    Ashanti Regional Chairman of the New Patriotic Party (NPP), Chairman Wontumi was the intended victim in a food poisoning incident that resulted in the tragic death of former Deputy Finance Minister John Kumah.

    This information was given by Chairman Wontumi’s close associate, Oheneba Nana Asiedu.

    Providing insights into the meal shared by Chairman Wontumi and John Kumah before the unfortunate incident, Oheneba revealed on Wontumi TV that a stranger presented them with guinea fowl meat, commonly known as ‘akonfem,’ at Mariam Hotel in Tamale.

    He shared that he informed John Kumah, whose hotel room was close to Chairman Wontumi, about the incident.

    Oheneba Nana Asiedu continued, stating that he promptly arranged for the medical team of the Vice President, and a doctor and nurse arrived to attend to Chairman Wontumi.

    “On 22nd October we were at Tamale to assist Dr. Bawumia over there with his campaign. When we got to Mariam Hotel, someone brought them akonfeh and they ate it. At 1am Chairman called my phone fifteen (15) times and when I returned his calls, he couldn’t pick up. I knocked his door for more than 3 minutes and when he finally came to open the door, he was in his boxer shorts and had vomited all over the place- on his bed, floor and the washroom”, Oheneba Nana Asiedu said.

    “John Kumah told me he only ate small portion of the meat (akonfeh) but Chairman ate a lot”.

    “The medical team of Dr. Mahamudu Bawumia came around to treat Chairman; they gave him six (6) infusion instantly and injections. They said they suspected food poison but John Kumah thought he was fine so he wasn’t treated”, he said.

    In a heartfelt tribute, Former Majority Leader Osei Kyei-Mensah-Bonsu has revealed that a few months ago, he observed signs of “pain and turmoil” in his late colleague MP, Dr. John Kumah, who passed away on Thursday, March 7, 2024.

    Mr Kyei-Mensah-Bonsu recounted a recent encounter with Dr. Kumah at the economy sub-committee meeting, just two days before his demise, where they exchanged ideas and laughter.

    Despite Dr. Kumah’s assurance of bouncing back strongly, Kyei-Mensah-Bonsu noticed he was struggling.

    In the lead-up to the passage of the Appropriations Bill in December, they had to wait for Dr. Kumah, who was in Germany for medical treatment.

    Despite facing pain and turmoil, Dr. Kumah assured them he would be present on December 20, leading to the passage of the Appropriation Act on December 22.

    Two days before his passing, Dr. Kumah smiled affectionately, and in the face of unexpected death, he embraced it like the warrior he was.

    Mr Kyei-Mensah-Bonsu expressed deep sorrow at the tragic loss, extending wishes for eternal rest and comforting the family left behind.

    Just learnt of your passing on — a tragedy of monumental proportions.

    Just this Tuesday, we were together at the economy sub-committee of the manifesto committee. I sat right behind you. We spoke and shared ideas, we laughed, and I asked how you were feeling at the end of the day. The positive assurance was that you were bouncing back strongly.

    That was reassuring. I could notice, though, that you were struggling a bit.

    That was just less than 48 hours ago. And you have transitioned? If such is life, then life must be very, very cruel!

    In the lead-up to the passage of the Appropriations Bill on December 22nd, we had to wait on you, learning of the unfortunate circumstances that had taken you to Germany.

    The then-Finance Minister, Hon Ken Ofori-Atta and I spoke with you and you assured us that you would be with us on the 20th of December.

    It is for this reason that the Appropriation Act was passed on the 22nd of December.

    Subsequently, when I saw you, I realised that you had gone through some pain and turmoil, but God was in charge.

    Two days ago, you smiled, your usual affectionate smile, an infectious one at that. When death, which we least expected beckoned; you embraced it….. the warrior that you were.

    John, may God give you eternal rest and the good Lord comfort the rest of your family that you have left behind.

    Onua TV morning show host, Captain Smart has alleged that the former deputy finance minister, John Kumah was conscious of the fact that he had been subjected to poisoning through food.

    During an episode of his show, Captain Smart stated that John Kumah had to travel to India in a bid to seek medical attention as the poison was gradually deteriorating his health.

    According to him, Ashanti Regional Chairman, Bernrad Bosiako Antwi also known as Wontumi together with the late John Kumah were together poisoned through food at an occasion.


    However, Wontumi, per Captain Smart’s account, started reacting to the poison after he had consumed the food whereas John Kumah looked well.

    As such, John Kumah and his entourage were not bothered as he was not portraying any sign of reacting to the food served him.

    Captain Smart claimed that John Kumah was intentionally poisoned because of his political ambitions, stating that he represented a threat to certain party leaders.

    “John Kumah and some top officials who met the agenda of the meeting discussed how fast John Kumah was rising to a level such that no one could stop him. Ask Chairman Wontumi if he didn’t eat the same poisoned food as John Kumah? When those with John Kumah saw that Wontumi was reacting to the poisoned food and John Kumah wasn’t they thought John Kumah was okay”.

    “Yesterday, people said I made a lot of allegations but today I will speak more. John Kumah was intentionally poisoned and he is aware. I can tell you the date and time John Kumah went to India to seek medical treatment.John Kumah really suffered. This issue of poisoning when did it start in NPP? Hon Appiah-Kubi was poisoned, it took a doctor at Akwei to save Appiah-Kubi. They wanted to poison him because he is allergic to bribe taking,”he added.

    He mentioned that the former leader of the Majority Caucus, Osei-Kyei-Mensah in parliament has escaped the evil plans of these maleficent actors within the party.

    He alleged that having observed the schemes and tactics of the sinister figures, Osei Kyei-Mensah- Bonsu carries his water with him wherever he finds himself.

    Captain Smart further noted that, after their unsuccessful attempt to eliminate Osei Kyei-Mensah-Bonsu through poisoning, the malevolent individuals redirected their focus towards the Member of Parliament (MP), Asante-Akim North Constituency, Hon. Andy Appiah Kubi and successfully poisoned him.

