    Barcelona confirms transfer of Kessie to Al-Ahli

    Franck Kessie’s departure from Barcelona has been officially confirmed as he joins Al-Ahli, the Saudi Arabian club.

    Despite having joined Barcelona merely a year ago, the Ivorian midfielder has transitioned to Al-Ahli due to his diminished role in the Barcelona squad following the acquisitions of Ilkay Gundogan and former Southampton player Oriol Romeu.

    Both clubs have publicly disclosed that Kessie’s transfer carries a price tag of €12.5 million (£11 million or $14 million).

    In the previous season, the midfielder participated in 43 matches, predominantly as a substitute.

    Kessie is set to join forces with a lineup that includes Roberto Firmino, Allan Saint-Maximin, Riyad Mahrez, and Edouard Mendy, all of whom have left the Premier League this summer to join the Saudi Pro League side.

    The Ivorian has already undergone a medical examination for Al-Ahli, which took place in Paris as arranged by the club and the player.

    However, he is unlikely to be match-ready for Al-Ahli’s Pro League opener against Al Hazem on August 11.

    Manchester United has
    unveiled their squad numbers for the upcoming season, and the absence of Mason Greenwood’s name is conspicuous.

    Mason Greenwood has not been assigned a squad number by Manchester United as the club contemplates decisions regarding his future.

    United disclosed their preliminary squad numbers for the approaching Premier League season, a day before the 2023–24 campaign commences and four days before the Red Devils’ first match against Wolves at home.

    The roster is subject to modification upon the closure of the transfer window. United clarified that their new £73 million ($93 million) signing, Rasmus Hojlund, has not yet been allocated a number due to his ongoing recovery from injury.

    Greenwood, who has been under suspension by United since January 2022, is not listed and is unmentioned in the announcement. However, the number 11 jersey he previously wore remains vacant.

    The striker has been excluded from training and playing with United since January 2022, when he was questioned by police following concerning images and audio that surfaced on social media.

    In October 2022, he faced charges of attempted rape, assault, and coercive and controlling behaviour. Nevertheless, all charges against him were dismissed by the Crown Prosecution Service in February 2023, citing the withdrawal of key witnesses and new evidence.

    United are expected to make a decision about Greenwood’s future ahead of their opening match on Monday.

    To sustain his fitness levels, Greenwood has been working with a personal trainer and was captured training in a Manchester park earlier this week.

    Mendy puts house up for sale amid an alleged looming bankruptcy

    Amid the possibility of bankruptcy, Benjamin Mendy has listed his house for sale and is seeking £10 million ($12.7 million) in unpaid wages from Manchester City.

    Following a retrial, the 29-year-old was acquitted of one count of rape and one count of attempted rape in July.

    Subsequently, he joined Ligue 1 side Lorient in preparation for the 2023–24 season.

    Reports from The Mirror indicate that HM Revenue and Customs (HMRC) has initiated bankruptcy proceedings against the French player due to an outstanding tax bill of £800,000 ($1 million).

    After his arrest in September 2021, Mendy was suspended by Manchester City, leading to his pay being withheld since then.

    During a High Court hearing, Jacquille Jarrett, representing HMRC, mentioned that the debt proceedings had been postponed awaiting the verdict of the criminal trial.

    It was anticipated that a resolution payment, sourced from the sale of his property or back pay from his former employer, would be arranged. However, these anticipated funds have yet to be received.

    “There has been no contact from the debtor,” Ms Jarrett said, adding: “The agreement advises that an update would be given to HMRC, but no contact was made. We look to secure a bankruptcy order today.”

    Mendy’s accountants provided details of his hopes to recuperate funds lost due to the charges brought against him. He is said to be in negotiations with former club Manchester City over £9m–£10m in back pay following the not-guilty verdict, and he has put his £5m ($6.4m) house near Macclesfield on the market.

    Mendy left the current Premier League champions upon the expiration of his contract back in June and was later cleared of the sexual offence charges following a retrial. In his first trial, lasting six months and ending in January 2023, he was cleared of six counts of rape and one count of sexual assault.

