  • Houses in Volta Region submerge after downpour

Houses in Volta Region submerge after downpour

On Saturday, July 8, Ho, the Volta Regional Capital, experienced a relentless 3-hour downpour, resulting in widespread flooding in several areas of the city.

The excessive rainfall caused major drainage systems to overflow, aggravating the situation.

As a result, numerous stores and residential areas were submerged, forcing residents to evacuate and salvage their belongings from the fast-moving currents.

Although the floodwaters have since receded and the rainfall has lessened, residents remain concerned about the potential for more severe rainstorms and the subsequent threat of flooding. One resident expressed their frustration, questioning why the gutters and bridges overflowed and why certain areas were flooded despite the rain not being the heaviest they had experienced in Ho.

In the midst of this distressing situation, residents were seen screaming in helplessness as they witnessed their properties submerged in the floodwaters. The sight of their belongings being damaged or destroyed added to their anguish.

The occurrence of such floods highlights the need for better infrastructure and preparedness in the face of heavy rainfall. Authorities should focus on improving drainage systems to handle intense downpours, conducting effective urban planning to mitigate flooding risks, and implementing early warning systems to alert residents in advance. Public awareness and education on flood preparedness are also crucial in ensuring the safety and well-being of the community.

Given the increasing frequency and intensity of extreme weather events, it is imperative to address these challenges promptly and comprehensively.

By investing in resilient infrastructure, incorporating climate change adaptation measures, and fostering collaboration among stakeholders, the city can better protect its residents and minimize the impact of future floods.

Introduce tax relief measures in mid-year budget review – Business community to govt

Stakeholders in the business community have called on the government to introduce tax relief measures during the upcoming mid-year budget review.

As per Section 28 of the Public Financial Management Act, the Finance Minister is required by law to present this review to Parliament within six months of the financial year’s commencement.

The presentation for this year is scheduled for July 27.

The business community highlights the importance of addressing taxation concerns and creating a favorable environment for businesses to flourish.

The CEO of the Ghana National Chamber of Commerce and Industry, Mark Badu Aboagye, suggests that the government should focus on broadening the tax base instead of burdening a few individuals with taxes.

“Let us find more innovative ways to increase revenue without necessarily burdening the private sector and businesses. Increasing your tax revenue is not about introducing new taxes or increasing the rate of existing taxes. It’s about how efficient you are.”

“We have gotten to a level where businesses are at the peak of stress. If you are introducing a new tax, you are in a way killing all the businesses. Let us be efficient in the collection of taxes to improve. The more you increase tax rates, the less your tax revenue,” Mr. Aboagye said.

In a statement dated July 5, the FDA expressed concerns about the misuse of these products and emphasized the potential health risks, such as cancer, lung disease, infertility, heart disease, and diabetes.

The statement also mentions the possibility of registering ENDS as prescription-only medicine for cessation therapy.

The FDA in its statement mentioned that ENDS can be registered as a prescription-only medicine for the purposes of cessation therapy.

“The Food and Drugs Authority (FDA) has noted with concern the sale, advertisement and recreational use of electronic nicotine delivery system (ENDS) such as Vapes and other non-nicotine tobacco products by the public. ENDS can be registered as a prescription-only medicine for the purposes of cessation therapy. ENDS can be registered as a prescription-only medicine for the purposes of cessation therapy,” the FDA noted in its statement.

The FDA further warned that the sale and advertisement of vapes, and non-nicotine products are in violation of the Public Health Act, 2012 (ACT 851), as well as Regulation 16 of the Tobacco Control Regulations 2016 (L.I. 2247).

“Section 61 (2): A person shall not sell, display for sale, supply, advertise a non-tobacco product or service that contains, either on the product, or in an advertisement of the product, a writing, a picture, an image, graphics, message, or other matter that is commonly identified or associated with or is likely or intended or associated with a tobacco product, brand or manufacturer”.

  • ‘See-something-say-something’ initiative intensified

    ‘See-something-say-something’ initiative intensified

The Ministry of National Security is actively promoting its “see something, say something” campaign in the Upper East Region‘s border communities to prevent the infiltration of violent extremists into the country.

The campaign’s primary objective is to raise awareness and alertness among community members, encouraging them to report any suspicious individuals residing in their communities to security agencies. This collective effort aims to combat the threat posed by violent extremists.

Head of Client Services at the Ministry of National Security, emphasized the importance of vigilance and security consciousness among community members in border areas. She encouraged the sharing of intelligence with security agencies as a means to effectively address the menace of violent extremism.

“It has become important because of what is happening in our neighbouring countries—Togo, Burkina Faso, and the like. As we all know, about two weeks ago, we had an influx of refugees coming in. We can’t be sure who is coming in, even though some come in with the status of refugees. You can’t look at someone’s face and tell their intentions. That’s why we need to sensitize them to be aware of the dangers that come with this. And their roles as citizens to help safeguard national security.”

Mrs. Sekyere voiced her concern about the high number of prank calls received by the Ministry and urged Ghanaians to contact them solely when they observe genuinely suspicious activities or individuals.

“The whole idea of the campaign is for people to report suspicious activities. So, if you call without a valid report, it means you’re preventing someone else from getting through. Because sometimes the calls are queued. If you’re on the line and someone at the call center is attending to you, someone else will be waiting. You know how the system works. We’ve all heard the jingles.

