  • National Security Policy to be ready by December

The Minister for National Security, Albert Kan-Dapaah, has told Parliament that the Akufo-Addo government is developing a comprehensive National Security Policy that will set the stage for a progressive and secure security governance system in the country.

The National Security Minister, who was answering a question in Parliament yesterday from the National Democratic Congress (NDC) Member of Parliament for Builsa North, James Agalga, said a lot of consultations had taken place in view of this public documented National Security Policy which would be ready by the end of this year.

He said the policy document when introduced would be the first of its kind in the history of the country.

The minister said the ministry has plans to have such a documented national security policy in place and, therefore, set up a technical working group comprising representatives of government ministries, departments and agencies, the academia and known security experts in October 2017 to initiate the process of drafting the National Security Policy.

“Mr. Speaker, it has not been the practice in this country to have a documented National Security Policy that details a strategic framework and describes how the country provides security for the state and its citizens,” he said stressing that the Akufo-Addo government saw it imperative in accordance with international norm to have such a documented four-year national security policy in place which would be reviewed every year depending on the security exigencies and threats that would be confronting the nation within the year under review.

He said even though Parliament would be given the opportunity to make a final input into the draft policy, it would not be put before Parliament as a bill to be passed into an Act of Parliament.

He said it is the leadership of Parliament and members of the parliamentary select committee on Defence and Interior who would be required to make those critical inputs into the policy at the final stage.

“Mr. Speaker, there have been several consultations with the various ministries and state departments over the period and they have now come out with a draft detailed National Security Policy document and that the draft has gone through various validation and review processes with selected security and governance experts as well as stakeholder consultations with various interest groups and Civil Society Organisations,” he said, stressing that at end of it all, the policy would be implemented by every government in power.

  • NDC wants to sabotage Pwalugu dam project – NPP

The ruling New Patriotic Party (NPP) in the Upper East Region has accused the National Democratic Congress (NDC) of trying to sabotage the implementation of the Pwalugu Multipurpose Dam and Irrigation Project (PMDIP).

According to the NPP, the NDC does not want the project to see the day of light.

The ruling party said it is for that reason that members of the Minority on the Finance Committee of Parliament including Isaac Adongo, MP for Bolgatanga Central, “refused to attend the Committee meeting to deliberate on the PMDIP which has far reaching positive effects on the lives of our people.”

The Project is valued at $993 million and considered the single largest investment in the five northern Regions of Ghana since independence in 1957.

It comprises of a 60mw hydropower dam, a 50mw solar power plant and
a 24,000 hectares of irrigation scheme.

President Nana Akufo-Addo on November 29, 2019 cut sod for work to commence on the Project.

But the NPP strongly believes that even though the Project seeks to impact positively on the lives of residents within the region, the NDC is pushing hard to frustrate the government in implementing it.

At a press conference on Wednesday, February 12, 2020, Anthony Namoo, Upper East Regional Chairman of the NPP, said when the Finance Committee presented its report to the plenary for debate and approval, the NDC minority in parliament then raised the issue of cost.

“This prompted the Speaker of Parliament to adjourn the debate on it to yesterday to enable the minority to prepare. Our checks show that the debate could not come on as scheduled,” he said.

“When again will the financing on PMDIP be debated in parliament? The undeclared intention of the NDC is to ensure that the project does not see the light of day,” he noted

According to him, “they (NDC) want to sabotage this game changing PMDIP for their selfish and myopic political interest. They shall fail in this unproductive venture.”

He added that “the NDC minority will certainly have their say but the majority will have their way as it usually stated in parliament.”

  • Review approach in ‘galamsey’ fight – Benjamin Aryee

The Special Advisor to the Minister of Lands and Natural Resources, Mr Benjamin Aryee, has underscored the need for the government to take a holistic look at the approach it adopted in the fight against illegal mining if the desired impact is to be made.

He said better results would have been achieved if the government had incorporated the Ghana National Association of Small-scale Miners (GNASSM) in the strategy to tackle the menace, instead of the wholesale ban on all forms of small-scale mining.

    Eliminating child labour

Mr Aryee made the observation in an interview with the Daily Graphic at the ongoing international workshop on eliminating child labour in the mining sector in Obuasi in the Ashanti Region.

The workshop, under the auspices of the International Labour Organisation (ILO), has drawn participants from Ghana, Nigeria, Mali and Cote d’Ivoire.

“Considering what the government has done so far in fighting ‘galamsey’ and the results that are showing, I am of the view that we left out the licensed small-scale miners too much in the approach that was adopted,” he said.

According to him, the government had a point in taking drastic measures to fight the menace because it was difficult to identify legitimate and illegitimate small-scale miners under the crisis situation.

    Small-scale miners

“If we had looked at what existed a bit more, we could have found out that there were legitimate operators who were even fighting illegalities in the small-scale mining sector in their own small way,” Mr Aryee said.

