Former Northern Regional Chairman of the New Patriotic Party (NPP), Daniel Bugri Naabu, has provided an explanation for his decision to record the conversation concerning the alleged plot to remove Inspector General of Police, Dr. George Akufo-Dampare, from his position.
Appearing before a Parliamentary Ad-Hoc Committee, set up by Speaker Alban Bagbin on Monday, Bugri Naabu noted this became necessary as he sought to deliver the recording to President Akufo-Addo.
According to him, only in the face of evidence would the president take his word and not question his integrity.
He explained that not informing the president would have had negative repercussions for the NPP.
“The reason for recording this tape is that they are coming to tell me to go and tell the President something that they know what they are saying, and it is either I don’t go to tell the President and then I and my party suffer for it and if I also go to talk to the President, it is good to tell him the right thing and since I cannot keep everything they were telling me at that point, it was very good to record, and I know the President I go and tell him something, and it turns not to be true, next time he won’t give me respect,” he said.
The leaked tape was not personally recorded by Bugri Naabu.
“I didn’t do it myself, but I called someone to come and do it for me,” he told the Committee.
Background
The recorded conversation hints at a scheme involving an undisclosed individual with influence within the police force, aiming to remove the current Inspector General of Police (IGP), Dr. George Akuffo Dampare. The objective is to replace him with someone more aligned with the ruling party’s interests.
As per the conversation, the alleged plot revolves around securing police support for manipulating the 2024 elections in favor of the ruling NPP, with claims of rigging being made.
While the Minority Members of Parliament (MPs) have strongly objected to this alleged plot, MPs from the Majority side have raised doubts about the authenticity of the recording.
They have also disassociated themselves from any such plot, asserting that the NPP intends to win the 2024 elections through legitimate means.
But the Minority has called for a comprehensive investigation to identify those involved in the conversation, suggesting that they should face legal consequences.
Vice President Dr Mahamudu Bawumia left the camp of Alan Kyerematen shell-shocked after the Super Delegates Conference held on Saturday, August 26, 2023.
At the end of the elections in the Ashanti Region, Dr Bawumia polled 97 votes out of the 121 total valid votes cast. Alan Kyerematen, on the other hand, garnered just 10 votes, whereas Kennedy Agyapong polled 6 votes.
For some experts, this came as a surprise, as the assertion was that the people of the Ashanti Region would side with a native. That was not the case.
Ashanti Regional Chairman of the New Patriotic Party, Bernard Antwi Boasiako, also known as Chairman Wontumi, has shed light on the probable cause for this achievement by the Vice President.
In an interview with Good Evening Ghana’s host, Paul Adom-Otchere, Chairman Wontumi noted that prior to the elections, the people of Ashanti Region had announced their support for the Vice President.
He noted that the condition given to him during the party’s congress that led to his election as Ashanti Regional Chair was for him to support the Vice President wholeheartedly.
“When I was running for elections, I told them. This is the message the people have given me that once I become a regional chairman, I should support the Vice President. You can ask all the constituency executives,” he said.
He alluded to the assertion that the super delegates who voted in favour of the Vice President had the blessing of the delegates who will partake in the November 4 primaries.
New Patriotic Party (NPP) presidential aspirant, Boakye Agyarko, has refuted reports of his withdrawal from the party’s flagbearer race.
It was earlier reported that the former Energy Minister stepped down to allow Francis Addai-Nimoh pick the final slot to contest in the November 4 primaries.
The two tied at the end of the Super Delegates Conference held on Saturday, August 26, 2023.
But in a statement released on August 28, Mr Agyarko clarified that he has not “made any such pronouncements with anyone or any media house.”
According to the party, a run-off election will be held on Saturday, September 2, 2023, to decide which of them will join the primaries.
Mr Agyarko has assured his readiness to battle it out and sail through victorious.
The New Patriotic Party (NPP) has shortlisted five out of the 10 presidential aspirants for the November 4 national congress of the party to elect a flag bearer for the 2024 general election.
Vice President Mahamudu Bawumia won the super delegates conference with a total of 629 votes, representing 68.15% of the total valid votes.

Last week, the parliamentary committee issued a stern warning, stating that it would not tolerate any excuses intended to obstruct or delay its investigative process.
This warning was prompted by Bugri Naabu’s absence during the committee’s initial session, citing ill health as the reason.
However, Chairman of the Committee, Samuel Atta Kyea, has firmly emphasized that they will not entertain excuses from witnesses and expect Bugri Naabu’s full cooperation during the course of the investigation.
“It is not a good enough reason,” Atta Kyea said. “We do not want people who appear before this committee subsequently to be giving excuses to delay our work. I do not believe that it is right and proper that when people are invited to appear before the committee, they have scheduled a time for the committee, it should be the other way around. If you know all the sacrifices people make for the committee, people should be in their constituencies, but they are here. And the witness is the one who is holding us to ransom.”
Speaker of Parliament, Alban Bagbin, established a seven-member committee with the mandate to investigate a leaked audio recording allegedly outlining government plans to oust Inspector General of Police, Dr. George Akuffo Dampare, in an effort to manipulate the 2024 elections.
The committee is led by Samuel Atta-Akyea, a Member of Parliament representing Abuakwa South, and includes Dr. Isaac Lartey Annan, a legal expert and human rights specialist, serving as a technical advisor.
The primary objectives of this committee are to ascertain the authenticity of the leaked recording and to probe the allegations it contains. Additionally, the committee is tasked with formulating recommendations aimed at preventing similar incidents in the future.
A member of Vice President Dr. Mahamudu Bawumia’s campaign team, Alhaji Ali Suraj, has emphasized that the outcome of the New Patriotic Party’s (NPP) Special Delegate Conference on Saturday serves as a significant indicator of the party’s trajectory leading up to the 2024 general elections.
He highlighted the pivotal nature of Dr. Bawumia’s victory, portraying it as a substantial boost for the NPP’s prospects in the impending general elections.
Alhaji Suraj underscored the Vice President’s ability to inspire hope and exude charisma, suggesting that presenting him as a political party leader is a noteworthy consideration.
Speaking to reporters following the official announcement by the Electoral Commission confirming Dr. Bawumia as the winner of the NPP’s Special Delegate Conference held on Saturday, Alhaji Suraj expressed that, as a member of the Vice President’s campaign team, he was not surprised by Dr. Bawumia’s resounding victory, as his message deeply resonated with the party’s delegates.
He added, “We have ten candidates, but you cannot do without them. You have to bring all of them together. Remember, the ballot box itself has spoken for Bawumia, and he is the one carrying all of them on his head. Dr Bawumia has shown that he is the right person to lead the NPP.”
Ali Suraj is confident about Dr Bawumia’s readiness and competence to lead the NPP, and opined that “if he can be number 10 on the ballot and become the first after the election, then it tells you that he was born to be the next President of this republic and the next candidate of the NPP.”
He further emphasized that while Vice President Bawumia has demonstrated hard work, his victory is ultimately seen as the will of God.
Alhaji Suraj pointed out that the election results in the Ashanti Region debunked claims that the NPP was voting along tribal lines, as some members of the opposition party had suggested.
Nevertheless, he appealed to the party’s leadership to mediate with the aspirants, urging them to rally wholeheartedly behind Dr. Bawumia in preparation for the 2024 elections.
In a related development, Electoral Area Coordinators and Constituency Executives from the New Patriotic Party in the Asawase Constituency are urging presidential aspirants to prioritize the party’s collective interests and provide full support to the chosen leader.
According to the party’s Constituency Officers, the primary objective is to secure victory in the 2024 general elections, and they emphasize that the strength of this victory hinges upon the unity of the party’s members.
Presidential aspirant for the New Patriotic Party (NPP), Alan Kyerematen, has expressed displeasure against the brutal assault on his polling agent in the North East Region during the party’s Super Delegates Conference over the weekend.
In a press statement, the aspirant noted that such an incident dents the internal democratic process within the party.
“I would however like to express my deep sorrow about the brutal assault on my polling agent in the North East Region. This is an indelible blot on the integrity of the internal democratic process within the NPP.”
However, Walibe Amos, the Communications Director for the New Patriotic Party (NPP) in the North-East region, has contested the severity of the incident involving the campaign coordinator for Alan Kyeremanten.
In an official press statement, he refuted claims that the agent, Ali Zakaria, was assaulted by supporters of the flagbearer aspirant, Dr. Mahamudu Bawumia.
Mr. Walibe clarified that the event was, in fact, a dispute between the said agent and the regional youth organizer of the party, emphasizing that it did not involve any act of violence by individuals commonly referred to as “thugs.”
Meanwhile, Mr. Kyerematen has conveyed his heartfelt appreciation to the members of the Special Electoral College for choosing him as one of the presidential contenders in the upcoming November 4th primaries.
The former Trade Minister, expressed his gratitude to the God Almighty for His grace and guidance throughout his journey.
Furthermore, Mr. Kyerematen extended his thanks to the delegates, acknowledging their trust and confidence in him.
“I wish to use this opportunity to thank the Almighty God for His grace and mercy in guiding my path this far,” Kyerematen said.
He placed third among the five candidates needed to contest the primaries.

