  • 12 arrested for consuming illicit brew in Rwanda

Twelve people in Ngoma, Kayonza, Gatsibo, Huye, Nyanza, Nyaruguru and Rutsiro districts were this week arrested by Police having been found with a combined 1,910 litres of assorted illicit drinks which they were distilling, selling and consuming.

The suspects were arrested in separate operations conducted by law enforcers in different parts of the country in line with fighting trafficking, distilling, selling and abusing narcotic drugs and psychotropic substances.

The operations were also part of the efforts by Police to enforce government measures aimed at preventing the spread of coronavirus.

John Bosco Kabera, the Spokesperson of Rwanda National Police, told The New Times that the arrested were also found sharing traditional straws as they drank the brew.

Kabera reminded the public that such behaviour is dangerous, especially in the wake of the coronavirus pandemic, which can also be spread through the shared materials.

Rwanda has so far confirmed 40 cases of people infected with COVID-19, a pandemic that is menacing many countries across the globe.

The government has since last week imposed a lockdown all over the country for two weeks as a measure to curb the spread of the virus. People are strongly advised not to leave their homes and also avoid big gatherings.

As part of the measures, schools, churches, among other gatherings were temporarily suspended.

  • Libya battles escalate as coronavirus arrives in country

Intense bombardment shook Tripoli on Wednesday as new battles erupted around the capital hours after Libya reported its first case of coronavirus and despite United Nations calls for ceasefires around the world during the epidemic.

Residents of the Libyan capital, the seat of the internationally recognised Government of National Accord (GNA), said the shelling was the worst in weeks, shaking windows in the city centre kilometres from the front line in the southern suburbs.

“We are done in this country. There is a war and we hear clashes all day, fearing a missile will fall near us. Now there is coronavirus. If it spreads in Libya, I think we can only pray,” said Issa, 30, a shop owner in Tripoli.

The Libyan National Army (LNA) of renegade eastern commander Khalifa Haftar has been trying to capture Tripoli for almost a year, backed by the United Arab Emirates, Egypt and Russia. The GNA is supported by Turkey and allied Syrian fighters.

An LNA shelling attack last week drew UN condemnation after it killed four girls and young women. On Tuesday, shells hit a prison in an area held by the GNA, also drawing UN anger.

Pro-GNA forces launched attacks on several fronts on Wednesday against the LNA, including at al-Watiya airbase, 125km (78 miles) west of Tripoli, the closest such facility to the capital in LNA hands.

“In response to the heaviest bombardments Tripoli has seen, we launched a series of counterattacks against Haftar,” said Mohamed Geblawi, spokesman for the Libyan foreign affairs ministry, in a statement.

Geblawi cited what he called “indiscriminate shelling” by the LNA after both sides agreed to a ceasefire to tackle the coronavirus.

A pro-GNA military operations group said its forces had captured LNA fighters, including some foreigners.

LNA spokesman Ahmed Mismari said it repulsed the attack and the GNA fielded Turkish and Syrian fighters. “The truce was not put into effect” by the pro-GNA forces, he added.

    Brutal conflict
The escalation in the fighting could spell disaster for Libya’s already fragmented and badly stretched health system in handling the coronavirus, after authorities confirmed the first case of the disease late on Tuesday.

“Libyans have suffered for years under this brutal conflict, and now they face yet another threat to their health and wellbeing,” said Elizabeth Hoff, the World Health Organization representative in Libya.

UN Secretary-General Antonio Guterres has called for a complete ceasefire in conflicts around the world as governments and local authorities struggle with a pandemic that has spread to most countries.

“We sit at home hearing the clashes, which are a daily routine since 2011. But now we are scared of coronavirus. I am scared for my family. Libya doesn’t have a good healthcare system,” said Akram, a 28-year-old barista in Tripoli with three children.

  • Cancelling GPL will be a big blow to Chelsea – Chelsea chief

Berekum Chelsea administrative manager Francis Adjei believes it is too early to decide the future of the Ghana Premier League following its disruption by the coronavirus pandemic.

The top-flight, like almost all others in other nations, has been ground to a halt in the wake of the outbreak which has so far infected nearly 450,000 persons worldwide, claiming almost 20,000 lives.