    Captain Smart’s comments come in the death of John Kumah who passed away on Thursday, March 7, 2024.

    According to reports, he collapsed in his office and was swiftly transported to a hospital for medical treatment. Subsequently, due to a decline in his condition, he was flown out of the country.

    The cause of his death is currently unknown and has taken the country by shock.

    The Member of Parliament for Ejisu in the Ashanti Region, Dr. Kumah, was known for his diverse roles as a Lawyer, Entrepreneur, and dedicated Politician.

    He is survived by Apostle Mrs. Lilian Kumah, and six children.

    His former seat in Parliament was marked with a red ribbon in his honor. The vacancy left by his passing will be filled through a bye-election.

    Kumah’s educational journey included Opoku Ware School in Kumasi and the University of Ghana, where he earned a Bachelor of Arts in Economics with Philosophy.

    His academic pursuits continued, leading to an MBA from GIMPA, a Degree in Law from the University of Ghana, and a Professional Law Degree from the Ghana School of Law.

    In 2019, he furthered his education with a Post Graduate Diploma in Applied Business Research from the Nobel International Business School.

    Kumah’s dedication and humility were recognized when he was named among President Akufo Addo’s top 20 Most Humble and Respectful Appointees in 2019.

    His commitment to integrity earned him accolades from the Africa Centre for Integrity and Development (ACID) and the All African Student Union (AASU) for promoting student activism and entrepreneurship.

    In August 2022, Kumah displayed a compassionate side by contributing to the well-being of society. He made payments for five different sets of prosthesis for road accident victims, demonstrating his commitment to philanthropy.

    On a personal note, John Kumah found happiness in his marriage to Apostle Mrs. Lilian Kumah, the Founder and Senior Pastor of Disciple of Christ Ministries Worldwide. Their family expanded to include six biological children and additional foster children, although their identities remained private.

    Unfortunately, John Kumah’s vibrant life was cut short at the age of 45, and the cause of his passing remains undisclosed to the public. In his memory, his legacy as a multifaceted individual who contributed significantly to politics, entrepreneurship, and philanthropy lives on.

    He revealed that his son had returned home to partake in the 67th Independence Day celebrations on March 6, 2024. Unfortunately, Dr. Kumah, who also served as a Deputy Finance Minister, fell ill and was unable to fulfill his duties as intended.

    “He called the constituency Chairman to inform him he was in town but could not attend the celebration due to ill health so he should get in touch with one Prince for GH₵10,000 to mark the celebration,” he said in an interview with Nhyira FM.

    When they went to bed that night, Mr. Kumah revealed, he was restless and had trouble falling asleep, but every time he went to see how his son was doing, he was soundly asleep.

    “I didn’t understand what was happening but finally, day broke and we were going about our duties normally. We looked at me very quietly throughout the day and will smile.

    “I asked what the problem was and he just told me it was nothing but from what I saw during those last moments, I’m convinced he knew where he was going and is happy,” he recounted amidst tears from mourners who had gathered at their residence in Ejisu.

    The health of the MP was reported to have worsened, prompting the mobilization of an ambulance to transport him to Accra due to his inability to board a flight.

    While en route to Accra on Thursday, his condition allegedly became critical, leading the ambulance to divert to the Suhum Government Hospital, where he was later pronounced dead.

    His body has been transferred to the 37 Military Hospital in Accra for further arrangements.

Osei Kyei Mensah has been poisoned 3 times, some people have marked him for death. I know what I am saying.When you meet Kyei Mensah Bonsu tell him I am the one who is making the claim.

    “When they failed to kill Osei Kyei Mensah through poison, those evil individuals channelled their attention to Hon. Andy Appiah Kubi and poisoned him. After they had succeeded they went after John Kumah,” he added.

    As Ghanaians mourn the late Deputy Finance Minister John Kumah, a video involving the deceased that caused controversy last year has resurfaced.

    In July 2023, a viral video that captured public attention, saw an elderly woman, believed to be in her late 50s, screaming and labelling the late deputy minister a thief.

    She alleged that John Kumah acquired her land under the pretence of a government project, but instead, he is allegedly using it for his private business.

    The visibly upset woman passionately demanded the return of her land, expressing her outrage and determination to expose the deputy minister’s actions.

    “I didn’t know John Kumah is a thief. He is a thief.

    “He is an MP who is a thief. He should give us our land,” she said as she walked about on the supposed land that she is accusing the deputy minister of stealing.

    “I can’t wait to broadcast it to everybody that John Kumah is a thief. John Kumah has stolen our land; he should give us our land,” she claimed.

    Another voice heard in the video supported the woman’s claims, stating that John Kumah deceived them when he asked for the land for a government project but later used it for personal gain.

    “You came to ask for the land that the government is about to put up a project here, and you are packing cars on the land. Now, you are coming to use the land for your private business.

    “We should vote for you only to do this to us, John Kumah you are done. We’ve been quiet, he should know that this is his last time as an MP here,” he also said.

    Following the allegations, Dr John Ampontuah Kumah, denied news circulating on social media that he had illegally taken over a parcel of land in his constituency.

    In a statement shared by The Chronicles, he wrote, “I would like to refute these baseless claims and set the record straight, regarding the true events surrounding the acquisition and use of the said land.

    As many of you are aware, during my campaign to become the MP for Ejisu, I made a solemn promise to the people that I would establish an asphaltic plant to address the road deficiencies in the constituency.

    To realize this vision and create job opportunities, the ‘EJISU Club 100’ was established to collaborate with Sogood Engineering and Construction Company to undertake this project, among several others.

    In the pursuit of fulfilling this commitment, I approached my family chief, Nana Kofi Agyei, for a piece of land for the construction of the asphaltic plant.

    Nana Kofi Agyei gifted me the land in the presence of other family members, after the Aseda custom were done.

    The intention behind this gift was never for personal gain, but to help uplift the community and improve the lives of its residents through job creation and enhanced infrastructure.

