  • Bawumia turns 56 today

    Vice-President Dr Mahamudu Bawumia turns 56 today, Monday, 7 October 2019.

    Dr Bawumia was born this day in Tamale to Alhaji Mumuni Bawumia and Hajia Mariama Bawumia.

    Bawumia was a Deputy Governor of the Bank of Ghana until his nomination as the vice-presidential candidate of the New Patriotic Party (NPP) in 2008, standing alongside presidential candidate Nana Akufo-Addo.

    He also ran as the NPP vice-presidential candidate in the 2012 general elections and was the lead witness for the petitioners in the 2012/2013 Presidential Election Petition which challenged the declaration of John Mahama as winner of the election.

    Dr Bawumia was re-nominated as the Vice-Presidential Candidate to Nana Akufo-Addo for the 2016 general elections and became Vice President when Akufo-Addo won the elections.

    In a good will message to her husband, Mrs Samira Bawumia in a Facebook post said: “We thank Allah for another year of life, good health and favour.   • Kwabena Yeboah, Maurice Quansah maintain Position as SWAG elects new Executives

    The Sports Writers Association of Ghana went to polls on Saturday to elect new executives to stir the affairs of the association for the next four years. Current president of the Association Kwabena Yeboah received massive endorsement from the delegates as he maintained his position.

    Graphic Sports editor Maurice Quansah will be the second in command after being voted as Vice President. The veteran writer went unopposed.

  • Israel committed to strengthening relationship with Ghana – Ambassador

    The Government of Israel has renewed its technical co-operation with Ghana with a focus on recycling water bodies destroyed by the illegal activities of the people in the rural areas.

    Madam Shani Cooper-Zubiba, Israeli Ambassador to Ghana, made this known to the Ghana News Agency, when she paid a courtesy call on the Minister of Sanitation and Water Resources, Mrs Cecilia Abena Dapaah, in Accra.

    She expressed optimism that the recycling of water bodies would impact positively on the lives of the people and expressed her gratitude to Ghana for shared commitment in various sectors, including agriculture, education and trade.

    The Israeli Ambassador took the opportunity to officially invite the Sanitation Minister for the Germany-Israel Exhibition to be held in November this year.

    Mrs Dapaah said Ghana would continue to work with Israel to further strengthen the existing relations between the two countries and sustain the vision of Ghana Beyond Aid.

  • Kofi Kingston loses WWE title in 9 seconds

    After a highly anticipated debut of the WWE SmackDown, WWE Champion, Kofi Kingston lost his championship title to Brock Lesnar after a bout that lasted nine seconds.

    Kofi Kingston who had held the WWE Championship title since WrestleMania 35 and successfully defended it against the likes of Kevin Owens, Samoa Joe and Randy Orton, was immediately pinned by Lesnar after being hit with a single F-5.

    After the match, Rey Mysterio made a surprise entrance alongside Cain Velasquez the former UFC star who knocked out Lesnar at UFC 121 to win the UFC Heavyweight Championship in 2010.

  • NIA apologizes for Ghana card registration fiasco

    The National Identification Authority (NIA) has apologized for its failure to ensure a smooth first day Ghana card registration exercise in the Northern Region.

    The first day of the Ghana card registration exercise in the Northern Region was hampered by logistical challenges as some applicants who visited the centres in the region to register were asked to come the next day.

    But in a statement, the Authority admitted that the challenges that plagued the transportation of its logistics are to blame for the development.

    It quickly added that the challenges have been tackled for a smooth registration exercise.

    “The National Identification Authority (NIA) apologizes to residents of Tamale, Nalerugu, Damango as well as other communities in the three northern regions who went to our registration centres on the first day only to experience a slow start to the mass registration exercise.”

    “Despite prior arrangements, the NIA encountered challenges in transporting some personnel and logistics from Accra to the three regions, which affected the smooth start of the registration exercise”, it added.

    The NIA also gave assurances that these initial hitches will not undermine its commitment of having all residents in the region to fully register for the Ghana card.

    “We are happy to inform members of the general public that the challenges have been resolved; as personnel have now arrived at their respective districts and centres and the remaining logistics have also been airlifted by the Ghana Airforce to Tamale for distribution to various districts and registration points.”

    “Prospective applicants for registration for the Ghana Card in the Northern, Savannah and North East regions should be assured that their ability to register for the Ghana card will not be undermined by the slow start as the registration centres will operate at their optimum.”

    Apart from the late arrival of equipment, the residents complained that there was a problem with the coding of the homes.

    According to the people, the name of the district in the system was saved as Tamale Sanguli, and refused to register due to the wrong name of the district.

    The registration process for the National Identification Card, also known as Ghana Card, has been fraught with several challenges since it started in April.

  • Police officers reject GHS16K bribe, arrest two for carrying 113 parcels of ‘wee’

    The owner and driver of Kia Rhino truck with registration number GS 5491-13 were on Friday, 4 October 2019 arrested by a Police Highway Patrol Team when the cops found three sack-full of substances believed to be Indian hemp on the vehicle, on the Accra-Tema Motorway stretch.

    The Patrol Team on its operation dubbed “Operation Intensive Stop and Search” found the three sacks together with 113 parcels mixed together with bagged okro. Upon interrogation, the driver insisted that the sacks were loaded with okro to be delivered in Accra.

    However, when the driver was told that he was being arrested for carrying banned substance, he and owner of the substance offered the Patrol Team an amount GHS16,460 as bribery but the Team refused the bribe and arrested the two.

    Five other persons have also been arrested in connection with the substance found in the vehicle.

  • UAE records US$106m exports to Ghana in 2018

    Total export of goods from the United Arab Emirates (UAE) into Ghana in 2018, was valued at US$106 million, Director, International Offices of the Dubai Chamber of Commerce and Industry, (DCCI) Omar Abdulaziz Khan, told the Goldstreet Business in Dubai, while predicting great prospects for trade between the two countries going into the future.

    Though the amount has reduced minimally compared to the 2017 total export of US$111 million from that country, the total in 2018 was however still way higher than that of 2016 exports, which was valued at US$81 million.

    Instructively, total direct investment volumes between Ghana and the UAE as at the end of 2018, has reached US$4 billion particularly with investments by UAE-owned companies spread across various sectors of the Ghanaian economy, in high potential sectors such as agribusiness, tourism, textile and garments, utilities, manufacturing and minerals processing.

    Data from the Ghana Investment Promotion Centre (GIPC) indicates that almost 30 companies from the UAE are set up and operating in Ghana.

    Omar Abdulaziz Khan has however expressed excitement about the number of DCCI members who have their certificates of origin for doing business targeting Ghana.

    In all, 1,641 members of the DCCI have their certificate of origin targeting Ghana and the DCCI believes this would serve as catalyst for deepening the existing bilateral trade between the two countries.

