  • Amid pandemic, world economy projected to shrink 3.2% in 2020: U.N.

    The world economy is projected to shrink by 3.2 percent in 2020 after the coronavirus pandemic sharply restricted economic activity, increased uncertainty and sparked the worst recession since the depression, the United Nations said on Wednesday.

    A report by the U.N. Department of Economic and Social Affairs said there would likely only be a gradual recovery of lost output in 2021. In January, the department had projected world economy growth of between 1.8 to 2.5 percent this year.

    “The world economy is expected to lose nearly $8.5 trillion in output in 2020 and 2021, nearly wiping out the cumulative output gains of the previous four years,” the report released on Wednesday said.

    The new coronavirus, which causes the respiratory illness COVID-19, has infected some 4.3 million people globally and more than 291,000 have died, according to a Reuters tally. The virus first emerged in the Chinese city of Wuhan late last year.

    Businesses were shut down and hundreds of millions of people around the world were told to stay home to stop the spread as scientists rush to develop treatments and a vaccine. The U.N. report said the pandemic showed how economic and public health “are inextricably linked and mutually reinforcing.”

    “Countries may seek to reduce inter-dependence, and shorten supply chains, as many may consider the potential costs of a crippling pandemic too high relative to the benefits they receive from economic integration and interdependence,” it said.

    “The fight against the pandemic — if it continues for too long and its economic price becomes too high — will fundamentally reshape trade and globalization,” it added.

    The report also warned that the massive loss of employment and income due to the pandemic will exacerbate global poverty.

    “According to baseline estimates, 34.3 million additional people — including millions working in the informal sector — will fall below the extreme poverty line this year, with African countries accounting for 56 per cent of this increase,” it said.

  • We will have summer tourist season, promises EU

    A gradual lifting of borders has been proposed by the EU’s executive in an attempt to kick-start a tourist industry hit hard by the coronavirus pandemic.

    “Our message is we will have a tourist season this summer,” said economic affairs commissioner Paolo Gentiloni, “even if it’s with security measures and limitations.”

    Borders closed across the EU, including the border-free Schengen zone.

    But states are starting to reopen them.

    Austria and Germany have become the latest EU countries to agree to remove travel restrictions.

    From Friday there will be random checks at border crossings and then on 15 June free movement should resume. “We want to make people’s everyday lives easier and take another step towards more normality,” said Chancellor Sebastian Kurz.

    UK travellers have already been warned not to expect “lavish” international holidays, with plans for a 14-day quarantine on air arrivals. But travel without quarantine will be possible to France and Ireland.

    The scale of the crisis was illustrated by travel giant Tui announcing the loss of up to 8,000 jobs worldwide with plans to cut costs by 30%. The German government has given the company a €1.8bn (£1.6bn; $1.9bn) bridging loan to stay afloat.

    What is the EU planning?

    The European Commission said its guidance was based on the principles of safety and non-discrimination. Tourism provided almost 10% of Europe’s economic output and millions of jobs across the 27 member states relied on it.

    Commission Vice-President Margrethe Vestager said no-one should travel if they felt sick or experienced symptoms.

    The non-binding plans involve countries working together to gradually remove travel bans and then border checks, while keeping targeted measures as the Covid-19 outbreak comes under control across the member states.

    A phased approach would start by allowing seasonal workers across borders, followed by a lifting of restrictions between countries with the virus under a similar level control and then the opening of all the EU’s internal borders.

  • Wall Street bonuses set to fall by as much as 30% in 2020: report

    Wall Street bonuses for 2020 could fall by as much as 25%-30% due to the deep cuts to revenues recorded by banks and hedge funds earlier this year as a result of the novel coronavirus, according to a report published Wednesday by compensation consulting firm Johnson Associates Inc.

    While most compensation is expected to be down, 2020 is likely to be a year with “wide, wide variations in incentive outcomes between stronger and weaker competitors,” according to the report by Alan Johnson, whose predictions are closely watched by financial professionals.

    The outbreak of the novel coronavirus has led to widespread shutdowns in the U.S. economy, causing gross domestic product to decline at a 4.8% annualized rate in the first quarter and forcing some 33.5 million Americans to file for unemployment benefits.

    For Wall Street professionals, most of whom are working from home, bonuses make up a significant percentage of their annual pay, and many have been fearing big cuts. reut.rs/3dxqHa6

    Workers in the commercial and retail divisions of many large banks could see the largest year-over-year declines in their incentive pay of up to 30%, as those banks have had to set aside billions for loans that could potentially go bad in this economy.

    Investment bankers in advisory roles could receive 20%-25% cuts to incentive pay, while their investment bank colleagues who work in underwriting would see smaller declines of 10%-15%.

    Johnson writes that this is because investment banking advisory revenues were down in the first quarter of the year, with most deals stalled, while debt underwriting flourished as corporations sought to build up their cash.

    The report also finds that asset managers could receive 20%-25% reductions in bonuses, while hedge fund workers could see 15%-20% declines.

  • China warns France against selling weapons to Taiwan

    China warned France on Wednesday not to “harm Sino-French relations” by selling arms to neighbouring Taiwan, which is planning to buy weapons as part of an upgrade to a French-made warship fleet bought 30 years ago.

    China says that Taiwan is part of “one China” and that this principle must be accepted by any country with which it has diplomatic relations. Arms sales to Taiwan are always highly sensitive and regularly prompt a strong reaction from Beijing.

    Taiwan is mostly equipped with US-made weapons, but in 1991 France sold Taiwan six Lafayette frigates, to China’s anger. France also sold Taiwan 60 Mirage fighter jets in 1992.

    Since then, China has vastly expanded its economic and military capabilities, and has grown more assertive in its efforts to thwart such sales.

    Taiwan last month said it was seeking to buy equipment from France to upgrade the ships’ missile interference system.

    Speaking in Beijing, Chinese Foreign Ministry spokesman Zhao Lijian said China resolutely opposed any arms sales to Taiwan.

    “We have already expressed our serious concern to France,” he told a daily news briefing.

    “We again urge the French side to abide by the one China principle and withdraw the arms sale plan to Taiwan to avoid harming Sino-French relations,” the spokesman added.

    Focus on Covid-19, says France

    France has rejected Chinese criticism of the planned weapons deal with Taiwan, saying everyone’s focus at this time should be on fighting the coronavirus epidemic.

    “France strictly respects the contractual agreements that it formed with Taiwan and nothing has changed in its position since 1994,” the French foreign ministry said in a statement on Wednesday, referring to a 1994 agreement re-establishing ties with Beijing.

    “Faced with the Covid-19 crisis, all our attention and all our efforts should be focused on the fight against the pandemic,” the ministry added.

    Taiwan says it needs to upgrade its armed forces to deal with the growing threat from China, which has in recent months stepped up its military drills near the democratic, self-governing island.

    China describes Taiwan as its most sensitive and important territorial issue, and has never renounced the use of force to bring the island under its control. Taiwan has shown no interest in being ruled by autocratic China.

  • FBI ‘mistakenly reveals Saudi official linked’ to 9/11 attackers

    The Federal Bureau of Investigation (FBI) has accidentally disclosed the name of a Saudi diplomat suspected of directing support to two al-Qaeda hijackers in the September 11, 2001 attacks on the United States, Yahoo News reported.

    The mistake about the identity of the Saudi embassy official was made in a declaration by an FBI official in response to a lawsuit by families of 9/11 victims who accuse Saudi Arabia’s government of involvement in the attacks, the report said on Tuesday.

    Michael Isikoff, the chief investigative journalist at Yahoo News who was the first to notice the apparent mistake, told Al Jazeera he knew right away the disclosure was “a slip-up”.

    “When I noticed that the declaration included this information, I contacted the FBI for comment. Because I knew that the justice department and the Trump administration had been going to extraordinary length to keep all of this under wraps,” he said.

    “In fact, both Attorney General William Barr and the Acting Director of the National Intelligence Richard Grennell had filed motions with the court saying that any information relating to the Saudi embassy official and all internal FBI documents about this matter were so sensitive; they were state secrets, that means if revealed they could cause damage to the national security.”