Kyerematen has announced that the A4P Campaign Coordination team is presently in the process of analyzing the outcomes of the Special Electoral College Election. He conveyed that later this week, he intends to address the public, outlining the path ahead for his campaign.

The National Identification Authority (NIA) will today, August 28, resume the registration and issuance of Ghana Cards to Ghanaians aged 15 years and above who are first-time applicants for free.
According to the Authority, this has become possible due to the receipt of 484,000 blank cards from its technical partners, Identity Management Systems II Limited (IMS II) and CalBank PLC following an initiative by the Ministry of Finance.
The exercise will be available at eight out of NIA’s 16 Regional Offices and all 276 District Offices.
NIA Regional Offices where the specified service will not be available are Kumasi, Sunyani, Techiman, Koforidua, Tamale, Ho, Takoradi and Sefwi Wiawso.
This is so because these offices operate NIA’s Premium Registration Service.
According to the NIA, the registration will be carried out in two phases.
The first phase, especially for public sector workers on the government’s payroll, will last ten working days, beginning on Monday, August 28, 2023, and ending on Friday, September 8, 2023.
The second phase will begin on Monday, September 11, 2023 for all Ghanaians aged 15 years and above who have not yet applied for the Ghana Card.
Meanwhile, the NIA says its special registration, the Household and Institutional Registration Service, is still on the table.
The Household Registration costs GHS150.00 per applicant, while the Institutional Registration costs GHS100.00 per applicant along with logistics fees.
The New Patriotic Party (NPP), founded on July 28, 1992, has produced three flagbearers since its creation.
The centre-right and liberal conservative party in Ghana with the symbol of an African elephant has, however, held six elections to select its flagbearer.
During the 1992 Congress, the NPP elected Albert Adu Boahen as its first-ever flagbearer. He garnered 1,121 votes, representing 56.60 percent of the total votes cast.
He competed against five others, namely: Dr. Dsane Selby, John Agyekum Kufuor, Dr. Safo-Adu, J.A Addison, John Kwame Koduah. Peter Ala Adjetey who announced his presidential ambition, did not contest as he withdrew from the race.
Boahen lost to the National Democratic Congress’ (NDC) Jerry Rawlings, but received 30.4% of the votes cast.
In 1996 and 1998, the NPP held another congress. Six individuals contested in both congresses, and John Agyekum Kufuor emerged victor in both with 1,034 votes (51.99%) and 1,286 votes (64.60%) respectively.
In his second attempt, Kufuor contested against Albert Adu-Boahen, J.H Mensah, Dr. Jones Ofori-Atta, Dr. Kwame Safo Adu and Dr. Dsane Selby.
During the 1998 congress ahead of the 2000 general elections, Kufuor stood against Kofi Apraku, Mr Kwame Kodua, Malik Alhassan Yakubu and Joseph Henry Mensah.
No individual stood against John Kufuor ahead of the 2004 general elections as he sought to retain his seat after his 2000 general election victory.

Prior to the 2008 general elections, a super delegates conference was convened to streamline the seventeen aspirants who had thrown their hats into the ring.
The list of contenders included notable figures such as Mr. Yaw Osafo-Maafo, Mr. Kwabena Agyepong, Professor Mike Oquaye (a former Speaker of Parliament), Mr. Hackman Owusu-Agyeman, Dr. Barfuor Adjei-Barwuah, Mr. Jake Otanka Obetsebi-Lamptey, Mr. Daniel Kweku Botwe, Mr. Alan John Kyerematen, Dr. Kofi Konadu Apraku, Nana Addo Dankwa Akufo-Addo (the current President of Ghana), Papa Owusu Ankomah, Mr. Boakye Kyeremanteng Agyarko, Dr. Kobina Arthur Kennedy, Prof. Kwabena Frimpong-Boateng, Alhaji Aliu Mahama (then Vice President), Dr. Kwame Addo Kufuor, and Mr. Felix Kwesi Owusu-Adjapong.
The super delegates conference involved 2,326 delegates representing the 230 constituencies. Of these votes, 2,285 were deemed valid, while 8 were rejected.

Ultimately, Nana Akufo-Addo emerged as the frontrunner with 1,096 votes, accounting for 47.9% of the total votes cast.
The NPP held its congress in 2010 to determine who leads the party ahead of the 2012 general elections. The number of aspirants dropped drastically. Five contenders stood. Nana Akufo-Addo, Frimpong-Boateng, Alan Kyerematen, Isaac Osei and John Kwame Kudua slugged it out.
Nana Akufo-Addo once again took the lead and was elected NPP’s flagbearer with 83,517 votes, representing 78.89% of the votes cast.
Akufo-Addo lost the 2012 presidential race to another NDC presidential aspirant, John Dramani Mahama who was vice to Atta Mills during his administration.
Prior to the 2016 general elections. Only three candidates competed this time. Francis Addai Nimoh, Nana Akufo-Addo and Alan Kyerematen competed.
After voting, Nana Akufo-Addo, secured 117, 413 votes, representing 94.35 per cent to become flagbearer.
This time around, the NPP’s flagbearer, Nana Akufo-Addo, won the 2016 general elections. He beat John Dramani Mahama.
In 2020, Nana Akufo-Addo went unopposed as he sought to retain his seat, which he did by beating John Mahama.

Now, the NPP is yet to elect its flagbearer for the 2024 general elections.
The NPP will hold its second superdelegates conference tomorrow, Saturday, August 26, to trim down the number of its aspirants from 10 to 5.
On the ballot, Member of Parliament for Assin Central, Kennedy Agyapong appears first, followed by former Trade Minister Alan Kyerematen in the second position. Essikado-Ketan MP Joe Ghartey comes in at number three, Energy Expert Kwadwo Poku at number four, and Dr Afriyie Akoto, former Minister for Food and Agriculture will take the fifth position.

Also, former NPP General Secretary Kwabena Agyei Agyepong will be sixth on the ballot, Former member of Parliament for Mampong Constituency Addai Nimo takes the seventh slot, followed by former Trade Minister Dr. Kofi Konadu Apraku at number eight. Mr. Kyerematen Agyarko, a former Energy Minister, is at number nine and lastly, the Vice President, Dr Mahamudu Bawumia is at number 10.
The elected five will slug it out at the party’s primaries to be held in November, where NPP’s flagbearer to contest NDC’s John Dramani Mahama will be elected.
Former Minister for Regional Cooperation, Dr. Kofi Konadu Apraku, is a seasoned politician with a long-standing presence in Ghanaian politics dating back to the 1990s.
He is a prominent figure within the ruling New Patriotic Party (NPP) and has made multiple attempts to secure the party’s flagbearer position in his pursuit of becoming president.
Despite previous unsuccessful attempts, he remains resolute in his goal and is making another bid for the presidency this year.
Let’s take a look at his performance in his past endeavours.
In NPP’s 1998 Congress, Dr Kofi Apraku, contested for the flagbearer position for the very first time ahead of the 2000 general elections. He was among six individuals competing.
His contenders were John Agyekum Kufuor, Nana Akufo-Addo, Mr Kwame Kodua, Malik Alhassan Yakubu, and Joseph Henry Mensah.
A total of 1,993 delegates voted, and in the end, John Agyekum Kufuor was elected flagbearer. He garnered 1,286 votes, representing 64.60 percent.
His closest contender was Nana Akufo-Addo who polled 628 votes, representing 31.64 percent.
Dr Kofi Apraku placed third with 52 votes (2.820%), followed by Kwame Kodua with 8 votes, Malik Alhassan Yakubu, 7 votes, and Joseph Henry Mensah, 3 votes.
John Agyekum Kufuor went on to become Ghana’s president after beating the late John Evans Atta Mills, who stood on the ticket of the National Democratic Congress (NDC).

No individual stood against John Kufuor ahead of the 2004 general elections. Prior to the 2008 general elections, Dr Kofi Apraku gave it another try.

Ultimately, Nana Akufo-Addo emerged as the frontrunner with 1,096 votes, accounting for 47.9% of the total votes cast. Following closely behind was John Alan Kyerematen, who secured 738 votes, constituting 32.5% of the votes cast.
The remaining candidates received varying vote totals, with Aliu Mahama (146), Yaw Osafo Maafo (63), Dan Botwe (52), Papa Owusu Ankomah (34), Owusu-Agyeman (28), Addo Kufuor (22), Mike Oquaye (20), Obetsebi Lamptey (20), Dr. Kofi Apraku (19), Frimpong Boateng (12), Boakye Agyarko (10), Kwabena Agyapong (9), Owusu Agyapong (9), Adjei Barwuah (6), and Arthur Kennedy (1) rounding out the list of contenders.
Since that period until now, Dr Apraku has not made any move with regards to his presidential ambition.
Dr Apraku now competes against nine others who share a similar ambition as his.
The NPP is scheduled to hold its second super delegates conference on Saturday, August 26, with the aim of reducing the number of aspirants from 10 to 5.
On the ballot, Kennedy Agyapong, Member of Parliament for Assin Central, occupies the top position, followed by former Trade Minister Alan Kyerematen in the second position. Joe Ghartey, the MP for Essikado-Ketan, is in the third position, while Energy Expert Kwadwo Poku is listed fourth. Dr. Afriyie Akoto, the former Minister for Food and Agriculture, will be in the fifth position.
Kwabena Agyei Agyepong, former NPP General Secretary, will appear sixth on the ballot, followed by Addai Nimo, former member of Parliament for Mampong Constituency, in the seventh slot. Dr. Kofi Konadu Apraku, a former Trade Minister, holds the eighth position. Mr. Kyerematen Agyarko, a former Energy Minister, is in ninth place, and Vice President Dr. Mahamudu Bawumia occupies the tenth position.
The five candidates selected from this process will compete in the party’s primaries in November, where the NPP’s flagbearer for the contest against NDC’s John Dramani Mahama will be determined.

