    The special guest for this year’s celebration is the prime minister of Trinidad and Tobago, Dr. Keith Christopher Rowley.

    The celebration for the first time is being held at the Baba Yara sports stadium in Kumasi, the Ashanti regional capital.

  • Assemblymans murder: We will only be appeased when the perpetrators are punished Community

    Residents of the Sogakope South electoral area who are demanding justice following the murder of their Assemblyman say they will not rest until the perpetrators are brought to book.

    Speaking on behalf of the residents in a statement after a three-day ultimatum given the police to arrest the perpetrators expired, Maxwell Lukutor said while they are confident in the police and the progress that has been made so far on the case, “we can only be appeased when the perpetrators of this heinous and barbaric act are found and brought to book.”

    Statement on the Murder of Hon. Marcus Mawutor Adzahli- Expiration of 3- Day Ultimatum to the Police

    Following the gruesome murder on March 1, 2020, of our colleague, a philanthropist, a businessman and politician, Marcus Mawutor Adzahli, the Assembly Member for Sogakope South Electoral Area, the youth of Sogakope reacted in a civil action to draw the attention of the whole world to the state of insecurity being experienced in the  District.

    We demanded from the police, as a matter of urgency, to this time round act promptly to find the perpetrators of this heinous and barbaric act visited on our brother within 3 Working Days.

    Suffice to say that it ends today and we state as follows:

    1. There was an emergency DISEC meeting organized later that same day to strategize and a bounty of ¢10,000 for anyone who would volunteer information leading to a successful arrest of the culprits.

    2. The Regional Minister came early Monday morning in the company of the Regional Police Command and other RESEC members to commensurate with the family.

    3. He visited the Police Command of the District and the Division to familiarize himself with the state of affairs at the commands and their condition of service.

    4. The Minister’s Entourage later met a section of the youth together with some chiefs and elders of the District at the instance of members of DISEC to chat the way forward to find a quick resolution to the issue at hand and to strengthen security subsequently.

    5. There was a reinforcement of security with the Armed Forces to protect life and property in town.

    6. The Police have subsequently deployed their experts from the Regional Anti Armed Robbery Unit and the CID Headquarters in Accra to visit places of interest to begin their investigation in earnest.

    7. The former President His Excellency Flt Lt JJ Rawlings has issued a statement in support of the display of anger and protest of citizens in the right direction devoid of destruction of property to unravel the mystery and also placed a bounty of ¢25,000 which we heard might be increased for anyone who gives a lead for the apprehension of the Criminals.

    8. The police issued a statement narrating the course of action taken so far.

    9. There was another bounty of ¢10,000 from a businessman and the NDC constituency Vice-Chairman Bright Ahu.

    10. There was a visit from the Volta Regional NDC Parliamentary Caucus and the NDC Regional executives to commensurate with the family and access the security situation in and around Sogakope. An amount of ¢15,000 bounty was announced for anyone who volunteers information.

    11. The Tongu Council of Chiefs met with DISEC to enquire about happenings and to advise on how to get to the bottom of this crime. A statement was issued in support of the declared anger of the youth but called for calm as we all expedite action on finding the criminals of the current atrocity and similar previous crimes.

    12. There has been a lot of information volunteering from citizens at all angles to the appropriate quarters, all in the bid to get the culprits.

    13. There is a continuous collaboration between the leadership of the youth and the police command to ensure safety in and around town.

    14. Through our civil action, a total bounty of ¢60,000 awaits anyone or group of persons who volunteer information leading to the successful arrest of these culprits.

    From the above and other numerous attempts from all concerned, we believe that our call is being heeded to and there is positive action on the ground to apprehend the criminals.

    The fact is that we have never doubted the ability of the police but we are unhappy about the response time to distress calls in order to avert the occurrences.

    Based on the several appeals from well-meaning Ghanaians we are by this statement calling on all who are so pained by the death of our colleague, brother, business associate and Assembly Member to remain calm as we monitor the situation and give more space to the police to finish up with their investigation.

    We can only be appeased when the perpetrators of this heinous and barbaric act are found and brought to book.

  • 4 dead, 3 others in critical condition after Twifo-Praso crash

    Three workers of the Twifo Oil Palm Plantation (TOPP) and a motor rider have been confirmed dead after their vehicle and the motor bike got involved in an accident in the early hours of Thursday at Twifo Praso.

    Fourteen others, three of whom are in critical condition, sustained various degrees of injuries and are receiving treatment at the Cape Coast Teaching Hospital (CCTH) where they were referred to.

    Mr Abdul Wasiu Hudu, Central Regional Public Relations Officer of the Ghana National Fire Service who confirmed the tragic incident said, two persons died on the spot while the other two were confirmed dead at the hospital.

    He said the bus with the registration number, GT 5768-15, belonging to the Company was on its routine rounds to pick workers of TOPP to their workplace but upon reaching a section of the road between Twifo-Praso and Twifo-Hemang, the driver of the bus attempted to swerve a motor rider who crossed him but was not successful.

    He said the bus hit the motor rider, somersaulted and landed in a ditch.

    The bodies of the deceased have been deposited at the Twifo-Praso Government Hospital morgue.

  • COCOBOD to support farmers fight soil acidity

    The Ghana Cocoa Board (COCOBOD) and Beft Agro Consult Limited, distributor of fertilizers in Ghana, have renewed their partnership to provide Cocoa Farmers with Omya Calciprill to tackle soil acidity.

    To help promote the message of soil acidity and the importance of Calciprill, Beft Afro Ltd will be aided by Demeter Ghana Ltd, a specialist agricultural company.

    Speaking at a training seminar for the Seed Production Division (SPD) of Cocobod at Bonsu Cocoa College, about the importance of Calciprill and the effects of Acidic soils on Cocoa, the Deputy Executive Director of SPD, Madam Faustine Asamany, expressed the hope that the training would increase understanding about the problems of soil acidity, and the effects it had on Cocoa yields.

    Mrs. Asamany added that “We are looking forward to working with Beft Agro Consult Limited and Demeter Ghana Ltd to educate our team about soil acidity and the importance of Calciprill”.

    The Deputy Director said the problems of acidity in the soils of Ghana is a well-known challenge for a long time now, and “we are proud to be tackling the problem face on”.

    Studies had shown that soil acidity was one of the major constraints on cocoa cultivation and further limited the levels of key nutrients such as Nitrogen, Potassium and Phosphorus. This led to low Cocoa yields thereby affecting farmers.

    Omya Calciprill is a high-quality soil conditioner from Germany that is used to rid soils of any acidity and allows for yields to increase, as well as drive up crop quality.

    Mr. Mohammed Issifu, Chief Agronomist at Beft Agro Consult Limited, on his part stated that “We are delighted to have been given this opportunity to host a seminar for the Seed Production Division. We look forward to promoting the importance of Calciprill”.

    Mr Frank Boateng, Co-founder of Beft Agro Limited, said Ghana had long had an issue with soil acidity, which had severely hampered Cocoa farmers’ yields.

    “We are very proud to have been invited by COCOBOD to host this seminar on Calciprill to SPD. We know what a positive impact the product will have on their lives,” Mr. Boateng said.

    Demeter Ghana Ltd’s Chief Executive Rocco Falconer stated, “This is a great opportunity to educate Cocoa professionals about the issues of soil acidity”.

  • Soldier punishes foreigners who dumped rubbish on Accra-Tema motorway

    They were forced to collect sachet water and papers after the soldier stopped the vehicle from moving and asked all the passengers to clean the motorway.

