    IMANI Africa, a policy think tank, has raised questions regarding the Electoral Commission (EC) and the discovery of 10 obsolete biometric verification devices (BVDs) at a recycling plant.

    The EC, in a statement on Friday, April 26, 2024, clarified that the 10 BVDs found at a recycling company in Madina were obsolete devices that had been legally auctioned.

    In response, IMANI Africa questioned the process of the auction, seeking clarification on several aspects. They inquired about the auctioneers, whether they were licensed, and how the auction was conducted.

    Additionally, they asked about the successful bidders and the purpose behind purchasing obsolete devices that were hard-coded for electoral purposes.

    IMANI Africa also questioned the involvement of a commercial recycling plant in handling these devices, considering their potentially sensitive data.

    They urged the EC to provide transparent and detailed information on the auction and disposal of these BVDs, emphasizing the importance of maintaining public trust in the electoral process.

    “The EC claims that the 10 BVDs were auctioned and that they just somehow then found their way into a recycling plant. Who were the auctioneers? Are they registered auctioneers licensed to conduct auctions by the Auctioneers Registration Board?”

    “Who were the successful bidders? How was the auction advertised? Why would anyone want to buy 10 used biometric devices that the EC claims have been “hard-coded” for electoral purposes, for which reason it has refused to use the thousands of devices bought in recent years?”

    “Why would a commercial recycling plant be interested in just 10 devices? Who authorised the recycling of the devices in a facility without adequate secure data handling capabilities?”

    Don’t travel to Yao and Ansonga of Northern Mali due to terrorist attacks – Foreign Ministry to public

    The Ministry of Foreign Affairs and Regional Integration has issued a travel advisory advising Ghanaians against traveling to certain regions in the northern part of Mali.

    In a press release, the Ministry cited a recent security threat along the major highways linking Mali and Niger, particularly in the Gao and Ansongo Regions of Northern Mali.

    The advisory comes in light of reports of terrorists harassing commuters who use these routes.

    “The Ministry remains committed to the safety of Ghanaians and will provide updates on the security situation in the region under reference in due course,” the statement read.

    The Ministry of Foreign Affairs urged the general public to prioritize their safety when traveling.

    In September 2023, Islamist militants attacked a river boat in north-eastern Mali, killing at least 49 civilians.

    They also reportedly attacked an army camp, killing 15 soldiers, while around 50 militants were said to have died.

    Mr. Yaw Dankwah, the defence counsel in the murder case of former MP for Abuakwa North, J.B. Danquah Adu, has stated that Daniel Asiedu, the first accused person, did not kill the former legislator.

    He alleged that the former MP was killed by three police impersonators who visited his home. According to the counsel, these impersonators disappeared after committing the crime.

    This claim, he said, was supported by the evidence of one Apraku, the security guard who reported the incident to the police via phone calls.

    The counsel further argued that the late MP was tall and well-built, making it unlikely that Asiedu could overpower him.

    “It was the three impersonating officers who overpowered the MP and killed him at his residence … Asiedu cannot overpower the MP physically.

    “Your story suggesting that it was Daniel Asiedu who killed the MP was a fabrication and full of lies.”

    ASP Augustine Nkrumah, the case investigator, stated in court that Daniel Asiedu, the first accused person, was responsible for killing former MP J.B. Danquah Adu. According to the investigator, Asiedu was described as “a terrible person” and capable of committing the murder.

    ASP Nkrumah explained to the court how weapons used in the crime were recovered from Asiedu. He also mentioned the discovery of a T-shirt, a handkerchief soaked in blood, and a knife at the scene, which Asiedu admitted were his.

    The investigator added that Asiedu’s girlfriend, Janet Kyeraa, confirmed to the police that the T-shirt and handkerchief belonged to Asiedu. She also stated that Asiedu gave her a blood-stained knife to clean after the incident.

    ASP Nkrumah informed the court that Asiedu’s slippers were found at the crime scene, and Asiedu identified a catapult and cutter found there as well.

    “During investigations, the knife Asiedu used in stabbing the deceased to death was traced to Asiedu’s room at Agbogbloshie in Accra.

    “When the knife was shown to the first accused person (Asiedu) he admitted to having used that knife on the deceased. Asiedu said he was held by the deceased and he left him helpless in his room,” ASP Nkrumah.

    The case investigator revealed in court that in the deceased’s room, Asiedu asked for forgiveness for the offense he had committed.

