  • Henderson wins Football Writers’ Association Footballer of the Year

Liverpool captain Jordan Henderson has won the Football Writers’ Association Footballer of the Year, it was announced on Friday.

The award, voted on by the FWA’s members, has been running since 1948 and crowns the player adjudged to have been the best of the season in English football.

Henderson said: “I’d like to say how appreciative I am of the support of those who voted for me and the Football Writers’ Association in general. You only have to look at the past winners of it, a number of whom I’ve been blessed to play with here at Liverpool, like Stevie [Gerrard], Luis (Suarez) and Mo [Salah] to know how prestigious it is.

“But as grateful as I am I don’t feel like I can accept this on my own. I don’t feel like anything I’ve achieved this season or in fact during my whole career has been done on my own. I owe a lot to so many different people — but none more so than my current teammates — who have just been incredible and deserve this every bit as much as I do.

“We’ve only achieved what we’ve achieved because every single member of our squad has been brilliant. And not just in matches. Not just in producing the moments that make the headlines and the back pages but every day in training.”

Liverpool boss Jurgen Klopp said: “I saw videos of him when he was young, but he was already an exceptional player. And you have to be ready to fight every day — and that’s what he’s done.

“If you want to have a guy who has fought his way through to become one of the best players in the league and this year everybody acknowledged that. I am really proud of him.”

Henderson beat stiff competition from Manchester City’s Kevin De Bruyne after captaining Liverpool to their first league title in 30 years. He also played a key role in setting up the #PlayersTogether initiative, which helps raise and distribute money for Britain’s National Health Service amid the coronavirus crisis. De Bruyne was runner up, Manchester United’s Marcus Rashford was third while Henderson’s Liverpool teammates Virgil van Dijk and Sadio Mane came fourth and fifth respectively.

The midfielder moved to Liverpool from Sunderland in 2011 and after his initial struggles, has gone on to establish himself as one of the club’s key players.

Henderson won the Champions League with the club last season, as well as the FIFA Club World Cup and UEFA Super Cup in 2019-20.

“The players who’ve started the most games for us this season have been as good as they have been because of our culture and our environment at Melwood. No one individual is responsible for that — it’s a collective effort and that’s how I view accepting this honour,” he added.

“I accept it on behalf of this whole squad, because without them I’m not in a position to be receiving this honour. These lads have made me a better player — a better leader and a better person.

“If anything I hope those who voted for me did so partly to recognise the entire team’s contribution.

“Individual awards are nice and they are special and I will cherish this one. But an individual award without the collective achievement wouldn’t mean anywhere as much to me — if anything at all.”

Henderson is the second Liverpool player in three years to win the award, following on from Mohamed Salah in 2018. Manchester City’s Raheem Sterling scooped last season’s prize.

  • EU calls on US to lift tariffs in plane dispute

The EU called Friday on the United States to lift tariffs imposed in a long-running dispute over aircraft subsidies after Airbus said it had brought itself into compliance with World Trade Organization rulings.

The billions of dollars in tariffs, which apply to a wide range of food and agricultural goods in addition to planes, have been even more burdensome due to the economic disruption caused by the coronavirus pandemic.

Airbus said Friday it had reached agreement with the French and Spanish governments that raises the interest rates on funds provided to help develop its long-haul A350 jet to levels the WTO considers appropriate.

The European Commission said this removes any grounds for the US to maintain tariffs imposed on EU exports under WTO rulings as well as making a strong case for a rapid settlement of the dispute.

“Unjustified tariffs on European products are not acceptable and, arising from the compliance in the Airbus case, we insist that the United States lifts these unjustified tariffs immediately,” EU trade commissioner Phil Hogan said in a statement.

    Epic legal battle –

An epic legal battle between Airbus and Boeing at the WTO began in 2004 when Washington accused Britain, France, Germany and Spain of providing illegal subsidies and grants to support the production of a range of Airbus products.

A year later, the EU alleged that Boeing had received $19.1 billion worth of prohibited subsidies from 1989 to 2006 from various branches of the US government.

The two cases were then tangled up in a legal quagmire, with each side being given partial vindication after a long series of appeals and counter appeals.

In 2019 the WTO authorized the US to impose up to 100 percent in taxes on $7.5 billion of European goods, its biggest ever penalty.

Washington then slapped 25 percent tariffs on a number of EU goods including wine, cheese and olives.

A 10 percent tariff on Airbus planes was increased to 15 percent in March, which also affects US airlines which buy Airbus aircraft, as the manufacturer points out.

In June the US threatened to levy tariffs on another $3.1 billion in EU goods as it has been authorized to do under a WTO ruling.

    – Resolution in ‘mutual interest’ –

Airbus said the impact of those tariffs plus the coronavirus pandemic were the reason it was making the effort to resolve the dispute.

“The tariffs imposed by the United States Trade Representative (USTR) are currently harming all targeted industry sectors, including US airlines, and are adding to a very difficult environment as a consequence of the COVID-19 crisis,” the firm said.

Airbus said Friday that it “considers itself in complete compliance with all WTO rulings” after increasing the interest rate paid on the government funds it received.

The low interest rates on these funds were one of the arguments the US made that the EU was improperly subsidizing Airbus.

“After 16 years of litigation at the World Trade Organization, this is the final step to stop the long-standing dispute and removes any justification for US tariffs,” said Airbus.

In addition to there no longer being a justification for the tariffs, the EU believes that in light of the global recession triggered by the coronavirus pandemic it makes sense to resolve the dispute.

“Especially under the current economic circumstances, the EU believes that it is in the mutual interest of the EU and the US to discontinue damaging tariffs that unnecessarily burden our industries and agricultural sectors,” the Commission statement said.

Hogan noted a WTO decision is expected soon that could give the EU the right to impose tariffs against the United States.

“In the absence of a settlement, the EU will be ready to fully avail itself of its own sanction rights,” he warned.

  • China offers $1 billion loan to Latin America,Caribbean for access to its coronavirus vaccine

Foreign Minister Wang Yi announced a $1 billion loan to Latin America and the Caribbean for COVID-19 vaccine access during a virtual gathering with his Latin American counterparts on Wednesday, according to a statement released by the Mexican Foreign Affairs Ministry.

China’s Foreign Minister said that the vaccine developed in his country will be a public benefit of universal access, and that his country will designate a loan of $1 billion to support access [to the vaccine] for the nations of the region,” the statement said.

During a daily briefing on Thursday, Mexican President Andrés Manuel López Obrador thanked China after the loan announcement.
“We’re very grateful to China, with the Chinese government, the President — you remember I had the chance to speak to him on the phone — we asked him for support with medical equipment, there have been many aid flights coming from China.”

“There’s always been enough equipment supply, medicines, and now there is this offer,” he added.

The virtual meeting on Wednesday was led by Mexico’s Foreign Affairs Minister, Marcelo Ebrard, and Wang Yi. Their counterparts from Argentina, Barbados, Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, Panama, Peru, Trinidad and Tobago and Uruguay also joined.

Ahead of the meeting, China’s Foreign Ministry spokesperson Wang Wenbin said in his daily briefing that during the pandemic, “China and Latin American and Caribbean countries, though oceans apart, have stood together against this common foe and conducted practical and effective cooperation to the benefit of all our people.”

