GTEC approves over 1000 new courses for Public Universities

The Ghana Tertiary Education Commission (GTEC) has approved over 1000 programs for study by public universities nationwide.

According to Dr. Ahmed Abdulai Jinapor, the Director-General of GTEC, these programs aim to streamline the academic calendar of tertiary institutions.

To maintain focus and ensure relevance to national development goals, Dr. Jinapor revealed plans to establish a new oversight body.

This body will monitor public universities to ensure they adhere to their designated mandates and areas of expertise.

“We want institutions to stay in their niche, institutions should stay in their mandate areas. Institutions cannot be doing anything and everything. The system whereby you have technology institutions that are mandated to do technology-oriented programmes, but today doing Akan, Twi, Dagbani, I think should be something of the past.

“Hence, this body will ensure that you fall within your niche, the programmes must have relevance to the developmental aspirations of this country. And such programmes should not feed into saturated markets of this economy,”  the Director-General of GTEC stated.

Dr. Jinapor emphasized the need for institutions to specialize and contribute meaningfully to the country’s developmental aspirations.

The Director-General also highlighted the importance of avoiding programs that might contribute to already saturated markets in the economy.

ECG is yet to implement VAT on residential electricity bills – Management

The Electricity Company of Ghana (ECG) has clarified that it has not yet enforced the Value-Added Tax (VAT) on residential electricity consumption exceeding lifeline units.

Despite a directive from Finance Minister Ken Ofori Atta on December 12, 2023, instructing ECG and Northern Electricity Distribution Company (NEDCO) to collaborate with the Ghana Revenue Authority (GRA) for VAT implementation, the company states that the order is not currently in effect.

Originally slated to commence on January 1, 2024, the implementation aligns with Sections 35 and 37, as well as the First Schedule (9) of the Value Added Tax (VAT) Act, 2013 (ACT 870).

In a notice issued on Monday, ECG stated, “The Value Added Tax (VAT) on residential electricity consumption above the lifeline category has not been implemented. All stakeholders should please take note.”

Despite consumer opposition, citing potential cost hikes and economic repercussions, the Ministry of Finance defends the measure, asserting its alignment with the government’s medium-term strategy and the IMF-Supported Post-COVID-19 Programme.

  • The party’s spokesperson is not Maurice Ampaw; we can’t disrespect you – NPP tells Otumfuo

The party’s spokesperson is not Maurice Ampaw; we can’t disrespect you – NPP tells Otumfuo

The Chief Scribe of the New Patriotic Party (NPP), Justin Kodua Frimpong, has made it clear that Ghanaian lawyer, Maurice Ampaw has not been appointed as a spokesperson for the party.

Consequently, the NPP has distanced itself from the remarks made by the lawyer during his program on Wontumi TV over the weekend.

Frimpong stated, “The party does not recognize Maurice Ampaw.” This implies that Maurice and the management of Wontumi TV are solely responsible for addressing their broadcast, which has been deemed disrespectful to traditional authorities.

These remarks followed a summon issued to the Ashanti Regional Chairman of the NPP, Bernard Antwi Boasiako, by the Kumasi Traditional Council over an alleged distasteful comment directed at Otumfuo Osei Tutu II, which has angered Asanteman.

Before Antwi Boasiako could honor the summon on January 22, Maurice reportedly took to the TV station and denigrated the traditional rulers over the summon.

The Akwamu Division of the Council expressed dismay when the NPP appeared before the Council without Antwi Boasiako, stating, “Someone by the name Maurice Ampau has disrespected us on Wontumi’s TV station over the summon we issued to him today. He used unprintable words on us.”

Kyeame Kwaku Wusu, a representative of the Council, warned the NPP against allowing anyone to disrespect what they had built over the years.

In issuing a final timeline for Antwi Boasiako to appear before it on Monday, January 29, the Council also demanded the appearance of Maurice Ampaw and the management of Wontumi TV.

The NPP assured that they would compel the Regional Chairman to appear before the Council, emphasizing that further excuses would not be tolerated.

Mr Frimpong stated, “We will dissociate ourselves from any other excuse he gives this time around,” after earlier conveying that Wontumi was sick and receiving treatment in a hospital, making him unable to appear before the Council.

I will not choose NPP over Asanteman no matter the situation – Justin Kodua Frimpong

The General Secretary of the New Patriotic Party (NPP), Justin Kodua Frimpong, has declared his unwavering allegiance to Asanteman, emphasizing that he would not exchange it for anything under any circumstances.

He expressed a firm commitment to defend and safeguard the Golden Stool and its occupant, rejecting any attempts by fellow party members to tarnish the dignity of chieftaincy and the traditional authority of Asanteman.

Affirming his loyalty, he stated, “I will choose Asante over NPP at any time.”

Mr Frimpong made these remarks during his appearance before the Kumasi Traditional Council on January 22, 2024, addressing alleged disrespect by the Regional Chairman of the NPP, Bernard Antwi Boasiako, also known as Chairman Wontumi.

Accompanied by the National Organiser of the party, Henry Nana Boakye, Deputy National Communication Director Owusu Bempah, and regional and constituency executives, the NPP leadership intended to present Chairman Wontumi before the Council.

However, they cited his hospitalization for medical attention as the reason for his absence.

Consequently, the party was instructed to bring Chairman Wontumi before the Council on Monday, January 29, 2024, along with the management of Wontumi TV and a program host from the media house, Maurice Ampaw.

Justin Kodua Frimpong hinted at their strategy, stating, “We will tell him to come here next Monday, and we (NPP) will dissociate ourselves from any other excuse he will offer.”

  • Permit operation of SML System until probe is over – GRA tells Akufo-Addo

Permit operation of SML System until probe is over – GRA tells Akufo-Addo

The Ghana Revenue Authority (GRA) has formally requested President Akufo-Addo’s permission to allow the continued operation of the Strategic Mobilisation Ghana Limited (SML) system.

This system, aimed at enhancing revenue assurance and control, has been put in place.

“The system will continue to record data real-time until your further directive after the conclusion of the investigation.

“Having carefully reviewed the concern and based on our own understanding of the contracts and the deliverable, we are of the opinion that the system that has been installed to enhance revenue assurance, for control purposes, and also to aid with the ongoing investigation could with your kindest permission be allowed to run,” portions of GRA’s letter said.

The GRA emphasized that the system would consistently record real-time data until further directives are given post the ongoing investigation.

In a response dated January 16, 2024, and signed by the Commissioner General of GRA, Rev. Dr Amishaddai Owusu-Amoah, the appeal was made due to concerns raised by SML about potential operational ramifications and disruptions if the intended suspension of operations takes place.

