    Rebranding and introduction of new uniforms is not a policy – Education Ministry spokesperson

    A spokesperson for the Minister and Ministry of Education, Kwesi Kwarteng, clarified that the rebranding and introduction of new uniforms to public basic schools is not a policy but an initiative.

    He explained that while this initiative is not on their official agenda, the Education Ministry believed it could benefit basic public schools in the future, which is why they proposed it.

    In an interview with Joy FM.s Super Morning Show on April 26, he stated, “So I would not call it a policy but I will say there is an initiative or we are looking at as part of the total rebranding of the public basic schools will also introduce uniform but that is not something that has happened now but is a futuristic proposal if you ask me.”

    During a forum titled ‘The Free SHS Story’ in Accra on Tuesday, April 23, the Education Minister disclosed that the brown and yellow uniforms would be replaced.

    “We are changing the uniforms of public basic schools in the country. The yellow and brown that you see now, you will see no more. Reformation is coming to a community near you, and you will see it.”

    “This is President Akufo-Addo and Vice President Dr Mahamudu Bawumia‘s Ghana, we have begun the transformation, there is no reason that we shouldn’t, Ghanaians deserve better and we are going to give them better…something that we are all going to be proud of,” the Minister added.

    Dr. Yaw Adutwum explained that this initiative is part of the government’s broader efforts to demonstrate that its priorities extend beyond secondary education alone.

    But Mr Kwarteng said, “We have not introduced school uniforms as I speak to you, but I’m saying that like there is a plan to restore public confidence and make sure that we place a higher value on the basic public school level and of course as part of our aggressive intervention to revolutionise our basic schools in the areas of access quality and make sure that it has an impact on our social economic transformation largely we are considering that, it is not a matter of policy where you need approval.

    Mr Kwarteng noted that the Ministry typically seeks approval for major policy decisions from cabinet.

    Group to stage ‘dumsor’ vigil in Accra

    The Ashanti Democrats group has announced plans to hold a vigil in Accra to demand an end to the current power outages.

    Following a successful vigil in Kumasi on April 18, the group believes it is necessary to bring the demonstration closer to Ghana’s administrative capital.

    The Dumsor Vigil, organized by the Ashanti Democrats and led by Jerry James Sukkah, is a demonstration against the erratic power supply across the country. The date for the Accra edition is yet to be announced.

    Henry Osei Akoto, one of the leaders of the event, emphasized the importance of holding the vigil in Accra to increase pressure on the government and draw attention to the severe impact of the power outages on businesses and livelihoods.

    “We will mobilize Ghanaians on the streets soon if you don’t resolve ‘dumsor.’ The inconvenience is just too much. You promised Ghanaians you were going to give us an uninterrupted power supply, [but] see where you have brought us.

    The National Organizer of the ruling New Patriotic Party (NPP), Henry Nana Boakye, also known as Nana B, has criticized the flagbearer of the National Democratic Congress (NDC) and former President, John Dramani Mahama, alleging rampant corruption during his administration.

    Speaking on Okay FM’s ‘Ade Akye Abia’ programme, Nana B highlighted that the corruption witnessed during Mahama’s presidency had severe consequences, particularly for market women who suffered losses due to fire outbreaks.

    “Stealing during your term knew no bounds as some of your corrupt appointees even stole from market women with impunity,” he remarked.

    Nana B emphasized the seriousness required for the presidency, suggesting that Mahama’s track record indicates that allowing him to lead Ghana again would result in further damage.

    He cited the recent case of embezzlement involving the former CEO of MASLOC, who was sentenced to jail by the court, as an example of corruption during Mahama’s tenure.

    “A typical example of crass corruption is the current one that has seen the former CEO of MASLOC being jailed by the court for her involvement in embezzlement activities,” he added.

    An Accra High Court sentenced former MASLOC CEO Sedina Christine Tamakloe Attionu, in absentia, to ten years in prison with hard labor on April 16, 2024.

    Former MASLOC Head of Operations Daniel Axim was also sentenced to five years in prison.

    They were found guilty on 78 counts related to causing financial loss to the state, theft, conspiracy to steal, money laundering, and contravening public procurement laws. An arrest warrant has been issued for Attionu.

    Former National Organiser of the Peoples National Convention (PNC), Desmond Nana Ntow Amirekyi, has opined that Vice President Dr Mahamudu Bawumia is encountering difficulties in choosing a running mate for the 2024 elections due to his previous statements.

    Amirekyi believes that Bawumia‘s past remarks have created challenges in his quest for a suitable partner for the upcoming elections.

    He highlighted that Bawumia’s statements about his role in the government have raised questions about his commitment to empowering his vice president in the event of his presidency.

    During a panel discussion on UTV’s Adekye Nsroma on April 25, 2024, the former PNC official commented on Bawumia’s admission that his voice was not prominent in decision-making processes, likening his role to that of a “driver’s mate to the president.”

    “It will be difficult for Bawumia to choose a running mate because of his utterances. If you are a vice president and claim that you were just a vice and as a result, your decisions were not factored in the administration then it means that, when you get the opportunity to become president you won’t also allow your vice to function.

    “That is why it has become difficult for him to choose his vice president,” he said.

    He added, “His own words mean that his vice won’t be useful in his administration because for him as a vice he was not useful in his administration… he is the same person who said he didn’t support the E-Levy …if not for Dr. Bawumia we didn’t know that if you are a vice president, you don’t have a say in the government.”

    An NPP sympathizer based in the United States, Daddy Fred, has praised NDC running mate Prof. Naana Jane Opoku-Agyemang.

    He commended her performance during her outdooring address on April 24, 2024, describing it as great and commendable. He also noted that the entire event demonstrated the NDC’s seriousness in seeking to regain executive power.

    “In fact, Jane Naana Opoku-Agyemang, Mahama‘s running mate is super, she has wowed me, the woman is so great.

    “The NDC people are very serious. What is coming is no joke. I want to commend her a lot, I commend her. My name is Daddy Fred,” he said in a video sighted by GhanaWeb.

    Daddy Fred, known for his support of Assin Central Member of Parliament Kennedy Agyapong, has previously shared exclusive interviews with the MP on his Facebook page, The Announcer Newspaper.

    Prof. Naana Jane Opoku-Agyemang delivered her speech at the University of Professional Studies, Accra (UPSA), during her formal announcement as the running mate to NDC flagbearer John Dramani Mahama for the 2024 presidential elections.

    The event was well-attended by NDC leaders, including Mahama, his wife Lordina, the party’s National Chairman, General Secretary, numerous lawmakers, and executives from across the country, as well as hundreds of supporters.