He said the meeting would “consolidate consensus between the two sides on jointly fighting the pandemic, cement political mutual trust, uphold multilateralism” and build a community with a shared future for the regions.
Latin America became the epicenter of the global pandemic in late May.

A CNN analysis of Johns Hopkins University (JHU) data last week found that Latin America and the Caribbean had suffered more coronavirus deaths than the US and Canada — though the latter had still reported more deaths per capita.

Brazil has the second-highest number of cases globally, after the US, with more than 2.2 million people infected, according to JHU figures. Chinese biotech company Sinovac has begun a Phase 3 vaccine trial in the country, alongside another Phase 3 trial by Oxford University and pharmaceutical company AstraZeneca.

Peru, Chile and Mexico are also in the top ten countries for confirmed cases, while the virus is also spreading in Venezuela, where concerns have been raised over the country’s crippled healthcare system.

Governmental responses to the virus have differed radically across Latin America, however the region’s informal workforce and high levels of inequality are among the factors driving the widening outbreak.

Coronavirus also has deepened the rift between the US and China, with the Trump administration repeatedly lashing out at China over its early response to the virus.

  • China orders US consulate closure in tit-for-tat move

China has ordered the closure of the US consulate in the south-western city of Chengdu, the latest in a tit-for-tat escalation between the two countries.

China said the move was a “necessary response” to the US, which ordered China to close its consulate in Houston earlier this week.

Secretary of State Mike Pompeo said the US decision was taken because China was “stealing” intellectual property.

Tensions have been rising between the US and China over several key issues.

President Donald Trump’s administration has clashed repeatedly with Beijing over trade and the coronavirus pandemic, as well as China’s imposition of a controversial new security law in Hong Kong.

    What has China said?

China’s foreign ministry said the closure was a “legitimate and necessary response to the unreasonable actions taken by the United States”.

“The current situation between China and the United States is something China does not want to see, and the US bears all responsibility for that.”

The US consulate in Chengdu, which was established in 1985 and currently has more than 200 staff, is strategically important because of its proximity to the autonomous region of Tibet, correspondents say.

The US-China battle behind the scenes

What’s behind Trump’s new strategy on China?

Why did the US order the Chinese consulate to close?

On Tuesday, the US government ordered China to close its consulate in Houston, Texas, by the end of the week.

The move came after unidentified individuals were filmed burning paper in bins in the building’s courtyard.

Mr Pompeo accused China of stealing “not just American intellectual property… but European intellectual property too… costing hundreds of thousands of jobs”.

“We are setting out clear expectations for how the Chinese Communist Party is going to behave. And when they don’t, we’re going to take actions,” he said.

The Chinese consulate in Houston was one of five in the US, along with the embassy in Washington DC. It was not clear why it was singled out.

China’s foreign ministry spokeswoman said the reasons given by the US for closing the consulate were “unbelievably ridiculous”.

Hua Chunying urged the US to reverse its “erroneous decision”, or China would “react with firm countermeasures”.

In a further US move, four Chinese nationals have been charged with visa fraud for allegedly lying about their membership of China’s armed forces – three are under arrest while the FBI is seeking to arrest the fourth, who is said to be in China’s San Francisco consulate.

Why is there tension between China and the US?

There are a number of things at play. First, US officials have blamed China for the global spread of COVID-19. More specifically, President Trump has alleged that the virus originated from a Chinese laboratory, despite his own intelligence officers saying it “was not man-made or genetically modified”.

The US and China have also been locked in a tariff war since 2018.

US-China trade war in 300 words

Mr Trump has long accused China of unfair trading practices and intellectual property theft, but in Beijing there is a perception that the US is trying to curb its rise as a global economic power.

China’s new law: Why is Hong Kong worried?

Trump hits China with order on Hong Kong trade

The US has also imposed sanctions on Chinese politicians who it says are responsible for human rights violations against Muslim minorities in Xinjiang. China is accused of mass detentions, religious persecution and forced sterilization of Uighur and others.

Beijing denies the allegations and has accused the US of “gross interference” in its domestic affairs.

    What about Hong Kong?

China’s imposition of a sweeping security law there is also a source of tension with the US and the UK, which ruled the territory until 1997.

In response, the US last week revoked Hong Kong’s special trading status, which allowed it to avoid tariffs imposed on Chinese goods by the US.

The US and UK see the security law as a threat to the freedoms Hong Kong has enjoyed under a 1984 agreement between China and the UK – before sovereignty reverted to Beijing.

The UK has angered China by outlining a route to UK citizenship for nearly three million Hong Kong residents.

China responded by threatening to stop recognizing a type of British passport – BNO – held by many of those living in Hong Kong.

  • Bawumia would have been the queen if politics was the game of chess

Alhaji Dr Mahamudu Bawumia, prior to his nomination as vice presidential candidate for the New Patriotic Party in the run up to 2008 general election was very much an unknown figure in Ghanaian politics.

In that election, the NPP lost in the run off as none of the candidates could secure 50+1 percent of the total valid vote cast. By then the presence of the now vice president of Ghana had not been felt. Perhaps he was warming up to take us all by storm.

Four years seemed very long but to the surprise of many, it passed at the speed of light. Campaigns and rallies were eminent and Dr Mahamudu Bawumia used these platforms to market himself and demonstrated to Nana Addo Dankwa Akuffo Addo and the NPP that they have not made a bad choice by showcasing his intellectual muscle.

The confidence of the elite members of the NPP grew and it was evident, when he was entrusted to lead the party in court when they were dissatisfied with the electoral process in the 2012 general elections .

Dr Bawumia yet again did not disappoint the NPP and neutral Ghanaians. He artistically answered questions during his cross examination at the supreme Court. He also managed to punch hole in the entire 2012 electoral process.

It was that time when Ghanaians realised the NPP had a gem in the shape of Dr Mahamudu Bawumia. Although the NPP lost the case but they used the supreme Court hearing to sell themselves as law abiding citizens and that violence is not the solution if you are dissatisfied with the electoral results.

Bawumia became a house hold name and a force to reckon with in Ghanaians politics after the 2012 supreme Court hearing and the NPP realized that. They then gave Bawumia enough room to operate and it benefited the party enormously. He portrayed himself as the economic Messiah at the time the economy of Ghana seemed to be in shambles. His famous referral of the then President Mahama as “incompetent” went down with some Ghanaians.

Today, he is the most priced asset of the NPP just like the Queen in the game of Chess. His ability to pull votes from every part of Ghana adds value to his standings.

And if the wants to retain power beyond 2024, they should think of making Dr Mahamudu Bawumia their flag bearer. This will definitely go down with a lot of northeners as the first son of their land to lead a party in the forth republic

“For quite a while a few banks in Ghana have been shut down after helpless administration and some different elements. We acknowledge that employments and properties have been lost yet the mischief of permitting these banks to be in activity would have been more prominent than this,” Mr Kyei expressed in an official statement.

Directing Bishop of Perez Chapel International, Bishop Charles Agyinasare, during a lesson as of late asked whether privately possessed uniBank, GN Bank and UT Bank couldn’t have been rescued by the Bank of Ghana during its money related area cleanup work out.