The league, scheduled to resume after a month, was halted two weeks ago following a presidential directive banning all public gatherings, including sporting activities in Ghana.

But with the pandemic showing no signs of coming under control in two weeks time, inevitably, there would be two ultimate options in the case of a prolonged suspension: cancelling the current season for an all-new one or continuing with the current season regardless of the return date.

Adjei, who is also a member of the Ghana Football Association (GFA) Premier League Management Committee, shared his thoughts in an interview with Goal.

“As a club administrator and a member of the Premier League Management Committee, I know we cannot just stand up and cancel the league. We have to consider all factors,” Adjei said when quizzed about the situation.

“If I say it should continue, I should be able to give you a very good reason why it should. And if I say it shouldn’t, I would have to give you a good reason too.

“For now things are not clear. Should the return date be shifted again, the GFA will definitely tell us something, then we can use that to know the pros and cons of each possible decision.”

Currently second on the league table after 15 rounds of games, Chelsea will be among the hardest-hit clubs should the season be annulled as they are in a good position for a first league title.

“It will be a big blow because we’ve worked hard for this,” continued Adjei.

“This season has not been an easy one. This is one of the toughest seasons we are playing. We’ve tried to invest a lot to get a good position and probably win the league.

“Should we have to cancel the league for a very good reason, we will understand and accept the decision for the greater good. It will be a big setback but we have to stand with the GFA in times of difficulty.”

“There is a need for lovers of our national teams to behave appropriately within the laws of game. This is really important because our actions have consequences for the GFA and the State at large. We will continue to educate the patrons of the game but there will be mechanisms to ensure that fans who cause the Nation to lose money in this manner are brought to book,” said General Secretary Prosper Harrison Addo.

  • China urged to share coronavirus experience

China has been urged to share its experience on how it managed to confront and subdue the coronavirus outbreak with Ghana, and the rest of the world, This is crucial to achieving the complete eradication of the virus, which has been declared by the World Health Organisation (WHO) as a global pandemic.

Dr. Benjamin Anyagre, General Secretary of the Ghana China Friendship Association (GHACHIFA), told the Ghana News Agency in an interview on Wednesday, that while China was taken by surprise, by the virus and suffered greatly as a result, there were almost “zero” cases of new infections of the virus in China.

He said this was the result of the accuracy and high sense of urgency with which the Chinese government tackled the outbreak.

“Whilst China constructed 15 temporary hospitals with 8,000 health workers to combat the disease, they have all been closed and local authorities have announced that commerce and industrial activities would resume, with non-essential services to restart,” Dr. Anyagre said.

He said it was worth noting that China achieved this through strong leadership, discipline and the dedication of a people towards achieving a national cause for the common good.

Dr. Anyagre said it was also backed with the needed logistical and technical services, effective mass education among a number of measures.

The GHACHIFA General Secretary said what Ghana and the world needed most at this moment, was a united and collaborative approach towards eradicating the virus, and not a blame game scenario that sought to make it appear as though a particular group of people were to be blamed for the pandemic.

“The term Chinese virus indicates a xenophobic attack on a particular race and it is against the United Nation Charter on Human Rights,” he said.

Dr. Angare said the World Health Organization (WHO) recently condemned such negative name tagging observing that throughout history, such outbreaks occurred with varied origins, but no country or people was ever tagged, adding that it was impossible to tell ahead of time, what negativity might originate from which territory.

He urged Ghanaians to desist from such xenophobic behaviour and bear in mind, that it was a world of uncertainty, where it paid to be courteous and respectful towards each other.

He commended all health workers in the country for risking their lives to contain and fight off the pandemic, and urged all members of the public to adhere to all the precautionary measures that were spelt out by the country’s authorities, in order to help fight off the pandemic.

The hospital for the past one week had challenges with the Ghana Water Company in the Region, which led to the disconnection of water supply to the facility compelling management to rely on water tankers for water supply.

The situation affected health care delivery, especially in the wake of the Coronavirus Disease, where handwashing among health care staff and patients at the facility was critical in prevention and control.