    “He himself has moved back to France, where he comes from,” the accountant said. “I would like to ask for a short extension because I am told very firmly by his agent that the pay issue will be resolved from Manchester City. He was very short of money indeed, the cost of the legal case were over £1m.”

    The hearing was adjourned until October 4 to give Mendy time to sell the property in Cheshire.

    President of IMANI Africa, Bright Simons, has alleged that each independent director serving on the Bank of Ghana’s board receives a monthly payment of US$8,000, equivalent to GH89852.36 Ghanaian Cedi.

    As stipulated in the Bank’s 2022 annual report, the board consists of thirteen directors, including the governor, his two deputies, and ten other directors.

    The IMANI president continued that, comparatively, this compensation money is higher than that of other countries like Nigeria and Kenya, Mr Simons said in a Twitter post on August 9, 2023.

    Simons made this statement amid the controversy and discussions surrounding the Bank’s leadership and the distressing loss it has caused the state.

    “The Bank of Ghana has 10 independent Directors. It seems some people, especially in the Political Opposition, are not happy that they are paid $8,000 a month (86,000 GHS).

    Given the calibre of people needed to helm a central bank board, what would folks be comfortable with?” he quizzed.

    “One approach might be to compare the case in other similar economies. In Kenya, there are 6 independent directors, with each earning ~260,000 KES a month ($2,000). In Nigeria, there are 7, each earning 2.3 million Naira ($3,000). But there are private boards paying way more,” he added in another tweet.

    The Annual Report and Financial Statement of the Bank of Ghana reveal that the institution incurred a loss of GH60.8 billion from its audited financial statement for the 2022 fiscal year.

    BoG’s loss comes after it saw a GHS GHS¢1.2 billion profit in 2021.

    But BoG leadership attributes this loss to the decline in the Group’s net worth position due to the impact of the Domestic Debt Exchange Programme (DDEP) and the impairment of some assets.

    Meanwhile, the parliamentary Minority has issued a 21-day ultimatum to the bank’s leadership to step down due to this loss.

    The Confederation of African Football (CAF), the governing body for football in Africa, has officially received a complaint from stakeholders within Cameroonian football regarding the behaviour of Samuel Eto’o, the President of FECAFOOT (Cameroonian Football Federation).

    According to CAF, this group has formally requested the confederation look into the actions of the former Barcelona star.

    During his tenure as head of the Cameroonian Football Federation, Eto’o has been associated with various controversies, prompting certain members of the association to demand his resignation.

    “CAF has received written statements from several Cameroonian football stakeholders to look into and investigate certain alleged improper conduct by Mr. Samuel Eto’o, who is President of the Fédération Camerounaise de Football (“FECAFOOT”),” a statement from CAF read.

    “CAF is looking into these requests based on and in accordance with the CAF Statutes and Regulations. While the allegations are prima facie serious, Mr. Samuel Eto’o is presumed innocent until an appropriate judicial body concludes otherwise.

    “CAF will make no further announcement while the investigations are ongoing and will only make public statements when the proceedings have come to an end.”

    FULL TEXT: BoG reacts to 2022 financial statements

    Bank of Ghana released its full-year 2022 audited financial statements on July 28, 2023. The financial statements reported a total loss of GHS 60 billion, which has since become a matter of unfortunate politicisation.

    It is noteworthy that GHS 53.1 billion of those losses were a direct result of the Government’s domestic debt restructuring exercise (phases 1 and II).

    It is important to put the Bank of Ghana’s 2022 financial results in proper context with a clear statement of the problem that Ghana faced and the chronology of events in Ghana since 2019.

    There was a clear mismatch between revenue inflows and expenditure financed in 2020 by exceptional support from the IMF and World Bank resources, in addition to financing from the Bank of Ghana through the issuance of the GHS10 billion COVID-19 bond.

    As a result, sovereign spreads on Ghana bonds widened, signalling investor dissatisfaction with the stance of fiscal policy.

