    The Dean of the University of Ghana School of Law, Raymond Atuguba, has criticized the Ministry of Chieftaincy for justifying the President’s request for chiefs to stand when greeting him.

    During an appearance on JoyNews’ AM Show on Thursday, May 2, Atuguba expressed disapproval of the Ministry’s decision to release a letter justifying the President’s request, stating that they should have known better.

    His comments came in response to a statement by the Minister for Chieftaincy and Religious Affairs, Stephen Asamoah Boateng, who explained that the President’s request “is not intended to undermine the dignity or autonomy of traditional leaders.”

    The incident that sparked this controversy occurred at a ceremony in Damongo, where President Akufo-Addo’s bodyguards allegedly instructed a traditional ruler to stand up and greet him.

    This incident followed a video that surfaced showing President Akufo-Addo instructing chiefs at a funeral to rise before shaking hands with him.

    According to the statement signed by Mr Boateng, chiefs standing up to greet the President “is a recognition of their esteemed role in Ghanaian society by embracing the Head of State, thereby showing brotherly love and mutual respect.”

    In response, Prof. Atuguba emphasized that chiefs hold absolute authority and power within their traditional domain, and therefore, they deserve the utmost respect from the President.

    “It shouldn’t be coming from the Chieftaincy Ministry. They should know better. They should know that whoever goes to the palace of the Asantehene should not expect the Asantehene to rise for him.

    “They should know that whoever goes to the palace of the Okyehene should not expect the Okyehene to rise for him. Whoever goes to the palace of the Yagbonwura should not expect the Yagbonwura to rise for him,” he said.

    Prof. Atuguba emphasized that the Constitution upholds specific usages and customs, requiring visitors to adhere to them when entering a traditional domain. He highlighted that every traditional chief, regardless of the size of their domain, commands authority and deserves respect within their jurisdiction.

    “The littlest chief in Ghana, when he or she presides over a traditional ceremony is boss and even the president within that traditional ceremony is subject to that littlest chief. The situation changes when you move to the international conference centre and Independence Square.”

    “When you go there, no one can take precedence over the president, vice president, speaker of parliament and the chief justice. No, because that is a formal event that comes under Article 57(2) of the constitution.

    “At that point, all the chiefs including the biggest chiefs in Ghana must rise for the president and the others in that order of precedence, he said.”

    Charles Nii Teiko Tagoe, in response to Bridget’s critical post directed at President Akufo-Addo, insinuated that Bridget had encountered an incident of being stranded in London.

    “Perhaps it’s about time you tell your husband and the world what happened when you got stranded in London on that very night. I’m waiting patiently for your reply,” Teiko posted on X in response to Bridget’s criticism.

    In her retort, the Metro TV journalist refuted ever visiting London and wittily suggested Teiko consider another country.

    “I haven’t been to London before … Let’s try another country,” she countered.

    X users have united with her in condemning the presidential staffer for spreading false information.

    Bridget’s original post was in relation to a recent viral video showing the president requesting some chiefs to stand and greet him at an event.

    Teiko, serving as an Executive Assistant at the Office of the President at Jubilee House, has yet to provide any evidence supporting his claim at the time of this report.

    Minister for Chieftaincy and Religious Affairs, Stephen Asamoah Boateng, has clarified that there was never a request for Yagbonwura Bii-Kunuto Jewu Soale I, the Overlord of Gonja, to rise and greet President Nana Akufo-Addo.

    Reports surfaced claiming that during an event in Damongo on Saturday, April 27, 2024, the Yagbonwura was asked to stand and welcome the President.

    However, in a statement dated Tuesday, April 30, the Ministry of Chieftaincy dismissed these reports, urging the public to disregard the misinterpretation attributed to a viral video.

    “For the avoidance of doubt, it is important to reiterate that at no point during the President’s visit to Damongo on Saturday, 27th April 2024, was the Yagbonwura asked to stand up and greet the President.

    “As Minister, I was with the President at the event, and, as seen clearly on videos, the President, beaming with smiles, walked over and paid homage to the Yagbonwura, who was the host of the event in Damongo. The general public is urged to avoid this deliberate and misleading piece of propaganda which is being distributed by mischief makers.”

    “The call for Chiefs to stand when greeting him at public events is not intended to undermine the dignity or autonomy of traditional leaders. Rather, it is a recognition of their esteemed role in Ghanaian society by embracing the Head of State thereby showing brotherly love and mutual respect,” the ministry said.

    The Ministry emphasized that during the President’s visit to Damongo, there was no such request made to the Yagbonwura.

    The Minister himself was present at the event and clarified that the President approached the Yagbonwura with smiles, paying homage to him as the host of the event.

    Furthermore, the Ministry clarified that the tradition of chiefs standing when greeting the President at public events is not meant to undermine their dignity but rather to recognize their esteemed role in Ghanaian society and to show mutual respect.

    The Minister reiterated that no chief has been compelled to stand up to greet President Akufo-Addo within the confines of their palaces, as the President respects the sanctity of their ancestral spaces.

    The protocol of chiefs rising to greet the President at public events is in accordance with the Constitution and serves to uphold Ghana’s cultural heritage while embracing modern governance.

    In conclusion, the Ministry affirmed President Akufo-Addo’s commitment to preserving Ghanaian cultural values and fostering harmonious relations within the nation, emphasizing the tradition of showing respect for authority as a testament to Ghana’s rich heritage.

    “Indeed, the protocol where, at public events, chiefs rise to greet him as indeed is stated in the Constitution [Article 57(2)] is meant to give credence to this unique national provision.”

    However, in an interview on Citi FM’s Eyewitness News, Nana Amoasi VII disagreed with the President, stating that his assertions did not align with the current situation.

    He highlighted that several areas, including Weija, Ekumfi, Mankessim, Nungua, and Tema Community 2 and 25, experienced power outages between Tuesday and Wednesday, indicating ongoing deficits in the power system.

