    We will bring peace back to Bawku – Mahama pledges

    Flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, has made a commitment to prioritize efforts aimed at resolving the longstanding Bawku conflict if he is granted another term in office.

    The Bawku conflict, marked by ethno-political tensions between the Kusasis and Mamprusis, has endured for decades, resulting in loss of lives and impeding socio-economic development in the region.

    During his address to members of the Upper East Regional House of Chiefs, former President John Mahama underscored the urgent need for proactive measures to facilitate dialogue, enhance mutual understanding, and establish sustainable peace initiatives in the region.

    “Just recently, I was reading they have put a ban on riding motorcycles again in the evening. Generally, it is a period of insecurity for people living in that area. In the night, buses are fired upon, and people are killed. These are things that we are going to make a priority when we come. We have done it before [and] we will do it again. We will work hard to resolve the Bawku crisis and bring peace back to Bawku and its surrounding areas.”

    Highlighting the period of relative peace experienced by the people of Bawku during his presidency, Mr. Mahama expressed confidence in his capacity to garner support from various stakeholders and lead efforts to achieve a lasting resolution to the Bawku conflict.

    The former President emphasized his commitment to leveraging his experience and engaging with diverse parties to foster understanding and cooperation, ultimately working towards sustainable peace in the region.

    “At the time we were in office, we had virtually calmed things. Bawku was a striving community, and people were going about their business without the fear of being harmed. Unfortunately, now, you cannot roam freely in Bawku.

    As part of his “Building Ghana” tour, the flagbearer for the National Democratic Congress (NDC) is currently in the Upper East Region for a two-day visit. Responding to concerns raised by members of the Upper East Regional House of Chiefs, particularly regarding security issues in the region, especially in Bawku, the NDC flagbearer expressed his apprehension about the escalating armed robberies affecting the economic progress of the area.

    The President of the Upper East Regional House of Chiefs and Paramount Chief of the Chiana Traditional Area, Pe Ditundini Adiali Ayagitam III, lamented the spread of the Bawku conflict across the country. He welcomed any suggestions and support from the NDC flagbearer and his team to contribute to bringing lasting peace to the troubled area.

    “Ghanaians need peace to go about their normal duties. The Kuasaug Traditional Council needs peace in Bawku to restore the area back to its former status, and it is important that a lot of work needs to be done while in opposition. The regional capital and its suburbs have recently witnessed target killings. We need peace and a permanent solution to prevent this mess from spreading to the entire region. We know the burden rests on the sincerity and honesty of the politicians on both sides of the divide. We, the Upper East region, are prepared to extend a warm hand of cooperation to whoever is interested in bringing peace in Bawku and the Kusaug Traditional Area as a whole.”

    In a comeback victory, DR Congo defeated Guinea 3-1 to secure a spot in the semi-finals of the 2023 Africa Cup of Nations.

    Guinea initially took the lead with Mohamed Bayo converting a 20th-minute penalty after a foul by Chancel Mbemba.

    However, Mbemba swiftly equalized with a goal from a narrow angle seven minutes later. DR Congo turned the game around in the second half, earning a penalty when Julian Jeanvier fouled Silas.

    Brentford forward Yoane Wissa successfully converted the penalty, giving the Leopards a 2-1 lead with 25 minutes remaining.

    Guinea struggled to respond, and DR Congo sealed the victory when Arthur Masuaku’s free-kick caught out Guinea’s goalkeeper Ibrahim Kone at his near post.

    Having drawn all four of their previous games and triumphing over Egypt on penalties in the last 16, DR Congo now prepares for their first semi-final appearance since finishing third in 2015.

    They will face the winners of the quarter-final between Mali and hosts Ivory Coast in the last four on Wednesday.

    TUC joins 35 other unions to protest against 15% electricity tax on Feb. 13

    The Trades Union Congress (TUC) and 35 organized labor unions have declared their intention to stage a demonstration on February 13.

    The decision to protest comes in response to the government’s rejection of their demand to repeal the 15 percent Value Added Tax (VAT) imposed on electricity.

    The TUC and the coalition of 35 labor unions argue that they are already facing substantial burdens, and the introduction of this new VAT on electricity will further exacerbate their financial challenges.

    During crucial meeting on Friday, February 2, the General Secretary of TUC, Dr Anthony Yaw Baah, said “The VAT that the government has imposed that electricity on consumers. We have expected to pay.

    “We have agreed not to pay, so we gave the government until 31[January] to implement changes. If they don’t change we mentioned that we will decide on what to do. Now we have decided to demonstrate on the 13th of February in all regional capitals.”

    “Ghana workers, both formal and informal, in both the public and private sector, have decided to demonstrate in all regional capitals. From Accra to Bolgatanga.”

    Dr. Baah emphasized that if the government does not reconsider its decision to implement a 15 percent VAT on electricity or engage in negotiations with them before Tuesday, the organized labor, including the Trades Union Congress (TUC), intends to proceed with the planned demonstration.

    “If the government does not want us to embark on the demonstration, they should withdraw the letter, and if we don’t hear anything before Tuesday, February 13, we will demonstrate. 

    “The demonstration is to show the government that we will not pay [the VAT]. The country is ours and we say we don’t agree to pay VAT,” he added.

    The VAT is yet to be implemented due to some technical challenges sighted by the Electricity Company of Ghana (ECG).

    Earlier, the Finance Ministry revealed its intention to hold comprehensive meetings with Organised Labour and other crucial stakeholders in the upcoming weeks to incorporate their input into the decision-making process.

    The introduction of the 15% VAT on electricity comes at a time when consumers have experienced continues rise in electricity tariff in 2023 by the Public Utilities Regulations Commission (PURC).

    Ghana Water Company Limited (GWCL) has refuted the claims made by the Member of Parliament for Ningo-Prampram, Sam George, regarding the importation of a new water treatment product called ‘One Drop’.

    The MP had alleged on Metro TV’s Good Morning Ghana on February 1, 2024, that the government, in collaboration with GWCL, had procured the ‘One Drop’ water treatment product for use by the company, replacing traditional chlorine.

    In response to these allegations, GWCL issued a statement on February 2, 2023, denying the claims. The company clarified that it adheres to established protocols, working in collaboration with regulatory agencies and stakeholders, before endorsing any new water treatment products.

    The statement read, “Per GWL’s Standard Operating Procedures, any decision regarding the adoption of new water treatment technologies or products is made through a comprehensive evaluation process, in consultation with relevant stakeholders and regulatory agencies like the Food and Drugs Authority, Ghana Standards Authority, the Public Utilities Regulatory Commission and communicated transparently to the public.”

    It further indicated that “By GWCL’s internal procedures, management reserves the right to act on a positive evaluation report by writing to either the Public Procurement Agency (PPA) for sole sourcing or to advertise for competitive tendering processes. No contract has been awarded by GWL for the supply of the “One Drop” disinfectant for water treatment.”