    The progress of the asphaltic plant construction, which has reached an impressive 90% completion stage, stands as a testament to my unwavering dedication to fulfilling the promises made to my constituents during my campaign.

    Regrettably, it has come to my attention that a few members of the family are expressing discontent over the gift of the land by the family chief.  A land they have no claim to.

    I acknowledge their right to have differing opinion but strongly oppose their unwarranted insults and attacks directed at me and wrongly claiming that I have forcefully taken over their lands.

    In a response to the claims, I have already taken the necessary steps by reporting the matter to the Ejisu Police Service for the arrest of the individuals involved.

    I have also notified the family chief about the very distasteful actions of the individuals involved, for the necessary customary actions to be taken against them.

    As is evident in the video, there are no private houses built on the land but rather heavy duty vehicles and quarters for workers working on the asphaltic plant, as well as equipment for the asphaltic plants among several others.

    It is very disheartening that in my quest to address a major challenge in the constituency, I have rather been attacked and vilified for an act I have not taken.

    I would like to urge the public to disregard the content of the video and I admonish the media against further spreading its defamatory content or face legal action.”

    “I can’t wait to broadcast it to everybody that John Kumah is a thief. John Kumah has stolen our land; he should give us our land,” she claimed.

    Another voice heard in the video supported the woman’s claims, stating that John Kumah deceived them when he asked for the land for a government project but later used it for personal gain.

    “You came to ask for the land that the government is about to put up a project here, and you are packing cars on the land. Now, you are coming to use the land for your private business.

    “We should vote for you only to do this to us, John Kumah you are done. We’ve been quiet, he should know that this is his last time as an MP here,” he also said.

    Following the allegations, Dr John Ampontuah Kumah, denied news circulating on social media that he had illegally taken over a parcel of land in his constituency.

    In a statement shared by The Chronicles, he wrote, “I would like to refute these baseless claims and set the record straight, regarding the true events surrounding the acquisition and use of the said land.

    As many of you are aware, during my campaign to become the MP for Ejisu, I made a solemn promise to the people that I would establish an asphaltic plant to address the road deficiencies in the constituency.

    To realize this vision and create job opportunities, the ‘EJISU Club 100’ was established to collaborate with Sogood Engineering and Construction Company to undertake this project, among several others.

    In the pursuit of fulfilling this commitment, I approached my family chief, Nana Kofi Agyei, for a piece of land for the construction of the asphaltic plant.

    Nana Kofi Agyei gifted me the land in the presence of other family members, after the Aseda custom were done.

    The intention behind this gift was never for personal gain, but to help uplift the community and improve the lives of its residents through job creation and enhanced infrastructure.

    The progress of the asphaltic plant construction, which has reached an impressive 90% completion stage, stands as a testament to my unwavering dedication to fulfilling the promises made to my constituents during my campaign.

    Regrettably, it has come to my attention that a few members of the family are expressing discontent over the gift of the land by the family chief.  A land they have no claim to.

    I acknowledge their right to have differing opinion but strongly oppose their unwarranted insults and attacks directed at me and wrongly claiming that I have forcefully taken over their lands.

    In a response to the claims, I have already taken the necessary steps by reporting the matter to the Ejisu Police Service for the arrest of the individuals involved.

    I have also notified the family chief about the very distasteful actions of the individuals involved, for the necessary customary actions to be taken against them.

    As is evident in the video, there are no private houses built on the land but rather heavy duty vehicles and quarters for workers working on the asphaltic plant, as well as equipment for the asphaltic plants among several others.

    It is very disheartening that in my quest to address a major challenge in the constituency, I have rather been attacked and vilified for an act I have not taken.

    I would like to urge the public to disregard the content of the video and I admonish the media against further spreading its defamatory content or face legal action.”

    Kwasi Owusu Twumasi, spokesperson for the late Deputy Minister of Finance and MP for Ejisu, John Kumah, has clarified that the MP passed away at the Suhum Government Hospital, not in Germany as some reports suggested.

    Contrary to speculations that Kumah died in Germany, Twumasi explained in an interview with Accra FM that the MP was in the process of traveling to Germany for medical treatment but, unfortunately, succumbed to his ailment at the Suhum Government Hospital on Thursday, March 7, 2024.

    Reports indicate that Kumah had visited his constituency in the Ashanti Region for the independence anniversary on March 6.

    Mr Twumasi disclosed that the late MP had been unwell for some time, experiencing difficulty walking.

    On March 6, doctors visited Mr Kumah at his residence in Ejisu, and due to the worsening of his health, plans were made to transfer him to Accra.

    However, on the way to the airport for medical evacuation to Germany, they had to divert to Suhum Hospital as his condition deteriorated, leading to his unfortunate passing.

    “We realised that he couldn’t walk properly and that was what drew our attention to getting him medical attention. Doctors came to his aid yesterday (March 6), but because his health was getting worse, he needed to bring him to Accra. “His office had made arrangements for him to be flown out of the country to Amsterdam and then transit to Germany this evening. So we began the journey in an ambulance from Ejisu, together with his wife. “When we got to Suhum, we had to divert to the hospital because his ailment was getting worse, and unfortunately, he passed on,” he stated.

    According to sources, Mr John Kumah collapsed in his office and was quickly rushed to a hospital. He was later flown out of the country after his condition deteriorated.

    He died at the age of 45. He served as the Member of Parliament for Ejisu, in the Ashanti Region.

    Deputy Minister of Finance, Dr. John Kumah, revealed that the government amassed a total of GH¢1.19 billion in revenue from the E-levy for the year 2023.

    He made this revelation during the media launch of the Wealth and Jobs Expo Ghana.

    This significant sum was strategically allocated to various initiatives aimed at addressing unemployment in the country.

    Dr. John Kumah emphasised that, in light of recent statistics from the Ghana Statistical Service, which indicated that over a million Ghanaian youth were unemployed, it was imperative to allocate resources effectively.

    Therefore, funds were channelled into key programs such as the YouStart Program, the Ghana Enterprise Agency, and the National Entrepreneurship and Innovation Programme.

