  • Mahama announces $10 billion infrastructural plan dubbed Big Push

John Dramani Mahama, the flagbearer of the National Democratic Congress (NDC), has announced a $10 billion accelerated infrastructural plan, dubbed the Big Push, which he says will drive jobs and entrepreneurial agenda when elected in December 2020.

“We are looking at what I call the Big Push, injecting some $10 billion to dualise our roads, complete the remainder of the 200 Community Day Senior High Schools, finish all the hospital projects that have been left abandoned, and construct bridges to open up the country”, says Mr. Mahama.

Speaking in an interview on TV XYZ, the NDC flagbearer said the major plank of his second coming as President “is to deliver jobs to our young people.”

According to the former President, “it [Big Push] will involve the construction industry, engineering, and other professionals, and will bring a lot of artisans and everybody back into work.”

Mr. Mahama who has been visiting and meeting traditional rulers and various interest groups in Savannah, Northern, Oti and Volta Regions, also announced that delivering jobs to the young people of Ghana will be a major plank of his next government.

“If we do not do this urgently, we have a time bomb ticking away. Everything, every policy, and every policy will be focused on creating jobs for young people”.

The NDC Flagbearer says his Agenda One Million Jobs will see the creation of between 300,000 and 400,000 jobs a year, in both the private and public sectors.

“It is a very well-thought-out plan and will be the central promise of our manifesto”, he added.

  • Comparison of Kotoko to NPP and NDC by Amponsah has no empirical evidence – Maurice Quansah

The vice president of Sports Writers Association Ghana (SWAG), has revealed that Nana Yaw Amponsah‘s comparison of the Kumasi-based club to political parties in size has no data backing it.

Amponsah, after his official confirmation as CEO of Kotoko, boldly stated that the club is bigger than the two political parties in Ghana , NPP and NDC.

“You know you have to say the right things to the people. Kotoko is a big club with so much untapped potential. I have travelled across the continent. You go to Egypt, Algeria, Morrocco [they respect Kotoko],” Quansah told Joy FM.

“But, Kotoko have their problems so they have not been able to tap into that huge potential so a lot of things are speculation. Yes they [Nana Yaw Amponsah] talks about Kotoko being bigger than NPP or NDC but there are no scientific basis to it.”

  • Brazil’s coronavirus death toll surpasses 100,000

Brazil on Saturday surpassed 100,000 Coronavirus deaths and three million cases of infection, crossing the grim milestone after President Jair Bolsonaro said he had a “clear conscience” on his response to the outbreak.

With 100,477 fatalities and 3,012,412 confirmed cases, the South American nation of 212 million people is the second hardest-hit country in the global pandemic, after the United States.

The health ministry reported 905 new deaths in the past 24 hours, as well as 49,970 fresh cases.

But the official figures are most likely an undercount, with experts estimating that the total number of infections could be up to six times higher due to insufficient testing.

Brazil has seen 478 deaths per million people, a figure roughly equivalent to that of the United States (487), but lower than that of Spain (609) or Italy (583).

Senate speaker Davi Alcolumbre announced four days of mourning in Congress to pay tribute to the country’s 100,000-plus virus victims.

The Coronavirus outbreak in Brazil is showing no sign of slowing as it enters its sixth month.

The country’s first confirmed COVID-19 case was identified in Sao Paulo on February 26, with the first death on March 12, also in the city.

Brazil marked 50,000 deaths a hundred days later, but then doubled that total in just half the time.

Infections have accelerated in recent weeks in the countryside as well as inland regions and areas where the virus was late arriving, particularly the country’s south and center-west.

In southeastern states such as Sao Paulo and Rio de Janeiro, hardest-hit by the virus in absolute numbers, the situation has stabilized, while the virus’ presence has declined in northern regions after reaching catastrophic levels in April and May.

    ‘Arrogance’

At Copacabana beach in Rio, activists from the NGO Rio de Paz released 1,000 red balloons Saturday while standing between 100 black crosses stuck in the sand, in a tribute to Brazilians who have died of coronavirus.

Former president Luiz Inacio Lula da Silva, Bolsonaro’s leftist nemesis, on Twitter denounced “the arrogance of a president who has chosen to describe this cruel virus as a little flu, defying science and even death, and who bears in his soul the responsibility for all the lives lost.”

The contagion has cast a harsh light on Brazil’s inequalities, with the virus wreaking particular havoc on the country’s favelas and hitting black populations especially hard.

The country’s indigenous Amazon populations have also been hard hit, with one of Brazil’s leading chiefs, 71-year-old Aritana Yawalapiti, dying Wednesday of respiratory complications caused by COVID-19.

Bolsonaro’s government, which has been criticized for managing the epidemic in a chaotic fashion, is on its third health minister since the virus reached the country.

The right-wing leader, who tested positive for the virus last month but has since recovered, said Thursday he had “a clear conscience” and had done “everything possible to save lives.”

Bolsonaro also called the governors of states that took containment measures which he opposed for economic reasons “dictators.”

Brazil resumed its national football championship on Saturday, three months behind schedule.

  • Trump signs executive orders extending financial relief for Americans amid pandemic

President Donald Trump on Saturday, August 8, 2020, signed executive actions extending financial relief to Americans hit by the Coronavirus pandemic as polls showed a large majority of voters unhappy with his handling of the crisis.

The four measures marked a presidential show of strength after Trump’s Republican party and White House team failed to agree with opposition Democrats in Congress on a new stimulus package aimed at stopping vulnerable Americans from falling through the cracks.

“We’ve had it and we’re going to save American jobs and provide relief to the American workers,” Trump said at a press conference at his golf club in Bedminster, New Jersey, where he was spending the weekend.

With double digit unemployment, disruption to businesses from social distancing rules, and persistent Coronavirus spread, many Americans had been relying on relief measures approved earlier by Congress, but which mostly expired in July.

Trump said his decision to circumvent Congress with executive actions would mean relief money getting “rapidly distributed.”

