    IMF urges stringent tariff adjustments to ensure cost recovery in the energy sector

    Deputy Director of the IMF, Ms. Catherine Pattillo and Mr. Luc Eyraud, Division Chief of the African Department, have emphasised the need for Ghana to implement stringent reforms during a press briefing in Accra.

    These reforms are essential to empower utility service providers, allowing them to recover costs effectively. The aim is to ensure reliable and sustainable power for both household and industrial use.

    The IMF representatives also stressed the importance of creating an enabling environment for private sector involvement, particularly in increasing the use of renewable energy. They urged other African nations grappling with energy challenges to follow suit.

    Ms. Pattillo highlighted that Ghana, like many other African countries, faces obstacles due to its current tariff structure. This structure fails to adequately support high-cost recovery by utility service providers, thereby limiting their operational capacities.

    “Sometimes, the setup of the energy sector does not allow utilities to recover their costs from the charges they make to operate profitably and efficiently and supply energy as needed,” she said.

    Regarding the Fund, she said, “we are always discussing with countries how to ensure that their energy sector, which often involves a number of state enterprises, is well managed to recover their costs and provide services.”

    Mr. Eyraud emphasised the importance of recalibrating tariff systems, noting that it would help boost cost recovery.

    He also called on the government to institute mechanisms that would increase the country’s share of renewable energy through enhanced private sector participation.

    He mentioned South Africa as one country on the continent that had been doing well in the area of renewable energy, “by bringing in more private producers and reducing the barriers to entering the market.”

    In recent weeks, Ghana has been grappling with intermittent power outages, primarily stemming from financial constraints in acquiring fuel necessary for certain power plants to function at optimal levels.

    During an interview with the Ghana News Agency last week, Nana Amoasi VII, representing the Institute for Energy Security (IES), underscored the critical need to provide resources to the Electricity Company of Ghana (ECG) to address the ongoing power outages.

    “We expect the Ministry of Energy to coordinate and work with the Ministry of Finance to find alternative funding sources to deal with the challenge, specifically to procure fuel to get some of the power plants online,” he said.

    During his speech at the 2024 May Day celebration in Accra, President Nana Addo Dankwa Akufo-Addo expressed confidence in the continuity of power supply, suggesting that certain issues within the sector had been successfully addressed.

    “Over time, the issues surrounding transformers and gas supply have been successfully resolved, resulting in a significant improvement in power supply reliability,” he said.

    In a statement signed by Walewale Constituency Chairman Mohammed Janda Muniru, it was declared that after extensive discussions with Constituency Executives, Patrons, the Council of Elders, and Area Coordinators, the entire body reaffirmed the declaration of Dr. Mahama Tiah Abdul Kabiru as the parliamentary candidate for the Walewale Constituency by the Electoral Commission on January 27, 2024.

    Furthermore, the statement revealed that the house tasked the Patrons and Council of Elders with engaging the Member of Parliament, Hajia Lariba Abudu Zuwera, in meaningful discussions to prioritise the party’s interests and resolve electoral disputes for the sake of peace, unity, and harmony.

    In contrast, another statement issued by the constituency secretary, Wuni Yidana, advised the public to disregard the assertion that the constituency executives reaffirmed Dr. Kabiru Tia Mahama as the party’s 2024 parliamentary candidate.

    Amidst these conflicting statements, the Walewale constituency chairman has called upon all parties, supporters, and sympathizers to set aside their differences and collaborate for unity in securing victory in the upcoming December elections.

    “I wish to state in no uncertain terms that no decision was ever reached at the said meeting, in which the stakeholders purportedly reaffirmed the declaration of Dr. Kabiru Mahama as our Party’s Candidate of our constituency.”.

    He disclosed that the conduct of the constituency Chairman is contemptuous, as the Constituency Parliamentary Primary is a subject matter of litigation still pending before the High Court in Tamale.

    “I wish to state that the conduct of the constituency Chairman is contemptuous as our Constituency Parliamentary Primary is a subject matter of litigation still pending before the High Court Tamale and an act which will seriously militate against the amicable settlement of the matter as the Court has given our great party up to May 23, 2024, to announce back to the Court the outcome of any amicable settlement of the matter.”.

    He entreated all members of NPP in the Walewale Constituency, to remain calm and treat the said publication or letter authored by the Constituency Chairman with the contempt that it deserves.

    “I urge the leadership of our Party to do everything possible to take the opportunity given the party by the Court to resolve the matter seriously and enrol all the stakeholders on board in order to come out with an outcome that will resolve the lingering issue and bring all hands on board to ensuring that we win the upcoming General Elections emphatically for the Presidential Candidate and whoever is eventually be declared as our Parliamentary Candidate”.

    The incumbent Member of Parliament for the Walewale constituency and former Minister for Gender, Children, and Social Protection, Lariba Zuweira Abudu, proceeded to the Tamale High court to contest the results declared at the NPP parliamentary primary in the Walewale constituency.

    Subsequently, Justice Richard Kogyapwah of the Tamale High Court granted a plea by the New Patriotic Party (NPP) to resolve the issues related to the Walewale constituency parliamentary primary out of court.

    The NPP noted that settling the case out of court will be the best way to sustain peace and unity in the party ahead of the 2024 general elections and the court gave up to this month to come back.

    A 25-year-old graduate from KNUST, identified as Patrick Adu Gyamfi, has been apprehended for the murder of a 22-year-old woman who was visiting for the Christmas holidays at his friend’s mother’s residence in Kumasi on Tuesday, December 26, 2023.

    During Patrick’s third year at KNUST, he faced financial difficulties that almost led to his dropout. Resorting to selling phones belonging to dealers he worked with, Patrick’s situation became dire.

    Fortunately, a close friend, with whom he shared a long-standing relationship since junior high school, alerted his mother about Patrick’s plight.

    Understanding their history, the friend’s mother intervened by settling his debts, providing accommodation and support and and paying his fees.

    Patrick continued to reside with the family, completing his university education, the National Service, and securing a job with the help of the woman.

    However, their relationship took a dark turn on December 26, 2023, when the woman returned home and found Patrick with Akua Afriyie, a 22-year-old visitor who had arrived for the Christmas holidays.

    The woman, surprised by their unfamiliar acquaintance, confronted them and discovered Patrick had stabbed Akua multiple times. Despite her attempts to intervene, Akua succumbed to her injuries.

    Patrick fled the scene but was eventually apprehended two days later in Obuasi. Additionally, Emmanuel Kwame Seyram, a friend of the suspect from high school, was arrested for harbouring a murderer.

    CDD slams govt over Cecilia Dapaah’s case

    Center for Democratic Development (CDD-Ghana) has condemned the government’s handling of the money laundering case involving former Sanitation Minister Cecilia Dapaah.