In his virtual lesson on Sunday, July 19, 2020, which was themed: ‘Disposing of jealousy’, Bishop Agyinasare said the equivalent “evil presences” that had lawmakers in the times of old to fall nearby organizations were all the while waiting and causing destruction.

He said they are “still grinding away today and we should exorcize this country from that evil spirit else we are a long way from going ahead”.

“I have been asking myself: So, for Dr Kwabena Duffuor, under whose time as Minister of Finance, we had the best financial development pace of 14 percent, there was nothing we could do with his bank?”

“Shouldn’t something be said about Dr Papa Kwesi Nduom, who presented or extended susu banking and had branches than any business manage an account with more clients?” the Perez Chapel International author inquired.

“At that point, my own Amoabeng, who helped me develop my cash to my first $100,000, which I pulled back and gave out for the structure of the Dome, as a component of my commitment. Could nothing have been done to rescue a portion of these incredible foundations?”

Yet, responding to Bishop Agyinasare’s lesson, Edmund Kyei said that the legislature didn’t generally shut down any of these banks during the tidy up work out, yet just assumed control over their administration.

“I beg Bishop Charles Agyinasare to talk about the advantages clients and potential clients will get which outperforms the nearby down,” he encouraged.

  • Kevin Prince Boateng betrays former boss Galliani

Ghana’s Kevin Pince Boateng swerved a move to join former boss Adriano Galliani at Italian  Seria B side AC Monza, the latter has revealed.

According to Galliani, who is the current CEO of Monza, says his outfit were in talks with Kevin-Prince Boateng, but the discussion could not bring the desired result.

Galliani did not tell the period in which he engaged in a discussion with his former employee at AC Milan but says the  parties decided not to go ahead  with the operation.

This was confessed in ‘Sky Sport’ Adriano Galliani , administrator of the Monza, who pointed out that there were conversations with the former Milan footballer . However, these did not come to fruition.

“We had a brief flirtation with Boateng , but we finally decided not to go ahead with the possible operation. Perhaps he could have reached the team,” said the transalpine.

For some time now, the Monza , owned by the always controversial Silvio Berlusconi, has garnered much attention for his desire to have great stars who lead a project that dreams, in the short term, of reaching the Serie A.

He gave no reason for which the deal that could have gotten him reunited with the Ghanaian could not materialise.

Boateng, 33, has completed his loan deal with  Besiktas with Turkish side  failing to meet his demands for a permanent contract

The name of Zlatan Ibrahimovic was, in one way or another, linked to the small Italian team, like that of a Kevin-Prince Boateng whose signing was a real possibility.

Similarly, the manager also spoke about a possible arrival of  Mario Balotelli at the club. “Mario? No, we have not thought about him, ” he stated bluntly.

Adriano Galliani was the CEO of AC Milan when Boateng Joined Milan 2010.

He worked as former vice-chairman and CEO of A.C. Milan from 1986 to 2017, a period in the club’s history known as the “Silvio Berlusconi era”.

  • Withdraw from presidential race to avoid embarrassment – Mahama told

The Communications Director of the governing New Patriotic Party (NPP) in the Kintampo North constituency, Mr. Kwabena Amoako Frimpong aka Popa has advised former President John Dramani Mahama to withdraw from the 2020 presidential election to serve him from an embarrassing defeat.

Speaking on Nyankonton Mu Nsem on Rainbow Radio 87.5Fm, the communicator said the unprecedented achievements of President Akufo-Addo is a clear indication that he will be retained as President.

Confident Popa was optimistic that Ghanaians will evaluate the performance of Nana Addo including the free senior high school, the one-district-one-factory, the planting for and jobs and other poverty alleviation policies to retain him.

According to him, Ghanaians would not want to remove the president from office considering his performance and bring in someone who was massively defeated for his “incompetent leadership to come and mess up the economy again as he did when he was in power”.

To him, President Akufo-Addo has maintained a resilient economy, created better opportunities for businesses and unemployed youth even in the face of the challenges confronting us today.

He stressed the need for Mr. Mahama to honourably withdraw from the race and serve the resources he will use for his campaign and invest it in meaningful ventures instead of an election which he has already lost.

The Special Prosecutor, who is under pressure to justify his continuous stay in office, is still unable to mention the names of those to whom the alleged Airbus bribes were paid by the people he has gotten an Interpol arrests warrant, to have captured and extradited to Ghana for criminal prosecution.

Having come out with four names, including Adams Mahama alias Foster Mahama, many have demanded from him to also come out with the names of people to whom the airbus military jets bribes were paid to, but this has been missing in his several communications, including his latest statement released yesterday.

Adam Mahama, said to be a younger brother of ex-President John Mahama, is being charged with “accepting a bribe to influence a public officer” and “acting in collaboration with a public officer for the public officer’s private profit”.

He is facing up to 25 years in prison.

Interestingly, those to whom the said bribes were handed to, remain unknown per Mr Amidu’s statements since President Akufo-Addo referred the matter to him for investigation and prosecution. Under the law, both the giver and recipient of bribes are punishable.

In the statement in reaction to many concerns raised on the Interpol warrant, Mr Amidu, rather charged on the Police Criminal Investigations Department (CID), describing as needless a statement which sought to distance itself from the INTEPOL Red Notice attributed to his office.

Martin Amidu, also took on lawyers who had expressed views about the arrest warrant, calling it superfluous.

According to the former Justice Minister in the Atta-Mills government, the action of the police CID was “unusual, extraordinary, needless and gratuitous”since such arrest notices state the law enforcement agency at whose request it was issued.

A press release by DSP Juliana Obeng, had explained that, following a request by the office of the Special Prosecutor through the police CID to the Interpol General Secretariat, the latter issued a Red Notice in respect of Samuel Adam Foster, Philip Sean Middlemiss, Leanne Sarah Davis and Sarah Furneaux.

But Mr Amidu in his statement dated July 23, 2020, sounded unhappy, while defending his Interpol Red Notice alert, saying he made a strong case to get the request for the capture and extradition of the individuals he came up with as those involved in the Airbus Bribery Scandal, granted, by the Interpol General Secretariat in Lyon, France.

“On 17th July 200, it came to the notice of the SP that the Police/CID had usually gone out of its way to issue a news release to the media dated 16th July 2019 on the publication of Interpol Red Notice” informing the public that the Red Notice was issued at the behest of this Office. This office as an independent and active agency took the view that the publication made in its behalf was unusual, extraordinary, needless and gratuitous as every Interpol red notice states its content the law enforcement agency at whose behest it is issued”.

He hit back at lawyers who had criticized his work describing them as “unethical and inexperienced” in what looks like an indirect reference to lawyers; Sammy Gyamfi and Edudzi Tamakloe both of the opposition National Democratic Congress (NDC).

According to him, to “learn later and read online that a bunch of young, inexperienced and unethical lawyers were referring to the Red Notices as fake, while at the same time heaping insults and attributing unwarranted motives to the person and character of the SP for doing his work as the Special Prosecutor to fight provable corruption.”

Mr Amidu, boasted that “the SP is well known in this country and amongst the community of ethical lawyers and the senior judiciary as a person who had practiced the law ethically for upwards of forty years. Some of the unethical lawyers who were assaulting the person and character of the SP on the airwaves are lawyers who are in their twenties and early thirties: they have not been yet cut their teeth at the Ghana Bar. The SP refused to be drawn into the affray of turning law into politics as is the forte of those unethical and inexperienced lawyers with no or very limited distinguished courtroom practice vindicating their standing as lawyers in the Ghana Law Reports.”

