  • 2,569 fresh SHS students still at home, not 137,000 – GES clarifies


    The Ghana Education Service (GES) in the Western North Region has clarified that 2,569 newly admitted Senior High School students are yet to report, not the previously announced 137,000 by CHASS.

    The Education Directorate highlighted that out of the expected 14,558 candidates, 11,989 students, or 82%, have picked up their admission slots. Efforts are underway, including deploying circuit supervisors, to meet admission targets.

    Spanklin Ofori, GES Western North Region’s PRO, stated, “Although significant progress has been made with the enrollment rate, there is still work to be done to meet our set target.”

    He emphasized the importance of education, and circuit supervisors are educating parents on the need to enroll their wards.

    Nana Amo Amankwah, President of CHASS in the Western North Region, urged students facing financial challenges to still come, emphasizing the availability of mattresses in many schools.

    He urged them not to worry about all items on the prospectus but to prioritize essentials like towels and sponges.

    In a study by Africa Education Watch, it was revealed that parents’ expenses on prospectuses and other items surpassed government spending under the Free Senior High School program.

    Parents spent GH¢2,477 on prospectuses for boarding schools and an additional GH¢4,000 on various items during the 2023/2023 academic year.

    The Supreme Court has scheduled April 10 for the delivery of its judgment in a case challenging the Food and Drug Authority’s (FDA) directive that prohibits well-known individuals and professionals, including musicians, from advertising alcoholic beverages.

    In 2016, the FDA implemented guidelines for food and beverage advertising, specifying that alcoholic beverage ads should not feature well-known personalities or professionals.

    Mark Darlington Osae, the plaintiff and manager for musicians Reggie N Bollie, argues that the directive is discriminatory and violates the constitution.

    He seeks an injunction against the FDA, interpreting articles 17(1) and 17(2) of the constitution as evidence of discrimination.

    The case, filed in November 2022, is reaching its conclusion, with both parties submitting memoranda of issues for the Supreme Court’s determination. The court has adjourned the case to April 10 for judgment.

    Residents are living in constant fear as a spate of robbery attacks continues to plague the area, resulting in over 15 homes being targeted in the past three months and undermining the peace in the region.

    The tranquility of Oyibi has been disrupted, with armed assailants carrying out nightly attacks, typically occurring between 1:00 am and 2:00 am, instilling perpetual fear among the residents.

    Victims of these attacks shared their harrowing experiences with Citi News, recounting instances of armed robbers targeting their homes and causing distress in the community.

    Residents are calling on the police to enhance security measures in the area and urging authorities to step up efforts to address the security concerns.

    They emphasize the dire situation and the compromised safety of the residents, pleading for increased police patrols to ensure their protection.

    In light of the alarming escalation in attacks, residents implore the government to intervene and provide assistance.

    The situation is described as extremely challenging, with one resident highlighting the urgency of continuous police protection for the community.

    Vida Oppong, a mother of four who experienced a nighttime attack, recounted the terrifying ordeal involving armed individuals forcibly entering her home, demanding money at gunpoint, and resorting to gunfire when help was perceived.

    She emphasized the urgent need for intervention to ensure the safety and security of the community.

    Ghanaian students executed from Sudan seek Parliament’s intervention for University integration


    A group of 47 Ghanaian students, who were brought back from Sudan by the government due to a deadly conflict in May 2023, have submitted a petition to Parliament seeking support for their integration into tertiary institutions in Ghana.

    The Ministry of Foreign Affairs and Regional Integration had evacuated these students, but despite assurances from the government about their integration into local universities, they have not yet experienced any progress.

    Aisha Mustapha, a spokesperson for the group and a 5th-year medical student, expressed their concerns, stating that despite verbal assurances, the promised integration has not materialized.

    The students are appealing for support as they find themselves at home while schools are in session.

    Mustapha mentioned their efforts to engage with the Ministry of Education, where they were assured of integration into private universities.

    However, the financial constraints faced by the students make this option unfeasible, as their original decision to study in Sudan was driven by the lack of funds for such private education in Ghana.

    “We are appealing for integration because the government is yet to reach out to us. Even though there have been some verbal assurances since we arrived in Ghana, there has not been any meaningful progress yet, and schools are in session, and we are at home.”

    “We have met the director for tertiary education at the Ministry of Education on two occasions, and he assured us of integration. He told us that they were going to integrate us into private universities, but we told him we could not afford it because if we had those funds, we would not have gone to Sudan in the first place.”

    A Communication team member of the National Democratic Congress (NDC), Richard Manuribe, has called for calm among Ghanaians in response to a viral video showing some members taking a blood oath.

    Speaking on Adom FM’s morning show, Dwaso Nsem Thursday, Mr. Manuribe clarified that the ceremony, which occurred in 2019, involved the swearing-in of newly appointed Directors of Election.

    He emphasized that the content has been misreported and misinterpreted.