    Furthermore, the company noted that it presently employs chlorine-based disinfectants for water treatment. The disinfectants in use include Chlorine Gas, Calcium Hypochlorite granules, and Chlorine Tablets.

    Ghana Water Company Limited (GWCL) urged all stakeholders, including the Member of Parliament for Ningo-Prampram, to desist from spreading unfounded rumors and misinformation about the company’s water treatment practices.

    Member of Parliament for the Bantama Constituency in the Ashanti Region, Francis Asenso-Boakye, has strongly criticized political figures in the Ashanti region, particularly in the Bantama constituency, who align themselves with the largest opposition party, the National Democratic Congress (NDC).

    He expressed his disapproval, stating that supporters who choose to vote for the NDC are making misguided decisions, emphasizing that the NDC has not brought any tangible benefits to the Ashanti region, specifically in Bantama.

    During his address to the constituency’s residents, the Minister for Works and Housing conveyed his confusion about the continued support for the NDC and questioned the rationale behind people persistently voting for the party.

    “Truly, people of Bantama and Kumasi in general don’t see any development when the NDC is in power so if someone is here and the person votes for the NDC, I don’t understand them. They know that when NDC is in power they don’t recognize the Ashanti region. During former president John Dramani Mahama’s 4 years in power we didn’t see anything here,” Asenso Boakye stated.

    Additionally, the Minister urged the residents of Bantama and the entire Ashanti Region to actively participate in the electoral process by casting their votes overwhelmingly in favor of the ruling New Patriotic Party (NPP) during the upcoming general elections.

    He emphasized that, in his view, the NDC is not a viable option for fostering development in the region, reinforcing the importance of supporting the NPP for continued progress.

    “If you want development in the Ashanti region and Bantama to be precise don’t look down on NPP because NDC is not an option. So I will urge you to settle all your differences and come out in your numbers to vote in this year’s general elections,” he entreated.

    In the recent New Patriotic Party (NPP) primaries leading up to the December 7 polls, Francis Asenso Boakye successfully retained his position as the party’s candidate for the Bantama Constituency.

    Mr. Asenso Boakye secured a significant victory, receiving 650 votes, which accounted for 78.22% of the total votes cast. His primary opponent, Lawyer Raphael Agyapong, the brother of outspoken politician Kennedy Agyapong, garnered 181 votes, constituting 21.78% of the overall vote count.

    Expressing his gratitude, the re-elected Member of Parliament thanked party executives for their unwavering support and trust. He urged party members to come together, emphasizing the importance of unity and hard work in ensuring success in the upcoming general elections.

    The Ghana National Fire Service (GNFS) has entreated the government to provide insurance cover to cater for the immediate medical care of firefighters and rescuers who get injured in the line of duty.

    Deputy National Public Relations Officer of the Ghana National Fire Service, DO III Desmond Essoun Ackah, made this plea on behalf of the Service during an appearance on UTV.

    “We do well to prevent casualties during fire outbreak and also the incident itself. Now, what government has provided is the workman compensation. Because it’s laborious, you need to receive medical care first then bring receipts before you apply for this is looked at before you can pay.

    “It is cumbersome. So now, we are pleading with the government to provide us a direct insurance cover so we can immediately take care of our officers injured while on duty,” he said.

    This follows the recent tragic incident at West Legon in Accra where four firefighters got seriously injured after a building on fire collapsed on them.

    The fire incident occurred on Wednesday, January 24, 2024, around 2 pm, and spread quickly to the roof of the building, which was made of wood and metal sheets. Thick smoke was seen billowing from the building, attracting the attention of passers-by and residents.

    The Ghana National Fire Service (GNFS) has indicated that its officers who got trapped after the roof of a burning building they were dousing collapsed on them are currently out of danger.

    As of February 2, 2024, some Oil Marketing Companies (OMCs) in Ghana have begun increasing the prices of petroleum products at the pumps.

    The market leader, GOIL, is selling a litre of diesel at ¢13.49, while petrol is priced at ¢12.69 per litre. This reflects a marginal increase from the prices recorded about four weeks ago.

    The upward adjustment in prices is attributed to the recent depreciation of the Ghanaian cedi and the rising prices of crude oil on the international market. Other OMCs are expected to follow suit and implement price increases in the coming hours.

    The National Petroleum Authority (NPA) has revealed that the impending hike in fuel prices will affect all participants in the industry.

    This adjustment is expected to be implemented by various Oil Marketing Companies, with projections indicating that some may increase their prices at the pumps.

    The decision to review fuel prices every two weeks is influenced by global market developments, the cost of crude oil, and the performance of the local currency.

    Earlier predictions by the Institute for Energy Securities suggested a 2% increase in petrol and Liquified Petroleum Gas prices, along with a 3% rise in diesel prices.

    “In the coming days, consumers going to the pumps are likely to see the following changes: an increase in the price of Gasoline [petrol] by 2%, 3% increase in price Gasoil [diesel] and 2% increase in LPG price largely as a combined effect of the Ghana cedi depreciation and the international market price rise for the products”.

    The Senior Staff Association of Universities of Ghana has stated that it is relying on the cooperation of the government to address specific proposals presented before considering calling off the strike of its members.

    The strike, which has been ongoing for over a week, is a joint action with the Tertiary Education Workers Union of Ghana (TEWUG), and it revolves around the government’s failure to address concerns related to their pensions.

    Following a meeting between the parties on February 1, the National Chairman of the association, Isaac Donkoh, mentioned that the strike would continue until the government addresses their demands.

    “The Association or the unions have made some proposals to the government. The government has taken it in good faith, and they will get back to us in a few days… Until then, the strike is still on. So if they are able to work it out fast, it is better for all of us,” he said.

    The National Identification Authority (NIA) has refuted claims made by banks that issues with the Ghana Card are responsible for identification challenges leading to unauthorized charges on money transfers between personal bank accounts and mobile money wallets.

    Head of the Ghana Association of Bankers, John Awuah, had attributed the fees to inconsistencies in Ghana Card details between mobile money (MoMo) and bank accounts, suggesting that these discrepancies trigger the system to treat individuals differently and apply charges.

    However, the Executive Secretary of the NIA, Prof. Kenneth Attafuah, firmly rejected these claims. In an interview on the Citi Breakfast Show, Prof Attafuah highlighted the successful completion of over 120 million identity verifications since 2021, indicating the effectiveness of the Ghana Card.

    “These challenges have absolutely nothing to do with the NIA. I must make that very clear. We have since January 2021 conducted over 120 million verifications without a single hitch. So it must be made clear that once a bank is onboarding, all efforts to verify identities using the Ghana card lie with the bank, not the NIA.

    “The infrastructure has been provided to the bank so all they need to do is to establish rules with the staff in the bank to verify identity for every transaction. That is what the law requires.”

    He further emphasized that the law mandates the provision of the Ghana Card wherever identification is required, absolving the NIA of any blame in the matter.

