  • CAP 30 for all Security Services – Bawumia announces

Cabinet has approved the placement of all security agencies under one pension scheme in order to ensure uniformity of benefits.

The Vice President, Dr Mahamudu Bawumia, who announced this on Friday, [August 28, 2020] said all the security agencies are now to be placed under the CAP 30 Pension Scheme.

Vice President Bawumia made the disclosure when he reviewed, on behalf of President Nana Addo Dankwa Akufo-Addo, the Graduation and Commissioning Parade for 150 officer cadets who made up Intake 27 of the Ghana Prisons Service in Accra at the Prison Officers Training School (POTS) in Accra.

The ceremony was the climax of the last of four batches of one thousand five hundred (1,500) new entrants for the Service drawn from varied professional backgrounds ranging from Accounting, Agriculture, Education, Engineering, Medicine and Social Sciences.

“I am happy to announce that Cabinet has approved the placement of all the security agencies under a single pension scheme, CAP 30.

“So personnel of the Prisons Service, Fire Service, Police and Immigration are all going to be placed under CAP 30, which the military is already under,” the Vice President announced.

“Government is also working closely with the Service to improve the health system within our prisons, especially in this era of COVID 19. It is well understood that the disease spreads quickly in enclosed places like prisons which are commonly epicentre for infectious diseases. This is of great concern to the government particularly where there is overcrowding.

“In addition to the forty (40) medical personnel seconded from the Ghana Health Service, government has provided prison establishments with PPEs, infrared thermometers, washing soap, tissue papers and Veronica buckets. I will like to commend the Prisons administration on the swift manner the Service joined forces with other agencies in the Criminal Justice System and Ghana Health Service to respond more effectively to the COVID 19 threat,” Dr Bawumia stated.

The creation of Risk Communication Teams in all prisons comprising medical, chaplaincy and communication staff to educate and address the myth and anxiety surrounding COVID 19 as well as to tackle issues of stigmatisation has so far been effective, the Vice President indicated.

Dr Bawumia charged the graduands to carry forth the ideals of the Prisons Service which have been imparted into them in the course of their training, adding, “Let discipline and professionalism guide your conduct at all times. Abide by the rules and regulations that guide your conduct as prison officers and direct your energies towards self improvement.”

Junior Under Officer Amos Benang won the Commandant’s Award, while Senior Under Officer Dr Florence Djoletoe, who was best in Academics, also emerged as the Best All-Round Officer Cadet.

“The items she was alleged to be carting away in a tricycle were meant for the home. Her arrest followed months of surveillance by some residents of the area after several complaints about the supervisor’s conduct.

“Upon her arrest, the supervisor was sent along with the items to the Nyohin Youth Chief palace where she was handed over to the community leaders, but she left and reported herself to the police,” the Daily Graphic report stated.

  • Audit Service Board is compromised and must be dissolved – Prof. Kwaku Azar

Renowned lawyer and academic, Prof. Kwaku Azar, known in real life as Stephen Kwaku Asare has called for the dissolution of the Audit Service Board.

Prof. Azar said the Board Is Compromised severely hence the need to dissolve it.

Prof. Azar’s call comes after the Audit Service Board solely appointed a Deputy Auditor-General and an Assistant Auditor-General without involving the embattled Auditor-General, Mr. Domelevo in the appointment process. Domelevo was not informed even, he added.

This, Prof Azar said, is a clear and serious breach of the Constitution that governs the land.

He further added that the appointments made and decisions taken by the board without the involvement of Mr. Domelevo are null and void.

Prof Azar further advises leadership of Parliament to forcefully speak to the issue in support of the now-on-leave Auditor-General, who is accountable to them.

He also admonish the media to not relent on the issue until the right thing is done and the issue resolved.

  • Government has registered 90 per cent of prison inmates onto the NHIS – Bawumia

Vice President Dr Mahamudu Bawumia says about 90 per cent of the country’s prison inmates have been registered onto the National Health Insurance Scheme (NHIS) to provide them with quality healthcare.

The cases handled included; fresh registration, renewals and replacements, which were done at no cost to the inmates.

Hopefully, the registration would be extended to all other prison establishments in due course, he added.

Vice President Bawumia announced this at the graduation ceremony of Officer Cadets Course Intake 27 of the Ghana Prisons Service in Accra on Friday.

In all, 150 officer cadets comprising 113 males and 37 females drawn from varied professional background including; Agriculture, Accounting, Engineering, Medicine and Social Sciences were commissioned into the Service.

Dr Bawumia stated that government was working closely with the Ghana Health Service (GHS) to improve the health system within the prisons, especially in this era of COVID-19 pandemic.

“It is well understood that the COVID-19 disease spreads quickly in enclosed places like prisons which are commonly epicenters for infectious diseases.

“This was of great concern to the government particularly where there was crowding,” he noted.

In view of that, forty (40) medical personnel had been seconded from the Ghana Health Service, while government provided prison establishments with Personal Protective Equipment such as infrared thermometers, washing soap, tissue papers and veronica buckets to avert any mass spread of the virus, Dr Bawumia said.

