Chairman Wontumi spotted at Manhyia for meeting with Kumasi Traditional Council

A video on social media platform, X, indicates that Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, widely known as Chairman Wontumi, has arrived at Manyhia Palace to engage members of the Kumasi Traditional Council on allegations of derogatory remarks levelled against him.

Chairman Wontumi has been on the wanted list of the second-highest decision-making body of the Asante Kingdom, comprising traditional leaders.

On Thursday, January 22, 2024, the Kumasi Traditional Council directed the NPP, led by its General Secretary, Justin Frimpong Kodua, to produce Chairman Wontumi for an appearance regarding alleged derogatory remarks against the Asantehene.

This directive follows a confrontation between Mr. Antwi Boasiako and the Kokosohene, Nana Kwaku Dua, during the recent vetting of parliamentary aspirants in the Ashanti region.

Despite Chairman Wontumi’s denial of the accusations, he was invited by the traditional council for a hearing, which he failed to attend citing health reasons.

The NPP national leadership, seeking more time, appeared before the Council and was instructed to ensure Chairman Wontumi’s presence within one week.

An invitation letter signed by the Registrar of the Council, Kwame Adusei Agyemang, has been issued to Nananom for the meeting scheduled on Monday, January 29, 2024, at 11:00 a.m. Chairman Wontumi, despite citing health issues for missing the initial invitation, was seen at the NPP’s Parliamentary Primaries on Saturday, January 27, 2024, claiming to be in good health.

The attendance of Chairman Wontumi at Monday’s meeting earlier in the day was in doubt. But reports indicate that he is with a delegation including the Minister of Parliamentary affairs, Osei Kyei-Mensah-Bonsu, NPP National Chairman Stephen Ntim, and the party’s General Secretary Justin Frimpong Koduah (JFK), at Manhyia.

Controller and Accountant General fails to honour PAC invite

Controller and Accountant General, Mr. Kwasi Kwaning-Bosompem, chose to abstain from appearing before the Public Accounts Committee (PAC) on Monday, January 29, following his recent defeat in the parliamentary primary.

Scheduled to address pertinent questions before the Committee, Mr. Kwaning-Bosompem was noticeably absent when proceedings commenced. The Deputy Finance Minister, Abena Osei Asare, conveyed that the Controller and Accountant General couldn’t attend due to unforeseen circumstances.

Despite this explanation, the committee insisted on Mr. Kwaning-Bosompem’s presence to address critical questions. Although the Controller and Accountant General sent his three deputies as representatives, some committee members rejected this and demanded his personal attendance.

However, PAC Chairman James Klutse Avedzi ruled that the committee should proceed with the hearing.

Mr. Kwaning-Bosompem suffered a defeat in the Akim Swedru parliamentary primary on Saturday, securing 94 votes against the incumbent MP Kennedy Osei, who received 194. Despite endorsements from high-profile personalities, his decision to enter politics faced opposition, with calls for his resignation or removal from office.

The Alliance for Social Equity and Public Accountability (ASEPA) Ghana demanded his immediate removal, alleging a breach of the Civil Service Act, PNDC Law 327. Additionally, MP Rockson-Nelson Dafeamekpor filed a lawsuit against Mr. Kwaning-Bosompem on January 10, 2024.

Recently, SLEMFIT (mineral water and purified water), produced by Twellium Industrial Company Limited, became a topical issue after the Food and Drugs Authority (FDA) issued a public caution regarding the presence of an unregistered bottled water named SLIMFIT mineral water in the market.

The two products appeared identical, with the exception of the name. After the FDA’s announcement, a video of two unidentical SLEMFIT mineral water bottles surfaced on social media.

The textures of the two products bearing the same name are different, as one is more transparent than the other. According to the orator, the more transparent product is authentic, while the more translucent product is fake.

Belgian-based Ghanaian athlete Evans Aryee has achieved a remarkable feat by setting a new Guinness World Record for the fastest 400kg incline frame carry over 10 meters.

This extraordinary accomplishment took place during the filming of Lo Show Dei Record in Milan, Italy, on January 26, 2024. Aryee completed the challenging task in an impressive 8.07 seconds.

Notably, Evans Aryee is an alumnus of Adisadel College, graduating in 2015, and during his time at the Cape-Coast based high school, he served as the Dining Hall Prefect.

This achievement adds to the recent trend of Ghanaians attempting to break world records. The Guinness World Record is currently evaluating submissions from Afua Asantewaa for the longest sing-a-thon and cook-a-thon.

Other Ghanaians have also expressed their intentions to set records in various categories, including the longest speech, longest time standing, kiss-a-thon, among others.

Over 6,800 trained teachers graduate from UCC

The University of Cape Coast (UCC) celebrated the graduation of 6,819 students from the Institute of Education within the College of Education Studies.

The graduation ceremony consisted of two sessions, with the first session comprising 2,873 students who completed five-semester sandwich programs in education.

The second session included 3,946 graduates who participated in three-semester programs and were also beneficiaries of the Ministry of Finance’s Ghana CARES Obantanpa TUC Programs.

Among the graduates, there were notable achievements, with 578 students graduating with first-class honors, 3,493 with second-class upper honors, 1,946 with second-class lower honors, 581 with third-class honors, and 229 with passes. Mr. Eric Osei was recognized as the overall best student with a Grade Points Average (GPA) of 3.97, receiving a laptop, an undisclosed amount of cash, and a plaque.