    CDD-Ghana voiced apprehension regarding the government’s response to scandals implicating its associates.

    In a letter addressed to the Economic and Organised Crime (EOCO), the Ministry of Justice and Attorney General advised against further pursuing money laundering investigations into Madam Cecilia Dapaah’s activities.

    In a statement released on Friday, May 3, 2024, CDD-Ghana noted, “The abrupt and inconclusive manner in which this matter has been ended fits a pattern in terms of the Nana Akufo Addo Administration’s general attitude and response to scandals, allegations or reported incidents of criminal conduct, corruption or other financial malfeasance involving persons closely associated with the Government or ruling party.”

    CDD-Ghana believes that the advice signals the end of the case. The AG has assured that the case will continue.

    “The upshot of the A-G’s advice is that the Cecilia Dapaah matter is over. Case closed. Once again, a high-profile case of suspected or alleged criminal conduct implicating a politically influential person has been terminated abruptly without proper credible resolution or closure. It is not clear in what way the forced termination of further investigation into this matter by the A-G serves either the public interest or helps the reputation of the target of the investigation.”

    CDD-Ghana also questioned EOCO’s failure to conduct its investigations.

    “The action of EOCO in requesting directions from the A-G without first acting on the referral from the OSP to initiate its own investigation of the matter seems oddly contrived. Having been provided with a docket containing various exhibits, statements by twenty or so individuals, as well as the bare fact of the quantum of the monies found in the properties associated with Mrs. Dapaah and her spouse, one would have expected EOCO to proceed with its own investigations, instead of seeking the A-G’s legal advice on prosecution at that early pre-investigative stage.”

    This suggestion followed the Special Prosecutor’s office’s determination that the discovery of over 1 million dollars in Dapaah’s residence exceeded its jurisdiction, prompting the recommendation for money laundering investigations.

    Deputy CEO of the National Petroleum Authority (NPA), Linda Boamah Asante, has affirmed the management’s commitment to addressing the demands of Ghanaians by actively working to reduce the price of Liquefied Petroleum Gas (LPG).

    During a town hall meeting on the Cylinder Recirculation Model (CRM) in Tamale, she disclosed ongoing discussions between the NPA, the Ministry of Energy, and the Ministry of Finance to explore the possibility of reducing taxes on LPG.

    While acknowledging the influence of international factors on price hikes, Asante stressed the authority’s limited control in this regard. Regarding the CRM, she assured that its implementation aims to enhance LPG accessibility without significantly impacting its price.

    Asante urged Ghanaians to refrain from deforestation for charcoal production, cautioning against the severe consequences for climate change in the future.

    “The reason for today’s programme was to sensitise most of our women and opinion leaders on why they should embrace the cylinder recirculation model and why they should use LPG instead of charcoal and then firewood.

    “Because we all can attest to the fact that climate change has come so close. The weather patterns are changing. There are high temperatures all over so we can’t do anything other than embrace the cylinder recirculation model.

    “For the price of LPG, like I said in my speech, the NPA in collaboration with the Ministry of Energy and the Ministry of Finance is having discussions so that we can reduce the taxes on LPG. In addition to that, even before the reduction of taxes, the NPA has gone ahead to have a tender, which has reduced the supplier’s premium for LPGs that are imported into the country.

    “Although we have the local refinery and Ghana National Gas, that produce gas, the price is always perked to the international market. So, the most important thing that we’ve been able to achieve now is to make sure that the cost of CRM, the policy doesn’t increase the price of getting access to LPG.

    “And we have various sizes of the LPG. we have 3kg, we have 6kg and we have 12.5 kg, and it goes up there. So, you can buy any size you want. I’m sure 3kg will be the same as wanting to buy a tot. if you want to buy a tot, that avenue is also available.

    “It is basically by making the LPG available, making it accessible and close to their doorsteps. We don’t have the filling plants available. They have to travel distances to have it purchased so the idea is to make it so close to you that you don’t have to travel any distances to get the product. And that is also another important role that we are playing in addition to making sure that the price goes down,” the deputy CEO of NPA Linda Boamah Asante said.

    Prominent figure in Kumasi, Kweku Kweku, also known as ‘Krofrom Killer,’ reflected on his experiences during Jerry John Rawlings’ presidency in Ghana.

    He recalled the tumultuous period following Rawlings’ 1979 coup, during which many endured hardship and injustice.

    Krofrom recounted his own ordeal when he was detained by soldiers and questioned at the police headquarters.

    Despite being labelled as a notorious figure in Kumasi by Rawlings, he denied the accusation, attributing it to a public misconception.

    “I was in Kumasi in 1979 when Rawlings’ coup took place. At that time, a curfew was in effect, leading to soldiers raiding homes.

    Some of my acquaintances were fatally shot. Being 23 years old, I was quite robust and defiant. The situation compelled me to move to Kumasi for business.

    “One day, I was apprehended by the police at my residence and taken to the headquarters. Rawlings confronted me, alleging, ‘I am the infamous individual from Kumasi who has fled to Accra to perpetuate his notoriety.’

    I contested his allegations, being very assertive,” he narrated during an interview with Poleeno Multimedia.

    Krofrom revealed that despite his protests, he was imprisoned for twelve years until his court appearance, where a female judge released him due to the absence of formal charges.

    “I was never brought before a court for a hearing but remained in custody. I was shuffled between prisons, and this ordeal persisted for twelve years… Eventually, I spoke to a judge who, upon hearing my account, decided to grant me bail,” he concluded.

    Prof. Opoku-Agyemang underscored the significance of adopting responsible communication practices amidst the current media frenzy. She emphasised that, in an era of information overload, ensuring the accuracy and reliability of disseminated content is paramount.

    Recognising the challenges posed by misinformation and information overload, she emphasized the pivotal role PR professionals play in upholding the integrity of information sharing.

    By prioritising fact-checking and vigilance, she noted, PR professionals can help combat the proliferation of false information and contribute to a more informed society.

    “Providing accurate information can be challenging in a politicised environment, but I encourage you to strive for truth and integrity in your practice,” she added.

    Mr. Mawuko Afadzinu, the Immediate Past President of the Institute of Public Relations (IPR) in Ghana, underscored the importance of embracing new technologies like Artificial Intelligence (AI) to enhance the profession and status of PR practitioners.

    He highlighted the potential for AI to bring about significant efficiencies, enabling practitioners to accomplish more with fewer resources. Afadzinu emphasised that IPR Ghana’s primary objective is to provide a professional framework for the practice of public relations, thereby elevating the skills and reputation of its members as expert professionals.

