Tuesday’s edition of the Ghana Broadcasting Corporation (GBC)’s Breakfast show was interrupted by a protest of the staff of the institution.
The staff of Ghana Broadcasting Corporation (GBC) reportedly stopped their breakfast show on May 22 to protest against the cut of their basic allowance.
The staff during The Breakfast Show gathered outside the broadcasting corporation’s headquarters in Accra glad in red bands and shirts to protest the cuts which led to the halting of the show.
Their protest comes after the staff as part of the new agreement will see a reduction of 33% of their current salaries.
According to a statement from the union, the cuts they say will worsen their plight due to the high cost of living in the country.
“We cannot stand by and watch as our basic allowances are cut, leaving us struggling to support ourselves and our families,” dailyguidenetwork.com quoted the statement.
The union has called on GBC management to reconsider the cuts and engage in dialogue with workers to find a solution that is fair to all parties.
“We are ready to engage in constructive dialogue with management to find a solution that is fair to all parties. We urge them to reconsider these cuts and work with us to find a way forward,” the statement added
The Controller and Accountant-General have been asked to direct some staff of the Ghana Broadcasting Cooperation to refund some allowances wrongfully paid to them.
According to the report, in a letter written by the Chief Executive of the Fair Wages and Salaries Commission (FWSC), Ing. Ben Arthur, the staff who benefitted from the allowances of GH¢2,084,020 were not entitled to the allowance.
This was discovered after the FWSC embarked on a Nationwide Payroll Monitoring Exercise initiated by the Commission.
The report indicated that some staff below the rank of the director is said to have benefitted from items such as rent, domestic servant cleaner, housing, entertainment and utility in contravention of Category 4 Allowances, which he said should be taken off the payroll.
“As part of the payroll monitoring exercise, FWSC has discovered that some staff of GBC are currently enjoying allowances to which they are not entitled to.
“This should be stopped and taken off the payroll, he added.
Detective Chief Superintendent James Conway said: ‘I do not underestimate the widespread upset, distress and concern that these videos caused.
‘Some people have referred to these as ‘prank’ videos, but I hope that this significant development demonstrates just how seriously we have been taking this investigation since this footage began circulating online.
‘A number of these videos were produced, impacting on many different people and our investigation remains ongoing as we seek to build a strong picture of both the activity featured in the footage and impact on the public.’

A Lamborghini driver who struck another vehicle while using a public road ‘like a racecourse’ has been prohibited from operating a vehicle on public highways.
As reported by Cambridgeshire Police, Gull Khan, the driver of the rental sports car, was weaving in and out of traffic when he crashed into the rear of a Seat Leon in Peterborough.
After the collision on the A15 Bourges Boulevard on March 15, 2017, the driver of the Seat Leon received medical attention for a cracked nose, concussion, and other wounds and grazes.
Analysis of dashcam footage estimated 32-year-old Khan was driving at speeds of at least 75mph – almost double the 40mph limit – when the collision happened.

Khan, of Silverwood Road, Peterborough, admitted at Peterborough Magistrates’ Court to dangerous driving and having no insurance, Cambridgeshire Police said.
The force said he was sentenced at the same court on Friday to 10 weeks in prison, suspended for a year.
He was also disqualified from driving for 20 months and ordered to complete an extended re-test and 120 hours of unpaid work.
Pc Pete Smith, of Cambridgeshire Police, said: ‘Khan seemed determined to use the roads like a racetrack as he drove well in excess of the speed limit and weaved in and out of traffic.
‘He showed a complete disregard for the laws of the road and other people’s safety.
‘I’m pleased he has now appeared in court and been sentenced for his actions.’
The Deputy General Secretary of the National Democratic Congress (NDC) has alleged that the New Patriotic Party (NPP) is engaged in vote buying at the ongoing Kumawu by-election.
Mustapha Gbande says that although the electoral area has been a traditional stronghold of the governing party, it has barely experienced any developmental project.
As a result, the NPP has made vote buying their go-to approach since they have nothing to show for their prolonged years of being in power.
According to him, the party knew before hand that they were heading into the by-election with a bad fate.
“We’re dealing with a traditional NPP stronghold. But if you look at the antecedent of developments, in terms of government interventions, the NPP today led by Nana Akufo-Addo have nothing to show in that constituency.
“You’re dealing with a government that’s coming into a by-election at its stronghold with a bad fate. They’re not thinking about development.
“They keep on with their sloganeering approach and engaged in vote buying. They are sharing money. They are engaged in vote buying and sharing of goodies,” he said on JoyNews’ AM Show on Tuesday.
Mr Gbande alleged that the Chief of Staff, the Regional Chairman of the party, some appointees and others have trooped in to influence vote outcome by sharing monies.
He added that this has become their resort due to fear of losing the seat.
Meanwhile, the politician has expressed optimism about the chances of the opposition NDC snatching the seat from the NPP.
This, he said is underpinned by what the NDC has achieved in the constituency, adding that the party has goodwill.
The Kumawu by-election is currently ongoing in the Ashanti Region. Gunning for the seat are the NDC, NPP and two independent candidates.
Although known to be a powerhouse of the NPP during elections, statistics show that although the party keeps winning, the vote figures are steadily reducing.
However, both caucuses would like to claim victory in this one to strengthen their support in the currently hung parliament.
At his hearing on Monday morning at the Latah County Courthouse, Kohberger, 28, opted to “stand silent,” which prompted Judge John Judge to enter a “not guilty” plea on his behalf.
After being detained in Pennsylvania in December and being returned to Idaho in January, the suspected quadruple murderer entered the courtroom shortly after 9.00 am for the much anticipated hearing.
He wore an orange prison jumpsuit with what appeared to be a bulletproof vest underneath.

Last week, Kohberger was indicted for murder and burglary by a secret grand jury for the deaths of Kaylee Goncalves, 21, Madison Mogen, 21, Xana Kernodle, 20, and Ethan Chapin, 20, in November 2022.
The four victims were found stabbed to death in an off-campus home in Moscow, Idaho that they shared with two surviving roommates.
The case went unsolved with no identifiable suspects for about two months before investigators identified Kohberger, a criminology PhD student at nearby Washington State University in late December 2022.
Kohberger was arrested at his parents’ home in Pennsylvania before being extradited back to Idaho, where he has remained in jail since.
At Monday’s hearing, Kohberger answered the judge’s questions with brief ‘yes’ or ‘no’ responses.
When asked to enter a plea, Kohberger remained silent. His attorney Anne Taylor informed the judge that her client intended to stand silent instead of pleading ‘guilty’ or ‘not guilty.’
His trial date was set for October 2, 2023. The judge also gave state prosecutors 60 days to decide if they would seek the death penalty if Kohberger is found guilty.

