Over the course of the year, there have been a surge in the reported cases of kidnappings across the country with majority of the victims being children and teenagers. Several family members have mounted pressure on the government to intervene in the matter especially as the election year draws closer.

An outstanding case which remains unresolved involves the kidnapping of three young ladies; 15-year-old Priscilla Mantebea Koranchie; 18-year-old Ruth Love Quayson and 21-year-old Priscilla Blessing Bentum who went missing late last year.

  • Challenges in the energy sector and how government intends to resolve it

The Minister of Finance, Ken Ofori-Atta has indicated that starting August 1, 2019, government will cancel all existing power-purchasing agreements which require that the country pays for power which it does not consume.
According to him, the country pays over half a billion U.S. dollars or over GH¢2.5 billion annually for power generation capacity that is not needed.

Presenting the mid-year budget review to Parliament, Mr Ofori-Atta said the wasteful expenditures in the energy sector are one of the main causes of increases in end-user electricity tariffs; making Ghana uncompetitive for manufacturing.

He noted that government had put in place measures to address the challenges facing the energy sector.

    Challenges

According to Mr Ofori-Atta, the challenges in the energy sector, include:

    -electricity tariffs that do not cover the costs of non-portfolio Power Purchase Agreements (PPAs);

    – low collection, high technical and commercial losses;

    – absence of a proper system for measuring and paying for the costs of power for street lighting;

    – non-payment of utility bills by MDAs; and

    – a high level of net sector arrears of US$2.7 billion (GH¢14.04 billion) as of January 2019.

What has been done so far

The Finance Minister noted that the total costs in the energy sector that government had to cover in 2018 amounted to US$520 million (GH¢2.7 billion).

He said by end-June 2019, government had made total payments of US$604 million (GH¢3.14 billion).

    Forecast

According to Mr Ofori-Atta, if urgent steps are not taken to address the problems in the energy sector, projected payments in 2019 will be at least US$1 billion, (GH¢5.2 billion).

He added that the Energy Sector Reform Programme (ESRP) estimates that government would be paying over US$12.5 billion by 2023.

    Resolution

As part of measures to address the energy sector challenges, Mr Ofori-Atta noted that government would convert all Take-or-pay contracts to Take-and-pay contracts.

“Accordingly, starting August 1st 2019, Government is to pay for energy and gas that we actually consume. All Take-or-pay contracts will be renegotiated to convert to Take-and-pay for both PPAs and Gas Supply Agreements (GSAs). Government will seek Parliamentary ratification where appropriate,” he said.

Consequently, Government has resolved as follows:

    – to suspend indefinitely or terminate all PPAs currently under negotiation;
    to immediately place a complete moratorium on signing new PPAs and Put-Call Option Agreements (PCOAs);

    – to subject all future PPAs competitive and transparent procurement procedures. Government will therefore no longer entertain any unsolicited proposals.

    – to implement the economic merit order dispatch which means that the most efficient power plants will be dispatched first;

    – to improving the performance of the distribution utility and has agreed with the concessionaire a plan to reduce electricity losses and increase collections based on an agreed investment plan.

    – to significantly shift in the medium-term, the energy mix to gas and renewables.

    – to implement the recommendations of the Energy Sector Recovery Programme (ESRP) as approved by Cabinet; and

    – to mandate the Energy Sector Task Force, as constituted by Cabinet based on the recommendations in the ESRP, to ensure and oversee the implementation of

    – the sector recovery programme.

In addition to the above, Government is also taking steps to:

    – Relocate the Karpowership to Takoradi to immediately utilize Sankofa gas;

    – Increase power exports by extending the grid to other West African countries;

    – Streamline management of street lighting to ensure accountability and transparency in billing and payments;

    – Increase productive uses of electricity and natural gas to spur industrialization; and

    – Engage gas suppliers with a view to reducing the price of natural gas.

The event attracted maritime defence solution providers across the world who exhibited various nautical technological security solutions.

The conference, held at the Kempinski Gold Coast Hotel, brought together researchers, coastal guards, service chiefs, over 50 chief naval staff from Africa and across the world, regulators and players in the maritime industry. One purpose of the gathering was to discuss innovative strategies to ensure sustainable naval operations beneficial to national development.