    While acknowledging AI’s capacity to perform tasks that traditionally require human intelligence, such as learning, problem-solving, and decision-making, Afadzinu emphasised that creativity remains a uniquely human domain.

    “By blending their expertise in public relations and communications with AI’s processing powers, professionals can elevate their practice,” he said, adding, “Moreover, AI can help combat misinformation, disinformation, and information overload by tracking sentiment.”

    President Nana Addo Dankwa Akuffo Addo has inaugurated the commencement of the construction phase for a top-tier Minerals Income Investment Fund (MIIF) Technical Training and Jewellery Centre at the University of Mines and Technology (UMaT), Tarkwa.

    This training hub, financed by MIIF, stems from a collaborative pact inked with the University of Mines and Technology at the MIIF offices on August 16, 2023.

    The partnership outlines four primary initiatives: the erection of an elite Technical Training Centre, which will house a state-of-the-art Gold Jewellery Making and Training Centre; a decade-long undergraduate and postgraduate scholarship initiative for women hailing from mining communities; and an annual speaker series, serving as a platform for scholarly discourse melding academia with industry expertise.

    Scheduled for completion within eight months, the facility will encompass a 500-seat auditorium, lecture halls, a resourceful library, and administrative spaces to bolster hands-on programmes in metalsmithing, jewel technology, and the certification of jewellery to meet global standards.

    Additionally, the centre will delve into the integration of artificial intelligence and innovative systems in mineral value augmentation.

    Addressing attendees at the sod-turning ceremony, President Akuffo Addo emphasised that the establishment of the Technical Training Centre underscores the government’s unwavering dedication to fostering a resilient and sustainable mining sector.

    “This centre will serve as a hub for excellence in mining-related education, research, and innovation, equipping our youth with the knowledge and skills needed to excel in this critical sector,” he said.

    The President highlighted that with the establishment of this centre, it is anticipated that a fresh wave of jewellers will receive comprehensive training, equipped with the skills needed to excel in their craft.

    Additionally, they will be educated on entrepreneurship and equipped with the necessary abilities to transform Ghana into a leading jewellery hub for the African continent.

    Expressing confidence, the President affirmed that this technical training centre will not only enrich the students and staff of UMaT but will also significantly propel the mining industry forward.

    “It will provide cutting-edge training and research facilities, enabling the country to stay at the forefront of technological innovations and best practices in mining and mineral processing,” he added.

    The MP for Tarkwa Nsuaem and the Deputy Minister of Lands and Natural Resources, George Mireku Duker, commended MIIF for the partnership with UMaT, which is going to elevate the university to greater heights, adding that the human resource contribution of the university to the mining industry cannot be underestimated.

    He said, “The African mining industry can boast of seasoned professionals who are manning the affairs of both operational and policy handles, who were trained by the university.”

    He believes that the establishment of the center will elevate UMaT to a global centre of excellence for training top-tier professionals in the downstream aspects of mining and related industries.

    He emphasised, “It will also supply the essential human resources needed to keep pace with the rapid advancements in Ghana’s mining sector and the anticipated expansion.”

    Private legal practitioner Martin Kpebu has rebuffed the Attorney General’s (AG) advice to cease the money laundering investigation into former Sanitation Minister Cecilia Dapaah.

    Kpebu argues that the AG’s guidance lacks legal foundation, describing it as “misleading and not legally supported.”

    He disputes the AG’s assertion that a predicate offence is necessary for prosecuting Dapaah, deeming it incorrect. The Attorney General’s office advised the Economic and Organised Crime Office to refrain from pursuing money laundering inquiries against Dapaah.

    This recommendation followed the Special Prosecutor’s Office’s determination that the discovery of over 1 million dollars at Dapaah’s residence fell outside its jurisdiction, suggesting instead that money laundering investigations be conducted.

    Speaking on Citi TV’s The Big Issue, Kpebu emphasised that Dapaah’s failure to account for her wealth justified the AG’s intervention. He urged the AG to retract its directive to EOCO.

    “The letter is a huge mistake, a faux pas. That was a wrong step because the letter is not grounded in law. The AG is insisting that you need a predicate offence before you can prosecute someone for money laundering; but that is not correct; it’s false. We have changed the law. There’s a new law for us in Ghana that says there’s no need for a predicate offence.

    “Cecilia Dapaah cannot explain her source of money; if you take her to court, she’s guilty. The Attorney General’s letter is so bad that it has to be withdrawn. The AG has to be humble, we all don’t know it all. If the AG has gotten it wrong, he should just accept his mistake. He cannot win every case,” he told host Selorm Adonoo.

    The Attorney General’s review also indicated no findings of corruption against Dapaah by the OSP.

    However, the Attorney General’s stance is that money laundering charges hinge on profits from illegal activities.

This closure also reflects Jumia’s financial difficulties, including a significant 41% loss amounting to $49.8 million in the last quarter of 2022.

    4. Lipton Tea (Unilever):

    In March 2024, Unilever Ghana relocated its tea production operations from Ghana to Nigeria, citing ongoing economic challenges in Ghana.

    5. Dark and Lovely:

    The haircare brand exited the Ghanaian market, citing the challenging economic environment and rapid changes in the beauty industry as reasons for its departure.

    6. BET 365:

    The online betting company withdrew its operations from the Ghanaian market, citing an unsustainable tax burden and regulatory hurdles as reasons for its departure.

    7. Game:

    The popular South African retailer closed its branches in the Accra and West Hills malls in 2022 due to financial challenges. This closure was part of a strategic decision by its parent company, Massmart, to shut down eight underperforming stores across Africa.

    8. BIC:

    The popular pen production company moved its operations from Ghana to Ivory Coast in March 2024, citing economic challenges as the reason for the relocation.

    9. Societe Generale:

    The French bank has announced its plans to exit the Ghanaian market after two decades of presence.

    This decision is part of a broader withdrawal from several African countries, including Cameroon and Tunisia. Societe Generale’s move follows recent divestments from other African markets and a strategy to focus on markets where it can be a leading bank.

    The departure of European banks like Societe Generale from Africa is linked to factors such as stiff competition, high operational costs, lower investment returns, and stringent regulatory demands.

    Ndego recounted that following the sale of the land to the soldier, construction activities began on the premises. However, complications arose when an individual named Nana Isaac claimed ownership of the land, resulting in a police report being filed.

    According to Ndego, the police commander instructed both himself and Isaac to refrain from accessing the land. Despite this directive, Ndego discovered ongoing construction work on the site, which he found unacceptable.

    When he confronted the workers, he faced severe aggression, putting his life at risk.