    “Whether they do this or not is another matter but the law says that wherever identification requires to be established the Ghana card shall be required or produced,” he said.

    Effective February 1, motor vehicles, buses, and coaches up to 3000 cubic centimetres are required to pay GH₵150 per annum in line with the implementation of the Emissions Levy Act, 2023 (Act 1112).

    The levy is being imposed on carbon dioxide equivalent emissions specifically targeting internal combustion engine vehicles.

    Also, motor vehicles, buses, and coaches above 3000 cubic centimetres, cargo trucks, and articulated trucks are required to pay GH₵300 per annum whereas motor riders and tricycle riders will pay the government an amount of GHC75 annually as part of their responsibilities to the state.

    The primary goal of introducing the emissions levy is to encourage the adoption of environmentally friendly technology and green energy. This is expected to contribute significantly to improved environmental management, as well as the control of air and water pollution.

    The Ghana Revenue Authority (GRA) is responsible for the collection of the levy.

    Meanwhile, the leadership of the Okada Riders Association is dissatisfied with the amount being taxed and is set to petition the Ministry of Transport next Monday to consider reducing the emissions levy.

    Secretary of the Okada Riders Association, Majid Amidu, said, “It is too much. People are suffering. You did not give us jobs, you did not do anything for us and yet you want us to pay GH75. We will hold another meeting and write a petition to the government and the whole of Ghana that enough is enough.”

    “If they do not reduce the levy, we will go out and demonstrate against this government. By Monday the petition will be ready and we will send it to the Minister,” he added.

    Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, continues to offer his services to some residents in the Volta Region who have been rendered homeless due to the spillage of the Akosombo Dam by the Volta River Authority (VRA).

    Since the unfortunate incident in October last year, Mr Ablakwa has been providing financial assistances and partnering organisations to offer shelter to the victims.

    This time around, Mr Ablakwa exhibited his culinary skills. He was found preparing banku, a local dish in Ghana. In a number of photos shared, the MP while using the wooden spatula, stirred the corn and cassava dough.

    In October 2023, the Volta River Authority spilled water from the Akosombo and Kpong dams to protect their integrity and maintain power supply.

    This action led to floods in over eight districts, with North Tongu being the epicenter and approximately 12,000 residents displaced. Many victims, whose properties were rendered uninhabitable, are still living in tents due to a lack of accommodation.

    To address this ongoing issue, Samuel Okudzeto Ablakwa, initiated a project to build a shelter in Mepe for 300 widows, aged individuals, and single mothers.

    As of now, the construction of the shelter is about 78% complete, and it is scheduled for handover in February 2024. This facility, serving as the second resettlement center in the constituency, comprises 50 rooms, washrooms, and an entertainment room designed exclusively for vulnerable women.

    Chairman of the Public Accounts Committee (PAC), James Klutse-Avedzi, has raised concerns that many Public Health Institutions in Ghana have been engaging in procurement practices without adherence to the procurement laws.

    He noted that these institutions often disregard Section 20 of the Public Procurement (Amendment) Act, despite recommendations from the Auditor-General in annual reports to cease such practices.

    This observation was made during the second day of the PAC sitting in the Parliament House to examine the Report of the Auditor-General on the Public Accounts of Ghana – Ministries, Departments, and Other Agencies for the year ending December 31, 2022.

    The Committee summoned the Ministry of Health, represented by the Director General of the Ghana Health Service (GHS), Dr Patrick Kuma-Aboagye, to address various queries outlined against the agencies and hospitals under the Ministry.

    Common infractions cited in the Auditor-General’s Report for 2022 include non-payment of rent, non-competitive procurement, payment of unearned salaries, hire purchase of vehicles, and unsupported payments.

    Some of the clinics and institutions that were cited in the report for uncompetitive procurement includes Castle Clinic, Nurses Training College, Pantang, Princess Marie Louise Children Hospital, Accra Psychiatric Hospital, National Blood Service among others.

    The Director General of the Ghana Health Service was also advised by members of the Committee to recruit more procurement officers to help in procuring items for the various agencies by complying with the laws.

    PAC orders arrest of Ahamansu LA former Head Teacher over unearned salary

    The Chairman of the Public Accounts Committee (PAC), James Klutse-Avedzi, has directed the Kadjebi District Directorate of the Ghana Education Service (GES) to involve the Ghana Police in the arrest of the former Head Teacher of Ahamansu LA Erishad Primary School, Mr. Krampah Patrick Wisdom.

    This action comes in response to the revelation that Mr. Krampah Patrick Wisdom received GHC72,759.32 in unearned salary.

    The committee discovered, based on the 2022 Auditor-General’s Report on the Accounts of Ghana – Ministries, Departments, and Other Agencies, that Mr. Krampah Patrick Wisdom had vacated his post on February 1, 2018, and joined the Youth Employment Agency (YEA) as a Project Assistant.

    Despite leaving his position, he received salary payments from February 2018 to June 2020, resulting in the total unearned salary of GHC72,759.32.

    The Auditor-General has therefore recommended that the Regional Education Director should ensure that the District Director of Education recovers the amount of GHC72,759.32 from Mr. Krampah Patrick Wisdom with interest at the prevailing Bank of Ghana rate and pay same into the Auditor-General’s Recoveries Account with the Bank of Ghana, failing which the amount should be recovered from the District Director and the Validators.

    However, the Chairman of the Committee stated that the action of the Former Head Teacher contravenes Regulation 92 of the Public Financial Management Regulations, 2019 (L.I. 2378) and Mr. Krampah Patrick Wisdom must be picked up by the Police.

    The Director General of Ghana Education Service, Dr. Eric Nkansah and the Deputy Minister of Education, Gifty Twum Ampofo led the various Education Directorates and Services to answer irregularities cited against them in the 2022 Auditor-General’s Report.

    The Public Account Committee (PAC) is conducting public hearings on the 2020 Auditor-General’s Report on Public Accounts of Ghana for Ministries, Departments, and Agencies.

    The recent hearings included interviews with representatives from the Ministry of Interior and the Ministry of Fisheries and Aquaculture.

    The Public Accounts Committee initiated the public hearings on the Auditor-General’s report on the Public Accounts of Ghana for Ministries, Departments, and Other Agencies (MDAs) for the year ending December 31, 2020, starting on January 17, 2023.

    During the hearings, representatives from the Ministry of Interior and its agencies, including the Ghana Police Service and Ghana Immigration Service, have appeared before the committee.

    It is reported that several branch executives of the National Democratic Congress (NDC) in the Hohoe constituency in the Volta Region have defected to the ruling New Patriotic Party (NPP).

    Sources say notable members out of the six executives are Joseph Yawovi Adzewoda, the Youth Organiser for the Hohoe Midwifery branch, Mr. Bansakal, the Secretary of the Municipal Hospital branch, and Sulemana Mustapha, the Organiser for Janenana electoral Area.