In reality, his measures are likely to face court challenges because Congress controls federal spending, and in any case they may add up to less money than initially appears.

For Trump, lagging badly in the polls against his Democratic rival Joe Biden ahead of the November 3 presidential election, the orders were partly about showing he is in charge.

He turned the signing ceremony in the ballroom of the golf club into an assault on his opponents and threw in several false claims about his accomplishments in office.

To cheers from club members invited to watch the event, Trump insulted the Democratic “crazy” leader of the House of Representatives Nancy Pelosi, denounced Biden as “far left,” and claimed that Democrats want to “steal the election.”

Biden called Trump’s orders Saturday “a series of half-baked measures.”

“They are just another cynical ploy designed to deflect responsibility,” Biden said, adding that Americans need a “real leader” who would work to hammer out a deal with lawmakers.

    Haggling in Congress

One key Trump order promises to get $400 a week added to Americans’ unemployment benefits, while two others offer some protection from evictions and relief for student loans.

The $400 assistance is below the $600 offered in the expired stimulus package. It may also end up amounting only to $300 extra a week, because Trump said $100 would be provided from state, not federal, budgets – and only if states were willing or able to do so.

A fourth measure – opposed by many Republicans as well as Democrats – ordered a freeze in payroll taxes. This makes a big headline for Trump but is only a deferral, rather than a cut in the tax.

“Today’s meager announcements show President Trump still does not comprehend the seriousness or the urgency of the health and economic crises facing working families,” Pelosi said on Twitter Saturday. “These policies provide little real help for families.”

Democrats, Republicans and White House negotiators had worked all last week without coming close to a deal on an overall congressional relief bill for those struggling to make ends meet in the world’s richest economy.

Democrats pushed for a massive new $3 trillion stimulus package aimed at propping up the economy, repairing the tattered postal system in time for the presidential election and giving the unemployed an extra $600 a week.

Democrats later announced they could drop the price tag but refused the Republicans’ offer of a $1 trillion package.

  • Kano residents groan under burden of abandoned road projects

The several uncompleted (and some abandoned) roads in Kano State have left residents and visitors of the commercial centre of Nigeria faced with many difficulties.

During the dry season, thick dust that characterised the roads adversely affects their health, particularly the asthmatic patients; while during the raining season, the roads become unmotorable with flooding and several potholes.

To businesses on these roads or those that are linked by these roads, the daily sales they make are significantly reducing as most motorists usually take alternative routes to avert the potholes and dust that greet them whenever they ply these roads the same way buyers of goods look for alternative markets.

Residents of these affected areas noted that most of these projects were initiated by previous administrations but were later abandoned by their successors.

Inuwa Dutse road of Karkasara in the metropolis, which was awarded for resurfacing by the administration of Senator Rabiu Musa Kwankwaso (2011-2015), has been abandoned for years, leaving residents and passers-by covered in dust.

It is a road that links communities of Darmanawa, Karkasara (behind Aminu Kano Teaching Hospital, AKTH), Sallari and Court road.

The road, according to a shop owner in the area, has been like that for long with no hope in sight on when its work will resume.

Sale Abdullahi, who sells soft drinks in his shop along the road, said he cannot remember exactly when the road construction started before it was abandoned subsequently.

“Because of the critical condition of this road, our sales have significantly reduced as nobody wants to follow the road again”, he lamented.

He said, “Sometimes, you’ll buy drinks, and after like two, three days people begin to complain that you may be selling expired products due to the dust that cover the products within that short period.

“So many people would rather go to other places to buy.

“About eight months ago work resumed on the road. We were very happy then that at least it will ease our pain, but without reaching any milestone, they packed their equipment and left the site.

“It has affected us seriously. I used to make sales of about N30,000 daily before, but now, we only get what to eat here due to customers’ drought caused by the road condition.”

Daily Trust on Sunday observed that in most parts of the road, motorists share one lane to avoid potholes. This, according to Abdullahi, has increased the number of accidents recorded in the area.

    Double tragedy for residents

In virtually all these roads, the situation becomes a double-edged dagger with each leaving residents and passers-by groaning.

To Abdullahi of Karkasara, the only time they get some relief from the dust is when it rains.

“And when the rain comes, we are faced with another tragedy of potholes and water flooding the road since the drainage has not dug. So in any way, it’s a double tragedy for us.”

20 shops vacated due to road condition

At Yahaya Gusau, the road linking Sharada community, one of the biggest industrial hubs of the city, to Gadon Kaya, it was gathered that about 20 shops in a house have been vacated because of the road condition.

The road is one of the 5km road project awarded by Kwankwaso for each of the 44 local government areas in the state at the beginning of his second term as governor in 2011.

Confirming the situation, Muhammad Baba, who sells motorcycle spare parts along the road said, “You see that house (pointing at a storey-building in the area), 20 shops were rented earlier, but none of them is now occupied because of the road’s critical condition.

“If you display your goods, dust will cover them and you know what that means; nobody will buy.

“This road has been under construction for over seven years, though work has partially resumed this week.

“When it rains, nobody follows this road because it’s not motorable, we only open in such situation and gist, but nobody will come, talk less of buying our goods.”

Most shops built around these roads that are supposed to be rented as a business entity are mostly vacant, with the little occupied complaining of low sales, it was gathered.

“Here in Yahaya Gusau road, for instance, the road has almost reached its completion stage before it was subsequently abandoned. They were to lay asphalt to complete it”, said Baba.

He added that “Now that they have decided to resume work, they will have to start all over as water has washed away all they have done before, including dredging or even building new drainages.

“You can see how it’s incurring additional expenses to the government. A work that could be completed at the rate of N70 for instance could gulp N100 or even N150”.

Residents said Yahaya Gusau road is very important because it also links Dandinshe communities with other parts of the city. The area, located in Dala local government is said to be the second-largest political ward in the country due to its population.

Despite this potential political advantage, residents of the area have been groaning of successive neglect by various administrations.

Another resident of the area said the road condition has affected their life negatively.