A five-year-old girl is said to have died when a building collapsed on her during a heavy downpour at Ada Magazine in the New Juaben South Municipality of the Eastern Region.
The deceased, Kukua Esther, was in the building with her 7-year-old brother at the time of the unfortunate incident on Saturday.
According to reports, both children were rushed to the Koforidua Central Hospital, however, the girl was pronounced dead my health officers.
The boy, who sustained injuries, is still receiving treatment while the body of the young girl has been deposited at the morgue.
Narrating the incident, mother of the kids, Diana Labotey said, “The children were standing behind me in the kitchen, but I noticed they were feeling cold, so I asked them to go into the room. So after 10 minutes, I heard a loud sound, so I rushed into the room and noticed the back of the building had collapsed on the children. The head of the girl was badly damaged, so when we rushed them to the hospital, she was pronounced dead, but the boy is still at the hospital.”
Personnel from the National Disaster Management Organization (NADMO) and the Ghana Police Service, who visited the scene, have commenced investigations.
An explosion caused by a hand grenade discovered among a relative’s possessions resulted in the death of a father and the injury of his two children.
On Saturday night in Lakes of the Four Seasons, Indiana, a gated neighbourhood just outside of Gary, Bryan Niedert, 47, was emptying up the house of a family grandfather with his two teenage children.
The group discovered the hand grenade at the house at 6.30 p.m. According to the investigators, the weapon’s pin was pulled, which set it off.
Sheriff’s deputies rushed to the scene after the explosion rocked the quiet neighborhood.
Niedert was killed in the blast, the Lake County Coroner’s Office said. His exact cause of death will be determined by an autopsy.
His two children, a 14-year-old boy and 18-year-old girl, were hospitalized with shrapnel wounds.
The Porter County Bomb Squad responded to the scene as well to search the home for any other explosives.
Investigators with the Lake County Sheriff’s Office are ‘looking into whether the device may have self detonated due to its age or other factors, whether the pin was pulled or whether any other circumstance may have been involved,’ the department said in a news release.
This is not the first incident involving an unexploded grenade this year.
In East Devon, a nine-year-old boy dug up a grenade dating back to World War II in his family’s garden.
The child, George Peniston-Bird of Yarcombe, found the explosive while digging for bones. His mother initially didn’t believe him until he brought her a photo of the grenade taken on his iPad.
An ordnance disposal squad from the Royal Logistics Corps investigated the finding and confirmed that not only was the grenade from the 1940s, it was still live.
The bomb squad was able to safely detonate the grenade in a nearby field. Luckily, no members of the Peniston-Bird family were injured by the explosive.
Vanessa, Funny Face’s baby mama, has stated that she would like the chance to make things right with the comedian.
In an interview with Kwaku Manu, Vanessa made it clear that she has changed over time and that she would be open to the idea of reuniting him with the kids and herself.
“If Funny Face would want the kids and me to come home at least for a week or two, why not? It gets to a point in life where you have to mature. We have done a lot of things and been through a lot. We even have kids, three of them. So spending a week or two with him won’t make any difference. It’s not like I intend to hurt him or he might hurt me. He would’ve hurt me long ago if really, he wanted to,” she told Kwaku Manu.
Although Vanessa expressed that she doesn’t mind reuniting with the father of her kids, she said it’s entirely his decision to make.
“This is not my decision to make. Funny Face is way older than me and it’s not a woman’s job to ask a man to marry her. If he wants us back together, why not? I won’t say that he was entirely responsible for what happened between us. I also did wrong. In fact, I’ll take 50% of the blame.”

A 24-year-old driver narrowly escaped death Sunday, May 21, 2023, after he accidentally run into three tricycles; a situation that resulted in the death of one person.
The timely intervention of the police at Berekum in the Bono region saved him from the mob attack.
The angry mob nearly lynched the suspect Christopher Kyeremeh when he (suspect) crashed into three tricycles with an unregistered Toyota Camry he was driving, killing one person instantly, and injuring six others.
However, when the Police arrived at the scene, the mob had already set the Camry ablaze and subjected the suspect into severe beatings.
According to a reliable Police source, the incident happened around 0900 hours on Sunday May 21, 2023, and the body of the deceased, one Gloria Owusu, 17 years, had since been deposited at the Berekum Holy Family Hospital for perseveration and autopsy.
The other six victims are on admission, receiving treatment at the same hospital.
The source told the Ghana News Agency (GNA) on condition of anonymity that the suspect was arraigned before the Berekum Magistrate Court on Monday May 22, 2023, and he had since been remanded in prison custody to reappear till June 2, 2023.
All contesting candidates in the Kumawu bye-election scheduled for today, May 23, 2023, particularly the two major political parties in the country, the New Patriotic Party and the National Democratic Congress (NDC) are poised for victory in the elections.
As part of arrangements, the New Patriotic Party (NPP) has deployed all 47 MMDCEs in the Ashanti Region, a good number of MPs, and Deputy Ministers as polling agents for the ongoing Kumawu bye-election.
The National Democratic Congress (NDC) is also underscoring its high stakes in the by-election by fielding high-ranking party officers and MPs to give the polls a close watch.
North Tongu MP, Samuel Okudzeto Ablakwa is a polling agent for the NDC, and so is the Municipal Chief Executive for Asante Akyem Central, Robert Kwakye a polling agent for the NPP.
Robert Kwakye in an interview with Adom News’ Nana Boakye Yiadom said the strategy is to help ensure victory and preserve tradition for the party, maintaining that the NPP’s stranglehold on the Kumawu seat is not about to change.
Kumawu is the NPP and NPP is Kumawu, he said, explaining that is the reason no other party has been successful in the constituency.
The ruling New Patriotic Party (NPP) and the opposition National Democratic Congress (NDC), along with two independent candidates are today Tuesday, May 23, battling it out for the Kumawu parliamentary seat.
Ernest Yaw Anim is the NPP candidate, the NDC is fielding Kwasi Amankwaa, while two independent candidates both go by the name Kwaku Dua.
No less than 34,800 persons were registered as voters in the constituency during the 2020 general elections.
A high school kid in Arizona was detained after smuggling an AR-15 and more ammunition into the building in a lunchbox.
After receiving a tip that a firearm had been discovered on the school premises, police in Phoenix arrived at the scene of the incident at the city’s Bostrom High School on Friday, May 19.
According to the Phoenix Police Department (PPD), police ‘moved immediately’ to detain the student just before 1 o’clock in the afternoon. They were only identified as a boy student at Bostrom who was 15 years old.
‘When they arrived, officers detained a male student in the school’s main office,’ PPD said. ‘The student was found to be in possession of a semi-automatic rifle. Additional ammunition was found in the student’s backpack and lunchbox.’
PPD said the incident was still under investigation. A possible motive and exactly what charges the minor is facing have not yet been released.
Phoenix Unified School District thanked police for their quick response to the frightening situation.
‘The safety and wellbeing of our staff, students, and visitors remain our top priority, and we will work with law enforcement as they continue to investigate,’ the district stated.
The United States has seen a major spike in mass shootings in 2023, including those taking place on school campuses.
In March, a shooter armed with a rifle and a handgun broke into a private Christian elementary school in Nashville, Tennessee and fired 152 rounds, killing three adults and three students.
The incident in Phoenix happened almost one year after a gunman entered Robb Elementary School in Uvalde, Texas armed with an AR-15.
The shooter killed 19 students and two teachers at the elementary school, making it the third deadliest school shooting in US history.
Following Black Sherif’s recent performance, during which a “Baphomet” symbol was projected onto the stage has left fans in a state of shock.
Black Sherif was busy singing and interacting with his fans while performing on stage in front of hundreds of cheering crowds at the Palladium Theatre in New York City. In the background, a fiery image of “Baphomet” was being projected.
The symbol was projected for about a while and this was spotted in excerpts of the video making rounds on social media.
This has since sparked discussions online as the conversation has now shifted from holding a ‘successful show’ to projecting an Illuminati symbol on stage.

