  • I care about development of Lawra, not just NPP strongholds Anthony Karbo

The Lawra MP has disclosed that there is no political consideration in the allocation of developmental projects in his constituency.

Anthony Nyoh Abayifaa Karbo made the statement at the sod-cutting ceremony for the construction of a building for Zambo Girls Senior High School.

“The development that I have brought to this municipality, has nothing to do with supporters. I do not care where you come from, I do not care who voted for me, I do not care whether you support the NPP or NDC. All I care about is to develop this town, Lawra,” he said.

The MP who is also the Deputy Minister of Roads and Highways said government over the last three years has initiated and completed several projects in the Lawra Municipality ranging from the drilling boreholes, constructing roads, building schools, and also facelifting some health institutions.

The Lawra Constituency has 29 electoral areas, which for political convenience, has been divided into five zones. These are Lawra, Babile, Brifo, Eremon and Zambo.

Apart from Zambo, the rest of the other zones have received their fair share of development from the Lawra municipality.

Touching on this, Anthony Nyoh Abayifaa Karbo said it was now time to shift attention to Zambo, but pleaded for patience.

“My attention, energy, and focus are going to be on Zambo for the rest of my term.”

He said comparatively, development projects in the Lawra constituency was higher than in other communities, citing the Brifo zone where electricity had been extended to. This is in addition to some road construction projects, as well as a new hospital and clinic.

Listing other projects embarked on since he assumed the role of a legislature, the MP said all project were aimed solely at solving the developmental problems in the area, and not for the benefit of any political party.

He urged the people to vote based on the performance record of the political parties and their leaders.

The Executive Director of Ghana National Petroleum Company (GNPC) Foundation, Dr Dominic Kwesi Eduah before he broke the grounds for work to begin on the new building for Zambo Girls Senior High School urged the people to see the foundation as a development partner.

He called on the contractor, 3WM Constructions to use local artisans for the project in order to build their capacity.

  • Tanzania’s Benjamin Mkapa had malaria, not coronavirus

Former Tanzanian president Benjamin Mkapa was suffering from malaria and died of a heart attack, his family said Sunday, scotching rumours that he succumbed to coronavirus.

“Mkapa was found with malaria and he was admitted for treatment since Wednesday,” family member William Erio revealed during a funeral mass broadcast on state television TBC1.

Mkapa, who ruled the East African country for two terms from 1995 to 2005, died early Friday aged 81 in a Dar es Salaam hospital but the government did not reveal the cause of the death.

“He was feeling better on Thursday and I was with him until 8pm that day,” Erio said.

“After watching the evening news bulletin, he died of cardiac arrest,” Erio added, saying he wished to dispel rumours spreading on social media that Mkapa had contracted the new coronavirus.

    NO TRANSPARENCY

President John Magufuli attended the funeral mass along with his vice president and prime minister at the national stadium.

The opposition has accused Magufuli’s government of a lack of transparency regarding its handling of a pandemic which the president said last Monday was no longer present in the country as he urged tourists to return.

Tanzania ceased publishing official statistics on the virus on April 29 and, unlike its neighbours, has taken no specific measures designed to halt its spread.

Officially, Tanzania has logged a mere 509 Covid-19 cases to date whereas neighbours such as Kenya and DR Congo have respectively registered more than 16,000 and more than 8,000.

    QUESTIONS

Questions arose over Mkapa’s cause of death after Magufuli did not immediately make an official announcement on the time, place and cause in line with 2006 legislation.

Mkapa, who was the country’s third president after independence from Britain in 1962, will be buried in his home village in the southeastern region of Mtwara on Wednesday.

After leaving office he remained active, taking part in mediation talks in Kenya after 2007-08 election violence.

He also attempted, unsuccessfully, to mediate between Burundi’s government and opposition groups after a disputed 2015 election plunged the country into crisis.

  • Nigeria doubles fares as train services resume

Nigeria Railway Corporation has announced the resumption of services on its Abuja-Kaduna route, four months since it was halted due to the coronavirus pandemic.

Transport minister Rotimi Amaechi said fares have been increased because trains will carry fewer passengers.

He said the increment was “nothing compared to the risk of paying ransom to kidnappers” on the Abuja-Kaduna road.

Fares for the economy class will rise to about 3,000 Naira ($8, £6), while first class could cost 6,000 Naira for the 187km (116 miles) trip, according to local media reports.

The services will resume on Wednesday with social distancing enforced to prevent the spread of the virus.

  • 3 grabbed, 2 others wanted for assaulting Customs officers, seizing riffle

Five men on board a Toyota Land Cruiser, which crossed into Ghana from Togo on Thursday evening in defiance of the closure of border, subjected two Customs officers to severe beatings at Vedome, near Kpetoe, in the Volta Region, and fled into Togo with a duty rifle they seized from the victims.

Three of the men, James Gatsi, Domenic Gatsi and Mensah Ahiakpatsi Gatsi, members of the same family, who later returned to their homes at Afetoryesukope on the Ghana side of the frontier that night, have been arrested by police and placed in custody.

The Kpetoe District Police Commander, Deputy Superintendent of Police (DSP) Benedicta Akpene Ansah, disclosed these to the Ghanaian Times at Kpetoe, at the weekend.

She said that after the incident, which occurred soon before sunset, the men fled into Togo on board the vehicle with the gun.