“Many pregnant women who need to be taken to hospitals have delivered on their way due to the terrible potholes on the road”, said Malam Balarabe Shehu, a resident of Dandinshe area.

He added, “Anyone living in this area could bear me witness that even the price we are charged by commercial vehicles is usually higher when compared with that of other places.

“Their justification is that our road is terrible and we don’t have any alternative route to use. Dandinshe is one of the most densely populated areas in Kano; yet, the government neglected us and only check back when campaign time comes.

“All politicians use this road as their tool of a political campaign, once they are voted, the rest is history”, Shehu added.

On his part, another resident of the area who doesn’t want his name mentioned attributed their plight to political reasons, arguing that the present administration deliberately abandoned the work because it was initiated by its predecessor.

“Before the 2019 election, work resumed in the area, but, one fateful day the state governor visited the area and was booed. And that is the end of the story,” he added.

Abba Anwar, the Chief Press Secretary to Governor Abdullahi Umar Ganduje, denied this allegation, saying nothing of such happened.

Previous state of roads better than what ‘construction’ caused

New road in Sabon Gari area of Fagge LGA is one of the most populous roads in Kano, mostly because it houses the park for luxurious buses plying the South East and South West of the country.

A resident and shop owner in the area, Mrs. Edna Ibe, told Daily Trust that the road was scraped and subsequently abandoned over seven years ago.

“A few days ago a cripple man fell inside this dirty water (pointing at a wide hole filled with dirty water on the road), the sight was terrible, and I could not help but cry. Every day, you see car owners cursing after damaging their vehicles while trying to navigate the terrible road,” she added, appealing to the government to come and complete the road.

Madam Joy Iriakany, a food seller on the road, said the attempted repair of the road had even further destroyed the road. “The road was better before they even attempted to fix it. Kwankwaso told us that he wants to make it better but he did not. When Ganduje entered, he also promised to fix the road but nothing. During the election, they promised us that they will fix it, but you can see for yourself the state of the road,” she said.

“When it rains, even pedestrians cannot access the road not to talk of car owners. This is affecting our business,” Madam Iriakany lamented.

Like residents of Yahaya Gusau road, most of the residents and business owners on New Road said they preferred the status of the road before the repair work commenced.

The problem of continuity in leadership is what affects most other abandoned roads in Kano, residents said. The Dakata-Bela road in Ungogo local government, awarded at the tail end of the administration of Senator Ibrahim Shekarau (2003-2011) has suffered similar neglect as the work only stopped at Kwanar Inusawa. Rimin Kebe residents, also in Ungogo are suffering a similar problem.

Residents of Sheikh Mahmud Salga road along Goron Dutse and Jakara road have also been calling on the government to conclude the work started and make the road motorable again. The road’s importance to Kano’s commercial activities was accentuated by it serving as the link to Kurmi market (an over 500-year old market, known for being the home of traditional attires and artefacts).

Some of the market people told Daily Trust on Saturday that due to the bad status of the road, they now get just 1/10 of visitors that normally access the market, especially from Sokoto and Zamfara states.

    ‘Governance should be about continuity’

On his part, Senator Ibrahim Shekarau told Daily Trust through his spokesman, Sule Yau Sule that the Dakata-Bela road was not completed during his administration because “in government, you cannot finish all you start to do. Projects are awarded based on expectation on the flow of funds and hardly can you get all you expect to get by the end of the year. That brings about slowing down some of the projects.”

He said projects normally suffer when the government is not able to get its expected flow of funds, adding that the impression that the contractors had been fully mobilised was a wrong one.

“You don’t even have the (full) money on ground to pay”, he said, adding that the contractors were mostly paid based on the level of the job completed.

Efforts to get an official position from Senator Kwankwaso were not successful as at the time of filing this report. Comrade Aminu Abdussalam Gwarzo, who issued a statement on his behalf the last time he addressed the public, did not respond to calls and text messages sent to him on the matter.

However, a stalwart of the Kwankwasiyya Movement, Sunusi Surajo Kwankwaso said if governance was all about continuity, the present administration has no excuse to abandon the projects.

“It’s a known fact that no contractor will start any work without receiving a certain percentage of the amount, so they should just explain why they are being selective on the kind of projects to complete”, Sunusi Kwankwaso, who was the Special Assistant (Government House) during Senator Kwankwaso’s administration added.

‘Work is ongoing, we will not stop’

In his reaction, the Permanent Secretary of the state’s Ministry of Works and Infrastructure, Ahmed Abba Salisu, said it is not true that the Governor Abdullahi Ganduje-led administration has abandoned projects it inherited.

The Permanent Secretary said many projects inherited by the administration from the previous administrations had been completed, citing examples with Sheikh Isyaku Rabiu Specialist Hospital and the over 2km Alhassan Dantata bridge, among others.

Salisu said as with everything in the country, the COVID-19 pandemic grounded a lot of the ongoing projects and that it was only until recently that contractors were now returning to their project sites. He noted that one of such roads where work has since resumed is the Yahaya Gusau road.

He said the administration has directed that all the 5km road projects awarded to each local government in the state by the previous administration that was hitherto being handled by the Kano State Urban Planning and Development Authority (KNUPDA) should be returned to the ministry.

This, he said, was to ensure the appraisal of the projects and see to the completion of those yet to be completed. New road in Sabongari and Sheikh Mahmud Salga road are some of these roads.

He appealed to residents to continue to exercise patience with the government, adding that the administration has the political will to complete all outstanding projects and do more for the state.

  • Messi and Suarez help Barca into quarter-finals

Barcelona set up a Champions League quarter-final against Bayern Munich after overcoming Napoli on a night of high VAR drama at the Nou Camp.

With the tie evenly poised at 1-1 after February’s first leg, Dries Mertens set the tone for an incident-packed first half, striking the post for the visitors after 90 seconds.

But it was five-time European champions Barcelona who made the breakthrough when Clement Lenglet headed in Ivan Rakitic’s corner after 10 minutes.

