  • I followed all coronavirus safety protocols, yet got infected – Dan Botwe recounts

He took all the precautions to the extent of even spraying files and papers that came to his office with alcohol-based disinfectants, thus testing positive for COVID-19 came as a surprise.

The above narration is just a tip of the iceberg regarding the extraordinary COVID-19 journey of Dan Kwaku Botwe, Minister for Regional Reorganisation and Development.

The Member of Parliament for Okere constituency was admitted at the University of Ghana Medical Centre (UGMC) with pneumonia-like symptoms and subsequently tested positive for the virus.

He has, therefore, urged Ghanaians to cease harbouring with the misconception that the virus is only for ‘high-profile people’.

“…if I have been infected after all the precautions I took; we cannot be careful enough. The virus is not for high profile people and we need to get rid of such misconceptions,” he urged.

“At the last count, we had lost about 100 of them because they had disobeyed the orders of their employers,” Mr. Bimpong also noted.

The Pokuase Interchange project comprises a four-tier interchange at Pokuase, a five-kilometre Awoshie-Pokuase road, two-kilometre Accra-Nsawam road, two-kilometre Kwabenya road and 10 kilometres of local roads to improve traffic flow in parts of Accra.

  • Bournemouth 0-0 Tottenham: Spurs suffer setback in European hunt

Tottenham’s hopes of achieving European qualification suffered a setback with a toothless 0-0 draw at relegation-threatened Bournemouth on Thursday.

Spurs beat Everton 1-0 on Monday but could not make it back-to-back wins for the first time since the Premier League resumed last month, failing to register a single shot on target at the Vitality Stadium.

Harry Kane felt aggrieved not to be awarded an early penalty and Jose Mourinho was visibly irked neither the referee nor the VAR spotted Joshua King’s shove in the area.

Bournemouth, who saw Adam Smith and David Brooks go off injured, thought they had a winner in the 90th minute, but Callum Wilson’s overhead kick went in off King’s arm and was chalked off, leaving them three points adrift of safety.

Mourinho was heavily critical of VAR after a 1-1 draw with Manchester United in June and a 3-1 loss to Sheffield United last week, and he had more cause to be frustrated with the system inside five minutes on the south coast.

King appeared to push Kane over in the six-yard box at the back post from a corner and referee Paul Tierney’s decision not to award a penalty was upheld by the video official.

Kane made an important intervention to stop Nathan Ake nodding home at the back post, before Hugo Lloris kept Junior Stanislas’ skidding 18-yard effort out of the bottom-left corner on the stroke of half-time.

Bournemouth saw Smith leave the pitch on a stretcher after a clash of heads with Ben Davies and then Brooks hobble off, before having a potential win taken away from them following a VAR review of Wilson’s late goal.

Lloris produced a stunning stop to deny Harry Wilson in a one-on-one situation in the sixth added minute, ensuring Tottenham avoided a surprise defeat.

  • US Supreme Court to rule on revealing Trump tax returns

The US Supreme Court is set to decide whether President Donald Trump’s tax returns and other financial records can be examined by Congress and prosecutors – a ruling with potentially huge political consequences.

Mr Trump refuses to share documents concerning his fortune and business.

His lawyers argue he enjoys total immunity while in office.

The ruling will test that claim and has implications on how far US lawmakers can scrutinise the president.

Even a ruling in Congress’s favour would not necessarily make Mr Trump’s tax returns public before his bid for re-election in November.

Mr Trump, who made his money as a property developer, is the first president since Richard Nixon in the 1970s not to have made his tax returns public.

He calls the investigation into his tax affairs a “witch hunt” and sees the congressional case as a device to harass him politically.

Why has this gone to the Supreme Court? Two Democrat-controlled House of Representatives committees and New York District Attorney Cyrus Vance – also a Democrat – are demanding the release of his tax returns and other information.

The subpoenas – orders to hand over evidence – were issued last year to Mazars USA, who are Mr Trump’s accountants, and to major Trump lenders Deutsche Bank and Capital One.

Lower courts in Washington and New York ruled against the president in all cases, but those decisions have been put on hold pending a final court ruling.

Deutsche Bank was one of the few banks willing to lend to Mr Trump after a series of corporate bankruptcies in the 1990s, and the documents sought include records related to the president, the Trump Organization and his family.