    These initiatives are poised to combat unemployment by fostering entrepreneurship and providing support for job creation across different sectors of the economy.

    “The Ghana Statistical Service announced on Wednesday that about 1.5 million Ghanaian youth are unemployed. Last year, the E-levy generated GH¢1.19 billion and as part of dealing with the job situation… unemployment situation, the government has committed funds through YouStart from these E-levy sources… to GEA and NEIP to address the unemployment situation in the country, and I am happy to announce that institutions like Wealth and Jobs Expo and all private groups that are willing to help create jobs in the private sector will also be supported to help create jobs and businesses in the private sector,” he said.


    Dr. John Kumah underscored the government’s endeavours to draw investments into the nation, while simultaneously stimulating job growth. He stressed the importance of fostering belief in entrepreneurship as a crucial measure to tackle the unemployment rate.

    “In the medium term, the government aims to intensify efforts to attract domestic investments and FDIs [Foreign Direct Investments] in strategic centres, with an emphasis on creating jobs anchored on the government’s growth strategy. The strategy is projected to contribute to the creation of approximately 500,000 jobs.

    We are not saying there are 1.5 million [unemployed youth; every one of them should create jobs. No. Even if we get it, we get 10% of them, it’s 150,000 who will become entrepreneurs. If they do an average of, let’s say, 100 jobs… 150,000 x 100, you have almost solved the unemployment problem,” the Deputy Minister of Finance added.

    The Deputy Finance Minister highlighted Ghana’s achievement in a Facebook post dated January 19, emphasizing the unanimous approval of the country’s request for debt treatment under the G-20 Common Framework.

    Buoyed by the unanimous approval of Ghana’s request for debt treatment under the G-20 Common Framework, he expressed optimism, considering this development as the cornerstone for the nation’s positive economic trajectory.

    Expressing gratitude, Dr. Kumah commended the people of Ghana for their unwavering support of the government’s measures and policies.

    He specifically acknowledged their role in mitigating the adverse impacts brought about by the COVID-19 outbreak and the Russia-Ukraine war.

    Dr Kumah added that “the past week was marked by a significant development in the public debt trajectory following the unanimous approval of Ghana’s request for debt treatment under the G-20 Common Framework for Debt Treatment Beyond the Debt Service Suspension Initiative (CF-DSSI).”

    “The government has been combining both fiscal prudence and debt restructuring measures to contain growth in public debt with the view of bringing the debt levels to moderate debt level from high risk of debt distress. The Official Creditor Committee’s (OCC) decision to support the grand efforts of government is commendable, refreshing and worth celebrating. We, however, do so with caution given that more work needs to be done going forward.”

    The Managing Director of the International Monetary Fund (IMF), Kristalina Georgieva, has stated that Ghana’s economic policies under its programme are beginning to yield the desired outcomes.

    She emphasised that the policy and reform commitments outlined in Ghana’s deal with the Bretton Woods Institution are in the best interest of the Ghanaian people.

    In a post on X (formerly Twitter) on Tuesday, January 16, she expressed the satisfaction of the IMF board with the assurances received from Ghana’s external creditors.

    A shocking revelation has emerged that the amount of money stolen from the residence of the Deputy Minister of Finance and MP for Ejisu, Dr. John Ampontuah Kumah, was far more than what was initially reported by the police.

    According to a tweet by Ghana Crimes, a social media platform that reports on crime and justice issues in Ghana, the thieves made away with GHC 500,000, not GHC 50,000 as the police had claimed.

    The tweet, which cited an unnamed source, suggested that the police had deliberately underreported the amount to avoid triggering a public outcry.

    The tweet read: “To clarify, the amount stolen is ¢500,000, not ¢50,000. Our source suggests that the police initially stated ¢50,000 to avoid triggering a significant public reaction.”

    The tweet has sparked a lot of reactions from Ghanaians, some of whom expressed disbelief, anger, and suspicion over the incident. Some questioned the source and credibility of the information, while others demanded the police to produce a report and confirm the allegation. Some also praised the thieves for taking the money, which they believed was the result of corruption and theft of public funds.

    The police have not responded to the tweet or issued any official statement on the matter. Dr. Kumah and his family have also not commented on the allegation.

    The burglary occurred on the night of Friday, December 29, 2023, when Dr. Kumah and his wife, Apostle Lilian Kumah, were out attending a church event. The thieves broke into their house in Chantan, Greater Accra, and stole cash, household appliances, and documents, such as passports and birth certificates.

    This is not the first time that a government official has been robbed of huge sums of money in Ghana. In July 2023, the former Minister of Sanitation and Water Resources, Cecilia Abena Dapaah, reported a robbery at her house, where more than $1 million, €300,000, and other valuable items were allegedly stolen. She was later arrested by the Office of the Special Prosecutor for suspected corruption and corruption-related offences.

    In August 2023, a presidential staffer, Hamida Nuhu, was also robbed of $114,500, £800, GH¢50,000, and €3,000, among other items, at her Premier Place home in the Airport Residential area of Accra. Eight people were arrested and charged with conspiracy and robbery in connection with the case.

    In October 2020, the MP for Mfantseman, Ekow Quansah Hayford, was shot and killed by armed robbers on the Abeadze Dominase–Abeadze Duadzi–Mankessim Road, when he was returning from a campaign trip.

    Five people were arrested and charged with conspiracy and murder in relation to his death.

    These incidents have raised concerns over the security of parliamentarians and the nature of their jobs. Over the years, MPs have asked for more security, citing the risks and threats they face in the course of their duties.

    Moreover, they took household appliances and crucial documents, such as passports and birth certificates belonging to the spouse of the Deputy Minister.

    The break-in took place at 6:44 pm while the family was absent, attending a church event in the town.

    On the evening of Friday, December 29, 2023, burglars forcibly entered the residence of Dr. John Ampontuah Kumah, the Deputy Minister for Finance and Member of Parliament for the Ejisu Constituency. The house is situated in Chantan, Greater Accra.

