    Most NSS personnel should be blamed for delay in allowances – Management

    The Executive Director of the National Service Scheme (NSS), Osei Assibey Antwi, has attributed delays in allowance payments to service personnel themselves.

    He points out that the youth today lack punctuality, often failing to submit required documents on time for timely processing of allowances.

    Appearing before the Public Accounts Committee of Parliament on February 15, 2024, Assibey Antwi highlighted the challenge posed by the vast number of national service personnel and emphasized the difficulties in processing stipends when essential documentation is not promptly submitted.

    “Mr Chairman, first of all, National Service, we’re widespread in number and to be able to ensure value for money, we actually have to go through a lot of extraneous validation process.

    “…. The youth of today are not like us when we were doing our national service, we were taking to time, and if they have to submit by 15th, they do so. Mr Chairman, it would actually surprise you to know that we are now in February but a large number of them even have not been able to submit their appointment letters… that is the youth that we are working with now,” he said.

    He added, “So, always we have to be on them and the way the system is structured if you don’t get more than 70%, 80% to submit and then you decide to submit in pieces, it becomes difficult because first it has to go through the auditors, the auditors would go through the controller, so the processes are long.”

    “So, we are now speaking to NASPA to speak to their peers so that this batch we have a different story altogether,” he added.

    Acknowledging the extensive validation process required due to the scheme’s widespread reach, Assibey Antwi emphasized the need for timely submissions.

    He expressed concern that the current system faces challenges when a significant percentage of personnel fail to submit documents in a timely manner.

    To address this issue, the NSS is collaborating with the National Service Personnel Association (NASPA) to encourage early document submissions and avoid delays in allowances for the 2024 batch of NSS personnel.

    “So, we are now speaking to NASPA to speak to their peers so that this batch we have a different story altogether,” he added.

    An increasing number of Ghanaians living with HIV are now experiencing improved health and longer life expectancy.

    Simultaneously, there is a decline in the rate of new HIV infections and HIV-related mortality rates.

    Director General of the Ghana Health Service (GHS), Dr. Patrick Kuma-Aboagye, revealed these positive developments, crediting the success to the combination of anti-retrovirals (ARV) and comprehensive prevention strategies.

    “ARVs have transformed the lives of people living with HIV (PLHIV), offering hope, health and longevity.

    “ARVs have revolutionized the lives of individuals living with HIV, providing them with hope, health, and longevity. Moving forward, let us address the challenges ahead, ensuring accessibility, sustainability, and efficacy of our ARV programs,” Dr. Kuma-Aboagye emphasized during the media launch of the 20th anniversary of HIV anti-retroviral treatment (ART) therapy in Accra.

    ART, a combination of anti-retroviral drugs, effectively suppresses HIV replication, delaying disease progression and enabling individuals to lead healthier, longer lives. Beyond improving individual quality of life, ART also reduces the risk of virus transmission.

    Before the introduction of highly active ART in December 2003, care for people living with HIV focused on managing opportunistic infections and providing psychosocial support. The advent of ART transformed the perception of HIV infection from a perceived death sentence to a manageable condition, offering hope and improving the overall quality of life.

    Despite these achievements, Dr. Kuma-Aboagye highlighted persistent challenges such as stigma and discrimination, acting as barriers to testing, treatment, and ARV adherence. To address these issues, he stressed the need to intensify education and sensitize communities, dispelling myths and misconceptions about HIV and ARV. Additionally, strengthening healthcare infrastructure and providing continuous training for healthcare professionals is crucial.

    Looking ahead, Dr. Fred Nana Poku, Director of Technical Services of the Ghana AIDS Commission (GAC), mentioned plans for local production of ARVs to address logistical challenges and shortages in the country. The UNAIDS Country Director to Ghana, Hector Sucilla Perez, commended Ghana’s progress but emphasized the importance of addressing regional disparities in HIV testing and ART access.

    To celebrate the 20-year milestone, a series of activities, including site tours, a commemorative project, stakeholder dialogues, research conferences, and an awards night, are planned throughout the year. These events aim to honor those contributing to the fight against HIV and raise awareness about the importance of sustained efforts in combatting the epidemic.

    Eight injured including students after school collapse in Eastern Region

    A school building collapse in the Upper West Akim District of the Eastern Region has resulted in eight individuals, including four basic school pupils and a teacher, being in critical condition.

    The incident occurred during the Domeabra Zonal Inter School Sports on Wednesday, with three community members who were observing the tournament also becoming victims.

    TV3, based in Accra, reports that the victims are currently undergoing treatment at the Adeiso District Hospital.

    The Zonal Vice Chairman, John Priestly Badu, confirmed the incident, explaining that the event initially took place at the Sukrung Awemfi D/A primary grounds. Due to rain, attendees sought shelter in a deteriorated school building, leading to the collapse of three classrooms (classes one to three) around 4:30 pm.

    Bystanders managed to rescue the victims and promptly transported them for medical attention.

    Despite multiple appeals to the Member of Parliament (MP) and District Chief Executive (DCE) to address the deteriorating condition of the school, no favorable response has been received, according to John Priestly Badu.

    Gyasehene Edward Kotey and Mbrantihene Edem Atiemo have visited the victims at the health center.

    Ho Teaching Hospital in the Volta Region has refuted claims that its malfunctioning mortuary has resulted in clients retrieving their deceased bodies from the facility.

    The hospital’s management insists that the reports circulated in certain media outlets are baseless.

    In a statement from the Public Relations Department dated February 14, 2024, the management of the hospital affirmed, “Our mortuary is in perfect condition.”

    The hospital clarified that an incident occurred on Thursday, February 8, 2024, but immediate efforts were taken to address and resolve the situation.

    The statement further explained, “This is to inform our clients, prospective clients, and the general public that we had one of our compressors going off last week.

    Efforts were made for the situation to be rectified.”

    The management seeks to assure the public of the hospital’s commitment to maintaining the proper functioning of its facilities.

    Rev. Korankye Ankrah denies sexual misconduct claims

    Royalhouse Chapel International has denounced defamatory accusations directed at their founder and Apostle General, Most Rev. Sam Korankye Ankrah, by a self-proclaimed fetish priest, Osofo Samuel Kojo Bentil Odoom.