Touching on the International Committee on Illegal Mining (IMCIM) and whether or not it was still relevant, he said it was time for a decision to be taken on the status of the committee in the scheme of things.

“The IMCIM was not put in place to be permanent because it was an interim thing to deal with the crisis. We will have to transit to legally mandated state institutions such as the Ministry of Lands and Natural Resources, the Minerals Commission and the Environmental Protection Agency (EPA),” he said.

    GNASSM vindicated

Meanwhile, the Director of Operations of the GNASSM, Mr Emmanuel Yirenkyi Antwi, said the mixed results from the fight against illegal mining had vindicated the association.

“During the call for a ban on all forms of small-scale mining, we stated categorically that if there was a wholesale ban, the government would set aside the law that regulated small-scale mining and that we felt discriminated against because large-scale miners were left untouched,” he said.

“I want to place on record that GNASSM supports the fight against illegal mining and that we will promote responsible mining. However, we were and still are against the wholesale ban on all forms of small-scale mining,” he said.

He said the time had come for the IMCIM to make way for the mandated state institutions to resume their duties because “the results we have from the ‘galamsey’ fight are not commensurate with the efforts put into the fight”.

    Background

During the period of the ban, which lasted until December 14, 2018, when it was lifted, hundreds of excavators, chanfan machines and other equipment were seized by the Operation Vanguard team.

However, a year after the lifting of the ban, many people and institutions are of the view that the ‘galamsey’ fight had been a wild goose chase, especially in the wake of the brouhaha that some 500 excavators that were seized could not be accounted for.

Reports of the widespread resurgence of illegal mining had also left many people casting a negative verdict on the fight against the menace.

  • King Faisal will revive – Alhaji Grusah

Owner and Bankroller of Kumasi sensational King Faisal Alhaji Karim Grusah has accepted supporters feel disillusioned after eight games winless streak in the GPL.

After the embarrassing 3-4 home defeat by Great Olympics at the Baba Yara Stadium in match week 8, most Irate fans criticised the head coach of King Faisal on Wednesday evening.

Newsmen asked Alhaji Grusah popularly known as “Heavy Heavy” how will he convince fans that things are going to change when there is no evidence of progress on the pitch.

“Sometimes expatriates who come to the team succeed but this time we have not succeed,” Grusah said

He added; ” But the coach has polished our strikes for us to get two goals today, I didn’t attend coaching course, that’s why I brought him with money. I can’t throw my money away.”

“I blame myself not the coach, I will plead with our supporters and Asanteman that I won’t disgrace them, In Sha Allah King Faisal will revive.

The In Sha Allah boys are yet to get their first win in the Ghana Premier league as they lie bottom of the table with 3pts.

  • We will go for the 3 points against Olympics on Friday Legon Cities coach

Head coach for Legon Cities FC, Goran Barjaktarevic has emphasized that his team will go into their fixture against Great Olympics with the aim of bagging all 3 points at the end of the 90 minutes.

The two clubs have been inconsistent since the 2019/2020 Ghana Premier League started. After playing 9 matches each, both clubs are just a point away from the relegation zone.

In dire need of points to climb away from the red zone, they are set to come up against each other on Match Week 10 which has been scheduled for this weekend.

In a pre-match press conference to the match, Legon Cities FC coach Goran Barjaktarevic say they are hopeful of getting the needed win.

“No team prepares to lose a match, every manager goes into a game to get the full 3 points. That’s the same for my team on Friday. Everyone is ready to die on the pitch and it’s something, I’m happy about”, the German tactician said.

He added, “I came here to work and that’s my aim. I am living every day to that. Football is why I’m here and that’s it. Nothing else”.

  • Hakim Ziyech: Chelsea in advanced talks to sign Ajax winger for £38m

Chelsea are in advanced talks to sign Ajax winger Hakim Ziyech this summer in a £38m deal that is likely to be announced in the coming days.

The 26-year-old was a January transfer target for Chelsea boss Frank Lampard.

But the Dutch club were unwilling to sell in the transfer window as they chase the Eredevisie title.

The signing of the Morocco international would be the first by Lampard following Chelsea’s transfer window ban.

Chelsea were linked with a number of signings in the January window including Paris St-Germain forward Edinson Cavani and Napoli striker Dries Mertens.

But Lampard’s apparent frustration with a lack of new arrivals is understood to have stemmed from clubs refusing to sell rather than any problems with Chelsea’s recruitment strategy.

Ziyech contributed to a memorable Ajax goal against Chelsea in the 4-4 draw in their Champions League group game in November.

The winger’s free-kick from near the corner flag, curled over Kepa Arrizabalaga’s head and hit the far post before rebounding in off the Chelsea goalkeeper for an own goal.