Lionel Messi doubled his side’s advantage in style as he wriggled past three defenders, before bending a shot between another two Napoli players and into the far side of David Ospina’s goal.

The Barcelona captain thought he had further added to his tally of 115 Champions League goals in 142 games just seven minutes later, but a lengthy video assistant referee review deemed he had handled the ball in controlling Frenkie de Jong’s pass.

Another VAR review then awarded Barcelona a penalty in first-half injury time after Kalidou Koulibaly felled Messi – and Luis Suarez stepped up to net his 25th Champions League goal.

  • Asante Kotoko needs strong leadership to implement policies – Jerome Otchere

Jerome Otchere has revealed that Asante Kotoko needs strong leadership to implement very important policies at the club.

He was reacting to the unveiling Nana Yaw Amposah yesterday which saw the new board members join the new CEO to usher in a new era at the Kumasi-based club.

Mr. Otchere speaking on Joy FM mentioned the data collection project undertaking by the official supporter’s group which failed because it didn’t get the leadership strength to drive it.

“I know that the official supporter’s group of Kotoko at some point tried to get data of fans on two occasions but were not able to get it done. Their challenge is basically about leadership. For everything, in my opinion, you need a level of leadership to drive it,”

“If you put it in place and do not get the necessary leadership strength, it will fail at some point. That is what the case has been when it comes to collecting data at Asante Kotoko,” he added.

  • Bayern crush Chelsea to set up Barca quarter-final

Bayern Munich will meet Barcelona in the Champions League quarter-finals after Robert Lewandowski inspired them to a crushing 7-1 aggregate win over Chelsea.

Having established a commanding 3-0 first leg lead at Stamford Bridge back in February, Bayern quickly made it 5-0 on aggregate when Lewandowski – from the penalty spot – and Ivan Perisic scored inside 25 minutes at the Allianz Arena.

Chelsea pulled a goal back through Tammy Abraham after a rare mistake by keeper Manuel Neuer, but Bayern’s class shone through.

Substitute Corentin Tolisso made it 6-1 on aggregate when he volleyed home unmarked inside the six-yard area before Poland forward Lewandowski, who now has 53 goals in 44 appearances in all competitions this season, headed the fourth to finish the match with two goals and two assists.

Bayern will now face Barca in a mouth-watering one-game knockout format in Lisbon on Friday.

  • Ivory Coast President Alassane Ouattara to run for third term

Ivory Coast President, Alassane Ouattara, has said he would seek re-election in October, formally accepting the governing party’s nomination to be its candidate and defying opponents who say the constitution forbids a third term.

Ouattara, who has governed since 2011, said in March he would not run again. But his preferred successor, then-Prime Minister Amadou Gon Coulibaly, died in July, leading the party to ask Ouattara to reconsider.

The election is seen as the greatest test yet of the tenuous stability achieved since a brief civil war in 2010 and 2011 killed about 3,000 people following Ouattara’s first election win.

“I have decided to respond favourably to the call of my fellow citizens,” Ouattara said in a televised speech on Thursday. “Given my previous promise, this decision represents a real sacrifice for me.”

His opponents say the two-term limit in the constitution bars him from running again, but Ouattara has said his first two mandates do not count under the new constitution adopted in 2016.

The opposition party, the Ivorian Popular Front (FPI), called his decision to run “deplorable”.

FPI spokesman Issiaka Sangare added: “Ivory Coast could have given another signal that would have allowed democracy to continue.”

  • Guinea’s President Alpha Conde picked to run for third term

Guinea’s governing party nominated President Alpha Conde to stand for a third term, taking advantage of a new constitution to circumvent a two-term limit on presidential mandates.

Conde, 82, stopped short of formally accepting the nomination in a speech on Thursday. Talk of his running again has sparked widespread protests that have killed at least 30 people over the past year.

“Today you have all spoken, allies, parties and others – I take note,” Conde told party members.

He did not say when he would formally respond to the nomination.

Conde, a longtime opposition leader, came to power in a 2010 vote that raised hopes for democratic progress in Guinea after decades of authoritarian rule. He was re-elected in 2015.

But his efforts to stay in power have raised concerns that Guinea will go the way of other African countries whose rulers have refused to step down long after their mandates expired.

Conde’s supporters say the constitutional change, approved in a referendum in March that was boycotted by the opposition, acts as a reset button on the two-term limit.

Guinea is Africa’s largest producer of the main aluminium ore, bauxite. It also has significant reserves of iron ore, including the giant Simandou reserve, the largest known deposit of its kind with more than two billion tonnes of high-grade ore.

  • Mali’s Keita appoints Constitutional Court judges to ease crisis

Mali’s President Ibrahim Boubacar Keita appointed nine judges to the Constitutional Court by decree as part of a compromise intended to ease the country’s months-long political crisis.

The Sahel nation is in the grip of a political impasse between Keita and an increasingly strident opposition intent on securing his resignation.

Last month, 11 people died over three days of unrest following an anti-Keita protest in the worst political strife Mali has seen in years.

Heads of government from the Economic Community of West African States (ECOWAS) stepped in, suggesting on July 27 the formation of a new unity government to include opposition members, while sticking by Keita.

They also urged the appointment of new judges to the Constitutional Court to resolve a festering election dispute, among other measures.

Much of Mali’s current tension was sparked in April, when the Constitutional Court tossed out 30 results from long-delayed parliamentary elections – a move that benefitted Keita’s party but triggered protests.

Mali’s opposition June 5 Movement has repeatedly spurned the ECOWAS proposal and continues to demand the 75-year-old president’s resignation.

  • Kenya’s school heads in shock as government money is reversed

School heads across the country are disappointed after the Ministry of Education reversed school funds previously released to schools by the government.

The ministry had on Thursday August 6, 2020, updated the National Education Management Information System (Nemis) indicating that Sh3,725 per student and Sh1 per student had been released into the operations accounts and tuition accounts of schools respectively.