    This response follows the circulation of a video on social media where Osofo Kojo Bentil accused Korankye Ankrah of alleged sexual misconduct with a five-year-old girl almost three decades ago.

    The self-proclaimed fetish priest further claimed that the respected man of God was involved in sexual impropriety with other members of his congregation.

    In a press statement, the leadership of Royal House Chapel expressed deep concern about the intentional and destructive attempt to tarnish their leader’s reputation.

    They categorically refuted the allegations, asserting that Rev. Sam Korankye Ankrah has never been involved in any alleged misconduct with the mentioned individual or any other person(s). The church described the accusations as deeply troubling and defamatory.

    “The Church views these allegations as deeply troubling, purposefully destructive, and defamatory. They are perceived as a deliberate and calculated attempt to tarnish the hard-earned reputation of the esteemed Apostle General Sam Korankye Ankrah. and lower him in the estimation of right-thinking members of society.

    “The leadership of the church wishes to say that Royalhouse Chapel has come this far by the grace of God, hard work, and sacrifices by the Apostle General and the leadership of the church.

    “Royalhouse Chapel International therefore categorically refutes the claims made in these publications and wishes to put on record that Apostle General Sam Korankye Ankrah has never been involved in any of Bentil’s allegations in any shape, form or fashion either with this particular individual mentioned by Bentil or any other person(s),” part of the statement said.

    “The allegations by this self-styled fetish priest, therefore, lack merit and should be treated with the contempt it deserves,” the statement added.

    “In a Christian spirit, Royalhouse Chapel and the Apostle General, in accordance with the word of God, extend forgiveness towards Samuel Kojo Bentil Odoom and his accomplices and pray for them that the Lord will have mercy on their souls.”

  • Man remanded for stealing GHS292,534 for ailing mother

    A 30-year-old man, Henry Hoyle, accused of embezzling GHC292,534 from his employer, has been remanded into police custody by an Accra Circuit Court. Hoyle admitted to the theft, citing the need to care for his ailing mother as his motive.

    Although he pleaded guilty, Hoyle’s lawyer informed the court that he had already returned some of the stolen money.

    The court, presided over by Isaac Oheneba Kuffour, convicted Hoyle based on his plea but deferred sentencing until the refunded amount is reconciled. The case has been adjourned to February 14, 2024.

    According to Deputy Superintendent of Police (DSP) Evans Kesse, the complainant, head of the Human Resource Department of an undisclosed company involved in online sales, reported that Hoyle, a former finance associate, had stolen company funds.

    The theft involved transferring money to Hoyle’s personal mobile money numbers, which he used for personal expenses. The company discovered the embezzlement during a random internal financial check in May 2021.

    When confronted, Hoyle admitted to the theft and explained that he used the money to address his mother’s medical needs. In an attempt to conceal his actions, Hoyle disabled the MTN Mobile Money Number service from his contacts.

    However, the court obtained the mobile money statement, revealing fraudulent activities where Hoyle used his personal mobile money numbers as fictitious customers to be reimbursed.

    Investigations disclosed that from December 27, 2018, to May 12, 2021, Hoyle dishonestly appropriated a total of GHC292,534.00 by transferring GHC175,642 and GHC116,892.00 into his personal numbers for personal use.

    The accused further dispersed the embezzled funds by transferring money to other accounts, leading to his arrest and subsequent prosecution.

    A  prominent figure in Ghanaian media, Nana Aba Anamoah, has expressed the view that a maximum number of politicians in Ghana are deficient in both sensitivity and patriotism.

    Participating in a live discussion on 3Music TV on February 15, 2024, Nana Aba Anamoah claimed that a mere 8% of Ghana’s politicians exhibit sensitivity and diligence, attributing the majority to a motivation centered on exploiting the state for personal gain.


    She also underscored the prevalent pattern of politicians seizing opportunities without a sincere commitment to the nation, expressing apprehension about their underlying motivations.

    “I’m looking at some of our politicians. I think we have only 8% of the politicians in Ghana who are sensible. Across the board, only 8%.”The rest of them are just there, not by dint of hard work, not because they are so passionate about this country.

    “They just see the opportunity to milk the state. And they are doing everything possible to get there. They’re the loud ones, always insulting,” she said.

    Nevertheless, Nana Aba emphasized her reluctance to dwell on the negative traits of politicians, expressing a preference for focusing on the positive developments taking place in the country.

    Driven by a deep love for Ghana, she reiterated her fervent wish to witness the nation flourish and advance.

    “I am optimistic that we can achieve better. Positive shifts are happening, and that’s why I applaud this generation for surpassing the previous one,” she asserted.

    Ghana and Zambia have committed to enhancing collaboration in trade and investment, as confirmed during the visit of Ghana’s Foreign Minister, Shirley Ayorkor Botchwey, to Lusaka, where she was welcomed by President Hakainde Hichilema.

    He highlighted the continuation of pro-poor initiatives outlined in the recent budget and pledged to maintain business as usual.

    Dr. Amin Adam also expressed his commitment to swiftly implement the proposed tax reliefs and ensure the protection of the economically disadvantaged.

    “If you look at the budget that was presented this year, there were a number of pro-poor initiatives, and I do not intend to depart from those pro-poor initiatives. And I will ensure that business follows as usual as it should. We will make sure that we move faster to implement the tax reliefs that were made in the budget and I am going to make sure the poor are insulated.”

    “It is important to note that we are under an IMF programme and I want to assure the IMF and the business community that I will ensure that the programme remains on track. I will work to ensure that the programme does not suffer.”

    Acknowledging Ghana’s participation in the IMF program, Dr. Amin Adam assured both the IMF and the business community that he would work diligently to keep the program on track and prevent any deviations.

    The ongoing program represents a strategic partnership focused on addressing economic challenges and promoting fiscal responsibility within Ghana.

    The Member of Parliament for Asunafo South, Eric Opoku, has accused the government of redirecting an amount of GH¢750 million in 2023 from the District Assemblies Common Fund.

    The funds were allegedly earmarked for the purchase of laptops to be distributed to Senior High School (SHS) students.