“The SP wishes to assure the noise makers that the investigation into the Airbus SE bribery case in Ghana has been so thorough that it has even unearthed suspected commission of other related crimes of impersonation as graduates of the University of Ghana, a civil servant and forgeries in the application for the acquisition of a Ghanaian passport connected to this bribery case. The unethical and touting layers ought to know better that the guarantors of the Ghanaian passport are prima facie abettors of the impersonation and forgeries, as much as the guarantor who claimed falsely to be a civil servant. The passport has relevance to documents employed in facilitating the Airbus SE (Ghana) bribery,” the Special Prosecutor’s office noted in a statement.

“The SP wishes to inform Ghanaians that his Office has conducted an independent investigation and gathered credible evidence for the steps it has taken so far, and will continue to take in the gluttonous Airbus SE (Ghana) bribery case.”

The red alert had noted that “extradition will be sought upon the arrest of the person, in conformity with national laws and/or the applicable bilateral and multilateral treaties.”

Although no names were listed by the UK’s Serious Fraud Office, the New Patriotic Party (NPP) and Akufo-Addo government have named former President Mahama as the person identified as the “elected Government Official 1â?³ named in US and UK court documents.

The NDC, which was in power during the period the bribes were allegedly paid during the procurement of the aircrafts for the military, denied the claims.

Mr. Mahama has also insistently denied he was not part of any underhand dealings in the matter.

Critics have taken on the Special Prosecutor and the Akufo-Addo government for the Red Alert saying the Interpol action was unnecessary.

Touching on allegations of political witch-hunting and deliberately take actions against the brother of the NDC presidential nominee, Mr Amidu said, he will not destroy his hard-earned legal reputation by wading into debates that aim at turning the law into an issue of politics.

Mr Amidu, also claimed that his investigations have shown that some of the individuals mentioned in the scandal, engaged in impersonation and forged documents for the acquisition of a Ghanaian passport.

He explained some of the players portrayed themselves as graduates of the University of Ghana and civil servants and forged other documents.

On January 31, Ghana was cited as one of five countries in which global aerospace group, Airbus SE, allegedly bribed or promised payments to senior officials in exchange for business favours between 2009 and 2015, according to the UK’s Serious Fraud Office.

This led to a record £3 billion in settlement by Airbus with France, the United Kingdom and the United States to avoid corporate criminal charges.

President Akufo-Addo later referred the Airbus bribery scandal to the Office of the Special Prosecutor for investigations.

These investigations were expected to be conducted in collaboration with UK authorities, according to a statement from the presidency. In addition to Ghana, the company allegedly paid bribes to officials in Malaysia, Sri Lanka, Indonesia and Taiwan within the same period.

The UK’s Serious Fraud Office, however, in its statement of fact did not name the individual Ghanaian officials nor the Airbus agents involved in the crime because investigations were still ongoing. In the case of Ghana, the UK court found that the company’s bribe was to land the contract of purchase of a military transport aircraft. The documents indicated that one of the unnamed Ghanaian officials was “a key decision-maker in respect of Government of Ghana aircraft orders.”

A number of Airbus employees “made or promised success-based commission payments of approximately £5 million” to one of the Ghanaians implicated in the acts of corruption.

Although, no names were listed by the UK’s Serious Fraud Office, the New Patriotic Party (NPP) has come out to insist that former President John Mahama is the person identified as the “elected Government Official named in US and UK court documents. The National Democratic Congress (NDC), which was in power during the period the bribes were allegedly paid, denied the claims.

Mr Mahama also said he was not part of any underhand dealings in the matter. He held that claims that he made some financial gains from the purchase of the two aircraft for the Ghana Armed Forces were untrue.

  • Mike Tyson to fight Roy Jones Jr in exhibition bout

Former heavyweight champion Mike Tyson will return to the boxing ring for an exhibition fight against ex-four-weight world champion Roy Jones Jr.

The bout is scheduled to take place on 12 September in Los Angeles.

Tyson, 54, last fought professionally in 2005 when he was beaten by Irishman Kevin McBride in what was his sixth loss in 58 career contests.

Fellow American Jones, 51, has not fought since beating Scott Sigmon in February 2018.

The California State Athletic Commission has sanctioned the fight, which will be over eight rounds and broadcast on pay-per-view.

Tyson became the youngest ever world heavyweight champion at 20 when he knocked out Trevor Berbick in 1986.

He recently fuelled rumours of a comeback when he shared filmed pad workouts on social media.

In 2006, Tyson had a number of four-round exhibition bouts with Corey Sanders. At the time he needed money having filed for bankruptcy in 2003, but he also spoke of the mental health and stress-relieving benefits a light-hearted return gave him.

More recently, there had been talk of Tyson fighting former rival Evander Holyfield, who retired in 2014.

Holyfield, 57, won their two previous bouts in the 1990s, including the infamous encounter in 1997 when Tyson was disqualified for biting his opponent’s ear.

Jones Jr claimed world titles at middleweight, super-middleweight, light-heavyweight and heavyweight during his career.

“It’s like David and Goliath,” said Jones Jr in a promotional video.

  • UK and US accuses Russia of satellite test firing in space

The UK and US have accused Russia of launching a weapon-like projectile from a satellite in space.

In a statement, the head of the UK’s space directorate said: “We are concerned by the manner in which Russia tested one of its satellites by launching a projectile with the characteristics of a weapon.”

The statement said actions like this “threaten the peaceful use of space”.

The US said it has evidence of the test.

In his statement, Air Vice Marshal Harvey Smyth, head of the UK’s space directorate, said: “Actions like this threaten the peaceful use of space and risk causing debris that could pose a threat to satellites and the space systems on which the world depends.

“We call on Russia to avoid any further such testing. We also urge Russia to continue to work constructively with the UK and other partners to encourage responsible behavior in space.”

It is the first time the UK has made accusations about Russian test-firing in space, the BBC’s defense correspondent Jonathan Beale said.

The incident will heighten concerns of a new arms race in space, he added, saying other nations are also investigating technologies that could be used as weapons in space.

The US said the Russian satellite system was the same one it raised concerns about in 2018 and earlier this year when the US accused it of maneuvering close to an American satellite.

On this latest incident, Gen Jay Raymond, who heads US space command, said there was evidence “that Russia conducted a non-destructive test of a space-based anti-satellite weapon”.

He said Russia “injected a new object into orbit” from a satellite.

Gen Raymond added; “This is further evidence of Russia’s continuing efforts to develop and test space-based systems and [is] consistent with the Kremlin’s published military doctrine to employ weapons that hold US and allied space assets at risk.”

  • European lawmakers scrutinize coronavirus recovery fund

The EU leaders agreed to the historic recovery package following marathon talks, and it is now up to the European Parliament to vote on the deal. While discussing the package, EU lawmakers signaled their displeasure.

Lawmakers from all major groups in the European Parliament criticized the proposed EU budget deal during the special session on Thursday, which is key to implementing the €1.8 trillion ($2 trillion) coronavirus aid and budget package.