The banks and the accounting firm said they would release the information if ordered.

Mr Trump’s lawyers argued that Congress had no authority to issue the subpoenas, and no valid justification to seek the records.

    Why is it sensitive politically?

Damaging revelations about President Trump’s financial affairs could hurt his campaign for re-election. He has already slumped in opinion polls, as critics accuse him of mishandling the coronavirus crisis.

The New York investigation covers alleged hush money payments made by Mr Trump’s former lawyer Michael Cohen to two women – adult film star Stormy Daniels and former Playboy model Karen McDougal – who both say they had affairs with Mr Trump.

Such payments could violate campaign financing laws. The president denies the affairs took place.

Concerns have already been raised about possible conflicts of interest in Mr Trump’s businesses.

At hearings in May there was fierce debate among the Supreme Court judges over the degree to which Congress should scrutinise the president’s personal records.

In the New York case, they were sceptical about a Trump lawyer’s argument that a president cannot be investigated while in office.

This is despite the court having a 5-4 conservative majority and including two Trump appointees – Neil Gorsuch and Brett Kavanaugh.

In two earlier cases over presidential power, in 1974 the Supreme Court acted unanimously in requiring President Nixon to surrender White House tapes in the Watergate scandal, and 1997 it allowed a sexual harassment lawsuit to go ahead against President Bill Clinton.

Judges appointed by Mr Nixon and Mr Clinton voted against them in the cases.

  • Glee star Naya Rivera missing after boat trip with son

Glee star Naya Rivera is missing after her four-year-old son was found alone in a boat on a lake in Southern California, officials say.

The 33-year-old rented the boat on Wednesday afternoon at Lake Piru, north-west of Los Angeles, the Ventura County Sheriff’s office said.

It said a search and rescue operation was suspended overnight and “will continue at first light”.

Rivera is best known for playing cheerleader Santana Lopez in Glee.

The musical comedy TV series ran on the Fox network from 2009 to 2015.

In 2018, Glee actor Mark Salling killed himself before he was expected to be sentenced for possessing child sex abuse images.

In 2013, Cory Monteith, another star of the show, died from a heroin and alcohol overdose.

What’s is known about the boating incident?

Rivera’s child was spotted by another boater three hours after the actress had taken the boat, CBS Los Angeles reports, quoting the sheriff’s office.

It says the boy told investigators that he and his mother were swimming – but the she never got back into the boat.

The missing person was later formally identified as Naya Rivera, a Los Angeles resident.

On Tuesday, Rivera posted on Twitter a picture of herself and her son with a caption “just the two of us”.

    Who is Naya Rivera?

Rivera began her career as a child actress and model, appearing in TV commercials in the US.

As a four-year-old, she starred in the Royal Family sitcom, and had a number of other TV appearances.

But it was playing cold-hearted Santana Lopez in Glee that made her a star in America.

In 2014, Rivera starred in the horror film At the Devil’s Door.

The same year she married fellow actor Ryan Dorsey – who is the father of her son.

The couple divorced in 2018 and have joint custody of the boy.

  • Having money doesn’t mean you’re blessed – Joel Duncan-Williams

Joel Duncan-Williams, founder of Firm Foundation Ministries and the son of internationally acclaimed Archbishop Nicholas Duncan-Williams was the recent guest on the weekly Instagram Live Sessions with Nana Adwoa Sarkodie.

In the hour long interview, the young prophet revealed that having money doesn’t mean you’re blessed. “Riches don’t determine blessing. The Bible says The Lord maketh rich and addeth no sorrow. You’re blessed from the time you entered this world. I knew Hushpuppi personally and his situation is unfortunate but is he in a blessed position right now?” he quizzed.

“Having life, eating, moving, seeing means you’re blessed. The blessing is not in a piece of paper. The piece of paper can always locate other people but not everyone is blessed and you can’t buy blessing. If it’s on you it’s on you” he emphasized.

He also explained that God sometimes delays financial blessings because he wants us to be good stewards of our money. “Not everybody can handle financial blessing. And that’s why God increases you as your revelation increases. If He should give you 2 million dollars today, you’ll only spend it on cars, but God will let you wait 2 to 3 years to understand that cars are a depreciating asset so you can spend your money on something more profitable” he said.