    The incident happened a few metres to the toll booth on the Accra stretch of the motorway.

    Heaps of refuse continue to mount up on sections of the Accra-Tema motorway, a situation that has become a source of worry to motorists who ply the 19-kilometre highway.

    The garbage is believed to be usually ­dumped along the stretch by squatters and passengers on vehicles to and from Accra and Tema who eat and throw the litters on the shoulders of the road.

    Over 1000 slum settlements in different stages of development have been identified along the Accra-Tema motorway.

    However, the highway is currently in a deplorable state as it is covered with deep potholes and road markings have been wiped off by the thousands of vehicles that ply the roads every day.

    The motorway has deteriorated and now a death trap with high traffic growth and encroachment.

  • 3 arrested in connection with murder of Sogakope Assembly member

    Reports from the Volta Region indicate that the police has arrested some three persons in connection with the murder of the Sogakope Assemblymember.

    The individuals between age 18 and 27 were picked up earlier today but have been sent to the Volta Regional capital, Ho where they are being interrogated.

    Reports further suggest that it is believed the three are part of a gang of robbers who have been terrorising the community.

    The Volta Region Parliamentary Caucus today visited the family of the late Assemblymember, Marcus Mawutor Azahli.

    They, however, expressed disappointment with the Police’s handling of the murder scene.

    The caucus led by Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa visited the home of the late Assemblymember but says the police might not get enough evidence due to their poor handling of the murder scene.

    He also announced that the caucus has placed a 15,000 Ghana Cedis bounty on the perpetrators of the act.

    “The caucus went to the Divisional Police Commander and we presented 15k to support the ransom already placed on the killers”.

    The late Assemblymember, Marcus Mawutor Azahli, a mobile money merchant in Sogakope, was shot and stabbed to death at his residence, while some unknown amount of money contained in a safe was stolen.

    His wife sustained an injury from a knock on her head with a gun barrel and was stabbed on the shoulder, while their child was shot at.

    Former President Jerry John Rawlings has also offered an amount of GH¢25,000 cedis to anyone that will provide relevant information which will lead to the arrest of the killers of the Assemblymember.

  • Celebrating independence day in Ghana

    Today in History, exactly 63 years ago, on 6th March 1957. Ghana gained independence from their colonial masters. Happy Independence Day to Ghana.

    The day is particularly important not only for Ghana but for the whole continent. On 6th March 1957, Ghana was the first sub-Saharan country to gain independence, under the leadership of Kwame Nkrumah, ending decades of white colonial rule.

    Brief History

    Before the arrival of Europeans, Ghana was the location of the Ashanti, a powerful tribe in the region. The area had an abundance of natural resources, including gold and ivory, which attracted the attention of colonists.

    While the Portuguese had been the first to establish a settlement in the region, the attractiveness of the local riches led to a struggle for control between many European nations.

    In 1874, Britain took control over parts of the country, naming them the British Gold Coast.

    Weakened by the efforts of World War II, Britain had begun the process of reducing its colonies around the world, including those Africa.

    This desire was matched by a rising call for independence in the Gold Coast.

    In 1947, the United Gold Coast Convention called for “self-government within the shortest possible time” following the Gold Coast legislative elections.

    In 1951, Osagyefo Kwame Nkrumah won a majority in the Gold Coast legislative election and in 1952.

    Nkrumah was appointed the leader of the Gold Coast government.

    The Gold Coast region declared its independence from the United Kingdom on 6th March 1957 and established the nation of Ghana.

    Kwame Nkrumah went on to become the first Prime Minister of Ghana.

    “I am convinced that it is dangerous for the independent African states to wait any longer for the United Kingdom to do its duty. The time has come for the independent African state to take the initiative in their own hands,” said Nkrumah at the height of African countries fight for independence from colonial rule.

    Great crowds gathered in the streets of Accra at midnight, when the Gold Coast officially became the sovereign State of Ghana, Dr Kwame Nkrumah, lowered the Union Jack at the Parliament building and hoisted the red, green, and gold flag of the new country.

    The full celebrations were not due to begin until after the State opening of Parliament by the Duchess of Kent, but the city was already in an excited mood.

    The crowds were thickest round the Parliament building, which was ablaze with lights, and all traffic in the area was at a standstill.

    As midnight approached a band marched into the district followed by a thousand dancers adding to the din created by the crowd, car hooters and fireworks.

    Just before midnight, Dr Kwame Nkrumah addressed the Legislative Assembly at its last session before it was prorogued by the Governor, Sir Charles Aden-Clarke.

    The 63rd Independence Day parade is scheduled to be celebrated on Friday 6th March 2020. The parade will be held in Kumasi for the first time in history.

    The venue for the event is the Baba Yara Sports Stadium. The theme for Independence Day 2020 is “Consolidating Our Gains”.

  • Parliament will collapse without me – Assibey-Yeboah

    Dr. Mark Assibey-Yeboah, Member of Parliament for the New Juaben South Constituency in the Eastern region has been caught on record making a loose talk about Ghana’s Parliament.

    In an audiotape, the MP addressing NPP supporters after a successful vetting process declared that without him in the Parliament, Ghana’s Parliament cannot function as it should and will totally collapse.

    The MP’s outburst which is in the local language Twi falls in a bid to woo delegates and court their support in order to secure him another mandate in the impending NPP Primaries on April 25th.

    “If I am not in Parliament, Parliament will collapse. Since Ghana’s multiparty democracy in the 4th republic, Koforidua has not had any MP of my calibre,” he told the NPP supporters as they cheered him on.

    The MP in the same audio, a copy attached to this publication is heard advocating for a clean political campaign devoid of insults.

  • Bono East: Police arrest suspected robber at Techiman

    The Techiman Divisional Police Command in the Bono East Region has arrested a 34- year- old suspected robber at Aboabo near Techiman on the Techiman-Wenchi highway.

    Divisional Crime Officer, DSP Kofi Sarkodie who confirmed this to the media said, the suspect, Stephen Debuo was traveling in a commercial bus from Wenchi to Techiman  and was arrested by the police from the Divisional Patrol team who were on patrol duties on the highway.

    The suspect was apprehended in a Nissan commercial vehicle.

    Stephen was arrested when items such as pistol, cartridges and a substance suspected to be cannabis were found in his bag during a search.

    Narrating the arrest, DSP Sarkodie said: “In his bag, we found two locally manufactured pistols, torchlight and a cash of GHS153. There was two 12 bore cartridges on him meant for the pistol. Besides, we saw a plant material suspected to be Indian hemp.  He claims, he is not going to sell it but rather, he uses it himself. So, if you have someone like this with a pistol, then you know what he is capable of. When he was asked, he said he was coming from Wenchi to Techiman to attend a funeral.”

    Meanwhile, the police who suspect a planned gang criminal activity have began investigations into the matter.

    “So, we decided to bring to the police station for investigations.  All that he could say is that he is a mechanic at  Techiman where he has worked for nine years but currently in Wenchi for farming.  But we suspect that he an armed robber and he is here to meet his gang to plan something that is why we arrested him”, the Divisional Crime Officer added.

  • Minister orders arrest of Chinese nationals operating quarry without permit

    The Minister of Lands and Natural Resources, Mr Kwaku Asomah-Cheremeh has ordered the arrest of three Chinese nationals operating a quarry company without a permit at the Afienya-Dawhenya Industrial and Urban Renewal Enclave in the Greater Accra Region.

    The three established Skyline Quarry Company and employed 30 Ghanaian workers.

    They dug large trenches and used dangerous explosives like dynamite to blast rocks underground.