The GRA, after a careful review of these concerns and contract details, expressed the opinion that, with the President’s permission, the installed system should be allowed to run.

The context of this appeal arises from President Akufo-Addo’s decision on January 2 to suspend the GRA/SML contract and appoint the international audit firm KPMG to conduct an audit within a two-week timeframe.

Despite the suspension, GRA noted that it could result in revenue losses, even though no payments would be made on the contract until the President’s directive is clarified.

The SML contract, awarded by the Ministry of Finance and GRA, entails the company receiving over $100 million annually for a five-year period, renewable for another five years.

The President’s decision to suspend the contract followed a parliamentary resolution to investigate it, prompted by revelations from The Fourth Estate about false claims made by SML regarding a previous contract for revenue assurance in the downstream petroleum sector.

The investigation exposed discrepancies in SML’s claims of saving Ghana GHS3 billion, which GRA initially supported without providing specific details.

Civil society organizations, such as the Africa Centre for Energy Policy and IMANI Africa, challenged GRA’s assertions, citing data inconsistencies on the Ministry of Finance and National Petroleum Authority websites.

The Ministry of Finance’s subsequent instruction in June 2023 to expand SML’s work to include monitoring oil and gold production further fueled skepticism, with some members of parliament, civil society groups, and anti-corruption campaigners questioning the basis for awarding contracts to SML in sectors that already had existing protective systems.

Ashanti region has been sidelined by Akufo-Addo – NDC

The Ashanti regional branch of the opposition National Democratic Congress (NDC) strongly condemns the government, accusing it of neglecting and sidelining the Ashanti region in terms of development.

Specifically pointing fingers at President Akufo-Addo, the party claims a deliberate lack of attention and resources directed towards the region’s growth.

During a press conference in Kumasi, Frank Amoakohene, the Ashanti Region Secretary of the NDC, expressed concern that the government seems to be intentionally depriving the Ashanti region of developmental projects, contrasting it with other regions experiencing consistent infrastructural advancements.

Amoakohene urged the electorate to consider voting out the NPP in the upcoming 2024 polls, citing their dissatisfaction with the perceived neglect.

He emphasized the need for the government to expedite the completion of all stalled projects in the region.

“We believe that the Ashanti region has been sidelined, so far as development is concerned. And it’s even reflected in his appointments, ministers, Chief Executives and others.

“We believe that this current NPP set-up has nothing to offer the Ashanti region,” the Ashanti Regional Secretary of the NDC said.

Dumsor has not returned – ECG maintains

The Electricity Company of Ghana (ECG) has addressed concerns regarding recent power outages, dismissing the notion that it signifies a return of the past ‘dumsor’ era.

In a notice on Sunday, the ECG emphasized, “While there is NO DUMSOR, we are still working to enhance the stability of the power supply.”

The company attributed the recent disruptions to local faults and encouraged affected customers to contact their call centers for assistance.

The notice stated, “We have noticed the concerns about intermittent power supply in some areas. We understand the impact this has, and we are actively addressing all issues. While there is NO DUMSOR, we are still working to enhance the stability of the power supply,” it said in a notice on Sunday.

Earlier, ECG had attributed the issue to bush fires causing damage to electricity poles and distribution lines, warning of potential legal action against those responsible.

“If you are experiencing any power disruptions, it is a local fault, please reach out to our call centre on +233 30 261 1611 or send us a DM. Your feedback helps us address specific cases and ensures a more personalised response,” it said in a notice.

The public was urged to take precautions when burning bushes to prevent damage to properties.

However, skepticism has arisen, with some customers on social media accusing the company of covering up for the government.

One customer expressed frustration, stating, “The lies and deceitfulness are too much!” Others highlighted perceived political bias, stating, “This would have been dumsor under an NDC government, but since it’s NPP, it’s intermittent power supply.”

Residents from various areas shared their experiences of inconsistent power supply, raising doubts about the company’s justifications and calling for transparency in communication.

“I was doing my laundry this afternoon and the light just went off. ECG needs to be truthful to us as tax-paying citizens of this country. The lies and deceitfulness are too much!” one customer stated.

“This would have been a dumsor under NDC government but since it’s NPP it’s intermittent power supply in some areas. Wow! .The word ‘Dumsor’ doesn’t exist in NPP era.People are afraid to loose their jobs. Ah well, the good people of this will be the best judges,” another added.

“Come to Twifo Praso, you may think it’s the Headquarters of Dumsor. Even when Black Stars were about to start the match on Thursday, it went off and came back immediately after the match. They switch off the lights anyhow here.”

“My area some part have light some too don’t have and in the compound we are in some have light others too don’t have 3 days now no light why,” queried another.

During the vetting process, which led to an alleged altercation between Chairman Bernard Antwi Boasiako (Wontumi) and the Kokosohene representing Otumfour, Ampaw clarified the situation.

This groundbreaking initiative aims to empower an additional 250,000 young people in Ghana, expanding on the success of the Young Africa Works Project, which supported around 94,000 young individuals from 2020 to 2022.

Building on the momentum of the previous project, the BizBox Program targets supporting 250,000 young people over the next four years, offering access to dignified and fulfilling jobs.

A participant in the GEA/MasterCard Young Africa Works Project Programme from Amasaman in the Greater Accra Region, Gifty Animwaa Owusu, shared her transformational journey from struggle to successful business owner and mentor.

Her story is a testament to the transformative power of opportunities given to young women.

The BizBox Program, with an investment of GHS 660 million (approximately $55 million), aims to empower disadvantaged young people across Ghana, particularly young women, with the necessary tools, knowledge, and support for business startups.

The program is scheduled to run until April 2027, focusing on delivering comprehensive training in life skills, technical expertise, entrepreneurship, and business development.

Video: 2 North Korean teens receive hard labor sentence for watching K-Drama

A rare video from North Korea captures the public sentencing of two teenagers to 12 years of hard labor for watching South Korean TV dramas.

The footage, obtained by NBC News from the South and North Development (SAND) Institute, provides a glimpse into the secretive state led by Kim Jong Un.

The teens, clad in gray jumpsuits, stand before hundreds of students in a stadium as uniformed officers criticize them for not adequately reflecting on their alleged mistakes.

Such videos are infrequently accessible to those outside North Korea, where residents are prohibited from sharing evidence of their daily lives with other countries.

The footage underscores the strict control over information within the country, where residents and travelers must adhere to designated routes, and photography is severely restricted.

The video, initially reported by the BBC, was obtained by the SAND Institute, a think tank working with defectors. The institute’s CEO, Choi Kyong-hui, who defected from North Korea in 2001, suggests that the video may have been edited in 2022. NBC News, however, could not independently verify the video or confirm the charges.

