  • Angry workers spurn Ethiopia’s ‘industrial revolution’

    Zemen Zerihun thought he’d left farming behind and found the ticket to a better life when he began a job cutting fabric for a clothing company at a massive industrial park in southern Ethiopia.

    But the 22-year-old ended up quitting within months, weary of working eight hours a day, six days a week and still not making ends meet earning $35 a month.

    Managers were so strict they would go into bathrooms and yank out workers deemed to be taking too long, he said.

    His supervisor would loudly berate him as “slow” and “lazy” when he failed to keep pace on the production line, he told AFP.

    “After I joined the company, I suffered,” he said. “The supervisors treat you like animals.”

    Experiences like his highlight a major challenge facing Ethiopia’s push to embrace industrialisation and become less dependant on agriculture.

    By attracting foreign investors through cheap labour, it wants to follow the model of China and other Asian nations in creating a robust manufacturing sector that can offer badly needed jobs for its young workforce.

    But despite high unemployment, young Ethiopians are not going along with it, preferring to quit rather than stay in jobs where they feel underpaid and disrespected.

    Thousands of employees have already walked out of the country’s new and burgeoning network of industrial parks.

    At the Hawassa Industrial Park, where Zemen worked, staff turnover in 2017-18 “hovered around 100 percent,” according to a May 2019 report from the Stern Center for Business and Human Rights at New York University.

    The added recruitment and training costs are a main reason why, in the eyes of manufacturers, Ethiopian labour has “turned out to be considerably more costly than the government had initially advertised,” the report said.

    Government officials say they are taking steps to address workers’ concerns while balancing them with industry representatives’ interests.

    But labour organisers argue the measures are too little, too late, leaving them no choice but to begin unionising the parks — a development Zemen says is long overdue.

    “The government needs to pay attention to what is happening in the industrial parks,” he said.

    “They think they are giving everyone good jobs, but some of the workers, they are really struggling.”

    A lofty vision

    Prime Minister Abiy Ahmed sees industrial parks as an important engine of growth that can help stave off unrest ahead of elections tentatively planned for August.

    Yet the strategy was adopted several years before Abiy came to power, after the government realised in 2014 that agriculture couldn’t provide enough jobs for a booming population, said Arkebe Oqubay, an architect of the strategy and now special adviser to the premier.

    Ethiopia is one of Africa’s fastest-growing economies but youth unemployment remains a major problem.

    The World Bank estimates that two million people enter the workforce every year.

    Despite long-running efforts to restructure the economy, officials estimate that manufacturing still only makes up 10 percent of economic activity.

    As they work to ramp up the sector, officials say they have learned the lessons of places like Bangladesh — where at least 1,134 people were killed in the Rana Plaza factory collapse in 2013 — and are committed to avoiding unsafe and unsustainable working conditions.

    The flagship Hawassa park, a campus of 52 factory sheds occupied by American, European and Asian companies producing garments and textiles, opened in 2017.

    Its roughly 30,000 workers sew fabric into T-shirts, sportswear or other sought-after items.

    By year’s end, some 30 industrial parks will be operating across Ethiopia, specialising in sectors like machinery production and information and communications technology, Arkebe said.

    Currently 12 parks have been built.

    The parks have already yielded dividends, Arkebe said, raising foreign direct investment to $4.3 billion in 2017 — a fourfold increase over five years earlier.

    But wage levels are under the spotlight.

    – Attracting investment –

    The $26 monthly base pay at Hawassa makes Ethiopian garment workers the lowest paid in the world, the NYU Stern Center report said.

    Though the amount is not uncommon for entry-level employees in a country with no minimum wage, workers say it barely covers food, transport and rent.

    Even those leasing cramped apartments with three or four co-workers and sleeping in shifts on shared mattresses say they don’t make a decent living.

    Eight months after resigning, Zemen is living with his family and still looking for a new job, but he has no regrets.

    He’d rather grow food for himself on the family farm than toil at the factory which he’d initially seen as his escape, he said.

    He is far from the only worker to have quickly grown disillusioned when the reality of factory life failed to match his expectations.

    Tony Kao, deputy general manager of JP Textile, said Hawassa workers faced challenges switching from agricultural to industrial work.

    “It took some time for them just to learn industrial work. They now have to be on time to work and now they have to learn new skills, they have to learn how to operate the machines which is a whole new chapter for them,” he said.

    Medihant Fehene left her Hawassa factory job, too.

    “I’d have to wake up to catch the bus at 5:30 to start work at 6:00, or if I took the afternoon shift I would not get home until 11:30, when it’s dark and not safe for a woman to be outside,” she said.

    Among measures the government is exploring to address such frustrations is giving companies land for dormitories for workers to rent at subsidised rates, Arkebe said.

    However, he also defended low wages, saying they help ensure firms invest in Ethiopia rather than countries where manufacturing is more established.

    “If wages are high and investment doesn’t come, new employment is not going to be created,” Arkebe said.

    “The livelihood of workers can improve when their productivity improves,” Arkebe added, comparing the process to the “industrial revolution” in Britain and the United States.

    ‘It’s the future’

    Such statements play well with industry representatives.

    “Ethiopia is the garment future. Everybody’s looking at Ethiopia now,” said Raghavendra Pattar, head of Nasa Garment Plc in Hawassa.

    Ethiopian workers have had the right to organise since the 1960s, but Pattar said he saw no need for unions to be established at the industrial park.

    But Ayalew Ahmed, vice president of the Confederation of Ethiopian Trade Unions, told AFP that the first “task forces” to begin organising workers would form early this year.

    “If the employers volunteer to have trade unions in the company, that will be OK. Otherwise we will establish them outside the company,” he said.

    The government backs workers’ right to organise, provided it is not too disruptive, Eyob Tekalign Tolina, a state minister of finance and one of Abiy’s top economic advisers, said.

    Factory owners at Hawassa meanwhile seem to face no shortage of potential replacements for those who quit.

    On a recent morning, dozens of applicants waited in line to be tested on tasks such as threading needles or placing nails on a pegboard.

    Inside the park, 22-year-old Tekle Baraso Bonsa took a break from dyeing yarn to explain how he was using his $33 a month wage to put himself through university.

    “If I weren’t doing this,” he said, “I’d be shining shoes.”

  • French prosecutors open probe on skate coach accused of raping teenage trainee

    French prosecutors opened an investigation into claims of rape and sexual abuse of minors in figure skating on Tuesday as details emerged of allegations made 20 years ago against the coach at the heart of the case.

    The probe, hailed as a “strong signal” by French Sports Minister Roxana Maracineanu and in which “the words of the victims must be heard”, will focus on claims made by former world championship bronze medallist Sarah Abitbol.

    In her autobiography published last week, Abitbol accused coach Gilles Beyer of raping her several times from 1990 to 1992 when she was between the ages of 15 and 17.

    “He (Beyer) started to do horrible things leading to sexual abuse and I was raped at 15,” said Abitbol, now 44, in a video interview with L’Obs.

    The investigation will also “attempt to identify all the other victims who suffered… offences of the same nature”, Paris-based prosecutor Remy Heitz said.

    Abitbol’s claims coincided with sports daily L’Equipe publishing an investigation in which three other skaters accused Beyer and two other coaches, Jean-Roland Racle and Michel Lotz, of abuse and rape when they were minors.

    Further allegations of underage sexual abuse emerged from former swimmers and tennis players.

    On Friday, 62-year-old Beyer admitted to having had “intimate” and “inappropriate” relations with Abitbol, telling AFP he was “sincerely sorry”.

    “I acknowledge having had intimate relationships with her,” Beyer said in a statement.

    “If my memories of the exact circumstances differ from hers, I am aware that, given my duties and her age at the time, these relationships were inappropriate.”

    Racle has denied the accusations while Lotz has not commented.

    Sports Minister Maracineanu has called for the president of France’s ice skating federation, Didier Gailhaguet, to resign, saying he “cannot absolve himself of his moral and personal responsibility”.

    But after a meeting at the federation’s Paris headquarters on Tuesday, Gailhaguet said he would not make a decision on whether to step down until the investigation had concluded.

    “I, as federation president, will await the result of this investigation before making any decision on the resignation the sports minister asked for,” the 66-year-old said.