  • No action over Bournemouth allegations

The Premier League will not take any action against referee Jon Moss after Bournemouth alleged he made comments during Sunday’s 2-1 defeat at Sheffield United, says BBC Radio Solent.

Cherries midfielder Dan Gosling says Moss showed “zero respect” and was a “disgrace” for making “sarky comments” about their league position.

The Football Association will also not be taking any action against Gosling.

Bournemouth are 16th in the table, two points above the relegation zone.

Bournemouth and Gosling consider the matter closed, but the club back their player unequivocally after the Professional Game Match Officials Limited – who are are responsible for match officials in English professional football – and the Premier League decided no action was necessary against Moss.

Moss apologised to Bournemouth’s Adam Smith in 2017 after wrongly booking the defender.

And while Moss again irritated the Cherries players on Sunday with some of his decisions, Gosling says the official also made disparaging comments about the club being in a relegation battle.

“The ref didn’t help. Giving soft fouls away and little comments to two or three of the lads didn’t help as well really,” Gosling told the Daily Echo.

“I thought it was very disrespectful what he was saying.

“It was just the little niggly ones and then the little sarky comments.

“The officials talk about respect at the start of the season and there was zero respect from Jon Moss on Sunday.

“The comments that he made especially to me and one other player – talking about the relegation zone and ‘you’re still in the relegation zone’, ‘you’re having one’, ‘your team’s having one’ this and that and it was very, very disrespectful.”

Gosling confirmed the comments were made during the game before adding: “I think he should really come out and apologise because I thought he was a disgrace.”

Sunday was the first occasion this term that Moss had taken charge of a game involving Bournemouth.

  • NPP has done more on the economy than it has highlighted – Franklin Cudjoe

The Founder of policy think tank, Imani Africa, Franklin Cudjoe, has indicated that the New Patriotic Party (NPP) government has done more on the economy than it has highlighted.

Speaking on the PM Express television programme on Joy News on Tuesday evening [February 11, 2020], Mr Cudjoe said the NPP was understating its achievements after Vice President Dr Mahamudu Bawumia rendered an account of NPP manifesto promises delivered and delivering.

Mr Cudjoe appeared on the television programme as part of the analysis of the 78 per cent manifesto promises fulfilled as put out by Vice President Dr Bawumia in Kumasi on Tuesday.

Mr Cudjoe observed that there were significant commonalities between the Imanifesto work his outfit did in tracking government performance and what government did.

According to Mr Cudjoe, the government has done more than what Dr Bawumia presented on Tuesday and encouraged the government to revisit the Imanifesto, which according to him shows more achievements.

“If you look at the area of the economy for instance, we at IMANI believe government has done fantastically well and that ought to be highlighted “, he said.

“I think they [NPP] have done far better in infrastructure than they think they have” Mr Cudjoe noted.

The Townhall meetings create avenues for government officials to discuss with participants government policies by using a combination of graphs, tables and text to provide evidence to buttress claims that the Akufo-Addo administration had largely delivered on most of its promises.

  • Tema General Hospital records 18 new HIV cases weekly

The Tema General Hospital within the Tema Metropolis of the Greater Accra Region records an average of 18 new cases of HIV infections weekly, MyNewsGh.com reports.

Mrs. Ruth EwuraAdjoa Panford, Principal Physician Assistant at the ART clinic who revealed this to SVTV Africa, said the Hospital has two clinic days and the least of the cases recorded on each of these days is 5

“We have two clinic days in a week. On average, on each clinic day which is either a Tuesday or Thursday, we get a minimum of 5 and a maximum of 12 new cases. So, we get an average of 9 persons on a clinic day”, she revealed.

She stressed “there are times we get as high as 40, 50 or 60 in a given month”

The alarming figures she explained is because the Tema General Hospital is a referral hospital and serving smaller health facilities which refer clients to the facility reason why there are increasing figures.

“The number of cases does not mean that people within Tema alone are those who are getting infected but a situation where other facilities including Ada are refer patients to the Tema General Hospital for the necessary counselling and health facilities”, she explained.

In her view, the facility has expanded the clinic to cater to the increasing number of new infected cases but appealed to persons who have been diagnosed with the virus to stick to their anti-retro-viral drugs to stay healthy and subdue the virus.

Commenting on the 2019 figures, she disclosed that there has been a slight decline in the number of new infections as compared to 2018.

Last year, one thousand and seventy-two persons, made up of 636 females and 436 males in 2019, tested positive to the Human Immunodeficiency Virus (HIV) in Tema.

Eight hundred and seventeen of the number tested at Tema South where Tema General Hospital, a referral hospital is located while Tema North accounted for 103 of the cases; Manhean and Community One Clinics tested 78 and 74 respectively.

  • Dr. Bawumia has raised the bar and NDC must find an antidote – Allotey Jacobs

A leading member of the opposition National Democratic Congress, Allotey Jacobs has admitted Vice President Dr. Mahamudu Bawumia has raised political discourse in the country to a level which is making it very difficult for his party to match up.