Choi speculates that the video aims to intimidate North Koreans, discouraging them from sharing and consuming South Korean entertainment such as K-dramas and K-pop. North Korea has a history of imprisoning residents for engaging with South Korean culture, reflecting the ongoing tensions between the two countries, which technically remain at war since 1953.

In the video, a narrator accuses the teenagers of succumbing to South Korean culture, and their names and home addresses are disclosed.

The strict control over cultural influence is reinforced by the “Let’s Intensify Efforts to Eradicate All Forms of Reactionary and Non-Socialist Phenomena” law enacted in 2020.

This law allows officials to impose severe penalties, including capital punishment, for importing or distributing materials showcasing South Korean culture.

Choi notes that the government’s focus is on halting the circulation of South Korean entertainment. While the crackdown may be a temporary measure, she believes that attempts to suppress South Korean cultural influence will ultimately fail, as people will resume engaging with K-dramas and K-pop once government campaigns subside.

2024 Elections: Together we can secure 50k votes for NPP – Minister of Defence tells Bimbilla constituents

Members of the Bimbilla constituency in the New Patriotic Party (NPP) have formally given their endorsement to Dominic Nitiwul, the Minister of Defence, as their parliamentary candidate.

Nitiwul emerged as the exclusive contender for the parliamentary election after the disqualification of another candidate, Alhaji Ahmed Nuhu Zaruk, by the NPP’s National Executive Committee.

In his acceptance speech, Dominic Nitiwul expressed confidence in securing the seat once again. He urged constituency executives, former MPs, former Ministers, and party members to unite in striving for the party’s goal of securing over 50,000 votes.

“We have 86,000 registered voters. In the last elections, I got 40,023 votes, but it means nothing because every voter will decide who to vote for on December 7. All of us have to work like we have never worked before to get every vote.”

Whether you are a chairman, secretary, youth organiser, women organiser, or hold any position in this party, including former MCEs, former MPs, former Ministers, or former DCEs, we must put our working gears on to ensure that we deliver the over 50,000 votes the party is looking for.”

The disqualified aspirant, Alhaji Ahmed Nuhu Zaruk, called for calm among party members following his disqualification.

Despite expressing discontent with the decision, Zaruk urged his supporters to respect the verdict of the National Executive Council.

Addressing NPP supporters in Bimbila, Zaruk stated, “I urge my people to be patient with the decision of the National Executive Council. The disqualification has been bitter for all of us, but we must be patient. Additionally, I appeal for patience in all party matters.”

Furthermore, Zaruk alleged that the incumbent NPP MP, also the Defence Minister, and his associates orchestrated his disqualification, raising concerns about the motives behind the decision.

Accra receives 150 million gallons of water from GWCL daily – Management

The Ghana Water Company Limited (GWCL) management has outlined the difficulties it encounters in ensuring a consistent water supply to residents in the Greater Accra Region.

Despite a production capacity of 150 million gallons per day, areas such as Adenta, Kasoa, Weija, and Apaapa in La have experienced irregular water supply, leading to concerns from residents.

Some have resorted to purchasing water from tankers at high costs due to the impact on their daily lives.

In an interview on the Citi Breakfast Show on Citi FM, GWCL’s Managing Director, Ing. Dr. Clifford Braimah, attributed the water supply shortfall to unexpected issues at the Kpong and Weija Water Treatment Plants.

“Production of water supply to Accra is 150 million gallons per day or 682,000 cubic meters per day,” he added.

He mentioned challenges such as old pumps breaking down, weed blockage at Kpong due to dam spillage, and tampering with pipelines by customers.

Dr. Braimah called for capital injection, collaboration with the Public Utilities Regulatory Commission (PURC), and the replacement of outdated pumps to address these challenges.

Highlighting the outdated infrastructure, particularly pumps dating back to 1965, Dr. Braimah emphasized the need for retooling the system and renewing old equipment.

“The recent problem was an unplanned issue at Kpong [Treatment Plant] and that of Weija [Water Treatment Plant]. There are very old pumps that have been trying to manage, and they normally break down at Weija. At Kpong, after the flooding due to the Akosombo dam spillage, there was a weed blockage. Everything is normalized now, and the challenge has been resolved,” the Managing Director of GWCL said.

“Together with the Public Utilities Regulatory Commission (PURC), we should be able to move to the government and say that there must be some level of injection of capital. We will have to make a proper case that the gap will be closed. If they leave it to us, some people will not pay their tariffs, some will get people who will do illegal connections. Once they do the illegal connections, they don’t take into consideration our hydraulic system. These are the challenges we are faced with.”

“We need to retool the old system; if you go to Kpong [Treatment Plant] today, we have pumps that are as old as 1965. For the regulator, it’s dead. Because we are still using them, we take money to repair them when they break down. So, renewal of the old system,” he stated.

He stressed that the population growth in Accra has surpassed the water company’s capacity, making it imperative to upgrade and address the challenges faced in delivering consistent water supply to residents.

Bawku conflict: Seeing women and children displaced disheartening – Lawyer

The Director of Legal Affairs for the National Democratic Congress (NDC), Godwin Edudzi Tamaklo, has expressed deep concern over the displacement of women and children in Bawku following a deadly armed conflict.

He emphasized that the conflict has hindered children from accessing education in those communities.

Speaking on the Big Issue on TV3, Edudzi Tamaklo stated, “The situation there is extremely delicate, and for me, the greater pain I have is the displacement of women and children. It has been extremely difficult for children within those communities to even have proper education now by reason of this armed conflict.”

Former Member of Parliament for Okaikwei North, Fuseini Issah, also addressed the issue, urging stakeholders to bring the feuding parties together for an amicable resolution. He emphasized the prolonged nature of the conflict, resulting in the loss of innocent lives.

Former President John Dramani Mahama called for close collaboration between the military and the police to provide security in Bawku. Mahama expressed sadness and disturbance over recent shootings in the municipality and the killing of three men. He called for the military to work hand in hand with the police to ensure safety and security.

The Ghana Armed Forces (GAF) explained the circumstances surrounding the neutralization of three persons who fired at its troops in Bawku. The GAF emphasized the need for peaceful resolution and cautioned against direct armed confrontation with the military.

Wontumi must immediately come to Manhyia palace sick or not – Otumfuo’s Chief Linguist tells NPP

The Chief Linguist of Otumfuo, Nana Kofi Owusu, has instructed the leadership of the New Patriotic Party (NPP) under Justin Frimpong Kodua to present the Regional Chairman of the Party, Bernard Antwi Boasiako, also known as Wontumi, before the Asanteman Council within the next week.

This directive was issued during a meeting held on January 22 at the Manhyia Palace, with Nana Kofi Owusu insisting that Wontumi should be brought forth even if he is currently indisposed.