The conference was held under the theme: “Empowering Regional Collaboration to Enhance Maritime Security and Regional Development in the Gulf of Guinea.” IMDEC was also used to mark the 60th anniversary of the Ghana Navy, which had its own theme; “Celebrating 60 years of Naval Excellence, Securing the Maritime Domain for National Development.”

In his welcome address, Rear Admiral Seth Amoama, Chief of the Naval Staff, listed maritime crimes such illegal fishing, illegal oil bunkering, drug trafficking, armed robbery and maritime pollution as thriving in the global maritime domain. He said these crimes threaten national and regional peace, but most importantly, pose a significant threat to the economies of both coastal and non-coastal countries.

R/Admiral Amoama underscored the need for extensive regional collaboration among maritime security services and relevant stakeholders. According to him, increased discourse through cross border co-operation, information sharing and goodwill visits are some essential ways to deal with such maritime crimes. He mentioned the signing of the Yaounde Code of Conduct as another significant effort made by countries in the Gulf of Guinea to deal with maritime crimes.

He admitted, though the process of operationalising the Code of Conduct has been slow and flawed with challenges, some progress had been made.

Apart from the sub-regional efforts to curb maritime crimes, he said, there had been intercontinental initiatives such as joint exercises with foreign naval ships, aimed at improving interoperability among the naval forces.

Rear Admiral Seth Amoama noted that these provided the platform for Navy heads and Coast Guards, to brainstorm on maritime security threats in the Gulf of Guinea. Subsequently, some successes were chalked.

  • Fake pastor jailed 10 years for fraud

Thirty-year-old self-acclaimed pastor, Isaac Kofi, has been jailed 10 years by the Ashaiman circuit court for defrauding by false pretence.

Prosecuting, Assistant Superintendent of Police (ASP) Ahenkorah Afrifa, Ashaiman divisional police command, told the court that, the accused was arrested on 09/07/2019 from his hideout after series of complaints were made against him.

The prosecuting officer noted that, the accused Isaac Kofi succeeded in defrauding some unsuspecting persons of over 22,540.00 Ghana cedis.

According to ASP Afrifa, the accused introduced himself to one Reverend Joshua, in charge of Global Reform Church, in Adenta as someone who could “double” money for people.

He further revealed that Reverend Joshua later introduced the accused to another congregation at his local branch in Zenu within the Ashaiman municipality.

ASP Afrifa again told the court that the accused told the complainants at different locations that he had a special soap which when used after six weeks, their money in their individual bank accounts would multiply.

The complainants which included Ms. Pharida Gifty Doku, gave him 11,320.00, Ms.Faustina Doku gave him 1,700, Mr. Kojo Benjamin gave him 4, 680.00, Madam Agatha Maame Appiah gave him 2,000.00 among other three who gave out 1,060.00, 980.00 and 800.00 Ghana Cedis, in that order, the prosecutor said.

The prosecutor further explained that, the complainants took the special soap and used as instructed but their money did not increase even after two months.

The accused person went into hiding until he was arrested early this month.

The accused person Isaac Kofi pleaded guilty and vowed not to engage himself in such acts again.

The Ashaiman circuit court presided over by Mr. Gabriel Mate-Teye noted that defrauding by false pretence was an offence contrary to section 131 of the criminal offences act 29(1960).

He sentenced the accused to 10 years in jail on all five counts saying it will run concurrently.

  • Vigilantism Bill finally passed into law

The Vigilantism and Related Offences Bill, 2019 has finally been passed by Parliament after corrections were effected on Clause 7 (3) of the Bill.

Parliament first passed the bill last Monday, but it rescinded the passage following a motion moved by the Majority Leader, Mr Osei Kyei-Mensah-Bonsu, that the sentencing of the offence should be 10 years and not five years, as captured by Clause 7 (3) of the bill.

    Bill amendment

After the amendment of the bill, the Minister for Planning, who is also the Member of Parliament (MP) for Wenchi, moved the motion on behalf of the Attorney General for the third reading and passing of the Vigilantism and Related Offences Bill, 2019.