She added, “Patience will run out for whoever is calling to volunteer that information. So, we try to discourage people from calling when they don’t have anything valid to say. The system works, that point is emphasized. It’s not a trial-and-error system. The call center works 24/7 effectively, and we have people on night and day duty. So, there’s no point calling to find out if the call center is really operational or not. That’s why we’re pleading with Ghanaians to stop pranking by asking if they can get some call credit. It’s time we took this seriously. This is a national assignment. It has no political affiliation or anything like that. You owe it as a duty, and I owe it as a duty to help safeguard national security.”

  • Food vendors without valid health certificates to soon be prosecuted

Food vendors without valid health certificates to soon be prosecuted

The Tema Metropolitan Assembly (TMA) has issued a warning to food vendors operating without valid health certificates.

According to the authority, individuals who fall within the said category will be apprehended and prosecuted.

The Metro Environmental Health Officer, Wisdom Aditse, stated that this measure aims to reduce the occurrence of contaminated food being sold to residents in the Metropolis and the nation as a whole.

Obtaining a health certificate, which is granted after undergoing a screening process, is crucial to ensure the prevention of communicable diseases being transmitted to buyers and to ensure that sellers maintain hygienic conditions for the safety of the public.

Mr. Aditse further explained that the screening exercise also provides an opportunity to educate vendors on the importance of maintaining cleanliness in their facilities and selling areas to prevent the transmission of diseases to customers.

He emphasized the necessity of annually renewing the health certificate to verify the seller’s health status.

Failure to comply with this requirement may result in legal action being taken against them.

“When we screen you now, at the end of the year it expires, so you have to be screened the following year.”

The Environmental Health Officer advises consumers to exercise caution in their food choices, be observant of unhygienic food establishments, and promptly report any concerns to the Assembly.

  • Build trust in judiciary by addressing concerns raised – ACEPA

Build trust in judiciary by addressing concerns raised – ACEPA

To build trust and confidence in the judiciary, the concerns raised by the Minority in Parliament must be addressed, according to the Executive Director of the African Centre for Parliamentary Affairs (ACEPA), Dr. Rasheed Draman.

Dr. Draman further advocated for a dialogue among Members of Parliament (MP) to effectively tackle these concerns, acknowledging the principle of the separation of powers.

While recognizing the importance of the separation of powers, he noted that recent judicial orders to parliament have demonstrated that one branch of government can indeed influence the work of another branch.

“First of all, if you listen to the NDC side, their argument about the whole process in terms of how this is being handled, there seem to be some concerns about justice delivery in our country. I think that the earlier this matter is looked at the better for us.

“Parliament, I believe, is the right forum and I hear Members of Parliament say separation of powers prevents them from interfering with the work of the judiciary but we have seen the judiciary interfere with the work of parliament in recent weeks. I believe in the interest of the entire citizenry of our country, if there are concerns about the judiciary I think the earlier we address these concerns the better for all of us so that we can all trust the judiciary,” he said on the Ghana Tonight show on TV3 Thursday, July 6.

Dr. Draman also advised the Minority to reassess their decision to boycott parliamentary proceedings in solidarity with their members facing trials in court.

He stated that such boycotts would not be sustainable, particularly if the cases are expected to extend over a significant period of time.

“It might be difficult to sustain particularly if the cases are going to travel a very long period like many cases in our country. I don’t think the NDC caucus can afford to be out of parliament for that long. So perhaps a relook at this strategy might be necessary on their part,” Dr Draman said on the Ghana Tonight show on TV3 Thursday, July 6.

On Thursday, July 6, the Minority of the National Democratic Congress (NDC) refrained from attending parliamentary sessions in order to accompany and show solidarity with two of their caucus members.

These members were Dr. Cassiel Ato Forson, the Minority Leader, and James Gyakye Quayson, the lawmaker for Assin North, who were appearing in court for ongoing prosecutions led by the Attorney-General and the NPP Government. In a statement released by Minority Chief Whip Kwame Agbodza, it was stated that the Minority stands united with their colleagues, leading them to be unable to fulfill their parliamentary duties on that day.

“This is the beginning of a series of actions that the Caucus will be embarking on to end the ongoing persecution of the Minority Leader himself, the Hon. James Gyakye Quayson and the Hon. Collins Dauda. We wish to reiterate the point that amidst persecution, cooperation will suffer.”

Following James Gyakye Quayson’s swearing-in as an MP on July 4, the Minority Leader, Ato Forson, announced that the caucus had resolved to stand in solidarity with Quayson throughout his trial in court.

Quayson took the Oath of Allegiance and the Oath of Member of Parliament administered by Speaker Alban Sumana Kingsford Bagbin. This came one week after he won the by-election following his deposition by a Supreme Court ruling, which deemed his election invalid.

During Quayson’s swearing-in ceremony, attended by friends and family, Dr. Ato Forson declared that the Minority would abstain from participating in parliamentary proceedings on the days when the Assin North member has his court hearings.

“Mr Speaker, I wish to serve notice that the entire Minority Group will accompany our colleague to court today and any other day that he is to appear in court,” he stated.

“Mr Speaker, we are solidarising with our colleague and we will not participate in the business of the House anytime our colleague is in court and we will be withdrawing form the chamber after this ceremony if the court processes indeed happen today.”

The case was called at the High Court on Tuesday, July 4 but it was adjourned to Thursday, July 6.

The Minority insists cooperation in the House will be difficult to achieve in the face of the ongoing trial.

