The Member of Parliament (MP) for Effutu Constituency and Deputy Majority Leader of Parliament, Alexander Afenyo-Markin, headed a delegation on Tuesday to visit the chiefs of Gomoa Ajumako, Gomoa Akyempim, and Effutu in the Central Region.
The purpose of the visit was to address ongoing land disputes in these areas and seek peaceful resolutions through constructive dialogue.
Accompanying Afenyo-Markin were De-Graft Paitoo, the MP for Gomoa East; Richard Gyan-Mensah, the MP for Gomoa West; Naana Eyiah, the MP for Gomoa Central and Deputy Minister for the Interior.

The Ministry of Health has initiated a project in collaboration with French pharmaceutical multinational Sanofi, aiming to provide specialized training in diabetes care for selected healthcare professionals.
This effort is part of a broader strategy to manage the disease burden in Ghana.
The project, known as the “Access to Diabetes Care Program for Ghana Patients,” was launched in Accra. It includes continuous medical education for 80 doctors and 170 nurses, dieticians, and educators who primarily serve individuals with diabetes.
The program’s focus encompasses diabetes prevention, diagnostics, care delivery to remote patients, training, affordable access to high-quality insulin, and health promotion. Through an agreement signed in April, the country will have the opportunity to acquire affordable, high-quality Sanofi analogue insulin products for individuals living with diabetes.
The partnership between the Ministry of Health and Sanofi includes the implementation of diabetes management solutions at diabetes centers in Accra, Sunyani, and Tamale.
These centers will benefit 500 healthcare professionals through a targeted medical training program.
Furthermore, Sanofi will collaborate on the development of a digital solution aimed at enhancing support for over 5,000 individuals living with diabetes.
This solution will assist physicians, nurses, pharmacists, and community healthcare workers in their efforts to provide improved care.
The training project is being conducted at four facilities located in the Greater Accra, Bono, and Northern regions.
The Speaker of Parliament, Rt. Hon. Alban S.K. Bagbin, has stressed the urgent need for the Ga Traditional Council to revive unity and assert its authority in governance and nation-building.

The opposition National Democratic Congress (NDC) is preparing to release a book that will contain all of the party’s manifestos since its inception.
The “Manifesto Scroll of the National Democratic Congress 1992 – 2020” will serve as a documented declaration of the NDC’s policies, purposes, and objectives, issued in advance of each Parliamentary and Presidential election in which the party has participated.
The goal of combining the party’s manifestos into a single booklet is to improve its information and knowledge sharing agenda by providing easy access to the party’s social contracts and pledges to the people of Ghana.
According to the National Chairman of the NDC, Johnson Asiedu Nketiah, the book being launched holds significance for the party. It is part of a series of books aimed at compiling the party’s records and reorganizing for success in the upcoming general election and future elections.
The book will serve as a comprehensive resource, providing readers with insights into the party’s perspectives and stance on important sectors such as agriculture, energy, health, rural development, and more.
Its purpose is to enhance understanding and clarity regarding the party’s views on various aspects of the country.
“The important thing about having them in a compilation like this is that, you’re able to identify common trends that will tell you the thinking of the NDC.
Mr Nketiah, emphasized that while there may be variations in the details across different electoral cycles, readers of the book will recognize common themes that permeate throughout.
As the party’s former General Secretary, Mr. Nketiah acknowledged that the documents included in the book were already accessible to the public.

On July 12, 2023, Ghana’s Parliament passed the Narcotics Control Commission Amendment Bill, granting the Minister for the Interior the power to issue licenses for industrial cannabis cultivation.
Regarding the Supreme Court’s previous ruling on the unconstitutionality of a clause in the bill, Speaker of Parliament Alban Bagbin clarified that Parliament was not reviewing the decision but rather rectifying an error made by the Supreme Court.
The Minister for the Interior, Ambrose Dery, presented and initiated the first reading of the Narcotics Regulation Commission Amendment Bill, 2023, in Parliament on July 6.
The Supreme Court invalidated the law granting licenses for cannabis cultivation, commonly known as ‘wee’, due to a lack of parliamentary debate as required by Article 106 (5) (6) of the 1992 Constitution.
Expressing dissatisfaction with the ruling, the Speaker highlighted the country’s missed opportunities and revealed that he had conveyed his displeasure during a meeting with the Supreme Court justices.
He urged the court to consult Parliament for comprehensive briefings when making such decisions.
The Ministry of National Security has categorically disputed media claims and publications stating that the Ghana Armed Forces (GAF) were involved in the forced repatriation of Burkinabe refugees from Ghana.
In a statement, the Ministry reaffirmed Ghana’s steadfast commitment to provide refuge and assistance to Burkinabe citizens who have been displaced to the Upper East and Upper West regions due to security concerns in southern Burkina Faso.
“The Ministry, in collaboration with the Ghana Refugee Board and the United Nations High Commissioner for Refugees (UNHCR), has accordingly established a temporary reception centre in the Upper East Region, capable of holding an estimated Two thousand, one hundred (2,100) displaced people from Burkina Faso.
“Currently, five hundred and thirty (530) displaced Burkinabes are being accommodated at the reception centre. Additionally, Ghanaian official entities ensure that displaced persons have access to free food and medical care. Also, as part of measures to enhance containment efforts, a 30-acre land has been acquired for the establishment of housing facilities to host displaced persons.