    The Budget for 2022, which was read in 2021, failed to address fiscal concerns as it was even more expansionary by about 23% with a raft of revenue measures to raise financing.

    As a result, the Credit Rating Agencies further downgraded Ghana’s sovereign debt rating, which blocked Ghana’s access to international capital market borrowing. This triggered a liquidity crisis, spilling over into a balance of payments crisis.

    External and domestic payments needed to be made, the domestic auction was failing, and the Bank of Ghana had to step in to arrest a major economic and social crisis. In 2 months, the Bank of Ghana lost US$500 million in reserves and built significant overdraft with the government as a result of the auction failures.

    It became clear that Ghana was on a path that was unsustainable, and the Government had to approach the IMF for support in July 2022. The IMF process included putting into place a credible programme of reform, which included restructuring of the total government debt to sustainable levels.

    Until Staff Level Agreement with the IMF was reached in December 2022, the Bank of Ghana had to continue to provide the necessary support to keep the economy running.

    In line with the provisions of the Bank of Ghana Act, (Act 612), as amended, the Bank informed the Minister of the developments in its finances. The Minister reported this to Parliament as part of his briefing to Parliament on the IMF programme and the Domestic Debt Exchange.

    A major plank of the corrective action required for the IMF programme was the Domestic Debt Exchange, where the stock of Government of Ghana debt was to be halved from 105% of GDP to 55% of GDP by 2028. The holders of Government debt had their debt instruments exchanged for new ones with lower interest payments and longer terms.

    Despite the losses inflicted on households and banks, the threshold of 55% of GDP was not met. The Bank of Ghana was used to close the gap to enable Ghana to meet the debt threshold that qualified Ghana for the IMF programme (Bank of Ghana therefore, acted as a loss absorber). This means the Bank of Ghana had to absorb a 50% haircut on its non- marketable holdings of Government debt instruments.

    This singular act led to significant impairment losses of GHS 32.3 billion to the Bank’s accounts. Impairments of marketable instruments also accounted for another GHS16.1 billion, bringing the total impairments of Government holdings to GHS48.4 billion.

    As experienced by central banks globally, price and exchange rate movements led to a loss of GHS5.2 billion, while impairments of Cocobod loans amounted to GHS4.7 billion. This is the reason the Bank of Ghana reported a loss of GHS 60 billion in 2022.

    Central banks are not commercial banks. This financial outcome has very little implication for the operations of the Bank of Ghana, as supported by evidence from other central banks. Technically, Central Banks cannot be insolvent or bankrupt.

    Modern football is an extreme sport

    Covering approximately 11 kilometres per match, three times per week, and up to 60 times in a season—this is the demanding routine for a professional footballer at the highest level.

    This places intense strain on joints, muscles, and kneecaps. The densely packed match schedules also present a considerable mental challenge. Balancing personal time with family? The Club World Cup and League Cup competitions significantly impact that aspect.

    Training sessions within numerous elite European clubs have shifted their focus. The emphasis is now primarily on recovery and visits to physiotherapists and masseurs.

    Football is an inherently demanding sport. The playing field is expansive, and each match lasts 90 minutes.

    However, the ball is frequently not in play due to factors like throw-ins, set pieces, referee discussions, VAR reviews, and time-wasting tactics from goalkeepers.

    Within Europe’s premier matches, only about 50 to 60 minutes of actual football action transpire. The remaining time serves as a crucial respite for these high-stress athletes.


    Top professionals criticise harshly
    FIFA and IFAB are, however, thorny about the difference between net and gross playing time. At the 2022 World Cup in Qatar, they tested so-called ‘monster playing times’ for the first time on the big stage.

    One minute of injury time after the first half, three minutes after the second half. As long as nothing out of the ordinary happened, that’s how it’s been done all over the world in the past decades.

    Six or seven minutes of injury time, though? The absolute measure.