    The Minister of Education, Dr. Yaw Osei Adutwum, recently announced the government’s intention to distribute over 1.4 million tablets to students at Wesley Girls Senior High School under the free SHS policy.

    The goal is to enhance the teaching and learning experience within the school within the next two months.

    During an interview with Citi News, Eric Opoku expressed concern that this diversion of funds would impede development at the district level. He further alleged that the government plans to divert an additional GH¢750 million for the same purpose.

    He stated, “They [the government] took GH¢750 million from the Common Fund meant for the development of the assemblies and that is why most of the assemblies are not doing anything at all.

    “And this year, they intend to add another GH¢750 million so that they will have GH¢1.5 billion for the purchase of those laptops.”

    Expressing his reservations about Mahama’s confidence in winning, Bomfeh urged the former president to show restraint and avoid making premature claims of victory.

    During an interview on Peace FM’s Kokrokoo on February 14, 2024, Bomfeh questioned the basis for Mahama’s conviction that he would emerge as the winner in the upcoming elections.

    “I want to issue a caution to the former president. I am not aware of the person who has informed him that he has won the elections. Look, this is not the first time; if you have indeed won the elections, then why are you contesting?

    “This is the same behaviour that led them to court in the 2020 elections, and they couldn’t provide a single piece of evidence.

    “I urge the Peace Council to advise them about the concerning attitude of declaring themselves winners before the votes are even cast. The former president is going around stating that all indications show he will win the elections,” he said.

    Injunction against NPP Asante Mampong constituency primary dismissed by court

    Per reports, the New Patriotic Party (NPP) is scheduled to conduct a parliamentary primary in the Asante Mampong constituency on February 17, following the dismissal of an interlocutory injunction by the Court of Appeal.

    The plaintiffs, led by Kofi Sarpong, contested the January 27 primary, objecting to the use of the current voter album for the elections.

    However, on February 14, a three-member panel, led by Justice Georgina Mensah-Datsa, rejected the application.

    The Mampong Constituency Secretary of the NPP, Alhaji Agyei Malik, confirmed the court’s decision and stated that the party has informed all relevant stakeholders about the rescheduled primary.

    Mr Malik underscored the importance of party unity, urging both sides to work together.

    He said,“The case was dismissed by the court because the plaintiffs did not produce enough evidence… The party has set 17 February for the conduct of the elections… All relevant stakeholders including polling station executives have been duly informed.”

    “We believe that this is not a win for certain people and vanquish for others… The onus lies on those people claiming victory to extend an olive hand to the other side and bring them on board,” he added.

    However, Emmanuel Osei Abu-Bonsra, counsel for the plaintiffs, expressed dissatisfaction with the ruling, hinting at the possibility of an appeal.

    He remarked, “I am not satisfied with the ruling, but I respect the decision of the court… We have not exhausted all available channels yet.”

    Minister of Food and Agriculture, Bryan Acheampong, has restated the government’s dedication to securing funds for farmers impacted by the Akosombo Dam spillage in October 2023.

    On October 28, 2023, the government committed to a $40 million relief package to aid affected farmers in restoring their livelihoods in flood-affected regions.

    The deliberate release of excess water from the Akosombo Dam wreaked havoc on downstream communities, causing damage to farmlands, livestock, infrastructure, irrigation facilities, and crops.

    Addressing inquiries in Parliament, the Agriculture Minister disclosed that the funding is part of the World Bank’s Food Systems Resilient Programme and will be distributed in the form of input grants for seeds, fertilizers, and machinery from February to April 2024.

    “I have publicly committed to providing assistance to the affected farmers through a $40 million package. This funding is being sourced from the Food Systems Resilient Programme, which is a World Bank-funded program currently being implemented by the Ministry of Food and Agriculture.”

    He assured that the government has gathered data on affected farms, including gender-disaggregated details on affected farmers, crop areas, types of crops and livestock impacted, machinery, equipment, and agricultural infrastructure.

    “This presentation encompasses gender-disaggregated data on affected farmers and crop areas, details on the types of crops and livestock impacted, as well as machinery, equipment, and agricultural infrastructure.”

    “Mr. Speaker, this is with the aim of swiftly providing inputs and other resources essential for enabling the affected farmers to resume agricultural activities in the upcoming farming season. I assure this honourable House that we are working diligently to alleviate the challenges faced by our farmers, and we remain committed to supporting their recovery from the recent floods.”

    A senior lecturer at the University of Ghana (UG), Professor Kobby Mensah, has countered suggestions that Vice President Dr. Mahamudu Bawumia would bring a distinct leadership style compared to President Nana Addo Dankwa Akufo-Addo.

    In an interview on Neat FM on Thursday, February 15, 2024, Prof. Mensah asserted that he perceives no disparity between Dr. Bawumia, the New Patriotic Party (NPP) Flagbearer, and President Akufo-Addo, despite the vice president’s articulation of his vision for the country.

    He emphasized that, based on the information presented, he did not observe any noteworthy differences that would lead him to believe Dr. Bawumia intends to chart a distinct course from that of President Akufo-Addo if he assumes the presidency.

    “… there is no difference, there is no difference. They are the same. If you vote for Bawumia, you are voting for Akufo-Addo – they are the same.

    “Because when you say you’re coming with your own vision, it is not the programme you mention that would make us see the differentiation. It is your attitude, and the underlining philosophy of the programme you are mentioning that would make me see that you are different,” he said in Twi.

    He highlighted that the differentiation should not only be based on the programs mentioned but also on the attitude and underlying philosophy of those programs.

    Prof. Mensah noted that Dr. Bawumia’s speeches and flamboyancy have not demonstrated a significant shift from his previous support for Nana Addo, indicating that he has not witnessed a fundamental change in vision.

    Prof Mensah added, “Bawumia hasn’t changed the flamboyancy he used to support Nana Addo. I didn’t see any difference between his speech in 2015 and the one he had recently for me to believe that, indeed, he is carrying a new vision. What did he say? You are here talking about AI and the likes, flamboyancy, and he has not achieved any of his promises.”

    The Bolgatanga Central Member of Parliament, Isaac Adongo, has characterized President Akufo-Addo’s decision to replace Ken Ofori-Atta as Finance Minister as a mere façade.

