  • I wont sack Martin Amidu if I win Mahama

Former President John Mahama has served notice he will not interfere with the work of the special prosecutor, Martin Amidu, in the likely event that he wins the 2020 elections.

Mr. Mahama said the role of the special prosecutor is important in the fight against corruption hence he will allow the office to continue to function since it was set up by an act of Parliament.

To this end, he noted that he will warn his appointees not to mess with Mr. Amidu because he will give him space to execute his responsibilities effectively.

Speaking to Accra-based Adom FM, the former President said the current NPP administration is making it difficult for the Special prosecutor to function effectively.

“If we come, we leave the office of the Special Prosecutor to work freely, we will maintain it because it was established by Parliament. And the point is I will warn my appointees against messing with him (Amidu) because, if he gets hold of any of them for corruption, I cannot intervene. And that should be the attitude of a President towards corruption,” the National Democratic Congress (NDC) flagbearer for the December 7 elections said.

The Office of the Special Prosecutor of Ghana was established after an act of the Parliament passed the Office of Special Prosecutor Bill in 2017.

The office serves as an independent investigating and prosecution body to make inquiries into corruption, bribery, or other criminal cases at the national level whether they be in public or private sector

The Government intended to lessen the burden on existing anti-corruption agencies and remove the institutional roadblocks that exist as hindrances to the fight against corruption. With the end result being to make anti-corruption agencies in the country more effective at discharging their duties.

In addition, government experts have expressed the ineffectiveness of the Attorney-General as an effective prosecution and law enforcement tool in the fight against corruption because the appointment and dismissal of the Attorney-General is determined by the president.

Therefore, the Office of the special prosecutor serves as the autonomous body to handle sensitive cases which the Attorney General will otherwise be ineffective at handling.

Amidu is the first to hold the position of a special prosecutor.

  • UG: Delay in reopening should not prevent you from voting TESCON to students

Persons, especially students, who have their polling centres on the campus of the University of Ghana, have been asked not to hesitate in coming back to campus to cast their vote in the forthcoming December polls.

This is coming from the University of Ghana chapter of the Tertiary Students Confederacy of the New Patriotic Party.

It comes on the back an announcement from President Nana Addo Dankwa Akufo-Addo that tertiary universities are to commence the 2020/2021 academic year in January 2021.

Speaking to UniversNews, TESCON communications member, Kofi Ampong, admonished students to make efforts to come back to campus on election day just as they did during the voter registration exercise.

He pointed out the voting was their civic right, hence, the need to break any hindrance that may prevent them from exercising it.

“If we cast our mind back to the registration period, we were all aware that we were home but yet still students managed to find their way to campus to register. The same way by which students found their way to campus to register to vote, that is the same way by which they should find their way to campus to vote,” he said.

He was, however, quick to add that students may use the option of vote transfer if they believe that coming to campus will be a problem.

“In any case, if you are a student and you feel intimidated or that coming to campus to vote in December will be a problem for you, the Electoral Commission has opened a window of voter transfer where anyone who registered can transfer their votes to another place of your choice. So that is another option student can explore,” he added.

Mr. George Prempeh, with links to the governing New Patriotic Party (NPP), is contesting as an independent candidate, determined to unseat Mr. Kyei-Mensah-Bonsu.

  • Hold Akufo-Addo accountable Mahama charges media

John Dramani Mahama, the flagbearer of the opposition NDC, has urged the media to hold President Nana Addo Dankwa Akufo-Addo accountable for the promises he made to Ghanaians ahead of the 2016 general elections.

“The media is not holding the government accountable despite knowing what is going on in the galamsey sector,” Mahama said in an interview aired on the Multimedia platforms.

He further accused the government of seizing concessions and handing them over to NPP members.

“So, if you go to the mining communities, DCEs [District Chief Executives] and NPP party chairmen are actively in the galamsey business,” he alleged.

Mahama noted that scrutiny by the media during his tenure is not the same as during the Akufo-Addo presidency.

“Government officials have never been involved in galamsey in our time as compared to now,” he said.

“Akufo-Addo has failed when it comes to the fight against galamsey and he probably should even not be running for office.”

  • NIA officer wasnt killed at our meeting National Peace Council

The Northern Regional office of the National Peace Council has denied reports that the National Identification Authority (NIA) staff, who was killed in Sanguli in the Saboba district in the Northern Region was in a National Peace Council meeting before he met his untimely death.

