  • 61,000 voters with poor fingerprints to go through facial verification

The Electoral Commission has said some 61,086 voters who were part of those captured in the just-ended registration exercise, fall under the trauma category meaning, their fingerprints could not be captured by the electronic system.

This mean, they would have to go through facial verification on the day of the general elections before they can vote.

At a press conference in Accra on Friday, 7 August 2020, the Deputy Chair of the EC, Dr Eric Bossman Asare, said: “In the course of the registration, the Commission identified some applicants who have lost most or some of their finger imprints, making it extremely difficult for their fingerprints to be captured for verification purposes”.

“The reasons for this are several but they are largely rooted in the kinds of occupations of some applicants”, he noted.

“For these applicants, their faces will be verified during the election to establish their identities”, he said.

He added: “This is the facial recognition that the Commission has been talking about”.

In both real and nominal terms, Dr Asare said the Upper East region leads with 9,137 cases constituting 1.42% of the total voters registered.

He said with the exception of Ahafo, all the regions are in four digits.

He expressed gratitude to Ghanaians for the support they gave to the boxer when he was suspended.

He bemoaned the lack of enough funds given boxing saying when it comes to boxing, it is underfunded despite the financial benefits.

  • Energy Ministry spent GH¢64m to fix, maintain street lights in 2018 and 2019 – Amewu

The Minority in Parliament is demanding the Minister of Energy, John Peter Amewu, to account how much the country collected and used by the Ministry in relation to street lights and the fraction utilised in 2018 and 2019.

The Member of Parliament for Adaklu, Kwame Agbodza, who doubles as the Ranking Member on the roads and transport committee of Parliament said the Minister needs to account for the public.

He said there are street lights deficits yet monies are still being paid in that regard.

“In total, about GH¢273 million was collected from that. An amount of GH¢83 million and over was transferred to the ministry and then they could only use GH¢64 million.

“There is a variance of close to GH¢20 million which the Ministry received yet could not account for,” he said.

He said “Is it not high time you decentralize the maintenance of streetlights so that for instance that GH¢20 million that is unused can be transferred to all the district assemblies that have street lights so they could do the maintenance?

John Peter Amewu “It will be a better way of creating jobs for the young people in those communities rather than centralising the procurement and maintenance of streetlights where one or two companies mostly stationed in Accra carry out the maintenance.”

John Peter Amewu, responding to the MP said although over GH¢273 million was collected for the Public Lighting Levy between 2018 and 2019, only GH¢64 million was transferred to the Ministry for the purpose of fixing and maintaining street lights adding that “a total of GH¢273,876,832.16 was collected.”

He further stated that out of the amount collected, GH¢83 million was transferred to the Ministry of Energy but not all the funds were utilised.

He said, “Whilst a total amount of GH¢83,235,728.49 was transferred to the Ministry of Energy, a total amount of GH¢64,462,596.56 was utilised by the Ministry of Energy.”

The said amount was collected by the Electricity Company (ECG), Volta River Authority (VRA), and the Northern Electricity Distribution Company (NEDCo).

According to him, the 231 health workers represented 53.6 per cent of the total of 426 cases so far recorded in the region and explained that all recovered health workers had returned to work.

Dr Kodie was speaking to the Daily Graphic after addressing the Annual Mini Congress of the National Service Personnel Association (NASPA) at Abesim on the theme: “Combating COVID-19: The role of National Service Personnel.”

As part of the congress, the association donated some COVID-19 safety and hygiene products to some senior high schools and the Electoral Commission (EC) to support the ongoing compilation of the new voters register in the Sunyani Municipality.

    No death

Dr Kodie said the region had not registered any COVID-19 related death or recorded any severe case as most of the cases, including the health workers were managed at home.

He explained that the Sunyani Regional Hospital, the Wenchi Methodist Hospital and the Berekum Holy Family Hospital had been earmarked as isolation centres in the region.

According to him, the recovery rate in the region was almost 100 per cent, emphasising that only one of the victims was currently in isolation.

Dr Kodie explained that people with hypertension, diabetes, HIV/AIDS, tuberculosis, over weight and other immune diseases were more vulnerable to COVID-19 and therefore cautioned such people to protect themselves from contracting the disease.

