said that a second time in 2020 and probably even the third time they’ve even started talking about it so early,” he said.

    The IDEG boss added, “Read the papers, and you will see the threat is real in a sub-region where there is a drift towards the military or the return of military governments. And ECOWAS is facing some challenges in dealing with these issues.”

    14 campaign promises in Bawumia’s manifesto

    Ghana is approaching a crucial milestone in its democratic history as the nation prepares to go to the polls on December 7, 2024.

    In accordance with the Ghanaian constitution, every citizen aged eighteen and above is entitled to vote, a fundamental right that empowers them to participate in the electoral process.

    The presidential race will be determined through the Majoritarian System, also known as the Two-Round System, which is used to elect the head of state and Commander in Chief of the Armed Forces.

    In contrast, the parliamentary elections will follow the First Past The Post (FPTP) system, where voters will choose their representatives for the National Assembly.

    These elections, held every four years, will mark the conclusion of Nana Addo Dankwa Akufo-Addo’s presidency, paving the way for a new leader to take the helm.


    The upcoming election is expected to be a closely contested battle between the incumbent New Patriotic Party (NPP) and the opposition National Democratic Congress (NDC).

    Representing the NDC, former President John Dramani Mahama, who led the country from 2012 to 2017, will challenge Vice President Dr. Mahamudu Bawumia of the NPP.

    Both candidates have presented ambitious agendas, with a strong emphasis on initiatives aimed at empowering the youth, reflecting the growing importance of this demographic in Ghana’s political landscape.


    This article will, however, concentrate on the campaign pledges outlined in the NPP’s manifesto.

    Dr. Bawumia’s manifesto promises to build on the successes of the past eight years while addressing the challenges that lie ahead.

    Sustaining and expanding Ghana’s economy

    Dr. Bawumia’s economic plan is centered on accelerating growth and expanding the economy over the next four years. He proudly notes that under the current administration, Ghana’s economy has grown by an impressive $20 billion, from $56 billion in 2016 to $76 billion by the end of 2023. To sustain this momentum, his vision includes achieving and maintaining an average growth rate of 6% by focusing on sectors like agriculture, mining, industry, and the emerging digital economy. The establishment of a Minerals Development Bank and an independent Fiscal Responsibility Council are key components of his strategy to ensure fiscal discipline and sustained economic growth.

    Creating new jobs

    Job creation remains a cornerstone of Bawumia’s agenda. The Vice President emphasizes that despite global economic challenges, the current government has created over 2.3 million jobs—more than any previous administration in an eight-year period.

    To build on this, Bawumia promises to train one million youth in digital skills, create jobs through industrialization and agribusiness, and establish an SME Bank to support small and medium-sized enterprises, which employ over 80% of Ghanaians. Additionally, initiatives like the Tax Amnesty Programme and the introduction of a flat tax rate are designed to energize economic activity and further expand job opportunities across various sectors.

    Wide-ranging tax reforms

    To create a more business-friendly environment, Bawumia proposes significant tax reforms. These include a one-time tax amnesty, reforms to the VAT system, and the abolition of the Betting Tax. By simplifying tax administration and reducing the tax burden on businesses, the Vice President aims to stimulate economic activity, attract investments, and expand the tax base through digitalization.

    Building a world-class digital economy

    Bawumia’s digital agenda is perhaps one of the most ambitious aspects of his manifesto. He envisions Ghana as a world-class digital hub in Africa, with a focus on training young people in digital skills, fostering tech startups, and promoting financial technology (Fintech). Plans include the establishment of a National Robotics, Engineering, and AI Lab, a Fintech Fund with a $100 million seed capital, and the expansion of internet penetration to over 90%. Bawumia also promises to abolish the E-Levy and ensure that the GhanaCard becomes the sole identification needed for accessing various services.

    Reducing cost of living

    Addressing the cost of living is another critical element of Bawumia’s plan. He pledges to stabilize food prices through increased production and preservation, reduce public transportation costs by promoting electric vehicles, and make housing more affordable through social and affordable housing projects. The Vice President also aims to improve the availability and affordability of power by introducing 2,000 MW of solar power and incentivizing solar energy users.

    Expanding public infrastructure

    Infrastructure development is key to Bawumia’s vision for Ghana. His manifesto outlines plans to partner with the private sector to finance and build public infrastructure, revive the Public Works Department, and expand the District Road Improvement Programme. Additionally, Bawumia proposes the development of railways, airports, and universal access to electricity, all aimed at enhancing connectivity and driving economic growth.

    Providing better healthcare

    Bawumia’s healthcare agenda includes completing the Agenda 111 hospitals to ensure that every district has a hospital, recruiting more healthcare professionals, and expanding telehealth services. He also promises to scale up drone delivery services and ensure the interoperability of the National Electronic Pharmacy Platform with public and private healthcare facilities.

    Empowering women and girls

    Dr. Bawumia’s commitment to gender equality is evident in his promise to fully implement the Affirmative Action Act and establish a Women’s Trade Empowerment Fund. He also pledges to improve maternal healthcare, promote women in diplomacy, and protect women’s rights in the workplace through stricter enforcement of sexual harassment laws and better maternity leave governance.

    Expanding educational opportunities

    Education remains a top priority for Bawumia. His manifesto includes plans to increase student accommodation in public universities, introduce free tertiary education for persons with disabilities (PWDs), and protect the Free SHS/TVET program. The Vice President also proposes the establishment of an Open University and a centralized applications processing service for tertiary institutions, ensuring that all students have access to quality education.

    Ensuring good governance

    Bawumia’s governance plan includes capping the number of ministers at 50, reinitiating the election of MMDCEs, and reviewing the 1992 Constitution to enhance national development. He also promises to promote values-based leadership and formalize the role of chiefs, faith-based organizations (FBOs), and civil society organizations (CSOs) in governance.

    Caring for the elderly

    Finally, Bawumia’s manifesto outlines plans to pass an Ageing Act for the care and protection of the elderly, promote geriatric care training, and ensure that the needs of older citizens are adequately met.

    Protecting the environment

    Bawumia’s manifesto also places a strong emphasis on environmental protection. The Vice President is committed to enhancing the protection of Ghana’s forests and biodiversity hotspots through a series of reforestation programs. His plan includes targeting 30,000 hectares of degraded areas for reforestation and plantation development annually, establishing 1,000 hectares of bamboo and rattan plantations for watershed protection, and providing tree seedlings and plantain suckers to a minimum of 1,000 communities to support national reforestation efforts.

    In addition, Bawumia aims to usher in a “Golden Age” for Ghanaian-owned small-scale mining by promoting responsible and sustainable practices. This includes making proven reserves data available to miners, simplifying the licensing regime, scaling up mercury-free gold catcher machine technology, and enforcing strict adherence to mining laws to prevent illegal activities. Protecting water resources is also a priority, with plans to enforce water use regulations, strengthen the Water Buffer Zone Policy, and manage major water basins, including the Volta River, more effectively.

    Boosting sports, creative arts, and tourism

    Bawumia’s manifesto recognizes the potential of sports, creative arts, and tourism as key drivers of economic growth. He plans to use tax incentives to encourage private sector investment in these sectors, implement an e-visa policy to make visa acquisition faster and more convenient for international visitors, and roll out a visa-free policy for nationals of African and Caribbean countries. Other initiatives include establishing a streaming platform for Ghanaian content developers, creating a Travel Protocol Service for creatives, and setting up a Sports Development Fund to boost sports infrastructure and grassroots programs.