    Mr. Manuribe stated, “The NDC is aware of the video because the party organized the event. I was there and part of the people sworn in, but it is never true that there was any pledge to sacrifice our lives and that of our firstborns. It was an oath of allegiance and secrecy.”

    He pointed out that the Director of Elections is now Dr. Omane-Boamah, not Afriyie-Ankrah, who was part of the ceremony.

    In the video, NDC stalwarts, including Elvis Afriyie Ankrah and Daniel Amartey Mensah, were seen taking secret vows in a meeting.

    “By this sword, I vow, that if I compromise, and sell my party out for money for this coming election, may I die and my first born also die in my place, so help me God. Amen,” Mr Ankrah said, holding the sword upright, while barefooted.

    The video is believed to be part of the efforts by the NDC to ensure that its members do not betray the party or its flagbearer, John Mahama, who is seeking to return to power after losing the 2020 election to the incumbent President, Nana Akufo-Addo of the New Patriotic Party (NPP).

    However, Mr. Manuribe clarified that the oath was about allegiance to the party and job secrecy, not pledging lives or firstborns.

    He dismissed the video as a deliberate attempt to divert attention from pressing national issues, claiming that the footage had been doctored.

    Mr. Manuribe asserted, “Why will he swear by blood and our firstborn? Afriyie Ankrah, for instance, is a committed Christian and will not do any such thing. All we did was to swear allegiance to the job.”

    A tragic event unfolded on Wednesday night in Fiapre, part of the Sunyani West Municipality in the Bono Region, as a household was engulfed in flames, resulting in the deaths of both a male and a female.

    The Ghana National Fire Service dispatched personnel who labored for several hours to quell the fire. In the aftermath, extensive property damage, totaling thousands of Ghana Cedis, was evident.

    The Sunyani Municipal Fire Public Relations Officer, ADO1 Isaac Opoku, informed Citi News that the bodies of the two individuals were discovered post-fire suppression.

    “This dawn, around 00:13 hours, we had an emergency call, and the caller reported that there was a fire outbreak around the Notre Dame area. There is this popular hostel called DK Agyemang where the fire happened, and we moved and arrived there at 00:21 hours and went round to check and discovered that a four-bedroom apartment was on fire.”

    “We were told that one man and a lady were trapped inside, and when our men were able to extinguish the fire, they saw their bodies burn beyond recognition.”

    The former Central Region Chairman of the National Democratic Congress (NDC), Bernard Allotey Jacobs, has shared crucial insights with the ruling New Patriotic Party (NPP). 

    His guidance is directed towards the Member of Parliament for Assin North, Kennedy Agyapong, who has pledged active support for Energy Minister, Matthew Opoku Prempeh in the bid to become Vice President Dr. Mahamudu Bawumia’s running mate.

    During a discussion on Peace FM, Allotey Jacobs underscored the pivotal role played by Kennedy Agyapong within the party and how his support could significantly impact the party’s success. 

    Describing Mr Agyapong as a potential leading member, Allotey Jacobs noted, “He has positioned himself as a potential leading member of the NPP, that in terms of anything, people will rally behind him.”

    Advocating for proactive measures, Allotey Jacobs urged the party to address any existing tensions between Kennedy Agyapong and the party. 

    “What Kennedy Agyapong said about campaigning for the party if NAPO is elected as Bawumia’s running mate. He has positioned himself as a potential leading member of the NPP, that in terms of anything people will rally behind him.

    “The party must call him to see how best they can solve any tension between him and the party, he still holds part of the key to breaking the 8,” Former Central Region Chairman of the National Democratic Congress, Bernard Allotey Jacobs advised the ruling New Patriotic Party (NPP).

    Recognizing Mr Agyapong’s influential role, he stressed the importance of engaging with him to ensure unity and effective campaigning leading up to the elections.

    Recently, Kennedy Agyapong had expressed his exclusive support for the Energy Minister as the only individual he will endorse for the role of running mate to NPP Flagbearer Alhaji Dr Mahamudu Bawumia in the bid to ‘break the 8.’

    Addressing delegates of the Bantama Constituency in the Ashanti Region ahead of the January 27 primaries, where parliamentary candidates will be selected for NPP-held constituencies, Mr Agyapong praised NAPO’s positive rapport with the party’s rank and file.

    He emphasized the importance of NAPO’s ability to energize party members and attract victory in the 2024 elections.

    “If you go to NAPO’s office, you will be marveled at the way he relates with party people. He takes care of party people. If we had 5 of his kind in the party, NPP would have been better off and far ahead of the NDC. Given the current circumstances where many of our members are despondent, selecting NAPO will be the only way to bring back the needed energy for victory in the 2024 elections,” Mr Agyapong said.

    Ken Agyapong added, “If anybody else asks me to campaign for him or her to be selected as running mate, I won’t, except  Dr. Matthew Opoku Prempeh.”