The Sunyani Municipal Chief Executive (MCE), Mrs Justina Owusu Banahene, challenged the personnel to accept posting to rural communities and develop positive mindsets toward the development of the country by giving of their best at their various institutions.

She charged the personnel to add innovative ideas to the skills and knowledge they had acquired in their various institutions to support the progress of the country.

He said the government had taken proper action and rolled out various important programmes and policies to mitigate the consequences of the pandemic in the country and called on the public to support the government in the fight against the disease.

“Each Ghanaian including you and I have a responsibility to protect or stop the spread of the virus by observing the existing safety protocols,” Mr Ameyaw-Cheremeh stated.

He said since the outbreak of COVID-19, the government had put in place several interventions to protect citizens and mentioned the establishment of the National COVID-19 Trust Fund, closure of borders, tracing and testing and the institution of lockdown in some parts of the country.

    Stigmatisation

Mr Ameyaw-Cheremeh appealed to the public to stop stigmatising COVID-19 patients or persons who had recovered from the disease and challenged the service personnel to be ambassadors in their communities.

Welcoming the gathering, the National President of the association, Mr Owusu Afriye Osei, said they chose the theme in order to use the national service week celebration to assist in the fight against the spread of the disease.

He said the association decided that every district should donate Personal Protective Equipment (PPE) to the various district or community health facilities to help halt the spread of the virus.

“When the community is protected, the service personnel there will likewise be sheltered,” Mr Osei stated.

  • Trump: US firms must end links with TikTok and WeChat

President Donald Trump has told US firms they have 45 days to stop doing business with TikTok and WeChat, claiming the Chinese apps are a threat to national security.

Mr Trump signed two executive orders targeting two of China’s biggest apps.

It is a major escalation in Washington’s stand-off with Beijing over its power in global technology.

The announcement comes as Microsoft is in talks to buy TikTok ahead of a 15 September deadline set by Mr Trump.

The executive orders against the short-video sharing platform TikTok – owned by Chinese firm ByteDance – and the messaging service WeChat – owned by the Tencent conglomerate is the latest measure in an increasingly broad Trump administration campaign against China.

Mr Trump’s orders are likely to be liable to legal challenges, analysts say.

Earlier on Thursday, Washington announced recommendations that Chinese firms listed on US stock markets should be delisted unless they provided regulators with access to their audited accounts.

    What did Trump say?

In both executive orders, Mr Trump says he has found “additional steps must be taken to deal with the national emergency with respect to the information and communications technology and services supply chain”.

He adds: “The spread in the United States of mobile applications developed and owned by companies in the People’s Republic of China (China) continues to threaten the national security, foreign policy, and economy of the United States.”

He refers to both apps as a “threat”. Both orders say any unspecified “transactions” with the apps’ Chinese owners or their subsidiaries will be “prohibited”.

The orders cite legal authority from the National Emergencies Act and the International Emergency Economic Powers Act.

Mr Trump’s executive order claims TikTok’s data collection could allow China to track US government employees and gather personal information for blackmail, or to carry out corporate espionage.

He notes that reports indicate TikTok censors content deemed politically sensitive, such as protests in Hong Kong and Beijing’s treatment of the Uighurs, a Muslim minority.

The US president says the Department of Homeland Security, the Transportation Security Administration (which oversees US airport screening) and the US Armed Forces have already banned TikTok on government phones.

ByteDance and Tencent have declined so far to comment.

  • Pension raise for former Kenyan MPs opposed

Kenya’s salary and remuneration commission has opposed a plan to increase the pension of 375 former lawmakers.

The head of the commission, Lyn Mengich, said an increase in the pension would provoke similar demand by other former public workers and increase the wage bill.

Members of parliament this week passed a bill that will see the former legislators – who served between 1984 to 2001- earn 100,000 Kenyan shillings ($926;£707) monthly as a pension.

This will be an increase from a minimum of 33,000 shillings that they are currently getting.

The former MPs will receive the monthly pension if the president assents the bill into law.

Kenyan MPs are among the highest paid in the world and critics argue that increasing the pension will increase an already ballooned wage bill.