“Amid persecution, cooperation will certainly suffer. Mr Speaker, a word to wise is in Assin North.”

I sacrificed my political career for NPP in 2012 – Bawumia

The Vice President, Dr. Mahamudu Bawumia, has asserted that he has made significant sacrifices for the New Patriotic Party (NPP) and should be granted the opportunity to lead the party in the 2024 elections.

During the 2012 general election petition, Dr. Bawumia emphasized that he willingly stepped forward as a witness for the NPP while his contenders made excuses.

Addressing delegates in the Suame constituency as part of his campaign in the Ashanti Region, Dr. Bawumia highlights his numerous sacrifices for the party throughout the years, including putting his political career on the line during his role as a witness for the NPP.

“Most of our members were giving excuses when the party was in need of a witness for the 2012 general election petition at the Supreme Court. I sacrificed my political career for the party, knowing very well the implications ahead if I don’t deliver well in court.”

“The excuses were many, some claimed they were travelling and all that because they were scared to put their political career on the line, but I stood my ground, I’m the best person to lead the party,” Dr. Bawumia added.

Dr. Bawumia is among the ten candidates who have undergone vetting and are vying for the position of flagbearer in the upcoming 2024 elections.

Our system is neutral it is devoid of favoritism – NIA

The National Identification Authority (NIA) has provided assurance that its systems are not designed to favor any specific political party, including the governing New Patriotic Party (NPP) and the National Democratic Congress (NDC).

The Electoral Commission (EC) has proposed a constitutional amendment that would make the Ghana Card the sole document for confirming nationality and age during voter registration for the 2024 elections. However, this proposal has faced opposition from the minority group in Parliament, who express concerns about potential disenfranchisement of citizens.

Speaking on the Asaase Breakfast Show, Attafuah stated that it would be a significant embarrassment not to utilize the Ghana Card for the upcoming general election.

“Our processes is politically neutral, it cannot benefit a particular party, weather it is National Democratic Congress or New Patriotic Party and NDC has nothing to fear about the Ghana Card and our processes.

“We are not engineering anything to the detriment of NDC and we cannot engineer anything to the benefit of the NPP, we will not do that, we are not designed to do that, the system is technical, its is neutral,” the NIA boss added.

  • Reconstruction of La General Hospital to be completed by December 2024 – Dr. Nsiah Asare

Reconstruction of La General Hospital to be completed by December 2024 – Dr. Nsiah Asare

The reconstruction of the La General Hospital will be completed by December 2024, according to the presidential health advisor, Dr. Anthony Nsiah-Asare.

In 2020, the government demolished the old structures of La General Hospital due to their dilapidated state, with a promise to reconstruct a state-of-the-art facility for the area.

Despite the passage of three years, the La project has yet to commence.

Nevertheless, Dr. Nsiah-Asare affirms that the government will finalize the reconstruction before the 2024 elections.

He disclosed that financing challenges prompted the integration of the project into the ongoing Agenda 111 initiative, ensuring its completion within the Agenda 111’s 2024 target.

“There was some funding which was set up and the funding didn’t materialize and that’s the reason it has been delayed, so the president has instructed that the agenda 111 committee should absorb La into agenda 111,” he said.

Dr. Nsiah-Asare also pleaded with the people of La to be patient with the government.

“A tell them that they should have some slight patience, it will come up because la is another municipality, and so whatever is happening in ayawaso west wuogon or anyaa sowutwuom, we will do a similar thing for the good people of La.’, he added.

On whether this meant the La General Hospital should be expected to be completed in 2024 like some other 88 earlier announced by government, Dr. Nsia-Asare answered in the affirmative.

“Yes, because when we start, it will go very fast. The ministry of health, finance, office of the president and the contracts and consultants are working around the clock to make sure La started and completed as quickly as possible.” Dr. Nsia-Asare responded.

You are causing financial loss to the state for boycotting Parliamentary sittings – PNC to Minority

The People’s National Convention (PNC) has expressed criticism towards the Minority’s decision to boycott parliamentary sittings as a means of showing support for their colleagues who are currently on trial.

The PNC argues that this boycott is resulting in financial losses for the state.

The NDC Minority in Parliament chose to abstain from Thursday’s session to accompany and show solidarity with two Caucus members, namely Minority Leader Hon. Dr. Cassiel Ato Forson and MP for Assin North Hon. James Gyakye Quayson.

The individuals are scheduled to appear in court today, facing ongoing prosecutions from the Attorney-General and the New Patriotic Party (NPP) Government.

In a statement signed by Minority Chief Whip, Kwame Governs Agbodza, it was stated that “The Minority stands united with our colleagues and, therefore, will be unable to carry out the business of the house today.”

However, the PNC disagrees with this decision. In a statement dated July 7, 2023, PNC General Secretary Janet Asana Nabla acknowledges the Minority’s right to express support for their fellow MP during these challenging times in the Legislature.

“However, the decision to boycott sitting due to criminal charges instituted by the republic against their colleague is worrying. An opposition party which professes to believe in the rule of law is expected to have faith in the legal system of our nation where they held the reins of power some few years ago.

“The Minority Members in Parliament at this moment is causing financial loss to the state by abandoning their Parliamentary business to go to court to protest for their colleague. For how long will the Minority in Parliament continue this boycott of parliamentary sitting at the expense of the tax payer? the General Secretary asked.