Last week, the Kumasi Traditional Council (KTC) instructed two key figures from the New Patriotic Party (NPP) to present themselves before the Manhyia Palace.

The individuals involved are the General Secretary of the NPP, Justin Kodua Frimpong and Bernard Antwi Boasiako, also recognized as Chairman Wontumi and serving as the Ashanti Regional Chairman.

This directive comes in response to an alleged incident during the NPP’s vetting process for parliamentary primaries in the Ashanti region. The confrontation reportedly occurred during the vetting of Energy Minister and MP for Manhyia South, Dr. Mathew Opoku Prempeh.

Chairman Wontumi and Manhyia South Constituency Organizer, Alhaji Abuba, were involved in a heated argument over Wontumi’s failure to acknowledge the MP’s contributions to the party.

Chairman Wontumi allegedly made statements challenging the authority of Otumfuo Osei Tutu II, stating,“I have built my own kingdom, I have my own police and military, and I will speak my mind to Otumfuo if I disagree on an issue with him (Otumfuo)”.

In response to the incident, the Manhyia Palace has summoned Justin Kodua Frimpong and Chairman Wontumi to address the matter. The General Secretary confirmed the summons after briefing Otumfuo Saamanhene.

“After I brief Otumfuo Saamanhene upon his invitation over the issue. The general secretary of the party informed me that he has been directed to report to Manhyia Palace with Wontumi’’ he said.

Chairman Wontumi is currently out of the country for medical treatment in China, with no confirmed return date. The NPP National executives are planning to meet Asantehene Otumfuo Osei Tutu II in person to seek resolution and clarity on the matter.

Salaga Electrification Project contractors resume work after 3 years

Contractors engaged in the Yelwa, Nguan Dushi, Jonkponto, Nguan Mallam, and Iddipe electricity extension project have recommenced their activities on the site.

In a noteworthy development for the Salaga South Constituency, the electricity extension initiatives, which experienced setbacks since 2020, are now poised to resume.

This positive turn of events follows the successful intervention of the former Member of Parliament for the Constituency, Adam Salifu Braimah.

Between 2017 and 2019, the former Member of Parliament secured contracts for the extension of electrification, benefiting over ten communities, including SSNIT bungalows, Kakoshi Chakosi, Klaw, Kunshi, Dagbambia, and Yahayilli.

While progress was evident in certain areas, shortages of crucial materials led to temporary work stoppages in communities such as Yelwa, Nguan Dushi, Jonkponto, Nguan Mallam, and Iddipe.

After a period of three years of inactivity, negotiations in Accra between the former Member of Parliament, the Ministry of Energy, and the Municipal Chief Executive for East Gonja, Richard Broni, have yielded positive outcomes.

In an effort to revive the 2019-initiated project, former MP Salifu Adam Braimah has led the contractors back to the project site.

He emphasized the importance of completing the project on schedule, stating, “This project is very dear to the people here, and its completion will not only have a domestic impact but also boost the economic activities of the people.”

Acknowledging the unfortunate stall in the contract, he expressed gratitude that the contractors are back and urged them to work diligently to meet the contract schedule.

The former MP highlighted the commitment of the Akufo-Addo-Bawumia-led government to provide the necessary infrastructure expansion in all sectors, including rural electrification.

The contractor, in turn, assured of delivering quality work and pledged to meet the contract deadline.Since 2017, the former Member of Parliament and the first Savannah Regional Minister have commissioned over 30 rural electrification projects in the Salaga South Constituency.

Before assuming office in 2017, not a single community out of over 70 communities in the Abrumase area was connected to the national grid.

Presently, over 60 percent of communities in that enclave, including several others in the Kafaba, Sisipe, Massaka, and Yayilli electoral areas, have access to electricity.

“This project is very dear to the people here and its completion will not only serve domestic impact, but also boost economic activities of the people.”

“It’s unfortunate that the contract stalled along the way, but thankfully you are back and we want you to work extra hard to meet the contract schedule.“

Accra is too populated; we can’t supply water to everyone at the same time – GWCL

The Managing Director of the Ghana Water Company Limited (GWCL), Ing. Dr. Clifford Braimah, has acknowledged that the current population of Accra exceeds the water company’s capacity.

Residents in various Accra neighborhoods, including Adenta, Kasoa, Weija, and Apaapa in La, have raised concerns about inconsistent water supply affecting their communities.

The irregular water supply has significantly impacted the daily lives of residents, leading some to resort to purchasing water from tankers at high prices. Complaints indicate that the GWCL failed to communicate plans for temporary water supply cuts in specific areas, with some residents reporting a lack of water for nearly a year.

Speaking on the Citi Breakfast Show on Monday, January 22, Ing. Braimah addressed the issue, acknowledging the necessity for the GWCL to upgrade its machinery to meet the growing demands of Accra’s residents.

He further emphasized the practical challenges of managing water distribution in a large population with limited resources, stating “Already in Accra, the volume of water we produce, the population has outgrown it, and we are looking at putting up a new system at Kpone to boost our production but resource constraint has been the problem, Since 2017, 2018, we have been working and we have not settled on finances.

“So already if you have a limited volume of water coming into the system, and your population is big, you have to block them and supply them according to the demands of the people but you cannot give everybody [water] at the same times otherwise some will not get. And so we have been limited for a very long time.”

Despite this acknowledgment, Ing. Braimah recognized that some complaints were related to localized faults, assuring residents that prompt action would be taken if reported to the nearest GWCL office.

I have sinned against Mahama, I owe him an apology – NPP’s Siedu Mba

Siedu Mba, a once notorious hooligan and member of the New Patriotic Party (NPP), has expressed a desire to confess his wrongdoings against the flagbearer of the National Democratic Congress (NDC), former President John Dramani Mahama.

Appearing on Abusua 96.5 FM’s afternoon political talk show, hosted by Ebenezer Yaw Jona, popularly known as Osempakani, Siedu Mba, now claiming repentance after being discharged by the court of any involvement in the Canadian girls’ kidnapping, revealed his intention to apologize directly to former President Mahama.

He stated, “I have sinned against the NDC and the former President John Mahama. I was used by the NPP to commit a lot of political sins against his party and government.”

Mr Mba who was previously arrested for his alleged involvement in the kidnapping of two Canadian females in Kumasi, emphasized that he would not disclose the details of his actions against Mahama on the radio but pledged to kneel down and personally apologize when given the opportunity.

He shared his disappointment with the NPP, stating that they disowned him when he faced legal troubles.

The self-proclaimed former NPP loyalist accused prominent figures such as Vice President Mahamudu Bawumia, President Nana Akufo Addo, Lawyer Andy Appiah Kubi, Hon. Opare Ansah, and others of abandoning him when he faced legal challenges.