The act is now awaiting Presidential assent to become effective.

The Majority and the Minority sides of Parliament last Monday unanimously voted in favour of the passage of the bill when the Speaker, Professor Aaron Mike Oquaye, put the question to a voice vote.

The Vigilantism and Related Offences Bill, 2019 applies to a person who participates in the activities of a vigilante group that is associated with, related, connected or affiliated to a political party; a person who acts as a land guard and a person who engages in other acts of vigilantism.

    Vigilante groups

It also seeks to disband political party vigilante groups within one month of it becoming law and spells out prison terms for persons convicted of vigilante offences, with a maximum of 15 years.

The bill was laid under a certificate of urgency, in accordance with Parliament’s Standing Order 119, and the Committee on Constitutional, Legal and Parliamentary Affairs, which deliberated on the bill, unanimously agreed that it was of an urgent nature.

It, however, recommended that further consultation was needed with stakeholders to make it more comprehensive.

Following engagements with stakeholders, many amendments were proposed, which culminated in its second reading and consideration and the eventual third reading and passage into law.

The passage of the bill into law was in fulfilment of President Nana Addo Dankwa Akufo-Addo’s promise, when he presented the 2019 State of the Nation Address, to cause Parliament to enact legislation to deal with acts of vigilantism in the country.

    Passage of bill

Barely three days after the passage of the bill into law, the Chairman of the Committee on Constitutional, Legal and Parliamentary Affairs, Mr Ben Abdallah Banda, and the Ranking Member on the committee, Alhaji Inusah Fuseini, told journalists last Wednesday that an anomaly which had to do with the sentencing regime was detected during the compilation of the various clauses in the bill.

They explained that a clause in the bill indicated that a person convicted of a vigilantism related offence who served a minimum of five years in prison could not hold public office.

Therefore, they said, the Attorney-General and Minister of Justice, Ms Gloria Akuffo, would move a motion for the rescission of the third reading to take the bill to the second reading stage for the clause to be amended from a minimum of five years to 10 years, to be consistent with the provision in the Constitution.

    Initial disagreements

At last Monday’s sitting of Parliament, Mr Kyei-Mensah-Bonsu moved the motion for the second consideration to amend the explanatory memorandum.

However, the Minority Leader, Mr Haruna Iddrisu, challenged the decision by Mr Kyei-Mensah-Bonsu to move for a second consideration because he (Mr Kyei-Mensah-Bonsu) was not the Attorney-General to move for an amendment of the long title.

Explaining his position, Mr Kyei-Mensah-Bonsu said per Standing Order 130 (1), the rules of the House gave him the power to move for a second consideration, either wholly or in respect of only some particular part or parts or new proposed clauses or new schedule.

Standing Order 130(1) stipulates: “If any member desires to delete and or amend a provision contained in a bill which has passed through the Consideration Stage or introduce any new provision to it, he may, at any time before a member rises to move the Third Reading of the bill, move that the bill do pass a second Consideration Stage…”

  • 3 grave looters remanded

Three alleged grave looters, caught in possession of human skeletons, are standing trial at the Goaso Circuit Court in the Ahafo Region.

Their possession, it has turned out, were the remains of the late mother of the Nifahene of Abuom, who had been buried for years.

Farmers Yaw Yiredie, 35, and Isaac Berko, 34, and a fetish priest Peter Kor, 35, have been charged with four counts, including hindering the burial of a dead person and being in possession of human body parts.

The skeletons, the fetish priest is alleged to have told the police, were ground into powder and used for rituals to fortify people who visited his shrine for protection.

The trio have also been charged with conspiracy to commit crime and stealing.

They have been remanded in police custody to reappear on Thursday, August 8, 2019.

Their pleas were not taken when they first appeared in court last Wednesday.

According to the police, it was the vigilance of community dwellers that exposed the activities of the trio.

    Facts

According to the police, at about 11.30 p.m. on Saturday, July 20, 2019, residents of Abuom in the Asunafo South District in the Ahafo Region arrested Yaw Yiredie and Isaac Berko on the outskirts of the town in possession of a sack containing human skeletons, and handed them over to the police.
When the two were interrogated, they claimed they were sending the body parts to Kor, the fetish priest, at Kokooso.

