He was of the view that many Ghanaians have blatantly disregarded the COVID-19 protocols because they doubt the dangers of the disease, hence the need to cause fear and panic.

“Let us tell the truth and if people panic, they panic because it will help us . . . the disease is real and killing people, you say we should not cause fear and panic. We have to fear this disease and it will really help us,” he said.

He also advised Ghanaians to stop trivializing the COVID-19 safety protocols stressing until there’s a vaccine for the disease, the only remedy is behavioural change.

“The behavioural changes are that you will wear the nose masks, wash your hands with soap and use hand sanitizer, practice social distancing,” he said.

  • Thomas Partey: Essien is one of Africa’s best

New Arsenal acquisition Thomas Partey has set his sight on replicating the success in England of compatriot and former Chelsea star Michael Essien.

Partey joined the Gunners in a sensational Transfer Deadline Day deal in September, signing from Spanish outfit Atletico Madrid.

Essien played for Chelsea between 2005 and 2014, winning eight major titles, including the Champions League.

“He [Essien] a fantastic midfielder. He fights for every ball, he’s a great legend. For me, he’s one of the best midfielders that we’ve ever had in Africa,” Partey said, as reported by his new club’s official website.

“I think we’ve all seen what he has done at Chelsea, what he has done for the Black Stars and for me, he’s my idol.

“I grew up watching Michael Essien, [Sulley] Muntari, the Ayew brothers – they are the people I look up to and they made a lot of impact on Ghanaians. I think this is my moment and I have to make sure I take it.”

Winning the 2012 Champions League undoubtedly sits at the top of Essien’s achievements with Chelsea. In addition, he clinched two Premier League titles, four FA Cups, one League Cup, and one Community Shield with the Blues.

“Now most of the young guys are looking up to me and I think I have to do my best to make sure I get them to support this great family [at Arsenal],” Partey added.

“When they support me, they’re going to feel good when they see us play.”

Partey, who won the Europa League in 2018 and Uefa Super Cup in 2019 – both with Atletico Madrid – has made a combined five appearances in all competitions for Arsenal so far.

The 27-year-old currently faces a spell on the sidelines after picking up a thigh injury while in Premier League action for the Gunners on Sunday, leading to his substitution at half-time.

His fitness setback has forced him out of Ghana’s double-header against Sudan in the 2022 Africa Cup of Nations qualifiers.

It is currently unclear if he will be fit in time for Arsenal’s trip to Leeds United on November 22 after the ongoing international break.

  • WAEC releases 2020 WASSCE results; cancels papers of 2,383 candidates

The West African Examination Council (WAEC) has released the provisional results of the 2020 West African Senior School Certificate Examination (WASSCE),

According to WAEC, the release follows the completion of all its post-examination processes.

“The West African Examinations Council (WAEC) wishes to inform its numerous public that it has released provisional results of candidates, who sat for the WASSCE for School candidates, 2020 in Ghana. This follows  the completion of all post-examination processes.”

“The results of the candidates will be dispatched to their schools,” the statement added.

WAEC made this known in a statement it issued today, Friday, November 13, 2020.

Meanwhile, the subject results of some 2,383 have been cancelled.

This, WAEC explains, is as a result of alleged examination malpractices by those candidates.

“The subject results of 2,383 candidates have been cancelled for engaging in collusion, bringing foreign materials to the examination hall, and tearing part of their question papers to solicit assistance,” the statement added.

    About 2020 WASSCE

The 2020 WASSCE commenced on July 20, 2020, and ended on Saturday, September 5.

The examination was written by 313,897 candidates across the country.

It began with practical subjects like basketry, painting and woodwork for Visual Arts candidates.

Despite measures by the WAEC to ensure a smooth process, the examination had its fair share of rumoured question leaks purported to have originated from the Council.

Some candidates rioted over the strict invigilation at their centres and, in the process, destroyed school property while using unsavoury language against state officials.

The students who engaged in the unruly behaviour were dismissed by the Ghana Education Service (GES) but President Akufo-Addo intervened and asked that they be given a second chance.

A total of 375,763 candidates from 976 schools sat for the examination representing “8.6% higher than the 2019 candidates of 346,098. The 2020 entry figure was made up of 187,581 (49.9%) males and 188,182 (50.1%) females.”