  • Supreme Court erred in declaring cannabis cultivation unconstitutional – Ambrose Dery

The government has voiced its opinion that the Supreme Court’s decision to strike out provisions in the Narcotic Control Commission Act, which permitted the cultivation of certain types of cannabis for medicinal and industrial uses, is a significant error.

Previously, the Supreme Court had ruled in favor of an applicant who invoked the court’s original jurisdiction to strike down the provision, citing a violation of Article 106 of the 1992 Constitution.

The Office of the Attorney-General filed a review application, but it was ultimately dismissed in a 5-4 decision.

During discussions on amending the Narcotic Control Commission Act, the Minister of Interior, Ambrose Dery, argued that the proposed amendment does not aim to legalize recreational cannabis use.

Instead, it seeks to establish a framework for granting special licenses for cannabis production.

“To therefore say that Section 43 is unconstitutional, was in my humble opinion a grievous error. However, because we need to be in tandem with the international movement, and also because we consider this to be a public health issue and benefit of industrial as well as economic value, this amendment is necessary to let us put back what has been in my view declared unconstitutional,” Mr. Dery argued.

In response to the Supreme Court’s ruling, the Speaker of Parliament, Alban Bagbin, criticized it as improper.

As a result, he referred the Narcotics Control Commission amendment bill to the Defense and Interior Committee for thorough evaluation.

He specifically instructed the committee to submit their report within the next seven days.

“I think the country is losing a lot as a result of this decision. We need to work expeditiously to rectify the wrong. I hope that the three arms of government will work together and respect each other. In cases of doubt, it is important to consult the other arm before giving finality to whatever decision the other arms want to take.

“I don’t think that it is proper for the judiciary, without knowing how we conduct our business here, to really go into how we conduct our business and make such an important decision without consulting the House. That is improper,” the Speaker of Parliament said.

Let’s use films to decolonise ourselves, stop mental slavery – Actress Akofa Edjeani

Veteran actress, Akofa Edjeani has highlighted the significant impact of film in decolonizing the African mentality.

According to her, film possesses the power to effectively challenge the persistent influences of slavery and colonialism.

“…and again, if the colonial masters used film as part of their weapons in colonizing us, I think that the honor is on us to do the same, by using film to decolonize ourselves, the mental slavery is still there… we are not independent, we are still begging for things and so many things.”

During an interview with the media on July 1, 2023, Akofa Edjeani emphasized the historical use of film by colonial powers to maintain control over their colonies.

She called upon African governments to prioritize and support their local film industries in response.

Edjeani expressed her belief that film has the power to bring about significant positive change and create numerous opportunities if it receives the necessary attention and investment.

She questioned the disparity in financial support between sports and the film industry, highlighting the potential for job creation and revenue generation in the latter.

According to Edjeani, the film industry possesses immense potential and could surpass the benefits derived from sports.

“Look at how much money we pump into sports and most times we go and, we don’t really win, …so if we can pump all that money into sports, the bonuses that they get…but the film can even do better so they should pay equal attention to film as well.

“Sports yes, but how many jobs can it create and how much money is it bringing compared to if you give the necessary push to film, so, there are so many reasons.

“The job creation and the fact that it is education as well. You know it is that medium that you can use to showcase your heritage… film is that powerful tool to create that identity, we use film to change policies, we use film to change perceptions.

“Film is a tool that can attract tourists, so when you are talking about tourism, the best tool is to showcase your tourist attraction, and your heritage in film, and that will make people flood to your country just to see those places,” she added.

President Akufo-Addo inaugurated the renovated Kwame Nkrumah Memorial Park in Accra on July 4, 2023.

To showcase the facility to the public, a musical concert called the ‘Re-ignition Concert’ is scheduled for July 7, 2023, featuring performances by Samini, Kofi Kinaata, the High School Band, and others.

The event, hosted by Merqury Quaye, will commence at 8 pm and is free of charge.

The President continued, “The thirty million cedi (GH¢30million) modernised Kwame Nkrumah Memorial Park is in line with plans by Government to make the Park one of the best tourism and heritage attractions in West Africa. As the outstanding pan-Africanist of his generation, the burial site of Dr. Nkrumah must be appropriate to his status and exceptional contribution to the liberation of Africa from colonialism and imperialism.”

Actress Auntie B has stressed the importance of marriage while cautioning against pursuing it to one’s detriment.

The renowned actress, known for her roles in popular TV series like Concert Party and Efiewura, said this on Thursday, July 6, 2023 in an interview with the media.

“I am not married at the moment,” she disclosed.

“Marriage is important, it’s good,” she said. “When by God’s grace, someone comes into your life and you get married, hold and cherish it dearly.”

However, “if you are not yet married, don’t kill yourself for it,” she added.

She shared examples of marriages she is aware of, one that ended in less than eight days and another where the person endured years of distressing experiences, likening it to the relentless battering of sea waves, despite maintaining a facade of normalcy in public.

“This person does not look [as good] as they did before marriage,” she noted, stressing that “It’s two things: if the opportunity comes, fine, but if it doesn’t, at this point in my life, I’m not bothered.”

In a near-comic remark, she said she had “tasted all there is from super small to super big” so much so that “if, naturally, the act [sex] was done through the mouth, I’d have lost all my teeth by now.”

She clarified: “It’s not like I double date or I am promiscuous but I have tasted it all before so if I am not yet married, I won’t kill myself.”