The police arrested Kor, but further investigations revealed that Berko and Yiredie dug up the grave at the Presbyterian Cemetery at Abuom to collect the bones of the dead person.

According to the police, it was also established that the grave was that of the mother of the Nifahene of Abuom, who was buried years earlier.

Kor was alleged to have told the police that they ground the human bones into powder and used them for rituals to fortify people who visited his shrine.
He said the powder was also used to treat various ailments.

    Re-burial

Meanwhile, the court has ordered the police to release the skeletons to the family for re-burial.

The Asunafo South District Police Commander told the Daily Graphic that the police were waiting to take the statement of the family before the skeletons would be released for re-burial.

  • President Akufo-Addo launches Community Mining Programme

The President of the Republic, Nana Addo Dankwa Akufo-Addo, on Wednesday, 25th July, 2019, launched the Community Mining Programme at Wassa Akropong, in the Western Region.

The Community Mining Programme is aimed at formalizing mining in selected communities across the country.

With at least one community mine expected to be set up in each of the mining districts in the country, the community mines will provide employment for more than 4,500 miners that were trained by Government at the University of Mines and Technology (UMaT), Tarkwa.

Launching the pilot programme at Wassa Akropong, President Akufo-Addo stated that the Community Mining Programme will ensure that “mining will be done the right way, within the tenets of the law, and will not destroy our natural resources.”

The President continued, “Today, we are launching a type of mining that will benefit all of us. I am here to plead with the young men who are participating in the community mining to do their best to adhere to all the laws and do a good job so that money will return to Wassa Amenfi. The money will come.”

He assured the programme will be replicated not only in Wassa Amenfi, but also in other towns in Ghana by September this year, and will be closely monitored to ensure that the standards that have been set for the CMP are adhered to.

The Chairperson of the Inter-Ministerial Committee on Illegal Mining, Prof. Kwabena Frimpong Boateng, indicated that the Minerals Commission has blocked out several zones in each of the mining districts for this purpose, with some traditional authorities also providing land for the CMP.

He noted that a number of large-scale mining companies have shed off areas to be used for the CMP, and, between now and September, concessions for the various CMP will be mapped out by the IMCIM Mapping Team and uploaded onto the GalamStop software.

Prof. Frimpong Boateng stressed that canoes fitted with outboard motors have been procured for the Riverine Team to monitor the waterbodies.

“With the rolling out of the CMP, there should be no excuse whatsoever for miners to be mining illegally in the water bodies,” he added.

  • Violent crimes on the rise in Ghana – Bureau of Public Safety

The Bureau of Public Safety has expressed concern about the growing incident of violent crimes including murder in the country.

The bureau in its 2019 half-year report remarked that “Crime and Violent Crime continue to be a matter of concern as the two account for over 60% of all public safety events reported between April and June 2019.”

It noted that violent crime events increased by over 43% in the second quarter and accounts for more than 25% deaths over the first half of the year.

The figures are based on only reported cases.

Among the specific crimes that led to the increase were murder, manslaughter, armed robbery and assault.

In the first quarter of the year, violent crimes topped the chart for major crime incidents in the country.

The Bureau of Public Safety expressed concern that the Ghana Police Service “have no known active cold case program in place and absolutely no information on crime clearance rate especially for murder, armed robbery and assault.”

It, therefore, proposed that the police set up irregular checkpoints rather than regular ones that only check for vehicle documentations.

“The GPS must depart from mounting regular checkpoints to basically check for vehicle documentations and occasionally for arms to irregular checkpoints, and include sobriety checks,” it said in its report.

The Greater Accra Region has consistently led in the number of public safety concerns including violent crimes, with about 199 incidents recorded in 2018 and the previous year, 2017.

Transportation still tops cause of deaths in Ghana

BPS also identified transportation-related incidents as a leading cause of casualties in the country.

According to BPS, 41% of deaths recorded in the country, among ten indicators, from January to June 2019 was through transportation.