What is a Baphomet?
Baphomet is a deity allegedly worshipped by a popular secret society called the ‘Knights Templar’ that subsequently became incorporated into various occult and Western esoteric traditions.
The name Baphomet appeared in trial transcripts for the Inquisition of the Knights Templar starting in 1307.
The Baphomet and its association with satanism
While satanism may eschew holy sites and other tenets that are sacred to most religions, it places a high value on symbolism and art. The Satanic Temple has used symbols of Satan and art to draw attention in recent times.
For years, it petitioned to have a massive Baphomet statue, a goat-headed symbol of Satan, as its lead symbol.
After two teens died in a crash last night, rioting broke out on the streets of Cardiff, where more than 100 thugs set cars on fire and threw objects at police.
In a confrontation with South Wales Police, the mob was captured on camera hurling pyrotechnics, paving stones, and even a door before storming towards the police with riot shields.
Two cars were set on fire, and it’s claimed that rioters beat a bystander after mistaking them for an undercover police officer.
Jane Palmer, the owner of a burnt out Ford Focus on Highmead Road, said she and her family watched from their window as rioters set fire to her car. She said: ‘I’mdisabledso now I’m trapped without my car. Why are they doing this? It’s just silly now.’
The chaos broke out after officers were called out to reports of a serious collision on Snowden Road at around 6pm.
Alun Michael, the Police and Crime Commissioner in South Wales, said ‘something like a dozen’ were injured in the aftermath, adding it was lucky more were not seriously hurt.
He told BBC Radio 4’s Today programme: ‘My understanding is that there was a road traffic accident involving two teenagers on an off-road bike or scooter and sadly, they died.
‘That’s an incident obviously that is being investigated in its own right. And that appears to have sparked, for reasons that aren’t clear, the disorder… in which something like a dozen officers were injured.
‘Fortunately, none of them life-threatening, and the connection between the two is far from clear.
‘So obviously there’s going to be investigations going on this morning to try and establish what happened.
‘It would appear that there were rumours, and those rumours became rife, of a police chase, which wasn’t the case and I think it illustrates the speed with which rumours can run around with the activity that goes on social media nowadays, and that events can get out of hand.’
John Urquhart, the general secretary of the UK Harmony Party, lives in Ely and witnessed the incident escalate from the start of the evening.
He said a lack of communication from police to the community may have led to the escalation of the event.
Mr Urquhart said: ‘The key thing right at the start was they did not communicate with the crowd, there was no attempt to communicate with the crowd and they showed nothing but disdain for the community and acted like we didn’t deserve to know what happened on our own doorstep.
‘There was nobody going through the crowd crucially, I think the police really needed people to be out talking to the community and putting their minds at ease.’
Mr Urquhart, who has lived in the area for the last few years, said the situation started to escalate at around 8pm.
He said the community in Ely is tight-knit, adding: ‘When you start to see it in context, it’s emotions that have built up and bottled up and eventually, I think the police just brought too many people or were too visible.’
At 8.21pm, South Wales Police tweeted: ‘There is now a large number of officers working to manage the collision, but also to de-escalate ongoing disorder at the scene.
‘We urge anyone involved to leave the scene immediately and ask local residents to stay away while the matter is brought to a safe conclusion.’
In an update at 1.10am, police said they were continuing to monitor and respond to ‘disorder in Ely’, adding: ‘A number of vehicles have been set alight. Arrests are being made. A large police presence remains in the area.’
A man called Connor, who also lives in Highmead Road, said: ‘It’s been a mad night.
‘This is not the norm around here but people are pretty anti-police and that’s reflected on both sides, not that that’s my opinion.
‘Although we’ve been afflicted by this riot, I still understand it. When people have enough, this is what happens.’
Rubbish and wheelie bins were set alight as well as cars by rioters as they continued to be moved through the streets by armoured police.
Rioters gradually moved down Highmead Road in Ely, Cardiff, followed by police who were trying to disperse them.
They continued to throw missiles and set cars alight.
Another resident of Highmead Road, who did not want to be named, said: ‘Enough is enough now. This has gone beyond.
‘When people are making fun of what’s happening on social media it’s crossed a line.
‘This is our neighbourhood and those doing this are just kids. It needs to stop.’
Alli Nansolo debated whether or not to trim his son’s dreadlocks for years. Although it is not required by law in Malawi, a widespread unwritten policy meant that his son was being turned away from government schools because of the colour of his hair.
With his meagre earnings from manufacturing dresses, Nansolo’s was unable to provide his son Ishmael with a private education, and cutting his hair—a significant Rastafari religious symbol—was out of the question.
“The rastafari way of life is spiritual. Maintaining dreadlocks is comparable to making a pledge before the Most High Creator that we shall live our lives in service to Him without disobeying His Laws or Commandments, according to Nansolo, who spoke to CNN.
The 48-year-old makes between 200,000 to 300,000 Malawian Kwacha (around $194 to $291) monthly, while his wifeEmpress supplements the family’s income by selling secondhand clothes.
“I felt oppressed,” Nansolo said as he recalled the staff of a state-run secondary school in Zomba, southern Malawi. refusing to register Ishmael because of his hair.
Nansolo said he contacted an officer at the Ministry of Education who advised him to cut his son’s hair so that he could go to school.
Nansolo found himself caught up in the discriminatory policies of Malawian public schools and decided to take legal action against the Ministry of Education, along with a group of parents.
“I went to the Women Lawyers Association of Malawi to ask for help. The association accepted and we went to court in November 2017,” he said.
For three years, Ishmael, then 15, would remain out of school as the court case dragged on.
Then, in 2020, the Malawi High Court placed an interim order compelling public schools to enroll Ishmael and other Rastafari children until a final ruling was reached.
It was a legal victory that marked a significant milestone for the estimated 15,000 Rastafarian community in Malawi, according to Nansolo, who is also a community elder.
However, the temporary relief did not address the broader issue of discrimination that around 1,200 affected students face, their lawyer Chikondi Chijozi told CNN.
“We saw a number of Rastafari children being admitted into government schools but there were still reported cases of children of [the]Rastafari community being denied admission into government schools, and their parents were forced to take the court injunction to the school to compel them to admit them,” Chijozi said.
After a six-year legal challenge, the Malawian High Court delivered a landmark ruling on May 8.
The court ruled that it was unlawful to require learners, including Rastafarian kids, to cut their hair before they are enrolled into public schools.
The ruling came into immediate effect but the government has until June 30 to issue a nationwide statement mandating acceptance of all dreadlocked children into school.
Chijoki told CNN: “We got a judgment from the court which essentially upheld the rights of the Rastafari children and abolished the policy that requires all learners, including Rastafari children, to cut off their dreadlocks for them to be admitted into government schools.”
Nansolo expressed his community’s jubilation that their children could now finally continue their education.
“The judgment means that we are now free because most of us in [the]Rastafarian community don’t earn much, so we couldn’t manage to send our children to private schools,” Nansolo said.
“We are happy seeing that our children will now be going to public schools without being sent back or denied their right to education.”
CNN has contacted the education ministry for comment on the ruling.
Despite this victory, Malawi’s Rastafarian community still faces numerous challenges. Unemployment, poverty, and corporate discrimination persistently plague the community. Data on the community is hard to come by but the US State Department says around 5.6 percent of Malawi’s nearly 21 million population is formed of other religions includingHindus, Baha’is, Rastafarians, Jews, and Sikhs.
“Most of us rely on business to survive. Lack of jobs is a big challenge for the Rastafarian community because those in offices are reluctant to employ Rastas,” Nansolo said.
“The corporate world feels that being Rastafari is associated with criminality, but we are not like that.”