“After eradicating household poverty, China has been conducting follow up and monitoring in areas where people have nearly escaped poverty and has set a grace period during which other support policies would continue,” he said.
President of the Ghana Chinese Enterprise Chamber of Commerce, Mr. Yang Qun, emphasized that China’s Poverty Alleviation Model is not universally applicable and should be tailored to fit the cultural, institutional, and ideological contexts of individual countries.
Mr. Dan Botwe, the Minister of Local Government and Rural Development, underscored the significance of decentralization through local government structures in ensuring the effectiveness of poverty alleviation interventions.
“No matter the policy, we can best achieve when we go by what the constitution and other laws have suggested, using the Government architecture and make sure that we pursue decentralisation,” he said.
He called for a retrospection to analyse the approach and impact of non-government organisations (NGOS) and government interventions in alleviating poverty in the country.
“What is poverty and when we say we have eradicated poverty, what do we mean and what is the manifestation?” he queried.
Professor Zhang Yongpeng of the China-Africa Institute explained that China’s poverty alleviation model relies on precision in identifying vulnerable households to guide the design of accurate interventions and the management of procedures.
He emphasized that this model works more effectively when national resources for poverty alleviation are concentrated and targeted appropriately.
Professor Alexander Bilson Darku, a Senior Scholar at the Institute of Economic Affairs (IEA) Ghana, suggested that Ghana could set an example for other West African countries if it addressed challenges related to effective targeting and innovative funding.
He also pointed out the significant disparities in access to poverty programs between the northern and southern regions of the country, calling for attention to this issue.
The conference, jointly organized by IEA Ghana and the Chinese Embassy, saw the participation of notable figures such as Justice Emile Short, former Commissioner of the Commission on Human Rights and Administrative Justice (CHRAJ), former Chief Justice Sophia A.B. Akuffo, and former Speaker of Parliament Prof. Aaron Mike Oquaye, among others.
Former Trade Minister, John Alan Kyerematen, officially began his presidential ambition in 2007 when he contested the New Patriotic Party’s flagbearer race.
A super delegates conference was held ahead of the 2008 general election to trim down the seventeen aspirants who contested.
They were Mr Yaw Osafo-Maafo; Mr Kwabena Agyepong; Professor Mike Oquaye (a former Speaker of Parliament); Mr Hackman Owusu-Agyeman; Dr Barfuor Adjei-Barwuah; Mr Jake Otanka Obetsebi-Lamptey and Mr Daniel Kweku Botwe, Mr Alan John Kyerematen; Dr Kofi Konadu Apraku; Nana Addo Dankwa Akufo-Addo (Ghana’s current president); Papa Owusu Ankomah; Mr Boakye Kyeremanteng Agyarko; Dr Kobina Arthur Kennedy; Prof. Kwabena Frimpong-Boateng; Alhaji Aliu Mahama (then Vice President); Dr Kwame Addo Kufuor and Mr Felix Kwesi Owusu-Adjapong.
2,326 delegates from the 230 constituencies voted. 2285 votes were considered valid, whereas 8 were rejected.
In the end, Nana Akufo-Addo topped the pack with 1,096 votes, representing 47.9% of the total votes cast. John Alan Kyerematen followed suit with 738 votes, representing 32.5% of the votes cast.