“Ultimately, may God’s will be done,” she added. “So, if God brings it, I’ll hold it and nurture it.”

She said “the man who will be lucky” to marry her will have such a great experience.

Auntie B intimated that she knows how to handle marriage and “pamper a man to get pampering from same”.

Auntie B advises women to prioritize pampering their men to prevent losing them to competitors who excel in that aspect.

She emphasizes that the foundation of a successful marriage lies in truth and understanding.

Additionally, she clarifies that she is not overly selective when it comes to choosing male partners.

“God created all men so I’m fine with whatever I get,” she added. “What matters is the level will correspond to mine so that when we’re in bed, everything will be great.”

She suggests that even if things do not go as expected, there are various intimate styles to explore. In the worst-case scenario, she believes it is her responsibility to nurture and appreciate her partner without complaining.

When asked about the possibility of marrying football superstar Asamoah Gyan, considering her publicly expressed feelings for him, she did not provide a direct response.

Dr. Amponsah explains that despite the use of wire mesh to shield the rocks, human activities have contributed to the loss of vegetation cover, thereby exposing the fragile materials.

“These rocks are not quite stable. Initially, they shouldn’t have been a problem because we have vegetation cover on them. However, due to the construction that we have done, we have exposed these weak materials. And these weak materials that we have exposed over time are still going to come out of where they are originally, because of the initial weakness they have. I can say that some level of mesh solution has been put on those rocks.

“There is a wire mesh that we use to protect sections of the rocks. However, once we have the road there and then we have degradation of land and people continuously building on top of the mountain and exposing these weak rocks to the surface,” Dr. Ofori Amponsah explained.

He urged the government to intervene promptly to prevent future disasters.

“This problem is not going to stop until there is an intervention by the government, so that when people are building, they will follow building codes and standards. Also taking into account the kind of geology we have there, this problem is going to persist,” the geologist stated.

LGBTQ+ Bill: Akufo-Addo has no choice than to assent – NPP MP

The Member of Parliament (MP) for Asante Akim North, Andy Appiah-Kubi, has expressed confidence that President Akufo-Addo will sign the anti-LGBTQ+ Bill once it is presented to him by Parliament.

The Bill, officially known as the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill 2021, was received and commenced debate in Parliament on July 5th, with Speaker Bagbin presiding over the proceedings.

Appiah-Kubi, who made the initial submission on the Bill, stated that it accurately represented the views of the broader Ghanaian society regarding same-sex relationships, and he believed that all 275 Members of Parliament supported it.

In an interview with Oyerepa FM after the deliberations, he said:

“The clergy, civil society even the Muslim community, so the whole Ghana is unanimous in the rejection of such invitation to engage in LGBT, so the president has no option. He has no option but to assent to the Bill.

“I am very positive and hopeful that the president will assent to it and then we can have it as law” he added.

  • GCCI to meet stakeholders over collapsed building incidents

GCCI to meet stakeholders over collapsed building incidents

The Ghana Chamber of Construction Industry (GCCI) has scheduled a meeting with stakeholders on July 7th to discuss the final stage of a report focused on addressing the growing issue of building collapse, particularly in the national capital.

Following the discussions, the industry intends to submit the report to the Ministry of Works and Housing for further action.

This upcoming meeting follows a previous gathering in May where the GCCI engaged with stakeholders regarding this pressing matter.

In an interview with the media, Emmanuel Cherry, the CEO of GCCI, shed light on the underlying causes behind the alarming rate of building collapses in the country.

“As we speak now, there are three thematic areas that characterize the entire report: design failure, regulatory enforcement failure, and construction and supervision failure. These three major thematic areas characterize the entire report.

Cherry stated that the report has been divided into its sections, and the objective now is to further expand on the recommendations as a whole.

In a recent incident on July 4th, a collapse took place in Assemblies, a suburb within the Ga South Municipality.

Tragically, two individuals lost their lives in the collapse, including the building’s owner, Hannah Lomotey, who passed away at the scene.

The building was originally intended to function as both a maternity facility and a health center.

Ashanti region: Over 300 nurses leave GHS for better jobs abroad – Report

More than 300 health workers have left the Ghana Health Service (GHS) in the Ashanti Region, seeking better opportunities overseas.

This trend, observed during the first quarter of 2023, is having a negative impact on healthcare delivery in the region.

Data from the Ashanti Regional Health Directorate indicates that 304 health workers, including doctors and nurses, have applied for unpaid leave.

Investigations conducted by the directorate reveal that the majority of these workers have traveled abroad in search of improved living conditions.

The Ashanti Regional Director of the Ghana Health Service, Dr. Emmanuel Tinkorang, acknowledges the detrimental effect of this exodus on healthcare delivery in the region.

“When we did the analysis for the first quarter of 2023, we realised that about 304 applied for leave without pay which means that they have left the service, but additional information indicates that most of them have left the country and these are very skilful health workers with the right knowledge, attitude, and skill to do the job, but it seems that they have been attracted outside the country.

“This is worrying in the sense that these are workers that we need to run the health system in the country and the government is doing well by providing health infrastructure and if our people are leaving the country, how do we run this system?”

Climate change adaptation action to cost $12.5bn — Finance Minister

To meet their climate pledges, countries must raise $4.2 billion (34%) domestically and $8.29 billion (66%) from international sources, as outlined in their Nationally Determined Contributions (NDCs) under the Paris Agreement.