The deal, aimed at helping hard-hit bloc nations recover from the economic fallout of the novel coronavirus pandemic, was agreed on Tuesday by EU leaders following four days of heated debates. The marathon talks were close to breaking down on several occasions, and France’s Emmanuel Macron and Germany’s Angela Merkel walked out together in protest at one point.

Addressing the parliament on Thursday, European Commission President Ursula von der Leyen said the deal was a “a bitter pill to swallow.” While urging lawmakers to vote for the deal, she also recognized “painful and regrettable decisions” on the future funding of planned EU health and research programs.

In response, the head of the center-right bloc Manfred Weber said it was “unbelievable” that dramatic cuts to the health sector were being discussed in the times of the pandemic.

“We are for the moment not ready to swallow the bitter pill you were referring to,” Manfred said.

A clause linking EU money to the rule of law that could jeopardize funds for Poland and Hungary is also coming under scrutiny.

European Parliament to make the deal ‘better’

Talking to DW, European Parliament Vice-President Katharina Barley described the recovery deal as a “compromise between the leaders of member states.”

“But the European Parliament is the voice of the people, the only directly elected body. So we are here to add a more European perspective,” said the German Social Democrat politician.

The assembly “has a chance to make it better,” said Barley, who also has UK citizenship.

When asked about the clause linking the money to the rule of law, Barley said she would be happy about if it would be clear “how it is going to turn out.”

She warned that there were various interpretations of the clause.

“Have there been some kind of deals behind closed doors? We do not know. This is why we want a much clearer formula,” Barley said, warning that the rule of law was “deteriorating in a lot of member states.”

A ‘pivotal’ moment of EU history

Lawmakers will list their proposed alterations to the budget then start talks with the bloc’s executive arm, the European Commission, and the EU presidency, which rotates between countries and is currently held by Germany. Parliament is expected to revisit proposed cuts in the areas of research, environment and migration.

The European lawmakers, who have the final say in approving the budget, are expected to vote later Thursday on a resolution that strongly criticizes the conclusions of the summit.

Von der Leyen also emphasized that the EU budget and protecting the rule of law go hand-in-hand.

European Council President Charles Michel urged EU lawmakers to back the deal, reiterating comments he made on Tuesday that it was “pivotal” in European history.

“This response is massive compared to the size of the economy. Europe’s response is greater than that of the United States or China,” added the Council president.

What is in the recovery package?

The package includes a €750-billion ($869-billion) fund that will be given to countries in the form of loans and grants, as well as a seven-year €1 trillion EU budget.

Italy, which was initially the European epicenter of the virus, is set to receive 28% of the total funds, or €209 billion. That figure includes €81 billion in grants and €127 billion in loans.

Greece will receive €72 billion under the plan, in a move that Prime Minister Kyriakos Mitsotakis called a “national success.”

  • Ghanaian family in Toronto demand answers for the death of their son by the police

In the quiet darkness of an early morning last November, Clive Mensah stepped outside his Toronto-area home for the last time.

Before long, police cruisers descended on the area. Officers rushed into Mensah’s backyard, taking him down with a stun gun.

About an hour later, the 30-year-old was dead.

What happened between the moment Mensah left his home and the moment he died is unclear.

For the last eight months, Stephen Boakye has been privately reliving the nightmare of his nephew’s final moments.

He and his family have watched with a knowing horror as the stories of Black and Indigenous people and people of colour killed in encounters with police in Canada and the U.S. have made headlines.

“What happened in America, George Floyd… Look at that, it’s the same thing. It’s like Clive’s memory came back and I was experiencing it,” Boakye said.

All the while, his nephew’s story has remained untold — until now.

Mensah’s uncles Stephen Boakye, left, and William Owusu, right, were the only family members he had in Canada. (Jonathan Castell/CBC)

On a recent sunny afternoon, just steps away from what was Mensah’s home, Boakye broke his silence, along with another of Mensah’s uncles, William Owusu — the only family members Mensah had in Canada.

Since Mensah’s death on Nov. 20, 2019, his uncles say they’ve heard almost nothing from investigators, and are desperate for answers about why their nephew, a young, unarmed Black man with a history of mental illness, was fatally Tasered in his own backyard — and why no one, to date, has been held accountable.

    Desperate for answers

Born in Scarborough in 1989, Mensah spent much of his childhood in Ghana. Described by his family as a gentle giant, he took his Christianity seriously and loved basketball as well as music.

At 18, he returned to Canada with his mother. Soon after, she moved back to the West African country. Mensah ended up living alone, but by all accounts he was faring well.

Tragedy would soon follow. In 2015, Mensah’s father died in Ghana. The following year, his mother died, too.

“That had an effect on him,” said Owusu.

It was around that time that Mensah’s family believes his life began to unravel. In September 2015, he was charged in a robbery and pleaded guilty to theft and assault.

Mensah’s parents, pictured here, died in fairly quick succession in 2015 and 2016. His family believes it is around this time that his life took a turn for the worse. (Jonathan Castell/CBC)

A medical report from the same year indicates Mensah’s mental state began deteriorating in mid-2014. He was taken to the hospital several times under the Mental Health Act, often unable to remember his own name and was “frequently observed speaking loudly to himself.”

The psychiatrist’s conclusion: Mensah was suffering from an “unspecified psychotic disorder,” possibly schizophrenia.

But on the surface, there were few signs of trouble. Mensah had found work, through part-time jobs at grocery stores. Most recently, he was driving a forklift at a warehouse.

“We knew nothing about his being ill mentally until I think he was taken to hospital for diagnosis, and then we found out. But when he was taking his medication, he was doing marvellously well,” Owusu said.

    Police called for noise complaint

Whether Mensah was suffering a mental health episode on the night of his death is unclear.

Here’s what is known: Peel Regional Police were called to Runningbrook Drive in Mississauga around 3:15 a.m. on Nov. 20 for reports of a “suspicious male causing a disturbance.”

One resident told CBC News at the time that shortly before police arrived, there was a commotion and yelling coming from a nearby parkette.

About an hour later, another resident called police after seeing “a fellow running up and down the street, screaming and hollering.”

“I thought he was going to break in,” resident Jim Tingley told CBC News at the time.

Mensah’s family believes he was jogging the night of his death, singing to himself as he loved to do. But whether it was Mensah who Tingley saw is unclear.

Ontario’s police watchdog said officers found a man in a backyard in the area and “a struggle ensued.”

“Several use-of-force options were used, including the deployment of a conducted energy weapon,” said Special Investigations Unit spokesperson Monica Hudon.

Mensah was taken to hospital by paramedics, where he was pronounced dead shortly after 4 a.m.

    Tasered 6 times, paramedics delayed

Boakye was asleep at his home in Etobicoke when he was awoken by a phone call from the hospital, telling him to come quickly.

When he arrived, he says, a nurse and doctor took him to a room where Mensah was attached to tubes.

“It was then that they told me he’s dead,” Boakye said.

Hospital records from that night indicate Mensah was “Tased approximately six times” and was found by paramedics lying on the ground, handcuffed.

The report also notes a “delay” in reaching Mensah, adding “police cruisers blocked roadway to scene,” with paramedics having to park some 15 to 18 metres away.

As Mensah lay dead on the stretcher in front of him, Boakye recalls a nurse telling him, “Your nephew was a big guy.”