    “I’m an estate developer with ownership of 2,500 acres in Millennium City. I was the seller of the land to the late military officer, Danso Michael. The sale occurred through intermediaries in early January 2024…

    After work began on the site, Nana Isaac claimed the land was his and halted the operations. I took the matter to the regional police commander, who instructed us to vacate the land until the dispute was resolved…

    “Subsequently, I noticed people working on the land. When I challenged them, they persisted, so I summoned the soldier to witness the situation. The land guard summoned others who then assaulted me,” he shared during an interview with Neat FM.

    Patrick clarified that he was not present during the soldier’s murder but learned of the incident through an eyewitness. He attributed the tragedy to an individual named Ben Lord.

    “From what I’ve been told, the military officers arrived without causing trouble, but Ben Lord confronted Lance Corporal Danso’s vehicle and shot him seven times, resulting in his death.

    “Ben Lord is known for his aggression. He recently brandished a firearm at soldiers on another property. He has also repeatedly threatened my life,” he stated.

    The Ghana Police Service is actively pursuing those responsible for the crime to ensure they face justice.

    Ms. Priscilla Christabel Eshun, the Central Regional Girls Education Officer of the GES, expressed surprise at discovering young pupils with prominent tattoos bearing peculiar names and meanings during visits to selected districts in the Central Region as part of the ‘Life Skills Programme’ aimed at empowering pupils.

    The districts covered in these visits included Ajumako-Enyan-Essiam, Assin South, Ekumfi, Upper Denkyira West, Twifo-Hemang-Lower-Denkyira West, and the Komenda-Edina-Eguafo-Abrem Municipality.

    Ms. Eshun revealed these findings at the Second Quarter Sub-Implementing Partners (IPs) Review Meeting on sexual and gender-based violence, organized by the Regional Coordinating Council with support from the United Nations Population Fund (UNFPA).

    Various partner institutions and agencies, such as the Department of Gender, Ghana Education Service, Ghana Health Service, National Youth Authority, Population Council, and the Ghana News Agency, participated in addressing the forum. Additional contributors included the Planned Parenthood Association of Ghana, Social Welfare, House of Chiefs, and Non-Governmental Organizations.

    Ms Eshun said: “In one of the schools we visited, a young girl had bleached her skin to the point where it was peeling off and emitting an unpleasant smell.”

    “We also observed students with multiple piercings in their ears.

    “This has become a fashion trend, and many girls are engaging in it without considering the potential health, employment, and other socio-economic consequences,” she added.

    She added that the GES also discovered that numerous boys had discontinued their education for various reasons and had resorted to operating tricycles (known as Aboboyaa or Pragyia).

    The investigations further revealed that many young girls were forming associations with these boys in search of financial support.

    “Regrettably, many girls are enticed into such relationships for financial gain, using the money to purchase sanitary pads and other personal items,” Ms Eshun revealed.

    She emphasised that the Service prohibited tattooing, multiple piercings, and bleaching as stated in its harmonised code of Conduct approved for students in pre-tertiary schools.

    The section of the code of conduct titled “Improper Dressing” explicitly states that “bleaching of the skin by a student shall not be allowed.”

    She said the GES Code of Conduct stressed the necessity for students to dress neatly, adhere to the prescribed dress code and footwear consistently, and avoid accessories such as chains, bangles, caps, and bracelets.

    Spectacles, for instance, were only permitted with a valid medical prescription and alterations to school uniforms or dresses were prohibited.

    “Students shall not wear chains, bangles, caps, or braces. The wearing of spectacles shall require a medical prescription.

    “No alterations to school uniforms or dresses shall be allowed. Possession or use of un-prescribed attire by a student is an offence,” Mrs. Eshun explained.

    These guidelines, she said, also extend to personal grooming, emphasising the importance of maintaining a decent haircut as defined by school authorities.

    Clean, neat, and modest hair is encouraged, with an emphasis on avoiding extreme styles and colours.

    For male students, she said a styled haircut and a clean-shaven beard are acceptable.

    “Students should have a decent haircut as prescribed by the school authorities. Hair should be clean, neat, and modest, and avoid extremes in style and colour. Men’s hair should be neatly struck and beards clean-shaven.”

    The Code of Conduct outlines various sanctions for offences such as confiscation of bleaching creams and other unauthorised items, facing disciplinary committees, signing bonds, cautioning, and counselling, manual work, demotion for prefects, two weeks of internal suspension, and supervised shaving of beards or sideburns.

    The GES’s Harmonised Code of Conduct reflects a broader commitment to instilling discipline and uniformity in the educational environment, emphasising the role of appropriate appearance and grooming standards in fostering a conducive learning atmosphere.

    Mr. Alan Paintsil, on behalf of the RCC, pledged his outfit’s commitment to sustaining the progress made in reducing teenage pregnancies and other sexual and gender-based violence across the region.

    He highlighted the specific districts that have been prioritised for the intervention and called for support from all stakeholders.

    Spokesperson for the Attorney General’s Office, Isaac Wilberforce Mensah, has denied allegations suggesting that the office has terminated investigations into the scandal involving former Sanitation Minister Cecilia Abena Dapaah.

    This comes in response to the office advising the Economic and Organised Crime Office (EOCO) against initiating money laundering probes into the ex-minister’s activities.

    The Attorney General concluded that the request made by the Office of the Special Prosecutor (OSP) to EOCO for money laundering investigations lacked sufficient grounds regarding Cecilia Dapaah’s affairs.

    Consequently, John Dramani Mahama, the National Democratic Congress (NDC) flagbearer, has pledged to resume investigations into the aforementioned scandal if elected president.


    In a post on X on Wednesday, Mr. Mahama announced, “My government will reopen investigations into alleged acts of corruption and graft in the Cecelia Dapaah case.”


    However, during an interview with Citi FM on Thursday, May 2, Mr. Mensah clarified that the advice from the office did not indicate a cessation of investigations into the matter. He clarified that neither the Office of the Special Prosecutor nor the FBI had uncovered any wrongdoing.

    Mr. Mensah added that the Attorney General’s Office was actively pursuing the case and had not concluded its inquiry.

    The guidance provided by the Attorney General’s Office was rooted in the lack of evidence to substantiate the accusations of money laundering against Cecilia Dapaah.

    He underscored that the decisions made by the office were based on legal considerations and were not swayed by external influences.

    “Even most of the materials that the OSP relied on for its investigations were procured from the police or obtained from the Ghana Police Service. So how has the AG or the Office of the AG, by this letter, closed investigations? It is thus certainly not what the materials letter sought to suggest,” he said.

    NACOC undertakes a search operations at Nsawam Prison

    A joint team comprising nine members from the Narcotics Control Commission (NACOC) and 20 operations officers from the Ghana Prisons Service has carried out a security sweep at the Nsawam Medium Security Prison in the Eastern Region.