    Nana Amoasi VII stressed the importance of the President’s statements reflecting the actual circumstances, rather than relying solely on advice from his advisors. He expressed concern that the President’s advisors might not be providing him with an accurate assessment of the ongoing power challenges.

    He urged the President to be cautious in his pronouncements, as they could potentially mislead the public about the true state of the country’s power supply.

    “The first thing that we picked from the president’s statement is that today he is admitting that under his tenure, there has been dumsor. And so he made it clear in his statement that the load shedding that we are seeing is probably normal…To say that the issues have been dealt with is misleading and we pray that the handlers of the president will rather lead him than mislead him. Sometimes the president looks awful in the eyes of industry players, the watchers and even consumers.”

    “I am sure any pronouncement that he made is contingent on what they tell him but he must be very careful because the handlers are not putting out what the issues are. The value is the same. We’ve just seen a bit of change last night but if the president says that yesterday we didn’t experience dumsor anywhere around the country, that is untrue. I can recount some few places we have checked,” he stated.

    President Akufo-Addo has asserted that Ghana’s recent economic difficulties were not the result of mismanagement by the government but rather stemmed from factors beyond its control, notably the COVID-19 pandemic.

    He recalled that prior to the pandemic, Ghana’s economy was among the world’s fastest-growing, attributing this success to the measures implemented by his administration during his first term in office.

    Addressing the Workers’ Day gathering in Accra on Wednesday, he said “Ghana’s recent economic challenges were not self-inflicted.

    Until the pandemic, we were, year-on-year during my first term, one of the fastest-growing economies in the entire world. The global landscape was subsequently severely impacted by external factors beyond our control, foremost amongst them being the COVID-19 pandemic.

    “Moreover, the escalation of tensions following the Russian invasion of Ukraine further exacerbated these difficulties leading to increased volatility in global markets and heightened uncertainties.”

    During the May Day celebration, President Akufo-Addo pledged to address labor concerns to enhance a favorable environment.

    He praised workers for their contributions to the nation’s growth and emphasized their importance in national affairs. Additionally, he reiterated his government’s dedication to ensuring peace and security in the country.

    “Securing peace is not only necessary for the electioneering campaign but also vital for the stability of the labour front. The peaceful and stable labour front will create a conducive environment for government to implement its policies and programmes and for the economy to grow.”

    “Government hereby reiterates its resolve to address the concerns of labour in the interest of national development,” said President Akufo-Addo, adding that “the upward adjustment of the base pay by 23 percent in the first half of the year and by 25 percent in the second half of the year is a demonstration of the government’s commitment to improving and protecting public sector incomes.”

    Dr. Yaw Baah, the Secretary General of the Trades Union Congress (TUC), used his address to urge the Electoral Commission to ensure free, fair, and transparent elections.

    He also called on the Police and the Judiciary to fulfill their roles effectively to guarantee credible polls.

    Dr. Baah expressed concerns about the economic hardships, noting that the IMF program has not produced the expected results for workers. He expressed skepticism about the economic situation, suggesting that there may be no immediate relief in sight.

    “It appears there is no end in sight for the challenges, we were told that an IMF bailout will help but we know that an IMF bailout can’t be the solution to the economic hardship…We have a lot to do to protect the workers of Ghana,” he said.

    Dr. Yaw Baah highlighted the need to reduce importation as a means to address the depreciation of the Cedi. He emphasized that this step is crucial in tackling the currency’s challenges.

    Internationally, May Day is celebrated as a tribute to laborers and the working classes, promoted by the international labor movement. It falls on May 1st each year.

    In Ghana, this year’s May Day was themed “Elections 2024: The Role of Workers and Social Partners in Securing Peaceful Elections for National Development.”

    Today, on May 2, 2024, President Akufo-Addo will inaugurate approximately 120 housing units for survivors of the Appiatse tragedy in the Prestea Huni-Valley Municipality of the Western Region.

    This event, marking two years since the devastating incident, is slated for 2:00 pm.

    The newly constructed residences, ranging from one-bedroom to seven-bedroom units, boast upgraded amenities, including a marketplace, six-unit classrooms, and kindergarten facilities.

    Additionally, they feature internal roads, access to water and electricity, a comprehensive drainage system, and a water storage infrastructure.

    The revitalization of the Appiatse community follows the loss of approximately 13 lives in a catastrophic explosion triggered by a vehicle transporting mining explosives that collided at Appiatse on January 20, 2022.

    The entire locality was razed to the ground, rendering it uninhabitable.

    In response to this tragic event, the government, under the auspices of the Ministry of Lands and Natural Resources, established a Relief Committee to mobilize resources for the reconstruction of Appiatse.

    Appeal filed by Dafeamekpor over dismissal of plea to compel Akufo-Addo, Bagbin on LGBT+ Bill

    The Member of Parliament (MP) for South Dayi, Rockson-Nelson Dafeamekpor, has lodged an appeal against the recent decision of the High Court.

    This decision dismissed his plea to compel President Akufo-Addo and Speaker of Parliament, Alban Bagbin, to act on a bill within seven days.

    The appeal, submitted on Tuesday, April 30, 2024, argues that “the High Court failed to reasonably and fairly exercise its discretion when rejecting the Applicant’s Application for Judicial Review in the Nature of Mandamus.”

    On Monday, April 29, the High Court in Accra, presided over by Justice Ellen Lordina Serwah Mireku, noted that while it holds jurisdiction to hear the mandamus, two ongoing cases before the Supreme Court challenge parliamentary procedures.

    These matters, being constitutional, are deemed for the apex court to address.

    The court opined that it would be unfit to compel the respondents, Alban Bagbin and Akufo-Addo, to act on the bill amidst pending cases before the apex court.

    However, exercising its discretion, the court dismissed the plea that sought to compel the Speaker to transmit the bill to the President and for the President to receive it.

    Following the ruling, the applicant, Rockson-Nelson Dafeamekpor, through his legal team led by Nii Kpakpo Samoa, filed a notice of appeal to contest the High Court’s decision.