The topic of discussion was “Dealing with Pressures in Society”. According to Prophet Joel, if society is pressuring us, then our stand in Christ is not strong enough. He referenced Romans 8:29 which says “We are predestined to be conformed to the image of Christ” and Matthew 5:13 “You are the salt of the earth; but if the salt loses its flavor, how shall it be seasoned? It is then good for nothing but to be thrown out and trampled underfoot by men.”

Adding that “We are supposed to be the taste of society. Society shouldn’t dictate our taste to us. We rather should give society a taste of who we are. When we conform to the pressure of society, we are telling God that we don’t deserve to be blessed”.

He also declared that anybody who calls themselves a Christian but cannot stand for Christ is a hypocrite. “Society can’t pressure me into becoming something I’m not because society didn’t make me. It is God who has blessed me and made me what I am so I will never be ashamed of praising God and calling on His name even when I find myself in a 7 star restaurant or in any situation where people frown on being loud for Christ.”

He quickly noted that God is not looking for perfection, He is looking for progression. “God understands we are human and the flesh is real. He doesn’t expect us to become saints overnight, but He expects growth” he added.

Responding to a question about death to flesh. Prophet Joel explained that, we can’t die of the flesh because we are flesh but we can subdue the flesh by having our faith in God, by taking it a day at a time, and not allowing what used to hold us to hold us anymore.

He surprisingly revealed his own predicament saying “I used to have a problem with masturbation. But I had to believe God and had to keep praying and it moved from three times daily, to once a week, to once a month, to never. You’ve got to build yourself in God, it doesn’t come overnight but you’ll get there. What keeps me anointed is that I’m not perfect, if I were perfect, I wouldn’t need the anointing”.

In another response to a question about marriage pressures, the budding prophet said “The Lord makes all things beautiful in His time. Just because society thinks you should get married now doesn’t mean you should be married now. Age has nothing to do with getting married. God doesn’t show up when you want Him to but He shows up right on time”.

Finally, Prophet Joel Duncan-Williams encouraged us to endure our sufferings and take it as a lesson from God to build us into becoming better and not to view it as a punishment. “People have betrayed me so much and back-stabbed me and it broke me, and pushed me into the ground, and it isolated me, but guess what; in my isolation, God located me. God doesn’t deliver you from your friends, He delivers you from your enemies. You’ve got to let some people be enemies so that God can set a table for you in their presence and they will personally declare that it is only God who has blessed you this way.”

  • Africa’s development experts must engage for continent’s rapid growth – Akufo-Addo

President Nana Addo Dankwa Akufo-Addo Thursday urged increased and knowledgeable exchange between Africa’s community of development experts to enable solutions to bridge the continents infrastructure deficit.

According to the President, Africa was replete with world-class experts, whose capabilities have not been well utilised to the benefit of the continent, thus, it was time that these human resources were managed well for its (Africa) rapid advancement.

President Akufo-Addo made the call in a speech read for him at the virtual joint launch of a report on Quality Infrastructure in Africa by the African Centre for Economic Development (ACET) and the Organisation for Economic Co-operation and Development (OECD).

The report, which stemmed from a call that President Akufo-Addo made at the 18th International Economic Forum on Africa held in 2018 in Paris, for the OECD and ACET to jointly facilitate policy dialogue to accelerate and scale up quality infrastructure on the continent, outlines the path to achieve that objective.

He had in that Forum stressed the need for an African-led development approach in the building of quality infrastructure to meet the continents growth requirements, and urged African states to simplify processes, speed up investment and make financing more accessible to enable significant progress in infrastructural expansion.

The joint report maintains that with the continent envisaged to host a population of some 2.5 billion people by 2050, there was an urgent need to expedite the delivery of quality infrastructure that would match the dynamics of the continent’s demographic growth and urbanization.

The report also held that in order to speedily attain the common development goal of the continent, African governments had to devise new ways of making infrastructure developments and investments faster and less burdensome to fit the needs of their economies and populations.

It proposes the promotion of the quality label and project delivery model of the strategic continental initiative- Programme for Infrastructure Development in Africa ( PIDA)- to enhance the delivery of energy, transport, ICT, and Trans-boundary Water Resource.

The report also pushed for the establishment of an Africa-wide community infrastructural experts to enhance real-time peer learning and the sharing of good practices, as well as the strengthening of institutional capacity and harmonizing regulatory regimes to overcome the developmental challenges of the continent.