    Meanwhile, the number of businesses exporting goods from the UAE to Ghana has increased steadily from 171 in 2016 to 198 in 2017 and 231 in 2018.

    The Chamber noted that the potential synergies between the two countries are of great value to both in terms of trade and as such the UAE, particularly Dubai, looks forward to increasing its trade volumes with the country.

    “The UAE continues to identify cocoa, cashew nuts, gold and fish as high potential imports, while potential exports from the UAE remains tea, mineral fuels, carpets, textile articles in that order” Abdulaziz Khan indicated.

  • Corpse disappears from mortuary at Agbozume

    A corpse that was deposited at the Hosana Clinic and Mortuary, a private mortuary facility in Agbozume in Ketu Municipality in the Volta Region has disappeared.

    According to police in the area who confirmed the incident to MyNewsGh.com, the family of Torgbui Dictionary Akoklo deposited their deceased relation in the facility on September 27, 2019 but when they went to the said mortuary for their corpse for funeral and burial, the mortuary attendant could not find the corpse.

    When the operators of the mortuary facility conducted thorough checks in their books, they realised that they had mistakenly released the said corpse to one Frank Dogbey whose corpse had also been deposited at the mortuary.

    This was due to the resemblance of the two corpse and that the family of Frank Dogbey had also buried the corpse which was mistakenly released to them, whilst theirs is still at the mortuary.

    Operators of the mortuary facility together with both families have since secured an exhumation order from Agbozume District Court to exhume the buried corpse in order ascertain if indeed it was the corpse that was mistakenly buried as claimed by the operators.

  • Dont be armchair investigators – ACP to Police investigators

    The Deputy Director General of the Criminal Investigations Department, Assistant Commissioner of Police, George Tweneboah, has charged police investigators to desist from armchair investigations.

    According to him, the CID administration will not allow personnel to sit in the comfort of their offices to investigate cases instead of moving to the scene of crime.

    He was speaking at the closing ceremony of an eight weeks detective training course organised for 90 personnel of the CID.

    The personnel were drawn from various districts and division within Accra and Tema.

    According to ACP George Twenenboah, there is the need for investigators to be guided by the fact that they are accountable to the people of Ghana and be committed to providing them with the best services.

    He said the eight weeks were intended to equip personnel with the knowledge and skills necessary to conduct successful criminal investigation.

    “The current security environment with its associated changing crime trends puts a greater responsibility on investigators to be a step ahead of criminals and criminal syndicates.

    He revealed that recent crime trends had shown that well trained investigators with the requisite professional competences were required to solve such crimes.

    “The Detective Training Course is therefore a response to re-sharpen the technical know-how of detectives and also provide you with new skill sets necessary to discharge your duties.”

    The commanding officer of the Detective Training Academy, Superintendent Of Police, Grace Ansah Akrofi, in an address revealed that participants were taken through subjects like Criminal Investigations, Intelligence Gathering, Crime Scene Management, Customers Service, Criminal Procedure, Human Trafficking, Cybercrime, Search Procedure and Techniques, Document/Identity Fraud, Building and Handling Docket, Finger Print among others.

    These subjects were inter-spaced with practical exercises, syndicate presentation and role play.

    “In addition, participants visited the Nsawam Prisons, Police Hospital Mortuary and the Court, for more firsthand knowledge.

    The course has been intensive, engaging and directed to the objective of sharpening the skill set of investigators.”

  • Final test run on AccraNsawam rail line suspended

    The final test runs on the Accra-Nsawam rail line scheduled to take place this week has been suspended, the Ghana Railway Company Limited announced on Thursday.

    The test run was meant to certify that the line is fit for commercial operations.

    The GRCL explained that after the recent heavy downpour of rain in Accra, certain portions of the PokuaseAmasaman section of the rail line suffered serious washout which has affected the integrity of the line.

    “In view of this, the final test run by the regulator, the Ghana Railway Development Authority (GRDA), has been suspended to enable GRCL address the problem to guarantee the safety of passengers before the shuttle service begins,” it stated.

    The Ministry of Railways Development has also agreed to the suspension.

    10 coaches were earmarked to undergo the rehabilitation, which cost GHc 1 million.

    A total of GH¢105 million has been made available to GRCL over the past three annual budget periods. Allocations from the amount have also been made to improve the conditions at the Railways Training College.

  • Well create jobs for the youth Newly formed political party

    The Newly formed Ghana Union Movement says it will provide jobs for the teeming unemployed youth in the country if it wins the 2020 polls.

    The leader of the party, Rev Christian Kwabena Andrews, who is also the founder of the life Assembly worship center, said despite the rapid youthful population growth, the lack of support for young people going into entrepreneurship, and unattractiveness of the agricultural sector is a major huddle in the creation of jobs for them.

    “look at the people on the street, in the traffic light and others, we will try to come out with a system that we are going to work it out for them to get work to do,” Leader of the party, Rev Kwabena Andrews said at a news conference.

    “We will give them free education and when they go out, there is nothing out there for them to do. We should rather train them from the cradle and then we start building factories and things for them so that by the time they complete school, they will be occupied,” he added.

    The Ghana Union movement has been licensed by the electoral commission to join the numerous parties that will wrestle the NPP for power come 2020.

  • Assembly race turns bloody

    The Assembly Election race at Homowo Electoral Area at Tema Newtown has turned into a do-or-die affair following an attack on a 19-year-old boy at Abonkor, a suburb of the area.

    The injured boy, Ben Dika, was attacked with a machete on Tuesday night after a heated debate over candidates vying to go to the assembly to represent the local people.

    Dika was rushed to the Manhean Health Centre where is currently battling for his life after bleeding profusely from his hands and head.

    The prime suspect, who was only identified as Kapanja, is currently at large and the police are hunting for him.

    Information available to DAILY GUIDE indicates that on Tuesday evening, the victim, who is a staunch supporter of the incumbent Assembly Member for the Homowo Electoral Area, Christian Yaw Amoah, popularly known as C.Y, allegedly destroyed posters of Enoch Afutu Kotei, the main contender of the incumbent.

    As a result, some heavily-built men believed to be coming from the camp of the contender attacked the victim and inflicted serious machete wounds on him.

    The assailants tried to set the place ablaze but the residents raised the alarm and they escaped from the scene. Since the attack, there has been uneasy calm at the electoral area as supporters of both candidates are believed to be gearing up for a fight.

    The Tema Regional Police Command had since cautioned the candidates to call their supporters to order.

  • CJ announces plans to construct a larger campus for Ghana School of law

    Chief Justice (CJ) Sophia Akuffo has announced that plans are advanced to ensure that the 2020 budget will provide funding for the construction of a larger campus for the Ghana School of Law.

    She says land was acquired years back but construction had not started.