The police upon receiving report on the incident, acted swiftly together with some personnel of the Ghana Revenue Authority, and traced the three suspects to their homes and grabbed them in the night, according to DSP Ansah.

Meanwhile, the vehicle with registration number, GE 4753 Y, which was used for the operation, has been impounded and the sub-machine gun they seized has been retrieved with assistance from personnel of the Togolese security agencies.

DSP Ansah said the Customs officers, who were on patrol duties, spotted the vehicle entering Ghana from Togo, and signaled it to stop, on suspicion that the vehicle was unaccustomed.

As soon as the vehicle pulled up, DSP Ansah said, the five occupants came, pounced on the officers and disarmed the one who was in possession of the duty weapon, after brutally assaulting the victims.

The Kpetoe Police District Police Commander said that the suspects were all Ghanaians, and the other two were on the run, and were being sought by the police.

The assaulted Customs officers have since been issued with medical forms to report at the hospital.

When contacted later in Ho, the Volta Regional Police Commander, Deputy Commissioner of Police (DCOP) Edward Oduro Kwateng corroborated the story, saying, “We are processing the suspects for court without delay.”

  • COVID-19: Restrictions on transport sector lifted; trotros, taxis to take full capacity

As part of the second phase of easing of COVID-19 restrictions by the government, commercial vehicles are to return to taking the normal number of passengers in their vehicles.

This was announced by the President, Nana Akufo-Addo during his 14th address to update the nation on measures taken by the government in the COVID-19 battle.

“In consultation with the Ministries of Transport and Aviation and the leadership of transport operators, Government has taken the decision to lift the restrictions in the transport sector, and allow for full capacity in our domestic airplanes, taxis, trotros and buses. The wearing of masks in vehicles and aircrafts, and the maintenance of enhanced hygiene protocols, remain mandatory,” he declared.

Road Transport Operators after consultations with the Ghana Private Transport Union (GPRTU) and the Ghana Road Transport Coordinating Council, in March, announced some measures to ensure social distancing among passengers in commercial vehicles.

This move was among others aimed at ensuring that the precautionary directives given by President Nana Akufo-Addo on social distancing were observed on all public transport vehicles and terminals to prevent the spread of COVID-19.

The following measures were agreed upon:

    • All Passenger Carrying-vehicles including taxis seating 1-3 passengers on a row shall seat not more than two passengers on a row.
    • All Passenger Carrying-vehicles seating 1-4 passengers on a row shall seat not more than three passengers on a row
    • All Passenger carrying vehicles seating 1-5 passengers on a row shall seat not more than three passengers on a row.

Commercial vehicle drivers, following this directive, lamented the low level of revenue gotten from business due to the reduced number of passengers in the vehicles.

On the back of this, they demanded an increase in transport fares to make up for the losses made while obeying the order to ensure social distancing in their vehicles.

    Recent increase in transport fares

Since Saturday, 11 July 2020, commuters have been paying 15% more in transport fares following approval by the government for commercial transport operators to hike fares.

A deputy Transport Minister, Nii Kwartei Titus Glover had told Citi News that the decision was taken after a meeting with transport operators on Tuesday, July 7, 2020.

He said the transport operators made an alternative proposal which was for the government to allow them to revert to carrying their usual full seating capacity or for the fares to be adjusted upwards by 30%.

Titus Glover said after considering both proposals, the government decided to approve the increment in transport fares by 15%.

  • Lynching of 90-year-old: Perpetrators must be brought to book – NCCE boss

Chairperson of the National Commission for Civic Education (NCCE), Josephine Nkrumah is calling for the persecution of every individual involved in the lynching and murder a 90-year-old woman accused of being a witch in Salaga in the Savannah Region.

Josephine Nkrumah added that the police must ensure justice is served as soon as possible to deter individuals from participating in such activities.

Speaking to Joynews, she said, “it is sad that in this time in a democratic dispensation with all the human right protection we have in our country we should still see this considering the amount of work that has gone into this canker over the years. Amazingly, it is coming up again and I believe very strongly that we need to quickly put in the very best intervention to bring justice to this woman who passed away, bring the perpetrators to book and begin to engage the communities very seriously on the consequences and penalties as well.”

A video of a 90-year-old woman, Akua Denteh, has been circulating on social media where she was publicly lynched and murdered after a self-styled priestess claimed she was a witch.

This development has caused a lot of public outcries as many have condemned the crime especially when they have been a lot of calls against instant and mob justice.

Former presidents, Jerry John Rawlings, and John Dramani Mahama have called for a serious investigation and arrest of all who were involved in the “cruel and barbaric lynching of Akua Denteh.

The Police have since despatched a team of experts to the region to investigate and arrest the perpetrators of the heinies crime.

  • NDC Chairman questions Akufo-Addo’s human right credentials

National Democracy Congress Chairman for the Ayawaso West Wuogon Constituency, Bismark Aboobi Ayertey has questioned President Nana Addo Dankwa Akufo-Addo’s credibility as a human rights lawyer.

To him, it begets sound reasoning that someone who claims to be an apostle of democracy, could so flout the Rule of Law during his tenure.

