  • Govt must publish rosewood report – Apaak

MP for Builsa South Constituency in the Upper East Region Dr. Clement Apaak is asking the government to publish the report of investigations carried out on officials and institutions involved in the alleged illegal smuggling of rosewood.

He said it is worrisome that the public is yet to know the content of the report in the alleged illegal smuggling of rosewood.

A committee chaired by the Deputy Minister of Lands and Natural resources Benito Owusu was set up in August 2019 to investigate the alleged illegal felling of rosewood.

The report of the committee was presented to the Ministry in December.

Dr. Clement Apaak argues that the government must publish the report to allow Ghanaians to compare the work of the committee to that of other independent bodies.

According to him, knowing that the alleged illegality is still ongoing there is a need for the government to publish the report.

” So to think that the report has been ready and yet the good people of Ghana have not had the opportunity to see the content at the time we also know that the illegality is still been perpetuated is most worrisome, it means that government has the responsibility to make sure that the report is published regardless of their reservations about the content of the report may be. The public seeing the content of that report and comparing the outcome of the committees work to the report of the EIA which triggered the government to form the committee………”

    Committee can’t be trusted

Dr. Clement Apaak in August last year said the committee set up by the Minister for Lands and Natural Resources to investigate the allegations made in the EIA report on rosewood trade cannot be trusted.

Dr. Clement Apaak in a Facebook post said, “The committee is put together and will report to the Minister, it’s chaired by one of his deputies and has members drawn from the Forestry Commission, the Ministry, Customs among others.

“How can the very same entities alleged to be deeply complicit in the ongoing illegal rosewood trade investigate a matter they are alleged to be involved in or superintending over?” he asked.

He added that “I truly cannot expect any meaningful outcome from the seven-member committee. The true motive for setting up this committee is yet to be known, but I suspect it’s to cover up and or deflect attention from my petition to the Special Prosecutor.”

  • Mentally ill people on the streets are unprotected – Dr. Kwesi Osei

The Executive Officer of the Mental Health Authority, Dr. Kwasi Osei, has expressed displeasure at the state of insecurity people with mental illness are exposed to in the country.

He made the statement in an exclusive interview with GhanaWeb in response to the issue of the growing number of mentally ill patients roaming the streets of major cities and towns.

According to Dr. Osei, they are rejected and looked down on by the public although they are equally humans who have rights.

“Unfortunately nobody is protecting them, in fact society even tends to think that they are not human beings who have their human rights and should be protected,” he lamented.

He highlighted the need for mental health organizations like the Mental Health Authority to be adequately funded so they can access the resources that would take the mentally ill people off the streets, protected and be given medical care.

“That is where we as a government agency responsible for mentally ill people have the responsibility to collect them, get them treated and send them back, but that it also means that somebody must give us the financial backbone, so we fall on the government again,” he concluded.

  • Kan-Dapaah Storms Parliament With New National Security Policy

The Ministry of National Security is to introduce a National Security Policy Document that runs for four years but subject to review at the beginning of each year.

Sector Minister Albert Kan-Dapaah told Parliament on Wednesday that the proposed document is expected to be ready before the end of the year, and that the yearly review is to assess emerging national security threats.

Mr Kan-Dapaah was responding to a question posed by Mr James Agalga, Ranking Member on Defence and Interior Committee and Member of Parliament for Builsa North, on whether the Ministry had plans to introduce a National Security Policy to the House for consideration.

The Minister said there was an urgent need for the country to have a documented National Security Policy framework to protect the state and its citizens.

He said the vision of the Government was to use the Document to set the stage for a progressive and secured security governance system.

Mr Kan-Dapaah explained that it had not been the practice of the country to have such a policy detailing the strategic framework and defining how to provide security for the state and citizens.

In October, 2017, the Ministry of National Security set up a Technical Working Group to initiate the process of drafting a National Security Policy.

The group comprised representatives of Government Ministries, Departments and Agencies, the academia and known security experts.

Mr Kan-Dapaah said the group has made some progress and after several consultations with various Ministries and State Departments over the period, a draft detailed National Security Policy document is ready.

He said the draft document had gone through various validation and review processes with selected security and governance experts as well as stakeholder consultations with interest groups and Civil Society Organizations.

Mr Kan-Dapaah announced that the Ministry intended to submit the final draft to Parliament for its input.

He, however, stated that the policy document would not be submitted to the House as a Bill to be passed into an Act of Parliament, as that had not been the best international practice.

He explained that  the consultation with Parliament would,be limited todiscussions with the Select Committee responsible for National Security and theLeadership of the House.