    The General Legal Council, which is chaired by the CJ, has come under intense criticism in recent times following the failure of hundreds of students to gain admission into the Ghana School of Law.

    Speaking at an Induction Ceremony for new lawyers, Ms. Akuffo said despite plans to expand the professional training centre, standards will not be lowered.

    She told the graduates they are lawyers today not because others have been excluded but based on merit.

    She further revealed the National Accreditation Board and the General Legal Council are currently assessing law training facilities across the country.

    A report to be submitted later, she said, will determine whether all students of 14 faculties will be allowed to take the bar exam.

  • Formulate road safety strategy to minimize injuries and deaths MTTD

    The Motor Traffic and Transport Department (MTTD) of the Ghana Police Service has suggested the formulation of a road safety strategy spelling out the policies, institutional arrangement coordination, funding database and capacity to deal with road traffic injuries and deaths.

    It should also include an understanding of the volume of traffic deaths, injuries and crashes, the geographical areas of accidents, risk factors contributing to the crash and institutional structures necessary to address those problems.

    Assistant Commissioner of police (ACP) Mr Anderson Fosu Ackaah, Commander of the MTTD, made this known in an interview with the Ghana News Agency at the launch of the Accra Metropolitan Assembly (AMA) Road Safety Report spanning 2016-2018 in Accra.

    It was in coordination with the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS).

    ACP Ackaah said: “We believe also that the collection and analysis of improved database is not only a pre-requisite but a mission for monitoring, investigating and enforcing road crash phenomenon.”

    He expressed gratitude to the organisers and expressed the belief that the Report would provoke rethinking among stakeholders to enhance its relevance.

    Mr Mohammed Adjei Sowah, the Accra Metropolitan Chief Executive of the AMA, who launched the report, noted that the key findings should inform stakeholders in road safety to develop appropriate interventions.

    He was hopeful that efforts at the city level would complement various initiatives at the district and regional levels to improve road safety.

    The report shows that the number of reported road crashes in Accra dropped from 1,697 in 2016 to 1,248 in 2017 but increased to 1,812 in 2018.

    “There was a drop in the number of road traffic serious injuries and deaths from 2016-2017 while males accounted for more than 75 per cent of all road deaths and injuries that were recorded,” Mr Sowah said.

    Dr Sara Whitehead of Vital Strategies, a Representative of Bloomberg, expressed regret that those injuries and deaths could be prevented while the detailed analysis in the Report shows where preventive efforts needed to be targeted to minimize the menace.

  • South Korean man confesses to murder of 14 women

    A South Korean man has confessed to the murder of 14 women including nine who were victims in country’s most infamous serial killing case — but the suspect won’t face prosecution, police said.

    Last month, police said they believed they had identified the man behind at least three of 10 killings which took place in Hwaseong, a city south of Seoul, between 1986 and 1991.

    On Friday, a police official told CNN a man had confessed to nine of the killings. He also confessed to an additional five murders and about 30 sexual assaults. One of the 10 Hwaseong deaths is now believed to be a copycat murder, the official said.

    The man — who is in his 50s — is already in prison serving a life sentence, according to police.

    Nine criminal investigators worked to build rapport with the suspect — and last week his attitude changed, according to the official from Gyeonggi South Provincial Police Agency.

    The suspect gave a detailed confession, even drawing an explanation of locations involved in the killings on a piece of paper, the official said. Police will now work to verify whether the confession is true, and cross-reference it against their original investigation records.

    Despite the confession, the suspect won’t face charges over the killings as South Korea’s statute of limitations on the most recent of the cases ran out in 2006.

    Although police knew that prosecution wasn’t a possibility, they kept records of their investigations and continued making checks into the cases.
    “Naturally, the police must investigate the crimes,” the police official said. “It is an important case that had prompted questions all over Korea.”

    “The victims and their families had strongly demanded (the truth). No matter how much time has passed, uncovering what really happened is the reason police exist.”

    Seoul-based criminal attorney Kim Gwang-sam told CNN that it would not be possible for the families of victims to take a civil suit either. In South Korea, civil cases must be taken within 10 years from the time of the crime, he said.

    Infamous murders
    For decades, authorities were unable to solve the string of murders.
    The killings are infamous in South Korea, and were even the subject of a 2003 true crime film “Memories of Murder” by top South Korean director Bong Joon-ho, who became the first Korean to win the prestigious Palme d’Or this year for his movie “Parasite.”

    Although the killings remained unsolved, there was evidence that they could be linked.

    All of the nine victims were sexually assaulted and murdered, and most were strangled to death, an official from Gyeonggi Nambu Provincial Police Agency told CNN. In many of the cases, a piece of their clothing such as stockings or a blouse was used in the killing.

    The victims ranged in age from young teenagers to women in their 70s.

  • ‘Safety failures’ led to death of Deadpool 2 stuntwoman

    An investigation into a stuntwoman’s death on the Vancouver set of Deadpool 2 has attributed her fatal motorcycle accident to a series of safety errors.

    Government agency WorkSafeBC said the film’s makers should have ensured Joi Harris was wearing a helmet.

    It also said barriers should have been in place to stop her “leaving the set perimeter” on 14 August 2017.

    20th Century Fox, which made the 2018 film, said it “respectfully disagree[d] with some of the report’s findings”.

    “Safety is our top priority, and while we respectfully disagree with some of the report’s findings, Fox thoroughly reviewed its stunt safety protocols immediately following the tragic accident and has revised and implemented enhanced safety procedures and enforcement,” it said in a statement.

    Professional road racer Harris was killed while doubling for actress Zazie Beetz in the comic book-inspired sequel.

    According to WorkSafeBC, the 40-year-old died “after she was ejected from the motorcycle she was operating and crashed into the window of a building”.

    Its report said Fox had “failed to conduct a risk assessment addressing safety controls, speed of the motorcycle, and equipment limitations”.

    It also said the studio “failed to ensure that the stunt performer was wearing safety headgear” and had failed to provide “adequate supervision”.

    WorkSafeBC, aka The Workers’ Compensation Board of British Columbia, said its investigation’s findings could result in an “administrative penalty”.

    Earlier this year, a lawyer for Harris’s family said it had reached an out-of-court settlement with the studio.

  • Extend retirement age beyond 60 AU Commission deputy chair advocates

    A Deputy Chairman of the African Union Commission (AUC), Mr Kwesi Quartey, has said Ghana needs to reconsider and review its retirement age upwards from the stipulated 60 years.

    Mr Quartey said that would help the nation benefit from the knowledge and experience of people who fell within that age bracket who were still very productive.

    “As people age, they acquire knowledge and experience in their areas of expertise and they become valuable resources where they can deliver to the best of their ability. Most people, at the age of 60, are still productive and active and they tend to be at the height of their prowess,” he stated.