  • NMC hosts stakeholder engagement on Election Monitoring App

The National Media Commission (NMC) is collaborating with major stakeholders to deploy a new software, that will help curb the incidence of fake news and disinformation during the election period.

The election watch software, developed by the NMC and Softmasters, an IT Company, would help in election incidence capturing, media monitoring, fake news and disinformation analysis.

The Commission, on Thursday, held a high-level meeting with the stakeholders that included the Ghana Journalists Association (GJA), Private Newspapers Association of Ghana (PRINGPAG), Ghana Independent Broadcasters Association, (GIBA), and the National Peace Council, the National Commission for Civic Education, the National Commission on Small Arms and Lights Weapons, and the Security Agencies, in Accra to get their buy-in into the new App system.

Dr Ben Adu, Chief Executive Officer of Softmasters, explained to the stakeholders that the software system had been designed to help provide accurate information as well as to verify incidents as they happened on the field.

It is an evidence gathering and monitoring tool that would inform decision makers on happenings around the elections, Dr Adu stated.

“What we have done is to provide a platform that allows every cellphone to capture videos and pictures but it would timestamp the videos and pictures with the time that the incident happened, and then the GPS location and the address.

“So all pictures and videos that would be sent have the component of time, and location so you know precisely where the thing is related to or what issue the thing is related to.

“We think that with the coming elections if this thing is available, it will deter those who want to go and do the wrong things because they will know that there are hundreds of phones around, that would capture them so they would be known,” Dr Adu explained.

He said the app would be tested for three weeks and then made available to members of the media who would be accredited to cover the general elections, as well as the other stakeholders.

He said, also with the App, one could take a picture, or record an event and the system would pick the GPS information, but all users would have to register as authorised users by filling a registration form, sign-in to submit results or incident or even a report, Dr Adu added.

Mr George Sarpong, Executive Director of the NMC, said the App was developed to aid media coverage and information on the elections and to give citizens an opportunity to submit complaints and grievances about the media for consideration or analysis. He said the software app was an upgrade over the previous system, where the Commission relayed more on samples of radio or television stations to monitor information and the other happenings of the election.

“So this time, every radio and TV station and every online platform can access information on the app, while the other major stakeholders could use the app to do their work.

“It helps us to address the questions of disinformation and fake news. When somebody submits a material about something happening at a polling station and it is not true, the system enables us to know in real time that this is not true”.

He said the Police could also use the app to track violence at a polling station while the Electoral Commission could use it to know areas where they need to respond to issues like delay in the supply of ballot materials and the unavailability of ballot materials.

It is a total monitoring system, which would contribute towards credible elections in Ghana, he said.

The representatives of the various stakeholders at the meeting, especially the GJA, PRINGPAG, and the security agencies, welcomed the app and pledged their support for the system.

  • Infrastructural deficiency affecting livelihood of fisher-folks – NDC

Professor Jane Naana Opoku-Agyemang, National Democratic Congress (NDC) Running-mate has said the lack of infrastructure was negatively affecting the livelihood of fisher-folks in the country.

She said most fishermen and fishmongers were compelled to preserve their landings by saltation and smoking and those that should not even be preserved that way.

Prof Opoku-Agyeman addressing party supporters at Kpando Torkor as part of her tour of the Volta Region, said she appreciated the toil that the fishermen and fishmongers went through to provide for all Ghanaians since she was a beneficiary of their hard work.

She added that fisher folks were a special group of people who did not need government intervention in training their children to take up after them in their line of profession and that the little they needed was the provision of appropriate infrastructure to be appreciated.

“They are not asking for much except facilities to preserve what we all eat” Prof Opoku- Agyemang stressed. She said the NDC party had in the past proven to be the most caring government and that infrastructure such as landing beaches, schools and hospitals were testaments to that effect.

“We are a government that cares and the infrastructure we have built speaks for itself.”

She said politics was not about arrogance but rather advancing the course of every society and the government should be responding to the needs of the people by filling the gaps in infrastructure.

“Politics is not about being arrogant, being insulting, being prosecuted, tearing families apart…it’s about bringing all of us together”, Prof. Opoku-Agyemang added.

Mrs Della Sowah, NDC Member of Parliament, Kpando appreciated the people of the Constituency for their continuous support to the party.

She said the NDC party had and would always have developmental plans for the people of Kpando and all that the party needed was their massive votes in the upcoming elections.