    There were excavators busily working at the quarry site, with trucks loaded with chippings leaving the site.

    The Minister also ordered two other Ghanaians, building structures without a permit to stop work with immediate effect.

    He issued a warning to all individuals and groups putting up a residential property on state lands in Shai Hills, Afienya and Dawhenya to stop work in their own interest since no compensation would be paid by the government upon demolition.

    This came to light when Mr. Asomah-Cheremeh led a team from the Lands Commission including; Mr Suleimana Dawuda Mahama, the Executive Secretary of the Commission, some police personnel, the media and technocrats of the Lands Ministry, to inspect on-going encroachment on the 13,200 acres of land acquired by the government in 2016 for an industrial enclave.

    The Minister said the industrial enclave was acquired for the purposes of establishing factories as individual investors could apply to the Lands Commission to properly acquire plots of lands for setting up factories.

    At Afienya, the team witnessed on-going construction of a private residential facility belonging to one John Quayson.

    According to Mr Quayson, he bought the land from Mckeon Estate.

    There was another Baba Seidu, who was not present at the time of our visit but met the mason he had contracted to construct structures intended to be used as real estate working on the site acquired by the government for an industrial hub.

    The Lands Minister said government had issued an Executive Instrument and gazzetted the Land documents at the time of acquisition and would therefore not tolerate such impunity any longer.

  • Banning of ‘accident’ vehicles will increase crime rate – MP warns govt

    Member of Parliament for Central Tongu, Alexander Hottordze has warned government of its imminent decision to ban the importation of over-aged and salvaged vehicles in the country.

    According to the MP, this action by government can result in an increase in crime rate in Ghana.

    The Majority Leader, Mr Osei Kyei-Mensah-Bonsu disclosed government’s decision to ban over-aged vehicles in an Accra based radio station, Okay FM last month.

    According to him, the decision to ban the importation of over-aged and salvaged cars into the country is to create the enabling environment and market for the many automobile companies about to establish outlets in Ghana. Not only that, but he also said they are the reasons why we have so many accidents on our roads.

    With that government has initiated processes in Parliament to ban the importation of overaged and accident vehicles.

    The Customs amendments bill currently in Parliament when passed will regulate importation of vehicles.

    However, the Minority in Parliament has called for the withdrawal of the bill because of its financial implications and the loss of jobs associated with its implementation.

    In response to government’s decision, Member of Parliament for Central Tongu, Alexander R Hottordze on Starr FM today, indicated that the bill if passed will create job losses and subsequently result in increase in crime rate in the country

    “When they are talking about salvaged vehicles, I mean those vehicles which were involved in accident and maybe something was done on them and sold out. Then also, second-hand vehicles that are beyond 10 years are the over-aged ones, in Ghana today most of the vehicles we ride are salvaged ones. And we can see that this has engaged a lot of our youth in the industry. If we should pass a law to move them out where are we sending them?.”

    He further indicated that: Look at the crime rate already in the country and we are going to take people out of jobs like we did to the banks? Look at what is happening now, a lot of people died and the crime rate is increasing day in and day out. If the youth are told to go home today, who feeds them and those who depend on them?.”

    However, the Automobile Dealers Union Ghana (ADUG), had called on government to hold broader consultations with all stakeholders in the automobile industry, regarding the intended regulation and a possible ban on the importation of some category of second-hand and salvaged vehicles.

    Currently, overaged vehicles are allowed into the country after payment of penalty.

  • Desist from fraudulent passport application Dep. Foreign Affairs Minister

    The Ministry of Foreign Affairs and Regional Integration has cautioned the public to desist from engaging in fraudulent activities which undermines the integrity of Ghana’s passport.

    As part of measures to improve improve service delivery in the acquisition of passports government on the 1st of March announced that it will cease to operate the Manual Passport Application platform.

    An official statement from the ministry explained that an Online Passport Application will now be available at all Passport Application Centres (PACs) and applicants are advised to use the new portal (passport.mfa.gov.gh) to submit their applications.

    The latest arrangement is seen as an improvement of the 2018 framework which made the acquisition of Passport application forms free. Also, under the new online arrangements Premium Passport Application Centers will have the option for courier delivery.

    Speaking at an official ceremony to Commission a Premium passport application center in the Ashanti Regional capital, Kumasi, on Thursday, 5th March 2020, Deputy Foreign Affairs Minister Mohammed Habib Tijani explained that setting up of the latest facility is in line with the government’s determination to extend passport services to the doorstep of Ghanaians in all parts of the country while adding that “the ministry is in the process of securing office space from the Regional coordinating councils in the Upper East, Upper West and Central Regions as well as in the six newly created regions for the establishment of Passport Application Centers”.

    Judging from previous experiences and fraudulent activities, middlemen popularly referred to as ‘Goro’ Boys in procurement of Ghanaian passports, Mr Tijani took the opportunity to remind Ghanaians that the use of forged documents amongst others undermines the integrity of the passport application process.

    He added that such corrupt practices are “punishable by law and persons found engaging in such activities will be made to face the full rigorous of the law”.

    The deputy minister also urged staff of the Ministry working at various passport application centers to continue to do more in enhancing the security and interparty of the Ghanaian passport.

    If we recall Veteran actor Kofi Adjorlolo complained bitterly about movie producers owing him and not willing to pay.

    Elikem Kumordzie reacting to that asked actors and actresses to find a day job and add it to their acting job and not solely depend on acting.

    A recent video spotted online shows Kalybos and Kofi Adjorlolo teasing the actor and fashion designer with a scene from their recent movie.

  • Ghana Prisons Service refutes 2020 recruitment claims

    The Ghana Prisons Administration says it has noted with grave concern a false recruitment advertisement with the caption “2020 Ghana Prisons Service Recruitment form is out” published on a website of a suspicious origin.

    According to a statement issued by the Ghana Prisons Service and sighted by GhanaWeb, the publication is false as the Prisons Service has not advertised for recruitment in 2020.

    “It is obvious that, the publication aims to defraud unsuspecting individuals under the pretext of securing them jobs into the Ghana Prisons Service.”

    “The Service, by this release, wishes to inform the general public that, it is currently not organizing any recruitment exercise, and if there should be any, advertisements will be placed in the print media and on the official website of the Service ie; www.ghanaprisons.gov.gh to that effect.” the statement added.

  • ‘Drop the Pre-Tertiary Education Bill now’ – Teacher Unions charge Parliament

    The three Teacher Unions in the Western and Western-North Regions in conjunction with the Teachers and Educational Workers Union (TEW) have called on the national leadership of Parliament to suspend the Pre-Tertiary Education Bills (2019) currently at the committee level in Parliament.

    According to the Unions, there must be deeper stakeholder consultation before Parliament could go-ahead to pass the bill into law.

    The Unions contended that certain portions of the bills were inimical to policies in education which have the tendency to collapse the structures of the Ghana Education Service (GES).

    The Western Regional Chairman of the Ghana National Association of Teachers (GNAT), Rev. Charles A. Kaku who was flanked by the Regional Chairman of the National Association of Graduate Teachers (NAGRAT), Justin Nelson, the Regional Secretary of GNAT, Mr. Nicholas Taylor, the Regional Vice-Chairman of the Coalition of Concerned Teachers-Ghana, and Mr. Emmanuel Kusi, the Regional Industrial Relations Officer of the Teachers and Educational Workers Union (TEWU), told a news conference in Takoradi.

    The Regional Chairman of GNAT reminded the Ministry of Education (MOE) and Parliament to take note of the concerns of the teacher unions before they proceed with the consideration of the bills.