    Former Central Region Chairman of the National Democratic Congress, Bernard Allotey Jacobs, has expressed reservations about the prospect of having a female running mate, contending that Ghana is not currently prepared for such a development.

    While acknowledging the pivotal role a suitable running mate plays in the success of the New Patriotic Party (NPP), he argued that the prevailing attitudes towards women in Ghanaian politics have not evolved since Kwame Nkrumah’s era.

    Speaking on Peace FM Mr Allotey Jacobs highlighted the challenges faced by women in the rough terrain of politics and cited the limited representation of women in Parliament as indicative of societal perceptions.

    “I don’t think Ghana is ripe for a woman as a Running Mate. Ghana is not ripe for it. We haven’t changed our attitude from Kwame Nkrumah’s time till date. We are still the same. Ghana is not ripe for a woman as a running mate. We haven’t changed at all; it’s the same  attitude”. 

    He explained that “when a woman enters politics, they (Ghanaians) look at the woman from a different angle altogether,” exclaiming, “our politician’s terrain is very, very rough!”

    “How many women MPs do you get in Parliament?” he questioned when challenged by a panel member, Kwamena Duncan, that there are some women leaders in the House of Parliament and in other areas of political influence.

    Despite expressing optimism for a future where Ghana embraces women in prominent political roles, Allotey Jacobs remained skeptical about their acceptance as running mates in the present political climate.

    The ongoing debate surrounding the selection of a Running Mate for Vice President Dr. Mahamudu Bawumia in the upcoming December 7 presidential elections has garnered increased attention.

    Certain members and supporters within the New Patriotic Party (NPP) have initiated lobbying efforts, with Dr. Matthew Opoku Prempeh (‘NAPO’), the Minister of Energy, emerging as a notable candidate.

    NAPO is touted for possessing unique leadership qualities that some believe would enhance the NPP’s electoral prospects in the upcoming elections.

    Influential party member Kennedy Agyapong, the Assin Central lawmaker, is among those who vocally endorse NAPO as the right candidate for the position.

    Having recently attained the position of Deputy Registrar just two months ago, he was attacked around 7:00 pm on Wednesday, January 17, 2024, outside his Sokabisi residence in Bolgatanga.

    Two assailants on a motorbike shot him multiple times as he walked around his home, before swiftly fleeing the scene.

    The shocking incident has left the university’s staff and students deeply disturbed.

    The video footage reveals the moment when community members successfully intervened and apprehended the duo.

    The attempted transaction took a dramatic turn, highlighting the collaborative efforts of the community to thwart criminal activities.

    The suspects, whose identities remain undisclosed, were nabbed while in the process of transporting the stolen iron rods.

    Local authorities were promptly notified and arrived at the scene to take custody of the apprehended suspects. The stolen items were recovered and secured as evidence for further investigation.

    The Ashanti youth has called for the immediate presence of the Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, widely known as Wontumi, at the Manhyia palace. 

    This demand arises in response to alleged  disrespectful comments made by Wontumi towards the revered Ashanti king, Otumfuo Osei Tutu II.

    Voicing their dissatisfaction, the youth group sent a resolute message to Wontumi, challenging his statements and insisting that he attend a palace to respond to the allegations leveled at him.

    Addressing the press, the leader of the group stated, “Are you okay, Wontumi? Why would you speak against Otumfuo and the people of the Ashanti kingdom? You are not a man, Wontumi. You, little one, have the audacity to speak against our king. We need you in the palace, and be prepared for any consequences if you fail to comply.”The group also accused Wontumi of employing divisive political tactics that could potentially undermine national unity.

    The situation remains tense as the plea for accountability and dialogue continues to gain traction within the Ashanti community.

    Wontumi, a significant political figure in the region, is yet to respond to the specific accusations made by the youth group.

    Reports suggest that following the vetting of the Energy Minister and Member of Parliament for Manhyia South, Dr. Mathew Opoku Prempeh, confusion arose between the Manhyia South Constituency Organizer and Chairman Wontumi.

    This purported disagreement stemmed from Wontumi’s alleged reluctance to provide testimony about the contributions made by the Manhyia South Member of Parliament to the party’s internal activities.

    During an approximately 30-minute period of intense confusion, which led to a temporary suspension of the vetting, the outspoken NPP Chairman reportedly conveyed to Otumfuo’s Brempon, Nana Kwaku Duah, the Chief of Kokoso, that he, Wontumi, had established his kingdom in the Ashanti Region.

    Furthermore, it is claimed that Chairman Wontumi made a public statement expressing his readiness to challenge Otumfuo on any disagreement with the Asante King.According to Nana Kwaku Dua,  Wontumi stated that ”I have built my own kingdom, I have my own police and military, and I will speak my mind to Otumfuo if I disagree on an issue with him (Otumfuo)”.