    Powerful figure

    Maracineanu, a former swimming world champion, does not have the power to sack Gailhaguet but has intimated that the federation would face state sanctions if he remains.

    Gailhaguet, who is due to hold a press conference on Wednesday, has been the most influential man in French ice skating since he first became president in 1998, some years after the alleged offences.

    He has headed the federation ever since apart from a three-year hiatus between 2004 and 2007 which followed a judging scandal at the 2002 Winter Olympics in Salt Lake City.

    He was suspended by the International Skating Union for three years from 2002 and duly gave up, temporarily, the presidency of the French federation.

    Gailhaguet’s accession to the presidency opened the door for Beyer to take charge of the French national team.

    Two years later, another skater made a complaint against Beyer which was followed up at ministry level but not acted on by prosecutors.

    The report of that investigation, which has been seen by AFP, shows that Gailhaguet was aware of the nature of the allegations against Beyer.

    In a letter addressed to him and dated February 8, 2000, the parents of a young skater outline Beyer’s inappropriate behaviour towards their daughter, who was 17, during a training camp.

    According to the letter which relates to an incident in July 1999, Beyer was “under the effects of alcohol” when he sat on the girl’s bed. After talking he said he would leave but asked if he could kiss her. She declined.

    “It would be desirable, not to say essential … that this gentleman never again gets close to adolescent skaters who are minors,” the parents said in the letter.

    Beyer did not comment on those claims when contacted by AFP.

    The 2000 inquiry led the sports ministry to remove him from his technical role at the federation, but he remained a coach at club level and held an executive position at the federation until 2018.

    On Tuesday, former Olympic champion Gwendal Peizerat, who won the 2002 ice dance gold with Marina Anissina, said the revelations were “the tip of the iceberg”.

    “We’re talking about rape, harassment … Didier Gailhaguet is not the moral example we should be showing our children,” said Peizerat, who unsuccessfully challenged Gailhaguet as skating chief in a 2014 election.

  • Trump has highest economic approval rating of any president in the last 20 years: new poll

    A Gallup poll released on Tuesday found that Trump had received the highest economic approval rating of any president in the last 20 years.

    The survey showed Trump receiving a 63% approval rating among respondents for his handling of the American economy, a six-point boost from the last poll released in November.

    It’s the highest economic approval figure since the immediate aftermath of 9/11 when George W. Bush was president. It peaked at 72% in October 2001.

    By comparison, President Obama saw support for his stewardship of the economy top out at 59% in February 2009, the first month of his presidency and the height of the Great Recession, according to Gallup.

    Last week, a Washington Post-ABC News poll found 56% of respondents supported Trump’s management of the economy, which is undergoing its longest expansion on record and continues adding jobs at a healthy pace.

    The same Gallup poll also found that his job approval rating stood at 49%, and just over half of Americans now view the Republican Party favorably.

    The strong back-to-back poll results came at a pivotal moment for President Trump. With the Republican-led Senate likely to acquit him in his impeachment trial over an attempt to investigate Democrats in Ukraine, Trump is seeking to place the economy front and center in his re-election campaign.

    At Tuesday’s State of the Union Address, themed “The Great American Comeback,” he’s expected to draw attention to his economic record, an area where he’s repeatedly drawn stronger support among Americans.

    Under Trump, the stock market has locked in record highs while unemployment has steadily fallen.

    But critics argue that economic inequality worsened under the president’s watch with the 2017 tax cuts and bruising trade disputes that hurt farmers and American consumers alike.

  • Well campaign against parties that refuse to sign vigilante roadmap Catholic Bishops

    The Catholic Bishop Conference has vowed to campaign any against any political party which fails to append its signature the comprehensive roadmap developed by the National Peace Council to deal with the threat of party vigilantism.

    The Opposition National Democratic Congress(NDC) refused to sign the document arguing that key stakeholders like the Electoral Commission and the government agencies which have the sole responsibility to fully implement the roadmap were not added to the signatories of the document. A situation the NDC fines worrying.

    But the Secretary of the Catholic Bishop Conference, Rev. Lazarus Anane in an interview with Joy News said the Conference has very strong support for this course to end party vigilantism and urged the parties to take the move seriously.

  • Egypt’s education minister dismisses rumours about postponing school over coronavirus outbreak

    Egypt’s Minister of Education Tarek Shawki denied media reports that the ministry will put off the second school semester, scheduled to resume on 8 February, due to coronavirus outbreak.
    “There is no change for the time being. We will inform everyone if there is any update, but we have to leave these decisions to the relevant authorities,” Shawki posted on Facebook.

    He requested the public not to participate in creating “a state of panic” across the country.

    The fast-spreading virus first surfaced last month in the Chinese city of Wuhan, killing some 304 people in China so far and infecting more than 11,000, mostly in China.

    Egypt has taken precautionary measures against the virus, including screening travelers arriving at its airports.

    The deadly epidemic, which has spread to 24 countries, has not been detected in Egypt or any country in the Middle East, with the exception of the United Arab Emirates, where six people have been diagnosed with the virus, according to the World Health Organisation.

    Tottenham manager Jose Mourinho reiterated his call for major changes to the use of VAR in the Premier League after a video of him berating the fourth official in a 2-0 victory over Manchester City went viral.

    Mourinho and his assistant Joao Sacramento charged towards the fourth official after Raheem Sterling was not shown a second yellow card for what they believed was a dive trying to win City a second penalty on Sunday immediately after Ilkay Gundogan’s spot-kick was saved.

    Jose Mourinho was also unhappy at the award of City’s original penalty by VAR and the decision not to change Sterling’s yellow card to a red for his challenge on Dele Alli.

    “My reaction was just based on I could watch everything on the screen. So I watch the Dele situation, the penalty, the pretending penalty. I watch everything so that creates emotions,” Mourinho said on Tuesday.

    “I went viral for the wrong reasons but that’s the way it is.”

    In contrast to other Europan leagues, referees have been advised not to use pitchside monitors to review their own decisions and are instead overruled by an official watching the game at the league’s VAR hub in London.

    A survey released by YouGov on Tuesday showed that 67 percent of Premier League fans believe VAR has made football less enjoyable, while supporters are also in favour of the referee using the pitchside monitors.

    “If the referees are not allowed to go to the screen and take the big decisions of the game, they have to change the name of the VAR and call it VR — video referee,” said Mourinho.

    “In this moment, the referees that are on the pitch are not making the most important decisions of the game.

    “Give the referee the command and give him the possibility of going to the screen for the big decisions or change the name to VR. I don’t accept the mistakes by the video referee.”

    Mourinho is hopeful Alli can shrug off the ankle injury he suffered from Sterling’s challenge to face Southampton in an FA Cup fourth-round replay on Wednesday.

    Liverpool manager Jurgen Klopp is not taking charge of his side’s replay against League One Shrewsbury at Anfield, preferring instead to give his full senior squad an extended rest during their two-week winter break from the Premier League.

    Spurs are also on their winter break but Mourinho is seeking to win the club’s first silverware since 2008.

    “I prefer to play tomorrow because to have them on holidays would mean we were knocked out,” said Mourinho. “It’s another extra effort for the boys, but I prefer (to play). We are in the competition so until we are, we are going to fight.”

    Blessed with twins after 5 years of marriage, Diana revealed she cried at the end of every month but had so much hope and believed God would answer her prayers.

    “At the end of every month, I cried, so you can imagine for five years because I gave birth almost 6 years into marriage but I was very quick enough to wipe it off and tried every month. However, I am a woman of God and not a God of a woman so the human side of me will come in and so I will be sad” she said.

    “Don’t give people unnecessary pressure! It’s either they are trying and it’s not happening or they have no plans of having kids but not yet or they are battling with the emotional stress of experiencing a miscarriage. Don’t freshen up a wound that is closing up and so let’s stop it”, she warned.

  • WHO forecasts 81% cancer jump in low, middle-income countries

    The UN health agency on Tuesday warned cancer cases would rise by 81 percent in low- and middle-income countries by 2040 because of a lack of investment in prevention and care.

    The Geneva-based World Health Organization (WHO) said in a report that these countries had focused their limited resources on combating infectious diseases and improving maternal and child health instead of fighting cancer.

    It said they often had the highest cancer mortality too.

    “This is a wake-up call to all of us to tackle the unacceptable inequalities between cancer services in rich and poor countries,” Ren Minghui, a WHO Assistant Director General, said in the report.