    Rev. Kaku said the teacher unions consider education a key to national development hence any attempt to introduce policies and legislation in the sector must engage teachers as major stakeholders.

    Chanting “twoboi” to register their displeasure with the bills, the GNAT Chairman said the bill as it currently stands seeks to cede the effective responsibility for the provision and management of basic schools to the District Assemblies.

    It also seeks to cede the management of the Senior High Schools to the Regional Education Directorate (Regional Coordinating Council) with Technical and Vocational Education Training (TVET) to be managed by their own Director-General independent of the Ghana Education Service.

    Rev. Kaku wondered whether there was going to be situations where each District Assembly was going to pay their own teachers and the capacity of various District Assemblies to shoulder this responsibility.

    He warned that if the bill is allowed to go through in its current state, it has the tendency to break the unified educational arrangement.

    Under section 31 of the bill, the Head of Local Government Service would be appointing Heads and Staff of the District Education unit as well as be responsible for promotion, transfer, discipline and dismissal of the staff of the District Education Unit.

    He said the position of the Unions is that the country is already politically polarized and again any party that comes to power would like to have their party sympathizers occupy positions even when they are not the most qualified people which opens the floodgate to perpetual politicization of appointment of heads of schools.

    Rev. Kaku cited section 32 (3 of the bill which stipulates that the District Officer in charge of the Education unit can only grant transfer to a headteacher or a staff of a basic school within the same District.

    The Unions, therefore, demanded an answer from government whether teachers are now going to be restricted to a District and can no longer get transferred to other Districts and Regions.

    The bill also states that inter-District transfer of a Headteacher or a staff of a basic school can only be undertaken by the Head of the Local Government Services under section 32 (4) of the bill.

    Under the bill, the President of the Republic shall be appointing Regional Directors and their Deputies and determine their terms and conditions of service under section 25 (2) and section 26 (2) of the bill.

    The preparation, administration and control of budgetary allocations of the basic schools shall be determined by the District Assemblies under section 30 (1c) of the bill.

    The bill also states under section 36 (1) that teachers employed in basic schools are on the coming into force of this act, transferred to the Local Government Service.

    The teachers are therefore asking whether basic school teachers are going to be civil servants or public servants and the fate of Senior High School teachers whether they will be placed in the Regional Coordinating Councils.

    From the foregoing, the teacher unions are of the view that the bill will be dangerous to the teaching profession with the tendency of destroying the very fabric of the management arrangement of Ghana Education Service in the country.

    At the solidarity conference, the teachers were resolved to resist the passage of the bill with all our legitimate might and strength as teachers to preserve the unified teaching profession at the pre-tertiary level.

    “We have cautioned and still cautioning that should our concerns and inputs be disregarded or ignored, we the pre-tertiary education teacher unions would advise ourselves accordingly”, they warned.

  • Coronavirus profiteers could be prosecuted – UK watchdog

    As we reported earlier this week, there have been shortages of hand sanitizer gel in some UK shops, prompting retailers to restrict customers to buying two per day.

    But some people have tried to profit from the shortages by selling hand sanitizer and other products at much higher prices online.

    A 100ml bottle of Cuticura Total – which kills viruses as well as bacteria – is sold for £1.55 by Boots; but on one website, sellers were offering 40ml of the brand’s anti-bacterial gel for £24.99.

    The UK’s competition watchdog has now warned retailers and traders they could be prosecuted for trying to “exploit” the virus outbreak by selling protective products at inflated prices.

    The Competitions and Markets Authority (CMA) added it would consider asking the government to introduce price controls if required.

  • Police Service: From barefoot to shoes

    The Ghana Police Service has played pivotal roles in ensuring the safety and security of the country.

    As perceived earlier, the service did not exist from the beginning of time.

    It was, however, created by the British colonial authorities in the then Gold Coast, now the Republic of Ghana, to produce an enabling environment for commerce through the maintenance of law and order as well as the arrest and prosecution of people who fall foul of the law.

    Before then, policing or maintenance of law and order was organised by traditional authorities such as local headsmen and chiefs who employed messengers to carry out executive and judicial functions in their respective communities.

    Police Uniforms

    Today, the service has been transformed to a modern institution that is not only playing local roles but contributing to global peace and development.

    Over the period the service has seen and witnessed several reforms. And as the main law enforcement agency in the country, it is mandated to protect and preserve internal security as one of the Public Sector Organisations (PSOs) under the Ministry of the Interior.

    It is fascinating to see the changing phases of the service over the years.

    The service which has existed for almost 200 years from colonialism through independence to date has undergone changes, especially, their uniforms.

    For instance, the colonial Gold Coast Regiments were barefooted and wore uniforms that were made of thick wool. The uniform was the same colour and reached their knees with a hat to match.

    The uniform which was worn for many years by the colonial police was later changed to shorts with long socks wrapped around the leg.

    Later they were provided with black shorts and white shirts, and with the passage of time, they now wear black uniforms.

    Recruitment

    During the colonial times, the police were tall in stature.

    The colonial administrator at the time, Captain George Maclean, Governor of the Gold Coast, who is considered the first Inspector General of Police, recruited 129 men to patrol the trade routes between the Ashanti Kingdom and the coast to protect colonial merchants and officials, and in 1844, they became “Gold Coast Militia and Police”.

    However, in 1871 when the British assumed full sovereignty over the Gold Coast, additional 400 men, including British were commissioned and the force became known as the “Gold Coast Constabulary” in 1876.

    Arthur Lewin Alexander OBE KPM (6 March 1907 17 April 1971) was a British police officer and was the last non-Ghanaian Inspector General of Police of the Ghana Police Service from May 1, 1958, to October 8, 1958, and on October 9 1958, the first Ghanaian Police Commissioner, Mr E. R. T. Madjitey, was appointed to head the service.

    The changes in the purpose, duties and structure of the agencies under the service have allowed the policing profession to evolve to a police service that incorporates advanced technology and problem-solving strategies into their daily operations.

    Currently, the Ghana Police Service employs more than 30,000 officers across its 651 stations and operates under 12 divisions covering the 10 geographical regions of Ghana with additional two police regions, one region specifically assigned to the seaport and industrial hub of Tema and the other for the Railways, Ports and Harbours Division.

    An additional division, the Marine Police Unit, that was disbanded in 1942 to establish the Customs, Excise and Preventive Service was reconstituted when Ghana discovered oil to handle issues that arise from the country’s offshore oil and gas industry.

    Most visible service

    It will be easy to think that the police officer was a figure that had existed since the beginning of civilisation but it is important to examine the history of policing in Ghana in order to understand how it has progressed and changed over time to the vibrant service we have now. Since its inception, the service has been in the frontline of the criminal justice system of Ghana.

    It is clearly the most visible service and the symbol of law and order for the people of Ghana.

  • British airline Flybe collapses as coronavirus deals final blow

    British regional airline Flybe collapsed on Thursday after a plunge in travel demand, making the long-struggling carrier one of the first big corporate casualties of the coronavirus outbreak.

    The failure of an airline that connects all corners of the United Kingdom with major European destinations not only puts around 2,400 jobs at risk but could also see some airports struggle and regional economies hit.

    “All flights have been grounded and the UK business has ceased trading with immediate effect,” Flybe said after the government walked away from a rescue package agreed in January.

    Airlines around the world have been cancelling flights and warning of a hit to profitability after coronavirus first emerged in China, hitting flights across Asia, before it spread to Europe and beyond.