Cellular medicine is used for beauty enhancement involving fat melting, abdomen reshaping/reduction, hip and breast lifts/augmentation and wrinkles among others.

Dr Adedze touted the effectiveness of the practice as perfect for sexual enhancement, for improving sexual life and functionality for both male and female and other conditions like infertility, low sperm count, arthritis, skin and diabetic ulcers, stretch marks, scars, keloids, tattoo removals, baldness,

CIMG National President of Dr Daniel Kasser Tee was hopeful that Ghanaians would buy into what Dr Adedze had presented and experience the benefits. He called for more engagements on that area of medicine, pledging the support of the Institute to promote it.

“The CIMG provides the platform for thought leaders in Ghana and beyond to share their expertise on relevant issues which help in developing both individual practitioners and corporate institutions as well as contributing meaningfully in shaping national development,” Dr Tee stated.

With the passage of the CIMGhana Bill by the Parliament of Ghana in June this year (which is awaiting presidential assent), the Institute has been working assiduously to become the voice of marketing, championing the interests of consumers, training student-marketers and regulating the practice of marketing in Ghana, across the key sectors of the economy, including the informal sector.

  • Small holder farmers train in Orange Fleshed Sweet Potato farming

Some 400 small holder farmers are undergoing training in Orange Fleshed Sweet Potato farming in Dodze in the Volta region.

The nine day training programme, under the auspices of Maphlix Trust Farms at Dodze and German Agency for International Cooperation (GIZ) will see the farmers well equipped to grow the Orange Fleshed Sweet Potato among other fruits and vegetables for export.

The training facilitated by the Adidome Agricultural Institute commenced last Monday will end on August 12, 2020, after which all participants will be duly certified to go into brisk farming of the vegetable among others.

The farmers, from Konongo, Kentu North and South and surrounding areas are also being taken through the basics.

Managing Director of Maphlix Trust Farms, Mr Felix Kamassah told Business Finder the objective was to beef up the number of out-growers to be able to produce enough to feed the potato processing factory and ensure they are armed with the relevant and appropriate agricultural methods.

“Our target is to train 400 smallholder farmers by the end of the nine day workshop so they can meet set targets in terms of yields,” he told this reporter in an interview.

According to Mr Kamassah, the original plan was to handle 50 participants a day but “we have to do more than that, about 80 farmers are coming each day for the sessions,”

After the training, Maphlix Farms would supply the farmers with the requisite planting material, as well as extend other services like tractor and equipment services to them. When the crops are due for harvesting the company buys from the farmers for onward export.

Mr Kamassah has indicated that the plan was to make his farm part of the One District One Factory (1D1F) initiative. Even though a project proposal had been submitted to the 1D1F Secretariat and the Ministry of Trade and Industry some two years ago, no feedback had been received.

When up and running, the factory would give employment to some 200 people and benefit about 500 out-growers in the Ketu North Municipality.

The agribusiness entrepreneur who is also the president of the Vegetable Producers and Exporters Association of Ghana (VEPEAG) said there was a huge international market for vegetables, especially the OFSP and that given adequate funding there would be a significant expansion of their farming activities.

  • Rope online firms into tax net – GUTA

The Ghana Union of Traders Association (GUTA) is protesting what it calls unfair competition from players in the e-commerce space, due to failure of tax authorities to levy them appropriately.

According to GUTA President, Dr Joseph Obeng, “online traders are in serious competition with people who do physical trading in the markets. If care is not taken those who are paying taxes and can be visibly traced will lose their jobs.”

While calling on government to employ strict digital means to capture and track all traders into a server so that they could be easily located, Mr Obeng said “the technicians should have a way to deal with it and register those people who do online trading and find a way to monitor them, otherwise there is a huge chock of resources in there.”

The GUTA Boss said e-commerce was an indirect competitor to traders in the markets as they do not create legitimate access but derive almost the same income or even more than shop owners.

“Doing the same business with someone and paying more than you do is unfair. Put them all in competition and have them pay equal taxes,” he maintained.

To date, online shoppers continue to enjoy tax-free sales on items from e-commerce sites. Some online businesses had attracted customers across the globe and potentially increasing market shares.