The remaining contenders, from the highest to the lowest votes, were as follows: Allium Mahama (146), Yaw Osafo Maafo (63), Dan Botwe (52), Papa Owusu Ankomah (34), Owusu-Agyeman (28), Addo Kufuor (22), Mike Oquaye (20), Obetsebi Lamptey (20), Dr Kofi Apraku (19), Frimpong Boateng (12), Boakye Agyarko (10), Kwabena Agyapong (9), Owusu Agyapong (9), Adjei Barwuah (6) and Arthur Kennedy (1).
Nana Akufo-Addo went up against National Democratic Congress’ (NDC) John Evans Atta-Mills and lost.
Ahead of the 2012 general elections, Mr Kyerematen gave his presidential ambition another try. The NPP held its congress in 2010 to determine who would lead the party ahead of the 2012 general elections. The number of aspirants dropped drastically. Five contenders stood.
Two old faces showed. Nana Akufo-Addo and Frimpong-Boateng. The other two were Isaac Osei and John Kwame Kudua. 106,590 delegates participated in the congress.
Nana Akufo-Addo once again took the lead and was elected the NPP’s flagbearer with 83,517 votes, representing 78.89% of the votes cast.
Alan Kyerematen came in second for the second time. He garnered 21,226 votes (19.91%). Isaac Osei, on the other hand, polled 1,194 votes, Professor Kwabena Frimpong-Boateng, 428 votes, and John Kwame Kudua, 225 votes.
Akufo-Addo lost the 2012 presidential race to another NDC presidential aspirant, John Dramani Mahama, who was vice president under Atta Mills during his administration.
Alan Kyerematen gave it another try in 2014, prior to the 2016 general elections. Only three candidates competed this time.
There was only one new face: Francis Addai Nimoh. Nana Akufo-Addo and Alan Kyerematen were regular faces.
After voting, Nana Akufo-Addo, secured 117,413 votes, representing 94.35 per cent, his close contender, Alan K. Kyerematen secured 5,908 votes, representing 4.75%; and Francis Addai Nimoh secured 1198 votes, representing 0.91 per cent.
This time around, the NPP’s flagbearer, Nana Akufo-Addo, won the 2016 general elections. He beat John Dramani Mahama.
Ahead of the 2020 general election, Alan Kyereman did not make a move towards his presidential ambition as Nana Akufo-Addo sought to retain power for the NPP.
Now, in 2023, the former Trade Minister, in the absence of Nana Akufo-Addo, is seeking to lead the NPP ahead of the 2024 general elections.
The NPP will hold its second superdelegates conference tomorrow, Saturday, August 26, to trim down the number of its aspirants from 10 to 5.
On the ballot, Member of Parliament for Assin Central, Kennedy Agyapong, appears first, followed by former Trade Minister Alan Kyerematen in the second position. Essikado-Ketan MP Joe Ghartey comes in at number three, Energy Expert Kwadwo Poku at number four, and Dr Afriyie Akoto, former Minister for Food and Agriculture will take the fifth position.
Also, former NPP General Secretary Kwabena Agyei Agyepong will be sixth on the ballot, Former member of Parliament for Mampong Constituency Addai Nimo takes the seventh slot, followed by former Trade Minister Dr. Kofi Konadu Apraku at number eight. Mr. Kyerematen Agyarko, a former Energy Minister, is at number nine and lastly, the Vice President, Dr Mahamudu Bawumia is at number 10.
The elected five will slug it out at the party’s primaries to be held in November, where NPP’s flagbearer to contest NDC’s John Dramani Mahama will be elected.
The Ministry of Fisheries and Aquaculture Development (MOFAD), in partnership with Fuel Automation Ghana Limited, Universal Engineering & Consultancy Services Limited, and other collaborators, will officially inaugurate a digital distribution system for premix fuel on Tuesday, August 29.
The ceremony will take place in Elmina, the Central Region, and will be presided over by Vice President Mahamudu Bawumia.
The supply and distribution of Premix Fuel in the fishing industry began in 1994 with the primary goal of powering outboard engines and supporting artisanal fishermen to enhance their catch. This initiative led to an improvement in the living standards of fishing communities and increased the supply and demand for fish in Ghana.
The decision to subsidize premix fuel made it more accessible and affordable to fishing communities. Under the current government, the full digitalization of the supply and distribution of Premix Fuel was initiated through a Public-Private Partnership with Fuel Automation Ghana Limited.
Over the years, smuggling, diversion, hoarding, shortages, and politicization have been major challenges in the supply and distribution of Premix Fuel in Ghana since 1994. Statistics from the National Petroleum Authority (NPA) show that Premix Consumption between 2018 and 2022 (consumption in millions) was as follows: 2018 – 73, 2019 – 72, 2020 – 101, 2021 – 104, and 2022 – 39.
During this period, a total of 392 million liters of Premix Fuel were supplied to 300 landing beaches across the country. However, despite efforts to supply Premix Fuel to fishing communities, available data indicates significant quantities of diversion in 2017 alone, including 148,000 liters in January, 54,000 liters in February, 297,000 liters in April, 364,000 liters in May, 270,000 liters in June, 459,000 liters in July, 648,000 liters in August, and 1,107,000 liters in October.
The statement emphasized that full automation of the supply and distribution of Premix Fuel is the most effective solution to address these challenges.
“Financing was the major setback for previous Governments to undertake the full automation of the Premix Fuel Distribution System in Ghana.
“Fuel Automation Ghana Limited together with their technical partners identified the bottlenecks in the value chain of premix fuel supply and distribution and proposed technological solutions to the problems associated with the Premix Fuel ecosystem and a proposal was submitted to the Ministry of Fisheries and Aquaculture Development”.
Following a rigorous process under the Procurement Act, the Ministry of Fisheries and Aquaculture Development, in partnership with Fuel Automation Ghana Limited and its technical partner, initiated a project to establish Landing Beach Fuel Outlets and Automation Solutions for 300 Landing Beaches nationwide.
This endeavor operates under a Public-Private Partnership framework, specifically Design, Build, Operate, and Transfer (DBOT).
“The financing of the Project is exclusively done by Fuel Automation Ghana Limited and its local and foreign funding partners.
“The financing of national projects could be successfully done by the Private sector as Fuel Automation Ghana Limited has shown the way. This approach of Private Financing reduces the unnecessary financial burdens on the Government of Ghana and it is something that future Governments should emulate for national development”.
The statement said ‘Fuel Automation Ghana Limited’ is a 360-technology award winning company with 27001 ISO Certification and a member of the KGL Group”.
Former Energy Minister and presidential aspirant within the New Patriotic Party (NPP), Boakye Agyarko, has revealed that he was compelled by President Akufo-Addo to resign from his position.
Mr Agyarko stated that he had not committed any wrongdoing, and the President did not provide any explanation for his decision to part ways with him.
According to Mr Agyarko, some members of the NPP held a negative view of him, and he believes this may have influenced President Akufo-Addo’s choice to remove him from his role as Energy Minister. Consequently, he was not taken aback by the decision.
During an interview with United Television (UTV) on August 25, 2023, the former Energy Minister detailed how President Akufo-Addo requested his resignation without offering any specific reasons.
“I [Boakye Agyarko] did not resign, it was the chief of staff who called me and told me the president [Akufo-Addo] said he could not work with me again so I should resign. I told him that, if the president did not want to work with me again, I didn’t have a problem. Because I had seen certain steps along the way, I had prepared myself already for that. But if I am resigning, am I doing that because I have committed an offense? No. I have to explain to Ghanaians why I am resigning. The president gave me the job so if he wants to take it back that’s fine. And that is why finally he relieved me of my post and sacked me,” he said in Twi on United Television (UTV)
Boakye Agyarko also mentioned that he remained undisturbed after President Akufo-Addo’s dismissal because he had faced more challenging experiences in life.
“I was not worried at all because of what I’ve experienced in life before getting to this level, I don’t let things disturb me,” he added.
Mr Boakye Agyarko was relieved of his position following the controversy surrounding the review of the Ameri power deal in August 2018.
A press statement signed and issued by Mr Eugene Arhin, Director of Communications at the Presidency on Monday evening, August 6, said President Akufo-Addo by a letter dated August 6, 2018, “relieved the Minister of Energy, Mr Boakye Agyarko, of his position, with immediate effect.”
“President Akufo-Addo has asked Mr Boakye Agyarko to hand over his office to the Minister of Lands and Natural Resources, Mr John Peter Amewu, who will act temporarily as Minister of Energy, until a substantive appointment is made,” the statement said.
“The President wishes Mr Boakye Agyarko well in his future endeavours,” the statement added.
Ameri deal saga
The Ameri Power Plant project was initiated in response to Ghana’s power generation challenges and the need to increase the country’s electricity supply to meet the growing demand for energy.
The project was awarded to Ameri Group, a Dubai-based energy company. Ameri was tasked with supplying and operating the power plant.
The Ameri deal was signed in 2015 under an emergency power agreement to quickly address the power crisis in Ghana. The agreement was signed during the tenure of former President John Dramani Mahama.
After the initial agreement was signed, the Ameri deal became a subject of controversy in Ghana due to concerns over its cost and terms. There were allegations of overpricing and lack of transparency in the agreement.
Following the change of government in 2017, the New Patriotic Party (NPP) administration, under President Nana Addo Dankwa Akufo-Addo, initiated a renegotiation of the Ameri deal. The government sought to amend the terms of the agreement to reduce costs and make it more favorable to Ghana.
The renegotiation process led to the signing of a novation agreement with a new company called Mytilineos International Trading Company in 2018. Under this agreement, Mytilineos took over the management and operation of the Ameri Power Plant from Ameri Group.
The novation agreement was brought before the Ghanaian Parliament for approval, and after heated debates, it was eventually ratified by Parliament in March 2018.
Gabby-Otchere Darko and Boakye Agyarko on Ameri deal
Mr Agyarko claimed that Gabby Asare Otchere-Darko, a prominent figure in the NPP, renegotiated the Ameri deal without obtaining consent from the government committee assigned to work on the deal.
Upon confronting Gabby about the matter, Agyarko asserted that he was told to keep quiet because President Nana Addo Dankwa Akufo-Addo was already informed about the actions taken by Gabby.
Agyarko recounted that he received a call from Gabby while he was on a flight to the United States, during which Gabby expressed frustration at not being able to reach him.
“I told him I was onboard a flight travelling. Then he (Gabby) told me that he was sending me a document via email so I should check.
“When I arrived safely and went to my hotel room, I opened my email address and saw the document. To my surprise, Gabby had, on the blind side of the Committee set up and approved by the President to renegotiate with Ameri Energy Group, contracted a law firm to engage Ameri Energy Group and completed their negotiation and recommended a certain company to operate the Ameri Power Plant and extended the contract to 20 years.
“I sent Gabby a mail and asked him what authority he had to do that. And I told him Cabinet has given specific instructions to follow and his response was what makes me think that my Boss (President Akufo-Addo) doesn’t know about what he has done…so I kept quiet,” he is quoted to have said by energynewsafrica.com.
According to the former energy minister, when he discussed the matter with President Akufo-Addo, the president inquired whether there was anything inappropriate about Gabby’s actions.
Boakye Agyarko said that he told the president that, “the authority to renegotiate the terms of the Ameri Power Plant doesn’t lie in the hands of Gabby and that the proposal the firm he contracted made had violated all the Cabinet instructions and extended the contract to 20 years.”
Agyarko added that Akufo-Addo agreed with his reasoning but went ahead and asked him to forward the deal Gabby had negotiated to the committee that was set up to renegotiate the deal.
The National Identification Authority (NIA) is set to resume the registration and issuance of Ghana Cards on Monday, August 28, 2023.
This means Ghanaians aged 15 years and above who do not have a Ghana card can register.
However, not all of NIA’s offices will be rendering this service. These include NIA Regional Offices in Kumasi, Sunyani, Techiman, Koforidua, Tamale, Ho, Takoradi and Sefwi Wiawso.
The national exercise will be conducted in two phases. This means there is a time frame for when you can register.
So the first phase is strictly for public sector workers on the government’s payroll.
This phase will last for 10 working days, beginning on Monday, August 28, 2023 and ending on Friday, 8th September 2023.
All such prospective applicants will be required to provide their July 2023 Payslips in addition to meeting the mandatory registration requirements.
NIA will only accept and use for registration the name of the public sector worker as captured on the July 2023 Payslip of an applicant.
The mandatory documents to be presented for registration are a genuine Birth Certificate, a valid Ghanaian Passport or a Certificate of Acquired Citizenship/ Naturalization, as may be necessary and appropriate.
In the absence of any of the mandatory documents, a prospective applicant may be vouched for by a relative or two persons who possess a Ghana Card and know the applicant to be a Ghanaian.
The list of persons qualified to vouch for an applicant is:
a. A practising or retired professional teacher (including principals, headmasters & head teachers)
b. A Gazetted Chief
c. A practicing or retired Magistrate or Judge
d. A practicing or retired licenced Professional e.g. doctor, nurse, lawyer, accountant, engineer, architect etc.
e. A serving or retired civil/public servant.
f. A serving or retired Clergyman.
g. An Imam
h. A serving or retired Catechist.
i. A serving or retired member of the security services including the Ghana Police Service, Ghana Armed Forces, Ghana Prison Service, Ghana Immigration Service, Ghana National Fire Service, BNI, Customs, Excise and Preventive Service of the Ghana Revenue Service and National Security
j. A current or past Member of Parliament, An Assembly or Unit Committee
NIA will not entertain or accept requests for the replacement of lost, stolen or damaged Ghana Cards or the correction or changing of names or dates of birth during Phase One of this registration exercise.
Phase 2:
The second phase will begin on Monday, 11th September 2023 for all Ghanaians aged 15 years and above who have not yet applied for the Ghana Card.
During Phase Two, Ghanaians who wish to replace their lost, stolen or damaged Ghana Cards or to correct their names or dates of birth may do so in accordance with law at any of the NIA’s 286 Operational Offices nationwide offering the free registration.
There is a statutory fee of GHS 34.50 for the replacement of a Ghana Card or for making changes in a person’s record (e.g., correction of name).
Meanwhile, the NIA says its special registration, Household and Institutional Registration Service, is still on the table.
The Household Registration costs GHS150.00 per applicant while the Institutional Registration costs 100.00 per applicant along with logistics fees.
Prominent economist, Dr. Kwame Pianim, has weighed in on the ongoing debate regarding the calls for the resignation of the Governor of the Bank of Ghana (BoG), Dr. Ernest Addison, and his two deputies, who are accused of wrongfully financing the government.
Dr. Pianim argued that the Governor should not step down for providing support to an ailing economy, emphasizing that his resignation would not address the underlying economic challenges as the Bank of Ghana was not responsible for causing the economic crisis.
In a statement to the media, Dr. Pianim asserted that the Governor and his team had not engaged in fraudulent activities, and claims of incompetence and mismanagement of the economy were unfounded.
“Resignation doesn’t solve any problem. If the Governor resigns now, what happens, the same Minister of Finance [Ken Ofori-Atta] who is at the core of the economic crises recommends to the same president [Akufo-Addo] a new person? They appoint somebody who doesn’t know the terrain, who hasn’t gone through this experience to be able to solve the problem, No”.
“What I am saying is that was it through incompetence, No. Not incompetence. Was it through fraud? Did the Governor benefit? Did any of his company benefit from what he did? No.”, the renowned economists pointed out.
Dr. Pianim also emphasized that the Bank of Ghana (BoG) had not committed any wrongdoing by providing support to the government without seeking parliamentary approval. He contended that the BoG was not required to obtain parliamentary approval when assisting an economy facing challenges.
“I don’t recall that they [BoG] need parliamentary approval. Remember, we suspended the Fiscal Responsibility Act. When the fiscal responsibility was removed it was saying in effect, we cannot obey the regulations that we have governing the fiscal,l so we are suspending it”.
“When the Minister of Finance went to parliament and they agreed to suspend the Fiscal Responsibility Act, parliament should have asked, what happens to the equivalent that is the Monetary Policy Act which is Article 36 of the Amendment BoG Act which says that if there is an emergency and BoG needs to be able to suspend the rules surrounding monetary policy what they do is to inform the Minister of Finance”, he explained.
To him, “it is the Minister for Finance’s responsibility to report to parliament. We didn’t make BoG responsible to go to parliament. So when the Minister of Finance went to parliament to suspend the Fiscal Responsibility Act, somebody from the opposition should have asked, what happened to Article 36 of the Banking Act. And the Minister should have said concurrently that part is also suspended because you cannot suspend the Fiscal Responsibility Act and leave the complimentary dimensions on the monetary policy side”.
The Minority in Parliament think otherwise. They argue that Parliament should have approved the financial assistance the Central Bank provided to the government.
In view of this, the NDC MPs have called for the resignation of Bank of Ghana Governor, Dr Ernest Addison. They issued a 21-day ultimatum and plan to hold a protest on September 5 to intensify their demands.
They have demanded that Dr Addison receive their petition in person.