However, shockingly, school heads revealed to the Saturday Nation that details of the capitation had been deleted from the system.

“We are shocked that the allocated funds are no longer showing in the school students’ capitation system,” said one principal who requested anonymity for fear of victimisation.

Another principal said he had confirmed from his school’s Nemis system that the funds had been allocated to each student and was hoping to receive the funds in the school’s bank account.

    Student population

“Surprisingly, the figures in Nemis were reversed yesterday (Thursday),” he said.

The released funds usually show in the Nemis system first before reflecting in the schools’ bank accounts. Each school receives funds depending on student population.

“I was to go to the bank to confirm if funds have been credited to our school account, but nothing has been deposited so far,” said another principal.

Speaking virtually before the parliamentary committee on Education on Thursday, CS George Magoha said the government had set aside funds for school operations.

“The government has set aside funds to pay Boards of Management teachers, non-teaching staff including security men and women, and maintenance and safety of schools,” Prof Magoha said.

Treasury Cabinet Secretary, Ukur Yatani told the Nation that they had already given instructions for the school funds to be released.

“The funds that are supposed to be released to schools will be used to pay BOM teachers and other workers, and I have already given instructions for the release of the money,” said CS Yatani.

He said it is the Ministry of Education that is required to draw the budget and capitation per student.

“I will confirm from Prof Magoha if the budget has been drawn and submitted to the Treasury,” said Mr Yatani.

Prof Magoha and the Basic Education Principal Secretary, Dr Belio Kipsang, did not respond to calls made to their mobile phone numbers by the Nation.

Prof Magoha told the parliamentary committee on Education, chaired by Busia woman representative, Florence Mutua, that he had presented a budget to the National Treasury and the Cabinet for approval to enable the expansion and purchase of other necessary infrastructure ahead of schools’ reopening in January 2021.

    Pay non-teaching staff

The funds are meant to enable heads to oversee the operations of schools and pay teachers employed by boards of managements and other workers.

The funds are also to be used to pay non-teaching staff, who include security officers, to ensure proper maintenance and safety of schools.

The heads have complained that they have had to send their non-teaching staff on unpaid leave as schools do not have funds.

More than 72,000 BOM teachers across the country have not been paid since March, when schools closed due to the COVID-19 pandemic.

Due to lack of funds, school heads said schools have been left vulnerable as workers were sent on leave while others risk being vandalised.

Kenya Secondary School Heads Association (KESSHA) chairman Kahi Indimuli, also confirmed that the details of released funds had been deleted from the students’ system. Mr Indimuli said the ministry is yet to issue schools with a note detailing how the funds should be spent.

My first game was a derby and I was not invited to camp but later I was called to come and play. That first game I played I earned a contract in China because I played very well”

He advised Ghanaian players to play above themselves and make sure they are fully ready before they move out of Ghana because European football is very difficult.

  • Prosinecki on Mensah’s Galatasaray transfer rumours

Former Kayserispor coach Robert Prosinecki believes Ghana international Bernard Mensah will make a good signing for Turkish giants Galatasaray.

The midfielder has been heavily linked to The Yellow-Reds for a summer move owing to a fine showing last season.

The 25-year-old made 25 appearances in the Super Lig, scoring five goals and providing eight assists.

“He is a very smart and qualified football player. There are many teams that want him,” Prosinecki, who has left Kayserispor following their poor league performances last season, said, as reported by Turkish portal Skor.

Bernard Mensah can give the best show of himself at Galatasaray in Turkey and that could be helpful, I think.”

Galatasaray rivals Fenerbahce and Besiktas are also reportedly interested in the Ghanaian.

“I have been thinking about the whole season for days,” Mensah said, as reported by Fanatik, on Friday.

“We have come to the end of a long marathon and I am very sorry for the results we got. Although we stay in the league, I apologize to all the people of Kayseri on my behalf.

“I also read the transfer news about me on social media. None of them yet reflect the truth.

“My priority is, of course, the interests of Kayserispor. I am happy living with my family in Turkey.”

Mensah joined Kayserispor on a permanent contract from Atletico Madrid last summer following an initial loan deal. In his first term with the Anatolian Star, he scored three times and set up one goal in 24 league outings.

Before joining Kayserispor, he spent the 2017-18 season on loan at Kasimpasa where he played 30 league matches in which he scored five times and assisted five other goals.

Mensah caught the eye of Atletico after impressing for Vitoria Guimaraes in the Portuguese top-flight. After signing for Diego Simeone’s outfit, he was immediately sent out on loan to Spanish La Liga club Getafe.

Upon his return to Los Rojiblancos, the attacker failed to convince Simeone for a place in his team set-up and was, thus, sent out on loan again, this time back to former club Guimaraes for the 2016-17 campaign.

He was on the books of Ghanaian side Feyenoord Academy before leaving for Portugal.

A full senior international, Mensah made his Ghana debut in a friendly fixture against Togo in 2015, scoring in the game.

The Phobians are putting their house in order in anticipation of the commencement of a new Ghana football season in October.

“I had a call from the management of Hearts of Oak and when I met them, they started thanking me for my service, so it was a clear indication that my service was not needed anymore,” Agyare told Vision 1 FM on his situation.

“I wished to continue with Hearts but that’s the end of the road for me. I feel a bit of pain because I had an accident and stayed away for a while but I still showed commitment and love when I returned.

  • ADB shows impressive performance in first two quarters

The Agricultural Development Bank (ADB) has posted impressive financial growth in its half year results even in the face of the Coronavirus pandemic that wreaked havoc to all sectors of the economy.

A statement signed by Dr John Kofi Mensah, Managing Director of the bank and copied to the Ghana News Agency in Accra said the unaudited half-year results published by the Bank showed a growth in all key performances such as assets, deposits, loans, net interest income among others.