The Minister of Finance, Ken Ofori-Atta, highlighted the need for innovative climate financing mechanisms to implement adaptation plans within the specified timeframe.

The Minister of Finance, made these statements at the inaugural workshop on the Global Shield against Climate Risks and Global Risk Modelling Alliance held in Accra yesterday.

A workshop was held to engage key stakeholders on climate change issues, informing them about the Global Shield initiative and the Global Risk Modelling Alliance, which aim to provide increased protection and financing against climate risks.

Africa has suffered significant economic losses of over $200 billion due to climate change, underscoring the importance of reliable data for informed decision-making towards a climate-resilient economy and low-carbon development.

Ghana’s Finance Minister emphasized the benefits of joining the Global Shield (GS) and Global Risk Modelling Alliance (GRMA), stating that it would enhance the country’s understanding of climate risks, assess vulnerabilities, and provide access to crucial data and expertise for informed decision-making.

The minister highlighted that participating in these initiatives demonstrated Ghana’s proactive approach in protecting the environment, economy, and the well-being of its people.

He stressed the importance of establishing mechanisms for pre-arranged and trigger-based financing to swiftly respond to climate-related emergencies.

Additionally, the minister emphasized the need to strengthen social protection programs to assist those most affected by climate change, including vulnerable communities, smallholder farmers, and informal sector workers.

The Minister of Environment, Science, Technology, and Innovation urged developed countries to fulfill their commitment to mobilize $100 billion annually in climate finance for developing countries.

Without the necessary resources, Ghana would struggle to reduce emissions, build resilience in priority sectors, and address challenges in water, agriculture, biodiversity restoration, and health.

The German Ambassador, the Development Director of the British High Commission, and the Head of Cooperation of the European Union Delegation all expressed their commitment to support Ghana in implementing its climate change plans.

  • Minority criticizes FDA’s suspension of inspections in markets

The Minority in Parliament (MP) has strongly criticized the Food and Drugs Authority (FDA) for suspending its market surveillance and General Manufacturing Processes Inspection duties. This decision is seen as jeopardizing public safety and putting the well-being of Ghanaians at risk.

According to the Minority, the FDA’s inability to carry out these essential responsibilities is primarily due to the delay in the release of funds by the Finance Ministry. They argue that the government should prioritize the health of its citizens and take immediate action to safeguard the public.

The Ranking Member on the Health Committee of Parliament, Kwabena Mintah Akandoh, expressed the Minority’s concerns during a media address.

He called upon the government to address the situation promptly and protect the welfare of Ghanaians.

Furthermore, the Minority accused the government of consistently displaying a lackadaisical attitude, thereby continuously exposing Ghanaians to potential dangers. This criticism suggests that they believe the government has not been proactive enough in ensuring the safety and well-being of the population.

It is important to note that this information is based on the provided statement and represents the perspective of the Minority in Parliament. The views and allegations expressed by the Minority may not necessarily reflect the full picture or the stance of the government.

  • Court adjourns Gyakye Quayson’s stay of proceedings applications in criminal trial to July 11

The case involving the Member of Parliament (MP) for Assin North, James Gyakye Quayson, has been adjourned by the High Court in Accra.

A ruling on the application for a stay of proceedings will be delivered on July 11.

On Thursday, July 6, the legal team representing the embattled MP filed an application requesting the court to stay the proceedings.

This would allow the Court of Appeal to hear their appeal seeking a review of the trial judge’s decision to conduct the case on a day-to-day basis.

Tsatsu Tsikata, the lead counsel for the defense, argued that not granting the stay of proceedings would be prejudging the appeal.

The prosecution, led by Godfred Dame, opposed the application.

Meanwhile, the Minority in Parliament chose to boycott Thursday’s sitting in a show of solidarity with two members of their caucus.

The Minority Leader, and James Gyakye Quayson, the MP for Assin North, were both scheduled to appear in court that day for their ongoing cases.

Dr. Ato Forson is currently facing criminal charges related to an alleged financial loss of €2.37 million to the state. The case revolves around a deal to purchase 200 ambulances between 2014 and 2016.

On the other hand, James Gyakye Quayson is undergoing trial at the High Court in Accra on charges of forgery and perjury. These charges stem from alleged offenses during the lead-up to the 2020 Assin North parliamentary election.

The Minority expressed unwavering support for their colleagues in a brief statement, highlighting their unity by abstaining from participating in parliamentary proceedings for the day.

“This is the beginning of a series of actions that the Caucus will be embarking on to end the ongoing persecution of the Minority Leader himself, the Hon. James Gyakye Quayson and the Hon. Collins Dauda.”

MPs stance on LGBTQ bill disheartening – UG Lecturer

A lecturer at the University of Georgia, Dr. Fatima Mohammed, has voiced dissatisfaction over the Members of Parliaments’ (MPs) stance on the LGBTQ law, which has been discussed and given a second reading in the House.

This comes after Alban Bagbin, the Speaker of Parliament, urged House opponents of the anti-gay measure to stand up and be counted.

He asked the question following the presentation of the committee report on the bill to the house for discussion by Mr. Anyimadu Antwi, chairman of the Committee on Constitutional, Legal, and Parliamentary Affairs.

As the bill was being heard for the second time in the House, religious leaders from the Christian and Muslim communities stormed the Parliament.

Mr. Bagbin however added that considering the numbers in the house on Wednesday July 5, 2023 he will still open the floor for the debate.