  • Destiny summons; Duty to make Ghana great again

    As we celebrate the 63rd anniversary of our independence, destiny summons us to a sacred duty. This nation of abundant hope and glory, which is yet to reach its potential and become the place God intended it to be, demands of its citizens to rise to the occasion of making Ghana great.

    Fight for independence

    An earlier generation risked life, limb and liberty in our fight for independence. They conceived of a nation based on the freedom of the individual and justice for all. We were a people mobilized with passion and a singular courage to take our destiny into our own hands to achieve greatness. There was an impelling purpose. It was a period when we believed in ourselves and believed that all things were possible.

    Lead roles

    The lead roles we took in the independence struggle of Africa put us in the position of Trustees for those in every country on the continent of Africa who sought a new path to development in order to mend the evil of our conditions. Failure meant that rational changes on the continent would be seriously prejudiced, leaving orthodoxy and radicalism and revolution to fight it out. However, if we succeeded, newer and bolder paths would be trod everywhere on this continent. Alas, that experiment did not work too well.

    Perilous edge

    We in Ghana now stand on the perilous edge of the present between the past and the future to be, and are faced with all manner of difficulties.

    The greatest of these perils is the lack of faith which sometimes seems to overcome us, the sense of frustration that dogs us, the sinking of the heart and of the spirit that comes upon us when we see the ideals for which our fathers and forefathers stood and fought for being undermined. When the great things that impelled us somehow pass into empty word, and life taking a different course.

    Yet, I do believe, as the vast number of Ghanaians do, that this period of seeming peril will soon pass if only we would gird up our loins and face the tasks ahead with the same energy of spirit and boldness that impelled the earlier generations.

    Nation building

    We must build a nation that is daring. A Ghana that is never afraid to ask difficult questions no matter how daunting the answers. A Ghana that sets lofty goals and pursues them relentlessly and in excellence. We must build the kind of nation that inspires us to embrace the future, to feel excited at the dawn of every new day, and view our past as a prologue, not a prison to hold us down. I believe in the future of this country, and I wish that future to be as bright and as brilliant as our beginning.

    Present generation

    In a poem by Waddie Litchell, for the 2002 Olympic Games, he wrote, since mankind started walking, it has been swifter, higher, stronger, as if rushed by some deep need to keep limits unconfined. Always striving, always aiming for things bigger, better, longer in some unrelenting pursuit of perfection re-defined. And it is such a spirit that must animate this present generation for our national rejuvenation.

    To quote Dr Henry Kissinger, “our past has set a framework which we must transcend. It is our fate that from such past, we have inherited some intractable problems and commitments that have momentum of their own. We must not act simply in accordance with the prevailing political consensus, even though the latter often runs counter to the necessities of history. We must not confine our actions to the amelioration of present circumstances because in riding with the trend, we make ourselves irrelevant. We must be bold and be prepared to grapple with our circumstances, to wrench politics and our circumstances from the tight fist of the past in order to reshape our reality.”

    Door opens

    There comes a moment in time when a door opens to let the future in. That time is now. These are my fervent and over aching aspirations for Ghana. I also want every Ghanaian to aspire to these for our country Ghana as well.

    Together let us dare to be great.

  • Haiti’s new PM calls for help in tackling precarious socio-economic situation

    Haitian Prime Minister Joseph Jouthe said on Wednesday during his first public appearance since his appointment by presidential decree that he would focus on fighting insecurity and inequality while boosting the economy.

    Jouthe, a trained civil engineer, who was appointed this week by President Jovenel Moise, is considered an experienced policymaker. He was environment minister and interim finance minister, and also worked for the humanitarian agencies.

    “We’re living today in a very precarious socio-economic situation which could lead at any time to a humanitarian disaster, our country is in agony,” he said.

    “My government reiterates its commitment to continue working to improve public finances in order to increase gross domestic product (GDP), reduce inflation, increase public revenues and, above all, fight corruption.”

    Jouthe called on Haitians, the divided political class and international organizations to stand by him at a time of economic crisis.

    The US Embassy in Haiti said in a statement it would work with Moise and Jouthe but urged them to improve security and economic growth, and organize “free, fair and credible legislative elections as soon as technically feasible”.

    Economic repercussions of a three-month countrywide lockdown are still unfolding in what was already the Western Hemisphere’s poorest nation, where around two-thirds of adults are estimated to be unemployed or underemployed.

    Moise has been ruling Haiti by decree since January because the mandates of lower house deputies and most senators formally expired when no elections were held.

    Jouthe replaces Jean Michel Lapin, who was acting prime minister since Moise appointed him in March last year until his resignation in July. Despite several attempts, his appointment was never approved.

  • Cornavirus: Italy closes down schools, universities

    Italy is embarking on the first day of its shutdown of all schools and universities after emergency measures were implemented due to the coronavirus outbreak.

    Cinemas, theatres and museums are also closed across the country while its Serie A football league will be played in empty stadiums.

    More than 3,000 people have been infected, making it the worst-hit country on the continent.

    Schools and universities will be shuttered until at least 15 March, according to Education Minister Lucia Azzolina.

    Reactions to the school closures have been mixed.

    “I hoped for this decree because I feared an outbreak at school,” Massimiliano Del Ninno, father of a Rome primary school student, told Reuters news agency.

    Clarissa Mazzei, a 30-year-old mother of three, called it “tragic… for the students, and also for the parents.”

  • Ronaldinho accused of using fake passport to enter Paraguay

    Former Brazilian football star Ronaldinho and his brother have been detained in Paraguay after allegedly using fake passports to enter the South American country, authorities said Wednesday.

    “Ronaldinho will be heard at eight in the morning on Thursday at the prosecutor’s office,” Interior Minister Euclides Acevedo told reporters.

    Paraguayan police raided the hotel in Asuncion where the 2005 Ballon d’Or winner was staying during a trip promote a book and found the false documents, the minister said.

    “We are also investigating the responsibility of the authorities who allowed them to enter the country with falsified documents,” Acevedo said.

    Ronaldinho and his brother had their Brazilian passports withdrawn in November 2018 after failing to pay a $2.3 million fine for environmental damage incurred during the building of property in Rio Grande do Sul, in southern Brazil.

  • Arsenal: Lucas Torreira suffers fractured ankle during FA Cup win at Portsmouth

    Arsenal midfielder Lucas Torreira suffered a fractured ankle during Monday’s FA Cup fifth round win against Portsmouth.

    Torreira, 24, had to be carried off on a stretcher after just 16 minutes following a challenge by Portsmouth defender James Bolton.

    No timescale has yet been put on his recovery, with Arsenal waiting for “further specialist reviews”.

    Torreira has made 33 appearances for Arsenal this season.

    Meanwhile, defender Kieran Tierney is back in full training after recovering from a dislocated shoulder.

    Injuries have restricted the Scotland international to just 11 appearances for the Gunners since signing from Celtic last summer.

    Arsenal are also hopeful Cedric Soares will return to full training next week after recovering from a knee injury, with Sead Kolasinac due to resume training by the end of the month after a shoulder problem.

  • Rooney urges Man Utd fans to be patient

    Wayne Rooney has urged Manchester United fans to be patient, saying it could take “two or three years” before they return to the top of the game.

    Rooney, United’s record scorer with 253 goals, is set to face his old club in the FA Cup fifth round when the Red Devils travel to Derby on Thursday.

    He spent 13 years at Old Trafford, during which he won every domestic honour along with the Champions League and the Europa League.

    Rooney, 34, returned to boyhood club Everton in 2017 before embarking on a spell with Major League Soccer outfit DC United. He played his first game for Derby as a player-coach in January.