    He, therefore, suggested that the retirement age should be made flexible, so that if a person was healthy and willing, he or she would be given the chance to continue working for some few more years after attaining 60 years.

    Conference

    Mr Quartey made the suggestion when he delivered the keynote address at the annual research conference on ageing organised by the Centre for Ageing Studies of the University of Ghana.

    The two-day conference, which is the third edition, is being held at the Great Hall of the University of Ghana on the theme: “Ageing in the African context: Emerging issues and empowering options”.

    The conference, which forms part of the International Day of Older Persons, seeks to share and understand issues surrounding ageing and how best to prosecute the agenda for quality life for the elderly.

    The 2010 Population and Housing Census showed that although the proportion of older persons (60+ years) decreased from 7.2 per cent in 2000 to 6.7 per cent in 2010, in terms of absolute numbers there had been a seven-fold increase in the population of the aged from 215,258 in 1960 to 1,643,978 in 2010.

    The proportion of the female elderly population was 56 per cent, compared with 44 per cent for males.

    Valuable resources

    Mr Quartey said Africa lacked trained skilled labour and, therefore, people who had acquired skills and knowledge over a long period of time should be given the chance to transfer their knowledge, skills and expertise to the younger generation.

    He said the aged became valuable resources and a reliable storehouse of knowledge and skills who could immensely contribute their quota to the development of the country even when they were 60 years.

    He further noted that the ageing population was growing and, therefore, there was the need to pay critical attention to the needs of the aged to ensure their well-being and quality of life.

    Although the government of Ghana approved a National Ageing Policy in 2010, Mr Quartey said, much had not been done to promote the welfare and well-being of the aged in the country.

    Retirement age gradually increasing

    The minimum retirement age in some developed countries had gradually increased from 60 to 62 years by 2018 and it is expected to be gradually reviewed upwards from 65 to 67 years by 2023.

  • U23 Afcon: Ghana coach Tanko prefers their ‘tough’ group

    Ghana coach Ibrahim Tanko believes their tough group in the 2019 Africa U23 Cup of Nations (Afcon) in Egypt will bring the best from his team.

    On their first appearance at the continental championship, the Black Meteors have been pitted against hosts Egypt, Cameroon and Mali in Group A.

    The tournament runs between November 8-22.

  • One GFA Presidential candidate to be disqualified from race

    At least one candidate in the race to become the new President of the Ghana Football Association will be disqualified and thrown out of the race when the final list of those cleared to stand the election is released later today (Friday).

    Highly reliable sources close to the Vetting Committee also told Ghana’s leading football news outfit Ghanasoccernet.com that an intense debate over the status of two others ensued.

    This resulted in the decision of the body conducting the integrity tests on the seven candidates to call for a 24-hour extension to present their findings to the Normalisation Committee led by Dr Kofi Amoah.

    However it is not clear if the two persons have been added to the list of the disqualified candidates as the Frank Davies-led committee’s meeting went late into the night.

    What is certain is that surely someone will be disqualified from the race after the exercise to weed out unfit person to lead football in the country on the grounds of integrity.

    The Vetting Committee was expected to have presented it’s full report on Thursday but pleaded for more time to deliver on its mandate because of the workload and desire to do a thorough job.

    The Normalisation Committee will immediately publish the list of the candidates approved to stand the elections once they receive the report of the Vetting Committee to avoid the accusation of tampering to favour their favourites.

    The country has been waiting in anticipation over those to cleared to stand the election scheduled for 25th October 2019.

    Even though some candidates are vigorously campaigning certain that they would be cleared to stand the race, anxiety has hit the others who have issues hanging around their necks.

    The seven people contesting for the Ghana FA Presidency are Nana Yaw Amponsah, Amanda Clinton, Kurt Okraku, Lawyer Ankomah, Wilfred Osei Kwaku, Fred Pappoe and George Afriyie.

    About James Oppong-Boanuh

    Mr James Oppong-Boanuh was born in 1958 at Aboabo No. 1, Dormaa District in the then Brong Ahafo Region of Ghana. He obtained his GCE Ordinary and Advanced Levels at the Dormaa Secondary School, Dormaa Ahenkro (1977, 1979).

    Commissioner James Oppong-Boanuh is an alumnus of the University of Ghana and the Ghana School of Law. He was called to the Bar and enrolled as a member of the Ghana Bar Association in 1984. COP James Oppong-Boanuh also holds a Masters in Human Rights from the University of Education, Winneba (2015) and a Bachelor of Arts (Honours) in Law and Political Science from the University of Ghana, Legon (1982).

    Two years (1986-1988) before he started his career with the Ghana Police Service in 1988, he worked as the Legal Officer at the Legal Department of the Agricultural Development Bank in Accra.

    He did two years at the Ghana Police Training School and the Ghana Police Academy which included fieldwork at the Accra Central Police Division, graduating in 1990.

    During his time with the Ghana Police Service, he has held several command and staff positions including Chief Staff Officer to the Inspector-General of Police (1990-1996); Director-General/Welfare, Director-General/Human Resources; Regional Commander, Director-General/Legal and Prosecutions and Deputy IGP.

    Between 1996-2000, James Oppong-Boanuh was the Senior Legal Officer at the National Police Headquarters where he advised the Ghana Police Administration on matters of law on both criminal and civil. He directed and supervised investigations by giving legal advice on case files at both investigations and prosecutions level.

    He later worked in the United Nations Mission in Mozambique (ONUMOZ) in 1994 and with the United Nations Transitional Authority in East Timor (UNTAET) from 2001 to 2002.

    From November 2004 to March 2005, he was appointed Deputy Commissioner of Police of the African Union Mission in Sudan (AMIS). He also served as acting Police Commissioner and head of the Police component of AMIS where he led an Advance Team to set up the Police component of the Mission from scratch.

    On August 19, 2010, he took up duties as Police Commissioner to the African Union-United Nations Mission in Darfur (UNAMID) on 19 August 2010. He succeeded South African Micheal Fryer. At the UNAMID, he facilitated the appointment of female officers into command positions.

    In October 2018, he was granted a one-year contract service as Deputy Director-General of the Police effective October 8, 2018, to October 7, 2019, by President Akufo-Addo.

    On Monday, July 22, 2019, he was appointed the Acting Inspector General of Police (IGP) by President Akufo-Addo.

    Mr. Oppong-Boanuh will act as IGP until a substantive IGP is appointed in accordance with the Constitution, a statement signed by Eugene Arhin, the Director of Communications of the Presidency said.

    His appointment followed a directive by President Akufo-Addo to the IGP, Mr David Asante-Apeatu to proceed on leave, with immediate effect, pending his retirement on August 14, 2019.

    He is also on the 10-member Ghana Police Service Council and a member of the Police Management Board.