Mrs Sowah said there were plans to ease the burden on the fisher-folks in the fishing community of Torkor in the next NDC administration.

  • NDP to extend maternity leave to six months

The National Democratic Party (NDP) is promising to extend maternity leave for all workers from three months to six months to enable women have enough time to nurse their babies adequately.

According to the NDP, the current arrangement where women were given only three months paid leave, was not the best for mothers to have enough time to nurse and bond with their babies in a comfortable manner.

This was contained in a yet-to-be launched manifesto of the party for the 2020 Presidential and Parliamentary elections.

Currently, maternity leave for nursing mothers is three months, many have called for its extension for mothers to have adequate period to nurse their babies especially as experts advised that six months exclusive breastfeeding for babies was the best to ensure healthy and intelligent children.

The NDP manifesto also promised to set up a cancer and kidney trust fund to provide financial and logistical support for patients, to alleviate the plight of people who were diagnosed with those diseases.

The NDP in its manifesto said it had a comprehensive package to give the health sector a facelift, if given the nod come December 7, and mentioned the Community-Based Health Planning and Services (CHPS) compound, as one of the areas to receive a major boost.

  • Free SHS: Government kicks against CHASS proposal to levy parents

An attempt by the Conference of Heads of Assisted Senior High Schools (CHASS) to make parents pay levies under the Free SHS programme has been blocked by the government.

According to state-owned Daily Graphic, at a meeting on Thursday, October 30, 2020, CHASS put forth a proposal for the review of the Free SHS policy that would allow for the payment of Parent Teacher Association (PTA) levies.

However, the state-owned media outlet disclosed in a report on Friday, October 30, 2020, that after an interview with Deputy Education Minister, Dr Yaw Adutwum, he said reintroducing the PTA levies goes against the reasons for which the Free SHS policy was introduced.

“To say that the government should somehow allow you [CHASS] to levy your own fees against parents in an era of Free Senior High School is what I don’t understand. I really don’t understand the point in saying that Senior High School is free, the government has absorbed fees, the government is even paying development levies, which is even supposed to be used for school construction and other infrastructure development that the school wants to undertake and yet we are still asking the government to allow us to levy the students, no!” Daily Graphic quoted the Deputy Minister.

The Minister, according to the report, explained that if parents voluntarily decide to support a school, that should be permissible.

“…if you have a group of parents, or parents of any school, who are saying that, can we support our school, yes, of course, they can support their school, they can voluntarily donate to support their school in the same way that old students do but cannot allow the introduction of fees through the back door…” the Deputy was quoted further in the report.

  • Osafo-Maafo, others cleared in $1m Kroll and Associates deal

An Accra High Court has delivered judgement in a matter in which the Auditor General sought to surcharge the Senior Minister, Yaw Osafo-Maafo, and five others over a $1 million deal.

According to Starr FM, the High Court, presided over by Justice Afia Asare Botwe has ruled that Auditor-General, Daniel Domelevo, breached the rules of natural justice in his handling of the audit process for the $1 million Kroll and Associates deal.

By this judgement, the Senior Minister and the five others are no longer required to refund the $1 million.

Mr Domelevo had issued the surcharged against Mr. Yaw Osafo-Maafo, Michael Ayensu, Abraham Kofi Tawiah, Patrick Nomo, and Eva Asselba Mends, all officials of the Ministry of Finance, and a UK firm, Kroll and Associates.

    Background

Acting on behalf of the government, the Senior Minister, Yaw Osafo-Maafo, signed a deal with Kroll and Associates for a value-for-money audit of some projects, identify wrongdoers and recover the assets of the said wrongdoers.

But after an audit of that deal subsequently, the Auditor-General concluded that Kroll and Associates had been paid $1 million for no work done.

Mr Domelevo then surcharged the Senior Minister, the four officials of the Ministry of Finance and Kroll and Associates GH¢5,510,353.73.

Subsequently, Mr Osafo-Maafo and the officials of the Ministry of Finance in 2019 dragged the Auditor General to the High Court and prayed the court to set the surcharge aside.

They took the view that the Auditor-General came to a wrong conclusion when he said there was no work done by Kroll and Associates.

Tarkwa-based Ghana Premier League outfit Medeama SC is in danger of suffering a transfer ban, FMiG can confirm.