    The former England captain feels United are moving in the right direction under Ole Gunnar Solskjaer but need time before they challenge for major honours.

    “It is going to take another two or three years, I believe,” Rooney told the British press. “The important thing is for them to try and get into the Champions League this year.

    “It is really tight at the minute. I think that will help them a lot if they can do that — but it is going to take time.”

    Rooney added: “The United fans need to be a bit patient with what’s going on and let these players try and prove themselves.

    “They need to bring some players in, they need to also get rid of some players, and within two or three years they have to be challenging again.”

    Derby, managed by former Dutch international midfielder Phillip Cocu, are 13th in the second-tier Championship and while Rooney knows the Rams are underdogs, he believes they can surprise his old club.

    While enjoying his current role as Derby’s playmaker from a deeper midfield position, Rooney has his eye on a long-term future in the dugout.

    “I think it’s a shame when you see great players walking away and not really having a go at management or coaching,” he said.

    “I’m a player first and foremost and then a coach, to try and learn to help me in the long run.”

  • Eric Dier climbs into stand to confront fans

    Tottenham midfielder Eric Dier broke into the stands and confronted supporters after their FA Cup defeat at home to Norwich.

    Dier was filmed and pictured on social media climbing over rows of seats before being involved in a confrontation with his own fans and then led away by stewards.

    Spurs head coach Jose Mourinho suggested Dier had reacted to insults towards a family member at full-time and defended his reaction, although said it was not professional.

    “I cannot run away from the question and I think Eric Dier did something that we professionals cannot but, in these circumstances, something that every one of us would do,” Mourinho said.

    “When someone insults you and your family is there, and your family gets involved with the person that is insulting you, in this case your younger brother, I think Eric did what we professionals cannot.

    “But, I repeat, probably every one of us would do. I am with the player and understand the player.”

    Asked if the club would discipline the 26-year-old, Mournho said: “If the club does that, I will not agree.”

    Dier was filmed jogging along the touchline at full-time before leaping over the advertising hoardings and then clambering over seats, before appearing to target one person, who he was unable to reach as other supporters became involved.

    Dier played the full 90 minutes plus extra-time as Spurs were beaten 3-2 on penalties, after Troy Parrott and Gedson Fernandes missed their spot-kicks.

  • Coronavirus: Eight charts on how it has shaken economies

    The coronavirus outbreak, which originated in China, has infected tens of thousands of people. Its spread has left businesses around the world counting costs.

    Here are eight key maps and charts to help you understand the impact seen on different economies and industries so far.
    Growth could stagnate

    If the economy is growing, that generally means more wealth and more new jobs.

    It’s measured by looking at the percentage change in gross domestic product, or the value of goods and services produced, typically over three months or a year.

    The world’s economy could grow at its slowest rate since 2009 this year due to the coronavirus outbreak, according to the Organisation for Economic Cooperation and Development (OECD).

    The think tank has forecast growth of just 2.4% in 2020, down from 2.9% in November.

    It also said that a “longer lasting and more intensive” outbreak could halve growth to 1.5% in 2020 as factories suspend their activity and workers stay at home to try to contain the virus.

    Global shares take a hit

    Investors have been worried about the impact of the coronavirus as it spreads outside of China.

    Big shifts in stock markets, where shares in companies are bought and sold, can affect investments in some types of pension or individual savings accounts (Isas).

    The last week of February saw the worst performance for major stock markets since the 2008 financial crisis.

    European and US stock markets have seen a slight uptick since then as it’s hoped that countries will intervene to protect economies from the coronavirus outbreak.

    The US central bank, for example, slashed interest rates in response to mounting concerns. That should, in theory, make borrowing cheaper and encourage spending to boost the economy.

    Factories slowing down

    China makes up a third of manufacturing globally, and is the world’s largest exporter of goods.

    But activity has decreased in the so-called “workshop of the world” as factories pause their operations to try to contain the spread of Covid-19.

    Nasa said pollution-monitoring satellites had detected a significant drop in nitrogen dioxide over the country. Evidence suggests that’s “at least partly” due to the economic slowdown caused by the outbreak.

    Restrictions have affected the supply chains of big companies such as Diageo, JCB and Nissan, who rely on China’s production and its 300 million migrant workers. Jaguar Land Rover even said it had flown car parts in suitcases as some factories run out of parts for vehicles.

    Customers buying less

    Fear of the coronavirus outbreak means that some people are choosing to avoid activities that might expose them to the risk of infection, such as going out shopping.

    Restaurants, car dealerships and shops have all reported a fall in customer demand.

    Chinese car sales, for example, dropped by 92% during the first half of February. More carmakers, like Tesla or Geely, are now selling cars online as customers stay away from showrooms.

    Shipments of smartphones are also expected to take a big hit in the first half of 2020, before seeing a recovery later on.

    Apple was one tech giant who said sales had been affected by low customer demand.

    Travel among hardest hit

    The number of cases diagnosed is increasing around the world every day. Many countries have introduced travel restrictions to try to contain the virus’s spread.

    For example, the UK government advises against all travel to the Hubei province in China, where the virus originated. It’s also issued special travel advice for Italy, which was the first European country to report a major surge in cases.

    The travel industry has been massively impacted, with airlines cutting flights and tourists cancelling business trips and holidays.

    Data from analytics firm ForwardKeys shows international flights booked from China are behind by 55.9% in comparison with the same period in 2019.

    UK travel industry experts have expressed concerns about Chinese tourists being kept at home. There were 415,000 visits from China to the UK in the 12 months to September 2019, according to VisitBritain. Chinese travellers also spend three times more on an average visit to the UK at £1,680 each.

    As more large-scale events are cancelled and the number of flight cancellations increases, there are fears the industry could take a bigger hit.

    Some bright spots

    It can be hard to find positives when people’s jobs are affected, or – as in the case of the coronavirus outbreak – lives are being lost.

    But in purely business terms, there are some bright spots. Consumer goods giant Reckitt Benckiser, for example, has seen a boost in sales for its Dettol and Lysol products.

    The disinfectant is seen as providing protection against the spread of the disease, although its effectiveness has not yet been scientifically proven.

    The price of gold – which is often considered a “safe haven” in times of uncertainty – has also increased. Its spot price hit a seven-year high of $1,682.35 per ounce in February.

    Investors are looking to it amid fears the coronavirus spread outside of China will further hit the global economy and demand.

  • Virus looms as election issue for New Zealand’s Ardern

    The global coronavirus outbreak is emerging as a potential stumbling block for New Zealand Prime Minister Jacinda Ardern’s re-election plans, with a poll Thursday showing unease over her government’s handling of the crisis.

    The centre-left leader goes to the polls on September 19 facing a tight race to win a second term against the conservative National Party.

    While Ardern is enormously popular overseas due to her compassionate handling of last year’s Christchurch mosque shootings, her Labour Party trails National and almost certainly again needs support from coalition partners to form a government.

    National has accused the government of not doing enough to counter the virus’ impact on a New Zealand economy that is heavily reliant on trade with China.

    “Businesses need clear and urgent action from the government to help them through this period of uncertainty, not just tinkering around the edges and ad-hoc announcements that lack detail,” National finance spokesman Paul Goldsmith said Thursday.

    The survey of 1,900 voters found less than half, some 47 percent, were satisfied with the government’s handling of the virus, with 34 percent dissatisfied and 19 percent unsure.

    It showed 55 percent wanted stronger travel bans covering all countries where the virus has caused deaths, rather than the current bans applied to China and Iran.