Dr Bawumia stated that government had completed drafting the Bill on the Non-Custodial Sentencing and upon promulgation into law would provide Alternative Sentencing, including; probation, parole and community service into the country’s Criminal Justice System.

He further explained that the alternative custodial sentence has the potential of decongesting the prisons and significantly reduce the financial burden in managing the prison system.

On accommodation, Dr Bawumia said last year, the President requested the contractors working on accommodation facilities for officers to go back to site to complete blocks of flats at the Ankaful, Nsawam and the Roman Ridge Prisons Complex.

“We know that work had begun, and was progressing steadily until the unfortunate outbreak of COVID-19.

“It is our expectation that work will resume soon to complete the blocks of flats to help ease the accommodation problem of the Service, “he added.

Dr Bawumia charged them to internalise the principles of vigilance, discipline, humanity and fortitude in their dealings with fellow officers and the inmates.

He advised them to treat the prisoners with care, respect and decency without compromising on their professional ethics.

Vice President Bawumia Cabinet had approved the placement of all the security agencies under a single pension scheme, CAP 30, which is already enjoyed by the Military.

He condemned the frequent stigmatisation of ex-convicts and admonished the society to welcome them with an open arms.

The government, he said, had been providing skill training to the Prison inmates, especially those of school going age in the areas such as agriculture and other alternative livelihood vocational skills so that they would cater for themselves when they are released from prison custody.

  • 345,534 persons living with HIV/AIDS in Ghana

The National AIDS Control Programme (NACP) 2019 HIV Sentinel Survey Report said Ghana recorded 19,000 new HIV/AIDS cases with an estimated 14,000 deaths in 2018.

The Programme Manager of the National AIDS/STI Control Programme, Dr Stephen Ayisi Addo, said in 2019 the routine deaths dropped marginally to 11,797 and in 2020, between January and June, Ghana had recorded 798 deaths.

People living with HIV in 2019 totalled 339,727 but rose to 345,534 in 2020.

Dr Addo, at the launch of the Sentinel Report, said the Bono Region had taken the lead as the region with the highest prevalence followed by the Greater Accra Region, with the Oti Region recording the least.

The Report catalogues the prevalence of HIV and syphilis among Anti-Natal Care (ANC) and Sexually Transmitted Infections (STI) clients. It also information on the trends in HIV and syphilis among ANC and STI clients at sentinel sites.

It is also to provide data for the estimation and projection of HIV prevalence in the general population of Ghana to inform intervention programmes.

Dr Addo, who presented the Report, said though the results indicated that the prevalence of the disease was down, the Programme remained focused on achieving epidemic control by 2030.

“By 2030, our projections are that we would have epidemic control where we would have eliminated mother-to-child transfusion. We are first targeting our 90/90 vision by 2023, 95/95 by 2025, then finally epidemic control by 2030,” he said.

He said there were still high rates of infections in urban centres than in rural centres, adding that the HIV prevalence for 2019 among pregnant women was 2.0 per cent.

He said HIV prevalence among STI clients was 5.7 per cent, a decrease from 9.2 per cent, and Syphilis prevalence among STI clients remained at 0.3 per cent.

“Median Syphilis prevalence for 2019 was 0.2 per cent in urban and 0.4 per cent in rural locations, whilst mean Syphilis prevalence was 0.5 per cent in urban and 0.7 per cent in rural locations,” he said.

Dr Ayisi called for financial support for the National AIDS Fund, especially private sector support, to help cater for patients.

Director of Family Health Division of the Ghana Health Service, Dr Kofi Issah, said the fight against HIV/AIDS should not be hindered by the COVID-19.

“Due to the outbreak of Covid-19 around the world, all attention has been geared towards the virus, relegating HIV/AIDs to the background. Both viruses need to be pursued without leaving any behind because both are national concerns,” he said.

Dr Issah said NACP should maintain the quality of data it collected since it was the primary source of data for National HIV estimates and projections.

“You need to continuously enhance additional demographic analysis and sustain survey in new regions to establish trend,” he said.

  • Africa’s borrowing costs fall as banks cut interest rates

The cost of borrowing for businesses and consumers across Africa continues to fall as banks cut interest rates on loans.

Governments across the continent are hoping cheaper lending rates will encourage more businesses to take out a loan to invest in rebuilding after the pandemic.

In Kenya the banks have cut the cost of credit to all time lows, taking their cue from reductions in the benchmark rate set by the Central Bank of Kenya, which says lending rates have fallen below 12%, their lowest since 1991.

But breathing new life into the economy, after business activity stalled during lockdown, is being hampered by banks being cautious about lending, after many companies in financial difficulties asked for repayments to be suspended.

Loan defaults in Kenya have risen to a 13-year high, as industries have scaled back amid the pandemic, cutting jobs or putting staff on unpaid leave.

Data from the Central Bank of Kenya shows credit to the private sector expanded more than 7% in the year to June, half the ideal rate for the economy.

Governments hope lower interest rates will encourage businesses to borrow for new investment, but the Kenya Bankers Association has warned companies trying to survive will not take out a loan, just because it is cheaper.

Meanwhile in Uganda businesses are being encouraged to lease equipment and pay for it in stages, rather than taking out a big loan to buy assets outright, which would add to their debt burden.