    Window dressing, in this context, refers to the act of making something appear deceptively attractive or favorable, creating an impression that may not align with reality.

    President Akufo-Addo executed a significant ministerial reshuffle on Wednesday, February 14, affecting a total of 13 current ministers of state, including 10 cabinet ministers and two regional ministers.

    Ken Ofori-Atta, the former Finance Minister, was replaced by Mohammed Amin Adam, the Minister of State at the Finance Ministry.

    However, reports suggest that Ofori-Atta has been appointed as the Presidential Advisor on the economy.

    In an interview with Umaru Sanda Amadu on Eyewitness News on Citi FM, Mr. Adongo expressed skepticism, stating that although he acknowledged the competence of Mr. Adam, the rearrangement appeared superficial.

    According to him, the President’s move essentially means that Amin Adam, in his new role, would have limited influence as Ofori-Atta still holds sway and could potentially veto any policy proposals.

    Adongo characterized the situation as the President giving Amin Adam a role with one hand while simultaneously placing the ousted Ofori-Atta in a position to influence crucial decisions.

    “This is clearly window dressing. If you follow events and watch critically what has happened, I do not doubt the competence and the abilities of Dr. Mohammed Amin.     On June 5, 1997, Access Holdings Plc’s former Chief Executive Officer (CEO), Herbert Wigwe’s brother, Osita Wigwe, met his untimely demise in a road accident while travelling from Lagos to Port Harcourt.

    In a 2018 interview with TheCable, Father of Osita, Shyngle Wigwe, and his wife, Stella Wigwe, shared the harrowing details of the incident, recounting the deep grief and sorrow that enveloped them during that dark period.

    Shyngle Wigwe narrated the circumstances of Osita’s death, explaining that Osita had a head-on collision with a Mercedes 911 heavy lorry.

    According to him, at the accident scene, bystanders struggled to extricate him from the wreckage.

    The aftermath unfolded as they took the damaged car to Osita’s grandmother in the village, informing her that the owner of the vehicle had been involved in a fatal accident.

    Despite not knowing the victim’s identity, she initially dismissed the possibility, stating, ‘it can’t be my child.’

    “It happened on the 5th of June 1997. “It was just a few miles from our hometown and my mother was at home. He had a head-on collision with a Mercedes 911 heavy lorry. They struggled to get him out of the car. They took the car to my mother in the village and told her the owner of the car was involved in an accident and was dead. But not knowing who the victim was, she said, ‘It can’t be my child,” he stated.

    Subsequently, they transported the car to Osita’s brother in Port Harcourt, who tried to contact Herbert Wigwe in Lagos but couldn’t reach him as they were at the Redemption camp.

    Notably, Herbert’s mother was at home, just a few miles away from the heartbreaking incident.

    “They now took the car to my brother in Port-Harcourt, who telephoned Lagos, but we were at the Redemption camp and didn’t get me. They got my other son, Herbert, and a good friend of mine who went to the camp and just went to the General Overseer, Pastor Adeboye. The G.O. called the elders to go to my house, while they got someone to excuse me from the meeting. I was told that Pastor Adeboye was waiting for me in my house. ‘Why would Pastor Adeboye be waiting for me in my house?’ I wondered as I raced back home from the camp. I got home and met some elders and Deputy General Overseer.

    “I was later told, ‘our brother had gone to be with the Lord’. I was like, ‘Which Lord? This was a boy who was totally sold out to the Lord and we believed one who is sold out to God doesn’t die. It couldn’t have been that boy! I didn’t believe it until I sent someone to Port-Harcourt to see the body, and he came back to tell me that ‘daddy, we have to go ahead with the burial quickly because the body is in bad shape. It was then that I believed. I didn’t think such would happen to me. It was as if someone took forceps to pull out my heart.

    “This boy had the attributes of both a daughter and that of a son. He was one in a million and a solution provider to all family problems. I didn’t know that God was just showing me a part of His love for a moment and he took him back home. Then, I didn’t feel life was worth living anymore. His younger brothers were young and not as firmly rooted. It was a big loss. He was 34 years old. We related like brothers, not as father and son.  It took me quite a while to recover and I said to myself, ‘It’s only with God that you can survive such a thing,” he added.

    Reflecting on their relationship, Shyngle Wigwe emphasized that he and Osita related like brothers rather than father and son.

    The recovery process was a prolonged and challenging journey, and he concluded, “It took me quite a while to recover, and I said to myself, ‘It’s only with God that you can survive such a thing.’”

    The Minority in Parliament (MP) has asserted that the resignation of President Akufo-Addo would bring more benefits to Ghana than his recent ministerial reshuffle.

    According to Minority Leader Cassiel Ato Forson, Akufo-Addo stepping down is the most effective way to alleviate the suffering and hardship experienced by Ghanaians.

    In a substantial ministerial reshuffle disclosed on February 14, President Akufo-Addo removed Finance Minister Ken Ofori Atta from his position, affecting 13 current ministers, including 10 cabinet ministers and two regional ministers.

    Dr. Forson, in a statement on the same day, expressed the NDC Minority’s belief that the optimal solution to address the suffering and hardships of Ghanaians would be for both President Akufo-Addo and Vice President Alhaji Bawumia to resign.

    “The NDC Minority believes that the best way to end the suffering and hardships of Ghanaians would have been for both President Akufo-Addo and Vice President Alhaji Bawumia to resign.”

    The Minority Leader highlighted President Akufo-Addo’s obstinacy and defiance during discussions on the reshuffle, citing his rejection of nearly 100 NPP Members of Parliament who demanded the immediate resignation of outgoing Finance Minister Ken Ofori-Atta.

    “For example, he rebuffed nearly 100 NPP Members of Parliament who demanded the immediate resignation of outgoing Finance Minister Ken Ofori-Atta,” he added.

    The MP proceeds to disclose names of individuals whom he alleges took substantial amounts from the project funds.

    The summit theme is “Educate an African fit for the 21st Century: Building resilient education systems for increased access to inclusive, lifelong, quality, and relevant learning in Africa.”

    During the summit, President Akufo-Addo will host Member States of the Commission for a breakfast meeting on Education and on the AU Financial Institutions.