Unlike physical shops that work within some limited time frame, sales on e-commerce platforms can be made at any time of the day or night which increases the likelihood of making sales.

In the wake of the COVID-19 pandemic in Ghana, businesses are gradually changing communication channels by patronizing e-commerce activities; giving it prominence among retailers and consumers.

The rapid shift in the business model had left a strain on businesses that have a physical presence in the market and were taxed yearly.
Dr Obeng said he was expecting government to capture people who trade online into the tax net.

He indicated that Ghana was losing millions in revenue as it lacked the required data to tax online companies and monitor their activities.

In times of the pandemic, it had also reduced the need to have physical contact with shop owners reducing the risk at which the virus could be spread.

  • Alloteys suspension was a major setback but he will bounce back – Management

The manager of boxer Patrick Allotey says the suspension of their boxer was a big blow because it did not only affect him physically but psychologically.

His manager, Mr. Gideon Oyiazo in an interview with Rainbow Sports said the team is currently putting place measures to see the way forward for the boxer.

He expressed gratitude to Ghanaians for the support they gave to the boxer when he was suspended.

Mr. Oyiazo noted given the suspension and the outbreak of the coronavirus, his planned bout and arrangement made for him no longer holds.

”This is a setback but immediately we are putting in place measures for us to prepare him to win a world title,” he noted.

He bemoaned the lack of enough funds given boxing saying when it comes to boxing, it is underfunded despite the financial benefits.

He said a single boxer could win between 90 million dollars to 200 million dollars adding, we have to redefine the attention we give to boxing in Ghana and provide the needed support they need to succeed.

The health of boxers and their psychological welfare he noted should be a priority for managers and that has been the focus given to9 Patrick Allotey.

”I will encourage the government and other stakeholders to give enough attention to boxing and stop the leap service,” he added.

The Ghana Boxing Authority(GBA) placed a six-month injunction on former World Boxing Organisation (WBO) Africa super lightweight champion, Patrick Allotey for assaulting a Kumasi Asante Kotoko fan on January 26 at the Accra Sports Stadium.

  • Tricycle taxi operator jailed 7 years for defiling a 14-year-old girl

A 22-year-old tricycle taxi operator was on Wednesday slapped with a seven-year jail term in hard labour by the Ho Circuit Court for defiling a 14-year-old girl.

Benjamin Amaglo, who was convicted on his own plea of guilty, in his plea for mitigation, told the court that he asked the girl to sleep in his room after the sexual act because it was risky to let her go home alone after midnight.

Police Inspector Clever Ayayee told the court, presided by Mr Felix Datsomor, that the victim lived with her grandmother at Ho-Hliha and often helped her to sell kenkey at a spot where the accused was a regular customer.

According to the prosecution, accused on one of such visits to the spot, proposed an amorous relationship to the girl and she agreed to his request.

The court heard that on July 24, this year, the accused saw the girl at Ho-Ahoe at about 10pm and offered her a ride on his tricycle.

Insp Ayayee said the accused took the girl to a drinking spot and bought a cocktail of Smirnoff and Vody hard liquor for her.

The court heard that accused and the girl remained at the drinking spot until 12.30 am, the following morning, and he took her home at Trafalgar Down and had sex with her.

Insp Ayayee said that when the victim returned home in the morning weak and intoxicated, her grandmother interrogated her, and she narrated the ordeal she went through at the hands of the accused.

Subsequently, the matter was reported to the police leading to the arrest of Amaglo.

Passing sentence, the court said that it took into account the fact that Amaglo was a first time offender, and how he readily pleaded guilty to the offence, for which reason it imposed the minimum sentence on him.

  • GH¢18M from public lighting levy not missing Energy Ministry

The Ministry of Energy has rejected claims that almost GHS20 million out of the Public Lighting Levy collected between 2018 and 2019 cannot be accounted for.

Some media houses had quoted the Energy Minister, Peter Amewu as indicating that almost GHS20 million out of the GHS273 million public lighting levy collected between 2018 and 2019 by the Electricity Company of Ghana, Volta River Authority and Northern Electricity Company of Ghana (NEDCO) had gone missing.