    The declaration by Jill Sanborn, the assistant director of the FBI’s counterterrorism division, was filed in April but unsealed late last week, according to Yahoo News.

    Mussaed Ahmed al-Jarrah was mistakenly named in the declaration, an error that Yahoo News said was also confirmed by a senior US government official.

    Al-Jarrah was a mid-level Saudi foreign ministry official who was assigned to the Saudi embassy in Washington, DC in 1999 and 2000.

    He was in charge of supervising the activities of Ministry of Islamic Affairs employees at Saudi-funded mosques and Islamic centres in the US, according to the report.

    In a portion of the filing describing the material sought by lawyers for the families of 9/11 victims, Sanborn refers to a partially declassified 2012 FBI report about an investigation into possible links between the al-Qaeda hijackers and Saudi government officials, Yahoo News said. That probe initially focused on two individuals, Fahad al-Thumairy, a cleric, and Omar al-Bayoumi, a suspected Saudi agent.

    A redacted copy of a three-and-a-half page October 2012 FBI “update” about the investigation said that FBI agents had uncovered “evidence” that al-Thumairy and al-Bayoumi had been “tasked” to assist two hijackers by another person whose name was blacked out. This prompted the lawyers for the families of the 9/11 victims to refer to this individual as “the third man”.

    Describing the request by the lawyers to depose that person under oath, Sanborn’s declaration said in one instance that it involved “any and all records referring to or relating to Jarrah”, according to Yahoo News.

    This represented the first public confirmation that the so-called “third man” was an accredited Saudi diplomat. But all of the FBI evidence the agents had gathered about al-Jarrah and his communications about the two attackers remain under seal, the report said.

    It is unclear how strong the evidence is against al-Jarrah, whose whereabouts remain unknown. But the disclosure appears likely to revive questions about Saudi Arabia’s potential links to the 9/11 plot and highlights the extraordinary efforts by US government officials to prevent internal documents about the issue from becoming public, Yahoo News said.

    “This shows there is a complete government cover-up of the Saudi involvement,” Brett Eagleson, a spokesman for the families, told the news outlet. “This is a giant screw-up.”

    Yahoo News said it contacted the Department of Justice on Monday, but officials notified the court and withdrew the FBI’s declaration from the public docket.

    “The document was incorrectly filed in this case,” the docket now reads, said the report.

    Fifteen of the 19 hijackers involved in the 9/11 attacks, which killed nearly 3,000 people, were Saudi citizens.

    The Saudi government has repeatedly denied any involvement in the attacks in which al-Qaeda-affiliated men hijacked and crashed planes into New York’s World Trade Center, destroying the towering buildings and sending plumes of debris shooting through the most populous US city.

    A third aircraft struck the Pentagon just outside of Washington, DC, and a fourth plane crashed in a field in Shanksville, Pennsylvania.

  • Ghana Beach Soccer clubs not included in GFA,FIFA support fund

    The Chairman of the Ghana FA Beach Soccer Committee, Yaw Ampofo Ankrah has debunked reports that beach soccer clubs have been promised a financial package from the GFA.

    This follows the earlier disclosure by GFA President Kurt Okraku that FIFA will give every member association financial support dubbed “Emergency Fund” in the coming days.

    Further, according to Okraku, the moment the funds arrive, football clubs in Ghana will receive what they deserve.

    “There is a FIFA emergency fund that will be released to us and when it comes we will share it to our member clubs because they are suffering”- the FA President stated.

    When contacted on Wednesday morning, Ampofo Ankrah said that he was happy to hear the news.

    However, he was quick to state that there has been no communication from the GFA regarding any support for beach beach soccer clubs in Ghana.

    “Ofcourse it would be great news if beach soccer clubs too were considered but as i sit here, nothing of the sort has been proposed, discussed or promised by the GFA. The package is for football clubs so please let’s get the facts right until the FA says otherwise”.

    There are currently 26 recognized beach soccer clubs scattered along the the coastal belt of Ghana.

    Each club has written to the FA seeking official re-registration into the electronic Ghana football data system as stipulated by FIFA to all member associations.

    Meanwhile the Clubs Licensing Officer/ IT Manager at the GFA has given beach soccer clubs an update on the current state of affairs due to the Coronavirus restrictions and the possibilities available for resuming any administrative work relating to the electronic registration of beach soccer clubs.

  • Cover opened drains MP fumes after 9-year-old boy dies

    Member of Parliament for Madina Constituency, Abu-Bakar Saddique Boniface, says it is important that all drainage systems in the country be covered, considering the danger open drains poses.

    Mr Abubakar made this statement in an interview with GhanaWeb when he visited the family of a nine-year-old boy who drowned in a drain after it rained on Sunday, in his constituency.

    “All drains must be covered, storm drains must be covered. Even in the middle of the road, you can create a storm drain and cover it. Even in advanced countries they maximize the land. So you see that when it rains, you don’t see water running all over the street. Everything goes down.” He explained.

    According to him, with the constant increase in the population of the country, it is more important that the utilisation of available land is done efficiently and effectively.

    The MP who also serves on the Works and Housing Committe, indicated that recommendations for the construction of covered drains have been tabled before the ministry and is very hopeful that they will be implemented very soon.

    “I am on the Works and Housing Committee in Parliament and we have advised…for which I am sure that in the future, drains that will be constructed within the communities will be covered.” He said.

  • FIFA sets new date for U-17 Women’s World Cup

    Football’s world governing body FIFA has announced new dates for the U-17 Women’s World Cup which was postponed due to Coronavirus.

    The new dates for the tournament to be hosted by India will be from February 17 to March 7, 2021.

    The competition was originally scheduled for November 2 to November 21, 2020, but changes had to be made following the impact of COVID-19 on sports forcing all qualifying games to be postponed.

    Meanwhile, the eligibility criteria for the tournament still remains the same with players born on or after 1 January 2003 and on or before 31 December 2005 cleared to compete.

    The Black Maidens of Ghana will now wait on the Confederation of Africa football for it’s final round qualifiers against Nigeria.

    Ghana reached the final round of qualifiers after beating Liberia 10-0 on aggregate.

    The 16-year old has been one of the revelations in the 2019/20 Ghana Premier League season after banging in 8 goals from 14 league appearances for the Haunters.

    Kwabena has now been heavily linked with a move to top African clubs such as Egyptian giants Zamalek, Tunisian outfit Esperance and Wydad Athletic Club of Morocco after his explosive form in the league.

    However, in an interview with Egyptian news portal Albawaba news, the teenager revealed that his sole aim is to go and break the European records of former Sunderland star Asamoah Agyan after stating that he will choose the Egyptian league ahead Tunisian Ligue Professionnelle 1 if he had his way.

    “When the offer becomes suitable for my future in Africa, I will tend to agree and stay. As for my dream, I will surpass Asamoah Gyan in his goal numbers with European clubs, especially as I am still young and I have more time to make new history for Ghanaian football.”

    “I will choose the Egyptian league, because it is full of stars, and the proof of that is that it contributed to the emergence of Egyptian international star Mohamed Salah,” Kwabena told Albawaba news monitored by Talk Sports Ghana.

  • COVID-19: Ban on Pragya not meant to collapse job – MCE

    The Municipal Chief Executive (MCE) of New Juaben South, Isaac Apaw-Gyasi, has said that the ban on Pragya activities in the municipality was to reorganise riders and to sensitise them on COVID-19 but not keep them out of business.

    He clarified that most of the Pragya riders were gleefully flouting all the protocols against the spread of COVID-19 without recourse to their own safety and that of their passengers.

    “…a lot of them are not following the protocols. We were all told that if you have a car that takes three people, you are supposed to take two and if you have a car that takes four people, you are supposed to take three; in other words, trying to exercise some form of social distancing.

    “It may interest you to note that I have called them to advise them. Actually, I have visited them, had an encounter with them…so a lot of education has gone on,” he narrated as he expressed disappointment that the riders were not heeding to advice.