During the ceremony, Professor Johnson Nyarko Boampong, the Vice Chancellor of the University of Cape Coast, encouraged the graduating teachers to embrace technological and innovative teaching methods to make a meaningful impact on their students.

He emphasized the importance of staying informed about educational policies, adapting to changes, and enhancing communication and instructional techniques.

The Vice Chancellor also highlighted the significance of building rapport and demonstrating empathy towards students to create a friendly academic environment conducive to students reaching their full potential.

The Vice Chancellor acknowledged the positive strides in infrastructural development at the University of Cape Coast (UCC) but highlighted a deficit, particularly in students’ accommodation on campus. This shortage has forced many students to seek housing in hostels and apartments around campus, leading to an increase in theft and robbery incidents. The Vice Chancellor expressed the school’s commitment to addressing the accommodation challenge through collaboration with the UCC branch of the Ghana Universities’ Staff Superannuation Scheme, aiming to find sustainable solutions.

Professor Boampong outlined achievements in the College of Education Studies, including mentoring other Colleges of Education, organizing development programs for in-service teachers, and participating in initiatives like the Ghana CARES Obatanpa program for non-professional teachers in private schools. The college has also undertaken projects to improve teaching and learning in selected low-performing basic schools in Cape Coast.

He proudly mentioned UCC’s position as the top-ranked university in Ghana and West Africa, and among the top 10 in Africa. The Vice Chancellor emphasized the university’s commitment to strategic partnerships to consolidate its achievements.

Prof. Boampong appealed for a violence-free campus during the 2024 general elections, urging tolerance among the university community. He emphasized the potential dangers associated with conflicts and war. The valedictorian, Mr. Osei, encouraged his fellow graduates to continue adding value to themselves and using their knowledge and skills for the benefit of society.

2023 AFCON: Bayo scores to take Guinea to quarter-final stage

Mohamed Bayo secured a dramatic last-minute victory for Guinea, propelling them into the Africa Cup of Nations quarter-finals with a 1-0 triumph over 10-man Equatorial Guinea.

The match appeared headed for extra time until Bayo headed in Ibrahim Diakite’s cross with just 22 seconds remaining in the last of eight minutes of stoppage time.

The game witnessed a prolonged VAR check, resulting in Equatorial Guinea being awarded a penalty for a foul by Sekou Sylla on Iban Salvador. However, captain Emilio Nsue’s spot-kick struck the base of the post.

The first half was characterized by a lack of goal-scoring opportunities, with an early shot from Bayo narrowly missing the target. The intensity increased in the second half, with Nsue squandering a chance and Guinea having a goal disallowed for offside.

The dynamics shifted when Equatorial Guinea’s Federico Bikoro received a red card for a high-footed challenge, reducing them to 10 men. Despite the numerical advantage, Guinea struggled to capitalize. Equatorial Guinea had an opportunity to take the lead from the penalty spot, but Nsue’s shot hit the post.

Guinea’s numerical superiority didn’t translate into clear chances until Bayo’s late heroics. His well-timed header secured the victory and a spot in the quarter-finals, ending a tense encounter in Abidjan.

Senior staff of universities dismiss NLC’s directive to call off strike

The Senior Staff Association of Public Universities is standing firm on the continuation of their strike, disregarding the directive from the National Labour Commission (NLC) to suspend the industrial action.

Leadership within the Association asserts that they must first convene and hold discussions with their members before deciding on any unilateral decision to end the strike.

National Chairman of the Association, Isaac Donkoh, emphasized in an interview with Citi FM that they are committed to prioritizing the interests of their members and will not be rushed into making any decisions that may be unfavorable to their cause.

“We are still on strike at the moment. So we are expecting that engagement, and we hope and pray that the engagement will yield some positive results. Unfortunately, we planned to meet last week Friday, but we couldn’t convene.”

“So we are planning to schedule a meeting within the week before we meet the government. So we are yet to meet and decide,” he said.

The National Labour Commission (NLC) issued a directive on Thursday, January 25, instructing the Teachers and Educational Workers’ Union (TEWU), the Senior Staff Association of Public Universities, and the Federation of Universities Senior Staff to immediately cease their ongoing strike.

The NLC argued that addressing the various demands presented by the striking teacher unions would only be feasible if the unions comply with this directive. Following a meeting with the unions, Ofosu Asamoah, the Executive Secretary of the NLC, reported progress in addressing some of the concerns raised by the unions.

However, the NLC reiterated that the resolution of the remaining outstanding issues is contingent upon the unions calling off their strike action.

Meanwhile, the Association is expected to meet with the NLC on Thursday, February 1.

The ongoing strike by teacher unions, including the Teachers and Educational Workers’ Union (TEWU) of the Trades Union Congress, the Senior Staff Association of Public Universities, and the Federation of Universities Senior Staff, was initiated in protest against the government’s perceived negligence of issues related to pensions and the alleged unjust termination of their overtime allowances.

DR Congo beats Egypt to book quarter-final slot in 2023 AFCON

In another heartbreak for Egypt at the Africa Cup of Nations, DR Congo advanced to the quarter-finals after a dramatic penalty shootout, with goalkeeper Lionel Mpasi scoring the winning penalty.

The Pharaohs, who had experienced a spot-kick defeat to Senegal in the 2021 final, faced a similar fate after a 1-1 draw in regular and extra time, ultimately losing 8-7 on penalties.

Mostafa Mohamed, filling in for the injured Mohamed Salah, continued his goal-scoring form with his fourth goal in as many matches, equalizing from the spot after Meschack Elia’s opener. Egypt had to endure extra time following Mohamed Hamdy’s 97th-minute red card.