    Furthermore, the investigator informed the court that Asiedu demonstrated to the investigation team how he went to the crime scene and perpetrated the crime.

    “My Lord, the exhibits found in the deceased room, Asiedu admitted sending them there.”

    The Honourary Vice President for IMANI Africa, Bright Simons, has compared the contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Ltd (SML) to a reincarnation of the controversial Agyapa deal.

    During a detailed presentation on the expectations of SML’s role on Joy FM’s Newsfile, he highlighted that the SML task was expanded to include minerals and petroleum, despite the contract being questionable.

    “We are completely certain that when you try to expand this SML service to cover the minerals and petroleum it was simply Agyapa [deal] in suit and tie.

    “When Agyapa failed, somebody suggested that if we cannot get the percentage of the royalties that we wanted from every ounce of gold sold in Ghana, then we will do even more, we will add the oil as well and we will create a mechanism to get a certain percentage out of that,” he said on Saturday, April 27.

    Mr. Simons questioned the feasibility of accurately determining oil production and calculating royalties, especially considering concerns about the reliability of data provided by oil companies.

    He criticized the GRA’s reliance on mechanisms to establish royalty payments, highlighting the inherent challenges associated with monitoring and regulating the extraction and sale of petroleum.

    “It doesn’t make any sense to try and claim that because the Tullow and other companies are lying about the oil produced, you will use some mechanism to try and establish that.

    “And for every barrel of oil produced, you will then be entitled to a percentage. what logic is that?” he quizzed.

    Investigative journalist Manasseh Azure Awuni has urged for a comprehensive investigation into the revenue mobilisation agreement between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Ltd (SML).

    In his statement, the Editor of The Fourth Estate emphasized that despite President Nana Akufo-Addo’s suspension of the contract for a thorough review, it should ultimately be canceled.

    President Nana Akufo-Addo had directed KPMG to audit the GRA-SML contract on January 2, 2024.

    Following the submission of the audit report, the Presidency issued a press release on Wednesday, April 24, stating, “Given that the upstream petroleum audit and minerals audit services could prevent significant revenue leakages, the President has directed that the Ministry and GRA conduct a comprehensive technical needs assessment, value-for-money assessment, and stakeholder engagements before implementing such services.”

    Manasseh Azure Awuni expressed disagreement with the President’s directive during his appearance on Citi FM.

    “I expect this contract to be cancelled, and it is not something that should continue because it is not in the interest of the public.

    “So, what has been recommended for termination and even the existing downstream one, they both have to be cancelled, and further investigations conducted for monies to be retrieved because they kept saying they [SML] did partial fulfilment of the contract terms, and I don’t think we can pay somebody fully, and they will give us partial results,” he remarked to Selorm Adonoo.

    Manasseh Azure Awuni also insisted that “some persons should be made to face the law. The former MASLOC boss [Sedina Tamakloe Attionu] has been jailed, and what has sent her to jail is a tiny fraction of what has been wasted in this SML scandal.”

    Mr. Tapha Tassah, a private legal practitioner based in Accra, has emerged victorious in the Akan New Patriotic Party (NPP) parliamentary candidate election.

    He secured 316 votes, defeating Rabiu Awal, the Akan constituency NPP chairman, who garnered 296 votes. The total valid votes cast were 612, with no rejected ballots.

    The result was declared by Mr. Justice Odame-Frempong, the Kadjebi District Electoral Officer, at Kadjebi in the Oti Region.

    In his acceptance speech, Lawyer Tassah expressed gratitude to the delegates, describing their vote as a call to duty. He pledged to work tirelessly with the constituency chairman to secure the Akan seat for the NPP for the first time.

    Dr Addo secured 664 votes, defeating his main rival, Solomon Kotey Niikio, who received 555 votes.

    The NPP’s National Executive Committee authorized the primary in La Dadekotopon following the resignation of the previously elected parliamentary candidate, Dr. Joseph Tetteh, citing personal reasons. Addo decided to contest in the primary after Dr. Joseph Tetteh’s resignation.

    With over two decades of service as President Akufo-Addo’s driver, Addo expressed his readiness to serve the constituency. He recently made a significant contribution to the party by donating an office complex located on Ako Adjei Road, providing a permanent office space for the party’s executives who had previously operated from rented premises.

    Addo’s donation was seen as a timely and significant gesture, demonstrating his commitment to supporting the NPP’s efforts to regain the La Dadekotopon seat from the NDC.