Citing the Ayawaso West Wuogon incident and Mavis Hawa Koomson’s firing of gunshots at Kasoa to buttress his point, he said:

“Under Nana Addo, there is no peace in this country. Under Nana Addo, rule of law has been thrown to the dogs…no law is working in this country and so sometimes I wonder our grandfather, Nana Addo Dankwa Akufo-Addo. Sometimes people doubt the credibility of the certificate that makes him a human right lawyer or that self-proclaimed human rights lawyer; everyday Nana Addo is being exposed by his actions and inactions.”

  • 90-year-old killing: Include bystanders, abettors in arrests – WILDAF urges police

The Women in Law and Development in Africa (the WiLDAF Ghana Network) has lauded the efforts of the Inspector General of Police for “dispatching homicide experts to hunt for the alleged murderers” of the 90-year-old Madam Akua Denteh.

In a statement to condemn the brutal murder, WILDAF called on the Police to expand the net of culpability to include those who abetted the heinous crime.

The statement highlighted this must include “…those who stood by, watched and did nothing while the late Madam Akua Denteh was being murdered.”

The Inspector-General of Police (IGP) Mr. James Oppong-Boanuh has dispatched homicide experts from the National Police headquarters to the Savannah region, to help search for the murderers of Madam Akua Denteh, aged 90 years, who was beaten to death at Kafaba near Salaga in the East Gonja District for allegedly being a witch.

The suspects, believed to have fled the town include one Sanjo, who is said to have hosted Hajia Filina, a priestess who declared the deceased a witch. Others are the priestess Hajia Filina, one Teacher Aliu, Bumaye, Ashley, and Manafo.

The IGP has announced a two thousand Ghana Cedis (GhC2,000) reward for information leading to the arrest of any of the suspects.

Meanwhile, WILDAF has commended the Gonja Traditional Council for denouncing such acts and urged them to support the police in their “hunt” for the perpetrators.

  • Coronavirus: All infected students have either recovered or doing well – Akufo-Addo

President Nana Addo Dankwa Akufo-Addo has said all the students who tested positive for COVID-19 have either recovered or are doing well recovering.

In his 14th address to the nation on the COVID-19 situation, Mr Akufo-Addo said on Sunday, 26 July 2020 that: “Since the last time I addressed the nation, we have seen over seven hundred and fifty thousand persons, comprising students, teachers and non-teaching staff, in our Junior High Schools returning to school to prepare for and sit the Basic Education Certificate Examination”.

“Last Monday, the three hundred and seventy thousand final year SHS students, who have been in school for five weeks, started writing the West African Senior Secondary School Certificate Examination”.

“One hundred and twenty-seven thousand, one hundred and forty-three (127,143) students in our Universities and other tertiary institutions have now all virtually completed their final examinations”, he noted.

He said the “safety and good health of the students and staff have been the paramount considerations in the reopening of schools, and we have, therefore, insisted on full adherence to the enhanced COVID-19 protocols”.

That is why, he explained, “as has already been widely publicised, we undertook a massive mobilisation and deployment of logistics to our educational facilities to help ensure that learning is conducted in an atmosphere of safety, as we continue to limit and contain the spread of the virus in our country”.

The President said “all of these reiterate the commitment of the government to protecting the lives of all those involved in the phased re-openings of our schools, and I will not renege on my obligation toward either our children or their parents”.

“Mercifully”, he said, “we have witnessed only a few cases of infections in our universities and other tertiary institutions; the few students who tested positive in a few of our Senior High Schools have all either recovered or are on the path to full recovery, and will write the WASSCE; and the few final year Junior High School students, who have tested positive and who are largely asymptomatic, are being managed in isolation centres”.

The government, the President noted, “continues to engage with the stakeholders in the education sector to determine the conditions for the future re-opening of schools, after the current examinations are concluded by mid-September”.

“I will keep you fully informed about the outcomes”, he promised.

  • South Africa jailbreak: Malmesbury prison inmates rearrested

All 68 inmates who escaped from a jail in South Africa‘s Western Cape on Friday have been rearrested, the government says.

Prison officials were praised for “restoring stability” following a two-day manhunt.

The break-out happened after inmates at Malmesbury Prison “overpowered” staff during an exercise session.

They then locked three officers in a cell before freeing other prisoners and escaping over a roof, authorities said.

Previous reports said they had escaped while being transferred to court for trial.

South Africa’s prison body had originally said 69 inmates escaped, but the department of justice on Sunday said they were 68 in total.

According to local news site EWN, the reason for this confusion was that one inmate presumed to have escaped had in fact “moved to a different cell during the chaos and never left the facility”.

Part of the escape was caught on camera by a member of the public who was sitting in his car.

    How did it happen?
Only 20 prison officers were on duty to supervise the facility’s 451 inmates, said a statement from the South African Correctional Service on Friday.

“The escapees overpowered officials, took the keys and locked three officials in a cell and opened other cells before escaping through the main entrance and over the roof,” it added.

Nine prison officers “sustained minor injuries and bruises” during the incident.

South Africa’s Justice Minister Ronald Lamola has since thanked people in the local community for giving “critical information” that led to the arrests.

He was quoted by local news site News24 as saying the escapees would be punished for their actions.

  • Fares must go down now COPEC on eased transport sector restrictions

The Chamber of Petroleum Consumers (COPEC) is calling on commercial transport operators to reduce their fares immediately as they return to taking passengers at full seating capacity.