Over the years, the EAM supported the hospital, especially the Paediatric Department with mattresses, curtains and some consumables.

“We have plans to do a better search hydrologically to find aquifers and deposits of water within the vicinity to drill some boreholes to support while the issue between the hospital and the Ghana Water is being sorted out.”

“Without running water we cannot be talking about washing hands with soap, we are contributing our quota to get that in place for people to observe the protocols given to us by the Ghana Health Service”, he said.

The church also presented five “Veronica Buckets” and other handwashing facilities to the hospital, while plans were underway to purchase 22 more “Veronica Buckets”, which were not readily available in the market, to support effective hand washing, the Executive Pastor said.

  • Coronavirus: Education Minister appeals to telecos to zero rate educational materials

Dr Matthew Opoku Prempeh, the Minister of Education, has appealed to telecos operating in the country to zero-rate educational materials.

He said the zero-rating of educational materials by the telecos, would enable distance learning content to be provided for students for free in the wake of the COVID-19 outbreak in the country.

Speaking at the Meet the Press Series in Accra, Dr Opoku Prempeh said, he was hopeful that through the support of the Ministry of Communication, they would get all telecos companies to zero rate content delivery in education; so that Ghanaian students could participate.

He noted that the programme was very much dependent on collaboration between the Ministry of Information and the Ministry of Communication.

“We also hope, through the Ministry of Information; radio stations and TV stations will see the national agency in participating in their quota to ensure that educational content is delivered,” he said.

Dr Opoku Prempeh said some TV stations had informed his outfit that they were having 24-hour channels and that they would turn them up for educational content; stating that “and we need more”.

“We need free to air broadcast so that everybody, everywhere in the country; as soon as there is a TV you can get access to that,” he said.

“Likewise we want to implore radio stations to help as much as they can. To me, broadcast, when we start (will have) periods in kindergarten, periods in lower primary, periods in upper primary, periods in junior high school and senior high school.”

Dr Opoku Prempeh said the Centre for Distance Learning Organisations had developed an online programme for the course contents in the Senior High School and was ready to go.

He said it had already even given every senior high school student password and access to an icampus system; where on the icampus system they have notes with exercises, over 20,000 interactive quizzes, audiovisual learning including virtual laboratories.

Others are interactive lessons and over three thousand sets of notes and audiovisual resources form opened educational resources.

The Minister said these materials were already available to every senior high school student who accesses with his password on icampus and was available for free.

He said one of the reasons why they wanted the Ministry of Communication to come in, was that in certain parts of the country it was only one telecos network, which was predominantly; however, when they got all the networks to buy into it and zero rate it for them, they could be sure for all senior high school students it was available for them.

“For the junior high school students, we have an institution that is already broadcasting it in the junior high school and upper primary in parts of Eastern Region and Volta Region; that have made their studios available for us to develop the content and also broadcast it.”

Meanwhile, the Ghana Medical Association (GMA) has called on the government to lock down the country with immediate effect to prevent the spread of the coronavirus.

The GMA says only essential services such as food, water and medicine businesses should be allowed to operate.

“The lockdown, though not a comfortable decision for leadership and citizens alike, is a proven option backed by science and along with the other measures will ultimately be in our best interest.

“We call on all Ghanaians to support such a move in the national interest to save our nation from the devastating effects of this pandemic,” the GMA said in a press statement released Wednesday.

  • Ghana records first coronavirus recovery

A Chinese man in Ghana has recovered fully after contracting the deadly coronavirus.

He was one of the few people who flew into the country in the early stages of the outbreak in Ghana.

He was quarantined after showing symptoms which matched the case definition of the Ghana Health Service. Further tests proved positive for COVID-19.

After a few days of treatment at the Atonsu Agogo Hospital in the Ashanti Region, he showed remarkable improvement.

He walked out of the facility on Wednesday after being certified clean of the virulent infection following several tests that showed he was negative.

The government is expected to provide further details of the recovery soon.

Ghana has recorded 68 cases of COVID-19 with three deaths within two weeks after the infection was first detected.

Two Ghanaian women and a Lebanese man succumbed to the infection. They were all reported to have other underlying health conditions that provided fertile ground for the coronavirus pathogens to cause havoc.