    Bawumia also promises to support the revival of Ghana’s Premier League and improve sports facilities across the country, including building new stadiums in the new regions and promoting school sports through a dedicated Ghana School Sports Secretariat.

    Protecting our borders and ensuring safe neighborhoods

    Bawumia’s security plan emphasizes the importance of protecting Ghana’s borders and keeping communities safe. He commits to completing the construction of 15 Forward Operating Bases at border frontiers, equipping security services to respond to external threats, and recruiting 20,000 additional security personnel to enhance police visibility. The Vice President also plans to roll out 50,000 more anti-crime cameras and provide body cameras for the police to strengthen law enforcement capabilities.

    GAF’s letter dismissing Jakpa lacks crucial details – Security Analyst

    Security Analyst Colonel Festus Aboagye (Rtd) is demanding more clarity from the Ghana Armed Forces (GAF) regarding the dismissal of Richard Jakpa.

    Mr Aboagye is questioning the authenticity of the evidence presented by the Military Secretary in court last week, which was solely a letter purportedly confirming Jakpa’s dismissal.

    Colonel Aboagye, joining the criticism of the GAF’s handling of the case, follows retired Lieutenant Colonel Larry Gbevlo-Lartey, who previously raised concerns about the confidential nature of the dismissal report and its disclosure to the Attorney-General.

    The Military High Command recently confirmed Jakpa’s dismissal due to persistent misconduct, a claim Jakpa denies, stating he never received any dismissal letter during his 17-year absence from the military.

    On June 27, Deputy Attorney General Alfred Tuah-Yeboah introduced the dismissal letter as evidence, but Jakpa’s legal team contends that this move is an attempt to undermine his credibility in the trial involving Dr. Cassiel Ato Forson.

    In court on July 18, Air Commodore Nana Adu Gyamfi, the Military High Command’s Secretary, rejected Jakpa’s claims of not receiving a dismissal letter.

    He justified Jakpa’s dismissal on grounds of inefficiency and misconduct.

    Colonel Aboagye, speaking on JoyFM’s Top Story on July 18, emphasized that military dismissal involves several procedural steps and documentation.

    He expressed concern that presenting only a letter as evidence suggests something might be amiss.

    “In that disciplinary court Marshal, witnesses will be called so a number of the things that are been referenced, he owed the regimental fund, he owed this, he owes that, he did not pass his promotion exams, all of these are documentary evidence.

    “All of this would be recorded and at the end, the president of the disciplinary court martial will write a report with recommendations and because the commanding officer cannot dismiss or release an officer from the service, reference will be made to the appropriate superior authority.

    “So it is that appropriate superior authority who has to approve the sentence. In this case, the dishonourable or whatever release that would be documentary evidence. It must exist. If it does not exist and the letter that is being referenced is only a letter written by my good friend, Col Okyere then I think something would have been missing,” he said.

    Addressing the question of whether the alleged misconducts were detailed in the dismissal document and provided to Mr. Jakpa, Nana Adu Gyamfi clarified that the military does not include specific details of offenses in release instructions.

    “Before such a letter would be written about an officer, he would have been taken through a series of processes. When officers commit offences, there are several interviews conducted. These interviews are documented and kept on record. These records are kept, and if nothing happens again, the records are discarded. But if the conduct continues then, the document is referred to in sanctioning the officer. Formal and informal interviews of the accused did not yield any results, hence his dismissal”, he explained.

    He continued, “Upon persistent offenses and misconducts, such a letter is written. The misconduct of the said officer will be at the officer’s unit before the unit will write to the general administration.”

    Nana Adu Gyamfi stated that Mr. Jakpa’s behavior within the regiment over time was deemed unacceptable and indicative of indiscipline.

    He detailed a series of misconducts that were documented in Mr. Jakpa’s records.

    The conduct of Mr Jakpa in the regiment over the period, he said, was not only unacceptable but smacked of indiscipline.

    He recounted a series of misconducts kept on the records of Mr Jakpa.

    “Mr Jakpa, failed to return to his unit after taking part in officers’ promotion exams. After attending the course in Accra, he failed to return to the unit. In addition to these acts, he was indebted to the tune of 400 dollars involving a Lebanese, an act that became notorious in his unit and the whole military command, because of his refusal to repay the money to the businessman. This was settled by an officer.”

    Asked whether Mr Jakpa was given a copy of the letter, the Air Force Officer, confirmed that “Lieutenant Jakpa”, the third accused was given a copy of that report, also revealed what was contained in one report which he said Mr Jakpa had a copy of.

    “He was granted a loan of $400 from the unit PRI. The money was granted to the officer (Richard Jakpa) when he was in financial difficulties. Upon persistent demands, he failed to pay the loan. In 2007, the money was converted into cedis and was deducted from his salary.”

    The document of his indebtedness in 2004, was tended into evidence by the prosecution. The court, thus, admitted the document on his indebtedness into evidence.

    The witness, Air Commodore Nana Adu Gyamfi, was discharged. Upon his discharge, counsel for the accused contended that they still needed the Chief of Defence Staff (CDS) himself to answer some questions. This was objected to by the Attorney General, saying the CDS at this material moment is not a material witness.

    But the court indicated that judging from the nature of the case being criminal, if the accused says he needed the CDS, their wishes should be granted.

    The case was adjourned to tomorrow, Tuesday, July 23, 2024, after the list of persons who have been invited to testify before the court was thoroughly discussed.

    The Speaker of Parliament, Alban Bagbin; Alex Segbefia, and Samuel Silas Mensah are among the persons due to mount the witness box.

    Godfred Yeboah Dame and his team, had been pushing the report against Jakpa in court during the ambulance purchase case to attest to Jakpa’s character, including how he failed his promotional exams.

    The document detailed that Jakpa, lagged in his military career, unable to progress from Lieutenant to Captain and Major, therefore, was dismissed.

    However, Gbevlo-Lartey, an ex-senior military officer, suggested the document was not a dismissal letter as some claimed, but merely a “recommendation from Army HQ to GHQ (COS) with confidential security classification.”

    He emphasized that “not even the officer affected was to see this document.”

    With a picture of the one-page document, on his Facebook wall on Friday, June 28, Gbevlo-Lartey stated in parts that “GHQ (COS) owes the Ghana Armed Forces an explanation on how the document became public.”

    “The document was a recommendation from Army HQ to GHQ (COS) with confidential security classification. Not even the officer affected was to see this document. GHQ (COS) owes the Ghana Armed Forces an explanation on how the document became public,” wrote Lt Col. Gbevlo-Lartey, a widely respected Infantry Officer.

    Currently, Larry Gbevlo-Lartey practices law privately and holds the position of Executive Chairman at the Human Security Research Centre of the University of Ghana, where he also lectures.     In the ongoing ambulance trial at the Accra High Court, a document revealing Richard Jakpa’s dismissal from the Ghana Armed Forces (GAF) in 2007 for “unsatisfactory conduct” was introduced into evidence. Jakpa faces allegations of causing a €2.37 million financial loss in an ambulance deal with Minority Leader Dr. Cassiel Ato Forson.

    On June 27, 2024, Deputy Attorney-General Alfred Tuah-Yeboah presented a letter purportedly detailing Jakpa’s 2007 dismissal, which included claims of misconduct and breaches of military protocols.