    In an interview with Adom News, Mr. Adzewoda cited the massive developmental projects undertaken by the Member of Parliament, John Peter Amewu, and the government in the constituency as the reason for their defection.

    They expressed their commitment to supporting and campaigning vigorously for the NPP in the 2024 elections.

    The Hohoe NPP Constituency Communication Officer, Samuel Azasu, is reported to have welcomed the defectors to the NPP and encouraged them to promote the party’s accomplishments.

    It is anticipated that the two major political parties, NPP and NDC will keenly contest and give each other a run for their money in the 2024 general elections.

    Majority Leader, Osei Kyei-Mensah-Bonsu, has urged supporters of the New Patriotic Party (NPP) to refrain from exerting pressure on Vice President Dr. Mahamadu Bawumia regarding the selection of his running mate for the upcoming elections.

    In an interview on GTV, Mr. Kyei-Mensah-Bonsu stressed the importance of allowing the NPP’s flagbearer the independence to choose his running mate, emphasizing that this approach would contribute to party unity and success.

    Expressing confidence in Dr. Bawumia’s decision-making abilities, the Majority Leader called on the public to afford the Vice President the necessary time and space to make a well-informed and strategic choice.

    “This whole kind of intrigues and contrivance, it will suggest to some people that are you doing this to foist some people on him because he is a northerner, tying his hands behind him. That is what makes me uncomfortable, Bawumia is discerning enough, he is analytical enough, he is intelligent enough to make his own decision.”

    “Let’s leave him. He has stayed long enough in the party to know the nooks and crannies of the party. Let’s leave him to make that decision,” he stressed.

    Shortly after Dr Bawumia was elected flagbearer of the NPP in November 2023, a list purportedly unveiling a roster of individuals eyeing the Vice President slot emerged on social media.

    The unverified compilation consisted of names like Chief of Staff, Frema Opare; Roads Minister, Kwasi Amoako Atta; Communications Minister, Ursula Owusu; Energy Minister, Dr Matthew Opoku Prempeh, Education Minister, Yaw Osei Adutwum, among others.

    Many in Ashanti Region have thrown their support behind Dr Matthew Opoku Prempeh. Political personalities say selecting a running mate from the Ashanti Region will boost the Vice President’s chances of winning.

    Wife of the former Assemblyman for Denkyira-Obuasi, who was jailed for the murder of Major Maxwell Mahama, has revealed that their three children have dropped out of school due to their father’s incarceration.

    William Baah, her husband, was the family’s primary breadwinner, and his imprisonment has made it challenging for them to make ends meet.

    Yaa Ampofowaa expressed the family’s financial struggles, noting that her income from a hand-to-mouth business is insufficient to cover the cost of enrolling the children in school.

    The situation is compounded by the children’s constant inquiries about their father’s whereabouts, adding emotional strain to their difficult circumstances.

    The distraught mother mentioned that her husband’s family has provided some support, preventing life from becoming unbearable for the children. Yaa Ampofowaa believes that a reduced sentence for her husband would bring some relief to the family.

    The former Assemblyman is among 11 individuals serving life sentences for their involvement in the murder of Major Maxwell Mahama, an incident that occurred on May 29, 2017.

    Major Mahama was lynched by some residents in Denkyira-Obuasi after being mistaken for an armed robber, despite his pleas that he was an officer of the Ghana Armed Forces on May 29, 2017.

    The leadership of the Okada Riders Association is dissatisfied with the implementation of the Emissions Levy which mandates motor riders to pay GHC75 annually to the government.

    The primary goal of introducing the emissions levy in accordance with Emissions Levy Act, 2023 (Act 1112), is to encourage the adoption of environmentally friendly technology and green energy. This is expected to contribute significantly to improved environmental management, as well as the control of air and water pollution.

    But according to Secretary of the Okada Riders Association, Majid Amidu, it is insensitive on the part of the government to impose such a tax and an expensive one at that.

    The Association is set to petition the Ministry of Transport next Monday to consider reducing the emissions levy.

    “It is too much. People are suffering. You did not give us jobs, you did not do anything for us and yet you want us to pay GH75. We will hold another meeting and write a petition to the government and the whole of Ghana that enough is enough.”

    “If they do not reduce the levy, we will go out and demonstrate against this government. By Monday the petition will be ready and we will send it to the Minister,” he added.

    Also, motor vehicles, buses, and coaches up to 3000 cubic centimetres are required to pay GH₵150 per annum whereas motor vehicles, buses, and coaches above 3000 cubic centimetres, cargo trucks, and articulated trucks are required to pay GH₵300 per annum.

    Rev. Dr. Ammishaddai Owusu-Amoah has admitted publicly that he is long past retirement age of 60 years. He acknowledged, further, that he has been working without a contract for two years and is into his third post-retirement year without a contract. This information was disclosed by Rev. Owusu Amoah during a Public Accounts Committee hearing.

    This information, which was widely condemned, has been exacerbated by recent details on how much he earns as salary and other packages affiliated with his position as Commissioner.

    According to Kwame Nkrumah Tikese, Rev. Ammishaddai Owusu-Amoah is the second highest-paid government appointee after the Governor of the Bank of Governor, Dr Ernest Addison.

    Asantehene’s technical advisor, historian and museum economist, Ivor Agyeman-Duah, has revealed why the UK government is not outrightly returning gold and artefacts looted in 1874 from the palace in Kumasi by British colonial military troops. 

    In a report, it is stated that while engaging Archaeologist and Ghana heritage specialist Rachel Ama Asaa Engmann noted that the moral right to ownership does exist, however, there are also the laws of antiquity in the UK.

    “The Victoria & Albert and the British Museum are national museums. They are governed by very strict laws which do not permit de-accessioning or permanently removing a work of art or other object from a museum’s collection to sell it or otherwise dispose of it.

    “That had always been the constraining factor over the last 50 years. But there was also a way that we could have these items for a maximum of six years. Not all the objects are being exhibited at the British Museum. Many have never been exhibited and lie in storage in a warehouse.

    “Based on the circumstances and the trinity of anniversaries, we came to an agreement. Discussions will however continue between us and these museums to find a lasting agreement. Of course, the Ghana experience will be important for restitution claims from other countries in Africa,” he is quoted to have said.

    Ivor Agyeman-Duah noted that the return of the looted artefacts is an issue that has been on the drawing board for half a century.

    “It’s not just an immediate concern of the current Asantehene. It has been a concern of the last three occupants of the stool (throne). But this year is critical because it marks 150 years since the Sagrenti War. It also marks 100 years since the return of the Asantehene Agyeman Prempeh after his exile in Seychelles and 25 years since the current Asantehene, Oseu Tutu II, ascended the stool.

    “So, while in London in May 2023, after having official discussions with directors of these museums, he reopened discussions and negotiations. He asked me and Malcolm McLeod, former curator and scholar at the British Museum and vice-principal at the University of Glasgow, to help in the technical decisions that would be made. We’ve been working on this for the past nine months,” he revealed.