Warning the youth about the ruling party, Siedu Mba cautioned that the NPP is quick to “use and dump people,” urging caution when dealing with them.

In an accusatory tone, Siedu Mba claimed that the National Security team, responsible for his arrest, stole his belongings, including a Range Rover vehicle, undisclosed amounts of money in foreign and local currencies, watches, and jewelry. He demanded the return of his allegedly stolen items.

Regarding Ashanti Regional Chairman Wontumi, Siedu Mba expressed anger over alleged disparaging comments against Otumfuo Osei Tutu II, the Ashanti King.

He threatened physical action against Wontumi, accusing him of disrespecting Otumfuo and creating chaos during solemn events. Siedu Mba asserted his intent to teach Wontumi a lesson and put him in his place for challenging Otumfuo in his kingdom.

He explained “ Every person in Kumasi, particularly within the Zongo Communities knows my commitment to the NPP. NPP chairman’s murder trial: Afoko denies charges for the third time

For the third time in eight years, Gregory Afoko, the farmer accused of murdering former New Patriotic Party (NPP) Chairman Adams Mahama, has pleaded not guilty to conspiring with convict Asabke Alangdi in the killing of the NPP Upper East Regional Chairman.

Mr Alangdi, already convicted for conspiracy, also pleaded not guilty to murder.

The trial is set to proceed with four women and three men serving as jurors.

The case has been adjourned to February 2 for case management conference.

In April of the current year, a court, led by Justice Merley Afua Wood, found Asabke Alangdi guilty of conspiring with Gregory Afoko to kill Mahama in 2015.

However, Afoko was acquitted of conspiracy to commit murder and murder charges by a 4-3 verdict.

Mr Alangdi was sentenced to death and has since appealed the decision.

The case’s brief facts reveal that on May 14, 2015, Paul Afoko and Kwabena Agyepong, then NPP National Chairman and General Secretary, were violently attacked by thugs organized by the deceased Mahama.

This was in response to their campaigning against Nana Addo Dankwa Akufo-Addo.

Gregory and Asabke, upset by the incident, formed a youth group to protect those perceived as against Akufo-Addo. On May 20, 2015, they ambushed Mahama’s residence with a suspected acid substance, resulting in his death during transportation to Accra for treatment.

The post-mortem report cited shocked lungs and extensive acid burns as the cause of death.

Ghana is unable to resolve conflict in Bawku due to political interference – Security consultant

Security consultant, Prof. Kwesi Aning has advised stakeholders involved in the efforts to restore peace in Bawku to ensure that proposed solutions remain impartial and devoid of any political bias.

He emphasized that political inclinations hinder the development of a comprehensive approach to addressing the ongoing violence.

This advice comes in the wake of last week’s incident in which five individuals lost their lives in the recurring conflict.

Concerns have been raised regarding the persistent nature of the problem and the inability of successive governments to eradicate its root causes.

Speaking on JoyNews’ AM Show, Prof. Kwesi Aning pointed out that the lack of a dispassionate approach complicates the resolution of the conflict. He highlights the tendency for political parties in power to adopt different approaches, despite the commonality of the conflict’s origin.

“I think the unfortunate part of this Bawku crisis has been extreme politicisation of the resolution interventions. If it is Party A that is in power, their approach to resolving the conflict is different from Part B. But the root of the conflict is the same,” he said on JoyNews.

He contended that this political divergence contributes to the escalation of the crisis, creating an environment where the underlying issues are neglected and exploited for personal gain.

“And therein lies my argument earlier, that when the root of a conflict becomes overlooked, it festers, becomes intractable then others begin to exploit it for their pecuniary ends. That is what we are seeing,” he explained on Monday, January 22, 2024.

“So we need to take the politics out of understanding what the problem is, what the intervention options must be, and when there is consensus about the intervention, [there must be] consensus to pursue to its legitimate end.”

Addressing the situation on January 22, 2024, Prof. Aning stresses the need to depoliticize the understanding of the problem and the formulation of intervention strategies. He advocates for consensus-building on intervention approaches, with a commitment to pursuing them to a legitimate conclusion.

The consultant’s remarks come amid reports of three additional casualties on January 18, bringing the death toll to five within a span of 48 hours. The victims were reportedly shot by soldiers who alleged the discovery of firearms in their possession.

Former Minister of Environment, Science, Technology, and Innovation, a renowned physician and cardiothoracic surgeon, Professor Kwabena Frimpong Boateng, has vehemently refuted claims that he made predictions regarding the number of people expected to die from heart diseases in Ghana.

Addressing the issue, Professor Frimpong Boateng disclosed that he has been inundated with numerous calls expressing concerns about fraudulent online activities misusing his name and images.

Over several months, he has been a victim of identity theft, where individuals, labeled as “criminals,” not only appropriated his images but also employed Artificial Intelligence (AI)-generated voices falsely attributed to him to promote counterfeit drugs and nutritional supplements.

The perpetrators escalated their actions by disseminating fake news stories asserting that Professor Frimpong Boateng had forecasted over 50,000 deaths from heart disease in Ghana by the end of 2023.

“The story went further to advertise various fake drugs they claim I have used to treat people with several listed conditions. I wish to state and place on record that, I have not predicted nor granted any interview to any media outlet about the number of people going to die from heart diseases in Ghana. I have equally not granted any media interview indicating to people my unique treatment methods for various chronic disease,” he said in a statement.

“These stories are not only fake but criminal with sole intent to deceive the general public with my reputation being put on the line.

“I have lodged complaints at the CID headquarters about these fake adverts with my name, and though little has been done, it is my hope these criminals will be brought to book.I urge the general public to disregard any advert with my image or name soliciting people to purchase drugs for various illnesses,” his statement said.

In a strongly-worded statement, he clarified, “I have not predicted nor granted any interview to any media outlet about the number of people going to die from heart diseases in Ghana.”

Furthermore, he denounced any association with purported unique treatment methods for chronic diseases, emphasizing that such claims are baseless. Professor Frimpong Boateng has taken legal action by filing a complaint with the Police Criminal Investigative Department, urging swift intervention to address the matter.

In the statement, he expressed frustration with the slow response to his complaints at the CID headquarters but remains hopeful that the responsible parties will be held accountable. He cautioned the public against falling prey to fraudulent advertisements featuring his image or name, which falsely solicit the purchase of drugs for various illnesses.

GES’ decision to replace PTAs with PAs unwarranted – Education Committee of Parliament

The Deputy Ranking Member on the Education Committee of Parliament, Dr. Clement Apaak, has called on the Ghana Education Service (GES) to immediately reverse its decision to transform Parent-Teacher Associations (PTA) into Parent Associations (PA).