    In Qatar, however, they were suddenly the rule.”We want to combat time-wasting. We want the fans to enjoy the game. (The new approach) is very much appreciated everywhere,” FIFA President Gianni Infantino said in March this year.

    A very subjective perception – because neither the players’ union FIFPro, nor top professionals like Raphael Varane or Kevin de Bruyne are convinced by the new approach, on the contrary.

    After the Community Shield match between Arsenal and Manchester City, De Bruyne summed it up: “We have talked about it with the Arsenal players and even with the referees – they don’t want to do it at all, but it is the new rule and that’s the way it is.

    “In a game like today, there were even three minutes of injury time in the first half. You can only imagine what happens when you play against a weaker team that has to stall all the time. Today we played 12 to 13 minutes longer. I can imagine games that last 20 to 25 minutes extra.”

    “Assuming we’re going to play about 15 minutes extra every game now, that says it all.

    We spoke to the Arsenal players and even the referees. They don’t even want to do it, but it’s the new rule, and it is what it is.

    You can only guess what’s going to happen if you play a lower team that keeps time-wasting all the time. I’m thinking if we play Sevilla on Wednesday and have 15 to 20 extra minutes, and then play on Saturday again (at home to Newcastle), it’s like two extra time.

    We’ll see how it goes, but it doesn’t make any sense.”


    More football – does that automatically mean more entertainment? Does this simple calculation add up? Not at all, as Varane assures us: “We managers and players have been talking for many years about our concerns that there are too many games, that the fixture list is overcrowded, and that the physical and psychological well-being of the players is in danger.

    “Despite our earlier feedback, they have now recommended for next season: longer games, more intensity, and less emotion for the players to show.”


    Varane himself retired from the French national team at the age of 29 because the strain became too much for him. He likened the commute between club and national team to being in a “washing machine”.

    Time’s running out
    For FIFA, the spectacle is in the foreground. They are trying to market football more outside Europe and South America; the Arab region, China, and the US determine what happens on the global stock market. Holding tournaments there and moving the masses—well, that would guarantee FIFA large additional revenues.

    But football is a strange sport. For example, it is a ‘low-scoring game’. Goals are a relative rarity. And that is precisely why they move the masses. For a market that tends to want to produce and offer more and more, this is not a romantic quality, but a highly suspicious one.

    Which is why there is also talk of adapting the offside rule, which would probably lead to more goals.

    Sometimes virtually nothing happens on the pitch. Nevertheless, spectators are having the time of their lives. Football lives in the atmosphere in the stands, from missed opportunities, inexplicable mistakes, shattered dreams, and the glorious, rare moments when everything comes together—when a move or an individual action turns everything that had been seen up to that point on its head.


    Undoubtedly, time-wasting is a significant concern. FIFA’s announcement that extended periods of added time should lead to a learning curve is logical. The intention is for players to grasp that time-wasting is futile since the lost time will eventually be compensated for. In theory, this is a commendable concept.

    However, FIFA fails to address the valid apprehensions expressed by players and their unions. Consequently, a valuable opportunity is being overlooked. There are no measures being taken to regulate the match calendar or curtail the frequency of matches. Instead, there are plans for an expanded 32-team Club World Cup scheduled for December.

    Does the global governing body genuinely prioritise the appeal of the game? Shouldn’t FIFA be focused on ensuring equitable financial prospects for clubs, supervising financial inflows from countries with problematic human rights records, and establishing equitable qualification pathways for international tournaments? If these developments are not curtailed, football’s very essence may be profoundly disrupted.

    Starting August 15 of this year, the Ghana Revenue Authority (GRA) will initiate a 10 percent withholding tax on the total winnings generated from betting, gaming, lotto, and various games of chance.

    The rationale behind this decision, as explained by the Authority, stems from the recent approval of the Income Tax (Amendment No. 2, Act 2023 (Act 1094)), which introduces tax deductions on earnings from sports betting and gaming activities.