“Contrary to claims that displaced Burkinabes are being forced out of Ghana, a repatriation process has been instituted at the reception centre to aid the movement of Burkinabes who wish to return to their country.”
According to the National Security Ministry, the repatriation procedure is in accordance with international standards on refugee management and has thus far been carried out in partnership with Burkinabe Immigration Authorities along the Ghana-Burkina Faso border.
“The Government of Ghana reiterates its commitment to maintaining peace, stability, and territorial integrity while ensuring the well-being of its citizens. Operations will continue to be conducted with respect for human rights, including the rights of refugees and displaced persons from neighbouring countries,” the statement added.
Contrary to a recent BBC Africa Eye story, one of the world’s major anti-slavery organizations, International Justice Mission (IJM), has stated that there was no illegality in its operation of rescuing several Ghanaian children from child trafficking.
In an investigative report published on Monday, July 10, 2023, the BBC Africa Eye claimed, among other things, that some Ghanaian children were forcibly removed from their homes in an operation supported by IJM.
According to the BBC investigation, children who were blissfully living with relatives were unjustifiably removed from their families with no indication of having engaged in any type of labor.
Speaking to media on Wednesday, July 13, the Country Director for IJM, Anita Budu, said, “We have not found any wrongdoing from the team-IJM Ghana in this particular case. We are an organisation that prioritises the wellbeing and protection of every child, and safeguarding of every child, and this is what drives us. We are a learning organisation, and we will review our safeguarding policy”.
The BBC Africa Eye report was termed as disturbing by the Country Director of IJM, who stressed the importance of the organization rescuing the children.
“Many of the revelations in the BBC report are quite shocking. We did our own internal inquiry and investigations into the case, and what we found out from our side is that there are a lot of inaccuracies in this documentary. We sent out information to the police and the fact of the case was outlined. Initially, the information gathered was not clear-cut, and so when it was presented to the authorities [police], a decision was made to intervene. And there was the need for the children to be out of that situation, and charges were brought against the suspects,” she emphasized.
She claims that they have a team of professionals who consider the numerous trafficking difficulties before launching a rescue mission.
“A lot of back and forth happens within the team because you don’t just take one person’s word for it. We have professionals from different fields to discuss these cases and see the merits,” Madam Anita Budu explained to Selorm Adonoo.
She denied that the cops used weapons to force the youngsters out of their separate homes.
“The police made the intervention, from our observation, the police used a measured approach. We didn’t observe this situation of a gun,” the Country Director for IJM clarified.
The Bono Regional Health Directorate in Sunyani has received a walk-in cold room, worth GH¢320,000, funded by the United Nations International Children’s Emergency Fund (UNICEF).
The facility, equipped with two large cold room refrigerators, is located at the Disease Control Unit premises.
The Bono Regional Director of Health, Dr. Kofi Amo-Kodieh, expressed gratitude to UNICEF and highlighted the region’s enhanced capacity for vaccine storage and distribution within the region and the West Africa Sub-Sahara region.
“We now have the capacity to store and preserve vaccines for onward delivery to neighbouring countries, including Togo, Burkina Faso and Ivory Coast”.
With Ghana’s pursuit of vaccine development and production, the Bono Regional Director of Health expressed optimism that the Bono Region would play a crucial role in the distribution of those vaccines.
Dr. Amo-Kodieh also expressed concern over the lack of maintenance culture among Ghanaians. However, he reassured that the directorate had implemented plans to ensure regular maintenance of the facility.
A security analyst, Col. Festus Aboagye (Rtd), has stated that he agrees with those pushing for an investigation into the leaked tape allegedly showing an alleged plot to depose Inspector General of Police (IGP), Dr George Akuffo Dampare.
He explained that if people who were previously captured on camera making questionable assertions were invited and questioned, this tape should go through the same process and be scrutinized.
“I join those calling for the probe in this mysterious take,” he said when speaking to the media on Wednesday, July 12.
“First of all, there have been earlier instances of audio tapes and the state has invited those involved for questioning so this must be also investigated.
“More importantly, the allegations on this tape have very serious ramifications for constitutional integrity.
“Peddling influence to have the IGP removed, that amounts to subversion of the constitution, the constitution is very clear on how the IGP is removed.”
Parliament has formed a committee to look into the tape.
This came after MPs debated the subject on the House floor on Wednesday.
Mr Dan Botwe, Member of Parliament for Okere, for example, disputed claims that the Inspector General of Police (IGP) can assist a political party in winning an election.
On Wednesday, July 12, during a debate in Parliament on the leaked audio of IGP Dr. George Akuffo Dampare, the former General Secretary of the NPP stated that, in principle, he supports any probe into the alleged tape.
He said “In 2000, I was the General Secretary of the [NPP] and I was at the Police Quarters at 1 AM, we had to deal with the late IGP Peter Nanfuri. In spite of all that we went ahead and won the election. So to create the impression that an IGP can do something extraordinary and wonderful to assist a party to win an election is wrong.
“If there is a tape and we want it to be investigated, I, in principle, have no problem but to go ahead and give the impression that a particular IGP’s presence or not will determine the outcome of the election is wrong.”
This came after Builsa North MP James Agalga declared on the House floor, “These are matters that need to be thoroughly investigated.”