“The Bank’s total asset grew by more than GH¢800million or 17.17 per cent from GH¢4.04billion to GH¢4.88billion on the back of 26.6 percent growth in the loan book from GH¢1.22billion to GH¢1.66billion from June 2019 to June 2020. It has been able to increase its deposits, despite the uncertainty of customers about how and what to save, from GH¢2.95billion to GH¢3.68billion, a difference of GH¢727.77million or 19.76 percent growth.”

The statement was to spell out their performance in the first two quarters of the year.

It said the bank stayed true to its core business of financing agriculture and agribusinesses and with the pandemic, the nation needed to secure its food production process.

“The pandemic has shown to us that we are on the right path, when it comes to sustaining Ghana’s food security.

With our borders closed and other trading partners closing their borders, it meant that we have to look inward to keep feeding ourselves and with strategic financing from us, our farmers and players along the agriculture value chain have not disappointed,”.

On the bank’s initiatives, the statement said there was a comprehensive financing scheme for the poultry value chain, which could make Ghana become self-sufficient in poultry production by 2022.

The statement said the bank recently presented a GH¢23.

2million loan facility to six players in the poultry value chain and it was to be replicated nationwide within the next two years.

“The facility would finance a comprehensive GH¢500 million programme, that will reduce reliance on imported chicken, protect the local currency and promote sustainable jobs in the agriculture sector.

“The project, expected to be replicated in six other regions of the country is being coordinated in partnership with the Ministries of Finance, and food and agriculture; and the Outgrower and Value Chain Fund (OVCF) and Ghana Incentive-Based Risk-Sharing System for Agricultural Lending Project (GIRSAL).

According to the statement, the Bank’s digital banking products kept it in business during the period since customers could still do business without necessarily being in the Banking halls.

“Being a caring bank, we rolled out several digital channels and reduced the cost of using them to ensure our customers remained with us, and most of the loans were targeted at agribusiness to avoid any possibility of food shortage in the medium and long term.

  • Ghana EXIM Bank says progress of Ekumfi, Casa de Ropa projects very satisfactory

Financiers of the two major One District One Factory projects in the Central Region, Ghana Export-Import Bank (Ghana EXIM) says the progress of work and growth projections are satisfactory.

Director of Corporate Affairs at Ghana EXIM, Richard Anane, said both the Ekumfi Fruits and Juices Factory and Casa de Ropa are progressing steadily towards growth projects.

“I think it is very satisfactory because these projects were started from scratch. Ekumfi was the first 1D1F project that the President [Nana Addo Dankwa Akufo-Addo] cut the sod for somewhere in 2017 and he pledged that there will be a factory cited in Ekumfi using the available raw materials to produce for the local market and export.

“EXIM Bank, the board and management took up the challenge and as disclosed we have done quite well,” he told GhanaWeb.

He made the comments on Thursday, August 6, 2020, in Cape Coast after a tour of the two facilities.

Ekumfi Fruits and Juices Factory is a government flagship in the One District One Factory programme, located at Ekumfi Nanaben in the Ekumfi District of the Central Region.

The project scope entails the setup of a processing and packaging plant, packhouses and warehousing, storage facilities, packaging units and distribution terminals.

The factory can process an average of 80 to 150 metric tonnes of pineapple and other fruits a day but it currently processes only a little above 70 metric tonnes of pineapple per day.

Ghana EXIM approved a loan facility to Casa de Ropa in 2019 for the production and processing of Orange Flesh Sweet Potatoes into bread, chips and other pastry products.

The GH¢20 million facility from the Ghana EXIM Bank comprises of capital expenditure and working capital. The project is a Green-field project that is being financed from end-to-end. That is funding covers the entire value chain from raw material production to the finished product.

The main raw material, the Orange Flesh Sweet Potato, is locally produced and forms more than 50% of its input in the production of bread, chips and biscuits.

So far some 350 acres of the targeted 1,000 acres of land have been completed making it one of the most audacious projects under the 1D1F programme.

Also, the development and expansion of dams have been completed to enable all-year-round cultivation of the main raw material.

Casa de Ropa has an off-take agreement with Don Limon partners in Hamburg, Germany and Satori B.V, Holland to export some unprocessed Orange Flesh Sweet Potatoes. However, the bulk of the raw material will be processed into various pastry products for local consumption.

Mr Anane said some GH¢60 million has been so far been advanced to the two facilities.

Few hours after the announcement of Morrison’s signing, Young Africans released a statement claiming they have a contract with the player which will expire in 2022.

  • Hearts of Oak management haven’t called us to return any jersey – Bonney

Exited Hearts of Oak defender Christopher Bonney has denied reports that the club has called for the return of the team’s kits in his possession.

Five players opted not to extend their contracts with the Ghanaian giants, having seen the execution of their respective deals.

Hours after the Phobians announced the exit of the players, reports across sections of the media suggested that Joseph Esso, Benjamin Agyare, Christopher Bonney, Bernard Arthur and Abubakar Troare have been asked to return the team’s kits in their possession.

But speaking to Western Region’s Connect FM, Bonney who joined the Phobians in 2017, refuted the claim, saying he has not received any call from the club for such.

“Hearts of Oak management haven’t called us to return any jersey,” he said.

The club has already thanked the five players for their services, wishing them well in their next destination, a gesture the former Ebusua Dwarfs defender has responded in an equal manner.

“I’m Grateful To Hearts of Oak For the opportunity given to me,” Bonney said.

“As a player, if you spend even a single day at a club, you need to be grateful to them.

“I spent three years at Hearts and they paid me salaries and bonuses in that process, I can only thank and appreciate them,” he added.

Bonney joined the Phobians in 2017 and became one of the best for the club in the NC Tournament.

According to the right-back, he opted to hold on to signing of a new contract with the rainbow club, a move he describes as being good in the end

“Hearts wanted to extend my contract after the NC tournament but I told them to hold on,” he said.

“When the league started and I lost my place in the starting eleven, my decision turned out to be good in the end.”

Christopher Bonney was the first team choice for the right-back position for the Phobians and had sterling performance under former coach Kim Grant during the NC tournament.