    “If people have access to primary care and referral systems then cancer can be detected early, treated effectively and cured. Cancer should not be a death sentence for anyone, anywhere,” he said.

    The report, timed to coincide with World Cancer Day, said an investment of $25 billion (23 billion euros) over the next decade could save seven million lives from cancer.

    “Controlling cancer does not have to be expensive,” Andre Ilbawi, of the WHO’s department for management of non-communicable diseases, told journalists.

    The annual report found that overall cancer cases in the world would rise by 60 percent by 2040 and said tobacco use was responsible for 25 percent of cancer deaths.

    Elisabete Weiderpass, director of the International Agency for Research on Cancer, which works with the WHO, said better cancer treatment in high-income countries had resulted in a 20-percent drop in mortality between 2000 and 2015.

    But in poorer countries, the reduction was just five percent.

    “We need to see everyone benefiting equally,” she said.

    While cancer had long been considered a disease of wealthy countries, this was no longer the case, the report said. It pointed out that one in five people worldwide would face a cancer diagnosis in their lifetime.

    “It’s a global burden,” Ren said.

  • Takoradi-Tarkwa train service active

    Dr Michael Adjei Anyetei the Deputy Managing Director of the Ghana Railway Company Limited (GRCL) has assured the public of active passenger services.

    “Despite the technical hitch recorded when a free passenger train was returning from Tarkwa to Takoradi last Thursday, I want to make it clear that the services are still active,” he said.

    The passenger train had one of its coaches derailing on the Tarkwa-Tarkoradi rail line on Thursday, due to a technical glitch.

    However, the challenge was resolved for the train to proceed safely back to Takoradi some minutes after the incident.

    Speaking to journalists, Dr Anyetei mentioned that GRCL engineers withdrew that particular coach for thorough examination and servicing.

    He, however, said that the incident had not stopped the free rail services being offered by the company after some rehabilitation works on the railway line.

    An earlier statement issued by the company and signed by Dr. Anyetei indicated that the track infrastructure had not been compromised and it was in a very good state.

    “To this end, the company has decided to extend the free passenger service for an extra week starting from February 3 to 7, 2020,” the statement added.

    The company has, therefore, assured the public that the rail line has been certified by the Ghana Railway Development Authority (GRDA), the regulator.

    “Any problem which will crop up on the coaches will be quickly addressed by GRCL engineers,” the statement said.

    He urged the public to trust the company as it worked to reactivate the passenger service after 13 years of being defunct.

    It would be recalled that the GRCL announced its intention to commence commercial train services on the Tarkwa-Tarkoradi rail line on February, 5 2020 and the move would be preceded by three-day free train service.

    Cousin of President Nana Addo Dankwa Akufo-Addo, Gabby Asare Otchere-Darko, has lamented how the West takes advantage of countries such as Ghana by benefiting from bribery-induced contracts and also from huge fines when the corruption is exposed while the countries that are the victims, get nothing.

    His comments come on the back of a deferred prosecution agreement between Airbus SE and the UK, US and France to the effect that Airbus SE will pay €3.6 to them for paying bribes in order to secure lucrative contracts in other countries. Instructively these other countries including Ghana will get nothing from the huge fines.

    This occurrence, Mr Asare Otchere-Darko, explains is how the West benefits both from the taxes from the contracts and fines in case of any wrongdoing.

    Mr Asare Otchere-Darko explained that: “This is how we get screwed over and over by the West and without any “protection” even when there is a settlement to be shared.

    Airbus agreed to a deal with anti-fraud authorities in 3 western countries that will see it paying out €3.6bn ($4bn) to France, USA and UK to end a 4-yr probe in which the plane manufacturer admitted to bribing for contracts. Indeed the boss of the SFO in UK, which struck a €1bn deal that was approved by a London High Court, has hailed the fine as a “very good win for the [UK] taxpayer.” Indeed!

    Ironically, the western country whose multinational company paid the bribes to secure such lucrative (inflated) contracts in countries like ours win double through the taxes from these lucrative (inflated) contracts ones secured and the huge fines from the corrupt contracts once exposed.

    Meanwhile, purchaser countries like Ghana, Malaysia, Sri Lanka, Taiwan, etc. whose taxpayers actually directly suffered by reason of impliedly inflated costs of the aircraft get nothing! Of course, we will get their diplomats to preach to us!”

    President Akufo-Addo has referred the Airbus scandal in which some Ghanaians including a government official were allegedly involved to the Office of the Special Prosecutor for investigations.

  • Bortianor Hills residents appeal to IGP for police protection

    Some residents of Bortianor Hills (Mountain View Area) on the Kokrobite-Tuba road in Accra are appealing to the Inspector General of Police (IGP), Mr James Oppong-Boanuh, to help intensify security at the area following the soaring activities of armed men believed to be land guards who are terrorising residents in the area.

    According to the residents, the land guards have ejected many of the residents from their houses and had taken possession of such houses, where they engaged in all sort of lawless activities including smoking of marijuana.

    The leader of the residents in the area, Mr Bernard Ahetor, told Graphic Online that they were living under fear in the area, as the area had become haven for criminals.

    According to him, although the police in the area had been notified about the situation, nothing had been done about it.

    For Alex Mensah, also a resident, alleged that when the land guards came to the area and started harassing the residents there, the Weija Police were informed but they (the residents) were told by the police to hire another armed men to face off the land guards so that in the melee, the police would then come in to make arrest.

    “We reported the situation to the police about the lawless activities of the land guards here, but the commander told us to hire people to fight them (the land guards) so that in the process, the police will come to arrest them,” he explained.

    According to him, since they could not hire other armed men to fight the land guards, the police had done nothing about the situation.

    “My brother, they smoke weed in the open and the police are aware of their activities, yet they have not arrested a single person,” Mr Mensah told Graphic Online.

    He said many of the residents who feared being attacked by the land guards had relocated from the area, pointing out that “We are living in a constant fear of being attacked. We are helpless.”

  • We informed Nigeria of impending visa ban – US

    The United States Government has said it notified all foreign governments of a change in its performance metrics for identity-management and information sharing criteria since March 11, 2019, which led to the visa ban on those countries.

    The Minister of Information, Alhaji Lai Mohammed, had initially described the report of the visa ban as speculative, stressing however, that if it turned out to be true, the federal government would respond comprehensively.

    But the US government disclosed that the Department of Homeland Security (DHS) identified the worst-performing countries for further interagency review and for an assessment of the potential impact of visa restrictions.

    In a proclamation published on the White House website, the US said that Nigeria and the five other affected countries were among the worst-performing in the world.

    It stated: “The process began on March 11, 2019, when the United States government formally notified all foreign governments (except for Iran, Syria, and North Korea) about the refined performance metrics for the identity-management and information-sharing criteria,” the proclamation read.

    “DHS identified the worst-performing countries for further interagency review and for an assessment of the potential impact of visa restrictions.

    “In addition, the United States government, led by the department of state, continued or increased engagements with many countries about those countries’ deficiencies.”

    The US government noted that a number of foreign governments sent senior officials to Washington, D.C to discuss those issues, explore potential solutions, and convey views about obstacles to improving performance.

    It said that as a result of this engagement, one country made sufficient improvements in its information-sharing and identity-management practices and was removed from consideration for travel restrictions.

    It however said that there are prospects for near-term improvements for the six countries.

    In the proclamation, the US President, Mr. Donald Trump, said the acting secretary of homeland security submitted a report on September 13, 2019 recommending the actions to be taken on the countries identified including “incentivising those foreign governments to improve their practices”.

    The proclamation imposes a ban on the issuance of immigrant visas to Nigerian passport holders.

    The proclamation however forced President Muhammadu Buhari to set up a committee to study and address the issues that made the US place visa restrictions on Nigerian passport holders.

    Mohammed had initially described as ill-conceived, the plan by the US to add Nigeria to its existing list of visa travel ban countries.

    Speaking to international media and other think tank in London, he had reportedly said: “On the issue of the travel ban our position is that it is still speculative because we are yet to be communicated. When we are communicated we will respond comprehensively.

    “However, in our view it was not well thought out but based largely on negative narratives spread by naysayers.

    “I know that we are working very well with our neighbours to ensure that terrorism is addressed. We are working with international community including the EU and the U.S.

