  • COVID 19: Government to launch GH¢100b development programme

    The government will soon launch a GH100 billion development programme to revitalize enterprises in Ghana.

    The Minister of Finance, Ken Ofori-Atta said the three and half year programme is called the Ghana Coronavirus alleviation revitalization and enterprises support programme.

    According to the Minister, the programme dubbed the “Obatampa programme” will anchor a comprehensive transformation of the society.

    He made this known when he read the Mid-year budget in parliament on Thursday July 23, 2020

  • Russian historian jailed in controversial sex abuse case

    A Russian historian who has spent much of his life unearthing Soviet dictator Joseph Stalin’s crimes has been jailed in a controversial sexual abuse case.

    Yury Dmitriyev was sentenced to three and a half years for abusing his fostered daughter.

    He denies the accusations and his colleagues say he was framed in a plot to discredit his work.

    The government of President Vladimir Putin has sought to downplay the extent of Stalin-era violence.

    Dmitriyev, who has uncovered execution sites from the Great Terror in the 1930s, is expected to be freed later this year due to time already served.

    His supporters received the verdict with relief and applause as he was given a much shorter prison term than the 15 years requested by the prosecution, BBC Russian’s Oleg Boldyrev reports from Petrozavodsk.

  • Free electricity, water initiative to be extended for another three months

    Utility consumers are to enjoy free water and electricity supplies for the next three months.

    It follows plans by the government to extend the free electricity and water relief packages that ended in May for three more months.

    The new measure is to be announced in the mid-year budget review that the Minister of Finance, Ken Ofori-Atta, is presenting to Parliament today.

    Graphic Online is reliably informed that while the free water initiative would be for all water consumers, that of the electricity would be limited to lifeline consumers.

    When announced and implemented, it will bring to six months, the number of months that water and electricity supplies have been subsidised to help consumers cope with the economic challenges of arising from the raging novel Coronavirus disease (COVID-19).

    In the first instance, the government absorbed the water and electricity costs for all consumers in the case of water and lifeline consumers in the case of electricity.

  • Mid-year budget: Government to pay laid off workers temporary incomes

    The Minister of Finance, Ken Ofori-Atta is set to announce a temporary financial relief programme for persons who lost their jobs as a result of the Coronavirus (COVID-19).

    To be known as the National Unemployment Insurance Scheme, the initiative is to be a temporary income and will be paid to workers who were laid off by their employers following the emergence of the pandemic.

    Graphic Online understands that the jobless insurance scheme is one the remedial measures that the government will use to mitigate the impact of the pandemic on lives and society.

  • Mid-year budget: Call Tax to reduce from 9% to 5%

    The Ministry of Finance, Mr Ken Ofori-Atta is set to announce a reduction in the Communication Service Tax from nine per cent to five per cent.

    The move which will see the cost of calls and data reduce, forms part of measures being rolled out by the government in the wake of the COVID-19 pandemic.

    The Minister is expected to provide more details on the this when he presents the mid-year budget to Parliament later today.

    Background of CST

    The Communication Service Tax (CST) was introduced in 2008 at an ad valorem rate of six per cent. The tax is levied on charges payable by consumers for the use of communication services.

    In 2018 the tax brought in a total of GH¢420 million, representing a 27.7 per cent increase from the estimated ¢304 million accrued in 2017.

    The amount generated from the levy was 4.56 per cent more than the projected ¢401.8 million in the 2018 mid-year budget.

    The telcos started charging customers the revised CST from October 1, 2019, after the Minister of Finance, Mr Ken Ofori-Atta, announced an increment in the tax from six to nine per cent in the Supplementary Budget.

    The Finance Minister in justifying the increment, had said it was aimed at creating a viable technology ecosystem to among other things identify and combat cybercrime.

  • NPA should relook at cylinder recirculation model – Gas tanker drivers

    The Gas Tanker Drivers Association has called on the National Petroleum Authority (NPA) to re-consider the intended implementation of the Cylinder Recirculation Model (CRM).

    The Association indicated that the pilots of the model in Kade and Obuasi six months ago, was a complete failure.

    Speaking at a press conference in Tema to air their grievances on the project and other issues, they stressed that “we also wish to call on the NPA to stop the unnecessary dissipation of public funds, by putting a complete halt on the launches of extra cylinder recirculation pilots, since we already launched pilots in Kade and Obuasi, six months ago, which completely failed”.

    Mr Shafiu Mohammed, Chairman, Gas Tanker Drivers Association, said NPA should rather concentrate on fixing the numerous basic problems associated with the ongoing pilot projects.

    Mr Mohammed said it was better for measures to be put in place to ensure safety of both the public and vendors of gas under the current model instead of replacing it with the recirculation explaining that currently everyone could buy or top up their cylinders with the quantity they could afford, a privilege which would be lost under the new model.

    They also called on the NPA to immediately lift the embargo it placed on opening of new gas filling stations after the Atomic Junction gas explosion explaining that the ban had put a halt on the wider penetration of Liquefied Petroleum Gas (LPG) in the country.

    “The embargo is also restricting job opportunities for us as drivers of LPG tankers. This is because the availability of stations to receive LPG products increases our employability and working times”.

    They added that there were several stations which were at various stages of development at the time the NPA imposed the ban leading to untold hardship on investors which had a rippling effect on their working conditions.

    According to them, their salaries were low and that did not commensurate with the risks associated with their work, revealing that “apart from the low salaries and wages the fact is that, some drivers are not even paid salaries at all”.

    Touching on alleged police harassments, the drivers said, “The Ghana Police have resorted to the tactic of demanding for BNI/UPPF documents before allowing the BRVs to proceed and past through police barriers/check points.

    “Unfortunately, due to the unavailability of Liaison Officers at the above-mentioned depots, the drivers are only issued with waybills at the depots initially, and BNI/UPPF documents are issued later by the liaison officers, who are located in Tema”.

    They indicated that to avoid the detainment of drivers at police barriers and checkpoints, they often parted with money ranging between GH¢200 and GH¢1,000.

    They appealed to the Inspector General of Police, the Minister of Transport and the Minister of Energy to intervene.

  • Media Foundation for West Africa demands list of shut down radio stations from NCA

    The Media Foundation for West Africa (MFWA) has invoked the Right to Information Law and requested details of radio stations shut down by the National Communications Authority (NCA).