    A collective of young individuals in the Ashanti Region, has made an appeal to the Manhyia Palace, urging the prohibition of Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, also known as Chairman Wontumi, from entering the Manhyia Palace.

    In addition to their appeal to the Manhyia Palace, the association has called on paramount chiefs and sub-chiefs aligned with the Golden Stool not to grant Chairman Wontumi access to their palaces. 

    During a news conference in Kumasi on January 17, 2024, the association emphasized that Chairman Wontumi’s assertion of having his own kingdom in Asanteman is offensive, portraying disrespect to the Golden Stool.

    They proposed that the ban could be lifted only if Chairman Wontumi issues an unqualified apology to Asantehene, Otumfuo Osei Tutu II, and Asanteman.

    Addressing the media, Amaning Kwarteng, the spokesperson for the group, recounted an incident during the vetting of NPP parliamentary aspirants in the Manhyia South Constituency on January 3, 2024. 

    He detailed a confrontation between the constituency organizer, Alhaji Abuba, and Chairman Wontumi. Amid verbal exchanges, Chairman Wontumi allegedly boasted about establishing his own kingdom in the Ashanti Region, complete with a military and police force.

    Despite being advised by Nana Kwaku Duah, the chief of Kokoso and chairman of the NPP Council of Elders in Manhyia South, that no one, except the Asantehene, owns a kingdom in Asanteman, Chairman Wontumi reportedly remained defiant. 

    The youth emphasized the significance of adhering to Asante tradition, asserting that individuals cannot speak their minds to the King as it would lead to disregard and disrespect for the Golden Stool.

    “ The Ashanti Youth wants to make it clear that, per Asante tradition and customs, no individual in the Ashanti Kingdom can speak his mind to the King, since that will lead to disregard and disrespect to the Golden Stool,” Mr Kwarteng stated .

    Additionally, the association expressed disappointment in the National Organizer of the party, Henry Nana Boakye, also known as Nana B, for allegedly attempting to shield Chairman Wontumi from accountability for his disrespectful actions.

    Their plea comes after a different group ordered Chairman Wontumi to the palace for his alleged disrespect towards the authority of the Asantehene, Otumfuo Osei Tutu II.

    The New Patriotic Party’s (NPP) Western Regional Secretary, Okatakyie Amankwa Afrifa, has advocated for a revision of the constitutional clause requiring the President to appoint 50% of Ministers from the Legislature.

    He believes amending this clause will deter individuals from using Parliament merely as a path to secure ministerial appointments, thus preserving the integrity of the legislative body and preventing a brain drain.

    Mr Afrifa expressed concerns that the current constitutional provision, while constitutional, hinders the development of career parliamentarians and compromises the independence of the legislature.

    He emphasized the need for individuals to progress through the ranks within Parliament, rather than using it as a shortcut to ministerial roles.

    Highlighting the imminent retirement of experienced MPs, including Mr Joe Ghartey, from the Western Region, Mr Afrifa urged the retention of current MPs to allow for a smooth transition and the gradual elevation of new leaders.

    He emphasized the importance of creating a visible presence for the Western Region in national politics.

    Mr Afrifa stressed the importance of fostering career politicians by retaining MPs, asserting that dedicated party members at all levels should be the ones considered for ministerial roles.

    He discouraged the “let us pass Parliament to become a minister” approach and called for a focus on rewarding those committed to the party’s cause.

    In anticipation of the 2024 elections, Mr Afrifa expressed confidence that the NPP would make history by breaking the eight-year term for the Presidency.

    He urged delegates in the upcoming elections to promote peace in their campaigns and comport themselves responsibly, emphasizing the significance of making informed and thoughtful choices.

    Founder and Bishop of Perez Chapel International, Archbishop Charles Agyinasare, has revealed his journey to accepting Jesus Christ as his savior.

    In an interview on Onua Maakye on January 17, the Archbishop shared that before his repentance, he engaged in deviant behaviors such as weed-smoking and womanizing.

    Recalling his time as a teacher in Tamale, he mentioned being enamored with a lady who insisted he accompany her to church before considering his proposal. Despite being high on marijuana that night, he followed her to a Pentecost church.

    “I was in Tamale as a pupil teacher, and my antics were many. When I made my intentions known to her, she told me she had a boyfriend named Jesus. She said if I allowed her to introduce me to her boyfriend, she would accept my proposal,” he recounted to the host, Captain Smart.

    At that time, Archbishop Agyinasare was practicing Buddhism, considering the invitation as a joke. Nevertheless, he agreed to meet “that boy [Jesus].” The pivotal moment occurred during the church service that night, leading to a transformative experience.

    “I only remember the preacher made an altar call, and I stepped forward. Since then, the power of drugs, alcohol, tobacco, and lust broke from my life,” he narrated.

    Archbishop Agyinasare shared that two weeks later, God spoke to him through a dream, instructing him to start his ministry. Despite skepticism from his father about the sudden change, the Archbishop attributes the transformation to the grace of God working miraculously in his life.