    Naana Jane’s selection as Mahama’s running mate marks their second consecutive partnership following their unsuccessful 2020 bid.

    In her speech, she urged NDC supporters to make every effort to reclaim power from the NPP, criticizing the government’s management of affairs since 2017.

    SML sues MFWA in place of The Fourth Estate after court throws out defamation suit

    An Accra High Court has granted Strategic Mobilisation Limited‘s (SML) application to include the Media Foundation for West Africa (MFWA) in the lawsuit instead of The Fourth Estate.

    This is after the court dismissed the case filed by SML against The Fourth Estate, a news portal, regarding what SML claimed were “defamatory and reckless” reports about its contracts with the Ghana Revenue Authority.

    Presided over by Justice John Eugene Nyante Nyadu, the court not only threw out the case but also awarded a cost of GHS1,000 against SML.

    This decision was based on SML’s failure to conduct due diligence on the legal status of The Fourth Estate before initiating legal action and citing the investigative journalism project as a First Defendant in the case.

    The legal action by SML against The Fourth Estate and its former Editor-In-Chief, Manasseh Azure Awuni, was initiated in February 2024 following the publication of an investigative report.

    The report exposed how SML, an offshoot of a timber company, had allegedly made false claims about potential revenue losses it had helped the state to avoid.

    It also raised questions about the circumstances surrounding the signing of the contract and its rationale, as the services SML was contracted to provide were allegedly already being performed by other state agencies.

    In response to the case, lawyers for the Media Foundation for West Africa (MFWA), led by Samson Lardy Anyenini, filed a motion on March 12, 2024, asking the court to dismiss the SML case against The Fourth Estate as First Defendant. They argued that The Fourth Estate is simply an investigative journalism project of the MFWA and not a legal entity.

    “That the applicant [The Fourth Estate] is neither a natural nor artificial legal person [company] capable of suing and being sued, being a project under the MFWA’s Media and Good Governance Programme,” lawyers for the MFWA argued.

    The Fourth Estate is a non-profit, public-interest journalism project of the MFWA and not a company.

    However, lawyers representing SML contested this. On March 26, 2024, during a court appearance by MFWA’s lawyers to challenge the application, SML’s legal team claimed they had conducted a search at the Office of Registrar of Companies to prove that The Fourth Estate was a legal entity capable of being sued.

    As a result, SML requested more time to produce the search results and file an affidavit in opposition, which would outline reasons why The Fourth Estate’s motion should not be granted.

    Despite filing the affidavit, SML failed to serve the defendants with the document. Eventually, SML withdrew their affidavit in opposition on Tuesday.

    MFWA’s lawyers argued their motion, and the court upheld it, setting aside the suit and ruling that SML could not sue The Fourth Estate.

    The Convention People’s Party (CPP) has clarified that it has not placed any injunction on the parliamentary by-election process in Ejisu.

    The party emphasized that a former Ashanti Regional Chairman of the party, Emmanuel Gallo, initiated a court process seeking to stop the Electoral Commission from performing its mandate, but this was done in his personal capacity and does not represent the CPP’s stance.

    The CPP reaffirmed its full participation in the upcoming by-election in Ejisu, with midwife Esther Osei as its parliamentary candidate.

    The party expressed confidence in Osei’s ability to effectively represent the aspirations and interests of the people of Ejisu.

    “Contrary to circulating rumors and misinformation, the CPP has not placed any injunction on the Parliamentary by-election process at Ejisu. We are aware of the court process initiated by one Emmanuel Gallo, a former Ashanti Regional Chairman of the Party, seeking to stop the Electoral Commission from performing its mandate.

    “However, it is important to note that this action was taken by Mr. Gallo in his personal capacity and does not represent the stance of the CPP.

    “We are participating fully in the upcoming by-election at Ejisu with Midwife Esther Osei as our indefatigable parliamentary candidate. We remain confident in her ability to represent the aspirations and interests of the people of Ejisu effectively,” part of the statement signed by Director of Communications, Sylvester Sarpong -Soprano, read.

    The statement urged the general public to disregard any false information suggesting that the CPP is hindering the electoral process.

    A member of the communications team for the ruling New Patriotic Party (NPP), Vera Wiredu, has praised the impact of the Free Senior High School policy led by President Akufo-Addo’s administration.

    During an appearance on TV3’s New Day program, she highlighted that the policy has exceeded its social intervention objective.

    Madam Wiredu pointed out that students who previously had to bring gari to school no longer need to do so because they are well-fed under the policy.

    “His Excellency Nana Addo, compassionate, visionary and result-oriented Bawumia, they said whether you are rich, whether you are poor, you are a Ghanaian, go to school; everything is free.

    “All you do is get your chop box, the gari is not even compulsory because you are being fed three hot meals a day.

    “So, if you go you don’t need gari. I have children, not necessarily personal or biological children in Free Senior High, they take gari and return the gari home,” she stated.

    In a comparison between the NPP and the opposition National Democratic Congress, Vera Wiredu highlighted the NDC’s track record of poor governance, stating that they do not deserve to return to power.

    She reiterated the NPP’s stance that the NDC’s call for a review of the Free Senior High School policy indicates a clear intention by the opposition to cancel the policy if they come into power.

    Tension erupted outside the Ministry of Lands and Natural Resources on Thursday, April 25, 2024, as workers from the Bogoso Preatea Mines protested against the management of Future Global Resources.

    The protesters, fueled by frustrations over what they perceive as the near collapse of their company since its change of ownership, took to the streets to demand action.

    According to the demonstrators, the transition from Bogoso Mines management to Future Global Resources has failed to yield any positive results, leaving them with a sense of uncertainty and dissatisfaction.

    Seeking to voice their grievances directly to the government, the workers converged at the ministry, brandishing banners and chanting slogans.

    Tensions escalated during the demonstration when one protester sprinkled bottled water on the Lands Minister, Samuel Abu Jinapor, citing frustration over the minister’s delay in accepting their petition.

    A correspondent from UTV Jacob Kubi elaborated on the incident, stating, “So, when the minister came down for the petition, one of the protesters poured water on him, and when he was asked about his reasons for doing so, he explained that the minister delayed in coming down to accept this petition.”

    He added, “The minister also responded by saying that he is not bothered about the water because he is just serving the nation. He assured the protesters that the government will take steps to address the situation.”

    Biased opinion exposed – NPP member takes on Randy Abbey for comments on Ghana’s debt

    An outspoken member of the governing New Patriotic Party (NPP), Patrick Kwarteng Sarpong, commonly known as P.K. Sarpong, has criticized Dr. Randy Abbey, the host of Good Morning Ghana on Metro TV, for his response to the Danquah Institute’s debt analysis.