Despite Mohamed missing a penalty in the shootout and goalkeeper Mohamed Abou Gabal also faltering, DR Congo’s Mpasi remained composed, securing a place in the quarter-finals against Guinea.

The match saw early threats from Elia for DR Congo, with Egypt’s Ahmed Hegazi missing a crucial headed chance. Elia later capitalized on defensive lapses to give DR Congo the lead, but Mohamed’s penalty restored parity.

DR Congo had chances through Elia and Cedric Bakambu, while Egypt, despite dominating possession, struggled to create clear opportunities. Ahmed Sayed Zizo and Marwan Attia tested Mpasi in the second half, but neither side could find a late winner.

Egypt’s hopes suffered a setback with Hamdy’s sending-off, and despite DR Congo’s Arthur Masuaku and Samuel Moutoussamy missing chances, the shootout ended dramatically with both goalkeepers taking decisive penalties.

Henry Quartey has no respect for me although I brought him into being – Sheikh I.C Quaye

Former Ayawaso Central MP, Sheikh Ibrahim Cudjoe Quaye, has accused the incumbent legislator, Henry Quartey of gross disrespect.

After casting his vote in the recently concluded primaries, Sheikh I.C Quaye stated that he has been subjected to verbal attacks from Mr. Henry Quartey. He expressed disappointment in the current Ayawaso Central MP, claiming that Quartey has failed to show respect to those who supported and contributed to his political journey.

Furthermore, Sheikh I.C Quaye mentioned that Quartey took the matter to President Akufo-Addo, reporting him for not being in favor of Quartey.

The former MP has decided to support Moses Abor, a participant in the New Patriotic Party’s (NPP) parliamentary primaries for Ayawaso Central and not the incumbent legislator, Henry Quartey.

“He has no respect for anybody. I brought him into being. He doesn’t do any politics. Last year, I got Moses. He (Henry Quartey) has been insulting me all over the place. He went to even report me to the president that I don’t like him,” he said.

Earlier, Moses lodged a formal complaint accusing the Greater Accra Regional Minister, Henry Quartey, of planning to manipulate the upcoming election using unauthorized security personnel.

In a complaint submitted to the Inspector General of Police, Abor, the former NPP Greater Accra Youth Organiser, asserted that Henry Quartey intends to deploy “illegal security personnel” to sway the poll in his favor.

Abor claimed that the Regional Minister plans to use both private security personnel and individuals from the Ghana Police Service who allegedly owe allegiance to him.

According to Abor’s allegations, the objective is to intimidate and harass delegates perceived as supporters of his candidacy on the voting day, scheduled for January 27.

Furthermore, Abor alleged that Henry Quartey and his team have devised an elaborate scheme to tamper with the election results by unlawfully stuffing ballot boxes with pre-marked ballots.

Social media users troll Adwoa Safo for losing Dome Kwabenya seat after serving breakfast to delegates

Incumbent Member of Parliament for Dome-Kwabenya, Sarah Adwoa Safo is currently under public ridicule on social media platform X following the New Patriotic Party’s Parliamentary Primaries.

In a significant upset, Mike Oquaye Jr has delivered a substantial blow to the political aspirations of the current Member of Parliament for Dome Kwabenya, Sarah Adowa Safo.

This outcome transpired during the New Patriotic Party (NPP) parliamentary primaries held on Saturday, January 27, 2024. Michael Oquaye secured an impressive 1,194 votes, overshadowing Adwoa Safo, who garnered 328 votes. The newcomer Sheila Sekyi received 186 votes.

The decisive victory for Oquaye reflects the apparent desire for change among the Dome Kwabenya constituents, as echoed by the sentiments expressed through the votes cast by the party delegates.

For many delegates, Sarah Adwoa’s absence for a year due to personal reasons cannot be easily forgiven and if forgiven, not forgotten.

Now, on X, Adwoa Safo is being trolled. Users are making fun of the fact that despite her many initiatives to win the hearts of her constituents such as throwing them parties, serving them breakfast and snacks, they betrayed her and failed to vote massively for her.

  • Henry Quartey reported me to Akufo-Addo, he has been insulting me – Sheikh I.C Quaye

Henry Quartey reported me to Akufo-Addo, he has been insulting me – Sheikh I.C Quaye

Former Ayawaso Central MP, Sheikh Ibrahim Cudjoe Quaye, has shared insights into why he has decided to support Moses Abor, a participant in the New Patriotic Party’s (NPP) parliamentary primaries for Ayawaso Central and not the incumbent legislator, Henry Quartey.

After voting in the just-ended primaries, Sheikh I.C Quaye noted that he has been the victim of verbal assaults by Mr Henry Quartey.

According to him, the incumbent Ayawaso Central MP has failed to give reverence to the very individuals who made him.

Sheikh I.C Quaye further noted that Mr Quartey went as far as reporting him to President Akufo-Addo for not liking him.

  • Ghana is still broke and in debt distress – IMF

Ghana is still broke and in debt distress – IMF

The International Monetary Fund (IMF) has disclosed in its Staff Report on Ghana, titled “2023 Article IV Consultation,” that Ghana is still in debt distress, with the current position assessed as unsustainable.

“Pending completion of the debt restructuring, the attached Debt Sustainability Analysis (DSA) continues to show large and protracted breaches to the standard thresholds”, the IMF said.