    “I was in Tamale as a pupil teacher and my antics were many, so as a teacher, a parent requested for extra hours. So, when I got to the house, I met two ladies and I liked both ladies, but I wanted to be with one of them.

    “When I made my intentions known to her, she told me she had a boyfriend and I asked who the boyfriend was and she said his name was Jesus and if you allow me introduce you to my boyfriend, then I will accept to be yours,” he recounted to the host, Captain Smart.

    The Reverend Christian Kwabena Andrews, Founder and flag bearer of the Ghana Union Movement (GUM), has declared his intention to choose a woman as his running mate for the upcoming 2024 General Election.

    In an interview with the Ghana News Agency, Rev. Andrews expressed his confidence in the capabilities of women to bring about positive change and hopes that having a female running mate will enhance his chances in the December 7 polls.

    Founder of the Life Assembly Worship Centre, commonly known as Osofo Kyiri Abosom, Rev. Andrews specified his preference for a running mate from the Western Region.

    Despite being Ashanti himself, he emphasized the importance of the candidate being a woman. He tasked his officers with finding a suitable nominee for consideration.

    “I am an Ashanti and this time I would prefer my candidate to come from the Western Region. The person can come from any other region, but it will be a woman.

    The staff has taken industrial action in response to what they perceive as the unilateral decisions made by the Fair Wages and Salaries Commission and the Ghana Tertiary Education Commission (GTEC).

    The aggrieved workers cite the government’s failure to remit their Tier-2 Pension contributions and the cancellation of overtime and weekend allowances, which they assert violates their agreements.

    The National Chairman of the Senior Staff of Public Universities in Ghana, Isaac Donkoh, affirmed on Starr Today with Joshua Kodjo Mensah that despite the awareness of the challenges their strike may pose, they are resolute in their decision.

    He emphasized that the government needs to fulfill its responsibilities, including paying the outstanding amounts and rescinding the decision that senior staff are ineligible for overtime.

    Mr. Donkoh stated that these actions are essential for the staff to consider returning to work. As of now, the government has not communicated with the workers since the announcement of the indefinite strike action.

    “We are aware of the circumstances surrounding our strike but this is the decision we have taken once and for all. Because those children on the various campuses are our children, our nephews and we pay their fees as well. We pay for their accommodation and buy them books. “With this strike, we are not going to rescind our decision, the only thing that can bring us back to work is for the government to do the needful and, they know the needful.

    He continued: “They should pay the money and they should also withdraw the letter that has been sent to university management that senior staff do not qualify for over-time. When these things are done, even tomorrow morning we can come back to work. But until it is done I am sorry we can’t come back to work.”

    The key demands include the immediate release of tier 2 pension arrears to fund managers since February 2023, payment of accrued interest at a three percent rate, recalculation of accrued interest from 2010 to 2016, payment of outstanding arrears to pensioned staff from 2020 to 2023, and the withdrawal of letters dated November 7th and 20th, 2022, by the Fair Wages and Salaries Commission and Ghana Tertiary Education Commission (GTEC) respectively.

    Donkoh concluded by instructing their members to stay at home until further notice, declaring a work stoppage effective immediately.

    “As leadership, we are forced to declare indefinite strike action. The reason is that the government has failed to release our tier 2 pension to our fund managers since February 2023. So we are asking the government to as a matter of urgency to release all the outstanding arrears to our fund managers and also pay the accrued interest
    with a three percent interest rate.

    “We are also again asking the government to do a recalculation on the accrued interest between the years 2010 and 2016 as we all agreed on July 25th 2022. We are also asking the government as a matter of urgency to pay all outstanding arrears to our staff who are on pension from 2020 to 2023. Then, lastly, we are calling on the Fair Wages and Salaries Commission, Ghana Tertiary Education Commission (GTEC) to withdraw the letter dated 7th November and 20th November respectively.”

    “On this note, we are, therefore, directing our rank and file to stay at home until further notice. From today, nobody should go to work until further notice,” he said.

    Archbishop Agyinasare also disclosed how his womanizing tendencies prompted him to repent from his wayward behaviors. While working as a teacher in Tamale, he fell in love with a lady who insisted he accompany her to church before considering his proposal.

    “Back then, those coming to secondary schools were from middle school either form 2, form 3 or form 4, so they were matured to be between the ages of 18-22 and some of them used to smoke and they would call me to light the cigarette and weed.

    “By the time I was 11 years old and returning home, smoking cigarette was a habit. So, when I turned 12, I was smoking weed and abusing other drugs,” he said on Onua Maakye, Wednesday, January 17.


    This, he explained, almost resulted in his expulsion from school.

    “Then I was supposed to be sacked from school. Fortunately for me, I was in form five first term and had registered for O’ Level examinations, so the school allowed me to write my O’ Level exams.”