The Head of Communications at the Energy Ministry, Nana Damoah on Eyewitness News, however, said these reports were false.

He clarified that contrary to media reports, the Energy Minister had sought to only show the difference between monies received by the Ministry of Energy from the three power sector companies as Public Lighting Levy and monies that had been utilised.

“That is not true, no money is missing whatsoever. What is being reported as missing is the difference between the monies received by the Ministry and monies utilized. So the difference between what was received and what was utilised is about GHS18 million.”

“Bear in mind the fact that we are accounting for what was spent in 2018 and 2019 so if the money was received quite close to the end of 2019, it will be rolled over to 2020 which is why the GHS18 million has come into question. It was received quite late, so it is not factual to say GHS18 million or so is missing.”

GHS64 million out of the GHS273 million levy was transferred to the Ministry for the purpose of fixing and maintaining streetlights.

Energy Sector Levies Act 2017, requires a charge of 3% per kWh of electricity from all categories of consumers as shown in the Energy Sector Levies (Amendment) Act 2017, (Act 946).

The levy is used to support maintenance and investment of traffic and street lights on highways by Metropolitan, Municipal and District Assemblies and payment of energy bills consumed by traffic lights, among others.

  • Making crowd funding work for MSMEs

The Securities and Exchange Commission is working towards introducing a formalized, regulated framework for crowd funding as early as by next year. This is an idea whose time has come.

Already, crowd funding has become a major source of business financing in developed economies around the world, even though they also have stockmarkets and commercial lenders that are willing and able to finance deserving micro, small and medium sized enterprises.

Here in Ghana, where MSMEs are largely unable to access finance from such sources except through micro-finance institutions that offer credit over very short tenors and at very high interest rates, which combined make the credit prohibitive crowd funding has huge potential.

Curiously, despite the dearth of credit available to MSMEs, they still nevertheless often find themselves overleveraged. This is because in most cases they start with very little equity capital and then they go on to meet their operational costs through debt to, thus ending up owing large amounts to suppliers, employees, and even the tax authorities.

Crowd financing offers an opportunity to raise more equity and this rely on less debt, which ultimately makes for a more viable and sustainable financing structure. Even where crowd funding provides debt rather than equity, it is still likely to be significantly cheaper than that taken from traditional commercial lenders.

But this newspaper recommends that SEC deliberately favours the use of crowd funding to generate equity rather than debt, and not just to curb excessive debt ratios by beneficiary enterprises. Equity funding is also longer term and makes investors part owners with an active interest in the good fortunes of the enterprise being funded and the authority to insist on prudent management, even if only through competent proxies.

To be sure, emphasis on equity rather than debt through crowd funding would discourage many entrepreneurs from using it as a financing source. But importantly, it would help to sift genuine entrepreneurs from the rest; entrepreneurs with managerial prudence, and integrity are the ones most likely to accept crowd equity investors as their silent partners.

Related to this is our next recommendation that the framework for crowd funding in Ghana be significantly different from the one in developed countries where crowd funding websites are the platforms for raising money from investors.

Using that format in Ghana would amount to giving fraudsters a field day, in the unlikely event that investors would agree in the first place to send money on the basis of an invitation to invest in an enterprise posted on a website.

Indeed, SEC appears to have recognized this, which is why it plans to license dedicated crowd funding companies to raise the monies needed by deserving MSMEs.

However we suggest that not only should such licensed companies be mandated to do due diligence on the MSMEs seeking crowd funding, before raising money for them; they should also have responsibility for directly monitoring how the beneficiary enterprises manage their funds.

If this would stretch their capacity they could be mandated to ensure representation by proxy of crown funding investors in corporate governance of the beneficiaries, by selected investors themselves, in the same way shareholder groups secure representation on corporate boards at annual general meetings.

These strategies would increase the chances of investors making good on their investors. Because if they do not, for whatever reason, this good initiative would not last very long before going up in the flames ignited by irate investors.

  • Argentine marshland threatened by worst fires in decades

Ravaged by drought, the Parana Delta in Argentina, one of the largest and most biodiverse in the world, has been burning like never before since the beginning of the year.
During the first seven months of 2020, more than 11,000 fires were detected in the 14,000 square kilometer (5,400 square mile) region, according to the Antonio Scasso Museum of Natural Sciences.