    According to the MCE, it has become difficult for the Assembly to track activities of the riders because most of them do not belong to any transport union.

    He said the worst of it all was that most of them did not have licenses of operation but were on the road working.

    “What we notice is that a lot of them don’t belong to any group and therefore are all floating riders and that makes it difficult to keep track of their activities and were without licenses.

    “We all have to be proactive to protect the people of New Juaben, so, I held a meeting with them and told them about the complaints that have come from the citizens.

    “I sat down with the Emergency Response team…and a decision was taken that we invite their organization and talk to them so that there could be some break in their activities for us to use the period to sensitise them one more time and also for them to know the dreaded COVID-19,” he said.

    Mr. Apaw-Gyasi emphasised that at the meeting, the committee and the riders together agreed that they go on break for the two weeks while a comprehensive data is organised on them as well as educate them on dangers of not observing the social distancing.

    He disclosed that the Emergency Response Committee would meet with the riders within the week to take further decisions as to whether or not the two weeks ban would be reduced.

    A former manager of rapper Sarkodie and media personality Sammy Forson has explained a practical situation that demonstrated the love Nigerians have for Sarkodie.

    Making the comment on the Daybreak Hitz Show on Hitz FM as the host, he said Ghanaians do not appreciate their artistes.

    Sammy Forson buttressed the impression by stating that there are other nationals who wished some Ghanaian artistes were from their country.

    He gave an example of when he was managing Sarkodie. According to him, some Nigerians visited him to pay respect to the craft and talent of Sarkodie.

    Sammy Forson added that these Nigerians said they wished Sarkodie was their national and they would have given him the best of support, unlike Ghanaians.

    “Back when I was managing Sarkodie, a few Nigerians came up to me to say they wish Sark was a Nigerian. They would have supported him wholeheartedly,” he said.

  • ‘We are expecting two funds from FIFA’- GFA President Kurt Okraku

    President of the Ghana Football Association, Kurt Okraku has revealed that his outfit is expecting two forms of funds from World Football governing body FIFA.

    The funds to be received from FIFA comes in two folds, the FIFA Forward and the FIFA Coronavirus Fund which is expected to help the FA during the period of distress caused by coronavirus.

    “We are also waiting for FIFA to fast track the process and get is the Emergency COVID-19 fund. We are expecting two funds from FIFA. The FIFA forward and the FIFA COVID-19 fund,” Kurt Okraku told Happy Sports.

    The Ghana Premier League is currently on suspension due to the outbreak of Coronavirus in the West African state.

    The impact of the pandemic has seen clubs cry for help from the FA, with the monies expected to be used as a form of relief for the association and teams.

    “FIFA forward money, you cant withdraw cash, you cant take loan with the cash and you cant misappropriate the fund. We have explained this to the clubs and again, Emergency fund is still being expected and we shall share that with the clubs when the money is paid to the FA,” said the President.

  • Two die in accident at Gomoa Ankamu

    Two men met their untimely death when the taxi cab they were travelling in got involved in an accident at Gomoa Ankamu on Tuesday afternoon.

    Mr Abdul Wasiu Hudu, Central Regional Public Relations Officer of the Ghana National Fire Service (GNFS) who confirmed the accident to the Ghana News Agency (GNA) said it occurred around 14.27hrs.

    He said fire officers at the Apam Fire Station were informed about the accident and so rushed to the scene.

    Mr Hudu said the team found a taxi cab with registration number (GS 5436-19) which was travelling from Mankessim towards Accra lying on its roof with occupants trapped inside.

    He said the firemen had some difficult time removing the two occupants who were found dead.

    He said though the cause of the accident was not immediately known, the taxi cab was carrying liquid substances suspected to be alcohol.

    According to an eye witness, the taxi cab was spotted moving dangerously on the road and suddenly somersaulted and hit the rear of a Man Diesel truck ahead of it, landing off the road in the process.

    The bodies of the two unidentified men have since been deposited at the St. Louis Catholic Hospital at Apam.

  • 10 Coronavirus hotspot cities in Ghana should be careful in

    The disease which was first recorded in November 2019 in China, has spread around the world and been declared a pandemic by the World Health Organization.

    However, differences in testing mean that the number of cases may be understated for some countries.

    In Ghana, the first two cases relating to the pandemic were confirmed on March 12, 2020, when two people returned from Norway and Turkey respectively.

    The West African country has since recorded over 5,000 positive cases.

    According to data from the Ghana Health Service (GHS), the country as of Tuesday, May 12, 2020 has recorded 5, 127 cases with 494 recoveries and 22 deaths.

    The Ghana Health Service has also named areas considered as hotspots in the country.

    At a press briefing in Accra on Tuesday, the Director-General of the Ghana Health Service (GHS), Dr. Patrick Aboagye, said the Greater Accra and Ashanti regions have the most cases and they also have all the COVID-19 hotspots.

    A viral video had him showcasing his biking skills and proving to the entire world that he is a young blood from Ashaiman.

    In the video trending, Abraham Attah raised the front tire of his bicycle while forcing it hard to keep it intact.

    The young actor was flown to the USA after an impressive performance in the film Beasts of No Nation.

    He was later featured in the Spider-Man movie.

  • Court jails farmer 10 years for defiling sister-in-law

    A non-governmental organization, Wawa Project, which seeks to alleviate some burden off the vulnerable and people with disabilities had presented some items to pupils of Kobina Ansa MA basic school in the Mfantseman community.

    About 15 pupils benefitted from the package made up of rice, cooking oil, toiletries, sanitizers, nose masks, biscuits, tomato paste and an undisclosed amount of money to help mitigate their plight against the effects of the COVID-19 pandemic.

    The mission of the Wawa Project is to support the education of vulnerable pupils and later equip them with the needed tools and skills to be fully integrated into their communities after their education.

    The goal of the project is to erase perceptions that individuals with disabilities led less fulfilled lives or were less capable of contributing to society.

    Presenting the items to the pupils, Mr. Frank Mensah, the assistant head teacher of Kobina Ansa School who also doubles as the Coordinator of the Project, advised the pupils to remain focused in their studies as they waited for schools to reopen.

    He urged them to observe all the safety protocols of the COVID-19 to protect themselves from the disease.

    Miss Oby Ukadike, Director of programs and development of Wawa Project in her virtual message, prayed that the pandemic will end soon for them to continue with their education.

    As part of their services, Wawa Project supply school uniforms for pupils, pay exams fees, medical bills and also feed them breakfast and lunch each day.

    They also provide weekly stipend to the disabled pupils.

  • Corporate Ghana won’t take us seriously if the league is truncated- GFA President

    Ghana Football Association President, Kurt E.S Okraku believes that the truncation of the 2019/20 Ghana Premier League season may affect the association’s relationship with Corporate Ghana.

    The 2019/20 Ghana Premier League was halted halfway into the season following the ban on all public gatherings by the state in the wake of the Coronavirus pandemic.

    Due to the rapid increase in the number of confirmed cases of Coronavirus in the country and the extension of the ban on social gatherings by the President, there have been some calls from some stakeholders for the truncation of the league as it is still not clear when the fight against the pandemic will be won.

    However, according to Kurt Okraku, Corporate Ghana will see the league as inconsistent if it is being truncated because there hasn’t been a winner of the league since 2017.

    “If there is no football, you don’t expect your sponsors to continue dolling out money to the clubs because they are not charities and even charities require a certain form of visibility. You have to also look at the partnership that currently exists at the FA level and the loss of revenue due to this situation.”

    “Before we went for the Coronavirus break, we were busily engaging the private sector to come on board and partner the football association and the measures we put in place before the start of the season had started taking shape in the minds of Ghanaians.”

    “Corporate Ghana has started looking at the Ghana Football Association and the footballing industries as possible partners and we are also looking to get their support. So if we cancel football within this period, we shouldn’t expect corporate Ghana to take us seriously. Don’t forget that since 2017, we have not declared the winners of any league we have played”. Kurt Okraku told Happy FM on the effects of COVID-19 on Ghana’s Sports Industry.