    The notice of appeal states: “Please take notice that the Applicant/Appellant, dissatisfied with the decision of the High Court (General Jurisdiction) in Accra contained in the ruling of Her Ladyship Ellen Serwaa L. Mireku, J., dated April 29, 2024, hereby appeals to the Court of Appeal on the grounds set out in paragraph 3 of this Notice of Appeal and will, at the hearing of this appeal, seek the reliefs set out in paragraph 4.”

    According to the filed document, the appellant has concerns regarding “the entire ruling.”

    He asserts that the grounds of his appeal are founded on the belief that “the ruling is against the weight of evidence.”

    The appellant indicates that additional grounds will be submitted upon receipt of the Record of Appeal.

    The appellant and his legal representatives aim to have the High Court’s ruling reversed and annulled.

    Pay all our Tier-2 deductions – TUC’s TEWU calls on government

    The Teachers and Educational Workers Union (TEWU) of the Trade Union Congress (TUC)-Ghana, along with other labor unions, is demanding that the government promptly pays all Tier-2 deductions and associated arrears and penalties to the fund managers.

    The Union emphasized that any further delay in reimbursing fund managers with the Tier-2 deductions would disadvantage Ghanaian workers in terms of their pension benefits, particularly the return on investment.

    King James Azortibah, the new General Secretary of TEWU of TUC Ghana, made this assertion in a statement sent to the Ghana News Agency in Accra to mark this year’s May Day.

    “Is that how to treat people who have worked hard to keep the economy and other social development agendas of the country on course all their working lives”?

    He expressed concern about the current condition of Tier-2, which constitutes the lump sum for every pensioner, causing distress for retirees and those nearing retirement.

    “It is very worrying to say that since 2020, when the first batch of retirees under the new pension scheme retired, what was paid them as a lump sum is nothing to write home about,” he said.

    Mr. Azortibah urged the Controller and Accountant General’s Department (CAGD) to expedite the remittance of the unions’ dues deductions in compliance with the law to ensure the seamless operation of union activities.

    “The over-three-month delays in releasing dues deductions by the CAGD are a major challenge, which we expect to stop immediately,” he said.

    He called on the Ministry of Finance to, as a matter of urgency, issue financial clearance for the recruitment of more non-teaching staff to fill the ever-increasing vacancies in the various educational institutions.

    “We call, for quick engagement with our social partners, to deploy modern cooking gadgets to our schools to reduce the burden of stress in cooking for large numbers in the schools,” he said.

    He urged the government to prioritize negotiations and finalize the conditions of service for union members in universities and allied institutions. This, he emphasized, is essential for creating a conducive working environment in the universities.

    Additionally, the Union invited citizens to join them in prayer for peaceful elections in 2024.

    “The Ghanaian workers and the entire population need peace to contribute their quota to national development,” he said.

    The flagbearer of the National Democratic Congress (NDC), John Mahama, has strongly criticized President Akufo-Addo for his recent conduct during an interaction with a chief in the Oti Region, labeling it as unbecoming of a president and disrespectful to traditional leaders.

    A video that circulated on social media last week sparked widespread condemnation of President Akufo-Addo‘s actions. The footage shows the President’s attendance at the funeral ceremony of the late Alhaji Rashid Bawa, which took place on Saturday, April 20, in Kadjebi, Oti Region.

    During the event, President Akufo-Addo expressed dissatisfaction with the chiefs for being seated when he arrived. He, along with his ‘bodyguards’, insisted that the chiefs stand up before he would shake hands with them, delaying his greeting until they were standing.

    John Mahama denounced President Akufo-Addo’s behavior, warning that failure to rebuke such actions could encourage further disrespect towards traditional leaders during the remainder of the President’s term.

    He called on all Ghanaians to remain vigilant and hold their leaders accountable for upholding values of respect and dignity, particularly in their interactions with traditional authorities.

    “The almost eight years of Nana Addo/Bawumia have done extensive damage to our democracy. As the clock ticks towards the end of his mandate, the President’s attitude and utterances give much cause for concern.”

    “His recent insistence that chiefs stand up to greet him should be a matter of serious consternation for political watchers,” he wrote in a Facebook post.

    John Mahama also launched a sharp criticism against President Akufo-Addo, accusing him of trying to subvert Ghana’s constitution and manipulate the political environment to favor his preferred successor.

    Mahama’s remarks were prompted by a statement from Akufo-Addo in which the President stated his reluctance to hand over power to an opponent he had previously defeated.

    The Minority in Parliament has urged Ministers-designate to refrain from assuming roles as representatives of the president and called on the Chief of Staff to revoke any unauthorized appointments designating them as such.

    This call follows allegations that the Chief of Staff created temporary appointments for Ministers-designate awaiting parliamentary approval, labeling them as ‘Representatives of the President.’

    Minister of Health designate, Dr. Bernard Okoe-Boye, faced scrutiny when he conducted inspections at health facilities, purportedly as the President’s representative. However, he denied operating unlawfully within the Health Ministry amidst delays in his parliamentary approval.

    In a statement issued by the Ranking Member on the Parliamentary Select Committee on Health and MP for Juaboso, the Minority stressed that Minister-designates, Kwabena Mintah Akandoh, as nominees of the President, lack the authority to instruct or implement policy changes within ministry agencies.

    “The Minister-designate who is only a nominee of the President has no authority whatsoever to instruct or direct, implement or propose policy changes for agencies within a sector ministry and therefore under what power or authority does he/she summon CEOs and other heads of institutions, who may be busy with their official schedules, to grant him audience or presentations on their management of state institutions?

    “The Minority in Parliament would therefore like to advise the Chief of Staff to revoke all illegal appointments appointing Minister-designates as Representatives of the President. We further caution persons so appointed to stop holding themselves out as Representatives of the President to designated Ministries. We urge all members of the public, particularly public sector workers not to extend any privilege reserved for Ministers to such persons.”