More than 530 square kilometers of marshland — an area equivalent to three times Argentina’s sprawling capital Buenos Aires, which lies to the southeast — has been razed, according to estimates based on satellite images.

The flames are devastating the rich biodiversity of a territory that is home to 700 species of plants and animals, according to the National Rosario and Littoral universities.

“The fires generate an immediate impact and others that are felt over the medium and long term: the death of animals, the loss of the natural habitat of many species, impoverishment of the soil, water and air contamination, emissions that generate climate change,” Graciela Klekailo, from Rosario University, told AFP.

The delta is a flood plain made up of several islands where the Parana River empties into the Rio de la Plata.

    – Livestock producers accused –

The question on everyone’s mind, though, is who is responsible?

Environment Minister Juan Cabandie accuses livestock producers of using fire to clear dry pastureland and regenerate it for their livestock.

Cabandie has filed a criminal complaint against producers and land tenants.

But those producers deny the accusations and claim the fires undermine their activities, in turn blaming authorities for “lack of control and neglect.”

Jorge Postma, from Rosario University, says this year’s exceptional conditions have caused the catastrophe.

The Parana River — whose name means little sea in the local Guarani language — is much lower than normal.

“Right now the level of the Parana River in the Rosario port hydrometer is 80 centimeters. Normally in this area at this time of year it’s three or four meters,” said Postma.

    – ‘Heartbroken’ –

Javier Torres belongs to a family in the city of Entre Rios that has produced honey for decades.

This year, 270 bee hives in the Delta’s island areas were devoured by fire.

“It took years to build and will take me years to rebuild. I’m heart- broken. I haven’t received any help from anyone so far,” Torres told AFP.

Depending on the direction of the wind, the largest coastal cities on the western bank of the Parana, such as Rosario, San Lorenzo and Villa Constitucion, are engulfed by a dense cloud of smoke that causes breathing problems and allergies.

It’s made all the worse by the coronavirus pandemic.

In June, Rosario University researchers found that the city’s air had five times the allowed level of pollution.

“This is very serious in the context of a pandemic, with breathing issues,” the researchers wrote.

    – ‘Little Amazon’ –

While livestock rearing is the main activity in the Delta area, it also attracts poachers, fishermen and real estate speculators.

Pablo Cantador, an environmentalist from the “Don’t Touch Parana” group, told AFP that the uncontrollable fires “are the result of decades of forgetting about the marshes.”

A group of universities and environmental organizations is clamoring for Congress to urgently pass a bill aimed at protecting the marshland.

They say the new law would create greater regulations regarding the use of the land and protect the Delta.

However, it has already failed twice to win passage in the legislature.

“It’s the most important marsh system in Argentina. Here we call it our little Amazon,” said Laura Prol, from the Ecologist Workshop, who is demanding action by authorities.

  • Mexico’s coronavirus deaths surpass 50,000

Mexico’s coronavirus death toll surged past 50,000 on Thursday, the government said, just days after becoming the third-highest in the world. The health ministry announced 819 more deaths in its daily update, taking the total to 50,517 since the Latin American country’s first case was detected in February.

The overall number of infections registered now stands at 462,690 in the nation of more than 128 million.

“Unfortunately, because it is always unfortunate even if it was only one, we have 50,517 deaths from COVID-19 in Mexico,” deputy health minister Hugo Lopez Gatell told a news conference.

Mexico recently overtook Britain to become the third hardest-hit country in terms of virus deaths, after Brazil and the United States.

Its fatality toll far exceeds the range of between 6,000 and 30,000 that the government of leftist President Andres Manuel Lopez Obrador projected at the end of February.

His government, which began easing lockdown measures at the start of June, has faced scrutiny over its handling of the crisis.

The pandemic has dealt a heavy blow to Mexico’s economy, the second biggest in Latin America.

  • ECOWAS Bank invests US$2.9 billion in economies of member states

The ECOWAS Bank for Investment and Development (EBID) has invested US$2.9 billion into the economies of member states.