    In a letter to the Authority, MFWA demanded a “full list (name of the company, name of the radio station, location and frequency number) of all FM radio stations that were shut down following the 2017 FM spectrum audit and in line with the 2018 decision of the Electronic Communications Tribunal.”

    The letter, which is signed by the Executive Director of the MFWA, Sulemana Braimah, said the request for information was in the exercise of the rights “Article 21(1) (f) of the 1992 Constitution of Ghana and Section 18 of the Right to Information Act, 2019, (Act 989).”

    It was addressed to the Information Officer of the NCA and copied to the Director General of the NCA, Joe Anokye; and Chairman of the NCA Board, Kwaku Sakyi-Addo.

    Apart from the list of radio stations shut down, the request for information also demands the the full list of all authorised FM stations and television stations “as of the second quarter of 2020, indicating the dates of first authorisation, dates of last authorisation renewals, locations, and operational status (on air or off air).”

    The MFWA also is also asking the NCA for “explanation for the recent replacement of your published 2020 second quarter report titled: “List of Authorised VHF-FM Radio Stations in Ghana as it Second Quarter 2020” which contained columns for date of first authorisation and date for last authorisation renewal, with one that now excludes the dates of first authorisation and dates of last authorisation renewals.”

    Making reference to provisions of Act 989, the MFWA said in its request to the NCA that it would be grateful to receive the requested information within Fourteen (14) days of the receipt of the letter.

    The NCA was criticized after it shut down a number of FM stations, notably Radio Gold, Montie FM and Radio XYZ, which were aligned with the opposition National Democratic Congress.

    Even though the NCA said it had not targeted the opposition media houses, it is yet to publish the list of radio stations it shut down it said it had down.
    Disclosures of details on the closed radio stations and others pieces of information are expected to provide greater transparency in the activities of the NCA.

    The Right to Information Law was passed in 2019 after almost 20 years of advocacy by the media and civil society organsations.
    Already, the Electoral Commission has been dragged to court and compelled by the court to provide information on its procurements to the MP for Ashaiman, Ernest Norgey. The EC had refused to provide information to the MP who had written under the Right to Information Law.

     

     

  • Isaac Atanga provides assist for FC Nordsjaelland in draw against AGF Aarhus

    Ghanaian international, Isaac Atanga, displayed a fine form for FC Nordsjaelland on Wednesday evening as he helped his side to draw 1-1 against AGF Aarhus in the Danish Superliga.

    The two teams were in action today to battle for 3 points in a Matchday 35 fixture of the 2019/2020 football season at the Right to Dream Park.

    Repaying his manager for having faith in him, Isaac Atanga excelled on the wings for FC Nordsjaelland with his pace tormenting defenders.

    Following a goalless first half, the home team returned from the break to take the lead on the 67th minute courtesy a strike from Mads Dohr Thychosen.

    It was all thanks to Isaac Atanga who showed good vision to assist the goal scorer for his equalizer.

    Despite playing so well, FC Nordsjaelland could not cruise to the victory with AGF Aarhus drawing level in the last 10 minutes of the game through Casper Hojer Nielsen.

    Atanga, 19, lasted 89 minutes of the game before his place was taken by Andreas Bredahl Pedersen. His compatriots Mohammed Diomande and Ibrahim Sadiq enjoyed minutes for the home team as well.

  • Covid-19 taskforce shuts down 4 churches

    Four churches in the Sunyani Municipality were shut down indefinitely for non-compliance with safety protocols and guidelines to stem the spread of Covid-19.

    The Sunyani Municipal COVID-19 Prevention Taskforce ordered the churches to remain closed until they secured separate isolation rooms to attend to emergencies and procure thermometer guns to check body temperatures of worshipers.

    They have also not disinfected their premises.

    Earlier, the leadership of the churches, Victory Temple of New Page Chapel International, Christ Disciples Serving Generation Ministries, Abesim Assemblies of God Church and Harvesters Evangelistic Ministry, pleaded with the taskforce to spare them prosecution.

    Superintendent Haruna Alhassan, the commander of the taskforce, advised the churches to ensure they meet all COVID-19 requirements before opening for services to avoid prosecution.

    He emphasised that government was not against spiritual activities of churches, but the safety of worshippers.

    He said the leadership of the various churches must ensure that worshippers were safe from contracting COVID-19.

    Supt. Alhassan explained the taskforce had intensified patrols to enforce the COVID-19 protocols in the Sunyani and Sunyani West Municipalities because the two municipalities were recording disturbing figures of the viral disease.

  • Dont come near me – Minister tells journalists due to fear of coronavirus

    The Minister for Local Government and Rural Development, Hajia Alima Mahama, appears to be fearing for her life in view of the many people in government, who are contracting the deadly Covid-19.

    She is, therefore taking no chances by ensuring physical and social distancing to the extent of reminding Journalists who wanted to interview her not to come close to her.

    The occasion was the end of a tour of some markets in Accra after the second phase of the national disinfection and fumigation exercise was launched.

    The Minister, although in a friendly manner, screamed at Journalists, who pulled out their microphones and recorders to have her answer questions not to come close because she was afraid she could be infected

    “Please don’t come near. There is corona virus I am afraid. Keep your distance “, she burst out.

    Her reaction, although drew a sharp laughter, was largely seen by many Journalists in a right direction since over-crowding, has been the surest way of spreading the virus.

    Unfortunately , one member of government , Kwadwo OwusuA friyie, who was the Chief Executive Officer for the Forestry Commission, succumbed to the virus a little over a fortnight ago.

    While answering questions, however, the Minister said the second phase of the exercise is to consolidate the gains of the earlier exercise in March this year.

    Government, she noted is disinfecting over 2000 markets across the country with the possibility of repeating the exercise every quarter.

    The budgeted cost of this quarterly disinfection of markets, lorry parks and public toilets, she revealed is costing the task payer between Ghc60m to Ghc70m .

    She used the occasion to express satisfaction to waste management giants, Zoomlion Ghana Limited for having done a good job in the first exercise.

    Earlier in the day on Saturday, after the launch ,there were disinfection of other markets which took place in the Ledzokuku municipality .

    One feature which was observed aside the spraying exercise was the non compliance of the wearing of the nose masks among residents.

    The residents who for unknown reasons, have no regards for the adherence of the safety protocols were seen all over the streets without any nose mask or face shield which generated lot of concern.

    Business operators and traders along the major road at Teshie in particular, were not in masks.