    Jakpa’s legal team, led by Thaddius Sory, challenged the relevance of the letter, but Justice Afia Serwah Asare-Botwe admitted it into evidence, noting that the witness had acknowledged the document and its relevance.

    The letter, signed by the late Brigadier General M.K.G. Ahiaglo, then Commander of the Southern Command of the GAF, outlined Jakpa’s unsatisfactory service, marked by consistent failures, indiscipline, and financial mismanagement.

    It noted Jakpa’s inability to progress in rank and his problematic conduct, which the letter suggested was detrimental to both the GAF and himself.

    On Thursday, July 18, 2024, the Ghana Armed Forces (GAF) appeared in the Accra High Court as part of the ongoing trial involving Minority Leader Dr. Cassiel Ato Forson, following a subpoena by Richard Jakpa’s legal team.

    The Military Secretary of the Ghana Armed Forces, Air Commodore Nana Adu Gyamfi, and the Chief of Defence Staff, Major General Thomas Oppong-Peprah, were summoned to testify on Jakpa’s military record.

    This came after the prosecution presented Jakpa’s military records, including his discharge letter, as evidence, with only Air Commodore Adu Gyamfi present for cross-examination.

    Under questioning from Jakpa’s lawyers, Air Commodore Adu Gyamfi, responsible for army records, clarified that he did not release Jakpa’s military record presented by the Attorney General’s Office to the court.

    During cross-examination by Attorney General Godfred Dame, details emerged from Jakpa’s military record.

    The Attorney General had Air Commodore Adu Gyamfi read a report highlighting various infractions during Jakpa’s service, including financial indebtedness and instances of insubordination, as documented by Jakpa’s former commanding officer.

    Below are details of the report as read by the Military Secretary of the GAF:

    The conduct of Lieutenant RA Jakpa GH2899 in the regiment (the Armoured Regiment in Burma Camp), over the period is not only unacceptable but smacks of indiscipline, lackadaisical and unprofessional.

    The officer appeared on my interview (the then commanding officer K Oppong) twice. First, was on October 2, 2001, when the officer parked a military vehicle overnight at his home outside the barracks. The vehicle was detailed with the driver, but he took the vehicle, including the driver, to his house, sacked the driver to go, and left the vehicle at his home.

    The second interview was on September 4, 2002, when the officer failed to return to his unit, 2 Independent Recce Squadrons, Sunyani, after taking part in the officer practical promotion exam in 2002. Squadron leaders of two Recce squadrons at different times reported indiscipline of Lieutenant RA Jakpa. The first report, dated January 18, 2002, was submitted by Captain Nii Osu Ansah, the then squadron leader, when the officer, after attending the course in Accra, failed to return to the unit after the course.

    Captain B. (sic) also submitted another report dated June 28, 2002, on the officer when he again failed to return to his unit after the officers’ practical promotion exam in 2002. His second appearance on my interview was in connection with this.

    In addition to these acts of indiscipline and unprofessional behaviour, the officer has been involved in a case of indebtedness to a local Lebanese businessman, one Mr Tarik, to the tune of $400 when he served with UNIFIL Gamba 57. It was upon strong messages from the Ghana Contingent headquarters that the officer settled the amount. Prior to this, a Ghanaian local brought a case before me where items including monies were given to him from Beirut by Ghanaians residing there but the items and the monies were not delivered until he was instructed to do so.

    The officer was nominated to attend an orientation course on RATEB ICV course at the Regimental Headquarters at Recce Regiment for the period May 3 to May 28, 2004. He attended classes for only three days in week one, one day in week two, and one in week three. He has now been charged for (sic). The charge sheets and the proceedings of a summary of evidence will be submitted separately. Additionally, there are quite a number of undocumented cases of indiscipline and misconduct on the part of the officer which both officers and men of the regiment can attest to.

    The conduct of Officer Jakpa in the regiment without doubt seems to have reached its climax since both formal and informal interviews are not yielding any positive results. Respectfully submitted for your necessary action.

    At the Financial Division of the High Court in Accra, today, Thursday, July 18, the Military Secretary, Air Commodore Adu Gyamfi, testified, detailing a businessman, Richard Jakpa’s involvement in misconduct during his service in the Ghana Armed Forces (GAF).

    The ongoing trial involves Richard Jakpa, Minority Leader, Dr. Cassiel Ato Forson, former Chief Director of the Ministry of Health, Sylvester Anemana and a former Deputy Minister of Finance.

    They are accused of causing financial loss in a deal to procure 200 ambulances between 2014 and 2016.


    During the proceedings, it was revealed that Mr Jakpa’s release letter from the military was prepared following extensive reports, discussions, and interviews.


    Despite the efforts of Jakpa’s lawyer, Thaddeus Sory, to subpoena specific documents and question the Military Secretary, no questions were posed regarding the requested documents.


    Counsel for Ato Forson, Dr. Aziz Bamba, opted not to cross-examine the Military Secretary, leaving the stage for the prosecution led by Attorney-General (AG), Godfred Yeboah Dame.


    Mr Dame, in his cross-examination, pressed the Military Secretary on the production of documents requested by Mr Jakpa’s lawyer, which were subsequently tendered as evidence.


    Among the documents tendered was a Special Report dated May 20, 2004, detailing Mr Jakpa’s misconduct within the Ghana Armed Forces.

    The report, authored by Mr Jakpa’s commanding officer, described his conduct as “unacceptable” and highlighted instances of indiscipline, including failures in examinations and unauthorized absences.

    The report also detailed Jakpa’s financial troubles, noting a debt of $400 owed to a Lebanese businessman during a mission in Lebanon, contrasting with a separate debt of $300 documented in his release letter for unpaid items in Ghana.

    When questioned by the Attorney-General about the nature of Jakpa’s release, Air Commodore Adu Gyamfi affirmed that based on the evidence presented, Jakpa’s departure from the military was not deemed honorable, as such a designation was not explicitly stated in his release letter.

    Meanwhile, Mr Jakpa,has acknowledged during cross-examination by Attorney General, Godfred Yeboah Dame that his company received 28.7% of the government payment to Big Sea under the contract, totaling approximately €700,000.

    He clarified that this amount represented payments to Jakpa@Business as an agent under an Agency Agreement with Big Sea Limited, entitling him to 10% of all monies paid under the ambulance contract, with additional entitlements under other clauses.

    He refuted allegations that he initiated the ambulance purchase after parliamentary approval, stating that Big Sea was known to the Ministry of Health and Ministry of Finance before approval was granted in November 2012.

    On November 19, 2012, Mr Anemana sought approval from the Public Procurement Authority (PPA) for single sourcing Big Sea for the ambulance supply.

    By December 19, 2012, the Ministry of Health formally contracted Big Sea for the supply of 200 Mercedes Benz ambulances at a total cost of €15.8 million, with specific delivery terms.

    The trial continues as the prosecution seeks to establish the extent of financial mismanagement in the ambulance procurement process.

    Major General Thomas Oppong-Peprah, Chief of the Defence Staff (CDS), shared these concerning statistics. He has instructed the GAF’s Department of Medical Services to launch an intensive campaign aimed at reducing mental health issues within the military forces.

    “Mental health cases in the Ghana Armed Forces have risen since 2017, culminating in 614 recorded cases by the end of 2019 for both males and females. Post-COVID-19 statistics show a significant increase, with an average of about 1,300 cases each year from 2021 to 2023, with 70 percent being males,” Maj. Gen. Oppong-Peprah stated.