Two weeks ago there were reports that some gunmen had allegedly attacked a National Peace Council delegation at a district in the Northern Region leaving several others injured.

According to the spokesperson of the National Peace Council, Rev. Father Thaddeus, the meeting was not organised by the National Peace Council. He thus called on citizens to disregard such misleading information.

“The fact is that the Northern Regional office of the National Peace Council in collaboration with the District Assemblies of Saboba and Chereponi set up two peace committees in the two districts to support the work of the District Security Councils with regard to the recurring conflicts in the two districts.”

“Other partner organisations invite committee members to assist in the implementation of district-level activities and as a result, Saboba Peace Committee Chairman was invited to chair an implementation committee office which he went there, not as the peace committee chairman but the chairman of the implementation committee. So that activity cannot be said to be Peace Council activity. It is therefore misleading to associate the activity with the Peace Council.”

  • Prosecution to have tough time over death of key suspect in Prof Bennehs case Lawyer

A private legal practitioner, Christian Lebrechet Malm-Hesse, has noted that the prosecution will have a tough time to successfully prosecute the case of the alleged murder of the law Professor Emmanuel Yaw Benneh.

This follows the death of the prime suspect in the case, James Nana Womba.

Mr Malm-Hesse told Stephen Anti on Midday Live on TV3 Monday, October 19 that the police will now have to rely on circumstantial evidence to conduct the case.

This, he explained, is difficult because the evidence that will need to be gathered under a circumstantial approach may have been tampered with, a situation that create difficulties for the state.

“The prosecution has big legal hurdle to climb,” he said.

The suspect is reported to have died at the Police Hospital in Accra on Monday, October 19

“This is not a good one for the prosecution team. He is the one who mentioned names leading to arrests of others

“The police will now have to depend on circumstantial evidence and that is going to be a little bit hurdle for the prosecution.”

  • Fuel tanker drivers threaten sit-down strike

Fuel tanker drivers across the country have been directed by their mother association, the Ghana National Petroleum Tanker Drivers Union not to move any of their trucks today, Monday, October 19, 2020.

The association in a letter said all the drivers must however report to their respective loading gantries.

“We are informing all tanker drivers across the country that on Monday, 19th October 2020, no driver should move a truck but report to their various loading gantries at Tema for Union Offices, Takoradi, Buipe, Kumasi respectively,” the letter from the association said.

It is unclear the reason for the directive but Citi News understands that the association will organize a press briefing later today to give details about the decision.

    Previous strikes

In September 2020, tanker drivers operating at the Buipe depot in the Savannah Region declared an indefinite strike over the refusal of the Bulk Oil Storage and Transport (BOST) management to fix malfunctioning loading metres at the depot.

Months earlier, the drivers kicked against the implementation of the new Electronic Cargo Tracking System by the National Petroleum Authority (NPA).

The Electronic Cargo Tracking System and the National Command Centre from the National Petroleum Authority was launched in Accra in January 2020 to improve the efficiency of NPA in the monitoring of Bulk Roads Vehicles nationwide and also check illicit activities associated with the transportation of petroleum products across the country.https://www.youtube.com/embed/2ecPzYwC-_U

But the drivers threatened to strike if the implementation is not suspended.

They said the NPA must hold on with the implementation until the partial lockdown announced in parts of the country earlier in the year due to the COVID-19 pandemic is over.

He explained that in view of the second wave of COVID-19 infections engulfing many countries in Europe and America, it was imperative for the nation to insist on the three-day period.

“It is better to be safe than sorry,” he added.

President Akufo-Addo announced this in his 18th televised address on Sunday night, on enhanced measures to contain the spread of COVID-19.

Ghana reopened the Kotoka International Airport (KIA) on September 1, 2020 after closure for six months, to prevent the importation of the virus into the country.

So far, the authorities at the KIA have tested 30,564 disembarking passengers at the airport out of which 92 tested positive.

President Akufo-Addo, highlighting the significance of testing at the airport, noted that, all the 92 positive cases were asymptomatic, whose status could not have been detected, and would have unintentionally spread the disease among the Ghanaian population.

The President indicated that despite the successes chalked so far in managing the COVID-19 pandemic, the virus remained a mystery, hence it was prudent to tread cautiously and continue observing all the safety protocols.

He re-affirmed government’s commitment towards limiting the importation of the virus, provide adequate care for the sick and reduce the impact of the pandemic on social and economic life of the people.