“We are, by this statement calling on some of our major stakeholders in the transport sector including the GPRTU, Concerned Drivers Association, Committed Drivers Association and the Ghana Road Transport Coordinating Council to immediately without fail, ensure that transport fares are reversed by close of day tomorrow [Monday],” COPEC urged in a statement.

The government recently approved a 15% increment in transport fares following fuel price hikes amid social distancing in vehicles.

During his 14th address to update the public on measures taken by the government in the COVID-19 battle on Sunday, July 26, 2020, President Nana Akufo-Addo said commercial vehicles can now take full capacity.

“In consultation with the Ministries of Transport and Aviation and the leadership of transport operators, Government has taken the decision to lift the restrictions in the transport sector, and allow for full capacity in our domestic airplanes, taxis, trotros and buses. The wearing of masks in vehicles and aircrafts, and the maintenance of enhanced hygiene protocols, remain mandatory,” said the President.

But COPEC in a statement signed by its Executive Secretary, Duncan Amoah however suggested that the recent fare increases could be slashed by 5% “since fuel price variance as at this point remains positive by at least a further 12% from the pre-COVID-19 lockdown period.”

Below is the full statement from COPEC

    CHAMBER OF PETROLEUM CONSUMERS-GHANA

    ACCRA

    26/07/20

    REDUCE TRANSPORT FARES IMMEDIATELY.

The President of the Republic in his 14th Covid-19 address to the nation on Sunday has among other things issued new directives for the commercial transport operators to forthwith pick the normal number of passengers as before the lockdown and the accompanying social distancing restrictions.

What this directive means is that every revenue that until the date has been losing per trip by the commercial transport operators before the announcement during the period and for which commuters have recently been forced to cough up additional 15-30% transport fare increases is now restored in favour of our commercial transport operators and thus the recent increases of between 15-30% must and should be reversed forthwith.

The Chamber takes cognisance of the fact that the period prior to the covid-19 lockdowns and restrictions had fuel prices trading at ghc5.650/litre but due to a global fall in demand and its attendant effects on pricing, fuel prices dropped by over 30% to below Ghc3.890/litre and has in recent times gone up marginally by a cumulative average of 16% to currently average 4.80/litre at the pumps.

The above thus renders any possible argument on the part of transport operators for a stay of current transport fares at this point, citing the marginal fuel price increases as an excuse ostensibly to deny Ghanaian commuters the deserved reductions in transport fares moot since the fuel price variance before and after the lockdown period remains a distant 10%+ positive to the commercial transport operators at this point.

We are, by this statement calling on some of our major stakeholders in the transport sector including the GPRTU, Concerned Drivers Association, Committed Drivers Association and the Ghana Road Transport Coordinating Council to immediately without fail, ensure that transport fares are reversed by close of day tomorrow, not only to previous rates but a further 5% reduction possibly on the previous rates before these recent increases since fuel price variance as at this point remains positive by at least a further 12% from the pre-covid-19 lockdown period.

    Signed.

    Duncan Amoah
    Executive Secretary.

  • Reduction in “talk tax” to take effect in September Akufo-Addo

The implementation of the new rate for the Communication Service Tax (CST), also known as talk tax, is to take effect from September 2020.

The Minister of Finance, Mr Ken Ofori-Atta at the presentation of the 2020 mid-year budget review announced the reduction of the tax from nine per cent to five per cent.

He told Parliament on Thursday that, “In the short term, we will reduce the CST from 9% to 5% to reduce the cost of communication services to the consumer as more and more people work remotely and utilize online services. We will count on the Telcos to match this reduction in the CST by reducing their tariffs. This is important for our youth, entrepreneurs, and the burgeoning FINTEC industry.”

Addressing Ghanaians on Sunday, July 26, 2020, to reiterate plans taken by the government to cushion Ghanaians from the impact of COVID-19,  President Nana Akufo-Addo indicated that the move will be rolled out in September.

“The Communication Service Tax has also been reduced from 9 per cent to 5 per cent, effective September 2020.”

    Background of CST

The CST was introduced in 2008 at an ad valorem rate of six per cent. The tax is levied on charges payable by consumers for the use of communication services.

In 2018 the tax brought in a total of GH¢420 million, representing a 27.7 per cent increase from the estimated ¢304 million accrued in 2017.

The amount generated from the levy was 4.56 per cent more than the projected ¢401.8 million in the 2018 mid-year budget.

The telcos started charging customers the revised CST from October 1, 2019, after the Minister of Finance, Mr Ken Ofori-Atta, announced an increment in the tax from six to nine per cent in the Supplementary Budget.

The Finance Minister in justifying the increment, had said it was aimed at creating a viable technology ecosystem to among other things identify and combat cybercrime.

  • BoG boosts repo trading market with new directive

To further boost repo trading on the Ghana Fixed Income Market (GFIM), the Bank of Ghana has issued a new directive, allowing banks and other contractual counterparts to easily settle differences in repo transactions.

The directive takes effect from July 2020, in line with Section 134 (5) of the Bank and Specialised Deposit Taking Institutions Act (Act 930).

This follows the implementation of the Global Master Repurchase Agreement (GMRA)-based Guidelines in April 2020.

The Bank of Ghana indicated that pursuant to Section 134 of Act 930, all Global Master Repurchase Agreements transacted (GMRA-based repos) qualify as eligible financial contracts to which netting arrangements shall apply.