    “The thieves made away with GHC 50,000, home appliances, and documents such as passports, and birth certificates belonging to the wife of the deputy Minister, Apostle Lilian Kumah.

He stated, “the country is poised to have approximately 24 million tonnes of carbon credits available for transactions on the compliance market by 2030”.

    The theme of the joint meeting, ‘investing in Energy Transition, Food Security, and Regional Value Chains for Sustainable Development in North and West Africa Sub-regions’, the joint meeting has brought to the forefront the pressing challenges confronting both sub-regions, including concerns related to food security, the transition towards sustainable energy, and the development of regional value chains.

    These challenges hold significant implications for the well-being and sustainable development of the regions.

    Ghana has achieved a notable milestone by becoming the second country in Africa, following Mozambique, to receive payments from the World Bank’s trust fund for efforts in reducing emissions from deforestation and forest degradation, commonly referred to as REDD+. Under this program, the World Bank’s Forest Carbon Partnership Facility (FCPF) has disbursed US$4.86 million to Ghana.

    This payment acknowledges Ghana’s reduction of 972,456 tonnes of carbon emissions during the initial monitoring period, spanning from June to December 2019.

    This payment marks the first installment of the country’s Emission Reductions Payment Agreement (ERPA) with the World Bank, aiming to demonstrate the potential for results-based payments in exchange for carbon credits.

    Ghana stands to receive up to US$50 million, subject to achieving results in curtailing deforestation activities. Specifically, this funding is tied to reducing 10 million tonnes of CO2 emissions by the conclusion of 2024.

    These actions are focused within a six-million-hectare region in the West Africa Guinean Forest, where biodiversity and forests face considerable pressures from activities such as cocoa farming, unsustainable harvesting, and small-scale mining.

    It is noteworthy that Ghana is among the 15 countries that have entered into ERPAs with the World Bank.

    Climate shocks

    Dr. Kumah underscored the pressing nature of these challenges, particularly in light of the fact that as of 2022, over 20 million people in Africa, including at least 10 million children, grapple with severe food shortages. The situation is exacerbated by increasing debt levels and the growing frequency and severity of climate-related shocks, which impede investments in long-term climate-resilient solutions.

    Despite the intricate and demanding global context, Dr. Kumah conveyed his optimism. Drawing from Ghana as an illustrative case, he highlighted the nation’s improved fiscal standing, successful reviews with the IMF, and advancements in achieving macroeconomic stability and debt sustainability.

    He asserted that the current focus lies in orchestrating an economic revitalization underpinned by strong institutions and an active private sector, a model he believes can be replicated across the continent.

    The deputy minister stressed the significance of nurturing regional value chains in West Africa’s manufacturing sector, which currently contributes to less than 10 percent of GDP. With the African Continental Free Trade Area in operation, enhancing competitiveness and fostering resilience against global shocks becomes pivotal.

    Kumah pointed out that agricultural value chains possess the potential to reshape the economic landscape of North and West Africa. They can address food insecurity, create trade opportunities, and generate quality employment for the burgeoning youth populations. He accentuated the importance of scaling up private-sector-led initiatives to boost efficiency and productivity improvements throughout the continent.

    Dr. Kumah directed his attention to the issue of energy poverty, acknowledging its substantial impediment to economic development and trade in Africa. He noted that nearly half of sub-Saharan Africa lacks access to electricity, with a substantial gap in rural areas. He highlighted Ghana’s commitment to sustainable development and climate change mitigation through the implementation of the National Energy Transition Framework.

    The deputy minister reiterated Ghana’s dedication to reducing carbon emissions and mitigating the effects of climate change, emphasizing their commitment to green businesses and green jobs.

    He pointed out that these efforts not only benefit the environment but also offer enhanced financial and social returns compared to traditional ‘business-as-usual’ investments.

    Deputy Finance Minister, Dr John Kumah, has encouraged the Public Interest Accountability Committee (PIAC) to take the lead in advocating for the reconsideration of current petroleum agreements. This push aims to enable Ghana to maximize its gains from its oil production endeavors.

    He expressed that although the government was enthusiastic about boosting its involvement in the extractive industry, there were “interests and constraints” that create challenges in altering the terms of agreements.

    “Some people have questioned why our interest in the extractive industries is limited to 10 per cent or 20 per cent of the resources and not 55 per cent or 60 per cent.

    “When such issues are pushed vehemently and raised by PIAC, I believe as a nation we can see changes in the terms. It is not easy based on the contract we have signed but everything is possible once there is a will” he said.

    Dr Kumah made the call at the unveiling ceremony of a new PIAC logo, a redesigned website, and a data dashboard.

    The new logo incorporates features such as an oil rig, an oil drop, and the Ghana Cedi sign to reflect the workings and purpose of PIAC.

    It also features PIAC’s corporate colours of black, representing crude oil, and gold (yellow), which signifies wealth.

    The redesigned website also reflects the Committee’s attempt to intensify its public outreach, improve the visibility of PIAC and its work, and take feedback.

    The Data Dashboard is intended to allow the public to gain simple access to information about Ghana’s petroleum sector.

    It comprises an interactive platform that displays statistics on oil and gas production, receipts, and how those revenues are allocated and distributed.

    Mr Kumah stated that the Government saw PIAC’s activities as complementary to the nation’s development in terms of the utilization and management of oil revenue.

    “I do not think that government sees your contribution as a tango between what government does and what you say. In the end, the objective is for the nation to do better with our oil resources. Every criticism we make should be aimed at making the system better,” he said.

    In an interview, PIAC Chairman Professor Kwame Adom-Frimpong urged the government to finance the committee’s statutory activities to enable it to lead the push for expanding Ghana’s oil stake.

    “Once it is coming from him (Deputy Minister), from here I will follow up to ensure what he wants us to do is done with the needed resources,” he said.

    Prof. Adom-Frimpong also said the committee hoped to be granted prosecutorial powers through the review of the Petroleum Revenue Management Act (PRMA) to ensure that it could enforce compliance with the PRMA laws.