The ban to be slapped on them by the Ghana Football Association will be in compliance with an FA Appeals Committee decision.

Per the decision, the club is supposed to pay its former player, Nathaniel Asamoah the sum of $54,000 as a result of monies owed him as part of an agreement between both parties when the player was transferred to Moroccan side Raja Casablanca.

  • Charge, prosecute and jail riotous party members & supporters – Kweku Baako tells Police

Editor-in-Chief of the New Crusading Guide, Kweku Baako Jnr. has frowned on the acts of impunity involving political party members and supporters.

On Sunday, October 25, 2020, a fight broke out between supporters of the National Democratic Congress (NDC) and the ruling New Patriotic Party (NPP).

The supporters were seen, in a video that has gone viral, hurling stones and other objects against each other.

They reportedly belonged to the camps of the incumbent Odododiodio MP, Nii Lante Vanderpuiye and the NPP Parliamentary candidate Nii Lante Bannerman.

Speaking on Wednesday’s edition of ”Kokrokoo” on Peace FM, Kweku Baako called on the Police to arrest and prosecute the perpetrators irrespective of their political party affiliations.

According to him, the culture where members and supporters belonging to political parties, with specific mention of the NPP and NDC, stir riot and go scot free must end with immediate effect.

Using the Odododiodio violence as a case study, the seasoned journalist said, ”whether they’re NPP or NDC, charge them. Take them to the law court. Let them face trial and if the evidence is sustained, jail them according to law . . . The arrest, the charging, the prosecution, the conviction and sentence; we need some of those things going forward as a way of helping each other”.

“I feel we’re weak at the enforcement of the electoral laws and even the national laws. It’s part of the issue that is sowing the seeds for impunity. We have to close our eyes sometimes to the party colors of the perpetrators but arrest them, send them to court, try them and sentence them,” he asserted.

  • Your assurance you wont sack me needless Amidu hits back at Mahama

Special Prosecutor Martin Amidu has stated that he does not need assurances from Former President John Dramani Mahama that he would not be sacked if he wins the 2020 polls.

He argues that the Office of the Special Prosecutor Act, 2017 (959) governs the situation and is, therefore, needless for anybody to assume airs about what she or he will do with the Office or Martin Amidu when she or he wins the elections.

“As the Special Prosecutor, I do not need assurances from anybody of leaving me in Office when she or he wins the elections. The Office of the Special Prosecutor Act, 2017 (959) governs the situation. In any case, the position of Special Prosecutor is not one of servitude but of service. It is, therefore, needless for anybody to assume airs about what she or he will do with the Office or Martin Amidu when she or he wins the elections”

According to him, the Office is an independent statutory anti-corruption agency and must be respected as such notwithstanding who for the time being holds the Office of the Special Prosecutor.

Reacting to recent comments by Mr Mahama on the matter he said “Any Ghanaian worthy of putting himself forward as Presidential candidate for the upcoming elections should know the content of the Office of the Special Prosecutor Act, 2017 (Act 959) by now. He must know by now that under section 4 of Act 959, except as otherwise provided for in the 1992 Constitution, the Office is not subject to the direction or control of a person or an authority in the performance of the functions of the Office even when the Office acts upon the authority of the Attorney- General to initiate and conduct the prosecution of corruption and corruption-related offences. It is also clearly stated that the Board of the Office shall not interfere in the day-to-day functions of the Office. This independence of the Office in the performance of the functions of the Office is reinforced when Act 959 gives the Special Prosecutor full authority and control over the investigation, initiation and conduct of proceedings under subsection (1) of section 3 which spells out the functions of the Office”

The event was attended by opinion leaders, students, pupils, and other stakeholders in the metropolis.

As part of the event, branded bicycles with messages about healthy living were launched to remind the adolescents anytime they ride bicycles to and from school.

  • Asesewa ECG staff chased out of office by NPP supporters over alleged sabotage

Some angry members of the New Patriotic Party (NPP) at Asesewa in the Eastern Region have chased out the staff of the Electricity Company of Ghana (ECG) and locked the offices.

They accused the Company of intentionally cutting power supply just when the Vice President, Dr Mahamadu Bawumia was about to address a campaign rally at the Asesewa market on Tuesday evening.

The irate members besieged the ECG premises and ordered the workers to vacate their offices because they suspected the workers were on a mission to sabotage the NPP campaign in the area.