    He expressed particular concern over the high prevalence of alcohol use disorder, which topped the list of mental health issues, while addressing a conference marking the conclusion of the inaugural GAF Men’s Mental Health Awareness Week in Accra.

    The conference, themed “Promoting the Mental Health of Men in a Gender Sensitive Armed Forces,” highlighted the severe impact of mental health issues, which are often overlooked within the army despite their devastating effects.

    Maj. Gen. Oppong-Peprah emphasised that the stigma surrounding mental health leads to far-reaching detrimental impacts, causing many to develop suicidal tendencies.

    The reluctance of affected officers to seek help sometimes results in actual suicide.

    Globally, men are more than twice as likely to die by suicide than women, according to the World Health Organisation.

    Despite the high rate of suicides among men, reported cases of depression—a significant risk factor for suicide—are lower among men, a disparity attributed to societal gender roles.

    “A lot of responsibilities placed on men result in excessive pressure,” Maj. Gen. Oppong-Peprah noted.

    He urged the GAF personnel to support one another, speak out, and express their emotions freely to combat stigmatization and promote mental well-being.

    “Let us all strive to avoid substance abuse, excessive alcohol, gambling, and unnecessary spending, and organise our finances to live healthier lives going forward,” the CDS advised.

    Anita Paddy, a senior clinical health psychologist at the Therapy and Wellness Department of the 37 Military Hospital, pointed out that globally, one out of every four individuals encounters mental health challenges at some stage in their lives.

    According to the report, she noted that 450 million people worldwide are affected by mental health conditions, yet only one-third of them actively seek assistance.

    Paddy underscored the significance of adopting a healthy lifestyle, which includes maintaining good eating habits and ensuring adequate rest, to promote mental well-being.

    Additionally, she highlighted the importance of engaging in hobbies and recreational activities as essential for maintaining mental health and encouraged personnel to openly discuss their emotions with colleagues or seek professional guidance to prevent detrimental behaviors.

    To address these claims, Jakpa’s lawyer is compelling the Ghana Armed Forces to appear in court and testify under oath about the authenticity of the dismissal letter.

    Richard Jakpa, a former Ghana Air Force officer, is on trial alongside Minority Leader Dr. Cassiel Ato Forson, facing charges of willfully causing financial loss to the state and misapplying state property in the procurement of ambulances.

    In a writ dated July 5, 2024, Mr Jakpa requests the court to summon Air Commodore Adu Gyamfi, the Military Secretary of the Ghana Armed Forces, to testify and produce documents related to a May 2004 special report by the Commanding Officer.

    This report allegedly suggests that Mr Jakpa had reached his ceiling, as referenced in a September 12, 2007 letter signed by Brigadier General MKG Ahiaglo for the Chief of Army Staff.

    Jakpa also seeks confirmation from the Ghana Armed Forces, with documentary evidence, that he owed them $300.

    The case is scheduled to be heard on July 16 at midday at the Financial and Economic Court at the High Court complex.

    However, it has not been confirmed if Kudus is indeed a soldier.

    In a video circulating online, Kudus shared his plight, revealing that he had gone through all the official procedures to request a compassionate release from the GAF.

    He submitted his resignation letter in March 2024 and underwent interviews with both his Officer Commanding (OC) and Commanding Officer (CO), where he explained his reasons for wanting to leave the military.

    “I am a soldier of the second battalion of infantry. I have requested to be released from the Ghana Armed Forces and end my career as a soldier. On March 2024, I submitted a letter to the Ghana Armed Forces administratively requesting for a compassionate release,” Kudus stated. “I went through my OC’s interview and my CO’s interview and insisted I wanted to be released from the service based on personal reasons.”

    Kudus emphasized that his decision is driven by personal circumstances, which have left him unable to continue his military career.

    “I gave reasons explaining why I cannot be in the military again. I am the only person who knows what is around me and I don’t have the mental capacity to endure anything in the military.”

    Despite following all necessary protocols and making his case clear, Kudus feels that the army is intentionally obstructing his efforts to leave.

    Kudus’s plea has sparked conversations on social media, with many calling for the GAF to address his concerns and ensure that soldiers are treated with empathy and respect when they seek to leave the service.

He called for the attacks on your men, not the general public,” the NDC added.

    The party also urged the GAF to demonstrate its commitment to the rule of law by lodging a formal report with the police if it has not already done so.

    In a viral video, Frimpong is seen addressing a group, presumably illegal miners, encouraging them to resist military officers who are patrolling the area and trying to evict them.

    He stated that no military personnel had been authorized to manage the mining sites at this time and urged miners to defend themselves if necessary.

    Western Regional Minister Kwabena Okyere Darko-Mensah, who also heads the region’s Security Council, was also present at the forum.

    In response, GAF highlighted that such actions are illegal and pose a significant threat to national security and stability.

    GAF warned that the repercussions of such confrontations could be severe, stressing the importance of avoiding such incidents.

    The Ghana Armed Forces (GAF) has issued a stern warning to the public in response to the spread of viral videos on social media that promote attacks on soldiers and other security personnel.

    This warning follows a directive from Ernest Frimpong, the New Patriotic Party’s parliamentary candidate for Amenfi East, who urged illegal miners to confront soldiers attempting to stop their mining activities in the area.

    In a viral video, Frimpong is seen addressing a group, presumably illegal miners, encouraging them to resist military officers who are patrolling the area and trying to evict them.

    He stated that no military personnel had been authorized to manage the mining sites at this time and urged miners to defend themselves if necessary.

    Western Regional Minister Kwabena Okyere Darko-Mensah, who also heads the region’s Security Council, was also present at the forum.

    In response, GAF highlighted that such actions are illegal and pose a significant threat to national security and stability.

    GAF warned that the repercussions of such confrontations could be severe, stressing the importance of avoiding such incidents.

    They reiterated that assaulting or attacking soldiers is a serious crime punishable by law and urged all citizens to respect, cooperate with, and support the Armed Forces.

    The Ghana Armed Forces (GAF) has commiserates with the bereaved families of the two victims who lost their lives in a recent clash between personnel of the Ghana Navy and the youth of Tema.

    The GAF has urged for calm to be maintained by all parties while the incident is being investigated.

    A vehicle belonging to the Eastern Naval Command of the Ghana Navy was attacked by a crowd participating in a festival in Tema Newtown around 7:53 pm on Friday, April 12, 2024, resulting in damage to the vehicle.

    “Three of the Naval personnel onboard the vehicle also sustained severe injuries and were sent to the Tema Naval Base Medical Centre for treatment. In the course of the confrontation, three suspects were arrested by the naval personnel.

    “They were subsequently handed over to the Tema Newtown District Police for further investigations,”  a press release signed by E. Aggrey-Quarshie on Saturday, April 13, read.

    Col Aggrey reported that the mob, believed to be among the festival participants, later assaulted the Tema Naval Base with stones and other objects in an attempt to free their colleagues.

    At a stage, the security of the Base was threatened, and to protect the sensitive installations in the Base, warning shots were fired to repel the attack.

    He later reported that the Police confirmed that two civilians were brought dead to the Tema General Hospital. The cause of death is still under investigation.

    According to E. Aggrey-Quarshie, the Ghana Police Service in collaboration with the Ghana Armed Forces have commenced investigations into the incident of attack by some Tema youths.

    “Findings of the investigations will be made available in due course.”