    Additionally, he will provide an update on Ghana’s role as the host of the Secretariat of the African Continental Free Trade Area.

    Accompanied by the First Lady, Mrs. Rebecca Akufo-Addo, Minister for Foreign Affairs Hon. Shirley Ayorkor Botchway, MP, and officials from the Presidency and the Foreign Ministry, President Akufo-Addo is scheduled to return to Ghana on Sunday, 18th February 2024.

    Court grants GHS100k bail to 2 individuals allegedly impersonating Ablakwa

    Two individuals, accused of impersonating Member of Parliament (MP) Samuel Okudzeto Ablakwa, have been granted GHc100,000 bail after pleading not guilty to six counts of allegedly defrauding unsuspecting Ghanaians.

    Promise Ahorgah, a phone repairer, and Kwaotse Mawuli, a building construction laborer, are accused of creating social media accounts in the MP’s name to solicit funds for victims affected by the Akosombo and Kpong Dam Spillage.

    In court on February 14, 2024, the accused, represented by lawyer Simon Animley, requested bail, which was opposed by Assistant State Attorney Derek Ackah Nyamekye. Despite the opposition, Justice Lydia Osei Marfo granted bail in the sum of GHc50,000 each with a surety, to be justified.

    As part of their bail conditions, the accused must report to the case investigator every Friday in two weeks, and both the accused and their sureties are required to deposit their Ghana Cards with the court registry.

    The individuals were arrested on December 13 and were remanded into the custody of the National Signals Bureau during further investigation.

    The charges include two counts each of defrauding by false pretenses, charlatanic advertisement, and falsely pretending to be a public officer.

    “Holding themselves out as the complainant and causing the general public to wrongly believe they were the complainant, the 1st and 2nd accused persons published the fake and deceitful flyers on social media platforms requesting the general public to make cash donations into their mobile phone numbers 0535623416 and 0535364971 respectively, which each of the accused persons had stated on the fake and deceitful flyers,” the Prosecution.

    “Through their acts of personation and publication of deceitful advertisement with the intent to defraud, the 1s and 2nd accused persons succeeded in causing members of the public to send to them sums of money,” the Court was told.

    According to the prosecution, the accused modified the complainant’s flyer on Facebook, inserting their phone numbers and posing as the MP to deceive the public into making cash donations.

    The accused admitted to the offenses during interrogation, and the investigation is ongoing.

    “Both 1st and 2nd accused persons admitted to the offences when interrogated. Investigation is still ongoing,” the Prosecution said.

    The trial commencement date for Richard Appiah, the accused draughtsman charged with killing two minors and storing their bodies in a refrigerator at Abesim near Sunyani, has been scheduled for March 14, 2024.

    Appiah, identified as a footballer as well, had previously entered a plea of not guilty before the High Court in Accra, where he faces two counts of murder for the deaths of Louis Agyemang, 12, and Stephen Sarpong, 15.

    During the Case Management Conference (CMC) on Wednesday, February 14, 2024, presided over by Justice Ruby Aryeetey, the trial’s commencement date was fixed.

    Nana Ama Adinkra, a Senior State Attorney, stated during the CMC that the prosecution would rely on various documents, including investigation caution statements, autopsy reports, and photographs of relevant evidence.

    The prosecution’s reliance includes investigation caution statements from the accused, autopsy reports for the victims, photographs of body parts and burnt items, and a charge statement from the accused.

    The disclosure also contains written and witness statements.

    The lawyer for the accused, Faustinus Yirilabuo, acknowledged receiving the disclosures, and Justice Ruby Aryeetey directed the prosecution to call their first witness on March 14, 2024. The accused is set to face a jury trial.

    The term “afafata” in the local Hausa language translates to “battling,” reflecting the difficulty of cooking and consuming these exceptionally hard grains.

    A rice mill worker in Kano, Isah Hamisu, noted the shifting attitude towards afafata, stating that in the past, such rice was disregarded, but changing times have made it a more viable option.

    Despite being broken, dirty, and tough, the affordability of afafata has made it a popular choice, allowing economically disadvantaged families to include this staple food in their diet.

    The surge in prices in Nigeria, reaching levels unseen in nearly 30 years, is driven by various factors, including global pressures, the cancellation of the fuel subsidy by President Bola Tinubu, and the devaluation of the currency (naira), contributing to inflation.

    As a result, the cost of a standard 50kg bag of rice has risen by over 70% since the middle of the previous year, surpassing the monthly income of a majority of Nigerians.

    Facing economic challenges and cost-of-living protests in some states, many families in the north are turning to afafata as a more affordable option. The rising demand for afafata has even impacted the price of fish, as mentioned by fish farm owner Fatima Abdullahi.

    Nigeria is witnessing its most rapid price increases in almost three decades, exacerbated by global economic pressures. President Bola Tinubu’s decision to eliminate the fuel subsidy, coupled with the devaluation of the national currency, the naira, has further fueled inflation.

    The standard 50kg (110lb) bag of rice, capable of sustaining a household of eight to ten people for a month, has now surged to 77,000 naira ($53; £41). This marks a staggering increase of over 70% since the middle of the previous year, surpassing the monthly income of the majority of Nigerians.

    In response to these economic challenges, an increasing number of families in the north are turning to afafata. However, the rising reliance on this unconventional rice option reflects a larger struggle, leading to protests and challenges in various states.

    Protesters in Niger state, central Nigeria, recently blocked roads and displayed placards, expressing their suffocation under the weight of escalating prices. A similar demonstration unfolded in Kano in the north-west, prompting Governor Alhaji Abba Kabir Yusuf to acknowledge the presence of starvation in his state, emphasizing the need for a solution.

    For some, the immediate solution lies in afafata, as shared by Hajiya Rabi Isah in Kano. She highlighted the financial constraints that make normal rice unaffordable, with prices soaring to 4,000 naira ($2.70) per bowl. In contrast, afafata, priced at 2,500 naira ($1.69), has become a more viable option to feed her family.

    Market sellers, including Saminu Uba in Kano’s Medile market, have observed a surge in the popularity of afafata. Many customers, faced with the alarming doubling of prices in just two months, are adapting to the economic challenges by opting for the more affordable but less palatable rice option.     The Member of Parliament for Asunafo South, Eric Opoku, has accused the government of redirecting an amount of GH¢750 million in 2023 from the District Assemblies Common Fund.