Haruna Iddrisu, Member of Parliament for Tamale South, also stated, “Mr. Speaker, it is a truism that there is a leaked tape which leaked tape contains matters relating to the conduct of the IGP and effort and attempts at a conspiracy to seek his removal on the basis of those allegations in that tape.”
“Mr Speaker, the primary duty and responsibility of the president and by extension, the Minister of Interior is the safety and security of its citizens which is vested right in the hands of IGP, and by extension to preserve our democracy. Mr Speaker, we collectively want to preserve democracy. So this House must take interest in conducting a thorough forensic audit into the leaked tape in order to establish the veracity or otherwise of what is contained in that tape.”
Speaker Alban Bagbin, in his ruling, said “There is a need for an investigation but going by the Standing Orders I have to give proper direction as to the nature, the type of the investigation. Going by the same Standing Orders 72, the last sentence says the terms of any such proposed statement shall first be submitted to Mr. Speaker.
“So I will urge the maker of the statement to submit in writing the terms of the proposed statements which he just gave us notice of. This will guide me to give the direction as to how the investigation or inquiry be conducted by the appropriate committee of the House.”
Ambrose Dery, Minister of the Interior, has denied rumors that members of the ruling New Patriotic Party (NPP) are plotting to depose the Inspector General of Police.
“There is no plot to remove anybody,” he told journalists in Accra on Tuesday, July 11.
He added “I can assure you that I serve a president who is committed and has respect for human rights. Under Nana Addo Dankwa Akufo-Addo we will make sure that 2024 is peaceful.
“One thing to be sure, 2024 will not be a violent election by anybody and no one will want to thwart the will of the people. If you vote us in, you vote us in, if you vote us out, you vote us out.”
Portions of an audio that allegedly captures the plot to remove Dr Dampare said that “Alhaji, my only problem… this current IGP if we do a mistake and take him to the elections, it will not help us.
“It will not help us at all and I will not mind if the position is not given to me but that man is changed; because he will not help us, he will not help us at all… he won’t help the party at all.
“I know there are others who are also good for this position, if I don’t get and this man is changed and those people that we think they are our men get I (it is ok)t… Because we need to break this 8.
“That is important, we need to break the 8… Because I wouldn’t want doctor to become the flagbearer and then we lose the elections… ” one of the senior officers told the senior NPP members who is believed to be a former regional chairman of the party and now a traditional ruler.”
The Speaker of Parliament, Alban Bagbin, has stated that the Minority caucus boycotting Parliamentary business without a formal notice to that effect is a violation of the House’s Standing Orders.
The Standing Orders of Parliament state that a Member of Parliament must leave his or her seat if he or she has been absent for 15 sittings without the Speaker’s consent and is unable to provide an acceptable explanation.
The Speaker determined that the gesture is not warranted in response to concerns voiced by the Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, concerning the representation of the minority being absent without authorization in the Votes and Proceedings of Parliament.
“Some MPs have been captured for being absent without permission, some concerns have been raised on the definition of walk-out and boycott. The deputy Minority Whip has raised a very serious matter on the fact that from his knowledge, some members were not present yesterday, but they have been captured as present, as it’s an indictment on the officers of Parliament.”
He added, “On the issue of attendance, Article 97 (1C) is very clear and that is what guides attendance of the house. So you can choose to attend or choose not to attend. When you refuse to attend, depending on your own action, you could be marked as absent or absent with permission. The burden now falls on the group to show evidence that my good self has granted you permission to absent yourselves in writing, not verbally; that any time a colleague of yours wants to attend court proceedings, you will solidarize with that colleague and that you will be absent so that the official report will capture that”.
On July 11, the Minority in Parliament once again boycotted business activity in Parliament in favor of the prosecution of Assin North MP James Gyakye Quayson.
Any move by the government to increase taxes during the mid-year budget review will be opposed, according to the Minority Leader, Dr Cassiel Ato Forson.
According to him, the NDC MPs will ensure that the government cuts its spending rather than impoverishing Ghanaians who are already impoverished.
Speaking to the media, he argued that there is plenty of room to cut spending.
“I won’t be surprised if the government introduces new measures because if you read the MEFP, the IMF is asking for additional measures of about 1% of GDP and I don’t know where that is going to come from.”
“If I look carefully, there is a massive room for expenditure cuts, but the government obviously is indiscipline, and they don’t seem to care.”
“They want to live large on the back of the people of Ghana. So they need to cut that kind of expenditure and if I am the one in charge or responsible, I would rather go for a cut in expenditure as against a tax measure or an increase in taxation,” he added.
Ken Ofori-Atta, Finance Minister, will submit the 2023 mid-year budget review to Parliament on July 25.
This will be his first time doing so since the government agreed to an IMF arrangement.
Prior to that, industry participants have already requested the government to take advantage of the chance to eliminate some tax breaks.
The National Labour Commission (NLC) has instructed the Colleges of Education Teachers Association of Ghana (CETAG) to refrain from its planned strike.
The NLC stated in a letter dated July 11, 2023 and written to CETAG that the subject has already been determined and that failure to implement will result in Commission enforcement.
The Colleges of Education Teachers Association (CETAG) has given notice that they would be leaving the 46 public colleges of education on Tuesday, August 1st, 2023.
The government has until July 31, 2023 to implement the stipulated allowances, according to the Association.