Dr George Nana Agyekum Donkor, the President of the Bank, who announced this, said the investments were in line with the mandate of the bank to promote the development agenda of the sub-region.

He was speaking at the construction site of the Garden City Mall in Kumasi after leading a delegation of the bank to inspect the progress of work as one of the financiers of the project.

The project, which is being funded by EBID and the Ghana Commercial Bank (GCB), is a partnership between the Kumasi Traditional Council, the Methodist Church of Ghana and the Retail and Realty Company Limited.

The ECOWAS regional bank has so far invested US$20 million into the project, which is 85 per cent complete and expected to be opened in April 2021.

Dr Donkor said EBID was committed to the economic development of member states, adding that the Garden City Mall project had a huge prospect of enhancing the local economy of Kumasi as well as job creation.

He said the partners involved in the execution of the project were reputable institutions worth supporting for the benefit of the thousands of people who would be given direct and indirect jobs.

He disclosed that EBID also funded the Kempinski and Marriott Hotels, expansion of the Ghana National Fire Service (GNFS) and the extension of electricity to 114 communities in Ashanti, Bono and Ahafo Regions.

Other countries in the sub-region, according to him, also had the fair share of investments and gave the assurance that EBID would continue to drive the economy of the sub-region.

He commended the project contractors for the remarkable progress made so far and urged them to work hard to complete the work on time.

The delegation later paid a courtesy call on the King of the Asante Kingdom, Otumfuo Osei Tutu II at the Manhyia Palace.

The Asante Monarch commended the bank for supporting the project which, he said, would have a significant impact on the livelihoods of those who would be employed to work at the mall.

He encouraged the bank to extend their support to all member countries to address the infrastructural deficit in the sub-region.

The EBID is the financial arm of ECOWAS, comprising 15 member states with headquarters in Lome, the Republic of Togo.

It is committed to financing development projects and programmes in the areas of infrastructure, transport, energy, agriculture, telecommunication, rural development and industry.

The bank intervenes through short, medium and long term loans, equity participation, granting of lines of credit and putting in place framework agreements for refinancing, financial engineering operations and services.

  • Barca’s final shot in the dark to save troubled season and Setien

If Barcelona have been weighed down by the burden of expectation in recent years in the Champions League, they should feel freer than ever ahead of Saturday’s last 16, second leg against Napoli. Few expect an easy passage into the quarter-finals and if they get there, even fewer expect them to survive against Bayern Munich, the tournament’s most convincing team so far, who will surely finish the job against Chelsea in their last-16 tie.

With the advantage of an away goal from the 1-1 draw in Italy in February, Barca would usually feel confident against a side that just finished seventh in Serie A, and at the Camp Nou, where they have suffered only one defeat in 58 Champions League games.

But after a miserable end to La Liga, that flipped a two-point lead over Real Madrid into a five-point deficit, Barcelona resume their European tilt as outsiders, behind Bayern, Juventus, perhaps Atletico Madrid given their favourable draw, and certainly the winner of Real Madrid and Manchester City.

“The fans are running out of patience because we’re not giving them anything,” said Lionel Messi as Barca’s title chase unravelled. “If we want to fight for the Champions League, a lot has to change because like this, we will lose to Napoli as well.”

The hope might be Barcelona can turn pessimism to their advantage, if the result is a team free of tension, able to view the Champions League as a fresh start after a failed campaign in Spain.

When they capitulated against Roma and Liverpool, Barca’s players talked about crumbling under pressure, a weakness that has been exposed all too many times since.

“They were strong and from a psychological point of view they fed off our fragility,” said then-coach Ernesto Valverde after the Liverpool loss. “They came at us and we failed to react,” said Sergio Busquets of Roma.

The obsession with winning the Champions League and ending what is now a four-year drought both for the club and, crucially, Messi, has been all-consuming.

Domestic success has been shrugged off, with results in Europe proving definitive regardless of what happens elsewhere.

Yet nobody ranks Barcelona among the favourites this time around. The players might feel they have little to lose, even if current coach Quique Setien is likely to lose his job if they go out against Napoli or get humiliated by Bayern.

    – Not all bad? –

There are caveats to the chaos too. Despite only seven wins from 11 games after the restart, Barca were impressive in spells and most effective against bolder opponents, the like of which they are more likely to meet in Europe.