President Akufo-Addo who described himself as a strong advocate for PIDA, said there was an urgent need to build rapid quality infrastructure to meet the development needs of Africa.

He was pleased that the OECD/ACET initiative had been aligned with PIDA action plan, saying it was a welcome development for “our efforts on project quality.”

The President further noted that though the African Continental Free Trade Area presented a considerable opportunity for Africa’s future, the continent needed to build the requisite knowhow and capacity to draw on the great benefits of the arrangement.

“To develop our infrastructure, we need our own financiers, project developers, and managers, engineers, Environmental, Social and Governance experts, evaluators, and construction professionals.

“We, in Africa, have world-class experts in these areas, but we do not always manage these human resources well….we need more knowledge exchange and peer learning within Africa,” he indicated.

President Akufo-Addo was sure the OECD/ACET recommendations, an important step in harmonizing infrastructure processes in Africa, would appeal to all stakeholders engaged in the continent’s development.

He expressed appreciation to the German government, the African Union Development Agency, the African Development Bank, the World Bank Group, as well as China and Japan for providing financial support for the initiative, which he was hopeful would be presented at the AU’s Heads of State and Go government Summit February 2021.

  • ‘I thought I was going to die’ NAPO shares near-death coronavirus experience

Education Minister, Dr. Matthew Opoku Prempeh after being discharged from the University of Ghana Medical Centre (UGMC) has recounted his near-death COVID-19 experience.

The minister, widely known as NAPO who felt unwell after his acclamation in the Ashanti regional NPP Parliamentary Primaries, decided to check himself in for other tests including a second COVID-19 test.

He had earlier tested negative after a voluntary test but was detained at the facility awaiting a second test result which came out positive.

Recounting his experience from the centre, he said the Grace of God saw him through his recovery process.

“But for God, I would not be alive. I thought I was going to die due to my condition when I was admitted, but after I was stabilized, I knew the worst was over,” he said on Accra-based radio Peace FM.

He urged Ghanaians, especially those defying the Covid-19 safety protocols, to tread cautiously, adding the health facilities were running out of space.

“We are at a critical point now; UGMC and Korle Bu are currently full. How many beds are available there? I never visited the ICU but others went to ICU and never returned.

“We should therefore not be indifferent about the situation because it has not affected any of our relatives,” he cautioned.

  • Airborne coronavirus spread: Five things to know

More than seven months after the new coronavirus was first detected, scientists and health experts are still trying to get a better understanding of how it spreads and how to curb the COVID-19 respiratory disease it causes.

The coronavirus is transmitted from person to person through “droplet transmission”, including direct contact with someone who has been infected, indirect contact with contaminated surfaces, droplets of saliva from coughing or discharge from the nose when sneezing, according to the World Health Organization (WHO).

Airborne transmission is also possible, but its effects and risks have recently sparked a scientific debate.

    What is airborne transmission?

The WHO has long said the new coronavirus spreads mainly through small droplets released from the mouth and nose that fall from the air in a short period.

But some scientists and researchers are increasingly pointing out to evidence that the virus can also be transmitted by even smaller droplets called aerosols. Usually generated when people are shouting and singing, these remain suspended in the air for longer and can travel farther.

How is it different from droplet transmission?

The respiratory droplets sneezed or coughed out are larger in size – a diameter of five to 10 micrometres – and the range of exposure is one to two metres (three to six feet).

Aerosols, however, are less than five micrometres in diameter and travel beyond two metres from the infected individual.

“The new coronavirus can survive in both droplets and aerosol for up to three hours under experimental conditions, although this depends on temperature and humidity, ultraviolet light and even the presence of other types of particles in the air,” Stephanie Dancer, a consultant medical microbiologist in the UK, told Al Jazeera.

“Microscopic aerosols can project at least six metres in indoor environments, and possibly even further if dynamic air currents are operating. The distance depends upon how large the aerosol is.”

How is COVID-19 spreading through the air?

As in droplet transmission, aerosols can be released in several ways including, breathing, talking, laughing, sneezing, coughing, singing and shouting.

“Breathing would not offer much projectile force, but shouting, singing, coughing and sneezing project aerosol through the air with a range of different velocities,” said Dancer.

“Even if one individual particle does not contain enough virus to cause infection, if you carry on breathing in these particles over time, you will acquire enough in your mouth, nose and respiratory tract to initiate infection.”