“In my mind I was asking myself, ‘Is it because he’s a big guy you have to Tase him just like that?’” Boakye said.

Since that night, just one of the three officers involved in Mensah’s death has spoken with investigators, the SIU has told CBC News. The other two have so far refused.

Under Ontario’s Police Services Act, “subject officers cannot be legally compelled to present themselves for an interview with the SIU and they do not have to submit their notes,” said Hudon.

Growing anger over racism in policing

For now, the investigation into Mensah’s death continues, with the SIU awaiting his post-mortem and toxicology reports.

    Meanwhile, questions plague his family.

“Had it been that he was a white boy, singing on the road, jogging, would they kill him? Would they Tase him?” asked Owusu, who believes racism directly contributed to his nephew’s death.

Owusu has joined a growing chorus of voices demanding answers for what they say is a disturbing pattern of deaths at the hands of Peel Regional Police involving people of colour.

Asked about the possibility that racism played a role in Mensah’s death or about racism in the force more generally, Peel Police spokesperson Heather Cannon said in a statement the investigation is ongoing, and once complete will undergo an “administrative review.”

“We expect every one of our officers to conduct themselves in a professional and ethical manner at all times,” she said, adding members of the public with complaints about police interactions can submit them to the Office of the Independent Police Review Director.

If no charges are laid against any of the officers involved, Toronto lawyer Emily Lam intends to call on the coroner to consider systemic racism as a factor in Mensah’s death, a move she believes is “very rare.”

“Our client would like to understand the factors that resulted in their nephew Mr. Mensah’s death,” said Lam, who is representing the family.

“I think it’s also important for the public to understand the shortcomings of a system and the factors that may have contributed to the deaths of other civilians… And to hopefully prevent these tragedies from happening again.”

Calls for coroner to consider racism in death

In a statement to CBC News, the Office of the Chief Coroner for Ontario said a coroner “can only determine the cause and manner of death from a medical standpoint.”

If, however, through interviews the coroner believes racism played a role in a death, that information would be provided to police. Racism has previously been included in the scope of coroners’ inquests, which can produce non-binding recommendations meant to prevent further deaths.

But the coroner’s office conceded “it is impossible to say when, how often, how long” coroners have been reporting on race or racism.

Toronto lawyer Asha James believes that in the current context, an inquest probing prejudice in policing would be particularly valuable, especially given how often police have to deal with people experiencing a mental-health crisis.

“Systemic racism in policing in our society, and how that affects officers’ perceptions and beliefs about individuals that they’re interacting with, is definitely important in understanding things such as the ability to de-escalate situations,” James said. “Hopefully it’s something that we can lead police services to try to start to change.”

Standing in front of the home where his nephew took his last breath, Boakye’s mind travels back to the moment he came to collect Mensah’s belongings.

“I feel very sad that he left us,” he said. “I hope we receive justice for what has happened to my nephew.”

“They have no right whatsoever to take his life,” added Owusu. “You are there to serve  and protect. Not to serve and to kill.”

  • NPP supporters urged not to fall for NDC’s diversionary tactics

Hajia Zainab Sallaw, Ashanti Regional Treasurer of the New Patriotic Party (NPP), has entreated members of the ruling party to stay focused on the agenda to retain President Nana Addo Dankwa Akufo-Addo in power.

She said they should not fall for what she described as “incessant diversionary tactics” of the opposition National Democratic Congress (NDC) who were bent on winning political power at all cost.

Speaking in an interview with the Ghana News Agency (GNA) in Kumasi after touring some registration centres in the Region, she said the NDC was only creating fear and panic in the country to court public sympathy.

Hajia Zainab Sallaw noted that the opposition was aware they were heading for another embarrassing defeat and would do anything to discredit the work of the Electoral Commission (EC).

“It is interesting that a party that mounted a strong opposition to the compilation of a new register would take keen interest in the exercise and blame everybody apart from themselves for any incident that occurs at the registration centers,” she observed.

This, she said, should serve as a wake-up call for all members of the NPP, that the opposition meant business and that all they were doing was a ploy to distract the ruling party from prosecuting their campaign ahead of the election.

“Let us double our efforts towards winning a second term as party members to enable the President to continue the implementation of his numerous impactful policies to improve the lives of Ghanaians,” she noted.

She therefore called for a united front from the national to the polling station structures to ensure a resounding victory for the Party.

The victory of the NPP, she said, began with the ongoing registration exercise and urged all party members not only to register but also encourage others to do the same to increase the Party’s chances of retaining power.

Hajia Sallaw said the registration in the Ashanti Region had been generally smooth and commended the EC for the safety measures put in place to protect both registration officials and registrants against COVID-19.

  • EC to procure PPEs for voter exhibition and general election

The Electoral Commission intends to procure additional Personal Protection Equipment (PPEs) for the Exhibition of the Voters Register and the General Elections.

The last batch of procurement is part of the COVID-19 safety measures by the Commission to ensure the continuous safety of electorate throughout the electoral processes.

Mr Ken Ofori-Atta, the Minister of Finance, said this when he presented the 2020 mid-year review budget to Parliament in Accra.

Already, he said, the Commission had undertaken activities including the procurement of modernised biometric voter management system, operational vehicles, the construction of Data and Recovery Centres and procurement of registration, exhibition, and election materials.

He added that 201 permanent staff had been recruited and training had been conducted for 267 officers at the district level.

Mr Ofori-Atta said some 42,623 temporary staff had been recruited for the registration exercise.

  • Parliament considers law to establish independent body to investigate aviation accidents

Parliament on Thursday considered a proposed law to establish an Aircraft Accident Investigation Bureau, which would investigate all aviation incidents and accidents in the country, in line with international best practices.

When assented to by the President and becomes operational, the intended specialised agency will avoid a situation of conflict of interest, where the aviation industry regulator, Ghana Civil Aviation Authority (GCAA), is heavily involved in investigating incidents and accidents involving operators that it regulates.

When established, the bureau will also be responsible for investigating aircraft incidents and accidents in the oceanic region within the Accra Flight Information Region.

“The Aircraft Accident, Investigation and Prevention Bureau Bill, 2020, puts Ghana in league with national and international ICAO obligation and best practices and is compliant with international aviation standards,” the report of the Committee on Roads and Transport said.

Mr Joseph Kofi Adda, Minister for Aviation moved for adoption of the procedural motion of the report of the Committee on the proposed law, and was seconded by Mr Governs Kwame Agbodza, MP for Adaklu.

Following the growth in the aviation industry, and high record of the Kotoka International Airport as the Best Improved in Africa in 2019, the need arises to establish an independent body to investigate air traffic accidents.

In March 2019, the Accident Investigation Bureau was established as an administrative unit for the conduct of investigation into aircraft accidents, with the Minister of Aviation being responsible for the conduct of aviation accident investigations.

It is expected that the bureau would deal with conflict of interest in the current investigative process.

Also establishing an independent accident investigation body was one of the key recommendations of the International Civil Aviation Organisation Validated Mission in Ghana (ICAO) which carried out an assessment from March 20 to April 3, 2019.

Part of the recommendations of the Mission was that the establishment of an independent investigative body is in line with best practice for regulators not to investigate such incidents themselves.