    The Office of the Special Prosecutor (OSP) has reported that Member of Parliament for Asante Akim North, Kwame Andy Appiah-Kubi, displayed hostility towards investigators probing his allegation of bribery involving a wealthy Ghanaian businessman.

    In its first half-year report for 2023, the OSP noted Mr. Appiah-Kubi’s uncooperative behavior during the interview, where he claimed the businessman tried to bribe NPP MPs to influence their stance on Mr. Ofori-Atta’s resignation.

    Despite stating he would fully cooperate, Mr. Appiah-Kubi refused to disclose crucial information, including the identities of MPs present, the businessman’s identity, the amount offered, and other details.

    The OSP in its report said “Mr. Appiah-Kubi refused to disclose the identities of the Members of Parliament present at the meeting with the undisclosed businessman. He refused to disclose the identity of the wealthy businessman. He refused to disclose the amount of money offered by the undisclosed businessman. He refused to answer all other questions posed to him. He showed open hostility to the authorised officers of the Office and he was unyielding in his resolve not to cooperate with the investigation. Indeed, he flatly refused to cooperate with the Office, though he had stated that he would fully cooperate with the investigation, and though he declared to the media subsequent to the Office’s interview that he fully cooperated with the Office.”

    The Special Prosecutor (SP) directed the closure of investigations, citing that pursuing criminal proceedings at this time would serve no useful purpose. The SP, Mr. Kissi Agyebeng, clarified that the investigation might be reopened if circumstances warrant.

    “…the Special Prosecutor directs the closure of the investigation
    in respect of allegations that a well-known and wealthy businessman attempted to bribe a section of the majority caucus of Parliament. The Special Prosecutor determines that the institution of criminal proceedings, at this time, against the OSP’s identified suspect would serve no useful purpose,” a report dated December 28 sighted by 3News.com indicated.

    The SP stated that, “The investigation may be re-opened should the circumstances and further facts so dictate.”

    “This report is founded on regulation 31(1)(g) of the Office of the Special Prosecutor (Operations) Regulations, 2018 (L.I. 2374), which mandates the OSP to publish detected acts of corruption through the receipt, collection, or collation of reports, documents, materials, complaints, allegations, information and intelligence,” he wrote.

    In response, Mr. Appiah-Kubi revealed he had promised not to disclose the businessman’s identity, emphasizing his intention to send a message that lawmakers couldn’t be bought.

    He criticized the OSP officials for their alleged unethical and hostile approach during the investigation in Parliament, highlighting their lack of professional courtesy. Appiah-Kubi emphasized the need for respect and courtesy in the investigative process.

    The National Council of Parent-Teacher Associations (NCPTA) has urged its members to dismiss any directives from the Ghana Education Service (GES) pertaining to operational guidelines that were not formulated by the NCPTA itself.

    Emphasizing that the GES lacks the authority to regulate the affairs of a private body beyond its jurisdiction, the General Secretary of the NCPTA, Raphael Kofi Gapson, communicated this stance through a circular to members, stressing the collaborative partnership between the NCPTA and the education authorities.

    In response to the circular, Mr Gapson informed the Daily Graphic that the GES has yet to respond to their letter, which requested a halt to the guidelines for further deliberation.

    Citing legal complexities in the matter, Mr Gapson explained that the NCPTA chose a diplomatic approach by initially reaching out to the GES through written communication and advocacy. If the GES fails to respond, the NCPTA is prepared to escalate the matter further.

    “The GES/Ministry of Education must know that we are partners and collaborators, and not part of their regulatory agencies,” the General Secretary of the NCPTA, Raphael Kofi Gapson, indicated in a circular to members.

    “They have not called us, they have not even acknowledged receipt of the letter, and so, as of now, we are still waiting,” he said, stressing that “this is an issue we would deal with appropriately.”

    Highlighting the autonomy of the association, the circular declared that the NCPTA operates independently of the GES and the Ministry of Education.

    The association, registered as a private corporate entity under the Office of the Registrar General since 2013, possesses a constitution with defined structures.

    The circular vehemently opposed any attempt to change the association’s name to “Parent Association (PA),” asserting that such an alteration would be illegal, unlawful, and unethical.

    The NCPTA granted the GES until the end of the week to respond, indicating that their next course of action would be determined by the GES’s reaction.

    In a separate development, the NCPTA called on the GES to revert to the original name, Parent Teacher Association (PTA), from the imposed name Parent Association (PA). The NCPTA criticized the new nomenclature, asserting that it was perceived as an imposition by its members. The NCPTA’s letter to the GES on this matter was dated January 9, 2024, and signed by the National President, Christian Atsu Aikins. The GES has reportedly received a copy of the letter.

    Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, is urging the cessation of the Accra redevelopment policy, asserting that it has overstayed its welcome and stands as one of Ghana’s most misused policies.