Speaking as a panel member on Peace FM’s morning show, Kokrokoo on Tuesday, Allotey Jacobs averred that Dr. Bawumia’s series of intellectual presentations were becoming a worry to the NDC , and expressed concern over his party’s inability to match-up to the Vice President.

“He is doing something that as communicators and party leaders, we should watch out,” said Allotey Jacobs.

“Dr. Bawumia’s lectures target the Intellectual community and then other people who form the structure of our society are also targeted and invited,” Allotey Jacobs said on Tuesday during a discussion on Dr. Bawumia’s delivery at the Government’s Town Hall Meeting on Monday.

Allotey Jacobs, who is also a former Central Regional Chairman of the NDC, said Dr. Bawumia exhibited his intellectual prowess in opposition by delivering a series of lectures, which contributed in sending the NDC out of power.

He added that even in government and in an election year, Dr. Bawumia is repeating same, expressing worry that his part, the NDC, has so far found no antidote to match up to the Vice President.

“He did this kind of presentation while in opposition, and in government too, he has taken over and doing same,” said Allotey Jacobs.

“We weren’t serious and our communication wasn’t cohesive and this ensured that the NPP won the election.”

“Dr. Bawumia has driven into our political space. From 2017 up to now, he has occupied about 2/3 of our political space. We have been criticising him but the more you mention him, the more he resonates with the people,” the former NDC regional chairman added.

Allotey Jacobs expressed both admiration and worry over Dr. Bawumia’s latest delivery at the Government Town Hall meeting in Kumasi, describing the Vice President’s presentation as a separation of propaganda and facts.

“He (Vice President Bawumia) has digitized our communication and he has separated propaganda and facts,” Allotey Jacobs said, in reference to the Town Hall Presentation by the Vice President.

” I won’t even go into the details of his presentation, but I’m looking at it from afar and asking are we going to leave it again when he is occupying the political space? Look, this is greater than what he did at Central University.”

“Look at the people present. Chiefs, this, that; from all our social structure. They were all invited and they were allowed to ask questions.”

“What I’m saying is, who can come forward and punch holes in the presentation of Vice President Bawumia?”

When show host, Kwame Sefa Kayi told Allotey Jacobs that NDC party communicators have already started responding to Dr. Bawumia’s presentation, Allotey Jacob gave a less enthusiastic response.

“They say monkeys play by sizes. That is why I am saying we need someone who can match up to Dr. Bawumia,” Allotey told show hist Kwame Sefa Kayi.

    DR. BAWUMIA RAISING THE BAR

The NDC elder expressed worry over the parties inability to nominate a running mate, adding that Dr. Bawumia is raising the bar to make things even more difficult for the NDC.

” Up to now, we haven’t even nominated our running mate,” Allotey Jacob’s lamented.

“What Vice President Mahamudu Bawumia is doing is that he is raising the bar to the extent that we need somebody like him to interface with him.”

“When you listen to Dr. Bawumia’s presentations, he is very eloquent and he spices his presentations with his twi to make it even more exciting.”

“When you are doing analysis of a person and how to defeat that person, you bring all these things on board. We need somebody at his level to face off with him.”

“Dr. Bawumia has raised the bar and I want to plead with my brother President Mahama to get a running mate who can match up to Dr. Bawumia.”

  • Man exposes how Tollbooth operators are robbing national coffers by issuing fake receipts to drivers

We have some roads in Ghana called toll roads. To travel on a toll road, you have to pay a fee — called a toll.

Most roads are built with local, state or national government money raised from taxes.

Tolls are like a tax that applies only to the users of the toll road.

Toll roads allow new roads to be built and maintained without raising taxes on the general public.

Well, it appears some dubious people are stealing monies meant for the national coffers by directing it into their own pockets.

They do this by issuing fake receipts to drivers.

A man who has experienced this today decided to expose this. Taking to his Facebook wall, he revealed that one Cashier by name Sauda Hassan at the toll booth after the Tema Motorway roundabout issued a motorcycle receipt to a Trotro driver instead of receipt meant for cars.

“CRIME ALERT (THE NATIONAL PURSE IS LEAKING)

Just last week, Zionfelix Entertainment News made a video on how some of these workers at the toll booths are stealing from.the national purse.

Just this morning in a trotro (GT 5090 18, Prampram-Lapaz Car ), just after we crossed the toll booth after the Tema Motorway roundabout, the driver paid the toll and he was just about throwing the paper away when I requested him to give me the paper and to my surprise the Cashier by name Sauda Hassan of Lane: 02ME gave him a motorcycle receipt!

This is sickening to say the least. It is sad how everyone most especially those insulting politicians as corrupt looking for ways of robbing this nation. I mean what is wrong with this our country?”