  • Eight dead in fatal accident on Accra-Kumasi highway

    Eight (8) persons have lost their lives in a fatal accident on Accra to Kumasi Highway.

    Three (3) persons who sustained life-threatening injuries are on admission.

    The fatal accident occurred Tuesday evening around 8:30 pm on Akyem Anyinasin stretch of the highway which is a few Kilometers away from Akyem Asiakwa junction in the Eastern Region.

    The Kibi Divisional Commander of Motor Traffic and Transport Department(MTTD) DSP Henry Agyemang explained to Starr News, two Mercedes Sprinter Vehicles were speeding from Accra direction towards Kumasi in the evening but upon reaching the section of the road bumped into a fully loaded Cargo truck which had developed a mechanical fault in the middle of the lane.

    The first driver of Sprinter Bus managed to drive past it but the second vehicle closely following the first Vehicle crushed into the Cargo truck with registration number, AS 5280 N which had the driver of the truck and a mechanic under it fixing the fault.

    He said, the Sprinter driver and three other passengers out of eleven (11) onboard died on the spot while the driver of the Truck who was helping a mechanic fix fault on his truck was killed.

    DSP Agyemang said, three (3) out of the other injured passengers rushed to Engresi Government Hospital died upon arrival. The deceased included the only female passenger who was in the Sprinter Bus.

    Two of the injured passengers are in critical condition but the passenger who was seated at the front of the Sprinter Bus has been treated and discharged helping police with the investigation into the cause of the accident.

    Body of the deceased persons have been deposited at the Kibi Government Hospital morgue.

    Meanwhile, the local Police personnel worked tirelessly throughout the night till the next morning to ensure that the injured are saved while the 8 bodies were properly preserved, while the road was also cleared.

  • 10 inmates of Ashaiman police station test positive for Covid-19

    A source close to the Ashaiman police station has disclosed to Joy News that 10 inmates there have tested positive for Covid-19.

    The commander in charge of the station, the source said, only got to know after random tests were conducted by health officials two weeks ago.

    So far, out of the 54 samples taken 10 persons are said to have tested positive and have been isolated. The police officers there are yet to go into self isolation as they await the result of their test.

    The inmates have since been transferred to an isolation centre until further notice.

    Joy News learned officers at the station have been duly informed and directed to adhere strictly to the WHO protocols of constant hand washing and social distancing.

  • Russia records more than 10,000 new virus cases

    Russia reported more than 10,000 new coronavirus cases Wednesday, continuing a grim trend that has seen the country register the world’s second-highest number of infections.

    Health officials reported 10,028 new cases over the last 24 hours, bringing Russia’s total number of infections to 242,271.

    Health Minister Mikhail Murashko told parliament more than 100,000 patients are now hospitalised with confirmed or suspected coronavirus, a significant jump from the figure of 80,000 he gave on Friday.

    Nearly 1,500 patients are currently on ventilators, the minister said.

    Six patients have died in deadly fires at hospitals in Moscow and Saint Petersburg over the past week.

    The blazes have been linked to domestically-produced ventilators and the country’s healthcare regulator on Wednesday suspended the use of the particular model involved.

    Murashko acknowledged ongoing “disruptions” in supplies of personal protective equipment for medics, while he said those working in “red zones” with infected patients now have enough.

    The Kremlin this week began easing a national lockdown to slow the spread of the virus, despite a steady rise in numbers that on Tuesday brought Russia to second place in a global tally of infections, behind the United States.

    A majority of Russia’s new cases were registered in the capital, a government virus tally said, where Moscow Mayor Sergei Sobyanin has extended a lockdown until the end of May.

    Senior figures infected

    President Vladimir Putin’s spokesman Dmitry Peskov has become the most recent senior official to test positive for the coronavirus.

    He told reporters he was receiving treatment in hospital.

    His wife, Olympic ice dancer Tatiana Navka, who has also tested positive, wrote on Instagram that she was already recovering but “it’s a bit more complicated for my husband”.

    Despite the steady rise in new cases, Russia’s reported mortality rate is significantly lower compared to other European countries hit hard by the pandemic, with 96 new deaths and a total of 2,212 dead from the coronavirus as of Wednesday.

    Authorities say the low mortality rate is because Russia was able to learn lessons from the experiences of western Europe, moving quickly to isolate travellers and people at risk, convert hospitals for virus patients and launch a vast campaign to test and quarantine those infected.

    Health Minister Murashko said low fatalities were “thanks to our hero medics.”

    Authorities on Monday said they had carried out nearly six million tests.

    But critics have cast doubt on the figures, accusing the authorities of under-counting by blaming virus-related deaths on other causes.

    Murashko said that Russia was working on developing vaccines and clinical tests are planned to start in June.

  • WHO stresses need to find source of coronavirus

    Pinning down the source of the coronavirus pandemic should help in working out how COVID-19 has “invaded the human species” so quickly, a senior WHO official told AFP.

    The outbreak has triggered a fierce diplomatic spat between China and the United States – with the World Health Organization at the centre of the row.

    In late March, US President Donald Trump and his Chinese counterpart Xi Jinping struck an informal truce in the war of words over the origin of the deadly disease.

    But it quickly broke down. Trump has been accusing Beijing of being slow to alert the world to the initial outbreak in Wuhan, and openly suspects China of covering up an accident at the eastern city’s virology lab.

    Far from the cross-Pacific spat, Sylvie Briand, the WHO’s director of infectious hazard management, said it was crucial to know the origin of the virus “to understand how it has evolved”.

    “It is a virus of animal origin transmitted to humans. And so we have to try to understand how the adaptation of this virus allowed it to invade the human species,” she told AFP outside the WHO’s headquarters in Geneva.

    Virus ‘ping-pong’

    The first cases of SARS-CoV-2, the virus that causes the COVID-19 disease, were reported in late December in Wuhan.

    Since then, the pandemic has infected more than four million people worldwide and claimed nearly 300,000 lives.

    Many researchers believe the new coronavirus came from bats, but passed through another species before being transmitted to humans.

    “The virus multiplied in these animals, changed a little in doing so and finally resulted in a type of virus” that is transmissible to human beings, said Briand, who in 2009 headed the WHO’s influenza progamme during the 2009 H1N1 “swine flu” pandemic.

    Retracing the origin of the virus, by discovering the intermediate hosts, would “prevent the phenomenon from happening again — and avoid ping-pong” transmission between humans and animals.

    “Every time it jumps from one species to another, the virus can mutate a bit,” the French scientist said.

    “That can have an impact on treatments – it can become resistant – while vaccines may no longer be effective enough.”

    For now, there are still many unknowns, despite “thousands and thousands of samples” having been taken, notably from “many animals in the market in Wuhan” – but also from dogs in Hong Kong, said Briand, stressing that the analysis will take time.

    The samples are taken by WHO member states but the United Nations’ health agency “encourages them to share information with each other” in order to speed up research.

    Changing the alert system

    The United States and Australia have called for an international probe into the origin of the virus.

    More diplomatically, the WHO has called on Beijing to invite them in to investigate the source.

    Shortly afterwards in early May, China proposed setting up a commission under the auspices of the WHO to assess the “global response” to COVID-19 – and only once the pandemic is over.

    The Chinese authorities insist that the plan should be signed off in advance by the WHO’s World Health Assembly or its executive board – the two main bodies of the UN agency, which host their annual meetings next week.

    Briand said the gatherings should also focus on the need to “refine” the WHO’s health alert system, which only allows the organisation to declare whether there is a global emergency or not – while the previous procedure had six stages, with the last being declaring a pandemic.

    “We need to find a system that can trigger alerts so that people can get ready,” she said.

    “But at the same time we have to tell them whether it is imminent or if it’s coming in a few weeks or months, and tell them more precisely what it is they need to be prepared for.”

  • Coronavirus: Broadway actor Nick Cordero wakes from coma

    A Broadway actor who had his right leg amputated while fighting Covid-19 has woken up from a medically induced coma, his wife has revealed.

    Amanda Kloots said it was “a miracle” that husband Nick Cordero was on the road to recovery.