    Deputy Minister for Finance, Dr. John Ampontuah Kumah, has defended the Governor of the Bank of Ghana (BoG), Dr Ernest Addison and his two deputies in response to the National Democratic Congress (NDC)’s call for their resignations.

    On August 8, the Minority Leader, Dr Cassiel Ato Forson, accused Dr Ernest Addison of reckless mismanagement of the Central Bank as it incurred a loss of GH¢60.8 billion from its audited financial statement for the 2022 fiscal year.

    The Minority therefore issued a 21-day ultimatum for the resignation of the governor of the Bank of Ghana.

    But Dr. Kumah has urged the public to disregard what he labeled as “funny propaganda” against both the central bank’s leadership and the entire government.

    In a Facebook update on Wednesday, August 9, the Member of Parliament for Ejisu emphasized that the BoG is in a stable condition and is far from facing any potential collapse.

    He explained that the primary revenue source for the BoG comes from government transactions. As a result, any reduction in such transactions would naturally impact the central bank’s income.

    “Ignore this funny NDC Propaganda about the collapse of the Bank of Ghana (BoG). BoG is Solid!”

    “The NDC is funny! It’s not true that a recapitalization levy is to be introduced for BoG, the Central Bank hasn’t collapsed.”

    “The main source of income to the Bank is from government transactions i.e. fees on all government transfers, the bank’s investments in marketable instruments and also earnings from non-marketable holdings of the Bank.”

    “Given that government transactions have gone down, naturally, the income of the bank will go down. Also, because of the debt restructuring, earnings on their holdings on markable and non-marketable bonds will go down,” he posited. 

    He added that “Beyond this, the Bank is solid and is capable of performing its core function. Article 183 clause 2 (c) of the 1992 constitution enjoins the Bank of Ghana to promote and encourage economic development in the country, hence there is nothing untoward in the actions of the Central Bank to support the state in its economic recovery efforts.”

    The Deputy Minister also implied that the losses incurred by the central bank are not uncommon, as many central banks globally experience similar situations while pursuing economic stabilization goals.

    Bank of Ghana’s response

    The substantial loss of GH₵60 billion included a significant portion of GH₵53.1 billion attributed to the government’s Domestic Debt Exchange Programme (DDEP), as per a Bank of Ghana’s report.

    The Bank’s statement clarified that its intervention was necessary to avert a significant economic and societal crisis due to the failure of the domestic auction process.

    Furthermore, the Bank of Ghana outlined that a deeper decline in Ghana’s sovereign debt rating resulted in the restriction of the country’s access to international capital market borrowing. This, in turn, triggered a liquidity crisis, which subsequently escalated into a balance of payments crisis.

    It added that “In 2 months, the Bank of Ghana lost $500 million in reserves and built significant overdraft with the government as a result of the auction failures.

    “It became clear that Ghana was on an unsustainable path, and the Government had to approach the IMF for support in July 2022.

    “The IMF process included putting into place a credible programme of reform, which included restructuring the total government debt to sustainable levels.

    “Until the Staff Level Agreement with the IMF was reached in December 2022, the Bank of Ghana had to continue to provide the necessary support to keep the economy running.”

    The recent “turning the corner” remark made by the finance minister, Ken Ofori-Atta, at the 2023 mid-year budget review in parliament, according to deputy finance minister Dr. John Ampontuah Kumah, has drawn criticism.

    He asserts that the phrase does not imply that the nation’s economic problems have been fully handled but rather that it has made some progress and can now clearly see a road to recovery.

    “Let me start with the meaning of turning the corner and how it’s being interpreted. Clearly, the Minister for Finance spoke with all humility and he understands the challenging current global and domestic financial situation we find ourselves in.

    “So our choice of the phrase ‘turning the corner’ should not in any way be interpreted as we are out of the woods so we have seen full recovery but as we can understand from the metaphor, when you’re driving and you turn the corner, it means you see a way clearer. It means that your path is rather now straight to a better destination.

    “So let us not misinterpret the phrase when we say we have turned the corner,” he said on JoyNews’ Newsfile on Saturday.

    He clarified that the minister’s use of the phrase was accurate because all the facts he presented during the budget review showed that the nation has, in fact, “turned the corner.”

    This, he continued, is further considered as evidence that the administration has already complied with some IMF recommendations.

    “Some finance experts have taken on the Finance Minister over his ‘turning the corner’ comment regarding the economy.

    “This ‘turning the corner’ is underpinned by the investments and sacrifices we have collectively made during this difficult period since March 2020,” said the Minister.

    “Mr. Speaker, we have turned the corner and, more importantly, we are determined to continue down that path. Soon, we expect the measures taken to result in economic activity greater than anything experienced in the history of the Fourth Republic. Our plans and programmes should soon lead to a sustained increase in domestic production, including manufacturing and farming, replacing many of the products that we are used to importing,” he said.

    However, according to Finance Lecturer Professor Godfred Bokpin, the government’s attitude of not carrying out fundamental duties is stunting the nation’s economic progress.

    According to him, this is because the government has stopped paying interest on its external debt and is not in good standing when it comes to paying contractors, such as Independent Power Producers (IPP), who have accumulated arrears.

    He claims that the government has not upheld its duties to significant economic interests.

    “The economy is not in full gear because we’re not honouring important obligations. They have suspended debt servicing on our external debt, we are not in optimal position with all payments to arrears to contractors, independent power producers, important stakeholders within the economy,” he said

    “So if you see some stability and you interpret it that to mean you have turned the corner, you may be surprised if pressures from all these begin to mount then you’ll see that the stability you’re talking about is actually not durable,” Prof Bokpin added.

    Deputy Finance Minister, John Kumah, has characterized the recent times as challenging for every politician in Ghana.

    He made these remarks in response to reports of stolen funds found in the home of former Sanitation Minister, Cecilia Dapaah.

    According to Kumah, fear has become a prevailing sentiment among all appointees in President Nana Akufo-Addo’s government.

    “Our lives are in danger but the good thing is that we are given police protection. The idea and perception people have about us is now scary and it will be difficult for people to accept public offices in years to come,” he said.