    She stressed that SML’s efforts should be commended instead of being criticized, and expressed the company’s commitment to continuing to contribute positively to revenue assurance efforts.

    Madam Sarpong also mentioned that the audit report by KPMG has vindicated their work, affirming its legitimacy and effectiveness. She urged recognition of their contributions, stating that the services provided by SML are vital for enhancing revenue collection and ensuring compliance within the sector.

    “SML’s solution is one of It’s kind and not a generic solution that you can go to the market and buy. We have heard people say that you are deploying meters and meters can be bought and yes, one can buy meters, but it is what you are able to do with the meters that matters and the benefits they bring are what makes the difference. So the assertions that NPA is doing the same thing is not true and should be disregarded,” she said.

    Former Tamale Central MP, Inusah Fuseini, has criticized the Office of the Special Prosecutor (OSP) for not conducting a corruption risk assessment into the SML/GRA contract.

    Mr Fuseini believes that the OSP should have promptly released a report on the matter immediately after The Fourth Estate documentary was aired.

    He suggests that there are indications of corruption and conflicts of interest in the deal, which the OSP should investigate. He also added that there was a clear intention to hide the contract from the public.

    In an interview on JoyNews’ Newsfile program on Saturday, April 27, Mr Fuseini emphasized that Ghanaians will not tolerate any misuse of the state purse.

    “It’s very obvious that there was a clear intention to keep the contract out of the public view and so this is where I support the civil society that such a matter must have an open, transparent, rigorous and meritocratic evaluation of the contract and the outcomes the matters.

    “Immediately the report came out, the OSP should have conducted a corruption risk assessment and released a report by now,” he said.

    Former Auditor-General Daniel Yaw Domelevo has condemned the appointment of KPMG to audit the contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Ltd (SML), calling it illegal and unprofessional.

    The audit was ordered by President Akufo-Addo on January 2, 2024.

    In his comments regarding the contract, its suspension, and the subsequent audit, the former Auditor-General expressed his belief that every aspect of the process showed signs of illegality, corruption, and unprofessional conduct.

    Mr. Domelevo stated in an interview with Selorm Adonoo on The Big Issue on Citi FM and Citi TV that assigning KPMG to conduct the audit violated procurement regulations and raised concerns of conflict of interest, as KPMG has ongoing contracts with both the Ghana Revenue Authority and the Ministry of Finance.

    “I don’t see why KPMG accepted to do the audit because first and foremost, KPMG provides services to GRA and MOF [the Ministry of Finance] so they are conflicting but let’s put that aside because it is not a big deal. KPMG cannot accept an illegal contract from the government. The contract under which KPMG was selected to go and provide the service should have been a competitive selection process.

    “If the KPMG contract did not go through the public procurement process, that is either through competitive tendering or approval from the Public Procurement Board, then they have entered into an illegal contract and that is illegal and unprofessional.”

    The former Auditor-General added that “It is necessary for us to know how KPMG was selected and there are some state agencies that could have done the work and the law under Clause 8 of Article 187, the 1992 Constitution provides that the president on advice from the Council of State, may in the national interest, request the Auditor General to conduct some audits and so why didn’t this go to do the Auditor General?”

    Following the submission of the audit report, an April 24 press statement from the Presidency said “the total fees paid under the contracts from 2018 to the date of suspension amount to GH¢1,061,054,778.00.”

    SML has contested and denied that the company was paid GH¢1,061,054,778.00.

    “Given the political platform, she has been a Minister of Education before and has also been chosen as a running mate before, so there is a lot to interrogate but the challenge I have with the NDC is that it is almost as if she is supposed to be absolved from and taken out of any kind of interrogation.

    “Late ‘Joe Lartey’ was the first President of SWAG and passed at 96. Further details on his demise and other arrangements will be announced in due course.”

    Joe Lartey, a distinguished journalist, began his career in 1961 at the Ghana Broadcasting Corporation (GBC). Initially part of the talks and features department, he later moved to the sports department, where he became a well-known figure.

    After the establishment of the Sports Writers Association of Ghana (SWAG) in 1968, Lartey served as its first president, showcasing his leadership and dedication to sports journalism.

    During his illustrious career, Lartey spent around a decade practicing journalism in Nigeria, further expanding his experience and knowledge in the field.

    He emphasized that resources should be allocated to tackle challenges such as infrastructural deficits, lack of textbooks, inadequate security, unpaid utility bills, and other issues affecting teaching and learning in public basic schools.