    Sarpong described Abbey’s outbursts as stemming from ignorance and an empty display of sentiments. Abbey had reacted to the policy think tank’s analysis of Ghana’s debt accumulated between 2009 and 2023.

    Randy Abbey said, “Danquah Institute, NPP has managed Ghana’s debts better. You guys just can’t help getting people upset and angry every day. And I read the analysis. I couldn’t just believe the level of intellectual dishonesty in this analysis that has been made. Even in the face of DDEP (Domestic Debt Exchange Programme), you have the nerves to speak like this.”

    In a letter addressed to Randy Abbey, P.K. Sarpong clarified that the Danquah Institute’s analysis, presented during its engagement with the media, focused on Ghana’s debts accumulated between 2009 and 2023, highlighting which political party effectively utilized the loans contracted.

    Sarpong emphasized that the Danquah Institute based its analysis on data obtained from credible sources such as the Bank of Ghana, the Ministry of Finance, and international bodies like the World Bank and the IMF.

    He reiterated that the Danquah Institute, like other think tanks, comprises well-educated individuals and has the right to freedom of speech, choosing to express its views on matters of national significance.

    “Lack of respect and appreciation of data from you, Randy Abbey, a supposed colleague is quite perplexing. You should question with data and not sentiments laced with attacks with the view to gagging the institute,” portions of the letter read.

    P.K. Sarpong told Abbey in the letter that “retorts like those from you just expose the biased opinion you now profess. You simply betrayed your ignorance for someone who professes to hold a Ph.D.”

    He stated that, contrary to Abbey’s ignorance and that of his colleagues in the NDC, the Danquah Institute’s analysis was based on facts and data. Sarpong highlighted that if intellectual dishonesty were a person, then Randy Abbey would epitomize it.

    “Ghana’s economy, just like many others across the globe, was plunged into an economic depression due mainly to COVID-19 and the raging war in Ukraine, between 2020 and 2022. The onset of the Covid-19 pandemic precipitated the shutdown of economies, disrupted revenue streams, and exacerbated public debt burdens via high shipping costs, an increase in crude oil prices, amongst others,” he stated in the letter.

    To demonstrate the impact of high shipping costs during the pandemic, he analyzed the Freightos Baltic Index (FBI) Global Container Freight Index, which measures shipping costs on major routes worldwide.

    Comparing data from February 2020 to September 2021, he highlighted a significant surge in the index, increasing by eightfold. In February 2020, shipping costs per container were approximately $1300.

    However, by September 2021, this figure had skyrocketed to a peak of around $11,000.

    “Increases in shipping cost had widespread implications on consumer prices, primarily by impacting import prices directly. This is because the local prices of imported goods tend to rise proportionately with the increasing shipping costs. Inflation skyrocketed as a result of these factors,” he stated.

    “In this respect, since the reserves we had as a country were not able to meet the demand, it automatically made the Dollar quite expensive to acquire, driving it upwards as the local currency tumbled. This is basic and a whole Ph.D. holder fails to grasp? Strange!,” he indicated.

    He explained that the Danquah Institute’s use of the US Dollar in its analysis, instead of the Ghana Cedi, was deliberate. This choice was based on the US dollar’s status as the world’s primary reserve currency and its widespread use in international trade. He further noted that the US dollar is recognized for its stability, maintaining its unit of account and purchasing power consistently over extended periods.

    “Another important takeaway from Danquah Institute’s analysis is that foreign currency debt carries an exchange rate risk. This implies that the debt stock in local currency terms could even rise with no new borrowings,” he mentioned.

    He pointed out that, for instance, the public debt of $29.2 billion in 2016 would now be equivalent to about GHc380 billion without any additional borrowing.

    Therefore, he argued that suggesting the current government had borrowed more than any other administration and had increased the debt from around GHS140 billion to about GHC610 billion is disingenuous.

    He reiterated that Akufo-Addo had borrowed almost the same amount of money as Mahama but had achieved more with his borrowing than his predecessor.

    He said, “The reasons for the rise in the debt levels have been explained vividly. Update yourself on these facts and stop your emotional outbursts and attacks on Danquah Institute. DI spoke with facts. Bring your facts and let us compare them. The truth is that there are no other facts to these issues apart from what DI employed in its analysis”.

    He also outlined information on the strength of the Cedi as against the US Dollar and the percentage increases between the two main political parties.

    “This data is from the Bank of Ghana. Interbank Exchange: BoG, 2008 – 1.2, 2016 – 4.2, 2017 – 4.4, 2018 – 4.8, 2019 – 5.5, 2020 – 5.7, 2021 – 6, 2022 – 8.5, 2023 – 11.8, 2024 – 12.74 (March),” he pointed out.

    “Your NDC took the Ghanaian Cedi from 1.2 to the dollar. At the time Mahama was leaving office, it was 4.2. In nominal terms, this translates into about a 250% increase.

    “Akufo-Addo took it from 4.2 to 12.7, translating to about 202%. This simply means that in the management of the local currency as against the US Dollar, the NPP administration has done far better than the NDC despite the unprecedented challenges the economy has faced as a result of extraneous factors (COVID-19 and Russia/Ukraine conflict),” he added in the letter.

    K.P Sarpong further emphasized that the NDC never faced a quarter of the challenges the Akufo-Addo/Bawumia administration had encountered, yet the currency had been managed better by this administration than Mahama did.

    “If honesty was a trait you hold dear, you’d come to appreciate and admit to the fact that the data supplied by Danquah Institute cannot be controverted. Your people failed Ghana even when the global economic conditions were favourable,” he stressed.

    On her part, the Executive Director of the Danquah Institute (DI), Dr. Antoinette Tsiboe-Darko, criticized Randy Abbey’s critique, describing it as emotionally driven and lacking a clear understanding of the facts and figures presented by the Institute.

    She emphasized that the DI’s analysis was based solely on an examination of the country’s debt situation. Dr. Tsiboe-Darko urged Abbey to conduct thorough research before making judgments.

    She reiterated that the Danquah Institute remains steadfast in its conviction that a thorough examination and discussion of facts, supported by rigorous research and data, are essential in providing the citizens of Ghana with enhanced clarity, information, and context regarding pertinent national issues.

    Dr. Tsiboe-Darko added that through DI’s commitment to evidence-based discourse, it aims to foster a more informed and enlightened public discourse that promotes transparency, accountability, and progress in Ghana’s socio-political landscape.

    Former Deputy General Secretary of the National Democratic Congress (NDC), Samuel Koku Anyidoho, has responded to recent comments by the party’s National Chairman, Johnson Asiedu Nketiah, regarding reports of internal struggles for positions by members of the party.