“You can’t tell me it’s all been a disaster, it hasn’t,” said a defiant Setien last month.

They also have Messi, who comes in on the back of three weeks rest, and alongside him, Luis Suarez and Antoine Griezmann, an attacking trio that should be the envy of every team left in the competition.

Marc-Andre ter Stegen is one of the world’s outstanding goalkeepers. Ansu Fati and Riqui Puig are hugely exciting young talents. Without fans, Barcelona’s mental fragility could be less exposed, their technical quality more decisive.

And yet still the sense is of a team relying on the intangibles: Moments of individual genius, momentum in a knock-out tournament, liberation from the burdens of expectation.

“We have to be more consistent, more reliable,” said Setien last month. “If we manage to have a game like the one we played against Villarreal, where everything went well, it will undoubtedly give us a chance to win the Champions League.”

In this format, with only four one-off matches to win, there is perhaps no better year to be clinging to the hope of the unpredictable.

But for a club like Barcelona, it feels a little desperate, a final shot in the dark at the end of a long and turbulent year. There should be something more.

  • Effective planning, implementation and public cooperation is our magic – EC

The Electoral Commission has said the implementation of its strategic plan for the Voters Registration and the cooperation from the public has made the exercise successful.

The exercise, which started on June 30, was conducted in six phases in about 33,000 registration centres and officially ended today (August 6, 2020).

Mr Samuel Tettey, Deputy Chairman in charge of operations speaking in an interview with the Ghana News Agency at the end of the nationwide voters registration exercise rated the exercise high saying, “So far so good”.

He explained that the new Biometric Voter Registration (BVR) kits equipment were robust and effective compared to the previous ones and had worked to satisfaction.

“The fingerprint scans for instance, did not reject any of the applicants who showed up to register. The laptop, camera and printer functioned very well,” he said. “This is a clear indication of how vigorous and efficient the new equipment worked as compared to the old BVR.”

Mr Tettey commended the temporary personnel recruited for the exercise and said they followed the instructions and exhibited a high level of performance.

He said the mitigation measures the Commission together with the relevant stakeholders put in place to prevent the spread of the Covid-19 disease during the registration period had been successful.

Mr Tettey said the preliminary assessment attested to the fact that the registration setup was fluid and conformed to safety precautionary measures including, hand washing, wearing of mask by officers and the observation of the social distancing rule.

He said despite pockets of violence at some centres by some stakeholders, representatives of political parties, the security agencies, and some civil society organization were present to observe the process and participated to make the exercise a success.

He stated that many people showed interest in the exercise and that had led to the initial target of registering about 15 million eligible applicants being exceeded.

“For the first time in the history of the Commission there was no shortage of materials. All these indicators testify that the exercise has gone on well.”

The commission further issued a statement urging all eligible voters to take advantage of the mop-up exercise on the 8 and 9 of August, 2020 and register to be able to vote in the December 7, 2020 polls.

The Police at Ajumako-Beseasi in the Ajumako-Enyan-Essiam District of the Central Region have mounted an intensive search for eight hooligans suspected to have assaulted three registration officials and one resident in the area.

The dreaded hoodlums, wielding cutlasses, guns and other offensive weapons, physically assaulted the three people at the Christ Apostolic Church Voters Registration Centre at Ajumako-Beseasi, creating fear and panic among the applicants.

Deputy Superintendent of Police (DSP) Irene Serwaah Oppong, the Central Regional Police Public Relations Officer, who confirmed the attack on Thursday, gave the assurance that the perpetrators of the crime would be brought to book to deter others.

She said on Wednesday, August 5, at the said Registration Centre, Mr Kwabena Seidu, a registrant, reported to the police at about 1400 hours of physical assault on him by a group of men numbering about 15.

Seidu alleged that he was attacked together with seven others.

He said in the course of the unprovoked attack, the thugs caused severe damage to the tent hosting the EC registration officials among other things.

They also threatened to cause mayhem if the exercise was not discontinued.

Thereafter, the registration officials proceeded to the police station to make an official complaint and police reinforcement was sent to the centre to maintain law and order.