The Eastern Regional Operations Manager of the National Health Insurance Authority (NHIA), Mr. Harry Thompson Baffour, emphasized the numerous benefits of using the mobile app.
He highlighted how the shortcode has contributed to reducing crowds and eliminating lengthy queues at various district offices, all while enhancing the overall convenience for customers.
He refuted suggestions that the insurance was not actively operating, saying: “Don’t believe rumours that the NHIS is inactive; instead, use it [NHIS card] to promote healthcare services.”
He elaborated that the health scheme was established with the primary goal of ensuring equitable access to essential services and providing financial coverage for both inpatient and outpatient treatments.
Mr. Baffour delivered these remarks during the mid-year review meeting of the National Health Insurance Authority (NHIA) in the Eastern Region, held in Koforidua.
The meeting served to assess the office’s accomplishments over the past six months and to review the progress and performance of personnel.
Addressing the meeting, which was on the theme: “ Membership Enrollment: A Collective Responsibility,” he said: “Within the past six months, the office has achieved the 76.2 percent target,” emphasising, “So, we presume that by the end of the year, we can achieve the full target and, if possible, go beyond it.”
During a presentation at the mid-year review meeting of the National Health Insurance Authority (NHIA) in the Eastern Region, the Regional Monitoring and Evaluation Officer of NHIA, Mr. Richmond Larmie, reported that as of the end of the first half of the year, active NHIS membership in the region had reached 1,583,246 individuals.
This figure accounts for 76.2% of the target of 2,076,469 members, resulting in a deficit of 493,223 members, equivalent to 23.8%.
Mr. Larmie also highlighted positive developments in revenue mobilization, noting an eight percent improvement compared to the previous year. In the first half of 2023, revenue mobilization surpassed 8.25 million Ghana cedis, compared to 7.65 million during the same period in 2022.
Despite these achievements, Mr. Larmie identified several challenges, including co-payment practices at various facilities that negatively impact registration drives, understaffing, particularly in Birim North and Okwawuman South districts, and network issues affecting registration.
To address these challenges, he recommended the allocation of additional personnel to the Birim North and Okwawuman South districts and the resolution of network problems to enhance the registration process. He also called for stricter enforcement to curb co-payment practices.
The review meeting brought together NHIS managers, public relations officers, and management information system officers from the region’s 19 district offices, as well as the management of Regional Operation. The NHIA aims to provide basic healthcare services to all Ghanaians through NHIS, allowing every citizen to enroll in the scheme by paying a subsidized premium.

The father of Caleb Farley, the Tennessee Titans cornerback, tragically lost his life overnight when Caleb’s $3 million home in Mooresville exploded just before midnight.
The deceased individual has been identified as Robert Matthews Farley, whose body was discovered amidst the debris. He was 61 years old and was reportedly residing in the home at the time of the explosion.

A daring armed robbery unfolded in broad daylight on Wednesday afternoon in Adabraka Official Town, Accra, leaving bystanders in shock.
The incident occurred between Nobles Spot and the well-known Aponkye Spot in the area. Witnesses were left immobilized, unable to intervene, as the robbers brandished a black pistol. Surprisingly, no one reported the crime to the police even after its conclusion.
The victim was left to assess his losses on his own, as the robbers, a duo on a black motorcycle, swiftly departed with a substantial amount of cash contained within a polythene bag.
Reports from Graphic Online suggest that the robbers likely trailed the victim discreetly from the location where he acquired the money.
The attack was launched when the victim reached the Brewery Loop on Official Street. Eyewitnesses who provided an account to Graphic Online stated that the incident occurred around 2:30 pm on Wednesday, August 23, 2023.
Witnesses recounted hearing the robbers demanding money as they intercepted the victim. They compelled the victim to open the bag, all of this happening on the side of a black vehicle.
The daylight robbery was swift, lasting less than two minutes, and the culprits fled the scene on the same black motorcycle they used for their operation, successfully escaping with a significant sum of money.
Both the victim and the robbers were on motorcycles, with the victim utilizing a red one. The scene of the crime was the Brewery Loop, connecting Official Street at Adabraka Official Town.
According to eyewitnesses, the two assailants, their faces concealed by helmets and attired in black jackets, approached the victim on their black motorcycle from the opposite direction on the loop.
Using their motorcycle to block the victim’s path, they coerced him to halt. Swiftly, they rifled through his bag and discovered an additional GH¢400, consisting of two GH¢200 notes. Without hesitation, they seized this sum as well before making a hasty escape on their motorcycle.
The shocking incident left witnesses too afraid to intervene, leaving the victim to wait for a while before leaving the scene.
Mobile Phone Robbery Incident on the Same Stretch
Adding to the unsettling incidents in the area, another robbery transpired on the same stretch the following morning, August 24.
In this case, the target was a mobile phone. The culprits, again employing a motorcycle, intercepted the victim and demanded his mobile phone. Subsequent to the crime, they sped away.
In both instances, fear seemed to immobilize witnesses from taking any action.
A member of Boko Haram, along with his wife, has turned themselves in to the troops stationed at the 26 Task Force Brigade Garrison in Gwoza Local Government Area of Borno State.
The Director of Army Public Relations, Brigadier General Onyema Nwachukwu, announced this development in a statement released on Tuesday, August 22, 2023.
“Following troops’ aggressive combat operations against insurgents in the north east, one Boko Haram fighter alongside his wife surrendered to troops of 26 Task Force Brigade Garrison in Gwoza. Items recovered from the terrorist, include one AK 47 Rifle and 10 Live rounds of 7.62 mm Special Ammunition,” the statement read.
During a distinct operation on August 21, 2023, forces belonging to the 1 Brigade Garrison, operating within the jurisdiction of the 8 Division, received actionable intelligence.
Acting on this information, they launched an ambush against insurgents who were en route to attack Bobo Village in the Talata Mafara Local Government Area of Zamfara State.
Engaging in a fierce confrontation with the insurgents, the troops successfully neutralized two of the criminals and seized two AK-47 Rifles, along with four motorcycles.