    Asiedu Nketiah, also known as General Mosquito, has emphasized the importance of the party remaining focused on winning the 2024 elections.

    He has cautioned against discussions about potential appointments and positions within the party, stating that such discussions should only occur after the elections have been won.

    Reacting to this, Mr Anyidoho noted that the NDC appears to be interested in sharing positions for themselves to amass wealth instead of focusing on the country’s development.

    One such post read: “Oyiwa! He is now crying because they have shared the post and left him and his people out? Naniama ”Wu be ti borborliborbor”. So the whole dead goat terminal 4yrs agenda is about sharing post and NOT caring about Ghana huh? God will surely save Ghana.”

    National Chairman of the National Democratic Congress (NDC), Johnson Asiedu Nketiah, has urged the party’s top members to avoid disputes over positions in a potential Mahama administration.

    Meanwhile, his comments have received harsh criticism from several political figures, including former Deputy General Secretary Koku Anyidoho.

    Mr Anyidoho believes the comments suggest that the NDC is focused on sharing the nation’s assets instead of seeing to its continuous growth.

    During his Master of Business Administration (MBA) studies, McDan revealed facing setbacks despite having over $40 million in his account.

    “I made my first million dollars at the age of 28 and lost it all at the age of 32. And I remember when I was doing my MBA and… doing my MBA, one of the most difficult parts in life.

    The Ghana Education Service (GES) has transferred four of the eight senior high school headteachers in the Ashanti Region who were interdicted for allegedly charging unauthorized fees.

    The headmasters were interdicted in December 2023 for allegedly charging students unapproved fees, including house dues, books, calculators, admission process fees, printing of slips, files, and hymn books.

    Following the conclusion of its probe, the Ghana Education Service transferred four of the headmasters. Sulemana Yeboah, the Ashanti Regional President of the Conference of Heads of Assisted Secondary Schools (CHASS), disclosed this in an interview.

    “They [GES] have taken the decision where four of them [the headteachers] have been asked to go to their various schools, and four of them have been swapped from their former schools to different schools. [Headteacher] of Kumasi Girls is now at Ntonsu SDA Girls and [Headteacher] of SDA Girls is at Nkawie. [Headteacher] of Nkawie SDA Girls has been moved to Nkroful Agric.

    “And in the direct swap, we have [Headteacher] of Manso Adubia SHS moving to Tweapease Senior High School, and [Headteacher] of Tweapease Senior High School moving to Manso Adubia SHS. The last person moved from KSTS to Bosome Freho Senior High School to replace the headteacher, who is on retirement,” he said in an interview with Citi FM.

    The Electoral Commission (EC) has refuted former President John Mahama’s allegations that it employed New Patriotic Party members as returning and deputy returning officers for the 2024 election in December.

    The EC stated that the recruitment process for these roles was not only public but also conducted openly, fairly, and transparently.

    According to a press statement, the Commission published a vacancy announcement in the Daily Graphic on February 5, 2024, and received a total of 20,561 applications.

    “An in-house Committee was established to shortlist suitable applicants to be interviewed. For the information of the general public, all successful applicants at the interview have no less than 8 years of working experience with the Commission as Temporal Election Officials.”

    “The allegation by former President Mahama that Ministers and DCEs were asked “to write the names of party apparatchiks and present them so that they would be appointed as the returning officers” IS NOT TRUE. The Commission rejects this unfounded allegation coming from the former President,” the statement read.

    Following former President John Mahama’s interview at the London School of Economics and Political Science, where he accused the government of politicizing the Electoral Commission, the EC has called on all stakeholders to communicate and disseminate information accurately and responsibly in this election year.

    “As a Commission, we reaffirm our commitment to spearheading transparent, credible, and fair elections – upholding the highest standards of integrity as we commit to protecting the sanctity of Ghana’s electoral process.”

    Education Minister Dr. Yaw Osei-Adutwum has noted that the government is working on new uniforms for basic school students as part of an initiative to rebrand public education.

    This move is aimed at enhancing the image of public schools and is part of broader rebranding efforts by the Education Ministry.

    Dr. Osei-Adutwum made this announcement during a presentation ceremony at the University of Professional Studies, Accra.

    Dr Adutwum said “You see, you don’t see brown and yellow, we are rebranding public schools. No brown and yellow, blue and white, and we are changing the uniforms too. This is President Akufo-Addo and Vice-President Mahamudu Bawumia’s Ghana.

    “We have begun the transformation. There’s no reason why we should not. Ghana deserves better, and we’re going to give them better, something that we can all be proud of.”

    Despite criticism suggesting that he has neglected basic schools, Dr. Adutwum maintains that this is not the case. He envisions a future where parents will actively seek enrollment for their children in basic public schools due to the positive changes he is implementing.

    “So they will say, we will give you credit, you have done well with Senior High School, but you have abandoned basic schools, children are sitting under trees and you talking about drones.

    “To them, I have a response, I look forward to a day when parents will line up in front of the school and beg to enroll their children, that is the day and it will soon come and it has begun under Nana Akufo Addo,” he added.

    The deputy ranking member of the Education Committee in Parliament, Dr. Clement Apaak, has criticized the move, calling it a misplaced priority.

    He highlighted the neglect faced by public basic schools and the outstanding arrears in capitation grants, which are essential for basic education.

    Dr. Apaak questioned the allocation of resources towards rebranding public basic schools instead of addressing these urgent challenges.

    “Invariably, most of the government attention has been directed towards the free Senior High School policy and its implementation. As we speak, I know for a fact that capitation grants, which are the grants that allow us to say that public education is free because these are the grants that the head teachers of the basic school used to organise activities like cultural activities, sports activities, are in arrears for eight terms”.

    “We even have a situation where only 65% of textbooks based on the new curriculum which came into effect in September 2019, have been distributed to our public basic schools across the country. We have more than 1.3 million people in the country who have no access to furniture and so why will government in spite of these glaring and debilitating challenges seek to spend resources in rebranding our public basic schools by introducing a new uniform,” he added.

    During her unveiling in Accra on Wednesday, Prof. Jane Naana Opoku-Agyemang vowed loyalty to Mr. Mahama, asserting that she would not forsake him in challenging times and would not describe her role as merely that of a driver’s mate.

    “I will not in advancement of self-seeking ambition, declare to the world that I was only the driver’s mate,” she stated.

    Mr. Aboagye maintains that Prof. Opoku-Agyemang misunderstood Dr. Bawumia’s analogy, which was intended to convey his potential for superior performance as President.

    He emphasized the significance of context in comprehending the Vice President’s statement.