Dr. Apaak stressed the crucial role that PTAs have played in supporting the government’s efforts to achieve universal access to education over the years.

His remarks come in response to GES’ decision to reorganize PTAs into PAs, citing financial and operational challenges associated with providing educational access in schools.

In an interview with Citi News, Dr. Apaak criticized the move, describing the realignment of parent-teacher associations as “totally unnecessary.”

“…We have seen the negative consequences of that. The PTAs have and continue to play a very important role in assisting the government in delivering education. You go to many secondary schools across this country, you will see structures that were put up by PTAs,” Dr. Clement Apaak said.

The GES has introduced new guidelines for Parent Associations, formerly known as Parent-Teacher Associations (PTAs), in pre-tertiary schools.

These guidelines prohibit teachers from participating in the Association, impose restrictions on teachers collecting fees from students for exam purposes, and specify that parents whose children have completed school should no longer be part of the Association.

Gapson Kofi Raphael, the Secretary of the National Council of the Parents Teachers Association in Ghana, has also expressed dissatisfaction with the Ghana Education Service’s guidelines on PTAs, labeling them as unlawful and illegal.

Let Bawku thrive in peace – Alan Kyerematen tells GAF

Independent presidential candidate Alan Kyerematen has urged military personnel deployed to Bawku to prioritize professionalism in maintaining security and fostering peace.

Expressing concern over the recent killing of three individuals by Ghana Armed Forces (GAF) soldiers in Bawku, Kyerematen emphasized the importance of safeguarding innocent lives.

He called upon the military to fulfill their duty to protect the people of Bawku while promoting a sense of harmony and security.

Former President John Dramani Mahama also stressed the need for close collaboration between the military and police in ensuring Bawku’s security.

Mahama expressed sadness over recent shootings and urged the military to work hand in hand with the police to uphold peace and safety in Bawku and across the nation.

As a former Commander in Chief of the Armed Forces, Mahama called on the military to remember their duty to protect the people.

The Ghana Armed Forces (GAF) clarified the circumstances surrounding the neutralization of three individuals who had fired at its troops in Bawku.

The GAF highlighted that the troops, responding to an attack, neutralized the assailants and retrieved weaponry. The press release cautioned against direct armed confrontation with the military and urged all factions to support efforts to bring lasting peace to Bawku.

E-block project has not been abandoned – Education Minister

Education Minister, Dr Yaw Osei Adutwum has rejected accusations of government negligence towards Senior High School facilities.

Speaking at the Pentecost Prayer Center, he highlighted ongoing initiatives such as the completion of E-Blocks, initiated by the previous administration.

, “I don’t understand the issue of abandonment. There may be some E-blocks that we’ve not opened. If you put an E-block, as I’ve always said in the middle of the city, in Accra or Kumasi, it’s a great investment. But if you put them nowhere, in a jungle somewhere, if you don’t add dormitories, you can’t open them. So what we have done is to add dormitory blocks so that we can operationalize the E-blocks.”

The surge in enrollment due to the Free Senior High School policy has created a demand for increased infrastructure, exemplified by the furniture shortage at Ejisuman Senior High School in the Ashanti Region, as reported by the headmistress, Cassandra Osei Owusu Antobre.

Acknowledging the issue, Dr. Adutwum assured students that steps would be taken to address the furniture shortage. He refuted neglect claims, emphasizing the government’s active efforts in upgrading and completing Community Day Senior High Schools nationwide.

Responding to concerns about unopened E-blocks, Dr. Adutwum clarified, “I don’t understand the issue of abandonment.” He explained the need for dormitory blocks to accompany E-blocks, ensuring functionality.

In an engagement with students at Bosomtwi Stem Senior High School, the Minister encouraged self-belief and a strong work ethic. He also urged parents to prioritize their children’s education.

  • Allowing religious beliefs to dictate election dates create confusion – Prof Gyampo

Allowing religious beliefs to dictate election dates create confusion – Prof Gyampo

A Political Science lecturer at the University of Ghana, Professor Ransford Gyampo, has argued against the advisability of the Electoral Commission accommodating the Seventh Day Adventist Church’s request to change the date for the 2024 general elections.

Speaking on JoyNews’ Newsfile, he contends that agreeing to such a change could set a precedent for similar requests in the future.

He emphasizes the constitutional guarantee of the free expression of religion in Ghana, coupled with the acknowledgment that the country is a secular state.

Prof. Gyampo expressed concern that altering the election date based on religious preferences might project one religious group’s beliefs over others, potentially leading to a series of similar requests.

“With the greatest of respect to them, Ghana is our constitution that guarantees the free expression of our religion. At the same time, the constitution says we are a secular state. And so if it is a secular state, people have the right to exercise their religion, but this must not be exercised in a manner that sort of projects their religious beliefs and faith and ideals over those of the other people who also have different religious beliefs and faith and ideals.”

“So the point is that given that it is a secular state any day is fine. Otherwise, if we allow this tomorrow if election day is on Friday, Muslims will tell us that, well, they go to the mosque on Friday and go, we shouldn’t. If it falls on Sunday, you have a ponderance, majority of Ghanaians being Christian, they may say that it is going to disturb the day selected to worship their God.”

Asserting that any day is suitable in a secular state, he cautions against allowing religious beliefs to dictate election dates.

He provided examples of potential future scenarios where different religious groups might request changes based on their respective holy days, leading to confusion and factionalism in the political landscape.

“So long as the fundamental laws of the land says you’re a secular country, we should be careful not to allow all religious beliefs and sects to also come in making pleas and demands.”

“Today it is SDA if it is granted, tomorrow it will be Harikrishnas, Muslims, Christians and it creates a state of confusion and a state of factionalism in the body politics. It’s not something that we should encourage.”

Prof. Gyampo acknowledges that voting is a national duty but argues for the importance of individuals having the choice to prioritize their religious obligations over voting.

He underscored the need to be cautious about allowing various religious beliefs and sects to make pleas and demands, as it could lead to a divisive and confused political environment.

The context for this discussion arises from the Seventh-day Adventist Church’s request to move the 2024 December 7 election date, falling on a Saturday, to a different day due to Sabbath conflicts.

The church proposes the first or second Tuesday as a more convenient alternative to uphold inclusive democracy. Additionally, they are pursuing a constitutional amendment to broaden the scope of organizing parliamentary and presidential elections in Ghana.

Ablakwa settles 6 months rent advance fees for 167 teachers displaced during Akosombo Dam spillage

The North Tongu constituency’s Member of Parliament, Samuel Okudzeto Ablakwa, has disbursed GH¢150,000 to the Ghana Education Service in the district, clearing six months’ rent advance for 167 teachers affected by the Akosombo Dam spillage.