A worker who spoke to JoyNews said they dragged them from their offices onto the compound and locked the main entrance.

He narrated that the stranded workers had to scale the walls, leaving behind their vehicles and other properties before they could go home.

Explaining what led to the power cut, the worker who pleaded anonymity said the Asesewa district has its source of power distribution from a substation at Akyem-Tafo, hence the Asesewa office could not have deliberately interrupted power supply when the Dr Bawumia was billed to address his party.

He stated that a team had to trace the source of the power cut to Boti where a tree branch had fallen on the main distribution cable.

According to him, even though the challenge was immediately rectified after the Vice President left, some communities are yet to have power restored.

A leading member of the NPP in the Upper Manya Krobo constituency, Philip Mamphey, however, disagrees with the explanation of the ECG.

According to him, the act to cut power supply anytime the NPP holds a rally has become one too many.

“As for electricity, the can be emergency outages most of the time. But this is not the first time this is happening in the Upper Manya constituency, In 2012, the same thing happened and in 2020 it has happened again.

“And so the community and our party people have suspected that this is a deliberate act t make our party unpopular and disrupt the programme. And that is unfair,” he said.

When contacted, Eastern Regional PRO of ECG Mary Eshun Oppong confirmed the locking of the offices.

The ECG staff have since reported the case at the Asesewa Police station.

  • This is why Ken Ofori-Atta will cover only Q1 2021 in budget and what to expect

Finance Minister, Ken Ofori-Atta, will in a few hours present the budget for the first quarter of 2021, as stipulated by the law.

The Public Financial Management Act (2016) requires the Finance Minister to present the budget for the upcoming year to Parliament for approval before that year begins.

For instance, the 2020 budget was brought to Parliament in November 2019 and the 2021 budget is being presented just before 2020 ends.

However, because 2020 is an election year, with the possibility of a change in government, the law states that in an election year, the budget for the following year must be limited to just the first quarter January to March.

The Expenditure in Advance of Appropriation, January to March, 2021, which the Minister will present to Parliament, is to prevent possible expenditure challenges in case of a change in government.

And then later, in March of 2021 (or generally in March of the year preceding an election year), whoever is Finance Minister will be expected to present the full year’s budget.

    What to expect

At the presentation on the floor of Parliament on Wednesday, October 28, 2020, the Finance Minister is expected to request the House to approve for government to spend about GH¢27 billion between January and March, 2021.

He is also expected to detail the projected revenue and expenditure between the same period.

Deputy Minister of Agric in Charge of Perennial Crops, Kennedy Osei Nyarko, told Journalists in Parliament that the presentation may cover the wages and salary and other minor expenditure of the government.

“I am not sure you are going to see any huge thing…like the construction of buildings. No that is not going to happen. It is going to be a normal recurrent expenditure of government,” he said.

  • Odododiodio Violence: Nii Lante Vanderpuiye has been paid back with his own coin Political Analyst

Political Analyst, Dr. Kwasi Amakye-Boateng has highlighted views that the violence that erupted in the Odododiodio constituency is payback to the incumbent Member of Parliament for the constituency, Edwin Nii Lante Vanderpuiye.

He indicated that recent violence is in response to the MPs alleged involvement in the 2016 election violence in the constituency.

On 25th October, 2020, there were clashes between sympathizers of the New Patriotic Party and the National Democratic Congress during a peace walk in the Odododiodio constituency which left about fifteen (15) persons injured.

Dr. Boateng, however, believes that this incident is a repeat of history. He told Samuel Eshun on the Happy Morning Show, “I think it is payback time as we are going into the same things of yesterday. We all know Nii Lante Vanderpuiye acted violently last election year and was supposedly moving from polling station preventing people supposedly not from the constituency from undertaking the voter registration exercise. Some of the people say it is payback time and this will not change”.

A peace walk by supporters of the New Patriotic Party (NPP) and National Democratic Congress (NDC) turned violent in Jamestown in the Odododiodio constituency on Sunday, 25th October, 2020.

In a number of video clips widely shared on social media platforms, it showed supporters of the two main parties throwing bottles as well as hauling stones and insults at each other.

Meanwhile, the Ghana Police Service has released the list of election violence-prone areas in all sixteen regions of the country. The Odododiodio constituency has been identified as one of the flashpoints going into the 2020 elections.