“Together with the one-off payment of one month’s basic salary based on CETAG’s salary grade as compensation for additional duty performed in 2022 payable to tutors per the NLC’s Arbitral Award ORDER given on 2nd May 2023,” the National President of CETAG, Mr. Prince Obeng-Himan stated in a press release dated July 10, 2023.
He added that their decision was forced by the Fair Wages and Salaries Commission’s (FWSC) “deliberately prolonged” negotiation of their working conditions.
The Economic Community of West African States (ECOWAS) Court of Justice dismissed the lawsuit filed by the Ghana Integrity Initiative and Transparency International Ghana against the Agyapa Royalties deal.
This means that the court would not force Ghana’s government to halt the selling of the country’s gold royalties through the Agyapa contract.
During a virtual hearing on July 11, 2023, the court dismissed all of the plaintiff’s reliefs, Transparency International and its subsidiary, the Ghana Integrity Initiative.
The court has yet to explain its decision.
Transparency International, Ghana Integrity Initiative, and Ghana Anti-Corruption Coalition filed a complaint with the ECOWAS court against the Ghanaian government over the Agyapa agreement.
Below are the reliefs Transparency International was seeking:
1. A declaration that the Defendant’s actions towards entering into a relationship agreement with Minerals Income Investment Fund and Agyapa Royalties Limited in respect of transactions surrendering the sovereignty of Ghana over its gold mineral resources in perpetuity constitute an interference with the right guaranteed under Article 21(1) of the African Charter on Human and Peoples Rights as well as violation of Articles 2(1) And (2), 3(1), 16(1) And 17(3) of The Revised African Convention On The Conservation Of Nature And Natural Resources (revised Maputo Convention).
2. An order restraining Defendant from implementing the Agyapa deal, and cancelling/terminating the already existing contracts.
3. An order mandating the Defendant, where it desires to raise immediate funds from gold royalties, to restart the planning, impact assessment, consultations and other preparations in line with its international human rights law obligations.
4. An order mandating the Defendant to undertake a thorough and impartial investigation into the alleged corruption offences and ensure that any alleged perpetrators are brought to justice and held accountable for any violations.
5. An order mandating Defendant to immediately review its existing relevant national laws and policies to:
(a). Provide for adequate and effective safeguards against violation of the Right to Free Disposal of Wealth and Natural Resources by public officials and public bodies.
(b). Follow Revised ECOWAS Treaty’s fundamental principles enshrined in Article 4 paragraphs g) and h) and ensure compliance with its Article 31.
(c). Ensure that any entity with the function of sovereign wealth fund complies with the best international standards, such as the Santiago Principles.
6. Other consequential order (s) as this honourable court may deem fit to grant in the circumstance.
About the Agyapa Royalties deal:
The agreement began in June 2018, when Parliament established the Minerals Income Investment Fund (Act 2018) to handle equity holdings in mining firms and receive royalties on behalf of the Ghanaian government.
The Minerals Income Investment Fund is tasked with managing and investing the royalties and revenue it collects on behalf of Ghana in order to maximize returns.
To accomplish this, the statute authorizes the Fund to create Special Purpose Vehicles (SPVs) to appropriate these investments.
In July 2020, the government proposed a modification to the Act to ensure that the SPVs established by the Fund to handle investments have complete independence.
The Minerals Income Investment Fund established an offshore limited liability company known as Agyapa Royalties Limited (formerly Asaase Royalties Limited) in response to the change and the original requirements of the legislation.
The Agyapa Royalties Ltd is incorporated in the UK tax haven of Jersey. It has been incorporated in a tax haven to avoid the hefty tax costs linked with the returns that will flow to the state from the investments.
Agyapa Royalties Limited is an external corporation registered in Ghana.
The Ghana Hajj Board and the National Hajj Commission of Nigeria (NACOHN) recently held bilateral consultations in Mecca on Tuesday, July 11, 2023, in order to improve their respective Hajj operations.
The gathering aims to promote information sharing and learn from one another’s experiences as both countries complete their Hajj operations in 2023 with the successful return of pilgrims.
The Ghanaian team, led by Ben Abdallah Banda, Chairman of the Ghana Hajj Board, expressed admiration for the Nigeria Hajj Commission’s significant experience.
Chairman Banda stressed the need of engagement and idea exchange between the two organizations in order to strengthen Hajj operations and services in their respective nations.

Former COCOBOD CEO, Dr. Stephen Opuni has filed a motion with the Supreme Court, seeking to restart his criminal trial from the beginning.
The Court of Appeal had recently directed the High Court to proceed with the trial using the already collected record of proceedings, even with a new judge presiding over the case.
However, Mr. Opuni’s legal team expressed disagreement with this decision during a hearing on July 12th and announced their intention to request the Supreme Court to overturn it.
Chief State Attorney, Evelyn Keelson informed the court that the state had obtained a favorable decision from the Court of Appeal.
“The Court of Appeal allowed the appeal as rightly stated. What she didn’t add however is that we have appealed the decision at the Supreme Court. However, pending the hearing of the appeal, we are here for directions from your lordship,” Lead Counsel for Dr. Opuni, Samuel Codjoe stated.
He also informed the High Court, currently presided over by Justice Aboagye Tandoh, that they will require documents of all previous proceedings requested by the Court of Appeal.
This, he says, will allow them to evaluate whether any corrections need to be made before the case moves forward.