Speaking to the media the news the College of Journalism and Mass Communication lecturer said human rights are not something you can pick and choose what you want.

“It is really heartbreaking because looking at our Parliament we know a lot of Parliamentarians are lawyers and they know what human rights are and they understand what it means to go after the rights of individuals are. So it is sad to hear that this bill is going forward and that the rights of LGBTQ rights are going to be infringed upon. They cannot live in dignity in their own country.

“We are talking about the rights of individuals here, we are talking about protecting the right to live in freedom and in dignity and the right to live and regard as human beings in their own country. These are people from all parts of the country and who are members of the society,” Dr. Fatima stated.

She continued: “So to criminalize their very existence is just disappointing and I am actually very sad that Parliamentarians who initially opposed the bill are currently in support of it. Of-course when the first version of the bill came out in 2021 it was actually described by media organizations across the world as the most homophobic bill that will ever see the light of day in the entire world.”

Kpone Katamanso MP urges government to repair deteriorating roads

The member of parliament for Kpone Katamanso, Joseph Akuerteh Tettey, has pleaded with the government to repair the area’s numerous poor roads.

According to him, residents of the area pay taxes and should receive the benefits of good roads.

His appeal comes in response to comments from constituents about how poor the majority of their roads are.

Mr. Tettey lamented the government’s failure to pay contractors to resume work on the numerous roads in his district in an interview with the media.

“I want to appeal to the Road Minister and the government that Kpone Katamanso is also part of Ghana. The constituents are also part of Ghanaians. I’m appealing that they should release the needed funds to the contractors so that they move to site. It’s not as if I’m not engaging the right authorities for the road to be fixed. But mostly when you approach them they have a particular excuse they give,” he stated.

Tetteh emphasized government’s commitment to fix Kpone-TOR road, ease tanker and drivers’ plight.

“We need some commitment from the government,” the MP said.

“With the Kpone Katamanso road, that is where the tanker drivers normally load to send fuel to other parts of the country. There are a lot of businesses, companies within that enclave. If I tell you the taxes these companies pay, you will be surprised, yet still, the government doesn’t see the need or the urgency to work on the roads, let’s hope so, as I said the roads in Kpone Katamanso need to be fixed,” Member of Parliament for Kpone Katamanso, Joseph Akuerteh Tettey expressed hope.

Healthcare equipment solutions launched by EASE Ghana

EASE Healthcare has launched a pay-per-scan programto revolutionize Ghana’s healthcare equipment access.

The initiative, supported by the African Asset Finance Company (AAFC), introduced Equipment-as-a-Service (EASE) in Accra.

EASE Ghana aims to tackle the issue of inadequate and non-functional medical equipment by offering a pay-per-use model.

Through partnerships with renowned manufacturers like Siemens Healthineers, GE, and Fuji, EASE provides quality equipment tailored to healthcare providers’ needs.

The program will eliminate the need for upfront capital or loans, as equipment usage generates revenue to cover costs.

“EASE will purchase equipment needed by our customer – a CT scanner or an MRI scanner for example – and will place it in our customer’s facility for an agreed contract period. In that time, through our pay-per-use model, the customer will use the cash flows generated by the equipment to pay for its use.

“EASE does not require collateral from our customers and our model enables equipment cost to be recorded as operating expenditure (OPEX) rather than capital expenditure (CAPEX). We provide a commercially sustainable alternative for organisations looking to optimise resources or avoid costly financing alternatives,” she explained.

EASE Ghana plans to collaborate with the Ministries of Health and Finance to extend the service to public sector hospitals, improving access to modern medical equipment.

The company’s future expansion includes sectors like ICT and agriculture. The CEO of AAFC highlighted the organization’s commitment to installing $75 million worth of equipment sustainably in Ghana.

The CEO of the Ghana Investment Promotion Centre (GIPC) commended EASE Ghana’s tailored solution and expressed support for expanding this model nationwide.

The CEO of FOCOS Orthopedic Hospital appreciated EASE Ghana’s timely intervention, reducing the financial burden of replacing outdated equipment.

93% of university students sexually active don’t use contraceptives – Study

93% of sexually active university students in three selected public universities do not use contraceptives, despite 80% having basic adolescent sexual reproductive health (ASRH) knowledge.

The findings highlight the need for increased attention from university authorities and policymakers to address the sexual reproductive health needs of these students.

The study, conducted by Dr. Gifty Ekua Merdiemah, a Research Fellow and Clinical Trials Coordinator at the University of Ghana Medical Centre, was presented at a workshop organized by the African Health Economics and Policy Association (AfHEA) in collaboration with UGMC and ISSER.

The workshop aimed to share the study’s findings on ASRH interventions and develop operational and policy recommendations for equitable access to ASRH services in and out of schools.

The study was conducted between 2018 and 2021, focusing on three public universities: University for Development Studies (UDS) representing the northern zone, Kwame Nkrumah University of Science and Technology (KNUST) for the middle zone, and UPSA for the southern zone.

Dr. Merdiemah highlighted that the study identified the health needs of adolescents, including sexual reproductive health (SRH) education, sexual intercourse, and contraceptives.

It emphasized that the cost and location of healthcare services posed significant barriers for adolescents in accessing reproductive health facilities.

The study recommended collaborative efforts from stakeholders to develop policies and programs addressing the SRH needs of adolescents in public universities.