The Executive Director of ICEG, Hamza Suhuyini, emphasized that in a time when the world is confronting the pressing necessity of shifting towards cleaner and more sustainable energy options, the creation of such an authority is not merely a preference but an absolute necessity for the well-being of our shared future.
Mr. Suhuyini conveyed this message during a Stakeholder Engagement event centered on Energy Transition and Sustainability delivery Architecture. The event also marked the launch of a report addressing Environmental and Climate Governance in Accra.
The engagement organised by the Institute of Climate and Environmental Governance (ICEG) was on the topic: “Energy Transition and Sustainability Delivery Architecture in Ghana: The Impact of Environmental Degradation on Livelihoods, Welfare and Climate Change in Northern Ghana.”
The event serves as a platform for fostering insightful discussions, sharing knowledge, and promoting collaborative endeavors aimed at addressing the various challenges and opportunities within the extractive industry.

He emphasized that such an authority would be well-equipped to formulate and execute comprehensive energy transition strategies. This includes conducting thorough research and analysis to identify the most suitable and cost-effective renewable energy sources for the nation.

In Spartanburg, North Carolina, the Spartanburg Police Department has arrested a 21-year-old woman named Ny’keira Ty’shae Allen and her boyfriend, Tereike Da’shaun Woods, on charges of allegedly fatally stabbing her uncle.
On August 13, 2023, at approximately 1:20 a.m., the police responded to a call on Fisher Avenue, following a report of multiple individuals being stabbed during a heated altercation.
Upon arrival at the scene, officers discovered a man on the ground who had sustained stab wounds. Despite being rushed to the hospital, the man tragically succumbed to his injuries.
Eyewitnesses at the scene recounted that the incident had its origins in a dispute between a woman and her uncle, identified as James Anderson. Subsequently, the woman reached out to her boyfriend, who joined the confrontation and, regrettably, the situation escalated, culminating in her uncle being fatally stabbed.
The victim was later identified as 32-year-old James Anderson from Spartanburg, according to the Spartanburg County Coroner’s Office.
“On August 13, 2023, around 1:20 a.m., officers from the Spartanburg Police Department responded to 106 Fisher Avenue in reference to a disturbance. Officers were notified that several people had been stabbed during an altercation,” police say.
“When officers arrived, they were advised the initial incident started between a female and her uncle, The female then notified her boyfriend, who later responded to 106 Fisher Avenue to confront the uncle.
“A verbal disagreement escalated into a physical altercation between all parties. Upon officers’ arrival, they located a black male lying on the ground across the street from 106 Fisher Avenue suffering from stab wounds.
“Officers noticed blood in the roadway and immediately began rendering aid to the male who was obviously having difficulty breathing. Spartanburg EMS arrived on scene and transported the victim to the hospital for medical treatment
“Unfortunately, the victim (Uncle), James Anderson (DOB 1/10/1991) of 106 Fisher Avenue, died as a result of his injuries at the hospital.
“On August 23, 2023, the victim’s niece, and her boyfriend were arrested for their involvement in the incident. Ms. Ny’keira Ty’shae Allen, DOB 01/29/2002, of 106 Fisher Avenue, Spartanburg, was arrested and charged with Murder and Possession of a Weapon During a Violent Crime. Mr. Tereike Da’shaun Woods, DOB 09/17/1997, of Greenville, South Carolina, was also arrested and charged with murder.

An industrialist, Dr. William Mensah-Ansah, has strongly criticized the excessive political interference in the operations of the Tema Oil Refinery (TOR), which has severely undermined its operational efficiency.
Mensah-Ansah pointed out that TOR has been unable to fully utilize the reconstructed crude oil furnace, which suffered an explosion in January 2017, leading to a reduction in production capacity. Despite being Ghana’s sole refinery with a capacity of 45,000 barrels per stream day, TOR is presently operating below its potential.
In an interview with the Ghana News Agency, Dr. Mensah-Ansah highlighted the recurring issue of leadership changes as the primary challenge. He noted that from 2009 to 2016, TOR had four different chief executive officers, but from 2017 to 2023, the refinery has witnessed the appointment of five managing directors, with a sixth recently taking office.
Dr. Mensah-Ansah explained that the constant turnover in leadership prevents new management teams from implementing their strategic plans effectively before being replaced or compelled to resign. This instability is hampering TOR’s ability to operate efficiently.
He emphasized that TOR possesses two critical plants, consisting of the Crude Distillation Unit (CDU) and the Residual Fluid Catalytic Cracker (RFCC). With the added installation of the furnace designed to expedite the plants’ turnaround time and enable them to operate at maximum capacity, the refinery should not be facing such operational challenges.
Dr. Mensah-Ansah highlighted that the CDU has the potential to produce over 45,000 barrels per stream day, while the RFCC can handle up to 14,000 barrels, reaffirming TOR’s capability to operate effectively and contribute significantly to Ghana’s oil refining needs.
“TOR remains a national strategic installation that must be protected from political manipulations.”
He emphasized that the primary function of the refinery is to process crude oil, whether procured directly or obtained from third-party sources, with the goal of serving not only the domestic Ghanaian market but also the wider sub-regional and international markets by distributing the refined products to Bulk Distribution Companies and Oil Marketing Companies.
Dr. Mensah-Ansah further explained that the refinery boasts an efficient and interconnected workflow system, extending from the commerce department through to the production department, storage facilities, and the Crude Distillation Unit (CDU). This integrated system enables the distillation of heavy residue, gasoil, heavy and light naphtha, aviation turbine kerosene, and domestic kerosene.
He also pointed out that even the by-product generated in the CDU, which is heavy residue, undergoes additional refining in the catalytic cracker, resulting in the production of two significant products: LPG and super gasoline.
Dr. Mensah-Ansah earnestly called upon the government to devise a comprehensive plan for revitalizing the refinery, allowing it to regain its vibrancy and effectiveness in the industry.
A non-governmental organization, ActionAid Ghana (AAG), has successfully rescued two children who were trafficked into the country for exploitative labor.
One of the rescued children is a 14-year-old girl from Togo, who was saved about two months ago in a farming community in the Jaman South Municipality. The other is a boy from Burkina Faso, who was rescued in the Banda District of the Bono Region during the same period.
Nana Afram Denkyira, the Bono East/Ahafo Regional Programmes Manager at ActionAid Ghana, explained that with the support of the Department of Social Welfare and other relevant institutions, these minors have been safely returned to their respective home countries.
In an interview with the Ghana News Agency (GNA), Nana Denkyira expressed deep concern that child trafficking remains a prevalent issue in the Bono, Bono East, and Ahafo regions, as well as in some other parts of the country.
ActionAid Ghana organized a media engagement event held at Abesim near Sunyani to sensitize the media and gather their input on a project titled “Combating Modern Slavery,” which is being implemented in the Bono Region.
This three-year multi-country project, also implemented in Ethiopia, focuses on identifying, preventing, and strengthening policies related to anti-slavery, child trafficking, child labor, and exploitation, among other objectives.
“Slavery is still going on in parts of the country. The ancient disgusting practice has taken a modern trend, mostly common in cocoa and cashew growing communities,” Nana Denkyira said, and called on all to help bring the situation under control.
“In fact, we need a collective, concerted and decisive approach to tackling the growing trend of this modern slavery in a more proactive manner,” he stated.
Nana Denkyira conveyed deep regret over the fact that innocent and unsuspecting children, who are recruited or trafficked for farm labor, endure severe human rights abuses. He stressed the importance of collective efforts from everyone to combat this unacceptable practice within the country.
Nana Denkyira recognized and appreciated the invaluable contributions of the media towards the successful implementation of the project. He expressed optimism that the media would persist in their advocacy roles to ensure the project’s successful conclusion by December 2023.
A three-year-old girl has met her untimely death after four days of continuous rainfall in the Western North Region.
The victim, Angelina Gemedi, was swept away by the rains in the Bibiani area of the Bibiani Anhwiaso Bekwai Municipal.
The rainfall led to significant repercussions, displacing a total of 3,962 residents in the Bibiani Anhwiaso Bekwai and Aowin Municipalities within the Western North Region.
The prolonged rainfall also triggered widespread flooding across numerous communities in both Municipalities, impacting a total of 994 houses.
The Regional Director of the National Disaster Management Organization (NADMO) in the Western North, Samuel Adu Agyei, revealed these details during an interview with the Ghana News Agency (GNA). He mentioned that communities like Asemkrom, Ngekain, Jema, Boinso, Omanpe, Aboi-Nsuoakyi, and Sewum in the Aowin Municipality were severely affected by the floods.
The towns of Bibiani and Bekwai in the Bibiani Anhwiaso Bekwai Municipality also experienced similar instances of flooding.
“Many buildings collapsed as a result of the heavy rains, personal belongings such as mattresses, beds, food items, television sets, fans, fridges among others were destroyed but there were no injuries or casualties,” he added.
He stated that the Aowin Municipal NADMO conducted a thorough situational assessment in the areas affected by the floods. This assessment revealed that a significant number of the damaged structures were constructed from bricks and mud.
Furthermore, the assessment highlighted that the victims were undergoing emotional distress, having lost their homes due to the flooding. Many had to find temporary accommodations with relatives, while others were provided shelter in churches and schools. Mr. Adu Agyei emphasized these findings.
He said “the assessment team discovered that the most pressing items needed for the victims were; about 500 packets of roofing sheets, 3,400 bags of cement, 2000 bags of rice, 300 boxes cooking oil,1,800 pieces of student mattress, four bales of second-hand clothing and 1,050 pieces of blankets.”
Mr. Agyei went on to mention that both the Aowin Municipality NADMO and the Regional office have taken immediate action by providing relief items to assist the affected victims. He also appealed to individuals, institutions, and philanthropists to offer financial assistance or donate materials to support these affected communities.
Additionally, Mr. Paul Andoh, the Municipal Chief Executive of Bibiani Anhwiaso Bekwai, in collaboration with the works department and NADMO officials in Bibiani, has undertaken the task of desilting drainage systems and streams at Bekwai, Asawinso “A,” and Bibiani. This effort is aimed at facilitating the unobstructed flow of water during rainy periods.
Mr. Agyei emphasized the importance of preventive measures, stating that although the local administration has implemented various initiatives to safeguard lives during the rainy season, individuals residing in flood-prone areas should consider relocating to prevent the recurrence of such disasters.