Justice Tandoh recognized that it was critical for all parties to have proceedings before the trial resumed. He has scheduled the case for July 25 for continuation.
The first group of 433 Hajj pilgrims, who were flown directly from Tamale International Airport to Jeddah in the Kingdom of Saudi Arabia to perform this year’s Hajj, have safely returned.

Ghanaian movie actor, Adjetey Anang has stated that he prioritizes research in his acting profession.
According to him, being a cast in the TV series, ‘Things We Do For Love’ (Pusher) in 2003 made him resort to researching since the role he had to play was so in contrast to the real him.
A portion of his memoir stated that “An actor has to do a lot of research when defining his role and character as this helps him interpret it in a more convincing way” and upholding this “basic rule in acting” once landed him at a bar in his neighbourhood.

Joseph Okechukwu, a popular actor and filmmaker, took to Instagram to announce the unfortunate incident of Cynthia Okereke’s passing.
In his post, shared on Wednesday, Okechukwu revealed that Okereke had passed away on Tuesday evening.

Jacob Olalekan Ponle, also known as Woodberry, has been sentenced to 8 years and 3 months in prison by the United States of America.
Woodberry, according to sources, will be deported to Nigeria after his involvement in a multimillion-dollar swindle.
Woodberry, an associate of imprisoned online fraud kingpin Ramon Abbas, aka Hushpuppi, pleaded guilty to one count brought against him in court, while the remaining seven counts were dismissed in April following a plea agreement.
Following his conviction, he agreed to hand over $8 million in wire fraud gains, as well as his luxury automobiles and watches, to the US government.
Woodberry was sentenced on July 11 by Justice Robert Gettleman of the United States District Court for the Northern District of Illinois in Chicago, according to the Peoples Gazette.
“The defendant is hereby committed to the custody of the Federal Bureau of Prisons to be imprisoned for a total term of 100 months as to count,” Mr Gettleman said in a court filing.
Woodberry was ordered by the court to surrender to the US Marshals Service for transfer to the Federal Correctional Institution in Danbury, Connecticut.
It has been reported that he will be granted visitation rights by his family members, particularly his American fiancée.
The judge also stated that Woodberry would be “surrendered to U.S. Immigration and Customs Enforcement (ICE) custody for deportation immediately following his incarceration.”

The University of Cape Coast (UCC) has inaugurated an ultra-modern training resort and conference center at Agona Nyakrom.

Ghana Police Service installs 150 body cameras on personnel to enhance professionalism and investigations.
The Director of Police Public Affairs, ACP Grace Ansah Akrofi, mentioned this during a visit to police stations in Accra led by the Inspector General of Police (IGP), Dr George Akuffo Dampare.
The body cameras are currently being used by the Visibility Unit in Accra. ACP Akrofi also highlighted the use of these devices during recent by-elections and the establishment of units for Election, Missing Persons, and Cold Cases by the Police Administration.
“For the cold case unit, it helps personnel to review cases and look into new evidence and at the election unit the police service engages with political parties on elections and the missing case unit helps trace missing people especially children,’’ she added.
According to ACP Ansah, some of the Police Administration’s interventions to improve welfare include the establishment of regional welfare, a police emergency medical fund, and a police virtual medical center.
ACP Ansah stated that seven new regions had been established to bring policing to the people’s doorsteps.
Dr Dampare asked staff to maintain the service’s image and contribute to the Ghana Police Service’s transformation goal.
He praised the personnel for their commitment to duty and promised them of the Police Administration’s ongoing assistance by providing logistics and fostering their well-being.
DCOP Kwofie indicated in her remarks that crime scene investigations had been centralized to ensure effective operations.
She stated that the Police Administration was in the process of purchasing additional crime kits.
The Minister of Education, Dr Yaw Osei Adutwum, indicated that a committee will be formed soon to investigate the causes of the numerous failures in the Ghana Teachers Licensure Examination (TLE) during the period.
He stated that the scenario in which trained teachers were unable to demonstrate their skills through the TLE was concerning, and that the government will do all possible to address the issue.
Only 1,277 individuals passed the 10th GTLE, which was held between May 4 and 5, 2023, representing 16.5% of the 7,728 candidates that took part.
However, the remaining 6,451 candidates, or 83.5 percent, failed the exam, making it the worst ever.
“The committee is going to look at the extent to which the TLE is aligned with the national teacher’s standards and other supporting policies or framework such as the pre-tertiary curriculum, and then look at the quality of students being admitted into the teacher education institution relative to grade and programme of specialisation at the Senior High Schools,” he emphasised.
He stated that the committee would look at the selection process for students entering teacher education institutions, as well as the possibility of incorporating the Ghana Teacher Licensure Examination (GTLE) in terms of curriculum and assessment framework into the assessment at the institutions, as well as examine best practices globally and advise the minister.
Dr Adutwum explained that the most important thing was that there was the need to ensure that there were enough preparatory materials for those who were going to take the examination, stressing that “In other places, you go and there are prep books, you buy, go and study and you do well. You can’t walk into exams based on your prior training without some prep for the examinations and expect to do well.”
The Education Ministry aims to create an ecosystem for the success of individuals who undergo preparations and enter the teaching profession.
In line with this, a committee has been established to investigate the mass failure in the Teacher Licensure Exam.