    He has attended several professional courses and training programs, both at home and abroad, including the Strategic Leadership Course at the Police Staff and Command College, Bramshell in the United Kingdom.

    He is married with three children.

    Parliament has denied allegations by the Special Prosecutor, Martin Alamisi Amidu, that it is throwing a spanner in his works in prosecuting former Sports Minister, Mahama Ayariga.

    The legislature says it is not in any way sabotaging or obstructing the former Attorney General or any law enforcement agency in carrying out their mandate.

    In a statement Wednesday, Parliament explained that its meeting with the Special Prosecutor was a follow up to a letter of him requesting the Speaker, Prof. Aaron Mike Oquaye to release the Bawku Central MP for prosecution.

    “Parliament, on May 31, 2019, wrote to the Special Prosecutor, recognising the role of the latter in the fight against corruption. Parliament invited the Special Prosecutor for further discussions on the matter.

    “According to the letter, the meeting was to “dialogue with your high office as to how your Office and the Court could be availed of Ayariga for arraignment before court with due regard to his privileges, the presumption of innocence and in a manner which will enable him to continue to efficiently perform his Parliamentary duties,” the statement said.

    The legislative arm of government stated categorically that it co-operated with the Special Prosecutor during the investigation stage of the case in question.

    “Indeed, Parliament has in the past, collaborated with other law enforcement agencies in similar matters as the Commissioner of Police and Director of the Criminal Investigation Department will testify. As the lawmaking arm of government, Parliament will under no circumstance attempt to break the Laws of Ghana.

    “The Special Prosecutor should not draw Parliament into his own issues at all,” Parliament said.

  • Four killed in knife attack at Paris police headquarters

    Four police employees were killed in a knife attack at Paris police headquarters on Thursday, according to city prosecutor Remy Heitz.

    The three policemen and a female police administrative worker were killed by a fellow member of staff, who was later shot dead, authorities told CNN.
    The incident took place inside the building, which is located near Notre Dame Cathedral on the Île de la Cité in central Paris.

    One victim is undergoing surgery, said French Interior Minister Christophe Castaner. He did not elaborate on the victim’s condition or injuries.

    Castaner said the assailant was a 45-year-old man and had been an employee at the police station since 2003. There is no indication of a motive yet.

    The wife of the attacker has been taken into custody, a source in the Paris prosecutor’s office told CNN. It is not yet clear if she was at the scene of the attack or why she was taken into custody.

    The island where the incident happened is on lockdown, with roads cordoned off by police and firemen, and ambulances on the scene.

    The Ghana FA Presidential elections could be postponed as contestants for the post have vowed that they will derail the process by going to the Court of Arbitration for Sports (CAS) to seek redress if they are disqualified.

  • Energy Ministry plans review of petroleum laws to protect local content in upstream sector

    A review of the petroleum regulations in the upstream sector to amend some sections of the petroleum laws has begun.

    When amended, the new regulations will allow state oil companies such as the GNPC and GOIL to take up the 5% indigenous stake in oil contracts to make it easier for international companies to invest in the Petroleum Upstream sector.

    The current law requires that every company that wishes to invest in the Petroleum Upstream Sector, must have a 5 percent indigenous stake.

    But according to the Energy Ministry, foreign companies have been complaining they are unable to get indigenous companies who are willing to take up the 5 percent stake in their operations due to lack of capital.

    “If we insist that there must be an indigenous Ghanaian Company on the block before we sign a petroleum agreement and an international Oil company is unable to find one, it means that Ghana is not ready to go into business with that company.

    And that will stall the growth of the oil and gas industry. And so we are looking at measures to complement the existing regime. So, where it becomes extremely difficult to find an indigenous company, we will ask the GNPC or its subsidiaries to hold that stake temporarily until such a time that they can offload it to a local private company or offload it on the Ghana Stock Exchange for local private Ghanaians to go and trade for that stake.

  • e-zwich service gets a boost with almost 500 active agents on board

    Users of e-zwich biometric cards have more options to access it, as close to 500 agents now provide the service. The public can go to these agents to withdraw, transfer or load cash onto their e-zwich cards. The agents can be identified through the display of e-zwich signages at their shops.

    When e-zwich started, the service was only available at branches of banking institutions. Provision of service was therefore limited and created inconvenience for cardholders. However, with consistent growth in the number of cardholders as well as the volume of transactions, the Ghana Interbank Payment and Settlement System (GhIPSS), whose initiative it is, decided to allow agents to also provide e-zwich services.

    In the first half of this year alone, the total volume of e-zwich transactions processed by these agents is over 400,000, representing close to 10 percent of the total volume of e-zwich transactions. The volume is expected to go up as more agents are engaged.

    GhIPSS has been undertaking a number of training programmes for exiting agents as well as new ones. This is to ensure that they are sufficiently empowered to provide optimum service to customers.

    The Chief Executive of GhIPSS Mr. Archie Hesse said there will continuous enrolment and training to ensure that there are enough agents to attend to cardholders all over the country. He said the public can access e-zwich services at outlets that display the e-zwich signage and encouraged them to do so. He explained that the e-zwich agent model plays two key roles, by increasing access to the service and also providing income generating activities to the agents. He is hopeful that with the level of interest shown by agents, e-zwich services will be all over the place in a short time. Mr. Hesse also encouraged financial institutions to partner these agents, since they could support their branchless banking agenda.

    The volume of e-zwich transactions continue to witness a rise, going up by 51.4 percent in the first half of this year compared to the same period in 2018. With the conclusion of the second phase of mobile money interoperability (financial inclusion triangle), e-zwich cardholders are able to transfer funds from the card to their mobile money wallets.

    Indigenous car maker Kantanka says it is poised to manufacture electric cars before the end of this year.

    Chief Executive Officer, Kwadwo Safo Kantanka Junior says the move is to further prove to Ghanaians and the world that they are capable to stand the innovation competition on the global stage.

    Speaking to Bola Ray on Starr Chat Wednesday, Mr. Safo said the company is expanding to other parts of the world with a new office in Dubai.

  • ‘Grave moment’ as North Korea fires missiles from sea

    North Korea has confirmed it test-fired a new type of a ballistic missile, a significant escalation from the short-range tests it has conducted since May.

    The missile – which was able to carry a nuclear weapon – was the North’s 11th test this year.

    But this one, fired from a platform at sea, was capable of being launched from a submarine.

    Being submarine-capable is important as it means North Korea could launch missiles far outside its territory.

    According to South Korean officials, the missile flew about 450km (280 miles) and reached an altitude of 910km before landing in the sea.

    That means the missile flew twice as high as the International Space Station, but previous North Korean tests have gone higher.

    It came down in the Sea of Japan, also known in South Korea as the East Sea. Japan said it landed in its exclusive economic zone – a band of 200km around Japanese territory.