    Speaking on Joy FM’s Super Morning Show on Wednesday, Ablakwa argued that, while the policy had good intentions, it has been exploited by high-ranking officials in successive governments since 1999 to serve private interests.

    This exploitation, according to him, has resulted in the displacement of numerous public and civil service officials, as well as government members holding sensitive positions, making way for private developers and their luxury apartments.

    Quoting the opinion of then-Justice Adenyira in a related case, Ablakwa emphasized, “The Accra redevelopment scheme of residential properties policy…has not been wholly satisfactory and has raised a lot of negative comments and issues of morality from the populace.”

    Ablakwa stressed that the policy, initially designed to provide housing for government and public officials, has lost its relevance and has become one of the most abused policies in the country’s history.

    He cited instances where judges, public servants, civil servants, and healthcare professionals were displaced due to this policy.

    Highlighting the lack of transparency in the sale and distribution of the land, Ablakwa called for a review of the policy to ensure clear guidelines, transparency, and accountability in the process.

    “The implementation of this scheme has dislodged a lot of government and public officials from their homes to give way to luxury apartments which only a few Ghanaians can afford to rent or buy.

    “I would stress that since these public lands were initially used to provide housing for government and other public officials; space should be made available to decently house these officials most of whom own sensitive positions and thus need adequate privacy and security.”

    “This land redevelopment policy has totally outlived its usefulness, it’s been probably the most abused policy in our country’s history and it should not continue,” he said.

    “Look, Kojo, I can give you a tall list, judges have not been excluded as victims of this policy, public servants, civil servants, doctors who should be close so that if there is an emergency, you need them close to Korle Bu or close to Ridge hospital, they can be in good proximity, so that they can save our lives they’ve all been dislodged because of this same policy in the name of redevelopment, in the name of in-filling.

    “What happens is that the land is sold to people in private sector, sometimes under very dubious circumstances and luxury apartments are constructed as Mrs. Adenyira JSC stated in this judgement and then it leads to many public officials being dislodged,” he said.

    “And you see it is important to stress that when you look at the implementation of this policy, we don’t have clear guidelines, there are no clear guidelines as to who benefits, how the land – if there is spare land – how it is auctioned, how it is sold, how you come to won titles.

    “It is shrouded in secrecy, a lot of opacity, it’s done behind the scenes before you know you receive an eviction order leave as a public official or as a judge and there are so many harrowing stories. You know, they just evict them and all manner of persons take over,” he said.

    “It appears that there is a feeling generally that if we had a candidate from the Ashanti Region,…the bread basket of the party, it will be reasonable and sensible to balance the ticket. Therefore, it is important to factor that into the equation….,” he suggested.

    While the NPP’s constitution does not explicitly mandate regional balance in the selection of running mates, the party has traditionally considered regional representation.

    Alhaji Gbewaa voluntarily surrendered at the Regional Police Headquarters in Tamale on Monday, January 15, after being declared wanted by the police.

    Upon his release on Monday afternoon, party supporters gathered at the police station to welcome him.

    Prior to his release, a group of discontented NDC members in the Northern Region protested the arrest by locking up the party’s regional office.

    Wearing red armbands, the group stormed offices at the regional headquarters with wood and padlocks. They issued a warning to lock down NDC offices in Tamale Central, Tamale South, Tamale North, and Sagnarigu constituencies until the Vice Chairman was released from police custody.

    The Vice Chairman, arrested on January 15, faced accusations of assaulting the NDC regional treasurer, Hajia Shamima, during a regional executive meeting.

    The incident left the treasurer visibly injured, leading her to report to the police and seek medical care. In response, the NDC released a statement condemning the attack on the northern regional party treasurer and called for calm.

    Eduwatch in a statement issued on Tuesday, January 16 said it “condemns in no uncertain terms this criminal, inhuman and degrading act which violates the individual’s right to dignity and freedom from inhuman and degrading treatment, as enshrined in Article 15 of the 1992 Constitution.”

    “Eduwatch wishes to remind all and sundry that, Ghana is a country governed by Laws which abhors instant injustice.”

    It called on the Vice Chancellor of UG and the Ghana Police Service to initiate rapid investigations into the act, bring the perpetrators to justice, identify the victim and provide the necessary health support.

    He contended that empowering state institutions to function efficiently would enable the local government system to serve the collective interests of the citizenry.

    Professor Quashigah expressed these views during a panel discussion on the theme “Local Government System, Election 2024, Security, and Peacebuilding” at the 75th Annual New Year School and Conference (ANYSC) held at the University of Ghana on January 9, 2024.

    The overarching theme for the 2024 ANYSC was “Nurturing Resilience: Adopting Technology and Embracing Humanism for Sustainable Development.” This annual event, organized by the University of Ghana’s School of Continuing and Distance Education, College of Education, serves as a platform for national dialogue on developmental, social, and political issues, influencing policy, social cohesion, and growth.