    The operation, conducted on Sunday, April 14, 2024, aimed to locate and confiscate any illicit drugs within the facility.

    Despite thorough searches conducted in and around the prison premises, no narcotics were found.

    The NACOC officers were accompanied by five security dogs, which were deployed to assist in the search.

    Every conceivable area accessible to inmates, including cells, workshops, classrooms, religious spaces such as churches and mosques, as well as the prison hospital, underwent inspection.

    Additionally, the perimeter wall surrounding the prison was scrutinised for any signs of hidden narcotics.

    Despite the deployment of sniffer dogs throughout the facility, no traces of illicit drugs were detected, concluding the search without any discoveries.

    Appreciation

    Assistant Director of Prisons Andrews Osei, serving as the Second-in-Command at Nsawam Medium Security Prison, expressed gratitude to the NACOC officers for their diligent operation.

    He assured them that the prison staff would maintain their vigilance in regular searches to prevent narcotics and other contraband from infiltrating the prison environment.

    NCO Bernard Tetteh, head of NACOC’s K9 unit and leader of the operation, underscored the widespread issue of narcotic drug abuse, particularly among the youth, citing symptoms such as anxiety, paranoia, and mental instability.

    He emphasised the detrimental impact of these substances on mental health.

    Highlighting the purpose of the exercise, he stated, “The aim of this operation was to locate and confiscate narcotic drugs within the prison facility, countering the perception that prisons are hotspots for illegal narcotics.”

    He commended the authorities of Nsawam Medium Security Prison for their cooperation in facilitating the operation and praised the overall management of the Prisons Service for maintaining a narcotic-free environment, contrary to popular belief.

    NACOC plans to extend similar exercises to all prison facilities nationwide.

    Société Générale (SSB), a French bank, has decided to exit the Ghanaian market just twenty years after its entry. Alongside Ghana, the bank has also chosen to cease operations in two other African countries, namely Tunisia and Cameroon.

    Sources close to the bank reveal that Société Générale has engaged the services of investment bank Lazard to explore potential buyers for its operations in Ghana, Cameroon, and Tunisia. There are hints that Absa Bank is seriously considering acquiring these subsidiaries.

    Recently, Société Générale finalized agreements with Saham Group to sell its Moroccan operations. Last year, it divested its interests in several African countries, including Congo, Equatorial Guinea, Mauritania, Burkina Faso, and Chad.

    Société Générale initially entered the Ghanaian market in 2003 by acquiring a 51% stake in the then Social Security Bank. Despite facing challenges in the financial sector, the bank highlighted its resilience during its 20th-anniversary celebration last year.

    The Société Générale group, with its longstanding presence in Africa, aims to concentrate its resources on markets where it can establish itself as a leading bank, in line with the group’s overall strategy, as stated on its website on April 12, 2024.

    European banks exiting Africa

    The decision by Société Générale to exit Ghana and other African countries reflects a trend seen among other European banks. Notable examples include Barclays and Standard Chartered, with the latter scaling back operations in some countries while maintaining a presence in Ghana and select other African nations.

    In addition, newer players like Atlas Mara have also departed the continent, while Credit Suisse has chosen to retain only its South African operations. French bank Groupe BPCE began divesting its non-core businesses in several African countries as early as 2018.

    The withdrawal of European banks from Africa, including Société Générale, is primarily driven by the high cost-to-income ratio. These banks are experiencing diminishing returns on their investments in Africa compared to previous decades. The evolving banking landscape necessitates substantial investments in IT infrastructure and compliance to meet increasingly stringent regulatory requirements set by central banks. Many African central banks have also raised minimum capital requirements over time.

    Moreover, intensified competition in the sector coupled with sluggish economic growth in numerous African countries has further squeezed profit margins. The departure of European and other non-African banks suggests that African banks, particularly those from South Africa and Nigeria, may emerge as dominant players in the continent’s banking sector.

    In adherence to President Akufo-Addo’s recent directives regarding its agreement with Strategic Mobilization Ghana Limited (SML), the Ghana Revenue Authority (GRA) has terminated the Audit and External Verification Service Contract (AEVS) with SML.

    Additionally, the GRA has instructed the suspension of the Upstream Petroleum and Minerals Revenue Audit components of the contract, pending further examination of the contract particulars.

    Furthermore, the GRA has opted to modify the measurement audit for the Downstream Petroleum Products Contract by transitioning to a fixed fee structure. The Authority has also announced its intention to thoroughly reassess other aspects of the contract, including service delivery expectations, termination clauses, and intellectual property rights.

    The GRA disclosed this in a letter entitled “Compliance with Presidential Directives on Recommendations in KPMG Report on the Transactions Between GRA and SML,” dated May 3, 2024, signed by its Commissioner General, Ms Julie Essiam, and addressed to the Managing Director of Strategic Mobilisation Ghana Limited (SML)

    The GRA letter has been distributed to several key individuals, including Vice President Dr. Mahamudu Bawumia, Chief of Staff Mars Akosua Frema Osei Opare, Secretary to the President Nana Bediatuo Asante, Finance Minister Mohammed Amin, the Director of Legal at the Ministry of Finance, and the Deputy Commissioner responsible for Legal Affairs at the GRA.

    “This is about the presidential directives dated 18 April 2024 on the recommendations of KPMG concerning the Contract for Consolidation of Revenue Assurance Services between the Government of Ghana acting per the Ministry of Finance, Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).

    “Following the directives of the President, GRA has undertaken a thorough review of the Consolidation of Services (Transaction Audit and External Verification Services) contract dated 3 October 2019, the Measurement Audit for Downstream Petroleum Products Contract dated 3 October 2019, and the Contract for Consolidation of Revenue Assurance Services (Upstream and Minerals Audit) contract dated 25 October 2023,” the GRA letter read.

    “Based on the review, the following actions are to be taken: First, The Transaction Audit and External Verification Services Contract will be terminated. Secondly, the Measurement Audit for Downstream Petroleum Products Contract will be amended.

    “Specifically, the fee structure will be revised to a fixed fee structure. In addition, other provisions such as service delivery expectations, termination, and intellectual property rights will be subjected to a thorough review.

    “Thirdly, the Upstream Petroleum and Minerals Revenue Audit portions of the Contract for Consolidation of Revenue Assurance Services cannot take effect until a comprehensive technical needs assessment, value-for-money assessment, and relevant stakeholder consultations have been achieved,” the GRA letter to SML further read.

    GRA-SML investigations

    President Akufo-Addo received the KPMG report on April 2, 2024, three months after commissioning the audit firm to investigate the GRA-SML deal. After reviewing the report, the government issued a press statement endorsing KPMG’s recommendations in full. As part of this adoption, the government directed the GRA to review the deal among other directives.