Financial institutions that fail to address complaints and reported irregularities by their customers are currently on the radar of the Central Bank of Ghana.
Second Deputy Governor of the Bank of Ghana (BoG), Elsie Addo Awadzi, made this known while speaking at a Workshop for Consumer Reporting Officers of commercial banks.
According to Madam Addo Awadzi, one of the functions of financial institutions is to uphold the interests of customers, thereby avoiding exploitation. More importantly, customers form a significant part of the Central Bank’s financial inclusion agenda.
“The Bank of Ghana as part of its financial inclusion agenda will continue to guarantee the satisfaction of consumers of financial products and services. You need to try to reach out to underserved communities to expand the financial inclusion agenda.
“We will continue to engage banks and other financial institutions on improving the customer experience,” she stated.
Companies that continue to ignore justifiable issues raised by customers will face “some punitive measures.”
This forms part of initiatives taken by the Bank of Ghana to sanitise the financial sector.
The Suhum Police Command in the Eastern Region uncovered significant quantities of adulterated sugar and cooking oil.
The perpetrators of this scheme resorted to adding sand to the sugar bags, essentially adulterating the product.
Underneath the bags of sugar, they cunningly placed real sugar to create a deceptive appearance.
One suspect has been apprehended in connection with this operation.
Additionally, the large supplies of cooking oil found in the warehouse had water added to them, further compromising their quality.
At the location near the Dr. Marvel Clinic, law enforcement officials diligently counted the items to determine the full extent of this fraudulent activity.
Reports from Kasapa News reveal that the individuals involved in this scheme have been distributing these fake products to unsuspecting customers in areas outside of Suhum township.
Regrettably, they have successfully defrauded numerous shop owners in the Eastern Region.
Ghana recorded an increase in fire outbreaks from January to July this year compared to the same period in 2022, according to the Ghana National Fire Service (GNFS).
Chief Fire Officer, Julius Kuunor noted that a total of 3,819 fire outbreaks were responded to by fire fighters in 2023, as against 3,678 cases last year.
This represents an increase of 3.8 per cent in fire outbreaks in the country.
The data was provided at the launch of the 2023 Fire Safety Week in connection with the 60th Anniversary in Accra, on the theme; ‘60 Years of Existence: Fire Safety, the Choice for a Safer Environment’.
Out of the total 3,819 fire outbreaks recorded in the period under review, 1,478 were domestic fires, followed by commercial fires, 636, bush fires, 559, electrical fires, 455, vehicular fires, 363, refuse dump fires, 168, institutional fires, 146, and industrial fires 14.
A breakdown of the fire outbreak cases recorded this year so far reveals that 827 cases were recorded in January, 728 cases in February, 622 cases in March, 506 cases in April, 428 cases in May, 337 cases in June, and 371 cases in July.
Concerned by the current statistics, Mr Kuunor urged the public to be extra vigilant in their activities that hover around electrical and flammable objects.
“I urge you all to prioritise fire safety in your daily lives by adhering to the basic fire safety tips being churned out by the Service,” he said.
He called for the safe use of cylinders and cooking apparatus, having free escape routes and installing smoke detectors and alarms.
He also advised the public to conduct regular fire drills, ensure the proper maintenance of fire safety equipment, and educate their families, friends and colleagues on fire prevention measures.
The Fire Safety Week will provide the Fire Service the opportunity to have media engagement, quizzes, meet district assembly and market leaders, inspect national installations, among others.

“Now, you have a candidate like Dr Baumia, who would give you a more inclusive branding and would neutralize the NDC’s propaganda. We have the tool in our hands to change that branding and that is Dr Bawumia,” he added.
He further noted that this strategy would be instrumental in securing votes in regions where the ‘Akan party’ label has historically led to votes against the NPP.
Nana Akomea highlighted that the Northern Region, as an example, is no longer a stronghold for the NDC, and a significant part of this shift can be attributed to Dr. Bawumia’s influence and efforts.
“Before he came, we were not getting those votes. We believe that if we present him as a presidential candidate, he would, of all the candidates, further the weakening of the Northern region as a major stronghold of the NDC,” Nana Akomea noted.
He stressed that the Vice President has proven to be a loyalist to the party. He said this was evident in the 2013 petition election hearing.
Dr Bawumia is one of 10 aspirants in the New Patriotic Party’s presidential primaries. The aspirants hoping to lead the party to the 2024 general elections will go through a special delegates conference this weekend.
The conference is aimed at trimming down the number of aspirants from 10 to five prior to the national conference expected to be held in November.
The special delegate conference will come off on Saturday, August 26.
Drug peddling is an activity allegedly being executed and patronised by prison officers and inmates at the Nsawam Prison in the Greater Accra Region.
A male ex-convict who served time at the Nsawam Prison made this revelation during an interview with Onua FM’s Maakye Show’s host, Captain Smart.
He noted that such activity has been thriving due to starvation and the use of force by those in authority at the facility.
According to him, feeding at Nsawam Prison is appalling hence inmates are left with no other choice than to engage in buying and selling of all sort of items including drugs.
With regards to the use of force by those in power, the ex-con revealed that prisoners with lighter sentences are forced to engage in such business.
“The main issue is hunger. There is hunger in Nsawam Prison. Also, inmates are forced to engage. If you have a lesser sentence, there is a particular work you’d be compelled to do. The Chief Order will call for you.
The food they provide is nothing to write home about and someone who does not have anything to eat will to the outside gang. He will then bring the stuff to the yard to sell so he can get money to purchase food in the yard.
We sell the stuff in the yard. We sell them (tramadol, cigarette, wee, cocaine). Some of the inmates who have severe sentence give out money. Some give the money to the officer and let him know that if your boy is coming, I want these items,” he recounted.
He further noted that some prison officers also allow sellers they are acquainted with to come into the facility to sell their goods.
“Some even demand things from the Volta Region and the items are received by a prison officer. They go out with the officer and bring the stuff into the yard,” he continued.
Alcoholic beverages are also accessible to inmates, the ex-con noted. Due to security reasons, majority of alcoholic beverages come in plastic, however, those in power, have access to bottles.
“There is alcohol is prison. The only thing you may not find are bottles but if you are a black coat, can get them.”

King Charles is set to embark on a visit to France in September, following the cancellation of a previously planned trip in March due to protests against pension reforms.
The initial three-day visit would have marked Charles’s first official overseas state visit since assuming the throne after the passing of his mother, Queen Elizabeth II.