    The Canadian actor, who was nominated for a Tony Award for the Bullets Over Broadway musical, has been in hospital in Los Angeles since the end of March.

    Kloots has been posting regular updates about the 41-year-old’s condition.

    A fundraiser set up to support the couple and their young son Elvis has raised more than $500,000 (£407,000).

    Cordero was initially admitted to hospital on 30 March after being diagnosed with pneumonia, and later tested positive for coronavirus.

    According to his wife, he went into septic shock while in hospital, had two “mini strokes” and had blood clotting complications that resulted in his leg being amputated.

    Speaking on Instagram on Tuesday, Kloots said her husband was “extremely weak” but was “following commands which means his mental status is coming back”.

    Cordero’s other theatre credits include stints in Waitress, Rock of Ages and the musical version of A Bronx Tale.

  • Hong Kong pushing to make ‘insult of Chinese anthem’ a crime punishable by up to three years in prison

    After five months of being at the forefront of the coronavirus pandemic, new infections in Hong Kong have slowed to a trickle, and the city is slowly getting back to normal. Which, these days, means protests.

    Many are not waiting for the final coronavirus restrictions to be lifted. During protests over the weekend, police arrested some 230 people on a variety of charges, including unlawful assembly and refusing to abide by social distancing regulations.

    Such disturbances are only likely to increase, with summer being the city’s traditional protest season around the key anniversaries of June 4, for the Tiananmen Square massacre, and July 1, which marks Hong Kong’s handover to Chinese control, as well as a host of new key dates created by last year’s protests.
    The government has attempted to wield public opinion against the protesters, pointing out that people are already hurting economically from the coronavirus crisis and now is not the time for further public disturbance. The heavy police response to initial protests also seems designed to dissuade anyone on the fence from joining in.

    At the same time, however, the government is pushing ahead with a piece of legislation that — like the extradition bill that kicked off last year’s protests — has sparked concern among moderate Hong Kongers about increasing Chinese encroachment and undermining of the city’s political freedoms.

    On Tuesday, the government said lawmakers will resume debate on the Chinese national anthem bill on May 27. The proposed law will make it a crime punishable by up to three years in prison “to insult the national anthem.”
    “The national anthem is the symbol and sign of the country,” Matthew Cheung, Hong Kong’s chief secretary and number two official, said in a statement. “(The purpose of the law) is to preserve the dignity of the national anthem so that members of the community would respect the national anthem.”

    Hong Kong is part of China, but the semi-autonomous city has its own legal and political system, with limited democracy and greater personal freedoms than on the mainland. The city competes as itself in many arenas, such as the Olympics and international football matches, but uses China’s national anthem, “March of the Volunteers,” which is also played at official ceremonies.

    The proposed law mirrors legislation passed in Beijing in September 2017, amid widespread anger in the mainland at Hong Kong football fans booing the country’s national anthem during international matches.

    But it has taken almost three years for the same rules to be applied in Hong Kong. That is despite it being added to Annex III of Hong Kong’s Basic Law, the city’s de facto constitution, which requires the city’s government to apply the national anthem law locally “by way of promulgation or legislation.”

    Per Article 18 of the Basic Law, “laws listed in Annex III … shall be confined to those relating to defense and foreign affairs as well as other matters outside the limits of the autonomy of the Region.” Previous laws introduced in Hong Kong by law of Annex III include regulations regarding China’s exclusive economic zone, which has an effect on territorial claims in the South China Sea, and legislation regarding foreign banks.

    That this can be applied to cover legislation regulating the country’s national anthem shows the fairly broad remit Beijing sees the law as providing. What checks exist on this ability are only really provided by the Hong Kong legislature, and the local government’s previously stated commitment to allowing lawmakers to debate such laws rather than simply promulgating them unilaterally.

    Nor is Annex III the only way the Chinese government can influence laws in the semi-autonomous city, beyond its appointment of Hong Kong’s leader and influence on pro-Beijing lawmakers. The NPC can also issue “interpretations” of constitutional issues, such as in 2016, when it intervened in a debate over oath-taking to rule that lawmakers who had staged protests during their swearing-in ceremony had voided their election and were barred from taking their seats.

    Hong Kong’s legislature began debating the national anthem law early last year, before the protests over the extradition bill brought all procedures to a stop and shut down the legislature for several months. In its statement Tuesday, the government said it wanted to pass the law before the current legislative session ends in July and any outstanding work becomes defunct, meaning the entire process would have to start over again.

    Passage of the law seems inevitable without the kind of radical action taken by protesters last year to block the extradition bill. Opposition lawmakers do not have the numbers to block the law, and while filibustering and other procedural tactics have succeeded in slowing it in the committee stage, they have largely run their course.
    Once law, it will be illegal to misuse or insult “March of the Volunteers,” with offenders subject to a fine of up to $6,450 (50,000 HKD), and three years in prison. Schoolchildren, including those at international schools, would also be legally required to learn the anthem, which opens with the line, “Arise, we who refuse to be slaves!”

    Multiple legal and human rights bodies have criticized the law for undermining freedom of expression and contravening Hong Kong’s constitutional protections.

    Both the Hong Kong Bar Association and the Progressive Lawyer’s Group (PLG), which represent legal professionals in the city, raised concerns that the wording of the law left it open to abuse and uncertainty, with the PLG saying in a statement that it is “poorly drafted and appallingly lacking in clarity.”

    A joint statement from 38 Hong Kong civil society groups warned the law “could have chilling effects on dissent and become a tool for the government to suppress opposition.”

    A spokesman for Hong Kong’s Constitutional and Mainland Affairs Bureau said Tuesday that the spirit of the bill was “respect,” adding that a person would only commit an offense if they publicly and intentionally insulted the national anthem. He denied that the law was “draconian” or that there was any risk of “suppressing the freedom of speech.”

    Government officials have previously said they hope not to see any prosecutions, that the law itself would be sufficient to engender “respect” for the anthem, a suggestion ridiculed by opposition lawmakers.

    “Respect cannot be won via legislation,” pro-democracy lawmaker Claudia Mo told CNN last year. “Respect has to be won by oneself. You cannot threaten and force others to respect you unwillingly.”

    Nor are protesters who have regularly taken to using the phrase “Chinazi” and defacing the Chinese flag during demonstrations likely to stand and salute as “March of the Volunteers” plays.

    If and when the bill passes, its revocation will likely become another protest demand, as anti-government unrest will inevitably kick into high gear again.

    The stakes are substantially higher this year, with legislative elections in September. While Hong Kong’s parliament is not fully democratically elected, the opposition is hoping it can build on a landslide victory in last year’s local elections to squeak a bare majority in the higher chamber, the first time this has ever happened under Chinese rule.

    With Beijing increasingly asserting its control over Hong Kong affairs however — including hinting at expelling or barring more lawmakers from election — the national anthem law could become a key tool in avoiding any further electoral humiliation.

  • Coronavirus: Prestea Government Hospital gets isolation centre from Golden Star Resources

    The multi-purpose recreational park in Prestea has been temporarily released to the Prestea HuniValley Municipal Health Directorate to be used as an isolation centre.

    The move by the mining firm, Golden Star Bogoso Prestea Limited (GSBPL) on Friday, May 8, 2020, was part of plans being made by the company to fight the disease in the municipality.

    At the short ceremony at the recreational park to officially release the facility, the Finance and Administrative Manager of GSBPL Rodney Oddoye stated that, as a company, it has always been their way of supporting in difficult times, hence the several support they have provided since the outbreak of the disease in Ghana.

    He said, Golden Star has so far provided some water storage systems at various public places in the operational areas, where water is supplied intermittently, just to make sure people get free water to wash their hands to prevent contracting Covid 19.

    “We have given out water poly tanks to major lorry stations in our catchment areas which include Bogoso, Dumasi and Prestea. YOM, a water tanker contractor of GSBPL has agreed to provide free water to fill these polytanks from time to time”

    “We have also supported the three CHIP compound health facilities in our catchment areas including Brakwaline, Himan and Bondaye with complete sets of veronica buckets, to help with proper handwashing in these facilities.” Mr. Oddoye stated.