    “Our advice to the US is that it should have a rethink on the issue because any travel ban is bound to affect investment and growth in the country and those who will be affected are the most vulnerable people in Nigeria,” he said.

    President Buhari at the weekend, reacted to the suspension of the issuance of ‘immigrant visas’ to Nigerians by the United States’ Government by setting up a committee to look into the matter with a view to meeting the requirements of the new US’ policy on visa issuance.

    “The committee will work with the US Government, INTERPOL and other stakeholders to ensure all updates are properly implemented,” Presidential spokesman, Mr. Femi Adesina, reportedly said in a statement.

    The new visa regime, which was announced by the US’ Government on January 31, comes into effect on February 21.

    The prophet whose name is mentioned as Akwesi Appiah, aka Jesus Ahuof3, is seen in the video telling his congregation that Wendy Shay would be kidnapped and killed for ritual purposes.

    The man of God claimed in the video that Wendy Shay was put in a small room, where the said rituals were done, after which her body was left to rot.

    He admonished people close to her to warn her to repent from her lifestyle or she would not see the end of 2020

  • NDC declines to sign vigilantism code of conduct

    The opposition National Democratic Congress (NDC) has refused to sign a document on Roadmap and the Code of Conduct put together by the National Peace Council to check political vigilantism.

    The Peace Council has been engaging the two leading parties National Democratic Congress and New Patriotic Party and key stakeholders culminating into the presentation of a final roadmap and code of conduct for the eradication of political vigilantism in the country in Accra on Tuesday, 4 February 2020.

    But the NDC it was premature for them to sign the document because some outstanding issues have not been addressed.

    “The view of the national democratic congress is that the signing ceremony is premature, we do not think we have exhausted all the possible issues that are required to have a meaningful document that we can all work to”.

    According to the NDC, the roadmap has 22 recommendations: four of them relate to political parties and 18 for government, National Commission for Civic Education, civil service organisations, Electoral Commission among others.

    “None of these are signatories to the document we are going to sign. So in effect if you look at the communiques we have already signed with the peace council, they actually already cover the four items that are directly relating to the political parties. Cannot be seen to be signing document for which other parties who are playing a part do not sign.”

  • Be firm, resolute – GUTA boss to EC Chair

    Dr Joseph Obeng, President of the Ghana National Union of Traders Association (GUTA) has asked the general public to respect the independence of the Electoral Commission and allow it to carry out its constitutional mandate.

    He called on the EC to be resolute and firm in its decision in relation to the compilation of the new voters register ahead of the 2020 presidential and parliamentary elections.

    Dr Obeng further called on all Ghanaians to also protect the peace of this country by not stampeding the elections management body.

    The decision by the EC to compile a new electoral role for the polls this year has met opposition from some political parties including the National Democratic Congress (NDC) and the All Peoples Congress (APC).

    The opposers believe that the timing for the exercise is bad given that Ghana has few months to go into the elections.

    But the EC has said the exercise will start in April, hence has started preparations towards the compilation.

    Speaking during the inauguration of the Tenants of Makola Shopping Mall Association, a branch of the GUTA in Accra on Tuesday February 4, Dr Obeng said : “GUTA does not indulge in partisan politics but that does not mean that GUTA cannot express its opinion on national political issues.

    “Private sector businesses cannot grow without peace in the country therefore it should be the responsibilities of the citizens irrespective of their trade or profession to promote and protect the relative peace in the country

    “We have heard and still hearing the issues about the compilation of the new voters register. We have also heard about the Inter-party Advisory Committee, the Eminent Persons Committee, political parties and other bodies on the voters register.

    “We will like to advice that the Independence of the Electoral Commission should be recognized by all Ghanaians respected and allow them to work without any fear or favour

    “They are mandated by the constitution to organize and manage elections in the country as an independent body. As a result we want the Electoral Commission to be firm, resolute in the discharge of their duty as enshrined in the 1992 constitution and ensure that the 2020 elections are conducted in a transparent, free and fair for all.”

  • Government allocates GH¢2.5m to fight coronavirus

    Government has allocated GH¢2.5 million as a start-up fund to fight coronavirus.

    Health Minister, Kweku Agyeman Manu, revealed this in Parliament today, Tuesday, 4 February 2020.

    “The government of Ghana has allocated an amount of GHS2.5 million as start-up funds towards the implementation of the initial response for our national preparedness plan. The Ministry of Health has, therefore, initiated the process to procure 10,000 pieces of personal protective equipment for the use of all our frontline health workers.

    “Arrangements are also being made, Mr Speaker, to procure insurance cover for all frontline health workers who maybe engaged to do this work for us. We are in this together Mr Speaker and, therefore, we call on the private sector and our development partners to give their full support to our national health force in this period of preparedness,” he said.

    At least 427 people have died with more than 20,000 confirmed cases around the world, most of them in China.

    More than two dozen nations have reported cases but, so far, no confirmations have been made across Africa or Latin America.

    On Tuesday, three more Asian countries – Singapore, Malaysia and Thailand – confirmed infections among citizens who had not travelled to China.

    Officials say 425 people have died in China and one in Hong Kong.

    One death has also been confirmed in the Philippines.

    Coronaviruses are spread through air droplets expelled when an infected individual coughs or sneezes within a range of about 3 feet.

  • Malawi court cancels Peter Mutharika election, orders new vote

    Malawi’s constitutional court on Monday ordered a new presidential election after annulling the results of a vote that re-elected President Peter Mutharika in May, citing widespread polling irregularities, including the use of correction fluid on ballot papers.

    The verdict, which is expected to stoke turmoil in the traditionally peaceful southern African country, can be appealed by Mutharika, who will remain president until the fresh polls.

    “We hold that the first respondent (Mutharika) was not duly elected as president of Malawi on May 21, 2019,” ruled lead judge Healey Potani.

    “We hereby nullify the results of the presidential elections and we order for a fresh election,” he said.

    A new election should be organised within 150 days, the court said. In the meantime the status in the presidency, including the office of the vice president, revert to what it was prior to last year’s presidential election.

    Sporadic protests have broken out across the country since Mutharika was declared the winner of the May vote by a narrow margin with 38.5 percent of the vote.

    Runner-up Lazarus Chakwera, who lost by just 159,000 votes, alleges he was robbed of victory and went to court.

    UNJUSTIFIABLE

    The case gripped the nation and kept Malawians glued to radio stations for hours on end, listening to live broadcast of witnesses presenting evidence of the alleged vote rigging during a six-month-long hearing.

    On Monday security was tightened with a heavy military presence around the court and businesses pulled down their shutters for the week, fearing violence erupting after the ruling was announced.

    Judges were driven to court in a military armoured vehicle.

    An army helicopter occasionally hovered above the courthouse and the central business district as the 500-page verdict was read out.

    “It is clear that the use of Tippex (correction fluid) was employed by (electoral commission) officers to hide votes,” said judge Ivy Kamanga, taking a turn reading the judgement that took more than nine hours to deliver.

    “Use of Tippex was unjustifiable and an irregularity,” she said, adding the way in which the electoral commission “dealt with the alterations was not in line with the law, hence it was irregular”.

    The court also said that only a quarter of the results sheets were verified and it “finds this to be a serious malpractice that undermined the elections”.

    ‘PIVOTAL MOMENT’

    It is the first time a presidential election has been challenged on legal grounds in Malawi since independence from Britain in 1964.

    The outcome echoes a historic decision by Kenya’s judiciary to annul presidential election results over claims of widespread irregularities in 2017.

    “Credible, free and fair elections form a solid foundation for democracy,” Potani said in a preamble to the judgement.

    Protesters took to the streets over several months last year demanding the resignation of the electoral commission chief, and many demonstrations turned violent.

    Anger flared last month after Chief Justice Andrew Nyirenda claimed bribes had been offered to the five judges presiding over the case.

    Malawi’s anti-graft body vowed to probe the allegations and arrested top banker Thom Mpinganjira last week.

    The opposition has urged supporters to maintain peace and accept the court’s decision.

    Mutharika, 79, has repeatedly dismissed opposition accusations that election was rigged and brushed off doubts about the official results.

    In a joint statement, British, American and several European ambassadors referred Thursday to the verdict as a “pivotal moment” in Malawi’s history.