    New Zealand has three cases of the virus, all of which were confirmed this week.

    Massey University politics specialist associate professor Grant Duncan said the more the virus spread in New Zealand, the larger its likely impact on the election.

    “It’s very unpredictable. One would hope for the sake of New Zealand that it turns out to be a fizzer,” he told AFP, speaking before the poll’s release.

    “But if it’s not, it could be a big factor come September if people are blaming the government.”

  • 290 million students out of school as global virus battle intensifies

    Almost 300 million students worldwide faced weeks at home on Thursday with Italy the latest country to shut schools over the deadly new coronavirus, as the IMF urged an all-out, global offensive against the epidemic.

    More than 95,000 people have been infected and over 3,200 have died worldwide from the virus, which has now reached some 80 countries and territories.

    The vast majority of global deaths and infections are in China, where the virus first emerged late last year, prompting the country to quarantine entire cities, temporarily shut factories and close schools indefinitely.

    As the virus spread, other countries have also implemented extraordinary measures, with UNESCO saying Wednesday that 13 countries have closed schools, affecting 290.5 million children, while nine others have implemented localised closures.

    While temporary school closures during crises are not new, UNESCO chief Audrey Azoulay said, “the global scale and speed of the current educational disruption is unparalleled and, if prolonged, could threaten the right to education.”

    Italy on Wednesday ordered schools and universities shuttered until March 15, ramping up its response as the national death toll rose to 107, the deadliest outbreak outside China.

    South Korea — the country with the largest number of cases outside China with nearly 6,000 — has postponed the start of the current term until March 23.

    In Japan, nearly all schools are closed after Prime Minister Shinzo Abe called for classes to be cancelled through March and spring break, slated for late March through early April.

    Some 120 schools closed in France this week in areas with the largest numbers of infections.

    Economic threat

    The German health minister said the outbreak was now a “global pandemic” — a term the World Health Organization has stopped short of using, meaning the virus is spreading in several regions through local transmission.

    Infections are now rising faster abroad than they are in China, where 31 more deaths and 139 new cases were reported Thursday. China’s death toll now stands at 3,012, with over 80,000 infections.

    From western Europe to eastern Asia, supermarket shelves have been stripped of supplies in recent weeks, including toilet paper and hand sanitiser.

    American businesses are increasingly concerned over access to goods and the overall economic outlook is more uncertain, the US Federal Reserve said in its beige book survey released on Wednesday.

    With the US toll rising to 11 on Wednesday, lawmakers in Congress reached a deal to provide more than $8 billion to fight the outbreak.

    The virus impact has spread beyond supply chains — stock markets have rumbled as warnings from financial bodies mount that countries could be pushed into recession.

    The IMF said the epidemic posed a “serious threat” and would slow global growth to below last year’s 2.9 percent.

    “At a time of uncertainty… it is better to do more than to do not enough,” IMF chief Kristalina Georgieva said.

    The epidemic “is a global problem calling for global response,” she said.

    Eurozone ministers agreed after a meeting that they were ready to “use all appropriate policy tools to achieve strong, sustainable growth”.

    No kissing

    As the virus continues its march across the world, governments are scrambling to tighten prevention efforts.

    Italy has seen its outbreak swell despite tough measures, including a quarantine of 11 towns with 50,000 people.

    New measures include a month-long nationwide ban on fan attendance at sports events, as well as advising people to avoid greetings like kissing on the cheek or shaking hands.

    Prime Minister Giuseppe Conti said the country could tackle the outbreak as long as it remained contained.

    “But in case of exponential growth, not just Italy but any other country in the world would not be able to manage the situation,” he said.

    In Iran, where 92 people have died from the disease, schools have been shut and major cultural and sporting events suspended.

    Saudi Arabia has suspended the year-round “umrah” pilgrimage, an unprecedented move that raises fresh uncertainty over the annual hajj.

    Countries also continue to crack down on international travel.

    Even cinemagoers were not immune from the effects of the virus — the producers of the latest James Bond film pushed back the release of the forthcoming “No Time To Die” from April to November.

  • US Supreme Court divided on precedent-making abortion rights case

    U.S. Supreme Court justices appeared divided on Wednesday in a major abortion rights case, with Chief Justice John Roberts representing the potential decisive vote on a challenge to a Louisiana law that could make it harder for women to obtain the procedure.

    The court, with a 5-4 conservative majority, heard arguments in an appeal by Shreveport-based abortion provider Hope Medical Group for Women seeking to invalidate the 2014 law. The measure requires that doctors who perform abortions have a sometimes difficult-to-obtain arrangement called “admitting privileges” at a hospital within 30 miles (48 km) of the clinic.

    The liberal justices, including the court’s three women, appeared skeptical toward that requirement. The conservative justices seemed more receptive.

    Roberts and fellow conservative Justice Brett Kavanaugh asked questions that suggested they – and perhaps other conservative justices – do not believe the Louisiana law is automatically doomed by a 2016 Supreme Court precedent that struck down similar admitting privileges restrictions in Texas.

    Roberts, considered the court’s ideological center, cast the deciding vote last year when the justices on a 5-4 vote blocked Louisiana’s law from taking effect while the litigation over its legality continued.

    That vote brought him into conflict with his position in the Texas case when Roberts was among the three dissenting justices who concluded that an admitting privileges requirement did not represent an impermissible “undue burden” on abortion access.

    Roberts appeared to acknowledge in his questions that he might feel bound by the court’s 2016 finding that admitting privileges laws provide no health benefit to women. But his questions also indicated he may stray from the 2016 finding about the specific impact of the Texas law, which led to multiple clinic closures, because Louisiana’s situation could be viewed differently.

    Two of Louisiana’s three clinics that perform abortions would be forced to close if the law is allowed to take effect, according to lawyers for the clinic. Louisiana officials have said no clinics would be forced to close.

    “I understand the idea that the impact might be different in different places, but as far as the benefits of the law, that’s going to be the same in each state, isn’t it?” Roberts asked.

    Roberts indicated that the 2016 ruling requires the analysis to be “a factual one that has to proceed state-by-state.”

    The questions asked by Roberts and Kavanaugh could open the possibility of them voting to uphold the Louisiana law without specifically overturning the Texas precedent. Kavanaugh asked whether “in some states, admitting privileges laws could be constitutional, if they impose no burdens.”

    Restrictve state laws

    The case, with a ruling due by the end of June, will test the court’s willingness to uphold Republican-backed abortion restrictions being pursued in numerous conservative states. President Donald Trump’s administration supported Louisiana in the case.

    Abortion remains one of the most divisive issues in American society, with Christian conservatives – an important constituency for Trump – among those most opposed to it.

    Abortion rights advocates have argued that restrictions such as admitting privileges are meant to limit access to abortion not protect women’s health as proponents say. When the Supreme Court in 1992 reaffirmed the Roe v. Wade ruling, it prohibited laws that placed an “undue burden” on a woman’s ability to obtain an abortion.

    Liberal Justice Sonia Sotomayor said it was a “mystery to me” why a 30-mile limit was imposed if the law’s intent was to show that doctors were properly credentialed. She asked why doctors could not get credentials from hospitals further away.

    Fellow liberal Justice Ruth Bader Ginsburg also questioned the 30-mile limit, noting that in most cases women who have complications from abortions would be at home after the procedure and not at the clinic. As a result, it would not be relevant that the doctor has a relationship with a local hospital, she said.