As part of the ongoing debt restructuring efforts and in light of substantial and prolonged breaches to the Debt Sustainability Analysis (DSA) thresholds, the International Monetary Fund (IMF) stated in its Staff Report submitted to the Executive Board that Ghana remains in debt distress. The DSA assessment indicates that the debt remains unsustainable and has not changed since the publication in May 2023.

A meeting between a team from the IMF and the Government of Ghana took place on October 6, 2023, to discuss policies supporting the IMF arrangement under the Extended Credit Facility (ECF) program.

In 2023, the Ghanaian government initiated a debt restructuring program to bring the country’s debt to sustainable levels, a prerequisite for securing the IMF program. The comprehensive debt restructuring strategy aimed to restore a “moderate” risk of debt distress within the IMF-World Bank Debt Sustainability Framework for low-income countries (LIC-DSF).

The restructuring efforts targeted external debt service relief during the program from 2023 to 2026 to address the external financing gap, and domestic debt restructuring was designed to significantly reduce domestic financing pressures.

The International Monetary Fund (IMF) emphasized that the macroeconomic framework serves as the foundation for the Debt Sustainability Analysis. The staff baseline scenario is aligned with the macroeconomic trajectory outlined in the Fund-supported program, aimed at reinstating macroeconomic stability and ensuring debt sustainability in the medium term.

Ghana experienced significant deterioration in its fiscal and external positions due to the impacts of the Covid-19 pandemic, global financial tightening, and the conflict in Ukraine. These external shocks, coupled with existing fiscal and debt vulnerabilities, resulted in a notable increase in both public and external debt. Consequently, Ghana faced challenges accessing international markets in late 2021, and the macroeconomic situation further complicated in 2022, marked by substantial losses.

The Fund highlighted that the large fiscal deficits and the economic slowdown induced by the pandemic led to a surge in public debt from 63.0% of Gross Domestic Product (GDP) in 2019 to 93.3% of GDP by the end of 2022. Domestic debt also reached 50% of GDP in 2022, with 16.0% of GDP held by the Bank of Ghana, while public external debt stood at 43.3% of GDP.

To address these challenges, the authorities have been implementing a comprehensive debt restructuring strategy. The objective is to achieve debt sustainability and a moderate risk of debt distress under the LIC-DSF framework by bringing down both debt stock and flow ratios to their respective thresholds.

This includes “reduction in the PV of total debt-to-GDP and external debt service-to-revenue ratios to 55% and 18%, respectively, by 2028”.

The report was also of the view that the Ministry of Finance should increase its surveillance of debt issuance by State Owned Enterprises and other public entities “Monitor and prevent over collateralization of debt issuance”.

  • Sentuo Oil Refinery in Tema commissioned

Sentuo Oil Refinery in Tema commissioned

President Nana Akufo-Addo in line with government’s robust industrialisation agenda, commissioned Sentuo Oil Refinery Limited, on Thursday, January 26, in Tema.

The operationalisation of the two million barrels per annum refinery is a pivotal step towards securing Ghana’s collective energy future and represents yet another important demonstration of the cooperation between the public and private sectors, one of which has enabled the materialisation of this investment.

Speaking at the event, he said the project, which is scalable to five million barrels per year, upon completion of the second phase, represents not just brick and mortar.

“But a symbol of our determination to shape our destiny, strengthen our economy, reduce our dependence on foreign oil, and inspire investment in our economy. It stands as a testament to the power of innovation.”

Acknowledging the effort of the Chinese promoter, he said, Mr. Xu Ning Quan’s collective effort, over the past 15 years, has not just culminated in the strengthening of the industrialisation agenda of government with the setting up of the refinery, but also with the February 2018 commissioning of the Fujian Sentuo Ceramic Company Limited, a ceramic tile production company working under the 1-District-1-Factory policy, located in Kpone, Greater Accra Region.

With the tile company currently producing, 45 million square metres of tiles per annum, he added that these are “good examples of the excellent relations that the Republic of Ghana enjoys with the People’s Republic of China.”

Aside from providing a stable supply of petroleum products, creating jobs to empower local communities and driving investment in related industries as part of the broader industrialisation agenda, he said the setting up of the refinery will ensure that with all on stream, the country will no longer be solely reliant on external sources for fuel but will harness all natural resources to fuel the nation’s progress.

“By processing our crude oil domestically, we are creating opportunities to add value, transform raw materials into finished products, and increase the competitiveness of our manufacturing sector.

“This refinery stands as a good example of our “Ghana made” (Made-In-Ghana) initiative, where we prioritise local production for the benefit of Ghanaians,” he emphasised.

President Akufo-Addo explains further that, the project highlights the significant role of the petroleum industry in the country’s economic development.

The petroleum industry is a catalyst for innovation, job creation, and technological advancement. By investing in this sector, we pave the way for the development of a robust industrial revolution that will support various sectors, including agriculture, pharmaceuticals, manufacturing, and construction.

He bemoaned the prevalent situation where 97 per cent of our current consumption of petroleum products is imported, resulting in a heavy reliance on external sources.

“This over-reliance not only poses economic challenges such as high cost, and the constant drain on our foreign currency reserves but also limits our ability to control prices and ensure a stable supply,” he added.

That is why, “the establishment of this refinery signifies our commitment to reducing this dependence, achieving self-sufficiency, and driving the growth of our domestic petroleum industry.”

Touching on the prospects of the Tema Oil Refinery, he assured the people of government’s unflinching commitment to the full operationalisation of TOR.

“We will stop at nothing to bring it back on stream so that, together with Sentuo, more and more of our oil will be refined right here in Ghana.”