    Dr J. B. Danquah stood as a presidential candidate against Nkrumah in April 1960 but lost the election. On 3 October 1961, Danquah was arrested under the Preventive Detention Act, on the grounds of involvement with alleged plans to subvert the CPP government. He was released on 22 June 1962. He was later elected president of the Ghana Bar Association.

    Danquah was again arrested on 8 January 1964, for allegedly being implicated in the Ametewee assassination attempt against the President. He was admitted to Nsawam Prison and placed in the Condemned Section (Special Block) in Cell No. 9 on the upper landing.

    The cell is approximately 9 feet by 6 feet in area, secured by a solid door with small open grille in the top half of the door and barred window high up in the rear wall.

    The cell contained no bed or other furniture other than a chamber pot. He reportedly suffered a heart attack and died while in detention at Nsawam Medium Prison on 4 February 1965.

    After the overthrow of the CPP government in February 1966 by the National Liberation Council (NLC), Danquah was given a national funeral and his status was rehabilitated.

  • Kenyan school closed after pupils’ death in stampede

    Kenya’s education minister has temporarily closed a primary school where 14 pupils were killed in a stampede on Monday evening.

    The crush happened at Kakamega Primary School, north-west of the capital Nairobi, as the children were leaving classes for home at about 17:00 local time (14:00 GMT).

    Five boys and nine girls died in the incident. The cause of the stampede is not yet clear.

    Education Minister George Magoha has ordered the school closed until Monday next week.

    He said the cause of the stampede will be established soon.

    Mr Magoha arrived at the school on Tuesday morning to assess the situation, the Daily Nation website reports.

  • Kwadwo Asamoah appointed as UN ambassador for fight against discrimination of refugees in Italy

    Ghana and Inter Milan ace Kwadwo Asamoah has been appointed the UNHCR to help fight discrimination against refugees in Italy.

    The former Juventus midfielder, has been playing in the European country since 2008 and is one of the few African players to have spent over a decate in Italy.

    Having played for Torino, Udinese, Juventus and now Inter Milan, the midfielder will use his role as a superstar to help raise funds to support refugees in Italy.

    Asamoah, 31, also appealed for support to help enroll young refugees in school to acquire some education.

    “Proud to support UNHCR Italy.DONATE NOW to 45588. With only 2 euros we can guarantee a month of school to a child fleeing the war,’ he posted on social media.

  • How Nigeria is losing billions to weak regulation of mining sector

    The Odonigi community in Moro local government area of Kwara State is blessed with large quantities of gold deposits over the years. However, illegal miners hold sway — five were arrested in 2017 with seven bags of gold.

    For a gold-rich community, however, basic amenities like schools and health care facilities, are luxuries. The only school in this community was locked, during a recent visit by this reporter, leaving the children to travel about seven kilometres to Alapa, which is located in another local government, to get basic education.

    This is also the case with healthcare and other basic necessities of life.

    For such a community, one would expect that the resources gotten from their land will be harnessed for their growth and development, but this is far from reality. Yes, gold mining is ongoing but it does not yield them any compensation.

    In fact, many, like Hassan Odonigi, the Mogaji of the community, were surprised at the mention of mineral resources in their community.

    In an interview with this reporter, he acknowledged their poor living conditions and confessed that asking for hospitals would be requesting too much. “We have not even gotten teachers for our school, you are talking about healthcare centre. Let them even give us the teachers first,” he said.

    Lost resources

    According to the Nigeria Extractive Industry Transparent Initiatives (NEITI), Nigeria lost $9 billion between 2014 to 2015 to illegal mining of gold and other mineral resources. While the definition of illegal mining has been restricted to miners without license, little attention is paid to the legal miners acting illegally.

    The money lost to illegal mining is mostly licensing fees and royalty to the government. While the government could be losing these funds, there is a bigger loss: this is the loss incurred through government’s inability to properly monitor and regulate the activities of miners.

    For instance, there was a rush in the mining of mineral resources in Oro town, Kwara State in the early 2000s. Tourmaline and topaz were in abundance, and people travelled from far and wide to partake in the rush. Labourers and buyers of gemstones, from within and outside the country, including places such as Mali and Senegal, thronged the place. But, this did not last beyond 2005, even though the exploration of mineral resources has not ceased.

    Labourers continue to dig massive holes looking for gemstones, using crude tools such as hammers, diggers and shovels. With a general lack of trust in the government, as well as the portable nature of the gemstone, the difficulty of monitoring both the legal and the illegal mining remains a huge challenge.

    After an initial difficulty accessing miners and dealers in the town, the reporter was finally directed to Dahiru Liman, a former senior special adviser on solid mineral to a former governor of Oyo State, Rashid Ladoja, who currently coordinates the mining activities in the town.

    Mr Liman told the reporter that illegal mining persists because of the failure of the federal government to implement its policies, particularly, on financial interventions.

    In June 2016, then Minister of Mines and Steel, Kayode Kayemi, announced the approval of N30 billion intervention to the mining sector, among other things, to improve the sector. But, Mr Liman is concerned about the disbursement of such funds.

    According to him, even if such funds are released, miners will not get it. “They will call the miners together, and present all our certificates. They will say, we will give you N50 million, N250 million, at the end, only one person will get from Kwara. It will be hard for you to see two people from Kwara., and the person – go and look – they are not miners. The real miners are suffering. How can things go on like that? That is why things are like this.”

    Difficulty in obtaining licence encouraging illegal mining

    The miners also said that the process of acquiring a mining licence is frustrating.

    The centralisation of the mining sector’s regulatory bodies also do not help. The Nigeria Mining Cadastre, — the agency with the permission to issue mining permit and lease — is located in Abuja. The implication of this is that miners have to go to Abuja, to process the permit.

    To the miners in Oro, the most important ‘licence’ is to settle the land owners and the King of the town, while Mr Liman handles the registration and licensing. He also provides protection in the event of police harassment through his company, Afrorocks Nigeria Limited.

    There is also a lack of trust in the government’s registration process, according to Mr Liman and Ayuba, popularly known as Pastor, who just like most miners in the town, is from Niger State.

    “The first place is to go to the owner of the land, then to the Kabiyesi. The kabiyesi will send you to the local government, then to Ilorin. Ilorin will be the one to send you to Abuja,” he said.

    “You will spend money, because anywhere you go to, you must ‘drop’ something. If the state sees that there is plenty of resources there, you, (the person) who submitted it will not get it. They will exchange your certificate. When you talk, they will say ‘where is your certificate.’ So how can you see another place, and take it to them again?”

    What the law says

    Section 44 (3) of the 1999 Constitution of Nigeria (as amended) vested the ownership of mineral resources to the federal government. As such, the licence to explore mineral resources is the exclusive right of the federal government.

    For a potential miner to get a permit, the individual must first have a registered company. If he suspects that there is mineral deposit on a piece of land, he will approach the owner of the land in question and after an agreement is reached, then the coordinate of the land is supposed to be taken to the Cadastre office in Abuja.

    But, this is one rigorous process most miners would rather avoid, especially because of the lack of trust in the system. For these miners, the easy compromise is to get people who are not miners but with existing permit and settle the King.

    A miner, Ede Obinna, re-echoed this concern during an interview with this reporter.

    “The process of acquiring (the) permit is cumbersome. The 2007 Mining Act does not recognise individuals. When you locate the site, you will take it to cadastre. They are in charge of issuing mining licences, permit to export minerals for commercial purposes, permit to export minerals for analysis, and collecting royalties on behalf of the government.

    “The problem is that if the government says N50,000, for you to speed up the process, you have to get people to help speed up the process by paying more,” he said.

    For a town of civil servants, the economy of Oro significantly benefits from the mining activities, legal or illegal. Here is how: Mr Ayuba explained that the local miners first get the permits from the land owner, who they pay. Then they source for labourers who are usually not paid, but settled with foods and drinks. They get to work until the gems are found. The gems are then divided into 10. The miner takes two portions, while the other eight are given to the labourers but are later bought back at “bush rate” which is usually very cheap. They are then taken to Ibadan where they are sold to Senegalese and Malians.

    But there seems to be a big problem with this structure: The miners are supposed to pay N75 for every gram of Pink Tourmaline. How then will the government determine the quantity of tourmaline removed? Henry Bolarinwa, the federal mines officer in Kwara State, said there is supposed to be an attaché to the sites, who monitors the activities of miners.