Meanwhile, the Ghana Medical Association (GMA) is calling for a total lockdown of the Greater Accra Region, which has recorded the highest number of cases.

The Ministry of Health identified Accra, Tema and Kumasi as the epicentres of the virus.

Even though the government has imposed a public ban on mass gatherings and closed the borders of the country, the GMA communicated in a press release on Wednesday that the best option to contain the virus was a total ban on movement except for essential service providers.

“The lockdown though not a comfortable decision for leadership and citizens alike is a proven option backed by science and along with the other measures will ultimately be in our best interest.

“We call on all Ghanaians to support such a move in the national interest to save our nation from the devastating effects of this pandemic,” the statement said.

Across the globe,  the virus has killed 20,912 people out of 463,418 cases. 113,802 people have recovered from the virus using different treatments.

  • Kpando Marquart Hospital distressed over lack of emergency center

The Margret Marquart Hospital in the Kpando District of the Volta Region is in distress as the facility lacks adequate facilities to contain emergency and other essential services.

The hospital which services attracts patients from several communities in the Volta and Oti Regions risked worse situation should the deadly Coronavirus is recorded as there has not been enough dedicated quarantined Centres.

Medical Director of the Hospital, Dr Eric Gyanfi, disclosed this when the Member of Parliament (MP) for Kpando Constituency, Hon Della Sowah, visited the facility to access their preparedness to handle the current situation. She also presented Personal Protection Equipments (PPE) against the COVID-19.

Dr Gyanfi said dire consequences await the facility as there was no any preventive and protective equipment provided to the Hospital.

He added that, since the record of the virus in Ghana, no preventive measures has been provided to the Hospital by high authorities as medical staff risk to attend new patients without testing kits nor protective equipment.

According to him, information on the virus has not been taken seriously as he often hears adverts for Herbal products in the media rather than the deadly virus which is sweeping thousands of lives across the globe.

The Hospital which admits not less than ten new patients in a day due to the proximity to other Districts communities also does not have facilities for caretakers of patients, especially pregnant women and children.

Member of Parliament for Kpando, Della Sowah, was at the hospital as part of her social intervention policies in the constituency and presented boxes of medical items as well as antiseptic liquid soap, hand sanitizers, Veronica buckets, among others.

She said the reason for making the donation to the Hospital was to help reduce the risk of transmission of the Coronavirus.

According to her, the health facility is one of those health centres that have a large number of residents seeking healthcare, especially pregnant women and the aged, hence the donation.

Using methods ranging from simple hand-wiping with antiseptic liquid soaps, sanitizers, among others, Hon Della Sowah said is the common way to halt the transfer of the virus by touch.

She charged residents of the constituency to take note of the measures by washing their hands with soap for at least 20 seconds or use an alcohol-containing antiseptic solution.

Additionally, people are advised to keep a distance of approximately one meter from the interlocutors with signs of the disease and as well try not to touch their eyes, lips, and nose with their hands as the virus could penetrate through the mucous membranes.

She used the opportunity to call on the government to release the $100 million fund to support the deprived hospitals to help fight the deadly Coronavirus.

Mr Emmanuel Tordi Hanson, Administrator of the Hospital expressed gratitude to the MP for remembering the people at the difficulties time and promised to use them for the purpose intended.

He, however, appealed to other stakeholders to emulate same to help in the fight against the deadly Coronavirus which has been globally described as a pandemic.

As part of protective measures, people are advised to keep a distance of approximately one meter from the interlocutors with signs of the disease and as well try not to touch their eyes, lips, and nose with their hands as the virus could penetrate through the mucous membranes.

The COVID-19 which was first recorded in Wuhan China and spread out the world has claimed thousands of lives and dozens of people infected still in hospitals and other treatment centres.

Though the virus originated in China, Italy is the worse affected country across the world. The number of recorded deaths there recently overtook those in China.

Italy initial reported 651 coronavirus deaths and saw its toll for the past month reach 5,476, the highest in the world.

Since the outbreak of the deadly Coronavirus, Ghana has recorded about 68 confirmed cases, out of which three are reportedly dead as at Wednesday, March 25, 2020.