  • Mahama will defeat Bawumia in 2024 election – Fitch Solutions predicts

Mahama will defeat Bawumia in 2024 election – Fitch Solutions predicts

United Kingdom-based research and data firm, Fitch Solution, is predicting electoral victory for National Democratic Congress (NDC) flagbearer John Mahama in the December 7 presidential election.

According to Fitch’s latest publication on election and risk-related issues in Africa, the current state of the economy will play a significant role in voters’ choices in December.

During a webinar to announce the outcome of its research, Senior Sub-Saharan Africa Country Risk Analyst Mike Kruiniger stated that their findings placed the largest opposition party candidate, John Mahama, ahead of Vice President and NPP flagbearer Dr. Mahamudu Bawumia.

Kruiniger emphasized their anticipation of policy continuity prevailing in the region, with most incumbents expected to secure victories and retain their majorities. The research forecasted significant changes in key markets, specifically highlighting South Africa and Ghana.

“In Ghana likewise, we believe anger over living standards is giving opposition candidate John Mahama a lead in the polls. This marks a shift away from the incumbents preferred successor, that being current Vice President Bawumia

“So again, although we do expect policy continuity to prevail, some important changes will occur and we’ll be monitoring these closely,” he said.

In response to the challenges faced by the NPP, Mike Kruiniger stated that despite the government’s confirmation of its commitment to implementing fiscal reforms in the 2024 budget, they anticipate significant public expenditure overruns ahead of the December election, particularly given that the NPP trails behind in the polls.

“So since the start of the century, public expenditure as a share of GDP increased by an average of three percentage points during election years. And I think that really reflects the government’s tendency – for example, subsidise utilities or implement social welfare programs, really to garner public support in the run-up to general elections.

“So while these expected expenditure overruns will lead to a widening of the budget deficit in 2024, it will also support households financially, so driving up domestic demand that way and also supporting headline economic growth,” he said.

Commenting on the likely winner of the December general elections, Mike Kruiniger emphasized that their core view maintains the opposition NDC is best positioned to secure a victory.

He explained that a closer examination of polling data suggests that the economy and economic management will be central issues for voters during the election. This, he said, is expected to provide the NDC with an advantage, considering that the recent economic downturn occurred under NPP leadership.

“In addition to that, recent polls around voting intentions give John Mahama, the leader of the NDC, a favourable lead. So for further supporting our view that the NDC victory is most likely in December,” he said.

But despite the prediction of electoral victory for the NDC, Fitch is warning of potential instability in the sub-region due to activities of insurgence operating in Burkina Faso and Mali.

“So as a little bit of context, over the past ten years, these Sahelian countries have become really the global flashpoint for Islamic insurgencies and this presents clear risks for neighboring countries like Cote d’Ivoire, Ghana, Togo, Benin.

“Now, we believe these risks will be compounded by the removal of UN peacekeeping forces from Mali in 2024, which is likely to create a power vacuum in the region, which we believe militant groups are likely to compete for and fill, creating clear spillover effects and negatively impacting some of the region’s fastest-growing countries, like, for example, Cote d’Ivoire or Ghana.

“So overall, we believe that West Africa will be an important monitoring point for security risks in 2024,” the Senior Sub-Saharan Africa Country Risk Analyst for Fitch Solutions, Mike Kruiniger said.

  • Pay your debt on time and stop borrowing – IMF tells gov’t

Pay your debt on time and stop borrowing – IMF tells gov’t

The International Monetary Fund (IMF) has cautioned the Ghanaian government to strictly restrict borrowing on non-concessional terms and ensure timely debt payments.

The Fund also suggested that the authorities should formulate and disclose a medium-term debt management strategy and an annual borrowing plan following the completion of external debt restructuring.

In its 2023 Article IV Consultation, the IMF acknowledged the government’s commitment to the fiscal objectives of the program and its readiness to implement contingency measures if necessary.

“Specifically, on the revenue side, some of the measures identified in our MTRS could be brought forward in case of unexpected underperformance,” the IMF added.

On the spending side, the IMF noted that the budget allocations for Ministries, Departments, and Agencies (MDAs) would be reduced during the year if necessary.

Despite expressing concerns, the IMF acknowledged that Ghana’s program has remained on track, with all indicative targets being met.

“All quantitative performance criteria for the first review and almost all indicative targets and structural benchmarks were met”.

The staff report added that Ghana is on track to reduce the fiscal primary deficit on a commitment basis by approximately 4 percentage points of Gross Domestic Product in 2023, aligning with the authorities’ commitments under the Fund-supported program.

It further stated that spending has remained within program limits, and on the revenue side, Ghana has achieved its non-oil revenue mobilization target.

It said sound policies and reforms should foster recovery and further reduce inflation over the medium term, adding, “downside risks include slippages in programme execution, delays in restructuring debt, and a deterioration in the external environment.”

“The authorities have reoriented their macroeconomic policies, made progress in restructuring their debt, and initiated wide-ranging reforms,” the IMF concluded.

Managing Editor of the Insight Newspaper, Kwesi Pratt Jnr, has ridiculed some New Patriotic Party (NPP) Parliamentary aspirants who have sought the assistance of numerous pastors and those who used unconventional methods ahead of the party’s primaries.

In an interview on Peace FM, he humorously highlighted some amusing circumstances that certain aspirants have found themselves in.

“The primaries has become scary. There are those who are now suffering from running stools. Others are super scared,” he said.