    The Municipal Chief Executive for Ledzokuku Municipal Assembly, Madam Evelyn Twum-Gyamrah, who admitted to this in an interview with Journalists, bemoaned how the issue has been a bother to her administration.

    She narrated distributing 10,000 pieces of nose masks to the residents on three separate occasions, in order to encourage the wearing of the mask.

    During the disinfection which took sprayers at the Tsuibleoo, Lascala, Mangoase, Zongo Lane and other markets in the municipality, the police officers who were detailed for the exercise, had to enforce the wearing of masks .

    The Second phase of nationwide disinfection exercise was launched by the Greater Accra Regional Minister ,Ishmael Ashietey, and will see to the disinfection of 137 markets in all the 29 metropolitan, municipal and district assemblies in the Greater Accra region.

    Speaking at the launch, the Minister, said the second phase is intended to complement the earlier one which was undertaken in March .

    The second phase, he further stressed would involve the disinfection of not only markets and public toilets, but also public places.

    At the Ladekotopon municipal assembly, the Municipal Chief Executive, Solomon Kotey-Nikoi, narrated his administration’s handling and management of Covid-19 cases.

    He told Journalists that, the municipality has at last Saturday, recorded 144 cases, out of which 107, have recovered.

    According to him, three of the patients are on admission, noting that the municipality happens to have an Isolation center for patients, who have tested positive for Covid-19.

    Last Saturday’s exercise in the municipality saw the disinfection of container shops at the Driver Vehicle and Licensing Authority (DVLA).

    The biggest beneficiaries on the day, were sellers of these nose masks, who recorded some huge sales when after the punishment, the offenders were made to buy the mask on the spot to wear.

    The E: I 164 prescribes a penalty of four to ten years of prison sentence for anyone who flouts the law and fine of between Ghc12,000 and Ghc60,000.

    In a related development, a team of security personnel made up of the military, police and fire service were deployed to Agbobloshie for a similar cleanup exercise last weekend.

    Over there too, all the traders who were seen without wearing mask, were ordered by the soldiers to take part in the cleanup exercise.

    The Zoomlion General Manager for Accra Zone, Mr Ernest Morgan Acquaye, outlined the reasons for the cleanup exercise .

    Due to the launch of the second phase of the national disinfection and fumigation of markers and lorry parks on Saturday, Mr Acquaye, said some rodents and wild insects were killed in the process.

    Aside the killing of the rodents, he noted that some plastic bags, were blown from one location to the order, due to the spraying machine and in the end generating waste.

    It was the responsibility of Zoomlion which is spearheading the disinfection to therefore equally move logistics to clean up the waste that has been generated.

  • Kevin-Prince Boateng ruled out of Besiktas last league game of the season

    Ghanaian forward Kevin-Prince Boateng won’t be available for Besiktas JK’s last league game of the season through an injury.

    Boateng picked a knock last week when Besiktas beat rivals Fenerbahce SK 2-0 in the penultimate fixture of the season which is sidelining him for the weekend’s game.

    Besiktas are travelling to Ankara to take on Genclebirligi SK on Saturday as the Turkish Superlig comes to a closure.

    Boateng joined the Black and Whites in January 2020 on loan from Italian Serie A side ACF Fiorentina.

    The 32-year-old has managed to score three goals and assisted once in 11 appearances for Besiktas in the Turkish top-flight since joining.

    The chain was given to him by his elder sister, Amadia Sledge, who is a renowned entrepreneur and owner of Amadia Foundation for the aged.

  • Kotoko are going to waste money in Africa – Osei Kofi

    Asante Kotoko legend Rev. Osei Kofi has advised the club to decide against participating in next season’s CAF inter-clubs competitions.

    The Ghana legend insists the Porcupine Warriors are not well prepared enough for the continental showpiece and believes they are just going to embarrass themselves.

    Asante Kotoko will represent Ghana in the 2020/2021 CAF Champions League following a decision by the Ghana FA about a month ago after the 2019/2020 football season was cancelled due to the coronavirus pandemic.

    “Where is the strength to compete in Africa? They are just going to waste money. I think they just want to squander money,” he said on Boss FM in Kumasi.

    “The Ghana Premier League was in a good shape the last time Kotoko won a continental trophy so tell me how they are going to perform better with this current form.

    “It is not advisable to compete in Africa with the current state of football.

    “They are just going to tarnish the hard-earned reputation of the club on the continental stage.”

    Rev. Kofi was joint top goalscorer in 1965 Africa Cup of Nations and he was the third-highest scorer in the 1968 Africa Cup of Nations where Ghana clinched the title in the former and finished as runners-up in the latter.

    He scored 151 goals in 340 appearances for Asante Kotoko.

  • I have never seen a genuine prophet in my entire life, says 63-year-old KSM

    Ghanaian TV host, Kwaku Sintim-Misa, popularly known as KSM, has emphatically stated that he has never encountered a genuine Prophet of God in his entire life.

    KSM based his comment on how Prophets who claim to be speaking for the same God are prophesying contradicting things.

    Citing an example, he said, “the same God that you all pray to has told some people that Mahama will win and the same God has told others Nana Addo will win”.

    Speaking to his targeted Prophets, he continued that ” is God playing games with you? I don’t think so, I think you are liars and I will say it. Ever since I’ve been born into this world, I’ll be 64 soon, I haven’t seen one genuine prophet in my life”.

    However, in a conversation with Ghanaian blogger, Eugene Osafo Nkansah, KSM added that “I am not saying there’s no genuine prophet, I am saying that I have not encountered any genuine before”.

  • Days of insufficient footballs for clubs is history GFA president

    President of the Ghana Football Association, Kurt E.S Okraku says the days of insufficient balls for football Clubs in Ghana is now a thing of the past.

    His statement follows the announcement of a sponsorship deal with kits manufacturer, Macron for the next three seasons.

    The deal, valued at One million six hundred thousand Ghana Cedis (GH¢1.6m) is for the next three seasons.

    Macron will be the official Match Ball sponsor for three of our products, i.e. Ghana Premier League, MTN FA Cup and the National Division One League.

    “This sponsorship will focus on the development of the sport as clubs will have enough footballs at their disposal for training.

    “The story of insufficient footballs reported by clubs for an industry that charts its successes to the usage of these balls is indeed a sad story.