Since 2012, four major aircraft accidents, which claimed lives, and caused damage to property, have been recorded.

However, “if Ghana is to achieve its vision of being the aviation hub of West Africa, then its infrastructure and institutions have to be transformed and aligned with national and international obligations and best practices.”

Further, it has been realized that adhoc investigations into aircraft teams are not only expensive in terms of operational costs, but not sustainable as far as institutional memory for future investigations, and policy enforcements.

In the United States of America, the National Transportation Safety Board (NTSB) is the organisation responsible for investigating civil aviation incidents and accidents in that country.

Also, the Committee reported that countries like Nigeria, Ethiopia, Tunisia, Singapore, Qatar, Netherlands among others have already established autonomous aircraft accident investigation bodies, and by passing the bill, the Committee hopes Ghana would seal her position in that pride of place.

The new accident investigation body is to receive 1.5 percent of the Airport Passenger Service Charge (APSC), a levy which forms part of the cost of domestic and international air tickets.

The Ghana Airports Company, which receives the revenue from the APSC, is now required to give 1.5 percent to the new agency.

  • Van Niekerk wants to make more history after two-year nightmare

The 400 metres world record holder Wayde van Niekerk says he wants to become the first athlete to break the 43-second barrier for the one-lap event.

The 28-year-old South African — who timed 43.03sec in the 2016 Rio Olympics final to set the new mark– said in a BBC interview with former world record holder Michael Johnson that he is determined to make up for lost time after a couple of years of recovering from a serious knee injury.

Van Niekerk, also a two-time world champion, damaged knee ligaments in October 2017 while playing in a celebrity touch rugby match that preceded a South Africa-New Zealand rugby Test in Cape Town.

His track action this year has also been severely curtailed by the lockdown due to the coronavirus pandemic with the defense of his Olympic crown delayed till next year in Tokyo.

However, he is raring to go and set new benchmarks that will, he hopes make him untouchable to his rivals and for those who come after.

“I have this deep desire to be out of reach,” he said.

“And after coming out of a period of somewhat suffering, it makes me more hungry.”

The 43-second mark is in his sights.

“It’s definitely a priority for me, because why am I still here if I’m not seeking growth?” said van Niekerk.

“Growth should be improving my times within the 42-second range. That’s where my mind is at; that’s where my heart is at.

“Seeing you (Johnson) set a standard (43.18sec in Seville in 1999) of setting a record of 17 years — I want to double that.

“That’s just the competitor in me and for me to settle for anything less than that would mean I’m doing an injustice to myself and the team working for me.”

Van Niekerk — who has competed in several low-key races on the comeback trail — admitted he had battled against depression in the weeks after suffering his injury.

“The first two weeks were very difficult and showed signs of me climbing into a dark space,” he said.

“So I had to bounce back because I can’t be dwelling in this dark space.

“I had to start from scratch; I had to tell myself from the beginning that I need to take responsibility for the decision I’ve made.”

Van Niekerk curses himself still for participating in the rugby match, declaring it “the worst decision to make”.

“I knew how to play rugby but I hadn’t touched a ball for eight years,” he said.

“My body was conditioned for running straight — not zig-zags.

“That was the last thing I was thinking of but later on you sit back and realize that the decision was obviously silly.”

  • Germany’s freiburg gang rapists to spend years in prison

Ten of 11 men accused in the gang rape of a woman in the southern city of Freiburg in 2018 have been sentenced to jail terms. The case was seized upon by anti-immigration populists, as most of the men are refugees.

A German regional court on Thursday handed jail sentences of up to five and a half years to members of a group of men accused of jointly raping an 18-year-old woman in the southern city of Freiburg in October 2018.

The longest jail sentence was given by the Freiburg court to the main perpetrator of the crime, while seven men received prison sentences of between three and four years.

Two accused received suspended jail sentences of four and six months, respectively, for their failure to render assistance to the victim. One man was found not guilty of involvement in the rape.

    Fuel for immigration debate

The men were accused of raping the woman in bushes near a disco for over two hours while she was helpless under the influence of alcohol and the drug Ecstasy. The court heard evidence that the woman’s drink had been spiked at the nightclub. They had claimed that the sex was consensual.

The accused, of whom only one possessed a German passport, were aged 18 to 30 at the time of the crime. Eight of the men are from Syria. The case was seized upon by populist opponents of a liberal immigration and refugee policy to support their stance.

Before the verdicts were issued, however, Freiburg Mayor Martin Horn praised residents of the city for their rationality. “I think Freiburg has reacted impressively,” he told the daily Süddeutsche Zeitung on Thursday, adding he was “proud and grateful” that the majority of residents had spoken out against generalizations targeting non-Germans.

“It was right and important that Freiburg, as a cosmopolitan city, took a considered stance: the perpetrators have to be punished according to the rule of law, while at the same the vast majority distanced itself from populist instrumentalizations,” he said.

  • American Airlines reports 2Q loss as coronavirus hits demand

American Airlines became the latest US carrier to report a hefty second-quarter loss, but said it made progress in reducing cash burn, according to results released Thursday.
The company suffered a $2.1 billion loss in the quarter ending June 30, compared with profits of $662 million in the year-ago period.

Revenues plunged 86.4 percent to $1.6 billion behind a steep drop in customer traffic.

“This was one of the most challenging quarters in American’s history,” said Chief Executive Doug Parker. “We have moved swiftly to improve our liquidity, conserve cash and ensure customers are safe when they travel.”

Following cost-saving moves such as retiring four aircraft types and voluntary leave for thousands of employees, American reduced its daily cash burn rate from nearly $100 million in April to around $30 million in June.

American warned last week that up to 25,000 workers could be laid off beginning October 1. Like other carriers, it is encouraging employees to take early retirement or another voluntary exit in an effort to reduce layoffs.

The company said that while passenger demand has improved somewhat since April, “demand has weakened somewhat during July as COVID-19 cases have increased and new travel restrictions have been put into place.”

American said it expects third-quarter capacity to be down around 60 percent from the year-ago level.

Shares rose 1.2 percent to $11.50 in pre-market trading.

  • Redouble revenue mobilization to lessen debt levels

Given that the coronavirus pandemic effects are still evolving with its associated uncertainties, the First Deputy Governor of the Bank of Ghana, Dr. Maxwell Opoku-Afari has called for redoubling of revenue mobilization to lessen debt levels to more sustainable levels.

According to the Bank of Ghana, data for the first quarter on the execution of the budget show a widening of the deficit relative to what was observed for the same period in 2019. As at the end of the first quarter, a deficit, equivalent to 3.4 percent of GDP had been recorded compared with a deficit target of 1.9 percent of GDP.

The larger deficit has been a result of shortfalls in tax revenues — on the back of shortfalls in international trade taxes, taxes on goods and services and taxes on income and property in response to unfavourable external and domestic conditions — and higher pace of spending, which included some unbudgeted COVID-19 related expenditure.

The expanded deficit led to an increase in the debt stock to 59.3 percent of GDP as at the end of March 2020.

Speaking at an IMF webinar dubbed; Crisis to Recovery: Strengthen Economic Institutions in Sub-Saharan Africa during COVID-19, Dr. Opoku-Afari said, “By the end of the crisis, all fiscal space would have been depleted and debt levels will rise. Redoubling efforts toward revenue mobilization will be critical to generate the appropriate primary balances to bring down debt levels to sustainable levels.”