    “According to the Head Teacher, basic school administrators are struggling to manage the affairs of schools, because of inadequate funding, neglect and delay in the releases of the capitation grants, etc.

    “These are issues Hon. Yaw Adutwum should be worried about, not the colours of school blocks and school uniforms. Spending public time and resources painting schools in Blue and White, and introducing Blue and White uniforms are clearly misplaced priorities.

    “Besides the overt attempt to brand public basic schools in NPP colours, the only other reason is to create an avenue to award sole sourced contracts to families, friends, and party members,” he wrote in a statement.

    Dr. Apaak criticized the government for considering repainting schools and introducing new uniforms when there were more urgent needs to address in the education sector.

    Their statement comes in response to the National Petroleum Authority’s (NPA) recent imposition of a new tax on LPG as part of the revised pricing structure, effective April 1, 2024.

    The Association strongly criticized this move, particularly condemning the addition of $80 per metric ton (MT) as part of the suppliers’ premiums, specifically designated for Bottling Plant and Cylinder Investment Margins.

    They argued that this imposition was unjustifiable and indicated the Authority’s disregard for the decline in consumption since 2021.

    During a Point Blank interview on Eyewitness News on Citi FM, Gabriel Kumi, the Vice President of the Association, emphasized that the government cannot expect to both increase LPG consumption and introduce more taxes, likening it to wanting to “have its cake and eat it too.”

    He said that such actions would deter people from consuming the product.

    “You can’t eat your cake and have it. You can’t set such laudable objectives and at the same time you keep piling taxes on the product to push away consumers.”

    “…There’s no way you can continue piling taxes on the product and at the same time expect to achieve an increment in consumption,” he stated.

He emphasized the importance of paralegal services to assist lawyers in delivering justice effectively.

    “It is a must that any person who is charged by a court must be represented by a lawyer, the African court has given several decisions against some countries such as Benin, Cote D’Ivoire, and Rwanda, the argument they put up is that we don’t have enough lawyers to meet the demands of accused persons. We must establish paralegal services in the country to support them. Some people languish in jail because they don’t have lawyers.”

    During a workshop organized by the POS Foundation and sponsored by GIZ in Kumasi, Justice Sir Dennis Dominic Adjei made these remarks. The workshop focused on access to legal aid and the commissioning of a paralegal office for justice sector actors.

    The POS Foundation is a prominent human rights civil society organization in Ghana. It has collaborated with the Ghana Prisons Service in the past, successfully piloting the in-person paralegal program at Nsawam Medium Security Prison in 2018.

    The drop is mainly attributed to lower prices for grains, oils, and meals, while other foods are expected to see price gains in 2024. However, 2025 is projected to bring broad-based declines in food prices.

    The report forecasts an 11 per cent decrease in the grains price index in 2024, driven by higher global grain supplies. Wheat prices are expected to decline by 15 per cent in 2024 due to elevated production, with a further 2 per cent decrease in 2025.

    These projections come amidst strong export competition and marginally higher production, countered by somewhat greater consumption and the lowest end-of-season stocks-to-use ratio in eight years.

    Global maize production is set to reach an all-time high in the 2023–24 seasons, while global rice production in 2023-24 remains flat, with the stock-to-use ratio falling to the lowest level in three years.

    Rice prices are forecast to rise by 8 per cent (year-on-year) in 2024 due to tight global markets and India’s export restrictions.

    In Ghana, however, the food inflation rate has increased, moving from 27.0 per cent in February to 29.6 per cent in March 2024.

    This rise in food inflation is concerning amidst ongoing concerns about food insecurity in the sub-Saharan region. The impact of these global food price changes on Ghana’s food market and overall food security situation remains to be seen.

    Mr. Quarshie also reported that most of the buildings had been roofed, with plans underway to commence external works such as electrical installations, plastering, and painting. Furthermore, the drainage system has been finalized, and construction of the road network is currently underway.

    The Appiatse Relief Committee received donations totaling GH₵62 million as of August 2023, aimed at facilitating the reconstruction and rehabilitation of the Appiatse township.

    Some residents have expressed frustration at the pace of reconstruction efforts. It has been over a biennium since the unfortunate incident happened.

    A member of the New Patriotic Party (NPP) known for his roles as a physician, author, and politician, Dr. Arthur Kobina Kennedy, has raised concerns about the potential government concealment of details regarding the contract between Strategic Mobilisation Limited (SML) and the Ghana Revenue Authority (GRA).