  • Mass burial of Kintampo road crash victims put on hold over Coronavirus outbreak

A decision by the Kintampo North Municipal Assembly in the Bono East Region to bury victims of a recent road crash en mass has been put on hold as authorities put in place measures to combat COVID-19.

The Assembly took the mass burial decision after 25 out of 27 charred bodies from the crash could not be identified.

Speaking to Citi News, Municipal Chief Executive (MCE) for Kintampo North, Michael Sarkodie Baffoe said a specific date is yet to be set for the burial.

We are unable to identify the bodies and so we have taken a decision to give them mass burial. Anytime the families come and they tell us that they are unable to identify them, we cannot go ahead to inter them because of the purposes of evidential accuracy. We have not fixed a date although we have taken a decision for mass burial. We were looking at the issue currently facing all of us which has come up strongly. So in a way it has distorted our plans to bury them in the shortest possible time.”

The Assembly finally reached an agreement with families of persons who died in a recent crash at Kintampo for a mass burial.

It was after 25 out of the 27 charred bodies recovered from the scene of the crash on the Kintampo-Tamale highway were unclaimed.

Family members were given some time to organize themselves and come and identify the remains of their relatives.

The crash involved a high occupancy passenger bus and a Sprinter minibus which collided head-on and caught fire.

    31 passengers dead

31 passengers were confirmed dead as a result of a fatal crash earlier in March that resulted in a fire outbreak at Dawadawa Number 2 on the Kintampo-Tamale Highway.

Some of the passengers were burned beyond recognition as a result of the crash.

There were about six survivors who were sent to nearby health facilities.

The Kintampo Divisional Crime Officer, DSP Kwabena Gbagbo, told Citi News in an interview that the crash involved a bus moving from Bawku towards Techiman and a 23-seater Sprinter.

The crash is the most fatal since the Dompoase crash which claimed 35 lives in January 2020.

  • Coronavirus: Implement one-man-one-sanitiser policy NDC MP Aspirant to government

The National Democratic Congress (NDC) Parliamentary candidate for Suhum, Amanda Okyere Kwatia, has said although prayers are good to deal with the novel coronavirus infection in Ghana, the country needs more practical measures from the government.

She said on Ghana Yensom on Accra 100.5FM Wednesday, March 25 that countries that are dealing with the outbreak of the infection do not rely heavily on prayers but rather practical solutions.

She explained that although Italy is the hub of Christianity, the plague is killing more people in that part of the world, a situation she said demonstrates that faith alone is not enough to the deal with the menace.

Her comment comes in the wake of the nationwide prayers ad fasting on Wednesday against the coronavirus outbreak in Ghana.

Ghanaians all over the country including Muslims, Christians are observing the prayers and fast as part of the solution to the problem.

But Ms Kwatia said: “We all know Italy has Vatican City where the Pope prays all the time but the virus is killing them. It tells you that although prayers are good that alone without practical measures cannot deal with the problem.

“The questions we should be asking is what measure has the President actually implemented to deal with the problem”?

She added: My suggestion to the president is that he can implement a one-man one-sanitiser policy.”

Responding to her claim also on the same show, Freda Agyeman Sarpong, an aspiring Parliamentary candidate for Adentan on behalf of the New Patriotic Party (NPP), said the government has taken measures which include the closure of borders and also quarantining persons who travel into the country.

She stated that the government is not relying on prayers alone.

“Travelers who come into the country are being quarantined and also we have measures like the closure of the entry ports into the country.”

She added: “We should be very careful not to politicise this matter because the virus knows no politician.”

  • Bawumia urges Ghanaians to embrace newly launched universal QR Code to help reduce spread of Coronavirus

The Vice President, Dr. Mahamudu Bawumia has urged Ghanaians to adopt online payment systems, especially the newly launched Universal QR Code payment system which was launched in Accra today, in order to help curb the spread of the Coronavirus.

The innovative universal digital payment system, the first to be introduced by any African country, allows customers to make direct payments to merchants from any mobile money wallet and bank account through a mobile phone.