As of Friday, October 16, the number of active cases has declined further to 398, with 46,664 persons fully recovered, representing 98.5 per cent recovery rate.

Three hundred and ten (310) persons have succumbed to the disease, representing 0.5 per cent fatality rate, with 510,074 tests conducted so far.

The President said the country’s ultimate goal was to achieve zero active case scenario.

President Akufo-Addo attributed the country’s success situation to government’s effective policies and interventions, the co-operation of all well-meaning Ghanaians and the grace of God.

  • Corrupt public officers could face 25-years in jail under new law

Public officers who are found guilty of corruption under the amended Criminal Offences law could face up to 25 years in jail.

Section 260 of the memorandum that accompanied the bill stipulates that a public officer who fails a set of accountability requirements could be jailed between 12 to 25 years.

The amended law, which was passed last week, is awaiting presidential assent to become effective.

The new law also amends the Criminal Offences Act, 1960 (Act 29) to categorise the offence of corruption as a felony and provide a stiff penalty for a person who commits the offence of corruption and other related offences.

It provides generally for the rules of punishment for offences described as a first degree felony, second degree felony and a misdemeanor. A distinct category of offences under the new law is the proposal for a term of imprisonment not exceeding twenty-five years for corruption which was categorised as misdemeanors under the old law.

The amended law reiterates existing offences under various provisions of the previous law but substitutes the relevant provisions by providing specifically for stiffer penalties to bring them within the category of a first-degree or second-degree felony.

The amending provisions also stipulate the minimum and maximum thresholds. The thresholds serve as a yardstick to guide judges in the determination of the term of imprisonment to impose.

Other amendments comprise false declaration for office or voting, false certificate by public officer, destruction of document by a public officer, deceiving a public officer, accepting or giving bribe to influence a public officer or juror, corrupt promise by judicial officer or juror, corrupt selection of juror and corruption, intimidation and personation in respect of election.

Corruption, undoubtedly, constraints the economic growth of a country as it reduces revenue to the state and distorts economic development by rewarding the dishonest rather than the most competent, the report states.

  • Protect all Ghanaians, not only MPs Martin Kpebu

A constitutional lawyer, Martin Kpebu has asked the state to scale up security for the general populace and not Members of Parliament (MPs) alone.

Mr Kpedu told Abena Tabi on the Key Point programme on TV3 Saturday October 17 that all lives matter in the country hence, the need to provide security for all.

His comments follow a assurance given by the Interior Minister Ambrose Dery that some 800 police personnel would be deployed to provide security for MPs at home at all times following the gruesome murder of the lawmaker for Mfantseman Constituency Ekow Quansah Hayford.

Mr Dery said another 200 police personnel would be deployed to the Parliamentary Protection Unit to serve as bodyguards for Members of Parliament (MPs) from October to the end of 2020.

“Subsequently, we should have 800 police added so that each Member of Parliament will also have security at home in the day and night,” he stated.

There have been concerns among a section of the Ghanaian public that the state is paying too much attention to the security needs of the lawmakers whereas the general security of the country is not the best following the killings of other important personalities such as law Professor Emmanuel Yaw Benneh.

Sharing his perspectives on this development, Mr Martin Kpebu noted that at the moment Ghana does not have enough police officers therefore, dedicating 800 officers to cater for MPs alone will create problems for the security of the country.

He further stated that if the security of the general populace has been better there will not have been a need to give preferential treatment to MPs in relation to their security. To that end, he said the attention must be tilted towards strengthening security of the entire country.

“If we are to increase security in the general population there will be no need for heavy personal security for the MP”.

“It is because the Police numbers are down, totally below the required standards that is why you have this,” he said.

He added “So if you increase security for the general populace it will be a less need for the personal heavy security. Let us do that one first because all lives matter.”

The Ghana Association of Certified Registered Anaesthetists has renewed calls for improved conditions of service.

The group embarked on a strike on January 2020 to demand better conditions of service and also rejected the call for its members to be described as physician assistants.

But it appears not all the concerns have been addressed after they resumed work.

According to the group, although its members play a very important role at various health facilities, there are no laid down structures to ensure career progression.

Speaking at a news conference at the Manhyia District Hospital in the Ashanti region to mark World Anesthesia Day, Ashanti regional chair of the association, Abigail Boadi Acheampong stressed the need to make the profession attractive.

“No one anaesthetist is supposed to administer anaesthesia in principle. But in Ghana, the case is different. Some hospitals have only one anaesthetist, the person is not able to go on leave, works 24/7, and 365 days.”