    “It is expected that you have to station an officer, and if you want to station an officer, you must cater for the officer. We need results, but how do you help those officers to achieve the result. You must be able to get accommodation for the officers,” Mr Bolarinwa said.

    He further complained about the shortage of manpower, lack of adequate support from law enforcement agents and also traditional rulers, with respect to providing covers for miners to operate illegally.

    “Unfortunately, we are constrained by the attitude of our people. At times, you will get to a site, and they will say a particular Emir is in charge. Whatever we get, there is the 13 per cent derivative. The state government is not even helping us. The law says when you are licenced, bring it to the ministry for us to monitor and inspect the site. Unfortunately, they only move to the site as soon as they have the permit.”

    The valuation process is equally faulty, according to Mr Ayuba, because even the royalty for the gems is determined by the ‘bush rate’ and not the actual rate they are supposed to be sold.

    Although the officer said his office is conducting awareness through the joint committee called Mineral Resources and Environment Management Committee (MIREMCO), however, the level of awareness is still poor.

    Another area where even legal miners are coming short is in the aspect of maintaining the environment.

    In Oro, there are several abandoned pits and tunnels that are just an inch from collapsing, which pose a great threat to residents and livestock.

    A department of the Ministry of Solid Mineral; Mining Environmental Compliance (MEC) is supposed to monitor the mining sites, to ensure environmental compliance. However, in all the mining sites, legal and illegal, abandoned pits litter the environment.

    According to Mr Ayuba, since they have paid the land owners, they have no business with the pits.

    To further exacerbate the situation, the sand at the sites are sold to people for sand filling, leaving holes that are more than 10ft deep, in the bush.

    One of the locals who gave his name as Adekunle recounted how about four years ago, a student at Dab Comprehensive High School, Iddo Oro died in one of the pits, while attempting to swim in the pool in one of the pits, some of which have been abandoned for more than four years. The pits are behind the school.

    Way Forward

    Mr Bolarinwa said the means for solution to these challenges fall within the scope of the Mining Environmental Compliance (MEC) department of the Ministry of Solid Minerals.

    According to him, “if you are removing sand, there is a particular level (at which) you can remove it. If you go below that, it means you want to completely degrade the place. The law says you must have a development agreement. (There is) the Environment Protection and Rehabilitation Program (EPRP), which you have to do, (as well as) the Environmental Impact Assessment (EIA) which every mineral title holder is obliged to do before the commencement of mining.”

    The pits are still there, uncovered.

    The communities are still there, without life’s basic amenities.

  • GHC 10,000 for Special Olympics team

    The Director General of the National Sports Authority (NSA),?Professor Peter Twumasi, has promised to reward the Special Olympics team with GHC10,000 for winning 16 medals at the just-ended 2020 Pan African Special Olympic Games held in Egypt.

    Ghana won three gold, seven silver and six bronze medals at the Games which ended on Friday January 31.

    The athletics team won three gold in two different categories in the 200 metres male event as well as the 4×100 metres male event.

    The football team added a silver to the medal haul after losing 0-1 to Algeria in the final at the Military Stadium in Cairo on Wednesday January 29.

    When the team presented their medals after arriving in Ghana on Friday January 31, the NSA boss said he was overjoyed at the outstanding performance of the athletes, describing the feat as gains for Ghana at the international level.

    He commended them for flying the flag of Ghana high and assured them of financial support in future assignments.

    A Board Member of Special Olympics Ghana, Nana Wereko Ampim-Opoku, told the Graphic Sports Online that but for financial constraints, Ghana would have won more medals.

    “Special Olympics has always had difficulty in mobilising funds to participate in such international tournaments, so we always go with a few athletes.

    “The team depends solely on the board, so if it does not put resources together, we cannot participate in such tournaments,” he explained.

    He added: “Ghanaians have now shown much appreciation for the outstanding performance of Special Olympics Ghana after our feat in Cairo at the just-ended Pan African Games.

    “They have also shown appreciation to the board for nurturing the potential of intellectually disabled athletes through sports over the years.”

    The Chief wished him well and expressed hope that in the future he would become the lawmaker representing the people of the area and champion their interest.

    Meanwhile, he has pledged to implement an educational fund to support needy but brilliant students in the area when given the nod to lead in the constituency.

    Alhaji Habib who prior to this initiated self-help projects for women groups within the Tolon area, added that empowering the youth will be his main priority, and that includes creating an educational fund to cater for the needy students in the constituency.

    “You will see a lot of students in this constituency hanging around, they cannot go to school, and I have made a point that if I am elected as parliamentary candidate and subsequent Member of Parliament for this constituency, I will launch an educational fun. This is going to be an educational fund that will cater for all needs of students in this constituency”, he assured.

    About 378 polling station executives and 18 electoral area coordinators witnessed the submission of his nomination forms at the party constituency office on Friday 31st January 2020.

  • Coronavirus: China to pump billions into economy amid growth fears

    China is to pump a net 150 billion yuan ($22bn; £16.3bn) into its economy on Monday to help protect it from the impact of the coronavirus outbreak.

    China’s central bank said the move would ensure there was enough liquidity in the banking system and help provide a stable currency market.

    The virus has so far infected more than 14,000 people and claimed 305 lives – all but one inside China.

    The money will be deployed when China’s markets reopen on Monday.

    It comes after a holiday to mark the Lunar New Year was extended in the hope of reducing the spread of the virus.

    Financial regulators in the country have said they believe the impact on China’s already slowing economy will be “short term”.

    But analysts say the impact of the virus – which has left major cities in full or partial lockdown – could harm growth if it lasts for a prolonged period.

    China’s travel and tourism sectors have already taken a hit over an unusually quiet Spring Festival break, while cinemas were forced to close to try to contain the virus.

    Meanwhile, numerous factories have suspended production while companies have instructed employees to work from home

    Slowing economy

    The country saw economic growth of 6.1% last year – the slowest in around three decades, in part because of its prolonged trade war with the US. A partial trade deal easing tensions was struck earlier this month, but most tariffs remain in place.

    Economist George Magnus, associate at Oxford University’s China Centre, told the BBC the size of central bank’s injection reflected “policymakers’ concerns about the state of the economy”.

    “The coronavirus repercussions on the economy mark the latest in a series of setbacks in the economy over the past year, including a handful of bank failures sparking contagion fears, forcing the central bank to become ever more generous with the provision of liquidity to markets.”

    In total, the central bank will inject 1.2 trillion yuan into the financial system on Monday – the largest single day addition on record.

    The net figure will be considerably lower, however, although the bank said it could make more cash available throughout the week.

    Braced for volatility

    China’s central bank has announced other economic measures in the face of a deepening coronavirus epidemic, including providing banks with 300 billion yuan to lend to affected companies.

    Authorities have also relaxed tariffs on goods imported for use in the virus fight – including those from the US.

    Investors are bracing for volatility when Chinese markets reopen on Monday. The country’s stock, currency and bond markets have all been closed since 23 January and were due to reopen last Friday.

    Global markets have been rattled by the epidemic, with the US S&P 500 notching up its worst week since October on Friday.

  • ADB records 435% profit in 2019

    Indigenous bank, ADB, has recorded a whopping 435% profit for the 2019 financial year.

    According to its unaudited 2019 Financial Statement, it recorded a profit of GHS35.9 million in 2019 as against GHS5.9 million in 2018.

    This impressive performance is primarily due to a reduction in interest expense and investment in government securities.

    The bank registered an interest expense of GHS182 million in 2019 as against GHS213 million in 2018. This might be due to reduction in cost of funds, from expensive deposits (fixed deposits) to cheap funds (current and savings deposits).

    From the income statement, ADB registered GHS11 million tax expense in 2019, compared to GHS28.1 million expense in 2018. It is however unclear why the income tax expense reduced significantly.

    Per the impressive performance by the bank, the earnings per share rose from GHS3 to GHS11, a significant benefit to shareholders.

    From the balance sheet, GHS1.5 billion was invested in securities in 2019 as against GHS1.1 billion in 2018.

    Deposits from customers also grew by 31% to GHS3.3 billion in 2019.

    With regard to the financial soundness indicators, the capital adequacy ratio rose from 9.38% in 2018 to 15.11% in 2019.

    Non-performing loans however still remained high at 40.24% in 2019 as against 49.29%.