Addad Iraguha, the Head of Asset Finance at Absa Uganda and the President of Uganda Leasing Association, told the BBC “the pandemic has created both opportunities and challenges for the leasing industry”.

He says investors should recognise the opportunities created by the growing demand for healthcare products amid the pandemic.

  • Tanzanian media house suspended over polls coverage

Tanzania’s Communications Regulatory Authority has suspended privately-owned media house, Clouds TV, for a week for violating the broadcast code.

The regulator said the media house – which owns a TV station and radio stations – was suspended for announcing election statistics that had not been approved by the National Electoral Commission.

Tanzania is set to hold elections in October.

The broadcaster had reported that some politicians vying for parliamentary seats would stand unopposed after their rivals failed to meet the nomination criteria.

The electoral commission complained to the regulator about the report.

The media house has been told to apologise on air before the suspension starts on Friday.

This comes after the regulator recently introduced strict rules that require media outlets to secure a permit before airing material produced externally – including materials from international broadcasters.

  • GFA’s outrageous, mind-boggling decision to use $290,000 for 92 computers, printers, scanners

On Tuesday August 25, 2020, the Ghana Football Association announced its decision to use $290,000 from its development money from FIFA to buy desktop computers, printers, scanners and also get internet connectivity for Premier League Clubs, Division One Clubs, Women’s Premier League Clubs and the RFA’s.

In this internet and digital age, it is a good step that the GFA intends to equip its members to enhance digital operations and the Loop fully supports.

However, the money which the leadership of the GFA has announced to the world, as having set aside to purchase these items is mind-boggling and outrageous to say the least.

$290,000 US Dollars, on an approximate exchange rate of 6 cedis to a dollar, amounts to a whopping GH 1,740,000, that is one million, seven hundred and forty Ghana Cedis. For those who still do your calculations in the old cedis, that is over 17 billion old cedis.

Yes, you read right! The GFA says it is setting aside this outrageous amount to buy just 92 desktop computers, 92 printers, 92 scanners, as well as internet connectivity for the list of beneficiaries stated above (16 premier clubs, 48 division clubs, 16 women’s premier league clubs and 10 RFAs, totalling 92).

    MARKET VALUE VRS GFA’s MIND-BOGGLING $290,000

A critical research into market values of the prices for desktop computers, printers, scanners and internet connectivity will reveal an outrageous disparity between what the GFA intends to spend and market value.

Indeep, the Loop was shocked to the marrow when it checked the prices of these items on the market.

    DESKTOP COMPUTER:

A good HP desktop computer on the market ranges from 2000 Cedis upwards. Let us assume the GFA will go for a high spec at GH 5000 per computer. Multiply that by 92 and you get 460,000 Cedis.

    PRINTERS:

Modern printers now come with scanners, so one will expect that the GFA will go for one that can serve dual purpose. But assuming the GFA wants to buy separately, good printers on the market for ranges from 300 cedis. But let’s say the GFA will even buy the printer at GH1,000 cedis. That will be a total of 92,000 Cedis.

    SCANNERS

As I said, good and modern printers come with scanners. But let’s assume the GFA will buy separate scanners. Good scanners are also very affordable on the market, and as I checked, they range from as low as 300 Cedis. But let’s say the GFA will buy it 1000 Cedis each. That will be another 92,000 Cedis.

    INTERNET CONNECTIVITY

I don’t know what sort of internet connectivity the GFA wants to get for the clubs and the RFA’s, but whatever it is, it certainly can’t exceed a certain reasonable figure. We all use Internet in our homes and offices and we have an idea of the cost of it, including fixed broadband.

    TOTAL COST OF EQUIPMENT

From the above, the total cost of all the equipment, in my high estimation (I went for high prices) is incredibly far lower than $290,000 US Dollars the GFA leadership wants to spend.

The cost of the 92 computers at 5000 Cedis each, 92 printers at 1000 Cwdis each and 92 scanners at 1000 Cedis each all amounts to GH 644,000 Cedis. That is a little over $100,000 US Dollars.
It should be noted that these items can still be procured at a lower fee if it is opened to a competitive purchasing process.

    QUESTIONS

    1. What informed the GFA leadership’s mind-boggling $290,000?

    2. Which company’s invoice are they using to arrive at such a gargantuan cost?

The Loop is really startled by this outrageous figure announced by the GFA for this exercise. It doesn’t make economic sense, to be honest.

Football stakeholders must reject this move by the GFA and demand transparency to ensure that their development money is used judiciously by the GFA.

The loop can only deduce from the actions of the GFA that the 92 selected beneficiaries,as professional entities can’t buy this items for their administrative purposes.

These are basic inputs any serious organization or club must have to be seen as a professional entity.

The loop wants to find out from the club licencing committee headed by Dr.Kwame B.Nuako, whether these items are not part of the basic requirements for clubs.

$290,000 for 92 desktop computers, 92 scanners, 92 printers and Internet connectivity is not only outrageous, but also ridiculous.

His re-election came after an independent panel last month upheld a decision of the AfDB’s ethics committee to clear him of all charges.