    Mr Aboagye described Dr Bawumia’s use of the “driver’s mate” analogy as a “simile” which people have failed to understand.”

    “I think the difficulty rather is the complete lack of understanding and ignorance on the part of the running mate of the NDC. In an attempt trying to jab she forgot where she was standing and took herself out of context…There is nowhere in the Vice President’s speech, did he ever say that he is describing himself as a driver’s mate only because the government has encountered challenges.”

    4 more arrested for role in train accident during test run

    Four more individuals have been arrested by the police for their alleged involvement in last week’s train accident at Abortia in the Volta Region.

    The individuals are Kokou Koudjo, a 34-year-old welder, Patrick Kwaku Sosu, a 52-year-old laborer, Alaza Prosper, a 28-year-old laborer, and Fiadugbe Emmanuel, a 31-year-old laborer.

    They have been charged with “abetment of unlawful damage” for allegedly aiding Abel Adzidotor, the driver of the truck that caused damage to a Diesel Multiple Unit train.

    During the court proceedings presided over by Justice Mrs. Lydia Osei-Marfo, the accused persons were not required to enter a plea. They were remanded into police custody pending further investigations.

    The prosecution, led by Christabel Selma Anafure, Assistant State Attorney, requested the court to remand the accused persons into police custody due to ongoing investigations.

    The court granted the prosecution’s request and asked the accused persons to secure legal representation by the next adjourned date.

    According to the prosecution, the accused persons were on board a Hyundai Gold Truck on April 18, 2024, driven by Abel Adzidotor.

    Preliminary investigations revealed that Koudjo purchased blocks from a block factory at Juapong and transported them to Abortia using the underpass of the railway lines. After unloading the blocks, they attempted to cross the railway lines with the vehicle to avoid the underpass.

    However, the truck still got stuck on the railway line, and “the accused persons tilted the head of the truck and left the scene without providing any warning for trains plying the tracks.”

    According to the prosecution, investigations revealed that there was no access route across the railway tracks connecting the Juapong road.

    Even if the truck had managed to cross the railway, a large gutter on the west side of the railway lines would have blocked the accused persons from connecting to the Akuse-Juapong road.

    The court heard that on the same day, the management of the Ghana Railway Corporation, led by the complainant and 28 engineers from Ghana and Poland, conducted a test run of the new Diesel Multiple Unit (DMU) Train from Tema to Mpakadan.

    “This test run had been announced ahead of time. When the train got to the Abortia area, it rammed into the Hyundai Gold Truck, which was stuck across the railway lines.

     “Both the train and truck got damaged. The train was sent to Tema for examination while the scrap of the vehicle, which was damaged beyond repairs, was taken to the Juapong Police Station for further action,” the prosecution said.

    The prosecution stated that the accused persons were aware that the railway lines were not accessible to motor vehicles but still decided to use them as a shortcut. They placed stones on the railway lines to create a path for the truck to cross over.

    The Chamber of Bulk Oil Distributors (CBOD) has revealed the government’s plan to make the Bulk Energy Storage and Transportation Company (BEST) formerly known as Bulk Oil Storage and Transportation Company (BOST), the sole off-taker of Sentuo Oil Refinery Limited’s production under the Gold for Oil (G4O) programme.

    The Distributors have strongly opposed the government’s plan. The CBOD believes that this plan contradicts the deregulation policy that guides the petroleum downstream sector and could create market challenges and deficiencies in the medium to long term.

    “We object to this proposal and respectfully appeal to the Head of the Economic Management Team (EMT), The Vice President, Dr. Alhaji Mahamadu Bawumia, to review this proposal. Providing the needed USD liquidity under the G40
    programme can still be achieved without necessarily anchoring the entire output of Sentuo Oil Refinery Limited (SORL) with BEST, formerly known as Bulk Oil Storage and Transportation Company (BOST),” a statement from CBOD dated April 25, 2024, read.

    According to the CBOD, the government’s aim to control the exchange rate by indirectly ceding Sentuo Oil Refinery’s cedi liquidity through BEST for managing USD allocations under the G4O program is not justified.

    The CBOD emphasizes that this proposal would stifle competition and hinder the growth of a vibrant private sector within the downstream sector.

    The distributors have therefore urged the government to reconsider this position and establish a framework that encourages active participation for all players, including BEST, Bulk Oil Import, Distribution, and Export Companies (BIDECs), and all private participants within the downstream value chain.

    The CBOD has, however, noted that it remains committed to working with the government to develop a workable G4O framework that fosters fair market practices and transparency while promoting innovation, sustainability, and an efficient downstream petroleum sector in Ghana.

    The G4O policy allows for payment for imported oil products with gold, either through barter trade or via forex obtained from selling gold to a broker.

    Under the Barter Channel, suppliers willing to take gold in direct exchange for petroleum products will be provided with the equivalent volume of gold by the Bank of Ghana (BoG). Under the Broker Channel, the BoG sells gold to a gold broker, which provides forex cover to pay for petroleum products.

    The government has instructed Future Global Resources Limited (FGR) to swiftly overhaul its mining operations.

    This directive comes in response to a picketing protest organized by the Ghana Mineworkers’ Union (GMWU) of the TUC-Ghana at the Ministry of Lands and Natural Resources on Thursday, April 25.

    “The Company is to submit evidence, to the satisfaction of the Minister and the Minerals Commission, of financial resources available to pay creditors and operate the Mine, within the said one hundred and twenty (120) days, and to ensure that the Mine is fully operational before the expiration of the said one hundred and twenty (120) days,” a statement from the Lands Ministry read.

      In a statement released on Sunday, April 14, 2024, the General Secretary of the Ghana Mineworkers’ Union (GMWU), Abdul-Moomin Gbana, clarified that the protest aimed to urge the government to revoke the mining lease of Future Global Resources Limited, the operators of the Bogoso-Prestea Mines.

      The union argues that since assuming control of the mine in 2020, Future Global Resources has not demonstrated sufficient financial capability to effectively manage it.

      Despite a recommendation from the Minerals Commission to the Minister of Lands & Natural Resources to revoke the license, it has not yet been done.

      During the picketing at the Lands Ministry, the government, represented by Lands Minister Samuel Abdulai Jinapor, acknowledged the concerns of the union and ordered FGR to address them immediately.

      Mr Jinapor assured the aggrieved workers of the government’s commitment to improving their welfare. The directive to FGR came as a result of the pressure exerted by the GMWU, highlighting the power of collective action in addressing labor issues.

      The union’s persistence in advocating for its members’ rights led to swift government action, demonstrating the significance of organized labor in the country’s governance.