    Above all, Mr. Oddoye further said, the release of the recreational park will help deal with Covid19 in the Prestea Huni Valley Municipality.

    He said, “this very centre where we are holding this ceremony has been given out to the management of the Prestea Government Hospital, to serve as a temporary holding and isolation centre for COVID19 cases, that may arise in the Prestea Huni Valley Municipality”.

    The Medical Superintendent at the Prestea Government Hospital thanking GSBPL confirmed the first case of COVID19 in the Prestea HuniValley and pleaded for calm.

    He advised against stigmatization and pleaded with everyone to observe the precautionary measures and better still stay at home.

    On behalf of the chiefs, Nana Adu Panyin II, Chief of Mbease Nsuta expressing sadness over the case recorded Thursday, May 7 2020, called on the Health Directorate and GSBPL to intensify education on what isolation centre is. So not to be blamed for spreading the disease in Prestea and its environs.

    Later at the same event, the Third Party Contractors, through GSBPL donated some items amounting over Ghc44,000 to be distributed to the clinics scattered in the Prestea Huni Valley Municipality.

    The items included gallons of hand sanitizers, gallons of liquid soaps, veronica buckets, waste bins and paper tissues.

    The third party contractors who made the donation were LOCOMS, Amaray Enterprise, P2W, Petrosol, Western Transport Services, Kruger Brent Security and Primus.

    The rest were ERAM, Scrap dealers, Environmental Services(Bronsons, Braodleaf, Inubellem, Ralph Amonoo, Perfect Atom and PaCS), YOM Water Tanker Services and Erdmac.

  • Rapper 6ix9ine has $200k charity donation rejected

    Rapper 6ix9ine has had a $200,000 (£163,000) donation to a children’s charity rejected.

    The No Kid Hungry campaign said it has a policy of rejecting funding from donors who do not fit with its values.

    The rapper, who was recently in prison for crimes he carried out as part of a violent gang before making a successful comeback, called the decision “cruel”.

    The Brooklyn rapper had evaded jail time on previous charges, including child sex offences in 2015.

    In a now-deleted Instagram post, 6ix9ine, whose real name is Daniel Hernandez, announced he was donating $200,000 to the campaign, which seeks to solve problems of hunger and poverty in the US.

    But Share Our Strength, the non-profit organisation that runs the campaign, told the BBC it had declined the controversial rapper’s offer.

    “We are grateful for Mr Hernandez’s generous offer to donate to No Kid Hungry but we have informed his representatives that we have declined this donation,” it said.

    “As a child-focused campaign, it is our policy to decline funding from donors whose activities do not align with our mission and values.”

    The rapper responded on Instagram that he had “never seen something so cruel”. He has since deleted the post.

    6ix9ine has been making headlines in the last week for an explosive return to the spotlight after being released from prison early as part of a nationwide effort to stem the coronavirus outbreak in US jails.

    He broke the all-time record for an Instagram live stream, with more than two million people tuning in at one point. His new track Gooba has racked up 120 million views on YouTube in just four days.

    Last year, the 24-year-old pleaded guilty to a series of gang robberies and shootings.

    At his 2019 trial, the rapper initially denied the charges against him but entered a plea bargain, giving evidence against other gang members in order to get a reduced sentence after potentially facing a maximum of life in prison.

    He testified against former members of Nine Trey Gangsta Bloods.

    The offences 6ix9ine was charged with include racketeering, carrying a firearm, assault with a dangerous weapon, and conspiracy murder charges.

    In 2015 he pleaded guilty to an incident involving a “sexual performance” with a 13-year-old girl and was ordered to serve a four-year-probation sentence following legal problems that followed the case.

  • Hodgson has no fears over Premier League return despite virus

    Crystal Palace manager Roy Hodgson is ready to take part in the Premier League’s proposed restart during the coronavirus crisis despite being in the vulnerable age group.

    Hodgson is the oldest manager in Premier League history at 72, potentially putting the former England coach in danger if he contracts the virus.

    But Hodgson said he had no fears about getting back to work if the Premier League stick to their plan to let clubs start training next week.

    Asked if he would be able to return, Hodgson told beIN SPORTS: “Yes. No concerns. Age is age. It’s how you feel really. Your age doesn’t necessarily relate to your fitness or how you’re feeling, or your capacity to do a job.”

    Hodgson, whose long managerial career has included stints at Liverpool and Inter Milan, said he had used the enforced break since the Premier League was suspended in March to work on his fitness.

    “So I have no qualms whatsoever,” he said. “When I’m called back to work I shall be very happy to go back to work.”

    Several Premier League players have expressed concern about putting themselves and their families at risk.

    Newcastle defender Danny Rose and Manchester City stars Sergio Aguero and Raheem Sterling are among the players to go public with worries about being forced back into action too soon.

    Hodgson said he and Palace chairman Steve Parish would not have a problem if any of his players did not want to return to work before they felt completely safe.

    “This is going to be a matter for the individual and a matter for the club at the end of the day,” Hodgson said.

    “I would be very surprised, knowing my club and Steve Parish as I do, that he would not be sympathetic to a player that came and said: ‘Look, I have serious reservations about playing’.”

    German Chancellor Angela Merkel voiced frustration Wednesday that Russia was targeting her in hacking action, saying she had concrete proof of the “outrageous” spying attempts.

    “I can honestly say that it pains me. Every day I try to build a better relationship with Russia and on the other hand there is such hard evidence that Russian forces are doing this,” she told parliament.

    Germany’s intelligence service has repeatedly called out attempts by Russian hackers to spy on lawmakers or leading politicians.

    German media reported that among information copied by hackers in 2015 was data from Merkel’s email account. That attack also targeted the Bundestag.

    Merkel said investigators into the 2015 hacking had identified a specific suspect.

    “Unfortunately the conclusion I have reached is that this is not new,” she said, noting that “cyber-disorientation, the distortion of facts” were all part of “Russia’s strategy”.

    “Obviously this doesn’t make it easier” to foster a better relationship with Moscow, she said, calling such spying tactics “more than uncomfortable”.

  • Coronavirus: Niger reopens mosques, churches

    Niger has further relaxed Coronavirus restrictions, allowing mosques and churches to reopen from Wednesday.

    Places of worship had been closed for nearly two months as part of measures to contain the spread of the virus.

    The authorities say they are reopening them because the situation has improved. But worshippers have to adhere to social-distancing rules, wear face masks and regularly wash their hands.

    Mosques and churches must also be disinfected before prayer sessions or services.

    A dusk-to-dawn curfew in the capital, Niamey, has also been lifted. But hotels, airports and land borders remain closed.

    In a statement, the government warned that mosque and churches could be closed if the situation deteriorates.

    Niger has confirmed a total of 854 coronavirus cases..

    Senegal reopened places of worship on Tuesday and reduced the hours of its night-time curfew.

  • Facebook to pay $52m to content moderators over PTSD

    Facebook has agreed to pay $52m (£42m) to content moderators as compensation for mental health issues developed on the job.

    The agreement settles a class-action lawsuit brought by the moderators, as first reported by The Verge.

    Facebook said it is using both humans and artificial intelligence (AI) to detect posts that violate policies.

    The social media giant has increased its use of AI to remove harmful content during the coronavirus lockdown.

    In 2018, a group of US moderators hired by third-party companies to review content sued Facebook for failing to create a safe work environment.

    The moderators alleged that reviewing violent and graphic images – sometimes of rape and suicide – for the social network had led to them developing post-traumatic stress disorder (PTSD).

    The agreement, filed in court in California on Friday, settles that lawsuit. A judge is expected to sign off on the deal later this year.

    The agreement covers moderators who worked in California, Arizona, Texas and Florida from 2015 until now. Each moderator, both former and current, will receive a minimum of $1,000, as well as additional funds if they are diagnosed with PTSD or related conditions. Around 11,250 moderators are eligible for compensation.

    Facebook also agreed to roll out new tools designed to reduce the impact of viewing the harmful content.