Airborne transmission can also occur in certain medical procedures that involve the patient generating aerosols, putting healthcare workers particularly at risk.

“Coronavirus can be spread by aerosol under special circumstances if using nebulisers, bronchoscopy, intubation, dental and other oral procedures using suction and lavage,” said Naheed Usmani, president of the Association of Physicians of Pakistani Descent of North America (APPNA).

“This is particularly dangerous for healthcare workers who should only attempt these procedures wearing proper personal protective equipment (PPE), including N95 masks,” she told Al Jazeera.

    Is airborne COVID-19 less contagious?

The extent to which the coronavirus can be spread by the aerosol route – as opposed to by larger droplets – remains disputed.

While the WHO has long maintained that the primary source of infection is through droplet transmission, it has acknowledged there was “emerging evidence” of airborne transmission.

“The possibility of airborne transmission in public settings – especially in very specific conditions, crowded, closed, poorly ventilated settings that have been described, cannot be ruled out,” Benedetta Allegranzi, the WHO’s technical lead for infection prevention and control, said in a news briefing this week.

This came after a group of 239 scientists from 32 countries and a variety of fields made the case in an open letter that there was a “real risk” of airborne transmission, especially in indoor, enclosed and crowded environments without proper ventilation.

Dancer, who was one of the signatories of the letter, said there is a lower risk of catching the virus the further you are from the source.

Jose-Luis Jimenez, a chemist at the University of Colorado, also told Al Jazeera the “virus loses infectivity over a period of an hour or so indoors”.

    How can you protect yourself?

Wearing face masks properly and maintaining physical distancing are recommended at all times.

Experts also recommend avoiding crowded places, especially public transport and public buildings.

In closed spaces at schools, offices and hospitals, increasing proper ventilation with outdoor air by opening windows can also mitigate the risk of infection, Jimenez said.

“For spaces where ventilation cannot be increased, we recommend portable high-efficiency particulate air (HEPA) filter air cleaners or possibly ultraviolet (UV) germicidal lights at the high end of need. We do not recommend other types of air cleaners.”

  • Government considering inspection of offices to enforce COVID-19 safety protocols

The government is considering an inspection regime for workplaces to ensure compliance with COVID-19 safety protocols.

Responding to a question on the matter at a press briefing on Tuesday, the Information Minister, Kojo Oppong Nkrumah said: “more daring steps will be taken on workplaces that are found to be openly flouting these regulations.”

He noted that the Ministry of Trades and Industry has a factory inspection unit and “we are exploring how to step that up to go a bit beyond that.”

“If it becomes necessary to take more drastic steps, we will let the nation know,” he said.

The government has consistently warned that workplaces are contributing to recent surges in COVID-19 cases.

It outlined safety measures to guide institutions to tackle the spread of the virus at their premises.

After the lockdown of Accra, Kasoa, Kumasi and Tema was lifted in April Ghana has seen COVID-19 cases rise from 1,042 to the current figure of 23,463.

A number of workplaces, including state institutions, have had to close down because of significant infections.

The most extreme incident of workplace infections occurred at a fish-processing factory in Tema where one worker is believed to have infected 533 other workers at the facility.

The spread at the factory garnered international attention as it was the largest number of confirmed cases within a single organisation in Ghana.

The Ghana Health Service has attributed the spike in coronavirus cases at workplaces to the disregard for safety protocols.

At the same presser, the Director-General of the service, Dr. Patrick Kuma-Aboagye complained that most people work in crowded environments leading to the spikes.

He has therefore urged employers to work towards better social distancing.

“These same [infected] persons either pick it [the virus] up from the workplace and take it to the communities where they live enhancing the spread or they the bring from the communities and spread at the workplace because certain etiquettes are not being followed,” Dr. Kuma-Aboagye said.

  • 2 students isolated, over 260 contacts exposed to Wesley High Coronavirus

Over 260 persons have been identified as contacts who got close to a student who tested positive for Covid-19 at the Konongo Wesley High School in the Ashanti Region.

Municipal Chief Executive for Asante Akyem Central, Susan Akomea (Hon) said two other students were held in isolation with their samples taken for testing.

“As we speak over 260 samples have been sent for testing… Obviously samples of his colleagues in the classroom, dormitories and close teachers needed to be tested,” the Municipal Chief Executive explained in an interview with Virgin City Radio.