    On January 2, 2024, President Akufo-Addo appointed and tasked KPMG, a leading audit, tax, and advisory services firm, to immediately audit the transaction between the Ghana Revenue Authority (GRA) and Strategic Mobilization Ghana Ltd (SML). This contract aimed to enhance revenue assurance in the downstream petroleum sector, the upstream petroleum production, and minerals and metals resources value chain.

    The President’s directive was communicated through a statement from the communications directorate of the Jubilee House, signed by the director of communications at the presidency, Eugene Arhin. The audit’s terms of reference included six objectives:

    1. Conduct an audit to determine the rationale or needs assessment performed before GRA’s contract approval and assess how the arrangement aligns with specific needs.
    2. Assess the appropriateness of the contracting methodology, verifying compliance with legal standards and industry best practices in the procurement process for selecting SML.
    3. Evaluate the degree of alignment between current activities and the stipulated contract scope, identifying any deviations.
    4. Assess the value or benefit that SML has provided to the GRA through this engagement.
    5. Review financial arrangements, including pricing structures, payment terms, and resolution of any financial compliance issues.
    6. Submit a report on findings and appropriate recommendations regarding the above objectives.

    “President Akufo-Addo further tasked KPMG to complete the assignment in two weeks and submit appropriate recommendations to him. The President also directed the Ministry of Finance and GRA to provide KPMG with whatever assistance they will require for the conduct of the audit and has also directed the Ministry of Finance and the Ghana Revenue Authority to suspend the performance of the contract, pending the submission of the audit report, including any payments presently envisaged under its terms,” the Jubilee House statement further read.

    Arsenal manager Mikel Arteta said on Friday that the club has no intention of allowing striker Gabriel Jesus to leave the club this summer.

    Reports earlier this week suggested that Arsenal would be willing to listen to offers for the 27-year-old, who will have three years remaining on his contract at the end of the season.


    Jesus has scored eight goals in 33 appearances this season, playing primarily as a striker but also out wide.

    The Brazil international has struggled with knee problems since undergoing surgery for an injury sustained at the 2022 World Cup in Qatar.

    Arteta stated his hope that Jorginho would soon agree to a new deal as talks continue over an extension.

    Jerome Agbesi Dogbatse, a Research Scientist at the Cocoa Research Institute of Ghana (CRIG), confirmed that the Institute never received any Cocoa Nti fertilizer samples for testing.

    He further clarified that there was no documented visit from a delegation comprising representatives from Morocco’s OCP, the Ministry of Food and Agriculture, and Enepa Ventures in 2013 to submit a Cocoa Nti fertilizer sample for cocoa testing.

    Dogbatse, serving as a subpoenaed witness for Seidu Agongo, provided these details during the trial of Dr. Stephen Opuni, former Chief Executive Officer of COCOBOD. Benson Nutsukpui, Agongo’s counsel, led the questioning.

    Dr. Opuni and Agongo face 27 charges, including defrauding by false pretenses, willfully causing financial loss to the State, money laundering, and corruption by a public officer, as per the Public Procurement Act.

    Both individuals have pleaded not guilty to these charges and are out on GH¢300,000.00 self-recognizance bail each.

    Dogbatse said, “I do not know of any fertiliser company that was prosecuted by the state after a report was produced by CRIG concerning them.”

    During his testimony, the witness informed the Court that Rev. Father Dr. E.O.K. Oddoye, Deputy Executive Director overseeing Cocoa affairs and chair of a committee probing Cocoa Nti fertilizer, suspended Dr. Alfred Arthur in 2016 and found him guilty.

    In 2013, Dr. Arthur journeyed to Morocco alongside local Cocoa Nti granular fertilizer suppliers, Enepa Ventures Limited, to meet with the product’s manufacturers.

    Dogbatse noted that Dr. Arthur was initially transferred to the Bonsu substation of CRIG, but later, in 2017, he was reassigned back to CRIG Tafo.

    He also confirmed that Dr. Yaw Adu-Ampomah, former Deputy Chief Executive in charge of Agronomy and Quality Control at COCOBOD, and Dr. Franklin Amoh, a former Executive Director, returned from retirement and resumed their previous positions.

    It emerged from the proceedings that Dr. Adu-Ampomah, Dr. Arthur, and Dr. Amoh were the only witnesses in the trial who had complained about lithovit fertiliser, but the witness said, “I know of my colleague Dr. Arthur, who had complained about lithovit fertiliser, but I do not know of the rest.”

    The case was adjourned to May 6, 2024.

    Rachel Appoh speaks on Vicky Hamah’s US$1m case after a decade

    One of the major scandals during the John Mahama administration was the ‘Vicky Hamah $1 million’ saga, which involved then Deputy Minister of Communications, Victoria Hamah.

    This scandal, along with others, significantly impacted the Mahama government and played a role in their defeat in the 2016 elections.

    The saga stemmed from an audio recording of a conversation between Victoria Hamah and another individual, where the former deputy minister allegedly promised to quit politics if she received $1 million.

    She was again heard saying: “…I told Rachel that I really understand politics…I will not quit politics until I make one million dollars. If you have money, then you can control people.”

    It was revealed that Lawrence Quayeson, a driver and relative of Victoria Hamah, made the recording.

    Initially, Quayeson implicated then-Deputy Minister of Gender, Children, and Social Protection, Rachel Appoh, as the one who tasked him with the recording.

    However, he later changed his story during an interview with Joy FM.

    In a November 2013 interview with Joy FM, Quayeson claimed that he was pressured by Victoria Hamah’s family to falsely accuse Rachel Appoh.

    Now, eleven years later, Rachel Appoh has broken her silence on the matter, asserting her innocence and providing spiritual insight into the ordeal.

    During an interview on Kingdom FM, the former Member of Parliament for Gomoa Central clarified that she was neither present in the car with Victoria Hamah nor involved in the phone conversation.

    She shared how a prophet had forewarned her about the upcoming scandal that would impact her and jeopardise her political career.

    “Then the driver made those allegations on some radio stations… Two days after the driver made those allegations, he came out again to say that he was arrested and coerced by Victoria Hamah’s family to make those allegations against me and that I wasn’t the one who contracted him.

    “Victoria Hamah knows that I wasn’t the one who recorded her. It happened and I have moved on from it. People keep asking me about that issue but I want to state clearly that I wasn’t the one in the car and I wasn’t the one she was talking to on the phone. I wasn’t the one who recorded her.

    She was talking about me to someone and, unfortunately, said a few things about President Mahama. I don’t know the person who did it, though reports are that it is the driver,” Appoh recounted.