The Registrar of the National Teaching Council, Dr Christian Addai-Poku, explained that the Government Teacher Licensure Examination (GTLE) was introduced in 2018 to enhance teacher professionalism and ensure teaching quality in Ghana.
The examination covers essential professional skills, literacy, and numeracy. Since its inception, 10 licensure examinations have been conducted, with two exams held each year.
Dr Addai-Poku acknowledged that the average failure rate has been around 27 percent, attributing it to factors such as examination malpractices.
To address this issue, the council implemented reforms, including the introduction of serialisation and item differentials in the examination to prevent collusion and copying among candidates.
Although these measures led to a higher failure rate in the 2021 GTLE, the irregularities in the 2023 GTLE were anticipated.
The goal of these reforms is to ensure a fair and transparent examination process that accurately assesses candidates’ qualifications and suitability for the teaching profession.
“The total number of candidates who took part in the examination was 7,728 out of these, 1,277 candidates passed representing 16.5 per cent. As many as 6,451 candidates failed in the examination representing 83.5 per cent.

The claimed scheme by persons presumed to be high-ranking members of the ruling New Patriotic Party (NPP) and a key member of the Ghana Police Service to depose the incumbent Inspector General of Police, Dr George Akuffo Dampare, from office ahead of the 2024 elections was outlined in the stated hidden audio.
The unidentified individuals involved in the recorded conversation expressed frustration over the IGP’s alleged reluctance to align the police force’s activities with the interests of the ruling party.
They expressed reservations about his leadership style and alleged ties to the opposition National Democratic Congress (NDC).
“I know there are others who are also good for this position. If I don’t get and this man is changed and those people that we think are our men get it, [I will be happy]… Because we need to break this 8. That is important, we need to break the 8… Because I wouldn’t want a doctor to become the flagbearer and then we lose the elections,” one of the men who is reportedly a police officer in the audio is heard saying.
As a result, they concluded that carrying out the NPP’s ‘Breaking the 8’ agenda would be difficult with Dampare as police chief.
Prof Gyampo, on the other hand, feels that if the current trend continues, the government should abandon any plans in that direction.
He posted on Facebook that the President should take decisive action on the recording to demonstrate that he is not considering such a scheme.
The former president John Dramani Mahama‘s plan to change the constitution to permit people with dual citizenship to hold certain positions in Ghana has the support of famous economist Kwame Pianim.
According to Mr. Pianim in an interview with the media, the constitution needs to be changed to allow people with the necessary expertise to contribute their fair share to the advancement of the nation.
He called it “ridiculous” that dual citizens of Ghana are barred from serving their country under the 1992 Constitution’s present provisions.
“It is ridiculous that when you have a Green Card, you cannot occupy political office, the only thing that makes sense is the person not becoming president because it is only the president that signs agreements and so why are we trying to fly on one wing when we can fly on two wings?”
In addition, Mr. Pianim forecast that the New Patriotic Party (NPP) will have a challenging election in 2024.
He said that the government’s efforts to revive the faltering economy will be incredibly challenging.
“2024 is going to be difficult and that is why I implore the young people who are brave and prepared to take the challenge to get the economy back to do so. It is going to be difficult to get the economy back.”

The NPP’s general secretary, Justin Kodua Frimpong, made the announcement in a statement.
According to Mr. Kodua’s statement, the Vetting Committee delivered its findings to the NPP National Council on July 10, 2023, in accordance with Article 10(3) of the party’s constitution.
He stated that the suggestions of the Vetting Committee will be discussed by the Party’s National Council on July 20, 2023.
In recognition of Emmanuel Ofosu-Acheampong’s professionalism and bravery, the Comptroller-General of the Ghana Immigration Service, Kwame Asuah Takyi, has promoted him to the rank of Assistant Immigration Control Officer I (AICO I).
When a young female student was believed to be being kidnapped while traveling by public transportation (Trotro) from Nsawam to Dome in June 2023, AICO I Emmanuel Ofosu-Acheampong of the Ghana Immigration Service (GIS), stationed at the Kasoa Command in the Central East Region, acted on his gut feelings and prevented the kidnapping.
The Comptroller-General honored the courageous officer on behalf of the National Immigration Management Committee, according to a formal statement signed by Chief Superintendent Amoako Atta, the Head of Public Affairs.
Mr. Takyi expressed his respect for the officer’s alertness and prompt action in saving the young student from the alleged abductors.
He continued by expressing his surprise at the news’ viral nature across so many media channels.
“Notwithstanding the risks involved on a busy road, the Officer, AICO I Emmanuel Ofosu-Acheampong acted responsibly and timely, garnering commendation from the public, security experts and opinion leaders nationwide,” the Comptroller-General said.
Mr. Takyi asked the newly promoted Officer to continue setting a good example wherever he goes and to raise the GIS flag even higher.
He counseled him to take courage from the promotion and keep up his discipline.
“Don’t let this elevation get into your head and become arrogant but rather be humbled and continue to be a worthy ambassador of the Service,” he advised.
AICO I Emmanuel Ofosu-Acheampong received a promotion in addition to a plaque, certificate, and citation in honor of his bravery.
The money given to Members of Parliament (MPs) every four years, according to Speaker of Parliament Alban Sumana Kingsford Bagbin, is not ex-gratia but rather accumulated salary arrears (gratuity).