“Transportation remains the leading cause of death among the ten indicators of public safety and crime monitored. It accounts for over 41% of the deaths reported from January to June 2019,” BPS stated in its report.

The report broadly categorized public safety events under crime, violent crime, fire and industrial/workplace-related incidents, transportation-related incidents, civil disturbances, police officer casualties, police brutalities, police arrests, natural disasters, and general Incidents.

BPS stated in its report that, 65% of all vehicles involved in all road crashes were commercial vehicles (excluding motorbikes).

The BPS acknowledged recent efforts initiated by Citi TV/FM in collaboration with the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service to reduce indiscipline on the roads but urged the MTTD “to establish and own a sustained institutional campaign to enforce basic road laws across Ghana in order to achieve any meaningful gains in curbing road crashes.”

    More on the Report

The Ghana Public Safety and Crime report also known as the BPS WATCH is an initiative by the Bureau of Public Safety towards providing information to the general public, policymakers, and law enforcement.

“For the first half of 2019, the top three most frequently reported public safety events were crime, violent crime, and civil disturbances with 32%, 32% and 9% respectively of all cases reported,” the report stated.

  • A ‘wake-up’ call: Your health before age 40 is tied to heart risks later in life

Having higher-than-normal cholesterol and blood pressure levels before age 40 can raise your risk of heart disease later in life more than you might think, according to a new study.

A level of “bad” LDL cholesterol at 100 mg/dL or higher as a young adult was associated with a 64% increased risk for coronary heart disease later in life, said the study, published in the Journal of the American College of Cardiology on Monday.

Also, in the study, a systolic blood pressure of 130 mm Hg or higher was associated with a 37% increased risk of heart failure later in life and diastolic blood pressure of 80 mm Hg or higher was associated with a 21% increased risk.

Normal blood pressure levels are less than 120 systolic and 80 diastolic — or 120/80 — according to the US Centers for Disease Control and Prevention, and a healthy level of “bad” LDL cholesterol is less than 100mg/dL.

“The main take-home point of the study is for young adults: Don’t wait to make healthy choices,” said Dr. Andrew Moran, a principal investigator at Columbia University Irving Medical Center in New York and senior author of the study.

“Our results show that waiting until middle age or older years to improve diet and exercise can’t always reverse the cumulative damage made during young adulthood.”

‘It was a novel finding and striking’

The study involved data on the blood pressure, cholesterol and cardiovascular health of 36,030 adults in the United States over an average of 17 years.

The data came from six different sources: the Atherosclerosis Risk in Communities Study; the Cardiovascular Risk Developing in Youth Adults study; the Cardiovascular Health Study; the Framingham Heart Study Offspring Cohort; the Health, Aging and Body Composition study; and the Multi-Ethnic Study of Atherosclerosis.

The researchers took a close look at the health of the adults in the data from ages 18 to 39, and then from 40 and older.

The researchers found that elevated diastolic blood pressure and “bad” LDL cholesterol before age 40 were associated with incidents of coronary heart disease after age 40, and elevated systolic blood pressure and diastolic blood pressure before 40 were associated with incidents of heart failure after 40.

“What was surprising was to see the strong association on young adult high LDL cholesterol and later life events — even after accounting for later life cholesterol level,” Moran said.

“We were also surprised at the association of young adult blood pressure with later-life heart failure,” he said. “It was a novel finding and striking because many heart failure events occur in older age.”

The study had some limitations, including that only associations between blood pressure, cholesterol levels and later cardiovascular events were found. More research is needed to determine a causal relationship.

More research is also needed to determine whether similar findings would emerge when comparing cardiovascular health in childhood to adulthood.

“Now that we found these associations of risk factors in young adulthood with later-life heart disease and stroke risk, it begs the question, what about even earlier in life, as in childhood and adolescence? We are intrigued with the childhood period, and potential opportunities for early prevention there,” Moran said.

‘The time has come to recognize that preventive interventions are occurring too late’
Dr. Samuel Gidding, of the Familial Hypercholesterolemia Foundation in Pasadena, California, and Dr. Jennifer Robinson, a professor at the University of Iowa in Iowa City, co-authored an editorial that published alongside the new study on Monday.