“Conditions of service are also poor. We embarked on a strike not long ago over some of these challenges. But they still persist. Career progression also, it was just recently that they introduced the degree programme. Those with a nursing background cannot make any significant progression.”

  • ‘Dr UN’ arrested and detained in police cells for jumping bail

Self-acclaimed global ambassador for the United Nations (UN), Kwame Fordjour, popularly known as ‘Dr. UN’ has been arrested by the police in Kumasi for jumping bail.

He was arrested on the premises of Kumasi based Hello-FM by plain-clothed policemen.

Fourdjour had earlier been arrested by the police and sent to court at Asokore Mampong for fraud.

He was granted bail after his parents signed surety for him.

He however reportedly absconded and the sureties for his bail – his parents – were arrested and asked to produce him.

He appeared at the premises of Hello FM in Kumasi on Friday for an interview and the police moved in to arrest him.

Under the pretense of being a diplomat and global ambassador with a doctorate degree from Harvard, Fordjour accomplished a scam on a magnitude almost never experienced in Ghana.

Pretending to be partnering with the United Nations and the respected legacy of the late Dr Kofi Annan, he contrived to organize an awards ceremony (succeeded quite brilliantly) and presented trophies and citations to over 20 accomplished Ghanaian personalities who he described as having achieved extraordinary feats in their endeavors.

According to a report filed by Peace FM’s correspondent in Kumasi, Samson K. Nyamekye, ‘Dr. UN’ has been on the radar of the security agencies for quite some time now, after a fake award ceremony he organized at the Kwame Nkrumah University of Science and Technology (KNUST), Kumasi in the Ashanti Region.

He was arrested after it was reported that the award scheme held in 2018 was fake and subsequently tried by a Magistrate Court in Asokore-Mampong.

The court, presided over by Her Worship, Portia M.A. Salia, later granted him bail.

But after flouting his bail conditions, the court issued a warrant for his arrest.

In view of this, when news went out that Kwame Fordjour was in the studios of Hello FM, the security agencies stormed the place and later whisked him away in an unmarked saloon car.

He has since been placed in police custody.

A video showing him behind bars has been shared on social media.

They have been accused of playing various roles in the kidnapping of Miss Lauren Patricia Catherine Tiley and Miss Bailey Jordan Chilley, who were in Kumasi to participate in a youth programme on June 4, 2019.

When the case was called on Friday, October 16, Hilda Craig, Senior State Attorney told the court that prosecution was ready for the trial to start.

She however prayed the court that the matter be heard in-camera since the witness is a national security officer.

The court presided over by Justice Lydia Osei Marfo granted her the request and cleared the court.

Agharlor was represented by Longinus Chinedu. Ojiyorwe and Omarsars were not represented by counsel. Yakubu said he will represent himself.

The brief facts accompanying the charges were read to the court by Senior State Attorney Hilda Craig after their plea were earlier retaken.

  • The money is not there – CSOs cry over lack of funds to monitor Dec polls

Civil Society Organisations (CSOS) are worried that they may not be able to monitor the upcoming elections on December 7 due to lack of funds.

Director of Programs at Institute of Democratic Governance (IDEG), Kwesi Jonah, said the coronavirus pandemic can be blamed for the lack of funds and financial difficulties that the CSOs are facing.

CSOs rely on donor funds to be able to play their democratic roles of monitoring the elections to ensure the process is free, fair, transparent, and peaceful.

But the IDEG boss says the coronavirus is blame for the lack of dwindling donor support.

He made the comment at a forum on Thursday, October 15, 2020, organised by the Ministry of Parliamentary Affairs on Civil Society Organisations and Democratic Elections in Ghana.

“We are still going to set up situation rooms in all 16 regions, but we are going to set it up very late. Ideally, we set up the situation rooms about three months to the election to follow up on the campaign. This time around, I think we are going to set it up late,” he said.

He added: “If you ask me the reason, it is very simple; the [money] is not there.”

He, however, said CSOs like his will do their best despite the challenges.

At the forum, the Majority Leader, Osei Kyei-Mensah-Bonsu, stressed the need for CSOs to step up advocacy to eliminate fear and calm tensions in the country ahead of the general election in December.

He warned of the tendency of elections to destabilise the country, hence the need for better voter education.

“Your advocacy must also go to eliminate violence and diminish the fear and panic that is about saturating the system,” Mr Kyei-Mensah-Bonsu said.