    “Therefore, for a highly regulated power centre such as the Presidency, it is ultra vires for the Chief of Staff who derives all her powers from the President as prescribed by the 1992 constitution to be creating new offices alien to the constitution.”

    The Minority highlighted that the 1992 constitution does not support the creation of representatives of the President in Ministries of State, declaring such actions as ultra vires for the Chief of Staff.

    Furthermore, the caucus emphasized that a Minister, appointed by the President with the prior approval of Parliament, holds the representative role, and Minister-designates should not assume such responsibilities until parliamentary approval is secured.

    The Minority concluded by declaring it unlawful for any individual to present themselves as a Representative of the President to a Ministry exercising executive authority, advocating for adherence to constitutional processes and roles within government institutions.

    The newly constructed Urology and Nephrology Centre of Excellence at Korle Bu Teaching Hospital (KBTH) has been completed, marking a significant milestone in healthcare infrastructure.

    Funded through a €38 million credit facility by the government, the project underscores a commitment to universal health coverage and quality healthcare provision.

    Dr. Bernard Okoe-Boye, appointed by the President to oversee the Ministry of Health, conducted a working visit to KBTH on April 29, 2024, as part of his oversight duties of key government health projects.

    During the visit, Dr. Okoe-Boye noted several key features of the facility.

    The three-storey building is fully equipped with modern amenities including beds, furniture, and state-of-the-art medical equipment, both inside and out.

    Notably, it boasts a 31-bed dialysis station catering to individuals with chronic kidney disease, alongside a 70-bed space dedicated to genito-urinary patients.

    The facility encompasses various units such as outpatient, diagnostic and treatment, in-patient services, administration, training rooms, and a management and technology center, providing comprehensive care.

    Guided by Dr. Opoku Ware Ampomah, the CEO of KBTH, the visiting team also inspected the refurbished Fevers Unit, now transformed into a modern infectious disease center, showcasing a holistic approach to healthcare infrastructure development.

    Dr. Okoe-Boye emphasized the advanced treatment options available at the facility, particularly for individuals with genito-urinary conditions, chronic and acute kidney failures, and specialized nephrology services including kidney transplants. This signifies a significant step forward in enhancing healthcare delivery and addressing critical medical needs within the community.

    “The centre will also provide outpatient services and serve as a resource base to conduct research into urology and nephrology cases,” he said.

    He said the facility was initiated by the current government as part of its commitment to the delivery of universal health coverage and quality healthcare for all.

    “It is common knowledge that there is a lack of specialized care both at the primary and tertiary level when it comes to the practice of urology and nephrology in the country which needs to be addressed.

    “In response to this, a proposal was initially designed to run as a Public Private Partnership model to fund the construction of the facility.

    “Under the PPP, the investor was going to run the facility until they had recouped their investment before handing over,” he said.

    However, Dr Okoe-Boye said that the current government, recognizing the importance of such a project decided to renegotiate the project and revise the model of payment.

    “The financial arrangement as well as the construction operational arrangement and payback period posed a challenge, as a result, the government in 2017, decided to replace this model with an Engineering, Procurement and Construction (EPC) Turkey model under an Export Credit Arrangement (ECA).

    “The Government therefore secured a loan of thirty-eight (38) million Euros for the construction of the modern Urology and Nephrology Centre of Excellence at Korle Bu Teaching Hospital,” he said.

    Dr. Okoe-Boye noted that the inception of this project traces back to August 11, 2020, when President Nana Addo Dankwa Akufo-Addo initiated the construction and equipping of the 101-bed facility. This underscores a proactive approach by the government to address healthcare needs comprehensively.

    Regarding the transformation of the fevers unit into an infectious disease center, Dr. Okoe-Boye highlighted the government’s decision stemmed from the unit’s dire condition.

    However, he emphasized the importance of ensuring that both patients and healthcare providers receive and offer services in an environment that upholds dignity and respect.

    “This project was initiated by the government as part of the country’s response to the COVID-19 pandemic.

    “This was an existing building that was remodeled in line with the COVID Infection Prevention and Control Practices to serve both as a treatment centre and also to continue to perform its function as a fevers unit.

    “The project commenced from 1st March 2021 to 31st December 2023, at a contract sum of GH¢23,521,654.94,” he said.

    He continued, “The place has been renovated and retrofitted with modern equipment. It has two intensive care units with a total capacity of 120 beds.

    “It has also been fitted with a modern laboratory to be operated by the GHS’s reference laboratory. The laboratory has a similar capacity as the Noguchi Memorial Institute for Medical Research.

    “The laboratory can conduct an examination into all manner of viruses and infectious disease examinations, including Lassa fever and Marburg.

    “It has a reception and waiting areas, counselling rooms, consulting rooms, staff lounge, 50-seater meeting room, IT and general administrative offices, X-ray and imaging rooms, patient wards (male, female, and paediatric, decontamination rooms and changing rooms for clinical purposes among others,” he added.

    @NanaKwame claimed that the sub-chiefs cleared the way for the President to greet the King properly.

    Per the video, the president stood as other individuals went to greet the Yagbonwura as Mr Jinapor guided them. When the coast was clear, President Akufo-Addo made his way to greet the Yabgonwura.

    The X user believes the current narrative has been orchestrated by the opposition National Democratic Congress to paint President Akufo-Addo in a bad light.

    Leading advocate for the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, as well as the anti-LGBTQ+ bill, and Member of Parliament (MP) for Ningo Prampram, Sam George, has criticized the High Court’s ruling on the legal challenge aiming to compel President Nana Akufo-Addo to assent to the anti-LGBTQ bill passed by Parliament.

    In a tweet, the Ningo MP accused the President and the Office of the Attorney General of colluding to secure such a ruling. He expressed his lack of surprise regarding the court’s decision.