He, however, lost his position to team captain Fatawu Mohammed at the beginning of the 2019/20 season, when coach Odoom took over the managerial mantle.

Speaking on to Connect FM on Saturday, the spot kick expert revealed he was hankering after move to Tema Based Inter Allies, which didn’t materialise due to the suspension of the league over the covid-19 pandemic.

  • Protest as LGBT activist jailed for 2 months in Poland

Dozens of protesters tried to stop Polish police from arresting a gay rights activist in Warsaw on Friday after a court ordered the campaigner held for two months preventive detention.

The activist, who was referred to officially in court as Michal Sz. but who identifies as a woman with the name Margo, is suspected of causing criminal damage to a van carrying homophobic slogans in Warsaw in June.

The activist is also accused of pushing a volunteer from the Pro-Right to Life Foundation which owned the van.

Margo was detained at the offices of Campaign Against Homophobia but dozens of protesters then blocked the police car, prompting a stand-off before officers cleared the way to allow it to pass.

“During the arrest of the activist, the crowd impeded the actions of the police. Interventions are being made against the most aggressive people. There will be zero tolerance for breaking the law,” Warsaw police wrote on Twitter.

The police later said they had made arrests.

Aleksandra Skrzyniarz, a spokeswoman for prosecutors, was quoted as saying by the news channel TVN24, that a court had “ordered the detention of this person for a period of two months”.

The PAP news agency quoted Margo as saying before the arrest that the preventive detention, a measure normally used to stop another crime being committed, was “repressive”.

Hanna-Gil Piatek, a leftist lawmaker, was at the scene.

“I wish serious criminals were prosecuted as diligently as activists.”

Margo belongs to a campaign group called Stop The Nonsense, which is also suspected of draping several Warsaw monuments, including a statue of Jesus Christ, with LGBT flags and anarchist symbols last week.

Prosecutors have charged three people in that case for desecrating monuments and hurting religious feelings.

The van from the Pro-Right to Life Foundation is a common sight in the centre of Warsaw, blasting homophobic slogans and plastered with posters linking homosexuality to paedophilia.

  • Coronavirus deaths in Latin America hit global high

Latin America and the Caribbean surpassed Europe on Friday to become the region hardest-hit by coronavirus deaths, as India passed the sombre step of recording over two million infections. The world’s worst-hit region had reported 213,120 fatalities, 460 more than Europe, according to an AFP tally based on official data registered at 1700 GMT.

Worldwide there have been more than 19 million cases and over 715,000 deaths from the virus first reported in China at the end of last year.

The virus has flared up again in areas where it appeared to have been curbed, but it has steadily spread across sprawling territories in India and Africa.

India’s cases have doubled in three weeks, reaching two million on Friday following a record daily jump of more than 60,000 new infections.

It was only the third country after the United States and Brazil to surpass two million cases. Official figures show the world’s second most populous country has also recorded 41,500 deaths.

Prime Minister Narendra Modi’s government imposed one of the world’s strictest lockdowns in late March, with tens of millions of migrant workers losing their jobs almost overnight.

But with the economy in tatters, restrictions have been steadily eased.

Experts say the true number of cases and deaths are grossly under reported as the cause of death in the country of 1.3 billion people is rarely properly recorded.

What’s more, the stigmatization of those infected puts off many from getting tested.

“There’s both the fear of the disease as well as of isolation and quarantine,” Rajib Kumar, who heads the Centre of Social Medicine and Community Health at Delhi’s Jawaharlal Nehru University, told AFP.

However, there are some positive indicators in Africa, where health authorities warned against complacency amidst hopes that the pandemic is peaking in some countries.

“African countries are doing their best, despite… limitations,” such as weak health systems, Mary Stephen of the World Health Organization Africa office, told AFP on Friday.

Some countries have seen declines of around 20 percent in cases but there remain fears of a second wave.

“Because we don’t see many people like we used to see in Italy, like 1,000 people dying (a day), people tend to relax, they think the risk is not so much in Africa,” said Stephen in a phone interview from Brazzaville.

Mexico passes 50,000 deaths The world is putting its hope that an effective vaccine will be available sooner rather than later.

Up to 100 million COVID-19 vaccine doses could be made available for poorer countries by 2021, announced Gavi, the Vaccine Alliance.

The vaccines, priced at a maximum $3 per dose, would be produced at the Serum Institute of India.

In Latin America, which is already the region with the largest number of cases at 5.3 million, deaths continue to soar.

Over the last week, 44 percent of global deaths from COVID-19 — 18,300 out of 41,500 — happened in the region.

More than half, some 2.9 million, are in Brazil, which has also recorded 98,500 deaths among its 212 million people.

Only the United States has been worse hit.

The second worst-affected country in Latin America, Mexico, passed 50,000 deaths on Thursday.

In the United States, New York Governor Andrew Cuomo said schools could reopen this fall if they meet certain criteria.

Schools in several US states have reopened for in-person classes — but some have already been hit by large quarantines of students and staff following fresh outbreaks.

  • Food prices in Kumasi remain generally stable

Food prices in the major and satellite markets in the Kumasi Metropolis, have generally remained stable over the past few weeks, despite the recent increases in lorry fares across the country.

A market survey conducted by the Ghana News Agency in Kumasi has indicated that prices of most vegetables and foodstuffs, which are in abundance in the markets, have remained the same for some time now, and in some markets, even cheaper.

At the Bantama, Asafo and Abinkyi markets, where a team of GNA reporters visited on Monday and Tuesday this week, a bunch of medium-sized plantain, which is now scarce in the markets, ranges from GH¢15.00 to GH¢25.00.

Four medium sizes of fresh yam (Pona) is selling at GH¢10.00. However, prices of mini bags of other root and tuber crops such as cassava and cocoyam, have gone up slightly, ranging from GH¢96.00 to GH¢100.00.

Madam Abenaa Antwiwaa, who sells cocoyam and cassava at the Bantama market, said prices of cocoyam, cassava and other tubers, always become slightly high, during the new yam season, which were associated with a bumper harvest.