    Four individuals in Greater Accra have been taken into custody and charged by the police over the destruction of a 7-bedroom property owned by Paul Sackey.

    The property, located at Otano in Adjiriganor, had been the subject of litigation due to a claim by individuals representing the Akwraboye Doku family.

    Michael Adjei, claiming to be the secretary to the Akwraboye Doku Family, and businesswoman Sarah Agyaa Owusu-Ansah, purportedly enforcing a judgment, orchestrated the demolition of Mr. Sackey’s property, asserting a claim to the land.

    Upon investigation, the police found that the judgment claimed by Michael Adjei did not cover Paul Sackey’s land.

    Yaa Serwah Dumashie, acting with power of attorney on behalf of the Sackey family, filed a complaint with the police, stating that the land in question was not within the area covered by the judgment.

    The police investigation has resulted in charges against Michael Adjei of Teshie, Sarah Agyaa Owusu-Ansah, and two others (Eidi and Ayiki Wulormu, who are still at large).

    The charges include Trespassing and causing Unlawful Damage, contrary to Sections 157 and 172 of the Criminal Offences Act 1960 (Act 29). Additionally, the four have been charged with Unlawful Protection of Land, contrary to Section 12 (2) of Act 1036.

    It is reported that the police requested for the certified true copy of the judgment plan of the Akwraboye Doku Family from the court. The police extended investigations to the lands commission, Survey Department Accra with the judgment plan and requested for a composite plan.’

    The Police subsequently visited the disputed land together with the complainant and surveyors from the regional survey department and the coordinates of the disputed land were picked to enable the surveyors prepare a composite plan for police investigations.

    The conclusion of the investigations, according to the police, revealed that the said land is not covered by the judgment and thus belongs to Paul Sacky.

    Instead, he stated that the government should focus on providing appropriate policies and establishing the right institutional framework.

    Additionally, Ing. Bempong highlighted the importance of the government facilitating easy access to affordable lands, financing, building materials, and basic infrastructure.

    During his 52nd Presidential Address to Engineers at the Ghana Shippers Authority, Shippers House in North Ridge, Accra, Ing. Bempong expressed the view that governments should prioritize the pursuit of social housing to ensure affordability for low-income workers.

    He noted that the rising costs of construction and the increasing pace of urbanization often result in a housing market that caters mainly to the affluent, leaving those in the low to medium-income category without access to suitable housing.

    “Housing is defined as unaffordable if more than 30% of the monthly or annual income of a household is spent on housing”, he added.

    Ing. Kwabena Bempong highlighted the significant reliance on imported building materials in Ghana, estimating that approximately 80% of such materials are imported. These imports are susceptible to global economic trends, including commodity pricing, high labor costs, and geopolitical conflicts.

    To address this issue, Ing. Bempong recommended the utilization of affordable building materials, specifically suggesting the use of bio-based materials such as timber and bamboo. Additionally, he proposed improvements in non-renewable building materials, including green cement, pulverized fly ash, blast furnace slag, calcined clay, burnt rice husk, and natural pozzolans.

    Furthermore, the GhIE President advocated for the adoption of alternative building technologies, such as rammed earth building, interlocking bricks construction, reinforced expanded polystyrene (EPS) foam building systems, as well as glass fiber-reinforced gypsum and light gauge steel-framed structures (LGFS).

    The ceremony, held at the Ghana Shippers Authority in North Ridge, Accra, was attended by various notable figures, including the wife of the GhIE President, ACP Priscilla Bempong, Vice-President Ing.     Mr Marfo emphasized that Bawumia, as the flagbearer of the New Patriotic Party (NPP) for the 2024 elections, should focus on increasing his visibility, particularly in rural areas, instead of engaging in lectures.

    The journalist pointed out that former President John Dramani Mahama, Dr Bawumia’s main contender, is already well-marketed.

    He suggested that Bawumia’s efforts should be directed towards nationwide tours and engagement with people in rural areas to enhance his presence and connection with voters.

    Naming a running mate, according to Mr Marfo, could contribute to solidifying Bawumia’s campaign strategy and further engaging the electorate.

    “I thought he was going to name his running mate, but if he is not going to name his running mate but is going to give his regular speeches, then he should stop because nobody is interested in those talks anymore,” Marfo said in reaction to an advertise lecture by Bawumia later this month.

    “Your main opponent is running for the third straight time, in your case, your face hasn’t even appeared on a ballot paper before. So, why would you be lecturing at this time?” he quizzed.

    Kwabena Marfo, during an interactive session on Neat FM’s Morning Show on February 1, 2024, further emphasized that Vice President Dr. Mahamudu Bawumia should concentrate on effectively conveying his campaign messages.

    “We are fed up with the same trend, incompetent Mahama, economy, GDP and the rest; now the best GDP is in your pocket.

    “His Excellency, mention your running mate and start your campaign because the time is limited… Se0lect your running mate and start going on tours, there is no more time,” he added.

    The Ghana Revenue Authority (GRA) had initially announced February 1, 2024, as the commencement date for the implementation of the Emissions Levy, as sanctioned by Parliament.

    However, on the first day of implementation, the process is said to have encountered a setback due to a reported system malfunction, per reports that referenced Accra-based TV3 as their source.

    According to reports, the website designated for processing applications (www.Ghana.gov) failed to function, leading to a disruption in the implementation of the Emissions Levy.

    The GRA is yet to comment on this claim.

    As outlined in the legislation passed by Parliament in December 2023, individuals wishing to pay the emissions levy must complete forms exclusively through the Ghana.gov platform before obtaining their road-worthy certificates from the Driver and Vehicle Licensing Authority (DVLA).

    The Emissions Levy, part of the government’s initiatives to address carbon emissions and promote eco-friendly technologies, imposes a levy on carbon dioxide equivalent emissions from internal combustion engine vehicles.

    The levy structure includes an annual payment of GH¢75 for motorcycle and tricycle users, GH¢150 for motor vehicles, buses, and coaches up to 3000 cc, and GH¢300 for motor vehicles, buses, and coaches above 3000 cc, cargo trucks, and articulated trucks. The measure aims to contribute to efforts in reducing greenhouse gas emissions and achieving net-zero targets.

    While the hospital is providing the CAR-T cell therapy for free, ancillary costs, including ICU care, supportive care, bone marrow transplant, blood products, and hospital admissions, amount to $400,000.

    Despite undergoing a matched sibling bone marrow transplant in Delhi, India, due to the rare and aggressive nature of his leukemia, he urgently needs CAR T therapy followed by a half-matched bone marrow transplant for sustained treatment.

    Host of Good Evening Ghana on Metro TV, Paul Adom-Otchere, has defended Strategic Mobilisation Ghana Limited (SML) accused of unlawfully receiving a 10-year contract with an annual payment of $100 million from the Ghana Revenue Authority (GRA).

    In a December 2023 investigative report, The Fourth Estate implicated Strategic Mobilisation Ghana Limited (SML), the Ghana Revenue Authority (GRA), and the Ministry of Finance in a contentious contract.