    He mentioned that while they are provided with police protection, the perception people hold about politicians has become frightening, making it increasingly difficult for individuals to accept public office in the future.

    During an interview with the media, Kumah expressed concern about the negative image politicians are facing, leading to growing apathy within the system.

    He emphasized that not all politicians keep large sums of money in their homes, and the current situation poses dangers for them collectively.

    Kumah urged caution and called on the media to reshape discussions on the matter, highlighting the potential problems that could arise from exaggerations.

    The case originated from a report of theft filed by the former Minister and her husband, Daniel Osei-Kuffour, which prompted police investigations and subsequent arrests.

    Stolen items were recovered, and the investigation docket was submitted to the Office of the Attorney General and Ministry of Justice for review and guidance.

    On July 24, 2023, the OSP (Office of the Special Prosecutor) took action by arresting Madam Dapaah for questioning following over 200 petitions received, urging an investigation into her.

    Searches at her residences in Ablemkpe and Cantonments revealed allegedly stolen amounts totaling US$1 million, €300,000, and millions of Ghana cedis, which were reported to have been taken by her housekeepers between July and October 2022.

    The Deputy finance minister, John Kumah, has said that there has been no haircut as far as the Domestic Debt Exchange Programme (DDEP) is concerned.

    According to him, the debt exchange programme was voluntary and not compulsory.

    He noted that “there has been no haircut in the successful execution of the debt exchange programme and it has remained voluntary from day one until now.”

    The deputy finance minister linked the country’s current economic crisis to the COVID-19 pandemic and the Russia-Ukraine war.

    He made the assertion when the finance minister appeared before parliament to present the details of the debt exchange.

    John Kumah however reiterated that pensioners who did not sign on to the programme are exempted.

    He further noted that the government will pay maturing coupons and the principals on bonds.

    “As we speak today, about 85% of bonds have been migrated unto the new bond market,” while adding that the success rate has paved way for further negotiations to continue with the IMF.

    John Kumah, the deputy finance minister, has issued a warning against trading in old bonds as the government plans to only trade new bonds as part of the debt exchange scheme.

    He urged present bondholders to keep their bonds till they mature.

    John Kumah made the claim while reiterating the government’s earlier warning over the difficulties with trading old bonds.

    “Let me advise those who want to hold on to the old bonds, you have to hold on till the end of maturity. So if your bond will end in 2027, please no matter your situation don’t try to sell it because there will be no market for the old bonds, we are transitioning all the bonds to the new ones,” he is quoted by myjoyonline.com.

    This comes after the government announced that even though individual bondholders are still included in the programme, the agreement reached by the government and the Ghana Association of Bankers and other stakeholders smacks of significant progress and an indication of the programme’s success.

    John Kumah further noted that even though coupon payments under the DDEP are guaranteed, it is heavily dependent on the success rate of the programme.

    He, therefore, called on stakeholders to roll on to the programme even as the deadline has been extended to February 7, 2023.

    “It’s guaranteed, once we have promised we have to deliver, but we are able to give that assurance because others are willing to come to the new market but if everybody says we are staying in the old market we can’t honour it,” he said.

    Member of Parliament for Ejisu and Deputy Minister of Finance, John Kumah, has iterated that external factors damaged Ghana’s booming economy fostered by the ruling New Patriotic Party.

    The Deputy Finance Minister told Umaru Sanda Amadu on Citi TV’s Face to Face that Ghana’s financial condition worsened as a result of global crises such as the breakout of Covid-19 and the Russia-Ukraine war.

    Mr. Kumah stated that external disruptive forces exacerbated the country’s debt issue, prompting the Minister of Finance to propose a debt restructuring plan known as Ghana’s Domestic Debt Exchange Programme.

    “We got here through very difficult global circumstances. The economy was doing well before Covid-19 struck and when Covid came, it did not only hit Ghana, it hit the entire world and there were disruptions in supply chains, the introduction of lockdowns, and things generally became expensive, and even now that we are out of the pandemic, one of the symptoms of Covid-19 in every country is high inflation rates. In Ghana, for example, we have seen how inflation levels have shot up from 12 percent to 40.4 percent in October.

    “Unfortunately, we were further hit in 2022 by the needless war in Russia and Ukraine which affected energy and that has led to increases in the prices of fuel at the pumps. The trotro driver has to pay more and translated that into increases in fares for passengers and for everyone.”

    Mr. Kumah went on to say that the highly criticized debt exchange scheme is just one of the measures the government is doing to restructure the country’s debt and nursing the economy back to health.

    “Any objective observer will tell you that, globally, we are heading toward a recession and that means further difficult situations for everyone, so we have to do something and that is why Ghana is making processes to get a program with the International Monetary Fund (IMF) and one of the conditions to meet the Fund’s program is debt sustainability.”

    Government has defended its decision to privatise the Saglemi Housing Project.

    According to the deputy Finance Minister, John Kumah, the decision is the best, given the current circumstances.

    Speaking on Saturday, November 26, 2022, during Newsfile, he
    explained that “the project is no longer affordable per the arrangement that has happened to it because if you divide $200 million by 10,000, you are going to get it at $10,000, and they reviewed it to 1,500 (housing units) which makes
    it up (from) $40,000 to $50,000 per unit. So how affordable can
    that be?”
    “So in the present circumstances, the best option is to bring the
    private sector in,” he said.

    He, however, assured the citizenry that the government will be transparent in choosing a buyer.

    The Saglemi Housing Project was initiated by the erstwhile Mahama Administration.

    It was originally meant to be a 10,000 residential unit later
    reviewed as a 5,000 unit facility to address the country’s housing
    deficit.

    However, after the Mahama administration left office, the project was abandoned and left to rot, despite various assurances by the current administration to complete it.

    Government initially blamed its failure to complete it on lack of
    financial resources.

    In the latest development, the government, through the Works
    and Housing Minister, Francis Asenso Boakye announced plans to privatise the project.