According to an open letter issued this week by colleagues of the Institute of Theoretical and Applied Mechanics (ITAM), the three Russian scientists Anatoly Maslov, Alexander Shiplyuk, and Valery Zvegintsev were held by the nation’s security agencies in the previous year.
They conducted research into the creation of hypersonic aircraft as part of their work.
The letter appealed to Russian authorities to “protect Russian aerodynamic science,” and warned that staffers not understand how to “do their job” for fear of being accused.
“Any article or report can lead to accusations of treason,” it read.
“The work we’re awarded for and lauded as examples for today becomes grounds for criminal prosecution tomorrow. In these circumstances, it’s simply impossible for our institute to work,” the letter also said.
According to the institute’s website, Zvegintsev founded a laboratory that researches hypersonic technologies in 2001, and Shiplyuk took over the leadership of the laboratory in 2006.
Last summer, TASS reported that Shiplyuk and Maslov had been arrested in Moscow. According to the state news agency, both scientists were suspected of sharing state secrets related to hypersound.
On Tuesday, TASS also reported Zvegintsev, ITAM’s chief researcher, had been placed under house arrest, citing a statement published by the court. That statement now appears to have been deleted form the court’s website.
“The materials of all three criminal cases are closed from the public, but we know from open sources that the acts for which our colleagues can spend the rest of their lives behind bars are something that is considered essential all over the world, including in Russia,” said the letter published by Zvegintsev’s colleagues.
It added that “making presentations at international seminars and conferences, publishing articles in high-ranking journals, participating in international scientific projects” is part of “high-quality scientific activity.”
“All of them (the three arrested scientists) are known for their brilliant scientific results. Their competencies and professional reputation allowed them to find a highly paid and prestigious job abroad, but they did not leave their homeland, devoting their lives to serving Russian science,” the ITAM letter added.
On Wednesday, Kremlin spokesman Dmitry Peskov said he was aware of an appeal by scientists from the Siberian Branch of the Russian Academy of Sciences, but could not comment on it due to the ongoing investigation.
In Belgorod, a province in southwestern Russia, Moscow claimed it was engaged in combat with a gang of saboteurs. However, a group of anti-Putin Russian citizens who support the Ukrainian army has taken credit for the attack.
According to regional governor Vyacheslav Gladkov, there were no casualties, but shelling in the vicinity caused damage to an administrative building, several residential buildings, and a kindergarten.
Groups identifying themselves as the “Freedom of Russia Legion” and “Russian Volunteer Corps” claimed in a Telegram post that they had “liberated” a community in the Belgorod region, which borders Ukraine.
A Ukrainian official acknowledged that the units had carried out an operation in the area but insisted they were acting independently.
“We can confirm that this operation was carried out by Russian citizens,” Andriy Yusov, a representative of Ukraine’s defense intelligence agency, told CNN.
He said the units were “part of defense and security forces” when they were in Ukraine, but were independent from Kyiv when they were not: “In Russia they are acting as independent entities.”
Kremlin spokesperson Dmitry Peskov said the Kremlin’s forces were working to push out a “sabotage and reconnaissance group,” according to state media TASS.
The situation in Belgorod marks “the first time” that Ukrainian-aligned forces have launched “a cross-border land operation against Russian targets,” according to CNN’s Sam Kiley.
“This is on a significant scale, and clearly intended to cause considerable consternation among the local authorities at the very least, if not at the level of the Kremlin,” Kiley told CNN’s Lynda Kinkade on Connect the World.
At least eight people had been injured in the attacks, but there were no deaths among civilians in Belgorod, according to Gladkov, the regional governor.
“The situation remains extremely tense. A sabotage and reconnaissance group, the Ministry of Defense and all law enforcement agencies have entered the territory to carry out combat missions to protect our country,” Gladkov said in a live-streamed address on Monday.
Gladkov said that the Belgorod government is “completing a house tour of the border villages” and in the town of Graivoron to ensure the safety of the local population.
He added that “most of the population left the territory” with personal transportation and the local government is providing assistance for those who do not have the opportunity to leave on their own.
He also noted that the head of the district Gennady Ivanovich Bondarev, is working with the Ministry of Emergency Situations and the police to evacuate people.
He said earlier that Russian troops, the border service, the National Guard and the FSB “are taking the necessary measures to eliminate the enemy.”
Air defenses struck down an unmanned aerial vehicle (UAV) in the region, Gladkov said, adding that there were no victims and Russian authorities are looking into any potential damage on the ground.
Aleksey Baranovsky, a representative of the Kyiv-based Russian Armed Opposition Political Centre – the political wing of the Freedom of Russia Legion – told CNN that the operation had started Sunday night and fighting was “ongoing.”
He would not specify the number of fighters who had crossed the border into Russia.
Baranovsky said the group wanted to “liberate our motherland from the tyranny of Putin.”
In a Telegram post, the groups said they had “fully liberated the settlement of Kozinka of Belgorod region. [The] first groups have entered Grayvoron.”
In a separate incident Monday evening, the Freedom of Russia Legion posted a video on Telegram that appears to show the blue and white so-called flag of free Russia flying over Moscow State University.
Other videos posted by the group also appear to show another Russian opposition flag flying over various areas of the Russian capital.
The group did not claim direct responsibility for the incidents and CNN could not independently verify the reports.
The Freedom of Russia Legion numbers a few hundred of diehard, battle-hardened Russian volunteers fighting their own people as part of theUkrainian armed forces.

Despite opposition from rights organisations and anticipated boycotts from a few nations, India has defended its intention to host a Group of 20 (G20) conference in the Himalayan region of Jammu and Kashmir.

India said the move to revoke Kashmir’s semi-autonomy was to ensure the nation’s laws were equal for all citizens and to increase economic development in the region, as well as to end separatism and terrorism it alleged was aided and abetted by Pakistan.
On Saturday, India’s tourism secretary, Arvind Singh, said the meeting will not only to “showcase (Kashmir’s) potential for tourism” but also “signal globally the restoration of stability and normalcy in the region.”