According to the section 134 (4), “net termination value” means the net amount obtained after setting off the mutual obligations between the parties to an eligible financial contract in accordance with the provisions of that contract.

GMRA-based guidelines contain a key feature which allows the transfer of title to collateral securities from the seller to the buyer. The title transfer under GMRA reduces credit and liquidity risk, as it allows the buyer to make use of the collateral during the tenor of the transaction, but return the same or equivalent securities to the seller at maturity.

Some market analysts have indicated that, ultimately, these dealings should boost secondary market trading and price discovery of bonds and offer a cheaper and increased volume source of short-term funding.

The repos are effective tools for effective monetary policy transmission and serve as the channel through which the central bank can act more swiftly as a lender of last resort during periods of market stress.

Currently, repos and reverse repos in the domestic financial markets are already serving as effective instruments for the conduct of monetary policy market operations by the central bank and as sources of short-term liquidity for market participants.

According to the Central Securities Depository (CSD), as at end May 2020, a total of GH¢51.63 billion of repo transactions had been settled. Transactions between commercial banks amounted to GH¢44.46 billion, whereas the transactions between BoG as well as SNNIT with commercial banks amounted to GH¢725 million and GH¢6.44 billion.

  • Tunisia interior minister Mechichi named new PM: presidency

Hichem Mechichi, who until now has served as Tunisia’s interior minister, has been appointed to form the next government, the president’s office said Saturday. The 46-year-old lawyer succeeds Elyes Fakhfakh, who resigned earlier this month — but Mechichi was not one of the names proposed by the ruling political parties to President Kais Saied.

The president made the announcement in a video posted on the presidency’s website.

As well as being interior minister in the outgoing government, Mechichi has been a counsellor to President Saied, handling legal matters. He has previously been chief of staff at the transport ministry and also served in the social affairs ministry.

Mechichi now has a month to form a government against a backdrop of political tensions among the major parties.

At that point his choice will be put to a parliamentary vote of confidence and will need an absolute majority to succeed. Failing that, parliament will be dissolved and new elections organised within three months.

In the last elections held in October the Islamist-inspired Ennahdha came top but fell far short of a majority — holding 54 of 217 seats in parliament — and eventually agreed to join a coalition government.

Political divisions Fakhfakh’s resignation on July 15 after less than five months in office threatened fresh political deadlock in the North African nation as it struggles with the economic fallout from the coronavirus pandemic.

And it came as a political row deepened with the Islamist-inspired Ennahdha party, the largest in parliament, over allegations against him of conflicts of interest.

Relations between the 47-year-old outgoing premier and Ennahdha have been strained since the October legislative elections. Fakhfakh stepped down the same day the party filed a no-confidence motion against him.

Ennahdha had initially nominated an independent for premier but he failed to win the support of parliament, leading the president to name former finance minister Fakhfakh for the post.

Faced with the prospect of fresh elections, Ennahdha eventually agreed to join the coalition government.

Tunisia has been praised as a rare success story for democratic transition after the Arab Spring regional uprisings sparked by its 2011 revolution.

But its leaders have struggled to meet the expectations of the Tunisian people and the already fragile economy has been battered by the closure of the country’s borders due to the pandemic.

The illness has claimed around 50 lives and infected more than 1,400 people in Tunisia.

  • Passion for purple revives ancient dye in Tunisia

A Tunisian man has pieced together bits of a local secret linked to ancient emperors: how to make a prized purple dye using the guts of a sea snail.
“At the beginning, I didn’t know where to start,” said Mohamed Ghassen Nouira, who heads a consulting firm.

“I would crush the whole shell and try to understand how this small marine animal released such a precious colour.”

Now, after years of trial and error – and after getting used to the foul stench – he uses a hammer and small stone mortar to carefully break open the spiny murex shells.

What happens next is part of a secret guarded so closely that it disappeared hundreds of years ago.

A symbol of power and prestige, the celebrated purple colour was traditionally used for royal and imperial robes.

Production of the dye was among the main sources of wealth for the ancient Phoenicians, and then for the Carthaginian and Roman empires, said Ali Drine, who heads the research division of Tunisia’s National Heritage Institute.

The industry was “under the control of the emperors because it brought a lot of money to the imperial coffers”, he said.

In August 2007 on a Tunisian beach, Nouira found a shell releasing a purplish red colour, reminding him of something he’d learnt in history class at school.

He bought more shells from local fishermen and set out experimenting in an old outside kitchen at his father’s house that he still uses as a workshop.

    Secret know-how
“Experts in dyeing, archaeology and history, as well as chemistry, helped and encouraged me, but nobody knew the technique,” Nouira said.

No historical documents clearly detail the production methods for the purple pigment, Drine said.

“Maybe because the artisans did not want to divulge the secrets of their know-how, or they were afraid to because the production of purple was directly associated with the emperors, who tolerated no rivalry,” he said.

The only clues for unearthing the techniques lie in archaeological sites and artefacts in the Mediterranean, particularly in Tyre in southern Lebanon, and Meninx, on the coast of Tunisia’s Djerba island.

Phoenicians from Tyre set down the foundations of what would become the Carthaginian empire on the Tunisian coasts.

Also known as Tyrian purple, the pigment is still highly valued today and is produced by just a handful of people around the world.