    The funds were allegedly earmarked for the purchase of laptops to be distributed to Senior High School (SHS) students.

    The Minister of Education, Dr. Yaw Osei Adutwum, recently announced the government’s intention to distribute over 1.4 million tablets to students at Wesley Girls Senior High School under the free SHS policy.

    The goal is to enhance the teaching and learning experience within the school within the next two months.

    During an interview with Citi News, Eric Opoku expressed concern that this diversion of funds would impede development at the district level. He further alleged that the government plans to divert an additional GH¢750 million for the same purpose.

    He stated, “They [the government] took GH¢750 million from the Common Fund meant for the development of the assemblies and that is why most of the assemblies are not doing anything at all.

    “And this year, they intend to add another GH¢750 million so that they will have GH¢1.5 billion for the purchase of those laptops.”

    The recent ministerial reshuffle by President Akufo-Addo has faced staunch criticism from the Minority in Parliament, with accusations of being uninspiring and lacking substance.

    In a released statement, Minority Leader Dr. Cassiel Ato Forson described the reshuffle as nothing more than a “mere remix of the Akufo-Addo and Alhaji Bawumia’s failed government.”

    Expressing skepticism, Dr. Forson asserted that the reshuffle, occurring just nine months before the government’s departure, would not alleviate the suffering caused by what he labeled as bad governance and rampant corruption within the Akufo-Addo and Alhaji Bawumia administration.

    He questioned the potential impact of the newly appointed officials in the remaining nine months, highlighting economic challenges and alleged mismanagement by Alhaji Bawumia and his economic team.

    Dr. Forson stated, “It is also a little too late, coming barely nine (9) months before the exit of the government. Neither will it solve the suffering and hardships confronting the people of Ghana as a result of the bad governance and massive uncontrolled corruption of the Akufo-Addo and Alhaji Bawumia’s government.”

    The Minority further criticized the government’s track record, citing excessive borrowing, unsustainable debt, economic crises, high tax appetite, poor governance, wasteful expenditures, and alleged siphoning of state resources into private pockets.

    Dr. Forson concluded by expressing the belief that President Akufo-Addo and Vice President Alhaji Bawumia should resign to truly address the hardships faced by Ghanaians.

    “The tenure of this government has been characterised by excessive borrowing, unsustainable debt, an economic crisis, high appetite for taxes, poor governance, reckless wasteful expenditures, siphoning of state resources into private pockets of government appointees, as well as state capture by family and friends of the President and
    his Vice.”

    “For the records, President Akufo-Addo has at all material times remained obstinate and defiant when the subject of reshuffle came up for discussion. For example, he rebuffed nearly 100 NPP Members of Parliament who demanded the immediate resignation of outgoing Finance Minister Ken Ofori-Atta,” he stated.

    During the clause-by-clause amendment of the bill, Afenyo-Markin emphasized that punitive measures wouldn’t contribute to the rehabilitation of offenders.     Afenyo-Markin clarified, “I support aspects of the bill, I oppose aspects of it. I am not against the principle, the object of the bill. In this day and age where the country’s judiciary thinking is towards a non-custodial sentence. We cannot enact a law that seeks to entrench custodial sentences. After all, it is about somebody’s sexuality, and we have to be very careful as a country not to be going into emotions when enacting a law.”

    He further emphasized the need for empathy, questioning whether one would advocate sending a family member to jail based on their sexual orientation.

    Born on October 8, 1934, to Augustus Wigwe, a police officer, and Watuze Wigwe in Isiokpo, Rivers state, Shyngle Wigwe was more than just a father figure; he was a man of diverse accomplishments, serving as a pastor in the Redeemed Christian Church of God.

    Shyngle’s educational journey led him through Okrika Grammar School (1949-1953) and Yaba Technical Institute (1957-1959), where he acquired a foundation in engineering.

    His career commenced in 1954 at the Nigeria Broadcasting Corporation (NBC). In 1959, he ventured to England, securing the BBC training course and a federal scholarship.

    Continuing his education, Shyngle attended Southampton Technical College, UK (1960-1962), and the University of Pittsburgh (until 1979).

    Notably, as a military officer, Shyngle stood alongside figures like Olusegun Obasanjo and Chukwuma Kaduna Nzeogwu during Nigeria’s first military coup in January 1966.

    He actively participated in the civil war of 1967 on the side of Biafra, concluding his military career as a captain in 1970.

    Shyngle’s professional journey saw him rise through the ranks, from general manager at NTA Port-Harcourt to eventually becoming the director-general of the organization.

    In an effort to ensure that justice is served, the mother of a 15-year-old Form One student at Bechem Presbyterian Senior High School (PRESEC) has pleaded with the police to move quickly with their investigations into claims that she was gang-raped by six graduating students.

    After apprehending three of the suspects, the police in Bechem, Tano South Municipality, Ahafo Region, initiated a manhunt for the remaining three, who are presently evading capture.

    The suspects Osman, Emmanuel Ankama, and Agyem Frimpong have been taken into custody.

    A female final-year student who assisted the suspects in committing the crime, Kyeremaa Hamida, was another accomplice and is currently being held by the police to help with their investigation.

    The tragic incident occurred on Saturday, February 10 at around 21:30 hours, according to Ghana News Agency (GNA).

    Accomplice Hamida allegedly lured the gullible victim (name withheld) to a run-down building close to the girl’s dormitory, where the suspects gang-raped her.

    The suspects had not yet been charged in court, according to a trustworthy source at the Bechem Police Station, who also verified the story.

    In an interview with the GNA, the victim’s mother, Victoria Otu, stated that her daughter’s condition had gotten worse and pleaded for justice to be served.

    “The school authority rang to inform me about the incident and what we need now is to seek justice for our child,” she stated.

    The victim’s rape was verified by a medical report from the Duayaw-Nkwanta St. John of God Catholic Hospital that the GNA was able to view.

    The victim described her ordeal to the GNA, saying that as she lay in bed, suspect Hamida came over and asked to “see her outside.”