Authorities in Mexico have advised millions of residents to get ready for a potential evacuation due to heightened activity from the nation’s most dangerous active volcano, which has been pouring ash into adjacent communities since last week.
The country’s central Popocatépetl volcano’s ash has caused flight delays in Mexico City and forced officials to close schools in dozens of communities.
The volcano, which is roughly 45 miles southeast of Mexico City and situated between the states of Morelos, Puebla, and state of Mexico, is home to about 25 million people within a 60-mile radius.
On Sunday, the National Civil Protection Coordination (CNPC) increased its volcanic threat level to “yellow phase 3,” which calls on some 3 million people who live in towns and villages adjacent to the volcano to stay alert and prepare for a possible evacuation.
The CNPC also warned of greater volcanic activity and the dispersion of ash into several nearby towns at high speed. It also recommended that residents nearby avoid outdoor activities.
“In the case of Mexico City, the risk is ash fall. We are prepared for that scenario and we know what to do. Let’s stay alert,” Mexico city’s mayor Claudia Sheinbaum said in a tweet on Sunday.
Mexico City’s Benito Juárez International Airport (AICM) was temporarily closed on Saturday and some flights were delayed on Monday due to the presence of volcanic ash, according to airport authorities.
“Air travelers may continue to experience additional flight delays, cancellations, or temporary airport closures with little or no warning,” the US embassy in Mexico said, with the airport also issuing a similar alert.
State authorities have also suspended in-person classes in schools across 40 municipalities in Puebla, five municipalities in the state of Mexico and seven in Tlaxcala and said the classes will be held remotely.
The US embassy in Mexico issued a warning on Saturday saying the Popocatépetl volcano “has exhibited increased activity since May 15, registering hundreds of tremors and smoke and ash exhalations.”
The embassy also recommended people to not travel within a 7.5 mile radius of the volcano, citing warnings from local authorities.
The volcano had been dormant for decades until it erupted in 1994. Since then, its rumblings have become a part of daily life for residents.
The Students Loan Trust Fund (SLTF) has published the first batch of the names and details of 30 of its borrowers, who have defaulted in repayment of their loans.
The publications in the Daily Graphic were done on May 17 and May 22.
The loan amounts in default, range from ¢1500 to ¢11,000.
According to the SLTF, the move is in accordance with the Students Loan Trust Fund Act 820, which empowers the SLTF to publish defaulters as one of the necessary steps before prosecution.
Management of the Fund has found the move necessary, as a way of meeting a growing demand for loans from tertiary students.
The CEO of the Fund, Nana Kwaku Agyei Yeboah, said that the increase in demand is a result of the introduction of the “no guarantor” policy and the higher number of students accessing tertiary education due to the implementation of the Free SHS policy.
“The implementation of these two impactful policies by the government, means that for the first time, students from the poorest of families have a real opportunity to access tertiary education.
“Many of them are however financially constrained and need to fall on the SLTF for subsidized government loans”.
He said that the SLTF was putting in place several strategies to meet the increased demand for loans, including diversifying its funding sources and embarking on a more aggressive recovery approach.
The Head of Repayment and Resource Mobilisation, Rosemary Aryee said that the SLTF has over the past few years made significant investments in expanding the number of platforms available to borrowers to repay their loans.
This she said was to create convenience for borrowers and greater efficiency for the SLTF.
Borrowers can now choose to repay their loans through SLTF partner banks, credit or debit cards, mobile money, or the Ghana.gov platform.
Borrowers in the US, Canada, the UK and Europe have the option of using the PayAngel platform to make regular payments.
Ms Aryee said that the SLTF is now turning its attention to enforcing the law by prosecuting defaulting borrowers.
“The Fund relies on the recovery of loans for its sustenance and it is through this, that new generations of students have the opportunity to access financial assistance.
“Borrowers who refuse to repay their loans are denying others the opportunity to access tertiary education and we have taken the decision to commence criminal prosecutions to recover the monies owed”.

One person is dead and another is hurt after a small plane crashed in a Florida ranch.
The pilot was trying to save himself when the plane crashed in Palm City earlier today, local police revealed.
As emergency personnel respond to the incident site off SW 48th Terrace, nearby roads have been restricted.
According to The Mirror, the cause of the crash, the state of the injured, and the identity of the pilot are all unknown at this time.
Pictures taken at the scene show the wreck of the plane covered in ashes, with thick smoke rising from the wreck.
Firefighters were called to the scene to put out the fire after the plane ‘exploded into a fireball’.
The plane is almost unrecognisable as it has shattered into multiple pieces.
A statement from the Martin County sheriff’s office shared on social media said: ‘We and Martin County Fire and Rescue are on scene of a small plane crash inside a private ranch.
‘One person is confirmed to be deceased, a bystander who attempted to help the trapped pilot did sustain injuries.
‘Roads near the scene have been temporarily blocked off so first responders can access the scene.’
Locals and neighbours responded to the incident, with Richard South sharing: ‘We’re at the house next door. Thank you to all of the emergency services who were there within minutes.’
Murphy Bridget commented: ‘We live a couple roads away and saw the wreckage. So sad! Prayers to all!’

Despite claims from the Wagner Group that its mercenaries have taken the final Ukrainian outposts, the city is still gripped by street-to-street warfare.
Bakhmut has become a symbol of resistance since it became the hottest spot on the frontline.
But Volodymyr Zelensky said the city is ‘only in our hearts’, adding that ‘there is nothing in this place’.
The president likened the ruins with the destruction of Hiroshima in World War II, as he attended the G7 summit in the Japanese city, which was destroyed in 1945 by the first weaponised nuclear bomb.
‘I will tell you openly: photographs of ruined Hiroshima absolutely remind me of Bakhmut and other similar settlements,’ he told reporters.
‘Nothing left alive, all the buildings ruined.’
Aerial footage released by Ukraine’s armed forces show how the 400-year-old city has been razed to the ground during the longest battle of the 15-month war.
Plumes of smoke can be seen rising from gutted buildings, which were most likely home to residents who are now long gone.

Though there are claims evacuation efforts ae still ongoing, there is no sign of life in the city.
A Facebook post shared alongside the pictures read: ‘Our “eyes” in Bakhmut – a drone operator with the call sign “Raccoon” – not only scouts the location of the enemy and adjusts our artillery.
‘He also records how the city is dying from the actions of the Russian occupying forces.’
Further videos show believed to have been captured this weekend show soldiers on the ground, in the midst of the destruction.
Russia claims it has completely taken Bakhmut, with Vladimir Putin congratulating his troops and mercenaries for finally seizing it after months of setbacks.
If indeed confirmed, it would be a largely symbolic victory for the Kremlin, which concentrated its efforts there in August.
But Zelensky denied the claims, stressing that Ukrainian troops remain in the city.
He stressed that Ukrainian forces were continuing to fighting inside Bakhmut and were carrying out ‘important tasks’.
‘Today they are in Bakhmut – in which places, I won’t share. But this speaks to the fact that Bakhmut has not been captured by the Russian Federation as of today,’ the president said.
‘There are no two or three interpretations of this.’

Russian soldiers who were detained in Ukraine were shown a DVD that detailed some of the crimes committed by their side during the invasion.
The shaven-headed prisoners of war can be seen engrossed as the movie plays out in front of them on a little screen in a video that was made public by Ukraine’s Human Rights Ombudsman.
The 29-minute documentary, dubbed “Absolute Evil,” includes scenes that show people murdering bystanders, killing children and adults, and shelling homes.
The film’s captions state the footage was taken by the Russians themselves, and later uploaded to social media.
Ombudsman Dmytro Lubinets said: ‘The Russian military were shown the documentary film Absolute Evil about their own war crimes committed in Ukraine.
‘What is in the heads of these persons, it is not known – what is in the eyes, see for yourself.
‘I hope that after watching it, they realise who is the absolute evil in this world.’

In Guyana, a school dormitory fire has resulted in at least 20 child fatalities and an undetermined number of student injuries.
The Guyanese government reported that the fire broke out shortly after midnight at a secondary school in Mahdia, a town some 120 miles south-west of Georgetown, that primarily educates indigenous students.
In a statement, it also mentioned that at least seven kids had been transported by air to the capital for medical attention.
Heavy thunderstorms in the vicinity were hampering attempts to completely evacuate the area and look into the occurrence.
National Security Adviser Gerald Gouveia said the weather was making life hard for those travelling by air to the scene.
He said: ‘It was a battle for us, the pilots were very brave, very determined.’