      In response to the government’s directive, Future Global Resources Limited is expected to take immediate steps to address the concerns raised by the GMWU.

      A coalition of civil society organizations (CSOs) has urged the government to refrain from shutting down internet access during this year’s election period.

      The appeal follows instances in 24 countries where internet shutdowns during election years impeded the enjoyment of fundamental rights and freedoms.

      Manager of the KeepItOn campaign, Felicia Anthonio, emphasized the importance of maintaining internet access during elections. She noted that this year, with national elections expected in at least 64 countries, the stakes for democracy and human rights were higher than ever.

      Speaking at a workshop organized by the Media Foundation for West Africa (MFWA) and Access Now, Mrs. Antonio highlighted the violation of fundamental human rights that occur with internet shutdowns. She urged the government to ensure internet access to uphold democracy and human rights.

      The workshop, part of the KeepItOn campaign launched by Access Now in 2016, aimed to unite activists and organizations worldwide to end internet shutdowns. It brought together participants from various civil society organizations to address the increasing trend of network shutdowns in Africa and its impact on economic development and human rights.

      Internet shutdowns intentionally disrupt internet or electronic communications, rendering them inaccessible or unusable for a specific population or location. Governments often implement shutdowns during key national events such as elections or mass protests to control information flow.

      Mrs. Anthonio emphasized that such restrictions not only impede communication but also disrupt businesses, education, and access to online services, affecting ordinary lives.

      She said internet shutdowns were unacceptable and governments should not be imposing them irrespective of the reason. 

      “Internet shutdowns violate fundamental human rights and governments have the duty to protect these rights and so the media needs to re-echo these calls that we are making,” Mrs Anthonio said.

      “A lot of governments would shut down internet during election periods with excuses that it is for national security reasons but we need them to stop using that as an excuse and rather look at increasing the access to improve national discourse,” she added.

      Addressing party folks at her outdooring as running mate, Professor Naana Jane noted that for the past seven years, Ghanaians have not experienced a sound environment that respects the rule of law.

      Speaking at the University of Professional Studies auditorium in Accra, Prof. Opoku-Agyemang said, “Never have we experienced the levels of greed, unbridled arrogance, unrestrained impunity, sheer dishonesty, barefaced hypocrisy and incompassion displayed by this incumbent government over the past seven years and more.”

      Prof. Opoku-Agyemang acknowledged the challenging road ahead but drew strength from Ghana’s history of resilience and perseverance in difficult times.

      She pledged that an NDC government would hold accountable those responsible for the “plunder of the state,” a promise she said was based on the desires of citizens from all walks of life.

      The former education minister also criticized the Akufo-Addo administration for promoting what she called “ethnocentric elitism masquerading as intellectualism,” nepotism disguised as competence, and crony capitalism presented as development.

      She attributed these factors to Ghana’s current state of near insolvency, with its natural resources and environment suffering.

      “The most significant achievement of these things has been a country in near insolvency, its natural resources such as water and land and environment in rebellion, a people harassed and intimidated into numbness and as some say cynically, bribed into silence,” Opoku-Agyemang added.

      President Akufo-Addo has reaffirmed his decision not to hand over the presidency to his predecessor, John Dramani Mahama.

      Emphasizing his stance, President Akufo-Addo stated that he would not pass on power to John Dramani Mahama, whom he defeated and ousted from office in 2016.

      “Before the election is held, I am going to come here and pay my proper goodbye to you and thank you for the cooperation that I received from you when I was president. God willing, when I come, I will come with the man who is going to be my successor. Wa Naa, you know that the man I removed from the seat, I cannot have him as my successor and as a traditional ruler, you understand what I am saying.“

      However, the President pledged his commitment to ensuring peace before, during, and after the December polls.

      “Our country is known as the pacesetter for democratic government across the entire continent of Africa. I want to assure you that this year we are going to maintain that reputation. But I need your support and cooperation.

      “I want us to work together to make sure that the peace and stability of our country is maintained all through the electioneering period and after”.

      The durbar was part of the president’s one-day working visit to the Upper West region, where he commissioned a 15 MW solar power plant at Kaleo, and it served as an opportunity for him to pay homage to the chiefs.

      The Media Foundation for West Africa (MFWA) has submitted a Right to Information (RTI) application to the Presidency, requesting the full KPMG audit report on the revenue mobilisation agreement between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Ltd (SML).

      KPMG, the auditing firm, has completed and presented its report on the GRA-SML contract to President Akufo-Addo.

      The President commissioned KPMG to audit the contract between the two organizations on January 2, 2024. The audit deadline was extended from the original date of January 16, 2024, to February 23, 2024.

      The audit revealed that SML had received a total of GH¢1,061,054,778.00 from 2018 to date while partially fulfilling its obligations. However, the report indicated that SML’s work had increased revenue in the downstream petroleum sector.

      SML has disputed the claim that it received GH¢1,061,054,778.00 for its revenue mobilisation contract with the GRA, arguing that KPMG cited the figure “without reference to the investments made and the taxes paid” during the review period.

      Sulemana Braimah, Executive Director of MFWA, stated that the foundation had filed an RTI request with the presidency for the complete KPMG Audit Report. He expressed hope that the president would comply with the law and release the report.

      “Yesterday, we submitted a formal RTI Request to the Office of the President for a copy of the full KPMG Audit Report. We hope that the President will respect the law and release the report to us,” he stated.

      Bright Simons, Vice President of IMANI Africa, has questioned President Akufo-Addo’s remarks regarding the KPMG audit report on the revenue mobilisation deal between the GRA and SML.

      In an opinion piece, Simons suggested that it would be beneficial for the President to acknowledge the irregularities in the awarding of the SML contracts, particularly in light of the observations made in the Presidency’s press statement about the audit.

      Martin Kpebu, a private legal practitioner, has also dismissed the KPMG report on the GRA-SML contract as a ‘whitewash’.

      He argued that the auditing firm’s close relationship with the GRA compromises its ability to conduct an unbiased and objective evaluation.

      In an interview on Eyewitness News with Umaru Sanda, on Wednesday, April 24, 2024, Kpebu indicated that KPMG’s ties with the GRA suggest a conflict of interest.

      The Electoral Commission (EC) has scheduled the updating of the voters’ register from May 7 to May 27, 2024, in preparation for the December general elections.

      This update will allow newly turned 18-year-olds to register to vote and also give those above 18 who have not yet registered for a voter’s ID card the opportunity to do so.

      Samuel Tettey, the Deputy Chairman of Operations at the Commission, announced this during a May Day Forum organized by Organised Labour. He also noted that political parties have been informed of this update.