    While inspecting the newly constructed 16 units of 4-bedroom houses at Ringway in Accra, Asenso-Boakye expressed, “Hon. Hackman, as we all call him, was very instrumental during his tenure as sector Minister, and undertook significant projects at the Ministry.”

    “He implemented President Kufuor’s Affordable Housing project, which saw the development of massive housing in various parts of the country. It is, therefore, an honor to name this project after him.” Additionally, he outlined plans to designate other projects after former sector ministers to serve as inspiration for current public officers.

    The project, known as the “Hackman Owusu-Agyeman Court,” is located in Ringway, Accra, and is designed to provide accommodation for senior public officials, including ministers of state, superior court judges, and senior civil servants.

    Developed by the State Housing Company (SHC) Limited, the project comprises 16 housing units, a substantial increase from the previous three houses on the same piece of land (1.5 Acres).

    In a recent Public Accounts Committee (PAC) meeting, Edward Nana Yaw Koranteng, CEO of the Minerals Income Investment Fund (MIIF), shared that the government had utilized $12 million on the halted Agyapa royalties deal.

    The Agyapa deal, intended to generate funds for infrastructure projects through mineral royalties, faced suspension by President Nana Addo Dankwa Akufo-Addo in 2021 due to public outcry.

    This decision followed opposition from the National Democratic Congress (NDC) and various civil society organizations.

    Mr Koranteng informed the PAC on Tuesday, February 13, 2023, that the $12 million was spent on processes related to issuing the initial public offering on the London Stock Exchange before the deal was suspended.

    In response to inquiries about due diligence, Koranteng clarified that the Ministry of Finance had enlisted the services of international consultancy firms and experienced financial institutions for expert guidance.

    He emphasized that the Ministry of Finance had acted upon the provided advice, considering it to be sound.

    He further explained that the intended outcome, based on the advice received, was the establishment of a gold royalties company with the streaming of royalties benefiting Ghana.

    Mr Koranteng stated, “My understanding, honorable chair, is that the Ministry of Finance procured the services of international consultancy and companies and financial institutions that have done this in the past, and that the advice provided was what the Ministry of Finance stood on. We started with the Ministry of Finance, and from the documents that we have, it is clear that the correct advice was provided on the set-up of a gold royalties company where the streaming of the royalties would benefit Ghana.”

    Traditional leaders in the Prestea Huni-Valley Municipality of the Western Region have expressed dissatisfaction with the new owners of the Bogoso Prestea mine, Future Global Resources (FGR).

    The chiefs allege that FGR has failed to fulfill its promise to revamp the mine since taking over the concession from Golden Star Resources in September 2021.

    Expressing their frustration at a joint news conference held at Himan on Tuesday, February 13, the chiefs criticized the government and mining sector regulators for not intervening despite numerous appeals.

    They emphasized the urgent need for the government to take steps to safeguard the mine, which they claim poses a security threat and negatively impacts the local economy in its current state.

    According to the chiefs, FGR provided only an oral plan for revamping the mine after the acquisition, and despite requesting a formal document, the company ignored their plea.

    The chiefs now assert that FGR lacks the financial capacity and technology to enhance mine development, and the current situation is causing a decline in operations, posing security risks and leading to persistent theft and equipment deterioration.

    “After observing the 2 years of the operations of FGR, Nananom [Chiefs] realised that FGR does not have the financial capacity and technology to enhance the development of the mine. The company could not submit either short-term or long-term plans for their operation whenever stakeholders requested” Nana Nteboa Pra IV, Divisional Chief of Himan Prestea said at the news conference.

    The chiefs expressed disappointment in the government’s lack of action following their petition submitted in August 2023 and urged the media to focus on large-scale mining firms’ compliance with national regulations.

    “Unfortunately, the minister has not provided any feedback to Nananom [Chiefs] and all stakeholders who were copied in the petition have decided to remain silent. It is unfortunate to state that what Nananom [Chiefs] predicted and cautioned the minister and all mining-related regulatory agencies is exactly what is happening. The collapse of the Bogoso Prestea operation is unfolding and all government agencies, CBOs, and NGOs seem to be unconcerned despite the awareness created on the situation by both the workers and the community leaders ”the chiefs lamented.

    They also demanded a response to their petition and emphasized their desire to be recognized as key stakeholders in the resolution of the FGR issues, advocating for credible investors that benefit the community.

    The news conference involved the Divisional Chiefs and elders of FGR Bogoso Prestea Mine from various traditional areas, including Himan-Prestea, Mbease Nsuta, Beppo, Bogoso-Kokoase, Ehyireso, and Adamanso.

    The Asogli State Council has emphatically denied allegations suggesting that Togbe Afede XIV, the Agbogbomefia of Asogli, has directed individuals to lobby for his selection as the running mate of National Democratic Congress (NDC) flagbearer, John Dramani Mahama.

    In a statement released on Tuesday, the Asogli State Council clarified that Togbe Afede XIV, while willing to serve Ghana in any capacity, has not instructed any person or group to advocate for his candidacy as the running mate.

    The statement is in response to recent reports linking Togbe Afede to the possibility of being John Mahama’s running mate for the 2024 Presidential election.

    The Asogli State explained that a group known as the “Change Makers Forum” recently approached Togbe Afede to consider joining President Mahama as his running mate.

    According to the Council, Togbe Afede responded that the choice of a running mate is the prerogative of the flag bearer, and he would not reject any opportunity to serve the country.

    The statement clarified that Togbe Afede did not mandate anyone or any group to lobby for his selection as a running mate.

    The Asogli State Council apologized for any shock and embarrassment caused to the chiefs, kingmakers, the people of Asogli, and others.

    “But Togbe has not mandated anybody or group to “lobby” for his choice as running mate,” it added.

    It also emphasized the open-door policy of the Agbogbomefia’s office, encouraging direct communication on matters, concerns, or suggestions requiring attention.

    The Korle Bu Teaching Hospital (KBTH) refutes claims that a Chinese inmate escaped while receiving toothache treatment.

    The prison service reported the escape of the Chinese national serving a one-year jail term for theft during medical care at the facility.

    KBTH’s Public Relations Officer, Mustapha Salifu, disputed the accuracy of the media report, stating that the inmate left the hospital with the prison guards who accompanied him.