    IDEG, a partnering organization, collaborated with the university to organize the 75th ANYSC, bringing together academics, policymakers, business leaders, civil society organizations, and other stakeholders to discuss critical issues affecting Ghana and Africa.

    Professor Quashigah argued that the mere introduction of a party-based local government system is not a cure-all for the numerous challenges facing the country’s local government. Instead, he proposed proportional representation in local-level elections and advocated for measures to prevent the capture of the state by a single political party.

    Executive Director of IDEG, Dr. Emmanuel Akwetey, calls for urgent attention to address public dissatisfaction with the local government system in Ghana, citing concerns about its failure to meet basic needs and growing calls for military intervention.

    During a panel discussion at the 75th Annual New Year School and Conference (ANYSC), Dr. Akwetey emphasizes the perceived shortcomings of the current local government system, particularly its failure to address issues like corruption and poverty. He warns of a threat to the country’s democracy and advocates for reforms.

    IDEA proposes reforms, including the establishment of a Council for Local Development and Governance (CLDG) to integrate traditional leaders, and the introduction of the Mixed Member Proportional Representation system (MMPR) for better representation of marginalized groups in local governance.

    Dr. Akwetey criticizes the existing winner-takes-all system, with the dominance of the National Democratic Congress (NDC) and the New Patriotic Party (NPP), suggesting that political leaders prioritize capturing power over true stewardship.

    He highlights the concentration of control in the hands of these two parties, fueled by Article 55(3) of the constitution, preventing political parties from participating in local governance.

    Dr. Akwetey stresses the need to address systemic problems in the local government to create an environment for political and economic transformation.

    Professor Atsu Ayee, a former Dean at the University of Ghana, supports the call for a party-based local government system, citing the current fragmented and non-viable nature of the system.

    He emphasized the importance of building strong institutions to tackle challenges associated with the existing local government structure.

    Interdicted TOR executives will be reinstated immediately – GTPCWU assures

    The General Transport, Petroleum and Chemical Workers‘ Union (GTPCWU) under the Trades Union Congress has pledged the immediate reinstatement of two union executives who faced interdiction by the Tema Oil Refinery (TOR) Board in relation to the contentious TOR-Torentco deal.

    The Board accused the Chairperson of the Junior Staff Association and the Chairman of the Senior Staff Association at TOR of divulging classified information concerning the TOR-Torentco deal during a press conference.

    Allegedly, the staff members breached the non-disclosure agreement regarding the draft TOR/Torentco Lease and O&M agreements.

    However, Anthony Joojo Koomson, Chairman of the Petroleum Union Senior Staff Association, refuted the allegations, asserting that the interdicted executives did not commit any wrongdoing. He argued that the Board is overstepping its authority to influence TOR Management.

    In an interview on TV3’s News Central on January 16, Mr. Koomson stated, “We will ensure that the right thing is done, and that this brother and sister will be recalled to their work immediately and unconditionally because they have not done anything wrong. It is just that the Board feels that they have the authority to influence Management to sort of take such a decision.”

    He further emphasized that the Union will stand firm against the Board’s actions and ensure that legal processes are followed. TOR workers had previously opposed the TOR-Torentco deal and called for the dissolution of the TOR Board.

    Professor Emmanuel K. Derbile has been appointed as the Acting Vice-Chancellor of the SD-Dombo University of Business and Integrated Development Studies (UBIDS), succeeding Professor Philip Duku Osei.

    Formerly serving as the university’s Pro-Vice Chancellor, Professor Derbile’s appointment was decided upon by the SDD-UBIDS Governing Council at an emergency meeting on Monday, January 15, 2024.

    The appointment is effective immediately until a substantive Vice-Chancellor is appointed.

    The decision follows the conclusion of Professor Philip Duku Osei’s term as Vice-Chancellor and his imminent retirement after reaching the statutory age of sixty (60) years.

    The university issued a statement on January 16, 2024, confirming the change in leadership.In an earlier letter to Professor Philip Duku Osei, the SDD-UBIDS directed him to vacate his office within two weeks due to exceeding the retirement age.

    The university contends that, despite reaching the mandatory retirement age on November 30, 2023, Prof. Osei remains in his post. The Council declared the end of his office at an emergency meeting on January 15, 2024.

    Ahmed Hussein-Suale Divela, an investigative journalist with Tiger Eye P.I., was brutally murdered on the night of January 16, 2019, sending shockwaves through the Ghanaian journalistic community and beyond.

    The United Press for Development Network (UPDN) released a statement on January 16, expressing anger at the perceived lack of advancement by the security forces in bringing the perpetrators to justice.

    “UPDN expresses deep disappointment and dismay at the lack of progress in bringing the perpetrators of this heinous crime to justice. We are particularly concerned about the apparent lack of urgency and commitment demonstrated by key authorities in resolving this case.”