    Few weeks ago, ADB successfully raised GHS127 million from a private placement.

    Meanwhile, ADB is trading at GHS5.06 per share on the Ghana Stock Exchange.

  • Japan quarantines 3,500 on cruise ship over new coronavirus

    Japan has quarantined a cruise ship carrying 3,500 people and was testing passengers for the new coronavirus on Tuesday after a passenger who departed in Hong Kong tested positive for the virus.

    Television footage showed images of several quarantine officers entering the Diamond Princess cruise ship at the port of Yokohama on Monday evening to check the health of all 2,500 passengers and 1,000 crew members.

    The move comes after an 80-year-old passenger who disembarked on January 25 in Hong Kong tested positive for the deadly virus.

    Japan’s top government spokesman Yoshihide Suga said on Monday that Japanese authorities would quarantine the vessel, which arrived at Yokohama Bay a day earlier than originally planned.

    A woman in her twenties who was sailing with her mother on the ship told private broadcaster TBS on Tuesday that all passengers “were asked to stay in their rooms to wait for virus tests”.

    She said they had been waiting inside their room since Monday and had no word of when they would be tested as of early Tuesday.

    After the ship arrived in Yokohama on Monday evening, passengers were told their departure from the area would be delayed by 24 hours, a passenger told Kyodo News agency.

    The cruise ship has already been quarantined once, on Saturday at a port in Naha in Japan’s southernmost prefecture of Okinawa.

    But a second quarantine was organised after the man who disembarked in Hong Kong was found to be infected.

    Since Saturday, Japan has been barring foreign nationals who have been to Hubei in recent weeks, as well as holders of Chinese passports issued in Hubei. Arrivals displaying symptoms of the new virus can also be denied entry.

    A total of eight foreigners have been barred from entering so far, Suga said on Monday.

    The health ministry said as of Monday that 20 people in Japan have tested positive for the new virus, of whom four showed no symptoms.

    Japan has flown more than 500 citizens out of Wuhan, the epicentre of the coronavirus.

  • Coronavirus: China marks deadliest day as confirmed cases top 20,000

    The spread of the Wuhan coronavirus shows no signs of slowing, as China reported another major spike in both confirmed cases and deaths in the region at the heart of the epidemic.

    The total number of confirmed cases in China stands at 20,438 as of Tuesday morning, an increase of 3,235 on the previous day – an over 18% jump. The death toll is now at 425 in China, an increase of around 65 from Sunday.

    Outside of China, the prevalence of the virus remains far lower, but more than 185 cases have been reported in over two dozen countries and territories. Two people have died outside mainland China since the outbreak began. One in the Philippines, and another in the semi-autonomous Chinese city of Hong Kong, which reported on Tuesday that a 39-year-old man who had traveled to Wuhan last month had died.

    In a meeting with top officials Monday, Chinese President Xi Jinping called the virus outbreak a “major test of China’s system and capacity for governance,” as the extended Lunar New Year holiday and growing concerns began to take a toll on the country’s economy.

    According to state media, Xi demanded “resolute opposition against bureaucratism and the practice of formalities for formalities’ sake in the prevention work,” adding that those who disobeyed would be punished. His comments could be an indication that frustration is growing over the failure to rein in the virus, and the slow initial response by Wuhan officials, some of whom have already offered to resign over their handling of the crisis.

    Xi also called for an improvement in the country’s emergency management system, an “overhaul of environmental sanitation,” improvements to public health, and a “crackdown on illegal wildlife markets and trade.”

    Worldwide crisis

    Even as cases of the virus are reported worldwide, the majority of patients have a link to China, either tourists or people returning home from a visit to the country. Person-to-person transmission of the virus has been confirmed, however, including among some patients overseas, and countries are scrambling to ensure it does not spread further afield.

    On Monday, authorities in Japan quarantined a cruise ship at a port in Yokohama, south of Tokyo, after an elderly male passenger on the vessel was found to be infected with the virus when he disembarked in Hong Kong in late January.

    Japanese health authorities said around 2,500 passengers and some 1,000 crew members are on board the Diamond Princess, which returned to Yokohama after stops in Hong Kong, Vietnam, Taiwan, and the Japanese prefectures of Okinawa and Kagoshima. At least seven people on board said they feel ill, though none have been confirmed to have the virus.

    All passengers will be checked, authorities said, with the results expected Tuesday evening.

    Japan is one of around a dozen countries which have evacuated citizens from Wuhan, which remains on tight lockdown along with much of surrounding Hubei province. Italy repatriated 56 nationals on Monday, as the US said it would send additional flights to evacuate hundreds of Americans who remain in Hubei.

    Closer to China, the semi-autonomous city of Hong Kong announced further closures to its borders with the mainland. All but three crossings, including the two busiest land borders, are now closed.

    The announcement by the city’s leader Carrie Lam came after health care workers began strike action Monday to demand the city be fully sealed off from the mainland. Memories of the deadly 2003 SARS outbreak run deep in Hong Kong, where many businesses have sent workers home to avoid spread of the virus. Unions said strike action will continue Tuesday unless further action is taken by Lam.

    Economic pain

    With the virus outbreak in its third month with no signs of slowing, cities across China have announced further efforts to try and stop it.

    Hangzhou, the capital of eastern Zhejiang province, on Monday reportedly announced some of the tightest quarantine measures outside Hubei. People returning to the city from outside Hangzhou could face up to two weeks in quarantine, while all public places will be closed for the foreseeable future, according to local media.

    The stringent restrictions and extended holidays across much of China are beginning to impact the country’s economy, however. China’s stock markets posted major losses on Monday, their first day open following the Lunar New Year break.

    The losses on the Shanghai and Shenzhen markets wiped out a combined $445 billion in value. Monday was Shanghai’s worst day since 2015, and Shenzhen’s worst since 2007.

    The value of the Chinese yuan also fell, while global oil prices have suffered amid fears that the virus outbreak will destroy demand in China, the world’s largest crude importer.

    Authorities in China have already announced a 1.2 trillion yuan ($173 billion) injection into Chinese markets to help maintain “reasonably ample liquidity” in the banking system and keep currency markets stable. The net amount of cash flooding into the market will be closer to 150 billion yuan ($22 billion), according to Reuters, as more than 1 trillion yuan worth of other short-term bond agreements matured Monday.

    Hong Kong is also bracing for further difficulties. The city was already in a technical recession after more than six months of anti-government protests and the US-China trade war, and many analysts fear the effects of the coronavirus could wipe out many businesses.

    While the national economy is already suffering, it’s unclear how long Chinese workers can remain at home, with many facing several weeks out of work since the beginning of the Lunar New Year holiday. Many migrant workers will have traveled home for the festival, potentially leaving them trapped in their provinces and unable to return to the east coast, where most major manufacturing areas are.

    Treating the virus

    Amid all the misery, there are some small signs of hope.

    Officials in Thailand said Monday that a second patient has been treated with a new combination of HIV and flu drugs, after doctors said the cocktail had been successful in treating a 71-year-old woman from China with the virus.

    Officials have yet to provide an update on the success of the treatment for the second patient.

    Thailand’s Health Minister Anutin Charnvirakul told reporters that the 71-year-old had the most severe symptoms of all those in care in the country.

    While he cautioned against placing too much expectation on a tiny number of cases, Anutin said he hoped “other academic, medical or research institutions can take this treatment result and find more facts as much as they can do.” “And if it turned out the dosage and method of treatment we applied could cure every case, it will be beneficial to humanity, ” Anutin added.

    Gilead Sciences, a biopharmaceutical firm with an experimental antiviral drug called remdesivir that is used to treat the Ebola virus, said late Friday it is working with Chinese health authorities to see if the medication can combat the symptoms of coronavirus.

    The company said in a statement that remdesivir has demonstrated some success in treating Middle East respiratory syndrome (MERS) and severe acute respiratory syndrome (SARS) — two viruses similar to the Wuhan coronavirus — in animals.

    A purpose-built hospital dedicated to treating the virus also opened in Wuhan Monday. The institution was constructed in under a week, and a second is due to open Thursday. Both will only handle coronavirus patients, helping to take the pressure off the severely stretched Wuhan healthcare system.

    Serena Williams needs to “change her strategy” and “face reality” after failing to win a Grand Slam title since returning to tennis, says her coach Patrick Mouratoglou.