    “Today, we have changed this story to one that clubs can now boasts of with this exciting and game-changing partnership between Macron Ghana and the Ghana Football Association,” Mr. Okraku stated.

  • Clubs should have been consulted before monies were allocated – George Amoako

    Ghana FA Executive Council member George Amoako has conceded that the FA should have consulted the various stakeholders before allocating the FIFA COVID-19 relief fund to the various quarters.

    The allocation of the monies to some quarters has been strongly opposed and objected by members of the Association.

    According to the Executive Chairman of King Faisal, the GFA should have consulted the members to alleviate the disagreements and confusion that has resulted since the announcement of the allocation of the relief fund.

    “I concede that we could have consulted before coming out with the allocation, that was the best option but you will bear with me that before we went into caucus to discuss this, the pressure was enormous so we couldn’t have kept another 3 days to start consultations, we had to come out”, George Amoako told Oyerepa FM.

    “You are serving your club as an Exco, your Association members are not happy with some of these things, you sit down with them, jaw jaw and try to come to the center where all and sundry will agree and understand that this is what will augur well for us.

    “We will evaluate our proposal and hopefully after meeting the clubs and other stakeholders, we will find a way out”, he added.

  • Mobile Money Interoperability transactions rise 400 percent in six months

    The volume of Mobile Money Interoperability (MMI) transactions jumped over 444 percent in the first half of this year compared to the same period last year.

    According to the Ghana Interbank Payment and Settlement Systems (GhIPSS) Half Year Performance report, MMI transactions from January to June stood at 13.8 million compared to 2.5 million recorded in the same period last year.

    The huge jump in the MMI volume could be attributed to increased awareness that funds can now be transferred across wallets of different telecommunications networks.

    This follows series of campaigns that GhIPSS together with its partner institutions have been running.

    “The flexibility that MMI has introduced into the Ghanaian payment system has made movement of funds very easy and this has been extremely crucial in the face of the coronavirus pandemic,” Mr Archie Hesse, the Chief Executive of GhIPSS, said.

    MMI is one of the biggest financial sector breakthroughs that increased mobile money transactions in Ghana.

    Since its introduction, many organisations have set their systems to accept mobile money payments, since their customers can pay them regardless of the network they subscribe to.

    Although an overwhelming majority of MMI transactions involves funds transfers from one mobile money wallet to another, the Half Year Performance report also indicate the use of the MMI platform to transfer money from bank accounts to mobile money wallet and vice versa.

    The volume of transfers from bank account to wallets stood in excess of 2.1 million transactions while transfers made from mobile money wallet to bank accounts was almost 380,000 transactions.

    Mr Hesse said the continuous growth in the volume of electronic payment transactions demonstrates increasing public appreciation of its benefits over cash transactions.

    He said GhIPSS, together with its partners, would continue the public education to encourage more patronage of the payment channels.

    He said key players such as FinTechs would be engaged to expose them to the many opportunities that MMI presents in the electronic payment space.

    MMI and the GhIPSS Instant Pay (GIP) are two electronic payment channels that experts say could significantly deepen financial inclusion in Ghana.

    Both products continue to record very high growth rates. While MMI saw a growth of over 444 percent in volume, GIP saw close to 600 percent growth in volume in the first half of this year.

  • DR Congo president announces lifting of virus restrictions

    The Democratic Republic of Congo has lifted the “state of health emergency” introduced on March 24 to curb the spread of coronavirus in the country.

    In a televised address on Tuesday, president Felix Tshisekedi announced that from July 22, shops, banks, restaurants, cafés, bars and businesses will resume in accordance with health measures.

    Schools, universities and other educational establishments will reopen on 3 August, while places of worship, stadiums, airports and international borders will be reopened from 15 August.

    He, however, sounded a note of caution that the end of the state of emergency does not mean the end of the COVID-19 pandemic in the DRC.

    He urged Congolese to respect all health measures to limit the spread of COVID-19 which include the wearing of masks in public places, hand washing and the checking of temperatures.

    The Democratic Republic of Congo has recorded 8,534 cases since March 10, including 196 deaths and 4,528 recoveries.

  • Qatar Airways seeks $5bn compensation from blockading quartet

    Qatar Airways has launched international arbitration seeking at least $5bn from four Arab countries as compensation for blocking it from their airspace and removing it from their markets.

    Saudi Arabia, the United Arab Emirates, Bahrain and Egypt have essentially banned the airline since June 2017 when they cut all ties with Qatar and imposed an air, land and sea blockade on it over accusations of supporting “terrorism”. Doha denies the charges outright and says the quartet aims to infringe on its sovereignty.

    Qatar Airways said in a statement on Wednesday the measures specifically targeted the carrier with the aim of closing its operations in the four countries, destroying the value of its investments and causing widespread damage to its global operations.

    “The decision by the blockading states to prevent Qatar Airways from operating in their countries and flying over their airspace is a clear breach of civil aviation conventions and several binding agreements they are signatories to,” Akbar al-Baker, Qatar Airways CEO, said.

    “After more than three years of efforts to resolve the crisis amicably through dialogue yielded no results, we have taken the decision to issue Notices of Arbitration and pursue all legal remedies to protect our rights and secure full compensation for the violations,” he added.

    “The blockading states must be held accountable for their illegal actions in the aviation sector, which includes a failure to comply with their obligations under bilateral agreements, multilateral agreements and international law.”

    The airline said it was seeking damages through four investment arbitration under three treaties, including the Arab Investment Agreement.

    The move comes after Qatar last week won a procedural dispute before the United Nations’ top court, which allowed the International Civil Aviation Organization to rule in a case Doha brought before it over the blockade.

    Qatar welcomed the July 14 ruling by the International Court of Justice, saying it would lead the blockading countries to “face justice” for violating international aviation rules.

    A number of efforts to end the crisis, mediated by Kuwait, have so far failed to resolve it.

  • Producer Price Inflation for June hits 8.7 percent

    The Producer Price Inflation (PPI) rate for June was 8.7 percent compared to 8.4 percent recorded in May.

    The month-on-month change in producer price index between May 2020 and June 2020 was 1.8 percent.

    The Mining and Quarrying sub-sector recorded the highest year-on-year producer price inflation rate of 35.2 percent, followed by the utility sub-sector with 12.1 percent.

    This was contained in a statement from the Ghana Statistical Service and copied to the Ghana News Agency in Accra on Wednesday.