    Trump, seeking re-election on Nov. 3, promised during the 2016 presidential race to appoint justices who would overturn the landmark 1973 Roe v. Wade ruling that legalized abortion nationwide. The Louisiana case marked the first major abortion dispute heard by the court since Trump appointed Kavanaugh and Neil Gorsuch as justices.

    Gorsuch said nothing during the argument. Conservative Justice Clarence Thomas, who rarely speaks during arguments, was also silent.

    The most outspoken conservative was Justice Samuel Alito, who questioned whether the clinic and doctors even had legal standing to bring the challenge because their interests are different from their patients. He suggested that women seeking abortions should be plaintiffs in such cases.

    Conservative Justice Anthony Kennedy, who retired in 2018, joined the four liberal justices to defend abortion rights when the court struck down the Texas law.

    Baton Rouge-based U.S. District Judge John deGravelles cited the undue burden precedent when he struck down Louisiana’s law in 2016. After Louisiana appealed, the New Orleans-based 5th U.S. Circuit Court of Appeals upheld the law.

  • De Bruyne doubtful for Manchester derby – Pep

    Kevin De Bruyne is a doubt for Sunday’s Manchester derby after missing City’s FA Cup victory over Sheffield Wednesday with a shoulder injury, according to manager Pep Guardiola.

    Guardiola said the Belgian landed awkwardly on his back and shoulder in the latter stages of Sunday’s Carabao Cup final victory over Aston Villa at Wembley.

    The 28-year-old did not travel to Hillsborough for Wednesday’s fifth-round tie, which City won 1-0, and Guardiola is unsure if he will be fit for Sunday’s clash with Manchester United at Old Trafford, live on Sky Sports Premier League.

    Speaking in his post-match press conference, Guardiola said: “Kevin had a problem here [points to shoulder]. He was not fit.

    “In the last game, the last minutes he fell down in a bad position and had a problem in his back. We don’t know how long [he will be out]. Hopefully not much.”

    Asked if he would be fit for the derby, Guardiola added: “I don’t know.”

    City were not overly troubled by their Sky Bet Championship hosts at Hillsborough but were made to work hard for their victory by the spirited hosts.

    A firm left-foot finish from Sergio Aguero, which squirmed under goalkeeper Joe Wildsmith on 53 minutes, proved the difference and means City, the holders, will travel to Newcastle in the quarter-finals.

    “This is our fourth game away in a row and we have another one on Sunday at Old Trafford,” Guardiola added. “We spent a lot of mental energy in the last games and then came here.

    “But the players were absolutely ready, we didn’t concede one shot on target and that means a lot for our capacity to read the game. At the end we scored a goal and could have scored much, much more.”

    Guardiola felt the game would put City in good heart for the derby, adding: “It’s better to go there winning games, being in the FA Cup, than being out.

    “Tomorrow we’re going to watch a little bit of United versus Derby to analyse what they have done the last game, and we’re going to go there to try to win.”

  • RIPTwitter trends as firm tests vanishing tweets

    Twitter is testing a feature that will allow some tweets to disappear after 24 hours, it announced on Wednesday.

    The new feature called “fleets” is similar to vanishing posts on Snapchat and Instagram Stories.

    The changes prompted the hashtag #RIPTwitter to trend as users complained the new feature would make the micro-blogging site too similar to other social media platforms.

    So far Twitter is only testing the function in Brazil.

    Kayvon Beykpour, the company’s product lead, said the new feature would allow people to post thoughts they might have felt uncomfortable sharing publicly.

    He said posting on Twitter can feel “permanent and performative” which can intimidate some users.

    “We’re hoping that Fleets can help people share the fleeting thoughts that they would have been unlikely to Tweet,” he wrote in a seven-part post on Twitter.

    The vanishing messages will appear when a user’s profile picture is clicked. Users will not be able to reply, like, or publicly comment on any of the disappearing messages.

    Some Twitter users made plain their reservations.

    Mr Beykpour acknowledged that Fleets did sound a lot like the Stories features from Facebook and Instagram. He said Twitter was making a “few intentional differences” to its version.

    The company did not say when Fleets would be rolled out globally.

  • Cancellation of the Olympics would be ‘unacceptable’

    Japan does not expect to receive a cancellation notice from the International Olympic Committee (IOC), said Olympics Minister Seiko Hashimoto on Thursday according to a Reuters report.

    The Olympics minister said a “cancellation or delay of the Games would be unacceptable for the athletes”.

    Earlier this week, she had said that Tokyo’s contract with the IOC called for the Games to be held within 2020. She said this “could be interpreted as allowing a postponement”.

  • Ronaldinho arrested in Paraguay after fake passport claims

    Brazil legend Ronaldinho has been arrested in Paraguay for allegedly using false documentation to enter the South American country.

    The 39-year-old, who won the World Cup with Brazil in 2002, was detained in the Resort Yacht & Golf Club Paraguayo along with his brother Roberto on Wednesday night, the Ministry of Interior of Paraguay has confirmed.

    According to La Nacion, passports were found in the hotel bearing the names of Ronaldinho and Roberto with Paraguayan nationality.

    Both the brothers remained in the hotel suite overnight, with Paraguayan authorities due to issue a statement on Thursday morning.

    An official statement from the Paraguayan police had earlier revealed that Ronaldinho and his entourage had been invited to Paraguay by casino owner Nelson Belotti.

    The former Brazil international was expected to hold several publicity events, with the media invited to witness his interaction with fans and dignitaries.

    Ronaldinho is currently without a Brazilian passport because of an environmental fine he received in 2018.

    The former Barcelona star and his brother were convicted of illegally building a fishing trap at Lake Guaiba in 2015 without proper licensing in a permanent preservation area.

    That conviction saw the duo handed an $8.5 million (£6.5m) fine in November 2018 and after failing to pay up, Brazil’s Superior Court of Justice decided to stop Ronaldinho from being able to leave the country.

    Despite being unable to travel out of Brazil, Ronaldinho was unveiled as one of the country’s new ambassadors for tourism in September last year.

    Literally stranded in his homeland, the former AC Milan star said at the time that he was trying to make the most of his situation after accepting a role to promote Brazil’s tourism.

    “Tourism is very important for generating jobs and regaining our image internationally,” Ronaldinho said at his unveiling as an ambassador.

    Ronaldinho enjoyed a distinguished playing career across South America and Europe – winning the Champions League, La Liga, Serie A and Copa Libertadores.

    He also secured numerous individual honours, including the 2005 Ballon d’Or and the FIFA World Player of the Year in 2004 and 2005.

    The Porto-Alegre-born forward lifted the World Cup in South Korea and Japan in 2002 and won the Copa America with his national team in 1999.

  • China’s coronavirus death toll surpasses 3000

    China on Thursday reported 31 more deaths from the new coronavirus epidemic, taking the country’s overall toll past 3,000, with the number of new infections slightly increasing.

    At least 3,012 people have now died nationwide in the outbreak that first emerged in the central city of Wuhan, capital of Hubei province, in December.

    Most of the deaths — 2,305 — and cases have been recorded in Wuhan, which has been under an unprecedented lockdown along with the rest of Hubei since late January.

    But the quarantine and other travel restrictions across the country appear to be paying off, with official figures showing a generally steady drop in new cases in recent weeks.

    The National Health Commission also reported 139 new cases on Thursday, slightly up from 119 the previous day, raising the overall number of confirmed infections to 80,409.

    Only five of the new cases were outside Hubei.

    But China is now worried about importing cases from abroad as the virus has since spread to some 80 countries and territories, infecting more than 10,000 and killing more than 200 abroad.