Dr. Merdiemah stressed the importance of ensuring a smooth transition to adulthood by implementing well-structured ASRH orientation programs and establishing adolescent health corners with comprehensive SRH services at strategic locations within all public universities.

Additionally, she urged the Ministry of Education to ensure age-specific sex education programs in educational institutions, supported by well-trained teachers and peer educators.

Presenting another study titled “Access to adolescent sexual and reproductive health services in Ghana: a qualitative study,” Dr. Ama Pokuaa Fenny from ISSER highlighted the inadequacy of sex education in schools and the lack of affordable and non-judgmental SRH services.

She emphasized the need for training teachers and health staff to provide relevant sex education and the importance of making adolescent-friendly services accessible and affordable.

Member of Parliament for Wa Central, Abdul-Rashid Hassan Pelpuo, called for increased accessibility to information and services for adolescents, stressing the need to expand avenues where they can easily obtain assistance and relevant information.

  • Nkrumah Park renovation to boost tourism, economy – Okraku-Mantey

Renovation of Kwame Nkrumah Memorial Park aims to position position tourism as the leading contributor to the country’s Gross Domestic Product (GDP), according to the Deputy Minister, Mark Okraku-Mantey.

“I think that we should thank President Akufo-Addo for his vision. He said that he wants to make tourism the number one contributor to GDP in Ghana. So, if we want to achieve that, then we have to get our assets right and the numbers right,” he added.

The Deputy Minister Mark Okraku-Mantey made this statement on Wednesday during an interview.

“2019 was a good year because of the Year of Return, but towards the end, we had issues because of COVID-19, so we went down, not just Ghana but throughout the world. But we are bouncing back. As of now, we have met our target for the first quarter, exceeded the second quarter, and we know that by the end of 2023, we will do far better than the previous years because our third and fourth quarters are our peak times in terms of December in Ghana and all of that.”

“And so, we know that we need to get some of these assets right, such as heritage sites and roads. We have fixed the Kakum National Park.”

Mr. Okraku-Mantey emphasized the agenda to highlight that, beyond cocoa and oil, tourism could be leveraged to propel the country’s progress.

“I would not be surprised if, in the next few months, Kwame Nkrumah Park takes over from Aburi Botanical Garden. You can see that 24 hours after its commissioning, there is a new energy, a new vibe. We were number one on Twitter trends yesterday,” he added.

President Akufo-Addo inaugurated the refurbished Kwame Nkrumah Memorial Park in Accra on Tuesday. The President stated that the revamped Memorial Park is expected to draw approximately one million domestic and international tourists each year.

During the unveiling of the revitalized memorial park, President Nana Addo Dankwa Akufo-Addo expressed the government’s commitment to further investing in the tourism sector to stimulate economic recovery.

In the meantime, the family of Osagyefo Dr. Kwame Nkrumah expressed their gratitude to the government for the redevelopment of the Kwame Nkrumah Memorial Park.

The government allocated $3.5 million for the park’s renovation, which now serves as the final resting place for Ghana’s first President, Dr. Kwame Nkrumah, and his wife, Fathia Nkrumah.

Samia Nkrumah, the daughter of Dr. Kwame Nkrumah, acknowledged that the government, under the leadership of President Akufo-Addo, consulted the family prior to the redevelopment, an aspect she highlighted during the park’s commissioning.

  • Structures removed for Suame Interchange construction

Structures removed for Suame Interchange construction

As part of the Suame Interchange Project in the Ashanti region, authorities have initiated the removal of structures situated along the streets.

The Suame Municipal Assembly had previously issued notices to owners, urging them to relocate and facilitate the contractors’ progress.

The ongoing removal primarily targets temporary structures, while the Assembly is concurrently working on addressing permanent structures.

Suame’s Municipal Chief Executive, Maxwell Ofosu Boakye, affirmed that owners are cooperating fully with the officials overseeing the exercise.

“We made the announcement two weeks ago, and since this is a project that everyone is expecting, as of Friday, about 80 percent of them had already started relocating. As of Monday, because of how well they were cooperating, we decided to add two more days, which ended yesterday.”

“Less than 10 percent of them were adamant and reluctant to move, so we had to use force. And as soon as we started doing that, the majority of them asked for a few hours to move out,” he stated.

Mr. Boakye expressed gratitude to the structure owners for their cooperation and shared understanding of the project’s importance.

“I will thank them because we thought we were going to face a stiffer resistance from them, but it was more like they themselves saw the need for us to have the project done,” he stated.

Comply with PAC or face consequences – Education Minister told

The Chairperson of the Public Accounts Committee, James Klutse Avedzi, has sternly warned Minister of Education Yaw Adutwum for his nonappearance before the committee to discuss the Ministry’s report from the Auditor General.

Avedzi stressed that non-compliance would result in the committee exercising its powers against the Minister. The warning came after Adutwum’s absence during the committee meeting on July 6.

During the hearing, Avedzi urged the Minister to respect the authority of the committee and fulfill his appearance. He emphasized the significance of the committee and called for the Minister’s cooperation.

Avedzi assured that the committee would propose an alternative date for the Minister’s attendance.

However, he warned that failing to attend on the rescheduled date would prompt the committee to exercise its powers, as specified in Article 103 of the constitution.

“Mr Minister, if you are listening to us, kindly give some respect to this committee, we will try our best to give you another date but if that day you fail to come, well the powers that we have as a committee under article 103 of the constitution, we will exercise it.”