He claimed that most lawmakers, including himself as Speaker, do not know their actual salaries until the end of their four-year terms, a practice he called “wrong” at the start of every new parliament.
He said that whenever Ghanaians discussed the budget for the House of Representatives, they thought of it as funding for the wages and working conditions of the members, “especially what people refer to as ex gratia.”
“Gratuity is different from ex gratia; what they pay MPs is gratuity and it is another wrong practice because as we sit here in our third year, which is three years down, I as the Speaker do not know my salary,” he revealed.
Speaking during a visit to the Graphic Communications Group Limited (GCGL), Mr Bagbin said: “My salary has not yet been fixed and so every month I am paid something based on what my predecessor was earning.’’
“But we all know from the labour front that every year they try to renegotiate with the government and so at the end of the four years then they (government) come out with your salary.”
“And that will definitely be higher than the first year and so they have to pay you arrears.
“It is those arrears that balloon to what the Members of Parliament take at the end of four years and people call that ex gratia,” he explained.
The WTA has reported that Naomi Osaka, a four-time Grand Slam winner, has given birth to her first child in Los Angeles.

On Tuesday, July 11, Emmanuel Akwasi Gyamfi, the member of parliament for the Odotobiri Constituency, officially opened a new party office at Jacobu in the Ashanti Region’s Amansie Central District.
The Member of Parliament constructed it and gave it to the party.
Vice President Dr. Mahamudu Bawumia, who was in the constituency to meet party delegates before the party’s Presidential primary, praised the Member of Parliament for the efforts he has put into constructing the office for the party in the constituency during a brief ceremony to cut the tape to officially open the office.
“It consists of the chairman’s office, the secretary’s office and a 120-seater capacity auditorium for meetings involving large numbers.”
Dr. Mahamudu Bawumia previously held a separate meeting with party representatives.
He urged them to support him in the next party presidential primaries, claiming that he was the greatest candidate to “break the 8” for the group.
The NPP has scheduled its presidential primaries for November 4. Ten candidates have so far submitted their nominations to run for the position. The party will have a special delegate conference on August 26, 2023, to choose the five candidates who will compete in the presidential primary on November 4.
Dr. Bawumia listed a variety of factors that he believes make him the ideal candidate to lead the party to victory in the general elections in 2024.
“The nature of our road seems to erode the gains we have made in this constituency in terms of schools, health facilities and electricity extension. Most of the roads here are cocoa roads, Government of Ghana and Synohydro-sponsored but the contractors apart from Joshob is not on site”.
He acknowledged having productive conversations with Dr. Bawumia and gave the promise that the contractors will soon arrive on site.
The Speaker of Parliament, Alban Bagbin, has stated that the Parliament will not be intimidated in its efforts to enact the Promotion of Proper Sexual Human Rights and Ghanaian Family Values Bill (Anti-LGBT Bill).
The bill, which is now being discussed in Parliament, seeks to make actions involving LGBTQ people illegal.
The bill is just and fair, Mr. Bagbin said during a visit from several traditional leaders.such as extortion, invasion of privacy, and, in the most severe circumstances, making death threats.
“Human rights are supposed to edify, they are meant to add value to your life, they are meant to make your life enjoyable, make you healthy, make you live longer, better lives and anything to the contrary cannot be a right.
“I am very clear in my mind that what we are doing is the right thing, it is fair, and it is just and it is meant to keep the world everlasting and that is what God created the world for.”
More than 420 individuals working for loan apps have been taken into police custody.
The Bank of Ghana (BOG), the Economic and Organized Crime Office (EOCO), and the Cyber Security Authority coordinated their efforts to carry out a well-planned operation that resulted in the capture of the suspects.
Authorities launched raids on numerous alleged owners of digital lending applications, often known as loan apps, in the Greater Accra Region as part of this coordinated operation.
The people behind these apps engage in a variety of illegal acts, including cyberbullying, extortion, the unauthorized use of data and privacy, and, in the most extreme situations, issuing death threats.
In a statement issued by the authority, it was stated, “The three collaborating institutions carried out a targeted operation in the early hours of Monday, July 10, 2023, as part of a joint effort by the Cybersecurity Committee, resulting in the arrest of more than 420 suspects.
The Vice President, Dr. Mahaudu Bawumia, has received nominations to serve as the New Patriotic Party’s (NPP) flagbearer, and Majority Leader in Parliament Osei Kyei-Mensah-Bonsu has endorsed him as the most qualified candidate.
The Suame MP believes Bawumia is head and shoulders above his rivals because of his leadership skills and experience.
He acknowledged that all of the other competitors were capable, but he asserted that Bawumia is more capable than they are.
Osei-Kyei-Mensah, in a July 10 interview with the media, said:
“In the field of competent people, you’ll still have one person emerge as super competent. I’m looking at the experience of Dr Bawumia. I’m looking at his loyalty to the party. I’m looking at his focus. I’m looking at his vision. I’m looking at his temperament. I’m looking at his humility amongst the group.
“He stands out not just tall but very very tall. That is why I have tied my cloth to his and is supporting him.”
The Majority Leader said, “I believe it is Dr. Bawumia’s season to take over, just as other people, including the current President Nana Addo Dankwa Akufo-Addo, had their seasons to take over.”
“In 2008, when former President Kufour was exiting, there were a lot of stories like now being told that the system was supporting Alan Kyeremanten but did it go well for him, it didn’t because it was Akufo-Addo’s season.”