    Dr. Kennedy suspects that the lack of transparency surrounding the contract is meant to hide any illegalities and negative impacts it may have on the Ghanaian people.

    He argues that regardless of any perceived benefits, the contract should be considered invalid due to its alleged illegal signing.

    During an interview on JoyNews’ AM Show on Friday, April 26, Dr. Kennedy called on the government to release the full KPMG audit report on the contract to the public. He believes that this transparency would help Ghanaians understand the issues at hand and how the state has been affected.

    Emphasizing the importance of transparency in governance, especially concerning public funds and contracts, Dr. Kennedy urged the government to prioritize accountability and provide the necessary information to the public. This, he said, would ensure that citizens are informed about decisions that directly impact them.

    Dr. Kennedy reiterated the need for openness and urged the government to address any irregularities in the SML-GRA contract for the benefit of all Ghanaians.

    “It appears that the government is trying to hide something. The fundamentals of this are clear and the contracts were awarded illegally and regardless what benefits have been accrued, it begs the question of why, regardless of the official disapproval, people went round the processes and awarded the contract.”

    “Of course, a contract can be awarded improperly to somebody who might deliver some benefits when for example the terms of the contract were inimical to the public interest. And I think that the best thing the government can do is actually to release the KPMG report so that the public can we review that,” he said.

    KPMG, a reputable auditing firm, has completed and presented its report on the contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Limited (SML) to President Akufo-Addo.

    The audit was initiated by the President on January 2, 2024, following an expose by the 4th Estate. Initially scheduled to be concluded by Tuesday, January 16, 2024, the deadline was extended to Friday, February 23, 2024.

    According to the audit findings, SML has received a total of GH¢1,061,054,778.00 since 2018 while fulfilling its obligations partially. SML has challenged this finding, claiming that the report, in general, justifies the contract.

    The campaign team of former Ejisu MP, Kwabena Owusu Aduomi, has accused the New Patriotic Party (NPP) of planning to use state security and vigilante groups to intimidate voters in Mr Aduomi’s stronghold ahead of the by-election.

    They also allege that the NPP intends to engage in various illicit activities, including bribing electoral officers, orchestrating power outages during vote counting, ballot box stuffing, and transporting unqualified Senior High School students to vote.

    The team expressed concerns over the NPP’s continued labelling of Mr. Aduomi as a National Democratic Congress-sponsored candidate.

    Campaign Coordinator for Kwabena Owusu Aduomi, Isaac Boafo, made these allegations during a press briefing in Ejisu on Friday, April 26, stating their readiness to defend the integrity of the ballot.

    “We have convened this morning to address the alarming and reckless behaviour exhibited by Chairman Wontumi, the NPP, and certain government officials leading up to the Ejisu by-election.     8. Admission by NPP leadership at a critical meeting of their intention to resort to electoral fraud, demonstrating a blatant disregard for democratic principles.

    9. Unfounded attempts to tag Hon Owusu Aduomi as an NDC sympathizer to incite discord among constituents, a baseless and malicious tactic.

    We issue a stern warning to the NPP that we will fiercely defend our ballots with every fibre of our being. Despite their desperate attempts to subvert the democratic process, Ejisu will stand firm and resolute on Tuesday.

    Furthermore, we condemn in the strongest terms the wasteful expenditure of state resources for vote buying. It is reprehensible that such resources are not allocated to address the pressing challenges facing our community.

    Ejisu will make a resounding statement on Tuesday, reaffirming our commitment to democracy and justice.

    NPP knows that their candidate stands no chance in this by-election and for which reason they have resorted to telling wicked lies and digging dirt on Hon Owusu Aduomi.

    The pinnacle of deceitfulness lies in the NPP’s audacious claim that the Bonwire market project, personally financed by Hon Owusu Aduomi, is somehow a Middle Belt Development Project. Let us set the record straight: Middle Belt market projects are not under the purview of Members of Parliament; they are typically awarded to contractors through formal procurement processes.

    It is essential to note that when Hon Owusu Aduomi concluded his tenure in parliament, the Bonwire market project was merely at its foundation stage. However, his unwavering dedication to the welfare of his constituents compelled him to allocate substantial financial resources towards its completion.

    To insinuate that this project falls under the umbrella of Middle Belt Development Projects is not only misleading but a deliberate attempt to diminish Hon Owusu Aduomi’s significant contributions to the community. It is a disservice to the constituents of Bonwire and Ejisuman and a blatant distortion of the truth.