An ex-convict who served time at the Nsawam Prison in the Greater Accra Region has shed light on some atrocities taking place at the correctional facility.
In an interview on Onua TV’s Maakye, the male ex-con indicated that a portion of food items provided by government to be used to cook for prisoners are sold to inmates.
He noted that amidst the hunger situation and the provision of appalling meals, prison officers sell a number of ingredients to inmates who are responsible for cooking at the facility.
“They give us porridge made with maize. Later, they bring us soup with banku. Several kinds of soup, such as palm nut soup, light soup. It is not the regular soup you eat outside.
They grind beans into powder and then add it to water, then add small quantity of Groundnut. There is nothing inside. The onions and pepper brought for cooking, they sell it. The officers sell the ingredients to those who cook at the yard. There is hunger in Nsawam prison,” the ex-con narrated.
Aside from selling food provisions, some prison officers allegedly hoard food items to take home.
The nutrition of inmates is a challenge currently facing the Ghana Prison Service. The current daily feeding fee for prisoners is GHS1.80 and according to the Prisons Service, this is woefully inadequate to provide adequate meals for inmates.
The Prison Service has therefore called on the government to review the feeding allowance to reflect the current living conditions in the country.
The clergy has been instructed to formally register themselves and their places of worship through a process known as “gazetting” before they are allowed to officiate ordinance marriages.
The Head of Marriages and Chief State Attorney at the Registrar-General’s Department, Oladele Kwaku Aribike, has clarified that according to the Marriages Act 1884-1985 (CAP. 127), churches must undergo gazetting to be eligible for hosting ordinance marriages. Similarly, ministers must also go through the gazetting process to be authorized to officiate marriages.
In an interview with the Ghana News Agency, he clarified that this legal requirement specifically pertains to ordinance marriages.
When a church is gazetted, it signifies that the church is officially sanctioned to conduct marriage ceremonies. Likewise, when a minister is gazetted, it indicates that the minister is licensed by the State to officiate marriages.
Aribike underscored that if an ordinance marriage is conducted by a minister who is not gazetted, or if it occurs in a church that has not undergone the gazetting process, the State does not recognize the marriage, rendering it null and void.
“You can officiate the marriage in a big auditorium, but once that auditorium has not been licenced, the marriage is not recognised under the Law,” he said.
He emphasized that it is considered a criminal offense, more precisely a misdemeanor, for a minister to officiate an ordinance marriage without undergoing the gazetting process.
In the past, individuals committing such an offense could face imprisonment for a period of up to three years, as noted by Aribike. However, he pointed out that the prison sentence has since been replaced, and the violation now results in a monetary fine.
David Nartey Addetah, a Marriage Registrar at the Registrar-General’s Department, offered advice to prospective spouses. He urged them to ensure that the church they intend to use for their marriage ceremony has undergone the gazetting process, and likewise, the minister officiating their marriage should also be gazetted.
The Minority in Parliament has called for the presence of the Governor of the Bank of Ghana, Dr. Ernest Addison, during the presentation of their petition, which outlines their concerns regarding the state of the bank.
This request follows the Minority’s issuance of a 21-day ultimatum for the resignation of the Governor of the Bank of Ghana and his deputies. They cited the GH¢60 billion losses reported by the central bank in the 2022 financial statement and the ongoing $250 million new head office project as reasons for their demand.
During a private meeting with the police to address concerns and outline procedures for their planned demonstration, the Minority stressed the importance of Dr. Ernest Addison personally receiving their petition, rather than delegating this responsibility to another bank official.
In a subsequent press briefing held after their meeting with the police, the Member of Parliament for Bawku Central, Mahama Ayariga, expressed confidence that the police would convey their demands to the Governor of the Bank of Ghana, ensuring a successful demonstration and picketing.
“One of the key issues in our demand, when we met with the police, is that we want the governor to be the one to receive our petition and that is why we must march to the Central Bank building itself so that he can come down and receive the petition himself. And we insisted on that position, and so I believe the police will convey our demands to him and I believe that he will make himself available,” he is quoted to have said by Citinewsroom.com.
The Greater Accra Regional Police Command extended an invitation to the Minority in Parliament to discuss the necessary measures for ensuring the success of their planned protest scheduled for September 5, 2023.
During this meeting, the police suggested an alteration to the originally proposed route for the demonstration and picketing. This recommendation was based on considerations related to public safety and the uninterrupted provision of essential services.

The Ghana Police Service has requested that the Minority in Parliament consider an alternative route for their planned demonstration scheduled for September 5th against the Governor of the Bank of Ghana (BoG) and his two deputies.
The Minority Leader, Cassiel Ato Forson, informed the Accra Regional Police Command on Monday, August 21st, of the caucus’s intention to organize a demonstration calling for the resignation of Dr. Ernest Addison and his two deputies.
This protest is slated to be conducted in collaboration with Civil Society Organizations, Progressive Forces, and other concerned citizens.
The caucus’s decision to protest stems from the central bank’s alleged illegal printing of over GH¢80 billion for the Akufo-Addo government and recent losses highlighted in its 2022 annual report.
In response, the police issued a press statement on August 22, 2023, acknowledging receipt of the notice from the minority and invited them to a meeting to discuss security arrangements.
Following the meeting held on Wednesday, August 23, 2023, the Accra Police Command expressed concern that the chosen routes for the protest had the potential to jeopardize public order and safety. As a result, they urged the organizers to select an alternative route.
“Upon receipt of the notice, Police undertook security assessment of the chosen routes and the destination for the picketing.
“Following the security assessment, on 23rd August, 2023, the Command engaged the organisers and assured them that the Police are ready to provide them the needed security to exercise their constitutional right to demonstrate.
“However Police drew their attention to the fact that using their selected routes may endanger public order and public safety among others. We therefore, requested the organisers to relocate the routes and destination of picketing in the interest of public order, public safety and running of essential services,” the command said.
The police emphasized that they are awaiting a response from the organizers regarding their request.
Executive Director of the Media Foundation for West Africa (MFWA), Sulemana Braimah, has criticized the government for providing a tax exemption of approximately GHC 43 million ($3.9 million) to a company for importing construction materials to build a hotel.
This criticism comes at a time when the government has imposed the electronic transfer levy (e-levy) on Ghanaians, citing the urgent need for funds to stabilize the economy.
Mr. Braimah disclosed that in 2022, the government, led by Finance Minister Ken Ofori-Atta, requested Parliament to approve a tax exemption of $6.3 million for a wealthy private entity known as 4-Mack Ltd.
This tax break was intended to facilitate the construction of a 4-star hotel. The government justified this request by linking it to the “one district one factory” policy, part of its industrialization agenda.
He questioned the classification of a hotel as a factory and raised concerns about the substantial tax exemption granted, especially when the government was facing revenue challenges.
“Last year, the Finance Minister and other government officials spent tax money moving from region to region to appeal to the poor people of Ghana to accept the imposition of E-Levy. This was at a time the poor people of our country were already struggling to survive economically. But they explained that the people needed to pay more taxes because the country needed more tax revenues.
But in the same year, and while our economy was crashing, the Finance Minister requested parliament to grant a tax waiver of $ 6.3 million to a wealthy private company called 4-Mack Ltd, which was going to build a luxurious 4-Star private hotel called Le Meridian Hotel. The justification for the tax exemption request by the Finance Minister was that the Building of the 4-star private Luxurious hotel formed part of the government’s One District One Factory Policy. Under this government, strange things are happening indeed! A Hotel as a Factory? But Guess what? Our Parliamentarians approved it,” he wrote on social media.
Mr. Braimah is therefore calling for Members of Parliament, particularly those on the Finance Committee, to be held accountable for their approval of the government’s tax exemption request.
“Dear Ghanaian Journalists, the people of Ghana deserve explanations from Hon. Kwaku Kwarteng and Hon. Cassiel Ato Forson, Chairman and Ranking Member respectively on the Finance Committee of Parliament, why, on November 25, 2022, their Committee asked Parliament to approve a whopping $3.9million (about GHC43million) tax exemption to a company called 4-Mac Ltd for the building of a 4-Star luxurious HOTEL under the pretext that the HOTEL was part of the One District, One Factory Policy. How did they come to the conclusion that a HOTEL is a FACTORY?” he quizzed.
Ghana is welcomed to join BRICS, a grouping of the world economies of Brazil, Russia, India, China, and South Africa, according to Global Chair of the BRICS Business Council, Busi Mabuza.
She made this known while commenting on Nigeria’s application to join BRICS.
“Nigeria is the largest economy on the continent, so they are indeed a big player. I believe that any nation seeking economic opportunities for its people and looking for multilateral partnerships with other nations should seriously consider BRICS as an opportunity.”
Regarding whether Ghana should consider applying for BRICS membership, Ms. Mabuza called it a “brilliant” idea.
She further elaborated, saying, “Ghana is also a significant player on the continent, and given its efforts to establish trade linkages and attract investments, it’s absolutely important. I hope that Ghana will consider this opportunity at some point.”
“But of course, there are always national considerations so I wouldn’t be the one to say to Ghana apply but I think that at least whatever decision they take they’ll have considered the opportunity and decided in the Best National Interest,” she added.
Busi Mabuza has urged African leaders to break free from ideological constraints and instead focus on the development of their nations. Mabuza believes that this can be achieved by embracing non-traditional alliances and partnerships that will open up new opportunities for mutual growth and investment for their citizens.
Ms. Mabuza made these remarks during an interview with JoyNews’ Blessed Sogah on the sidelines of the BRICS Business Forum held in Johannesburg, South Africa, in anticipation of the 15th BRICS Summit.
The BRICS Summit is an annual meeting of leaders from Brazil, Russia, India, China, and South Africa.
BRICS, often described as an economic alliance, represents approximately 40 percent of the world’s population, accounting for 26 percent of global trade. However, this year’s summit is focused on expanding its reach to include more emerging economies, as reflected in its theme: “BRICS and Africa: Partnership for mutually accelerated growth, sustainable development, and inclusive multilateralism.”
More than 20 countries, including Nigeria, Africa’s most populous nation, have officially applied to join BRICS. Speculation is rife that given Nigeria’s central role in the Economic Community of West Africa, other countries in the sub-region, including Ghana, may also need to consider applying for membership or explore alternative options.
The Global President of the BRICS Business Council is also urging African leaders and the private sector in Africa to move away from chaining themselves to Ideological constraints.
“Rather we should come and say what we want is the African continent is development. This is our time, we are inviting be it the West or the East to come and partner with us. But what I have experienced with the partnership that South Africa has enjoyed with the BRICS nations for the past 10 years is that the countries operate from a position of not wanting to impose their ideology their ideas, or their way of doing things on South Africa but rather they are there to listen to us and partner for mutual benefit, So it is important for us as a continent to be there at the table,” Busi Mabuza said.