According to Mr Pratt, these actions will not be necessary if one diligently worked to ensure constituents are taken care of.

“But if you duly served, you do not need 10 pastors to lay hands on you to be victorious. Your work will tell but if you did not go and work, you can bring 2000 pastors, and still lose.

At inauguration ceremony of the Santuo Oil Refinery. the Energy Minister Dr. Mathew Opoku Premier (NAPO) extended an invitation to foreign investors to participate in the energy sector, aiming to enhance productivity. He commended the Santuo Group for its substantial investment in the Santuo Oil Refinery.

Initially processing 40,000 barrels of oil daily, the Santuo Oil Refinery aims to gradually increase its capacity to 100,000 barrels per day in its first phase.

Xu Ning Quan, the Executive Chairman of Santuo Group, expressed gratitude for the collaborative efforts involving government institutions and traditional authorities that facilitated the establishment of the Santuo Oil Refinery.

“In 2012 the Asantehene sent Tepahene to come and pick me up from Accra to see him,” lawyer Ampaw said explaining how the Asantehene sought his assistance for a campaign to fight negative disinformation.

It appears Lawyer Ampaw is calling the bluff of the Kumasi Traditional Council who have pledged to get to the bottom of the controversy featuring Chairman Wontumi.

Already, the lawyer has announced his intention to drag an Ashanti Chief to court over a remark made as the controversy unfolds.

The Divisional Heads of the Kumasi Traditional Councilagain have expressed indignation about the purported use of two of Kumasi-based radio stations owned by Chairman Wontumi by Maurice Ampaw, to further denigrate chiefs in the Ashanti region.

Meanwhile, Lawyer Ampaw has made it known that he will not be meeting the Kumasi Traditional Council on Monday, January 29, 2024, due to their biased position.

  • Prevalence of C-section during childbirth on the rise – GHS

Prevalence of C-section during childbirth on the rise – GHS

The Ghana Health Service (GHS) has expressed concerns regarding the notable increase in cesarean section (C-section) deliveries in the country.

According to the 2022 Ghana Demographic and Health Survey (GDHS), one in five births now occurs through C-section, surpassing the World Health Organization’s (WHO) recommended benchmark of 15%. The national rate stands at 21%, raising apprehensions about potential overuse and associated health risks.

The GDHS data underscores that one out of every five women delivers through C-section, signaling a significant deviation from recommended standards and prompting worries about overuse and its potential health implications.

Efforts to address this issue may involve targeted interventions, including improved maternal education on delivery options and enhanced training for healthcare providers to ensure appropriateness in decision-making.

Deputy Director of Reproductive & Child Health at GHS, Dr. Chris Opoku Fofie, emphasized the importance of ensuring that C-sections are administered to those who genuinely need them, rather than being employed as a universal remedy for all women.

Conducted since 1998, the GDHS is led by the Ghana Statistical Service (GSS) in collaboration with the Ministry of Health, the GHS, and other stakeholders.

The survey aims to provide valuable information for program managers and policymakers to evaluate and enhance existing health programs.

The latest survey was conducted between October 17, 2022, and January 14, 2023, and included a nationally representative sample of women and men aged 15 to 49 years and 15 to 59 years, respectively.

  • National House of Chiefs calls for united front to fight illegal mining

National House of Chiefs calls for united front to fight illegal mining

The National House of Chiefs has restated its call for the government to implement comprehensive measures to effectively combat the problem of illegal mining in the country.

Emphasizing the importance of a collective effort, the House underscored the need for all stakeholders to be actively involved in the fight against illegal mining, urging that it should be free from political considerations.

During a meeting in Kumasi, officials from the Environmental Protection Agency (EPA) were invited to engage in discussions aimed at finding lasting solutions to the issue.

President of the National House of Chiefs, Ogyeahoho Yaw Gyebi II, used the occasion to highlight the significant role that chiefs can play in addressing the challenge of illegal mining in Ghana.

“This meeting is long overdue, but it is better now than later because I strongly believe that if Nananom are included and empowered in the fight against galamsey, we can be assured of more effective results. Illegal mining has resulted in environmental degradation, including deforestation, pollution of water bodies and rivers, and soil erosion. Illegal miners also use toxic chemicals and heavy metals including cyanide, mercury, sulphuric acid, and lead, which have negative effects on individuals and must therefore be stopped.

In response to the National House of Chiefs’ call for comprehensive measures against illegal mining, the Chief Executive Officer of the Environmental Protection Agency (EPA), Henry Kwabena Kokofu, acknowledged that the military-led approach has not been entirely successful.

He expressed the view that collaborating with traditional authorities would be a pivotal game-changer in the fight against illegal mining.

“We do know that governments upon governments have taken steps over the years to initiate several policies and programs in an attempt to curb illegal mining including the use of the military and other security agencies, but it seems not to be getting results, so this encounter is to solicit the wisdom of nananom to help us deliver on what we are targeting in the fight against illegal mining.”

Political campaigns set to be banned in Ashaiman over bad roads

Upset residents of Ashaiman, near Tema in the Greater Accra region, are issuing a caution to politicians against campaigning for votes in the municipality.

The residents attribute their stance to what they perceive as eight years of neglected road infrastructure. Despite their pleas and multiple demonstrations drawing attention to the poor state of the roads, no improvements have been made.

The warning from the frustrated residents was explicitly conveyed during a road rehabilitation initiative led by the Member of Parliament for the area, Ernest Norgbey, on January 25, 2024.