They include a German painter and a Japanese enthusiast, each with their own secret techniques.

Among the buyers are collectors, artists and researchers.

The dye can cost $2,800 per gramme from some European traders, and prices can reach up to $4,000, Nouira said.

He said he had produced a total of several dozen grammes of the pure purple dye, which he sells internationally for more modest prices.

    ‘Not a cooking recipe’
Nouira said that when he sought help from other dye-makers, one told him bluntly, “‘it’s not a cooking recipe to be passed around.’”

“That made me even more determined. It drove me to read more and redouble my efforts.”

In a wooden box where he keeps his stock, ranging from indigo blue to violet, Nouira carefully guards a dye sample from 2009 – a “dear memento of my first success”.

“I improved my methods until I found the right technique and mastered it from 2013-2014,” he said.

To obtain one gramme of pure purple dye, Nouira said he had to shell 100 kilogrammes of murex, a task that takes him two weekends.

He washes the marine snails and sorts them by species and size, then carefully breaks the upper part of the shells to extract the gland that, after oxidisation, produces the purple colour.

Nouira said his greatest wish was to see his work exhibited in Tunisian museums.

“Purple has great tourist potential,” he added, expressing a desire to one day also conduct workshops.

But he lamented what he said was the authorities’ lack of interest in the craft.

In the meantime, he too is keeping his trade secrets close, and said he hoped to pass them on to his children.

“I’m very satisfied, and I’m also proud to have revived something related to our Carthaginian ancestors.”

  • CST reduction to take effect in September – Akufo-Addo

President Nana Addo Dankwa Akufo-Addo has said the implementation of the new Communication Service Tax (CST) for all mobile service subscribers is expected to take effect from September 2020.

This follows an earlier announcement in the increment of the CST in 2019 by the Finance Minister pegging the rate at 9 percent for all telcos to charge mobile services subscribers for talk time.

Subsequently, the rate has since been reduced to some 5 percent as the Finance Minister, Ken Ofori-Atta made a presentation to Parliament last week in the mid-year budget review.

“In the short term, we will reduce the CST from 9% to 5% to reduce the cost of communication services to the consumer as more and more people work remotely and utilize online services. We will count on the Telcos to match this reduction in the CST by reducing their tariffs. This is important for our youth, entrepreneurs, and the burgeoning FINTEC industry,” the Finance Minister earlier said.

Providing clarity on the implementation in an address to the nation on Sunday, July 26, President Akufo-Addo disclosed; “the Communication Service Tax has also been reduced from 9 percent to 5 percent, effective September 2020.”

This, he believes, will mitigate the impact of the novel Coronavirus pandemic on citizens.

  • Government, Uganda Cancer Institute sued over indicted lab technologist

The government has been taken to court in Kampala for allegedly interdicting a laboratory technologist illegally.

The respondents in the case before the High Court are the Attorney General (AG) and Uganda Cancer Institute where he worked.

In his lawsuit , Mr David Wycliffe Mpiima claims that he was on July 1, 2014 appointed by the Health Service Commission to work under the Institute as the laboratory technologist receiving a monthly gross salary of about Shs1 million.
On March 28, 2019, he was suspended from duty on allegations that he was running an illegal laboratory and carrying out investigations in a manner that was contradicting the Uganda Cancer Institute Laboratory and private service guidelines.

“When I was called, I told them my story and the committee promised to start investigations into the matter and also start hearings into the allegations immediately,” Mr Mpiima states.

However, to date Mr Mpiima states that he has never been called for disciplinary action neither has any court process been instituted against him.
Mr Mpiima further narrates that on various occasions he had been assigned to do various duties by the Institute which he performed to its satisfaction.

According to the court documents, copies of which were seen by this publication, Mr Mpiima states that on March 28, 2019, he was put on a half pay by the Institute , restricted his movements outside the country with permission of the executive director of the institute and his access to the entity.

He states that this has caused him severe suffering and anguish for the last one year while awaiting the illegal interdiction to be lifted but to no avail.
Mr Mpiima contends that the decision was not only erroneous in law and fact, unreasonable, illegal or unfair and an abuse of power but also in breach of principles of fair hearing.

“I have written various communications to the first respondent (Institute) requesting to appear before the disciplinary committee or notify me about the status of the allegations against me but in vain,” he narrated.
He now wants an order quashing the decision of the Institute of interdicting him from his job.

He also wants an order restraining the institute and AG and all their agents, servants, agencies, departments, authorities and officials from interfering with his execution of lawful duties and travelling outside Uganda without permission from the responsible officer.

  • Reduce fares now – COPEC to transport operators

The Chamber of Petroleum Consumers (COPEC) has called on commercial transport operators to reduce their fares immediately as they return to taking passengers at full seating capacity.

“We are, by this statement calling on some of our major stakeholders in the transport sector including the GPRTU, Concerned Drivers Association, Committed Drivers Association and the Ghana Road Transport Coordinating Council to immediately without fail, ensure that transport fares are reversed by close of day tomorrow [Monday],” COPEC said in a statement.

“In consultation with the Ministries of Transport and Aviation and the leadership of transport operators, Government has taken the decision to lift the restrictions in the transport sector, and allow for full capacity in our domestic airplanes, taxis, trotros, and buses. The wearing of masks in vehicles and aircraft, and the maintenance of enhanced hygiene protocols, remain mandatory,” said the President.