“There is a season for every politician and you seize it. That is what it is. If you ask me, I think the tide has swung hugely in Dr. Bawumia’s favour,” he added.
As NPP prepares to choose its flagbearer for the 2024 elections on November 4, tensions are rising.

Kwabena Agyei Agyapong has criticized the New Patriotic Party (NPP) by categorically asserting that the Ghana Beyond Aid mantra has failed horribly.
He said the economy was struggling and on life support.
He feels that those responsible for the catastrophe under the Akufo-Addo administration shouldn’t be given the green light.
He claimed that the party needed fresh faces and new leadership to manage the country better than this.
He declared that the NPP needed a candidate who was eager to improve the nation from its current state today, Tuesday, July 11, 2023.
“Our party cannot, therefore, put forward those who let us to this state and expect Ghanaians to embrace them during the 2024 elections.” “We need a new face, a pair of clean hands, and a leader to reconnect with our base and earn the trust of the people. I humbly submit to offer the hope for a fresh start for Ghana.
“It’s a matter of public record that I always availed myself for this tradition. More importantly, in the run-up to the 1992 elections, under the Rawlings dictatorship, when it was life-risky to associate with the NPP.”
The candidate must have been active in the party since its beginning, he continued.
“I’m not a newcomer, I didn’t join NPP through the mainstream after the danger has abated. I have served this party right from the get-go in many capacities. I was there when it mattered most, and also when the party was at the peak of its story.”
Kwame A Plus, a political activist and media personality, has issued a warning to the New Patriotic Party on an alleged plot to remove George Akuffo Dampare from his position as Inspector-General of Police (IGP).
A Plus issued a warning on Facebook on July 2, 2023, claiming that the police chief is being targeted by an unnamed NPP element due to his moral position on upholding law and order.
Days after the opposition National Democratic Congress (NDC) won the Assin North by-election on July 27, the post at the time stated that there were rumors that Dampare’s dismissal was being planned.
Some NPP members were worried that the police, commanded by Dampare, had been so tight that there had been no chance for manipulation.
On Tuesday, July 11, 2023, the Upper East Region will no longer be subject to a prohibition on the transportation of ruminants and donkeys, as well as the slaughter, sale, and consumption of meat and animal products.
The Ministry of Food and Agriculture stated this in a press release.
In the Binduri district of the Region, the Ministry on May 31, 2023, put a prohibition on the movement of ruminants and donkeys, butchering, and sale among other things in response to complaints and verified instances of anthrax.
The Ministry asserted that the problem has subsequently been under control and that the prohibition has been lifted because there have been no cases of the sickness reported after June 14, 2023.
“On 31st May 2023, the Ministry of Food and Agriculture imposed a ban on the movement of ruminants and donkeys, slaughtering, sale, and consumption of meat and meat products in the Binduri district of the Upper East Region. This followed reports and confirmed cases of anthrax, an acute bacteria disease transferable from animals to humans.”
“The situation has since been contained with no recorded case of the disease since 14th June 2023. In view of the above, and based on expert advice, the ban on the movement of ruminants and donkeys, slaughtering, sale, and consumption of meat and meat products in the Upper East Region is hereby lifted effective Tuesday, 11th July 2023,” the Ministry of Agric stated in its statement.
Despite the restriction, the Ministry stated that tight procedures would still be implemented to make sure that animal slaughter was carried out under the careful observation of veterinary inspectors.
“Notwithstanding this directive, the following measures will apply and be strictly enforced: the slaughter of all animals should be under close supervision of the veterinary and environmental health officers at designated abattoirs and slaughter slabs; food vendors/ restaurants and owners/butchers will be arrested and prosecuted for the sale of meat and meat products of animals whose slaughtering was not supervised by the veterinary or environmental health officers; all dead animals should be promptly reported to veterinary or environmental health officers as well as people in authority for immediate investigation; at all costs, the public is advised to desist from eating the meat of animals found dead,” the Ministry of Food and Agriculture mentioned.

The Deputy Ranking Member on the Education Committee in Parliament, Dr. Clement Apaak, has emphasized the need for a comprehensive audit of the government’s Free Senior High School (FSHS) policy.
Such an audit would help uncover the challenges faced during the implementation of the policy.
This call follows the recent protest by members of the National Food Suppliers Association, who staged a picketing exercise at the premises of the National Buffer Stock Company due to an outstanding debt of 270 million cedis.
However, the association has decided to suspend the picketing after receiving assurances from Bryan Acheampong, the Minister of Food Agriculture and Cocoa Affairs, that they will receive their payment by July 17, 2023.
In a statement, Dr. Clement Apaak highlighted the evident inconsistencies in the total amount invested in the FSHS program from 2017 to 2021. He further emphasized that it is apparent that the total funding allocated for the specified period was not fully utilized.
“The actions of the one behind that audio, for me, pass for treason and this matter must be dealt with as such, it passes for treason, it is an attempt to subvert the will of the Ghanaian people in 2024, and the ramifications can be very dire. We do not dismiss what has been said, the revelations in that audio are very serious and so for me, rather than dismiss what is contained in the audio, I will urge the Interior Minister to take steps very quickly to get to the bottom of the matter and persons suspected to be responsible for that audio need to be investigated.”