    The report alleged that GRA had granted SML a purported 10-year contract with an annual payment of $100 million, raising concerns about possible irregularities. SML refuted this claim, asserting that it had a five-year contract instead.

    The GRA, in a statement on December 20, 2023, maintained that proper procurement procedures were followed. On January 3, 2024, SML welcomed President Akufo-Addo’s directive to suspend its ongoing revenue assurance operations and undergo an audit of its contract with the GRA and the Ministry of Finance.

    Reacting to this, Paul Adom-Otchere has alleged the Fourth Estate team led by Manasseh Azure put out fake documents to push their narrative. He failed to indicate the exact documents used. But he still called on the Attorney-General to take the media team on at the court.

    “I stood here and said that the SML is a good one and that the allegations that had been made by the Fourth Estate by were hogwash. We found out that Fourth Estate in keeping with their perceived criminality forged documents. We put out a video from here and they went on Facebook and responded with some statement. They forged that document. We know that. The Fourth Estate in wanting to show that the contract was signed for a number of years perpetrated forgery to all their readers. They should be charged for forgery by the Office of the Attorney General and Office of the Special Prosecutor, if he is doing his work well.”

    Already, the Office of the Special Prosecutor (OSP) has initiated an investigation into the controversial contract between Strategic Mobilisation Ghana Limited (SML) and the Ghana Revenue Authority (GRA).

    The focus of the probe is on potential breaches of procurement processes and allegations of corruption and corruption-related activities.

    Meanwhile, President Akufo-Addo appointed KPMG, an audit, tax, and advisory services firm, to conduct an immediate audit.

    Member of Parliament for Nabdam in the Upper East region, Mr Mark Kurt Nawaane, has attributed the shortage of essential equipment in hospitals to the misallocation of resources by the government within the healthcare sector.

    He argues that the substantial amount of money allocated to the health sector should ideally result in well-equipped hospitals capable of handling major health issues.

    “If you look at the amount of money that comes into the health sector in a year, we should be doing better than this, and I blame everybody, including the politicians, including the technocrats who are supposed to advise the politicians and probably the whole country, because we start certain things and we do not ask questions; we are just happy we started them,” he said while speaking on JoyNews’ AM Show on February 1.

    Mr. Mark Kurt Nawaane responded to the “Sick Hospitals” documentary by JoyNews, pointing out the lack of basic equipment, including a defibrillator, at the Effia Nkwanta Hospital.

    He attributed ongoing issues in the health sector to a lack of transparency and accountability in the utilization of funds allocated to the sector.

    Additionally, Deputy Ranking Member of the Health Committee in Parliament, Kwabena Mintah Akandoh, criticized the government’s Agenda 111 hospital initiative, stating that despite the $200 million spent, no new hospital beds have been added to existing hospitals.

    He argued that the funds could have been more effectively utilized to improve existing hospitals.

    “Since we started, we spent almost $200 million on Agenda 111, and we have not added a single bed in terms of the number of beds in the country. We have not been able to do that, so we ask ourselves, what are our aims?

    “What do we want to solve? And you realize that, as a nation, honestly speaking, we are not putting our priorities right. We are simply getting everything wrong, and we are applauding when we should be condemning. This is what is happening in the country in the health sector,” he stated.

    Mine workers at Future Global Resources Bogoso-Prestea Mines are urging the Minerals Commission to revoke the license of the company.

    The workers claim that the mine has not witnessed any investment since Future Global Resources took over in 2020.

    General Secretary of the Senior Staff Union of FGR Bogoso-Prestea Mines, Samuel Kumi Manu, expressed in an interview that the management of the company has failed significantly.

    “Since FGR took over, the mine was in debt of over $30 million but as we speak, the debt portfolio of the company has risen to over $100 million. And this debt includes indebtedness to workers. For the past two years, the company has not been able to pay SSNIT contributions to workers, the occupational working scheme from which workers are supposed to benefit,” he added.

    The mine workers staged a demonstration on Tuesday, January 30, protesting against what they perceived as mismanagement of the mine. They claimed that this mismanagement has adversely affected productivity and the payment systems of the workers.

    Samuel Kumi Manu and other workers asserted during the demonstration that the mine has not witnessed any investment since FGR took over in 2020.

    They called on the Minister of Lands and Natural Resources, Samuel Abu Jinapor, to demand proof of financial capability from FGR to assess whether the mine should be taken away from them.

    “We want the sector minister, Samuel Abu Jinapor, to take action because we know on record that the minister has, on two occasions, issued ultimatums to FGR to show proof of financial capability. However, on both occasions, FGR has failed to comply. This implies that FGR does not have the means to operate the mine. Therefore, we expect the minister to intervene and transfer it to a credible investor who can inject financial capacity into the operation, as what we lack now is finances.”

    On December 31, 2023, The Mirror conducted an investigation into several churches in the Ashanti Region and discovered a prophecy trend called “Flag akwankyerɛ,” prominently displayed on signboards of some churches.

    This trend involved the use of miniature flags representing countries that held prospects for Ghanaians aspiring for better opportunities abroad.

    The investigation revealed that certain prophets, likely fearing consequences from the Inspector General of Police (IGP), Dr George Akuffo Dampare, had resorted to using symbols to convey messages about the future of public figures or congregants.

    With attentive listening, it was observed that it was quite easy to decode which public figure was being referred to in these prophecies.

    The American flag, in particular, became scarce, with merchants at Kwame Nkrumah Circle in Accra informing The Mirror that they had run out of stock.

    While flags of other countries were abundant, customers seeking the American flag were told it was sold out. It was discovered that many people purchased the American flag and traveled to Kumasi, where certain churches were believed to provide “guidance” (flag akwankyerɛ) for the night.

    A flag seller at Circle, Akwasi Osei, revealed to The Mirror that congregants were advised to purchase flags representing their dream countries on the night of December 31. It was believed that doing so could enable them to acquire visas to these countries in 2024.

    Osei mentioned some of the churches and disclosed that he had reserved an American flag for himself, intending not to sell it to anyone.

    “By 3 p.m., I’ll also be on a bus to Kumasi to attend one of these churches and wave my flag. Next year, I aim to be in America. We’ll leave Ghana for those who wish to stay here”.

    The smaller-sized flags were sold for GH¢5, while the larger ones were priced at GH¢50.

    Chief Executive Officer of the Chamber of Telecommunications, Dr Kenneth Ashigbey, has strongly asserted that there are no charges associated with depositing money into one’s Mobile Money (MoMo) account.

    His statement comes in response to reported cases of some MoMo agents imposing deposit fees on users.

    In an interview on the Citi Breakfast Show, Dr Ashigbey encouraged individuals who have experienced such fees to report the agent promptly to their respective mobile networks or law enforcement.

    “Report the agent to the network and the police. There is no charge for depositing money in your account. There is no charge at all,” he said.