    Professor Samuel Kobina Annim, the Government Statistician, explained that the Manufacturing sub-sector recorded the lowest year-on-year producer inflation rate of 2.7 percent.

    For the monthly changes, Prof Annim said the manufacturing sub-sector recorded the highest inflation rate of 2.3 percent, followed by mining and quarrying sub-sectors with 1.8 percent.

    The Utility sub-sector recorded no inflation rate in June 2020.

    The Producer Price Index (PPI) measures the average change over time in the prices received by domestic producers for the production of their goods and services.

  • Engage local companies to boost construction industry Engineer

    The construction sector in Ghana will boom if local companies are engaged to work on projects, Chief Executive Officer (CEO) of Berves Engineering, Mr Solomon Gyan, has said.

    He said the local construction companies, like their foreign counterparts, have the capacity and expertise to execute projects awarded them.

    Speaking in an interview with the Ghanaian Times in Accra yesterday about the challenges and prospects of the construction industry in Ghana, Mr Gyan stressed that most construction projects were awarded to foreign companies.

    “Most of the jobs are given to foreign companies which is not the best. Ghanaians can do all the engineering jobs in the country like the foreign companies especially with adequate financial support. With that, all the money given to foreigners would stay in the country and others would also be trained to develop the sector,” he stated.

    “We need more opportunities to work so we will be able to expand as a business,” he stated, adding that “this will go a long way to develop the construction sector in the country and subsequently boost the economy”.

    He entreated government to help contractors to access funds to execute their projects.

    Mr Gyan said the future of the construction industry look bright as there were a lot of competent and trustworthy engineers in the country.

    “Berves Engineering in the next five years should be one of the top firms in the country as we remain committed to improving at every aspect,” he stated.

    The company, he said was engaging in the underground mining population.

    He said Berves Engineering was engaged in services such welding and fabrication, electrical and instrumentations, plant installations, structure and tank works scaffolding, piping and civil works.

  • Student files climate change lawsuit against Australian government

    An Australian student has filed a lawsuit against her government for failing to make clear climate change-related risks to investors in government bonds.

    It is thought to be the first such case in the world.

    Katta O’Donnell, 23, filed the civil action in the Federal Court on Wednesday.

    A spokesperson for the Australian Treasury said it was aware of the case, but could not comment on the specifics.

    Government bonds are an investment where you lend money to the government.

    In return, it promises to pay back a certain sum of money in the future, as well as interest in the meantime.

    What does the lawsuit say?
    “Australia is materially exposed and susceptible” to climate change risks, according to the statement filed with the Federal Court of Australia in Victoria state.

    It alleges that the country’s economy and the national reputation in international financial markets will be significantly affected by the Australian government’s response to climate change.

    The risks are crucial to an investor’s decision to trade in government bonds and an investor is entitled to be informed of those risks, it adds.

    The student is seeking a declaration that the government breached its duty of disclosure and an injunction pausing further promotion of such bonds until it complies.

    “O’Donnell the Commonwealth is the first case in the world dealing with climate as a material risk to the sovereign bond market,” her lawyers say on their website.

  • DRCs Tshisekedi lifts state of emergency as coronavirus death rate falls

    President Félix Tshisekedi has lifted the state of emergency in the Democratic Republic of Congo in a phased reopening of the country following a slowdown of coronavirus infections spread and fatalities.

    The countrywide state of emergency was declared on March 24 as well as the shutting down of national borders.

    Commercial activities, including the reopening of banks, restaurants and bars, as well as social gatherings and public transport resume on Wednesday, the President announced.

    “The death rate has dropped from 11 percent to 2.4 percent. The mortality rate is on a decline this month of July,” President Tshisekedi noted, lauding the efforts of the COVID-19 response team.

    The DRC has recorded a total of 8,534 confirmed coronavirus cases, with 196 deaths and 4,528 recoveries.

    Schools have been allowed to reopen from August 3, beginning with learners in the final year of studies in primary, secondary, colleges and universities.

    Reopening of places of worship, stadiums, performance halls including discotheques is scheduled for August 15.

    Inter-provincial and international travel restrictions will end on August 15 with the reopening of ports of entry.

    Only 14 out of 26 provinces have reported cases.

    Burial ceremonies, however, remain forbidden.

    The DRC will relearn how to carry on with normal life “while respecting the containment measures,” the Head of State said urging citizens to observe social distancing, washing and sanitizing of hands, compulsory wearing of masks in public places and regular disinfecting of places of activity.

    Ghanaian entertainer and broadcaster, Kwaku Sintim-Misa (KSM), has scolded Christian leaders for failing to heal Coronavirus patients in the country.

    In an interview with Nkonkonsa.com on YouTube, KSM urged Christians to wise up because the Coronavirus pandemic has exposed the Pastors as having no healing or supernatural powers.

    ”Every week, they have miracle crusades and they’re going to heal this person or do this or that. Corona is here with us; as we talk people have been quarantined, go to where they have been quarantined and heal them”, he ridiculed the Pastors.

  • Nigeria receives US$890 million from Global Fund to tackle HIV, Malaria

    The federal government has received $890 million as grants from the Global Fund to fight HIV/AIDS, tuberculosis and malaria.

    The Minister of Health, Dr. Osagie Ehanire, said yesterday that the fund would be used to implement programmes aimed at eradicating the diseases over a three year period, from 2021 to 2023.

    Ehanire said that the Global Fund also approved a grant of US$21.9 million to support Nigeria’s COVID-19 response.

    He said: “The purpose of this press briefing today is to announce the receipt of a grant, made to the Federal Republic of Nigeria by The Global Fund to fight HIV/AIDS, tuberculosis and malaria, amounting to $890 million, over an implementation period of three years, beginning from 2021 to 2023.”

    The minister noted that the grant, which is the largest given to any country in this funding cycle, is sequel to a successful funding request made by the Nigeria Country Coordination Mechanism (CCM).

    The Global Fund for the fight against HIV/AIDS, Tuberculosis and Malaria (GF) is an innovative international financing mechanism that was established by the United Nations in 2002, with its headquarters in Geneva, Switzerland.

    The fund is made up of global partnership of governments, civil societies and private donors and established for the purpose of attracting, leveraging and investing resources to fund public health interventions that would accelerate the eradication of HIV, tuberculosis and malaria in affected high burden countries to further goals of Sustainable Development Goals (SDGs).