    The test came hours after North Korea said nuclear talks with the US would resume.

    What do we know about this missile?
    The missile was launched from the sea soon after 07:00 on Wednesday (22:00 GMT Tuesday), about 17km north-east of the coastal city of Wonsan.

    North Korea’s state news agency KCNA said on Thursday the missile was a Pukguksong-3 test-fired at a high angle, designed to “contain external threat and bolster self-defence”.

    It added there was “no adverse impact on the security of neighbouring countries”.

    Unlike previous tests, there were no pictures of North Korean leader Kim Jong-un at the launch.

    In the previous 10 missile tests carried out this year, only short-range projectiles were fired.

    Why is ‘submarine-capable’ significant?
    If the missile was launched on a standard trajectory, instead of a vertical one, it could have travelled around 1,900 km (1,200 miles). That would have put all of South Korea and Japan within range.

    But being launched from a submarine can make missiles harder to detect, and allows them to get closer to other targets.

    North Korea’s existing Romeo-class submarines, which were built in the 1990s, are believed to have a range of about 7,000 km, the Reuters news agency said.

    This would make a one-way trip to near Hawaii possible.

    The north’s submarines are, however, diesel-powered – which makes them noisier and easier to detect.

    The study by the World Obesity Federation says the number of children classified as obese will rise to around 250 million by 2030, up from 150 million today.

    Forward Callum Hudson-Odoi has expressed delight in helping Chelsea beat Lille OSC in the UEFA Champions League on Wednesday night.

    The 18-year old who just returned from injury provided the assist for Willian’s winner as the Blues snatch a 2-1 away victory in France.

  • Fire destroys 15 tankers belonging to Goodness Energy

    A fuel tanker yard belonging to Goodness Energy at Kpone was on Wednesday [2 October] night gutted by fire.

    Fifteen tankers were torched leading to a loss of millions of cedis.

    It is not clear what caused the fire which begun at about 8pm.

  • Six killed as typhoon lashes South Korea

    At least six people were killed and several others missing after Typhoon Mitag lashed South Korea with heavy rain and strong winds, authorities said Thursday.

    The storm hit southern parts of the country on Wednesday night, prompting flood warnings and triggering landslides in affected areas.

    A woman in her 70s died after she was swept away by strong winds in the southeastern city of Pohang while another woman was killed after heavy rain caused her house to collapse as she slept, the Ministry of the Interior and Safety said.

    A total of six people were killed across the country but the toll was expected to rise with several people missing.

    In the southern port city of Busan — one of the hardest hit areas — around 600 rescue workers were trying to locate four people believed to be trapped beneath a landslide.

    “An enormous amount of sand and earth slid down several hundred metres and instantly buried a house and a restaurant,” said a witness quoted by Yonhap news agency.

    More than 100 homes were flooded and over 1,500 families evacuated their houses in advance, the ministry said.

    Mitag is the 18th typhoon this year and seventh to hit the Korean peninsula.

  • More than a dozen killed as unlicensed mine collapses in DRC

    More than a dozen people have been killed after an unlicensed gold mine collapsed in the eastern Democratic Republic of the Congo, the government said.

    The accident happened at Kampene, some 180km (110 miles) south of Kindu town, Steve Mbikayi, minister of national solidarity and humanitarian action, said on Wednesday.

    “Fourteen dead, three hospitalised with serious injuries. Search continuing,” Mbikayi wrote on Twitter, giving a provisional toll.

    A civil society campaigner, Justin Kyanga Asumani, also giving a preliminary toll, said “15 bodies have been recovered, including two women”.

    He was quoted by the AFP news agency as saying the accident happened at about 2pm local time, when “dozens of people, including children and pregnant women” were at work on the site.

    The accident brought renewed attention to the dangers plaguing the resource-rich DRC’s informal mining sector, which has a poor safety record and a history of frequent deadly accidents.

    In June, more than 40 people died at a copper concession in Kolwezi, in southeastern DRC, that was operated by Kamoto Copper Company, a subsidiary of Swiss giant Glencore.

  • Government has procured over 500 Kantanka cars Kwadwo Safo

    The Chief Executive Officer of local car manufacturer, Kantanka has revealed that the Akufo-Addo government has procured over 500 of their vehicles for various ministries and agencies.

    According to Kwadwo Safo Kantanka Junior, most of the cars have been purchased by the Agric and trade ministries.

    Speaking to Bola Ray on Starr Chat Wednesday, the Kantanka CEO also acknowledged that the erstwhile Mahama administration purchased some cars from the company.

    “Under the Mahama administration, the late Vice President purchased and used some of our cars. But under this government a lot more has been acquired, they have bought about 500 of our cars for the trade and Agric ministries,” he said.

    He also praised the Finance Minister Ken Ofori-Atta for having confidence in their cars and using one himself.

    The company, he said, intends to produce electric cars by the end of the year.

  • NDC increased electricity tariffs by 166% Bawumia

    Vice President, Dr. Mahamadu Bawumia has taken a swipe at the opposition National Democratic Congress (NDC) for criticising government over recent increment in utility tariffs.

    Dr. Bawumia said the marginal increment cannot be compared to the over 100 percent increment announced under the NDC.

    Government has come under intense fire, following the announcement by the PURC of a 5.94 percent increase in electricity tariffs and a 2.22 percent increase in the price of water.

    But speaking at the launch of the Youth Employment Agency (YEA) Job Center in Accra, Dr. Bawumia said between 2013 and 2016, the NDC under John Mahama had increased utility tariff by 166%.

    “Recently, which is yesterday, you would have heard that the PURC has increased electricity tariff by 5.6 percent and it is very important for us to have some perspective on this because electricity has a bearing on the cost of doing business and so we have to be having our eye on it so that we do not overburden businesses. What was the situation before we came into office; in 2010, the average increase in electricity was 89%, 2011 was 10%, 2013 was 78%, 2014 was 28.3 %, 2015, 59.2 percent.”

    “Between 2013 and 2016, just the last four years of the NDC government, the cumulative increase in electricity tariff was 166%. It is against that background that we said this is not good for job creation. If you want to create jobs, you have to reduce the burden of electricity pricing on our people and this is why when we came in and it had never been done before, that of course in 2018, we reduced electricity prices for businesses by 30 percent and for households by 17.5 percent, average of around 22 percent.

    Notwithstanding that, earlier in July, there was an increase in electricity prices of 11 percent and yesterday of 5.6 percent. When you take the total cumulative increase on average, as I said between 2017 and today, you have a cumulative decrease of about 5 percent,” Dr. Bawumia argued.

    The Public Utilities Regulatory Commission (PURC) increased electricity tariffs by 5.94 percent and water tariffs by 2.22 percent last Monday.

    There had previously been an 11.17 percent increase in electricity tariffs back in June.