    During his Nationwide Tour, Dr. Mahamudu Bawumia, the flagbearer of the New Patriotic Party (NPP), promised to elevate small-scale miners to millionaire status if he becomes president.

    Speaking to a gathering of small-scale miners in the Western Region, the vice president detailed his plans to overhaul the mining sector for the benefit of local miners.

    He underscored the importance of implementing community mining schemes in disused shafts and exploring new mining areas as strategies to generate employment opportunities and foster wealth creation among citizens.

    “We will talk to the big mining companies; abandoned shafts, we will open them as community mining schemes for our people, and the new places that we will discover, we will open them. We will create jobs for our people, we will make you millionaires and we will make you rich, that is what we are going to do,” he declared.

    Despite Dr. Mahamudu Bawumia’s pledge, some small-scale miners remain skeptical.

    Michael Kojo Peprah, President of the Small-Scale Miners Association, dismissed Bawumia’s promise as mere political rhetoric.

    He highlighted the challenges endured by small-scale miners during the current administration, such as a one-year ban on their sector and the contentious Operation Vanguard.

    “I think he is just trying to lie to us. We became very poor when his government came into power. That was when they placed a one-year ban on our sector.

    We were in this country when the government started burning excavators when they brought about this operation Vanguard.

    “He was the vice president. Joe Osei Owusu told us in this country to shoot to kill small-scale miners. He never did or said anything to console us. We were here when excavators flew from Ghana into our neighbouring countries, he never said anything.

    “So if you have about eight months to redeem whatever your government has done and you’ve not been able to do it, and you come back to tell us that you want to make us millionaires, then we take what he said as a joke.”

    Majority in Parliament has rejected demands for the complete disclosure of the KPMG report on the GRA and SML contracts.

    After the audit report was submitted on April 24, 2024, a statement from the Presidency disclosed that the total fees paid under the contracts from 2018 until the suspension date exceeded one billion Ghana cedis.

    However, SML has denied this assertion.

    In response, the NDC has joined the chorus calling for President Akufo-Addo to release the full audit report.

    Addressing reporters, Majority Leader Alexander Afenyo-Markin argued that the full report serves as an advisory document for the President in decision-making; hence, it would be inappropriate to make it public.

    “There’s no doubt in our minds that the document is for advisory purposes; it is an opinion that is guiding Mr. President in decision-making. So, it is not within the rights of anybody to demand it.

    “Much as it is in the law that members of the public have the right to receive public documents for the sake of transparency and good governance.

    It is also a Bonafide document of the president to give this advice, and opinion to himself,” the Majority leader said.

    National Communications Officer of the National Democratic Congress (NDC), Sammy Gyamfi, has lambasted the Akufo-Addo-Bawumia-led administration for the current economic challenges facing the country.

    Gyamfi argued that the policies implemented by the current government have caused significant harm to Ghana’s economy, to the extent that remedying the situation would demand an extraordinary effort.

    “The state at which President Akufo-Addo and Bawumia destroyed our economy, if we are working an 8-hour shift, it will take 50 years to restore the economy back,” he said on Accra-based UTV on May 3, 2024.

    He highlighted that the nation’s debt burden has surged to unprecedented levels during President Akufo-Addo’s tenure.

    He voiced serious apprehensions about Ghana’s capacity to obtain additional loans given its precarious financial state.

    “Now, because of our debt, places that all countries borrow from have been told that we can’t get loans anymore because we cannot pay our debt,” he added.

    Movement for Change’s Director of Special Duties, Hopeson Adorye, has declared that it would be hypocritical of him to pretend he isn’t resentful of the way the New Patriotic Party (NPP) has handled him.

    On Friday, May 3, 2024, Adorye stated he was still hurt by being kicked out of the party even though he almost went to jail for the NPP in an interview with Okay FM.

    “If I tell you on this station that I am not bitter, then I am a hypocrite. I would be the biggest hypocrite in the country… Was it not in your studio that I sat and nearly got jailed because of the NPP? Am I a fool?

    “I am not a hypocrite to deny that I am bitter… My death would have been a foolish one if I had died. You have to understand why sometimes we complain,” he told Kwame Nkrumah Tikese.

    The NPP declared that Adorye had resigned from the organisation after endorsing Alan Kyerematen’s independent bid for president.

    He claimed that the party had mistreated him even prior to his expulsion from the NPP.

    He claimed that he was fired from his position as Deputy National Security Coordinator, which included overseeing the Kotoka International Airport’s VIP lounge, because of his relationship with Alan Kyerematen.

    President of the Ghana Journalists Association (GJA), Albert Dwumfuor, has strongly condemned the recent petrol bomb attack at the headquarters of the Class Media Group in Accra.

    The attack, characterized as ‘barbaric terrorism,’ was denounced by Dwumfuor for tarnishing Ghana’s reputation as a country that upholds democratic values, including press freedom and protection.

    These remarks were reportedly made by the GJA president during the 2024 World Press Freedom Day event at Koforidua Technical University on May 3.

    Dwumfuor also expressed concern over the escalating violence in Ghana, citing the attack as evidence of this troubling trend.

    “We cannot commemorate the occasion without addressing the evils against press freedom. One of them is attacks against journalists and the media. We need to hammer it because it appears the evildoers are not tired, and they keep coming at us with more venom.

    “It is in this respect that the GJA unreservedly condemns the recent petrol bomb attack on Class FM. That was clearly a terrorist act, and it’s a shame Ghana is fast degenerating into such a culture of barbarism,” he stated.

    Dwumfuor voiced frustration over the Ghana Police Service’s inability to apprehend and prosecute the perpetrators of the attack thus far.

    He emphasized that failing to hold those accountable for the assault accountable would establish an unsettling precedent, particularly during an election year.

    “We believe the failure of the police to arrest and prosecute the perpetrators would embolden others to commit such crimes, thinking that nothing would happen to them. Such an impression will pose a great danger to the quest for national peace, especially as we prepare for Election 2024,” Dwumfuor remarked.

    However, he expressed optimism in the ability of the police to find the wrongdoers, urging them to expedite investigations into the petrol bomb attack and prosecute the perpetrators.

    “We are aware these attacks are meant to intimidate journalists and the media, but that will never happen. We believe in the Ghana Police’s capacity to catch perpetrators even without CCTV footage, as demonstrated yesterday when two of their colleagues were fatally shot at Trassacco.

    We will not teach the police how to execute their job, but we do urge them to take media attacks seriously,” he said.

    Kwadaso’s Member of Parliament, Prof Kingsley Nyarko, reportedly faces arrest following allegations of corruption during the Ejisu by-election on April 30, 2024.