She had poisoned biscuits with sleeping tablets to put him to sleep, and then at their residence in the small Australian town of Walpeup, she placed his lifeless body in a chest freezer and fastened it with straps.
Mitigating, Richard Edney told the Supreme Court of Victoria: ‘This is a case where Rebecca Payne should be shown mercy by your honour given what she experienced, endured at the hands of Noel Payne.
‘In this extreme and unique case any term of imprisonment should be proportionately lower than would ordinarily be the case for murder.’
The court heard during the trial in March that Mr Payne had brought another lover into the family home prior to his death, and Mr Edney alleged he had savagely abused both women.
He told judge justice Rita Incerti: ‘Any punishment for Rebecca Payne can only make sense if its calibrated within that prism of family violence.
In circumstance where Noel Payne created, in this remote western Victoria small town of Walpeup, a perverted and disturbing immoral universe where he treated the women of that house as mere objects… for his own pleasure.’
Payne had claimed in the trial that she had not intended to kill her husband, but had panicked after the sleeping pills made him pass out.
Doctors could not determine whether an overdose killed him, or suffocation inside the freezer.
Payne claimed her husband had repeatedly spat on her, watched her in the shower, attacked her at a graveyard and forced her to watch videos of abuse.
She was also forced to have 18 tattoos with his name on in a form of possessive abuse.
Mr Edney said: ‘We have the threats, we have the physical violence, we have the sexual violence, we have the financial control, we have the coercive control.
‘The conduct against both Rebecca and [the woman] was reprehensible, obscene.
‘He raped them, sexually assaulted them and let’s be clear [the woman] was a young woman with an acquired brain injury.’
Mr Payne’s other lover, who cannot be named for legal reasons, gave evidence to the court during the trial.
She said in a victim impact statement: ‘He wanted to keep me all for himself. If Noel wasn’t dead my life would still be worse.
‘I hate Bec for what she’s done but life is now better than it was.’
She was also forced to get five tattoos of his name inked on her body.
‘Places you can only see if I’m naked,’ she said. ‘He made me get these because he wouldn’t let me find someone else.
‘These can’t be removed, they’re very dark and in thick writing.’

A neighbour claimed ‘there’s not a doubt in the world’ Mr Payne was planning to kill his wife and lover, and his two sons who lived there.
‘She saved at least four lives,’ they added. ‘She didn’t know whether she was going to go to bed and wake up the next morning.
‘Or whether her boys were going to go to bed and wake up the next morning.’
A friend, known only as John, said ‘it’s not fair’ and ‘she is the real victim’.
But prosecutor David Glynn called Payne ‘a cold-blooded killer’.
He told the court: ‘It must have been ghastly. I mean to just do that, to do what she did to him. That is something that anyone I think who wasn’t a psychopath – I’m not suggesting she is one – would recoil from.
‘It would require a significant degree of determination and grit to do what she did… she had that grit, she had that foresight, she had the determination, but she applied it to this purpose, that is murder, rather than a different way that she could have extracted herself, namely working out a way to leave that marriage.’
As shown in recently published data, the NHS has spent more than £4,000,000 on legal fees and compensation for sexual misconduct claims over the last five years.
More than 1,500 reports of harassment, assault, and inappropriate behaviour by employees at the health service since 2018 were also revealed via a freedom of information request.
According to The Times, these include rape and inappropriate touching claims made by both patients and coworkers.
According to statistics, $2,174,658 in damages as well as an additional £1.5 million for claimants’ legal fees were awarded to victims of sexual misconduct.
The NHS also paid £338,194 for its own legal costs, bringing the total bill to just over £4 million.

Last December, a nurse was stripped of his licence to practice after sexually assaulting female patients by filming up their gowns as they were unconscious post-surgery.
Paul Grayson had been sentence to 12 years in prison the previous May, with a judge saying he had ‘betrayed the nursing profession’ with his actions.
A Nursing and Midwifery Council tribunal found Grayson had also installed recording equipment in the women’s staff toilets, and possessed indecent images of children.
Responding to the latest sexual misconduct statistics, an NHS spokesman said: ‘Sexual misconduct, violence, harassment and abuse are criminal acts.
‘All NHS organisations must have robust measures in place to ensure immediate action is taken in any cases reported to them.’

After a bunch of boys attacked a police vehicle, terrorised drivers, and climbed onto the back of a moving bus, two persons were detained.
The gang was caught on tape yesterday wreaking mayhem close to Wembley Stadium in north-west London.
At 7:10 p.m., youngsters were reportedly damaging vehicles in Engineers Way, according to the police, who were called to a “disorder.”
The Metropolitan Police tweeted: ‘Two males were arrested on suspicion of violent disorder and assault on police.’

He said suppliers prefer high-profile individuals take private courses and that Mrs. Braverman did nothing wrong by asking state workers to try and arrange a one-on-one driving course.
Downing Street confirmed this evening that Rishi Sunak will consult with his adviser on ministerial interests in relation to these claims when he returns from Japan.
The prime minister’s ethics tsar, Sir Laurie Magnus, can only start an investigation into potential breaches of the ministerial code if Mr Sunak asks him to.
Speaking on Sky News, Mr Freeman said: ‘Many of the course providers actually prefer to have a one-to-one because it proves to be less of a distraction, so from that perspective, she’s done absolutely nothing wrong.’
Mr Freeman told the PA news agency that Mrs Braverman should have asked a lawyer to try and organise a private course, and should have ‘come clean immediately’ and accepted responsibility.
He explained: ‘I think she would have won political plaudits for that and she’s lost a golden opportunity because we just don’t see politicians behave like that.
‘This would have, I think, got a lot of brownie points, it’s a lost opportunity, she shot herself in the foot by behaving as she did.
‘If she got a lawyer to do it nobody would be any of the wiser, she’d have done the course, the course provider wouldn’t leak her information and the lawyer wouldn’t either.
‘She’s the author of her own misfortune; one for speeding, two for speaking to civil servants about arranging the course, three for not getting a lawyer to deal with it for her and four for not coming out straight away and holding her hands up.’
He also added that ‘if you don’t ask, you don’t get’, and said there was ‘nothing improper’ about requesting a one-to-one course.
Mr Freeman said: ‘I think there’s a great deal of political mileage that’s been made by people who are suggesting that she’s done something underhand, she hasn’t.
‘Whether or not she should have used civil servants to assist her is something that politicians will deal with and not me.
‘My own view is that if you commit an offence of speeding or any offence, it’s a private matter and you should deal with it on a private basis and you shouldn’t be using tax-funded employees to help you out with that private problem.
‘So that’s the potential for political fallout for her.’

Video published on social media on Saturday showed the warplane already on fire as it plummeted towards the Zaragoza airfield.

A senior administration official tells CNN that President Joe Biden reminded the G7 leaders on Friday that the US will back an initiative to educate Ukrainian pilots on fourth generation aircraft, including F-16s, in collaboration with allies and partners.
The official stated that the training is most likely to take place exclusively in Europe and is not anticipated to take place in the US. However, the official stated that representatives from the US will train alongside European friends and partners. CNN reported on Thursday that the Biden administration has signaled to European allies in recent weeks that the US would allow them to export F-16 fighter jets to Ukraine, sources familiar with the discussions said, as the White House comes under increasing pressure from members of Congress and allies to help Ukraine procure the planes amid intensifying Russian aerial attacks.
A handful of European countries have a supply of US-made F-16s, including the Netherlands, which has signaled a willingness to export some of them to Ukraine. But the US would have to approve that third-party transfer because of the jets’ sensitive US technology.
A spokesperson for UK Prime Minister Rishi Sunak said earlier this week that the UK and the Netherlands were looking to form an “international coalition” not only to procure the jets for Ukraine but also to train Ukrainian pilots on the 4th genertion fighters, which are more advanced than the Ukrainian fighter fleet.
Russian state media TASS reported on Saturday that the deputy foreign minister of Russia has warned Western nations of “enormous risks” if Ukraine receives F-16 fighter jets.
The remarks follow US President Joe Biden’s reversal of position and support for the training of Ukrainian pilots to fly F-16s.
The aircraft currently in the Ukrainian fleet would be replaced with F-16s, which have a range of 500 miles (860 km) and are regarded as high performance weapon systems.
Responding to the move, Alexander Grushko said: “We see that the Western countries are still adhering to the escalation scenario.
“It involves enormous risks for themselves. In any case, this will be taken into account in all our plans, and we have all the necessary means to achieve the set goals.”
Earlier this week, the UK and the Netherlands were reportedly building an “international coalition” to help Ukraine procure F-16 fighter jets.