The residents emphasized that politicians should abstain from political campaigns until the roads receive full rehabilitation, underscoring the urgency and priority they place on the improvement of the local road infrastructure.

Francis Azorliade, a resident, asserted that “If they neglect Ashaiman’s roads, no political party should dare to campaign here. We are prepared to sacrifice for our people.”

He added, “Our message goes out to the NPP, NDC, PPP, and all political parties: Address the roads in Ashaiman, or refrain from campaigning here, period!”

A 38-year-old mother of three and a petty trader along the VALCO Flats to Lebanon road highlighted daily struggles with dust due to the deplorable state of the road. She lamented, “They only pay attention during elections; hence, we’ve decided not to vote.”

In response to the high levels of air pollution, discomfort experienced by the motoring public, and prolonged gridlocks faced by Ashaiman residents, MP Ernest Norgbey has taken the initiative to reshape four kilometers of the most deteriorated portions of the municipality’s extensive 160-kilometer road network.

During the road reshaping, MP Norgbey said, “I have received numerous complaints about the deplorable state of the roads. I feel their pain, having used these roads myself. Despite demonstrations and raising the issues in Parliament, the assembly and government remain unresponsive.”

“I cannot sit idly while my people suffer, so I have decided on a temporary reshaping of four or five kilometers of the road. I hope and pray that when the NDC government assumes power, the 166 km of roads in the municipality will be tarred,” assured Ernest Norgbey.

In addressing the residents’ concerns regarding the ban on politicians campaigning in Ashaiman due to the poor state of roads, MP Ernest Norgbey expressed the belief that the National Democratic Congress (NDC) should be an exception. He urged residents to direct their frustration towards the sitting government, emphasizing the perceived denial of Ashaiman’s fair share of national resources.

Norgbey encouraged residents to lend their ears to him and John Dramani Mahama, assuring them of decisive action if the road conditions in Ashaiman continue to be neglected.

The residents, in turn, have pledged to disrupt any electoral process if significant improvements are not made to the state of roads before the general elections later this year.

Believing it was a police check, he slowed down, only to fall victim to the robbery.

A 25-year-old man, identified as Richard Manu, has been accused of beheading his father, Kwaku Manu, in Assin Akrofuom in the Assin South District of the Central Region.

The suspect, also known as Azonto, alleges that his father, the victim, spiritually exchanged his prosperous destiny with that of his twin senior brother, prompting the attack.

Following the beheading, the suspect reportedly inflicted cutlass wounds on his mother and other family members present in the house during the incident.

An eyewitness told Adom News “I was asleep when my wife shouted my name.”

“I came out only to find the man slashing his father. So I took a stick, but he threatened to cut me and so I ran out to seek help. When I returned, police patrol cars had already arrested him,” Kojo narrated.

Kojo added that “He [the suspect] and his dad got along well; they don’t have any grudges. They even sleep together.”

The suspect, who was rescued by the police from a potential lynching, is currently undergoing treatment at the St. Francis Xavier Hospital in Assin Fosu under police guard.

Okyeame Kwame Amankrah, the suspect’s uncle and the Akyeamehene of Assin Akrofuom, who also experienced the attack, expressed shock at the development.

NPP acclaims John Kumah as Ejisu Parliamentary candidate

The Church of Pentecost auditorium in Ejisu was filled to capacity on Wednesday, January 24, as chiefs and constituents gathered for an acclamation ceremony honoring the Member of Parliament for Ejisu, John Ampontuah Kumah.

Having secured an uncontested victory in the New Patriotic Party’s (NPP) Parliamentary primaries, Mr. Ampontuah Kumah fulfilled the party’s constitutional requirement of an acclamation.

Notably, as the Deputy Finance Minister, he stands as the first incumbent MP in the Ejisu Constituency to go unopposed.

Additionally, he is one of five NPP MPs in the Ashanti Region who faced no contest in the party’s Parliamentary primaries.

The acclamation event, overseen by officials from the Electoral Commission and attended by NPP regional executives, formally designated Mr. Ampontuah Kumah as the party’s candidate for the upcoming 2024 Parliamentary elections.

Expressing gratitude to constituents after the acclamation, Mr. Kumah acknowledged their support, highlighting that going unopposed reflects the positive impact he is making in Ejisu. He reaffirmed his commitment to ongoing initiatives aimed at empowering the youth, advancing infrastructure development, and advocating tirelessly for the constituency’s progress in Parliament.

“We are not just going to work in Ejisu, the entire Ashanti Region is going to be on our shoulders, and we are going to make sure to work hard to break the 8.”

“We are going to do that through One on One, room-to-room campaign, Church-to-Church campaign, Mosque-to-mosque campaign, and it will be hard work from now until we meet the target,” he said.

  • NSS personnel in Central Region paid GHC155 instead of GHC715 – NASPA president

NSS personnel in Central Region paid GHC155 instead of GHC715 – NASPA president

Tema Metro National Service Personnel Association (NASPA) President, Hamidu Apandago Mahamadu, has revealed the awful circumstances personnel in the Central Region are going through.

According to Mahamudu, in September 2023, service personnel in the region were paid GHC155 as allowance instead of the approved GHC715.57.

When Hamidu Apandago Mahamadu was asked why, he replied, “we cannot tell”.

He revealed that the Central Regional Executive, Cape Coast Metro President wrote to management to address the matter, “but they didn’t get any response to that.”

“They wrote to the Regional Level and it also came to the attention of the National President. There was no response. That’s the challenge of national service. The personnel keep complaining and no one listens to them. Even if you go to the headquarters, the receptionist there, the lady will tell you to write your name and ask you to go,” he added.