      “Voting registration is often the most complex and expensive component of the electoral process and it involves identifying which citizens are eligible to vote and producing a list of register of voters for use on polling day.

      “Often a contested process and if wrong, they comprise the entire election process, so the voters’ register plays an important role in securing a very successful election” he said.

      Mr. Tettey also mentioned that there will be an exhibition of the voters’ registration data after the update. This exhibition will provide an opportunity for individuals to correct any errors in their names or other details.

      In the early hours of Thursday, around 2 am, a group of four men attacked Class Media Group’s headquarters in Labone, Accra, using petrol bombs and stones.

      Surveillance cameras captured four men on motorbikes as the suspects.

      They threw the petrol bombs over the fence wall into the media house, damaging the glass wall and door of the reception before fleeing the scene.

      The motive behind the attack is unclear, but CMG has reported the incident to the police for investigation.

      This incident adds to a series of attacks on media houses and journalists in recent years. Notably, investigative journalist Ahmed Suale, who worked with Anas Aremeyaa Anas’ Tiger Eye P.I., was killed by unknown gunmen.

      Other incidents include thugs breaking into radio and TV stations to disrupt live shows or assault presenters. Last year, Mr. Iddrisu Hardi Pagazaa, a former deputy northern regional communications officer of the main opposition NDC, and another person were reported to have stormed into the studios of CMG’s media house, Dagbon FM, in the Northern Region, to attack and assault journalist Abubakar Saddique Gariba on World Press Freedom Day.

      A letter regarding the NSA’s demand on the FA Cup champions went viral on social media after Dreams FC had announced free entry to ensure a charged atmosphere for the crucial encounter.

      The letter also stated that the NSA intended to use the amount to prepare the facility for what they deemed a ‘Category A’ match.

      However, speaking to Asempa FM, NSA’s spokesperson, Charles Amofah, clarified that the intended target was to obtain assistance from the Ghana FA, not the Ghanaian club.

      “When you read the letter that the Ashanti Regional Acting Director [NSA] wrote to the FA, it clearly stated that the reason NSA is asking for a little support is based on the club’s decision [to allow free entry],” he said.

      The 2020 rape conviction of disgraced Hollywood mogul Harvey Weinstein in New York has been overturned due to concerns over a fair trial.

      The New York Court of Appeals ruled that prosecutors in the pivotal #MeToo case called witnesses whose accusations were not part of the charges against him, leading to an unfair trial. As a result, the court ordered a new trial.

      Despite this decision, Weinstein, 72, will continue to serve a prison sentence for a separate rape conviction.

      The court reached a 4-3 ruling on Thursday, stating that the trial “erroneously admitted testimony of uncharged, alleged prior sexual acts against persons other than the complainants of the underlying crimes.”

      The decision also noted that the trial judge exacerbated the error by allowing Weinstein to be cross-examined in a manner that portrayed him in a “highly prejudicial” light.

      “The remedy for these egregious errors is a new trial.”

      One of the dissenting judges however said that with the decision, “this Court continues to thwart the steady gains survivors of sexual violence have fought for in our criminal justice system”.

      Accusations against Weinstein surfaced in 2017, sparking the #MeToo movement, which exposed sexual abuse in Hollywood and beyond.

      He was convicted in two trials: one in New York, where he received a 23-year sentence in 2020 for raping two women, and another in California, where he was sentenced last year to 16 years for raping a woman in a Beverly Hills hotel.

      The decision in New York does not affect his California conviction. Weinstein is currently incarcerated at Mohawk Correctional Facility in New York state, having been previously extradited to LA for trial.

      Manhattan District Attorney Alvin Bragg, who inherited the case from his predecessor Cyrus Vance, will decide whether to retry Weinstein. Bragg’s office is also handling a criminal hush-money trial involving former president Donald Trump.

      Weinstein’s lawyer, Arthur Aidala, told the New York Times that the decision was a victory for both his client and “for every criminal defendant in the state of New York”, and commended the appeals court for “upholding the most basic principles that a criminal defendant should have in a trial”.

      He added that his client had not immediately been informed of the ruling.

      Douglas Wigdor, a lawyer who represented eight of Weinstein’s accusers, said the decision was “tragic” and “a major step back in holding those accountable for acts of sexual violence”.

      “Courts routinely admit evidence of other uncharged acts… the jury was instructed on the relevance of this testimony,” he added. “It will require the victims to endure yet another trial.”

      Weinstein co-founded the Miramax film studio, known for producing hits like Shakespeare in Love, which won Best Picture at the Academy Awards, and Pulp Fiction. His eponymous film studio filed for bankruptcy in March 2018.

      The Chamber of Bulk Oil Distributors (CBOD) has strongly opposed the government’s plan to make the Bulk Energy Storage and Transportation Company (BEST) formerly known as Bulk Oil Storage and Transportation Company (BOST), the sole off-taker of Sentuo Oil Refinery Limited’s production under the Gold for Oil (G4O) programme.

      The CBOD believes that this plan contradicts the deregulation policy that guides the petroleum downstream sector and could create market challenges and deficiencies in the medium- to long term.

      “We object to this proposal and respectfully appeal to the Head of the Economic Management Team (EMT), The Vice President, Dr. Alhaji Mahamadu Bawumia, to review this proposal. Providing the needed USD liquidity under the G40
      programme can still be achieved without necessarily anchoring the entire output of Sentuo Oil Refinery Limited (SORL) with BEST, formerly known as Bulk Oil Storage and Transportation Company (BOST),” a statement from CBOD dated April 25, 2024, read.

      According to the CBOD, the government’s aim to control the exchange rate by indirectly ceding Sentuo Oil Refinery’s cedi liquidity through BEST for managing USD allocations under the G4O program is not justified.

      The CBOD emphasizes that this proposal would stifle competition and hinder the growth of a vibrant private sector within the downstream sector.

      The distributors have therefore urged the government to reconsider this position and establish a framework that encourages active participation for all players, including BEST, Bulk Oil Import, Distribution, and Export Companies (BIDECs), and all private participants within the downstream value chain.

      The CBOD has, however, noted that it remains committed to working with the government to develop a workable G4O framework that fosters fair market practices and transparency while promoting innovation, sustainability, and an efficient downstream petroleum sector in Ghana.

      The G4O policy allows for payment for imported oil products with gold, either through barter trade or via forex obtained from selling gold to a broker.

      Under the Barter Channel, suppliers willing to take gold in direct exchange for petroleum products will be provided with the equivalent volume of gold by the Bank of Ghana (BoG). Under the Broker Channel, the BoG sells gold to a gold broker, which provides forex cover to pay for petroleum products.