    Addressing concerns about charges for money transfers between Mobile Money (MoMo) wallets and bank accounts, Dr Kenneth Ashigbey clarified that if both the bank account and the MoMo account are linked to the same Ghana card used during registration, the system recognizes it as a self-transfer, and no charges should apply.

    Acknowledging instances of improper synchronization between the bank and MoMo sides during the Christmas holidays, leading to erroneous fees, Dr Ashigbey advised affected individuals to report such issues to their banks or MoMo service providers.

    Despite technical glitches, he emphasized that the law explicitly states that transfers between oneself, whether across different wallets or into different bank accounts, should not incur any charges.

    “It was something that over the Christmas holidays we were dealing with that to make sure that the dealings were aligned. So if you have a situation like that you should report to your bank or your MoMo company,” he added.

    “The law is very specific, transfers between yourself on different wallets or into different bank accounts are not supposed to attract any charge at all,” he stated.

    There is tension in the New Juaben traditional area following a break-in at the stool room of the Adwampong royal family in Koforidua.

    The group, reportedly supervised by the New Juaben Divisional Police Commander, took this action after the queen mother of the Adwampong royal family resisted the alleged unlawful removal of the black stool.

    The stool is intended for the enstoolment of a new Chief for the family, scheduled to take place later in the evening at the Yiadom Hwedie Palace by the Paramount Chief, Daasebere Kwaku Boateng III.

    The Queen mother, Nana Akosua Afrakoma II, who has overseen the stool for the past 29 years, expressed her resistance, stating that the claimant to be enstooled is unknown and has not been nominated.

    Fuel prices are anticipated to experience a slight increase starting today, February 1, 2024, according to the Institute for Energy Securities.

    This adjustment is attributed to a marginal rise in the cost of finished petroleum products and the depreciation of the Ghanaian cedi.Specifically, the price of petrol and Liquefied Petroleum Gas (LPG) is expected to increase by 2%, while the price of diesel will see a 3% rise.

    “In the coming days, consumers going to the pumps are likely to see the following changes: an increase in the price of Gasoline [petrol] by 2%, 3% increase in price Gasoil [diesel] and 2% increase in LPG price largely as a combined effect of the Ghana cedi depreciation and the international market price rise for the products,” Global Standard & Poor (S&P) Platts reported.

    As of January 26, 2024, the Global Standard & Poor (S&P) Platts platform reported an increase in prices for all refined petroleum products. Petrol closed trade at $800.84 per metric tonne, diesel at $807.14 per metric tonne, and Liquefied Petroleum Gas (LPG) at $535.41 per metric tonne in the second pricing window for January 2024.

    Comparatively, there was a 2.93% increase in the price of petrol, a 4.79% increase in the price of diesel, and a 2.44% increase in the price of LPG based on refined price data.

    While diesel prices remained relatively stable in the second pricing window, the Institute for Energy Securities (IES) observed that some Oil Marketing Companies (OMCs) reviewed the price of petrol downwards by an average of GH¢0.11 per litre, while diesel and LPG prices remained unchanged.

    The average prices for the petroleum products during this period were GH¢11.82 for petrol, GH¢12.74 for diesel, and GH¢13 per kilogramme (kg) for LPG. These fluctuations reflect the dynamics of global oil prices and their impact on the local fuel market.

    Last week, there were reports that construction has resumed on the National Cathedral after a pause prompted by financial difficulties, board resignations, and other challenges.

    For months, work on the project stalled due to lack of funds. But a video recently shared on GHOneTV showed renewed construction progress, with the foundation of the cathedral now covered.

    But in a social media post on January 31, Mr Ablakwa noted that “recent claims by government propagandists that work has resumed on Akufo-Addo’s scandalous US$450million cathedral are absolutely false.”

    He indicated that latest drone footage captured a few minutes ago by SOA Oversight confirms that the “world’s most expensive pit remains abandoned.”

    The drone footage was captured on Wednesday, January 31, 2024.

    Conceived in 2017 and officially unveiled by President Nana Addo Dankwa Akufo-Addo in 2018, the National Cathedral is an ambitious project with a 5,000-seat capacity.

    The cathedral is designed to feature chapels, a baptistery, a music school, an art gallery, and a Bible museum. The initiative aims to create a lasting legacy for Ghana as it marks its 60th anniversary.

    The construction of the National Cathedral is receiving financial support from the state, with collaboration from the Christian community. As of November 2022, the Finance Ministry disclosed that an amount of GH¢339,003,064.86 has been released for the project.

    Additionally, GH¢113,040,654.86 has been paid to the consulting firm, Messers Sir David Adjaye and Associates, responsible for the cathedral’s construction. This information was provided to the parliamentary Adhoc Committee in response to a request for the total government expenditure on the National Cathedral.

    Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, has noted that he will continue to make public the unethical actions on the part of the Ghana Football Association (GFA) irrespective of the criticism he is subjected to.

    In an interview with Accra-based Asempa FM, an Executive Council member of the GFA, Nana Oduro Sarfo said Mr Ablakwa needed to stop meddling in cheap political commentary and focus on his mandate to influence policymaking.

    Mr Oduro Sarfo said this while reacting to Samuel Okudzeto Ablawa’s expose on the Sports Ministry’s budget for AFCON 2023.

    In a social media post, the NDC MP published an official government document that showed the country allocated in excess of $8.5m for the tournament in Côte d’Ivoire.

    Speaking on Asempa FM on Tuesday, Oduro Sarfo first claimed that the MP made the document public as a diversionary tactic.

    “He should concentrate on his job of passing bills in Parliament and stop engaging in small, small cheap politics in football,” he said.

    In response via a post on X, Mr Ablakwa described Mr Sarfo’s actions as barking while indicating that nothing will stop him from demanding full accountability.

    “A certain GFA official says I have no right to expose their unconscionable and lootocratic US$8.5million Black Stars budget. He can rave, bark, howl, growl, roar and rant but nothing will stop me from demanding full accountability,” he wrote.

    Mr Ablakwa earlier revealed that the GFA made a budget of $8.5million for the Black Stars as they participate in the 2023 AFCON tournament despite being aware of the fact that the winner of the tournament will be given $7 million.

    For Mr Ablakwa, such insensitivity by the government cannot be allowed to continue when many including victims of the Akosombo dam spillage continue to suffer due to neglect by the government.

    “When as a Member of Parliament I see thousands of my beloved constituents go to bed each night in tents because of VRA’s catastrophic spillage from the Akosombo and Kpong dams, and when after 5 long months government and VRA callously claim they don’t have money to construct resettlement homes for my people; good conscience cannot permit me to be silent and watch evil triumph.

    “Our fellow compatriots including women, the aged and children would not have to live in tents donated by the US government and the Red Cross if they had GHS105million to replace their damaged homes. My beloved constituents have done nothing wrong to deserve this; rather, they are going through all these suffering, indignity and destitution so the Akosombo and Kpong dams would be preserved for the entire nation to enjoy electricity.