In July 2023, Management of the National Service Scheme (NSS) secured government approval for upward adjustment of monthly allowances for National Service Personnel from GHS559.04 to GHS715.57, with effect from January, 2023.

The approval, which was contained in a letter dated 18th July, 2023 and signed by the Deputy Minister for Finance, Hon. Abena Osei-Asare (MP), was as a result of series of engagements between National Service Scheme, Fair Wages and Salaries Commission, and the Ministry of Finance.

For over 5 years, service personnel received GHC559, thus the news was welcomed. But after this news, NSS personnel continue to criticise the government for delay in payment of allowance.

Sources close to The Independent Ghana indicate that in some government institutions, 2023-2024 NSS personnel have not been paid for about 3 months.

A continent that has every natural resource imaginable; oil, gas, minerals and an abundance of sunlight. We have some 65 per cent of all arable land available to feed 9 billion people globally by 2030 and our continent is filled with the most youthful population in the world –everything we need to transform Africa into a global powerhouse of the future,”

“I’m now encouraged that Africa now has a private sector that is ready, deliberate and eager to see that the 60-year-old dream of the United Africa manifests. The difference perhaps, of the then and today is that the focus is on an area where there can be no debate –economic integration.

“How we facilitate the free movement of people, goods and services across this vast and resourceful mass Africa is what we must devote our energies to.”

Ghana Boundary Commission to replace destroyed pillars in Oti Region

The Ghana Boundary Commission has launched a sensitization program in preparation for its reaffirmation exercise, aimed at replacing damaged boundary pillars in the Oti Region.

Maj Gen Emmanuel Kotia, the National Coordinator of the Commission, highlighted the significance of community support during the sensitization program.

He stressed the importance of involving various stakeholders, including traditional leaders, political figures, clergy, and other community members in the reaffirmation process.

“It requires the support of the traditional rulers, community leaders, civil societies, youth organisations, opinion leaders, media, members of parliament, local authorities and all organisations living along the boundaries to carry out the message.”

The reaffirmation initiative is geared towards providing a clear definition of Ghana’s boundaries with Togo. The primary objectives include preventing disputes between the two countries and enhancing the existing boundary lines for better clarity and accuracy.

“…the only thing is the reaffirming of the existing boundary lines so that we can improve upon it. That is the exercise we are undertaking,” he said.

Major Kotia, during the sensitization program, urged collaboration with district border committees. He emphasized the importance of seeking assistance from these committees in identifying any tampered or removed pillars associated with the boundary markers.

“We will also be happy to gain historical information so far as the boundary pillars are concerned. To help us so far as our archives are concerned,” he added.

The technical team is set to commence work three weeks after the sensitisation programme.

Comply with the delegates’ decision – Bawumia to NPP Parliamentary aspirants

The New Patriotic Party’s (NPP) Flagbearer, Dr Mahamudu Bawumia, has extended his best wishes to all aspirants participating in the upcoming NPP parliamentary primaries.

Dr Bawumia emphasized that undertaking such a venture requires hard work, sacrifice, and determination to serve the people.

The NPP is scheduled to hold elections to select parliamentary candidates for various constituencies, including those with sitting Members of Parliament, on Saturday, January 27.

In his message, the Vice President urged party members to conduct themselves in a manner that aligns with the principles underlying the party’s democratic culture, specifically emphasizing the values of freedom, fairness, and peace.

“We are all responsible for ensuring the integrity of our party’s electoral system and ensuring compliance with the decisions of the delegates of our party,” he said.

Furthermore, Dr. Mahamudu Bawumia advised party members to transcend personal interests and minor disagreements.

The Vice President underscored the need for a united front emerging from the primaries, with the ultimate goal of securing victory for the New Patriotic Party in the 2024 elections.

“The election of December 2024 is crucial for our party and nation,” adding, “The NPP needs to come out of this process strengthened, united, and ready to deliver victory in 2024.”

“The party and their constituents have expressed confidence in their leadership. I, therefore, entreat them to justify their confidence by working with all stakeholders to deliver their constituencies in the presidential and parliamentary polls,” he said.

  • Vodafone announces rebranding, set to identify as Telecel

Vodafone announces rebranding, set to identify as Telecel

Vodafone Ghana is on the verge of a rebrand, signaling a shift to Telecel Ghana, according to a recent social media post.

This move follows the National Communication Authority’s approval of Telecel’s acquisition of Vodafone Ghana a year ago.

In 2023, Joe Anokye, the Director-General of NCA, confirmed Telecel’s majority shareholder status, with the Government of Ghana holding a 30% minority stake via the State Interests and Governance Authority (SIGA).

After operating under the Vodafone brand for an extended period, the impending rebranding is set to redefine the company’s identity in the telecommunications sector.

The impending rebranding of Vodafone to Telecel coincides with MTN Ghana recently being designated as a Significant Market Power (SMP), a move aimed at fostering a more equitable playing field within the industry.

Over the past two years, this designation for MTN Ghana has resulted in asymmetrical savings of GH¢86.6 million for smaller Mobile Network Operators (MNOs).

The SMP designation, among other objectives, seeks to level the competitive landscape, curbing the company’s influence over profit margins, tariff regulations, and potentially creating barriers for new entrants or smaller players in the market.

Currently holding an 18% share of the mobile telephony market, Vodafone Ghana anticipates that the introduction of Telecel will contribute to a notable expansion in its market presence.