  • Cluster bombs dropped in Libyan capital

Cluster bombs were dropped in a residential area in Libya’s capital, Tripoli, on 2 December by forces allied with renegade commander Khalifa Haftar, campaign group Human Rights Watch has said.

During a visit to the site on 17 December, its investigators found “remnants of two RBK-250 PTAB 2.5M cluster bombs, as well as evidence that high-explosive air-dropped bombs were used in the attack”, HRW said.

The air strike had been carried out in the area by Gen Haftar’s Libyan National Army (LNA) or its foreign allies, who include the United Arab Emirates and Russia, HRW said.

There were no reported casualties because that area in southern Tripoli had already been largely abandoned by residents because of heavy fighting.

The use of cluster bombs is banned under an international convention signed in 2008.

Although Libya is among 75 countries – including Russia and the US – which never signed up to the convention, most usually comply with the ban because of the indiscriminate effect of cluster bombs and the long-term danger they pose.

“They typically explode in the air and send dozens, even hundreds, of small bomblets over an area the size of a football field.

“Cluster submunitions often fail to explode on initial impact, leaving duds that act like landmines,” HRW said.

Meanwhile, the UN Security Council has adopted a resolution “demanding” that a “lasting ceasefire” comes into force in Libya.

The oil-rich state has been hit by instability since the overthrow of long-time leader Mummar Gaddafi in 2011.

Gen Haftar’s forces launched an offensive last year to capture Tripoli, but have not yet done so.

Turkey has sent troops to bolster the Tripoli-based government.

  • Summon Minister of Environment over galamsey fight Suhuyini to Speaker

The Member of Parliament for Tamale North, Alhassan Suhuyini has asked the leadership of Parliament to summon the Minister of Environment, Science and Technology, over the fight against illegal mining.

According to him, the call for the House to be briefed on the matter is crucial especially at a time when there is the issue of missing excavators.

“Given the report that we are getting in the media and the concerns that people are raising as far as this fight is concerned, it is important because we all know how relevant the successful campaign is to our very existence.”

“Mr. Speaker I will plead with the Majority Leader to if possible make space for the Minister of Environment and Science to brief the nation on the successes chalked as far as the fight against illegal mining is concerned to put at ease the minds of people who genuinely supported the campaign over the reports that we have been hearing of recently.”

Most recently, the inability of the government to account for hundreds of seized excavators has sparked allegations of state complicity in illegal mining.

In addition to the current controversy over the excavators, the Concerned Small Scale Miners Association has called for accounts of gold seized from illegal miners.

The leadership of the Association has also said it will petition President Nana Akufo-Addo to widen the probe into the alleged corruption that accompanied the crackdown on illegal mining.

It wants a probe into the whereabouts of gold that were seized from illegal small scale miners.

    Action so far

So far, six persons have been arrested in connection with the missing excavators. They have all been granted bail.

The six include the suspended First Vice Chairman of the New Patriotic Party in the Central Region, Horace Ekow Ewusi.

They have been cautioned with the offence of stealing and abetment to stealing.

According to the CID, the five others arrested individuals are alleged accomplices of Ekow Ewusi, who was contracted to take custody of the seized equipment.

    Background

The controversy began when the Minister of Environment, Science, Technology and Innovation, Professor Kwabena Frimpong-Boateng said most of the excavators that were seized from illegal miners had vanished.

Prof. Frimpong-Boateng subsequently wrote a letter to the Police CID to investigate Horace Ekow Ewusi over his alleged involvement in the missing earth-moving equipment.

Ekow Ewusi was contracted by the government to cart excavators and other vehicles and pieces of equipment seized by the anti-illegal mining task force to designated areas for safekeeping.

  • Match Preview: WAFA SC v Dreams FC

WAFA SC have got some ills to correct ahead of their home clash against Dreams FC on Sunday in the Ghana Premier League Week 10 clash.

This term, the Academy Boys have been sterile on the artificial turf and have dropped more points which is unusual.

The 2-1 to Liberty Professionals has been indelible and dropping of points against giants Hearts of Oak and Asante Kotoko have killed confidence.

Some clubs have now been boosted by WAFA’s profligacy and know they can return home unscathed if they put in impressive shifts.

But don’t be deceived, the football produced by Dr. Prosper Narteh and his boys have been top notch

Dreams FC has enjoyed mixed results away from home, including that opening day 1-0 win at Eleven Wonders.

However, they lost 1-0 at Berekum Chelsea and also slipped 2-1 to Ebusua Dwarfs but managed to account for Liberty Professionals (2-1), in a match played on their home turf after the Dansoman based side had their license revoked.

At the Golden City Park, victory is guaranteed for the former league champions who are undefeated at home this term.

But their defenders will have a lot of work to do to stop the enterprising striker Victorien Adebayor.