In efforts to encourage the teachers’ return for uninterrupted teaching, Ablakwa emphasized the importance of such initiatives.

“My office has paid rent for 167 teachers who were displaced by the floods in order for them to return to teach our children.

“These are some of the innovations we’re embarking on to ensure our people are not left behind,” he explained in an interview with Citi News.

Despite ongoing challenges, Ablakwa’s office has provided school bags, footwear, and essential items to facilitate education in the area. Full scholarships have been granted to 50 student victims across various tertiary institutions.

Addressing St. Kizito SHS, which housed a significant number of displaced victims, Ablakwa reported that “teaching and learning have commenced, and painting and renovation works will be completed next week.”

He appealed to benevolent organizations for further assistance, highlighting the persistent impact of the floods and the crucial need for ongoing support.

“The flood is no longer in the community. Yes, the water has receded, but the people are still homeless,” he expressed concern.

Following the 2023 Akosombo Dam spillage, which displaced around 12,000 residents in North Tongu, Ablakwa’s initiative continues. Victims with uninhabitable properties remain in tents, prompting the MP’s call for support.

Ablakwa’s ongoing project includes the construction of a shelter in Mepe for 300 widows, elderly individuals, and single mothers.

Currently, the facility is 78% complete and is scheduled for handover in February 2024. This second resettlement center in the constituency features 50 rooms, washrooms, and an entertainment room exclusively for vulnerable women.

Ewoyaa project: US-based company, Piedmont Lithium, announces sale of its Atlantic shares

A US-based company, Piedmont Lithium, has revealed plans to sell a portion of its shares in Atlantic Lithium, a company listed on the Aim and ASX exchanges, to Assore International, the largest shareholder in Atlantic.

The sale involves 24.3 million shares of Atlantic at £0.25 per share, generating approximately $7.8 million in proceeds for Piedmont.

Piedmont Lithium’s President and CEO, Keith Phillips, expressed satisfaction with the deal, emphasizing the strategic use of their Atlantic shares for capital purposes.

Following the transaction, Piedmont’s ownership in Atlantic, particularly the Ewoyaa project in Ghana, will be reduced to approximately 5.2%, constituting about 3.8% of Atlantic’s outstanding shares.

Assore International, which had previously attempted to acquire Atlantic, now holds approximately 28.4% of Atlantic. Importantly, the share sale does not impact Piedmont’s existing joint venture, earn-in agreements, or offtake positions with Atlantic or the Ewoyaa project.

Keith Phillips reiterated Piedmont’s confidence in the Ewoyaa project as a logistically advantageous, low-cost spodumene concentrate producer.

However, the company is adopting a prudent approach to capital deployment in the current lithium price environment, aiming to position itself for the anticipated recovery in the lithium market.

Piedmont Lithium’s overarching objective is to emerge as one of the leading lithium hydroxide producers in North America, leveraging assets with economic interest, including the Carolina Lithium and Tennessee Lithium projects in the US, as well as collaborations in Quebec with Sayona Mining and in Ghana with Atlantic Lithium.

Odododiodioo: Alfred Kotey Ashie nominated NDC parliamentary candidate for 2024 elections

Alfred Nii Kotey Ashie has emerged as the National Democratic Congress’ (NDC) chosen Parliamentary Candidate for the Odododiodioo constituency in anticipation of the 2024 General Elections.

Securing a total of 1209 votes in the Sunday election, Mr Ashie outperformed his rival, Emmanuel Nii Okai Laryea, who garnered 952 votes out of the 2161 total votes cast.

Over 2100 NDC delegates from the Odododiodioo constituency in the Greater Accra Region participated in the election, which had initially been delayed due to an injunction filed by disqualified parliamentary aspirant Michael Nii Yarboi Anan.

The election proceeded on Sunday following the dismissal of the interlocutory injunction application filed by Mr. Yarboi Anan.

Addressing the delegates after his victory, Mr. Kotey Ashie pledged to work towards unity within the party leading up to the December polls.

    Background:

In November 2023, the Functional Executive Committee of the NDC disqualified Michael Nii Yarboi Annan from participating in the parliamentary election in the Odododiodioo Constituency.

The disqualification was based on findings from a special committee established by the Functional Executive Committee, citing that Mr. Annan did not meet the qualification criteria outlined in Article 41(8)(b) of the NDC Constitution.

This article stipulates that a member must be an active participant in the party at the constituency level for the four years immediately preceding the date of filing nominations.

Due to a court injunction obtained by the disqualified candidate, the party had initially postponed the primary in the Odododiodioo constituency indefinitely. However, following the court’s dismissal, the party has now granted clearance for the primary to proceed.

During a conversation with Hello FM in Kumasi, the current Member of Parliament expressed strong confidence, stating that his opponent is not a formidable match for him.

He asserted, “He’s not a match for me…I see him as unprepared…Bantama is a very serious constituency; so far no one knows his plans and vision.”

Akosombo dam spillage: USAID pledges $500k aid to affected schools

In a bid to restore normalcy in flood-affected communities across the Volta Region, a $500,000 USAID support is poised to benefit schools and students.

These schools bore the brunt of the severe impact of the flood crisis, with many either submerged or repurposed as shelters for displaced residents.

US Ambassador Virginia Palmer underscored the life-saving collaboration between Ghana and the United States, particularly in response to the spillage of the Akosombo and Kpong Dams in October 2023.

This event displaced numerous residents in the Greater Accra, Eastern, and Volta Regions, hitting the North Tongu District, especially the town of Mepe, the hardest.

Despite a significant reduction in floodwaters and the return of many residents to their homes, the aftermath reveals the destruction of several school buildings and educational materials. Some schools continue to serve as temporary shelters for displaced residents yet to return home.

During a working visit with the Minister for Education, Dr. Yaw Osei Adutwum, US Ambassador to Ghana, H.E. Virginia Palmer, highlighted the substantial benefits arising from the collaboration between Ghana and the United States.

She emphasized the active efforts of USAID and UNICEF to restore teaching and learning in flood-affected areas by providing assistance to the affected schools and communities.

In his address, Minister for Education, Dr. Yaw Osei Adutwum, encouraged parents in the affected areas to seize the opportunity of the government’s free SHS policy and enroll their children in school.

Acknowledging the implementation of several initiatives aimed at rebuilding the affected communities and schools, Samuel Okudzeto Ablakwa, Member of Parliament for North Tongu, emphasized the ongoing commitment to these efforts.

BoG to launch e-Cedi before close of 2026 – Dr Ernest Addison

Bank of Ghana (BoG) Governor Dr. Ernest Addison has reassured the public that the eagerly awaited e-Cedi, Ghana’s digital currency, will be launched before the close of 2026.