  • For rural Kenyans, treating snakebites is an uphill struggle

    Simotwo village in Baringo, a western county in Kenya, is a peaceful place. Cattle, sheep and goats graze leisurely. The grassy area straddles hillocks, boasts a generous outcrop of granite rocks and is rich in indigenous tree cover.

    But beneath the veneer of calm village life, a deadly menace haunts the residents and their livestock.

    The semi-arid environment of Simotwo and most parts of Baringo County are favourable habitats for a number of snake species.

    This is a fact Kelly Simba, 34, knows too well.

    In April, he was walking along a narrow path to his uncle’s home, carrying a stick in his right hand which he occasionally used to turn a stone or move a branch.

    It was hot and water was scarce, so he stopped to get water for his cattle. As he poured it into a trough, he felt a sharp sting on his left foot.

    Wincing in pain, he jumped up and managed to catch a glimpse of the puff adder, a long and heavy snake that relies on its camouflage, as it disappeared.

    If not treated appropriately, a puff adder bite can be fatal.

    “There was an old cloth on the fence nearby, so I took it and tore a strip to tie my foot. I then called a bodaboda (motorcycle taxi) to take me to hospital in Kabartonjo,” said Simba.

    Kabartonjo sub-district hospital is rated level four by Kenya’s Ministry of Health, meaning it is better equipped than the pharmacies in and near Simotwo.

    It took him three hours to get to the hospital; he was treated and discharged after three days.

    In the village of Simotwo, everyone knows someone who’s been bitten by a snake.

    Despite the local government’s efforts, barriers to solving the snakebite problem include poor road networks, the lack of public health education and absence of anti-venom in rural health facilities.

    Daisy Chepnyango, 18, from the neighbouring Karas village was also bitten by a puff adder.

    Her mother carried her the 15 kilometres (9.3 miles) to Kimalel Hospital for treatment.

    In the case of Simba’s nine-year-old nephew, Brian Kipsang, he had just finished a school day and was carrying water from a nearby stream when he felt a stinging pain at his ankle.

    Like Simba, he was also rushed to hospital on a motorbike, arriving two hours later.

    Simba, Chepnyango and Kipsang were the lucky ones, managing to make it from a rural area to a hospital. Many others are less fortunate, and succumb in the countryside.

    Poor infrastructure

    There is no exact data on the number of snakebites across Kenya.

    Dr Winnie Bore, chief officer for health in Baringo County, said: “Conservative figures of victims of snakebites in Baringo County is between 200 to 300 per month. A third of these succumb to the bite.”

    She cited efforts to distribute anti-venom to all health facilities in affected areas, train clinicians in dealing with snakebites, and educate residents on how to avoid snakebites.

    Hesborn Nyambati, a snake expert at the National Museums of Kenya, said if someone is bitten, the first step is to minimise motion – and therefore, warned against running.

    But poor infrastructure areas like Simotwo means the only way to travel quickly is by motorbike, on a bumpy road.

    Bore admitted that the roads needed improving, saying: “There is a correlation between health outcomes and road networks, especially in cases like snakebites or even maternal and childcare.”

    In health facilities where there is no electricity, Bore claimed to be working towards installing solar power so that anti-venom that needs refrigeration can be stored. In county areas where the snakebite rate is particularly high, she said officials were planning to stock medicine that does not need to be refrigerated.

    Simba and other villagers Al Jazeera interviewed said a local facility does not stock anti-venom.

    “The health centre closes at five in the evening, so in case a patient is brought in there at night, there will be no one to attend to him,” he said. “In any case, they do not treat snake-bites and do not have an admission ward.”

    Kenya is in the initial stages of setting up a facility that extracts poison from snakes to produce anti-venom, but it will take time before this is available for use in hospitals.

    Currently, the government imports anti-venom from South Africa.

    According to snake expert Nyambati, this is sometimes problematic because anti-venom produced from poison extracted from one environment may not be effective on a snakebite in a different environment.

    These challenges have prompted some residents to try alternative treatment.

    Musyoka Mutisya, a traditional healer, has travelled around Baringo County treating victims, most of whom were bitted by a puff adder.

    “I use a black stone which I place on the area of the bite. The black stone attaches to the area and sucks out the poison. My grandfather taught me how to do it. I have now treated hundreds of victims,” he claimed.

    While there is no scientific research to support the idea that traditional methods work, Nyambati believes that “healers” assure patients psychologically and therefore, address the panic.

    “However, the [general] level of awareness is very low. Not many people know what to do and therefore, many succumb to the bites,” Nyambati said.

    Despite promises from local officials, Simotwo residents said they had not yet received training in how to deal with the snakes.

    For Karen Chepchieng, a resident of Karas village, some practical help would be useful.

    She claims she regularly finds snakes in her home and has managed to kill most of them.

    “I am not afraid of finding it,” she said. “What I am afraid of, is not finding it. Then it could end up biting me or my children.”

  • Britain voices ‘regret’ for killing Maori 250 years ago

    The British government on Wednesday expressed “regret” that British explorers killed some of the first indigenous Maori they met 250 years ago but stopped short of issuing a full apology.

    British High Commissioner Laura Clarke met Maori tribal leaders in the town of Gisborne as New Zealand marked the anniversary of the arrival of explorer Captain James Cook and his crew on board the Endeavour in 1769.

    Clarke’s words held historical significance but fell short of the full apology that some had sought.

    Shortly after the arrival of Cook and his crew, the group encountered armed Maori and believed they were under attack. Many scholars now believe the Maori were probably only issuing a ceremonial challenge.

    The sailors shot and killed an important leader, Te Maro, and over the following days killed eight more Maori before a Tahitian priest managed to mediate between the sides.

    The British High Commission said the exact wording of Clarke’s speech to Maori leaders would remain private, but that she would acknowledge the pain of those first encounters and extend her sympathy to the descendants of those killed.

    Britain has also been returning some historic artefacts taken by Cook’s crew, including canoe paddles.

    In a Facebook video, the Maori “iwi” or tribe Rongowhakaata described that first encounter in blunt terms: “After only being here for two hours, Cook and his crew had trespassed, terrorised, killed and stolen from us,” a narrator says.

    The high commission was careful to point out that Wednesday’s expression of regret came from the British government and not from the British monarch, Queen Elizabeth II.

    Maori are involved in a decades-long legal process seeking redress for historic wrongs under New Zealand’s founding document, the Treaty of Waitangi.

    That 1840 document was signed on the British side by emissaries of Queen Victoria. Dozens of tribes have made settlements worth billions of dollars under the treaty’s provisions.

    New Zealand’s Race Relations Commissioner and former Gisborne Mayor Meng Foon said Clarke’s words were another part of the reconcilliation and relationship-building process.