    The Global Fund has committed the sum of USD$2.586 billion since 2002 to operations in Nigeria, which are split into four program areas: HIV/AIDS, tuberculosis, malaria and the Resilient Systems Strengthening for Health, (RSSH).

    Nigeria has accessed $2.436 billion, which represented 94 percent of the committed amount.

    The minister said the grant would complement the investment of the government of Nigeria and of other Development Partners in HIV/AIDS, tuberculosis and malaria programmes, including the Resilient and Sustainable System for Health, over the period 2021-2023.

    He said the approval of the grant came following the review of the proposal that the CCM Nigeria submitted on March 23, 2020, which was adjudged to be technically sound and strategically focused by the independent Technical Review Panel of the Global Fund.

    Ehanire said: “This grant will support access to malaria prevention, diagnostic and treatment services in 13 states. The States include Adamawa, Delta, Gombe, Jigawa, Kaduna, Kano, Katsina, Kwara, Niger, Ogun, Osun, Taraba and Yobe States.

    “Access to HIV/AIDS and tuberculosis services across all the 36 states and the FCT; Improvements in our health system, particularly, provision of infrastructure for warehousing and distribution of health commodities, laboratory services, data management and capacity building for our healthcare providers, including support to community system.”

    The minister said the implementation of the grant would specially target the poor, the most vulnerable and disadvantaged, and those at higher risk of the target diseases, to promote equity in access to health care services.

    He explained that he is unable to criticise a woman who fired gunshots not with the intent to cause harm but in self-defense given his experience with election-related violence and the fact that she has a stake in the registration process as the sitting Member of Parliament (MP) and the parliamentary candidate of Awutu Senya East Constituency where the registration centre is located.

    It is easy for you and I to feel she overreacted. She probably did. I will not doubt that. She probably panicked. Many of us have a licensed gun which we carry in our glove compartment and we pray to never feel the need to use it. She did.

    I am very uncomfortable joining the bandwagon to go after a woman who used a weapon, not to harm any person, but to scare away people he felt could harm her and others.

    I am looking at the level of venom in the attacks she is receiving. I wonder if there is a subtle misogynism at play here. This is not to say I endorse any threat of violence whether in self-defense or not by or against man or woman.

    Mavis Hawa Koomson has come under intense criticism, with many calling on the President to relieve her of her ministerial position, for firing gunshots at a voter registration centre in Kasoa in the Central Region.

    It was the 2008 rerun of the presidential race. As head of a governance think tank, I applied for a domestic observer status, and opted to travel around trouble hotspots. I recall a trip to a polling station not far from where the MP fired a warning shot this week. Not far at all.

    I was lucky enough to have a police escort by the name George Nkum (now Chief Inspector) with me. It was interesting how he reacted the moment our lives looked threatened.

    As we approached the polling station, we were told that some “bad things” were happening there. A group of angry looking men, wielding all manner of instruments, started rushing towards me.

    I stood there, weighing my options; turned, assuredly, to my police escort, who had a loaded rifle. He then, to my surprise, started to hurry back to our vehicle, beckoning to me to follow. I looked at him, shook my head, and turned away from the polling area, walking, begrudgingly obligingly, to the safety of my vehicle, in which the driver was peacefully dozing away. George turned back, urging me to run as the angry mob quickened their pace. I refused to run. Too cool for my own good? I kept walking. He screamed that I run. I ignored. I was torn between my own safety and the safety of the ballot box. I chose my safety but walked on.

    I did not run, not because I wanted to be a hero. No. I had measured the distance from my vehicle and knew the mob would not catch up with me. So I was not to give them that extra pleasure.

    Later on in the Pajero Mistubushi, as we drove safely away, I asked the police man, “George, you had a gun. Why did you run?” He said, “Massa, safety first!”

    I was not sure whether to agree or disagree. Whose safety, I fell short of asking.

    But, then I wondered… why should our elections be this way? 12 years later, not far from the same spot, why should a woman candidate, an MP, a Minister, feel so threatened to feel the need to fire a warning shot into the open air? Three elections on, have we made progress?

    Ordinarily, I would have condemned the act. But, I remember when I felt threatened, my first instinct was not to run but to turn to the man licensed to carry a gun for protection. Or was it so that he could put the fear of the gun into the hoodlums? Perhaps, I could afford to walk away because I was not the candidate whose electoral destiny was directly at stake. I was a mere “observer.”

  • Dont fall for posting scams NSS Secretariat warns applicants

    The National Service Secretariat(NSS) Secretariat has advised prospective National Service Personnel not to fall scams on social media who parade themselves as agents who can aid them get what they call “special posting”.

    According to the Secretariat, it has no moderators and that posting of service Personnel does not attract any fee.

    Prospective National Service personnel have been admonished to report such persons posing as moderators of the postings to the Secretariat so that they are dealt with the laws of the country.

    The Secretariat also used the opportunity to caution perpetrators of such criminality to bring an end to their illegality or face the law.

  • NMC slaps Ursula Owusu in the face; rejects her directive to GBC to reduce DTT channels

    The National Media Commission(NMC), the agency charged with regulating the media space, has rejected a directive by Communications Minister, Ursula Owusu-Ekuful, to the effect that the Ghana Broadcasting Corporation (GBC) reduce its channels on the Digital Terrestrial Television (DTT) from 6 to 3.

    Ms Ursula Owusu-Ekuful had directed that GBC reduce its channels so that they could be enough redundancy on the platform.

    But GBC had stressed that it could not reduce its channels since, among others, all the channels were being used for equally important broadcasts and therefore petitioned the NMC to look into the matter as the regulatory body.

    The NMC has responded by rejecting the directive, explaining that the directive is both unconstitutional and usurps the mandate of the NMC itself and so it will not approve it.

    “The Commission wishes to state clearly that the directive given to GBC and Crystal TV by the Minister for Communications purports to usurp the constitutional mandate and authority of the National Media Commission and same cannot be obliged under our current constitutional dispensation,” the NMC said.

    The commission noted that the directive if approved will limit the capacity of GBC in carrying out its mandate.

    “It is the view of the Commission that any action by any entity which culminates into limiting or depriving the media of the use of public resources legitimately allocated to them undermines their capacity to serve the nation as anticipated by the Constitution….The Commission wishes to state clearly that the directive given to GBC and Crystal TV by the Minister for Communications purports to usurp the constitutional mandate and authority of the National Media Commission and same cannot be obliged under our current constitutional dispensation,” it explained.