    “I am not surprised at this ruling. It is a contrived verdict predetermined between @NAkufoAddo, the Attorney-General’s Office, and the Judiciary” parts of the tweet read.

    He went on to challenge the duo to deny his accusations reminding the President of a meeting held in his office on 22n April.

    “I dare them to challenge me on this. The President should remember the meeting in his office on Monday 22nd April. Enough of the codswallop, Mr. President!” he added.

    Sam George’s reaction comes after a legal challenge was presented to the Supreme Court on March 5, 2024 that sought to compel President Nana Akufo-Addo to immediately act on the anti-LGBTQ bill passed by Parliament

    However, on Monday, April, 2024, the court ruled that it would be inappropriate to force the President to accept the bill for possible assent while there are two pending Supreme Court challenges against it.

    The NDC MP has been vocal and active in the legislative process, expressing gratitude to his colleagues in Parliament for passing the bill.

    Sam George has also been urging President Akufo-Addo to sign the bill into law following its passage by Parliament.

    The Accra High Court has rejected a plea to compel President Akufo-Addo to receive the anti-LGBTQ+ bill.

    This comes after a lawsuit was filed by National Democratic Congress (NDC) Member of Parliament Rockson-Nelson Dafeamekpor on March 25.

    In his suit, the MP sought several declarations and orders regarding the President’s powers under the 1992 Constitution of Ghana.

    Mr. Dafeamekpor asked for a declaration that, according to Article 106(1) and (7) of the Constitution, a President can only assent to or refuse to assent to a bill within seven days, unless the bill has been referred to the Council of State.

    He also sought a declaration that the President cannot prevent Parliament from transmitting a bill that has been passed to him.

    Additionally, the MP wanted a declaration that a letter dated March 18, 2024, addressed to the Clerk of Parliament and signed by the Secretary to the President, Nana Bediatuo Asante, is in contravention of the Constitution, and therefore, the President must withdraw the letter.

    However, the Attorney-General, represented by Chief State Attorney Sylvia Adeso, argued that the High Court had no jurisdiction to grant the application filed by Rockson-Nelson Dafeamekpor.

    Justice Ellen Mireku, in her ruling, indicated that the Court has jurisdiction but dismissed the application using her discretionary powers. She noted that two suits filed by private citizens Prof Amanda Odoi and Richard Dela Sky had direct implications on the mandamus application and hence could not approve the reliefs being sought by the South Dayi Member of Parliament.

    Regarding the Anti-LGBTQ Bill, Parliament passed the Proper Human Sexual Rights and Ghanaian Family Values Bill on Wednesday, February 28.

    The bill punishes those who take part in LGBTQ sexual acts, as well as those who promote the rights of gay, lesbian, or other non-conventional sexual or gender identities with time in prison.

    Despite public support for the bill, concerns have been raised, including by the Commission on Human Rights and Administrative Justice (CHRAJ), regarding discrimination and the potential infringement of constitutional freedoms. Member of Parliament for Ningo-Prampram, Sam George, has defended the bill, stating that it does not violate the laws in the 1992 constitution.

    The Finance Ministry has advised President Akufo-Addo against signing the bill, citing potential financial challenges, including the loss of funding from the World Bank.

    Now, the President, in a video circulating on the X platform, formerly known as Twitter, has been found allegedly demanding the same from the Yagbonwura Bi-kunuto Jewu Soale, the Overlord of the Gonja Traditional Area, during a courtesy visit.

    Per the video, President Akufo-Addo gave the order and stool still waiting for the Yagbonwura to get up from his throne to greet him. However, the Yagbonwura did no such thing in the presence of his subjects.

    The issue has not been taken lightly by netizens on social media who believe the president’s posture exudes arrogance.

    Dr Addo secured 664 votes, defeating his main rival, Solomon Kotey Niikio, who received 555 votes.

    The NPP’s National Executive Committee authorized the primary in La Dadekotopon following the resignation of the previously elected parliamentary candidate, Dr. Joseph Tetteh, citing personal reasons. Addo decided to contest in the primary after Dr. Joseph Tetteh’s resignation.

    With over two decades of service as President Akufo-Addo’s driver, Addo expressed his readiness to serve the constituency. He recently made a significant contribution to the party by donating an office complex located on Ako Adjei Road, providing a permanent office space for the party’s executives who had previously operated from rented premises.

    Former Auditor-General Daniel Yaw Domelevo has condemned the appointment of KPMG to audit the contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Ltd (SML), calling it illegal and unprofessional.

    The audit was ordered by President Akufo-Addo on January 2, 2024.

    In his comments regarding the contract, its suspension, and the subsequent audit, the former Auditor-General expressed his belief that every aspect of the process showed signs of illegality, corruption, and unprofessional conduct.

    Mr. Domelevo stated in an interview with Selorm Adonoo on The Big Issue on Citi FM and Citi TV that assigning KPMG to conduct the audit violated procurement regulations and raised concerns of conflict of interest, as KPMG has ongoing contracts with both the Ghana Revenue Authority and the Ministry of Finance.

    “I don’t see why KPMG accepted to do the audit because first and foremost, KPMG provides services to GRA and MOF [the Ministry of Finance] so they are conflicting but let’s put that aside because it is not a big deal. KPMG cannot accept an illegal contract from the government. The contract under which KPMG was selected to go and provide the service should have been a competitive selection process.

    “If the KPMG contract did not go through the public procurement process, that is either through competitive tendering or approval from the Public Procurement Board, then they have entered into an illegal contract and that is illegal and unprofessional.”

    The former Auditor-General added that “It is necessary for us to know how KPMG was selected and there are some state agencies that could have done the work and the law under Clause 8 of Article 187, the 1992 Constitution provides that the president on advice from the Council of State, may in the national interest, request the Auditor General to conduct some audits and so why didn’t this go to do the Auditor General?”

    Following the submission of the audit report, an April 24 press statement from the Presidency said “the total fees paid under the contracts from 2018 to the date of suspension amount to GH¢1,061,054,778.00.”