Since Russia’s invasion started, Ukrainian President Volodymyr Zelensky, has struggled to get F-16s to aid his fight, over fears they could be used on Russian soil, potentially triggering an escalation between NATO and Russia.
After saying Kyiv did not need the fighter jets earlier this year, US President Joe Biden reversed his objections by signaling to European allies that they would allow F-16 exports to Ukraine.
Biden’s top national security adviser, Jake Sullivan, told reporters Saturday in Japan Biden believes in equipping the country for a long-term fight against Russia.
In March, the US hosted two Ukrainian pilots at a military base in Tucson, Arizona, to evaluate their skills using flight simulators and assess how long it would take them to learn to fly various US military aircraft, including F-16s.
Ukraine’s quest for US-made F-16 fighter jets received a big boost over the weekend when US President Joe Biden gave his backing for Kyiv’s pilots to be trained to fly them.
Biden’s comments at a summit with G7 leaders in Japan came days after Britain and the Netherlands said they were building an “international coalition” to help Ukraine procure F-16s as it seeks to improve its defenses against Russian air attacks.
The F-16s would be an upgrade to the largely Soviet-era aircraft currently in Ukraine’s fleet. President Volodymyr Zelensky welcomed Biden’s decision, saying in a tweet, “this will greatly enhance our army in the sky.”
But analysts cautioned that the jets aren’t a cure-all and have vulnerabilities that Moscow would be well aware of and could exploit.
In fact, one active duty F-16 pilot told CNN that expectations may be way too high.
“To your question about the F-16 being a difference maker. It’s not,” said the pilot, who requested anonymity because they were not authorized to speak on the subject.
Here’s what you need to know about the F-16.
F-16s are single-engine, multirole jet aircraft, meaning they can be used in air-to-air or ground-attack missions.
The US Air Force calls the F-16, which first flew in the 1970s, a “relatively low-cost, high-performance weapon system.”
Thousands of the jets have been built over the decades, and hundreds have been exported around the world.
According to Flight Global’s World Air Forces directory, almost 2,200 F-16s are active worldwide this year, making it the single most popular combat aircraft across the planet with 15% of the world’s fleet.
F-16s for Ukraine are expected to be older versions that have been in the fleets of US allies, especially those in Western Europe.
Analysts say the F-16s Ukraine would receive are not the oldest ones out there, but aircraft that have undergone what are called “mid-life upgrades,” meaning they’ve gotten improvements to avionics and software.
Ukraine has said it needs about 200 F-16s, so the numbers would work out.
“There is a surplus of F-16s in Western nations, offering immediate availability and a well-established logistics trail,” said Robert Hopkins, a military aviation author and former US Air Force pilot.
“There are other aircraft more capable than the F-16, but they are fewer in number and are not available to transfer,” Hopkins added.
Those more-capable aircraft are probably ones that you commonly hear about, US-made F-35s and F/A-18s or French Rafales, for instance.
And there are others that are lesser known.
“The best aircraft technically would arguably be the Swedish Grippen because of its combat capabilities, ability to operate from austere bases and easier maintenance,” said Peter Layton, a fellow at the Griffith Asia Institute and former Royal Australian Air Force officer. “However, their annual production rate is low and there are none available off the shelf.”
Layton gives the Netherlands as a prime example of how the F-16 might be the easiest answer for Ukraine.
“The Dutch (have) about 40 F-16s on hand. These Dutch aircraft have been progressively upgraded, have relatively modern radars and avionics, and are able to use advanced weapons,” Layton said.
The analysts say the sheer numbers of F-16s active around the world means they have an established logistics trail and a good number of spare parts available – important components to keep the jets combat capable.
But they also note that for a modern fighter jet like the F-16, training maintenance personnel can take longer than training pilots.
“I think it’s possible to teach a Ukrainian pilot to fly an F-16 in three months,” Layton said.
But “training maintenance personnel can take months or years, depending on the desired level of proficiency,” according to a March report on the possible F-16 transfers from the Congressional Research Service (CRS).
Even after undergoing up to 133 days of schooling, a US Air Force maintainer gains a year of on-the-job experience to become fully qualified, the CRS report says.
And the report notes that there can be a numbers problem. F-16s need a lot of maintenance; 16 hours per hour of flying time, it says.
As for pilot training, Layton and the active F-16 pilot who spoke to CNN both say three months of training is for the basics – getting the plane up in the air, keeping it there and landing it safely. Combat roles become much more complex, however.
F-16s are easy to learn how to fly, but employing them effectively in “a dynamic threat environment” could take years, according to the pilot.
“Learning to fly an F-16 is only one part of the battle. American pilots first learn to fly, then they learn how to lead two F-16s, then four F-16s. This is a multi-year process, and that’s just for the basic tactical unit of employment,” the F-16 pilot said.
Layton said Ukraine’s current jet fighter pilots have proven adept, and could “learn on the job” in the F-16s if confining themselves to air defense, shooting down intruding Russian aircraft or missiles, in the short term.
“My logic falls away if trying to teach them low altitude night/all-weather ground attack using infrared systems and laser guided bombs; this would take longer,” Layton said.
Then there is the question of where Ukrainian F-16s would be based.
“F-16s do best on long, pristine runways. They could face difficulties on the rougher, former Soviet ones dispersed across Ukraine,” RAND Corp. analysts John Hoehn and William Courtney wrote in a blog post earlier this month.
“To bring in Western aircraft, Ukraine might need to repave and potentially extend a number of runways, a process which Russia would likely detect. If only a few airfields were suitable and in known locations, focused Russian attacks could impede Ukrainian F-16s from flying,” they wrote.
Assuming Ukraine can overcome logistics and maintenance hurdles, and find secure runways from which to fly F-16s, they still need the right armaments to be effective against the key fighter jets Russia is using, like the Su-25 and MiG-31, analysts say.
“The advantages of transferring advanced western fighter jets in seeking air superiority are likely to be realized only if paired with large quantities of western-manufactured munitions,” the CRS report says.
Advanced western armaments for the F-16s would be expensive.
For instance, a single Advanced Medium Range Air-to-Air Missile (AMRAAM) costs about $1.2 million, CRS says, adding that it takes about two years to make one.
The US could provide AMRAAMs and other arms from its stockpile, but with the long manufacturing times, it runs the risk of its own inventories being depleted if needed in a conflict directly involving US forces, the CRS says.
Despite all the possible drawbacks to F-16s, Hopkins said a political war is being fought, and victories are needed in that battlespace.
Getting F-16s to Ukraine would demonstrate “a powerful political and diplomatic collaboration across multiple Western (and especially NATO) countries,” he said.
Layton said Ukraine needs to take a long view, too.