Striker Kofi Owusu is recapturing his verve and scored in their defeat last week, so the club can count on him.

It rained goals for Inter Allies in their last trip after clobbering Eleven Wonders 3-0 in Techiman.

They have already lost at Aduana Stars and Karela United FC but in those matches, they played well.

  • Antarctic island hits record temperature of 20.75C

Antarctica has exceeded 20C for the first time, after researchers logged a temperature of 20.75C on an island off the coast of the continent.

Brazilian scientist Carlos Schaefer told AFP they had “never seen a temperature this high in Antarctica”.

But he warned the temperature, logged on 9 February, was just one reading and not part of a long-term data set.

The continent also hit a record last week, with a temperature reading of 18.3C on the Antarctic Peninsula.

This latest reading was taken at a monitoring station on Seymour Island, part of a chain of islands off the same peninsula, at the northernmost point of the continent.

Although the temperature is a record high, Mr Schaefer emphasized that the reading was not part of a wider study and so, in itself, could not be used to predict a trend.

“We can’t use this to anticipate climatic changes in the future. It’s a data point,” he said. “It’s simply a signal that something different is happening in that area.”

    How fast is Antarctica warming?

According to the UN’s World Meteorological Organisation (WMO), temperatures on the Antarctic continent have risen by almost 3C over the past 50 years, and that about 87% of the glaciers along its west coast have “retreated” in that time.

Over the past 12 years the glaciers have shown an “accelerated retreat” due to global warming, it adds.

Last month was also Antarctica’s warmest January on record.

Image captionTemperatures on the continent have risen by almost 3C in 50 years

Scientists have warned that global warming is causing so much melting at the South Pole, it will eventually disintegrate – causing the global sea level to rise by at least three metres (10ft) over the coming centuries.

The previous record for the entire Antarctic region – which includes the continent, islands and ocean that are in the Antarctic climatic zone – was 19.8C, logged in January 1982.

Last July, the Arctic region hit its own record temperature of 21C, logged by a base at the northern tip of Ellesmere Island in the Canadian Arctic.

  • Ministry of Communications justifies NCA’s decision to shut down Radio Tongu

he Ministry of Communications has justified the National Communications Commission’s (NCA) decision to shut down Radio Tongu in Volta Region.

The NCA explains that the shut down was “on the grounds of National Security and in the public interest.”

They alleged that the station was promoting the agenda of the Homeland Study Group Foundation, a secessionist group in the region.

Dr Charles Wereko Brobbey has accused the government of suppressing press freedom and that the NCA had no right to shut down Radio Tongu on ethical grounds.

But the Deputy Communications Minister George Andah disagrees and says the NCA has the power to shut it down since the station was registered as a community radio station.

“There were reports that we received from the District Security Council complaining about the content of Radio Tongu and what they were communicating was about the Western Togoland movement which is a national security issue. The NCA called a meeting for all the parties involved, the District Security Council were there but the operators of the radio station did not honour the invite. So the decision that was taken at the meeting was based on the information available. So if you have authorization as a community radio and not doing community work then the NCA has every right to act”.

The National Communications Authority (NCA) has revealed the reason Tongu Community Multimedia Network (Radio Tongu) in the Volta Region was shut down following backlash from citizens.

In a statement issued on Thursday, the Authority said a group of people petitioned the NCA in 2014 and April 2019 raising concerns about how the community radio was being managed and operated by the Manager, Bestway Zottor.

It further added that the petitioners again on January 9, 2020, wrote to the Authority alleging that Mr Zottor was using the radio station for defamation, causing confusion among churches and for promoting the separatists’ agenda of the Western Togoland movement.

This led to the arrest of the Director of the community radio station, Mr Zottor and the subsequent shut down of the community radio.

  • Scientists discover ‘ghost’ human ancestor in Africa

A mysterious “ghost population” of ancient humans lived in West Africa about 500,000 years ago, scientists believe, whose genes are thought to live on in people today.

Researchers say DNA from this group makes up between 2% and 19% of modern West Africans’ genetic ancestry.

In particular they found links to the Mende people of Sierra Leone, Yoruba as well as Esan people in Nigeria, plus other groups in western areas of The Gambia.
The so-called “ghost population” of humans seems likely to have diverged from the shared ancestor of Neanderthals, Denisovans and modern humans before these lineages split about 800,000 years ago, New Scientist magazine explains.

Sriram Sankararaman – the computational biologist who led the research at the University of California in Los Angeles – told BBC Newsday he believes more such groups will be found in the future:

“As we get more data from diverse populations – and better quality data – our ability to sift through that data and excavate these ghost populations is going to get better.”