But COPEC in a statement signed by its Executive Secretary, Duncan Amoah, however, suggested that the recent fare increases could be slashed by 5% “since fuel price variance as at this point remains positive by at least a further 12% from the pre-COVID-19 lockdown period.”

Below is the full statement from COPEC

    CHAMBER OF PETROLEUM CONSUMERS-GHANA

    ACCRA

    26/07/20

    REDUCE TRANSPORT FARES IMMEDIATELY

The President of the Republic in his 14th Covid-19 address to the nation on Sunday has among other things issued new directives for the commercial transport operators to forthwith pick the normal number of passengers as before the lockdown and the accompanying social distancing restrictions.

What this directive means is that every revenue that until the date has been losing per trip by the commercial transport operators before the announcement during the period and for which commuters have recently been forced to cough up additional 15-30% transport fare increases is now restored in favor of our commercial transport operators and thus the recent increases of between 15-30% must and should be reversed forthwith.

The Chamber takes cognizance of the fact that the period prior to the COVID-19 lockdowns and restrictions had fuel prices trading at ghc5.650/litre but due to a global fall in demand and its attendant effects on pricing, fuel prices dropped by over 30% to below Ghc3.890/litre and has in recent times gone up marginally by a cumulative average of 16% to currently average 4.80/litre at the pumps.

    Signed.

At first glance, it is alarming to see that thirty-two thousand, nine hundred and sixty-nine (32,969) people have so far contracted the virus. But a closer look at the data will tell you that we are steadily on the path towards limiting and containing the virus, and, ultimately, defeating it. The figure to look out for is the number of active cases.” Nana Addo stated.

He added, “When I delivered Update No. 13, the number of active cases in the country, i.e. those who, as at 27 June 2020, had the virus, stood at four thousand, two hundred and forty-five (4,245). As at midnight of 24th July, nearly a month later, the number of active cases in Ghana stands at three thousand, three hundred and seven (3,307). Again, a month ago, the number of recoveries stood at twelve thousand, nine hundred and ninety-four (12,994). Today, it is twenty-eight thousand, nine hundred and twenty-seven (29,494). “Our hospitalisation and death rates have, consistently, been very low, some of the lowest in Africa and in the world. The Ghanaian people, mercifully, are not dying of the virus in the hundreds and thousands that were earlier anticipated and predicted, and that are being seen on a daily basis in some other countries.

“The behaviour of this virus has baffled the experts and defied most predictions, but five months on, we can say that we are witnessing a much milder manifestation of the virus in the country, than was initially feared. The rate of virus-related deaths has remained, persistently, low at 0.5% of confirmed cases.”

  • Maxwell Konadu is influencing our players not to renew their contracts – AshGold supporter

A leading supporter of Ghana Premier League side Obuasi AshantiGold has fingered Kumasi Asante Kotoko coach Maxwell Konadu for the refusal of the club’s key players to renew their contracts.

Kofi Owusu, a leading member of AshantiGold’s Executive 90 minutes supporters group says their player’s delay in renewing their contracts is the handiwork of Kotoko coach Maxwell Konadu.

Several AshGold players have been linked with moves to Asante Kotoko with the likes of Abdul Latif Anabilla, James Akaminko and Shafiu Mumuni all linked to Kotoko.

In an interview with Kumasi based Light FM, the AshGold supporter accused the former Black Stars B coach for the delay of their key-men in renewing their contracts.

“It’s true he is behind our players James Akaminko, Latif Anabila’s delay in contract renewal.”

“He is influencing them with the lucrativeness of Kotoko and convincing them not to sign.”

“Ashgold isn’t an academy for Kotoko to be coming and buying players from.”

“If he needs any player, he should officially come on board and stop luring them secretly because if Kotoko is going to play CAF Champions League, we are also vying in the CAF Confederations Cup.

We are our way to tell Champion to renew the contract of these important players because we want to compete very well in the confederations” he added.

  • DR Congo’s Kabila prowls the political sidelines

Officially, he stepped down in January 2019, retiring after 18 years at the helm of the biggest country in sub-Saharan Africa.

But nearly 18 months on, former president Joseph Kabila remains a powerful figure, wielding influence in the murky politics of the Democratic Republic of Congo through a network of followers and a forced coalition with his successor.

“Kabila, come back quickly so we can restore order,” his supporters chanted on Thursday as they marched in Kinshasa, where the coalition with backers of President Felix Tshisekedi is in trouble and heads are rolling.

Prime Minister Sylvestre Ilunga has publicly denounced a decision by Tshisekedi to replace two pillars of the former Kabila regime: the army’s inspector general and the president of the Constitutional Court.

Kabila handed the presidency to Tshisekedi after elections in December 2018, in the first peaceful transfer of power since independence from Belgium nearly 60 years earlier.

Still only 49 despite his years at the top, Kabila lives on a farm at Kingakati, 80 kilometres (50 miles) from the capital, surrounded by wildlife ranging from lions to antelopes.

In a zoo open to the public, Kabila takes selfies with visitors he sometimes bumps into on Sundays.

The man who once ruled the sprawling DRC during a brutal regional war now goes out with just “two or three bodyguards”, according to an aide.