This in her view, she explained, was because the farmers did not want the food crops to flood the markets to force the prices to be very low.

“This is to protect their business,” she added.

Prices of vegetables such as carrots, cucumber, cabbage, garden eggs and other leafy vegetables are generally very cheap and affordable.

The same goes for pepper, both green and red, with “Olonka” of each going for GH¢4.00.

A bag of onion has however, gone up to GH¢300.00 from GH¢260.00.

Prices of tomatoes and okra are generally becoming cheap, with a medium-sized basket going between GH¢20.00 and GH¢30.00, as compared to GH¢50.00 of the same quantity about a month ago.

For grains and cereals, millet is sold at GH¢280.00 per bag, while the ‘olonka’ is going for GH¢9.00.

Wheat is sold at GH¢280 per bag, with ‘olonka’ going for GH¢7.00.

  • KelniGVG has saved GH¢1.5bn in undeclared taxes Communications Minister

Communications Minister, Ursula Owusu-Ekuful, has disclosed that Ghana has made savings of GH¢1.5 billion in under-declared taxes in the telecommunications sector since the implementation of the Common Platform (CP) managed by KelniGVG.

She told Parliament on Friday, August 7, 2020, that the introduction of the common platform has uncovered that, before the introduction of the policy, GH¢470 million in taxes was lost from potential under-declarations between 2015 to the first quarter of 2017.

Her revelations on the floor of Parliament were contained in her answers to various questions by MPs on the three-year deal.

“An estimated amount of GH¢300 million in taxes was also saved between the first quarter of 2017 to date as a result of the announcement of the implementation of the CP on March 8, 2017,” she told Legislators.

The Minister further disclosed that through the deployment of the Common Platform and the sophisticated, up-to-date fraud management systems, 150,000 fraudulent SIM activities were automatically detected from international calls into the country.

This, she said, has saved the country of tax fraud of an additional GH¢327.3 million from the activities of SIM Card fraud since the inception of the platform.

“Over the life of the contract, the CP is expected to deliver tax savings of approximately GH¢799.6 million“ the Minister stated.

According to the Minister, Mobile Money Monitoring has reported monthly usage for July 2020 of GH¢63.6 billion, 307.1 million transactions, with GH¢104.6 million generated by the Operators in transaction fees, with further breakdowns of transaction types for informed policy decision making.

Section 14 of the Communications Services Tax Act 2008 (Act 754), as amended by Section 7 of the Communications Service Tax (Amendment) Act, 2013, Act 864 mandates the Minister for Finance and the Minister for Communications to establish a common platform as a mechanism for verifying the actual revenues that accrue to service providers for computing taxes due to Government under Act 864 and revenues accruing from levies under Act 775 as amended by Act 786 of 2009.

KelniGVG was then contracted on December 27, 2017, to build and operate a Common Monitoring Platform (CMP) which is an integrated single platform connecting to nodes in the networks of all Mobile Network Operators (MNOs) and the Interconnect Clearinghouse (ICH) where traffic and revenues can be monitored.

The National Communications Authority (NCA) and the Ghana Revenue Authority (GRA) are the implementing agencies and beneficiaries of this project.

Giving further benefits that the implementation of the CP has accrued to the country, Mrs Owusu-Ekuful also mentioned that the policy has resulted in savings of $1.1 million monthly over the previous contracts, resulting in a total of $66 m savings over the 5-year contract period.

Under the previous NDC administration, the NCA was paying $915,969 to Afriwave, while the GRA was paying $1,675,492 to Subah, bringing the total payments to $2,591,462 monthly.

The NCA, she said, now pays $596,490 and the GRA $894,735, a total of $1,491,225 to service providers.

“Additionally, unlike the previous contracts, the CP offers real-time monitoring of 2.5 billion transactions per day within the telecom sector such as calls, SMS, Mobile money transactions and other transactions,” disclosed.

  • Some customers of defunct Banks receive locked-up funds

Some customers of the defunct local banks in the Upper East Region who had their monies locked-up are being paid at two branches of the Consolidated Bank Ghana in the Bolgatanga Municipality.

The customers had their monies locked-up as a result of the collapse of some indigenous banks and financial institutions by the Bank of Ghana, in a clean-up exercise of the financial sector, two years ago.

Some of the customers who spoke to the Ghana News Agency in Bolgatanga said they received text messages from the Security and Exchange Commission (SEC), the Receiver, on Wednesday, July 29th requesting them to visit any Consolidated Bank Ghana branch for payment of their validated claims.

The majority of the beneficiaries who had their monies locked-up in the defunct First Allied Savings and Loans said the text messages provided an account number to each customer for payment of their monies.

The payment which commenced on Monday, August 3, halted on Tuesday which was a public holiday but continued simultaneously on the working days at the two Consolidated Bank branches in the Upper East Regional capital, Bolgatanga.

Mr Emmanuel Adongo, a businessman resident at Zaare, a suburb of Bolgatanga, said he heaved a sigh of relief after receiving the total amount of his money that got locked-up.

“For close to two years, my business grounded to a halt because of the money which I invested in the bank and it got locked-up. I became traumatized because there was no hope that I could get the money back”.

A trader at the Bolgatanga New Market, Madam Mabel Aberinga who could not hide her joy, thanked the government for the intervention.

“I had a savings account with the First Savings and Loans, so, all my savings were kept there. I least expected the bank will collapse. The situation affected my trading but with this money in my hand now, things will come back to normal”, she said.

It is not clear if all the customers, whom the Receiver validated, received the total sum of their lock-up funds but the few that spoke to the GNA said they had received all of their monies that got locked-up.

Even though Managers of the Consolidated Bank Ghana, Bolgatanga branches, refused to speak to the media, checks by GNA revealed that the two banks each paid up to 100 customers in a day.

Some of the customers said they retained the account numbers opened for them by the Receiver and had part of their money saved at the Consolidated Bank, Ghana.