In the editorial, they called for the medical community “to wake up” and recognize that preventive efforts are needed among younger adults.

“Young adults, particularly women and non-white individuals, have not shared in the overall reduction in cardiovascular disease rates over the last several decades and are less likely to receive guideline-based care,” Gidding and Robinson wrote in the editorial.

“The time has come to recognize that preventive interventions are occurring too late in life to have a substantial impact on the population burden of” atherosclerotic cardiovascular disease and heart failure, they wrote. “By moving to trials in younger higher-risk individuals who have less advanced disease more amenable to reversal, and developing precision medicine strategies based on genetics, imaging, and other risk factors, the next era of cardiovascular disease prevention can begin.”

Mrs Deborah Daisy Kwabia, the Deputy Western Regional Director of Social welfare, has said sexual reproductive health right is key to obtaining sustainable development in the country.

She said proper education on reproductive health rights would help young people achieve their potential as well as enhance development.

“Providing adolescents with evidence-based and comprehensive sexual education will help prevent unwanted pregnancies and the spread of STIs”.

Mrs Kwabia was speaking at the celebration of the World Population Day (WPD) in the Western Region held under the theme: “Reproductive Health and Gender Equality for sustainable development”.

The Deputy Regional Director said, “If we have a well educated, healthy, and economically empowered youth, the fortunes of the nation will transform positively”.

Mr David Gorman Hammond, Deputy Regional Coordinating Director, said the development of any country was tied to its knowledgeable and healthy youth population.

He said government has adopted various international and national conventions, policies and programmes which would have implications on individuals and families.

Mr Hamond said national commitment to universal basic education, gender equality, equity and empowerment of females, wealth creation and employment were some of the programmes put in place to address the needs of the youth.

He said the policies were meant to complement the number of existing national policies and action plans which would respond to the needs of the population and to the youth.

Mrs Freda Owusu-Ansah, the Regional Population Officer, said Ghana’s Population is currently projected to be 30.3 million with an annual growth rate of 2.2 per cent out of which 38.8 per cent are under 15 years.

She said the projected figure indicates that there is a rapid population growth rate of youth between 15-25 years.

Mrs Owusu-Ansah said there is a need for the government to make more progress to address the demographic situation so that it does not affect the growing population.

he said the 2000 Population census reveals that the Western Region grew from 1.9 million to 2.3 million in 2010 with a growth rate of 2.0 percent and that it could increase to 4.8 million by 2040.

Mrs Ansah said the region has a youthful population and this accounted for its numerous adolescents and reproductive health challenges.

The Regional Population Officer said with the region’s robust mining sector, timber and fishing industry and the recent discovery of oil and gas in commercial quantities, it would attract both local and foreign migrants.

Mr John H.K Ahiable of the Ghana National Association of Teachers (GNAT), who presided, called on the public to consider the issues of population very seriously so as to find pragmatic solutions to the demographic dividend.

He said this when summiting his nomination forms at the opposition National Democratic Congress (NDC) Constituency office in Kpone.

  • Education Ministry clarifies position on reposting SHS teachers with distance degrees

A few days ago, senior high school teachers received a letter from the Ghana Education Service (GES) which stated that they should be reposted if they hold a degree earned through distance education or sandwich.

The letter, according to the Education Ministry, did not sit well with many teachers who explained that earning a degree through distance learning or sandwich is not a good enough basis for getting a repost to basic school.

The Ministry of Education, which faced backlash from the teachers, has come out to clarify its position in a press release, explaining no policy disqualifies teachers who earned their certificates through distance learning.

“However, the official position is that a degree in Early Childhood Education or Basic Education whether through Sandwich or Campus programs, does not constitute eligibility to teach at a Senior High School,” the Ministry explained.

“Over the years the impression has been created that any degree qualifies one to teach at the Senior High school even if the degree (such as Early Childhood or Basic Education) is tailored for teaching at the Kindergarten or primary levels. That is not accurate,” the Education Ministry added in a statement.

The statement signed by the Public Relations Officer, Ekow Vincent Assafuah, stated in addition to meeting other requirements set by National Teaching Council and GES teachers with degrees in a subject area, whether through Distance or campus program, qualifies to teach in the Senior High School.