    According to UTV’s post, the Office of the Special Prosecutor (OSP) has taken action in response to a video capturing the suspected corruption.

    The Electoral Commission referred the case to the OSP, prompting investigations.

    Reports from myjoyonline.com indicate that OSP investigators have questioned several involved parties, including Prof Kingsley Nyarko, regarding the corruption allegations.

    The MP was filmed placing a white envelope on a table where two EC officials were present during the by-election. Prof Nyarko defended his actions, claiming the envelope contained lunch money for the officials.

    However, the EC initiated investigations and removed the implicated officials from their posts.

    The Commission urged for criminal investigations into the conduct of the officials.

    In response, Prof Kingsley Nyarko maintained that his actions were well-intentioned and not intended to influence the officials.

    Additionally, Election Watch Ghana petitioned the Inspector General of Police (IGP) to investigate the MP’s actions further.

    Nottingham Forest, manager Nuno Espirito Santo, and defender Neco Williams face misconduct charges from the FA. This comes as former Premier League referee Mark Clattenburg exits his role with the club.

    The charges stem from comments made after a 2-0 defeat against Everton last month.

    The FA alleges that the comments imply bias and question the integrity of match officials. Forest, particularly upset about penalty decisions, released a statement on social media shortly after the match.

    Despite their criticism, Forest did not request a replacement for the video assistant referee prior to the game. They have until Thursday to respond to the charges.

    After the game Williams told Sky Sports: “Every single week this happens now. We are getting decisions against us, I don’t know why. Is it because we are a lower, bottom half of the table team? Because I guarantee all the top six teams are getting every single one of them.

    “I know every single person watching that game today knew all three of them were clear, blatant penalties. It is ridiculous. It is week after week now we are getting these decisions against us.”

    Nuno said the officials had bad games while Clattenburg, in the Mail on Sunday, called the decisions a joke and said Forest were feeling victimised.

    The trio were asked for their observations by the FA. Nuno confirmed on Thursday he had responded.

    The Premier League also confirmed it will investigate the comments.

    The news comes after Clattenburg stepped down from his role, saying his position had “become more of a hindrance than help” to the club.

    Mark Clattenburg joined the relegation-threatened Premier League side in February as a referee analyst. However, he faced controversy after publicly criticizing referee Paul Tierney following a match against Liverpool.

    Clattenburg argued that Forest should have been given the ball back after a foul and was denied access to the referees’ dressing room. Following this incident, Gary Neville urged Clattenburg to resign.

    In his own statement on Friday Clattenburg said his role had caused “unintended friction between Forest and other participants”.

    “It has also led to the unmerited targeting of me, personally, by certain participants and pundits,” he added.

    “I performed my services under the consultancy agreement in good faith, to the best of my abilities and in the hope of using my extensive experience as a match official to help Nottingham Forest understand how decisions in relation to key match incidents are made amid the workings of VAR.”

    Forest travel to relegated Sheffield United on Saturday sitting a point above the Premier League’s bottom three.

    Newcastle manager Eddie Howe has expressed his approval of the Football Association’s ruling to suspend Sandro Tonali’s two-month ban.

    Tonali, aged 23, will be eligible to resume playing by the end of August, provided he does not engage in any additional betting violations before the conclusion of the upcoming season.

    Currently serving a 10-month suspension until August for previous infractions during his tenure in Italy, the Italy midfielder’s return to the field is contingent upon maintaining compliance with the FA’s regulations.

    “It was the right decision, I think, that the FA arrived at – that his ban is not extended,” said Howe.

    Tonali took a voluntary pay cut after his original ban was imposed.

    “It was something he wanted to do, he felt the guilt… to show the club in good faith that he was sorry,” added Howe.

    “He was determined to put it behind him and try to learn from it.”

    Tonali was charged by the FA in March and admitted placing between 40 and 50 football bets after joining Newcastle from AC Milan last July, including four on the Magpies’ results.

    Howe said Tonali deserved credit for admitting “he had issues and needed help”.

    “I see a small fraction of his life time on the training ground. He has been a good professional and trained very well,” added Howe.

    “I am sure he has had some difficult times, but he has conducted himself in a positive way.”

    Despite their participation in the Champions League this season, they have fallen short of qualifying for Europe’s premier club competition for the 2025-26 campaign.

    Howe noted that Tonali, had he been available, would have been a significant asset for the Magpies, motivating the team to secure crucial results.

    “It’s been a huge frustration to have a top quality player that you can’t use,” he added.

    “I know what he can do and the difference he’ll have made this year, but it wasn’t to be.”

    Thomas Tuchel hinted at the prospect of extending his tenure as Bayern Munich head coach on Friday, stating that while he had agreed to depart the club at the season’s end, “anything is conceivable.”

    Energy Minister, Dr Matthew Opoku Prempeh has called on Parliament, particularly opposition members to allow smooth approval of loans for critical projects such as that of the energy sector.

    His calls comes after Member of Parliament for Nkwanta North Constituency in the Oti Region on the ticket of the National Democratic Congress (NDC) questioned him on the current state of the Ghana China Water deal which was to finance and construct various infrastructure projects across Ghana including the extension of electricity to rural communities and this appears to have halted for sometime now.

    According to the Minister, his constituency had about 19 communities connected to electricity in Phase 1, and 12 communities were awarded under Phase 2. However, since 2017, no community has been connected. He lamented the challenge of having to split the cost with the energy ministry, with 4000 thousand on buying poles.

    Dr. Matthew called on Parliament to pass loans when it resumes sitting to help the government get more funds to extend electricity nationwide without hurdles. He continued that the China Water Deal has been plagued with funding challenges, especially due to Ghana’s recent partnership with the IMF and the dire impact of COVID-19 on the country’s economy. Hence, there is a need for the government to gain access to loans to address the crisis facing the energy sector.

    “It was a contracted project and if they find out after going to site there are more projects or towns that should have been included in the project, these challenges pop up.

    After the contractor has gone out for feasibility, they find out that there are many more communities that should have been included, it means they will have to come for extra funding and it is the extra funding that has been the major problem. especially after the COVID and IMF project.

    Even when they get it passing it through Parliament is also another problem.

    I won’t blame us but I will blame parliament that even getting loans through Parliment…You hear press conferences say the country that is broke we have taken 3.5 billion. I say don’t do that because if you do that and come and ask me for money for electrification how do I get the money when you don’t pass my loan” he noted.

    He therefore urged Parliament to expedite its approval of pending loans on its table to help the government secure funds for all pending projects.

    “So I think when we come back, there are loans that need to be quickly passed. Let us assist the government in approving those loans for your 12 communities,” he added.