    Meanwhile, the Ghana Armed Forces (GAF) has issued a stern warning to the youth of Tema, stating that any future attacks on installations or personnel will be met with a suitable response.

    This caution follows a clash between the youth of Tema New Town and naval personnel, resulting in the tragic deaths of two individuals on Saturday.

    The incident unfolded on the evening of Friday, April 12, 2024, during a street procession organized by the youth as part of the annual Kplejoo festival. Tensions escalated upon reaching the street in front of the Eastern Naval Command, leading to a confrontation between the youth and the naval ratings on duty.

    Amidst the altercation, a group reportedly targeted a vehicle belonging to the Eastern Naval Command of the Ghana Navy, causing significant damage.

    In a statement released by GAF on Saturday, April 13, it said that three navy personnel onboard the vehicle suffered severe injuries and were taken to the Tema Naval Base Medical Centre for treatment.

    GAF also reported that a mob attacked the Tema Naval Base and the Naval Barracks at Tema New Town (Biekro Barracks) on Saturday, April 13, 2024, resulting in property damage.

    GAF expressed its condolences to the families of the deceased and issued a warning to the youth of Tema, stating that, “Any further attacks on our installations or personnel would be met with the appropriate response.”

    A vehicle belonging to the Eastern Naval Command of the Ghana Navy was attacked by a crowd partaking in an ongoing festival at Tema Newtown at about 7:53pm on Friday, 12 April 2024 leading to the damage of the vehicle.

    Three of the Naval personnel onboard the vehicle also sustained severe injuries and were sent to the Tema Naval Base Medical Centre for treatment. In the course of the confrontation, three suspects were arrested by the naval personnel. They were subsequently handed over to the Tema Newtown District Police for further investigations.

    A mob, suspected to be part of the participants in the festivities, later attacked the Tema Naval Base with stones and other implements with the aim of releasing their colleagues. At a stage, the security of the Base was threatened, and in order to protect the sensitive installations in the Base, warning shots were fired to repel the attack.

    It was later reported by the Police that two civilians were brought to the Tema General Hospital dead. The cause of death is yet to be ascertained.

    Again, on Saturday 13 April 2024, the mob attacked the Tema Naval Base and the Naval Barracks at Tema New Town (Biekro Barracks), leading to the destruction of property.

    The Ghana Police Service in collaboration with the Ghana Armed Forces have commenced investigations into the incident. Findings of the investigations will be made available in due course. The Ghana Armed Forces commiserate with the bereaved families and urge calm to be maintained by all parties while the incident is being investigated.

    We wish, however, to caution the youth of Tema that any further attacks on our installations or personnel would be met with the appropriate response.

    The emergency landing of the Ghana Air Force helicopter on Tuesday, March 19, near Agona Nkwanta in the Western Region was attributed to perilous atmospheric conditions by the Ghana National Gas Company (GNGC).

    GNGC assured the public that the incident would not impact its operations at Atuabo.

    The helicopter, which crash-landed near Bonsukrom, was carrying 21 individuals, including staff from the Petroleum sector regulators.

    Ghana Gas in a statement signed by its Head of Corporate Communications, Ernest Kofi Owusu-Bempah, said, “The emergency landing occurred as a result of bad weather conditions. All passengers on board have been accounted for and there were no fatalities.

    “However, crew members are currently undergoing routine medical checkup. While assuring members of the public and our operational staff at Atuabo to remain calm, we want to assure the general public that the incident will not affect our operations.”

    Chief of the Army Staff (COAS), Major General (Maj Gen) Bismarck Kwasi Onwona commissioned the Young Soldiers’ accommodation unit at the 66 Artillery Regiment during his maiden visit on Thursday, March 14, 2024.

    In his opening remarks, the Commander Rear (Comd Rear), Lieutenant Colonel (Lt Col) Jalali Din Ibrahim, indicated that the project was initiated by the Commanding Officer (CO), Lt Col Edward Sarpong Appiah, through the benevolence of individuals and organizations.

    He saw the need to complete the project and extended his profound appreciation to all who made it possible.

    The Guest of Honour, Maj Gen BK Onwona, commended Lt Col Edward Sarpong Appiah for his vision to provide accommodation for soldiers. He also commended the Comd Rear Lt Col Jalali Din Ibrahim for following through and seeing to the completion of the project.

    He was optimistic that the building would contribute meaningfully to the efficient administration of personnel of the Regiment. He charged all to continuously maintain the edifice.

    Maj Gen Onwona appreciated Brigadier General Nicholas K Kporku (Rtd), Mr. Franklin Jose, Mr. Eli Tsikata, Mr. Christian Dohlin, Director of CK Constructions, Managing Director of Diamond Cement, Bank of Ghana, and Forestry Commission of Jasikan for their contribution towards the project.

    Ghana Armed Forces (GAF) has formally introduced its Gender Policy, aimed at promoting inclusivity within its ranks.

    Presented under the theme “Advancing Ghana Armed Forces Commitment to Inclusiveness,” the policy outlines guidelines to facilitate gender mainstreaming within the organisation.

    Brigadier-General Anita Asmah, Director General of the Department of Civilian Establishment, provided an overview of the policy during the launch.

    She highlighted how the document establishes a framework to address gender discrimination and promote institutionalised gender equality effectively.

    “The policy provides the opportunity to set guidelines for operations and the environment within a gender-sensitive framework that allows for the elimination of any blockages to gender equality. Its goal is to eliminate gender discriminatory practices and ensure a gender-responsive GAF,” she said.

    Brigadier General Asmah elaborated on how the comprehensive five-chapter document would serve as a guide for integrating gender considerations into all aspects of GAF operations, including training programs, planning, budgeting, policy-making, and administration.

    She emphasized that the policy aims to ensure equitable representation and participation of both men and women in decision-making processes at all levels, while also addressing gender disparities in recruitment, promotion, and retention.

    This aligns with Ghana’s commitment to various national and international legal frameworks, such as the Domestic Violence Act of 2007 (Act 732), the National Gender Policy of 2015, and the two National Action Plans (NAPs) on United Nations Security Council Resolution (UNSCR) 1325 for the advancement of the Women, Peace, and Security Agenda.

    Lieutenant General Thomas Oppong-Pepprah, the Chief of Defence Staff (CDS), highlighted the contributions and dedication of personnel like the late Major-General Constance Ejeane-Afenu in initiating this process.

    “I must mention the late Maj. Gen. Constance Edjeani-Afenu for her initiative, commitment and resilience in tirelessly contributing her bit towards gender mainstreaming in the Ghana Armed Forces. It is her initiative, along with the support and commitment of her other senior female colleagues and other individuals, that have culminated in the realisation of this policy…,” he said.

    The Ghana Armed Forces Gender Policy was officially instituted by the Ministry of Defence on December 29, 2023, following two years of collaborative efforts by the Gender Policy Committee and various stakeholders. This initiative reflects the commitment of the Ghana Armed Forces to foster gender equality and ensure a balanced composition within the military.

    Notably, as of September 2023, significant progress has been made, with 35.3% of military observers, 17.1% of staff officers, and 15.7% of formed troops being female.

    Group Captain Theodora Agornyo, serving as the Gender Policy Advisor to the Chief of Defence Staff (CDS), highlighted that the policy will address pertinent issues related to the role, contribution, and inclusion of both men and women in the armed forces.