Speaking at the launch, which was done online due to the outbreak of the Coronavirus, the Vice President said the launch couldn’t have been held at a better time than this moment when the world and the nation is saddled with the Coronavirus outbreak, which both government and citizens are taking steps to curb its spread.

“The launch of the (universal QR) Code, which takes away the need to handle cash for transactions, could not have come at a better time,” said Dr. Bawumia.

“In the midst of the coronavirus pandemic, economic activities must go on even with social distancing. People must buy and pay for goods and services like food and medicines to exist.”

“The science says that there is a risk of transmission from every item that our hands touch. In a cash dominant economy such as ours, the risk inherent in the transmission of the coronavirus through banknotes is something we should be concerned about.”

“This means that once the use of cash diminishes, the risk of the spread of the coronavirus through banknotes will also diminish.

“It is therefore important that we do everything we can to expedite the wholesale use of electronic payment channels. It is now clear that electronic payments also have health benefits,” the Vice President noted.

The Vice President also stated the introduction of the universal QR code payment system is a major step towards transforming Ghana into a cashless society, adding that embracing it comes with other immense benefits to businesses and Ghanaians.

He, therefore, urged businesses and service providers, no matter how small they are, as well as all adult Ghanaians to get a mobile money or a bank account to be able to benefit from the universal QR Code payment and the Proxy Pay system.

“This QR Code and Proxy Pay is a game-changer,” Dr. Bawumia said.

“For most merchants, this means little or no cash will be kept in the shops, taxis, buses, on the person, etc. so armed robbery and petty crime will decline. It is important that every merchant or service provider takes steps to get a universal QR code from their bank, telco or a fintech as soon as possible.”

“If we all do this, we can transition Ghana into a near cashless economy in a very short period of time.”

    USING THE UNIVERSAL QR CODE

The QR Code, ( a two-dimensional code made up of black and white squares that can be read by smartphone cameras, point of sale (POS) terminals or other devices including ‘yam’ phones) is very simple and inexpensive for even retailers.

All that a shop or a retailer has to do is to get a sticker with a QR code (from a bank or telco) or download the merchant app and create a QR code to accept digital payment.

Interestingly, both smart and ‘yam’ phones can pay through QR codes.

For customers with smartphones, all that they need to do is to scan the QR code displayed by the merchant or shop owner with their phones and then enter the amount to be be paid for goods they have bought.

For customers with ‘yam’ phones, they can pay through the QR code payment system by dialling a code that will be displayed at the seller’s end for payment to be effected.

As Dr. Bawumia explained during the launch, the Bank of Ghana and the Ghana Interbank Payment and Settlement System (GhIPSS) are key players for the implementation of the universal QR Code payment system in Ghana.

Regardless of one’s bank or mobile money wallet, GhIPSS will make it possible for customers to be able to scan any displayed QR Code in Ghana and effect payment instantly through their mobile phones.

As soon as payment is made by a customer through the QR Code payment system, the customer’s bank balance or mobile money wallet will be debited instantly, while that of the merchant will be instantly credited.

With the huge success of government’s other digitization drive such as the paperless systems at the DVLA, Passport Office, the Ports, Registrar General, etc., experts believe the QR code payment system will bring significant relief to millions of Ghanaians as far as their daily business transactions are concerned.

  • Coronavirus pandemic puts WHO back in hot seat

The UN’s health agency has faced criticism in the past for overreacting and for moving too slowly in fighting epidemics, but it has rarely faced as much scrutiny as with the Coronavirus pandemic.

The World Health Organization was deemed too alarmist when it faced the H1N1 epidemic in 2009 but five years later it was accused of dragging its feet in declaring an emergency over the Ebola outbreak in west Africa, which would go on to kill more than 11,000 people.

After that debacle, the WHO reformed and created a rapid response unit that has since helped to tackle two Ebola outbreaks in Democratic Republic of Congo.

And yet, the organisation is once again under fire, with critics saying it did not react quickly or strongly enough to the new Coronavirus, which emerged in Wuhan, China, late last year.

The agency has been accused of delaying sounding the alarm for fear of offending Beijing, for waiting too long to declare the COVID-19 outbreak a global pandemic and for failing to coordinate a coherent international response.