    A spokesperson for Facebook said the company was “committed to providing [moderators] additional support through this settlement and in the future”.

    Moderating the lockdown In January, Accenture, a third-party contractor that hires moderators for social media platforms including Facebook and YouTube, began asking workers to sign a form acknowledging they understood the job could lead to PTSD.

    The agreement comes as Facebook looks for ways to bring more of its human reviewers back online after the coronavirus lockdown ends.

    The company said many human reviewers were working from home, but some types of content could not be safely reviewed in that setting. Moderators who have not been able to review content from home have been paid, but are not working.

    To offset the loss of human reviewers, Facebook boosted its use of AI to moderate the content instead.

    In its fifth Community Standards Enforcement Report released on Tuesday, the social media giant said AI helped to proactively detect 90% of hate speech content.

    AI has also been crucial in detecting harmful posts about the coronavirus. Facebook said in April that it was able to put warning labels on around 50 million posts that contained misleading information on the pandemic.

    However, technology does still struggles at times to recognize harmful content in video images. Human moderators can often better detect the nuances or wordplay in memes or video clips, allowing them to spot harmful content more easily.

    Facebook says it is now developing a neural network called SimSearchNet that can detect nearly identical copies of images that contain false or misleading information.

    According to the social media giant’s chief technology officer Mike Schroepfer, this will human reviewers to focus on “new instances of misinformation”, rather than looking at “near-identical variations” of images they have already reviewed.

  • ‘Oldest woman in Spain’ beats coronavirus at 113

    A 113-year-old woman – believed to be the oldest woman in Spain – has recovered from the coronavirus, officials have said.

    Maria Branyas was diagnosed with Covid-19 after the country went into lockdown in March.

    But after weeks in isolation, Ms. Branyas recovered, having suffered only mild symptoms.

    It means she has lived through the flu pandemic of 1918-19, the 1936-39 Spanish Civil War, and the coronavirus.

    “Now that she is well, she is wonderful, she wants to speak, to explain, to make her reflections, it is her again,” her daughter tweeted.

    Born in Mexico in 1907, she moved north to San Francisco two years later and arrived in the Catalan province of Girona during World War One with her Spanish journalist father. She raised three children – one of whom recently turned 86 – has 11 grandchildren – the oldest of whom is 60 – and 13 great-grandchildren.

    She has lived for two decades at a care home in the city of Olot.

  • Use Heritage Fund to support economy TUC

    The Trades Union Congress (TUC) has asked the government to inject about GHS18billion into the Ghanaian economy to save jobs following the coronavirus pandemic.

    The Head of Research at the TUC, Dr Kwabena Nyarko Otoo, said the TUC recognizes that the government finds itself in a difficult situation due to the impact of the COVID-19 on the economy.

    However, he said, the government can either print more money or borrow form the Ghana Heritage Fund (GHF) to support the economy at this moment.

    “Government can borrow from the Heritage Fund to support the economy,” he told Alfred Ocansey on the Sunrise show on 3FM Wednesday May 13.

    He added : “We went to borrow from the IMF with all the conditionality. If we were able to borrow from the IMF, it should be safer to ask government to borrow from the future. So that we replenish that fund when the COVID- storm is over.”

    It is recalled that moves by the Finance the government to touch the GHF to deal with the COVID-19 effect on the economy met opposition from some think tanks and civil society groups inducing the Africa Centre for Energy Policy (ACEP), Civil Society Platform on Oil and Gas and others.

    The Finance Minister told Parliament on Monday March, 30, 2020.that the government planned to amend the Petroleum Revenue Management Act (PRMA) to enable it withdraw funds form the GHF to undertake emergency expenditures in periods of national emergency.

    He revealed that there is an estimated US$591.1 million in the Ghana Heritage Fund.

    He told Parliament that : “I will now update the House on measures Government is proposing to close the fiscal gap. Since we are faced with extraordinary circumstances which require extraordinary measures, we would like to propose the following measures for the consideration and support of the House:

    “Lower the cap on the Ghana Stabilisation Fund (GSF) from the current US$300 million to US$100 million in accordance with Section 23 (3) of the Petroleum Revenue Management Act (PRMA). This measure will enable the excess amount in the GSF account over the US$100 million cap to be transferred into the Contingency Fund, consistent with Section 23 (4) of the PRMA.

    “The amount transferred into the Contingency Fund will be used to fund the Coronavirus Alleviation Programme (CAP). Through this process, an estimated GH?1,250 million will be transferred into the Contingency Fund to Fund the CAP. Mr. Speaker, we therefore wish to seek approval from this August House for the Finance Minister to use the Funds which will be available in the Contingency Fund to fund the Coronavirus Alleviation Programme.

    “Arrange with BOG to defer interest payments on non-marketable instruments estimated at GH?1,222.8 million to 2022 and beyond;

    “Adjust expenditures on Goods & Services and Capex downwards by GH?1,248 million; Secure the World Bank DPO of GH?1,716 million; Secure the IMF Rapid Credit Facility of GH?3,145 million; Reduce the proportion of Net Carried and Participating Interest due GNPC from 30% to 15%;

    “Amend the PRMA to allow a withdrawal from the Ghana Heritage Fund to undertake emergency expenditures in periods of national emergency. There is an estimated US$591.1 million in the Ghana Heritage Fund.”

    Jacob Nettey, an ex-Accra Hearts of Oak captain, has condemned the way some Ghanaians are blatantly flouting the safety protocols put in place by President Akufo-Addo.

    He made a particular reference to folks in Accra, who he thinks are toying with the pandemic which has killed thousands of people globally.

    To him, the disregard for instructions from the President and health professionals is worrying, and he believes this should be accorded the urgency it needs.

    Former Ghana international Stephen Appiah has described ex-Italy and AC Milan midfielder Genarro Gatusso as the toughest opponent he ever faced.

    Appiah recounted his ordeal playing against Gatusso during his days with Udinese in a game against Salernitana.

    The World Cup winner was a member of the Salerno club and Appiah revealed it was difficult to play against the young Gatusso.

    “The toughest player I faced was Gennaro Gattuso and that was when I played for Udinese. We faced Salernitana, a team from the Southern part of Italy and that was where Gattuso was playing at the time,”

    “He was so difficult to play against and he even broke my tooth by the time match came to an end. He just would not allow you to go away with the ball.

  • GFA waiting on government to decide future of 2019/20 GPL season

    The Ghana Football Association will make a decision on whether to continue or end the 2019/20 season following advise from the government.

    The President of the Association, Kurt Okraku disclosed there has been fruitful negotiations with Ministry of Health and other stakeholders on the way forward for the current campaign.

    However, a decision will only be made after the government comes out with clear guidelines for the future of sports in the country.

    “We took a decision to speak to the Ministry to intervene because we were heading in the right direction until the COVID-19. Football is perhaps one of the biggest vehicles in solving some of our social problems in this country,” he told Happy Sports.

    “Fortunately for us, discussions have gone very well. We now waiting to hear from government. Its always been fruitful,” he added.

    Mr. Okraku also disclosed there has been discussion with member bodies like WAFU, CAF and FIFA pertaining COVID-19.

    “Aside government, we have engaged WAFU, CAF and FIFA. FIFA president Gianni Infantino has decided to push the FIFA forward from July to an earlier date and so far it has been good,” he said.

    Ghana Football Association (GFA) president, Kurt Okraku says it will be a challenging period for the various stakeholders of the Football Association if the 2019/20 football season is cancelled.

    The GFA has engaged its stakeholders to decide on the future of the season whether to truncate or cancel the season due to the coronavirus pandemic.

    The GFA has announced that it will take a decision on 30 June, 2020 to decide on the future of the 2019/20 football season.

    According to Kurt Okraku, the football industry has not been stable since 2017 and is currently facing a big challenge being the Covid-19 pandemic.
    He stated that should the league be cancelled due to the Covid-19, a lot of clubs would be in turmoil.

    “It will be another challenging period for the clubs, referees, match commissioners, if the season is cancelled due to the Covid-19 pandemic, he told Ohene-Bampoe Brenya via Zoom on Happy 98.9FM.