Kyiv is not going to be able to get replacements for its current Soviet-era aircraft as they wear out or are lost in combat, he said
“Over time, there will be no combat-effective Ukrainian air force. They need new aircraft for future air defense tasks,” he said.
Transitioning to a Western-made fleet now makes sense, he said.
But the war in Ukraine shows no sign of ending soon, and the current F-16 pilot doesn’t see the planes hastening the end of it.
“Getting the Ukranians F-16s will be a morale boost and add some limited combat capability, that’s all,” the pilot said.
“It might do a couple of strikes over the next year and have some wins, but no one airplane will change the course of the war.”
Volodymyr Zelensky, the president of Ukraine, denied that Russia had taken control of the frontline city and compared the damage in Bakhmut to the devastation caused by an atomic bomb on Hiroshima.
Pictures of Hiroshima “really remind” Zelensky of Bakhmut and other Ukrainian settlements, according to Zelensky, who travelled to Japan for a meeting of the Group of Seven (G7).
At a press conference, Zelensky stated, “Just the same, nothing alive left, all of the buildings have been destroyed.”
There are conflicting claims over who controls Bakhmut. On Saturday the chief of the Russian private military group Wagner, Yevgeny Prigozhin, claimed to have captured Bakhmut after months of brutal fighting, saying he would hand it over to Russia later in May,
Zelensky used the conference to again deny that that Bakhmut is Russian as of Sunday and Ukrainian soldiers remain in the city.
“We are keeping on, we are fighting.” Zelensky said.
“I clearly understand what is happening in Bakhmut. I can’t share the tactics of the military, but a country even bigger than ours cannot defeat us. A little time will pass and we will be winning. Today our soldiers are in Bakhmut.”
Ukraine’s Armed Forces (AFU) said they were continuing to counter Russia in the city, and that they were advancing in the suburbs, making it “very difficult for the enemy to remain in Bakhmut.”
Russian President Vladimir Putin offered his congratulations for “the completion of the operation to liberate Artemovsk,” Russian state news agency TASS reported the Kremlin as saying, using the Soviet-Russian name for Bakhmut.
CNN is unable to verify either side’s battlefield claims.
If confirmed, the capture of Bakhmut would mark Russia’s first gain in months, but the city’s symbolism always outweighed its strategic importance.
Moscow has thrown huge amounts of manpower, weaponry and attention toward the city but largely failed to break down a stubborn Ukrainian resistance that had outlasted most expectations.
Bakhmut’s fall would also be an undoubted boost to Prigozhin, who recently announced his men would pull out entirely because dwindling ammunition supplies and mounting losses meant there was “nothing left to grind the meat with.”
Prigozhin is a former catering boss who has grown in prominence throughout the war, and his forces have been heavily involved in the fighting.
Zelensky made a surprise appearance at the G7, traveling halfway across the globe to address the world’s major industrial democracies in person.
The Ukrainian leader used the final day of the summit in Japan to appeal to G7 leaders for more powerful weapons and tougher sanctions against Moscow.
He left having won a clear boost after the Biden administration dropped its objections to sending advanced fighter jets to Ukraine.
“I cannot now tell you how many aircraft we’ll be able to get. I cannot tell you definitely when it takes place but we will speed it up because it’s important for us every day. We’re losing people’s lives,” he said.
At the G7 Ukraine’s allies reiterated their support, with British Prime Minister RIshi Sunak saying “Ukraine must not only win the war but win a just and lasting peace.”
Giorgia Meloni, the prime minister of Italy, cut short her trip to Japan for the G7 summit in response to the disaster and travelled to parts of northern Italy affected by fatal flooding on Sunday.
Meloni travelled to Emilia-Romagna, where at least 14 people died in the flooding and more than 36,000 people had to be evacuated.
Nearly 5,000 of individuals who were evacuated are taking refuge at government-allocated facilities including theatres and museums, according to representatives of the local Civil Protection Agency.
About 16% of the region’s territory has been evacuated so far, officials said.
Clean-up operations are in full swing, with video from the emergency services on Saturday showing the removal of mud from washed out roads after landslides.
More than 20 rivers burst their banks across the region, causing 280 landslides, the Civil Protection department said earlier this week.
Meanwhile up to 27,000 people were left without power, according to Enel, the Italian multinational manufacturer and distributor of electricity and gas.
The flooding also devastated farmland and drowned livestock, in a region renowned for its gastronomy. A farming association called the damage “incalcuable.”
The torrential rains come after months of drought that dried out the land – which meteorologists say has reduced its capacity to absorb water, worsening the floods.

Late on Sunday, a sizable fire broke out at the famed Manila Central Post Office in the nation’s capital. Teams of firefighters battled the blaze for more than seven hours through the night until it was ultimately put out.
Per the Bureau of Fire Protection, the fire broke out about 11:45 p.m. local time, was elevated to the highest fire alarm level just before 6 a.m. on Monday, and was then brought under control an hour later.
Fire and thick smoke could be seen rising from the windows of the neoclassical structure, noted for its grand entrance flanked with elaborate columns, as firemen battled to contain the flames.
Nahum B. Tarroza, director of the National Capital Region’s Bureau of Fire Protection, told reporters later Monday that the internal wooden structure of the building was burned all the way from the basement to the third floor.
“It’s very saddening because this is such an important part of our history,” said Tarroza, adding that papers, books and mail possibly fueled the flames.
He said an investigation will be launched into the fire, and investigators haven’t ruled out the possibility of an electrical fault or arson.
The post office building sits within the historic old Manila town near other tourist landmarks along the Pasig River that flows through the capital.
It was first built in 1926 and designed by Filipino architects Juan M. Arellano and Tomás Mapúa, and was severely damaged during World War II but rebuilt in 1946, preserving most of its original edifice.
It was declared an “important cultural property” in 2018, meaning the country’s oldest post office was of “exceptional cultural, artistic, and historical significance to the Philippines,” according to CNN affiliate CNN Philippines.
The building currently houses the Philippine Postal Corporation, the government-run postal service that handles everything from regular mail, parcels and special stamp collections.

The US State Department said on Saturday that the Sudanese Armed Forces and the paramilitary Rapid Support Forces, the two warring factions in Sudan, had reached a seven-day ceasefire agreement. This is the first such agreement between the parties since violence broke out last month.
“It’s past time to put a stop to the shooting and to block human access. The world is watching, so I beg both parties to uphold this agreement, Blinken wrote in a tweet.
Earlier on Saturday, Blinken held a conversation with the commander of theSudanese Armed Forces during negotiations between the two parties in Jeddah, Saudi Arabia.
The ceasefire, which was brokered by both the US and Saudi Arabia, will go into effect Monday, according to a State Department statement.
Previous ceasefires have failed to stop the fighting between the rival factions in various parts of Sudan, CNN reported. Failed negotiations between the head of the Sudanese army Abdel Fattah al-Burhan and RSF leader Mohamed Hamdan Dagalo broke out into intense clashes between both sides in mid-April, sparking a mass exodus of refugees from the conflict-ridden country and leading to the deaths of at least 528 people.
Thousands of foreign nationals have escaped Sudan as Western powers stepped in to evacuate their own citizens, while thousands more local families have risked perilous journeys from the capital Khartoum as they have been left to fend for themselves.
The ceasefire, according to the text of the agreement, will be “supported by a US-Saudi and international-supported ceasefire monitoring mechanism,” acknowledging that previous ceasefire agreements between the two groups have not been observed
John Godfrey, the US Ambassador to Sudan, called on both groups to observe the terms of the cease fire shortly after it was announced.
“The 7-day ceasefire agreement signed by SAF and RSF today in Jeddah will allow desperately needed humanitarian aid to reach the Sudanese people and provide a pathway to a permanent cessation of hostilities. I call on both parties to honor the agreement,” Godfrey said in a tweet.
The State Department said in its statement the US believes “subsequent talks in Jeddah will address steps needed to reach a permanent cessation of hostilities.”
“We look forward to leadership by Sudanese civilian stakeholders, with the support of the regional and international community, on a political process to resume a democratic transition and form a civilian government,” the statement said.