    He said “The report in the media is not very accurate.”

    Mr Salifu explained that the inmate, Wang Xiao, came to KBTH for a dental check-up, accompanied by two prison guards on Monday, February 12, 2024.

    After examination and assessment, it was determined that Wang Xiao needed an X-ray examination, incurring extra costs. Due to insufficient funds, the appointment was rescheduled for Friday, February 9, 2024.

    “He [Wang Xiao] came to the KBTH in the company of two prison guards on the account of a toothache. Once he got to the hospital, we observed that he was in handcuffs. But they moved out and reported back at about 8 am for the registration formalities.

    “After the registration, he was asked to pay an amount of GH¢167 because he was a non-Ghanaian. He then proceeded to the consulting room where he was attended to and assessed. After the assessment, it happened that he had to go for an X-ray examination. While going for the X-ray, he was still in handcuffs,” he stated.

    Mr Salifu emphasized that Wang Xiao left the clinic with the prison guards and has not returned since. He clarifies that the inmate did not escape while in KBTH custody and was not admitted to the hospital; it was a routine visit to the clinic for dental concerns.

    “But he left the clinic in the company of the prison guards. So, as far as we are concerned, the inmate left with the guards that came with him and he did not escape while in our custody,” he stated.

    “Let me mention that, the patient was not on admission. It was just a visit to the clinic and his condition did not require that he was admitted to the ward,” he added.

    The National Communications Officer of the opposition National Democratic Congress (NDC), Sammy Gyamfi, claims that the Mobile Money interoperability initiative, which began in 2016, was initiated under the leadership of former President John Dramani Mahama.

    According to Gyamfi, during the NDC/Mahama administration in 2016, a contract for the initiative was awarded to SIBTON by the Bank of Ghana.

    Responding to the recent address by the 2024 NPP flagbearer, Dr. Mahamudu Bawumia, at UPSA, Gyamfi called on the vice president to provide accurate information to Ghanaians.

    In his public address, Dr. Bawumia praised Ghana’s growth in the mobile money market, crediting the Akufo-Addo government’s investments.

    However, Sammy Gyamfi contradicts Bawumia’s statements, alleging that the vice president terminated an NDC-awarded contract and awarded it to associates.

    Mr Gyamfi asserted that the first MOMO interoperability system contract was awarded to SIBTON in 2016 under the NDC/Mahama government.

    He accused Bawumia of canceling this Build Operate and Transfer (BOT) contract and awarding a new one to his associate’s company.

    Mr Gyamfi refuted Bawumia’s claim that the SIBTON contract was inflated by GHS4.6 billion, explaining that it was a BOT project where the company would charge normal user fees projected to be GHS4.6 billion over a 15-year period, inclusive of setup and operating costs.

    Sammy Gyamfi stated, “On the contrary, the first MOMO interoperability system contract was awarded to a company known as SIBTON by the Bank of Ghana in 2016 under the visionary NDC/Mahama government. Bawumia only came to cancel this Build Operate and Transfer (BOT) contract under false pretenses and awarded a new contract to his crony company.

    “The claim by Bawumia that the SIBTON contract was inflated by GHS4.6 billion is a lie. It was a Build, Operate, and Transfer (BOT) project. Government was not going to spend a pesewa on it. Rather, the company was going to charge the normal user fees which was projected to be GHS4.6 billion over a 15-year period as their gross revenue, inclusive of their setup and operating cost.

    He concluded by stating that even before the current government took office, MOMO interoperability had been conceived and initiated, with a contract signed for that purpose, and calls on Bawumia to stop spreading lies.

    “Even before this BOT interoperability project, Ghanaians could send MOMO across networks through the TOKEN system that the Ghana Interbank Payment and Settlements System (GhIPSS) Limited had provided. Remember the TOKEN MOMO SYSTEM? Clearly, even before this government took office, MOMO interoperability had been long conceived and initiated. A contract had been signed to that effect. Bawumia should stop the lies,” he concluded.

    “The NDC will offer the stiffest opposition to the Electoral Commission if it insists on the Ghana card as the sole form of identity in the registration of eligible voters,” he said.

    “But how do we address the issue of registration of minors and the registration of foreigners?” he sought.

    “The Electoral Commission thinks that one way of addressing the issue is to use the Ghana Card,” he stressed.

    “There has been a lot of arguments and we are still battling it out and we are still insistent that let us use the Ghana Card so that it will address the issue of minors – because your date of birth is on the Card – and the citizenship, which is also on the Card.

    “That is also a way to reduce drastically the registration of minors and foreigners.”

So even though there’s a three-year period within which you can bring the claim, if you’re under some form of disability, then the period of limitation does not run until you are out of that disability.”

    “So if you were a child, for example, that means you are below the age of 18, so that that period of limitation, which is three years, does not start to run until you come out of that disability. And if you’re out of unsound mind, that same information applies to you,” he noted.

    Concerning property damage, Mr Koranteng noted that individuals have a six-year timeframe to make a claim for damages resulting from the accident.

    However, he cautioned accident victims against actions that could lead to the rejection of their insurance claims.

    He advised drivers to obtain the appropriate licenses for their vehicles and emphasized the importance of reporting accidents promptly to the police.

    “I have a B license and I’m driving a vehicle that requires a C license, I’ve not been trained or certified by DVLA to drive that kind of vehicle.”

    A 2023 report released by Old Mutual indicates that 43 percent of Ghanaians are ill-prepared to undertake any form of financial risk.

    The report, titled the Old Mutual Financial Services Monitor, specifically highlights the impact of the government’s Domestic Debt Exchange Programme on the financial sector as a contributing factor.

    The survey conducted for the report revealed that only 24 percent of the sampled Ghanaians were open to taking significant financial risks with the expectation of substantial returns.

    Additionally, approximately 19 percent were identified as individuals willing to take above-average financial risks for above-average returns.

    “Similarly, those who take above-average financial risks expecting to earn above-average returns are about 19%,” the report said.

    Another significant finding from the Old Mutual report is that seven out of 10 working Ghanaians do not seek the services of a financial adviser for counsel on their finances. Consequently, around 46 percent expressed uncertainty about whom to turn to for financial guidance.