While acknowledging progress in the e-Cedi’s development, he attributed the delay to economic disruptions caused by the events of 2022.

During an interview on the sidelines of the Eastern Caribbean Central Bank (ECCB) 40th anniversary and Central Banking Autumn meetings in Saint Kitts and Nevis in November 2023, Dr. Addison hinted that the launch might occur earlier, expressing the need to comprehend the commercial aspects better.

After the successful pilot phase in Sefwi Asafo, discussions on the e-Cedi’s commercial aspects began. However, the onset of the COVID-19 pandemic and the resulting economic crisis led the central bank to temporarily halt the digitization process.

“Probably, it could be earlier than that. As I mentioned, we have reached a point of trying to understand the commercials a little bit more,” said Dr. Addison during an interview held on the side-lines of the Eastern Caribbean Central Bank (ECCB) 40th anniversary and Central Banking Autumn meetings in Saint Kitts and Nevis in November 2023.

Despite the setback, the central bank remains optimistic about the e-Cedi’s future.

In December 2023, winners of Ghana’s inaugural e-Cedi hackathon were announced, showcasing the fintech community’s enthusiasm. The competition encouraged innovation and partnerships around the central bank’s digital currency.

Dr. Addison provided insights into the e-Cedi pilot’s status, highlighting its offline operational capacity.

The pilot, conducted in remote areas, featured an offline version to ensure usability in regions with limited connectivity infrastructure.

Positive results demonstrated the e-Cedi’s potential success.

While economic challenges prompted a reevaluation of priorities in 2022, progress toward launching the e-Cedi is ongoing. The central bank aims to replicate traditional cash attributes with a retail token-based CBDC, stored locally on devices.

“The e-Cedi’s successful deployment could have a significant impact on the country, helping to augment the government’s digitalization agenda and foster financial inclusion,” Dr. Addison stressed. With the e-Cedi hackathon serving as a milestone, anticipation builds for its official launch, expected to bring transformative changes to Ghana’s financial ecosystem.

We expect continued relief from inflation in 2024 – BoG Governor

The Bank of Ghana (BoG) foresees a further alleviation of inflation in 2024, buttressed by the sustained implementation of sound policies, with the aim of firmly anchoring inflation expectations towards the single-digit target.

A significant positive shift has been noted over the past year, witnessing a substantial reduction in inflation from approximately 54 percent to 23 percent by the conclusion of 2023.

In a concise statement following the successful completion of the First Review of the Extended Credit Facility (ECF) Programme with the International Monetary Fund (IMF) on January 19, 2024, Governor Dr. Ernest Addison underscored the central bank’s unwavering commitment to monitoring both domestic and external developments.

The primary objective is to respond judiciously, ensuring the sustainability of the recent decline in inflation without compromising economic growth.

Dr. Addison highlighted the favorable experience of 2023, marked by a noteworthy reduction in inflation and heightened economic growth.

Shifting focus to the banking sector, he reassured stakeholders that it remains robust, liquid, and profitable. The Bank of Ghana is set to closely monitor banks’ initiatives for capital restoration, especially in light of the impact of the Domestic Debt Exchange Programme (DDEP).

Anticipating early recapitalization, Dr. Addison emphasized its potential to fortify the resilience of the banking sector and facilitate effective financial intermediation, contributing significantly to macroeconomic recovery.

While acknowledging the challenges ahead, he expressed confidence in the ongoing economic recovery process.

He underscored the critical importance of executing necessary structural reforms to support a more efficient functioning of the economy, ensuring its long-term sustainability.

Looking ahead, he urged the country to prepare for the second review of the program and highlighted the pivotal role of structural reforms in achieving a well-functioning and sustainable economy.

“Let me say that in all these matters, as I have always admonished, it is good for the mining companies, and the Chamber to carry the communities along.

“What I can assure you is that the government is fully committed to providing adequate security for your concessions. Because it is when your concessions are safe that you can work in peace to support the government. So, whatever we need to do is to ensure that your concessions are safe…..we will do it”, he explained.

“And in this regard, I will continue to count on the leadership of the Chamber. If there are specific or special cases we need to deal with let us know and we will take the necessary steps to deal with them”, he added.

Ghana’s economic performance exceeds expectations – IMF

The International Monetary Fund (IMF) has revealed that Ghana’s performance under the Fund program has been robust, with all quantitative performance criteria for the first review and nearly all indicative targets and structural benchmarks being met.

In a statement following the Executive Board Concluding of the 2023 Article IV Consultation with Ghana and First Review under the Extended Credit Facility Arrangement, the Fund commended Ghana for being on track to lower the fiscal primary deficit by about 4 percentage points of GDP in 2023.

The statement highlighted that spending remained within program limits, and the authorities (Ministry of Finance, Bank of Ghana) significantly expanded social protection programs to mitigate the impact of the crisis on the most vulnerable population. Ghana also met its non-oil revenue mobilization target on the revenue side.

“Spending has remained within program limits. To help mitigate the impact of the crisis on the most vulnerable population, the authorities [Ministry of Finance, Bank of Ghana] have significantly expanded social protection programmes. On the revenue side, Ghana has met its non-oil revenue mobilization target”, the statement pointed out.

Moreover, the statement acknowledged Ghanaian authorities’ progress on their debt restructuring strategy, emphasizing the completion of domestic debt restructuring and an agreement with the Official Creditor Committee (OCC) under the G20’s Common Framework. This agreement paved the way for the Executive Board review to be completed.

The IMF noted that ambitious structural fiscal reforms in Ghana are enhancing domestic revenues, improving spending efficiency, strengthening public financial and debt management, preserving financial sector stability, enhancing governance and transparency, and creating a more conducive environment for private sector investment.

The statement pointed out that the authorities’ reform efforts are yielding positive results, with signs of economic stabilization such as resilient growth in 2023, declining inflation, and improvements in the fiscal and external positions.

Looking ahead, the IMF stressed the importance of steadfast policy and reform implementation for fully restoring macroeconomic stability, debt sustainability, and fostering sustainable economic growth and poverty reduction.

He emphasized the positive results of the authorities’ efforts to reorient macroeconomic policies, restructure debt, and implement wide-ranging reforms. Bo Li highlighted the need for continued efforts, including reducing deficits, finalizing comprehensive debt restructuring, protecting the vulnerable, and implementing reforms to improve tax administration, fiscal rules, institutions, and SOEs management.

He also emphasized the importance of maintaining an appropriately tight monetary stance, enhancing exchange rate flexibility, and addressing issues in the financial sector to achieve the program’s objectives. Bo Li concluded by stressing the need for reforms to create a conducive environment for private investment and promoting a green recovery to address Ghana’s exposure to climate shocks.