  • Sometimes I wonder if it’s a curse – Opanyin Agyekum on abandoned government projects

Professor Kofi Agyekum, popularly known as Opanyin Agyekum has condemned the neglect of the Bekwai District Hospital which when completed will be beneficial to the district and Ashanti Region as a whole.

Bekwai District Hospital which commenced in September 2010 has been left at the mercy of rats, weeds and cobwebs.

The 190-bed capacity Bekwai Municipal Hospital, abandoned by the Akufo-Addo government, is one of three hospital projects started in the Ashanti Region by the then governing National Democratic Congress (NDC).

Read: Ghanaian Architects protest multiple government projects awarded to Sir David Adjaye

The two others are at Afari, near Nkawie in the Atwima Nwabiagya District, which is a 500-bed military hospital and 250-bed regional hospital at Sawua in the Bosomtwe District.

On completion, the 190-bed capacity facility, is expected to ease the pressure on the old Bekwai District Hospital and enhance healthcare delivery in and around the Bekwai Municipality, but these will not happen soon.

Construction work began in March 2014 and was expected to be completed by September 2017.

Reacting to this on Peace FM’s morning show ‘Kokrokoo’, Opanyin Agyekum bemoaned the fact that everything in the country is politicized.

“Because of politics, projects from previous governments are abandoned . . . sometimes I wonder if it is a curse, otherwise why would we abandon a project that can be beneficial to us?” he wondered.

  • Stop clients stereotyping, tourism players warned

Dr Eunice Fay Amissah, a Senior Lecturer at the Department of Tourism and Hospitality Management at the University of Cape Coast (UCC) has warned hoteliers and tourism industry players to cease discriminating between clients when providing customer services.

According to her, discrimination would turn away customers and potential ones and would ultimately lead to the collapse of the business.

She said statistics show that 68 percent of customers leave hotels and restaurant because of a bad service experience and it cost five times more to acquire a new customer than to keep an existing one.

Dr Amissah, who is a Certified Hospitality Educator called on players in the industry to build good relationships with clients, be proactive and find innovative ways of handling their complaints to improve the standard the service that they provide.

She was speaking at a Customer Care Workshop organised by the Ghana Tourism Authority (GTA) in collaboration with UCC Department of Tourism and Hospitality Management on promoting good customer care services for players in the hospitality and tourism industry.

The workshop formed part of preparations towards the celebration of PANAFest, Emancipation Day and the “Year of Return”.

The year 2019 has been proclaimed as the “Year of Return” to commemorate 400 years since the first enslaved African arrived in the USA and celebrates the resilience of the African spirit.

Thus, hundreds of African from the Diaspora would be visiting Ghana and by extension the Central Region which boasts of numerous tourist sites.

The participants included staff of hotels, drinking bars, hotels, motels, car rentals, restaurants, tour guards at the castles and parks in Cape Coast and Elmina.

Dr Amissah advised the participants to exhibit good customer service by treating people with courtesy, committing to quality service, knowing the products, fulfilling promises to customers and focus on customers and not only on profit margins.

She further emphasised the need for service providers to treat customers to their expectations.

“Costumers have some basic needs which must be fulfilled. Therefore, employees must be responsive, make time for customers, treat them with empathy and must be ready to provide tangible services in other to gain their trust and confidence”, she said

Dr Amissah urged the participants to always maintain good impressions stressing that “courtesy counts and attitude is doing the right thing”.

Explaining how to handle customer complaints and difficult customers, Professor Ismael Mensah, Ghana Director of Confucius Institute, UCC, said majority of customer complaints were as a result of employee attitude.

He said handling customer complaints was very crucial in the industry which builds on repeated visit because the complaints offer an opportunity to know which areas of the services needed to be improved and how to ensure that other customers do not suffer the same fate.

Professor Mensah, who is also a Senior Lecturer at the Department of Tourism and Hospitality Management said that employees attitude towards customers was a hindrance to the development of many organisations and businesses.

He said many employees were ruining businesses due to their irresponsiveness, impolite, rude and unfriendly attitude towards customers.