    Ghana Armed Forces (GAF) has confirmed that there were no casualties following the emergency landing of one of its helicopters.

    All passengers involved in the incident have been safely located and accounted for.

    The helicopter made an emergency landing near Bonsukrom in the Western Region on Tuesday, March 19, 2024.

    Reports suggest that the aircraft, carrying 21 individuals, including staff from the Petroleum sector regulators, crashed into a bush near the Bonsokrom community.

    However, the situation is now under control, with Air Force personnel securing the helicopter.

    GAF stated in a press release signed by Brigadier General E. Aggrey-Quarshie, Director General of Public Relations, that routine medical examinations are being conducted to ensure the well-being of all individuals involved.

    “All passengers on board have been accounted for and there were no fatalities. However, they have been evacuated and are currently undergoing routine medical checkups.”

    The Ghana Police Service has described as ‘unfortunate’ comments made by DCOP Mr. Gabriel Prince Waabu, Director-General of Research and Planning, who claimed on Tuesday that the Police Service would take the lead in providing security for the 2024 elections.

    DCOP Waabu made these remarks during a panel discussion on Monday, 19th February, 2024, at the launch of Elections Headquarters, a JoyNews’ program for comprehensive coverage of the 2024 general elections.

    He mentioned that the GPS had learned valuable lessons from policing past elections, including the peaceful nature of policing the internal primaries of the New Patriotic Party and National Democratic Congress.

    He contrasted this with the pockets of violence that occurred during the 2020 elections, which were policed by the combined security agencies.

    “We’re not maybe going to involve the military, as it were, because it was not even the police that came out with this issue. So, it’s going to be only the Police, the Prisons, Fire and then Immigration that are going to conduct this election. They are going to support us; it is our baby,” he had said, and explained that elections are internal matters over which the police have a clear-cut mandate. “It’s a clear-cut issue. Every internal issue is the police duty, and that is for sure in place.”

    He suggested that the police would devise strategies from these lessons to ensure a peaceful 2024 election, implying that the military may not play a role.

    The Service issued an apology to the Ghana Armed Forces for DCOP Waabu’s comments and issued a disclaimer to disassociate itself from his claims.

    “The statements made by DCOP Mr Gabriel Prince Waabu concerning election security are unfounded and do not represent the position of the Ghana Police Service. We would therefore like to dissociate the service completely from the statements and apologize to the Ghana Armed Forces. The conduct of the officer is being subjected to internal disciplinary processes of the Ghana Police Service.

    “We want to state that under the National Elections Security Taskforce Architecture, the Ghana Police Service works with all other security services including the Ghana Armed Forces to ensure peace, security, law and order, before, during and after elections. The approach to the 2024 General elections will be no different,” said the statement issued by the police.

    Emphasizing the necessity for a comprehensive revamp of the country’s sporting framework, he advocates for the formulation of a national sports policy to regulate sporting and related activities in Ghana.

    Mr. Ablakwa recently alleged that the Ministry of Youth and Sports budgeted an estimated $8.5 million for the 2023 Africa Cup of Nations (AFCON) without obtaining parliamentary approval.

    Addressing journalists in Kumasi, the North Tongu legislator urged the GFA to suspend the committee responsible for finding a new coach, highlighting the absence of a national sports policy and the need for strategic planning in Ghana’s football development.

    He proposed a suspension of international sporting competitions to address fundamental issues, stating, “There’s the need for us as a country to overhaul sporting departments of our country. I’m appalled that Ghana doesn’t have a national sports policy. You keep hiring coaches, what is the vision for our sports football in particular? What is the plan for our infrastructure? Ghana doesn’t have a FIFA-certified pitch, what are the managers of football doing? Suspend all these international sporting competitions that we have been disgracing ourselves, and let’s get to the basics.

    That committee [coach search committee] that they have set up should be disbanded, we don’t need to be rushing for coaches, how many coaches are we going to have within a few months.”

    Ablakwa hinted at leading a bipartisan parliamentary probe into the budget for the AFCON 2023 tournament, asserting that spending public funds without parliamentary approval is unconstitutional and illegal.

    “It’s important to emphasize that what has gone on so far is clearly unconstitutionality and illegality. Before you spend public funds, you need parliamentary approval. As an MP, at no time, did the Ministry of Youth and Sports and the GFA present the Black Stars budget to parliament. They had the effrontery, the audacity to tell us that they are going to spend public funds when they return, then they are now going to make an account and tell us what the budget is.

    He pledged to present a motion to Speaker Alban Bagbin, calling for a comprehensive bipartisan parliamentary inquiry into the matter.

    Ghana’s performance in AFCON 2023, where they exited without a win, prompted the GFA to take responsibility for the sub-par campaign. In a statement, the GFA acknowledged falling short of expectations and pledged to address the issues leading to the team’s underwhelming performance.

    The Ghana Armed Forces (GAF) has reached out to the public to gather more information about a patient who, until recently, had been referred to as ‘unknown Monday’ at the 37 Military Hospital. 

    The individual has now been identified as Appiah.

    This patient was urgently admitted to the trauma and surgical unit in November of the previous year by an unknown individual.

    Since then, the 37 Military Hospital staff has been tirelessly providing care and support to him.

     Despite their efforts, attempts to trace his family have proven unsuccessful, leaving the hospital with limited information about his background and medical history.

    Speaking to the media, GAF urged anyone with relevant information about Appiah to come forward and assist in filling the gaps regarding his identity and contacts.

    The hospital staff, through their unwavering dedication, has been able to bring him to a point where he is now ready for discharge.

    “He was brought in in November last year by an unknown person through the Trauma and Surgical Emergency Unit and then he was subsequently admitted to the NeuroSurgical Ward. The person who brought him was initially cooperating but along the line stopped. So we have been able to take care of him till a point that he was worthy to go home. 

    “There wasn’t anybody coming so through our Command and the Department of Public Relation we were able to send a picture of him to the social media and then people started coming. Before now he was known as unknown Monday but when his friend showed up he was able to tell that he is called Appiah.

    Former President John Mahama has waded into the conversation regarding the tension between the residents of Bawku and officers of the Ghana Armed Forces (GAF).

    The Ghana Armed Forces has been accused of shooting and killing three innocent men in Bawku without any justification.

    But the Ghana Armed Forces has rejected the claims made by the Member of Parliament for Bawku Central, Mahama Ayariga, asserting that the information was false.

    In a press release issued on January 20, the GAF provided an account of the incident, stating that at approximately 8:30 pm on Thursday, their officers, engaged in night foot patrols near Hasania School at Sabongari, were targeted by gunfire from four assailants.

    According to the GAF statement, the officers responded by returning fire, resulting in the death of three of the gunmen, while the fourth individual managed to escape the scene.

    “Troops retrieved one AK-47 rifle loaded with 16 rounds of 7.62 x 39 mm ammunition. Ghana Police team arrived at the location subsequently to convey the deceased assailants to the morgue.

    “The AK-47 rifle with serial number 81-1/13024074 inspected by Bawku Divisional Police personnel is currently in their own custody,” parts of the statement read.

    The GAF clarified that the incident occurred in the context of heightened tensions in Bawku, where four individuals had lost their lives the previous week.

    This situation led to an escalation in security measures, including increased patrols. According to the GAF’s statement, on the day of the incident, their officers conducting patrols were fired upon by unidentified gunmen.