    “Government has decided to – Explore the possibility of selling the Saglemi Housing Project, covering the 1,506 housing units, at the current value to a private sector entity to complete and sell the housing units to the public, at no further cost to the State,” Mr
    Asenso-Boakye said at a press briefing in Accra.

    “In furtherance of the above, and to facilitate the processes, a Technical Working Team has been set-up, comprising professionals and experts to oversee and spearhead all engagements required for the completion of the project.

    This is being done with the goal of ensuring transparency and accountability, while guaranteeing value for money in the completion of the project,” he added.

    Subsequently, the Minority in Parliament issued a caution to the
    government to rescind its decision.

    Minority Spokesperson for Works and Housing, Vincent Oppong
    Asamoah argued that the project is viable therefore, “government should be compelled to look for funds to complete the project instead of privatisation.”

     

  • Ghana Rubber Estate pushes for ban on exports of raw rubber

    Management of the Ghana Rubber Estate Limited (GREL) have said the current market arrangement on rubber continues to impact investment in the local rubber industry, as continuous exportation of the raw material derails the chances of investors recovering their investments.

    The diversion of unprocessed rubber by some farmers – selling to persons who export the commodity mostly to the Asian market – will affect local financial institutions that financed the plantations.

    Meanwhile, the development also denies the state from deriving some tax revenue from the commodity – given that there is no value addition.

    Managing Director of GREL, Lionel Barre, during the presentation of a cheque for €668,750 as dividend payment to the Ministry of Finance in Accra, observed that exportation of the raw material now compels GREL to import rubber for processing.

    This is after the company, some two years ago, started the first phase of a €62million rubber processing factory.

    “We could develop bigger and faster than we are today. It is a pity that after all these years we are still focusing on supply chains and not investing in value chains. This has encouraged more people to export raw material rather than adding value to the product,” he said.

    It is against this background that he noted not ensuring some firm regulation of the rubber value chain could affect the future investment of GREL, as the situation is different in neighbouring countries.

    “We have created a supply chain for rubber but not the value chain. We need to develop the value chain, thereby encouraging value-addition before exportation,” he stated.

    GREL is a public-private initiative that is the leader in rubber production in Ghana, and employs over 4,000 people directly with a target to increase the number to 6,000 in the coming years.

    The company exports nearly 100 percent of its processed rubber produce abroad, raking in millions of foreign exchange to the country.

    Deputy Finance Minister, John Kumah who received the payment, acknowledged the company’s challenges.

    He assured management of GREL that government will act on their concerns, while noting that policies are already being formulated toward building a strong value chain in the rubber industry.

    “We have taken notice of your advice and observations in the sector. It is one thing that affects almost all our agricultural produce. We just have the supply chain, as has been noted, but we are not good with the value chains; that is making us not add value before exporting.

    “This is affecting our forex, employment, as we are rather creating jobs by so doing in other countries. These are matters we take seriously and will make sure we improve on them,” he said.

    He also commended GREL for the prompt and regular payments of its dividend.

  • NLA commemorates 60 years with colourful event

    The National Lotteries Authority (NLA) has launched its 60th anniversary celebration with a colourful event at its headquarters in Accra.

    The event which took place on September 29, 2022, saw in attendance dignitaries from within and without the authority, including the NLA’s Director-General, Sammy Awuku, the Attorney-General and Minister of Justice, Godfred Yeboah Dame, the Deputy Finance Minister, John Kumah, among others.

    During the event Director-General, Sammy Awuku, highlighted a series of activities that would characterise the celebration of the event which has been scheduled to span three months.

    He noted that “the month of October has been dedicated to our cherished customers whom we recognize as our most valued assets. The month of November is slated for our Good Causes project,” and December will be the climax of the events.

    He emphasised that November will be a month the Authority will give back to society by commissioning some Projects, in various parts of the country.

    “These will be climaxed with a Grand Durbar of the Anniversary Celebration in December, held concurrently with a Conference on Responsible Gaming as we host the African Lotteries Association (ALA),” he said.

    History of the NLA

    Lottery over the years has immensely contributed to national growth and development. Established in 1962 as the Department of National Lotteries, invited a young man Mr Brennan from Malta to help set up the DNL, which now operates as the National Lottery Authority(NLA), after Act 722 was enacted in 2006.

    NLA remains the leader in the lottery business in the sense that it has the legal mandate to regulate the industry. In addition to this autonomous role, the main objective of NLA is to raise revenue to run its affairs, and to pay whatever is left to the government to support developmental needs or projects in the country.

    Against this background, NLA undoubtedly is a national asset, but this feat did not come with ease.The NLA brand was built with solid integrity as its core value while other values such as respect, excellence, accountability, leadership, and teamwork equally complemented the success story.

    The NLA has its spread across the sixteen regions in Ghana, and continues to expand its tentacles to every nook and cranny. The expansion project is duly on course under the current leadership of Mr Samuel Awuku, the Director General of the authority.

    Mr Awuku at the launch of the 60th anniversary celebration noted that after the establishment of the NLA some years ago, NLA can confidently boast of exemplifying its mandate to make all stakeholders ultimate winners.

    “It has been 60 Years of generating revenue for national development, 60 years of touching lives, communities, and institutions and 60 years of making our patrons millionaires.”

    Although he acknowledged that there are still challenges of his outfit that need to be addressed, he noted that the reforms, policies, and decisions taken by successive Boards and Director-Generals have significantly transformed the institution.

    Board Chairman of NLA, Togbe Francis Nyonyo Agboada, was also at the event.

    Addressing the gathering at the event, he touted the achievements of the NLA over the years, indicating that “we have successfully licensed some Private Lotto Operators, (PLOs) and look forward to welcoming more on board.  The security services together with the NLA task force will continue to clamp down on defaulters to sanitize the lottery industry.

    “We are also in the process of signing on some more Collaborators who will introduce some exciting new games for our cherished patrons.  By the end of the year, we should take delivery of our modern machines, which purchase was done in accordance with the standards of the World Lottery Association (WLA).”