    SML has contested and denied that the company was paid GH¢1,061,054,778.00.

    Regarding the Presidency’s response to the KPMG audit report on the GRA-SML deal, Kpebu stated, “you think if Akufo-Addo had performed well with press freedom, and turned the economy, the NDC would have brought JM? No. So Akufo-Addo has single-handedly resurrected Mahama.

    “If we have to force him to release the KPMG report, then it means we have retrogressed under Akufo-Addo.”

    He highlighted that Akufo-Addo’s administration’s performance prompted Mahama’s reinstatement.

    The KPMG audit unveiled discrepancies in the GRA-SML agreement, with no technical needs assessment conducted before engaging SML.

    The Presidency issued directives in response to the report’s findings, including possible termination of certain services and renegotiation of contracts.

    The investigation by The Fourth Estate exposed false claims made by SML, which allegedly received payments based on unsubstantiated assertions.

    Upon confrontation with these findings, SML removed significant services claimed on its website.

    These developments underscore the political ramifications of governance performance and the importance of accountability in contractual agreements.

    He pointed out that in 2016, during the tenure of the National Democratic Congress (NDC), the NPP capitalized on ‘dumsor’ as a major campaign issue, leading to the defeat of the former.

    Dr. Otchere noted that history appears to be repeating itself, using the Akan proverb “Abaa yedi bo Takyi no, ye di bo Baah,” which translates to “The cane used on Takyi is also used on Baah,” to illustrate the situation.

    He emphasized that the ongoing energy crisis will be a crucial factor for voters in the upcoming elections and will significantly impact the NPP’s electoral prospects.

    Dr. Otchere recounted incidents at the UCC campus where students had to endure uncomfortable heat during exams due to power outages, highlighting the stress it caused.

    Additionally, he shared his personal experience of having to sleep in his car due to power outages, stating, “Last week I slept in my car for hours before going home in the night because of ‘dumsor,’ because the kind of heat we are enduring today is unbearable.”

    Dr. Jonathan Asante Otchere emphasized that voters prioritize factors such as the economy, infrastructure development, high inflation rates, and corruption when casting their votes, and these factors will be evident in the December elections.

    The Ranking Member on Parliament’s Finance Committee, Isaac Adongo, has called on President Akufo-Addo to immediately release the KPMG audit report on the revenue assurance contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Limited (SML).

    Mr Adongo urged the President to ensure that a copy of the report is presented to Parliament when the House reconvenes from recess, emphasizing that this step is essential for transparency in the deal and will enable Parliament to conduct an independent investigation into the contract.

    In a press statement issued on Friday, April 26, Mr Adongo reiterated the importance of transparency in government contracts, stating that it is crucial for accountability and public trust.

    The Bolgatanga Central Member of Parliament highlighted the Minority’s commitment to uncovering any breaches or irregularities in the contract, affirming that they would not allow the government to conceal any wrongdoing.

    Mr Adongo assured the Ghanaian people that the Minority would continue to demand accountability from the government and remain steadfast in protecting the public purse.

    He encouraged citizens to join in the effort to ensure that government contracts are executed with integrity and in the best interest of the nation.

    “At this moment, I respectfully request that Parliament be furnished with a copy of the KPMG report to aid the Finance Committee’s investigation.

    “It strikes me as unusual that the report only contains mild suggestions and recommendations despite the abundance of information available to the public regarding the SML arrangement.

    “Consequently, we must scrutinize the comprehensiveness of their mandate, including their TOR, methodology, and approach.”

    “Our primary objective is to expose the beneficial owners of this group and utilize Parliament’s authority to recover the funds that have been paid due to this illegality.

    “I trust that the President understands that my Parliamentary scrutiny request is founded on section 33 of the PFM Act, which mandates that Parliament authorize contracts with multi-year obligations in the first instance.”

    “For the unsuspecting public, this recent development further reinforces the belief amongst many discerning people of Ghana, that Bawumia and his associates are simply spearheading a corruption-infested digitalisation strategy steeped in delusions and shrewdness.

    “Without equivocation, this government’s touted mantra of digitalisation is merely a scheme, a political propaganda of chicanery deployed to hoodwink and exploit the people of Ghana for their self-serving benefit,” an excerpt of his statement said.

    KPMG, a reputable auditing firm, has completed and submitted its report on the contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Limited (SML) to President Akufo-Addo.

    The audit was initiated by the President on January 2, 2024, following an expose by the media. Originally scheduled to be concluded by January 16, 2024, the deadline was extended to February 23, 2024, due to circumstances.

    According to the audit findings, SML has received a total of GH¢1,061,054,778 since 2018 while fulfilling its obligations partially.

    However, SML has challenged this finding, asserting that the report in general justifies the contract.

    This nomination follows the vacancy left by the sudden death of the former MCE, Mr. Bernard Aborkugya Mensah, a month ago.

    The nomination of Charles Gyamfi Boateng is in accordance with Article 243(1) of the 1992 constitution and Section 20 (1) of the Local Governance Act, 2016 (Act,936).

    Charles Gyamfi Boateng, the Chairman of the Krachi East Constituency of the New Patriotic Party, has a long history of service within the party.

    He started as a polling agent and branch chairman in 1992, later serving as constituency secretary and organizer. Boateng played a pivotal role as campaign manager for Mr. Michael Yaw Gyato, the former Member of Parliament for Krachi East, during the 2016 election.

    Members of both the New Patriotic Party (NPP) and the National Democratic Congress (NDC) have expressed support for Boateng’s nomination.

    He informed the paramount chief of the Waala traditional area, Naa Fuseini Seidu Pelpuo IV, that he intends to return to the area with the New Patriotic Party’s flagbearer, Dr. Mahamudu Bawumia, as his successor.

    Emphasizing his stance, President Akufo-Addo stated that he would not pass on power to John Dramani Mahama, whom he defeated and ousted from office in 2016.