    The American 23-time Grand Slam singles champion, 38, has lost four major finals since giving birth to her daughter in September 2017.

    She was knocked out of the Australian Open in the third round last month.

    “We have to accept the fact that it is not working,” said Mouratoglou.

    Speaking to BBC Sport, he added: “Maybe come back with a different angle, a different strategy and different goals so she can make it.

    “She does feel positive, she feels negative too because it is a failure when she doesn’t win a Grand Slam.

    “We have to face reality, but she is positive that she can make it otherwise she probably wouldn’t be on a tennis court anymore.

    “She believes she can make it and I believe it too. She’s not that far, but we have to change a few things.”

    Serena Williams said she made “far too many errors to be a professional athlete” when she lost to China’s 27th seed Wang Qiang in Melbourne.

    She has been coached by Mouratoglou since 2012 and has won 10 of her Grand Slam singles titles under him.

    She returned to tennis four months after giving birth to daughter Olympia with the aim of breaking Margaret Court’s record of 24 Grand Slam singles titles.

    In January, she won her first title in three years and first since becoming a mother at the Auckland Classic – her 73rd WTA title overall – but Mouratoglou says her performance in Melbourne was “disappointing”.

    “We didn’t expect at all to be losing so early, or to be losing at all,” he said.

    Mouratoglou added: “She had everything to retire, 23 Grand Slam titles. But she decided to come back, she decided to make all the efforts, the physical efforts, the mental efforts, to come back to the game, with the goal to score more Grand Slams and beat the all-time record.

    “It’s difficult to know how many chances she will have, I don’t know how long she is going to be able to play, but being able to reach four Grand Slam finals says a lot about her level, and she’s not that far.

    “Her level is good enough but we have to understand what is going on and why she is not able to win one. There is a big difference between reaching a final and winning one.”

  • HIV vaccine hopes dashed by trial results

    Hopes have been dashed an experimental vaccine could protect people against HIV, the virus that causes Aids.

    The National Institutes of Health has stopped its HVTN 702 trial, of more than 5,000 people in South Africa, as it found the jab did not prevent HIV.

    Experts expressed “deep disappointment” but added the search for a preventive HIV vaccine must continue.

    Such vaccines do not contain HIV and therefore do not pose any danger of giving HIV to an individual.

  • Stampede kills 13 Kenyan schoolchildren

    Police in Kenya say at least 13 children have been killed in a stampede at a primary school in the western town of Kakamega. Nearly 40 others were hurt.

    Some reports said the students started rushing down a narrow staircase after a teacher waved a cane at them. The staircase is said to have collapsed.

    Parents have gathered at the local hospital, waiting for news about their children.

  • Swansea manager Steve Cooper charges Andre Ayew to reach 20 goals this season

    Swansea City boss Steve Cooper has urged forward Andre Ayew to reach 20 goals by the end of the season after the Ghanaian international’s inspiring form for the Welsh side.

    Ayew has been the leader of the club this season and has already bagged in 12 goals in all competitions for the club this season, including 10 in the English Champions.

    Cooper was full of adulation for the 30-year old, praising his work ethic for the Swans.

    “He can make a big difference. Nobody is working harder than him to try and make that the case,” he said.

    “I believe that he will continue to play well and score. I think he should be close to 20 goals if he keeps going.

    “If he does that I think everybody will benefit.”

    Ayew was in good form when Swansea drew 1-1 with Preston North End on Sunday to keep their hopes of the Promotion play-offs alive.

  • Cameroon student in China contracts coronavirus

    A 21-year-old Cameroonian student in China has become the first African known to be diagnosed with the deadly coronavirus.

    In a statement, Yangtze University said the student was being treated in hospital in southern Jingzhou city after contracting the illness while on a visit to Wuhan city, the epicentre of the outbreak.

    He had returned to Jingzhou, where he lived, on 19 January, before a lockdown was imposed in Wuhan to prevent the spread of the coronavirus, which has killed more than 200 people.

    The BBC’s Killian Ngala reports from Cameroon’s capital, Yaoundé that the case has renewed concerns about the safety of some 300 Cameroonians quarantined in Wuhan with little access to water, food and surgical masks.

  • Tanzania MP gets death threats over World Bank loan

    An opposition party in Tanzania has condemned death threats issued against its leader after he asked the World Bank to withhold a loan to the government over human rights concerns.

    ACT Wazalendo said Zitto Kabwe had been vilified and targeted.

    The speaker of parliament termed Mr Kabwe’s letter “treasonous”, while a ruling party MP called for him to be killed.

    Human rights groups have warned about rising oppression in Tanzania.

    They accuse President John Magufuli of repressing political dissent, detaining human rights activists, and muzzling the media.

    Last week the World Bank reportedly postponed its decision on whether to proceed with a $500m (£385m) loan to fund education in Tanzania following pressure from civil society activists.

    The bank had withheld the money in 2018 amid concerns over the country’s policy of expelling pregnant girls from school.

    A coalition of Tanzanian activists, who also wrote to the bank, argued that approving the loan would be endorsing the “discriminatory policy” of keeping pregnant girls away from schools.

    The colonial-era law contains a clause that allows the authorities to expel pregnant girls from school.

    Activists said the law had been given a new lease of life by President John Magufuli’s government and officials had been “overzealous” in implementing the controversial clause.

    How were the threats made? In a session in parliament last Friday, Speaker Job Ndugai called Mr Kabwe’s letter “treasonous” and equated it to the acts which led to US President Donald Trump being impeached, charges he denies.

    “He [Mr Trump] has been impeached because he was conspiring with foreign countries to interfere in US domestic issues. We have a member of parliament who has engaged in similar acts like Trump – there’s clearly an element of treason,” he said.

    Abdallah Bulembo, from the ruling Chama Cha Mapinduzi (CCM), called for Mr Kabwe’s elimination:

    “There is one man who took our issues outside the country, he should not be allowed back but should be killed where he is. Treason! What Mr Zitto Kabwe has been doing is treason in our country.”

    His party colleagues stamped and applauded after his comments.

    Speaking at a party meeting over the weekend, CCM youth wing official Kenani Kihongosi said people who “defamed” Tanzania deserved to be killed.

    “We are fed up with a few useless people who are defaming our country but we are tired with those being used by colonialists,” he said.

    “I urge the youth to write about the good that the government is doing but also not to hesitate to criticise those who undermine our nation, they are our number-one enemies and they deserve to be killed.”

    A human rights activist tweeted a video of Mr Kihongosi making the comments (in Swahili).

    What does Mr Kabwe say? ACT Wazalendo said that CCM had been running a “systemic campaign” against Mr Kabwe but “this campaign took on a dark and menacing tone on 31st January 2020.”

    Last week, Mr Kabwe had reacted to his critics in an interview with BBC Dira TV in London last week, saying: “They should know that being patriotic does not mean being loyal to the government but to the country… and there’s no greater way to express patriotism than to criticise the government when it does wrong.”

    According to a World Bank document outlining the proposed loan, about 5,500 girls were barred from continuing with their secondary school education after becoming pregnant in 2017.

    Last week President Magufuli urged government officials to ignore critics of the policy saying: “The vice-president of the World Bank came here last year – they will give us money knowing Tanzania’s stand and what we are doing. The rest [of the people] are just noise makers, don’t even respond to them.

  • New Voters’ Register: Sammy Awuku to defect to NDC

    The National Organiser of the New Patriotic Party (NPP), Sammy Awuku, has suggested that he will join the opposition National Democratic Congress (NDC) if they are bold to boycott the registration exercise set to take place on April 18, 2020.

    He said since the NDC is determined to resist the EC’s decision to compile a new voters’ register at all cost, “they should adopt a principle of asking their members to stay away from the registration exercise; that is one of the things that can woo me to the NDC . . . they oppose everything and if we will follow the NDC, we will wear pampers instead of pants.”

    He was reacting to a recently held meeting between the EC, its Eminent Advisory Committee, IPAC, and other stakeholders when he appeared on Peace FM’s morning show ‘Kokrokoo’.

    The Electoral Commission (EC) has set April 18, 2020, as the date for the compilation of the new voters’ register despite agitations from the opposition NDC and other political parties under the name Inter-Party Resistance Against a New Voters’ Register (IPRNA).