    “This struggle is about JUSTICE and no one can intimidate us. I salute the group of courageous and patriotic sports journalists who have today formally notified the police of their intention to demonstrate on the 14th of February, 2024.     Govt is working on reforming the jury system – AG

    Attorney General Godfred Yeboah Dame has revealed that the government is working on reforms to address challenges with the country’s current juror system.

    He made this known when he attributed the delays in the trial of Major Maxwell Mahama, who was killed by an enraged mob in Denkyira Obuase, Central Region, while carrying out his official duties as a detachment commander on May 29, 2017, to a faulty juror system.

    Despite the life sentence handed out to 12 of the accused by the jury, the Attorney General acknowledged avoidable delays that prolonged the trial for over six years.

    The Attorney General shared that a significant reform being initiated involves either abolishing or modifying the jury system to prevent such delays in the future.

    He conveyed this information during a visit by the family of the late Major Mahama to the Attorney General’s Department to express appreciation for the ruling. The reforms are aimed at improving the efficiency and expediency of the justice system in similar cases.

    “The length of time that we took has also resulted in the further amendment of the criminal procedure laws of the country and just two months ago, I was compelled to place before cabinet a bill to reform the criminal justice system of the country to ensure that all the delays that occur in the course of criminal justice delivery will be eliminated and so we are seeking to reform the jury system.

    “It is because of the jury system that the trial lasted this long. If you have observed, two years ago, we filed charges of treason against certain citizens of the country, and even though that charge is more serious, it took two years to clear because it did not have the involvement of a jury.”


    Mother of the late Major Mahama, Veronica Bamford, expressed gratitude, noting that despite her son having a gun during the attack, he did not shoot anybody in the process.

    Veronica Bamford has issued a stern warning, declaring that any future government granting parole to those convicted of her son’s murder would bear the responsibility for his blood.

    The Ghana Health Service (GHS) is collaborating with Interpol to identify and trace health workers who, after being granted study leave with pay, failed to return to fulfill their bond terms upon completing their programs in Ghana or abroad.

    According to the Director-General of the Ghana Health Service, Dr. Patrick Kuma-Aboagye, some of these beneficiaries abandoned their courses or absconded without providing any notification. The Ministry of Health (MoH) is actively working with Interpol to recover these amounts, including interests.

    “A number of the beneficiaries have made some efforts to pay back some of the salaries they received, with others having outstanding payments to make,” he said when the Ministry of Health (MoH) appeared before the Public Accounts Committee of Parliament on January 29, 2024.

    The bond conditions of the GHS stipulate that awardees must report for work at the end of the bond period. Failure to return to the previous station within 10 days after the study leave period’s expiration results in being deemed to have vacated the post.

    In such cases, individuals are required to refund all salaries received during the study leave, along with interest at the prevailing lending rate of the Bank of Ghana.

    As per the Auditor-General’s recommendation, if the institutions that granted the study leave fail to recover these amounts, they should be retrieved from Principal Medical Officers.

    The Director-General stated that since 2021, there has been a series of incidents involving health workers who, amid the current wave of brain drain, were granted study leave with pay but failed to return to fulfill their bond terms.

    “But we are working very hard to see how we can find their guarantors to see how we can retrieve the money,” he said.  

    Dr. Kuma-Aboagye expressed disagreement with a previous directive from the Public Accounts Committee (PAC). The directive suggested that, before being granted study leave, individuals should have banks guaranteeing their return. In case of default, the banks would be responsible for refunding their salaries.

    The Director-General of the Ghana Health Service argued that implementing such a directive would be challenging. He emphasized that the service required specific capacities and specialties to advance its goals.

    “It is in our interest to train some people to come and offer some service; so, putting in such major obstacle may be a problem because more than 95 per cent of beneficiaries return.

    “And so we may have to relook that bank guarantee directive; the issue is that if that directive is also going to deter people from taking up such responsibilities, we also get affected,” he said.  

    Meanwhile, Dr Kuma-Aboagye has highlighted the concerning rise in brain drain within the health sector, revealing that the GHS had lost approximately 4,000 nurses nationwide over the past three years.

    BoG doles out a colossal GHC2.5bn to banks to avert DDEP-driven collapse

    Government has released GH¢2.5 billion to certain banks through the Ghana Financial Stability Fund (GFSF), according to the Governor of the Bank of Ghana (BoG), Dr. Ernest Addison.

    He disclosed this information during the 116th regular meeting of the Monetary Policy Committee (MPC), where discussions included global and macroeconomic developments, as well as an assessment of the economy and risks related to inflation.

    The funds are intended to assist banks in overcoming financial challenges associated with the Debt Service Suspension Initiative (DDEP).

    The Ministry of Finance initiated the disbursement under this program in the previous year, established by the government to alleviate the financial impacts of the DDEP.

    This initiative is part of Ghana’s three-year $3 billion Extended Credit Facility (ECF) program with the International Monetary Fund (IMF), signed in 2022 to provide balance of payment support, restore macroeconomic stability, spur growth, and address the country’s increasing public debt.

    While the specific banks benefiting from the GFSF were not mentioned by Dr. Addison, he highlighted that, despite challenges, the banking industry remained robust and profitable. The sector’s performance improved, with ongoing recapitalization efforts by shareholders and support from the GFSF contributing to its stability, as indicated by the latest stress tests.

    “As at the end of 2023, the data shows that the banking sector re­mains stable, liquid, and profitable. Profitability improved for the sec­tor from the loss position record­ed in the 2022 audited accounts, reflecting sustained increases in net interest income and fees and commissions,” the Chairman of the MPC stated.

    He said the industry’s balance sheet was generally strong, un­derscored by increased assets in December 2023, funded largely by deposits.

    “Key financial soundness indica­tors remained broadly positive with the Capital Adequacy Ratio (adjust­ed for reliefs) above the regulatory minimum, while liquidity and profitability ratios were higher in December 2023 compared to the same period last year,” Dr Addison stated.

    Dr. Ernest Addison, the Governor of the Bank of Ghana, reported that the Non-Performing Loan (NPL) ratio increased in 2023 due to general repayment challenges faced by borrowers. This development reflected the impact of macroeconomic challenges encountered in 2022.

    Regarding the recapitalization of banks, Dr. Addison stated that some banks were ahead of the 2026 recapitalization deadline, and some had already sought additional funds from their shareholders to bolster their capital.

    He emphasized that the Bank of Ghana did not have concerns about the capital levels of the banks. According to him, the profits declared by the banks in the previous year were sufficient to meet their capital requirements.

    “The Bank is closely monitoring the capital restoration efforts of the banks in line with approved plans, including through support from the Ghana Financial Stabil­ity Fund. It is expected that early recapitalisation and effective risk management by banks will help promote overall banking sector stability and resilience and ensure effective financial intermediation to strengthen the economic recovery efforts,” Dr Addison said.