    During an official press briefing held in Accra, Edward Gyambrah, the Commissioner of the Domestic Tax Revenue Division (DTRD), unveiled this development. The 10 percent tax deduction will be applicable across the spectrum, affecting private lotto operators, sports betting companies, casinos, route operators, remote interactive game operators, marketing promotions, and other similar games of chance.

    Furthermore, as part of the changes, all participants in the lottery sector will be required to remit a 20 percent tax on their gross gaming revenue (GGR) when submitting their monthly returns.

    It’s important to note that certain segments, like casinos, route operators, and marketing promotion enterprises, have already been adhering to this policy since June 1, 2023. The implementation of the tax policy for sports betting and private lotto operations is set to commence on August 15, 2023.

    According to Mr. Gyambrah, the GRA is hoping to raise about GH1.2 billion in the first year of implementing this policy, and in incremental amounts during the ensuing years.

    “We are widening the tax net to include everyone in this developmental agenda,” the Commissioner said, adding: “Failure of industry players to abide by these rules will lead to sanctions and the withdrawal of operational licences.”.

    The Ghana Revenue Authority (GRA) is actively pursuing various tax policy measures to enhance the generation of domestic revenue.

    Notable initiatives encompass the introduction of Electronic VAT, Electronic Tax Clearance certificates, upfront payment protocols for imported goods, and the enforcement of excise tax stamps, among other strategies.

    Additionally, the GRA is engaged in initiatives like the ongoing e-VAT monitoring initiative, along with activities such as test purchases and mystery shopping exercises, all designed to bolster and refine revenue mobilisation efforts.

    In the current fiscal year, the GRA has established a revenue goal of GH106 billion. Among these targets, the Customs Division is tasked with gathering approximately GH28.5 billion.

    A fatal stabbing incident occurred as a brawl erupted between supporters of AEK Athens and Dinamo Zagreb prior to their Champions League qualifier, resulting in the death of a 22-year-old man, as confirmed by the police.

    Tragedy struck as Greek football enthusiasts clashed with fans of Dinamo Zagreb, leading to the demise of one individual and leaving six others injured.

    The confrontation transpired ahead of the Champions League third-qualifying round game between the two clubs on Monday evening.

    According to The Times of Malta, the 22-year-old victim was transported from the Nea Filadelfeia stadium, located on the outskirts of Athens, to a nearby hospital, where he ultimately passed away.

    Disturbingly violent clashes unfolded among the rival factions of supporters in the build-up to the Champions League match, scheduled to commence on Tuesday evening. In light of the situation, law enforcement reported that 83 individuals were apprehended subsequent to the incident.


    Greek police said: “A serious incident took place outside the Nea Filadelfeia stadium. A young Greek man was stabbed to death, and six other injured people are in the hospital.”

    Dinamo Zagreb have added in an official statement: “GNK Dinamo strongly condemns the riots that took place last night in Athens, in which, according to the reports of the Greek police and Greek and Croatian media, rioters from Croatia were involved in an incident with fans of the Greek football club AEK.

    “Such events are not in line with the values and ethics we promote as a club and community. We express our deep concern over this incident. Unfortunately, one person lost his life during the riots. GNK Dinamo would like to express its sincere condolences to the family of the deceased.

    “Once again, we remind and invite all Dinamo fans not to travel to the match in Greece, considering that UEFA, in agreement with the police, decided that both matches will be played without visiting fans.

    “GNK Dinamo remains committed to creating an environment in which love for sport is expressed in a positive way, through togetherness, respect, and cooperation.”

    In 2022, the Greek authorities raised the upper limit for penalties related to fan violence from six months to five years, prompted by another fatal stabbing incident that occurred during a football match.

    Alkis Kampanos, a 19-year-old, lost his life in February 2022 during a clash involving fans of Aris Thessaloniki and PAOK.

    Recent events saw seven individuals convicted of his murder last month, receive life sentences. Additionally, five others were handed sentences exceeding 19 years due to their involvement.

    Disturbingly, this marked the third fatality stemming from fan violence within a span of three years, all taking place in Thessaloniki.