    The directive has been criticised by several bodies and many individuals. The Media Foundation of West Africa (MFWA) had even petitioned the NMC not to approve the directive.

    The NMC was reconstituted by the Akufo-Addo administration in 2018. It is headed by Yaw Boadu-Ayeboafo.

    Other members of the re-constituted commission include: Nii Addokwei Moffatt, representative of the Ghana Association of Writers, Rev. Dr. Mrs Comfort Asare (National Council of Women and Development), Mr Yaw Buabeng Asamoah (Parliament), Mr Kwame Anyimadu-Antwi (Parliament), Mr Richard Mawuli Quashigah (Parliament), Mr William Orleans Oduro (Ghana Bar Association), Mr Prince Hari Crystal (Ghana Independent Broadcasters Association) and Nana Addo Gyau Akabisa II (Ghana National Association of Teachers).

    The rest are: Mr Roland Affail Monney (Ghana Journalists Association), Mr Bright Blewu (Ghana Journalists Association), Dr Andy Ofori-Birikorang (Training Institutions and Communicators), Joseph Debrah-Gyamfi (Trades Union Congress Ghana), Hajj Muhammed Amir Kpakpo Addo (Muslim Group), Sir Benedict Batabe Assorow (Christian Group) Mr Elorm Edward Desewu (Private Newspaper Publishers Association of Ghana) and Ms Elaine Sam (Institute of Public Relations of Ghana), Mr Yaw Boadu-Ayeboafoh (Office of President) and Mr Yaw Sarpong Boateng (Office of President).

    The rejection of the directive will be welcome news for the many who criticised the Ministers directive.

  • Public sector retirement age in Ghana to be reduced to 50 years

    Secretary for Concerned About Ghana Association (CAGA), Mr. Tuorimuo Elvis Philip has hinted that the retirement age of public sector workers in Ghana could be reduced to 50years from previous 60 due to unemployment challenges, this was after the Minister for Labour Relations Hon. Ignatius Bafour Awuah recently hinted on some labour reforms.

    The Human Resource Manager who explained the Reason said the Number being brought down will prepare public sector workers who will retire by then for the private sector since they won’t be redundant due to the age factor, they should still be useful to the country even when they retire.

    This development according to him has to be reviewed in the Ghana Labour Act 2003 to be able to take force. The development will mean that a lot of people will leave the Sector in time for others to be recruited whilst they leave to setup businesses with their benefits to employ the services of others this in a way will reshape the economy as public sector won’t be a hub to be redundant and exit weak without churning out any usefulness after retirement. He called on Ghana’s President, Akufo-Addo to Look into the development in order to tackle unemployment in the country.

    A public sector worker who retires at the compulsory retirement age of 60 years and who has contributed to the social security scheme(SSNIT) for more than 15 years is entitled to a superannuation pension.

  • More suits: Mahama ‘chases’ Maurice Ampaw

    Mr Ibrahim Mahama, brother of former prez John Mahama has sued lawyer Maurice Ampaw and Wontumi Media.

    The suit this portal is learning of is caused by Mr Ampaw’s recent “attacks” and criticism of Mr Mahama after he(Mr Mahama) sued Chairman Wontumi for defamation some few days ago.

    The popular celebrity lawyer, Mr Ampaw, granted interviews and described the plaintiff, Mr Mahama in some terms this portal cannot repeat(for suing Chairman Wontumi).

    Member of parliament for Assin Central Constituency Honourable Kennedy Agyapong was involved in a mild accident earlier this afternoon. According to an eye witness account, a metro mass bus that was fully loaded with passengers was speeding past the vehicle of the member of parliament.   • EC registers 9.8 million voters

    The Electoral Commission has so far registered a total of 9,886,768 qualified voters after 20 days of meticulous nationwide voters registration exercise.

    The statistics released by the commission on Wednesday, 22 July 2020 shows fluctuations in total national daily records.

    The data shows that, “day 6” of the registration exercise recorded the lowest number of registrants, which is 314,602 while a total of 890,134 registrants were recorded on the 19th day as the highest national daily record so far. The second highest national daily record was on the 14th day with a total of 783,119 registrants.

    It is worthy to note that about 316,677 people were registered on the first day of the registration exercise. But this number has doubled between “day 13” to “day 20” in exception of “day 17” and 18 which recorded 517,465 and 449,438 respectively.

    The registration which started at the beginning of July is progressing steadily despite few challenges.

    The previous statistics presented by the Electoral Commission shows that on regional basis, Greater Accra is the chat followed by the Ashanti region. Obviously, this due to the high population density in these two regions.

  • Fake lawyer busted in court

    An Accra High Court has ordered for the arrest of a 56-year-old man who allegedly posed as a lawyer and was defending a client in court.

    Nana Adjei Ntow was in court to defend a complainant who had filed a stealing case against his former girlfriend when the court presided by Gifty Adjei Addo, realized that suspect was impersonating and ordered for his immediate arrest.

    A police source who was at court told the paper that on December 22, 2019, one Edward Debrah of East Legon who is the complainant in the case for which the suspect had represented him in court, reported to the Airport district police command that his ex-girlfriend had stolen his 2016 unregistered Toyota corolla.

    The complainant told the police that the lady after stealing the vehicle, also forged documents to the car and registered it.

    According to the report, during police investigations, it came to light that the vehicle was not stolen from the complainant as he had reported and that he handed over the vehicle to the lady together with documents to register it in her name.

    Police investigations indicated that, the complainant apparently left the lady and secretly got married to another woman but upon hearing it, the lady also decided to get married to another man.

    The information indicated that the complainant then gave the lady an option to either leave the man and take the vehicle or return the vehicle but the lady disagreed and that was the reason the complainant reported the matter to the police.

    The information indicated that the police after their findings, decided not to prosecute the matter but Nana Adjei Ntow, (now suspect) reported at the police station and identified himself as a Lawyer practising in the Brong Ahafo region, and was representing the complainant.

    “Suspect Nana Adjei Ntow went ahead to file a counter case at the Accra high court against the victim (lady in the case) and during the proceedings, the court realized that he was impersonating as a lawyer and caused his arrest.”

    The trial judge immediately called for his arrest and prosecution.

    When the airport district crime officer, DSP Alex Kwesi Kwarteng, was contacted, he told the paper that the police had granted Nana Ntow bail to be reporting but the matter was still under investigation.