      The release continued, “The late Obore Gariba Yankosor II was born to his late parents Elder Gariba Tignanaba and Madam Tiriwah Gariba. He was 81 years of age.”

      “He was enskinned by the late Ya-Na Yakubu Andani II at the Gbewaa Palace in Yendi in October 2001 and reigned as the Paramount Chief for 23 years.”

      It is reported that he passed away on March 21, 2024.

      The late chief was described as a father figure for all ethnic groups in the area, known for his commitment to peace and unity.

      He is survived by a wife and three adult children. He won three peace awards for the Tatale Traditional Area in the Tatale/Sanguli District of the Northern Region.

      “On April 2, 2024, someone posted an intimate video of me on the internet. This came almost 5 months after threats and extortion, along with efforts by the police to bring the extortionists to book.

      Two individuals involved in the theft of 1,146 bags of rice valued at GH₵846,000.00 have been sentenced to prison terms by the Tema Circuit Court.

      Abdul Karim Abdul Aziz, a 36-year-old driver, was sentenced to five years each for the two counts of conspiracy to commit a crime and stealing. Ibrahim Mohammed, a 49-year-old transport agent, received a 12-year jail sentence each with hard labour for the same offences. The sentences will run concurrently.

      The court, presided over by Klorkor Okai Mills, issued the sentences after the accused persons were found guilty following a trial in which they pleaded not guilty.

      Chief Inspector Jacob Maalo Kuubal, prosecuting, stated that the complainant, Mr. Emmanuel Quaye Nartey, is a clearing agent, while Aziz is a driver, and Mohammed alias Baba Alhassan is a transport agent.

      According to the prosecution, on July 29, 2023, the complainant engaged Aziz to transport two 20-footer containers containing 1,146 bags of master perfumed rice valued at GH₵846,000.00 from MPS Tema to be delivered at the Trade Pass Commodities warehouse near the slaughterhouse in Tema.

      Prosecution further added that, Aziz, on his way to the warehouse, met Mohammed opposite the 20 bus stop, where they conspired to dishonestly appropriate the rice.

      An accomplice, Abdul Rahman Suleman, is currently on the run.

      Further police investigation revealed that Aziz and Mohammed sent the containers of rice to Prampram, where they were offloaded and sold.

      Mohammed took Aziz to the residence of one Eric Kojo Asiedu, a witness in the case, where Aziz passed two nights, while they looked for buyers.

      Mohammed hired loading boys, including the witness, to offload the 1,146 bags of rice from the containers, and the witness was paid an amount of GH₵200.00 for his services.

      Aziz received an initial amount of GH₵10,000.00 as part of his share of the proceeds and absconded to Tamale, where he met his accomplice, Abdul Rahman Sulemana.

      While in Tamale, Aziz received an additional GH₵100,000.00 from Mohammed through Abdul Rahman Sulemana’s mobile money account as final payment for the sale of the rice.

      Aziz then gave GH₵89,000.00 out of the money received to Sulemana to use in preparing travel documents for him to travel to Saudi Arabia.

      Further police investigation revealed that Aziz abandoned the truck at Tema Community Nine, near Flight Hotel, left the ignition key in the ignition node, and travelled to Tamale, adding that on November 20, 2023, intelligence led to his arrest from his hideout at Wassa Akropong in the Western Region.

      During the investigation, Aziz mentioned that he agreed with Mohammed and Sulemana to divert and sell the rice.

      Witnesses in the case were arrested, and after investigations, the accused persons were charged with the offences and arraigned.

      Nine communities around Shama and Daboase have been without power since Tuesday, April 23, following the destruction of three pylons by a heavy rainstorm.

      The affected areas include Inch Aban, Shama, Nyankrom, Komfueku, Dwomo, Daboase, Beposo, Sekyere Krobo, Anlo Beach, and surrounding communities.

      The Western Regional Electricity Company of Ghana (ECG) has assured customers that it is diligently working to restore power supply.

      Sekondi District Manager of ECG, Engineer Martin Djan, made this statement during an inspection of restoration works at Essipon.

      He appealed to customers in the affected communities and assured them that power would be restored within 24 hours, as engineers were working tirelessly to resolve the issue.

      “Yesterday we had a severe challenge that had to do with the breaking down of three of our out pylons on the Ketan BSP stretch up to Inchaban sub-station because of heavy downpour. We have more of our communities down at the moment without power…Currently, we are doing our maximum best to restore power, so what I have done is to contract three of my best contractors who are currently on site.

      “We have planned that within 24 hours we should be able to bring back the power so that our customers can enjoy power”, he said.

      Senior Presidential Advisor Yaw Osafo Marfo has called for the reintroduction of the Fiscal Responsibility Act to address budget overruns during election years.

      The Parliament of Ghana suspended the implementation of the Act in 2020 due to the COVID-19 pandemic.

      The Fiscal Responsibility Act, 2018 (Act 982) mandates the government to ensure that the overall fiscal balance on a cash basis for a particular year does not exceed a deficit of five percent of the gross domestic product for that year.

      Mr. Marfo highlighted that elections in Ghana since the inception of the Fourth Republic Constitution have been characterized by budget overruns, with governments often exceeding their budgets.

      He attributed these overruns to promises made by politicians during election years, leading to many projects being undertaken without budgetary allocation.

      He made these remarks in Accra at the Open Government Partnership (OGP)-Infrastructure Transparency Initiative (CoST) Stakeholder Meeting on Revitalizing Infrastructure Investment in Ghana.

      “It is very important that the Minister of Finance go by the budget that has been presented to Parliament. If the government is not able to match additional revenue, it should not go for an additional expenditure.

      If the budget exceeds the revenue, then there is going to be a cost overrun.

      “So far, in our history in the fourth republic, in every election year, we have a situation where we have serious budget and cost overruns,” he said.

      Mr Marfo, who is also the Chairman of OGP, said, “I think that the government must reconsider implementing the Act very well to address cost and budget excesses during the election year.”

      The Presidential Advisor emphasized that the full implementation of the Fiscal Responsibility Act is crucial to prevent distortions and protect government finances in future financial years.

      He also highlighted the importance of the Infrastructure Accountability Initiative, which aims to enhance transparency, participation, and accountability in the execution of infrastructure projects.

      “This is done through multi-stakeholder working, disclosure of data, an independent review known as CoST assurance, and social accountability,” he said.

      The project was initially piloted in the Sekondi-Takoradi Metropolitan Assembly, where it significantly enhanced the Assembly’s reputation for transparency and accountability as one of the sub-national OGP members.

      This nomination is in accordance with Article 243(1) of the 1992 constitution.