    COVID-19 at Konongo Wesley High

The student was earlier rushed to the Konongo Government Hospital after showing symptoms of the virus, but was diagnosed with malaria and asked to return home.

He is reported to have left on his own to travel from Konongo to Kumasi only to find out that he is COVID-19 positive.

There were concerns earlier that the student, who has since not been isolated, could put the lives of his siblings at risk as samples of his mother, have already been sent for testing.

Health officials and school authorities have already been blamed for not handling the issue properly as calls for a shutdown of the school begin to gather momentum.

    MCE calls for calm

Reacting to the development, Mrs. Akomea ruled out a possible closure of the school but cautioned residents to adhere to safety protocols outlined by the government.

“Right now the school has two holding centers,” she told Dailymailgh.com, adding, “We are not closing down the school at the moment, it is possible the victim may have carried the disease from home. We should not be too alarmed, we have to adhere to the safety protocols, in this situation school children are at risk.”

  • Fraudsters look beyond MoMo wallets as they target bank accounts

Mobile Money is a cash management solution which offers flexibility, total security and convenience of accessing money on a mobile phone anywhere and everywhere and is no doubt providing security and comfort to users.

But the caution is that, users must be wary of fraudsters who may not only be seeking to empty their mobile money wallets but may also target bank accounts linked to mobile money accounts.

As MTN Mobile Money executive, Godwin Tamakloe explains in a zoom discussion with members of the Journalists for Business Advocacy (JBA), it may be a simple mobile phone call telling you about settings from the MTN office. As the caller leads you through some steps, you may end up setting yourself up for fraud when they succeed in getting you to generate an ATM token for them.

While mobile money technology has revolutionized monetary transactions and savings in many African countries including Ghana, wily fraudsters continue to devise strategies to fleece unsuspecting users.

The impact of the MTN Mobile Money Service in Ghana for instance has been phenomenal. Over an 11-year period, a total of GH¢3.8 billion has been saved in, and transferred through the system and according to Godwin, such benefits dwarf the negatives.

Yet, the fraudsters must be stopped, he maintains, and MTN has been working assiduously with the Ghana Police Service to achieve that.

    Lines blocked
This year there has been a sharp decrease in the number of phone lines blocked as a result of mobile money fraud and an increase in the number of failed attempts reported.

Industry experts explain that this is evidence that many more users are getting to understand better, the strategies used by these fraudsters. That notwithstanding, the importance of caution continues to be emphasized as the fraudsters continue to change their strategies.

    Sophisticated scammers
Clearly, many strategies now abound for these scammers. As the technology gets more sophisticated, the scammers get more innovative and seek to exploit the service as technology offers them diversity. Thus, there has been the resort by some fraudsters to strategies such as pop up messages that trick customers into entering their PIN thereby divulging it to the scammers, fake kidnapping claims, romance scam, extortion, blackmail and emotional scam.

    Engage police
But MTN remains unperturbed, Mr Tamakloe assures. Indeed, the company continues to engage the police to fight these fraudsters.

This year, a total of 13 mobile money fraudsters have so far been arrested and there appears to be no let-up in the quest to nab more of them.

MTN has requested that such fraudsters should be published in the media to serve as a deterrent to others. “Our management has written to the head of the police in that direction; we are still appealing to the police,” Mr Tamakloe reveals.

  • Our dams are for modern irrigation Government debunks peasant farmers report

The government has debunked assertions that 90% of dams under the One-Village-One-Dam (1V1D) project in the Upper East Region cannot be used for farming purposes.

The Minister of State at the Ministry of Food and Agriculture, Dr Gyiele Nurah, described the report by the Peasant Farmers Association of Ghana (PFAG) as “false”.

He said the conclusions of the research led by Prof. Joseph Yaro of the Department of Geography at the University of Ghana did not have any basis.

With funding from OXFAM, the researchers examined about 140 dams during the study.

It established that so far; 83 out of the 140 dams promised the by the government, have been completed.

“Most of these (1V1D) dams can be classified basically as domestic or livestock dams in terms of use. So irrigation really is out of the question for probably 90% of these dams. It is not possible for irrigation”, Professor Yaro said.

However, Dr Nurah maintained that the agriculture sector was “now in the modern era of irrigation”.