    “At the lower leagues, football indirectly contributes a lot to the economy. Also with football, sponsors will not continue to bring their money on board. The GFA will lose partners, Clubs will also lose their deals with partners and sponsors, Players may lose either their contracts or endorsements, fans will also lose that excitement they get when they watch the games.

    Kurt also revealed that the Covid-19 has led the FA to loss a potential sponsor as there were engagements ongoing before the league was halted.

    He added that with football suspended and the challenges facing the GFA, the only revenue or guarantee of money for the FA will be the FIFA Forward money which will not be adequate for running football in the country

  • Maritime security seizes 10 canoes in illegal oil bunkering

    A maritime security operation to crack down on illegal oil bunkering along the coast of the Western and the Central regions has led to the seizure of 10 large-size canoes.

    The operation, which took place last Friday, involved the Marine Police Unit (MPU), the Ghana Navy and the Ghana Maritime Authority (GMA).

    The Director-General of the GMA, Mr Thomas Kofi Alonsi, who led the operation to impound the canoes, said one of the canoes contained fuel that could fill three road fuel tankers that carry 18,000 litres each.

    He also said that 20 people who were arrested on board the canoes had been granted police enquiry bail.

    The impounded canoes are currently at the Navy quayside at the home port of the Western Naval Command in Sekondi, while the GMA has indicated that it is seeking legal backing to destroy them.

    Modus operandi

    Mr Alonsi said the source of the petroleum products, mostly diesel, was the merchant vessels at the anchorage.

    On reaching the shore, he said, the fuel was transported to filling stations in the communities for sale to the public.

    He said the GMA had resorted to engaging the MPU and the Ghana Navy to combat the illegal activity.

    He said the operation would continue without fear or favour, adding that the Legal Department of the GMA had been instructed to obtain the necessary legal orders that would allow the regulator to lawfully destroy all boats seized.

    Preventive move

    At a meeting with security chiefs in the Western Region, Mr Alonsi said, it was found that the illegal fuel trade along the coast of the Western/Central enclave had assumed alarming proportions.

    “The fuel, which is usually of low quality, end up on the market, having escaped the regulatory scrutiny and quality assurance of the National Petroleum Authority, posing serious risks to vehicles,” he said.

    The  Western Naval Commander, Commodore E.A. Kwafo, said: “If not stopped, the owners of the canoes may become emboldened and start carting other illicit products, such as weapons and drugs”.

  • Coronavirus: Two new infections end Hong Kong’s 24-day clean sheet

    Two people in Hong Kong tested positive for coronavirus, officials said Wednesday, ending a 24-day run of no new local cases that saw the city begin to ease social distancing regulations.

    The financial hub was on course for 28-days of no local transmissions – a yardstick often used by epidemiologists to judge if an outbreak has been defeated.

    But on Wednesday officials said a 66-year-old woman and her five-year-old granddaughter had tested positive for the virus.

    Investigators described them as local transmission cases, saying they were still trying to work out how the older woman had become infected.

    “She has no travel history. Her family has no travel history and they have no contact history with confirmed cases,” Dr Chaung Shuk-kwan told reporters, adding officials were planning to test neighbours.

    For the last three weeks the only new cases have been in 24 people arriving from overseas, who were placed in quarantine.

    The new infections will raise fears that a new outbreak could still occur.

    Despite its close proximity and links to mainland China, Hong Kong has kept infections to around 1,000 people with four deaths using intensive testing and contract tracing.

    The city has avoided the kind of harsh lockdowns seen elsewhere.

    On Friday authorities began easing many social distancing measures with the re-opening of bars, gyms and cinemas after a three-week closure.

    The threat of renewed outbreaks is a persistent worry for governments trying to balance public health with protecting badly battered economies.

    South Korea, which has also been held up as a model for defeating the virus, has seen more than 100 new cases emerge this week with a cluster linked to a Seoul nightclub district.

  • Health Director chased for GH¢ 219,000 hotel bill for quarantined staff

    The Northern Regional Health Director, Dr. John B. Eleeza, has disclosed that his office is being chased to settle a hotel bill of GH¢219,000 by the hotel management in Tamale.

    “The people are chasing us right, left, center for their money, ” he said.

    According to him, the hotel was used to quarantine health workers who came into contact with the eight Guineans and two Burkinabes who tested positive for Covid-19 in Tamale in the Northern Region .

    Forty health workers at the Tamale Teaching Hospital who got into contact with the foreigners were put on mandatory quarantine.

    The Health Director was responding to a question on why health workers in the region are asked to self quarantine instead of the health directorate.

    He indicated that the bill has been sent to the Regional Ministers’ office for the necessary action.

    Dr. Eleeza was optimistic that the bill will eventually be paid.

    He cautioned health workers to treat every patient as a potential Covid-19 patient to ensure that they protect themselves from being infected.

  • Senegals engineering students design machines to fight coronavirus

    Senegalese engineering students are throwing themselves at the West African state’s growing coronavirus problem with inventions such as automatic sanitiser dispensers and medical robots.

    Youngsters from a top engineering school in the capital Dakar have turned their technical skills toward easing pressure on the wards and they are already in talks with hospitals over some of their innovations.

    One example is a small robot, dubbed ‘Dr. Car’, which will be able to measure patients’ blood pressure and temperature, according to students from Dakar’s Ecole Superieure Polytechnique (ESP).

    The university is considered one of West Africa’s best for engineering and technology, and is highly selective, with 28 nationalities represented among its 4,000 students.

    Lamine Mouhamed Kebe, one of the students who conceived the robot, said the machine would reduce the exposure of doctors and nurses to infected patients and use of expensive protective gear.

    “At a certain point … we realised that medical equipment was limited,” the 23-year-old added. “We can do something”.

    Guided by a mounted camera and controlled via an app, doctors will also be able to communicate with patients through the robot, Kebe said, potentially allowing them to treat people isolated in hard-to-reach rural areas.

    Confirmed Covid-19 cases rising

    Senegal’s coronavirus outbreak pales in comparison to the situation in virus-stricken Europe and the United States.

    But after a slow start, confirmed cases in the nation of some 16 million people are increasing.

    And as with other poor countries in the region, there are fears that Senegal is ill equipped to handle a large outbreak.

    Authorities have recorded more than 1,700 cases to date, including 19 fatalities. Hospital staff in Dakar are also beginning to contract Covid-19.

    Faced with an increased threat, frontline Senegalese doctors are taking the young engineers seriously.

    An initial prototype designed by the students was essentially a small mobile trolley, designed to carry equipment or meals to patients.

    But Abdoulaye Bousso, the head of an emergency ward in a Dakar hospital, asked to redesign it to include mechanical arms capable of conducting medical tests an upgrade the students are working on now.

    “It’s a whole process,” Bousso said, adding that the robot could cut down on their use of expensive bibs and gowns, which must be thrown away.

    Focus on practicality

    Ndiaga Ndiaye, an ESP professor in charge of marketing the inventions, said that the university has long emphasised practical projects and entrepreneurship, which meant students were poised to act when the virus broke out.

    The robot is “far from being a gadget,” he said, and could be produced at a larger scale once ready.

    “We are a public institution. There is one concept that binds us all together, and that is service to the community,” he said.

    Other students have devised simpler devices that they also hope will battle the disease in Senegal.

    Gianna Andjembe, a masters student in electrical engineering, has designed an automatic hand-sanitiser dispenser that he said could reduce the need for staff in schools and hospitals to supervise hand-washing.

    “It’s very simple, it’s basic,” said the 26-year-old.

    “As scientists, as engineers, we have to meet the challenges and really take our destiny into our own hands,” Andjembe added.

    The coronavirus has upended ESP students’ lives.

    Lectures are now held over video and students who used to tinker in labs until late at night must now rush home owing to a dusk-to-dawn curfew.

    But the crisis has also given the young engineers a sense of purpose.

    “What has changed is the responsibility,” robotmaker Kebe said before adding that the students also felt “much more patriotism”.