    The facts speak for themselves: Hon Owusu Aduomi’s personal investment and tireless efforts have propelled the Bonwire market project and others within the constituency towards fruition, benefiting the local economy and enhancing the livelihoods of countless individuals.

    Mr Adongo urged the President to ensure that a copy of the report is presented to Parliament when the House reconvenes from recess, emphasizing that this step is essential for transparency in the deal and will enable Parliament to conduct an independent investigation into the contract.

    In a press statement issued on Friday, April 26, Mr Adongo reiterated the importance of transparency in government contracts, stating that it is crucial for accountability and public trust.

    The Bolgatanga Central Member of Parliament highlighted the Minority’s commitment to uncovering any breaches or irregularities in the contract, affirming that they would not allow the government to conceal any wrongdoing.

    Mr Adongo assured the Ghanaian people that the Minority would continue to demand accountability from the government and remain steadfast in protecting the public purse.

    He encouraged citizens to join in the effort to ensure that government contracts are executed with integrity and in the best interest of the nation.

    “At this moment, I respectfully request that Parliament be furnished with a copy of the KPMG report to aid the Finance Committee’s investigation.

    “It strikes me as unusual that the report only contains mild suggestions and recommendations despite the abundance of information available to the public regarding the SML arrangement.

    “Consequently, we must scrutinize the comprehensiveness of their mandate, including their TOR, methodology, and approach.”

    “Our primary objective is to expose the beneficial owners of this group and utilize Parliament’s authority to recover the funds that have been paid due to this illegality.

    “I trust that the President understands that my Parliamentary scrutiny request is founded on section 33 of the PFM Act, which mandates that Parliament authorize contracts with multi-year obligations in the first instance.”

    “For the unsuspecting public, this recent development further reinforces the belief amongst many discerning people of Ghana, that Bawumia and his associates are simply spearheading a corruption-infested digitalisation strategy steeped in delusions and shrewdness.

    “Without equivocation, this government’s touted mantra of digitalisation is merely a scheme, a political propaganda of chicanery deployed to hoodwink and exploit the people of Ghana for their self-serving benefit,” an excerpt of his statement said.

    President Akufo-Addo has nominated Charles Gyamfi Boateng as the new Municipal Chief Executive (MCE) for Krachi East Municipal Assembly in the Oti Region.

    This nomination follows the vacancy left by the sudden death of the former MCE, Mr. Bernard Aborkugya Mensah, a month ago.

    The nomination of Charles Gyamfi Boateng is in accordance with Article 243(1) of the 1992 constitution and Section 20 (1) of the Local Governance Act, 2016 (Act,936).

    Charles Gyamfi Boateng, the Chairman of the Krachi East Constituency of the New Patriotic Party, has a long history of service within the party.

    He started as a polling agent and branch chairman in 1992, later serving as constituency secretary and organizer. Boateng played a pivotal role as campaign manager for Mr. Michael Yaw Gyato, the former Member of Parliament for Krachi East, during the 2016 election.

    Members of both the New Patriotic Party (NPP) and the National Democratic Congress (NDC) have expressed support for Boateng’s nomination.

    Mustapha Abdul Galiyu, a former communications officer of the National Democratic Congress, praised Boateng’s dedication to the NPP and described him as a grassroots leader with energy and charisma.

    The Tarkwa Circuit Court has sentenced a 47-year-old man to 10 years in prison with hard labour for assaulting his 13-year-old daughter.

    John Ansah, the biological father of the victim, pleaded guilty to charges of causing harm, indecent assault, and female genital mutilation.

    Police Superintendent Juliana Essel-Dadzie stated that the complainant, a supervisor at Ghana Rubber Estates Limited (GREL) and resident of Agona Nkwanta, while Ansah worked as a charcoal producer.

    Ansah, a single parent, lived with his children, including the victim, at Kwapong within the GREL plantation.

    The court heard that Ansah had been abusing the victim, accusing her of having sexual relations with men. On Sunday, March 24, 2024, at about 20:00 hours, Ansah tied the victim’s legs and hands with a rope in their bamboo house.

    He then heated two cutlasses in a fire and pushed them into the victim’s vagina in turns, causing severe burns around her vagina and thighs.

    Despite the victim’s cries for help, Ansah continued torturing her until she became weak. He left her tied up with the rope until the next day when she managed to free herself. Ansah then began monitoring her, fearing she might expose him.