  • Anomabo fishermen empowered to gather evidence on illegal fishing activities

    Fishermen in Anomabo have received smart phones for the piloting of an Illegal, Unreported and Unregulated (IUU)-ICT mobile App for monitoring, documenting and reporting fishing activities.

    The initiative forms part of the “Far Ban Bo” project, being funded by the European Union (EU) and implemented by a consortium of non-governmental organisations namely Friends of the National (FoN), CARE and Oxfam as a step to protect fishing livelihoods of fishers in Ghana.

    The information gathered would be sent to the Fisheries Commission, Fisheries Enforcement Unit as well as partners of the “Far Ban Bo” Project database through the IUU monitoring mobile app.

    Mr Philip Prah, Project Officer of FoN, a non-governmental organisation concerned with natural resource management and an implementing partner of the “Far Ban Bo” project, explained that the idea was to get enough evidence to prosecute illegal activities of fishermen, especially saiko fishers.

    “With the provision of the smart phones, local fishermen can take videos and pictures of illegal fishing activities such as illegal trans-shipment, known as “saiko”, dumping of fish, light fishing and other prohibited fishing methods in the Section 88 of the Fisheries Act 625, during their fishing expedition and send them through the app for the prosecution of offenders,” he said.

    He said as part of the project, IUU Community Monitoring Groups (CMG) had been established with the fishermen given relevant training on how to gather real evidence on illegal activities at sea in the beneficiary communities.

    Fishermen across the country have largely accused “Saiko” fishing mostly done by foreign vessels managed by the Chinese and other foreign nationals for the illegal trans-shipment of fish thereby depleting fish stock.

    Saiko fishing involves foreigners who are licensed to catch particular commercial fishes like tuna within certain radius off-shore but end up fishing in unauthorised areas near-shore catching other fish species.

    Mr Prah believed that the move would enable the local fishermen to play their watchdog role on the sea effectively.

    Nana Mbroba Dabo I, Paramount Queen Mother of Anomabo Traditional Area, reminded the fishermen of their responsibility to save the sea for future generations.

    She asked them to work without biase, discrimination or favouritism and collectively support efforts by the Government to prevent IUU practices and restore the depleted fish stock.

    The Queen Mother admonished the volunteers to be security conscious while they went about their duties saying: “Your life should be your number one priority”.

    The smart phones comes with a tracking device installed on them and a floatable bag for IUU monitoring activities at near-shore or offshore to avoid drowning of the phones.

  • More than 254 staff of KATH test positive for coronavirus

    A total of 254 staff of the Komfo Anokye Teaching Hospital (KATH) in Kumasi have tested positive for COVID-19 since the outbreak in the country.

    Two Hundred and three (203) out of the number have, however, recovered and were back at post while one had died.

    Dr Oheneba Owusu Danso, the Chief Executive of the hospital, told journalists in Kumasi that the remaining 50, who are currently in isolation, were at various stages of recovery and would resume work soon.

    The meeting was to update the media on the state of the hospital, the second largest health facility in the country, in the fight against COVID-19.

    Dr Owusu Danso said so far the hospital, which was one of the testing centres in the country, had tested a total of 2,853 samples of which 812, representing 28.4 percent, had tested positive to the virus.

    Four hundred and twenty one (421) out of the number have recovered while 31 samples tested were currently awaiting results.

    Dr Owusu Danso said although the facility had recorded some COVID-19 deaths, its performance in terms of response and management of the COVID-19, had been successful.

    He appealed to the public to strictly adhere to all the preventive protocols outlined by the Ghana Health Service to combat the spread of the disease in the country.

  • False, George Andah did not display a gun at a registration centre

    Viral social media posts claim George Andah displayed an action gun at a registration centre in Awutu Senya Constituency to scare his opponents.

    The photograph was taken of Andah about two years ago when he was acting as a musketeer at a traditional ceremony and is not related to any recent event.

    While investigations into the incident that led to a recent firing of a gun at a registration centre by Hawa Koomson, Member of Parliament for Awutu Senya East Constituency is on-going, a photo has surfaced Ghanaian online media purporting that George Andah, a Member of Parliament for Awutu Senya West Constituency, has also displayed a gun at a registration centre in his constituency, to scare his opponents.

    The Facebook post by Ghana News Press, which is accompanied by a photo of Mr Andah pointing a gun to the sky reads;

    Deputy Minister of Information, Mr George Andah displaying a pump action Gun at a Registration Centre in the Awutu Senya West Constituency. This according to residents, was done to scare his opponents

    Same day, Minister for Special Development Initiatives, Hawa Koomson stormed some registration centres in her constituency with thugs and fired warning shots to stop the registration process.

    The same claims have been published by other online news portals such as Ghanaxtra.com, Ghanashowbiz, Ghananews.com, MyAfricaToday.com, and MyNewsGhana.com.

    Verification

    Our independent checks led us to video evidence of when the actual incident happened, from which the misleading photo was retrieved. In the 48-second video, Mr Andah is seen wearing the exact clothes from the alleged photo and firing shots during a ceremony.

    It shows the photograph is unrelated to any recent happenings in the country.

    Dubawa further contacted George Andah to confirm the actions being attributed to him. He confirmed the news was fake by sending Dubawa a narration of the context of the photo detailed in a press statement.

    In the press statement, Mr Andah explained that the photo was taken two years ago at Akyem Asuom in the Eastern Region, during the enstoolment of Ursula Owusu-Ekuful, Minister of Communications, as a Development Queen.

    “In traditional events, such as durbars and festivals, commemorative gunshots are fired into the air by some selected participants, which I, Nenyi George Andah, as one of the two deputies to Hon Ursula Owusu Ekuful, was given the privilege as a traditional musketeer at the ceremony, a role I proudly and honourably discharged”, Mr Andah stated.

    Furthermore, Mr Andah sent to Dubawa video evidence, the same video we were led to in our independent checks, which showed him with the gun at a ceremony and not a registration centre.

    Conclusion

    The news purporting that Hon George Andah was captured displaying a pump action gun at a Registration Centre in the Awutu Senya West Constituency to scare his opponents is false. A video available on Facebook shows the photo is unrelated to recent events but was taken at the enstoolment of Hon Ursula Owusu as a development queen in Akyem Asuom about two years ago. The MP has also debunked such claims in a press statement.