    “Before the election is held, I am going to come here and pay my proper goodbye to you and thank you for the cooperation that I received from you when I was president. God willing, when I come, I will come with the man who is going to be my successor. Wa Naa, you know that the man I removed from the seat, I cannot have him as my successor and as a traditional ruler, you understand what I am saying.“

    However, the President pledged his commitment to ensuring peace before, during, and after the December polls.

    “Our country is known as the pacesetter for democratic government across the entire continent of Africa. I want to assure you that this year we are going to maintain that reputation. But I need your support and cooperation.

    “I want us to work together to make sure that the peace and stability of our country is maintained all through the electioneering period and after”.

    The durbar was part of the president’s one-day working visit to the Upper West region, where he commissioned a 15 MW solar power plant at Kaleo, and it served as an opportunity for him to pay homage to the chiefs.

    President Akufo-Addo has affirmed his government’s commitment to enhancing electricity supply by continuing investments in the power sector.

    During the inauguration of a 15-megawatt solar power plant in Kaleo, Upper West Region, Akufo-Addo announced plans to introduce green energy policies to reduce reliance on thermal power.

    “The government is implementing a series of policies and measures to incentivise green investments, foster a culture of energy efficiency, and prioritise the development of solar, wind and hydroelectric power projects as key strategies for the growth of the energy sector in the country.”

    In the meantime, Chairman of the Electricity Corporation of Ghana’s governing board, Herbert Krapa, assured the public that the ongoing power challenges will soon be resolved.

    He assured that the government has implemented adequate measures to ensure a consistent power supply for consumers.

    Mr Krapa underscored the government’s acknowledgment of the hardships faced by Ghanaians and its dedication to resolving them for the public’s welfare.

    “As I said earlier today at Kaleo, at the Commissioning of VRA’s 15MW Solar Plant, the Government has put in place immediate measures to ensure the return of uninterrupted supply of power to consumers. I can, therefore, state that the unfortunate power challenges Ghanaians are facing should be over in the next few days.”

    “We are fully confident that the measures being put in place should resolve the service interruptions. We empathise with all consumers and apologise unreservedly for the effects of the outages on our daily lives. Please bear with us.     Strategic Mobilisation Ghana Limited (SML), in response to KPMG’s audit report on its contract with the Ghana Revenue Authority (GRA), has reaffirmed its commitment to contributing to Ghana’s development by adhering to ethically acceptable standards and maintaining the quality of its work.

    SML issued a press statement on Thursday, April 25, outlining its position in response to President Akufo-Addo’s directive for the Ghana Revenue Authority (GRA) and the Ministry of Finance to review aspects of their revenue assurance contract following the KPMG audit report.

    The President emphasized that the renegotiation should be closely monitored and evaluated periodically to ensure it meets expectations.

    This directive was communicated through a press statement released by the Communications Director of the Presidency, Eugene Arhin.

    SML stated that it remains dedicated to assisting in building a better Ghana for all citizens. The company emphasized its commitment to ethical practices and assured that it would uphold high standards while carrying out its duties.

    Addressing concerns raised by the President and the public, SML highlighted its commitment to following due process in the review initiated by the GRA and the Ministry of Finance.

    Additionally, SML clarified that the audit conducted by KPMG revealed that the company had not received a speculated $100 million payment, refuting claims circulated in the media.

    “SML is fully committed and confident in its efforts to ethically contribute to building a better Ghana for present and future generations while adhering to high ethical standards. We have instructed our lawyers to examine some of KPMG’s professional misjudgments and their extension into the other unfavourable positions of the government.”

    A prominent private legal practitioner, Martin Kpebu, has criticized the Akufo-Addo government for its failure to devise a schedule for the ongoing erratic power supply (dumsor), which would assist Ghanaian households and businesses in better planning their lives.

    In an interview on TV3’s The Keypoints program on April 23, 2024, Mr Kpebu stated that the sole reason the ruling New Patriotic Party (NPP) government is hesitant to create a dumsor timetable is due to the potential political consequences of such action.

    Kpebu emphasized that the government is aware that releasing a dumsor timetable would undoubtedly impact the fate of the NPP in the forthcoming December 7, 2024, general elections.

    “It (the refusal to devise a dumsor timetable) is nothing new. It just reiterates the statement by Socrates that ‘Politicians are crooks’, that’s it; rooks and are busy gaslighting us.

    “Because commonsensically, this dumsor timetable should have been out. But you see how they keep making it look like rocket science, shifting blame? ECG keeps saying that they don’t get enough notice from GRIDCo, so it’s impossible to get a timetable.

    “Then you find Matthew Opoku Prempeh (the Minister for Energy), come to insult us after we’ve paid him with taxes and even has not had the courtesy to render an unqualified apology to us. And it goes on and on and on,” he said.

    The lawyer added, “So what they’re saying is that if this timetable comes out, then it means that they are sinking themselves, you know, because election 2024 is just in the corner.”

    A civil society organization, United Voices for Change (UVC), has demanded the immediate dismissal of Dr. Joseph Aidoo, the CEO of the Ghana Cocoa Board (COCOBOD), citing mismanagement and significant financial losses during his tenure.

    The convener for the group, Slyvestine Ronald, expressed serious concern over Dr. Aidoo’s continuous leadership at COCOBOD despite overseeing substantial financial losses within the institution.

    “We call for the dismissal of Dr. Joseph Aidoo, the CEO of COCOBOD with immediate effect. He has presided over financial decline and recklessness and has failed to fulfill his mandate of generating profit and revenue,” he added.

    Highlighting alarming financial losses incurred by COCOBOD in recent years, Ronald pointed to figures indicating losses of GH¢161.3 million in 2017, GH¢78.22 million in 2018, GH¢320.57 million in 2019, GH¢32 million in 2020, and a staggering GH¢2.44 billion in losses in 2021.

    “These losses, which began in 2016, are ballooning by the years, reaching GH¢2.44 billion in 2021,” he stated.