    The court, presided over by Hathia Ama Manu, sentenced Ansah to 10 years in prison with hard labor, condemning his heinous acts of abuse and violence against his own daughter.

    The Animley family in Osuwem, Shai-Osudoku district, is threatening legal action against Trinity Hospital Mortuary in Lebanon-Ashaiman, Ashaiman Municipality, for the distress caused to them.

    The family was prepared for the funeral of their late 57-year-old Mary Animley Opare in Kakasunanka No.1, Kpone-Katamanso Municipality, scheduled for April 19 to 20.

    However, they had to cancel the funeral at the last minute due to the sudden disappearance of the corpse from the Trinity Hospital morgue.

    Pastor Michael Tetteh, one of the deceased’s children, expressed the family’s determination to pursue the matter until the morgue produces the body.

    “We mobilised all relatives across the country for this but here we are with no information on the body’s whereabouts.”

    We need the body of our mother to bury. We say this with all seriousness. The facility must produce our mother at all costs and are pleading with all and sundry to help.”

    “You will not believe that we spent GH¢70,000 only to experience this mishap,” he shared.

    Theophilus Animley, speaking on behalf of the family, expressed that they are overwhelmed by both the loss of their loved one and the additional burden of dealing with the missing corpse.

    “Our efforts of constantly visiting the mortuary in the last three months after her passing have gone to waste. As a royal family, the pain is on another level. You occasionally hear some of these unusual stories elsewhere but this has really hit us hard.”

    “Family made sure we visited the mortuary weekly. Having encountered financial constraints in preparing for her funeral, we unfortunately had to cancel the funeral,” he explained.

    The High Court in Tamale has directed all four accused individuals implicated in the Northern Development Authority (NDA) corruption trial by the Office of the Special Prosecutor (OSP) to commence their defence.

    The accused persons include Sumaila Abdul-Rahman, the former CEO of the NDA; Stephen Yir-eru Engmen and Patrick Seidu, both former Deputy Chief Executives of the NDA; and Andrew Kuundaari, CEO of A&QS Consortium Limited.

    The OSP initiated investigations in June 2022 into suspected corruption and related offences at the NDA regarding a contract awarded to A&Q’s Consortium for consultancy services under the Infrastructure for Poverty Eradication Programme.

    The accused face 11 charges related to corruption and procurement violations in the award and execution of contracts for the NDA.

    The presiding judge ruled that the state has established a prima facie case against the accused individuals on all 11 counts, requiring them to present their defence.

    The OSP pressed charges against the four following investigations triggered by complaints lodged by private legal practitioner Mr Martin Luther Kpebu, who requested an inquiry into the operations of the NDA and the actions of its Chief Executive and Board Chairman.

    The investigation uncovered that the accused persons had breached procurement laws and engaged in corrupt practices.

    The investigative findings revealed that Abdul-Rahman, Engmen, Seidu, and Kuundaari manipulated the procurement process to unfairly benefit A&QS in contracts for consultants under the Infrastructure for Poverty (IPEP) project by inflating the approved contract sum from GH₵5,720,000.00 to GH₵10,400,000.00 without proper authorization.

    Moreover, Kuundaari’s submission of invoices for the inflated contract sum was deemed fraudulent.

    Sunyani Technical University (STU) management has denied allegations of a sex-for-grades scandal involving some lecturers, dismissing the claims as false and without merit.

    “Management wishes to state unequivocally that after thorough investigations into the recently alleged sex-for-grades claim by a former SRC President of the University, Mr. Owusu Agyekum, not a speck of evidence or proof could be found to back his allegations,” the university authorities stated.

    The management of Sunyani Technical University (STU) has refuted allegations of a sex-for-grades scandal involving some lecturers, describing the claims as false and baseless. They advised the individual who made the allegations to retract them and apologize, as the allegations had tarnished the university’s reputation.

    After over two months of investigations, the university found no concrete evidence to support the allegations. The former SRC President who made the claims, Mr. Owusu Agyekum, and others were unable to provide any evidence to substantiate the allegations.

    The university had swiftly formed a committee to investigate the allegations following Mr. Agyekum’s video posted on social media.

    Despite efforts to obtain evidence from Mr. Agyekum and alleged victims, no evidence was forthcoming. The committee’s full report has been published on the university’s website and submitted to the Minister for Education through the Ghana Tertiary Education Commission (GTEC).

    The university reaffirmed its zero-tolerance policy on sexual harassment and misconduct and emphasized its commitment to transparency and accountability in handling such matters.