    Following the clarification by the GAF, former President Mahama, nonetheless, in a Facebook post, urged “the military personnel to remember their duty to protect the people and uphold the peace.”

    He acknowledged that the security services face the difficult task of securing peace in the Bawku area, however, stressed that “the military must work hand in hand with the police to provide safety and security in the Bawku municipality and across the nation.”

    According to Mr Mahama, he is deeply saddened and disturbed by recent developments in the Bawku municipality and the killing of three men.

    He has therefore commiserated with the bereaved families and entreated all parties to play their part in ensuring that peace is restored in the locality.

    “My thoughts and prayers are with the families of the victims during this difficult time, even as I call upon the people of Bawku to endeavour to promote and consolidate peace to enable the positive development of the municipality of Bawku. Let us all work together to ensure justice is served and peace is restored in Bawku,” he added.

    This comes in response to the killing of Issah Halidu, a 40-year-old Mamprusi man, on January 12th, which triggered a surge in violence in the region.

    According to the GAF’s account, the violence commenced on January 12 with the murder of Issah Halidu. On January 17, unidentified gunmen launched an attack on civilians, resulting in two deaths and four injuries.

    Furthermore, on January 18, the GAF reported firing at a Ghanaian Army post and observing two locals attempting to ignite a Rocket Propelled Grenade (RPG) bomb at a Goil Filling Station in Bawku.

    While expressing regret over the fatalities, the GAF cautions against direct confrontation with military personnel.

    Inspector-General of Police, Dr George Akuffo Dampare, on Friday, January 12, 2024, accompanied by some members of the Police Management Board (POMAB), conducted a working visit to the Ghana Armed Forces Central Command in Kumasi, the Kumasi Central Prison, and the Kumasi Metropolitan Fire Station.

    This response comes in the wake of recent concerns raised over reported cases of military brutality in various areas, including Ashaiman, Garu, and Ejura.

    Brigadier General Charles Agyemang Prempeh, the General Officer Commanding the central command of the Ghana Armed Forces, stated exclusively to Citi News in Kumasi that the military is unwavering in its commitment to preserving the peace of the country, notwithstanding public criticism of their interactions with civilians.

    He emphasized that the military’s primary focus is to ensure public safety and maintain order in society, not to engage in brutality against civilians.

    “The military doesn’t go out there to brutalize civilians, that is far from the point. We go out there to ensure that we restore law and order. We do these as internal security operations to support the Police and when we out there we use minimum force,” he said.

    Addressing the purported participation of military officers in misconducts like armed robbery and other social vices, Brigadier General Charles Agyemang Prempeh clarified that such actions should not be generalized to the entire Ghana Armed Forces. He emphasized that officers allegedly involved in such activities undergo thorough investigations, and appropriate sanctions are imposed.

    “The military doesn’t engage in armed robbery, the individual goes out there to do his things, the military has a way to correct infractions and therefore when these things come to our attention we take the necessary measures according to our disciplinary procedures to engage the individual and correct him,” he added.

    The Ghana Journalist Association (GJA) has filed a formal petition with the Military High Command concerning the assault of Nicholas Morkah, the morning show host of Akyemansa FM, by a group of five soldiers.

    The GJA submitted a three-point petition, signed by its President, Albert Kwabena Dwumfour, to the Chief of the Defense Staff (CDS) on October 23, 2023.

    The petition calls for an investigation into the assault incident and, if the soldiers are found culpable, the appropriate sanctions. Furthermore, it requests compensation for Mr. Morkah to cover his physical injuries and the material losses he sustained as a result of the attack.

    The assault took place during a joint military-customs operation aimed at seizing vehicles imported into the country without proper documentation on October 19, 2023.

    Mr. Morkah recorded the incident with his mobile phone, but the soldiers reacted by physically assaulting him. Subsequently, they transported him to the barracks, deleted all data from his mobile phones, including important correspondences, and subsequently handed him over to the police.

    The GJA in reaction to this, condemned the assault of the journalist; noting that “it was absolutely unwarranted.”

    Meanwhile, the Ghana Armed Forces (GAF) has expressed sympathy to Nicholas Morkah and the GJA for the “unfortunate incident”.

    “We can assure you of our readiness to thoroughly and speedily investigate the alleged assault and anyone found culpable will be sanctioned as appropriate.

    “Once again, accept our assurance of ensuring a better and improved relations between the media and the military in the interest of our dear country,” GJA quoted the GAF in its letter dated October 24, 2023, and signed by Air Vice Marshall MK Appiah-Agyekum, Deputy Chief of Staff (Admin).

    The Ghana Armed Forces has issued a statement refuting claims that its personnel stationed at Mepe in the North Tongu District of the Volta Region had allegedly withdrawn from their posts while providing aid to victims of the Akosombo Dam spillage.

    Several media outlets had suggested that soldiers deployed to the area for humanitarian relief operations to assist those affected by the flooding had abandoned their responsibilities.

    These reports were supported by Samuel Okudzeto Ablakwa, the Member of Parliament for North Tongu, who was present in the area to aid in relief efforts.

    In a post on social media, Mr Ablakwa raised concerns about whether the people of the region were being treated as second-class citizens due to the reported actions of the military personnel.

    But the Ghana Armed Forces in a statement issued on Sunday, October 22, and signed by its Director General in charge of Public Relations, M.A Larbi Naval Captain said the information in circulation was “inaccurate.”

    “The Ghana Armed Forces (GAF) wishes to debunk some media reports and series of social media posts especially on Twitter (X), claiming that military personnel deployed to Mepe in Volta Region for Humanitarian Relief Operations following the spillage of the Akosombo Dam, have been withdrawn. GAF wishes to categorically state that the information in circulation is inaccurate and that the personnel have not been given any ‘orders from above’ to withdraw from Mepe or any other community affected by the spillage contrary to the social media posts” portions of the statement read.

    According to the Ghana Armed Forces (GAF), the relief operations in Mepe are being conducted in a phased approach. As a result, the team redirected its efforts to other communities, such as Battor, since the situation in Mepe had been significantly stabilized.

    The GAF clarified that the Humanitarian Relief Operations, known as “Operation Boafo,” are being carried out jointly by the Ghana Navy’s Riverine Command and the 48 Engineer Regiment of the Army, and they are organized in a series of stages.

    The statement reaffirmed the GAF’s unwavering commitment to ensuring a prompt, fair, and suitable response to assist all individuals and communities affected by the Akosombo Dam spillage, while maintaining collaboration with all relevant stakeholders.

    “GAF, therefore, wishes to assure the general public that as recently reported in the media of the thousands of persons rescued and marked efforts being made to support victims, it will not relent in the quest to ensure urgent, equitable and appropriate response and support to all persons and communities affected by the spillage in conjunction with all stakeholders.”

    Shortly after his initial post on social media, the MP for North Tongu made another post claiming he had received information that the initial order from above had been reversed and that the soldiers had returned to their duty post.

    “I am able to confirm that the military did indeed return following the reversal of that devious order from “above.”

    “Let’s be clear, the over 12,000 displaced beloved constituents of mine have done nothing wrong to deserve their current VRA-induced predicament — all we ask for is empathy and justice.”

    The flooding stemming from the discharge of water from the Akosombo and Kpong hydro dams has compelled numerous communities in the North, South, and Central Tongu districts of the Volta Region to evacuate. As a result, they find themselves living in temporary, improvised shelters for the time being.