“Revenue generation will be also necessary to create fiscal space, to address anticipated renewed demand for the provision of public services to help support faster growth,” He added.

Currently, the crisis has shed light on the need for more reforms in critical sectors of governments operations and further strengthening Public Financial Management (PFM) frameworks in accounting for the effectiveness in the delivery of COVID-related expenditures, the First Deputy Governor stated.

“It is important to strengthen and implement reforms aimed at dismantling bottlenecks in domestic revenue mobilization and administration while undertaking legal reforms that ensure property rights protection,” he said.

Dr. Opoku-Afari also recommended that the bureaucratic constraints in the delivery of government services should as much as possible be removed to allow for maximum benefits from government services, adding, “These processes will no doubt be critical going forward for a sustainable recovery.”

  • German court convicts 93-year-old former Nazi concentration camp guard

Bruno D., who had been an SS guard in the Stutthof concentration camp near Gdansk in what is today Poland, was guilty of being involved in killings between August 1944 and April 1945, the Hamburg court said on Thursday.

He had acknowledged his presence at the camp but argued that did not amount to guilt.

About 65,000 people, including many Jews, were murdered or died at Stutthof, according to the museum’s website. Prosecutors have argued that many were shot in the back of the head or gassed with As he was only 17 or 18 years old at the time of the crimes, he was subject to youth sentencing guidelines. Prosecutors had called for a three-year prison sentence.

In his final testimony to the court earlier this week, Bruno D. apologized for the suffering victims went through but stopped short of taking responsibility, German media reported.

“I would like to apologize to all the people who have gone through this hell of insanity and to their relatives and survivors,” he told the court this week, broadcaster NDR and many other media outlets reported.

The defendant’s frail health has meant that court sessions were limited to two to three hours per day.

Although the number of suspects is dwindling due to old age, prosecutors are still trying to bring individuals to justice. A landmark conviction in 2011 opened the way to more prosecutions as it was the first time that working in a camp was sufficient grounds for culpability, with no proof of a specific crime.

  • Government extends free supply of water and electricity

Finance Minister Ken Ofori-Atta on Thursday announced the extension of free water and electricity supplies to consumers.

The relief package was instituted by the government in response to the economic and social challenges of the Covid-19 pandemic.

The period for water, which ended in May 2020, would be extended for additional three months while electricity will last for the next six months.

President Nana Addo Dankwa Akufo-Addo, in a compassionate move during the lockdown, announced three months of free electricity for lifeline consumers and 50 percent rebate for consumers, who went beyond the lifeline threshold.

Additionally, water bills for all Ghanaians for April, May and June were taken up by the Government, following complaints of lack of potable drinking water in communities affected by the lockdown.

The Minister announced the extension of the packages in the mid-year budget review, presented on the authority of President Nana Addo Dankwa Akufo-Addo, to the nation through Parliament, in Accra.

The Minister assured Ghanaians that the Government would continue to put their aspirations first.

“That is also why we further reduced electricity prices by half and completely provided potable water for free for everybody since March this year. And we will extend it for another three months,” Mr Ofori-Atta said.

The Minister said the free water supply would be for all water consumers while the electricity supply would be limited to only lifeline consumers.

“It takes a caring government of the people, and with that, I mean, a Government of all the people, to offer cost-free water to all across the country: representing all domestic and commercial customers in Ghana for three months.”

“It takes a caring government to be for the people and for business, large and small, to choose to subsidise electricity consumption by 50 percent to 4,086,286 households and 686,522 businesses at a cost of ¢1.02 billion in three months.

“And we will extend the coverage for lifeline customers for another three months,” he added.

In addition, a total of 7,000 (240-Liter) waste bins have been deployed in selected MMDAs within the Greater Accra, Ashanti, Western, Central, Oti, and Eastern Regions, as well as state institutions to aid the proper disposal of waste.”

He added: “Mr. Speaker, the sense of deprivation and exclusion experienced by residents in inner-city and Zongo communities has been of concern to President Akufo-Addo”.

“Not only have we established the Ministry of Inner City and Zongo Development to drive improvements in these communities, we have funded earmarked projects by resourcing the Zongo Development Fund (ZDF) instituted by this Government”.

“We have committed GHS 87.38 million to the ZDF to support the delivery of key projects in education and skills training, health and sanitation, sports and leisure, local businesses and centres of culture, as well as improved security”.

They put their lives at risk daily, tasked with the critical mission of controlling the spread and mitigating the impact of this pandemic. Mrs. Berhane Beyene is one of those heroines with the mission-essential task of keeping laboratory surveillance and detection of COVID-19 in motion.

The Ethiopian Public Health Institute (EPHI), the technical arm of the Ministry of Health (MoH) is tasked with managing public health emergencies.

Mrs. Berhane Beyene is one of the many World Health Organization (WHO) Ethiopia workers who have been deployed to the COVID-19 outbreak preparedness and now response under WHO Incident Management System. She is assigned by WHO to coordinate the laboratory pillar, mainly supporting the establishment and expansion of COVID-19 testing laboratories at the national and regional levels throughout the country.

“I feel proud of being able to do my part to serve my country in fighting against COVID-19,” Berhane says while asked about her thoughts about her task during this challenging period.

Reflecting on her 22 years’ experience, Berhane expressed how her expertise from the national polio laboratory and the work on other viral pathogens in the Laboratory helped her to support the establishment of COVID-19 laboratory testing capacity during the current pandemic. “I was engaged in the establishment of the National Polio Laboratory in 1998 from the inception of EPHI.

With continuous technical, logistic and financial support from WHO, the Laboratory managed to conduct testing using cell culture and molecular technology for more than 3500 Acute Flaccid paralysis (AFP) samples and contacts coming through the surveillance system from 9 regions and 2 city administrations. The laboratory expanded its activity and established Environmental surveillance in three regions since 2017.

The Laboratory maintained accreditation for the past 18 years and integrated other vaccine-preventable diseases laboratory detection such as measles, rubella, Rotavirus and influenza laboratory surveillance throughout the country. After integrating the National Measles Laboratory which was founded in 2005, it expanded to sub-national measles laboratories in Amhara and SNNPR regions.

The national and sub-national measles laboratories are accredited under the WHO to deliver on-time laboratory result for Public Health Emergency Management by processing more than 4000 samples from the case-based surveillance throughout the country.

As a virology research team leader for the past ten years at EPHI, I have been serving as a senior researcher and licensed chief public health expert and mainly engaged with heading the National Polio and Measles Laboratory and other Viral Hemorrhagic Fever Laboratory services.”

The laboratory technical guidance for COVID-19, laboratory reagent and kit provision, technical support, External Quality Assurance, laboratory capacity-building through training and supportive supervisions were the major support of WHO through the overall leadership of the WR Ethiopia Dr. Boureima Hama SAMBO and the well-organized coordination of the Incident Manager Dr. Emmanuel Musa and the EPR Team Lead Dr. Aggrey Bategereza.

The success of the laboratory pillar was also dependent on the dedication and contribution of other COVID-19 response team pillars such as surveillance, point of entry, risk communication, case management, logistic and Infection prevention and control.