Low-key by nature, Kabila has made no political utterances and has avoided public appearances, even when meeting with Tshisekedi to try to ease the tensions in their uneasy cohabitation.

No information was released about their last meeting at the beginning of July.

But he remains the driving force in his Common Front for Congo (FCC) political group — a veritable war machine that he set up before leaving office.

In the same elections that brought Tshisekedi to power, the FCC won a commanding majority in parliament, forcing Tshisekedi’s supporters into the role of junior partners in what has become a deeply troubled coalition.

Kabila placed the FCC leadership in the hands of his former chief of staff, Nehemie Mwilanya, who hails as he does from the Swahili-speaking east of the country.

Mwilanya acknowledges that “the chief” receives FCC officials on his ranch. “There are courtesy visits and there are visits to seek advice,” he said.

“He manages his political family on a day-to-day basis,” a former presidential adviser told AFP.

    ‘Balance of power’

The former head of state has never ruled out a return to the political stage.

“In life as in politics, I exclude nothing,” he told the foreign press in December 2018, just before his retirement.

Kabila left office two years after his second and last constitutional term expired. He was under pressure from foreign partners of the DR Congo, including the United States and the European Union, as well as demonstrators.

Kabila’s many foes, who have faced brutal repression, feared he would seize a third mandate by force, but elections took place after three postponements.

Earlier this month, three street protests were called by a spectrum of political and social forces including Tshisekedi’s Union for Democracy and Social Progress (UDPS).

One of their grievances was the choice of a new election chief who has been accused of rigging elections in favour of Kabila.

Thursday’s heated protest was launched after Tshisekedi sacked two strongmen of the former regime.

Kabila supporters see their role as containing Tshisekedi’s influence in the name of “a balance of power”.

Some argue that nothing stops him coming back. The next elections are due in 2023.

“The constitution bans three consecutive terms, but it says nothing about a possible return after a gap of five years,” a former adviser said.

Kabila’s right-hand man Mwilanya, a lawyer, is firmer still: “The constitutional rules are clear. They impose no restrictions on him per se.”

  • CDG-Gh mocks ‘voodoo budget of desperate Government’

The Caucus for Democratic Governance, Ghana, CDG-GH has ridiculed the mid year budget read by the finance minister on Thursday, describing it as “voodoo budget of desperate Government”.

The Minister of Finance, Mr Ken Ofori-Atta on Thursday disclosed that dry food packs and hot cooked meals distributed by the government to mitigate the impact of the Coronavirus pandemic cost GH¢54.3 million.

Additionally, Mr Ofori-Atta stated that the government transferred an amount of GH¢50.2 million to 400,000 beneficiaries under the the Livelihood Empowerment Against Poverty (LEAP) Programme.

In its analysis the CDG-Gh said the budget statement “can only conclude that the Mid Year Review Budget projects a contracting economy, characterized by budget deficit and negative growth”.

    Read the full statement below

    CAUCUS FOR DEMOCRATIC GOVERNANCE, GHANA(CDG-GH)

    PRESS RELEASE 27TH JULY 2020

VODOO BUDGET OF A DESPERATE GOVERNMENT

The Caucus for Democratic Governance, Ghana (CDH-Gh), on the basis of what the Minister of Finance read last Thursday in Parliament, can only conclude that the Mid Year Review Budget projects a contracting economy, characterized by budget deficit and negative growth.

In trying to put the blame on COVID-19, the Minister of Finance is expected to know, that many African Countries have positive growth between 2%-3%. In West Africa, countries like Ivory Coast and Senegal have all positive growth of 3% inspite of COVID-19.

    MACROECONOMIC FIGURES

What is worrying is the deceptive picture created by the fictitious data thrown out since 2017 by vodoo economist Dr Bawumia. On the basis of these figures, Ghana becomes one of the fastest growing economies in Africa. The fictitious data and fraudulent engineering of accounting figures, made our economy robust and one of the strongest in Africa. The truth however became obvious when the economy showed signs of collapse after three weeks of COVID-19. Excellent macro economic figures with growth rate of between 6.4% to 8% could not save us.

    CAUSES OF WEAKNESSES

The former President, John Mahama often cautioned the Finance Minister for engaging in creative accounting, indicating that a number of debts are put under the base line to escape accounting. This weakens the resilience of the economy.

When the baseline to GDP is changed, to induce flowery figures, that presupposes a robust economy, then the economy is bound to collapse in three weeks of strain and stress.

When this Government borrows heavily (126 billion Ghc in 3.5 years , the highest in the history of Ghana), the debt distress becomes high. When the debt distress is high, we have no option but to run quickly to IMF for rescue.

Instead of the Government aggressively embarking on austere measures of pruning down the size of the Government appointees, reducing taxes, reducing imports and investing in productivity to make saving, she is stampeding the resources of Bank of Ghna (BoG) to weaken the economy.

An economy where BoG is forced to print 5,5 billion ghc to finance Government operations and is planning to print more; cannot be a robust economy. This action is a breach of the Bank of Ghana Act.

Where the BoG is converted into extension of the Ministry of Finance, the foundation of the economy, with time, becomes weak.

In an economy where figures on Internal reserves, Fiscal Deficit of GDP and Primary Balance % of GDP are manipulated in the budget, the economy is programmed to go on its knees in three weeks of COVID-19.

    Executive Director, CDG-Gh