    He said that as Gisborne mayor he had invited the British royal family to come to Wednesday’s event but had received no response.

    He said he would like to have descendants of Queen Victoria meet descendants of the Maori who were killed and offer them a full apology.

    “It’s not the end of the story,” he said of Clarke’s speech. “I believe future generations will demand an apology.”

  • Red Cross alarm over polio outbreak in Philippines after 19 years

    The International Red Cross and its Philippine affiliate have warned of an “alarming comeback” of the polio virus in the country, prompting the government to declare a national outbreak.

    The humanitarian group said in a statement on Wednesday that it is “scaling up” its efforts in the Philippines to help contain the highly infectious disease, which was declared eradicated in the country 19 years ago.

    Chris Staines, head of the International Federation of Red Cross and Red Crescent Societies (IFRC) in the Philippines, said as many as 11 million Filipino children under the age of five face a “high risk of disability and even death” because of the virus.

    “We appeal to all parents to protect their children against the virus during this massive, synchronised nationwide campaign,” Staines said.

    “The Philippines has eradicated polio before, and together we can do it again.”

    In mid-September, the Philippines health department reported that a three-year-old girl and a five-year-old boy tested positive for polio – the first confirmed case since 2000.

    A single case of polio requires the government to automatically declare an outbreak.

    The polio virus was also detected in sewage in the capital Manila and the waterways in the city of Davao, the hometown of President Rodrigo Duterte.

    Following the report, the World Health Organization (WHO) warned that the country risks more cases of polio unless it sharply steps up its vaccination of children under the age of five.

    3 out of 5 children not vaccinated

    Polio is mainly transmitted by food, water or hands contaminated with human faeces containing the virus, so good hygiene is vital, the WHO said.

    The disease, which has no cure, can be prevented with multiple doses of a safe and effective vaccine. More than two billion children globally are protected against polio through these vaccines, the organisation added.

    Low immunisation rates have contributed to the outbreak, according to the Red Cross.

    Immunisation coverage in the Philippines for oral polio vaccines is 66 percent but needs to be at 95 percent, WHO’s Philippines representative Rabindra Abeyasinghe said.

    So far, only 40 percent of children under the age of five have received a polio vaccine by injection. That means three out of five children under five have not been vaccinated.

    Richard Gordon, a Duterte ally and chairman of the Philippines Red Cross, said in a statement that local chapters of the organisation are being mobilised to help in the mass polio vaccination campaign targeting as many as 1.2 million children.

    The IFRC has released $336,700 (17.5m pesos) from its disaster relief fund to support the campaign in the southern island of Mindanao and the Metro Manila area.

    Past vaccine controversy

    The Duterte administration has been criticised for its botched response to a dengue vaccine controversy in 2017, which observers said worried many parents who refused to have their children vaccinated for dengue, among other viruses.

    In 2017, the Duterte administration banned the dengue vaccine, Dengvaxia, after its French manufacturer reported that it may not be effective in some cases and could lead to severe dengue infections in some individuals who had not previously had the disease.

    The polio outbreak is the third health emergency this year in the Philippines.

    In February, a measles outbreak hit the country, and as of May 2019, there were an estimated 477 deaths reported, mostly young children.

    It was followed by the dengue outbreak, which infected 271,480 from January to August 31 this year, and killed at least 1,107 people.

    The Portugal player, 25, is alleged to have committed an “aggravated breach” of FA rules as it included reference “expressed or implied, to race and/or colour and/or ethnic origin”.

    Silva has until 9 October to respond.

    The post was published at 12:44 BST on 22 September but was deleted at 13:30, although Silva later tweeted: “Can’t even joke with a friend these days.”

    The FA subsequently contacted City for their observations, while Silva has written to the governing body to say he regrets the fact his social media post may have unintentionally caused offence.

    Anti-discrimination charity Kick It Out criticised the post and urged the FA to act, adding that “racist stereotypes are never acceptable as ‘banter’”.

    In a statement on Wednesday, the FA said Silva’s activity is alleged to have been “insulting and/or improper and/or brought the game into disrepute”.

    Silva has been repeatedly defended by Manchester City manager Pep Guardiola, who said it would be a “mistake” to punish his playmaker for the tweet.

    England forward Raheem Sterling supported Silva against accusations of racism, saying it was “a situation between two friends”.

    Mendy has also written in support of Silva, saying he did not take offence at the tweet.

    France defender Mendy and Silva are close friends and played together at Monaco before both joined City in 2017.

    A previous video of Silva joking with Mendy has also been passed on to the FA.

  • Capel St Mary house fire leaves two dead

    Two people have died in a house fire in a Suffolk village.

    Fire crews were called to the semi-detached house in Chapel Close, Capel St Mary, just after 08:00 BST today.

    Suffolk Fire Service area commander Ian Bowell said crews had made attempts to enter the house, and the blaze had affected a neighbouring property.

    “I’m sad to say two people have lost their lives this morning and we have a community in a state of shock,” he said.

    Roads around the area have been closed and more than 60 firefighters remain at the scene.

    “It is a very serious incident for us to deal with because the blaze is still burning,” Mr Bowell told the BBC.

    “We got a call to house fire and en route learned that there were people inside, so the first crew’s efforts were to try and rescue those people.

    “We were confronted with flames coming out of most of the windows and doors.”

    He said crews would remain in the area for the rest of the day.

    Witness Karen Rodrigues described feeling “helpless” as flames tore through the building.

    “I awoke to hear people shouting for help, I looked out and saw smoke coming from the property,” she said.

    “The flames were very intense, you could see it raging through the house.”

  • Man arrested for killing fellow Ghanaian in Spain

    A Ghanaian resident in Spain has allegedly killed another Ghanaian in a meat factory they both work.

    The Ghana Embassy in Madrid in a release stated that the Ghanaian national only identified as Michael K. (36 years old), on 24th September 2019 is alleged to have killed his Ghanaian co-worker Yunairu M. following an altercation between the two at their meat producing factory and workplace in Riba-Roja, Valencia.

    Information disclosed by the Mission indicates that, the suspect stabbed the victim in the neck with one of the knives used at their workplace. He was pronounced dead by emergency medical services upon their arrival on the scene.

    The information further indicates that friends to the antagonists have averred to the fact that, the two had been at loggerheads for some time now with frequent arguments which culminated in a heated exchange at their workplace a little after 3 am on the day in question.

    Co-workers claim that they could hear shouting and loud voices coming from Michael and Yunairu and were on the verge of separating them when a sharp knife was pulled by the suspect to stab the victim.

    Meanwhile, the court has since remanded him after examining the police report and taking his statement. He is currently in custody awaiting trial.

    Police authorities proceeded to notify Embassy officials after the arrest.

    The Mission in its release added that it is still gathering information on the incident and will keep the public apprised of developments as and when they occur.