    It must also be stated that the Committee had not been dissolved even though it has submitted its report, the statement indicated, and added “we still want to give the opportunity to as many people as possible who have concrete evidence about any form of sexual harassment perpetrated against them to make the evidence available to the committee for the necessary action to be taken.”

    The Inspector-General of Police (IGP), Dr. George Akuffo Dampare, has called on Ghanaians to exhibit a high sense of patriotism, maturity, and love for humanity during the December 2024 general elections.

    Dr. Dampare stated that while the security agencies are prepared to police the elections, the active participation of citizens and stakeholders is crucial for a smooth process. He emphasized that if everyone plays their role, the election will be a positive civic experience.

    The IGP made these remarks at an election preparation program organized by the Trades Union Congress in Accra.

    The event, held under the theme “The role of workers and social partners in securing peaceful elections for national development,” aimed to highlight the importance of collective effort in ensuring peaceful and successful elections.

    “The security agencies are ready for the elections, ready to keep the peace, ready to secure the country and ready to ensure law and order. All that we have to do as citizens is to play our part, and all other stakeholders must do is play their part.

    “And if we are to do three things right, we will see that playing our part is the easiest thing that we can do for our beloved country. And the three things stem from being matured; maturity across all ages is very necessary, patriotism; patriotism towards nation such that we put Ghana first and all other things secondary and thirdly we need love for humanity,” the IGP said.

    He stressed, “If we can operate on this principle we will see that our duty in this whole election process is a simple civic process that is enjoyable”.

    He also highlighted the operational readiness of the National Election Command Centre at the Police headquarters, which has been actively managing election-related issues and collaborating with the national election security task force to guarantee the smooth conduct of elections in the country.

    A rainstorm has caused extensive damage in the Anloga District of the Volta Region, resulting in the destruction of properties worth millions of Ghana cedis.

    The storm primarily affected residential and educational buildings, as well as business, electricity, and telecommunication installations.

    The National Disaster Management Organisation’s Anloga Secretariat reported that approximately 20 educational institutions were impacted by the storm. This included 18 public basic schools and two secondary schools, with buildings suffering from roof damage, destroyed books and learning materials, and uprooted trees on school premises.

    The Anlo Senior High School was particularly hard hit, with significant damage to its dining hall pavilion, kitchen, ICT laboratory, Agricultural Science laboratory, Visual Arts block, sports pavilion, Azumah Pavilion, assembly sheds, parking lots, housemistress’s bungalow, ironing shed, and two girls’ dormitory blocks.

    The Headmaster of the Anlo Senior High School, Wisdom Kwame Adeti, expressed concern about the students’ welfare, noting that feeding them has become a challenge due to the damaged dining facility. He called on the government to expedite the completion of a dining hall project that was initiated over a decade ago to provide a suitable dining space for the students.

    “The problem is that the new dining hall being constructed since 2012 has not been completed. The temporal shed made for us has also been pulled down by the rain. As we speak, we have challenges cooking for our students”, he said.

    Dominic Yao Dzanado, the Anloga District Education Director, expressed concern that the recent disaster would disrupt academic activities as schools are set to reopen on April 30, 2024. He mentioned that the district has reached out to the Parents Teacher Association (PTA) for assistance, but there are uncertainties regarding their ability to address the situation adequately. Dzanado appealed for support to repair the affected structures and ensure that schools are ready for reopening.

    “Our cry is that we need support from the government, from NGOs, civil society organizations, to come to the aid of our schools so that something can be done concerning the roofing of the schools, and putting up certain structures for the students to learn under when school resumes”, he said.

    Approximately 300 houses were damaged by the rainstorm, predominantly with roofs torn off, resulting in the displacement of affected households. The storm also caused a mobile telecommunications mast in Dzita to collapse, while electrical installations across the district suffered significant damage, leaving some areas without power as the Electricity Company of Ghana (ECG) works to repair the affected lines.

    Seth Yormewu, the Anloga District Chief Executive, expressed sorrow over the devastation caused by the storm, labeling it the worst damage ever experienced in the district from a storm. He highlighted the plight of fisherfolk whose livelihoods depend on fishing, noting that the storm damaged their fishing gear, jeopardizing their trade.

    Although Mr. Yormewu lamented the poor condition of the affected schools, he expressed gratitude that the unfortunate incident occurred during the holidays, minimizing its impact on academic activities. He appealed for external support to help restore normalcy in the affected areas.