    Data from the National Disaster Management Organization (NADMO) reveals that over 26,000 individuals have been displaced due to these flood events. This has, for many, led to the devastating consequences of losing their homes, personal belongings, and sources of income.

    The Ghana Armed Forces (GAF) has issued a warning to the public, urging them to refrain from the unauthorized use of military-style uniforms and equipment.

    This directive comes in response to instances of individuals wearing military-pattern uniforms and gear during protests and demonstrations.

    “Despite the continuous education and warnings issued to the general public to desist from these practices, the trend rather appears to be on the increase,” the GAF complained in a statement issued on Thursday.

    During the recent demonstrations in Accra organized by Democracy Hub and other groups, it was noticed that certain protesters and individuals claiming to offer private security to certain dignitaries were seen wearing military-style camouflage uniforms and related equipment.

    “The probability for these individuals being wrongly perceived to be GAF personnel has the propensity of drawing the image of GAF into disrepute,” it added.

    The GAF said that these unauthorised acts were in contravention of the National Liberation Council Decree (NLCD) 177 of 1967, which is still in force.

    “This Decree in part states that; ‘no person shall wear or use any military uniforms, equipment, or accoutrements or other material unless he or she is a member of the Armed Forces of Ghana,” it added.

    Furthermore, the GAF emphasized that in addition to the unauthorized use of military attire and equipment by these protesters, there are individuals with criminal intentions who exploit these items to impersonate and deceive unsuspecting members of the public, facilitating the commission of unlawful acts.

    As such, individuals caught will be arrested.

    “Noting that these acts create a sense of insecurity in the country and tarnish the image of the military, GAF would not allow this situation to persist and will henceforth effect the arrests of culprits to face the full rigours of the law. GAF therefore seeks the cooperation of the general public to curb the use of military uniforms and accoutrements, especially during future protests. Those who continue to violate this law would be arrested,” it added.

    It used the opportunity to assure the general public of its commitment to protecting the citizenry and territorial integrity of Ghana at all times.

    “It therefore requires the support of all to enforce measures in the interest of the needed peace and security,” GAF added.

    Kotoka International Airport is set to conduct a comprehensive emergency simulation exercise on Thursday, October 12, 2023, from 0800 to 1200 noon.

    This exercise, named “Operation Ogboole 2023,” will simulate a Mass Casualty Evacuation scenario, specifically involving an airplane crash into the sea near the Osu landing beach. The operation is a collaborative effort between the Ghana Armed Forces and the Ghana Airports Company Limited (GACL).

    The primary objectives of this exercise include testing the Draft Harmonised Standard Operating Procedures (HSOP) for Maritime Incidents Response at Maritime Operations Centres and assessing the Emergency Operating Procedures at Kotoka International Airport.

    Beyond these objectives, it aims to enhance the capabilities of maritime stakeholders in responding to maritime incidents, fostering greater interoperability, and promoting inter-agency collaboration among various state institutions.

    In anticipation of the exercise, the GACL has assured the general public that airport operations will experience minimal disruptions during this period.

    The Bono East Regional Minister and Chair of the Regional Security Council, Mr. Kwasi Adu-Gyan, has affirmed the council’s dedication to upholding security in the region to enhance socio-economic activities and empower the livelihoods of the residents.

    He noted that areas prone to conflicts and insecure communities, particularly in the eastern corridor, are receiving the necessary security attention. This effort aims to enable people to carry out their daily activities without fear of attacks.

    Mr. Adu-Gyan provided this assurance during an inspection visit where he handed over a building facility in Atebubu, Atebubu-Amantin Municipality, to be used as barracks by a detached Army Unit of the Ghana Armed Forces (GAF). This unit has been deployed to ensure the necessary security for peaceful coexistence in that part of the region.

    The eastern corridor section of the region includes four other districts: Pru East, Pru West, Sene East, and Sene West, with Yeji, Prang, Kajeji, and Kwame-Danso as their respective capital towns. When combined with the Atebubu-Amantin Municipality, these areas make up the eastern corridor portion of the region.

    The Regional Minister pointed out that the region has experienced numerous incidents of robbery and conflicts over the years, leading to insecurity in the area. Given that farming is the predominant occupation of the people, the presence of the Army is expected to promote peace and security, allowing socio-economic activities to flourish.

    Mr Adu-Gyan added the provision of adequate security for the citizenry to attend to their daily socio-economic activities in an enabling environment had been one of the government’s top-most priorities, hence the creation and stationing of the detached Army Unit.

    He mentioned that the Ministry of Defence is in the process of opening another Army Barracks in Kintampo to cater to the central and northern regions of the area. He encouraged the soldiers to uphold good maintenance practices to ensure the building remains in a decent condition to serve its intended purpose.

    Nana Owusu Gyimah, the ‘Adontenhene’ of the Atebubu Traditional area, pledged the support of the traditional authority in maintaining the Barracks. He assured that the residents would cooperate for peaceful coexistence with the security personnel in Atebubu and its surroundings.

    The building was provided by World Vision Ghana, a Christian non-governmental organization committed to improving the livelihoods of people in underserved communities.

    The Ghana Armed Forces (GAF) has refuted assertions regarding the release of a portion of the Burma Camp land to the La Traditional Council.

    The response comes in light of recent media reports where the La Traditional Council claimed that the government had allocated 114 acres of Burma Camp land to them for development during a ceremony signifying the reclamation of the land.

    In an official statement released on Wednesday, the GAF acknowledged that discussions were indeed underway within a committee established by the Minister of Lands and Natural Resources to address the land issue. However, the GAF emphasized that they had not received any directives from the Ministry of Defence instructing them to transfer the land to the La Traditional Council.

    “Neither has any government agency directed the Ghana Armed Forces to release any land to any Traditional Authority. Indeed, those lands remain a critical need of the Ghana Armed Forces for the preservation of State security,” the statement added.

    The Ghana Armed Forces (GAF) expressed its hope for a peaceful resolution of the land matter through the committee established by the government. However, the GAF also expressed its dissatisfaction with the premature announcement made by the La Traditional Council. This announcement had the potential to disrupt the existing harmonious relationship between the GAF and the La Traditional Council.

    “The Military High Command wishes to assure all personnel of Ghana Armed Forces of its desire and resolve to protect the interest of the Ghana Armed Forces at all times.”

    “The Military High Command by this release advices the general public to stay away from all Ghana Armed Forces lands, particularly the Burma Camp lands,” the GAF said.

    Warrant Officer Class II (WOII) Kuze Matthew, stationed at the Air Force Base Tamale, was recognized and honored with a plaque for his exemplary dedication and commitment to duty during his service as the Task Force Sergeant Major at Operation Maida Buuri in Bawku, the Upper East Region, on August 30, 2023.

    Colonel AA Darkwa, the Task Force Bawku Commander, presented the plaque to WOII Kuze Matthew as a token of appreciation for his exceptional contributions spanning from May 5, 2023, to August 31, 2023. Colonel Darkwa lauded WOII Kuze Matthew’s remarkable dedication to duty and his unwavering bravery displayed throughout his service.

    Throughout the operation, WOII Kuze Matthew exhibited outstanding leadership qualities that significantly contributed to the mission’s success.

    In response, WOII Kuze Matthew expressed his gratitude to his colleagues, subordinates, and superiors for their unwavering support during the operation. He later presented the plaque to the Base Commander of Air Force Base Tamale, Air Commodore JI Mensah-Larkai, on September 6, 2023.