    The organization also held President Akufo-Addo responsible for the consistent losses incurred by State-Owned Enterprises (SOEs), including COCOBOD.

    United Voices for Change called for urgent measures to be taken to rescue the declining state institution, emphasizing its importance as a significant source of employment in Ghana.

    “To make the SOEs function again, the CSO says all CEOs who are sleeping on the job should be sacked,” he added.

    During the height of Ghana’s severe power supply crisis under former President John Dramani Mahama’s administration, Akufo-Addo was actively campaigning for his first presidency.

    In the midst of the prevalent dumsor crisis, Akufo-Addo consistently criticized the government’s handling of the situation, using various platforms to draw attention to the issue.

    In a notable tweet dated November 16, 2016, at 9:00 AM, Akufo-Addo urged Ghanaians to vote for change, using the hashtag #VoteForChange, expressing dissatisfaction with dumsor, incompetence, mismanagement, corruption, and other perceived shortcomings of the Mahama administration.

    Interestingly, this tweet has resurfaced at a time when Ghana is experiencing recurrent unannounced power outages, leading many to draw parallels to the dumsor era.

    “#VoteForChange if you’re tired of dumsor, incompetence, mismanagement, corruption, celebrated mediocrity, inflated infrastructure contracts,” his tweet of November 16, 2016, at 9:00 AM, said.

    Despite government denials, particularly through the Electricity Company of Ghana (ECG), suggesting that the outages may be due to localized faults, calls for a timetable for power outages have been disregarded.

    Instead, citizens have been advised to devise their own schedules for managing the outages. Meanwhile, the Ashanti Democrats have announced plans to bring the Dumsor Vigil from Kumasi to Accra.

    A video that has surfaced on social media has garnered harsh criticism against President Akufo-Addo.

    The video captures the President’s presence at the funeral ceremony of the late Alhaji Rashid Bawa, whom the government held a funeral ceremony for on Saturday, April 20, at Kadjebi in the Oti Region.

    The recent controversy involving the president occurred when President Akufo-Addo decided to extend his felicitations to the traditional authorities present.

    When President Akfuo-Addo appeared before the Chiefs, he was dissatisfied that they were seated. Together with his ‘bodyguards’, he instructed the chiefs to rise before he shook hands with them. He waited till they were upstanding before he shook their hands.

    The issue has not been taken lightly by netizens on social media. Aside from condemning the president and the action, they questioned whether President Akufo-Addo would dare to put up such an act in front of the Asantehene Otumfuo Osei Tutu II.

    “Can he do this to Otumfour, Okyehene, DormaaHene or Ga Mantse?” an X user wrote.

    Another added, “You can’t do this at Akwasidae! That one I can assure you not even a Kontihene.”

    Alhaji Rashid Bawa, 64, a legal practitioner, died on Thursday, March 14, 2024, in Abuja, Nigeria. His body was flown to Ghana and buried at Kadjebi on Friday, March 15, 2024, in line with Islamic customs and traditions.

    A funeral ceremony in his honour was held over the weekend to appreciate his immense contribution to Mother Ghana.

    Ahaji Ahmed Bawa, an elder brother of Rashid, who read the family tribute, said: “Our family is devastated with the loss of
    Rashid and we’re shattered and depressed.”

    In a tribute, Mrs Mariyam Issa Bawa, the widow, described Alhaji Bawa as a wonderful person, best father and a role model
    to their cherished children.

    The NPP National Chairman, Mr Stephen Ayensu Ntim, in a tribute read on behalf of the Party, described Alhaji Bawa as a
    man of principle and exceptionally high standards.

    He said the late Ambassador stood at all times for honour, humility, hard work, commitment to duty, integrity, accountability, compassion and service to the motherland and mankind. There were tributes from the Kadjebi Traditional Council and the children.

    The Supreme Court has ruled that Parliament’s decision to approve salaries for the wives of the President and Vice President is unconstitutional.

    The court declared that this approval is inconsistent with the 1992 constitution, as the first and second ladies do not hold public office.

    The ruling came in response to a suit filed against the Attorney General in July 2021 by Kwame Baffoe, the Bono Regional Chairman of the New Patriotic Party (NPP), popularly known as Abronye.

    Among other things, the NPP Chairman was seeking a “Declaration that per Article 71(1) and (2), the positions of the ladies do not fall under the category of Public Office holders.”

    The writ added that “… Per Articles 108 and 178 of the 1992 Constitution of the Republic of Ghana: Parliament, cannot on its own accord, initiate or approve payment of any such emoluments which would necessarily be paid from public funds, without a bill to that effect emanating from and introduced by the Government and duly passed into law.”

    The Supreme Court has ruled in favor of Kwame Baffoe, also known as Abronye, the Bono Regional Chairman of the New Patriotic Party (NPP), in a case challenging the payment of salaries to the wives of the President and Vice President. The court declared that Parliament’s approval of these salaries is inconsistent with Article 71 clauses 1 and 2 of the 1992 constitution of Ghana, and therefore null, void, and unenforceable.

    A seven-member panel of the Supreme Court, led by Chief Justice Gertrude Araba Esaaba Sackey Torkornoo, granted three out of the four reliefs sought by Abronye. However, his fourth relief, which questioned Parliament’s authority to initiate or approve such emoluments without a bill from the government, was not granted.

    Meanwhile, a similar action filed by National Democratic Congress (NDC) Member of Parliament for South Dayi Constituency, Rockson-Nelson Dafeamekpor, was partially dismissed. Only one of his reliefs was granted, while the rest, which focused on the recommendations of the Professor Yaa Ntiamoa-Baidu Committee, were dismissed.

    The panel of the Supreme Court that heard the case included Justices Gabriel Pwamang, Avril Lovelace-Johnson, Henrietta Mensa-Bonsu, Barbara Ackah-Yensu, Samuel Kwame Adibu Asiedu, and Ernest Yao Gaewu.