Also, a consensus appears to be emerging on the need to close down public spaces to limit the spread but the WHO has given little guidance on these measures.

“WHO remains surprisingly silent and absent in all of these pragmatic questions,” Antoine Flahault, head of the Institute of Global Health at the University of Geneva, wrote in The Lancet medical review, asking: “Is there any orchestra conductor?”

    ‘Enemy of humanity’

However, other commentators have praised WHO chief Tedros Adhanom Ghebreyesus and his team for giving sound guidance, instead criticising countries for failing to heed the advice.

Devi Sridhar, a professor of global public health at the University of Edinburgh, said the WHO’s reaction was “hard to fault”, adding that countries like South Korea that followed the advice to test, trace and contain have done better than others.

One of the central planks of criticism is that the WHO waited until March 11, when nearly 120,000 cases had already been registered, to declare the outbreak a pandemic — a move that truly hit the accelerator on global efforts to rein in the virus.

By that time, the virus, dubbed an “enemy of humanity” by Tedros, had already taken hold in Europe, which soon overtook Asia as the epicentre of the outbreak.

With a dearth of tests, shortages of protective gear for health workers and vital medical equipment like ventilators, health systems even in wealthy nations have been pushed to the breaking point.

In a bid to halt the spread of a pandemic that has already claimed more than 18,000 lives, more than 2.5 billion people worldwide are now largely confined to their homes and economies have largely ground to a halt, threatening a global recession.

    China conundrum

Despite the chaos, and evidence that Chinese officials hid the crisis for weeks and stifled doctors trying to sound the alarm, the WHO has praised Beijing for its early response.

Joseph Amon, a professor of global health at Drexel University in the United States, told AFP it was a “clear mistake and set an early tone by WHO that the epidemic was perhaps not as severe and that the initial response was adequate”.

China told the WHO about an unknown form of pneumonia circulating in Wuhan on December 31, 2019.

Experts say that if the world had learnt of the problem weeks earlier it could probably have been reined in.

“If we had known about it then, then that could have made a huge difference,” Roland Kao, an epidemiologist at the University of Edinburgh, told AFP.

But while experts agree there was certainly much to criticise in China’s initial response, many say the WHO was right to highlight what the country got right, including quickly sharing the genetic sequencing of the virus and taking dramatic lockdown measures to slow the spread.

“To alienate China early in the process by pointing out mistakes would have been a mistake,” Ann Lindstrand, in charge of WHO’s expanded immunisation programme, told AFP, saying Beijing’s cooperation was crucial.

    “Tedros did the right thing.”

Tedros himself has dismissed claims that he and WHO have bowed to Chinese pressure, stressing the collaborative relationship the agency has with its members.

Some say the COVID-19 pandemic has actually revealed the opposite problem — states need to feel pressure from the WHO but the agency simply does not have the power.

“Dr Tedros and WHO are working hard to conduct the orchestra, but the players are not cooperating,” said Suerie Moon, the co-director of the Graduate Institute’s Global Health Centre.

  • Ghana records 3rd COVID-19 death as wife of retired Navy chief dies

Another person who tested positive for the novel Coronavirus in Ghana has died at the 37 Military Hospital in Accra.

This brings to three the coronavirus death toll in the country, after a Lebanese male national resident in Kumasi, and another elderly woman also in Kumasi died, although they had underlying health conditions.

Citi News understands that the third person, believed to be in her 70s, is the wife of a retired Navy chief.

According to the source, the husband of the deceased, who is an unnamed retired Rear Admiral is currently receiving treatment.

It is unclear how the deceased contracted the disease, but the source said she has had a recent travel history.

    New cases

The novel coronavirus cases recorded in Ghana have risen to 68.

This follows 15 new cases confirmed by the Ghana Health Service on Wednesday morning.

12 of the new cases were from the travellers who were put under mandatory quarantine and subjected to mandatory testing.

Ghana has recorded 41 cases in the last two days.

But most of these cases have been attributed to mandatory testing for the persons in quarantine.

Overall, 30 of the 68 cases have been reported in the general population, with the remaining 38 cases among persons currently under mandatory quarantine.
